CRISIS AT NHIP by Hayden Boyce Publisher & Editor-in-Chief

T

he National Health Insurance Plan (NHIP) is faced with a serious internal crisis which, if not resolved quickly, could very likely affect persons who have to go overseas for medical treatment. Staff members, with the exception of one person, have signed a petition calling for the removal of Chief Executive Officer, Zaneta Burton. Over the past few weeks, there have been a number of sickouts at NHIP, as staff continue to vent their anger and frustration over Burton’s leadership style, in addition to what they said is a lack of response to their concerns by Premier Dr. Rufus Ewing, who is Minister of Health, and Finance Minister Washington Misick, under whose portfolio NHIP falls. The frustration of NHIP staff mirrors the sentiments of several persons in the wider community who have been expressing outrage over how they have been treated by the NHIP when it comes to matters regarding their health, especially treatment abroad. In the petition, which was addressed to the NHIP chairman and obtained by The SUN, it was stated that “under the leadership of Mrs. Burton, we the people of the Turks and Caicos Islands have been oppressed, victimized and demoralized. Mrs. Burton’s leadership skills leave much to be desired and at this time we feel that we have had enough. After much consideration, we as a united group have decided to go forth and make all concerned aware of what has transpired at this organisation and demand that Mrs. Burton be removed from office. We believe that we can no longer work with Mrs. Burton and it is in the best interest of all concerned that she be replaced.” In a separate email to The SUN, the NHIP staff said they “remain aggrieved as the result of no action taken by the Premier Hon Dr. Rufus Ewing and the Minister of

Bahamian and has somewhere to go’.” The staff said they had a meeting with the Premier about a month ago and he acted “surprise of her behavior”. They said they were supposed to meet with Finance Minister a few days later but he put it off for over two weeks. They said when they eventually met with Misick, he was dismissive of their complaints about the CEO. The staff said the minister was also scheduled to meet with the CEO but she refused and left without meeting the board chairman and PS for Finance, and that she was also supposed to meet with staff but left the office minutes before the meeting. The staff also prepared a professional document entitled, “Staff Proposals and Grievances and a Way Forward, dated September 27, 2016, which was submitted to the board. The objective of the document was to “effect change in the organization, promoting a healthier/ positive image, providing greater customer service, increasing personal and p r o f e s s i o n a l development and implementing a cohesive, highly structured management team to carry out the proposed strategies. According to the document, the

staff had a meeting and the general consensus was the replacement of Burton as CEO. It stated: “Mrs. Burton has demonstrated lack of l e a d e r s h i p skills, inability to promote a team and productive environment and personal practices are not conducive to a healthy relationship between staff and herself. (There was) a no confidence vote in the ability of the CEO and her team to lead the organisation. This conclusion was drawn by the members due to the directive, coercive, tyrant style management of employees where employees fear victimization.” The NHIP staff also raised concerns about a salary review, noting that the executive management team did not approve the members for an increase and then decided to conduct performance reviews to determine which individuals should receive the increase. “Individuals felt that they were being victimized and the performance reviews were not reflective of their job descriptions and the senior managers themselves wereassessing them based on unrealistic and never mentioned objectives,” the document added.

Update on illegal Haitian vessel The Ministry of Border Control and Employment confirms that at approximately 12:20 a.m. on October 31, Border Control officials received notification that a vessel suspected of transporting undocumented migrants from Haiti to Providenciales made landfall in the vicinity of North West Point. Members of the Immigration Enforcement Unit along with Officers from the Royal Turks and Caicos Islands Police Force responded in the area. Contrary to unofficial reports, there is no truth that an

exchange of gun shots between the police and migrants occurred. Individuals suspected of arriving on the vessel along with two Haitian nationals who have legal status in the Islands may have been involved in assisting with the illegal entry and were apprehended and are presently detained. The Ministry of Border Control reiterates its caution issued to those in Turks and Caicos Islands that might be inclined to harbor illegal migrants, that as a result of the new Immigration Ordinance which came into effect on April 1,

2016, penalties for harboring illegal migrants were increased, and such person now face a fine of $20,000 on summary conviction or to a term of imprisonment of four years, or to both, in addition, persons convicted of such offence, face the possibility of having their status in the Islands revoked, making them liable to deportation. Investigations into this matter will continue. Police spokesman Kevin Clarke said that uUpon reaching the area, two of the illegal immigrants were captured, and a number of

them ran into the bushes. While in the area, Police conducted a stop and search on a red Toyota bus and a Grey Toyota Corolla Car. Two suspected illegal immigrants fled from the car upon seeing police. The drivers of both vehicles were arrested on suspicion of assisting illegal entry. Information received indicated that the blue and red wooden sloop which was found unmanned by Marine Branch Officers southwest of Amanyara had approximately 60 or more persons onboard.

