NO EVIDENCE OF CABINET CRIMINALITY S AY S F O R M E R T C I G O V E R N O R F

ormer Governor Richard Tauwhare said he found no evidence of criminality by former Cabinet ministers who served in the administration of former Premier Michael Misick. Tauwhare, who served as Governor of the Turks and Caicos Islands from July 2005 to July 2008, gave testimony to that effect while being questioned by different defence lawyers last week during the corruption trial which is being tried by Mr. Justice Paul Harrison who is judge and jury. Tauwhare said although he came to the Turks and Caicos Islands with suspicions, when he agreed on Cabinet decisions with ministers and “concurred and ordered” , he was no longer suspicious. “Whatever my suspicions may have been, I had no substantive evidence or substantive argument that would have given me a basis for standing in the way of proposals that were negotiated or came before Cabinet, and unless I had any substantive reason to do so, I would agree to Cabinet decisions,” the former Governor said. He added: “If I had evidence during Cabinet or subsequent to a Cabinet meeting, that any decisions that were taken, were taken on the basis of a false prospectus or a false proposition by ministers, then clearly I would have revisited that decision and not approve of that agreement, but I did not have evidence at that time.” Tauwhare said, however, that he told certain ministers on several occasions that the way they were going about negotiating with developers and proposing concessions without

of the Constitution the Governor was obliged to act in accordance with the decisions of the Executive Council and Cabinet on most issues, except for those for which an exception was made. He added: “ So once the Executive Council or Cabinet made a decision, I as Governor was obliged to follow it, so I would concur and order accordingly. I did not have discretion.” He added that those decisions

made in Cabinet were “collective” and included himself as Governor. He was asked whether after those collective decisions were made, if it was his sole decision as Governor to concur and so order. Tauwhare told the court that he the power to veto decisions that were made in Cabinet which he did not agree with, and that he had powers greater than the Cabinet members, but he never vetoed anything during his three-year tenure as Governor. The former Governor told

the court that the Michael Misick administration had an “ambitious and aggressive agenda” for the Turks and Caicos Islands and he supported it. He also said that there was constant tension between him and ministers, because they did not want to be restrained by red tape, but he tried to persuade them that he had to ensure there was due diligence at all times to maintain good governance.

Tauwhare said there was a high degree of political interference in the public service by ministers and that the local government would have “much preferred not to have a Governor” so they could have operated without constraint. “They did not see why they had to be constrained by the UK Government or its representative,” he said. He added that he tried to

build a partnership for progress with the Cabinet ministers and to be cooperative with them. He said that some ministers were rational, while others were emotional and accused him of undermining them. The most difficult of all the ministers, he said, were Michael Misick and McAllister “Piper” Hanchell. He said the others were more cooperative.

Three Dominican men charged in connection with Gary Mead’s murder Three men from the Dominican Republic appeared in court on Tuesday, November 15th, charged in connection with the murder of American businessman Gary Mead. The men, Carlos Pena, Alexander Cuesta and Joselito Lafontaine, appeared before Chief Magistrate Mrs. Tanya Lobban-Jackson, who remanded them to the Grand Turk prison until January 6th, 2017, when they will appear for a sufficiency hearing in the Supreme Court. Pena, who was represented by Ashwood Forbes, was charged with murdering Gary Mead on Airport Road, Providenciales, on Friday, September 30th, 2016. He was also charged with robbing Mead of a box containing money and items valued between 21 thousand

and 35 thousand dollars, and a gun. Pena, who spoke with a slight American accent, was not required to plead to those charges. Meantime, Cuesta, who spoke with the assistance of an interpreter, was charged with two counts of keeping a fire arm, one count of keeping 10 rounds of ammunition and conspiracy to rob Gary Mead. The firearm which Cuesta was charged with, fit the same description as the gun which the court official alleged that Pena stole from Mead. The third accused, Lafontaine, was charged with conspiracy to rob Gary Mead and he also was not required to plea. The three accused were escorted under tight police security and Carlos Pena the courtroom was packed.

Man shoots at police Police are seeking the public’s assistance in identifying and locating a man who fired multiple shots at a police vehicle early last Saturday morning. Police spokesman Kevin Clarke said that around 3:36 that morning, police had just finished shutting down the La Familia Bar located behind the Downtown Ballpark in Kew Town, Providenciales and were driving toward the main road, when a male dressed in black clothing and standing at a distance, fired shots towards the police vehicle.

Clarke said officers did not return fire because there were a number of persons running to seek cover. He said the unknown man escaped in nearby bushes. Checks were made for the man, but he was not found. No one was injured during the shooting, but several vehicles were hit by bullets. Meantime, police are praising the help of a member of the public who reported a suspicious activity taking place at a restaurant that led to the arrest of a burglar. 12th 2016, police received information of suspicious persons in the Turtle Cove area of Providenciales. Officers quickly responded to the area where two males were seen running away. One of the men was caught by the officers with a quantity of food items that were suspected of being stolen from the restaurant. Police spokesman Kevin Clarke said that with help of residents who keep their eyes open for suspicious activity in their neighbourhoods, police can respond quickly and catch suspects.

