R
esidents of the Turks and Caicos Islands are calling on Government, the Governor and law enforcement authorities to get tougher on what Police Commissioner called “the flow of violent crime”, as robberies, home invasions and gun-related crimes have many residents living in fear and crying out for effective crimesolving strategies. Although Police Commissioner James Smith said “crime overall is down significantly”, and without providing statistics to substantiate his claims, the issue of crime has taken centre on talkshows, social media and in public places country-wide. Crime came into sharper focus after Galmo Williams, a former Premier of the Turks and Caicos Islands, became one of the latest shooting and robbery victims, in what many persons say is becoming an extremely dangerous and worrying trend in this country. Police spokesman Kevin Clarke, said 57-year-old Williams, who is popularly known as Gilley, was walking towards Flamingoes on the Beach Restaurant around 11 p.m. on Sunday, February 5th, when he was approached by three masked men who demanded his wallet. Clarke said Williams cooperated with the culprits but one of them shot him in the left leg before making off. Williams was taken to the Cheshire Hall Hospital where he was treated and interviewed by police. Police said the wallet contained a large undisclosed amount of cash and credit cards. They said it is too early in the investigation to say whether it was a targeted or random incident. Williams is currently in Florida receiving medical treatment. Commissioner Smith said the recent incident involving

There are still too many crimes of violence, and our focus remains firmly on bringing those responsible before the courts.” Smith said the police continue to respond to reports where victims are leaving their homes and properties unsecured. Governor, Dr John Freeman, who was in London when Williams was shot, said he “learned with much concern” of the crime. “I am in regular contact with the Commissioner of Police who has reported to me on the ongoing investigations being conducted by the RTCIPF. Understandably these crimes have given rise to considerable public anxiety. The right response to criminal acts is the identification and early arrest of those assessed to be responsible; that is what the officers of the RTCIPF are actively engaged upon now,” he said. “That is the right immediate response, but the fight against crime in TCI requires a whole of government and whole of community response sustained over time. This has been recognised by the National Security Council chaired by me and the Premier. The need for additional resources by which to fight and defeat the criminals is one aspect of the longer term response, and provision of additional resources for the Police and other
government ministries and agencies is currently under discussion in Cabinet as part of the budget development process for 2017/18. More broadly still, it is my intention to ensure that best use will be made of the upcoming (UK financed) Security Needs Assessment to be carried out in TCI later this month.” Hon. Sean Astwood, Acting Premier and Minister for Border Control & Employment, said crime continues to be a serious issue in the country. “The most recent reports of criminal activities over the weekend, which includes the robbery and assault on one of our former premiers, have left many of our residents with little sense of security and deep outrage. As Acting Premier, I want to address some of the more immediate actions needed to bring back a sense of normalcy and peace to our residents. One of these actions is the need for more visible police patrols throughout our residential communities and commercial areas and for vigilance on
the part of everyone,” he said. “These immediate suggestions do not take away from our long-term plan to support the constitutional and operational custodians of national security. This upcoming Budget will show and we have already shown our commitment to providing much needed resources. In fact, our Premier is away in the UK on separate Brexit dialogue, but organized a bilateral talk with the Minister with responsibility for OTs, Baroness Anelay, where she spoke mainly on the issue of national security and the need for greater support from the UK.” Astwood said that over the next few weeks, the country will see portions of the PDM’s 12 Point Crime Plan rolled out through policies that Government can initiate. “We have already begun to make representation in the National Security Council and will hold meetings for a pointed dialogue as promised (through a Task Force) in the Throne Speech. Whilst we will and have called on the Police to play their role
more forcefully, in order to effectively reduce crime, we also need the help and cooperation of you, the residents of our country. We need parents and guardians to set curfews for the minors that reside in your homes. We need you to be knowledgeable of their activities, the persons they associate with, and question the origin of items brought in your homes.” He added: “Crime is not political and for your Government it will remain a top national concern and issue that requires urgent attention. We remain a well sought out tourist destination and we are committed to ensuring that our country is safe for all our residents and tourists alike. We are all in this together and we must do our part to maintain law and order.” Anglican Bishop Laish Boyd also stressed the need for the British Government to give more assistance with national security, resources and training for the police and prison officers, better resources to detect illegal boats which bring illegal immigrants, poachers and guns.
New Deputy Commissioner of Police: Mr. Trevor Botting Following the resignation of the current Deputy Commissioner Mr. Callaghan effective March 2017, a significant number of persons applied for the position in response to the internationally advertised position. A shortlist of six persons was agreed and interviews held in early February. As a result, the panel unanimously agreed to recommend Mr. Trevor Botting to His Excellency the Governor as the best candidate for the post. Mr. Botting, who is the current Chief of Police in St Helena has accepted the position and is due to arrive in TCI in early May. Trevor Botting, currently Chief of Police for the British Overseas Territory of St Helena, Ascension, and Tristan Da Cunha has over 34
years of policing experience both in the UK, with Sussex Police, and in his current role overseas. Trevor has significant experience as a Strategic and Tactical Police Commander, his last role in the UK being focused on Crime and Operations, leading 500 staff in dealing with all aspects of crime, operations, and response to calls from the community. Trevor has also worked in Neighbourhood Policing, working as a local District Commander. Trevor has also lead the Force Firearms Operations and Training Teams and the Force Dog Unit, working at a National level in the development of Police Dogs across the UK. Trevor also has experience of airport policing and disaster management when he was the Police
Commander for Gatwick Airport, the busiest single runway airport in the world. Trevor also had responsibility for Immigration, HM Prison, Fire and Rescue, Sea Rescue, Disaster Management and Search and Rescue. During his time on St Helena he has developed and reformed policing and his other business areas through introducing Neighbourhood Policing, a Code of Ethics, developing multiagency working in relation to Disaster Management and developed a brand new Sea Rescue Service for the Island. The FortisTCI Youth League will begin on March 4, 2017, and last through early June, at which time teams will compete for the coveted FortisTCI Cup. There will be 22 teams in the league, children ages 13 and under, consisting of an estimated 282 participants. There will be eight boy and eight girl teams for the U11 and U9 divisions, and six U13 co-ed teams. The TCIFA was founded in 1996 and became a member of the Fédération Internationale de Football Association (FIFA) in 1998. The non-for-profit focuses on football development throughout the Turks and Caicos Islands and is led today