Robbery at Quality Supermarket, Bay Road Detectives of the Royal Turks and Caicos Islands Police Force are investigating a Robbery that occurred on Wednesday 2nd November 2016 at the Quality Supermarket located on Bay Road, Blue Hills Providenciales. Around 7:41 PM on that date, Police

Sabrina is a selfless individual who has given of herself and represented people throughout the Turks & Caicos Islands for many years. I am proud to say that she is honest, self-motivated and a hard-working individual who lives by the moto “country before self�. Our country is at a stage where we question our political future; where we debate whether we keep walking step for step with the British as an Overseas Territory or we walk alone as an independent nation; where the rise in crime stalks each citizen and illegal immigration threatens our social services, where the availability of spaces for our citizens in the public education is at such a disturbing low level that many have to resort to the expense of private education. It is times like these when we need independent thinkers, patriots, doers not talkers, and warriors for our nation. Sabrina Elizabeth Greene is one such person and as I said, I have no hesitation in endorsing her and recommending her as an Independent Candidate.

Attorney General denies private meeting with former finance minister over Grand Turk project by Hayden Boyce Publisher & Editor-in-Chief Attorney General Rhondalee Brathwaite-Knowles was accused, in the ongoing corruption trial, of attending a meeting, along with her husband, at the office of former Finance Minister Floyd Hall after hours to discuss the development of an office complex in Grand Turk. However, under crossexamination by Hall’s lawyer, Queen’s Counsel, Earl Witter, she strongly denied that she was present and put the blame squarely on her husband, Gary Knowles. Witter asked BrathwaiteKnowles whether she’s aware that persons in the TCI would, from time to time, approach government ministers directly in relation to matters that concerned them and she agreed. He then asked her if she recalled an occasion 2008 when she and her husband met with Floyd Hall after working hours in relation to a development on Grand Turk that was contemplated by the couple. Brathwaite-Knowles replied: “I recall that my husband who is a developer, put to government a proposal for an office complex. He indicated to me that he was directed to speak to Hon. Hall about it, as he was at that time the Government representative for Grand Turk, but I don’t recall attending the meeting, but I do recall my husband would

have spoken to Hon. Hall as directed by the relevant government ministry.” The Attorney General said she didn’t know who in the ministry of public works advised her husband to approach Hall directly. “I did not approach them myself. That is what I was told by my husband,” she added She said the proposal involved the development of land which she owned via application for Crown land in accordance with the Crown Land Policy. She told the court, presided over by Mr. Justice Paul Harrison, that she owns the land, adding that the policy at the time entitled Belongers to apply for one residential lot and one commercial lot. Given that the complex was going to be constructed ion property that she owned, she admitted that she would have ben concerned in the development of that land. She agreed that her husband would have been interested in finding out whether or not government was interested in being a tenant in the commercial development. She added: “I do not recall at all approaching minister hall about that but my husband did. I thought that the relevant government ministry ought to have considered the application and move it forward in the usual way. I don’t think it was the correct course to have directed my husband to Mr Hall but that is what

transpired.” Witter asked her if, seeing that her husband confided all of this to her, whether she sought to restrain him in any way from what she said would have been an act of impropriety. The Attorney General replied: “I told him that the relevant Government ministry ought to have considered and dealt with the matter without referring him to minister Hall.” Witter asked her whether or not she sought to restrain her husband from approaching Hall, and she said: “Yes, I discouraged him.” Witter asked: “In seeking to discourage him, you did not prevail upon him not to approach Mr. Hall. She replied, “All I can say that I discoursed him from doing it on the basis that my belief and understanding is, and was at the time, that the relevant ministry ought to have dealt with it instead of referring it to Mr. Hall, but he (my husband) thought that was the correct course. I could not stop him (from meeting Hall privately).He did approach Minister Hall.” Mr Witter continued to press her on the matter, causing the judge to interject and say, “Mr. Witter! What’s the necessity. The inference is clear.” Witte asked her to accept that it was “very much the done thing in the TCI” and that there was nothing unusual about persons other than

