n application for Crown land, which Attorney General Rhondalee Brathwaite Knowles admitted filling out and signing for her sister, sparked a testy and tense exchange among defence lawyers, the prosecutor and judge when the SIPT corruption trial continued on Friday December, 2nd, 2016. Although BrathwaiteKnowles had previously admitted filling out and signing the land application for her sister (who was overseas studying at the time), lead Prosecutor Andrew Mitchell sought to have the document removed from evidence because the original could not be found. This led to muscular objections from defence attorneys, including Jerome Lynch, QC, the lawyer for McAllister Hanchell, Earl Witter, QC, the lawyer for Floyd Hall, John Perry, QC, the lawyer for Jeffrey Hall and Lillian Boyce’s lawyer, Arnold “AJ” Nicholson, QC, who introduced the controversial letter from the Attorney General into evidence last week. On October 24th, 2000, Rhondalee Brathwaite-Knowles applied for a piece of residential Crown land in Grand Turk for herself and on the same date, she filed out an application for her sister, Denise Brathwaite-Tennent, who is now the Director of Medical Services at the TCI Hospitals. Prosecutor Andrew Mitchell, QC, said the most fundamental point is where the documents came from and Mr. Nicholson. “Somebody in this court knows where it came from and Mr. Nicholson should be made to tell you where he got it from,” Mitchell added.

Mr. Justice Paul Harrison told Mitchell that if he is saying that the document was removed from the

file he should make a report to the relevant authority and let it be treated as something that was “extracted unlawfully”. The judge said: “It (the land application) will be examined within the context that I do no know where the particular document came from and it will be dealt with in the final analysis as a matter of weight; either little weight or no weight at all.” Continued on Page 2

Continued from Page 1 Mr. Lynch said: “It doesn’t matter what the origin of the document is, even if it was obtained illegally. The only issue that Your Lordship ought to be concerned with is whether it is relevant and if it has some probative value. If that document was found in the car park outside or deliberately stolen from a file, it matters not. The witness (Rhondalee) recognized her own signature on each of those documents and that’s important.” Mr. Perry told the judge that they are other defendants in the case, to who the document can be relevant and their cases should not be “trumped” by the judge’s “attitude” about underlying reasons. He added: “If the evidence is relevant it should be admitted. It

doesn’t matter from what source it came. That is the test you (the judge) should apply and no more. The witness said from the witness box that it is her signature on the document.” The judge said the court should also be concerned about whey they were dealing with the issue in the first place. He said the matter of relevance will be dealt with later, adding that he has never dealt with a situation like this before. Mr. Perry replied: “The witness was shown an electronic document and she admitted that it was her writing on bothe documents (land applications); one for her sister sand one for herself and that both signatures are hers (Rhondalee’s). That’s the evidence. If the evidence

is relevant is must be admissible. It matters not if the document was stolen or whatever source it came from.” Judge Harrison then said that they wanted to shut their eyes to the broader picture that has emerged with respect to a document that is not being brought forward and he wanted to know why. Mr. Nicholson told the judge that the prosecution has produced evidence in the court before and we have never asked anything about authenticity or originality and it has been accepted as evidence. He added: “It is odd that no objection was taken by the prosecution when the document was shown to the witness. The witness did not deny

anything at all about the document. Nothing whatsoever.” Mr. Witter said if the documents which the Attorney General signed are probative, then the elementary standards of admissibility would have been met. He said: “What your Lordship has is an assertion from Mr. Mitchell that the document is not on the file and when you make a ruling as to what weight will be put upon it, that obviously turns upon great weight being attached to what Mitchell (the prosecutor) is saying. You may wish to consider making further enquiries from the custodian of the files before attaching enormous weight to Mr. Mitchell’s assertions because he is not the custodian of the file.”

Premier comments on NHIP issue

The National Health Insurance Plan (NHIP) was established in 2009 as a Social Health Insurance Plan based on contributions from employers and employees who were legally resident in the Turks and Caicos Islands. The Turks and Caicos Islands Government is also mandated to make contributions to the plan in the following way: 1. As an employer on behalf of its employees 2. As a subscriber on behalf of the unemployed, indigent and ward of the state 3. Transfer of funds for the management and payment of treatment abroad cost 4. Transfer of funds for the payment of the monthly hospital infrastructure cost The funds collected by the National Health Insurance Board (NHIB) from its employers and subscribers are utilized to purchase health care locally from the preferred provider (TCI Hospitals), the network of contracted private primary health care clinics and private pharmacies on behalf of and to the benefit of its registered subscribers. The NHIB on behalf of TCIG manages the procurement of overseas treatment for the beneficiaries of the NHIP. From budget year to budget year this cost is unpredictable as it is a reflection of both the number of persons requiring tertiary level care in any given year as well as the magnitude of their problems. The cost of healthcare by the end of April 2017 is expected to exceed the budgeted provision by $6 million dollars. It is against that background that a paper prepared by the management of the board with the full knowledge of the Board of Directors, the Ministry of Finance and the

