Delano Williams sprinted his way into the history books and into the hearts of residents when he became the first Turks and Caicos Islander to participate in an Olympic Games. Williams, 22, ran a powerful second leg in the 4x400 metre heats at the Rio Olympics in Brazil on Friday, August 19th. His team won, but they were later disqualified for an illegal baton exchange because anchor runner Martyn Rooney was outside the zone in the

final take-over. The disappointing news did not stop residents of Turks and Caicos Islands from jubilantly celebrating the historic feat of their hometown hero. There was a festive atmosphere as hundreds gathered at different bars and restaurants to watch the night-time race. A big celebration is planned for Williams when he returns to the Turks and Caicos Islands next week.

TURKS ISLANDER JAILED IN USA FOR KILLING SECURITY GUARD Nicole Worster remembered standing inside St. Vincent Hospital as her father’s lifeless body was on a nearby table. She remembered being told she could not touch her father because he still needed to be processed for evidence. “I could not hug him or kiss him,” she said. “I could merely just stand there and stare at him and tell him how much I loved him and how much I would miss him.” Worster’s daughter asked the judge to give Penn the maximum penalty in the case. “And may you please take into consideration the life sentence of heartache, grief, and pain our family is now serving,” she said. A niece of Worster called Penn a coward who shot Worster in the back. As she spoke in court, Nicole Worster said her father would never get the chance to walk her down the aisle when she is married. Worster will never be able to watch his grandchildren grow up, she said.

The Albion, where Penn worked, is a building with a troubled past. It has been notorious for code violations and criminal activity. “We had a person die every 60 days in the building, and hundreds of medical calls a year,” said a former manager at the building, Michael L. Rienecker of Worcester. He said tenants at the rooming house have included recent parolees from prison, sex offenders, people with addiction problems and those who can’t pass a background check to live elsewhere. In the spectrum of living accommodations, he said, the rooming house is a step above a shelter. The rent of $125 a week brings a single room, with a shared bath and kitchenette on each floor, said Mr. Rienecker, who said “100 percent” of tenants are on some form of government assistance. “The people who live in a rooming house are people who can’t live anywhere else,” Mr. Rienecker said.

the city’s director of housing and health inspections. Violations included bedbugs, hanging smoke detectors, and water leaks, she said.

and female) acted in a manner that is contrary to what was supposed to be a peaceful protest. Police have a duty to facilitate and encourage the right to peaceful protest while still protecting their safety and that of the public and in doing so, maintaining law and order.

Dolphin Cove project focusing on St. Lucia instead of TCI

Chairman and founder of Dolphin Cove, Stafford Burrowes, says the company will likely bump up plans for expansion to St Lucia as its first regional park over the Turks and Caicos Islands (TCI) for which it has been trying for some time to obtain approvals. The company has been trying for more than four years to expand regionally, but with TCI approvals slow in coming, Burrowes told the Jamaica Gleaner newspaper, “We may jump over TCI and bring St Lucia in a little quicker. “There is a new government in St Lucia and I think that is a very god government to us,” he said, adding the company is anxious to launch these parks. Operators of animal parks typically face pushback from animal rights lobby groups and this, Burrowes reasoned, has led to the delay in the TCI planning department “finally giving us the rubber stamp”. “We have our permit to operate a dolphin park and our

