ttorney-at-law Sharlene Cartwright has become the first female premier of the Turks and Caicos Islands after leading the People’s Democratic Movement (PDM) party to victory in the December 16th general elections. The 45-year-old politician received 3,024 votes, topping the field of At-Large candidates for the second consecutive general elections. “Today is a great day in these Islands and I am grateful to God, the PDM Party and my people for the victory that the PDM has had at the Polls yesterday,” the Premierelect told The SUN. “It has been 13 years and a long hard, bitter battle to this place but we have been able with God’s help to secure a clear majority of seats. Our people have voted change and change we must deliver. We will govern close to our people and will sincerely focus all efforts on people centered decisions and development. As we form the Government over the next few hours, please allow us a few days to express our thanks to all of you in a personal manner. Thanks Turks and Caicos and we are ready to work for you.” PNP leader and former premier, Dr. Rufus Ewing, who ran as an At-Large candidate, lost his seat and will be recorded in history as a one-term premier, having been elected first in the November 2012 general elections, when he received the second highest number of votes. The loss of Ewing, who resigned as PNP leader on Friday December 16th and quit politics, has been seen by analysts as a rejection

When the official results were announced Friday morning, the PDM had won 10 of the 15 seats and the Progressive National Party (PNP) four seats. Up to the time of this report there was a recount in The Bight constituency, where the contest between incumbent Portia

Stubbs-Smith and first-timer George Pratt was said to be extremely close. The PDM, which went into the elections with seven seats to the PNP’s eight, picked up two local seats that were held by the PNP (Ralph Higgs in North and Middle Caicos and Doug Parnell in Cheshire Hall) and they gained one more At-Large seat, giving them four of the five country-wide constituencies. The PDM winning candidates are: Sharlene Cartwright-Robinson, Derek Taylor, Josephine Connolly and Karen Malcolm (At-Large) and Sean Astwood in Five Cays, Delroy Williams in Wheeland, Goldray Ewing in Blue Hills, Doug Parnell in Cheshire Hall, Ralph Higgs in North and Middle Caicos, and Eddie Astwood in Grand Turk South. The PNP winning candidates are: Washington Misick (At-Large), Akierra

Missick, Leeward and Long Bay, Ruth Blackman in South Caicos and George Lightbourne in Grand Turk North. There were tense and anxious moments throughout Thursday night and into Friday morning, as residents had to wait until just after 9 a.m. on Friday December 16th for the At-Large winners to be announced. Meantime, Ewing said he spoke with Hon. Sharlene CartwrightRobinson via telephone and extended congratulations to her and her Party’s victory at this historic general election. He added: “The people of the Turks and Caicos Islands have spoken and have indicated their wish for a change and governance in the outcome of this election is a clear indication that democracy is alive in our islands.” Continued on Page 2

Vandalism of water distribution network in Grand Turk The Ministry of Infrastructure, Housing and Planning in collaboration with the Water Undertaking Unit within the Department of Public Works, would like to advise the residents of Grand Turk that during the early hours of Thursday, December 15, 2016, the water distribution network throughout Grand

Turk suffered major damage at the hands of a vandal/s. Due to the extent of the damage, the water system will be closed off temporarily, to curtail the wastage and to begin repairs. Again, the matter is currently with the Police, who are investigating this latest act.

Police investigate burglary Detectives are investigating an aggravated Burglary which occurred on Tuesday 13th, 2016, in Discovery Bay, Providenciales. Around 6:11 am on that date, police responded to the Conch Bar Road where the complainant was met and stated that around 5 a.m. three masked men kicked and entered her apartment.

They were dressed in dark clothing with white socks on their hands and one with a revolver. They ransacked her apartment and took a number of items. While on the scene, a second complainant who lives in the same building reported to police that he just return home and found it ransacked as well with a quantity of items stolen.