Premier Ewing has talks with UK Overseas Territories minister Premier, Dr. the Hon. Rufus Ewing met with Baroness Anelay, FCO Minister with responsibility for the Overseas Territories on Tuesday, November 1st, 2016, and had the opportunity to discuss a number of issues of importance to the Turks and Caicos Islands. Premier Ewing impressed upon Minister Anelay, the urgency of the state of affairs as it relates to illegal migration and the threat that it poses to the national security of the Turks and Caicos Islands for which the U.K. holds responsibility. Premier Ewing advised the Minister that The Turks and Caicos is insisting upon greater support from the U.K. Government in the area of border security, defense and internal security. On the heels of the Premier’s meeting with Minister Anelay the Premier requested of the Governor, Commissioner of Police, and Immigration Minister to execute a joint approach with regional assistance to combat illegal

immigration and crime in the Turks and Caicos Islands. The Minister invited the Premier to apply to the newly created U.K. OTs Complex Stability and Security Fund to address the need presented for greater border security. Premier Ewing also discussed the issue of the status of the Chief Financial Officer in the TCI for which the Minister responded that it was unfortunate that they were unable to execute the request of the Premier as discussed with her predecessor but that she has already committed to the process of the position of the CFO being removed from the TCI constitution by Order in Council and also stated that that process should be completed by the end of March 2017. And is quoted as saying, “a promise made and that promise would be kept as I am a woman to my word”. Premier Ewing further requested of the Minister, an indication of the progress being made with the amendments to the

General Elections for the Turks and Caicos Islands is schedule to be held December 15, 2016 and potential Candidates must register their names, party symbols and deposits before nomination day November 18, 2016, it was confirmed on Tuesday November 1st, 2016 by the Supervisor of Elections. A press release from Dudley Lewis, Supervisor of Elections, said a nomination pack will be provided for all candidates who should read it and satisfy themselves that they meet the nomination requirements. New Director of PublicProsecutions appointed

His Excellency the Governor, Dr John Freeman, has welcomed the appointment of Ms Jillian Williams as the new TCI Director of Public Prosecutions. Commenting on the appointment, the Governor said, “I am pleased to announce the appointment of Jillian Williams as the new Director of Public Prosecutions in TCI. This is an important position which I am glad has been filled by someone of Ms Williams’ calibre and experience. She will bring to the job an extensive background in criminal law as well as many years experience of practising law in the region which I am sure will be of great benefit to the Office of the DPP and to the wider criminal justice system in TCI.” Ms Williams will take up her appointment at the end of November. She qualified as a lawyer in 1993 and has experience in both private and public practice including in Trinidad and Tobago and the Bahamas. The DPP role was advertised

locally and regionally. Six candidates were shortlisted for interview on 27 September by a panel which included the Attorney General, Mrs Rhondalee Braithwaite-Knowles, the Chair of both the TCI Judicial Services Commission and the Integrity Commission, Sir David Simmons, and the Director of Human Resources, Mr Mark Greenway. Jillian Williams qualified as a Lawyer in 1993. She then worked in private practice for approximately seven years in both civil and criminal matters. She holds a LLB (Honours) from the University of the West Indies and a Legal Education Certificate from the Hugh Wooding Law School, and is admitted to practice law in the jurisdictions of Trinidad and Tobago and the Bahamas. She has an extensive legal background in Criminal Law, and also considerable constitutional law and civil law experience, along with supervisory and management

experience. Ms Williams is currently Senior Legal Adviser for the Counter Trafficking Unit, Ministry of National Security, Trinidad and Tobago, and has held this post for just over two and a half years. Prior to this she worked at the Office of the Director of Public Prosecutions in the Bahamas for over thirteen years where she held various roles, most recently Assistant Director of the DPP’s Office from 2009. Williams replaces John Master who resigned in June 2016 “for personal reasons”. Masters who assumed office in April 2015 after the departure of JoAnn Meloche in February of that year, had an adversarial relationship with members of his staff, members of the local Bar association and some members of the wider Judiciary. A qualified Barrister, he has 27 years post-admission qualification experience in UK, Australia and the Cayman Islands.

No time change for TCI on November 6th The general public is reminded that on November 6TH 2016, clocks will NOT be turned back one hour. The decision was made to move permanently to AST in 2014, but implemented in 2015 to allow proper notification of the relevant international authorities,

including airlines and shipping companies. TCI swapped time zones in 2015 to give tourists more daylight time to swim, shop and explore. Previously, Turks and Caicos followed Eastern Standard Time. The islands switched to

Atlantic Standard Time, which it will share year-round with eastern Caribbean islands and sections of Canada. In Turks and Caicos, the sun used to set around 5 p.m. in winter. Now, daytime will extend until almost 7 p.m., at least for the spring season.