engineering drawings and EIA are with planning department. But like everywhere, there is a pushback and it is very strong there,” he said, while charging that this pushback emanates from foreigners living in TCI, or ‘nonbelongers’ as they are called, and not the local populace. Dolphin Cove has submitted an environmental impact assessment on the marine park development to the TCI authority and is just awaiting their decision to move forward, he said. The marine park, based in Jamaica, currently operates four locations on the north coast. The company bought lands in St Lucia in 2012 and in the TCI a year later. Last year, Dolphin Cove was taken over by World of Dolphin Inc, whose subsidiary Dolphin Discovery now operates the marine park. Burrowes remains in charge of the company. This year, Dolphin Discovery is pumping US$2 million into initiatives related to Dolphin Cove’s physical plant, cost efficiencies and revenue enhancement, according to CEO of the Dolphin Discovery Group, Eduardo Albor Villanueva, at the Jamaican company’s annual general meeting in New Kingston on Monday. The improvements included the kitchen and break rooms, according to regional director for Jamaica, Alex Raygoza. Burrowes said plans to add other local parks should take off, given the resources of the new owner. “What Dolphin discovery brings to the table is a whole lot of expertise that we were scrounging around to find. SENIOR PLANT ELECTRICIAN Description Responsible for carrying out effective preventive and corrective repairs to plant control and electrical equipment and other company assets in a manner consistent with equipment manufacturer’s specification and standard electrical practices and as directed by the Plant Production Manager Main Duties  Maintain, install and trouble shoot all rotating and stationary electrical equipment with particular emphasis on control systems. Minimum Requirements  At a minimum, must possess an electrical technologist, or electrical technician advanced diploma (or equivalent), with particular emphasis on controls systems and protection technology.  A minimum of 10 years’ experience in high voltage application preferably in the diesel power generation and substation environment.  Experience working on Caterpillar and Wartsila diesel generators will be an asset.  Familiarity with and competency in the use of computers PLCs and standard computing software programs.  Excellence in interpretation of engineering drawings and manuals.  Professional competency in written and oral communication skills in English.  Experience in high voltage installation, maintenance, and repairs.  Ability to function effectively under emergency situations and thinks clearly and effectively and able to deliver within deadlines and to work under pressure. Governor greets new Chief Magistrate and criminal justice advisor

The Governor, Peter Beckingham, greeted the new Turks and Caicos Islands Chief Magistrate at her swearing-in ceremony in Providenciales on 18 August. Mrs. Tanya Lobban-Jackson, originally from Jamaica, has most recently been Senior Crown Counsel in Cayman Islands. She will be joined in TCI by her husband and two young children. The Governor and Chief Magistrate also met in TCI on 23 August with Ms Hilary Ryan, the UK Foreign and Commonwealth Office’s newly appointed Criminal Justice

Adviser to the Caribbean Overseas Territories. Ms Ryan, who will be based in Miami, will have a particular focus on child safe-guarding, serious crime and money laundering, and the criminal justice system. After her visit the Governor said: “I hope that Ms Ryan’s new role will encourage all the parts of TCI involved in criminal justice to look to the UK for advice and possibly financial assistance. We had very positive discussions with the Chief Justice, Police Commissioner, Acting DPP, Prison Superintendent as well as with the Chief Magistrate and Court Administrator about their work,

and identified a number of areas where more support may be possible from the UK. Ms Ryan also highlighted the value in other jurisdictions of a Criminal Justice Board of senior practitioners, which could be a helpful mechanism as well in Turks and Caicos.” Ms Ryan is a career Prosecutor, having joined the UK’s Crown Prosecution Service in 1986. For many years she specialised in the field of rape and child abuse. She has most recently been attached to the British Embassy in Washington where she worked closely with the US Department of Justice.

