‘JUMPY’ REPORTED TCI TO THE BRITS by Hayden Boyce Publisher & Editor-in-Chief onstruction company owner, David “Jumpy” Hartshorn, admitted that he wrote a report to the United Kingdom’s (UK) Foreign and Commonwealth Office (FCO) in 2007 that was extremely critical of the Turks and Caicos Islands. Hartshorn, the owner of Projetech Construction Company, made the disclosure while giving evidence in the SIPT corruption trial which is being heard by Mr. Justice Paul Harrison, who is judge and jury. In the report, Hartshorn accused the Immigration Department and the Police Force as being corrupt. He also blasted the media, civil servants and previous governors, and described the constituency of Five Cays as a “no go” area. The prominent businessman told the court that he wanted the document to remain confidential because he was “concerned about repercussions” against himself, his family and business. Responding to a question from lead prosecutor Andrew Mitchell, QC Hartshorn said he made it clear to the FCO that there was no concrete proof that could have been used in the court of law and that he had second-hand knowledge of many of the points he raised. He told the court that in his letter, he set out a number of concerns including increase in crime and the standard of education in the Turks and Caicos Islands, especially the constituency of Five Cays which he described as a “no go area” and an “unsafe place to go”. ver 500 kids from babies up to the age of 12 years old in Providenciales who attended the FLOW Christmas tree lighting & Vendors Fair at the flagship store, located along the Leeward Highway in Providenciales on Tuesday December 6th, 2016 received Christmas gifts free of charge which were presented by Santa Claus in order to spread the Christmas joy this season. The hundreds of kids who attended enjoyed a night filled with prizes, why he was able to say that drug sales were taking place under a tree near the police station in Five Cays. He added: “It is by this witness’ own admission that he has no evidence to support any of his beliefs, other than hearsay. Against that background, I submit that this is of no use at all to Your Lordship in determining the issues that you have to determine. This does not assist anyone.” John Perry, QC, the lawyer for former Cabinet Minister Jeffrey Hall, described Hartshorn’s testimony as “worthless evidence.” Mitchell responded that the evidence was relevant to understanding Hartshorn’s position in November 2007. “It also helps Your Lordship to understand and contextualize the
issue of suspicion versus doing nothing about it,” he added. Earl Witter, QC, the lawyer for former deputy premier Floyd Hall, said prosecutor Mitchell was seeking to make legal history by elevating suspicion to a level of proof in a criminal case. Judge Harrison said: “The narrow issue that we are dealing with now is the whole question of what this witness is alleged to have said, and in the context of what he is alleged to have said, it is either something that he saw in the media or was told, but how does it affect the wider issue as to what was the involvement of the defendants as far as monies were concerned.”
The judge then restricted Mitchell on the areas on which he could question Hartshorn on his statement to the FCO, after which the prosecutor had no further questions for him. In previous testimony, Hartshorn spoke about when he first approached Derek Taylor, former People’s Democratic Movement Chief Minister, about developing the island of West Caicos. He said Taylor was very positive about developing the other family islands and he (Hartshorn) produced a large scale development plan for West Caicos, after which he formed a company called Logwood Development Company, whose
shareholders were Earl “Super C” Ingham, Douglas Missick, Sherlock Walkin and Desmond Quant. Hartshorn said he arranged with the PDM government to have a 12-year exclusive deal for West Caicos, and they spent a substantial amount of money doing studies and groundwork for what was to be the first Ritz Carlton Reserve in the world. The contractor told the court that after Michael Misick won the elections in 2003, he told him (Hartshorn) that he had no right developing West Caicos and that he would never had gotten approval for the project if he (Misick) was in power.

PNP launches manifesto The People’s National Party (PNP) launched its 2016 election manifesto ‘Vision 2020 and Beyond: Taking Our Country to the Next Level’ which is described by the PNP Party as the most comprehensive and visionary manifesto in the history of the Turks & Caicos Islands. List published of persons who failed to declare with Integrity Commission The Integrity Commission is publishing a list of persons in public life who could be prosecuted for failing to failing to file declarations with that watchdog institution. The list of 23 individuals will appear in a paid advertisement from the Integrity Commission, in the upcoming edition of The SUN. Eugene Otuonye, Q.C., director of the Integrity Commission, said the persons who are, or were, specified persons in public life, have failed to file their declarations as required by section 39 of the Ordinance. “Failure to file declaration, without reasonable cause, is an offence under section 51 of the Ordinance. Accordingly, the Commission shall prepare and send a report on these persons to the appropriate Service Commission, Board or Authority and to the Director of Public Prosecutions,” Otuonye said. Under section 51 of the
Integrity Commission Ordinance, failure, without reasonable cause, to file declaration as required under the Ordinance is a criminal offence punishable with a fine of $15,000 or one year imprisonment or both. Eugene Otuonye, Q.C., Director of the Integrity Commission for the period 2014 to 2016 by the deadline which expired on 30 June, 2016. Otuonye said in a previous statement that in addition to previous written and oral reminders to these public officials, the Commission also granted a general extension of time until 30 September, 2016 to enable these officials to file their declarations as required. He said this extension of time has also been communicated to these officials individually.
Woman sentenced to life imprisonment for killing son Darline Saint Louis, 34 years old, was sentenced to prison for life after she was found guilty of manslaughter in the Supreme Court on Thursday, December 8th, 2016. The Haitian national was very emotional when the sentence was handed down by Mr. Justice Robert Shuster. On Tuesday 29th September 2015, Police and emergency services responded to a home in Bottle Creek North Caicos, after a report was made
of an unconscious six year old male child. It was later confirmed by a doctor that the child was deceased. As a result of this, Officers from the Sexual Offences and Domestic Violence Unit of the RTCIPF along with the Department of Social Services commenced an investigation. The investigation revealed that the child, Joas Saint Louis had a number of injuries about his body which resulted in his death. His mother, Darline was arrested and charged for murder.
The trial commenced in the Providenciales Supreme Court on Monday 28th November 2016. Before passing sentenced Judge Shuster described the act as horrible and that no child should be abused. Sergeant Ensa Wilson of the Sexual Offences and Domestic Violence Unit said, “It is our duty to safeguard all children living in the Turks and Caicos Islands, we encourage persons to report child abuse by making use of all available resources.”

