In addition, Cabinet advised the Governor to approve a request for a waiver of the hotel accommodation tax on rooms and proposed lunches by the Ministry of Finance for the Governors and staff attending the 47th Annual Board of Governors Meeting of the Caribbean Development Bank during the period May 22nd – 27th 2017 in Providenciales. They also advised the Governor to approve the application for concession order for the project, In My Yard, under the MSME Policy and advised him to approve a draft Development Agreement for the Rock House Ltd and further confirmed it for execution between the
parties. Cabinet also considered the Integrity Commission Report on the Remuneration and Allowances of Members of the House of Assembly and decided to request that the Integrity Commission to review their report as it relates to several matters including the housing allowance to Ministers in Grand Turk. Turks & Caicos Islands Featured At UWI Mona’s Homecoming & Commemoration Celebrations The University of the West Indies Mona Campus in Jamaica celebrated Caribbean Day with a Festival of Food and Culture which features cuisine from our diverse Caribbean culture. Students, staff and alumni are treated to a lunch hour entertainment which includes beats and rhythms of the Caribbean. This festival took place during the week of February 12th 2017. The UWI Mona’s Homecoming & Commemoration Celebrations provided an opportunity to celebrate the founding of the University, to acknowledge its unique position as the only higher education institution with a presence throughout the English speaking Caribbean, while assisting to engender a greater sense of belonging and develop a feeling of camaraderie among staff, students and alumni as well as the inclusion of a Cultural Showcase featuring items from different Caribbean Islands. The regional spirit of the UWI Mona Campus was ignited with music, culture and cuisine at the Caribbean Day Festival of Food and
Culture. The campus was engulfed with tasty delicious delights from the 16 contributing Caribbean countries that make up the institution. According to Mr. Stuart Ewing, President of the UWI Mona branch of Turks and Caicos Islands Students Association; “The Turks and Caicos students swept the events, capturing 1st place in the best display booth competition, 2nd place in the fan food competition and 3rd place in the “group with most vibes” competition. Lands Division stages road shows The Lands Division of the Attorney General’s Chambers will be hosting weekly Road Shows in six (6) islands from March 17, 2017 to April 21, 2017 under the theme “Empowering Our People, Building Our Nation.” Tatum Clerveaux, Commissioner of Lands indicated; “The Lands Division was formally established in 2012 as a result of the Turks and Caicos Islands Government Public Sector Reform Programme. Its main objective is to ensure that the land resource of the Turks and Caicos Islands, which is the country’s most important and critical asset, is used in an efficient and responsible way in order to achieve the sustainable development of the Islands. The Lands Division, which falls under the aegis of the Attorney General’s Chambers, is comprised of four main departments; namely, the Crown Land Unit, Survey and Mapping Department, Valuation Department and the Land Registry. By merging the various land functions under a single umbrella, it is envisioned that the delivery of the services of the various departments will be more efficient.” The Commissioner further added; “The vision of the Lands Division is to be a modern land management agency that puts customers and quality at the heart of the services offered. Its overarching mission is to facilitate improvement in the quality of life of all Turks and Caicos Islanders through professional, transparent and efficient administration, equitable access, secure tenure and sustainable management of our land resources.” With this is mind the Lands Division wishes to enlighten its customers by embarking on a public education campaign to sensitize Turks and Caicos Islanders about the products and services of the Lands Division so as to provide equitable access to information and guidance to all. All are encouraged to come out and participate in the Lands

Minister responsible for library services visits fire site The Minister responsible for Library Services, Hon. Josephine Connolly, visited the remains of the Victoria Library yesterday morning. The Minister had earlier expressed both her shock and sadness when she learnt of the destruction of the historic and valuable building in a statement to the media. She recalled favorite moments at the library and how it was central to her, and indeed many others growing up in the community of Grand Turk. Hon. Connolly stated in an interview with Radio Turks and Caicos; “This morning I was very shocked and saddened to learn that our dear historic library was destroyed by fire. The Victoria Library played a very important part in the lives of many of us; we read there, did research there, met our friends there and learnt a lot there. At this
time, we must now give the police and others time to do their investigations to determine the cause of this fire.” The Victoria Public Library was a beautiful 19th century building built in 1887, the year of Queen
Victoria’s Golden Jubilee but was not completed until 1889. It was reputed to have cost £568. The library was a historical site and a sight attraction for tourist visiting the island of Grand Turk.
The Minister took the opportunity to express her support to the staff who worked at the institution especially those who have given years and years of service at the Library. She comforted them and the public by ensuring them that all efforts will be made to restore some type of temporary service. The Minister pledged to keep the community updated as plans progress. She expressed thanks to those organizations who already expressed interest in conducting book drives. She urged that, the Ministry of Education, Youth, Sports and Library Services will send out a release to guide all volunteers and donors so that donations meet the key needs of the reading public especially our children.