by Sonia Bien-Aime, the Association’s first female President elected in 2014. Ms. Bien-Aime has also been a FIFA council member since 2013. Speaking about the new league, Ms. Bien-Aime said, “The TCIFA is excited to be partners with FortisTCI on this new Youth League. We recognize that the growth and development of football in TCI has its genesis in our grassroots and youth programs. It is on this infrastructure that we build towards our national teams, and as such, we eagerly embrace this sponsorship by one of the leaders in our corporate community. Four Sergeants promoted to Inspectors of Police Four Sergeants were promoted to the rank of Inspector and nine (9) officers received certificates of commendation for their outstanding performance in the handling of their duties, during the Commissioner’s Parade held on February 8th, 2017. The Sergeants sat and successfully passed the Police Inspectors exam on Monday 12th December 2016. This was the first promotions exam conducted within the Royal Turks and Caicos Islands Police Force since 2008. Hon. Royal Robinson asked to withdraw remarks in House in Assembly By Todeline Defralien Hon. Royal Robinson, the Appointed Member for the Opposition Progressive National Party (PNP) was asked to withdraw remarks in the House of Assembly as it relates to the Director of the Department of Environment and Coastal Resources (DECR). Robinson made the offending statements at the first sitting of the second meeting of the first session of the eleventh (11th) legislature of the House of assembly of the Turks and Caicos Islands on Friday February 3rd in Grand Turk. The statements cannot be printed because they were also expunged from the record. After Hon Robinson made the remarks, Attorney General Hon. Rhondalee Brathwaite-Knowles said, “I rise on standing order (60) Mr. Speaker I believe that you have drawn members attention to standing order (59) but Mr. Speaker in standing order (60) says that a member must not refer to the character of conduct of a person except in his/her official or public capacity; and if a member wishes to refer to the character or conduct of a person in his/her official
or public capacity, the member must deliver to the Speaker written notice of the proposed reference. The notice must set out the facts on which the reference will be based and must be signed by the member giving it.” She added: “Mr. Speaker, I rise because this here is the beginning/ the commencement of this new term and this issue arose in the previous term and was dealt with to the benefit of all the members. The members of the public service are not members of this Honorable House and have no standing here. The members of this Honorable House have a very high platform from which to speak and also they have privilege under the rules of the House and with that level of privilege Mr. Speaker comes a very great level of responsibility. So if the members of the public service and the conduct of their work are criticized in a way here where you are not satisfied Mr. Speaker that there’s a basis for that criticism and the rules are not followed in accordance with these standing orders, then it puts them in a very unenviable and disadvantaged position.” Knowles said that the members in the Honorable House ought to bear this in mind when they
are debating matters in the Honorable House. She added: “As the member of cabinet appointed to deal with any matter relating to the public service in this Honorable House I feel incumbent to raise that issue with you Mr. Speaker, but also as the Legal Adviser to the House to draw to your attention that the standing orders
require members to exercise caution in this regard to follow this process. On that basis Mr. Speaker I would ask you to ask the Honorable Member to withdraw his comment and ask further that those comments be expunge from the record.” The Speaker, Hon. Dwayne Taylor, thanked Hon. Knowles for her observation made in the House. Hall said: “It is with the reference of standing order (60) and I would ask that the Honorable Opposition member that he withdraws such a statement and I would ask that it also be expunged from the records of this House. Further I would like for members to please be very mindful of the conduct and confine yourself to the rules of debate in manner of making speeches and speaking in this Honorable House.” Taylor noted that the level of expectancy in terms of your responsibility to govern yourself is at a very high level indeed, not just by this Honorable House but also to members of the public. JOB DESCRIPTION OF ASSISTANT GROUNDS ATTENDANT The Turks and Caicos Islands Football association (TCIFA) is looking to recruit an Assistant Grounds Attendant on a full time basis. The successful candidate will be responsible for the delivery of grounds maintenance, associated services and processes that supports the operation, and ensuring the highest standards of safety, building, landscaping and grounds maintenance for the TCIFA’s employees and customers.
Responsibilities:
•To deliver quality grounds and minor building maintenance services to the highest standard, in line with TCIFA policies, legislative, environmental and certifying authorities’ compliance and best practice. •When dealing with customers, clients, support staff and members of the public, maintain high standards of customer care in relation to the quality and progressive image of the TCIFA. •At all times adhere to high standards in relation to Health and Safety. •Prepare the playing surface to a high standard, undertaking all duties to ensure the best possible playing surface. •Under the instructions of the Head Grounds Attendant, to be responsible for allocated ground maintenance tasks from start to completion including scoping the task, pricing and ordering materials, liaising with the customer, undertaking the work personally or coordinating and supervising others to ensure its timely completion. •Take action as is necessary, under the supervision of the Head Grounds Attendant where inclement weather or other factors are predicted to ensure that games go ahead. This may involve action in relation to public areas to ensure safety. •Ensure that the field and facilities are prepared correctly for fixtures and other events, while supporting match day operations. •Ensure that all machinery are maintained to a safe and adequate standard. No maintenance of machinery should be carried out by employees where this may result in a significant risk to health and safety. •Maintain the areas around the ground including hedges and car park ensuring safety for the public and good cosmetic appearance. This includes maintaining planting programme and soft landscaping. •Maintain all the pitches to a high standard ensuring the surface is usable, safe and prepared for the playing of football •Undertake general maintenance tasks in relation to the playing surface and surrounding areas. •Undertake general maintenance tasks within the buildings and offices. •To ensure that all projects you are involved with are managed to the highest standards, working where required with sub-contractors and that the quality of site provision meets the needs of TCIFA’s employees and customers.
Qualifications:
•A minimum of 2 years’ experience with sports turf or horticultural background would be an advantage, but are not essential. •A strong sense of responsibility with good communication skills is required. •Willingness to work outdoors and in all weathers •Ability to work as a team member •Must possess a ‘can do’ attitude. •Must have a flexible approach to meet the nature and demands of the TCIFA business.
The Assistant Grounds Attendant will be required to work approximately 44 hours per week under the supervision of the Head Grounds Attendant. In addition, you will also be required to work outside normal office hours in the evening and weekends for match days and other TCIFA events and have a flexible attitude.