Judge rules that AG is lawyer for Government, not individual Cabinet ministers by Hayden Boyce Publisher & Editor-in-Chief The judge in the corruption case in the Turks and Caicos Islands ruled on Monday that the Attorney General is the lawyer for government and not individual Cabinet ministers, therefore giving evidence against them does not breach the legal professions privilege. In a 25-minute ruling, Mr. Justice Paul Harrison, a former President of the Jamaica Court of Appeal, said: “I do not accept that the Attorney General is the legal advisor to any individual minister to give rise to the legal professional privilege between them as lawyer and client.” He added: “It would be contrary to the principles of collective responsibility, and would be quite untenable, if each minister was seen to have the option to waive or refuse to waive the legal professional privilege....Nowhere in Section 41 of the Constitution or Section 131 of the Constitution is the individual minister differentiated as a client of the Attorney General.” Last week, defence lawyers, led by Ralph Thorne, QC, the lawyer for former Premier Michael Misick, argued that Attorney General Rhondalee Brathwaite-Knowles should not be allowed to give evidence or produce documents containing any legal advice she gave to former Cabinet ministers who are currently on trial. Such legal advice must be subject to legal professional privilege and this privilege has not been waived, the defence attorneys said. They accepted, however, that Brathwaite-Knowles may give evidence of such factual and background matters pertaining to various development agreements as may be necessary so long as in so doing, it does not involve a violation of the privilege. Brathwaithe-Knowles, this country’s first female Attorney General, had already started to give her evidence, but her testimony was suspended after the objection was raised. Judge Harrison said the issue should have been anticipated and dealt with before she started to give her evidence. Before she resumed testimony on Monday August 22nd, Judge Harrison, in his ruling, stressed that the legal profession privilege is a long established feature of the British Common law and is a fundamental principle of the administration of justice. He said it grants protection from the disclosure of evidence of communication between a lawyer and client; adding that it is a right that is enjoyed by the client, not the lawyer, and only the client may waive that privilege. The judge agreed, and quoted a case which stated, that a client must be sure that what he tells his lawyer in confidence must never be revealed without his consent. “The rationale, therefore, is that the communication between lawyer and client remains prohibited from disclosure unless the legal profession privilege is waived,” he said. “In these circumstances, however, one has to determine who is the client.” The judge then quoted Section 41 of the constitution, which

states: “There shall be an Attorney General of the Turks and Caicos Islands, whose office shall be a public office. The Attorney General shall be the Legal Adviser to the Government and the House of Assembly, and (a) these functions may be exercised by the Attorney General in person or by officers subordinate to him or her acting under and in accordance with his or her general or special instructions; and (b)in the exercise of these functions the Attorney General shall not be subject to the direction or control of any other person or authority, and any such subordinate officer shall not be subject to the direction or control of any person or authority other than the Attorney General.” This section, he said, is a “clear indication” that the client of the Attorney General is the government, in addition to the legal advice which is given to the House of Assembly. Judge Harrison also noted that Section 131 of the Constitution states “rather repetitiously” that Government means government of the Turks and Caicos Islands. He then quoted a section of the law which states that in the daily operations of government, Cabinet ministers have access to the Attorney General to seek advice or clarify advice given, adding that it was also recognised that other public officials, including Permanent Secretaries and heads of departments usually seek the AG’s legal advice as well. Repeating that the Government is the client of the Attorney General, the judge added that there was, in fact, an expressed waiver of the legal profession privilege between the government and the AG by the Government, who is the client. To support his view, Mr. Justice Harrison noted that the Governor appointed a special prosecutor (Helen Garlick) following the Sir Robin Auld Commission of Inquiry and the terms of reference gave that special prosecutor certain responsibilities and privileges when it came to documentary exhibits “from any source”. He noted specifically that after the suspension of the constitution in August 2009, “the Governor was the government”. The judge added that in the context of Sir Robin’s report, the directive to the special prosecutor “to retrieve all evidence from any source was not given in isolation, but was an expressed waiver from the client” (the Turks and Caicos Islands Government) , of the legal profession privilege which existed between the Attorney General and the Government. “The consequential giving of statements by the Attorney General and her law officers and the handing over of files and development agreements, along with the statements given by the governor, are all relative to the existence of an expressed waiver. So the legal professional privilege had been effectively waived by the client, the government. And once that privileged material ends up in the hands of the opposite party, it is admissible and may be utilised in the trial. During the period with which the court is concerned, BrathwaiteKnowles was Crown Counsel

He said then: “Communications between her (and indeed, any lawyers within the Attorney General’s Chambers) acting as such and her client, the Government, may be subject to legal professional privilege. AG continues evidence in SIPT trial Attorney General Rhondalee Brathwaite-Knowles is expected to continue giving evidence in the Special Investigation and Prosecution (SIPT) trial for the rest of this coming week and possibly the next. Last week, lead prosecutor Andrew Mitchell, QC, used the Attorney General to get a number of documents into evidence, including Cabinet papers, development agreements, emails and other correspondence between her and former Cabinet ministers and private lawyers. The AG was questioned about the sale of land on Water Cay, North West Point and also about some land which was sold to Beaches Resort and Spa by private land owners. At one point, defence lawyers objected to Mitchell’s drawn-out line of questioning, saying that the evidence which the prosecutor sought to extract from the AG was not relevant to any of the charges which defendants face.

