Sharlene CartwrightRobinson, Leader of the Opposition People’s Democratic Movement (PDM) strongly believes that her party is in its best position ever to win the general elections whenever they are called. In an exclusive interview with The SUN, the 45-year-old lawyer said the PDM has learnt from past mistakes, has been listening to the people of the Turks and Caicos Islands, energized its base and compiled a formidable slate of candidates that can take the government from the Progressive National Party (PNP) which has been in power since 2003. “If elections were called today, I think that we would win, and I think that we would have a convincing victory,” she said. “It would not be a 8-7. I wouldn’t say a number, but it would certainly not be a one seat majority. I believe that the people will convincingly votes for the Peoples Democratic Movement and I believe that we would maintain the popular vote as we have done in several elections.”

TCI Hospital seeks to further enhance Healthcare Delivery

Multiple change enquiries submitted by Interhealth Canada (TCI) Ltd were recently approved in principle by Cabinet, pending confirmation that funds are available in the Ministry of Health budget. Each enquiry was supported by detailed clinical data and research to justify a sustainable service model. Under the Project Agreement between InterHealth Canada (TCI) Ltd and Turks and Caicos Islands Government, changes made to existing healthcare services must undergo a Change Request Procedure seeking pre-approval from government. This process allows for services to be reviewed and representation made to the Government for any additional resources that can facilitate patient care. Requests made for additional resources are largely based on increases in patient volume over time and changes in medical technology. Below is a synopsis of five proposals recently submitted by InterHealth Canada (TCI) Ltd. Change Enquiry No.30 (Management and Development of Blood Banking Services): A request has been made for the National Blood bank to be managed by TCI Hospital for a period of two years. The National Blood Service is currently managed by the Government in accordance with the Project Agreement. TCI Hospital draws blood units from the bank in order to comply with requirements for onsite blood bank storage for the delivery of care. The hospital operates a full service accredited laboratory. The transfer of the National Blood Bank to TCI Hospital will maximize the operational efficiency of the Blood Bank and allow the hospital to commence the foundational work required to advance TCIG blood donation services to accreditation status. TCI Hospital already provides an accredited transfusion

blood service under the management of its Clinical Laboratory Manager. The hospital service works closely with the Ministry of Health and the transfer would be relatively straight forward. Change Enquiry No. 31 (Implementation of Tele-radiology Services): A proposal has been made to introduce cost-effective technology such as Tele-radiology services to cater to the increasing demand for diagnostic imaging, which is presently covered by a single Consultant Radiologist at TCI Hospital. Tele-radiology improves patient care by allowing radiologists to provide services without actually having to be at the location of the patient. Tele-radiology also allows for trained specialists to be available 24/7. Patient images such as radiographs (X-rays), CT’s, and MRI’s will be transferred via a secure system to a remote company of radiologists and physicians for professional analysis. This is particularly important when a subspecialist such as a MRI Radiologist, NeuroRadiologist, Pediatric Radiologist, or Musculoskeletal Radiologist is needed, since these professionals are generally only located in large metropolitan areas during daytime hours. The Turks and Caicos Islands Hospital performs an average of 14,000 diagnostic imaging tests every year. Tele-radiology is becoming increasingly popular since imaging procedures are growing approximately 15% annually against an increase of only 2% in the radiologist population. This service also costs far less than hiring another full-time radiologist. Change Enquiry No.32 (Procurement of Hysteroscopy Equipment to improve Obstetrics and Gynecology Services)

Hysteroscopy is the inspection of the uterine cavity by endoscopy with access via the cervix. The implementation of hysteroscope technology at the Turks and Caicos Islands Hospital will allow specialists to evaluate the cavity of the uterus in female patients using a thin tubelike telescope with a built-in video camera giving doctors a more direct visual of the uterus prior to removing any tissue, as opposed to D&C where the tissue is removed without direct visualization. The technology not only enhances the diagnosis and management process, but also supports service delivery that aligns with advancements in technology and minimally invasive approaches to care. Both D&C and hysteroscope are out-patient procedures where the patient usually does not require admission to hospital upon completion. Change Enquiry No.33 (Expansion and Improvement of Dialysis Services): A proposal has been made for additional equipment in the Dialysis Unit along with a full-time Nephrologist due to an increase in Dialysis patients at both TCI Hospital sites. TCI Hospital presently employs a General Internist who is a crosstrained Nephrologist. A Consultant Nephrologist also visits the hospital every three months. While the number of machines have remained the same since commencement of clinical operations (CTMC – 3 machines, CHMC – 6 machines), the number of patients on dialysis machines for Grand Turk has increased by 50% and Providenciales by 65% since 2010. The inclusion of a full-time Nephrologist will enable care to be managed more proactively with an emphasis on preventing the progression into kidney failure.

The majority of patients within the TCI develop kidney disease due to complications of diabetes and hypertension. Additional measures and programs will be implemented to reduce the number of patients developing chronic kidney disease and to strengthen the primary health care management of our patients with chronic non-communicable disease such as diabetes and hypertension. Change Enquiry No.38 (Procurement of Polymerase Chain Reactor Machine and Associated Equipment for Human Pathogen Detection) A proposal has been made for the procurement of special blood screening equipment which will reduce the cost of oversees screening and allow for swifter results. In accordance with recommendations issued by the Food and Drug Administration (FDA), TCI Hospital screens donated blood for Zika virus using an overseas reference laboratory. TCI Hospital will continue to ensure the safe delivery of appropriately screened blood to patients in light of confirmed local transmission of the virus with the procurement of the equipment cited above. TCI Hospital Chief of Medical Services, Dr. Denise BraithwaiteTennant said the government was very receptive to the recent proposals as patient volumes and needs have changed over the years. Tennant said: “InterHealth Canada is very appreciative of the investment on behalf of the Turks and Caicos Islands Government in the services delivered at the Turks and Caicos Islands Hospital. It is important that the services keep pace with increases in patient volume as well as technology. It is our mandate to ensure high quality patient care and value for money. Patient Safety is our priority.”