Heated Chamber of Commerce meeting on crime By Todeline Defralien Several concerned residents and members of the Chamber of Commerce came out to express their concerns about the crime situation in the Turks and Caicos Islands. The meeting was held at the Gustavas Lightbourne Sports Complex on Tuesday February 7th, 2017. There were some very strong comments from several attendees at the Gus Lightbourne Auditorium and afterward there was a signed petition that was addressed to Governor John Freeman. Kyle Smith president of Chamber of Commerce said, “What we are doing is we are trying to build strength in numbers and that is why this is not being signed by myself, it’s not being signed by the Hotel and Tourism Association of the Leader of the Young Corporate Alliance. This is being signed by all of us and if the Government or the Governor doesn’t respect the fact that this is an urgent need by us than there will be actions

that will be taken on more individual basis.” Smith added: “We are still trying to be mature about this and take advantage of an opportunity that we’re being one unified voice. Man charged with causing death by dangerous driving On Tuesday 7th February 2017, Traffic Officers of the Royal Turks and Caicos Islands Police Force formally charged and cautioned 38-year-old Jermaine Missick of Long Bay with the offence of causing death by dangerous driving. He is presently on $20,000 bail and is to appear to the Magistrate’s Court on Tuesday

Rachel Phillips faces jail time for contempt of court by Hayden Boyce Publisher & Editor-in-Chief Rachel Phillips, the wife of Hon. John Phillips, the Governor’s Appointed Member in the House of Assembly, is facing jail time for contempt of court. In August, 2013, Chief Justice Margaret Ramsay-Hale ordered Phillips to pay businessman John “Brother Will” Williams, $32,795 with interest at a rate of six percent per year from August 1st, 2010. The judgment against Phillips was a result of a court case in which she was found liable for damages to a house in Lower Bight that she had rented from Williams for a daycare, but which she failed to restore to its original state after making significant changes to the property. Phillips appealed the Chief Justice’s decision but she lost the case in the Court of Appeal. Since then, she has refused to pay the money to Williams, despite the court order and repeated efforts from his lawyers. In July 2015, Mr. Justice Shuster made an order giving Williams liberty to serve a summons on Rachel’s husband John Williams, his attorney Martin Green, and if necessary, in the local newspapers, in order to bring the summons for examination of a judgment debtor, to the notice of Rachel Phillips. Commentary on Social Media can impact prosecution of an offender in several ways.” He added: “Jury bias is one way, that is where a crime goes to trial with a Jury, the legal team (lawyers who also frequents social media) representing the alleged offender may claim that the jury (entire or individually) is biased to the influence of social media in

Police investigating burglaries Police are investigating a number of burglaries. Around 10 a.m. on Sunday, February 5th, police responded to a home in the Leeward Gates area where a man told officers that when he returned home, he realized a number of items were stolen, including three iPads, one Samsung Galaxy, a black and navy blue suitcase along with clothing, passport, backpack, Kindle tablet, Cash, credit cards, prescription sunglasses and television.