Turks and Caicos Islands Airports Authority Addendum extending RFP closing date Notice of Request for Proposals (RFP) for Passenger Terminal Building and Combined Services Building Project Management Services South Caicos International Airport In anticipation of future growth of hotel accommodation on South Caicos Island and the subsequent increase of tourism activity, The Turks & Caicos Islands Airports Authority (TCIAA) has embarked on a multi-phase, multi-year redevelopment program to expand capacity and enhance the operational safety/security of the South Caicos International Airport in the Turks and Caicos. As part of this Airport Redevelopment Program the TCIAA intends to construct a new Passenger Terminal Building (PTB) and Combined Services Building (CSB). The TCIAA has already completed a procurement process and identified a preferred Contractor to provide design-build services for the Project. The TCIAA is now seeking qualified professional service firms to provide Project Management Services and to administer the Project on behalf of TCIAA. This Project Management Firm would provide services during the project initiation, design, construction, commissioning and post-construction stages of the Project. The TCIAA views Project Management as the comprehensive management and control of all aspects of the Project throughout all phases of its life-cycle to achieve prescribed objectives defined in terms of time, quality, and cost. Through the application of appropriate management techniques, the designated PM will lead and manage the efforts of the Project Team to achieve the objectives of the Project to meet all requirements of function, schedule and budget. The PM will require strong presentation and communication skills as well as necessary leadership qualities that are able to elicit the needs of the TCIAA. Within the PM’s project experience, they will have already developed processes and project management principles that effectively work and can be founded on Project Management Institute’s (PMI) core knowledge areas and industry Best Practices. The project initiation, contract preparations, design and approval phases are expected to last approximately 4.5 months. The construction phase for the project is estimated as 56 weeks (13 months), and is anticipated to begin by mid-2017. A detailed construction schedule will be received and confirmed from the Contractor following the start-up meeting with the entire Project Team. In general, the Project Management Services required are as follow, but not limited to: •Have overall responsibility for ensuring that the Project is delivered on time and within budget; •Lead and coordinate the efforts of the Project Team to achieve project objectives; •Provide resident site inspection, including milestone inspections by key engineering disciplines (architectural, structural, mechanical, electrical, security/IT, baggage handling, airport specialist) during construction; •Attend and chair meetings with the Project Team (TCIAA, its technical advisors and Contractor); •Develop Project Plans, Statement of Work, Implementation Plan, Communication Plan, etc.; •Monitor and control project scope, budget and schedule; RFP will close December 30, 2016. Maskanoo is in the air Grace Bay Road will come alive during the busy Christmas season when the Turks and Caicos Hotel and Tourism Association host its annual Maskanoo event on Boxing Day December 26, 2016. As visitors and residents line the popular street they will witness a true spectacle and a showcase of TCI’s culture. With a kick off time of 3:00 pm the free event will see persons mingling with vendors who will be on hand with a wide selection of items from Bambarra products to hand painted arts and crafts made out of local materials. Department of Environmental Health advises against the product, internacional agua Please note, that Environmental Health Officers have noticed that the bottled water supplied by INTERNACIONAL AGUA and located at Teresa Suarez, No. 12, Puerto Plata, Dominican Republic are being imported to the Turks and Caicos Islands via the Dominican trading vessel, and are being sold to the general public and supermarkets. The bottled water (16 oz and 1 gallon) does not carry any best before or

expiration dates for these products. We have identified that this practice has become a trend over the past few months. In accordance with the Food and Drug Ordinance 2016 Section 7 subsections 1 and 2, the above mentioned issue will be a violation of the ordinance. This means that all food and drinks must be labelled and packaged correctly giving its shelf– life.