In the recent unsettling environment as it relates to crime, we want to know where people are (staying) in this country and it is important to know where the Tourist are in these stand alone villas and heavily-bushed and not well lit areas.” She added: “I don’t want to give the impression that all of them (VRBOs) are illegal or unregulated but it is an industry that has to be managed and managed better.” Recent investigations by the SUN revealed that many owners of villas, condominiums and some private homes in Turks and Caicos Islands are making significant sums of money from renting their properties, but many of them are not paying accommodation taxes to Government.
Tips on relocating to the UK to study, work and reside For the past few years, there has been a significant increase in the number of Turks and Caicos Islanders relocating to the United Kingdom (U.K.) to study and/or live. Evidence of this can be seen in the over two hundred (200) students who are currently registered and studying in the U.K., in cities such as London, Manchester, Birmingham and Leeds. It is important to note that Turks and Caicos Islanders are British Overseas Territories Citizens, and as such, are subject to UK immigration control with no automatic right to live or work in the UK. However, those British
Overseas Territories Citizens, who are both a British Overseas Territory Citizen as well as a British Citizen, are eligible to obtain an EU/British passport with the right to reside and work in the UK. This being the case, the Ministry of Border Control and Employment and the Turks and Caicos Islands Government London Office (TCILO) hereby advise all persons who are interested in, or are planning to relocate to the U.K., whether to study or to live, to only do so after applying for and receiving their EU/British Passport. It should also be noted that Turks and Caicos Islander students
can only benefit from UK ‘home fees’ if they are in possession of an EU/ British passport. If the intention is to live or work in the UK, shortly after arrival, TCI citizens are advised to first obtain a National Insurance number, a process that is significantly easier with an EU/British passport. On the subject of travel to the U.K. and within European Union member states, it is the experience of the Team in the Turks and Caicos Islands London Office, that the possession of an EU/British passport reduces the potential for confusion and delay, particularly if entering the country for the first

Abuse of handicapped parking: A new stream of revenue?

May I bring it to your readers attention that the Handicapped parking spot at the Providenciales International airport is just for those who are handicapped. It was just a year ago that the Providenciales International Airport made these spaces available, and volunteers painted the area blue and installed a handicapped sign. As a handicapped driver, I rarely ever find a spot open in the designated location. Each week I go to pick up incoming guests and I have to circle round and round and round, more than four times to jockey for any of the two designated handicapped spots. It is gotten to be an outright abuse where people have no regard for parking and park in the spot for convenience. I would rather educate than

Blue Haven Marina Builds a Playground for Extraordinary Minds Ashley Learning Centre On February 25th, the team at Blue Haven Marina took a break from work on the docks to help those in need. The team gathered boat captains, crew and staff to participate in IGY Marinas’ annual community outreach project, “Inspire Giving Through You”, where each member of the IGY marina group across the Americas and Caribbean heads out into their community where they operate to support a local charity or nonprofit organization for a day of giving back. Adam Foster, General Manager for Blue Haven Marina in Leeward, Providenciales, said they had met with various charities to decide which non-profit organization they could contribute to that would benefit the most from what they could potentially offer. In meeting some of the children at Extraordinary Minds Ashley Learning Centre in Provo, Mr. Foster said, “The kids really touched our hearts and we could see the school desperately needed assistance. The indoor area is quite small so we thought building a playground for the children would be a good fit for what we could do.” The huge task began at 8am with collecting equipment and supplies, and went right through to sundown before celebrating a hard day’s work at Blue Haven Resort’s Salt Bar & Grill. Foster said, “We are really pleased with the turnout from captains and crew this year – the biggest ever - and hope next year the numbers continue to grow. We had 4 volunteers from Blue Haven Marina, 2 from IGY, 18 captains and crew, and 19 from the school (including parents, teachers and students) assist us on the day”. The playground construction consisted of a brightly painted fence surrounding the play area in front of the school, faux grass flooring that will be safe for the children to play on, a sand pit with toys, three hand-made and painted picnic tables with benches, potted plants and flowers, overhead canvas shade sails, and a pathway for wheelchair access going through the playground from the school to the entrance of the playground. Blue Haven Marina extends thanks to its corporate sponsors who assisted, including Do It Centre for donating the majority of building supplies, Environmental Arts for providing discounted potted plants, and PTS Equipment for donating the use of all gardening and construction tools. IGY donated t-shirts for everyone to wear and balls for the children to play with. Lunch for the workers was provided by Blue Haven Resort and Blue Haven Marina then put on a thank you event at Salt Bar & Grill for everyone to celebrate afterwards with some well-earned food and drink with dance performance entertainment by The Breezy Beach Dancers. Ms. Angela Williams, founder of Extraordinary Minds Ashley Learning Centre, whose daughter attends, gave a heartfelt thank you and certificates of appreciation to all the boat crews and sponsors who had helped. With relatively little prior assistance received for the school, Ms. Williams explained they had been trying to increase awareness in the community and requests for help had for a long time not been acknowledged. She beautifully expressed how grateful she was for the work which had been achieved that day and pointed out that the large number of volunteers was quite overwhelming and unexpected. The team at Blue Haven Marina hopes this project will bring many smiles to children’s faces and that they will get great learning experiences and enjoyment out of the playground. The school currently has seven children attending, with a waitlist of six further children requiring the school’s special services. Perhaps with this expansion, it may be possible for additional pupils to attend. The same day, IGY Marinas’ “Inspire Giving Through You” program was also conducted in St. Maarten, St. Thomas, St. Lucia, Columbia and Cabo San Lucas.

