BRITS PLANNED STING OPERATION TO ARREST MIKE MISICK IN MIAMI by Hayden Boyce Publisher & Editor-in-Chief

ormer Governor Richard Tauwhare confirmed that he was part of a sting operation coordinated by the United Kingdom’s Foreign and Commonwealth Office (FCO) to have Michael Misick arrested in Miami while he was premier of the Turks and Caicos Islands. The shocking revelation emerged on Friday, November 11th, 2016, while Tauwhare was being cross-examined by Queen’s Counsel Ralph Thorne, who is Misick’s lead attorney, during the corruption trial which is being tried by Mr. Justice Paul Harrison who is judge and jury. The former governor confirmed that Miami-based Larry Covington, the law enforcement advisor for Turks and Caicos Islands and other British Overseas Territories, was an integral part of the sting operation. The attempted sting operation, which would have included the Federal Bureau of Investigations and other US law enforcement officials, apparently involved setting up Misick to travel on legitimate business and meet fake investors in Miami, who would have trapped him. When pressed by Thorne about the sting operation, Tauwhare said he would not characterize it as a “plot” to entrap Misick, adding that he only would have been arrested if he had committed a crime. “The idea of some form of sting operation was discussed,” the former governor testified. “It was not a set-up.” Tauwhare, who was governor from July 2005 to July 2008, said that the discussions about the sting operation took place over the space of a few weeks. He told the court that he discussed the undercover operation with the then Attorney General Kurt DeFreitas, but not with the then Deputy Governor Mahala Wynns. Responding to a question from Thorne, Tauwhare said he did

not regard his actions of planning a sting operation against Misick while sitting with him in Cabinet as a “betrayal” or as “dishonorable”, because he had two roles to play; one of which was to work in partnership with the government and the other was to be a “watchdog” over them. He said he tried to balance the two roles but it was sometimes a struggle. When asked if he considered Misick’s continuing to serve as Premier

He said that he often communicated his suspicions to the FCO, sometimes daily, via email, but that he had no substantial evidence to back those suspicions. He also revealed that he was recalled by the FCO after three years, although he had expressed an interest in staying on for another year.

Cabinet discuss NHIB staff issues The stormy relationship between NHIB CEO Zaneta Burton and her staff, that is threatening the effective delivery of the overseas treatment abroad programme, is being addressed by Cabinet. According to a report issued by Dave Moore, Head of the Governor’s office, at the November 9th meeting, Cabinet meeting received an up-date on staffing issues at the NHIB and discussed proposals for resolving the situation. NHIP is faced with a serious internal crisis and staff members, with the exception of one person, have signed a petition calling for Burton’s removal. In recent times there have been a number of sick-outs at NHIP, as staff continue to vent their anger and frustration over Burton’s leadership style, in addition to what they said is a lack of response to their concerns by Premier Dr. Rufus Ewing, who is Minister of Health, and Finance Minister Washington Misick, under whose portfolio NHIP falls. The frustration of NHIP staff mirrors the sentiments of several persons in the wider community who have been expressing outrage over how they have been treated by the NHIP when it comes to matters regarding their health, especially treatment abroad. Insiders told The SUN that Burton is fully aware of the staff ’s resentment toward her, but she is

refusing to resign because would like Government to pay her out. Investigations revealed that although the NHIB board did not approve Burton’s $10,000 per month contract renewal, on Thursday, July 7th, 2016, Cabinet advised Her Excellency the Acting Governor Anya Williams to approve the reappointment of Burton as the CEO of the National Health Insurance Board for the period 20162018. If Burton refuses to resign and Government has to pay her out, she would walk away with around $250,000. Meantime, His Excellency the Governor, Dr John Freeman, chaired the 28th meeting of the Cabinet on Wednesday, 9 November 2016, at the Hon. Hilly Ewing Building on Providenciales, at which they also approved the grant of a concession order to the company, Conch Sensation, for the manufacture of high quality portable Bluetooth speakers made with conch shell casings subject to the conch shells being used for the casings meeting specified size regulations. Cabinet also advised His Excellency the Governor to approve the drafting of amendments to the Insurance Regulations to establish a fast-track service for the processing of Producer Owned Reinsurance Companies (PORCS) licence applications and to introduce fasttrack application fees of $1,000 for the processing of credit life PORC

Cabinet considered the qualification criteria under the National Scholarship Policy for the allocation of National Scholar awards to the top performing students in TCI and discussed the payment of NHIB contributions for pensioners and agreed that all pensioners who are Turks and Caicos Islanders and over 65 years of age should not pay NHIB contributions; They requested that the Deputy Governor present a paper to Cabinet on the process for the award of contracts.