Diver encounters nurse shark with rare ‘patchy’ coloration A diver off the coast of the Turks and Caicos Islands captured video of an extremely rare creature -- a nurse shark with a dotted color scheme. Nate Madden posted a video to YouTube showing the black and white nurse shark he encountered off Grand Turk island. Madden said the shark’s unusual coloring was a result of leucism, a condition that causes the partial loss of pigmentation in the skin, leading to the “patchy” coloration of the nurse shark. “We have only been able to find one other documented case of a leucistic nurse shark online, so this is a very rare find!” Madden wrote. A diver off the Turks and Caicos Islands captured footage of a nurse shark with the coloration disorder leucism

His Excellency the Governor, Dr John Freeman, chaired the 30th meeting of the Cabinet on Wednesday, 7 December 2016, at the Hilly Ewing Building on Providenciales. All Ministers were present except the Hon. Minister of Infrastructure, Housing and Planning. Ministry of Border Control extends radar station
The Ministry of Border Control and Employment officially commissioned a new extension to the Coastal Radar Station in Five Cays, Providenciales which added an additional 500 square feet to the original 528 square feet station. The expansion to the facility is providing separate office accommodation, bathroom, kitchenette, water tank and storage facilities for supplies and equipment. Hon. Ricardo Don Hue Gardiner, Minister with responsibility for Border Control in his comments said; “I am pleased that my Government
exercised the foresight it did in 2006 under the ministerial leadership of Hon. Galmo Williams to conceive and provide resources for this important tool which is a critical component in our strategy to protect our borders. “I am even prouder of the fact that under my stewardship, my government and I have provided resources for 24 hour operations, 365 days per year which has resulted in preventing 33 successful landing, comprising of nearly three thousand persons from entering our country illegally over the past four years. This is three thousand less persons living
and working illegally here.” Minister Gardiner added that the primary objective of the improvement is to ensure safer and better working conditions for staff and to protect the facility from environmental damage through the construction of a sea wall that was constructed a few years ago. He further noted that under the next term, his government will be investing heavily in a software upgrade of the radar station’s operating system and strengthening its collaborative relations with local and regional partner agencies. Permanent Secretary for the
Ministry, Mrs. Clara Gardiner, joined the Minister in commending the radar officers for the good work they do on a daily basis and expressed appreciation to the Ministry of Infrastructure Housing and Planning as well as the contractor for partnering with them to bring this phase of the Radar Improvement Project to conclusion. This brings the Government’s total capital investment in the radar station to date to $2,225,000. The Coastal Radar Station commenced operations on August 6, 2012 and has an annual operating budget of $393,000.