The ‘Ryesha Higgs Summer Dance Intensive’ back for 2nd year By Todeline Defralien The Ryesha Higgs Summer Dance Intensive which gained a great support from the community of Turks and Caicos Islands last year is set again for summer 2017. The event was hosted for a week through Sunday July 24th – Sunday July 31st with kids ranging from ages 6-8 and age 9-16 at The Stargazer Villa Studios in Providenciales. The dance classes includes: Ballet, Pointe, Horton, Jazz, Hip Hop, Body Conditioning, Stretching and more. Higgs said the first year’s turn-out was incredible and she owes it all to the parents and students who made the intensive as successful as it was. The Ryesha Higgs Summer Dance Intensive (RHSDI) will be an annual event, each year building upon the next to be bigger and better. Last year the intensive programme launched with outstanding support from parents and students in Providenciales. This year, Higgs is expanding to offer classes to even more students, by hosting an additional week on the island of Grand Turk. In an interview with The SUN, Higgs said, “I’m overjoyed to be hosting
another year of the ‘Ryesha Higgs Summer Dance Intensive’; though last year was the initial launch of the program I received incredible support. We had dancers from ages 5-17, from very different dance/performance backgrounds, but all so eager to learn and develop themselves as budding professionals. It was an incredible experience and I’m so happy to be able to offer it again for a second year.” She added: “Growing up, I had the opportunity (via the TCFAF and my second parents, Mark & Barbara Pankhurst) to attend Summer Dance Intensives throughout the United States. From the age of nine, I ventured abroad to the states of Pennsylvania, New York and Colorado to train with the Pennsylvania Academy of Ballet, Saratoga Springs Dance Intensive, Vail Valley Dance Intensive and Alvin Ailey American Dance Theatre. Enrolling in vocational dance training during long breaks such as the summer is such an enriching process, which not only offers technical development, but the ability to make friends and network. I still continue to participate in summer dance programmes, my latest being the Parson’s Dance Summer Intensive. My experiences have now inspired me to offer this service in the Turks & Caicos Islands,
to allow those unable to travel abroad to receive quality dance instructions in various techniques. Also, as an undergraduate Pre-Medical Biology major, I developed this initiative to encourage physical wellness and offer insight into maintaining health as an active dancer.” Higgs said in the future, she anticipates being able to host an even longer intensive, across the Turks and Caicos Islands. This year, new classes will be introduced, as well as educational seminars, both for students and parents, to learn more about the dance world and the various ways to ensure wellness as a dancer. Higgs noted that the advice she will give to youth who are trying to make a difference in their country, is to not be afraid. “Believe in the measure of your success and your ability to be an impactful young member of society. Remember that the impact of your change is not measured by its size. Though you may think the effect of your change will go unnoticed, know that the mark you have made, will last forever,” she stated. This year’s event is set at a goal of 100 students, fifty in Provo and fifty in Grand Turk.

Police investigate weekend robberies Detectives of the Royal Turks and Caicos Islands Police Force are investigating a number of Robberies that occurred last weekend in the Blue Hills area of Providenciales. Around 5:08 a.m. on Sunday 3rd March 2017, a complainant reported that he heard rambling from his neighbor’s apartment as if someone was burglarizing it. Police responded to the scene located on Bay Road where the victim was met. He told officers that he had just arrived home when two men (one short and the other tall) with firearms approached him demanding money. He gave them a small amount of cash. The culprits took him to his room where they assaulted him, took his cell phone and another sum of money. Another male reported that
while at the same location, as he was about to exit his vehicle, an unknown masked man approached him with a gun and demanded money. The gunman ordered him to lie on the ground as he searched the victim. A black Samsung cellphone was stolen. Checks were made in the area for persons fitting the descriptions given but no one was found. Investigations are ongoing in both matters. Steve Remy Gardiner pleads guilty to possession of drugs In the Magistrate’s Court on Wednesday 15th March 201, on Providenciales, 21-year-old Steve Remy Gardiner of Five Cays Providenciales pleaded guilty to possession of controlled drugs. On Friday 10th March 2017, detectives of the Royal

What is a keloid?
have had a keloid scar from previous injury, you are more likely to get one in the future even after minor trauma such as ear piercing.
A keloid can be considered as a scar that does not know when to stop! It is an exaggerated response to injury to skin. When the skin is injured, the healing process usually results in a scar that is limited to the area of the injury. Most scars tend to be flat and appear less obvious with time. In a keloid, however, the scar tends to be larger than the original area that was injured, does not necessarily happen right after the trauma and tends to get larger with time.
The decision of whether or not to treat a keloid depends on a number of things. Some keloids may itch or become painful. They may also be present in cosmetically sensitive areas, such as the ears and chest, causing disfigurement or embarrassment. In these cases, its usually worth seeing your doctor to explore your options as treatment is advisable.

