Court of Appeal decision validates procedure used by PNP in 12-storey saga, says Opposition From the Progressive National Party (PNP) The Appellate Court of the Turks and Caicos Islands on February 21, 2017 issued its long anticipated Judgement in the matter of the Tuscany and Venetial Strata Corporations V Turks and Caicos Government and Dessarolous Group - developers of the proposed five star Ritz Carlton Hotel. In an oral release of the judgement in open court it upheld the decision of the Supreme Court that the former PNP government exercising its perogative, followed the correct procedure in changing the policy to allow the development of 12 storey structures in designated areas of Providenciales. It dismissed the appeal filed by those opposed to the height increase to 12 storeys. The matter was heard in September of 2016, with the Court of Appeal

12-Storey appeal dismissed The Court of Appeal has dismissed an appeal brought by two hotel developments, Tuscany Strata Corp. and The Venetian Strata Corp., that are opposed to the 12-storey development in the Turks and Caicos Islands. The judges, Mr. Justice Elliott Mottley (president), Mr. Justice Humphrey Stollmeyer and Madame Justice Paula Ma Weekes, said they will give their written judgment in about two weeks. In July 2016, Chief Justice Margaret Ramsay-Hale dismissed the judicial review into Government’s decision to raise the building height and density in the Turks and Caicos Islands. She stated then: “It is clear from the Premier’s evidence that TCIG has considered that the potential impact of the 12 storey developments on the environment can be mitigated by imposing particular planning standards and requiring rigorous environmental impact assessment before any development is permitted. Although Ms. (Kathleen) Wood states that she cannot see how an informed opinion on adverse environmental impacts could be reached without a strategic environmental assessment, I do not accept the proposition that because no such assessment was undertaken, that TCIG failed to discharge the duty imposed on it by section 18 of the Constitution. The test is not whether the TCIG or the Premier got it right when it determined that the question of the impact of such developments on the environment would be considered at the stage when planning approval is sought. The test is whether they understood the Constitutional objectives of fostering and protecting the environment and took those objectives into account and it is plain from the evidence that they did.” In late December 2015 the Physical Planning Ordinance was amended by the Legislative Assembly to provide, that where no development plan has been approved the Governor may make regulations as to planning standards, including setting the building height, density etc. Pursuant to this section and after a period of consultation His Excellency the Governor issued a Notice amending the Development Manuel. The amendment allowed, amongst other
things, for the construction of 12 storey apartments, condominiums and hotels. The applicants seek Judicial Review of the Governor’s decision to so amend. The consultation process to change the building heights commenced in 2014; with public consultations occurring in 2015 and 2016. While it is right to say that the public had no information about how the 12 storey developments might affect the environment or on what evidence the Government relied to say that a policy which permitted building heights of 12 storeys would be economically favourable. The Chief Justice said from she was satisfied, on the evidence in front of her, that the public had sufficient information about the proposal and the reasons it was under positive consideration to make an intelligent response. She added: “The application of the duty of fairness is intensely case-sensitive. The fact is that ours is a very small community where information is rapidly disseminated. The consultation period in the present case, was, in my judgment, sufficient time for the public to respond to the proposal. Indeed, the Applicants were, despite their protests, able to make both oral and written submissions in the time allotted in which they restated their complaints about the shortcomings of the consultation process, including the lack of any documents relating to the proposals, and their belief that a development plan should be prepared before any changes were made to the built environment of Provo.” She continued: “I do not accept that the Turks and Caicos Island Government’s failure to disclose the KPMG report or any advice it had been given undermines the consultation process. It is not required that the proposals be put into writing, neither did the Government err by failing to tell consultees that, by promoting the development of more 7 storey developments or increasing building heights to something less than 12 storeys, the Government could also achieve its stated objective. None of the alternatives referred to by the applicants have been excluded by the Government. No doubt 7 storey developments will continue and no guarantee has been given by

Police investigate death of Ensley Rolle
Detectives of the Royal Turks and Caicos Islands Police Force are continuing their queries to determine the circumstances that lead to the death of 29-year-old Ensley Rolle, who died in the Kew Town area of Providenciales, on Wednesday, February 22, 2017. Police spokesman Kevin Clarke said that around 3:40 a.m. that day, police and emergency services were dispatched to an area in Norway Kew Town, after a report was made that a man was caught inside of a home. Upon arrival, officers met the complainant who stated while he was asleep, Rolle entered his home and upon
confronting him, an altercation ensued. Rolle was reportedly stabbed and was later pronounced dead by a doctor. The SUN understands that police are questioning a native of the Philippines in connection with the incident. Clarke said the Police are aware of several videos and photos of the deceased circulating on social media and asked individuals to respect the privacy and grief of the deceased person’s relatives and friends. In the video, Rolle was seen on the ground bare-backed and wriggling, while several persons watched and

Ensley Rolle conversed. “Please desist from circulating these images,” Clarke said, adding that a number of persons are still assisting police with the investigation.
Firearm related offences in Blue Hills
Police are investigating two firearms related reports that occurred between Saturday 18th and Sunday 19th February 2017 in the area of Blue Hills Providenciales. Around 10:50 p.m., police responded to an aggravated burglary report at a home on the Millennium Highway, where the victim told police that she heard someone knocking on her front door, and upon opening it, four masked men rushed and entered the home and demanded money, jewelry and cellphones. The
culprits got away with a number of items including a large undisclosed amount of cash. No one was injured during this incident. Another report was made at 12:21 a.m. the following morning. Police went to the Bay Road area where the complainant told officers that a male was shot in the ear by a masked man. The victim told officers that he was in his home when he heard his female neighbor screaming. He ran outside to see what was happening
and came face-to-face with three masked gun men who fired shots at him. He received a gun-shot wound to the right ear. The neighbor was seen and told officers that she came outside and saw a number of men in the corridor with guns in their possession. She screamed and ran back into her home. The man was taken to the hospital where he was treated and discharged. Investigations are ongoing.