Zaneta Burton placed on leave from NHIP

Controversial CEO of the National Health Insurance Plan (NHIP) Zaneta Burton, has been placed on leave, following a ground swell of protests from staff and members of the public. The SUN understands that Tammy Howell-Robinson has been appointed interim CEO. According to sources, after Governor Dr. John Freeman and Cabinet discussed the matter and expressed grave concerns about the issues surrounding Burton. It is understood that the Dr. Rufus Ewing administration is looking to place Burton in another statutory board, possibly Invest TCI. Recently, staff members, with the exception of one person, signed a petition calling for Burton’s removal. In the petition, which was addressed to the NHIP chairman and obtained by The SUN, it was stated

that “under the leadership of Mrs. Burton, we the people of the Turks and Caicos Islands have been oppressed, victimized and demoralized. Mrs. Burton’s leadership skills leave much to be desired and at this time we feel that we have had enough. Labour Tribunal to hear former Price Club workers case The Labour Tribunal, which is headed by attorney Arthur Forbes, will hear the case involving the dismissal of former Price Club workers in January 2017. The 13 persons have engaged the services of attorney Peter McKnight for the trial which is expected to last 18 days. The former employees’ claims against JSMS LTD and Gus Karagianis are for unpaid severance pay, overtime pay, holiday pay and reimbursement of payments made by the employees for their own

work permits. After working at Price Club for as many as 18 years, several employees have been left emptyhanded, without being paid severance or any benefits in August this year Price Club, a wholesale grocery story which is owned and operated by Gus Karagianis and his local partner Wainwright Missick, decided to close its operations on Sunday, August 7th, and lease the property to another wholesaler. In a letter dated July 17th, Price Club’s

management told staff that sales have been declining over the past year, and that the store has been losing money. The owners said that in this very competitive market it does not look like they will rebound. The letter admitted to staff that the closure will create great hardship on them and their families. During the protest, the disgruntled workers who are mainly of Haitian nationality carried several placards that highlighted their plight.

Increased number of dengue fever cases reported

There has been an increase in the number of Dengue Fever Cases as a result of the recent rains in the Turks and Caicos Islands, according to the Ministry of Health, Agriculture and Human Service. This increase is mainly observed on Grand Turk where a total of 14 cases were reported during the period October 29 to November 6, 2016. In response, the ministry continues to enhance prevention and control measures already in place against diseases transmitted by mosquitoes. These include education, premises inspections, fogging and treating potential breeding sites such as swamps to prevent mosquito breeding.

Dengue fever is a viral illness, which is spread by the bite of an infected Aedes aegypti mosquito. This mosquito is found throughout the Americas, including the TCI. It is found in and around our homes, workplaces, and schools. Symptoms of dengue fever include fever, muscle and joint pains, excessive tiredness, headache and pain behind the eyes. Nausea and vomiting may also occur. A rare severe form of dengue fever, dengue hemorrhagic fever, presents with episodes of bleeding. The public is advised to seek medical attention at the nearest clinic facility if any of these symptoms are experienced. There is no vaccine to prevent dengue fever. Treatment is

given to minimise the symptoms being experienced as a result of the infection. Persons who think they have dengue should use analgesics (pain relievers) with acetaminophen and avoid those containing ibuprofen, Naproxen, aspirin or aspirin containing drugs. They should also rest, drink plenty of fluids to prevent dehydration and avoid mosquito bites while febrile. The majority of persons recover within five to fourteen days. To protect yourself and your family, the Ministry advises persons in the TCI to take the following precautions: 1.Prevent mosquitoes breeding in and around your home by keeping your environment clean by checking your gutters, removing standing water,

emptying old flower vases and tires and other containers which may collect water and might act as breeding sites. It is also essential to cover water drums and barrels. 2.Avoid being bitten by wearing loose long-sleeved shirts and long pants, applying insect repellents to exposed skin and use mosquito nets when sleeping. 3.Use safe household insecticides indoors. 4.Have intact window and door screens in dwellings. Floyd Hall responds to Dr. Darren Hall on health care issue

I read with considerable interest the opinion piece in the Turks & Caicos SUN written by Dr. Darren N. Hall with the rubric “TCI Healthcare PPP: ebony or irony?”. Let me hasten to make a disclaimer straight away in noting that Dr. Hall is my cousin, whom I have the utmost respect for. Hence, my reason for writing this article is not intended to be confrontational. Rather, I have found Dr. Hall’s piece to be illuminating in many respects, as I do agree with some of his observations. However, I do have reservations concerning a number of his positions and I shall expound on those areas as I proceed. In Dr. Hall’s piece, he questions the wisdom of entering into a PPP for healthcare. He further questions the spiraling medical cost associated with the PPP mechanism for healthcare delivery and the comparative cost of similar hospitals built in cities such as Lesotho and Valencia. These are the areas that I will focus on in making my contribution. I do so because I do not want to leave it open to speculation as to the reasons why the Government pursued the PPP method when we did. In so doing, I am by no means being critical of Dr. Hall’s views as I accept that he wants nothing but the best healthcare for our people as well. Let me, therefore, take the reason for the Government deciding to use the mechanism of the PPP first. As is readily apparent, building modern day hospital facilities can be prohibitively costly. This is even the more challenging when you are tasked with having to build two of them. As a country, all of our borrowing for infrastructure projects had to be approved by the UK Government. When the PNP came to Office in 2003 there were competing demands on the country’s financial resources for a myriad infrastructural needs. Our Country’s road system was in shambles; schools needed improvement; government offices were in dire need of repair; sporting facilities were non-existent and basically the Country as a whole was crying out for infrastructural attention generally. Back then the Government’s Treasury was completely depleted of funds causing the previous Government to enter into negotiations for the sale of Water Cay to augment the Country’s reserves and provide funds to meet recurrent expenditure. We continued the negotiations for the sale of Water Cay and were ultimately able to fund the Treasury’s bank account upon closing on the deal. The United Sates at the time was still in recession which had a knock-on consequence for us. Consequently, we had to explore the various options that were available to us to address our Country’s needs while at the same time staying within the parameters of the Borrowing Guidelines that were prescribed for us by the UK. Decisions had to be made and we decided to use the PPP vehicle to address projects that had a revenue stream as they could be financed off balance sheet and not impact adversely on our Country’s ability to borrow. For those projects such as roads and schools which did not have revenue streams, we borrowed directly for them and they were properly reflected in our Country’s financial statements. It should be noted too that at the time the UK Government was using the PPP model to fund the construction