National Security Council getting tough on crime

His Excellency the Governor and the Hon. Premier co-chaired a meeting of the National Security Council (NSC) on Thursday, 10 November. Others present were the Hon. Minister for Border Control and Employment; the Hon. Deputy Premier; The Hon. Minister of Finance; Her Excellency the Deputy Governor; the Commissioner and Deputy Commissioner of Police and the Deputy Attorney General. The NSC agreed that the fight against crime requires a whole-of-government and wider community approach designed to address in a sustainable way underlying dimensions and causes as well as immediate challenges.

With these objectives in mind the NSC agreed on the following: to encourage and support the RTCIPF in the discharge of its responsibilities to curb incidents of crime and protect citizens in TCI from harm; to examine in accordance with requests from the RTCIPF, ways to expand the numbers of police officers and equipment needed to deter crime and arrest the criminals. A CCTV tender will issue shortly; efforts to integrate optimally road licensing/registration systems with those of the police will be taken forward; to send the message, including externally, that migrants

who enter and remain in TCI without the necessary permissions will be subject to due process as swiftly as possible; to move with determination to establish the number and identities of undocumented persons currently in TCI. It was recognised that this will take time, but it must be a national objective. Only on the basis of such information can policing be effective; to ensure that appropriate action is taken by all relevant government agencies to provide to the maximum extent possible for secure borders; to examine the possibility of obtaining additional patrol vessels on a leased basis to cover the

period before newly ordered vessels come on line, and, by these means, to increase the nation’s ability to deter illegal and criminal incursions;  to re-emphasise the need for thorough customs searches of suspicious vessels and cargos (including by scanning) entering or leaving TCI; to implement a schedule for vessel arrivals and departures from neighbouring countries, in particular from Haiti and the Dominican Republic. The NSC recognises that the objectives it has set out cannot all be met immediately, but as a national and not as a partisan goal, the steps identified above need to be taken forward.

Elections Department distributes candidate nomination packs The Candidates Nomination Pack for Turks and Caicos Islands general election schedule for December 15, 2016 has been launched by the Supervisor of Elections Lister Dudley Lewis on Friday November 4, 2016. The pack contains all the various items that every candidate or political party will need to complete to ensure that they are correctly nominated and that they have met all of the necessary legal requirements to allow them to stand for election. It includes detailed guidance notes about these requirements and a helpful checklist so that candidates can ensure that their nomination paper has been properly completed, including all of the

other required forms that must be submitted to either the Returning Officer or the Supervisor of Elections. According to the election timetable, the Governor has issued the formal Writ for election on Monday 31st October, 2016 and the published notice for nomination day is November 18th 2016. Candidates must submit their nominations at the venues specified in the notices between the hours of 10am and 1pm and then 2pm and 4pm on Nomination day. All nominations have to be made by that last time stipulated. The list of Candidates for each electoral district and for the All Island district nominated

will be published no later than November 19, 2016. Mr. Lewis stated; “Although many people have come forward and said that it is their intention to stand for election, they cannot do so unless they have met all the requirements stated in the nomination pack and they submit the correctly completed application by the deadline and pay the required deposit of $500.00.” The nomination pack can be obtained from the elections office in Grand Turk or Providenciales. PDM welcomes political debates The People’s Democratic Movement (PDM) says it welcomes the political debates, although it missed a few last week. “We believe that our candidates and plans are superior to those offered by the other parties,” said PDM leader Sharlene Cartwright-Robinson. “The first two Election Central debates conflicted with our planned rallies. We were not consulted by the host of Election Central to confirm which dates would be available to debate and this resulted in a clash between our first two rallies and the first two Election Central constituency debates. We will ensure an interactive forum is created for our candidates for ED1 and ED2 to hear directly and respond directly to the constituents in these areas.” She added: We are pleased to announce we have adjusted our schedule to accommodate the

remaining constituency debates. Man shot twice by robbers Detectives of the Royal Turks and Caicos Islands Police Force have launched an investigation into a report of a robbery that took place early Sunday 6th November 2016 on Bay Road Blue Hills, Providenciales. Around 4:59 a.m., police responded to the scene where the victim was met and told officers that he was approached by three (3) masked men who were dressed in dark clothing with shirts over

their faces and demanded him to hand over money. While handing over his wallet which contained an undisclosed amount of cash and some documents, he was shot twice by one of them who had a revolver. He received wounds to his left arm and left leg. The culprits then made good their escape in the bushes. The victim was taken to the Cheshire Hall Medical Centre via Emergency Services.