Brathwaite-Knowles told the court that former Premier Michael Misick and the former Progressive National Party government wanted to create a mechanism for Belongers to seek and acquire financing for hotel and condominium development. She said he noted that Belonger charge was a hindrance to this process and that another way should be found; hence there was something called a collateral agreement to deal with this issue. The AG said she had some concerns about collateral agreements because they were “less secure” ways of protecting Government’s interests. She also testified that Misick was very concerned about the issue of “fronting”, which she described as a process where Belongers were acting for non-Belongers who received the real benefits. She said Misick wanted Belongers to be genuine investors in

Big Plans for TCI’s first Olympian Delano Williams’ arrival back home By Todeline Defralien Big plans are on the way for TCI’s first Olympian Delano Williams’ arrival back home scheduled for next week. The homecoming celebrations are scheduled for Thursday, September 1, 2016 commencing with a welcome ceremony at the Providenciales International Airport. From the airport there will be a motorcade to the world’s famous Fish Fry flowing a press conference at the DEMA office. Mr. Williams will then be escorted by the Turks and Caicos Islands Cadet Corps and a Junkanoo group through the fish fry to that stage with welcoming speeches from His Excellency the Governor, Peter Beckingham, the Hon. Premier Dr. Rufus Ewing, Miss Edith Skippings of TCAAA and the golden boy himself Delano Williams. Williams was scheduled to return to the TCI on Thursday August 25th, 2016 but due to bad weather he was unable to do so. He said via social media Facebook, “Due to bad weather in the islands I won’t be coming home until Next Week Thursday, which is the 1st of September. Please be safe out there guys and see you all next week as we celebrate History together. I will also be in Grand Turk on the

3rd of September for my hometown celebrations.” Deputy Premier Hon. NHIP's medical advisor slams health care facilities in Jamaica Dr. Hamlet Nation, the Jamaican

doctor who is now in charge of the NHIP's Treatment Abroad Programme (TAP), has been extremely critical of health care facilities in Jamaica, where he sends several patients from the Turks and Caicos Islands. The following is an article which he wrote in the Jamaica Observer in October 2015, under the headline: 'More than lip service needed for Jamaica's health care'. Dr Fenton Ferguson in his recent presentation to the Jamaican Parliament cautioned that health should not be politicised as it was much too important of an issue. This was in obvious response to statements attributed to the Opposition spokesperson on health and undoubtedly to Delano Seiveright, his challenger in St Thomas Eastern. I doubt very much that this warning will be heeded as we go deeper into the political silly season. Former Deputy Premier and Minister of Health denied health by NHIP By Todeline Defralien Former Deputy Premier and Minister of Health Lillian Boyce spoke about her bad experience with NHIP, where she was first denied health, then discriminated against and finally had to end up paying for a portion of her own health care in the USA, although she was fully paid-up with NHIP. Mrs. Boyce shared her experience with an audience during the town hall meeting which was organised by former Deputy Premier and Minister of Health, Lillian Boyce, under the patronage of her foundation Sister Sister TCI. She said, “I was discriminated against, they send us to places that cannot help us and then we’re sick, we get worst and a lot of our loved ones come back in body bags that may have not happened to you but it happened to us twice so I feel like I was given enough warnings but again I still did nothing about it. I was refused what about so many others, while

The CEO of NHIP said that they would send me to Puerto Rico instead where I couldn’t speak the language, I had no families to visit me but she just mean that I was just not going to be in the U.S.A.” Mrs. Boyce said they refused because she wasn’t familiar with many of our people (Turks Islanders) going on to Puerto Rico to undergo surgery. “I am thankful to be alive but I do have some medical issues that I continue to manage and investigate the doctors and the doctor said to me no human being should live this way

when I finally got into Holy Cross and was about to do the surgery,” she stressed. Mrs. Boyce said it was shocking that certain persons at NHIP and in the health system were refusing to carry out the instructions of the Premier who is also Minister of Health. “Together we are going to compile our demands for the Premier who is our Minister of Health; he’s a very imp0ortant person he is the boss of the country that was one of the things that I said to him when Dr. Nation refused to follow his instructions. I said you are a boss of this country how can Dr. Nation belittle you and say he’s not going to do but I’m not a fool I’m thinking at the background that Dr. Nation must be in power to do so because he couldn’t be so strong to feel that he can do it. How could the CEO be so strong in her convection that she’s not going to do something when you are the boss of this country and you are the Minister of Health and you let them disrespect you that way.”