Keloids develop most often after trauma to the skin on the chest, back, shoulders, and earlobes. Although the mechanism by which keloids form are not fully understood, genetics and personal history are the two things that seem to dictate your likelihood of developing a keloid. Persons with darkly pigmented skin are more likely to develop keloids. In fact, persons of African, Hispanic, and Asian ethnicities are up to 15 times more likely to be afflicted when compared to Caucasians. Keloids are equally common in women and men but are rarely seen in children. In some cases, the tendency to form keloids seems to run in families and if you

Young people between the ages of 16 and 29 are being invited to take part in the Snapchat Story Challenge, an interactive initiative that aims to engage youth on the topic of creative entrepreneurship. Early first menstruation tied to pregnancy diabetes risk
Women who got their first period at age 11 or earlier are at higher risk of developing diabetes during pregnancy, a recent Australian study suggests. Being overweight is known to be a factor in early periods and also in what’s known as gestational diabetes, but it did not fully explain the link between the two conditions, the researchers write in the American Journal of Epidemiology. Diabetes develops in as many as 9 percent of pregnant women in the United States and can carry serious health risks, according to the Centers for Disease Control and Prevention. Mothers with gestational diabetes are more likely to have high blood pressure and go into premature labor, said lead study author Danielle Schoenaker, a research officer at The University of Queensland. “There are also consequences for the baby, which is more likely to grow faster and be larger at birth,” Schoenaker told Reuters Health by email. “In the longer term, both
mothers and their children are at higher risk of developing type 2 diabetes later in life.” To explore the link between women’s age at first menstruation, known as menarche, and their risk of developing gestational diabetes, the study team analyzed data on nearly 5,000 women participating in the larger Australian Longitudinal Study on Women’s Health between 2000 and 2012. The women included in the analysis all reported a live birth during the study and had completed a questionnaire every three to four years, answering questions about when they had their first period and whether they were diagnosed or treated for diabetes during pregnancy. None had type 2 diabetes or a previous history of gestational diabetes at the start of the study. The average age at which women got their first period was just under 13 years, researchers found. Women who had their first period at or before age 11 were more
likely to have been overweight in childhood, to engage in little physical activity as adults and to currently be overweight or obese. Overall, 357 women, or about 7.5 percent of the participants, reported being diagnosed with gestational diabetes. Interventions to address these health issues may need to start earlier to address the risk of diseases like diabetes, Dabelea said by email. “Women with early menarche are at increased risk of diabetes later in life so they should take additional precautions, especially active lifestyles and maintaining a healthy body weight, to mitigate this increased risk,” Dabelea said. “Supporting healthy environments and behaviors from early in life are important strategies, and promoting healthy eating and physical activity should be a priority for young mothers and schools, and for all women throughout their lives,” Schoenaker said.
Heart failure patients may benefit from fish oil: advisory A new American Heart Association report says people with heart failure may live longer by taking omega-3 fish oil supplements because they seem to reduce the heart disease death rate by almost 10 percent. The association had previously concluded that such supplements may prevent death from heart disease in people who have already had a heart attack, but warned there is no solid evidence that fish oil can prevent heart disease in the first place, primarily because the issue hasn’t been studied. “Reducing mortality by 10 percent would be important from a personal level and a population level,” coauthor Dr. David Siscovick said about the new advice for people with heart failure. The scientific advisory published in the association’s journal Circulation updates a 2002 guidance with data from 15 newer studies. It comes at a time when about 19 million Americans - nearly 8 percent of the U.S. population - are already taking the supplements, many of whom may not be getting any real value from them. “This is very useful data. It’s going to help stratify who might
benefit,” said Dr. Karen Aspry of the Lifespan Cardiovascular Institute in Providence, Rhode Island, who was not connected with the analysis. “Patients come in, they have questions, and clinicians are often left scratching their heads because they think the data are all over the place,” she said. “This gives them some guideposts and a framework so they can say, for this patient it’s a good idea, and for this other patient it’s not a good idea because we don’t have enough data yet.” Supplement use may be common but there is a lack of evidence of benefit in the general population, said Siscovick, who is senior vice president for research at the New York Academy of Medicine in New York City. Premier Alden McLaughlin GEORGE TOWN, Cayman Islands – Premier Alden McLaughlin is scheduled to meet with members of the main opposition United Democratic Party (UDP) to iron out issues on the key provisions of the Legal Practitioners Bill before the debate resumes in the Legislature on Tuesday. According the McLaughlin, all opposition legislators have agreed to a private meeting. The proposed amendments to the existing lawyers’ law has caused increasing controversy over the last few weeks, as independent opposition members have railed against the government and the local legal profession, making increasingly wilder allegations in relation to it. These include claims that law firms hired private eyes to follow Members of the Legislative Assembly (MLAs) to discredit and intimidate them, and that the financial services minister cannot present the bill because he is part owner of a law firm building and therefore conflicted. Although the Premier has enough legislatures on the government benches to force the law through without regard to the concerns raised, it’s reported that he is trying to get consensus so that the bill can be passed with support across the parliamentary floor. “My objective is to succeed where two previous administrations have failed by giving the Cayman Islands a modern legal practitioners law. This must be a law that regulates the legal profession, supports and promotes the wide range of legal services provided by Cayman practitioners and encourages employment, training and opportunities for advancement of Caymanian attorneys,” he said on Friday. The three main goals of the bill are to create a modern platform of regulations so the territory falls in line with international standards and get through the review by the Caribbean Financial Action Task Force (CFATF) later this year, to tackle the problem of the law being practiced overseas without oversight, and help in the development of local attorneys and put an end to inequities and discrimination.