Double-murder accused Christopher Forbes appears in court The man accused of murdering two Dominican waitresses in the space of three months, appeared in court on Friday November 4th for a sufficiency hearing and will appear in court again on November 24th, 2016. When 33-yearold Bahamian national, Christopher Forbes, appeared at a plea and direction hearing in the Supreme Court in Grand Turk on Friday November 4th, the judge concluded that there’s enough evidence for the trial. WIHL Halloween Fundraiser The recent movie night at Blue Haven Resort was particularly special for two reasons; it was part of a Halloween celebration and an important fundraiser for Hurricane Matthew Relief. Friday October 28th brought many island families out to Salt Bar & Grill at Blue Haven Resort, dressed in all types of costumes, including power rangers, princesses, ninja turtles, lady birds, bumble bees, skeletons, witches, batmans, pirates, ghouls and fairies. The event included face painting for the children, the movie Ghostbusters 2016 on the big screen, prizes and treats for the children, and a costume competition catwalk. The fundraising evening also held a raffle, with prizes including dinner two at Fire & Ice, Kitchen 218, and Asu on the Beach, a two-night stay in an oceanview one-bedroom suite at Beach House, and the same at Alexandra Resort, a Nexus cellphone, FOTTAC gift baskets, and Swarovski crystals gift sets. The event was managed and operated by the WIHL Community Service Committee. The employees who volunteered their time on this

committee to organize the event did so in support of island neighbours, Haiti and the Bahamas, which were adversely impacted by Hurricane Matthew. One hundred percent of proceeds from the event were donated to hurricane relief funds in Haiti and Bahamas. With over 200 people in attendance, the event raised a total of more than $7,000 for Hurricane Matthew Relief. WIHL matched the amount raised, resulting in a total donation of $14,000. Early Childhood Pilot Program on a successful path

By Todeline Defralien The Early Childhood Pilot Program which was recently launched by the Ministry of Education in the Turks and Caicos Islands with the aim of creating the 21st century child is on a successful path. An update of the program was given during a press conference held by the Ministry of Education on Tuesday, November 8th, 2016 at the Hilly Ewing Building, Providenciales. The early childhood curriculum was launched on September 6th 2016 under the theme “Success For Every Learner” in six schools in the Turks and Caicos Islands including Eliza Simons Primary, Ona Glinton Primary, B.E.S.T. Institute, Oseta Jolly, Ianthe Pratt and Enid Capron Primary School. Members of the Board include Deputy Director Mr. Mark Garland, Permanent Secretary of Education, Youth, Sports and Library Services, Cheryl Ann Jones, Curriculum Development Officer, Mrs. Rhonda A. Blackman-Smith, Director of Education, Mr. Edgar Howell and Deputy Premier and Minister of Education, Hon. Akierra Missick. Deputy Premier and Minister of Education, Hon. Akierra Missick noted that having the national curriculum reviewed and seeking to create the 21st century child is of paramount importance for the Ministry and Department of Education and the country. The curriculum reform is a

three part process the Ministry of Education started where the most important learning years are the foundational years, the early education childhood years and will build on that as they progress through the rest of the senior primary years and then move on to secondary and tertiary level education when the time comes. Curriculum Development Officer, Mrs. Rhonda A. BlackmanSmith, said: “From the commencement of the curriculum I want to say that we set about looking at a curriculum that would be broad, balanced, relevant, and coherent and that meets the diversity of the children of the Turks and Caicos Islands. As you can well imagine that this is a diverse community and we want no child to be left behind and that every child and every child’s education is important to us.” She added: “Since our launch I’ve had the opportunity to visit these schools, to sit and engage our teachers on a one on one to hear the challenges they’ve been having, the strength of the document, to get the feedback from our teachers because feedback is critical to this process. It helps build our reform and direct us into the direction that we need to go. What was very important was that our teachers felt that this was what was needed and they welcome the document and they felt that the curriculum was relevant. It was broad and it was balanced and it created the length of content and dept that they wanted. Our teachers felt that working with the document was easier for them

Blackman-Smith). and it afforded them the opportunity that when they were creating their lesson plans that their lesson planning became easier.” Blackman-Smith stated that the Ministry of Education took on this initiative because they felt that it was important that teachers go through a process. Adding that they are not against feedback she said, “That is what we are looking for because it helps inform our decisions going forward and it would help us in terms of the necessary training that our teachers need that we will so readily provide.” Teacher at the Ianthe Pratt Primary School Laranda Parker said that this program is a great experience. “From where we were with the curriculum that we were use to where we are now I can say it’s a plus. It’s an asset to us because this curriculum

here it’s in more of an integrated approach. You are no longer just focusing on just a whole class it’s centered so that we’re able to put children into groups and when we put children into groups we’re able to cater to children’s need more. You’re not just standing in front of a class room and just trying to carry out your own things as you’re the star, the children are the star and there’s no more of that chalk and talk.” Parker added that as a teacher this approach is easier and within years to come Government schools will be a force to reckon with the private schools. She said people will want to put their children in the Government schools and they will run for the Government schools because along with this program and as the Minister promise to the constant upgrading of teachers this is going to be awesome.