In assessing any country’s healthcare facilities however, it would be a mistake to look purely at the financial cost. One has to take into consideration what those facilities deliver, the social benefits of the entity, and the intangibles being contributed to making the country an attractive destination. We pride ourselves on being a high end destination that attracts the wealthy and the elite. We're it not for the modern hospital facilities that we now have, our Country would not have easily gotten the Category One rating for our Providenciales International Airport; and we would not have gotten the BBB+ Country Borrowing rating with Standard and Poors. There are countless stories of these hospital facilities generating tremendous goodwill for our Country. Many times persons travel here from the UK, Canada and the United States and they are in awe of the modern facilities that we have. Many simply cannot comprehend that we have this caliber of facilities in our Country. I personally have been approached by tourists on a number of occasions with glowing testimonials about our hospitals. Only recently when one tourist asked me who they should write to about the good service she received at the hospital I told her to make a comment on Trip Advisor. Scores of Turks & Caicos Islanders have also had the benefit of getting medical procedures and healthcare treatment done at these very hospitals. Many of the medical procedures now offered would have been inconceivable in our thoughts back in 2003 but are now routinely offered in our Country. I have heard personally many of our people laud the virtues of the staff and the facilities as well. Regrettably, as with any medical facility, there will be those who may have had a bad experience or two. We can only hope that these are kept at a minimum. Unfortunately, the bad experiences are the ones that get the most attention and rightly so when it comes to someone’s health or life. And the Government and PPP provider should make every effort to assuage those concerns in a timely and responsible manner whenever they occur. Dr. Hall, in my opinion, has given a compelling account of where he believes there may be deficiencies in the management of the PPP contract. He is absolutely correct when he states that there should be independent monitoring of the PPP by a suitably qualified official. To my knowledge, provision is made in the contract for such a person. I believe he would be the perfect candidate for the position, but I suspect he may have other ambitions in life. I n 2033 when the PPP’s agreement expires, both hospitals will revert to the sole ownership of the Government without this Country having to pay another dollar to the PPP provider. It would augur well for both the service provider and the Government to ensure that both parties are satisfying the terms of the agreement so that this arrangement could redound to the maximum benefit for all concerned. Dr. Hall is an invaluable resource and it behooves all stakeholders in this arrangement to consider consulting him on some of the pertinent points he has raised in his article. In doing so, we may yet be able to further improve healthcare service delivery in this Country for those who need it the most.

First diagnosed case of Zika in Grand Turk Three (3) new cases of Zika have been confirmed in TCI.

This includes the first confirmed case in Grand Turk and brings the total number of confirmed cases in TCI to fifteen (15), which includes 12 females and 3 males, according to the Ministry of Health, Agriculture and Human Services, wishes to inform the general public that. The Ministry wishes to further inform the general public that there has been an increase in mosquito activity in the TCI as a result of the recent rains. In response, the Ministry continues to enhance prevention and control measures already in place against diseases transmitted by mosquitoes such as Dengue, Chikungunya and Zika. These include education, premises inspections, fogging to kill adult mosquitoes and treating potential breeding sites such as swamps to prevent mosquito breeding. Zika is a viral illness, which is spread by the bite of an infected Aedes aegypti mosquito. Most persons

with Zika are often not aware that they have the virus as they may not have any symptoms but can spread the virus to others when bitten by a mosquito. This mosquito is found throughout the Americas, including the TCI. It is found in and around our homes, workplaces, and schools. Zika was first identified in the Caribbean region in May 2015, in Brazil, and has subsequently spread throughout Latin America, the Caribbean, and parts of the USA. Symptoms of Zika are similar to other mosquito bourne illnesses such as Dengue and Chikungunya. They appear between four and seven days after being bitten by an infected mosquito and include skin rash, mild fever, conjunctivitis (also known as pink eye), muscle or joint pain, and general malaise. The public is advised to seek medical attention at the nearest clinic facility if any of these symptoms are experienced. The concern with Zika is a growing body of evidence regarding