Flow Olympics Viewing Party Highlights Lime hosted a live Olympics Viewing Party on Friday, August 19th at the Ocean Club East Conference Room. Britain) participated in the 4x400m Relay Heat. Great Britain's men's 4x400 metres relay team saw their Olympic medal hopes crushed as they were disqualified after cruising into the final in Rio. The quartet of Nigel Levine, Delano Williams, Matt Hudson-Smith

and Martyn Rooney came home first in their semi-final in two minutes 58.88 seconds, establishing themselves as strong medal contenders. But shortly after leaving the track they were disqualified for starting outside the changeover zone but the TCI is more than happy for

Grand Turk’s First Annual Eco-Camp a Great Success! Last week Grand Turk youth had the opportunity to participate in the island’s first, annual Eco-camp. The camp, a collaboration between the Turks & Caicos National Museum, and the Department of Environment & Coastal Resources (DECR), ran from the 15th to the 19th August, and not only allowed for some summer fun but also introduced participants to some of the environmental issues faced by the TCI. “The DECR is pleased to have collaborated successfully with the National Museum! It was wonderful to witness Grand Turk’s youth show an interest and learn so much about their environment. We look forward to this becoming an annual event in Grand Turk’s summer calendar,” said DECR’s Environmental Outreach Coordinator, Amy Avenant. The camp was sponsored by the TCNM’s Children’s Club and the DECR, which made it possible for a

total of 13 children to enjoy activities such as learning to swim, kayaking, snorkelling, and even a trip to Gibb’s Cay! All children had to do was register the week before, at no expense, and ensure they showed up on time every day. “This camp gave the youth of Grand Turk the opportunity to learn first-hand about the wonderful natural resources Grand Turk has to offer, and also how to protect them for future generations,” said Patricia Saxton, Director of the Turks & Caicos National Museum. Maintaining appropriate supply levels of chemicals and cleaning agents is part of a pool maintenance technician’s job. If persistent or unusual adverse conditions are noted, he/she is expected to report them to the Chief Engineer and follow directions to correct them. Part of this job requires physically inspecting the interior of the pool along with valves and drains to ensure they are free of debris and properly functioning. Keeping safety equipment inspections up to date and inspecting decks and diving boards for defects are also regularly required for this job. Flare up of violence leads to nightly curfews in some West Kingston communities KINGSTON, Jamaica – Nightly curfews have been imposed in some communities in West Kingston following a flare up of violence on the weekend. On Saturday the police issued an advisory warning persons to avoid Darling Street and sections of Spanish Town Road in the Corporate Area, that were affected by violence stemming from a gang feud. The police, along with members of the Jamaica Defense Force (JDF) say they are monitoring the situation that resulted from a feud between gangs in Denham Town and Tivoli Gardens. “Especially in the night – we will have increased presence in the area and we will be doing a soft lock down the area. So we are advising law abiding citizens to co-operate – please go in early, so that the corridors can be cleared,” said head of the Kingston Western Police, Superintendent Howard Chambers. Caribbean Fantasy response downsized

SAN JUAN, Puerto Rico – The United States Coast Guard has downsized its response to the Caribbean Fantasy passenger ferry as the operation shifts from emergency response to long term management, one week after the ferry caught fire. The vessel is currently moored at a pier in the San Juan Harbour. On Wednesday, the Coast Guard said in transitioning to long-term project management, a phase will consist of the continuing joint marine casualty investigation;

hazardous and nonhazardous waste disposal, damage and stability assessment and the survey and removal of cargo. The Coast Guard added that all non-essential personnel are being demobilized as the transition occurs. The ship caught fire last week, while approximately two nautical miles north of the San Juan Harbour, leading to the evacuation of all 511 passengers and crew.More than two dozen passengers were hospitalized for smoke inhalation, dehydration and shock.