The Bahamas lost $40million in foreign real estate outflows The Bahamas has suffered two consecutive years of $40 millionplus net real estate outflows due partly to the exit of foreign buyers, the Central Bank’s governor confirmed, with inward investment flows falling to $163.2 million in 2016. John Rolle, expanding on a Monday presentation he gave to the Young President’s Organisation (YPO), told Tribune Business that net property purchases by foreign buyers fell into the negative for both 2015 and 2016. “Net property purchases/sales were -$42.2 million and -$49.9 million in 2015 and 2016, respectively,” the Central Bank governor said in e-mailed replies to Tribune Business’s questions. “This represents a combination of net property sales by non-residents to residents (divestments), and property purchases by residents abroad.” Mr Rolle downplayed the significance of the negative net inflows (outflows) associated with foreign real estate buyer divestments, suggesting that the Central Bank’s data was “still plagued by incomplete coverage of foreign residential construction”. He said: “There is a suspected underreporting of real estate purchases by non-residents from residents, because low-value transactions do not require prior approval from Exchange Control. These only require registration after the fact, with such registration often occurring with considerable lag. “The Central Bank is looking at ways to improve the overall monitoring framework for lower-
value real estate transactions by non-residents, [which] can still have important cumulative effects on the numbers.” Nevertheless, the net outflows associated with foreign real estate buyers/owners will cause concern given that overall foreign direct investment (FDI) in the Bahamas has been relatively depressed for the past two years. Mr Rolle said the Central Bank’s data captured both loan, as well as equity capital, investments by foreign developers and investors. The numbers show that foreign investment inflows fell from $1.201 billion in 2014, the year of peak Baha Mar construction, to $250.3 million in 2015, which was followed by a further 34.8 per cent drop to $163.3 million last year. However, Mr Rolle said the Bahamas’ external balances and foreign currency reserves “still benefited from net inflows from real sector activities, such as tourism and foreign investments” in 2016. “Towards the end of the year, the net effect of the reinsurance inflows [related to Hurricane Matthew] also started to be felt, as well as some of the settlement of residual debts on the Baha Mar project,” he added. Mr Rolle said the Government undertook just “one significant external borrowing” in 2016 in the shape of a $100 million loan. Pointing out that the Government also undertook other foreign currency transactions, such as debt service payments and the acquisition of goods and services, he
added: “On a net basis the Central Bank sold the Government and public corporations about $200 million in foreign exchange in 2016, compared to a net sale in the region of $260 million in 2015. “So, just looking at the borrowing element of debt operations can be misleading, relative to overall impact of debt operations on the Central Bank’s foreign reserves position.” Addressing concerns from K P Turnquest, the FNM’s deputy leader, over the $97 million increase in the Central Bank’s Treasury Bill holdings in 2016, Mr Rolle said the “overall value” of outstanding debt under this instrument declined in 2016. “The increase in the Central Bank’s holdings of T-bills represented a shift in the market by the commercial banks from the very short-term Government paper to longer-term instruments, which have a better interest rates,” he added, implying that the Central Bank had stepped into the void created. Looking forward, Mr Rolle’s YPO presentation said the creation of 5,000-7,000 jobs at Baha Mar would inject between $167-$196 million into the Bahamian economy alone through the property’s annual wage bill. As to the Government’s finances, Mr Rolle said “the health of the economy or pace of growth” will be pivotal in turning around the $7 billion national debt, and $300 million-plus deficits, together with the administration’s own policies. The Central Bank governor also suggested that interest rate
spreads, or the gap between Bahamian bank loan and deposit rates, which has been increasing since 2008, may narrow now that non-performing loans were being reduced. “Interest rate trends reflect structural conditions on bank balance sheet. One of these has been the persistent high and rising non-performing loans experienced in this period,” Mr Rolle said. “Nonperforming loan rates are now beginning to ease gradually.” The Bahamas also saw some mild deflation in 2016, with the general weighted average of prices declining by 0.35 per cent, compared to a 1.78 per cent increase the year before. The Central Bank attributed this to completion of the “pass through” effect from Value-Added Tax’s (VAT) implementation the year before, with prices now beginning to “normalise lower”. “The decline in prices recorded in 2016 in not viewed as a cause for concern nor a trend,” Mr Rolle told Tribune Business. “It is also not exclusively a post-VAT price adjustment, as the decrease was mainly a reflection of the sharp reduction in global oil prices in 2015, which have impacted several categories of the retail price index over time. “We anticipate that this effect will persist for potentially a few more months and, as international oil prices begin to rise following the announced production cuts by OPEC, inflation will return to its mild longterm trend.”