Reminder of strict airport parking policy Due to a resurgence in unlawful parking the Turks and Caicos Islands Airport Authority (TCIAA) wishes to remind the general public that a strict policy of towing vehicles that participate in curbside parking, obstruction of roadways and vehicles that park illegally whilst on airport property remain in full effect. Lavern Skippings Reynolds, TCIAA’s Terminal & Marketing Manager, said that in an effort to meet and maintain international airport landside security standards, the TCIAA must address unauthorized parking. “This established policy assists in alleviating traffic congestion and enhance
public safety for all that pass through Providenciales International Airport. All patrons are asked to park in the designated parking lot to avoid sanctions,” she said in a press statement. “Providenciales International Airport is indeed private property and may cause to be towed, any vehicle abandoned, parked in an unlawful or unsafe manner at no expense to the Authority. TCIAA retains the right to decide whether clamping, towing or criminal prosecution may be levied on serious infringements.” Skippings-Reynolds said strict measures will be enforced
at the entrance road to Rubis TCI and continue throughout the airport property leading to the west. She said the front of the terminal shall be used for the purpose of pick up and drop off zones ONLY. “Vehicle towing will be carried out by Premier Towing Services owned and managed by Mr Sean Selver as laid out in the Road Traffic Ordinance and as authorized by the Royal Turks and Caicos Islands Police Force. Reports of gunshots in Leeward Palms Reports of gunshots in Leeward Palms. Police Units were dispatched to the Leeward Palms area of Providenciales after reports of gunshots were heard at 11:11am on Friday 17th February 2017. Upon arrival at
location, a number of persons were interviewed by officers and confirmed that they heard noise that sounded like gunshots, but were unable to give exact location. Further checks were carried out but were unsuccessful.

Beaches promoting careers in tourism Nearly 600 students took part in the 2nd annual Career Day extravaganza at Enid Capron Primary, an event that gives local students a chance to explore the facets of different jobs that are available in the tourism industry. Recognizing the immediate needs, Beaches Turks and Caicos Resort and Spa partnered with the Sandals Foundation sponsored primary school for a second year to promote careers in tourism and hospitality during career day at the Felix Morley Community Center on Thursday, February 9, 2017. Eleven team members from the Beaches Resort participated in the ECPS career day where they showcased careers in Housekeeping, Culinary Arts and Public Relations with the students learning skills such as table setting and pastry decorations. Students received practical knowledge on the diverse career options available to them in the tourism sector- the country’s largest and fastest growing industry. Monique Graham, assistant training and development manager who spearheaded the training exercise
said; “The opportunity to introduce our young minds to the hospitality industry is an investment to the islands of the Turks and Caicos as the hospitality mecca of the Caribbean. It ensures that our industry and island remain in demand for years to come. Students being exposed to the diverse career options of the industry serve as a stepping stone for future TCI hoteliers.” Colin Watson, executive chef for Beaches Turks and Caicos who was accompanied by assistant trainers Fancy Valmir and Berline Gervais, described the career day as an effective avenue to train future hospitality workers, evidenced by several former students who have gone on to hold successful careers in hospitality including Valmir and Gervais who are both trained through the Beaches Internship Programme. Watson said; “The number one industry in the Turks and Caicos is hospitality so it’s important that from an early age we groom the kids in a direction that they will naturally want to become hoteliers. The earlier we get them; it lets them see the different employment opportunities at an early age.”
The Turks and Caicos Islands continues on a positive trajectory being one of the fastest growing tourism destinations in the Caribbean. With the island recently boasting of a 17.5% increase in arrivals over the past year, it is becoming increasingly important to ensure that Turks and Caicos Islanders are trained and well-equipped to take on this sector. A recent Caribbean Tourism Organization report said that the
Caribbean had 29 million travelers in 2016, a 4.2% increase in travelers compared to previous years. The increase shows that there is and will continue to be a great need for hospitality workers. With the hotel currently short of 200 employees, Beaches TCI hopes to garner interest in the hospitality industry at an early age to give our islands an early advantage.

New Deputy Registrar of Lands
Ms. Toni Ann Foster has been appointed as the new Deputy Registrar of Lands in the Land Registry by the Deputy Governor effective the February 23rd, 2017. Ms. Foster succeeds former Deputy Registrar Ms. Tresha Ustanny following an open competition for the post. Ms. Foster is an Attorney at Law of the Jamaican Bar for upwards of eight (8) years. She is a graduate of the Norman Manly Law School. While there she was the recipient of the Andrea Gabrielle Lloyd Memorial Prize for student involvement. Ms. Foster holds a Bachelors of Law Degree with Honours from the University of the West Indies. Ms. Foster has also received training from the Management Institute for National Development, Jamaica in
Supervisory Management. She has experience in land registration and conveyancing having worked at Audrey Allen& Co, Attorneys at law as an Associate. She gained considerable experience at the National Land Agency Jamaica as a Legal Officer where she was involved in the review and approval of various types of Land Registry applications and instrumental in the conduct of conveyancing workshops and roadshows. Ms. Brandie Anderson, the Registrar of Lands said she is excited about the appointment of Ms Foster and looks forward to working closely with her to achieving the Land Registry’s mandate. She stated; “Ms Foster’s appointment will increase the technical capability of the Land Registry and contribute to its
continued positive development.” Ms. Foster’s primary role at the Land Registry is to assist the Registrar of Lands to: •Increase the level of accuracy in registering interest in the land and thereby create a higher level of confidence and reliance on the registration performance by the Land Registry. •Increase the efficiency of the department so that the Registry’s service standards are consistently met and exceeded. •Enhance the Land Registry’s ability to manage and secure records, many of which are available to the public •Increase the revenue to government among other things.