the connection between infection with Zika in pregnancy and microcephaly. Microcephaly is a condition where a baby’s head is smaller than expected, which can be a result of poor development of the brain and other complications. In addition there has been an association with Zika and other neurological complications such as Guillain-Barré syndrome. There is no specific medication to treat Zika and there are currently no vaccines to prevent it. However, research is ongoing in this area. Treatment is given to minimise the symptoms being experienced as a result of the infection. Most persons recover within five to fourteen days. Symptoms of Zika can be managed by: Getting plenty of rest; drinking fluids to prevent dehydration; taking medicines, such as acetaminophen, or paracetamol, to relieve fever and pain; do not take aspirin and other non-steroidal antiinflammatory drugs such as Aleve or Ibroprofen until Dengue can be ruled

out. To protect yourself and your family, the Ministry advises persons in the TCI to take the following precautions: 1.Prevent mosquitoes breeding in and around your home by keeping your environment clean by checking your gutters, removing standing water, emptying old flower vases and tires and other containers which may collect water and might act as breeding sites. It is also essential to cover water drums and barrels. 2.Avoid being bitten by wearing loose long-sleeved shirts and long pants, applying insect repellents to exposed skin and use mosquito nets when sleeping. 3.Use safe household insecticides indoors. 4.Have intact window and door screens in dwellings. 5.Consistent condom use as Zika can be transmitted sexually

Premier has been less than truthful about CFO, says Opposition Leader By Todeline Defralien People’s Democratic Movement (PDM) leader Sharlene Cartwright Robinson said Premier Dr. Rufus Ewing has been less than truthful to the people of this country as it relates to the removal of the Chief Financial Officer (CFO). During a press conference at the PDM’s Headquarters, Downtown Providenciales on Wednesday November 16th, 2016, she said the PDM is the one party that had a full position on the constitution since October 15th, 2012. “Our description at the time of the CFO was that the position was undemocratic,” she said. “Our position remains the same. We felt that there were systems that were strong enough. In fact, you had a strengthened Leader of the Opposition, you had strengthened oversight committees of stronger public accounts committees and other bodies that can oversee the financing.” The opposition Leader said that they were opposed to the position of the CFO and that position has not changed. She added: “An email was leaked that was shared between the two highest offices in this country, the Governor’s Office and the Premier’s Office, and we are surprised to this day that there’s no investigation as to how

some sensitive email would have made its way to the media. But that email that speaks about constitutional issues as it relates to the Peoples Democratic Movement said that the Leader of the Opposition was opposed to the removal of the CFO and wanted to stall it. I reiterate my position; the conversation was limited to the constitution; the CFO was a part of that. We had not gotten any wind of the fact that the Premier was going to be picking this public fight all of a sudden with the CFO again and those talks were stalled in terms of the constitution because to this day the PDM has not been given a clear process as in times past, where we knew there would be so many rounds of talks or there would be negotiations at certain levels.” Robinson said the PDM Party is still waiting on that, and when they are elected, people can rest assured that the PDM will be addressing constitutional issues immediately. She continued: “What was not disclosed in that email publicly from that email was the fact that the CFO’s position had already been discussed with the Premier (and UK officials). He had said to the Premier that he will not be touching the position of CFO, contrary to what the Premier has said to this country. Close of Nassau grouper season The Department of Environment and Coastal Resources (DECR) is reminding the public that the 2016 Grouper Season will be close on Wednesday, November 30, 2016. The Fisheries Protection Ordinance (Amendment) Regulation 12(1A) states: “The close season in relation to Nassau grouper shall be from the first day of December to the twentyeight day of February (inclusive) in each year or

such other dates as may, from time to time, be appointed by the Governor in the Gazette”. During the closed season, any person who fishes for, purchases or is in possession of a Nassau grouper will be committing an offence that is punishable by a fine of $5,000 or six months imprisonment or both. Will we choose progress? By Royal Robinson I eagerly awaited the PDM’s press conference this week, because, I wanted to understand what kind of ideas they had for the country. I went in with an open mind and an open heart. I was disappointed. Instead of embracing the progressive policies that transformed our country and increased the standard of living for our people, the PDM offered no relief in the duty. They offered no help on the service charge issue. And, they offered no assistance for our working mothers and their families. Their solutions were little more than spend, spend and more spend on the government side. Government spending has never advanced our people. Instead, it has put countries like the Bahamas, Haiti, the Dominican Republic and countries across the Caribbean into massive debt. Did you know that the vast majority of Caribbean countries have the highest debt to GDP ratios in the world? It’s true. The PNP paid off our debt and turned our economy around - from one that was shrinking to one that is growing at one of the fastest rates in the Caribbean. The PNP has also offered a plan to grow our economy further.

They have not shackled themselves to hotelier interests in this country that are afraid of competition and new hotels that will create jobs and more economic opportunity. Instead, now that they’ve paid off the debt, they are offering a plan - the Big Five to Thrive - that is designed to grow our economy. The PNP is offering free Day Care which will provide much relief to working families. Not only that, but, it helps our economy because it enables families to pursue additional work opportunities and also pursue educational opportunities to advance themselves. That advancement helps our economy. The duty is a burden to us all. It gives us one of the highest costs of living in the CARICOM region. It must be reduced to put more money in the pockets of our people so that they can invest and grow our economy. A reduced duty is absolutely critical, but, given the PDM’s big spending plans, it will be impossible for them to reduce it. The PNP is going to reduce the duty substantially, putting more money in your pockets. The PNP has a plan to reduce illegal immigration through the construction of a virtual border wall. The PNP will use short range and long range drones to track illegal sloops and we’ll use additional coast guard boats to intercept the sloops.

