T

he National Health Insurance Plan (NHIP) is faced with a serious internal crisis which, if not resolved quickly, could very likely affect persons who have to go overseas for medical treatment. Staff members, with the exception of one person, have signed a petition calling for the removal of Chief Executive Officer, Zaneta Burton. Over the past few weeks, there have been a number of sickouts at NHIP, as staff continue to vent their anger and frustration over Burton’s leadership style, in addition to what they said is a lack of response to their concerns by Premier Dr. Rufus Ewing, who is Minister of Health, and Finance Minister Washington Misick, under whose portfolio NHIP falls. The frustration of NHIP staff mirrors the sentiments of several persons in the wider community who have been expressing outrage over how they have been treated by the NHIP when it comes to matters regarding their health, especially treatment abroad. In the petition, which was addressed to the NHIP chairman and obtained by The SUN, it was stated that “under the leadership of Mrs. Burton, we the people of the Turks and Caicos Islands have been oppressed, victimized and demoralized. Mrs. Burton’s leadership skills leave much to be desired and at this time we feel that we have had enough. After much consideration, we as a united group have decided to go forth and make all concerned aware of what has transpired at this organisation and demand that Mrs. Burton be removed from office. We believe that we can no longer work with Mrs. Burton and it is in the best interest of all concerned that she be replaced.” In a separate email to The SUN, the NHIP staff said they “remain aggrieved as the result of no action taken by the Premier Hon Dr. Rufus Ewing and the Minister of

The email stated: “This cannot and will not be tolerated any longer. The staff is asking for the dismissal of Mrs. Zaneta Burton who has served as NHIB CEO for the past 5 years demonstrating lack of vision, professionalism and the basic qualities that are required to be a great leader of an organization that is one of the fundamental pillars in the health sector of the Turks & Caicos Islands. Zaneta lacks the caring temperament for her staff and the people of the Turks and Caicos, as she would always state that she ‘is a

Bahamian and has somewhere to go’.” The staff said they had a meeting with the Premier about a month ago and he acted “surprise of her behavior”. They said they were supposed to meet with Finance Minister a few days later but he put it off for over two weeks. They said when they eventually met with Misick, he was dismissive of their complaints about the CEO. The staff said the minister was also scheduled to meet with the CEO but she refused and left without meeting the board chairman and PS for Finance, and that she was also supposed to meet with staff but left the office minutes before the meeting. The staff also prepared a professional document entitled, “Staff Proposals and Grievances and a Way Forward, dated September 27, 2016, which was submitted to the board. The objective of the document was to “effect change in the organization, promoting a healthier/ positive image, providing greater customer service, increasing personal and p r o f e s s i o n a l development and implementing a cohesive, highly structured management team to carry out the proposed strategies. According to the document, the

staff had a meeting and the general consensus was the replacement of Burton as CEO. It stated: “Mrs. Burton has demonstrated lack of l e a d e r s h i p skills, inability to promote a team and productive environment and personal practices are not conducive to a healthy relationship between staff and herself. (There was) a no confidence vote in the ability of the CEO and her team to lead the organisation. This conclusion was drawn by the members due to the directive, coercive, tyrant style management of employees where employees fear victimization.” The NHIP staff also raised concerns about a salary review, noting that the executive management team did not approve the members for an increase and then decided to conduct performance reviews to determine which individuals should receive the increase. “Individuals felt that they were being victimized and the performance reviews were not reflective of their job descriptions and the senior managers themselves wereassessing them based on unrealistic and never mentioned objectives,” the document added.