Clergy addresses Carnival’s bare essentials cruise Statement from Grand Turk Ministerial Fraternal Further to Carnival’s Management Directive to its staff pertaining to its February 10, 2017 Bare Essentials Cruise on Carnival Pride, it was brought to the attention of the Clergy that there were reported incidents of nudity on our beaches, Carnival’s premises and Gibbs Cay, a National Park. Whilst there were previous reports of such occurrences, which were viewed as isolated incidents
and not a planned event, Carnival Management’s Directive raised the concerns of our citizens who expressed dire indignation over the blatant disregard for the Laws of our Land, Christian Faith, Mores, and Godly principles. As guardians of our Faith and Servants of our Almighty and Holy God, we were compelled to address this egregious conduct with our duly elected Government in the absence
of any statements issued by those entrusted with the good governance of our country and the enforcement of the Laws of our land, for the protection of our people and our faith. The Grand Turk Ministerial Fraternal commends the Premier, Hon Sharlene Cartwright Robinson, for her timely response advising that her Government was unaware of such incidents. The Clergy is encouraged and indeed has derived comfort from
her advice that, having conferred with the Attorney General and the Commissioner of Police about the Laws of our country with respect to nudity in public areas, that she will liaise with Carnival’s Management, to ensure they are aware of such laws and that the laws will be fully enforced in this regard, in order to mitigate future occurrences. Representatives from Infrastructure, Housing & Planning make official visit to islands The Minster with responsibility for the Ministry of Infrastructure, Housing and Planning, Hon. Goldray Ewing, along with several members of his team from within his Ministry, recently conducted a familiarization and fact finding mission on the Islands of South, North and Middle Caicos, and Providenciales, to get a first-hand view of government properties and projects in an effort to prioritize, repair and improve, where necessary. During the visits, the team viewed and examined: •Several of the schools throughout the Islands mentioned •All government clinics •Roads on Providenciales, South and North

Late Cancer Patient, Wendy Hayward raised $3,700 for special MRI Music Sound System at Cheshire Hall Medical Centre A fundraiser that was created by a late cancer patient of Turks and Caicos Islands Hospital prior to her passing in April 2016 has raised over US$9,000 for the procurement of a Sound Dock System for the Magnetic resonance imaging (MRI) Room at Cheshire Hall Medical Centre and future performing arts scholarships. Bob Hayward, the husband of late Wendy Hayward accompanied by his daughter and 4-year old granddaughter presented a check of nearly US $3,700 to representatives of Turks and Caicos Islands Hospital on Wednesday, February 22nd 2017. TCI Hospital Chief of Allied Services, Eleanor Hall and Director of Diagnostic Imaging Services, Larry Stout accepted the donation on behalf of the healthcare organization. The remaining funds will go towards the Wendy Hayward Scholarship Fund, managed by the Friends of the Art’s Foundation, a non-profit organization. Wendy’s battle with cancer spanned at least six years, during

Omega-3 and the heart By Dr. Marsha Barnett In recent time, the charge to include sources of omega 3s in our diet has been constantly reiterated in health and fitness magazines. Fish are the primary dietary source of omega-3, particularly fatty fish such as cold water salmon, mackerel and sardines. Some plants and nuts like flaxseed also contain omega-3 fatty acids. Over the past decade or so, the popularity of omega 3 supplements has skyrocketed as the medical world has started to understand the health benefits of these fats. So, can that additional serving of salmon really improve your heart health or even help save your life? How Does It Help? In general, there are two ways in which one dies suddenly from heart disease. A heart attack or an abnormal beating of the heart called an arrhythmia. Most times when a heart attack occurs, the blood flow to muscle in the heart has been sufficiently compromised to cause death to the heart muscle. The process starts with hardening of the vessels and deposit of fats along the inner lining of the arteries. As more fats are deposited and the arteries become inflamed, the likelihood of a clot being formed increases. A heart attack occurs when a clot has been formed in the vessel
that is large enough to cut off the blood supply to a part of the heart or if a piece of the clot becomes dislodged and blocks a smaller vessel as it moves through the arteries. Omega-3s affect almost every aspect of this process, thereby protecting your heart. The fats that circulate in the blood and are deposited in the arteries are called triglycerides. These fats are derived from the food we eat and are also made by the liver. Omega-3 fatty acids decrease the rate at which triglycerides are produced in the liver. In fact, patients taking high doses of omega 3 have been found to have a reduction in their heart attack risk by 25-35%! Since omega-3 fatty acids lower triglyceride levels, they may also increase HDL, the “good” cholesterol that protects against the development of heart disease by removing these fat and cholesterol deposits from the arteries. When fats are deposited in the arteries, the artery walls become hardened. Omega-3s help keep the lining of the arteries smooth and clear of damage by reducing the inflammatory response to deposited fats and preventing substances from accumulating and sticking to the lining of the arteries. They also affect the ability of platelets to clump together and form a clot. Sudden cardiac death is the cause of about half of deaths due to heart disease. About 80% of