Confirmed Cases of Hand, Foot and Mouth Disease Reported in TCI The Ministry of Health, Agriculture and Human Services (MoHAHS) of the Turks and Caicos Islands (TCI) wishes to update the public that this week’s report shows a number of cases of Hand Foot and Mouth Disease (HFMD). To date, the majority of these cases have been reported from Providenciales with some cases in Grand Turk and one case in North Caicos. In response, the MoHAHS will be stepping up its surveillance and education campaign. Personnel will be visiting daycares and schools to deliver health education messages, public service announcements (PSAs) will be aired, and flyers are being distributed to educate the general public on how to prevent and minimize the spread of HFMD. This disease, which is also affecting other Caribbean countries, is a contagious viral illness

that primarily affects infants and children younger than 5 years old. It is transmitted by direct contact with nasal secretions (droplets produced by coughing or sneezing), saliva, fluid from blisters and the stool of infected individuals. HFMD is most prevalent in child care settings due to frequent contact with soiled diapers and children putting their hands in their mouths. HFMD occasionally occurs in adolescents and adults. Symptoms include some or all of the following; painful sores in the mouth, rashes on the hands and feet (which may be associated with blisters), fever, headache, feeling generally unwell or irritable, runny nose, and/or sore throat. It is mostly a mild illness usually resolved within ten days. However, people can sometimes be contagious for days or weeks after the symptoms have resolved.

There is no specific treatment for HFMD. Paracetamol (Panadol or Tylenol) can be taken for fever and pain relief. In some cases, HFMD can cause a sore mouth and throat, which makes it difficult to swallow. To avoid dehydration, it is important to maintain adequate fluid intake. Persons with suspected HFMD should not attend daycare, school or work to limit the spread of this disease and should report to a healthcare provider to obtain guidance, including when to return to work, school or daycare. CIBC FirstCaribbean raises $25,000 for Cancer Charity As a part of the bank’s regionwide ‘Walk for the Cure’ cancer awareness and fundraising campaign, CIBC FirstCaribbean in the Turks & Caicos Island has raised $25,000 over three months to aid cancer prevention, care and research. The funds, raised by staff, clients, corporate sponsors, and community members, will be donated to The National Cancer Society of The Turks and Caicos Islands this month. The bank organized a series of community, staff and client events to raise the money for donation. Since July, branches have held monthly bake sales, the goods made from scratch by bank employees. In addition, the bank has held Jeans Days, where the staff members paid to work in casual wear and a yard sale. Spare change collection containers were placed throughout the branches as well so that clients could contribute to the cause. As a climax, the staff put together a team to participate in the National Cancer Society’s annual fun run/walk. CIBC FirstCaribbean Country Manager Larry Lawrence said he was proud of his team’s efforts on behalf of those touched by the disease. “I was very proud to see the staff of CIBC FirstCaribbean come together this year to raise $25,000, our highest total yet! This is an issue that hits very close to home; we have all been touched by this awful disease. We

hope that through supporting charities like the National Cancer Society of the Turks and Caicos which dedicate their resources to cancer detection, prevention and care that we can make a positive impact in the lives of others who have been affected by this disease.” CIBC FirstCaribbean has staged the Walk for the Cure fundraising campaign since 2012. Police and Immigration conduct joint operation Members of the Royal Turks and Caicos Islands Police Force conducted a joint operation with Immigration Officials in the Barcy Yard area of Five Cays Providenciales earlier today (Wednesday 9th November 2016). The joint operation was conducted around 3 AM in search of persons who are suspects of serious crimes and illegal immigrants. This is part of an ongoing operation to apprehend individuals who are wanted by the RTCIPF. A number of persons were detained for Immigration purposes.

TCI healthcare PPP: ebony or irony?