New process for work permit renewals in BVI TORTOLA, British Virgin Islands – The Labour Department has announced plans to start testing a new process for the renewal of work permits in the territory. According to Deputy Premier and Minister of Natural Resources and Labour, Dr. Kedrick Pickering, this will begin on March 15 with the full implementation scheduled for May 15. The revised procedure for processing renewals is part of efforts to enhance the operation of the Labour Department, and to improve customer service in keeping with the ‘BVI Forward’ initiative to reform Immigration and Labour.
“Government is always exploring ways to improve service, and the changes identified through our ongoing partnership with the private sector illustrate our commitment to continuous improvement. Considerable time has been invested examining processes, and we are now at the point of implementation,” said Pickering “The Labour Department is integral to the transformation of the BVI economy, and must continue to serve as an enabler for employment opportunities by facilitating faster and more efficient business and customer-

During the test phase, persons seeking to renew their work permits will have the option to complete the form electronically or manually, and then submit it to the Labour Department. A limited number of renewal applications will be issued using the new process as only a select group of officers will participate in the test phase. All officers will process renewals according to the new guidelines when the revised process is fully launched in May.

Syphilis outbreak reported in Barbados Health authorities in Barbados are reporting an outbreak of syphilis on the island. Senior Medical Officer with responsibility for HIV and Sexually Transmitted Infections (STIs) Dr Anton Best said the outbreak was first detected in 2013 and the Ministry of Health immediately put systems in place to improve syphilis surveillance in Barbados. A just-completed report analyzed trends in new cases over a four-year period between 2011 and 2014. According to the Senior Medical Officer, the study revealed a significant increase in the number of syphilis cases between 2011 and 2013. Subsequently, the outbreak stabilized in 2014 and 2015, he added. “The majority of cases occurred in men (72 per cent). Nearly three-quarters of cases occurred in persons between the ages of 15 and 49 years, with the average age of a syphilis case being 34 years,” Dr. Best explained. The study investigators, concerned about the potential for syphilis to be transmitted to
babies, also looked at syphilis testing trends among pregnant women. The Senior Medical Officer said they found that very high proportions of pregnant women, more than 95 per cent, were screened for syphilis during pregnancy. The report stated that no increase in syphilis cases in pregnant women was detected during the four-year period under review. There was, however, one case of congenital syphilis in 2014. “The Ministry of Health first raised the alarm in July 2013 and commenced a health education campaign to increase awareness about STIs so more people would be tested for them and protect themselves from acquiring them,” the Senior Medical Officer said. The health official explained that syphilis was a sexually transmitted infection that could cause serious health problems if it was not treated. “It is divided into stages (primary, secondary, latent, and tertiary), and there are different signs and symptoms associated with each stage. Syphilis can be spread by direct contact with a
syphilis sore during vaginal, anal, or oral sex. Sores can be found on or around the penis, vagina, or anus, or in the rectum, on the lips, or in the mouth. Syphilis can also be spread from an infected mother to her unborn baby,” he pointed out. Dr. Best stressed that the only way to completely avoid STIs was to abstain from vaginal, anal or oral sex. Those who were sexually active, he said, could reduce their chances of getting syphilis by being in a longterm, mutually monogamous relationship with a partner who has tested negative for syphilis; and by using latex condoms correctly every time they have sex. Condoms, he noted, prevented transmission of syphilis by preventing contact with a sore. The health official stated that his Ministry’s HIV and STI Programme would continue to conduct ongoing surveillance for syphilis and other STIs in Barbados. He also reassured that the Ministry would also continue to implement strategies, including more aggressive health promotion and awareness, to prevent and control the spread of STIs and HIV.
Caribbean Airlines losing $3.2m a year from credit card fraud Trinidadians are among credit card tricksters involved in the unauthorised use of people’s credit card information to purchase airline tickets which is causing state-owned Caribbean Airlines to lose about TT$3.25 million annually. This was revealed by CAL officials as they appeared before a Joint Select Committee of Parliament yesterday. CAL Vice-Chairman Michael Quamina also told the JSC that the airline was in line to return to profitability “within 12 to 24 months”. Responding to a question from Committee member Fazal Karim, CAL’s Senior Manager, Financial and Revenue Accounting, Adrian Agarrat, revealed that “criminal activity against the airline in which persons were using other people’s credit card information” to book and pay for flights through the airline’s website was costing CAL US$40,000 (TT$270,000) a month. He said the highest incidence of this fraud was at four points of entry — Trinidad (to New York); Kingston (to New York); Guyana (to North America) and “out of Caracas”, the latter of which was being addressed through the immigration department. Agarrat said the airline was looking at a system to “prevent the frequency” of this problem and that there was a team at the airline “working every day to mitigate the impact” of this practice.