Hon. Dr Rufus Ewing Ministry of Health was submitted to cabinet for its consideration – to conclude that there was a coverup or misappropriation of funds discovered by the acting CEO is incorrect, irresponsible and should be dismissed as political mischief. The facts are that the treatment abroad programme has skyrocketed in the first half of the financial year amounting to over $5 million of the cost over-run. On average four patients a day are being referred abroad of which five a week are urgent referral requiring medical evacuation via private charters and air-ambulances; at the same time the number of cancer patients has been noted to have increased significantly in the first half of the year, these factors together result in an average cost per patient of around $15,000 with some patients costing in excess of $100,000. Because the NHIB until recently operated a cash basis accounting system, costs were not booked until paid. This has now been corrected, hence the reporting of the large accounts payable balance. A number of the more serious cases referred abroad were Turks and Caicos Islanders that were not covered by the scheme. The government takes its responsibility for the provision of its people seriously and has recently introduced changes to the NHIB regulations that would result in healthcare

coverage for a wider category of patients while at the same time restricting coverage for some categories of persons which it believes should help to stabilise cost while a comprehensive review of the system is being undertaken after five years of operation. TCIG has asked for a review of the management and corporate governance of NHIP with respect to the rising cost of overseas treatment to develop cost reduction or mitigation measures where possible without compromising care to beneficiaries of the plan. The Ministry of Health in collaboration with NHIP has already implemented several initiatives to reduce the cost of care, such as: 1.Establishment of a free extended hours government primary care clinic 2.Development of a new Pharmaceutical policy which would significantly lower the cost of drugs to both patients and NHIP 3.Introduced an eligibility waiting time of 6 months for all new work permit applicants to the plan (effective December 1) 4.Introduced a capitation on overseas care expenditure for work permit holders

The Ministry of Health will continue to implement its cost reduction strategies as outlined in the National Health Strategic Plan, the main ones of which include: 1. Implementation of the pharmaceutical policy and plan 2. Implementation of the Chronic Disease Action Plan 3. Primary Health Care Renewal Strategy 4. Development of a long term hospice care facility 5. Expansion of existing and the Introduction of new tertiary level services at the hospitals based of overseas treatment care demands.

Dual citizenship and disqualification under the Constitution by Dudley Lewis Supervisor of Elections The following guidance is issued on Dual Citizenship and disqualification under the Constitution. Section 49(1)(a) of the Constitution provides as follows – “No person shall be qualified to be an elected member of the House of Assembly who, on the date of his or her nomination for election – (a) Is, by virtue of his or her own act, under any acknowledgement of allegiance, obedience or adherence to any foreign power or state; …” It is a matter for any prospective candidate to be satisfied as to his or her qualification for nomination to be an elected member of the House of Assembly and that he or she is not otherwise disqualified in accordance with the provisions of the Constitution and the Elections Ordinance. A process for this is provided in the Constitution and the Elections Ordinance. In response to queries in the run up to the general elections in 2012, the then Attorney General (Huw Shepheard) expressed a view as to whether a person with dual citizenship was qualified to be an elected member of the House of Assembly if he or she had applied for a passport from a foreign country. In October 2012, the then Attorney General expressed the following view which was widely publicized in the local newspapers and you issued guidance accordingly – “What s.49 means is that a person with dual citizenship cannot be a member of the House of Assembly if he or she has applied for a passport from the country outside the TCI of which he or she is also a citizen. Applying for a passport would be an act by that person that acknowledged “allegiance, obedience or adherence” to a foreign power or state. If that person’s parents had obtained a passport from the foreign state for the person while he/she was still a minor, there would be no disqualification unless the minor had,

once he/she became an adult, renewed that passport.” The then Attorney General expressed that view in heavy reliance on the UK case of Joyce v DPP [1946] AC 347. Thereafter, some prospective candidates renounced their citizenship in foreign states as a precaution rather than being challenged as not being qualified following their nominations. The key point in the Joyce case was that Joyce obtained a British passport by falsely stating he was a British subject. He was not. But having obtained a British passport it was held by the court in the UK that he owed allegiance to the British Crown while that passport was valid, notwithstanding that he had no British nationality. Thus, the possession of that passport was the only basis for his allegiance. There were public policy considerations at play in that case relevant to the law of treason. It is arguable that Joyce would therefore be good authority to disqualify a person who did not have the nationality of a foreign State but applied for and obtained a passport from that State. It is arguable that the Joyce case is not good authority for disqualifying a person who has the nationality of a foreign State by operation of the law of that State on the basis of their birth in that foreign state (and thus not “by virtue of his own act”) and who obtains a passport as evidence of that nationality. The allegiance which such a person owes to the foreign State derives from his nationality, the possession of a passport evidencing that nationality being merely incidental. The application for a passport cannot add a new “allegiance”, because the allegiance already exists. Since then, this issue was considered in the Supreme Court of the Turks and Caicos Islands by Chief Justice Margaret Ramsay Hale in the case of Selver v Smith, Missick and Others (Petition No. CL 237/12, written judgment delivered on 9th January 2013) where she decided that the acquisition of foreign citizenship of the United States by naturalization (as opposed to by birth and which had not been renounced by nomination day) is a disqualification. It also appears that the Chief Justice accepted the