Beaches Employees Kickoff New Tourism Season with Leadership Action Training In preparation for the upcoming high season and the ongoing effort to continuously improve Customer Service standards, Beaches Turks & Caicos Resorts Villages & Spa has invited luxury travel sales guru, Geoffrey Fullerton of the Fullerton Management Group to once again host his highly successful Leadership Action training. Fullerton who has hosted several dynamic and value included training for the resort is back again, this time focusing leadership, selfadvancement and ownership, while practicing sensitivity, empathy and sympathy as it related to Guest Services. “The purpose is to raise a person’s sensitivity awareness of what is necessary to survive in this industry and thrive,” Fullerton said. “It also goes to a place where you are not accepting mediocrity; it heightens awareness and the ability to differentiate empathy versus sympathy in order for Leadership Action to work.” Managers who already attended the training said that the seminar was life changing, empowering, easy to understand and apply. Surgeon General calls for action to fight drug, alcohol abuse

The U.S. Surgeon General issued a call to action on Thursday to end what he said was a public health crisis of drug and alcohol addiction that is both underappreciated and undertreated. Dr. Vivek Murthy issued the first-ever Surgeon General's report on substance abuse and said he hopes it will galvanize work on the issue the way a similar report 50 years ago sparked decades of effort to combat smoking. U.S. deaths from drug overdoses hit a record in 2014, increasing 6.5 percent to 47,055, propelled by prescription painkiller and heroin abuse, according to the Centers for Disease Control and Prevention. "The most important thing is, we have to change attitudes towards addiction and get people into treatment," Murthy said in an interview. "Addiction is a disease of the brain," he added, "not a character flaw." The report comes amid a broader government effort to address addiction, in particular opioid

painkiller abuse. President Barack Obama has requested an additional $1.1 billion to help address the problem. Opioids include oxycodone, hydrocodone, fentanyl and morphine and are sold under such brand names as OxyContin, Percocet, Vicodin and Actiq. In 2015 more than 27 million people in the United States reported using illegal drugs or misusing prescription drugs. More than 66 million people, or nearly a quarter of all adolescents and adults, reported binge drinking within the previous month. The estimated annual economic impact of drug abuse is $193 billion, the report states, while the estimated economic impact of alcohol abuse is $249 billion. Every dollar invested in treatment saves $4 in healthcare costs and lost productivity and $7 in criminal justice costs, Murthy added. The report urges a holistic approach to battling the addiction epidemic that should involve policy makers, regulators, scientists, families,

Diet sodas might not raise diabetes risk Drinking colas and other sugary drinks is tied to an increased risk of so-called pre-diabetes, a precursor to full-blown disease, but diet soda is not, a recent study suggests. Previous studies on the link between diet sodas and diabetes have been mixed; some research pointing to a potential connection has suggested this relationship may be explained at least in part by soda drinkers being overweight or obese. In the current study, however, adults who routinely consumed at least one can of soda or other sugar-sweetened beverages a day were 46 percent more likely to develop elevated blood sugar levels than people who rarely or never drink cola. “Emphasis should be placed on substituting sugar-sweetened beverages with water, unsweetened teas, or coffee,” said senior study author Nicola McKeown, a nutrition researcher at Tufts University in Boston. “For daily consumers of sugary drinks, kicking the habit may be a difficult challenge, and incorporating an occasional diet soda, while increasing fluids from other sources, may be the best strategy to ultimately remove sugar-sweetened beverages from the diet,” McKeown added by email. Globally, about one in nine adults have diabetes, and the disease will be the seventh leading cause of death by 2030, according to the World Health Organization. Most of these people have Type 2, or adult-onset, diabetes, which happens when the body can't properly use or make enough of the

hormone insulin to convert blood sugar into energy. People with blood sugar levels that are slightly elevated, but not high enough for a diabetes diagnosis, are sometimes described as having “pre-diabetes” because many will go on to develop diabetes. In the current study, researchers examined data collected on 1,685 middle-aged adults over about 14 years. At the start of the study, none of the participants had diabetes or pre-diabetes. They were 52 years old on average and typically overweight. Participants completed questionnaires detailing what they ate and drank during the study period. Sugar-sweetened beverages were defined as colas and other carbonated beverages, as well as drinks such as lemonade and fruit punch. This didn’t include fruit juice. People who drank the most sodas – typically around six 12-ounce cans a week – had a much greater risk of developing elevated blood sugar levels than other participants after adjusting for factors such as age, gender and weight, researchers report in the Journal of Nutrition. Higher consumption of soda and other sugar-sweetened beverages was also associated with insulin resistance, a reduced ability to respond to the hormone insulin that is another risk factor for developing diabetes. Even after accounting for changes in weight and other aspects of diet, the relationships between sugarsweetened beverages and these metabolic risk factors for diabetes persisted.