Store owners are hereby advised that all goods must be properly labelled and dated according to the Food and Drug Ordinance 2016. Financial Services Commission establishes Trust Law Advisory Committee Following the enactment of new Trusts legislation in the Turks and Caicos Islands the Financial Services Commission (FSC) is delighted to announce that a new Trust Law Advisory Committee has been set up with members of the Trustee association and the FSC joining the Committee to ensure that a forum for collaborative and regular dialogue exists, and to keep the Trust Law

and Regulation of the Islands under regular review. Chair of the Committee, Marlon Joseph (Director of Bank and Trust at the FSC) said: “The FSC is committed to creating a responsive and collaborative relationship with its Trust licensees, and to encouraging new entrants to become licensees in the Islands. The Committee will meet regularly to ensure that the private

Tourist Board team meets new Governor The Governor of the Turks and Caicos Islands, H.E. Dr. John Freeman made his first official visit at the Turks and Caicos Tourist Board today, during his introductory tour of all government offices and statutory agencies throughout the Islands. The Tourist Board team, lead by the newly appointed Director of Tourism, Mr. Ramon Andrews were delighted by the Governor’s meeting where all members of staff were introduced. The team led an enlightening discussion of the various roles of the staff, the role of the organization and some of the successes and challenges faced by the destination and the tourism industry. H.E. Dr. Freeman congratulated the tourism team for being the drivers of the nation’s GDP,

Public prosecutor invited to first ever asset recovery informal network meeting Senior Prosecutor Clement Joseph from the Office of the Director of Public Prosecutions was invited to Barbados by the Organization of American States to attend a meeting that set up the first ever Asset Recovery Informal Network (ARIN). This network is modeled after a number of such outfits operating in Latin America, Europe, Africa, Asia and Australia. The purpose is to create a close fraternity within the Caribbean where information can be shared in real time to assist other jurisdictions in Financial Crimes and as well

as other crimes without suffering through time and other inhibitors created by bureaucratic red tape. Mr. Joseph was accompanied by Inspector Paulin Nemours of the Financial Crimes Unit of the Royal Turks and Police Force and he was sponsored by the Foreign Commonwealth Office out of Miami, USA. The new Organization has been officially named as the ARIN-Carib. It will conduct Annual General Meetings where information will be shared and progress reviewed. Mr. Joseph and Inspector Nemours are the Turks and Caicos Islands representative to the

Organization. On the heels of this meeting, from 18th to 20th November Mr. Joseph also visited Jamaica at the invitation of the Jamaican Bar Association, where he delivered a presentation to the local Bar on the recent changes on the law of Joint Enterprise. His presentation was widely praised by the legal fraternity in obtaining their credits of Continuing Legal Education credits required to maintain proficiency required to practice in Jamaica. He has done this jurisdiction proud and has been invited back at next year’s conference.

National address by Mrs. Lillian Boyce, endorsing the PDM and Sharlene Cartwright-Robinson. Fellow residents and voters of the Turks and Caicos Islands, almost two generations ago, people in this country earned the right to vote freely in elections. This right to vote, under universal adult suffrage, is a privilege for which our ancestors fought extremely hard, and it is one that we must continue to guard jealously. People’s right to choose the person or party they believe is best to govern their country, is something that must not, under any circumstances, be violated or disrespected. In recent days, however, we have witnessed a rather disturbing development, where agents and associates of the Progressive National Party, have taken to social media to viciously attack me and other persons, including members of my family, who have exercised their right of freedom of choice, by choosing to support the People’s Democratic Movement. This is absolutely wrong. To add insult to injury, these individuals have intensified their anger and malice, by spreading propaganda including statements that I have been promised a post of Appointed Member in the House of Assembly by the PDM. This, I have to tell you, is a totally unbelievable lie. Sir Winston Churchill one said that a lie gets halfway around the world before the truth has a chance to put on its pants. Indeed, history has proven