Houses being robbed while occupants are sleeping

Officers of the Royal Turks and Caicos Islands Police Force are investigating a number of reports of burglaries that occurred while occupants are sleeping in the comfort of their homes. This was stated in a media advisory from the police which offers safety tips to avoid becoming victim of a home burglary at night. The advisory did not go into details but noted that one of the more frightening and potentially dangerous crimes that can occur to a person is burglary. “A burglary is when a burglar forces his or herself into any building or part of the building as a trespasser and with intent to commit any such offence as stealing, attempts to steal or inflicts or attempts to inflict grievous bodily harm on any person therein. Burglars expect privacy once inside a home that is occupied; they won’t have to overcome alarm systems or worried about video cameras and silent alarms,” the police said.. “The weakest home security link is the home occupant who fails to lock doors or windows or who will open the door without question at the

sound of a knock. If you become a victim of a burglary while you’re at home, you should know how to act to avoid unnecessary harm from the burglar. Once the offender takes control of a residence, they can force the occupants to open safes, locate hidden valuables, supply keys to a vehicle, and pin number to ATM cards, etc. “ The statement continued: “Your home is your castle. Your home is considered a sanctuary where you should feel safe and it is the only environment where you have control over who can get close to you or your family. Here are some safety tips to help you protect your home and family from criminal intrusion.” The police offered the following tips. 1. Lock all outside doors and windows before you go to bed. 2. Turks and Caicos Islands spared by Hurricane Matthew by Hayden Boyce Publisher & Editor-in-Chief Operations in private businesses and government departments were back to normal in the Turks and Caicos Islands from Thursday, October 6th, as the “all-clear” was announced late Wednesday by Premier Dr. Rufus Ewing, ending two-and-a-half days of a country-wide shutdown. “We were spared from the potential dangerous effect of Hurricane Matthew,” Premier Ewing said in a media statement. “We now turn our attention to resuming the normal operations of this country.” Several hours prior to the Premier’s announcement, the Providenciales International

Airport, TCI’s main gateway, had already re-opened, although the country was still formally under a tropical storm warning. In addition to government departments, schools and commercial banks resumed normal hours from Thursday. Students who were evacuated from Jamaica, which was also spared a direct hit from the hurricane, and persons evacuated from the remote island of Salt Cay, returned to those respective islands. Even as the Premier announced the all-clear on Wednesday, most of the country was still experiencing overcast, if not gloomy conditions, which did nothing to prevent many persons from hanging out at popular spots,

creating an almost weekend-like feel, or from driving around the islands to make their own assessments and check on friends and family. The usual crystal-clear, turquoise waters that have earned Turks and Caicos Islands international accolades, were still murky, while waves that normally caress the powdery sands, rolled in with a little more zest and spunk. “Hurricane Matthew bypassed the Turks and Caicos Islands without the loss of life or without any wind or rain damage to these islands. For these mercies we should be grateful and thankful to the Almighty God,” Premier Ewing added. “We as a nation prepared for the worse, prayed and hoped for the best and our prayers were

answered.” On social media, there was a flood of praises, prayers and gratitude by residents of the Turks and Caicos Islands (and even persons from afar) after it was confirmed that the country was spared the wrath of Hurricane Matthew, which killed hundreds as it barreled through the Caribbean over the past week. The erratic Hurricane Matthew lashed The Bahamas after many in the Turks and Caicos Islands had been expressing wellwises and sending out prayers to that island-nation which, it is said and estimated, has more indigenous Turks and Caicos Islanders living among its 700 islands than in the TCI itself.

We are indeed grateful that we have by God’s mercy been spared the dangerous Hurricane Matthew that has left a trail of damage in the Caribbean. We are ever thankful to the Staff of DDME for their updates and management and we are equally thankful to the many volunteers who stood ready to assist. Whilst we have been spared and rightly ought to celebrate, we must be mindful of the tragic loss of life and property and other damage in our sister countries after the passage

of Hurricane Matthew. We especially think of Haiti, Cuba, Jamaica and countries in the eastern Caribbean. We also pray for the safety of residents of Florida (where we have many relatives and friends) as they brace for what their Governor has repeatedly called today “a deadly killer storm” as he urged for mass evacuation from coastal areas. We are currently receiving and sharing videos from our sister country, the Bahamas, again where many of our relatives and friends reside. We are saddened by what we have seen thus far and encourage us all to pray for the residents and Government even now as many continue to feel the

impact of this storm. We wish to also call on the Government to favorably consider the possibility of allowing a team from TCI to lend assistance in their recovery efforts. We must indeed be our brother’s keepers in meaningful ways. We trust that when relief efforts do begin that we as residents will recall our not too distant past experience when we too needed assistance and how our neighbor did come to our aid. Moreover, we should not make the mistake of taking it all for granted. I thank God for what he has done for us and I also thank him for the prayers of the faithful. PDA concerned about voters re-registration by Oswald Skipping