A man said he left his house around 6 pm the day before and upon his return, he noticed a number of items had been stolen. Court of Appeal president calls for better recording of judge summations by Hayden Boyce Publisher & Editor-in-Chief President of the Turks and Caicos Islands Court of Appeal, Mr. Justice Elliott Mottley, QC, has called for better methods and systems of High Court judges in this country recording and documenting their summations. Judge Mottley made the comments during the appeal of Oswald Wilson who was convicted by a jury and sentenced by Madame Justice Joan Joyner to five years for a sexual offence involving a young female in South Caicos. Mottley noted that one of the issues in the case was that a witness for the prosecution said that the virtual complainant had, on many occasions admitted telling lies, therefore one of the issues in the case is whether or not she was speaking the truth. He then asked if there was anything in the records that says that Judge Joyner told the jury that defence witnesses must be “treated in the same way and given the same test as prosecution witnesses, no less or no more”. Director of Public Prosecutions (DPP) Jillian Williams started to say that it is her understanding that this particular trial judge (Joyner) normally does things a certain way. Mottley replied: “I don’t care what she does normally. I’m only concerned about what she did in this case. What the judge does normally may be good for her, but not necessarily in the interest of justice and it has to stop. I trust that going forward there will be better notes and better methods of recording summations, because to me this is nothing more than an aide memoir to the judge, and that is not what the law requires.” The DPP said that if ones goes through the sequence of the summation it would be seen where the judge gave certain directions on the evidence. However, Mottley said that a “mere recitation of the evidence is not sufficient”. He added: “It’s not sufficient
to say that one witness said this and another witness said that. At the end of it, it can’t be sufficient merely to tell the jury that the prosecution said that they were all getting together to smear the character and the testimony.” Madame Justice Paula-Mae Weekes noted that that there is sterile good character direction, then on another page there is simply a note that says Mr. John Malcolm said Mr. Wilson is a deacon of the church and an upstanding member of society, and that’s the end of it. She added: “The jury is not made to understand that they must put that into the pool of character. What does the jury therefore think, other than that this witness came and said that. How are they assisted with what is the importance and relevance of that to their task and to the issues in the case?” The DPP said she understood what Judge Weekes was saying, but noted that the fact of the matter is that this is all the material the jury had before them in terms of the judge’s summing up. Judge Mottley then said that this was a case that required good character directions, so the jury needed to be directed properly. “As judges, we have to make sure that persons who are sent to prison are sent to orison properly under the law,” President Mottley stressed. The DPP maintained that a character direction was given by Judge Joyner, but added that there may have been deficiencies in it. “It is true to say that the learned trial judge didn’t meet or deal with the evidence of the deacon to the god character direction,” the DPP said. Judge Weekes said: “Well, we don’t know and that’s a guess we can’t take. We can’t be left to guess. What does that do in the context of a good character direction? That’s why we have to understand that this is something that is going to weigh in the balance when we decide whether or not we are going to accept his credibility.

Or else the law would never require that the judge brings the issues.” DPP Wiliams argued that had the judge relayed the deacon’s evidence to the good character directions, it would not have made much of a difference in the case. She said the issues in the case were primarily of credibility. She said the jury had a choice between the prosecution’s witnesses and the defence witnesses, adding that issues as to the virtual complainant lying, mainly came on the defence’s case except for an issue to do with an Oreo cookie and where the victim admitted that she would have lied on occasions. The DPP said the trial judge rightly exercised her discretion in not giving the corroboration warning because the crux of this matter was one of credibility. Madame Justice Weekes stated: “The corroboration warning deals squarely with credibility. That’s why it exists, because sometimes virtual complainants in sexual offences cases would lie for many reasons and sometimes for no reasons at all. So the whole purport of the direction on corroboration was to go to credibility. This is a credibility case.” Mr. Justice Mottley said there was evidence that the virtual
complainant admitted that she did not always tell the truth, therefore that had to be tested and the jury should have been warned that in those circumstances and with that background, they must be careful before they convict. The DPP argued that was a “contest” between the prosecution’s case and the defence’s case She said: “Once the jury would have accepted the defence case that the virtual complainant would have lied about the defendant committing the assault, that certainly would have created a reasonable doubt and those were matters going towards credibility and the fact that they said something that was in stark contrast to what she said, did not make it necessary for a warning to be given. It was obvious from the jury’s verdict that they accepted the prosecution’s case. President Mottley responded: “It may very well be true that they accepted the prosecution’s case, but probably because they were not given the warning. That’s the very point. It may very well have been different had they been warned of the dangers of acting on the evidence of the complainant alone. The law says that you need to warn the jury in those circumstances because there was an evidential basis for it because there was a witness who went on the stand and said that she (the victim) had told lies. That is the evidential basis for it. To this, the DPP said: “A witness for the defence? Judge Mottley replied. “Don’t care! Are you trying to say that you don’t believe a witness because it’s a defence witness?” The DDP replied: “No, My Lord. I’m saying it was an issue of credibility.” Mottley said that in treating witnesses for the defence, the jury should have been warned that you treat them in the same manner and give them the same weight as you would give to prosecution witnesses. The Court of Appeal will give its decision on February 21, 2017.
Immigration Officer wounded Officers of the Royal Turks and Caicos Islands Police Force are investigating a report of wounding that was made on Tuesday 7th February 2017 by an Immigration Officer of Blue Hills, Providenciales. Around 5:47 pm, officers were dispatched to the Bay Road area where the 37-year-old victim was met.
He told officers that upon arrival at home, he saw three men in his yard speaking Creole and pointing fingers at him. He approached the males to enquire about their gestures, and as a result, an argument ensued. The complainant identified himself as an Immigration Officer and asked to see their legal status in the country. The males then attacked
him by beating him about the body and head. One of the accused was arrested by officers on suspicion of wounding. The victim and the suspect were taken to the Cheshire Hall Medical Centre for injuries sustained, treated and later discharged. Investigations are ongoing into this matter.