According to results from the research reports, over 1,000 entrepreneurs under the COSME Programme who specifically reside in the OCT region have attended and benefited from various workshops and/or activities to strengthen their businesses. COSME programming also targeted government support and policy creation to service the SME business environment. This policy study emphasised the importance and strength an OCT economy can gain when the government creates legislation with SME businesses in mind. Tamara Y. Ebanks, Deputy Chief Officer, Ministry of Financial Services, Commerce & Environment Cayman Islands Government, was very supportive of the study and
welcomed the policy recommendations. The implementation of the Programme will continue for the next 18 months in the OCT regions as approved. These activities continue to support and grow the economies of the OCTs, such as developing island incubators, enhancing the effectiveness of the online incubator CaribConnect.net and offering additional innovation and business management workshops. A show of appreciation and gratitude for the ongoing support and dedication of the COSME Programme was acknowledged in the form of a plaque presented from the island of Turks and Caicos. The COSME Programme was launched on April 1, 2014 on the island of Tortola (BVI). There the parties involved in management of the program met in person and via video conference to start up the Programme. The 41 month programme will disperse $15M Euros to projects benefitting participating Caribbean Territories. The funds were made available by the European Union (EU). COSME is a 54-month programme with the responsibility to disperse 15M Euros to projects benefitting participating Caribbean Territories. The funds were made available by the European Union (EU). Rihanna With the recent certifications of her hits Needed Me, Love On The Brain, Work, Sex With Me and Kiss It Better from her most recent studio album ANTI, Rihanna from Barbados is now officially the best-selling solo recording artist of all time. With updated global sales of 213.2 million certified albums and singles, eight-time Grammy winner Rihanna surpassed rock and roll legend Elvis Presley who sold 211.5 million units. The achievement is even more significant given that Rihanna has released only 12 albums (including eight studio albums, two remix projects and two compilations) and 65 singles, compared to Elvis’ colossal catalogue of 193 albums and 111 singles. Rihanna has also surpassed all groups and bands with one exception – The Beatles. The British supergroup, once thought to be untouchable, has certified sales of 270 million units worldwide and is now easily within the Bajan diva’s sights, since Rihanna typically lands massive certifications for each album released, when coupled with singles. Certifications became more accurate with the advent of Soundscan in the early 90s, and even more so with the dawn of digital sales. Previously, record labels reported inflated figures to media outlets as a marketing gimmick, leading to artistes claiming sales of hundreds of millions of units which can never be accurately proven. With certifications being the only scientific method of sales accounting in the industry, this translates to Rihanna holding several high profile records
at present including: Best Selling Solo Recording Artist of All Time; Best Selling Female Recording Artist of All Time; World’s Best Selling Recording Act of All Time Outside of The United Kingdom; Best Selling Recording Artiste of All Time – Americas; Best Selling Singles Artist; and Best Selling Digital Artist of All Time. Gaga’s “Joanne,” which was released in October, climbed more than 60 spots on the chart to No. 2, with sales of 74,000 units, according to figures from Nielsen SoundScan. Gaga gave a solo performance at the Feb. 5 National Football League Super Bowl championship, singing a medley of hits after flying off the roof of the stadium to the stage while suspended on cables. The football game and halftime performance were watched on television by more than 110 million viewers. Gaga’s set also provided a massive boost for her earlier albums. Active lifestyle linked with healthier blood pressure in African-Americans African-Americans are less likely to develop high blood pressure if they’re physically active throughout the week, according to a new study of people living in Jackson, Mississippi. African-Americans who reported getting the ideal amount of moderate to vigorous physical activity at the start of the study were about 24 percent less likely to have hypertension, or high blood pressure, years later compared to those who weren’t active, researchers found. They write in the journal Hypertension that African-Americans have the highest rate of high blood pressure of any racial or ethnic group in the U.S. The condition is tied to health conditions such as heart attack, stroke and kidney disease, and to premature death. “If you’re African American, your odds of developing hypertension is pretty high,” said lead author Dr. Keith Diaz, of Columbia University Medical Center in New York. “If you’re worried about hypertension or high blood pressure, one of the things you can do to prevent it is physical
activity and exercise.” While physical activity is considered a key tool for preventing poor health, the researchers write that evidence of its effectiveness in preventing high blood pressure among African-Americans was lacking. The 1,311 African-Americans in the study were all participating in the Jackson Heart Study. When they enrolled in the study, none of them had high blood pressure. Their physical activity levels were recorded when they first entered the study between 2000 and 2004, and they were reexamined for high blood pressure between 2005 and 2008 and again between 2009 and 2013. Half the people in the study were tracked by the research team for at least eight years. High blood pressure is typically diagnosed when the top number reaches 140 millimeters of mercury (mmHg) and the bottom number reaches 90 mmHG. The American Heart Association (AHA) recommends people keep their blood pressure below 120/80 mmHg.
About half of the participants were diagnosed with high blood pressure over the course of the study. Compared to people who hadn’t been taking part in physical activities at the start of the study, those who were getting an intermediate amount (less than 150 minutes per week of moderate intensity exercise) were 16 percent less likely to develop high blood pressure later, the researchers found. Those getting 150 minutes per week of moderate intensity exercise or at least 75 minutes of vigorous exercise were 24 percent less likely to have developed high blood pressure than people who didn’t exercise. The most beneficial type of exercise was physical activity from sports and exercise - not from home- or work-related tasks like housekeeping or physical labor. Diaz told Reuters Health that physical activity related to work at home or on the job may not increase heart rates enough or for a long enough period of time to be beneficial. spokesperson for the AHA, said a good suggestion is for people to do something like taking brisk walks to meet the 150 minute minimum. “So it’s 30 minutes most days of the week,” said Schiffrin, who wasn’t involved with the new study but is physician-in-chief at Sir Mortimer B. Davis-Jewish General Hospital in Montreal. Exercise should be used in conjunction with other recommendations, he said, including a healthy diet and low salt intake. “These are not difficult to implement,” said Schiffrin. “Managing time of course is important and more or less difficult for some people, but the benefits are probably huge.” The researchers caution that the study’s findings are limited. For example, participants may have inaccurately reported their amounts of physical activity. Additionally, the findings are drawn from a single population of people in one U.S. community, and their exercise habits were only measured at one point in time.
Researchers find clues to why diet with olive oil is tied lower heart disease risk A traditional Mediterranean diet with added olive oil may be tied to a lower risk of heart disease at least in part because it helps maintain healthy blood flow and clear debris from arteries, a Spanish study suggests. “A Mediterranean diet rich in virgin olive oil improves the function of high-density lipoproteins, HDL, popularly known as `good’ cholesterol,” said lead study author Dr. Alvaro Hernáez of the Hospital del Mar Medical Research Institute in Barcelona. This type of diet typically includes lots of fruits and legumes that are rich in antioxidants as well as plenty of vegetables, whole grains and olive oil. It also tends to favor lean
sources of protein like chicken or fish over red meat, which contains more saturated fat. “Our hypothesis is that these dietary antioxidants may bind to HDL particles and protect them against different kinds of attacks,” Hernáez said by email. “As HDLs are more protected, they can perform their biological functions more efficiently and, therefore, they are able to remove cholesterol from arteries or contribute to the relaxation of blood vessels for longer.” High levels of low density lipoproteins (LDL) or “bad” cholesterol and fats known as triglycerides are associated with an increased risk of heart and blood vessel diseases. HDL,
or “good,” cholesterol is associated with a lower risk because it helps remove excess LDL from the bloodstream. For the current study, Hernáez and colleagues examined data on 296 older adults at risk for cardiovascular disease who were randomly assigned to one of three diets: a Mediterranean diet supplemented with one liter per week (about 34 fluid ounces) of extra virgin olive oil, a Mediterranean diet supplemented with 30 grams (1 oz) of nuts a day, or a low-fat diet. Participants were 66 years old on average, and they were asked to follow their assigned diet for one year. Only the low-fat diet was associated with reduced LDL and total cholesterol levels, researchers report in a paper