that if a lie is told often enough, there are many who will eventually believe it as the truth. To this end, because the precise source of the wickedness is now known, and the intent of the mischief and desperation is as clear as day, I feel compelled, as a mature Christian, not only to set the record straight, but of equal importance, to outline the real reasons why I have made a conscious decision, like a significant number of other supporters across the country, to part ways with the PNP. As many of you must surely appreciate, moving away from the PNP was not an easy decision. But I’m going to tell you why I did it. First and foremost, it is my right. Indeed, switching parties in the Turks and Caicos Islands is nothing new. Like many people in the Turks and Caicos Islands, I was once a PDM supporter before joining the PNP and becoming a Member of Parliament in 1999, when it was three of us in the Opposition, then as a PNP Cabinet Minister between 2003 and 2009. Given my strong Christian values and as one who places country above self and political affiliation, this message is about inviting those persons whose hopes and dreams have been dashed, and who have been deeply disappointed by this careless and heartless PNP Government, to join me in making that critical choice

Lillina Boyce for change in the December 15th general elections. And here’s why. The PNP has lost its way. The PNP has stopped caring. This PNP is all about a select few, and not about you! This PNP built a wall in the Turks and Caicos Islands. They built a wall between themselves and the people of this country. You have, for example, ministers of Government who have never held a press conference or reported to the people in four years. There are Cabinet ministers who have been traveling extensively on your money for the past four years and hardly, if ever, reported back to you about the relevance of their official business to the country and the people who elected them. The PNP turned a blind eye and a deaf ear to the external and internal issues at NHIP and the health care system, which it is alleged, contributed to the deaths of many of our people. The PNP has failed you on dealing with crime. Like my daughter Sakera said on her Facebook page a few days ago, the PNP has become a party for the elite and a party that has destroyed the middle class and the working class. They have neglected the poor and the elderly and mistreated civil servants. The PNP grew arrogant over the past four years and removed itself from its loyal base of supporters who would have moved heaven and earth for the party. Again, I’m inviting those people to join me. The obvious lack of support for the PNP is evident from the poor attendance at its rallies and the many events that have flopped, including the recent youth rallies in Grand Turk and Provo. While they were boasting about repaying a loan, with your money, not theirs, they apparently forgot about the economic struggles of ordinary people. They forgot, or simply didn’t care, about the families who are going to sleep hungry every night. They forgot, or simply didn’t care, about the people whose lights were cut off, and who lost their homes and businesses because of the PNP’s heartless and uncaring policies. They forgot, over the past four years, or simply didn’t care, about providing opportunities for our young people who were leaving high school in the hundreds in Provo, in Grand Turk, in North Caicos, and in South Caicos. They forgot, or could care less, about ensuring that many of our students who returned home from being on Government scholarships, can take their rightful place and secure

well-paying jobs in the country of their birth. Instead of promising you 10 percent duty, which they know cannot work, they should have been devoting at least 10 percent of their time to issues that mattered to the people of this country. How could the PNP abandon and mistreat hundreds of its most loyal supporters, from Grand Turk, South Caicos, North and Middle Caicos and Providenciales, for four years and now have the nerve to return to them at this time, asking for support. Such behaviour is a total insult to the intelligence of the people of the Turks and Caicos Islands. It is not by accident that so many persons have decided to run as Independents in this election. Just think about it and ask yourself why! My people, a few months ago, the Premier and leader of the PNP, Hon. Dr. Rufus Ewing invited me to a meeting and I told him in strong and clear terms, the concerns that I had with the PNP, its governance and its direction. Nothing changed. Over the past few months, candidates from all three political parties and some of the Independents have met with me seeking political advice and discussed various issues. In our discussions, it was always indicated that I want what’s best for the Turks and Caicos Islands. Let me be absolutely clear. I do not want anything personally from the PDM, the PNP or any political party. As a mother and a grandmother, and as a proud Turks and Caicos Islander, I would like to see empowerment of our people and realistic plans for the future development of this country. This is why, in addition to wanting to follow a Christian leader, I have chosen to give my support to Hon. Sharlene Cartwright-Robinson and the PDM. Four years ago, I did not support Sharlene or the PDM. As a matter of fact, I criticized her at a rally and said that she was not ready for leadership. But I have watched her grow as a woman, as a politician and as a leader. I have seen her demonstrate a real passion for the issues that have affected our people. I admire her energy, commitment and dedication The Bible says, when the righteous rule, the people rejoice. When the wicked rule, the people groan. I sincerely believe that the PDM, under the leadership of Sharlene Cartwright-Robinson, will ensure that our people take their rightful place within the mainstream of economic and social life and will no longer be left behind or left out. One of my favourite quotes is from a great American author, William Allen White, who once wrote that every generation has but one impulse in its heart, which is to exceed all the other generations of the past in all things that make life worth living. And so, as I invite you once again to make this choice for change in this election, it is my hope and prayer that years from now, we can cast our eyes and our minds back and experience a sense of personal and national pride in knowing that our hands laid the foundation for making the lives of tomorrow’s generation, comfortable, prosperous and bright. HON. AULDEN ‘SMOKEY’ SMITH’S OFFICAL FUNERAL SERVICE T