In their true form the supervisor of elections and the PNP government are up to their usual skullduggery once again, manipulating the electoral process to benefit their political interest. In response to the PDA’S relentless requests to have names placed on the list that were left off the preliminary list, the supervisor of elections vehemently insisted that although the voters registration applications were submitted in time as well as their Status Cards were produced within the prescribed time, and in spite of the fact that we were in constant contact with his office, when the preliminary list came out some of our qualified applicants were excluded. Moreover, we were never told that those persons would or could not get on the final lists until after the final list was produced. Because of those clear circumstances and the communications with the Supervisor and his office, we felt that the oversight, (if that’s what it was) would be automatically corrected on the revised list. However, the names did not get on the revised list in spite of the phone calls, the visits to the office of the supervisor of elections and every other effort.

In fact, after the final list was published, the supervisor later claimed that he even took the matter to the attorney general who said that it was impossible to be done and could have only been done through a claim form application. Now it’s so interesting that according to a letter he wrote to Party officials, he has gotten instructions to correct the register to include: (a) “Persons effected by the adjudicators report for ED 04 Middle and North Caicos” (b) “Persons names that do not appear on the 2016 Register published as a result of the Supervisor intentions during claims and objections” Now suddenly when ED 04 needs manipulation as in every other election, when PNP has scores of names that they need to be entered on the finalized voters lists nationwide, when the public has no proof as to whether or not this host of names were ever submitted within the prescribed time, or whether or not their Status Cards were approved within the prescribed time. The same director that allegedly caused the PDM a previous government as registrar of the court by allegedly refusing to register their case in time, has now suddenly found a legitimate way to register these new people and not on a supplementary list which is the normal way whereby

it is easily determined who these new persons are and their status, but wants to hide them among the thousands of previously registered voters on the already published lists. Incidentally, the same attorney general is in place that was there a few months ago and interestingly enough, the supervisor of elections does not say by whom he has been instructed. It is obvious from the responses we were getting from the supervisor of elections that some of the names we submitted were deliberately left off the list and now the reason is crystal clear as to why; to leave an open door to accommodate their dishonorable intentions. The demise of the PDM by the hands of this director is historic even from when he was registrar of courts and continued on to his current position as supervisor of elections over the years, and yet he was not removed. Now PDA is added to their hit list. However this recent blatant and sassy attempt to manipulate the electoral process and deny the people the government they deserve and choose will not be overlooked, will not be taken lightly and will not be taken sitting down. His Excellency The Governor, Mr. supervisor of elections and honorable Premier, a word to the wise is sufficient, stop this skullduggery now and let justice prevail in this country for a change!

Environmental Health Dpt. now utilizing in2care traps to fight mosquito population The Environmental Health Department recently received 100 new In2Care mosquito traps. These traps are intended to be used around premises where the aedes aegypti mosquito is most frequent. Mr. Jeffery Weisberg of Intuitive Pest Management visited the Turks and Caicos Islands to train members of the Environmental Health Staff in the use of the traps. The In2Care Trap is a novel and green control product for mosquitoes. The traps are safe for use in the

environment and only affect the mosquitoes. The traps are designed to target Aedes mosquitoes that are ready to lay their eggs. The mosquito eggs when laid in the trap, hatches into larva, but do not emerge into adult mosquitoes. The adult female, while laying her eggs become contaminated with the chemicals in the trap, which she then transfers to other breeding sites on her legs and subsequently kills other mosquito larvae and pupae.

In addition to the adult female mosquito spreading the chemicals to other breeding sites, the mosquito herself becomes ill and is less likely to bite humans and eventually succumbs to the infection and dies within 8-10 days. According to studies, the trap utilizes the knowledge of the mosquito behavior to target hard to reach or hidden breeding sites that are often difficult to access by vector control officers using conventional methods. The science behind

allowing the mosquito to live 8-10 days between using the trap and death is to utilize the knowledge of the mosquito behavior of laying her eggs in several breeding sites during her lifetime. This way the mosquito not only contaminates other sites killing her offspring and the offspring of other mosquitoes but effectively treating hidden breeding sites the vector control teams might not find. Research has shown that the traps can reduce the mosquito populations by as much as 60%.

After three happy years in the beautiful country of Turks and Caicos Islands, Jill and I will be leaving with great sadness next week, on 10 October – and with great relief that the islands were, unlike others in the region, untouched by Hurricane Matthew. It hardly seems possible that it was almost three years to the day that we were in the House of Assembly for a memorable swearing-in ceremony. We both count ourselves privileged to have lived in Turks and Caicos. Everyone, from Ministers and opposition leaders to resort owners and taxi drivers, have welcomed us warmly wherever we have gone, from shopping in Provo to walking in Middle Caicos. It is important to look forward not back, something which I intend to remind myself of as I begin to work outside the Foreign Office. I am

optimistic about TCI. It’s economy is looking stronger than most in the region, and we have an international brand which is increasingly recognised from New York to London. It is vital that TCI’s leaders and population preserve its wonderful environment. There is plenty of space for development, and what has happened in South Caicos, for example, in the past three years with a completely new runway under construction and new resorts is an extraordinary example of TCI’s economic strength. TCI’s success is based heavily on the fruits of private enterprise, and in the future, as one senior public servant said to me just last week, the civil service needs to continue to raise its game. It’s good that motivation and training is being increasingly recognised, but there are still vulnerabilities, for example in delivery and customer service, where we need to get sharper.