Investigators find more than 250 skulls in Mexico graves Investigators have so far recovered more than 250 skulls from unmarked graves at a site in an eastern Mexican state where drug gangs long buried their victims with impunity, a senior official in the local government said on Tuesday. Jorge Winckler, attorney general of the Gulf state of Veracruz, said investigations were still underway to recover corpses hidden by suspected gang members in grounds on the outskirts of the city of Veracruz, Mexico’s main Atlantic port. “So far more than 250 skulls have appeared,” he told local television. “Veracruz is an enormous grave. ... By the time they’re done opening graves in the state it’s going to be the biggest grave in Mexico and maybe one of the biggest in the world.” Investigators had already found remains of bodies at the site, and said there could be a high number buried there. Winckler, a member of the oppositionled Veracruz administration of Miguel Angel Yunes, who became governor in December, said that for years gangs disappeared victims with the complicity of authorities, hiding the bodies in such graves. Pope Francis has said he is willing to consider ordaining older married men as priests in isolated communities, but has ruled out making celibacy optional to tackle a shortage of clergy. The shortage has prompted calls from some progressives to end the ancient tradition of celibacy for Roman Catholic priests. Such a move would represent revolutionary change for the Catholic Church and would likely face massive resistance. Reformers, however, have long suggested that the Vatican could ordain “viri probati” -- Latin for men of proven character -- who tend to be older, with grown-up families if married. Security official Ahmed Mohamed told The Associated Press the pirates disembarked the ship, which was heading to Bossaso port, the region’s commercial hub, with its eight Sri Lankan crew members aboard. Mohamed said the release occurred after negotiations by local elders and officials with the pirates, who seized the tanker on Monday. The pirates were not arrested but instead were given passage to leave once they disembarked, he said. Naval forces from the semiautonomous state of Puntland and the pirates had clashed earlier Thursday after the pirates opened fire. The hijacking of the Comoros-flagged tanker Aris 13 was the first such seizure of a large commercial vessel off Somalia since 2012.

SAN FRANCISCO — With growing criticism over misinformation in search results, Google is taking a harder look at potentially “upsetting” or “offensive” content, tapping humans to aid its computer algorithms to deliver more factually accurate and less inflammatory results. The humans are Google’s 10,000 independent contractors who work as what Google calls quality raters. They are given searches based on real queries to score the results, and they operate based on guidelines provided by Google. On Tuesday they were handed a new one: to hunt for “Upsetting-Offensive” content such as hate or violence against a group of people, racial slurs or offensive terminology, graphic violence including animal cruelty or child abuse or explicit information about harmful activities such as human trafficking, according to guidelines posted by Google. The goal: to steer people with queries such as “did the Holocaust happen” to trustworthy websites and not to websites that engage in falsehoods or hate speech. The Internet giant is using data from quality raters to spot “demonstrably inaccurate information,” Paul Haahr, a Google senior engineer involved with search quality, said in an interview with industry blog Search Engine Land. Haahr told Search Engine Land that Google is avoiding the term “fake news” because it is too vague. How it works: Google, for example, advises its quality raters that a search result from white supremacist website Stormfront that denies the Holocaust happened should be flagged as upsetting or offensive content while a result from the History Channel describing what happened during the Holocaust should not. Quality raters don’t have the ability to change how search results are ranked but feedback from these contractors is used by engineers and machine learning systems to improve search results, according to Google. US authorities charge Russian spies, hackers in huge Yahoo hack The United States on Wednesday charged two Russian intelligence agents and two hackers with masterminding the 2014 theft of 500 million Yahoo accounts, the first time the U.S. government has criminally charged Russian spies for cyber offences. The charges came amid a swirl of controversies relating to alleged Kremlin-backed hacking of the 2016 U.S. presidential election and possible links between Russian figures and associates of U.S. President Donald Trump. This has given rise to uncertainty about whether Trump is willing to respond forcefully to any action by Moscow in cyberspace and elsewhere. The 47-count Justice Department indictment included charges of conspiracy, computer fraud and abuse, economic espionage, theft of trade secrets, wire fraud, access device fraud and aggravated identify theft. It painted a picture of the Russian security services working hand-in-hand with cyber criminals, who helped spies further their intelligence goals in exchange for using the same exploits to make money. “The criminal conduct at issue, carried out and otherwise facilitated by officers from an FSB unit that serves as the FBI’s point of contact in Moscow on cyber crime matters, is beyond the pale,” Acting Assistant Attorney General Mary McCord said at a press conference announcing the charges. Kingston (Jamaica) - Usain Bolt is poised to skip next month’s IAAF World Relays in the Bahamas as he prepares to retire from the sport later this year. The reigning Olympic 100m and 200m champion told reporters at a track meeting in Kingston on Saturday that he was unlikely to feature in the Jamaica squad for the two-day championship set for April 2223. “My coach hasn’t said anything about it (World Relays), so I doubt that I will be competing there this year. swim events that run throughout the year, such as July’s Annual Race for the Conch. The purpose of this event is to help promote the sport of swimming in TCI as well as give current swimmers in training a forum in which to showcase their talents. Designed for the current swimming community in mind, the Race also serves to be used as a motivator for any future swimmers who would also like to learn the sport and/or compete one day. All competitors are asked to be at registration no later than 7 am with the first of the 3 races
beginning at 8 am with the 2km. Event registration will be located under the tent on the beach by Rickie’s/Flamingos, next to Ocean Club East. “Every year the Race involves more and more swimmers, as aquatics grows in TCI. Even if you are not competing, please come on out and support the Swim as your contribution will go a long way towards sponsoring the CARIFTA Swim Team. Roger Federer wants to play another five years Roger Federer has revealed that he wants to play for at least five more years in a recent interview during the ongoing BNP Paribas Masters. triple-double for an entire season was Oscar Robertson in 1961-62. But, if you round up, James is really close. And he’s four years older than Westbrook. “He hasn’t done anything different,” Lue said of James. “I think he’s averaging 26, nine, and eight. That’s almost a triple-double every single night. Now he just happens to be getting them on the same night, with rebounds and assists. “But he’s played the same way, he’s been in a great rhythm these last couple months and playing well.” Triple-doubles are indeed nothing new for James, who is seventh all time with 52 for his career during the regular season. He has five over his last nine games, averaging 26.7 points, 9.4 boards and 10 assists. “I’m just trying to put myself in position to help the team be successful and do it in all facets of the game and also stay efficient,” James said. “I’m going out and scoring the ball, obviously, rebounding and getting my guys involved. But it’s up to my guys to make the shots. I just try to put it on time and on target. Those guys make the shots and that’s why I’m able to get the assists. “But I’m also just being efficient. That’s something I take pride in.”
Falcons agree to terms with 2-time Pro Bowler Dontari Poe The Atlanta Falcons have agreed to a one-year deal with former Kansas City Chiefs defensive tackle Dontari Poe, the team announced Thursday. The deal is for $8 million and could increase to $10 million with incentives, a source told ESPN NFL Insider Adam Schefter. Poe, 26, who has been selected twice for the Pro Bowl, totaled 10 1/2 sacks in 2013 and 2014 and has 13 in his five-year career. “Poe is an athletic, big guy that can push the pocket,” Falcons general manager Thomas Dimitroff said in a statement. “He will add to our defensive line group and will mix nicely with [Vic] Beasley, [Grady] Jarrett, Shelby and [Adrian] Clayborn. We are happy to be able to add him to our roster.” The Chiefs decided against using the franchise tag on Poe, despite having the option to do so after signing safety Eric Berry to a long-term contract. They would have had to offer Poe a one-year deal worth $13,387,000 had they franchised him. Poe joined the Chiefs as their first-round draft pick in 2012. He was not as productive last season as he had been earlier in his career, when he was a consistent force against the run and strong as an inside passrusher. He has been a workhorse for