he Turks and Caicos Islands recently mourned the loss of Hon. Aulden ‘Smokey’ Smith who was a father, brother, uncle and a legend in the TCI community. Smith who is described by many as a great man and chef was born on September 27, 1951 and was laid to rest on November 25th, 2016. An official funeral was held at the Faith Tabernacle

Church of God in Providenciales, Turks and Caicos Islands on December 10th, 2016. A massive crowd of friends, family and government officials were present at the funeral service to pay their respects and say their final goodbyes to the legend. The following are photographs of the funeral services.

LIFESTYLE Britain OKs making babies from DNA of 3 people in some cases LONDON – Britain’s fertility regulator has approved controversial techniques allowing doctors to create babies using the DNA from three people — what it called a “historic” decision to help prevent a small number of children from inheriting potentially fatal diseases from their mothers. The regulator’s chair, Sally Chesire, on Thursday described it as a “life-changing” moment for families who might benefit from the treatment. “Parents at very high risk of having a child with a life-threatening mitochondrial disease may soon have the chance of a healthy, genetically related child,” she said in a statement. The new procedures are intended to fix problems linked to mitochondria, the energy-producing structures outside a cell’s nucleus. Faulty mitochondria can result in conditions including muscular dystrophy, major organ failure and severe muscle weakness. FETAL ‘PERSONHOOD’ MOVEMENT SEEKS TO CAPITALIZE ON GOP WINS

Last year, Britain changed its law to permit scientists to modify eggs or embryos before they are transferred into women, becoming the first country to legally approve the techniques. In September, U.S.based doctors announced they had created the world’s first baby using such techniques, after traveling to Mexico to perform the methods, which have not been approved in the United States. To help women with mitochondria problems from passing them down to their children, scientists remove the nucleus DNA from the egg of a prospective mother and insert it into a donor egg from which the donor DNA has been removed. That can happen before or after fertilization. The resulting embryo ends up with nucleus DNA from its parents but mitochondrial DNA from a donor. The DNA from the donor amounts to less than 1 percent of the resulting embryo’s genes. But Britain’s decision to approve using the new methods will not open the floodgates to genetically modified babies. Clinics will need to

apply to Britain’s fertility regulator for permission to use the techniques on a case-by-case basis. The decision was made after five years of reviewing the development, safety and efficacy of the procedures. DO AT-HOME FERTILITY TESTS REALLY WORK? Newcastle University said it was planning to apply for a license to use the new fertility techniques and was aiming to treat up to 25 patients a year. “It is enormously gratifying that our many years of research in this area can finally be applied to help families affected by these devastating diseases,” said Mary Herbert, a professor of reproductive biology at Newcastle University. But critics charged the decision will put people at unnecessary risk of an untested procedure and said women with faulty mitochondria should opt simply to use egg donors. “This decision opens the door to the world of (genetically modified) designer babies,” said David King,