New requirement for passport holders to sign TCI passports upon receipt In keeping with the transition of printing Turks and Caicos passports to the United Kingdom which commenced in July, 2015, the Passport Office, within the Registration and Citizenship Department, Ministry of Border Control and Employment hereby inform all passport applicants that effective January 28,
2017 all passports returning will no longer have the electronic signature placed within it. The pledge was originally made during TCI Hospital’s anniversary celebration last year. World Wetlands Day 2017: A Great Success! The Turks and Caicos Islands hosted a very successful World Wetlands Day! everal concerned residents and members of the Chamber of Commerce came out to express their concerns about the crime situation in the Turks and Caicos Islands. The meeting was held at the Gustavas Lightbourne Sports Complex on Tuesday February

Jamaica Prime Minister declares zero tolerance against crime
KINGSTON, Jamaica – Prime Minister Andrew Holness has instructed security officials to take a zero tolerance approach in the fight against crime and violence. The announcement was made at a press conference called on Wednesday following a special meeting of the Cabinet. The Prime Minister, in outlining his government’s plan to address issues such as domestic violence, sexual abuse and the sexual grooming of minors, suggested that the national has been brought to its knees with crime. “The police when called to a scene, have now been
given a policy directive that the aggressor as determined in the discretion of the police will be the condition of the bail after detention will specify that they must get counseling or have a discussion about the use of violence in domestic issues, intimate issues or in grooming.” He also called on the police to take a zero tolerance approach to Child Pornography. St. Vincent bans Styrofoam products KINGSTOWN, St. Vincent – The St. Vincent and the Grenadines government has announced a ban on the importation of Styrofoam products. Cayman Islands has best run economy in Caribbean, says RBC economist
The Cayman Islands has the best managed economy in the Caribbean region, according to RBC Group economist Marla Dukharan. The fact that Cayman generated growth while at the same time having fiscal surpluses is unheard of in the region and the Cayman Islands government had done a “fantastic job,” she said, speaking at the Cayman Economic Outlook conference last week. “This is the best run economy in the entire Caribbean,” she said. “You should have a conference here and invite all the ministers of finance from around the Caribbean and tell them how to run a country because there is a lot they can learn.” One of the reasons for Cayman’s comparative success is that government spending, practiced by the rest of the region, rarely works, she said, because 80 to 90 percent of what governments spend leaks out in the form of imports. “So when our governments spend, it does not support our economies. It supports the economy of China and the U.S. and whoever else we import from.” Many Caribbean countries therefore have high levels of debt but not the desired increase in economic growth. In Cayman, employment has increased and resulted in the lowest