Blue Haven Marina Represents Turks and Caicos Blue Haven Marina was the only Turks and Caicos organization to participate in the prestigious Monaco Boat Show this past September. The event was very successful for attracting large vessels to visit Blue Haven Marina, as well as putting the Turks and Caicos Islands on the world map as a destination for the yachting industry. The marina’s General Manager, Adam Foster, and Operations Manager, Portia Mogal, met with representatives of new international boat management companies to personally introduce them to Turks and Caicos as a destination. Busy Autumn Programme of International Activities for Invest Turks and Caicos The months of October and November see Invest Turks and Caicos (Invest TCI) continuing to promote these islands to an international audience while also undertaking overseas developmental training to enhance staff skills and develop best practice in the delivery of its work as an investment promotion agency. In October, Invest TCI was represented at the 21st annual World Investment Conference (WIC) by CEO John Rutherford. The flagship event of the World Association of Investment Promotion Agencies (WAIPA) which took place in Istanbul October 13-14 brought together Investment Promotion Agencies (IPAs) from all around the world, as well as multilateral organisations, private sector representatives, prominent economists and researchers. The conference focus was on Foreign Direct Investment as a driver to achieve national sustainable development

goals; the influence of technology in IPA service excellence; and analysing factors that determine private sector investments into markets. Tourism stakeholders roll out agenda for tourism environmental awareness month

Keen to sensitize residents on the significance of the environment and tourism to our economic sustainability, the Turks and Caicos Tourist Board along with other tourism stakeholders today launched the celebration of November as Tourism Environmental Awareness Month (TEAM), under the theme: “Tourism is Key… It Starts with ME.” The recurrent theme is proposed to run through to the year 2020, with the objective of positively improving the Turks and Caicos Islands for the pleasure and livelihood of its citizens, and the delight and comfort of our many visitors. TEAM celebrations will alternate among the various islands,

with each island given an opportunity to host tourism round table discussions with members from the respective community exchanging dialogue on the value of tourism from a personal perspective. Tourism stakeholders will also conduct school visits on each island as well. The week of November 14th is designated “Cruise Week”, with planned tours of the Grand Turk Cruise Center and the reintroduction of the Tourism Quiz Competition at the Turks and Caicos Islands Community College (TCICC), Grand Turk Campus. In the tourism hub of Providenciales, a host of activities have been organized including the Open House Exhibition at the TCICC

Provo Campus; the Hello Tourist Programme where students from six primary schools on island will get the opportunity to experience life as a tourist for a day; a ‘Big Bin Competition’ (the decorating of garbage bins) among the tourism clubs at the various schools; and lastly, the annual TCI Youth Congress featuring students from secondary schools throughout the Turks and Caicos Islands competing for the title of Junior Minister of Tourism 2016. Visually stunning billboards will also be placed on roadways and in communities throughout the Islands highlighting the theme. Additionally, the Tourist Board will launch a series of 30-second videos titled, “The Hidden Gems of Tourism” via its social

TCI celebrates World Tsunami Awareness Day In December 2015, the United Nations General Assembly designated Saturday 5th November 2016, as World Tsunami Awareness Day. The date for the annual celebration was chosen in honour of the Japanese story of “Inamurano-hi”, meaning the “burning of the rice sheaves”. During an 1854 earthquake a farmer saw the tide receding, a sign of a looming tsunami. He set fire to his entire harvest to warn villagers, who fled to high ground. Afterwards, he built an embankment and planted trees as a buffer against future waves. The UN General Assembly has called on all countries, international bodies and civil society to observe the day, in order to raise tsunami awareness and share innovative approaches to risk reduction. The debut World Tsunami Awareness Day focuses on education and evacuation drills. For the pass five (5) years here in the Turks and Caicos Islands (TCI) the Department of Disaster Management and Emergencies has embarked on raising Tsunami Awareness by working with the public and private schools here in the Turks and Caicos Islands. Some of the key activities undertaken in the past to promote awareness include: •Observance of annual Earthquake Tsunami Awareness Week in January

•Tsunami evacuation drills were held with a number of the schools o In March 2013 on the Island of Grand Turk, a full scale Tsunami Drill was carryout where all public and private school participate in getting to the highest points on the island by foot as part of the Caribe Wave activity for that year. The Enid Capron and Ianthe Pratt Primary Schools also participated in evacuation drill in 2011 & 2015. •Participation in the regional annual Caribe Wave Tsunami Exercise which focuses on the different aspects of protocol of tsunami awareness. o Communication tests, tabletop/functional exercises and evacuation drills have formed part of this event in the past. •Production of educational materials – PSAs, brochures, newsletters •Drafting of a National Tsunami Response Plan and Standard Operating Procedures. In recognition of the day DDME will be doing the following awareness activities: •Informative interviews on Tsunami Awareness •Appearing on Expression – 2nd November 2016 •PSAs via Radio Turks and Caicos and other Radio Stations