Dudley Lewis Supervisor of Elections proposition from a US expert, (which she was entitled to do) who did not cite any authority to support his opinion that the mere use of the passport effectively placed the subject under an acknowledgement of allegiance to the United States. That decision was heavily influenced by the Jamaican case of Vaz v Dabdoub (unreported Claim No. 2007 HCV 03921 delivered on April 11 2008; CA 45/2008 and CA 47/2008, written judgment delivered on March 13 2009). The decision in Vaz v Dabdoub relied on Joyce v DPP. Since then, the issue arose again in another British Overseas Territory of the Cayman Islands in the case of Hewitt v Rivers and Others ( Cause No. 198 of 2013, written judgment delivered on August 9 2013) and was considered in a lengthy review of the historical origins of such provisions and the relevant case law in the UK, the Commonwealth and the Caribbean, including the Joyce case and the 2013 Selver case in the Turks and Caicos Islands. US law experts also gave evidence in the Hewitt case and cited US settled case law in support of their opinions. The Hewitt case, in distinguishing the Vaz case and the Joyce case established clear authority for the proposition that if an Islander is born in a country outside of the Turks and Caicos Islands, which bestowed on him or her at birth the nationality

of that country (e.g. the United States or the Bahamas) she or he would not be disqualified from being nominated to be an elected member of the House of Assembly by virtue of the fact that she or he had applied for renewal of his or her passport after she or he reached the age of 18 years. Chief Justice Anthony Smellie made clear in his very full judgment that a passport is only evidence of a nationality. It is not in itself a pledge of allegiance to a foreign power. Such a person would only be evidencing a nationality that she or he already had through the act of his or her parents in allowing him or her to be born there, and merely obtaining a new passport would not amount to an acknowledgement of allegiance by the person concerned. The Hewitt case is also authority for the proposition that an Islander who obtains a foreign citizenship other than by operation of law through birth, such as through naturalization or comes under an acknowledgement of allegiance to a foreign power or state through taking an oath, service in their armed forces, other public office in that foreign state requiring such an oath. The Hewitt judgment was held in November 2013 to be final by the Cayman Islands Court of Appeal, which included the President of the Court of Appeal in the Turks and Caicos Islands, Mottley JA. On the basis of this latter judgment, I am of the opinion that an Islander who is also a citizen of a foreign state, having not acquired that citizenship, by virtue of his or her own act and merely having acquired that foreign citizenship through birth alone would not be disqualified under section 49(1)(a) of the Constitution, even in circumstances where such a person has applied for or renewed a passport of that foreign state. However, were an Islander has acquired citizenship through naturalization or has acknowledged allegiance to a foreign power or state through naturalization or taking an oath, service in foreign armed forces or through some other act and has not renounced that citizenship or renounced that allegiance, such a person would be disqualified under section 49(1(a) of the Constitution.

Salvation Army launches its 125 year Red Kettle Campaign By Todeline Defralien The Turks and Caicos Salvation Army launched their annual Christmas Kettle Drive on Tuesday November 22nd, 2016 at the IGA Gourmet supermarket. During the launch, parents and supporters listened to the choir from The International School of the Turks and Caicos Islands who helped to get the crowd into the Christmas spirit. This is the fourth year the International School choir has joined forces with the TCI Salvation Army to launch the Kettle Drive and welcome the festive season. Captain Derek Miller of the Salvation Army said, “This was started in 1891 so this year makes 125 years that the Salvation Army is actually launching its Red Kettle. This is the event that we use to

signal the beginning of our kettling where we raise funds to give out lots of goodies during Christmas. We give out hundreds of food hampers, toys we have sit down meals and the funds also insure the continuance of the programs that we offer this nation.” The Kettles are currently out and will be out until the 24th of December 2016 from morning until evening. Last year The Turks and Caicos Salvation Army Kettle Drive raised over $50,000 for the holiday season. It was the most money ever raised in the annual campaign. Hartling Group CEO Stan Hartling served as the honuorary chairperson. He coordinated efforts with a team of Salvation Army volunteers who worked long hours over the holidays accepting donations at the Salvation Army kettles, serving 150 hot meals to those in need, and distributing

I know I have already made some comments under someone else page but this is my page and so I can elaborate. First of all, when the National Health Insurance Bill was introduced to us in 2009, I was totally against the implementation because I like most people who opposed at that time suggested that the TCIG should make it mandatory that all persons have private medical insurance through their companies. However, when I became a member of the Board, only then did I realize the importance of this institution. BVI has recently implemented NHIB and the Bahamas is on the verge of doing the same. Both of these countries came to TCI on a fact finding mission and using our institution as a model. Once you are covered by the National Health Insurance Board, there are no restrictions on your medical costs. NHIB covers all of your overseas medical costs. NHIB pays for your fight and provides you with subsistence during your time away. In addition NHIB covers your pre-existing conditions. Any pharmaceuticals over $25 is absorb by NHIB. Eg. If your pharmaceutical cost you $100, you pay $25 and NHIB pays $75. If you go to private doctor locally, NHIB pays $35 to that doctor/medical facility. One will not get half of these benefits from a private insurance company. I am quite aware that there are issues among management and staff at NHIB which must be resolved in order for the organization to move forward. However, because we are a small island and we know everybody, we called the minister or the premier for help. Is it fair to those who are paying? 4)Everyone should be treated equally. Currently the plan refers persons to DR, Jamaica, Bahamas and sometime Puerto Rico for overseas treatment. However, there are some who refuse to go to these places and want to go the USA or they want to choose where they want to go. Don’t you know that some of those same doctors you deal with in the USA are from Jamaica, Bahamas etc 5)NHIB along with the TCIG need to review the benefits including the coverage of the pharmaceutical costs. Perhaps the TCIG really needs to rethink about the establishment of their own pharmacy. Something has to be done because some pharmaceutical costs can be as high as $7000 for one patient. 6)For those persons that have private insurance, perhaps the insurance can cover the 80% and NHIB can cover the remaining 20%. Of course the issue will be the referral country as NHIB does not send patients to USA. 7)Another option is to increase the current rate from 6%. A study will have to be done to determine the best viable rate. 8)Given that we have two modern hospitals in Turks and Caicos, we need to find ways and means to treat patients locally rather than sending abroad. It will cost us but I believe it will still be cheaper to do it locally. I know efforts have been made already as some doctors and consultants visit TCI often at the hospitals and are able to administer some of the procedures locally. Before I close, it is important that I explain the difference between NHIB and IHC as there seems to be a lot of confusion. In my opinion the National Health Insurance Board serves three primary purposes, 1) the registration of individuals so that they can access medical care locally through the main local provider and the selected overseas providers, 2) the collection and payment of funds. NHIB collects funds from employers for their employees and then use those funds to pay for medical costs locally and overseas and 3) the management of overseas treatment abroad. Interhealth Canada on the other hand is the local provider of medical services to the people of the Turks and Caicos Islands. NHIB and IHC are two separate institutions and are managed separately. I wish to stress that NHIB is not the problem, the cost of providing health care locally and overseas is the problem. The challenge for the new Government of TCI, is how much are they willing to fund the cost locally and overseas and are they willing to reduce the benefits offered to patients. NHIB is helping to pay for the local and overseas medical costs and so NHIB is not the problem. The only new cost that has occurred as result of the introduction of NHIB is the administrative cost that I have already mentioned above. Politicians should not interfere in the running of statutory bodies. Even Board members should not be responsible for the day to day activity of a board. The role of the politician with respect to the Board should be to implement policies and providing funding. I have provided you with facts, not hearsay.