Cabinet agrees on special education policy Cabinet at its meeting of Wednesday 7th December 2016 agreed to a policy to address Special Education Needs within the Turks and Caicos Islands. The Special Needs Education policy is one of a suite of policies that was commissioned for development and implementation by the Ministry some months ago. The suite of policies also included the School Inspection Policy, Zero Tolerance policy, the Alternative Education Policy and the teaching standards framework. The work was partially supported by UNICEF who funded a consultant to conduct the review and stakeholder consultation with teachers and others involved in
Special Needs Education. The primary objective of this policy as with the others in particular is to improve the overall management and service delivery within this sector. There is a growing number of children within schools in the Turks and Caicos Islands who have been diagnosed with special educational needs. The exact number is unknown, but is thought to be in the region of 5% of the school population. The term special educational needs cover specific learning difficulties such as Dyslexia and Attention Deficit Hyperactivity Disorder (ADHD), pervasive disorders such as autism and physical disability, hearing
impairment, visual impairment, as well as gifted and talented students. When the policy is fully implemented, a special education coordinator who will be responsible for developing procedures with key ministries including the Ministry of Health will be put in place. Systems of referral, assessment, training of teachers and the enhancement of classrooms are some of the areas that will be addressed. The Minister responsible for Education, Hon. Akierra Missick, noted; “Over the past years we have seen an increase in demand for these services. The Ministry is supporting two special programs that it believes adequately meets the governments’
standards and will continue to do so in special public/private sector initiatives.” “We believed that we needed a comprehensive approach involving key ministries, enhancement of current services and the involvement of parents and care givers in a wellstructured and coordinated response to this area. FCO not releasing certain information about CFO
The Foreign and Commonwealth Office (FCO) is refusing to divulge certain information regarding the controversial post of Chief Financial Officer (Stephen Turnbull) in the Turks and Caicos Islands. A request under the Freedom of Information Act 2000, asked the FCO to disclose ALL documentation - whether written, audio or video - regarding discussions between the Turks & Caicos Islands (TCI) Government and the FCO, within the last 12 months, with respect to the abolishing/eliminating the role of the Chief Financial Officer (CFO). In particular, the FCO was asked to please disclose any and all documentation concerning the following: 1) Any agreements between the TCI and the UK with respect to the role of CFO. 2) Correspondence between the TCI government and UK government. 3) Minutes of any meetings between the TCI government and UK Government. 4) Any other information in this regard that is accessible to the public. A response from the Caribbean and Bermuda Section Overseas Territorries Directorate said that the Foreign and Commonwealth
Office (FCO) holds information relevant to the request. The FCO said, however, that there is no information that falls within the scope of this request, and which is in the possession of the FCO, which is also accessible to the public. “We therefore consider that the FCO does not therefore hold any information relevant to category 4 of your request. Please find attached the information that the FCO can release to you. Some information has been withheld using section 35 – Formulation of government policy, section 42 – Legal professional privilege and section 40 – Personal information. Section 35 is a qualified exemption and I have considered whether the balance of the public interest favours our release of this material. There is a general public interest in disclosure of information and I recognise that openness in government may increase public trust in and engagement with the government,” the FCO stated. The response which did not have a name attached, added: “I recognise that the decisions Ministers make may have a significant impact on the lives of citizens and there is a public interest in their deliberations
being transparent. These public interests have to be weighed against a strong public interest that policymaking and its implementation are of the highest quality and informed by a full consideration of all the options. Ministers must be able to discuss policy freely and frankly, exchange views on available options and understand their possible implications. The candour of all involved would be affected by their assessment of whether the content of the discussions will be disclosed prematurely, as it formed part of briefing on ongoing policy. If discussions were routinely made public there is a risk that Ministers may feel inhibited from being frank and candid with one another. As a result the quality of debate underlying collective decision making would decline, leading to worse informed and poorer decision making. Taking into account all the circumstances of this case, I have concluded that the balance of the public interest favours withholding some of the information that would fall within the scope of your request.” The FCO provided an extract from the FCO record of FCO Minister Mr James Duddridge’s Meeting

Meanwhile, they welcomed the financial oversight the role provided but argued that the CFO should have less involvement in the day to day financial management of the government. The Premier added that this was a political issue that would feature during the election campaign. Mr Duddridge clarified that the CFO role was conditional on the loan guarantee but that there was never an agreement as to when the role would end. However, he hoped that there would be no long term need for the role. Mr Duddridge confirmed that the role would continue until at least March 2017 but stated that he was open to ideas as to how CFO responsibilities might be transferred in a way that continued to provide TCI with oversight resource and also provided comfort for HMG. Mr Duddridge would ask the Governor and officials to take forward thinking (Action: OTD, DFID and TCI Governor’s Office). “

Robert Jackson pleads to government to provide jobs for ex-criminals By Todeline Defralien Robert Jackson who is rehabilitated and is seeking a job is again stating his frustrations about the lack of job problem in the Turks and Caicos Islands. Jackson is pleading to the Government to provide job for individuals who are rehabilitated, serve their time in prison and is looking to make a better future for themselves. In an interview with The SUN Jackson said, “I am frustrated about the fact that the people that are in power are not doing their job and what they suppose to be doing. They speak about issues in the media only to make themselves look good but they’re in denial about what’s going on and they are not out there to help nobody. I’ve been out of prison for going on two months now and I’ve been knocking on doors and I’ve promised all types of
stuff by politicians and it’s just been a run around.” He added: “I am a rehabilitated individual; I can go back to the life of crime but at the same time I was incarcerated for nine years for things that I didn’t do. I did four and a half years in prison in America and come here and did a whole lot of years. I could easily go out there and say let me go out to the schools and preach to the youth and let them know that there’s a way out in Turks and Caicos but would I be saying that because it sounds good or would I be saying it because it is good.” Jackson stated that the Turks and Caicos Islands have a big problem where some people in authority say things to look good but nothing is actually being done. He added: “These politicians get on TV and they lie about how they fixing the country, how they doing this and how they