Similarly it is my hope, and that of Ministers in London, that whoever leads the country after the next election will retain and strengthen the open and corruption free government TCI has developed, and a rigorous and resilient economy. Our painstakingly achieved reputation, demonstrated by the fantastic achievement of a Triple B plus rating from one of the world’s largest rating agencies over the last two years, can be dashed quickly. A return to the high spending extravagances of an earlier era could be disastrous. Above all my optimism is based on seeing the younger generation of Turks and Caicos Islanders starting to make their mark on the country. The thousands of school children Jill and I have met across all the islands during the annual Footsteps4Good charity walk, and through the Cadets Corps, have an energy, enthusiasm and charm which could take TCI to a higher level. The country saw how one

young man, Delano Williams, carried the baton, literally, at peak level in this year’s Olympics. He told me last month that he is determined, despite the setbacks, to continue to perform at world levels for the foreseeable future. I hope there may be a chance to see Delano compete again in London next year. As I continue to travel and work in Britain and other countries, I know that there will be plenty of opportunities to sing Turks and Caicos’s praises, and I hope to return to see my optimism translate into a confident, successful and caring country, whether it’s people choose to remain part of the UK, or eventually opt for an independent future. Thank you to everyone for letting Jill and me, and our daughters and grandchildren, share with you for three wonderful years a little piece of your country’s beauty, charm and purpose.

Community College’s Ve’Nook restaurant seeks more community support By Todeline Defralien

The Ve’ Nook Café, which is being operated by the Turks and Caicos Islands Community College, has re-opened and is looking for a greater support from the TCI community according to Michelle Hosten, Chairman of Hospitality and Culinary Studies at the institution. For the reopening of the restaurant a British afternoon tea event was recently hosted at the college restaurant as an informal introduction to Ve’Nook restaurant and to welcome its new head chef Francis Estephane. Hosten, in an interview with The SUN, said, “We are actually reopening our restaurant Ve’Nook which is located in a little corner where you can get nice food at a very reasonable price. At the same time this restaurant is a training lab for students, so when they are ready to get employment in the industry they already have the skills necessary to easily transition into any hotel or hotel related establishment when they seek employment.” In the meantime, Hosten said that the Community College Culinary Department continues to receive support from the persons and entities, which assisted in setting up

the restaurant, including Amanyara Resort, Gilley’s Enterprise and Provo Golf Club. She said that entities makes regular checks on the department to see how it is progressing and what it might need but they want the TCI to know that they are here and additional community support would be necessary. The restaurant which had its grand opening last year September has hired a head chef from the United Kingdom. “We want the TCI to know that we are here and one of the best ways was to reopen the restaurant and the collage has now hired a chef from the UK. We now have a fulltime qualified international chef that can help us to addressed our menus and create the skills that we want to offer the students while they’re here for the two years,” she said. Head Chef from United Kingdom Francis Estephane told The SUN, “It’s an honour to be able to go through the process landing a job here to come and apply the skills I’ve learnt over the years in Europe and elsewhere here in Turks and Caicos. The Community College has a good bunch of students who are very keen to learn and embrace new ideas and I feel

American lawyer who deposited $32million in TCI convicted A federal jury recently convicted an El Paso attorney in connection with a multi-million dollar wire fraud and money laundering scheme. U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) investigated this case. Marco Antonio Delgado (aka Marco Delgado Licon), 50, was found guilty on three counts of wire fraud, seven counts of money laundering, and nine counts of engaging in monetary transactions of criminally derived property. According to court documents and trial testimony, in January 2010, Delgado, as a legal representative of FGG

Enterprises Inc. (FGG), signed a $121 million contract between FGG and the Comision Federal de Electricidad (CFE), a Mexicanstate-owned utility company, for the acquisition and installation of power turbines for the Agua Prieta II power plant in Agua Prieta, Sonora, Mexico. Pursuant to the agreement, payments from CFE to FGG were to be deposited into a FGG bank account in El Paso. Evidence during trial also revealed that Delgado, for his personal profit and without the consent of the sole owner of FGG, submitted a fraudulent written request to CFE, causing the payments that were supposed to be made to FGG to instead be

deposited in an account in the Turks and Caicos Island, where Delgado controlled the funds. As a result, the first two payments from CFE — one March 8, 2010, in the amount of $20 million, and one July 6, 2010, in the amount of $12 million — were deposited into the bank account in the Turks and Caicos Islands, instead of FGG’s account. Delgado subsequently diverted millions from the account in the Turks and Caicos Islands. He used the monies to purchase a residence in El Paso and a condominium in Taos, New Mexico, among other things. Delgado faces up 20 years in federal prison for each of the wire fraud and money laundering

counts. He faces up to 10 years in federal prison on each of the remaining counts. Delgado also faces criminal forfeiture to the government of proceeds traceable to his illegal scheme, including his residence and furnishings in El Paso and condominium in New Mexico. Delgado has been in federal custody since his arrest in November 2012. No sentencing date has been scheduled. Assistant U.S. Attorneys Debra Kanof, Anna Arreola and Jose Luis Gonzalez, Western District of Texas, are prosecuting this case. Low self esteem in TCI youth