Ministry of Finance appoints a select committee to address staff concerns at NHIP The Ministry of Finance, headed by Hon. Washington Misick, has appointed a select committee to review the concerns of employees of the National Health Insurance Board (NHIB) who were engaged in two sick-outs, in September and October of this year. A Government press release said the formation of the select committee is another attempt by the Ministry of Finance, Investment and Trade to resolve the employees’ outstanding disputes, following failed attempts for resolution with all the stakeholders involved. The committee will comprise conflict management experts including: Mr. Mark Greenway, Human Resource Director for the Government, Reverend Claire Robinson, Ordained Priest of the Methodist Church and Mr. Wendall Swann, Attorney at Law and partner of the law firm Swann and Swann. The committee is slated to commence its review by earliest Friday, December 2, 2016 and will upon its completion provide details of its findings and

recommendations to the Cabinet for resolution. Recently, staff members, with the exception of one person, signed a petition calling for CEO Zaneta Burton's removal. She is currently on leave from the NHIB. In the petition, which was addressed to the NHIP chairman and obtained by The SUN, it was stated that "under the leadership of Mrs. Burton, we the people of the Turks and Caicos Islands have been oppressed, victimized and demoralized. Mrs. Burton's leadership skills leave much to be desired and at this time we feel that we have had enough. After much consideration, we as a united group have decided to go forth and make all concerned aware of what has transpired at this organisation and demand that Mrs. Burton be removed from office. We believe that we can no longer work with Mrs. Burton and it is in the best interest of all concerned that she be replaced." New CCTV Security Cameras Purchased for Leeward

Over $100,000 has been spent on 30 new security cameras in Leeward. The cameras will soon be installed and will be placed in strategic locations in the neighborhood. The cameras feature the newest CCTV technology, allowing for higher resolution, full day and night visibility, and zero need for external street lighting. The security camera monitoring system includes advance analytics to aid in incident prevention and alerts. The cameras will be in operation 24 hours a day. The installation of the cameras is the latest measure by the Leeward Home Owners Association, with support from WIHL, to address the growing and largely uncontrolled crime problem on Providenciales.

Other measures recently introduced have included the opening of a new security gate at Governors Road and Leeward Highway, increased security patrols, and heightened neighborhood communications regarding crime prevention. A representative from Leeward spoke about the introduction of the cameras on the condition of anonymity: “We are taking the rising crime incidents most seriously. Going forward we intend to be most vigilant in our fight against crime in our neighborhood. Leeward has long been safe place for residents and visitors alike; if government and police cannot take control of the crime problem, we will incur the costs to do it ourselves.”

Robinson added: “What we want to do is to eliminate stigma and discrimination we find that even though a lot has been done and it is not as it use to be because it was really bad in the beginning, we still have a lot of stigma and discrimination so we want persons within our community to recognize that HIV is treated just like any other condition and we want

TCI Human Rights Commission visits Northern Ireland Human Rights Commission The TCI Human Rights Commission remains committed to the professional development of its staff; Mr. Prew and Ms. Ambrister were given the opportunity to visit and work with colleagues at the Northern Ireland Human Rights Commission. The objectives were that the staff would acquire knowledge, skills and attitudes necessary to competently deliver and manage operations within their own National Human Rights Institution. The Northern Ireland Human Rights Commission, is the oldest established human rights commission in the United Kingdom and the Turks and Caicos Human Rights Commission is fortunate to have forged such a positive and valuable mentoring relationship with them. The NIHRC has provided direction, training and teaching to Office Staff, Chairman and Board Members in the past. The training session consisted of active and intense interaction and hands on training with a course designed to enhance and build knowledge of human rights. The opportunity provided a comprehensive learning module that allowed for

presentations and question/answer sessions for the mutual exchange of knowledge such as Annual Statements, Policies, Legal Services, Investigations, Research, and much more. An introduction was given on the roles and functions of a National Human Rights Institution, the Paris Principles which govern the UNICC accreditation process were also introduced. This was especially relevant due to the Turks and Caicos Human Rights Commission being desirous of obtaining Accreditation Status. The staff were actively engaged in day to day activities and given the opportunity to observe the Northern Ireland Human Rights Commission put forward their arguments to the Council for the strengthening of the Northern Ireland Executive’s representation on international human rights platforms. During the sessions it became apparent that there were many similarities in terms of both human rights issues and solutions in both countries. Commonalities came in the form of racism, discrimination in working environments, and education.