Cuba says United States has deported 117 Cuban migrants since policy shift Cuba said on Friday the United States had deported 117 migrants back to the island nation since ending its policy granting automatic residency to almost every Cuban who reached U.S. soil as part of the normalization of relations. Those deported included two people who were returned on Friday on the first flight chartered specifically for the deportation of Cuban migrants since the policy shift, Cuba’s ruling Communist Party newspaper Granma wrote. The earlier deportees were taken back on commercial planes or boat. Former U.S. President Barack Obama repealed the special immigration policy for Cubans days before turning the
White House over to Donald Trump. Cuban authorities had long sought its end, arguing that the promise of U.S. residency was fuelling people-trafficking and encouraging dangerous journeys. The move however dashed the hopes of many who had been hoping to fulfill their American Dream and left hundreds of Cubans seeking a new life stranded halfway on their journey. Since the policy shift, more than 680 Cuban “irregular migrants” have been deported in total from various countries, Granma wrote, including more than 400 from Mexico, 117 from the Bahamas and 39 from the Cayman Islands.
Belizean jurist heading to Caribbean Court of Justice Belmopan, Belize – A former judge of the Eastern Caribbean Court of Appeal, Denys Barrow, is to become a judge at the Trinidad-based Caribbean Court of Justice (CCJ), the region’s highest court. Barrow, who also served as a Court of Appeal judge here, has confirmed his appointment was made by the Regional Judicial and Legal Services Commission. He is likely to take up his new appointment in June and will replace the Trinidad-born Justice Rolston Nelson, who is retiring from the bench. The CCJ has not confirmed
or denied the report regarding Barrow. The CCJ was established in 2001 to replace the Londonbased Privy Council as the region’s final court. It has both an Appellate and Original Jurisdiction and serves as an international Tribunal interpreting the Revised Treaty of Chaguaramas that governs the 15-member regional integration movement. `While most of the CARICOM countries are signatories to the Original Jusridtcion of the Court, only Dominica, Barbados, Guyana and Belize are members of its Appelate Jurisdiction.

Government allocates funds to monitor mangrove rehabilitation
Palisadoes Strip in Kingston KINGSTON, Jamaica – The Government of Jamaica has allocated J$3 million for the continued monitoring of the rehabilitation of mangroves along the Palisadoes Strip in Kingston. Palisadoes is a strip of land between 14km to 16 km long that joins the town of Port Royal to the parish of Kingston and almost encloses the Kingston Harbour. The allocation, which has been made in the 2017/18 Estimates of Expenditure, now before the House of Representatives, will complete works on the Palisadoes shoreline and road project. The overall objective of the project is to protect the integrity and viability of the investments made by the Government of Jamaica in the Palisadoes shoreline work and ensure that citizens have reliable access between home, school, healthcare facilities and work. It also aims to have the corridor less susceptible to flooding, while also protecting the Kingston Harbour from storm surges. The project, which had an original duration of July 2010 to June 2012, was further extended from July 2012 to March 2018. All revetment works, road
construction works, waterline replacement and environmental consultancy are complete. A contract was awarded for the re-vegetation and rehabilitation of the mangroves under the environmental sub-project. The project is funded by the China Exim Bank and the Government of Jamaica In 2009, approximately 700 mangrove seedlings were planted along the Palisadoes Strip by the National Environment and Planning Agency (NEPA) in collaboration with the Port Royal Marine Laboratory of the University of the West Indies. The activity was the second such event done as a part of the activities for International Year of the Reef (IYOR) 2008 in which a total of 1,400 mangrove seedlings and coastal plants were planted along Palisadoes . Mangroves are important for the protection of coral reefs, as they filter out pollutants and trap sediments from land runoffs which could kill the reef. They also act as a nursery for fish that live on the reef, and helps in stablilizing the shoreline and reduces erosion.

Ex-Haitian rebel leader argues case from US jail cell Former Haiti rebel leader and elected senator, Guy Philippe has been arguing his case from a United States jail call. Philippe, 48, who is in a US federal jail in Miami, was arrested last month by the anti-drug trafficking unit of the Haiti National Police in Port-au-Prince, the Haitian capital, and transferred to Miami within hours, where he’ll face trial on drugtrafficking and money laundering charges. In a highly unusual move, Philippe pleaded his innocence, called on supporters to continue demonstrating for his immediate return to Haiti and accused former classmate and Haitian Senate President Youri Latortue of heading the conspiracy leading to his unexpected arrest. The Miami Herald reports that Philippe did it all in a threeminute recording that went viral on the WhatsApp messaging service. “They have absolutely no proof that I am involved in drugs,” Philippe proclaimed in French Creole

Philippe was charged under an indictment that was returned by a US federal grand jury 12 years ago and unsealed last month. According to the indictment,
Philippe is accused of cocaine trafficking and money laundering from 1997 to 2003. He could face up to life in prison if convicted. The US Attorney’s Office also is seeking to recover US$1.5 million in drug profits from him. An ex-member of Haiti’s disbanded armed forces and a former police commissioner, Philippe rose to international prominence 13 years ago this month after leading a caravan of heavily armed militiamen into Port-au-Prince amid a bloody
coup that removed then-President Jean-Bertrand Aristide from power on February 29, 2004. Last November, Philippe was elected to the Haitian Senate to represent the Grand’ Anse region, in southwestern Haiti. He was arrested as part of an undercover operation just days before his swearing in. If Philippe was sworn in as a senator, he would have had immunity from prosecution during his six-year term. Since his arrest, it’s reported that along with supporters he tried unsuccessfully to obtain documents from the Senate to support an immunity claim. It said Philippe’s wife, Natalie, who resides in the US, confirmed it was her husband on the recording. Philippe’s defense lawyer, Zeljka Bozanic, also told the Miami Herald that “it was Guy. The statement that he made, it was obviously his voice.” Philippe’s trial is scheduled for the week of April 3.
Spanish woman gives birth to healthy twins at age of 64 Woman who became first-time mother at 58 conceived again after receiving IVF treatment in the US. A 64-year-old woman has given birth to healthy twins after her second successful pregnancy at an advanced age, a doctor in northern Spain has said. Enrique Martin, medical director at Recoletas hospital, said on Thursday that the babies, delivered by caesarean section on Tuesday, were “perfectly healthy”. The twins are a boy, born weighing 5.3 pounds (2.4kg), and a girl who weighed 4.9 pounds (2.2kg). According to Spanish newspaper Diario de Burgos, their mother had her first child at 58, but her daughter has been in the custody of local authorities since 2014 because she did not attend school and was not properly cared for. The woman became pregnant again after seeking IVF treatment in the US. She is being identified only by her initials, MIA. Martin confirmed that the hospital was
discussing the woman’s ability and resources to take care of the babies with the regional government’s social services. The doctor said he was proud of his team’s achievement in providing an adequate medical response to a “difficult situation”. “She showed up four months’ pregnant at the gates of our hospital and all we could do was face the situation and react,” he said. Laws in Spain do not place limits on the maximum age for assisted reproduction, but the Spanish Fertility Society discourages treatments for women aged over 50. Last year, a 62-year-old doctor who specialises in IVF treatments, from the Spanish city of Lugo, appeared before cameras holding her own third baby in her arms. Lina Alvarez became a symbol for many older women wishing to conceive, but she was also the target of criticism. Critics have also referred to the case of Carmen Bousada, a woman from Cádiz who paid a US fertility clinic to help her become a mother at the