One in eight airline pilots may be clinically depressed Hundreds of commercial airline pilots worldwide may be flying with untreated depression because they fear being grounded or losing their jobs, a new survey suggests. The anonymous survey of about 1,850 pilots from more than 50 countries found that 14 percent of pilots who had worked within the past week had symptoms of depression. Four percent of pilots reported having suicidal thoughts within the past two weeks. The survey offers one of the first snapshots of mental health among commercial pilots, who often don’t disclose this type of illness to airline officials or aviation regulators because they fear negative career repercussions, said senior study author Joseph Allen, a public health researcher at Harvard University in Boston. “It’s understandable that pilots are reluctant to fully disclose mental health issues because of the potential that they will be grounded or declared not fit for duty,” Allen told Reuters Health by email. With roughly 140,000 active pilots flying more than 3 billion people worldwide each year, the

survey results should put the airline industry on notice that many pilots need better access to mental health screening and treatment, Allen added. The new findings come a year and a half after a Germanwings copilot who suffered from depression deliberately crashed a plane into the French Alps, killing 150 people. Globally, roughly 350 million people suffer from depression. Effective treatments exist, but many people don’t get them - often due to stigma. To get a better picture of mental health among airline pilots, researchers conducted an anonymous online survey between April and December of 2015. Questions touched on a range of topics related to work and health in addition to depression. Most respondents came from the U.S., Canada and Australia. Out of nearly 3,500 pilots who participated in the survey, 1,848 completed the questions about mental health. Within this group, 233 (12.6 percent) met the criteria for likely depression and 75 (4.1 percent) reported having suicidal thoughts within the previous two weeks. Among 1,430 participants

But the research found that high school seniors were still using cannabis at nearly the same levels as in 2015, with 22.5 percent saying that had smoked or ingested the drug at least once within the past month and 6 percent reporting daily use.

“Clearly our public health prevention efforts, as well as policy changes to reduce availability, are working to reduce teen drug use, especially among eighth graders,” Dr. Nora Volkow, director of the National Institute on Drug Abuse, said in a statement accompanying the study results. “However, when 6 percent of high school seniors are using marijuana daily, and new synthetics are continually flooding the illegal marketplace, we cannot be complacent,” Volkow said.

Dr. Joseph Baskin, a psychiatrist at Cleveland Clinic in Ohio who wasn’t involved in the study, said by email. Pilots may not tell their own doctors about feeling depressed because both having this diagnosis and taking antidepressants come with stigma and a fear of being grounded, said Dr. Blake Lollis, an aerospace medicine specialist at Yakima Valley Memorial Hospital in Washington who wasn’t involved in the study. Still, this diagnosis isn’t as career-ending as it used to be, Lollis added by email. They may cleared to fly, for example, while on antidepressants, even if they would be grounded for severe depression accompanied by any psychotic symptoms. “It is clear that depression is undertreated among pilots,” said Dr. Alpo Vuorio, an aviation medicine researcher at the University of Helsinki in Finland who wasn’t involved in the study. “I hope that current discussions after the Germanwings accident has helped pilots to seek help more openly,” Vuorio said by email.

The annual survey, part of a series called Monitoring the Future which has tracked drug, alcohol and tobacco use among teens since 1975, also found that during 2016 there was a higher use of pot among 12th graders in states with medical marijuana laws. According to the study, marijuana and e-cigarettes are more popular among teens than regular tobacco, with a large drop in the use of tobacco cigarettes among 8th, 10th and 12th graders.