Hon Sean Astwood cleans up Five Cays again The People’s Democratic Movement (PDM) Deputy Leader and candidate for Five Cays, Sean R. Astwood highlighted the dangers of littering and illegal dumping during another clean-up campaign in Five Cays. The campaign targeted the road from Bar's gas station leading to Bugaloo's restaurant and bar which gives tourists their first impression about the constituency when they arrive in Five Cays. Astwood said littering and illegal dumping is not just a problem in

Five Cays but throughout the country. He also stated that it is important to equip community members with knowledge of waste management, recycling and re-use of products. “It is also important to note that illegal dumping is a criminal offence which is a very serious health hazard. We encourage our people to refrain from littering because it can badly affect community health.” Astwood said it is very effective to give people awareness through demonstration. “That is why our PDM team embarked on a practical

experience by going all out to clean up the area most travelled by those going in and out of Five Cays.” He said the problem of littering affects everyone and it is important to deal with it accordingly. People throughout the entire contry must make sure that their thrash is secured in a proper receptacle. This means putting all thrash in trash cans and properly sealing your garbage containers. Business owners should also educate their employees by placing anti-litter signs next to their businesses. They must also encourage their employees to take pride in their

workplace by keeping it litter-free." He said litter creates ugliness in public places, including streets, parks and impacts on real estate values. “Litter can kill aquatic life and decrease oxygen levels when it decays in water. Seven Stars Foundation donates $32,000 to TCI S.N.A.P. Centre

Students at the Marion Williams Special Needs Association of Providenciales (SNAP) Centre are looking forward to having a sensory room very soon in the future. The Seven Stars Foundation presented the school with a check for $32,000 to go towards a snoezelen room which the school greatly needed. The presentation took place on Wednesday December 30th, 2016 at the Centre’s Kew Town facility. Director of Special Needs Betty Ann-Been said, “It’s a pleasure to accept from the Seven Star Foundation a generous donation to assist our children at the SANP Centre through a therapeutic approach; the sensory room which is also know as a snoezelen room. Today is a happy day for us at SNAP being that the snoezelen room will assist us with behavioral control to an extent with children with various behavioral situations and calming them down and this is needed.” Been stressed that the SNAP Centre is grateful that Seven Stars has taken their challenge in fulfilling one of the Centre’s dreams to have a snoezelen room for the SNAP Centre. She added: “There are fifteen students currently attending the Centre and others knocking at the door but we want our program to be effective and we’ve seen massive improvements within our students. Beaches host exciting Dancing with the Managers competition Managers at Beaches Turks & Caicos lit the French Village stage on fire last week as they Samba, Tango, Waltz and Hip Hop their way in the hearts of judges as the resort hosted its first-ever Dancing with the Managers for its annual Battle of the Villages Sports Day extravaganza. Similar to the American syndicated dance show Dancing with the Stars, managers from four villages were paired up with professional dancers to perform a three minute routine of a professional genre in support of their villages. Teams were given six weeks to learn a routine and gather exciting colourful customs for their big debut all in support of their perspective villages. Teams consisted of Public Relations Manager Elanor Krzanowski and Assistant Grounds Manager Randy Gatlin who was paired with Professional Dario Chalas to represent the Key West Village, while Kids Program Manager Fedeline Julian, Front Office Manager Ian Harris and Professional Miguel Murphy represented the Caribbean Village. French Village was represented by Departure Lounge Manager Danyelle Higgs, Assistant Spa Manager Sujay Pawar and Professional Elizabeth Rodriguez while Italian Village saw a team consisting of Duty Manager Sheldon Wilson, Assistant Concierge Manager Sandra-Lee Duncan with professional

Hon. Oswald Skippings Leader and ALL Island Candidate

O

swald Skippings was born in the nation’s capital of Grand Turk, Turks and Caicos Islands where he attended both primary and high school. After graduating from high school, Mr. Skippings taught at the Ona Glinton Primary School. A few years later he became a social activist with our national hero JAGS McCartney in the 70’s as a part of the Turks and Caicos Youth Organization and later a founding member with JAGS and other of the Junkanoo Club, another activist group

Skippings retired from active politics in 2007 after having held most of the ministerial portfolios and serving in parliament for 31 years as the then longest serving member of parliament not having lost an election. On demand by the PDM he returned to politics in 2012 and lost at the polls after a party conspiracy that undermined him in the campaign. He always had a passion for the youth and consequently he made great efforts over the years to develop and empower them in areas such as education, employment, sports and culture. These efforts resulted in groundbreaking achievements such as contracting the First Nation sports coach, establishing the first governmental national sports and culture bodies, sending for the first time local sports teams to the CARIFTA Games, the Florida and Gator Relays, the Pan Am Games and the Commonwealth Games. He also established the first comprehensive national scholarship program available to all classes of society and established the Youth Day Holiday in the TCI. He was always sensitive to the needs of the poor, needy and underprivileged and as such has proven over the years to be a philanthropist. Moved by a strong conviction of a divine calling to return to serve his people and deliver his country from a strangling colonial hold under an undemocratic,

commonly referred to as the Black Power Boys. This group stood for equal rights and justice and represented and assisted the people of the TCI especially the poor, oppressed and underprivileged, inclusive of the civil service, through demonstrations and other civic and legal actions, fighting for the human and fundamental rights of the people nationwide. In 1975, along with McCartney and others, Skippings became a founding member of the People’s Democratic Movement, the first official political party of the TCI under a new constitution which for the first time provided for a ministerial government. The PDM won the 1976 general elections and at the age of 23, Skippings under the first Chief Minister JAGS McCartney became the first Deputy Chief Minister and minister of Health, Education, Welfare and Local Government. In 1980 after McCartney’s death, at the age of 27 Skippings became the youngest Chief Minister in the world. He later became Chief Minister again in 1988 and won 11 of 13 seats. He married in 1989 and is the father of four sons.