"That Surgeon General's report catalyzed a half century of work on tobacco control and now the smoking rate is less than 17 percent," he said. Under pressure from lawmakers the Food and Drug Administration agreed earlier

this year to reform its process for approving opioids. In March it added new warnings to short-acting opioids to bring information about addiction and abuse in line with that of longacting pills. Short-acting pills account for 90 percent of prescribed opioids. Murthy's report urges more investment in research and new types of treatment programs. But he said that shouldn't prevent people from acting to increase access to existing programs. "We can't afford not to invest in treatment because we are going to pay a lot more later," he said.

In the largest study of its kind analyzing blood pressure in every nation between 1975 and 2015, the scientists said that it has dropped sharply in wealthy countries - possibly due to healthier diets and lifestyles - but risen in poorer ones. The increases are especially significant in Africa and South Asia, the researchers said, and could be partly due to poor nutrition in childhood. High blood pressure, also known as hypertension, puts extra strain on the blood vessels and major organs such as the heart, brain and kidneys. It is the world's top cause of cardiovascular disease, which leads to strokes and heart attacks, and is estimated to cause 7.5 million deaths a year worldwide. Led by World Health Organization researchers working with hundreds of scientists internationally, this study covered blood pressure measurements from nearly 20 million people and was published in The Lancet medical journal. In Europe, Britain had the lowest proportion of people with high blood pressure in 2015. South Korea, the United States and Canada had the lowest hypertension rates in the

world. More than half the world's adults with high blood pressure in 2015 lived in Asia, the study estimated. Some 226 million people in China have high blood pressure, it said, as do 200 million in India. "High blood pressure is no longer related to affluence - as it was in 1975 - but is now a major health issue linked with poverty," said Majid Ezzati, a professor at Imperial College London's school of public health. He said that while he could not be sure of why the data showed high blood pressure as more of a problem in poorer countries, it may be partly due to overall better health and more consumption of fruit and vegetables in wealthy societies. In rich countries, the condition is also caught more frequently and earlier, and managed more effectively with medicines, Ezzati said. Blood pressure is defined by two numbers - systolic pressure, which represents the force with which the heart pumps blood into the blood vessels, and diastolic pressure, a measure of the resistance to the blood flow in the body's blood vessels. Both numbers are measured in millimeters of mercury (mmHg). High blood pressure is defined as 140/90 mmHg or higher. The condition is caused by a number of factors including having a diet high in salt and low in fruit and vegetables, and not taking enough exercise.

Jah Cure pleads not guilty over Atlantis fracas, charges dropped

JAMAICAN reggae star Jah Cure found himself in the Magistrate’s Court on Tuesday afternoon accused of committing a misdemeanour that stemmed from an argument at the Atlantis Paradise Island resort on Sunday that was captured on video and shared thousands of times on social media. The singer, 39, whose real name is Siccature Alcock, appeared before Magistrate Samuel McKinney alongside his 26-year-old countryman Terefe Mason to face a single charge of “fighting in a public place”. A third named accused, 22-yearold Bahamian national Trevor Thompson, was not present at the arraignment. However, the singer was later discharged of the offence. It was alleged that the trio, “while at Atlantis Resort, Paradise Island, New Providence and being concerned together with others, did disturb the peace by fighting.” A conviction for the misdemeanour carries a $150 fine. The artist, who was in the country for a concert last weekend, pleaded not guilty to the charge when called on by the

Former Reggae Boy suspect in double murder A former national footballer who has been fingered in Saturday’s shooting death of a pastor and a deacon in Montego Bay is now in hospital under police guard after he was shot during a firefight with the police. The dead clergymen have been identified as 27-year-old Pastor Ryan Jackson and 23-yearold Deacon Bucklair Smith, both of Rose Heights in St James and who conducted their ministry at First Fruit International Church of Jesus Christ Healing and Deliverance Ministry. The Montego Bay police report that about 5:40 pm police were on an operation in the Kerr Crescent area of Montego Bay when they heard several explosions and went to investigate. The police say two men opened gunfire at them when they got to the location. The police returned the fire, hitting one of the men who, they said, was later found with a 9mm pistol containing six rounds of ammunition. His accomplice managed to escape. Jackson and Smith were found with gunshot wounds and were taken to hospital where they were pronounced dead. The Independent Commission of Investigation has commenced a probe into the incident. A senior investigator told the Jamaica Observer that the former national football representative, who played once for Jamaica on the Under-23 team, was wanted in connection with a murder committed in St James earlier this year. In the meantime, when the Observer visited the church at its Barnett Street location yesterday morning, the door was closed.

PM wants University of Bahamas to lead in academic research and relevance NASSAU, Bahamas – Prime Minister Perry Christie says the University of The Bahamas (UOB) must be a place of relevance and the right of academic freedom must always be jealously protected. “It is, therefore, critical that a University not only responds to national needs, but also engage the in meaningful discussions,” Prime Minister Christie said, during the Charter Ceremony for the university on Thursday. The ceremony coincided with the inauguration of Dr. Rodney D. Smith as president of the tertiary institution. Christie said that the university must continue to have a voice in matters of national and global importance, adding for this reason “the right of academic freedom must always be jealously protected, and solid research, through well-resourced centres, must be encouraged and supported as well. “We must encourage the students and faculty of the University

of The Bahamas to be at the forefront of the national discussion, and to expand the horizons of our knowledge in all disciplines of study,” said Prime Minister Christie, who spoke on the theme “From the Road to Transition to the Road of Possibilities: The Role of the University of The Bahamas in National Development”. He told the ceremony that of particular importance to the country is the need for research in science, technology, engineering and mathematics (STEM). “Through the STEM subjects we venture into so many disciplines that are critical to long-term planning for the future well-being of our country.” Prime Minister Christie said the recent hurricanes, Joaquin and Matthew, “have also rudely reminded us that the university must continue its scholarly research and studies into climate change, especially in relation to the menacing prospect of sea level rise and its implications for the lowlying areas of our archipelago”.