Confidence in one's own worth or ability is known as self esteem. Low self esteem in youth around the Turks and Caicos is on a rampage. Researches have proven that low self esteem can be caused by neglect or abuse, failing to meet parental or peer standards, an absents of praise or warmth and by being the odd one out at school or home. Youths that suffer from low self esteem struggle to perform at expected standards, fail to fight for what they believe in,give up on their dreams, give in to negative peer pressure, fight against themselves mentally which encourages depression. Truth is there is a little low self esteem trait in all of us whether it is noticeable to others or not constant however with a few strategies such as; affirmation, meditating and exercising low self esteem can be diminished. Affirmation is a strategy that allows you to be who you say you are. By speaking positive things about yourself you are bound to become a positive person, eliminating negative energy that feeds low self esteem. Something as simple as chanting a

four word sentence "I Can Do This" to yourself can be very effective. Affirmation also gives you a chance to set realistic goals for yourself. The strategy of meditating gives you a chance to bring yourself back to focus, it helps the air in your body to circulate giving you a sense of calmness and relief. Meditating opens your mind to think rational rather than making decisions out of anger or rage causing the end product to be not such a good one. This calming strategy is not time consuming and can be practiced daily. Exercising has many benefits but in this case exercising releases a chemical called endorphin that gives us a feeling of euphoria or happiness, causing us to feel better about ourselves causing us to love ourselves. The release of this hormone also allows us to deal with disturbing news and encounters in a civil manner avoiding violence. Exercising whether in groups or by yourself is definitely a strategy that should be taken into consideration. By practicing these strategies and coming up with more we can become better youths making better decisions for a better future building a better Turks and Caicos.

LIFESTYLE Hormonal contraception tied to increased depression risk Hormonal contraception, including birth control pills or implants, may increase a woman's odds of depression and antidepressant medication use, according to a large study of Danish women . Based on data about prescription drug use for more than 1 million women, researchers found that those who started using hormonal contraception were significantly more likely to subsequently get a firsttime prescription for antidepressant medication, compared to women not on hormonal contraception. For adolescent girls, starting on hormonal contraception was tied to an even greater increased risk of antidepressant use. Depending on the type of hormonal contraception, there may have also been a link to risk of being diagnosed with depression. "Such a comprehensive study on this issue hasn’t been made before," said senior author Dr. Ojvind Lidegaard, of the University of Copenhagen. Previous studies have tried to clarify connections between contraceptive hormones and depression, Lidegaard and his colleagues write in JAMA Psychiatry, but these produced mixed results. The authors point out that the lifetime prevalence of depression is about double among women compared to men. That difference doesn't emerge until after puberty, though. Two female sex hormones - estrogen and progesterone - are thought to be factors in that increased risk once the reproductive years begin. Lidegaard and his colleagues used data from the ongoing Danish Sex Hormone Register Study, which includes all women living in Denmark. The new piece of research includes women who were ages 15 to 34 years from 2000 through 2013. Any women with a diagnosis of depression that occurred prior to 2000 were excluded from the analysis, as were women with any other major psychiatric diagnosis. The included women were followed for around seven years each. About 55 percent used hormonal contraception during the study period. During that time, 133,178 women were first prescribed antidepressant medications and 23,077 were first diagnosed with depression.

Compared to women who didn't use hormonal contraception, those who used birth control pills were 23 percent more likely to be prescribed an antidepressant medication for the first time during the study period. Those using birth control pills that only contained the hormone progestin were 34 percent more likely to be prescribed antidepressant medications. For women using a birth control ring, the increased risk was 60 percent and it was doubled among those using a birth control patch. These risks were also slightly higher among adolescents, the researchers found. Compared to girls 15 to 19 years not using hormonal contraception, the researchers found an 80 percent increased risk of being prescribed antidepressant medication for the first time among girls using birth control pills. The risk was about 120 percent higher among those using progestin-only birth control pills. While the overall risk of being diagnosed with depression was generally the same or lower regardless of the type of birth control women used, the researchers did find some increases in the first diagnosis of depression for women using specific types of hormonal contraception. Lidegaard said past studies of women on hormonal contraception may not have found differences in depression treatment or diagnosis because women who experience mood changes after starting hormonal contraception often stop taking the pills and become non-users again. The researchers caution that their findings are limited by several factors, though. For example, the fact that antidepressant medications are sometimes prescribed for reasons other than depression. Also, depression is listed as a potential side effect of hormonal contraception, they write, so these drugs and devices might not be prescribed as often to women already at risk, which would mean the real depression risk is higher than indicated by these results. "All women, doctors and contraception advisers should realize we have this potential side effect in the use of hormonal contraceptives," Lidegaard said.

Another study found ondansetron more effective at curbing moderate to severe nausea in the first few days of use than metoclopramide, but no difference in how many times women vomited.

Hurricane Matthew batters Florida as it chugs up the coast Hurricane Matthew, carrying winds of 120 miles per hour (195 kph), lashed Florida on Friday and cut power to hundreds of thousands of homes as it hugged the state's Atlantic coast on a northward track after killing hundreds of people in Haiti. Matthew, the first major hurricane to threaten a direct hit on the United States in more than a decade, triggered mass evacuations along the coast from Florida through Georgia and into South Carolina and North Carolina. At 8:00 a.m. EDT (1200 GMT), Matthew's eye, or center, was 35 miles (55 km) east of Cape Canaveral, home to the country's main space launch site. "The winds are ferocious right now,” said Jeff Piotrowski, a 40-year-old storm chaser from Tulsa, Oklahoma, who was near Cape Canaveral early on Friday. “It’s fierce.” The storm downed power lines and trees and destroyed billboards in Cape Canaveral, he said. CCRIF Ready to Pay Haiti a little over US$20 Million Following Passage of Hurricane Matthew