The ship that runs several times weekly between Puerto Rico and the Dominican Republic, later ran aground just offshore Punta Salinas, where the fire continued to burn inside the ship’s engine room. The ferry floated free last week Friday and was moved to San Juan on the weekend. The joint marine casualty i n v e s t i g a t i o n includes the Coast Guard, the National Transportation Safety Board, RINA Services and the flag state, Panama.

Jamaica’s PNP in campaign scandal The Opposition People’s National Party (PNP) is now reeling from damaging allegations of misuse of campaign donations by some of its candidates in the February 25, 2016 General Election. The allegations were made by PNP Treasurer Norman Horne in his report to the party’s National Executive Council (NEC) meeting on July 23 and 24, but which only surfaced publicly yesterday. In his report, Horne painted a picture of a party in campaign disarray that spilled over to its ability to raise funds for the election that it eventually lost by one seat to the Jamaica Labour Party. “Throughout the 2016 national campaign the treasury worked assiduously to overcome the handicap the party endured due to the fragmentation of the political leadership, machinery and consequently the national campaign itself, which resulted in multiple non-cohesive and disjointed campaigns being run by distinct groupings and individual members of the party,” Horne wrote. He said that prior to February 17, 2016, when the party communicated its decision not to participate in three planned national debates, the treasury’s greatest competition in the marketplace was the membership of the party who held senior positions in Government. “These persons were actively in the market for what seemed to be sole benefit of their personal campaigns and collected significant amounts from members of the private sector who were earmarked by the treasury as potential substantial donors for the benefit of the PNP as one cohesive unit,” he wrote. “On numerous occasions, information received by the treasury from the potential

donors was that contributions had already been made to senior party members for the benefit of the party. However, only a few members reported or accounted in full, or even in part, for the receipt of these donations to the treasury or the party executive. This heavily affected the party’s income and short-changed the party, resulting in a negative effect on the national campaign. Financially speaking, there was not one central bank, but several banks; some of which had more resources than the treasury,” Horne stated. “Necessary funding could have been strategically diverted to marginal constituencies, which seemed to have required just a little more financial support to get them over the hump. Had there been a cohesively executed campaign, with the treasury being the central bank and the recipient of the bulk of the resources, then it is highly likely that we would have won the election and been in Government today,” he argued. Since the election loss, the PNP has been in turmoil with calls for changes to the leadership, particularly that of President Portia Simpson Miller. Initially, former General Secretary Peter Bunting had hinted that he would challenge Simpson Miller. However, he eventually walked back that position. Last month, former Cabinet minister and PNP vice-president Dr Karl Blythe submitted his nomination for the presidency for which delegates will vote at the party’s annual conference in September. “I truly believe that my party needs to start the renewal process, and I believe that this renewal process would have started if other persons had entered the race,” Blythe, a medical doctor, told the Jamaica

Observer. “If I am voted in as leader at this time, I will become the initiator of the renewal process, and I will give the party one year to put in place the person that they believe is best suited to take the party through the renewal process,” Blythe added. Horne, in his report, also called for renewal in the party, stating that the PNP’s former president, PJ Patterson, had stated that it is now time for “Norman Washington Manley’s party to rebuild, repair and reignite the sparks of change”. Manley was a cofounder and first president of the PNP in 1938. Horne said that it was no secret that before the PNP’s final decision not to debate, the JLP was having grave difficulty raising funds from the business community. “At that time, the private sector was merely being asked by the JLP to make campaign contributions so as to ensure that they could ‘maintain a strong Opposition’. The sentiment within both parties was that the JLP could not and would not win the national election and therefore was not a viable investment. However, a day in politics is a lifetime, and in living proof of the adage, our failure to debate had irreversible consequences for not only the treasury but the party at large,” Horne said. He said that immediately, in rejection of the PNP’s stance, the majority of the private sector refused to make any further contributions to the party. Instead, the sector decided – based on the perception that the PNP was displaying arrogance and a sense of supremacy – that the party had denied the electorate the right to participate in democracy through the communicative avenue of debating.