He said courses on disaster management with particular reference to pre-hurricane evacuations and post-hurricane recovery and restoration, must also receive special attention. “Similarly, issues of urban planning, land use, and non-fossil fuel-based energy diversification must also figure highly in the University’s research agenda,” he said, adding that he hoped that the university would soon have a definitive plan to have its entire campus moving forward towards the use of solar energy. “Relevance also means that the university must be cognizant of the needs of the entire country from Inagua in the south to Abaco in the north. We should therefore be able to look forward to an expansion of the system of mini-campuses, research centres and institutes across the country.” Prime Minister Christie said that as the UOB looks for new opportunities to do good work and

CPS officers head to Barbados to train Caribbean officers in death notification practice The Calgary Police Service is the only municipal police service in Canada that formally teaches its members how to deliver the worst kind of news a family could expect to hear. And now, officers are headed to Barbados to share their expertise. In Calgary, all death notifications are handled by one of the roughly 150 CPS members who have passed through the special CPS training course, which was created two years ago. “It’s not a job that we have to do everyday. Jamaica also surpassed the primary surplus target by some J$21 billion (One Jamaica dollar=US$0.008 cents), to achieve a primary balance of J$53.6 billion. Byles said Jamaica also outperformed targets for taxes and grants to record approximately J$235 billion for the first six months of the fiscal year. This exceeded the target by some J$13 billion or 11.6 per cent above the figures for the similar period last year. General Consumption Tax (GCT) accounts for 34 per cent of total taxes; PayAs-You-Earn (PAYE), 16 per cent; Special Consumption Tax (SCT), 15 per cent; and Customs Duty, eight per cent. All taxes, except Travel Tax, either met or surpassed targets. “This is a trend we have noticed for quite a while and I think the (tax collection) authorities should be congratulated for that. It also reflects a strengthening economy that the taxes (are performing well), particularly company taxes, which is based on profits; and PAYE, which means people are employed formally,” Byles said. The figures released here showed that Jamaica spent J$6.4 billion less than the target, to record an expenditure of J$253 billion for the April to September period. The Statistical Institute of Jamaica (STATIN) has reported that inflation for September stood at 0.5 per cent, a slight increase on the 0.4 per cent recorded in August. For the calendar year to date, inflation was 0.8 per cent and 1.9 per cent for the trailing 12 months. “This is below two per cent for the last 12 months, which is a really extraordinary experience for us in Jamaica where we are accustomed to have, if not double-digit, high single-digit inflation,” Byles said.

‘Treated like animals’ – Jamaicans decry health care workers in new survey Jamaica – Fed up with the poor treatment experienced at public hospitals, Jamaicans continue to give the country’s public health-care system a failing grade, revealed a recently conducted survey of the health sector. Health workers’ rude attitude and lack of care and compassion, especially for the poor, terrible service and treatment, and the extremely long wait times to get through were the main things that irked persons who sought medical attention in the public sector. In The Gleanercommissioned study conducted by Johnson Survey Research Ltd, 44 per cent of the participants ranked the health-care system as ‘not so good’, compared to the miniscule four per cent who rated it as ‘one of the best’ in response to being asked how they would rate the health-care system in Jamaica. Asked why they felt that way, 39 per cent said the wait time was too long and the service too slow; and 22 per cent said health-care workers didn’t care, were rude, and offered poor service. In fact, 20 per cent of the respondents went as far as to say health-care workers “treat you like

animals”. Polling 1,200 men and women between ages 18 and 65 during the month of September, the survey sought to gauge Jamaicans’ view of the health-care system and the improvements needed. Of the 75 per cent who believe Jamaicans do not have access to goodquality health care in the country, 57 per cent said the poor in the country were not cared for, hence one needed money in order to get proper health care. Ann-Marie Anderson, who took her mother to the Kingston Public Hospital (KPH) a few months ago after she collapsed, is among the many Jamaicans who are complaining about the quality of care meted out at public hospitals. “We don’t really have any money, so when she fell down in the kitchen, wi rush her to public. Mi nah lie. Mi wish, mi wish mi had money. Is really the first I go to the emergency there, and because the nurse look at her and say she wasn’t that serious, you know how long wi sit down there waiting before wi see a doctor?” she shared with The Gleaner. She said she was at pains to leave her mother there, but after