The Bahamas Tourism Minister Obie Wilchcombe The Bahamas Tourism Minister Obie Wilchcombe said it is time for the government to stop “investing money” into Bahamas Junkanoo Carnival and “hand over” the yearly celebration to a “private entity”. Speaking with reporters outside the House of Assembly, Mr Wilchcombe said the government will spend “considerably less” on Junkanoo Carnival this year but if he had it his way “we would not have to spend anything at all”. However, Minister of State for Finance Michael Halkitis told The Tribune that the government has budgeted $5m for this year’s event. For the inaugural festival, the government spent $11.3m, going over its initial budget of $9m, with the total cost of the first carnival $12.9m, with the rest covered by sponsors. Last year, the total cost was $9.8m with a government subsidy of $8.1m. Since its roll out in 2015, Bahamas Junkanoo Carnival has faced backlash from critics
about the amount spent on the festival compared to the financial return. Some have also accused the government of adopting other countries’ culture, instead of investing more funding into the Bahamas’ premier cultural event, Junkanoo. Mr Wilchcombe said the government has proved over the past two years that carnival does have traction and can have a “major financial contribution” to the Bahamian economy. He said it is time for the government to “pass it on”. He also said Junkanoo Carnival will not be cancelled because of the impending general election. “The country does not stop right before elections, that is ridiculous. I would like to see it move more into the private sector now, government has done what it could do, it has established it, its has proved that it does have marketability so allow now for the private sector to come in and purchase the franchise,” Mr Wilchcombe said. “We will spend considerably less (this year). I
am operating on the premise that we don’t have to spend anything. I am operating on the premise that the private sector will take it over and pay the government a franchise fee. We will own the franchise but certain standards must be maintained but allow for it to be run by the private sector. We should not be doing it, we started it, we invested it, now it’s time for us to hand it over and we get a franchise fee, but the private sector should take it over.” Mr Wilchcombe said the money the government has spent in the past can now be used for “the refurbishment of the Dundas (Performing Arts Centre), the refurbishment of the National Centre for the Performing Arts and creating new programmes that will assist the arts.” The government has been highly criticised for hosting the event and not making a profit. Last year, Bahamas National Festival Commission Chairman Paul Major said the festival has never been and will never be about turning a profit on investment, contending that no variation of the event hosted around the world has generated a profit for the host nation. He said the success of the festival must be measured by the thousands of persons that benefit from the event indirectly. Free National Movement Leader Dr Hubert Minnis has previously said that his party will “privatise carnival” and invest the country’s money into Junkanoo and other cultural events if elected in the next general election.
New 5-Star boutique hotel opens in Bermuda HAMILTON, Bermuda – Bermuda’s newest five-star hotel is set to open its doors to its first paying guests next week. The Loren at Pink Beach, a boutique resort on the site of the former Pink Beach Club overlooking the south shore, will celebrate its launch with a party this week before the first guests arrive on February 16, according to developer Stephen King. “This is a great year for Bermuda. We have a new hotel here, the first new hotel in a while and that’s exciting in itself,’ King said. “Every time I used to come to the island, I thought this is what it needs. There are a lot of executives and 30 to 60-year-olds who want to travel and expect this when they go somewhere. This is what they want, and when they arrive on the island it just didn’t exist.” While the finishing touches were still being put in place at the property, King said he was excited to welcome the hotel’s first guests. While he said only 12 rooms will be available next week, many more are expected to come online in the following weeks. “We are experimenting at the moment. We have various friends, family and workers trying out the rooms at the moment to make sure everything works, but the first fee-paying guests arrive on the 16th, which is really exciting.” The hotel’s beach club is set to get a familiar name when it opens — the Pink Beach Club. The hotel opening comes as the island gears up to host sailing’s prestigious America’s Cup in May and June which is expected to bring in thousands of visitors and provide a welcome boost to Bermuda’s struggling economy.

Under the agreement, both organizations will share data and studies with policymakers about the positive impact of the sharing economy in the region; identify ways to make it more inclusive; and broaden the benefits of tourism to non-traditional actors, attract new stakeholders and focus on providing amazing and unique travel and cultural experiences to visitors. Trump border ‘wall’ to cost $21.6 billion, take 3.5 years to build

The report’s estimated price-tag is much higher than a $12-billion figure cited by Trump in his campaign and estimates as high as $15 billion from Republican House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell. The report is expected to be presented to Department of Homeland Security (DHS) Secretary John Kelly in coming days, although the administration will not necessarily take actions it recommends. The plan lays out what it would take to seal the border in three phases of construction of fences and walls covering just over 1,250 miles (2,000 km) by the end of 2020. With 654 miles (1,046 km) of the border already fortified, the new construction would extend almost the length of the entire border. Many cost estimates and timelines have been floated since Trump campaigned on the promise of building a wall. The report seen by Reuters is the work of a group commissioned by Kelly as a final step before moving forward with requesting U.S. taxpayer funds from Congress and getting started on construction. A DHS spokeswoman said the department does “not comment on or confirm the potential existence of pre-decisional, deliberative documents.” A White House spokeswoman said it would be “premature” to comment on a report that has not officially been presented to the president. The report said the first phase would be the smallest, targeting sections covering 26 miles (42 km) near San Diego, California; El Paso, Texas; and in Texas’s Rio Grande Valley. The report assumes DHS would get funding from Congress by April or May, giving the department sufficient time to secure contractors and begin construction by September. Trump has said Congress should fund the wall upfront, but that Mexico will reimburse U.S. taxpayers. Mexico has said it will not pay. Bernstein Research, an investment research group that tracks material costs, has said that uncertainties around the project could drive its cost up to as much as $25 billion. The second phase of construction proposed in the report would cover 151 miles (242 km) of border in and around the Rio Grande Valley; Laredo, Texas; Tucson, Arizona; El Paso, Texas and Big Bend, Texas. The third phase would cover an unspecified 1,080 miles (1,728 km), essentially sealing off the entire U.S.-Mexico border. The first phase, estimated to cost only $360 million, could be a relatively easy way for Trump to satisfy supporters eager to see him make good on his campaign promises to limit illegal migration. But the rest of the construction will be markedly more expensive, covering a much larger stretch of land, much of it privately owned or inaccessible by road.