General Physician and Healthcare Administrator The state of healthcare in the Turks and Caicos Islands is continuously subjected to public scrutiny. Some categorized it as deplorable, particularly in the pre-2010 era. Post 2010 was presumed to be the dawn of modern, high quality, healthcare services with the launch of TCI’s first Public Private Partnership (PPP) project in health care. The intentions may have been good, but careful analysis reveals extensive and expensive repercussions. I wish to highlight some of the challenges and proffer solutions based on research evidence in the field. In simple terms, the game-changer for the TCI came approximately in 2007/2008 when the powersthat-be opted to ‘contract out’ significant healthcare infrastructure and services to a private, profit making organization. While PPPs have been utilized in various sectors in developed and developing nations, in the global scheme of things, they are not a common or ideal method for procuring public healthcare infrastructure and services. Researchers as far back as the 1970’s have highlighted the problems that arise from ‘contracting out’ (Stephen Ross, 1973; Barry Mitnick, 1975; Eugene Fama & Michael Jensen, 1983; Kathleen Eisenhardt, 1989; Ekaterina Osipova, 2015). PPPs give rise to compounded agency problems. Systematic literature reviews in the past two decades also highlighted some crucial pitfalls of PPPs. Healthcare systems are complex, adaptive and laden with uncertainty. In this setting PPPs are expensive because of the high cost of capital, high transactional costs, and high costs associated with monitoring subsequent PPP contracts. In this regard some PPPs: 1. Do not live up to the claim of value for money 2. Do not automatically deliver innovative and quality services above and beyond what the public sector can deliver with equivalent resources 3. Result in the public sector being asymmetrically locked into a PPP contract It is therefore not surprising that the TCI’s PPP is turning out to be very expensive. What is not readily apparent is how expensive? According to the TCIG’s published financial records and on average, around U.S. $24 million has been circulating annually (unitary payment, reconciliation, windstorm insurance) for infrastructure and related services and another U.S. $18 million goes to NHIP for overseas treatment and as TCIG’s contribution to the Health Plan. A debt amount of U.S. $118.7 million is recorded, with unitary payments continuing until 2033. This is a staggering figure for a population of less than 35,000 but the full story is yet to be told. NHIP’s total collections and expenditure are NOT accounted for in TCIG’s books. We know NHIP collects from the populace and directly from the government. In the absence of a public record, it is reasonable to assume that whatever NHIP pays for services on behalf of the PPP is not less than the unitary and related (infrastructure) payments? One really should not have to guess....at least 5 years of financial records should now be available to the public on tax payers’ contributions and how these contributions are spent. In short, the PPP policy and the PPP component of the TCI health care system is bleeding the public purse to the tune of approximately U.S. $1million or possibly more per week. Will this trend continue to the year 2033? To further put these costs in perspective, researchers Sekhri, Feachem and Ni (2011) analysed similar PPP models using TCI and PPPs in Lesotho, Africa, and Valencia, Spain. TCI’s PPP is recorded as delivering 20 hospital beds (10 in practice) in Grand Turk 40 beds (20 in practice) in Providenciales Primary care clinics and dental clinics for 35,000 residents. Take careful note of the variation in what was delivered for the stated initial cost. In this study, TCI is noted to have the SMALLEST population and the LEAST infrastructure, but capital costs SURPASSES countries catering to populations almost TEN TIMES the size of TCI’s, But the outrageous expense is not the only problem. The ethos embedded into modern healthcare delivery is the tax payer, end user or patient choice and voice. The policy decision has effectively removed choice and voice even at the most basic level of healthcare and financially penalizes the tax payer or resident who does otherwise, particularly on the island of Providenciales where over 75% of the population resides. TCIG led primary healthcare services are free but remains underfunded. Some of the same services through the PPP attracts a $10.00 or $50,00 co-pay, with the remainder of the UNDISCLOSED bill being paid by NHIP. In the private sector, the system contributes $35.00 and the tax payer absorbs the rest of the medical bill. This set up has created an inequitable access in primary healthcare and is undoubtedly the underlying reason why residents have a tendency to seek primary care services at the emergency room. The government’s attempts to address this problem was to extend the hours of its primary healthcare sign posted as TCIG’s clinical services within Cheshire Hall Medical Centre. Ironically, this is the very same facility for which TCIG pays top dollar to its private partner to deliver primary healthcare too. The paradox here is residents show up to the emergency room because of the inequity of access to primary care created by TCIG through NHIP in the first place. Extension of the government led primary care services does not address the root problem of INEQUALITY IN ACCESS in the entire health system. Furthermore, combining primary healthcare and hospital services into the same central physical location is counterproductive to ‘evidence based practice’ in primary healthcare delivery. The evidence overwhelmingly supports decentralizing primary healthcare. Policy decisions supporting centralization are therefore fundamentally flawed. Given the level of TCI healthcare expenditure, and like the U.K., Valencia, Lesotho and (closer to home) the Bahamas, Jamaica and other neighbours, all TCI residents should by now be receiving FREE community based primary health care across the length and breadth of the entire country Research has also been highlighting an increasing number of governments find they lack the capacity to properly negotiate and monitor PPP contracts. Contracts for health infrastructure alone are complex. When medical services are added to the mix, the complexity of these contracts is taken to a level that requires significant financial and human resources. Experts suggests at least 2% of PPPs total project cost be allocated for effective monitoring. In the context of TCI where an integrated PPP exist, total infrastructural costs exceeds U.S. $124 million and total yearly payments to private partners approximates to over $48 million, suggesting that a conservative estimate of investment into monitoring should be around U$ 1 million for the PPP alone. This figure escalates a bit if the entire health system in TCI is considered. From the 2016/2017 budget, TCIG has just over $370,000 allocated yearly for the PPP contract management. Moreover, the research of The Global Health Group (2009) provides a schematic representation of part of the intended health system for TCI subsequent to the PPP policy decision. A key component is a ‘health regulatory authority.’ This entity similar to the U. K. Care Quality Commission is most vital for all concerned (patient, tax payer, government, and health care providers) for independent local assurances in the quality of care at all levels. Yet, after 2 years of interim government, 4 years of local government and 6 years of exorbitant health expenditure, vital components of the TCI health care system remain etched only on paper. The policy decision has further complicated