CCRIF SPC (formerly the Caribbean Catastrophe Risk Insurance Facility) is preparing to make a payout to the Government of Haiti as a result of the passage of Hurricane Matthew which triggered a payment on the country’s Tropical Cyclone policy. Based on preliminary calculations, Haiti will receive a little over US$20 million – the largest payment ever made by CCRIF. This was revealed this afternoon by CCRIF Chairman Mr. Milo Pearson at the IMF/World Bank Group Annual Meetings. He also thanked the Caribbean Development Bank (CDB) for paying Haiti’s insurance premiums over the last four years in support of the country’s overall disaster risk management strategy, recognising the key role of risk transfer instruments. Prior to that, in 2010 and 2011, both CDB and the Government of Canada paid Haiti’s annual premium. Since its inception in 2007, CCRIF has made a total of 15 payouts to 10 member governments totalling US$38.8 million, all within 14 days of the event. This payment will represent the 16th payout, which would make total payouts approximately US$58.8 million. This payment will be Haiti’s second payment from CCRIF. UK Overseas Territories Minister makes first trip to Cayman

Baroness Anelay looks at Seven Mile Beach U.K. Overseas Territories Minister, Baroness Joyce Anelay, made what is believed to be the first speech given by anyone in her position to the Cayman Islands Legislative Assembly on Tuesday morning, during a whirlwind tour of all three Cayman islands. According to the Cayman Compass, The baroness visited the Sister Islands Monday, stating she could not have “chosen a more beautiful starting point” for her first trip to a British Overseas Territory. On Tuesday morning, she visited the Kimpton Seafire Resort and Spa before heading to the Legislative Assembly to give a brief address that surprised some in attendance in its urging that Cayman accept “gradual change” in preventing discrimination against homosexuals and in providing equal legal rights to individuals in same-sex unions. “I know this is a sensitive matter in the Cayman Islands,”

Baroness Anelay said, addressing the Legislative Assembly, where heated debates over legal rights for members of same-sex unions have raged since last year. “It took some time for changes to equality legislation to be agreed in the U.K., so I do understand the need for time, the need to reflect and adjust. “It is in everyone’s interests to ensure [the] LGBT [lesbian, gay, bisexual and transgender community] equality and freedom from discrimination,” she continued. “I want to make clear that the British government has no plans to impose same-sex marriage in the Cayman Islands.” In the same section of her brief speech before parliament, the baroness referred to the “legal imperative” for changes to accept civil unions, lest Cayman and the U.K. fall in breach of their international legal obligations. “The people of the Cayman Islands are famous for offering a warm welcome to diverse people from all over the world,” the baroness said. “I hope they can begin to offer the same welcome to their own LGBT communities.” Cayman’s Marriage Law and its Constitution Order (2009), which was agreed by the U.K., define marriage as the union of one man and one woman. Guyanese police officers sacked for various crimes including robbery GEORGETOWN – The Guyana Police Force (GPF) has dismissed 15 officers last month for various acts of misconduct, Acting Police Commissioner, David Ramnarie has said. He said that the GPF will maintain its zero tolerance for police misconduct and that 12 constables were among those dismissed in September. He said the former police officers were dismissed for corrupt transactions, robbery under arms, simple larceny and wounding. The Acting Police Commissioner said that apart from those dismissed five subordinate officers and five constables were reassigned. “They never conceptualised properly that they took an oath to serve and they must serve in a certain manner…so we had to let them go,” Ramnarine said, adding that sufficient effort is made in the training environment to let police officers understand their role in the GPF and their role to communities. The authorities said that the main objectives of the 2016 Labour Force Survey (LFS) are to divide the working-age population into three mutually exclusive classifications; provide descriptive and explanatory data on each of these classifications and to assess the level of poverty in Grenada using the multi-dimensional approach to poverty measurement. “LFS data are used to produce the wellknown unemployment rate as well as other standard labour market indicators such as the employment rate and the participation rate. The LFS also provides employment estimates by industry, occupation, public and private sector, hours worked and much more,” the Ministry of Finance said in a statement. It said that in addition to the labour market indicators the survey will also produce poverty indicators like the multi-dimensional poverty index (MPI), the incidence of poverty indicator (multi-dimensional poverty rate) and the intensity indicator, a measure of how deprived are the poor. It said that the data collection will be based on a sample of 1,365 households throughout Grenada, Carriacou and Petite Martinique assuring the public that information provided to the Central Statistical Office is strictly confidential and would only be disseminated at the aggregate level. “The availability of information on the labour market will put Grenada in a better position to source and access funding for projects related to job creation and also will aid in the sustainable development process. The employment indicators which will be captured are critical in analysing economic and social progress. “Without these, no meaningful assessment of development performance is complete. Therefore, it is critical to have timely information for effective planning, implementation and monitoring” the statement added.