is an opportunity for persons to support local vendors during the Christmas season and to give back to kids and families who probably wouldn’t have the opportunity to get a gift during the Christmas season from their parents or from their families. “We give gifts to over 500 kids from babies up to the age of 12 years old free of charge as our way of saying to the community that we support you and we love you and if they don’t get that opportunity they can get it from us as a corporate citizen and a corporate sponsor,” he said. Richest Americans live seven to 10 years longer than poorest
Poverty cuts an average of almost 10 years off American men’s lives and seven off women’s, a new study shows. Eager to tease out socioeconomic disparities that can hide in state-level data, researchers reclassified all the U.S. counties into 50 new “states” based on household income instead of geography. Then they examined longevity, smoking, obesity, childhood poverty and other health information from the richest and poorest places. Men in the poorest spots died on average nearly 10 years earlier, at 69 years old, than men in the wealthiest ones, and women in the poorest places died on average seven years sooner, at 76 years old, the research team reports in the American Journal of Public Health. “The results should be deeply disturbing to all persons in the country,” the study authors write. “Life expectancy in the poorest ‘state’ falls below that of more than half
the countries in the world, meaning that, in essence, there are several developing countries hidden within the borders of the United States.” Senior author Dr. Randy Wykoff said in a phone interview that he expected to see differences in smoking and obesity rates – and that’s indeed what the study showed. Adults in the poorest places were twice as likely to smoke and 50 percent more likely to be obese. But the life-expectancy gap surprised him, said Wykoff, who is dean of the College of Public Health at East Tennessee State University in Johnson City. Also stark were the numbers about race and children living in poverty. Non-Hispanic AfricanAmericans were 4.5 times more likely to live in the poorest regions than in the richest, the study found. Also, more than 48 percent of children in the poorest spots lived below the federal poverty line, while less than 9
percent of children in the wealthiest did. “Nearly half of young children grow up in low-income families that cannot provide them with adequate resources to thrive,” Dr. Neal Halfon wrote in an email addressing the study. Halfon directs the Center for Healthier Children, Families and Communities at the University of California, Los Angeles. He was not involved in the research. “It is not hard to see that individuals born in these lowincome and deprived places with few resources are likely to have much lower lifelong health trajectories,” he said. “The public sector and civic sector have not been able to put together a comprehensive antipoverty campaign.” The study authors suggest that public health programs should be targeted more narrowly than by state, focusing instead on the poorest counties.
Researchers found that five states – Georgia, Illinois, Kentucky, Tennessee and Texas – housed both the richest and the poorest people in the nation, suggesting that poverty stems not only from a lack of resources but from their unequal distribution. Wykoff warned that failure to address economic, educational and health disparities in the poorest spots could lead to a further widening of the gap between the nation’s rich and poor. “We hope this study reinforces the understanding that poverty really is a major factor that impacts health,” he said. Other countries have had some success combating poverty, Halfon said. “Unfortunately,” he said, the U.S. has “not had the political will nor the inclination to take this on in spite of the devastating long- and short-term consequences.”

Smokers who go through much less than a pack of cigarettes a day still have a higher risk of an early death than nonsmokers, a new study suggests. “There is no safe level of cigarette smoking,” said lead study author Maki InoueChoi, a researcher at the National Cancer Institute in Rockville, Maryland. “Even smokers who consistently smoked less than one cigarette per day were more likely to die in our study than never smokers,” Inoue-Choi said by email. Tobacco smoking poses a major public health challenge and claims about five million lives each year worldwide, researchers note in JAMA Internal Medicine.

A growing number of smokers tend to be “light” smokers, going through less than half a pack of cigarettes a day, the authors write. This used to be how people cut back gradually on the path to quitting, but it’s increasingly a pattern that smokers follow for years at a time. To get a better picture of the health effects of light smoking, researchers tracked more than 290,000 adults aged 59 to 82, including more than 22,000 current smokers and more than 156,000 former smokers, who completed surveys in 2004 and 2005. By 2011, compared to people who never smoked, adults who consistently smoked at least part of one cigarette a day

During this period of brain development, teens are in a “vulnerability window” where they may be more likely to develop substance use problems, said Brooks, who was not involved in the study. In addition, if teens drink heavily during this sensitive time, they may cause damage to their brains that can make their drinking behavior worse and cause other problem behaviors like missing school or having unsafe sex, Brooks said. “Parents and teachers must be alert to the vulnerability window during adolescence, and seek help as early as possible, to prevent more serious damage to the brain,” Brooks said by email. Stopping alcohol use can increase gray matter volume when it is done early enough, Heikkinen noted. “However, when alcohol use has continued for a long time, some structural changes become irreversible,” Heikkinen warned. “Teenage years are very important for brain development, and alcohol can tamper with this process,” Heikkinen said.

FNM seeking to remove The Bahamas Opposition Leader Hubert Minnis
In A bold move that stunned Parliament, seven Opposition MPs submitted a letter of no confidence in Free National Movement Leader Dr Hubert Minnis to both House Speaker Dr Kendal Major and Governor General Dame Marguerite Pindling on Wednesday, revealing that a vote was taken among them for Long Island MP Loretta Butler-Turner to be the new Official Opposition Leader in the House of Assembly. According to the Nassau Tribune, although the unexpected petition to revoke Dr Minnis’ appointment was accepted by Dr Major, the governor general still has to officially approve the request. The historic moment unfolded during the session that was expected to begin debate on a series of financial bills. After delivering several announcements and without indication, Dr Major informed parliamentarians that he received a formal letter from the seven MPs. As he read the request to oust Dr Minnis, the letter’s contents triggered taunts and gasps from seated government members of Parliament. And while he listened to the formal rejection of his leadership, Dr Minnis did not make eye contact with any of his colleagues seated on his side of the floor. Instead he showed no reaction, only from time to time staring at his notepad or raising his bowed head to glance at those seated on the government side. “We have the solemn duty to most respectfully inform you that a majority of our caucus wishes to avail ourselves of the provisions outlined in Article 82 (4) of the Constitution of the Bahamas, and this to withdraw our confidence in Dr Hubert A Minnis as