We cannot forget the Indian Ocean Tsunami which occurred on 26th December 2004, that claimed the highest number of fatalities of residents and tourist alike and was one of the ten worst of all time recorded disasters. Additionally, recently following the Haiti Earthquake January 2010, the Turks and Caicos Islands were placed under a tsunami watch. In light of this we can no longer afford to focus on just hurricanes and flooding but need to look at other hazards that give very little to no warning but their impact is far more dangerous and deadly. Going forward as part of DDME Comprehensive Disaster Management Strategy, it will continue to work with its partners both public and private to increase tsunami awareness and resilience in the TCI through: •Updating and testing of National Tsunami Plan •Achieving international accreditation as a country that is ‘Tsunami Ready’ from the UNESCO Intergovernmental Oceanographic Commission (IOC) for Tsunamis and other Coastal Hazards. •Erecting of Tsunami Evacuation Routes •Production of Evacuation Maps •Establishing of an Early Warning System

Human Rights Commission trains police recruits

The Human Rights Commission in keeping with its core functions of education and promotion of human rights conducted its third human rights teaching session for the latest batch of police cadets, the training was conducted at the Training Camp. Director, Mrs. Quelch Missick and Community Outreach Education Officer, Nicholas Prew congratulated the new recruits and reminded them that the police force has a responsibility to uphold the principles of human rights especially when interacting with the public.

She told them that the police are at the frontline and as guardians of the law must provide the first line of defense for human rights. Mrs. Quelch Missick re-enforced with the group that all persons deprived of their liberty must be treated with humanity and with respect for the inherent dignity of the human person. She engaged the group and outlined the basic tenets of human rights, that all persons are entitled to the same basic human rights. w Mrs. Quelch Missick told the recruits that they have a very important role to play in upholding

the rule of law and that the Rule of Law was founded on the principles that a government is bound by the law, guarantees the equality of its citizens before the law, ensures law and order, administers efficient and impartial justice and upholds human rights. She reminded the group that the ultimate test of the strength of our country’s commitment to the rule of law lies in the way it deal with those who offended against its rules. The session saw an emphasis on the Constitution Order 2011, Part 1 Fundamental Rights and Freedoms and the other six core International

Human Rights Conventions. The session was very interactive and provided the opportunity for a question and answer session, recruits were provided with human rights literature and encouraged to use same as guides. The Human Rights Commission looks forward to its continued positive stakeholder relationship forged with the RTCIPF and will continue to work closely with the various units especially the Sexual Offences and Domestic Violence Unit. Cancer Society Leads Educational Seminars at CIBC FirstCaribbean Employees of the CIBC FirstCaribbean are now better schooled about the disease of cancer, its prevention, and treatment. As a part of their activities to mark cancer month this October, CIBC FirstCaribbean invited the Cancer Society of the Bahamas to present educational seminars on aspects of the disease to staff. The sessions took place at the bank’s Shirley Street headquarters and the new CIBC FirstCaribbean Airport Industrial Park Centre. The events were part of a series of cancer awareness and response related activities throughout the month, including the bank’s celebrated annual ‘Walk for the Cure’

fun run/walk. Antionette Turnquest, Head of Human Resources at CIBC FirstCaribbean, stated that the activities were one aspect of the bank’s larger culture of employee wellness. “We have quite a number of wellness initiatives at the bank,” said Mrs. Turnquest. “Over the last year we have had many onsite fitness sessions at the various branches – aerobics and strength training; we have also had persons come in and talk to staff about proper nutrition and maintaining health habits and we have partnerships with local gyms. This is something that we do regularly because we want them to convert this into healthy lifestyles.” Mrs. Turnquest stated

The Time Lyndon Gardiner Saved TCI’s Airports

Now that I have your attention, lets’ take a look at just how Lyndon Gardiner, Sole Owner of InterCaribbean Airlines (formerly Air Turks and Caicos), saved the airports of the Turks and Caicos Islands. To give you some background, on October 15th 2016 - Mr. Gardiner was the Guest Speaker at the Young Cooperate Alliance (YCA) Speaker Series and one of the questions posed to him was how did he ended up buying out Sky King Airlines, when the headlines at that time, circa 2008, was that Harold Charles and his group were set to buy out Inter Island Airways? It turns out that his proposed selling of Inter Island Airways (now the parent company name for his many aviation businesses) was part of an overall deal which sort to have a Lord Ashcroft led group not only buy his airline, but to purchase TCIG’s share in the Turks Caicos Islands Airports and that of Coxco as well. Given that Lyndon is a quiet Patriot his main requirement for any deal surrounded two specific outcomes: 1. He would retain at least 10% shares in the airline as he wanted to make sure there would always be a local presence in the Aviation Industry unlike many other industries in the TCI; and 2. He would have the ability to buy back shares in his company at a later date is he was financially able. Early on in Gardiner’s career in aviation, he took a course in negotiations and as a result, between his principled stance regarding local ownership in the industry and his skillset in ensuring a specific outcome, the negotiations would drag on for a year and a half - eventually falling through. This result, in my opinion, would have been the case for a couple of reasons: firstly, by that time a