Amnesty says Syria executes, tortures thousands at prison; government denies
Syria’s President Bashar al-Assad speaks during an interview with NBC News in this handout BEIRUT/GENEVA The Syrian government executed up to 13,000 prisoners in mass hangings and carried out systematic torture at a military jail near Damascus, rights watchdog Amnesty International said on Tuesday. The Syrian Justice Ministry denied the Amnesty report, calling it completely “devoid of truth”, Syrian state news agency SANA reported late on Tuesday. Amnesty said the executions took place between 2011 and 2015, but were probably still being carried out and amounted to war crimes. It called for a further investigation by the United Nations, which produced a report last year with similar accusations also based on extensive witness testimonies. Syria’s government and President Bashar al-Assad have rejected similar reports in the past of torture and extrajudicial killings in a war that has claimed hundreds of thousands of lives. The Amnesty report said an average of 2050 people were hanged each week at the Sednaya military prison north of Damascus. Between 5,000 and 13,000 people were executed at Sednaya in the four years after a popular uprising descended into war, it said. “The victims are overwhelmingly civilians who are thought to oppose the government,” the report said. “Many other detainees at Sednaya Military Prison have been killed after being repeatedly tortured and systematically deprived of food, water, medicine and medical care.” The prisoners, who included former military personnel suspected of disloyalty and people involved in unrest, underwent sham trials before military courts and were sometimes forced to make confessions under torture, Amnesty said. SANA quoted the justice ministry as saying Amnesty’s accusations were not based on real evidence but rather on “personal emotions aimed at achieving known political goals”. The ministry also accused rebel groups fighting to unseat Assad of executing and kidnapping civilians, SANA said. The justice ministry described the report as an attempt at “harming Syria’s reputation on the international stage especially after the victories of the Syrian army”. The army and allied forces drove rebel groups out of Aleppo city in December, in Assad’s most important gain of the nearly six-year-old war. SECRECY The executions were carried out secretly and those killed were buried in mass graves outside the capital, with families not informed of their fate, Amnesty said. The report was based on interviews with 84 witnesses including former guards and officials, detainees, judges and lawyers, as well as experts. It followed a report issued a year ago by the U.N. Commission of Inquiry on Syria, whose war crimes investigators said they had documented a high number of deaths in Sednaya military prison. “Amnesty’s findings are almost completely inline with our ‘Death in Detention’ paper,” Paulo Pinheiro, chairman of the U.N. panel, told Reuters. “We mentioned the executions in Sednaya and have extensive details on the systematic details of the regular ceremonies they have to conduct hangings in front of an audience of public officials. It is one of the clearest instances of a systematic practice that we had and based some of the key findings upon.”

Andrew Puzder, chief executive officer of CKE Restaurants Inc, is one of several Trump nominees who face strong opposition from Senate Democrats and progressive groups. In a statement late on Monday, Puzder said he and his wife had employed a housekeeper for a few years without being aware that she was not legally permitted to work in the United States. “When I learned of her status, we immediately ended her employment and offered her assistance in getting legal status,” he said in the statement. He said he paid back taxes for employing the maid to the U.S. Internal Revenue Service and to California. The statement was first reported by the Huffington Post. Afghan diplomat shot dead at consulate in Karachi, Pakistan An Afghan diplomat was shot dead on Monday by a guard at the Afghan consulate in Pakistan’s southern city of Karachi in a personal dispute, officials said. The consulate’s third secretary was killed by the consulate guard, also an Afghan national, who had been arrested, police official Saqib Ismail told Reuters. “The guard used his automatic weapon, firing multiple bullets,” Ismail said. Apple is expected to release three new iPhones next fall — one premium model with a better screen using “OLED” technology, and two more iterative improvements to the current iPhone 7 and iPhone 7 Plus. All three will have glass casing and wireless charging, according to Kuo’s note seen by Business Insider. Apple may be concerned that the new iPhones may overheat more than older phones, according to the research. Glass casing and wireless charging are “unfavorable to thermal system operation,” says Kuo. That sheet, and other tech changes, could raise the price that Apple pays for the 3D Touch module for the new OLED iPhone as much as 50%. The research note distributed to clients focuses on some of the parts that Apple buys from suppliers to make its screens and features like 3D touch work. “We believe OLED iPhone will provide a better 3D touch user experience on the back of the new design,” Kuo writes. Because of this, Kuo advises clients to expect shares of Apple suppliers General Interface Solution and TPK Holding Company to outperform. The cost of cutting edge parts may be one reason why it’s rumored that the premium OLED iPhone could cost over $1000, according to a recent report.
YouTube stars can live stream from mobile, make money from fans
Alphabet Inc’s YouTube said it was rolling out live streaming from mobile devices for users with more than 10,000 subscribers, adding a feature that will help them make money, as it takes on Facebook Live. YouTube said in a blog post on Tuesday it would roll out the feature to other contributors soon. YouTube also launched Super Chat, allowing users to highlight their messages for a fee. “Super Chat is like paying for that front-row seat in the digital age,” YouTube said. Any fan watching a live stream would be able to purchase chat messages that are highlighted in bright colors and stay pinned to the top of the chat window for up to five hours. Live video is becoming a highly competitive feature on social platforms, with companies