our beloved country.” The letter adds: “In addition to good government by the executive, the Bahamas needs an effective and dutiful Opposition that will work with Bahamians to develop a clear vision for the future, along with effective solutions to the many problems affecting our country. “In that spirit, our caucus will, once under new leadership, devote itself entirely to those priorities, doing whatever it can to ensure Bahamians can once again look to the future with confidence, assured of their safety and prosperity. “Your Excellency, it is also our duty to inform you that in the interest of ensuring a seamless transition, our caucus has also voted to undertake its work in Parliament under the leadership of Loretta Butler-Turner. “We are honoured to be Your Excellency’s humble servants and we thank you for your attention to this matter.”
It bore the signatures of Mrs Butler-Turner, Central Grand Bahama MP Neko Grant, St Anne’s MP Hubert Chipman, North Eleuthera MP Theo Neilly, Central and South Abaco MP Edison Key, Montagu MP Richard Lightbourn and Fort Charlotte MP Dr Andre Rollins. FNM members Renward Wells, the Bamboo Town MP, and East Grand Bahama MP Peter Turnquest did not sign this request to remove Dr Minnis. This third attempt is the closest the MPs have come to successfully forcing Dr Minnis out of the post. It was previously reported that several FNM MPs had drafted a letter in 2014 to Dame Marguerite to have Dr Minnis removed, however it was never sent. Earlier this year, six of the MPs - excluding Mr Key - threatened to write to the governor general unless Dr Minnis agreed to hold an earlier national convention. He acceded to this request. However, in July, he reemerged as party leader after a contentious and dramatic three-day political event that resulted in Mrs Butler-Turner and her running mate Dr Duane Sands dropping out of the leadership races ahead of when delegates voted. During the convention’s closing night, Dr Minnis told supporters that he had extended the “olive branch” to the Long Island MP and it was perceived that the party had got past its division and infighting. But despite the continuous declarations of unity from the party’s executives, there were sporadic public shows of a menacing fracture deep within the organisation.
Justice Minister issues warning as Haitians demonstrate against Moise victory PORT AU PRINCE, Haiti – Justice Minister Camille Edouard Junior, has warned protestors against contravening the public order act as they take to the streets demonstrating against Jovenel Moise in the November 20 presidential election. In a statement, the minister, also said that the protestors should remember that while the right to demonstrate, “a prerogative recognized by our constitution, (it) is not a right to destroy or burn property or the right to assault people (and) the demonstrations must not disturb public order. She urged the demonstrators to reject violence in all its forms and seek to build and consolidate democracy and the rule of law in the French-speaking Caribbean Community (CARICOM) country. The Provisional Electoral Council (CEP) earlier this week
declared Moise, a member of the PHTK, or the Bald Heads Party, as the winner of the long delayed presidential election. “The Haitian people made its choice and elected me in the first round. Now, in a spirit of gathering, I invite you, dear compatriots, to borrow with me the road of endogenous development for a Haiti to the height of its historical performances and its legitimate ambitions,” Moise said in a statement. In a message former president Michel Martelly, who left office in February without a successor being elected, said “my brothers and sisters, it is together that we will change Haiti, it is together that we must work to allow every Haitian to live better. “I appeal to the youth of the country, to all the Haitians who live abroad, to all the professionals of the country, to engage at my side to put
the country upright, because Haiti is on its knees,” he said, adding “I have a special thought for each of my competitors, every citizen who was a candidate because they have a project for Haiti”. Moise received 595,430 votes, or 55.6 per cent of the votes cast, defeating Jude Célestin of the LAPEH Party of former president Martelly, who received 208,837 votes, or 19.52 per cent, of the popular votes. The other presidential candidates Jean-Charles Moïse, of the Pitit Dessalines, received 118,142 votes or 11.04 per cent; while Maryse Narcisse, of the Fanmi Lavalas, and who was a spokeswoman for former president Jean Bertrand Aristide, received 96,121 votes, or 8.99 per cent, of the popular votes. The Justice Minister reminded nationals that any challenge to the election results must
follow legal channels “because it is necessary to maintain public order for the security of the population and the stability of the country. “Challenges relating to electoral operations must not respond to calls for anarchy. Complaints must be lodged with the bodies set up for this purpose in order to preserve the acquired from the ballot of 20 November 2016.” Meanwhile, Inspector Wilkens Jean of the General Inspectorate of the Haitian National Police (IGPNH) said that over the past 30 days, the IGPHH has investigated 456 acts of criminal acts including five murders. Cayman Islands work permit numbers stabilize at about 24,000
The number of foreign workers on work permits in the Cayman Islands leveled off during the latter part of 2016, with just less than 24,000 nonCaymanians employed here as of early December. The Caymanian Compass said the total number includes non-Caymanian workers here on government contracts, those awaiting word on permanent residence applications and individuals working at Cayman Enterprise City, which operates under a separate work permit regime. The number does not include those who have already received permanent residence or the non-Caymanian spouses of Caymanians. Overall, the 23,739 permit holders were a slight decline from 24,077 recorded here in early July. According to Immigration Department statistics provided to the Cayman Compass under the Freedom of Information Law each quarter since January 2010, the territory has seen a steady increase in work permits granted in the past six years. Jamaicans told to be wary of overseas job offers KINGSTON, Jamaica – Jamaican authorities are urging nationals to be much more careful when responding to advertised jobs, as human traffickers are using this as a scheme to lure persons into exploitation. Manager of the Trafficking in Persons Secretariat, Keshia West, said traffickers are using local newspapers to offer jobs that don’t exist, and the public must be aware of the dangers that they might face if they respond to the ads. She said that recently a message went out via social media that a new hotel in the Cayman Islands was about to open and was in need of various workers, but when it was checked by the National Task Force Against Trafficking in Persons, it was found to be false. “We see traffickers using different means of getting to unsuspecting victims,” she told a recent forum, noting that persons who responded to the job offerings might have been asked to send money for hotel accommodation, as obtaining funds is another ploy that is used in the scheme. The Ministry of Justice official is also urging community members to look out for persons who might have been trafficked and reside among them. She said such persons are relieved of their possessions and are always anxious, because of threats by their captors while they work in servitude conditions, including prostitution. She said that the Internet is another avenue that traffickers are using to attract persons, especially children, or young females. In recent times, some 62 human-trafficking victims have been rescued, and there have been four convictions for the crime.
Trinidad and Tobago told to be prepared for more aftershocks PORT OF SPAIN, Trinidad – The head of the Seismic Research Centre (SRC) at the St. Augustine campus of the University of the West Indies (UWI), Dr. Joan Lutchman, Wednesday warned Trinidad and Tobago to be prepared for more aftershocks following Tuesday’s 6.1 magnitude earthquake that sent many people scampering out of their homes into the streets. Lutchman said that since the earthquake late Tuesday evening, the country has experienced more than 100 aftershocks, but there has been no reports of injuries or severe damages. The SRC had earlier revised its figure regarding the magnitude of the quake from 6.2 She said that even though impact of Tuesday’s earthquake
appears to be minimal “it should be noted that these earthquakes if they are located right under your population centers the damage can be very significant”. She said a similar earthquake in Managua in 1972 destroyed the city and warned nationals not to view the earth tremors being experienced here over the months as being small because they can cause significant damage depending on where they are located. Not the earthquake…and building codes are going to be very very important in terms of going forward and saving a lot of lives,” he told television viewers.
Bahamians arrested for human smuggling Three Bahamian men are in the custody of United States authorities after they were alledgedly caught attempting to smuggle six Haitians to Florida last week. Three of the six Haitians were also taken with the Bahamians, while the other three were returned to the Bahamas by the US Coast Guard and handed over to Bahamas immigration authorities in Grand B a h a m a
on Saturday, December 3. Local immigration officer Napthali Cooper reported that the Bahamians and Haitians, along with the vessel, were retained for further investigations in connection with charges of illegal human smuggling in the United States. According to Mr Cooper, the USCG intercepted a go-fast boat, with nine males, about five miles off Florida.
He said reports are that the vessel left Cat Cay sometime on Thursday, and was spotted near Florida. The Haitians told Bahamian authorities that they were five minutes away from Florida when the vessel ran out of fuel. They also claimed to have each paid the three Bahamian operators $3,000 for the trip to Florida. Two of the Haitians admitted to arriving illegally in the Bahamas by boat from Haiti a year
ago and remained in the country without seeking legal status. The third, who is in his teens, claimed to have entered the country at age five with his parents, and was currently enrolled at a government high school in New Providence. The men were processed at the Department of Immigration in Freeport, and were flown early this week to New Providence, where they are being detained at the Detention Centre.