Commission of Inquiry would have been eminent, if not having already commenced; secondly, because of shear greed - he wanted to own 100% of all major airlines and the airports on the part of the conductor. Given that Mr. Gardiner had made a gentlemen’s agreement at the beginning of the negotiations that should things break down that he would buy he out, Mr. Gardiner did just that and bought Sky King. There are a few takeaways from that recounts of historic events: 1. You don’t get what you deserve, you get what you negotiate; 2. The Michael Misick led Administration had our Airports on the selling block and everything was set up hook, line and sinker; but for one man principled stance we would not have our airports today which is a big revenue generator. 3. Everything on the surface isn’t always as it seems. I salute you Mr. Gardiner for saving our airports. Be Blessed,

Wendy Hayward Last Wish Fundraiser By Bob Hayward

It has been five months now since Wendy Hayward passed away due to cancer. I know that news like this can become “old” for some. The loss of life has happened, news has spread, and we must all move on. Well, I am not able to move on until I fulfill what I believe to be Wendy’s last wishes. I acknowledge the organizers of “We Are One” and applaud the effort they put into organizing an event to help our community understand and live together in peace. The organizers, particularly Herbert Swann, had their heart in the right place and worked hard to make the event a success. At no time has Turks and Caicos Islands needed to be more organized and focused on bringing a very diverse community together. I commend the Premier for coming out and speaking to the several hundred who gathered in the Downtown Ball Park. I appreciate the fact they did all of this in honour of Wendy. The community has become a collage of representatives from various nations, backgrounds and religions. Turks and Caicos now has the choice of embracing the influx of this variety or rejecting what is happening and, no matter which path is chosen, it should be done soon. One notable factor to consider is that every growing nation in the world has experienced similar change – you are not alone and this isn’t a first. Some nations have done well by it, others have become segmented and slow to progress in a modern world. Others have become divided and, in the extreme, have suffered internal conflict and war. PUBLIC NOTICE In early October, FortisTCI (the Company) commenced a major transmission line relocation and upgrade project that will last for up to eight months. The project requires the installation of more than one-hundred poles at various locations along Leeward Highway westbound between the Tropicana Plaza Roundabout and the FortisTCI Provo Generation Site. This project is a necessary precursor to several major Transmission and Distribution (T&D) infrastructural projects that the Company is actively planning, developing, and building to ensure that the electricity grid has the capacity to meet future load while maintaining and improving the reliability to our customers. Consistent with the Company’s commitment to doing things right and professional in all instances, our highly skilled team of utility professionals worked closely with all relevant stakeholders, including the Energy and Utilities Commissioner’s Office who worked with other Government Departments to approve the design of the project. An extensive survey of the intended path was carried out to ensure that poles are erected within the approved Government’s road reserve. The engineering of this project was carefully considered, and the technology and material deployed, including poles, are the most appropriate and cost-effective. Some members of the public have expressed concern with the placement of some poles vis-à-vis the road. We appreciate your concerns. We are working very diligently to ensure that poles are placed within the road reserve and that the rights of landowners along the designated path are taken into consideration. This, however, is complicated at times by the historical construction of the highway in relationship to the road reserve. The public can rest assured that the Company will take all reasonable steps to safeguard motorists and pedestrians, and that we will use all safety precautions during and after construction, including lining the poles with reflectors and other safety measures. St. Vincent to outlaw killing of sea turtles KINGSTOWN, -St. Vincent and the Grenadines will as of January 1, make it illegal to catch or kill sea turtles or disturb their nest. Prime Minister Ralph Gonsalves announced the planned change in the law at an event held to upgrade a fisheries facility. Under the current law, sea turtles are protected species in St Vincent, with the open season running from August 1 to February 28. But during the open season, it is illegal to catch, sell, buy or have in one’s possession undersized turtles or their shells. The minimum weights for sea turtles that can be caught during the open season are: leatherback turtles — 350 lbs; green turtles — 180 lbs; hawksbill turtles – 85 lbs; and loggerhead turtles — 160 lbs. It is always illegal to interfere with the eggs and nests of sea turtles and anyone found violating these regulations is liable to a fine of up to EC$5,000. Barbados cultural industry missing out on billions

Barbados may be missing out on its share of a near $US200 billion global cultural trade due to its continued failure to preserve, formalize and market its indigenous products, Minister of Labour Dr Esther Byer-Suckoo said. Dr Byer-Suckoo told a seminar conducted by the Pineland’s Creative Workshop Monday, the losses would continue until the cultural product was refined into something that is internationally palatable. Quoting figures produced by the United Nations Education, Scientific and Cultural Organization (UNESCO), the minister sought to make a link between the international trade agreements that Barbados has signed and opportunities available to the cultural sector. “Trade agreements such as the economic partnership between the EU [European Union] and the African Caribbean Pacific [ACP] group, have created an enabling environment for significant trade in this sector if full advantage is taken of these opportunities. The potential of this sector is undeniable. UNESCO noted that by 2013, global trade of cultural goods amounted to 190.5 billion US dollars,” Dr Byer-Suckoo said.