alsada Johnson was born in the Nation’s Capital of Grand Turk, Turks and Caicos Islands. She is a mother of four teenagers, whom she loves dearly, and is the proud daughter of Lamuel Johnson & Martha Campbell. From her teenage years, she has always had a love for her people and her country. Calsada is a go getter, she is not afraid of a challenge, and is capable of standing alone if she has to. Having to travel to the Bahamas for educational purposes, she completed high school at Grand Bahama Catholic High, in Freeport; she watched her people of Turks and Caicos Island having to struggle so hard to make a living, this gave her the determination to always help the members of her community whenever possible, and so she returned home after graduation. After returning home, she was fortunate to secure employment with The Bank of Nova Scotia for six years. During this time, she was able to glean and comprehend the inner workings of a bank and the importance of customer service. Sometime later, she started her family and moved onto Atlas Securities where she worked as an Executive Sales Assistant. This opportunity was a great experience learning more about the financial sector and the stock market. In 2003, she began her employment

with one of the then top Real Estate companies as the Office Manager and soon move onto be a Real Estate Agent. Realestate became her first love, she just love dealing with and meeting new people; Because of the conditions of the real estate market which began in 2008, she was force to seek employment elsewhere. So she moved onto Digicel TCI where she worked in the Finance Department. Calsada is a Christian, she loves and trust in the Lord Jesus Christ, he is the center of her life, she is an active member of the Abundant Life Ministries International Church, and is a Rotarian. Calsada lives her life by these words, “give your goal your very best effort, and prepare yourself for two answers, Yes or No, and be comfortable with which ever one comes” Calsada’s love for her country led her to be involved with politics on a small scale, starting with becoming the Vice-President of The Bight Community Awareness Association. Once her tenure there was finished, she continued with politics as a member of the PNP (Progressive National Party). Upon reflection, she could not in good conscience continue to support the PNP party, which is now the government of the Turks & Caicos Islands and their lack of respect and compassion for the people of these islands and their entitled mentality. Again, wanting to make a difference, she joined the PDA-The Progressive Democratic Alliance. She was selected as the candidate representing Electoral District #5, Leeward and Longbay Hills, in Providenciales during the month of February 2016. Her goal in the upcoming election is to win and represent her community and propel this country and her people out of this devastating state that the PNP has put her country in. ozzlie Delancy was born in the Bight settlement in the island of Providenciales in the Turks and Caicos Islands where he grew up and spent most of his life apart from a few short stints overseas. He is the proud husband of his adorable wife Beverley, the father of two daughters and a grandfather of a grandson and granddaughter. His strict upbringing and humble beginnings have resulted in a strong, disciplined character and also made him a hardworking person with a determined entrepreneurial spirit and a patriotic love for his country that is second to none. He spent his formative years in the Bight primary school under the tutelage of a strict disciplinarian who also helped to shape his character and make him into the responsible and caring husband and father that he is. He gained invaluable experience and helpful life lessons during his high school years in the nation’s capital of Grand Turk and Providenciales where he attended both high schools and graduated successfully from Provo High in the Bight. After graduating from high school he became a successful painting contractor and musician playing several instruments in various bands mainly in his island home of Providenciales but throughout the entire Turks and Caicos, the Bahamas and on cruise ships. During his early post high school

years Mr. Delancy migrated to the Bahamas where he work in insurance for a while and then moved on to the construction industry while still developing his musical career with various groups. After about five years he returned to the Turks and Caicos and worked with Club Med resort starting out as a waiter for a few months then worked in the entertainment department. He also worked as a performing musician and was later transferred to their resorts in Nassau and Eleuthra in the Bahamas. After returning from the Bahamas Mr. Delancy worked as a radio disc jockey and continued as a band musician for a couple of years before moving to the United States where he played for nonprofit in many churches and played professionally on various Cruise ships including Carnival Cruise Lines. His long outstanding musical career has taken him abroad many times and as an accomplished musician he has recorded with seven bands and produced recordings for three. He also wrote and produced a song overnight for a Turks and Caicos student who won the contest in the United States in which she participated. As an ambitious, hardworking, multitalented individual with an entrepreneurial spirit, Mr. Delancy has accomplished much during his youthful life including being a painting and general contractor, as well as owning an import export business primarily dealing with Vehicles and musical equipment and owning a taxi and VIP transportation business. For much of Mr. Delancy’s adult life he has been intimately involved in politics and even became chairman of the Providenciales Branch of the People’s Democratic Movement one of the established Political parties in the Turks and Caicos. More Evidence Ties Sugary Caffeinated Drinks to Poor Sleep Adults who sleep no more than five hours a night are more likely to be heavy soda drinkers than people who get more rest, a U.S. study suggests. Soda is the main source of added sugar in the American diet, researchers note in the journal Sleep Health. Soda and lack of sleep are both independently associated with obesity, and sugarsweetened beverages are also linked to rising rates of heart disease and diabetes, the authors write. Researchers examined survey data on almost 19,000 adults and found about 13 percent of participants slept five hours or less a night. What set these poor sleepers apart is they consumed 21 percent more sugarsweetened drinks than adults who got a healthy seven to eight hours a night. Further analysis of the results by type of drink found the main association was with caffeinated non-diet sodas. "The most likely way in which soda consumption can negatively affect sleep is through ingesting the caffeine typically found in soda because caffeine blocks the binding of a particular chemical in the brain