Hall (disintegrated) the health system by placing infrastructure and related services under the Ministry of Health and health benefits, overseas treatment and clinical services or NHIP under the Minister of Finance. These are but few of the issues related to the PPP policy decision. The system needs to change for the benefit of and with due consideration to the views of its users/tax payers. I openly offer a few suggestions in accomplishing this: 1. Government led primary healthcare needs to be decentralized across the entire country. 2. The inequity in primary healthcare needs to be removed and patients given the option to choose their primary healthcare provider at NO additional cost. That is ‘levelling the playing field’ by paying ALL primary healthcare providers the same, including paying the selected PPP partner the same as everyone else for primary healthcare. This will solve a myriad of problems in the current system. 3. Introduce patient voice to the system. Patient and tax payers’ concerns should be continuously factored into shaping the healthcare system at all levels. 4. Promote patient-focused-care. TCIG has the option of not renewing the shorter term service contract which according to Sekhri et al (2011) is 5 years. After all, significant profits are built into the current arrangement. TCIG has the option to seek out a not-for-profit service provider. There are mounting case studies that show the not-for-profit private organization drives quality, focused care much better than the profit making organization in PPPs. Alternately, I put to the people of TCI to lobby for the establishment of a statutory hospital authority. Either way the research evidence supports a better outcome. 6. Local healthcare monitoring and quality assurance need to move forward by huge leaps and bounds. This should have been done prior to the launch of the PPP. Our current state leaves much to be desired. Efforts to date are rather piece meal. The time is past due to aggressively grab the ‘healthcare bull by horns’. 7. In the midst of limited public resources, government cannot be regulator, facilitator, payer and provider. IT DOES NOT WORK!! The PPP policy changed the system and TCIG needs to now understand how the policy decision changed the system and where pubic funded efforts should be intensified to bring effective, innovate, quality care and better value to tax payers and residents. Alas, this is only a glimpse into the problems with the policy decision on PPPs. There are other implications to the relevant public and private healthcare organizations and practitioner-patient relationship and wider health systems that are not addressed. Modern healthcare and more efficient use of public resources in healthcare has most notable achievements when the users and ultimate tax payer views are continuously taken into account. Paramount to all this is the free flow of information. The most progressive societies in the 21st Century are those in which information is unrestricted. It is hoped that this article has provided more information and clarity to readers, particularly residents in TCI as well as to challenge current and aspiring policy makers to be visionary in determining where we are and where we need to be going as a country moving towards ‘evidence based decision making’ in delivering modern 21st Century healthcare. Whether the current PPP has brought us closer to this reality is questionable.

Graceway Supermarkets presents $15, 426.42 check to the Salvation Army Graceway Supermarkets recently presented a check to the Salvation Army for $15, 426.42. According to general manager Ken Burns, this is Hurricane Matthew relief for Haiti and The Bahamas. He said Ms. Tessa Rankin’s Class wanted to contribute so they earned tips sacking groceries all day and donated everything to the fund. Parents from BWIC also showed