Trinidad has 285 murders so far this year News Americas, P O R T- O F - S PA I N , Trinidad - The twinisland Republic of Trinidad & Tobago continues to see a rise in its murder rates this year even as the Trinidad and Tobago Police Service (TTPS) says the numbers have declined compared to last year. Hours after the TTPS announced the decline in murders compared to 2015, six people were killed, pushing the murder tally as of Thursday, Aug. 18, 2016 to 285. On Wednesday, August 17, 2016, four people were killed in separate incidents, including fabricator Selwyn Sammy, 47, who was discovered dead shortly after daybreak with multiple gunshot wounds at his Point Fortin home. In the early hours of Thursday morning, two more

people were murdered. The Powerful Ladies of T&T (PLOTT), says guns have been used in most of the murders, to the tune of 76.6 per cent this year, followed by knives and other sharp objects at 13 per cent. The majority of the murders have been committed at or around 10 p.m., a recent PLOTT report said. The UK and Canada have both warned its nationals to be extremely cautious in travelling to the island because of high levels of violent crimes especially in parts of the capital Port-ofSpain. Proposals for building a bridge linking St Kitts and Nevis to be considered BASSETERRE, St Kitts — Proposals are being considered by the federal Cabinet to construct a bridge to connect St Kitts and Nevis, which would bring greater ease of travel between the twinislands. At a recent town hall meeting, minister of public infrastructure, Ian ‘Patches’ Liburd, announced that there are two proposals awaiting consideration by the Cabinet, which could see the much talked about bridge come to fruition. “I commit to you that as the minister of public infrastructure that I will drive that [initiative],” he said, to much applause from the audience. “And I know I have the full support of the entire Cabinet and the minister of finance [Prime Minister Dr Timothy Harris].” Liburd said that this project will bring the peoples of the islands closer together and facilitate greater inter-island travel. He referenced plans that the federal Cabinet already has of alternating meetings between St Kitts and Nevis.

Zika spreads to Miami Beach, U.S. expands travel warning

Federal health officials on Friday warned pregnant women not to travel to trendy Miami Beach after Florida confirmed that the mosquitoborne Zika virus was active in the popular tourist destination. The U.S. Centers for Disease Control and Prevention also suggested that pregnant women who are especially worried about exposure to Zika - which has been shown to cause the severe birth defect known as microcephaly - might consider avoiding all of Miami-Dade County. The new warnings represent a challenge to Florida’s multibillion dollar tourism industry, with Miami Beach accounting for nearly half of visitor stays in the Greater Miami area. They also heighten concerns over Zika’s spread in the continental United States. In a press conference, Florida Governor Rick Scott said state health officials had identified five cases of Zika believed to be contracted in Miami Beach. “This means we believe we have a new area where local transmissions are occurring in Miami Beach,” he said, noting that the state had already stepped up pesticide spraying efforts in this area. The new transmissions come as Miami-Dade continues to battle Zika in the Wynwood arts neighborhood of Miami, the site of the first locally transmitted cases of Zika in the continental United States. In Miami Beach, the state believes Zika transmission is confined

to a 1.5-square-mile area located between 8th and 28th streets in the popular South Beach neighborhood. Miami Beach resident Steve Ehrlich, 30, said news of the five cases transmitted somewhere in the blocks around his home was not surprising, but that did not make it any less concerning. “You knew it was going to intermingle all over the place,” he said. One of the major concerns for Brazilians is what will be the final cost of the Games for a country and how much they actually helped improve the city's infrastructure. Many Rio residents could not afford tickets to events, leaving them feeling on the sidelines of the city's biggest undertaking. And come Monday, with the Games no longer a distraction, Brazil gets back to its dour reality of dueling political and economic crises. An impeachment vote in coming days could lead to the permanent ouster of suspended President Dilma Rousseff. Interim President Michel Temer, who was booed at the opening ceremony, decided not to attend the closing event.