CARICOM pays tribute to Fidel Castro Cuban revolutionary leader, former president of Cuba, Fidel Alejandro Castro Ruz. Chairman of Caricom Roosevelt Skerrit has said member countries will forever be grateful to former Cuban President Fidel Castro. In his tribute at José Martí Revolution Square in Havana, on Tuesday, Skerrit said Cuba offered its expertise to build up independent countries across Latin America and the Caribbean. “This was especially evident in the training of medical doctors and other health care workers and the granting of scholarships in other disciplines. Caricom will be forever grateful

to Fidel and to you, the Cuban people for the great sacrifices you have made against great adversity, in annually sustaining the training of our professionals for decades on both a bilateral and multilateral basis,” the prime minister of Dominica added. Speaking of Castro’s impact on Caricom economies, Skerrit said it is difficult to identify a sector that was not changed for the better. “I can say, without fear of being contradicted, that our health services would be the poorer but for the generous hand of Fidel at critical times in our development. We have recognised

that contribution by awarding him our highest honour, the Order of the Caribbean Community, in 2008, the only non-Caricom citizen to whom it has been accorded,” he added. The Caricom chairman said Castro’s zeal to untangle the grip of colonisation and oppression went beyond the shores of his beloved Cuba. He highlighted the Cuban revolutionary’s interventions in Mozambique and the Angolan War that changed the course of history in these two former Portuguese colonies and played a defining role in the struggle to free South Africa and the continent from the scourge of apartheid.

Cubans look to future with hope, doubts after Fidel’s death

Now Cubans must face life without Fidel Castro, the leader who guided their island to both greater social equality and years of economic ruin. Across a hushed capital, people wept in the streets on Saturday as news of the 90-year-old revolutionary’s death spread. While many mourned, others privately expressed hope that Castro’s passing will allow Cuba to move faster toward a more open, prosperous future under his younger brother President Raul Castro. Both brothers led bands of bearded rebels out of the eastern Sierra Maestra mountains to create a communist government 90 miles from the United States. But since taking over from his ailing brother in 2006, the 85-year-old Raul Castro has allowed an explosion of private enterprise and, last year, restored diplomatic relations with Washington. “Raul wants to do business, that’s it. Fidel was still holed up in the Sierra Maestra,” said Belkis Bejarano, a 65-year-old homemaker in central Havana. In his twilight years Fidel Castro largely refrained from offering his opinions publicly on domestic issues, lending tacit backing to his brother’s free-market reforms. Thousands lined the roadside along the procession route, many waving small Cuban flags or cheering. The box containing Castro´s ashes sat in a glass case on a small flatbed trailer towed by a green

military jeep, rimmed in white flowers. “Fidel is everything to Cuba, and we are going to miss him,” said 83-year-old Guillermo Cadiz, who fought with Fidel and his rebel army in the Sierra Maestra mountains. “There will never be another like him,” he added, sitting in an electric wheelchair by the roadside in the town of Jovellanos around 96 miles (155 km) east of Havana, wearing a straw hat and a clutch of medals. The interment will take place on Sunday morning in Santiago de Cuba, where Fidel Castro first launched his revolutionary movement in 1953 with an assault on the Moncada barracks. Later, after his bearded guerrillas deposed U.S.-backed dictator Fulgencio Batista, they swept down from the Sierra Maestra mountains into Santiago, before making their victory march westward toward the capital. On Tuesday night, thousands of Cubans, as well as leaders of Cuba’s leftist allies and other developing countries, gathered in Havana’s Revolution Square for a service commemorating “El

Because liquids and electronic devices do not need to be removed with the new scanners, fewer trays of belongings and images of their contents are required, representatives of Smiths and L-3 told Reuters at a security conference in Brussels. Europe’s airports spend 5 billion euros ($5.3 billion) a year on security, according to airports association ACI Europe, which organized the conference. L-3, which already makes CT scanners for hold baggage, is currently trial ling its ClearScan scanner for hand baggage at airports in Amsterdam and Johannesburg, a marketing representative at the conference said. A spokeswoman for Schiphol airport in Amsterdam said the results of the test were good. Passengers still need to place liquids in a clear plastic bag, but the bag can remain in the luggage. “It leads to fewer rejections of checked hand luggage and therefore fewer additional checks,” she told Reuters, adding that if the trial is completed successfully, Schiphol will use the scanners in all its 67 security lanes from 2017. Rival Smiths Detection is still in the development stage with its scanner and hopes to launch it at a trade fair in Munich in October next year. The recent heists in Europe and Asia were run from central, remote command centers, enabling criminals to target large numbers of machines in “smash and grab” operations that seek to drain large amounts of cash before banks uncover the hacks. “They are taking this to the next level in being able to attack a large number of machines at once,” said Nicholas Billett, Diebold Nixdorf ’s senior director of core software and ATM Security. “They know they will be caught fairly quickly, so they stage it in such a way that they can get cash from as many ATMs as they can before they get shut down.” Group IB declined to name banks that were “jackpotted,” a term used to describe forcing ATMs to spit out cash, but said the victims were located in Armenia, Belarus, Bulgaria, Estonia, Georgia, Kyrgyzstan, Moldova, the Netherlands, Poland, Romania, Russia, Spain, Britain and Malaysia.Indeed, Dmitry Volkov, head of threat intelligence with Group IB, told Reuters he expects more heists on ATMs. Hackers have moved from stealing payment card numbers and online banking credentials to more lucrative hacks on bank networks, giving them access not only to ATM machines, but also to electronic payment networks. A February attack on servers at Bangladesh’s central bank that controlled access to the SWIFT messaging system yielded more than $81 million in one of the biggest digital heists on record. Russian banks lost over $28 million in a series of wire-fraud cases that were identified earlier this year. “What we are seeing demonstrated is the new model of organized crime,” said Shane Shook, an independent security consultant who helps banks and governments investigate cyber attacks and reviewed Group IB’s findings. Diebold Nixdorf and NCR both said they had provided banks with information on how to thwart the new types of attacks. “We have been working actively with customers, including those who have been impacted, as well as developing proactive security solutions and strategies to help prevent and minimize the impact of these attacks,” said Owen Wild, NCR’s global marketing director for enterprise fraud and security.