At least 15 killed as gunmen scorch Montego Bay

Jamaica – For some residents of Montego Bay St James it is the smell of blood which will be their lasting memory of last week, for others it will be the sound of gunfire and the acrid smell of gun smoke, still others will never forget the haunting cries of persons who had their friends and relatives killed by marauding gunmen. But they all agree the uniform memory will be the fear that one could almost touch in the resort town as criminals, many still in their teenage years, held entire communities hostage as they fought for a prize no one seems able to claim. At the end of the week, the unofficial count was at least 15 persons slaughtered by gunmen, three killed by the police and several areas stained by the blood of the innocent and guilty alike. Struggling to cope, Montego Bay residents called for a state of emergency, increased police presence, draconian measures to deal with criminals, but up to Friday night the killings continued despite claims from National Security Minister Robert Montague Friday morning that additional deployment of police and soldiers to the area had contained the crime. Police Commissioner Carl Williams was careful not to repeat Montague’s seeming premature pronouncement, as he expressed confidence that the police would be able to tame the monster that claimed at least 192 lives in and around Montego Bay since the start of this year. “The police are not helpless. Some Montego Bay residents were left so worried last week, they demanded the release of their children from schools long before dismissal last Friday. Among some of the schools affected were Cornwall College, Montego Bay and Mt Alvernia High. It was against this background that Montague declared that the violence in Montego Bay had been contained, and announced that the police had captured two men believed to be heavily involved in the killings. Montague also hinted that he would not support a state of emergency for the city. “There is nothing between the curfew and a state of emergency, and I would like to place on the table for national discussion … the question of some instrument to put in the toolbox of the security forces that fits between curfew and a state of emergency,” said Montague.

Bahamian PM to give evidence in controversial court case CANADIAN fashion designer Peter Nygard intends to subpoena Prime Minister Perry Christie to give evidence in his committal proceedings before the Supreme Court, a move that was described by opposing counsel as being an attempt to turn the case into “a political circus.” According to the Nassau Tribune, the subpoena announcement was made by Elliot Lockhart, QC, one of two lawyers for Mr Nygard who is facing committal for allegedly breaching an order during an ongoing judicial review being done to determine whether the fashion designer had illegally increased the size of his property. Mr Nygard was present in the Ansbacher House courtroom when the request was made. Mr Lockhart and Damian Gomez, QC, had appeared before Justice Rhonda Bain last Friday to convince the judge to allow Mr Nygard’s motion that former and present Directors of Physical Planning Michael Major and Charles Zonicle be subpoenaed, as well as hedge fund billionaire Louis Bacon, who is Mr Nygard’s neighbour, to give evidence at the end of Save The Bay’s (STB) case.

Dawson Malone, who responded for STB’s, objected to the request on the basis that the court had given Mr Nygard a number of opportunities that were ignored. Justice Bain arrived at a similar conclusion when she dismissed the applications. “As the extent application is a claim of contempt, and the fifth respondent (Peter Nygard) has to show cause why he should not be committed for contempt, the fifth respondent should be given the opportunity to prove his case,” the judge said. “The court has made every effort to accommodate the fifth respondent to put forward his defence. There have been three orders for directions. The court cannot continue to allow the fifth respondent to disobey the orders of the court with impunity. Continued disobedience of orders of the court would leave the court impotent,” she added. Justice Bain referred to the 2006 Supreme Court decision of Campbell v Alexiou and Others where Justice (Dame) Anita Allen said that the “effective administration of justice is dependent, in part, upon the enforcement of its orders.” Justice Bain further echoed

the sentiments of Dame Anita concerning the court’s “obligation to protect the public interest and ensure that the court’s orders can be enforced and to prevent interference with the due administration of justice.” “The court must ensure that the orders of the court are complied with. The court cannot allow the fifth respondent, by his non-compliance, to further delay the continuation of the contempt motion,” the judge ruled. The motion was formally dismissed. Before the ruling was given by Justice Bain on the application yesterday, Mr Lockhart made a similar application for another potential witness in his client’s defence. “I formally apply for leave to issue a subpoena against the prime minister as minister responsible for Crown land in this country,” Mr Lockhart said. Mr Lockhart then said that the court should reconsider whether Mr Nygard ought to be cross-examined for the proceedings given that the affidavit being relied upon came more than a year before the alleged contempt occurred. Fred Smith, lead counsel for STB, took issue with the

latest requests, stressing that the applications were only a further attempt to derail the continuation of committal proceedings. “If he has an application to make, he should file and serve it,” Mr Smith said. “He’s foreshadowing an application to be formally filed,” Justice Bain suggested. Mr Lockhart said the latter was correct. He stressed that the affidavit being relied upon was filed in 2013 and the alleged contempt occurred in 2014. “He ought not to be allowed to be cross-examined,” the lawyer said. Mr Smith, again, objected, noting that Mr Lockhart himself “had consented for Mr Nygard to be crossexamined and he didn’t appeal the decision.” “We are not here to engage in surprise tactical moves on this matter. Were it not for the hurricane, we’d be proceeding with the committal trial,” Mr Smith added. Speaking of the application to subpoena the prime minster, Mr Smith also objected. “It’s inappropriate for him to turn this into a political circus,” he said.

A roughly 16-minute video shows officers giving Scott medical aid as he lay unresponsive on the ground in a parking lot. He repeatedly moans in agony, with his hands bound behind his back with handcuffs. At one point, an officer says “stay with us” as officers count the bullet wounds on his bloodied body. No gun can be seen with Scott in the video. Even so, an officer near Scott tells another officer to “stay right here with the gun.” After the video’s release, Justin Bamberg, a lawyer for Scott’s family, was quoted by the Charlotte Observer newspaper as telling reporters that the new video does not show Scott was armed. “My belief is if it was in that section near his body, you would have seen it,” Bamberg said, according to the newspaper. “We still don’t know. This video does not shine any light on whether a firearm was in his possession or where it was found.” The funeral for Scott was canceled because of Hurricane Matthew bearing down on the region.