Coca-Cola forecasts drop in 2017 profit amid refranchising

Global volumes of its non-carbonated drinks, which include tea, juices and energy drinks, rose 2 percent in the fourth quarter, while soda volumes fell 2 percent. Costs related to the refranchising of CocaCola’s U.S. bottling operations look to be a more meaningful drag on the company’s full-year profit than analysts were expecting, brokerage Cowen & Co said in a note to clients. The company forecast 2017 adjusted earnings to fall 1-4 percent from $1.91 per share in 2016. Analysts on average were expecting earnings of $1.97, according to Thomson Reuters I/B/E/S. Net income attributable to the company’s shareholders more than halved to $550 million, or 13 cents per share, in the fourth quarter ended Dec. 31, from $1.24 billion, or 28 cents per share, a year earlier. The quarter included a $919 million charge related to the refranchising of its bottling operations. Excluding items, the company earned 37 cents per share, in line with estimates. Net operating revenue fell about 6 percent to $9.41 billion, the seventh straight drop, but beat estimates of $9.13 billion, helped by higher sales of its sodas in North America, its biggest market. Volume sales rose 1 percent in North America, including a 1 percent growth in sales of its carbonated sodas such as Sprite and Fanta. However, global volume sales for the company fell 1 percent in the fourth quarter, hurt by high levels of inflation in certain Latin American countries.

Google debuts one of the best-looking smartwatches we’ve ever seen Google is doubling down on smartwatches. With the launch of Android Wear 2.0, the first major update to Google’s smartwatch operating system in nearly three years, comes two new smartwatches to run the new OS created out of a partnership with LG. The new watches — the LG Watch Sport and the LG Watch Style — are simultaneously pared-down and beefed up, with a design to help facilitate Google’s focus on on-watch messaging, fitness, and the addition of the Google Assistant. The watches go on sale Friday, retailing for $349 and $249, respectively. I tested the LG Watch Style, the slimmer, more stylish alternative to the Sport, a hulking gadget with its own SIM card and advanced fitness tracking capabilities. The Style, available at both Best Buy and the Google Store, is being marketed as a watch for “trendsetters,” a device for daily use that can nearly pass
as a standard timepiece. It’s not yet the perfect smartwatch — if there is such a thing — but it’s a clean, modern, and useful gadget that proves wearables may not be dead after all. A fashionc o n s c i o u s approach The LG Google smartwatch Watch Style is billed as just that: a style-conscious watch designed to be as unobtrusive as possible. The watch is thicker than a standard timepiece, but not overly so. In fact, I was impressed by the amount of computing power contained
in a device that’s less than a halfinch thick. The display is about 1.2 inches in diameter, which I was surprised to learn is actually smaller than the Daniel Wellington watch I wear every day. The Style also comes in three different finishes — silver, titanium, and rose gold — and comes standard with an Italian leather band, although it can be easily swapped out if you prefer a rubberized band. Compared to some of its predecessors — and particularly its companion watch, the Sport — the
Style watch is stylish. It wasn’t overdesigned and Google clearly took into account the types of watches that are gaining popularity in the fashion world: an oversized face, only one side dial, and a variety of metal finishes, including rose gold. The launch of the Style watch appears to be an attempt to cater to both women and those who are wary of smartwatches in general. But it’s actually from a fashion perspective where the Style watch had two shortcomings, though minor ones: I wasn’t impressed by the plastic backing on it, and the Italian leather strap didn’t look as high-end as what I’d expect from a $250 watch. Still, I felt for the most part that the watch cleverly disguised itself as any other piece of jewelry, which is one major advantage it has over the Apple Watch. Men will likely be comfortable with the size and weight of it, while women will find its look more fashion-forward than other smartwatches on the market.

Apple has not revealed the total price tag, but former project managers estimate it at about $5 billion - a figure CEO Tim Cook did not dispute in a 2015 TV interview. Stuart Law named West Indies coach
Former Australian batsman Stuart Law has been appointed as West Indies coach. Law takes over the position that has been lying vacant ever since the West Indies Cricket Board sacked Phil Simmons last September on disciplinary grounds. Law, the WICB said in a media release, will start his new job from February 15 and his contract is for two years. He might have played a solitary Test for Australia, but Law was one of Queensland’s most distinguished cricketers and went on to become a legend for the state in Sheffield Shield competition. Law, 48, has a solid pedigree in coaching. He had brief stints as head coach with Sri Lanka in 2011 and Bangladesh from 2011-12 and has served in various coaching roles with teams from around the world. One of Law’s latest assignments was as head
coach of Khulna Titans in the Bangladesh Premier League. WICB president Dave Cameron was seen watching the BPL to raise curiosity - it is understood he was there to conduct talks with Law. Law is the third Australian to be West Indies’ head coach. Bennett King stepped down after the 2007 World Cup after being in the role for two years. Countryman John Dyson, his successor, too was in the role for two years before the WICB sacked him in August 2009. Curiously Law’s contract ends in February 2019, just three months before the next World Cup in England, which begins May 30 of that year. “His core functions will include improved team results while providing leadership to players and team management,” the WICB release said. Law would be the first to admit it is no doubt an onerous task. They might be