Assistant coach, manager resign after Hart dismissal PORT OF SPAIN, Trinidad – The entire staff of the Trinidad and Tobago senior national team has resigned, including assistant coach Hutson Charles and manager William Wallace, according to media reports in Trinidad. The resignations come in the wake of the sacking of Stephen Hart as head coach of the Soca Warriors by the Trinidad and Tobago Football

Association (TTFA) on Thursday. Hart was fired as a result of T&T’s dismal start to the final round of CONCACAF 2018 World Cup. The Guardian newspaper has reported that the other assistant coach Derek King was also expected to tender his resignation in the coming days. SPORTS Soccer plane crashed without fuel, officials investigating

The plane that crashed in Colombia killing 71 people including most of a Brazilian soccer team had no fuel on impact, according to initial findings by aviation officials, prompting an investigation into why the plane flew under those conditions. The comments by the civil aviation authority late Wednesday night confirmed Bolivian pilot Miguel Quiroga's final words to the control tower at Medellin's airport on a crackly audio obtained by Colombian media. "When we arrived at the accident site and were able to inspect the remains we could confirm that the aircraft had no fuel at the time of impact," said Freddy Bonilla, secretary of airline security at Colombia's aviation authority. A recording of the pilot's final words can be heard telling the control tower the plane was "in total failure, total electrical failure, without fuel." He requested urgent permission to land before the audio went silent. The BAe 146, made by BAE Systems Plc, slammed into a mountainside next to the town of La Union outside Medellin. Only six on board the LAMIA Bolivia charter flight survived, including three of the Chapecoense soccer team en route to the Copa Sudamericana final, the biggest game in their history, a journalist and two crew members. International flight regulations require aircraft to carry enough reserve fuel so they can fly for 30 minutes after reaching their destination in case they need to circle before landing or fly to another airport.

"In this case, sadly, the aircraft did not have enough fuel to meet the regulations for contingency," Bonilla said in Medellin. "One of the theories we are working on is that finding no fuel at the crash site or in the alimentation tubes, the aircraft suffered fell for lack of fuel." LAMIA Chief Executive Officer Gustavo Vargas said on Wednesday it is at the pilot's discretion to refuel en route. He said plane should have enough fuel for about four and a half hours, more or less depending on weather. "Weather conditions influence a lot, but he had alternatives in Bogota in case of a fuel deficiency. He had all the power to go to refuel. It's a decision that the pilot takes," Vargas told reporters in Santa Cruz, Bolivia. Bonillo said weather conditions in Medellin at the time were optimum for a successful landing. Some have also questioned why Chapecoense used the charter company instead of a commercial airline. Investigators from Brazil have joined Colombian counterparts to check two black boxes from the crash site on a muddy hillside in wooded highlands near La Union. Bolivia, where LAMIA is based, and the United Kingdom also sent experts to help the probe. The club's vice president, Luiz Antonio Palaoro, said LAMIA had a track record of transporting soccer teams around South America and it had used the airline before. "We are dealing with the humanitarian aspect of the families

He said the coffins will arrive in Chapeco as soon as midday Friday and be taken directly to the club's stadium for a collective wake that Brazilian President Michel Temer is expected to attend. Since there was no fire on board, bodies are being identified by fingerprints, Julio Bitelli, Brazil's ambassador to Colombia, told Reuters.

Ex-NBA star Rodman charged with driving wrong way on California highway Former pro basketball star Dennis Rodman has been charged with driving the wrong way on a California highway and forcing another car to swerve into a concrete dividing wall before he left the scene, prosecutors said. The Orange County district attorney's office said it brought the hit-and-run charges against Rodman on Monday in connection with the July 20 incident in Santa Ana. The case represents the Hall of Fame player's latest brush with the law. Rodman, a former National Basketball Association forward with the Detroit Pistons and the Chicago Bulls, drove his sport utility vehicle the wrong way on Interstate 5 in the carpool lane, prosecutors said in a statement. Prosecutors did not say whether the occupants of the other vehicle were injured. Prosecutors charged Rodman, 55, with hit-and-run that causes property damage, driving a motor vehicle across a dividing section, giving false information to a police officer and driving without a valid license. He faces up to two years in jail if