The 13-week semester consisted of online learning, in-class learning at UWISoN and clinical practicum at the Eric Williams Medical Sciences Complex (EWMSC). They focused on building foundational knowledge and skills in general paediatric nursing and specialty knowledge and skills in
paediatric oncology nursing care. The students started Semester 2 on December 5, 2016 with five weeks of online learning. In-class learning began on February 6, 2017, and will be complemented by six weeks of clinical practicum both at EWMSC and at their home institution, culminating with a final twelve-week internship component at their home institutions. The second cohort of students will begin the program in May 2017 and will also include nurses from St. Lucia. Jamaica and China sign multi-million dollar loan agreement KINGSTON, Jamaica – Jamaica has signed a US$326 million loan with China for the construction of a new Southern Coastal Highway Improvement project and the extension of the tolled east-west highway from May Pen, Clarendon to Williamsfield, Manchester. Finance Minister Audley Shaw signed the agreement with the China ExIM Bank’s vice-chairman and president, Liu Liange on Thursday, according to a statement released here. It said the southern coastal highway project is billed at approximately US$384 million, and will allow for the construction of a four-lane highway, which is expected to provide opportunities for employment and economic
development for people in and around St Thomas and St Andrew when it starts. Jamaica will contribute US$57 million to the project. Trump wants to make sure U.S. nuclear arsenal at ‘top of the pack’
President Donald Trump said on Thursday he wants to ensure the U.S. nuclear arsenal is at the “top of the pack,” saying the United States has fallen behind in its weapons capacity. In a Reuters interview, Trump also said China could solve the national security challenge posed by North Korea “very easily if they want to,” ratcheting up pressure on Beijing to exert more influence to rein in Pyongyang’s increasingly bellicose actions. Trump also expressed support for the European Union as a governing body, saying “I’m totally in favor of it,” and for the first time as president expressed a preference for a two-state solution to the Israeli-Palestinian conflict, but said he would be satisfied with whatever makes the two sides happy. Trump also predicted his efforts to pressure NATO allies to pay more for their own defense and ease the burden on the U.S. budget would reap dividends. “They owe a lot of money,” he said. In his first comments about the U.S. nuclear arsenal since taking office on Jan. 20, Trump was asked about a December tweet in which he said the United States must greatly

The new strategic arms limitation treaty, known as New START, between the United States and Russia requires that by February 5, 2018, both countries must limit their arsenals of strategic nuclear weapons to equal levels for 10 years. The treaty permits both countries to have no more than 800 deployed and non-deployed land-based intercontinental and submarine-launched ballistic missile launchers and heavy bombers equipped to carry nuclear weapons, and contains equal limits on other nuclear weapons. Analysts have questioned whether Trump wants to abrogate New START or would begin deploying other warheads. In the interview, Trump called New START “a one-sided deal.” “Just another bad deal that the country made, whether it’s START, whether it’s the Iran deal ... U.S. Secret Service director stepping down U.S. Secret Service Director Joseph Clancy plans to step down next month, the agency said on Tuesday, two years after he took charge of the agency following high-profile security lapses by the service responsible for protecting the president. “Congratulations Dir Clancy on your retirement! The men & women of the @ SecretService are grateful for your 29 years of service & leadership,” the Secret Service said on Twitter. Clancy will leave on March 4, an agency spokesman said. Clancy’s departure means that President Donald Trump will be able to select his own security chief. The Secret Service has almost 7,000 employees and is charged with protecting the president and his family as well as combating counterfeiting.