The Bahamas Opposition Leader criticises moves to unseat him

NASSAU, Bahamas – The leader of the main opposition Free National Movement (FNM), Dr. Hubert Minnis, has called for the resignation of seven opposition legislators who have written to the Governor General, Dame Marguerite Pindling asking that he be replaced as Opposition Leader. Speaker Dr. Kendal Major told Parliament that the head of state had been written to informing her of their decision not to support Minnis. Royal Caribbean and Norwegian Cruise Line launch Cuba service HAVANA, Cuba – The Cuban government has given two of the world’s largest cruise lines – Royal Caribbean Cruises Ltd and Norwegian Cruise Line Holdings Ltd, permission to begin sailing to the island. On Wednesday, Norwegian said the Marina, part of its Oceania Cruises line, will sale from Miami on March 7, 2017. The company’s two other brands, Norwegian and Regent Seven Seas, will also serve the market. Royal Caribbean said it would announce its Floridato-Cuba itineraries in the near future, including ones on its Azamara Club line. The approvals mean all three of the world’s largest cruise companies can serve the market.

Carnival Corporation, the industry’s biggest operator, has been sailing to Cuba under its Fathom brand. Last month, the company said it would stop using a dedicated ship for Fathom with that vessel’s last voyages set for May. The company aims to offer trips to Cuba on some of its other lines beginning next summer. The two thousand passenger Norwegian Sky will begin four-day voyages to Cuba in May, including an overnight stay in Havana. Cuba is a fresh destination for the thousands who have sailed to the Caribbean on several occasions, as a result, cruise operators have been eager to add the Spanish speaking island to their itineraries.

Two replacement names confirmed so far as Simpson Miller announces plans to step down Jamaica – Two names have already emerged as potential leaders of the Opposition People’s National Party (PNP) following yesterday’s emotional announcement by President Portia Simpson Miller of her intention to step down. Businessman Peter Bunting and political economist Dr Peter Phillips have confirmed that they will seek the top post in the 78-year-old institution, but the name of medical practitioner Dr K Wykeham McNeill is also expected to be thrown into the hat as well. Opposition Leader Simpson Miller yesterday announced at the meeting of the party’s highest decision-making body that she will not be seeking re-election as leader of the PNP at the annual conference next September — adding fuel to the growing disunity within the party. There were clear signs of conflict within the party yesterday at the National Executive Council meeting, held at the Cedar Grove Academy in St Catherine, as Simpson Miller’s loyalists and disgruntled members from Member of Parliament Lisa Hanna’s St Ann South Eastern constituency hurled abuse at Hanna and Bunting in particular. Hanna, a former Cabinet minister, had been at odds with executives of the PNP, including Simpson Miller, something which intensified during the recent local government election. The loyalists also lashed out at others who they felt did not support Simpson Miller. The angry supporters chanted “No Lisa, no Bunting!” periodically

during the meeting and refused to stop when asked by other members. They could also be heard chanting at the end of the meeting. “We no waan nobody weh a fight against wi prime minister. One woman even got into a public tracing match with prominent attorney-at-law K D Knight, who served as campaign director for Hanna in the vice- presidential contest that ended in defeat for her last September. Simpson Miller, in the meantime, left in the midst of the meeting after giving her address. However, Chairman Robert Pickersgill, who spoke to reporters after the meeting which was closed to the media, said that after serving the party for 40 years, the PNP leader feels that the time has come for her to step aside. When asked if the leader was

According to the party chairman, Simpson Miller had previously indicated that she would step down after the local government election. “She did not want a new leader to face the poll, bearing in mind that we did not know what the outcome would be. She ‘rathered’ that the new leader would not start out on a negative note, which I thought was extremely thoughtful of her,” he said. “The party is going to demonstrate its gratitude for her sterling work and will be hosting a big celebration for her. I regard her as one of the greatest women in the history of Jamaica for reasons that should be very obvious. It also will provide immunizations for 130 million to 180 million children, increased access to financial services and an additional 5 gigawatts of renewable energy generation capacity, the bank said. To finance the groundbreaking package, IDA for the first time is seeking to raise funds through bond markets and private debt placements instead of solely through traditional donor models. Axel van Trotsenburg, World Bank vice president for development finance, said the use of debt financing will allow $3 in spending authority for every $1 in partner contributions. British police say six arrested in anti-terrorism raids