their generosity and donated. For two weeks customers donated at the checkout in IGA, Gourmet and Smart. All donations no matter what size were then matched by Graceway Supermarkets to help the needy. “Thank you to all that gave to make a difference for our Caribbean Neighbors,” Burns said. Alleged lottery scam kingpin arrested in Jamaica FARGO, N.D. – A man accused of spearheading a lottery scam that bilked at least 70 mostly elderly U.S. residents out of millions of dollars has been arrested in Jamaica, authorities said Monday. Lavrick Willocks, 27, was taken into custody Saturday after he was found hiding in a garden at a Kingston hotel, according to a news release from the Jamaica Constabulary Force, and a woman who tried to help him escape also was arrested. Willocks faces numerous charges in U.S. federal court, including conspiracy, wire fraud and money laundering. He is one of nine defendants in custody in Jamaica who are awaiting extradition, said Clare Hochhalter, the federal prosecutor from North Dakota who’s handling the case. “We’re grateful for the recent success of U.S and Jamaican law enforcement partners,” Hochhalter said in a statement. “We’re looking forward to bringing these and others to justice in the United States.” Jamaican lottery scams have been happening since the late 1990s, but have gone mostly unhindered until the Caribbean country passed a law in 2013 that made it easier to convict and penalize scammers. Willocks’ case wound up in North Dakota after Bismarck FBI special agent Francis Gasper interviewed a Harvey woman who said she was defrauded out of $300,000 after someone called and told her she had won $19 million and a new car, and needed only to pay taxes and fees. The process to extradite Willocks began three years ago, but he managed to elude police during a raid in March that resulted in 19 arrests, Jamaican authorities said. When he was captured Saturday, a search of his room yielded $10,000 in U.S. currency, $148,000 in Jamaican money, several electronics devices and jewelry. Willocks is expected to appear Tuesday in a Jamaican court. It wasn’t immediately clear whether he had a lawyer. One of Willocks’ co-defendants, Sanjay Williams, was convicted last year and sentenced to 20 years in prison. To bolsters its case against Williams, the government subpoenaed victims from Madison and Pine Ridge, South Dakota, as well as Minnesota, Florida, Ohio, West Virginia, Utah, South Carolina, Alabama and California. The 8th U.S. Circuit Court of Appeals last week upheld Williams’ verdict and sentence, saying his rights were not violated and there was sufficient evidence to convict him.

Cayman set for busiest-ever tourism season

Tourism Minister Moses Kirkconnell hailed the impact of increasing arrival figures in bringing down unemployment as the Cayman Islands gears up for what is expected to be the busiest high season on record. With the opening of the new Kimpton Seafire Resort scheduled for later this month, Mr. Kirkconnell expects to see a surge in arrivals. “This will be the busiest season we have ever had and one of the most difficult because of the construction at the airport,” he said. “We have to manage that situation to make it as comfortable as possible for visitors.” Stay-over tourism figures held steady in the first nine months of 2016, showing a mere 0.33 percent increase over last year, which was the best year since records began. Lack of available rooms and traveler concerns around the Zika virus in the Caribbean were blamed for the slow-down in growth. But Mr. Kirkconnell expects things to improve in the final quarter, with another record year in prospect by the close of 2016.

“We will get six weeks of Kimpton for the season, which we expect to be very positive for us,” he said. Cruise arrivals are also up by just over 5 percent on the same period last year. Mr. Kirkconnell said the end of year figures were on track to show a 40,000 jump in air arrivals compared with 2013 and a jump of 425,000 cruise visitors over the same period. Based on the average spending of the two types of visitors, he said, the increase in both sectors had each pumped an additional $49 million a year into the economy. “These are figures you can’t argue with. If they were good or bad, we would have to defend them either way,” he said. He said the focus had to be on both cruise and air arrivals in order to impact both sectors of the economy. Teenager, Tevin Royer, of Herberts Lawmen confirmed last night that they were investigating the suspected suicide of teenager, Tevin Royer, of Herberts. The 18 year old was discovered, hanging, by his mother around 5pm yesterday afternoon. A belt was reportedly tied around his neck. Royer was transported to hospital where he died according to the police.

Investigators were at the Herbert’s home late last night gathering evidence and speaking to relatives, while members of the community gathered outside the home to seek answers about the man’s death. Sources said Royer was due to appear in court later this month. A close friend said he was stressed out because of the court appearance. Friends took to social

media to say RIP to Royer who went to the Jennings Secondary School. “I really can’t believe this yo. Tevin Royer was literally the life of everyone’s day. If you were around him you would laugh like there’s no tomorrow,” a friend wrote on Facebook The authorities agreed to provide more information about the incident as it becomes available.