U.S. road deaths jump 10.4 percent in first half of 2016 U.S. traffic deaths jumped 10.4 percent in the first six months of 2016 to a “crisis” level, the U.S. National Highway Traffic Safety Administration (NHTSA) said on Wednesday. NHTSA said road deaths in the first half totaled 17,775 and said the number was likely to be higher in the second half due to warmer weather and seasonal driving. The jump in the first half of the year follows a spike in 2015, when road deaths rose 7.2 percent to 35,092, the highest full-year increase since 1966. NHTSA Administrator Mark Rosekind called the rising deaths a “crisis” and urged swift actions to reverse the rising trend after years of declines. The U.S. Transportations Department said it believes it “is now increasingly likely that the vision of zero deaths and serious injuries can be achieved in the

next 30 years.” The U.S. Transportation Department said vehicle miles driven rose 3.3 percent in the first half of 2016. The fatality rate in the first half of the year has risen to its highest since 2009, NHTSA said. Last year, total U.S. traffic crashes rose by 4 percent to 6.3 million, while people injured rose 4.5 percent to 2.44 million. Much of the increase in 2015 was driven by a jump in pedestrian, motorcycle, and bicycle deaths, NHTSA said. Rosekind and other policy makers at an event outside Washington called for a goal of reaching “zero road deaths” within 30 years. Many American cities have adopted similar “Vision Zero” programs. Sweden first adopted a “Vision Zero” strategy in 1997 and has seen a sharp reduction in road deaths.

NHTSA plans to bring other federal agencies and safety groups together to work on more concrete plans over the next year or more to roll out a vision of zero road deaths, including addressing road design and speed limits. With human error accounting for 94 percent of crashes, officials acknowledge self-driving vehicles and other automated vehicle systems will be necessary to meet the goal. NHTSA said in a study released in 2014 that the annual societal costs of U.S. traffic crashes is $836 billion in economic loss and societal harm. In April, the United Nations General Assembly backed a plan to create a Road Safety Trust Fund to support efforts to reduce traffic deaths. Road crashes kill more than 1.25 million people and injure as many as 50 million people a year globally, the United Nations said.

At its closest, Libya is 290 km (180 miles) from the Italian island of Lampedusa and people smugglers have taken advantage of the chaos in the north African state to use it as their main staging post in the region for journeys to Europe. “Obviously the good weather has played an important role in explaining the large number of recent arrivals,” a coast guard spokesman said. The latest surge in new arrivals means at least 142,000 migrants have reached Italy since the start of the year and around 3,100 have died making the perilous trip. Accused global sex-trafficking ring busted with U.S., international arrests NEW YORK - More than a dozen people have been arrested and accused of running an international sex-trafficking ring that held hundreds of Thai women trapped in debt bondage across the United States, authorities said on Wednesday. The arrests could be a fatal blow to the criminal organization cited for luring victims from poor backgrounds in Bangkok to live as sex slaves, U.S. federal authorities said. “They promised women in Thailand a chance at the American dream, but instead exploited them, coerced them and forced them to live a nightmare,” said Andrew Luger,

U.S. Attorney for the District of Minnesota, in a statement. The arrests, made on Tuesday and announced on Wednesday, capped an investigation of more than two years into the ring, which allegedly had been operating since 2009, authorities said. Arrests were made in Chicago, Los Angeles, Atlanta and Honolulu of 12 Thai and five U.S. nationals, and the accused Thai boss was arrested in Belgium in August, they said. Four other suspects remain at large, they said. The scale of the arrests should hurt the ring “very badly,” said Alex Khu, special agent in charge of

Homeland Security Investigations in St. Paul, Minnesota. “We weren’t just taking out the runners, but we were also taking out facilitators, people who were in charge of money ... domestically and internationally,” he said. Forced to work as prostitutes, the women were held in bondage until they paid off debts as high as $60,000, prosecutors said. They were told to undergo breast implant surgery, and the surgery cost was added to their debt, they said. The captors threatened to hurt their families if they resisted, they said. The victims, who

numbered in the hundreds and spoke little English, were held in U.S. cities including Minneapolis, Washington, Las Vegas, Los Angeles and Dallas. The charges include conspiracy, sex trafficking and committing forced labor. Over the past decade, antislavery group Polaris said it has received reports of more than 14,500 sex trafficking cases in the United States. British boxing champ says he took cocaine to deal with depression

Britain's world heavyweight boxing champion Tyson Fury has been drinking and using cocaine to help him deal with depression, he told Rolling Stone magazine in an interview released on Tuesday. "I've been out drinking, Monday to Friday to Sunday, and taking cocaine. I can't deal with it (depression) and the only thing that helps me is when I get drunk out of me mind," he said. "I've done lots of cocaine. Lots of it. Why shouldn't I take cocaine? It's my life isn't it? I can do what I want ... That ain't a performance enhancing drug. "I never took other drugs, ever, in me life. I only started to take cocaine in the last few months," added the WBA and WBO champion, who said he stopped using the drug on Oct. 1. Fury's representatives were not immediately available to comment when contacted by Reuters. ESPN reported last week that Fury, 28, had tested positive for cocaine, citing a leaked letter sent by the Voluntary Anti-Doping Agency (VADA). VADA declined to comment and Reuters was unable to verify the details of the report.