Seven other North Koreans are wanted in connection with the case, including a diplomat at the embassy in Kuala Lumpur. Malaysia has repeatedly urged the victim’s family to come forward to help with the inquiry, while North Korea has demanded the body be handed over to its embassy directly, sparking tension between the two usually friendly countries. Malaysia’s chemical weapons analysis unit found traces of VX, or S-2 Diisopropylaminoethyl methylphosphonothioate, on swabs taken from the eye and face of the victim, according to police. “Other exhibits are under analysis,” Khalid said in a statement, citing a preliminary report. Police have said the two women were paid to carry out the assault and had been told to wash their hands before fleeing from the airport. They had rehearsed the attack in shopping malls before carrying it out on Kim. One of the women had suffered from the effects of the chemical and had been vomiting, Khalid said. Airport camera footage released on Monday by Japanese broadcaster Fuji TV shows the moment they assaulted Kim Jong Nam. In later clips he is seen asking airport officials for medical help, and rubbing his eyes and stumbling as he entered an airport clinic. Authorities said he complained of dizziness and died on the way to hospital. Authorities raided an apartment in an upscale Kuala Lumpur suburb on Wednesday in connection with the killing, but no chemicals were found, said an official with direct knowledge of the matter. Dozens of workers lose their jobs for participating in Day Without Immigrants protest The Day Without Immigrants protest shut down businesses nationwide last week, but it didn’t come without some consequences for a handful of workers who decided to take part in the demonstrations. Dozens of workers said they lost their jobs after taking part in Thursday’s protest. The boycott was aimed squarely at President Trump’s efforts to step up deportations, build a wall at the Mexican border and close the nation’s doors to many travelers. It was unclear how many participated. Twelve Latino employees from the I Don’t Care Bar and Grill in Tulsa, Okla. told Fox 23 News they were fired over text message because they didn’t show up for their shift and failed to let their employers know about their absence. The employees told the station they expected to be reprimanded, but not dismissed. The firings led to an outcry in the community. “If you have 12 people who feel strongly and want to make a stand, I think management should have taken a look at that and at least stood by them or give them some time,” Catherine Bishop, of Broken
Arrow, told Fox 23 News. The restaurant had already posted on Facebook seeking employees for its open positions. Meanwhile, Carmen Guerrero, an immigration activist told the Philadelphia Inquirer that six people were fired from their jobs at a Bahama Breeze in King of Prussia for taking part in the protest. Guerrero said when the workers heard of the protest, they decided to join in and when they showed up Friday for work they allegedly were told they couldn’t enter the building. It is located about 40 light years away from Earth, close by astronomical standards, but about 44 million years away at the average cruising speed of a commercial passenger jet. Researchers said the proximity of the system, combined with the proportionally large size of its planets compared to the small star, make it a good target for follow-up studies. They hope to scan the planets’ atmospheres for possible chemical fingerprints of life. “The discovery gives us a hint that finding a second Earth is not just a matter of if, but when,” NASA chief scientist Thomas Zurbuchen said at a news conference on Wednesday. The discovery, published in this week’s issue of the journal Nature, builds on previous research showing three planets circling TRAPPIST-1. They are among more than 3,500 planets discovered beyond the solar system, or exoplanets. “This is the first time that so many Earth-sized planets are found around the same star,” lead researcher Michael Gillon, with the University of Liege in Belgium, told reporters. Researchers have focused on finding Earth-sized rocky planets with the right temperatures so that water, if any exists, would be liquid, a condition believed to be necessary for life. “I think that we’ve made a crucial step towards finding if there is life out there,” University of Cambridge astronomer Amaury Triaud said on a conference call with media on Tuesday. The diameter of TRAPPIST-1 is about 8 percent of the sun’s size. That makes its Earthsized planets appear large as they parade past. From the vantage point of telescopes on Earth, the planets’ motions regularly block out bits of the star’s light. Scientists determined the system’s architecture by studying these dips. “The data is really clear and unambiguous,” Triaud wrote in an email to Reuters. Because TRAPPIST-1 is so small and cool, its so-called “habitable zone” is very close to the star. Three planets are properly positioned for liquid water, Gillon said. “They form a very compact system,” Gillon told reporters on Tuesday. “They could have some liquid water and maybe life.” Even if the planets do not have life now, it could evolve. TRAPPIST-1 is at least 500 million years old, but has an estimated lifespan of 10 trillion years. The sun, by comparison, is about halfway through its estimated 10-billionyear life. In a few billion years, when the sun has run out of fuel and the solar system has ceased to exist, TRAPPIST-1 will still be an infant star, astronomer Ignas Snellen, with the Netherlands’ Leiden Observatory, wrote in a related essay in Nature. “It burns hydrogen so slowly that it will live for another 10 trillion years,” he wrote, “which is arguably enough time for life to evolve.”

UK economy picks up in Tech breakthroughs take a backseat in upcoming Apple iPhone launch late 2016 but signs of Brexit hit appear Britain’s economy sped up at the end of 2016, data showed, but over the whole year it was weaker than previously thought and there were signs that the Brexit vote will increasingly act as a brake on growth in 2017. The pound fell after Wednesday’s Office for National Statistics (ONS) figures, which no longer showed Britain was the fastest-growing major advanced economy last year. Gross domestic product rose by 0.7 percent in the fourth quarter, faster than the preliminary reading of 0.6 percent thanks to manufacturing and the strongest growth since the fourth quarter of 2015. The figures are likely to reinforce finance minister Philip Hammond’s view that there is no case right now to borrow more to help the economy when he announces his annual budget on March 8. But he will keep a close eye on warning signs in Wednesday’s data. Business investment fell and slowing household spending growth raised questions about the outlook for 2017. The ONS also trimmed its estimate for 2016 growth to 1.8 percent from 2.0 percent, due to businesses stockpiling fewer goods and materials in early 2016. That pushed Britain’s economic growth rate slightly below Germany’s 1.9 percent. Separate ONS data showed Britain’s dominant services sector expanded in December at the slowest pace in seven months. Angus Armstrong, director of macroeconomics at the National Institute of Economic and Social Research, said the familiar pattern of consumers driving the economy was likely to fade. “The UK economy needs another driver if it is not to have a significant slowdown in 2017,” he said. “The pattern of strong consumer spending and weaker business investment can only be a limited one.” Business investment fell 1.0 percent in the fourth quarter compared with the July-September period. Investment by companies was 0.9 percent lower compared with the fourth quarter of 2015. Firms are expected to rein in their investment plans as Britain negotiates its departure from the EU, a process that Prime Minister Theresa May is due to kick off in coming weeks. The outlook for wages is key for spending by households who have driven Britain’s economy since the Brexit vote. Wednesday’s data showed compensation of employees edged up by 0.1 percent in the fourth quarter, the weakest rise in more than three years. The ONS said household spending increased 0.7 percent on the quarter, slowing from 0.9 percent in the third quarter and marking the weakest growth in a year. Bank of England deputy governor Minouche Shafik said after the data that the central bank still expected overall economic growth this year of 2.0 percent, much stronger than most economists polled by Reuters expect. But the bank also predicts a growing squeeze on consumers as inflation rises due to the pound’s fall since June’s vote to leave the European Union. There are signs this has started. Data last week showed retail sales fell in each of the three months to January. The BoE this month signaled that it is in no hurry to raise interest rates with so much Brexitrelated uncertainty ahead. The central bank expects the economy to grow at a slower pace in subsequent years than if Britain had voted to stay in the EU.
Apple is close-mouthed about upcoming product features, but analysts and reports from Asian component suppliers and others indicate that highresolution displays based on OLED technology -- possibly with curved edges -- are likely to be part of the anniversary phone. A radical new design is not expected, according to analysts. Some of the anticipated new technologies, notably wireless charging, remain messy. Samsung Electronics Co Ltd phones, for example, feature wireless charging but support two different sets of standards, one called Qi and the other AirFuel. Apple recently joined the group backing Qi. But there are still at least five different groups working on wireless charging technology within Apple, according to a person with knowledge of the matter. As to 3-D sensors, there is already one hiding in the iPhone 7. The front camera features what is known as a timeof-flight sensor, which helps it autofocus and is used in numerous phones including the Blackberry, according to TechInsights, a firm that examines the chips inside tech devices. That sensor could be upgraded to a higher-resolution