Police said the scammers then contact people in Cayman with local bank accounts via social media sites such as Facebook and Tango, asking them to use their accounts to hold the “work permit” fees collected by the fraudsters. “The RCIPS is aware of at least one instance in which a resident has been manipulated to receive these funds and then return the money to individuals in Jamaica via remittance,” an RCIPS statement noted. Police identified one suspected scammer as Odiki Mandalay, who also goes by the name Carlos Chung. Mr. Mandalay has stated that he owns “Hotel Grand Cayman” – a nonexistent property. Hundreds of Jamaicans have applied for the bogus jobs, and the RCIPS said it is in contact with Jamaican authorities trying to catch the scammers. “It is unknown how many have fallen victim to this scam,” police said. Cayman Islands work permits can only be obtained by local employers. It is in contravention of the Immigration Law to force an employee to pay for their own work permit.

Islamic State leader says ‘no retreat’ from Mosul assault

Islamic State leader Abu Bakr al-Baghdadi told his followers on Thursday there could be no retreat in a “total war” against the forces arrayed against them, as advancing soldiers battled into their northern Iraqi stronghold of Mosul. Expressing confidence that his Islamic State fighters would prevail against Shi’ite Muslims, Western “crusaders” and Sunni “apostate” countries Turkey and Saudi Arabia, Baghdadi called on the jihadists fighting in Mosul to “wreak havoc”. “This raging battle and total war, and the great jihad that the state of Islam is fighting today only increases our firm belief, God willing, and our conviction that all this is a prelude to victory,” Baghdadi said in an audio recording released online by supporters. Iraqi regular troops and special forces, Shi’ite militias, Kurdish peshmerga fighters and other groups backed by U.S.-led air strikes launched a campaign two weeks ago to retake Mosul. UN says 240 migrants drowned off Libyan coast At least 240 migrants have drowned off the coast of Libya within the last 48 hours, possibly as an unintended consequence of European efforts to stop people-smugglers and to train Libyan coastguards, the U.N.’s migration agency said. Five rescue ships, coordinated by the Italian coastguard, were within sight of the migrants but, despite attempts to rescue them, most died, the International Organization for Migration’s (IOM) chief spokesman, Leonard Doyle, said. “Two rubber dinghies, which is what they are, rubber dinghies, packed with migrants, totaling over 300 we think in all ... have succumbed to the waves off Libya in very bad weather,” he said. Iowa man charged with murder for ambush shooting of two police officers An Iowa man who had several run-ins with police and was banned from his daughter’s high school after waving a Confederate flag was charged with murder on Thursday for the ambush-style slaying of two police officers. Scott Michael Greene, 46, was arrested after turning himself in to authorities hours after the separate shootings early on Wednesday in Des Moines and the city’s suburb of Urbandale. Police have not commented on a motive for the ambush-style assaults. Greene was taken to jail in the handcuffs of the officers he is accused of ambushing -Urbandale officer Justin Martin, 24, and Des Moines Police Department Sergeant Anthony Bemino, 38, the Des Moines Register reported. If convicted, Greene faces an automatic life sentence with no chance of parole. The shootings were the latest in a string of attacks on police across the country during the past several months, at a time of intense public debate over racial bias and the use of lethal force in the U.S. criminal justice system. However, Greene is white, as were both victims in Wednesday’s shootings. A police dog helped