Fidel Castro interred in rock, closing last chapter of historic life Cuban revolutionary Fidel Castro’s ashes were encased in a large granite boulder on Sunday in a ceremony that capped nine days of public mourning and aimed to literally set in stone the legacy of one of the 20th century’s most influential characters. Cutting a solitary figure in his four star general’s uniform, Cuban President Raul Castro placed a cedar box containing his brother’s cremated remains in a niche in the rock at the Santa Ifigenia Cemetery in southeastern Cuba. US life expectancy declines for first time in 20 years
Data from the National Center for Health Statistics showed a drop for men from 76.5 years in 2014 to 76.3 in 2015, and from 81.3 to 81.2 for women. The preliminary figures show rises in several causes of death, especially heart disease, dementia and accidental infant deaths. Life expectancy last fell during the peak of the HIV/Aids crisis in 1993. It has improved slightly but steadily in most of the years since World War Two, rising from a little more than 68 years in 1950. It also fell in 1980, after a severe outbreak of flu. Overall life expectancy for men and women is now 78.8 years, a decrease of 0.1 year from 2014. “This is unusual,” lead author Jiaquan Xu, an epidemiologist at the NCHS, told AFP news agency. “2015 is kind of different from every year. It looks like much more death than we have seen in the last few years.” The report is based mainly on 2015 death certificates. HOW FAR HAS LIFE EXPECTANCY DECLINED?
A decline of 0.1 years in life expectancy means people are dying, on average, a little over a month earlier - or two months earlier for men. To compare it with the two other declines in the past 30 years, the drop from 1992 to 1993 was 0.3 years, and the drop from 1979 to 1980 was 0.2%. What’s also worrying some experts is that the trend had been largely flat for the preceding three years, rather than steady increase which has prevailed since the 1970s. WHAT’S CAUSING THE DROP? Cuba wants to sign accords with U.S. before Obama exit Cuba said on Wednesday it hoped to sign off on at least half a dozen agreements with the United States before businessman Donald Trump, who has threatened to derail detente between the former Cold War foes, becomes president on Jan. 20. But some fear all that is now at stake, given Republican Trump has said he would seek to reverse the opening unless Communist-ruled Cuba gives the United States what he calls a “better deal”. Vidal declined to comment on Trump’s statements but said she hoped his administration would recognize that the detente had the backing of most Cubans and Americans. “Cuba would hope the new U.S. government takes into account the results we have achieved... that are backed by the majority of the Cuban population (and) U.S. citizens,” she said. Cuba was willing to continue improving relations but “within the respect of the existing differences and without having to make any kind of concession to the principles in which Cuba firmly believes,” Vidal added. In Washington on Wednesday, U.S. lawmakers joined more than 100 Cuban entrepreneurs to urge Trump to continue the thaw. Meanwhile, the Obama administration is pressing American companies to complete business deals in Cuba by then. Male partners responsible for deaths of most UK women killed by LONDON - Nearly two thirds of the British women killed by men over a seven-year period were murdered by current or former partners, most of them within the first year of leaving their husbands and boyfriends, women’s rights charities said on Wednesday. Between 2009 and 2015, 936 women across England and Wales were killed by men, with nearly 600 women dying at the hands of current or former partners, according to the Femicide Census commissioned by domestic abuse charities nia and Women’s Aid. Of that number, over three-quarters were murdered within a year of separating from their partners, say the charities calling for the police to do more to protect women who have left
violent partners. “It is very shocking that a very high proportion of women being killed are killed by an intimate partner or an expartner,” said Polly Neate, chief executive of Women’s Aid. “There’s a pattern here. But at the moment, all these cases are reported very much as isolated incidents. And the lessons just aren’t being learnt,” she told the Thomson Reuters Foundation. The Femicide Census, which collects data from police statistics, Freedom of Information requests, newspaper stories and charity reports, showed that 125 women were killed by men in 2009 and 119 in 2015. Over the past seven years, eight percent of women were killed by their sons. One in four women recorded in the census was killed by someone unrelated to them, for example a colleague, client or neighbour. Of all the females who died after being sexually attacked, a third were killed by a stranger. “We’re just not working as hard as we could to prevent women being killed,” Neate said.