Some analysts also speculate the company could remove the phone’s home button, placing it and a fingerprint sensor beneath the front display glass, based on patents the company has filed. Global smartphone sales were up only 2.3 percent to 1.47 billion units in 2016, according to IDC. Many carriers in the United States have stopped subsidizing phones, causing phone buyers to think harder about their next
purchase. Apple will likely make a heavy marketing push around the phone’s 10th anniversary. “IPhone set the standard for mobile computing in its first decade and we are just getting started. The best is yet to come,” Chief Executive Officer Tim Cook said in a statement Jan. 8, the date the iPhone was announced by thenCEO Steve Jobs in 2007. 2017 Bentley Continental Supersports together concepts and learnings from three key Continental variants: 2009’s 621-hp Supersports, 2013’s GT Speed, and the V-8-powered GT3 R launched in 2014. The 2009 Supersports was a reimagining of a uniquely Bentley combination of performance and luxury that dates back to the shortchassis 3.0-liter race special developed by W.O. Bentley in 1925. Designed to expand the facelifted Continental lineup launched in 2011, the GT Speed boasted a 206-mph top speed, making it then the fastest Bentley ever. And the GT3 R, built to celebrate Bentley’s return to racing, featured chassis technology aimed at making the big, heavy two-door coupe as agile as possible. Externally, the 2017 Supersports is identified by new front and rear bumpers, carbon-fiber detailing that includes a new front splitter, new rear diffuser, side skirts, exterior mirrors, hood vents, gloss black trim instead of chrome, and dark tint lights. carbon fiber, is available as an option on coupe models. Standard wheels are 21-inch forged alloy items available with either polished spokes or in a gloss black finish. The 6.0-liter W-12 under the hood develops 67 hp and 130 lb-ft more than in the GT Speed, all of which delivers the 3-mph top speed boost that makes the Supersport the fastest of all Bentleys. “That doesn’t sound difficult,” says Bentley engineering chief Rolf Frech. “But getting this additional performance was a helluva task, especially without losing anything on the luxury side.” Changes to the engine include a reworked intake system, bigger turbochargers, new main bearings, and revised engine mapping. Popeyes shareholders will get $79.00 for each share they hold, a 19.5 percent premium to the stock’s Friday close. Popeyes, whose fans include pop singer Beyoncé, began 45 years ago as a Southern-fried “Chicken on the Run” restaurant in a New Orleans suburb. It has since expanded to more than 2,000 restaurants, of which 1,600 are in the United States. Local Swimmers Raise $$ for Team Travel to their First International Swim Meet through Swim-a-thon
Last Monday, February 20th, 10 young athletes with SURFside Ocean Academy’s Swim Team collectively swam over 23 km to independently raise money for their first ever international swim meet in the Bahamas, which will take place next weekend on March 3 and 4. In the few weeks leading up to the Event, each swimmer canvased the Turks and Caicos for pledges towards the swima-thon, seeking sponsors to donate money for the numbers of pool lengths completed. On the day of the Event, the swimmers then had exactly one hour to swim as many lengths as possible to raise as much funds from their pledges as possible. Every swimmer
swam at least 100 lengths of the International School Pool (18 meters) with special congrats to Alex Maclaren and Jack Parlee who swam 164 and 156 lengths, respectively. The concept for the fundraiser stemmed from SURFside’s Head Swim Coach, Jennifer Martel, who was also recently named TCI’s National Head Coach for the CARIFTA Swim Team, and borrowed the initiative from her days of fundraising as a competitive swimmer in Canada. The money raised by each athlete will cover each swimmer’s individual travel expenses for the upcoming Swim meet in the Bahamas, which will be a CARIFTA time qualifying event
for eligible athletes with SURFside’s Swim Team, as set out by the TCI Swim Federation. Says Team Manager, Morgan Luker, “The drive and determination from both the coaches and athletes to make their first off island Swim Meet the very best possible is just amazing. The kids have been training like crazy, and the fact that they independently raised money to help with their travel expenses is just incredible. They have already accomplished so much, and now this… “ Next week, the swimmers with SURFside Ocean Academy’s Swim Team will be the only swim club from TCI. “We are very hopeful that as the sport continues to grow in the country,

Barbados wins Regional Super50 title Barbados wicketkeeperbatsman Shai Hope backed up his 125 against Leeward Islands in the tournament semi-final with another century in the final against Jamaica to lay the foundation for a hard fought 59run win that helped his side clinch the WICB Regional Super50 on Saturday. Jamaica had held Barbados in check through much of the first innings after Jason Holder elected to bat first at the toss. Barbados were 138 for 5 in the 35th over as John Campbell, Nikita Miller, Damion Jacobs and Damani Sewell tied down the batting order through spin. Kraigg Brathwaite was the first wicket to fall, going for 22 to Jacobs in the 13th over with the score on 59 after he played around a slider to be bowled, and wickets fell at regular intervals afterward, concluding with Shane Dowrich giving a return catch to Campbell in the 35th to make it 138 for 5. In a match-winning partnership, Holder joined Hope at the crease and the pair eventually added 127 for the sixth wicket in just 13.4 overs. Hope brought up his half-century off 69 balls in the 38th over and at that stage had only hit four boundaries as the pair initially continued steady accumulation. Roger Federer commits to Swiss Indoors in Basel until 2019
Roger Federer has signed a three-year deal to play at his hometown event in Basel until the age of 38. The 35-year-old, who missed the second half of last season with a knee injury, has committed to Swiss Indoors until 2019. Federer, who returned to action in January, won his first Grand Slam title since 2012 and his 18th in total with victory in the Australian Open. “Playing in Basel is always a highlight of the year,” he said. He has won Swiss Indoors seven times since making his debut in the tournament in 1998. He is scheduled to return to action next week at the Dubai Duty Free Championships. “If I am spared again by the injuries, I am convinced that I am still capable of beating the best players in the world in the big tournaments,” he said in January. Federer’s first appearance in his home tournament was in 1998, where as a 17-year-old he was beaten in straight sets by Andre Agassi. There is, of course, no guarantee Federer will be on the Order of Play in 2019, but this is another reminder of his long-term thinking. He missed the last six months of 2016, not just to allow his knee to recover, but also with preservation of his body in mind. At one stage, the conversation revolved around whether Federer would make it to the Rio Olympics. It is time to start the debate about Tokyo.