Working in the public-health sector for close to 17 years, including at three of the island’s hospitals, the Christian said it was often “the grace of God that keeps me from exploding sometimes”. “It is not perfect. We don’t have enough staff. We don’t have the things we need. We have to work two shifts sometimes, all three if the person to come relieve you don’t come,

and you have to put up with a lot of things from the patients. I know they say nurses rude to them, but you should hear some of the things that come out of them mouth. You should hear how them threaten us all the time,” she told The Gleaner. “Two wrongs don’t make a right, but respect goes both ways. Both the nurses and the patients and the people who come with them have to do better in how them deal with one another.” McKenzie is calling for the authorities to provide the necessary resources to help ease the burden on the health workers. She also echoed the cry that if nurses were paid better wages, there would be enough to have an equitable nurse-to-patients ratio. US’s FAA unveils Caribbean Initiative to increase airport safety and certification The US Federal Aviation Administration (FAA) has introduced its new Caribbean Initiative with an aim to increase airport safety and certification in the concerned region. Under the new initiative, FAA along with its Caribbean partners and International Civil Aviation Organization (ICAO) will also work to improve the region’s air traffic flow management activities and collaborative decision making process. In addition, the initiative will help implement ICAO’s guidelines across the Caribbean, which is expected to witness 5%-6% more air traffic over the next 20 years. More than 17% of international flights currently departing from the US are headed for destinations in the Caribbean, while various other flights transit Caribbean airspace between North and South America.

The Swedish investigation into possible sexual crimes began when two women Assange met in Sweden in 2010 complained to authorities. Some of the alleged misconduct is no longer being investigated by police because of the statute of limitations. Assange is, however, being questioned about the possible rape of one of the women who complained. He has not been indicted or charged

but is the subject of an international arrest warrant. Prosecutors say no immediate decision on the future of Assange’s case will be made on Monday. They also said no public statements will be made after the questioning. The artificial intelligence service will also be made available in Samsung’s other consumer electronics products, such as refrigerators. The company declined to disclose what specific tasks the S8 phone will perform through its artificial intelligence feature. Samsung is expected to unveil the next iteration for its flagship Galaxy device in spring as it has typically done in the past. Sales of the Galaxy S8 will be crucial for the recovery of Samsung’s mobile business, which saw its latest quarterly profit nearly wiped out by two global recalls of the Galaxy Note 7 smartphone. Samsung estimates it has lost at least $5.3 billion as it discontinued the model, which overheated and caught fire. The company said last month that it has not figured out what went wrong with the Note 7 phones. The South Korean company joined the race to create the digital assistant service when it acquired in October Viv Labs Inc., a Silicon Valley startup launched by the same entrepreneurs who sold Siri to Apple. Past and current Samsung phones offer a voice assistant service called “S Voice” developed internally, but the feature did not gain much traction. Samsung’s acquisition of the Silicon Valley firm was seen as its taking another step to seek independence from Google, which offers its brand of virtual assistant service in Android-powered devices. Executives at Samsung and Viv Labs said that the biggest difference between the existing digital assistant and the one they are jointly developing is that the latter will be an “open AI platform,” meaning that third-party developers will be able to offer their services through Samsung’s AI platform. “Our Galaxy smartphones don’t provide services that enable consumers to order pizza or coffee, but does provide third party applications. But the new AI platform will enable consumers to do things that they would usually do through a separate third party application,” Samsung’s statement said.

Facebook’s WhatsApp adds secure video calling amid privacy concerns

One of the world’s most popular means of communication, Facebook’s (FB.O) WhatsApp, is adding fully encrypted video calling to its messaging app on Monday, a move that comes as privacy advocates worry about the potential for stepped-up government surveillance under a Trump administration. WhatsApp, which boasts more than a billion users worldwide, adopted end-toend encryption early this year, making it technically impossible for the company or government authorities to read messages or listen to calls. The new video calling service will thus provide another means for people to communicate without fear of eavesdropping though WhatsApp does retain other data such as an individual’s list of contacts. WhatsApp co-founder Jan Koum said in an interview that video calls will be rolled out to 180 countries within hours after the feature is introduced at an event in India. “We obviously try to be in tune with what our users want,” Koum said at the company’s unmarked Mountain View, California headquarters building. “We’re obsessed with making sure that voice and video work well even on low-end phones.” Koum told Reuters that improvements in phone cameras, battery life and bandwidth had made the service viable for a significant proportion of

Russia starts blocking LinkedIn website after court ruling Russia’s communications regulator ordered public access to LinkedIn’s website to be blocked on Thursday to comply with a court ruling that found the social networking firm guilty of violating a data storage law. LinkedIn (LNKD.N), which has its headquarters in the United States, is the first major social network to be blocked by Russian authorities, setting a precedent for the way foreign Internet firms operate. It has over 6 million registered users in Russia. The Kremlin said that the decision was legal and that President Vladimir Putin did not plan to interfere in the case. Facebook’s fake news crisis deepens

Despite the best efforts of Mark Zuckerberg to downplay Facebook’s role in the election of Donald Trump, the scrutiny of how fake news is spread on the platform has intensified. Buzzfeed News is reporting that “more than dozens” of Facebook employees have created an unofficial task force dedicated to addressing the issue. Buzzfeed quoted one member of that task force, who did not want to be named over fears for their job. “[Mark Zuckerberg] knows, and those of us at the company know, that fake news ran wild on our platform during the entire campaign season,” the source said. Facebook has not responded to the BBC’s request for comment on Buzzfeed’s report. Meanwhile, Google on Monday announced it would do more to prevent fake news sites from making money through advertising. Shortly after, Facebook made explicit a similar restriction on the use of its ad network.