US Supreme Court backs Samsung in smartphone fight with Apple With the products that used iPhone designs, Samsung went on to become the world’s top smartphone maker. The U.S. Supreme Court on Tuesday sided with Samsung in its big-money smartphone patent fight with Apple, throwing out an appeals court ruling that the South Korean company had to pay a $399 million penalty to its American rival for copying key iPhone designs. The 8-0 ruling, written by Justice Sonia Sotomayor, held that a patent violator does not always have to fork over its entire profits from the sales of products using stolen designs, if the designs covered only certain components and not the whole thing. The justices sent the case back to the U.S. Court of Appeals for the Federal Circuit in Washington to determine how much Samsung must pay. But they did not provide a road map to juries and lower courts on how to navigate similar disputes in the future. Apple spokesman Josh Rosenstock said in a statement that the U.S. company remained “optimistic that the lower courts will again send a powerful signal that stealing isn’t right.” Samsung told Reuters in a statement the ruling was a “victory
for Samsung and for all those who promote creativity, innovation and fair competition in the marketplace.” Following a 2012 jury verdict favoring Apple, Samsung initially was hit with nearly $930 million in penalties, later cut by $382 million, for infringing Apple’s iPhone patents and mimicking its distinctive appearance in making the Galaxy and other competing devices. Samsung in December 2015 paid its Cupertino, California-based rival $548 million. But Samsung took the matter to the Supreme Court, saying it should not have had to make $399 million of that payout for copying the patented designs of the iPhone’s rounded-corner front face, bezel and colorful grid of icons that represent programs and applications. With the products that used iPhone designs, Samsung went on to become the world’s top smartphone maker. Tuesday’s ruling followed a ferocious legal battle between the world’s top two smartphone manufacturers that began in 2011 when Apple sued Samsung for patent and trademark infringement. It was one of the most closely watched patent cases to come before the top U.S. court in recent years. The legal dispute centered
on whether the term “article of manufacture,” on which design patent damages are calculated in U.S. patent law, should be interpreted as a finished product in its entirety, or merely a component in a complex product. In court papers, Samsung, Apple and the U.S. government all agreed that the term could mean a component. But Apple urged the Supreme Court to affirm the appeals court’s ruling because Samsung presented no evidence that the article of manufacture in this case was anything less than its entire smartphone as sold. Samsung, meanwhile, said that it did not have to present such evidence. Sotomayor, writing for the unanimous court, said that the law is clear. The term “article of manufacture is broad enough to encompass both a product sold to a consumer as well as a component of that product,” she wrote. Period Of Uncertainty The justices nevertheless refused to devise a test for juries and lower courts to use to discern what a relevant article of manufacture is in a particular case, a task that
could be fraught with difficulty when considering high-tech products. “No doubt whether with Apple-Samsung, or some other design patent case, we are going to have a period of uncertainty where courts will be trying to formulate a test and what the boundaries are,” Richard McKenna, an expert in design rights at the law firm Foley & Lardner in Milwaukee, said in an interview. In court papers, Apple said its iPhone’s success was tied to innovative designs, which other manufacturers quickly adopted in their own products. Samsung, in particular, made a deliberate decision to copy the iPhone’s look and many user interface features, Apple said. Samsung argued that it should not have had to turn over all its profits, saying that design elements contributed only marginally to a complex product with thousands of patented features. Design patent fights very rarely reach the Supreme Court. It had not heard such a case in more than 120 years. The case is Samsung Electronics Co, Ltd v. deal, it proves all the hard work has paid off,” he said after Olympic 10,000 meters champion and world record holder Almaz Ayana of Ethiopia took the women’s equivalent. “The fans helped vote for this and it’s for the fans I keep doing it.” With nine Olympic golds in the drawer, Bolt plans to hang up his spikes next year after a farewell tour of his favorite venues. He will run the 100 meters only before competing at the world championships in London where he
will be gunning for his 12th and 13th world titles if he goes in the relay. “When I look back the only real thing I think I would change was to have got more serious more quickly,” said Bolt. “I was relying more on my talent. If I’d got more serious I think I would have done a lot more in my career. It’s shocking but it’s true. Maybe if I’d started younger I’d have had four Olympics.” Despite his multiple titles and world records, Bolt said the race that would always have a particular place in his heart was the world junior championships in his home country when he won the 200 as a 15-year-old. “That was special,” he said. “That was the beginning. Jamaica 2002, where it all began. That was the biggest step.” However, it was a defeat five years later that made the biggest impact. Bolt took the 200 silver behind American Tyson Gay at the 2007 Osaka world championships and it was a real wake-up call. “After I lost I remember going to my coach saying, ‘I really tried my best but what can I do to win because I really need to win?’,” Bolt explained. “He said: ‘You’re slacking off in the gym. If you want to win you have to get stronger.’ So I was like ‘alright’. I knew what I needed to do and from then I took the step and just worked and worked.” SPECTACULAR STYLE