A number of private businesses also announced closures while other announced later opening hours because of the inclement weather. There were numerous reports of flooding and landslides on the main island, St. Vincent,

but no reports of deaths or injuries as a result of the heavy rains. The capital city, Kingstown, was flooded out early Wednesday, and the National Emergency Management Organisation (NEMO) said it had received reports of flooding in a number of areas, including Arnos Vale, where the E.T. Joshua Airport is located; Calliaqua, a town east of Kingstown, and the interior agriculture community of Vermont. In Mesopotamia, another agricultural district in the interior, there were also numerous reports of landslides. The situation at a house in Glenside, Marriaqua, where a retaining collapsed in heavy rain on Sunday, was worsened by Wednesday’s downpour, and was further threatening other properties in the area. The Meteorological Office said the trough system will continue to affect the country. “As a result, generally cloudy skies, light to moderate showers and scattered thunderstorms will continue to

affect the islands,” forecasters said, adding that analysis suggests that these conditions will continue to affect the island for most of the day. “NEMO has already received reports of flooding and landslides in several areas across mainland St. Vincent. Residents in areas prone to flooding and landslides are asked to continue to exercise caution,” NEMO said in a statement. “All civil servants are asked to remain at home today, however essential workers are to report to work when it is safe to do so. The Ministry of Education has advised that schools will remain closed today,” Deputy Director of NEMO, Michelle Forbes, said. She said the National Emergency Operations Centre (NEOC) has been activated and all subcommittees were asked report to the NEOC when it is safe. “The National Emergency Management Organisation, through the St. Vincent and the Grenadines Meteorological Office will continue to monitor the situation,” Forbes said. NEW ORLEANS — A New Orleans investment firm has begun marketing gold coins from a 300-year-old shipwreck discovered off Florida’s coast. Blanchard and Co. is one of two dealers offering the coins from an area where 11 treasureladen ships of a Spanish fleet were smashed onto reefs by a hurricane on July 31, 1715. The other dealer is California-based Monaco Rare Coins. John Albanese, a New Jersey-based coin expert who brokered the sales, said in an interview Friday that most of the 295 coins being offered were found by divers exploring the area last year on the 300th anniversary of the disaster. Albanese said a few are from earlier expeditions in 2010 and 2013. He said the combined market value of the coins is more than $1 million. The coins vary in denomination, size and shape. “They were very crudely made. They were handmade,” said Albanese, who added that the coins’ worth at the time they were made was based on their weight. A Blanchard news release says the coins were struck in Columbia, Mexico and Peru. They were dated between 1692 and 1715. Most are from a discovery made in 6 feet of water about 100 feet off the coast of Vero Beach, Florida.

But there are negatives too. For starters the iPhone 7 Pro appeared to be a true no compromise model which also packed a Smart Connector (something seemingly missing from the iPhone 7 Plus) and leaks had suggested a huge 5.8inch display and OLED panel. TCI Rugby Team Leaves for International Duty in Trinidad & Tobago The Turks and Caicos Islands Rugby Team made their departure at the Providenciales International Airport on Thursday November 10th to Trinidad & Tobago to participate in the upcoming RAN International Rugby Sevens Tournament this weekend. Both the Mens and Ladies TCI teams are heading off to Trinidad & Tobago to take part in The RAN International Rugby Sevens Tournament this weekend. The TCI Mens team will be playing Guyana, Jamaica and Martinique. TCI Ladies team will be playing Canada, Cayman, Jamaica and Bermuda. Both teams will be starting play at Saint Mary’s ground in Port of Spain Trinidad and Tobago on Saturday November 12th, 2016. TCI Rugby Federation President Keith Burant told The SUN, “The men will be competing against thirteen other nations including all of the Caribbean, Canada and Mexico, the ladies will be competing against nine different nations which also include Canada, Mexico and most of the countries in the Caribbean.” He added: “We have players coming from four different locations in a total of six more players that

Swim Federation and Oseta Jolly School Start Pilot Swim Program The TCI Swim Federation has partnered with Oseta Jolly Primary School to teach a class of 24 fourth graders to swim this November. The 8 session pilot program will cover a range of basic swim and survive skills using the International School pool in Leeward, as well as the ocean. Local swim instructors are donating their time to test and fully develop the program with the goal of expanding to more students next year. Ms Rachel Handfield, Oseta Jolly principal, stated, “We couldn’t be more excited to implement this valuable learn-to-swim program with the TCI Swim Federation. Our students will learn a valuable life skill, and I am hopeful that we can include more classes in the future.” TCI Swim Federation members and program organizers Jill Swann (Total Adventure Co.), Morgan Luker (Surfside Ocean

Academy), and Ben Stubenberg (Caicu Naniki Sports Adventures) expressed delight in working with Principal Handfield and Oseta Jolly teachers to grow swimming in TCI. Instructors include Jen Martel, Caleb Wilhite, and Kate Skrzypczak. In a joint statement the organizers said, “Giving youngsters a proper foundation in swimming is a key mission for all of us at the TCI Swim Federation, as it builds self esteem, promotes heath, and enables them to safely enjoy our beautiful waters. The 8 sessions for these youngsters are only a start, but we are confident that with strong support, it can become the model for teaching swimming in partnership with more schools.” The TCI Swim Federation welcomes donations to build this program.