Some poor Venezuelan parents give away children amid deep crisis Struggling to feed herself and her seven children, Venezuelan mother Zulay Pulgar asked a neighbor in October to take over care of her six-year-old daughter, a victim of a pummeling economic crisis. The family lives on Pulgar’s father’s pension, worth $6 a month at the black market rate, in a country where prices for many basic goods are surpassing those in the United States. “It’s better that she has another family than go into prostitution, drugs or die of hunger,” the 43-yearold unemployed mother said, sitting outside her dilapidated home with her five-year-old son, father and unemployed husband. With average wages less than the equivalent of $50 a month at black market rates, three local councils and four national welfare groups all confirmed an increase in parents handing children over to the state, charities or friends and family. The government does not release data on the number of parents giving away their children and welfare groups struggle to compile statistics given the ad hoc manner in which parents give away children and local councils collate figures. Still, the trend highlights Venezuela’s fraying social fabric and the heavy toll that a deep recession and soaring inflation are taking on the country with the world’s largest oil reserves. Showing photos of her family looking plumper just a year ago, Pulgar said just one chicken meal would now burn up half its monthly income. Apple says iPhone 6 battery fires in China likely caused by external factors

LeBron James wins Sports Illustrated Sportsperson of the Year Award LeBron James was honored Monday night in Brooklyn, New York, at the annual Sports Illustrated sportsperson of the year event, which celebrated his commitment to his team, his sport and the city of Cleveland. James was featured on the cover of the magazine last week when it named him the 2016 sportsperson of the year — his 26th SI cover and second sportsperson of the year award. He is now the magazine’s third-most-featured athlete, behind Michael Jordan and Muhammad Ali. Robin Roberts of “Good Morning America” caught up with James at the ceremony to discuss his impressive journey and the meaning behind this accolade. Thinking back to James’ first SI cover in 2002, with the line “The Chosen One,” Roberts asked the reigning NBA champ if he has reflected on the path that led to this moment. “I haven’t yet ... ‘cause I’m still walking that yellow brick road,” he said, laughing. “Anytime that I hear — like you said, it’s my 26th cover of Sports Illustrated — it’s like, I never dreamed about that. I was, like, ‘Just gimme one, please,’ when I was a kid, and I made my own up. It’s, it’s just too humbling.” Jay-Z welcomed “King James” to the stage, and he was presented with the honor, becoming the second athlete in history to receive the award multiple times. James delivered a touching and heartfelt speech in which he thanked his greatest supporters as well as fellow competitors in the room and also talked about the inspiration of legends who came

before him, without whose hard work James said the night would not have been possible. “This award is not for me,” James told the audience. He said the award was for his family members and the kids in his foundation, and then he dedicated it to the sports legends who shaped this moment. “This award is for the great Muhammad Ali, for Bill Russel, for Jim Brown, for Kareem Abdul-Jabbar, because at the end of the day, I’m not standing up here if you four gentleman sit at that table in the 1960s ... The most four dominant athletes at that time didn’t care what happened to them. They sacrificed everything that could have happened to them,” James said. “But their calling and their reason for doing what they had to do was for a night like tonight,” he continued. “That in 2016 ... we all can sit up here as African-Americans, as white Americans, as Mexicans ... and just say, ‘Wow, this is an unbelievable night,’ in not only sports but in life.” James told Roberts moments before the ceremony that he was both humbled and honored to dedicate the award to his family, friends, fans and foundation. “I’m more happy of the fact that I’m receiving this on behalf of them, because that’s — they’re my inspiration every single day,” he said. James said his decision to honor four of sport’s greatest icons — also known for their activism — came from his early knowledge of the history of sport, and he said asked himself, “What did they do outside of sport that made them so transcendent?” He said Ali, Russel, Brown and Abdul-