RIO DE JANEIRO — As samba drums beat a machine-gun rhythm, a few thousand people in a Rio square began singing an old campaign song for the man once hailed as the most beloved Brazilian politician in a generation. “Lula-lá, a star shines, Lulalá, hope grows,” the supporters sang at the nighttime rally last month in a drab outlying city neighborhood. Luiz Inácio Lula da Silva, known as Lula, is a giant in modern Latin American politics. In eight years as president, he presided over an extraordinary economic boom while introducing welfare policies that helped lift 36 million people out of poverty. In 2009, President Obama called him “the most popular politician on Earth.” Speaking at the recent rally, the gray-haired, 70-year-old Lula demonstrated his trademark charisma, drawing laughs and cheers as he reminded his audience of his successes. “We showed that when the poor are included in the economy, the country grows,” he said, in a voice so gravelly it could pave a road. But these days, Brazil’s leftist icon has been shorn of much of his political force. Lula has been charged with corruption and money-laundering offenses in a multibillion dollar graft scheme at staterun oil giant Petrobras that has led to the indictments of hundreds of people — including former officials from his Workers’ Party. NY authorities seek $872 million fine on UPS for cigarette shipments New York city and state authorities urged a federal judge on Wednesday to impose a fine of $872 million against United Parcel Service for allegedly delivering untaxed cigarettes from smoke shops on Indian reservations. The closing arguments came in a lawsuit over whether UPS illegally shipped more than 683,000 cartons of untaxed cigarettes, mostly from reservation smoke shops. The lawsuit is part of a broader effort by the state to combat smuggling of cigarettes from lower-tax areas. UPS has denied the allegations. It said in a statement the company is “vigorously” fighting the case and believes the state and city are overreaching and attempting to levy “outrageous penalties” without justification. John Oleske, a lawyer for the state, told U.S. District Judge Katherine Forrest that a stiff penalty was justified because UPS acted with “an entitled sense of disregard” for the law in failing to vet shipments from

The new features are aimed at keeping Instagram users, who now number more than 500 million, on the app for longer during their shopping experience than before, when they would have to exit the app to research and buy products. Instagram said it has signed up 20 U.S.based retailers including accessories and apparel retailer Kate Spade, men’s wear ecommerce company JackThreads and eye-wear maker Warby Parker. The new feature will be available to a select users of Apple Inc’s iOS-based devices within the United States from next week, Instagram said.

US jobless claims rise to near three month high The number of Americans filing for unemployment benefits rose to near a three-month high last week, but remained below a level associated with a strong labor market. Initial claims for state unemployment benefits increased 7,000 to a seasonally adjusted 265,000 for the week ended Oct. 29, the highest level since early August, the Labor Department said on Thursday. Claims for the prior week were unrevised. It was the 87th consecutive week that claims remained below 300,000, a threshold associated with a healthy labor market.

That is the longest stretch since 1970, when the labor market was much smaller. Economists polled by Reuters had forecast first-time applications for jobless benefits would be unchanged at 258,000 in the latest week. The Federal Reserve on Wednesday left interest rates steady but said its monetary policy-setting committee “judges that the case for an increase in the federal funds rate has continued to strengthen.” The U.S. central bank is widely expected to increase its overnight benchmark interest rate in December, but the decision could depend on the outcome of the Nov. 8

USAIN Bolt will pocket up to $1 million to compete in Melbourne as part of Athletics Australia’s new-look Nitro Summer series. The nine-time Olympic champion will confirm his involvement in the series at a press conference on Friday. Bolt, who has been in Melbourne for the past week and attended Oaks Day at Flemington, will return to race at Lakeside Stadium in early February. Athletics Australia has allocated the week of February 4-11 for the new teams event with details of the format yet to be finalised. The fastest man in the world is likely to race in a relay and possibly over longer distances of 300m or 400m given that is the norm early in his preparation. Bolt, who won an unprecedented third straight sprint treble at the Rio Games by saluting in the 100m, 200m and 4x100m relay, has indicated he is assessing his earlier declaration that he would retire after

next year’s world championships in London The 30-year-old is now giving serious consideration to competing at the 2018 Gold Coast Commonwealth Games. In a radical move to try and attract a new audience to the sport, Athletics Australia has scrapped the traditional structure of its season to accommodate the new Big Bash League-style event. Andy Murray believes he will probably have to wait until next year to reach the world number one spot at the expense of Novak Djokovic as the two are on a final collision course at the Paris Masters. The Briton will top the ATP world rankings if he wins the indoor tournament at the Bercy Arena and Serbian Djokovic does not reach the final, or if he makes it to the final and the world number one falters before the semis. "I can obviously try and win my matches, but even if I win all of my matches this week, I still might not get there," world number two Murray told a news conference on Monday. "So it's in Novak's hands. He's ahead obviously just now, so if he wins his matches and gets to the latter stages of the last two tournaments, then he'll most likely keep the No. 1 spot." Murray has been in fine form lately, winning 15 tour matches in succession since his defeat by Japan's Kei Nishikori in the U.S. Open quarter-finals. Murray then won three tournaments in a row - the China

Open, the Shanghai Masters and the Erste Bank Open in Vienna on Sunday. "I don't feel any differently now to how I did kind of six, eight weeks ago. My goal wasn't to finish No. 1 at the end of this year," he said.