Having found a way to win he was in no mood to stop, repeating the feat at London 2012 and, despite early season injuries, doing it again in Rio. Now 30 and with his speediest days behind him, Bolt is trimming his workrate to enjoy one last season, running a series of 100 races only. “Next year is mainly for the fans,” said Bolt who always gives up a huge amount of time to sign autographs and pose for photos every time he races. “It’s a last opportunity for some people to see me run and a chance for me to say goodbye. I’d like to go back to some of my favorite places to run, Ostrava, Lausanne, maybe Paris.” And then that will be it. The man who has carried his troubled sport, sometimes single-handed, for a decade will step aside for the next generation. There will be no Michael Phelps-style comeback at the 2020 Tokyo Olympics either. “Oh no,” he said. “My coach said, ‘Do not retire and come back, don’t ever do that’. “It’s a bit different for swimming but for most track and field athletes it never goes well. “I’m still talking to people about what I will do afterwards and I definitely want to stay involved in the sport but at the moment I am just looking forward to doing nothing,” said Bolt.

Bolt shocked by Jamaica’s abstention in IAAF reform vote Usain Bolt has said he was shocked by the decision of Jamaica’s athletics federation to abstain from an IAAF vote on a sweeping reform package at the governing body of world athletics. The reforms, aimed at changing how the IAAF operates, were overwhelmingly passed at a special Congress in Monaco on Saturday, after members voted 182 to 10 in favor. “I was very shocked I actually learned about that today,” Bolt told Reuters on Tuesday at the Caribbean premiere of the film “I Am Bolt” in Kingston. “I find it ridiculous and funny at the same time to know that the IAAF is trying to take big steps like this to make the sport better and we (Jamaica) are doing so very well in the sports, why would we not support it in going in the right direction? “So it was kind of a let down to know that the JAAA (Jamaica Athletics Administrative Association) did not support it,” added the ninetimes Olympic gold medalist and double sprint world record holder. The “Time for Change” proposals, the centerpiece of IAAF President Sebastian Coe’s agenda for moving the sport forward from its tainted past, established new independent antidoping, integrity and disciplinary functions along with a greater voice for athletes in the organization and more gender balance. Previously, much of that authority rested with since disgraced former president Lamine Diack, who along with his son Papa Massata Diack is currently under investigation by French authorities on corruption and money-laundering charges involving millions of euros. “It’s bad enough that any of this happened, but it cannot happen for a second time, not on our watch, not anyone else’s watch,” Coe said. The Briton, who became IAAF President in 2015, said before the vote that the changes will restore trust in athletics and return confidence to clean athletes. “Our partnerships and revenue streams are directly under threat if we do not act promptly and decisively,” he wrote in introducing the proposals. “I hope the public perceptions of our sport is helped by what they have seen today, but that is not primarily why we did it. We did it because we were in need of change,” Coe said. Requirements and Experiences: A formal qualification in human resources management at undergraduate level or post graduate certificate or post graduate diploma level. Committed to CIPD/SHRM Codes of Practice in following HR ‘best practice’ and in compliance of local Labour laws. Proficiency in MS Office Suite and experience with HRIS systems. The preferred candidate will be a team player, self starter focused on getting the job done, with a “whatever it takes” approach to assignments and responsibilities. Experience: 10+ years generalist HR experience of which a minimum of 5 years should have been at senior level.