He also played a lot of snaps for a defensive lineman, but the Chiefs usually found him too valuable in both running and passing situations to provide him much relief. Jose Fernandez was operating boat in fatal crash
MIAMI -The Florida Fish and Wildlife Conservation Commission concluded in its nearly six-month investigation that former Marlins pitcher Jose Fernandez was the operator of the speeding boat that crashed and killed Fernandez and two others in the early morning of Sept. 25, 2016. According to public records obtained by ESPN on Thursday, the FWC’s final report confirmed alcohol and drugs were involved. It also concluded that Fernandez violated multiple boating laws, including Boating Under the Influence Manslaughter, Vessel Homicide and Reckless or Careless Operation of a Vessel. Fernandez’s blood alcohol level was .147 and there was “noted presence of cocaine,” according to the Miami-Dade Medical Examiner’s toxicology report.

The report also included a text message exchange that night between Rivero and Maria Arias, Fernandez’s girlfriend. She told Rivero the pair had been arguing and asked him to take care of Fernandez. “He’s been
drinking and is not in the best state of mind.” The report concluded: “Fernandez operated V-1 with his normal faculties impaired, in a reckless manner, at an extreme high rate of speed, in the darkness of night, in an area with known navigational hazards such as rock jetties and channel markers.” The conclusion that Fernandez was the operator was based in part on the finding that his bruises matched the damage on the boat’s center console. Investigators also noted that his DNA was found on the steering wheel and throttle. These are details that may be significant as a legal battle is brewing between the families of Rivero and Macias and Fernandez’s estate. Earlier this month Fernandez’s mother and girlfriend were given control of the former pitcher’s estate.
Manohar resigns as ICC chairman Shashank Manohar has resigned from his post as ICC chairman after eight months in office, citing personal reasons. In a letter addressed to ICC chief executive David Richardson, Manohar said: “I have tried to do my best and have tried to be fair and impartial in deciding matters in the functioning of the Board and in matters related to Member Boards along with the able support of all Directors. “However, for personal reasons it is not possible for me to hold the august office of ICC Chairman and hence I am tendering my resignation as Chairman with immediate effect. I take this opportunity to thank all the Directors, the Management and staff of ICC for supporting me wholeheartedly. I wish ICC all the very best and

In February this year, the ICC had passed in principle a new constitution that undid much of the imbalance in power and finances the BCCI, CA and ECB had sought to create in 2014, but a final decision was to be taken at the ICC Board’s next round of meetings in April. Manohar, however, will now not be the head of the ICC at those meetings and what impact - if any - his absence has on those proposals remains to be seen. The ICC confirmed receipt of Manohar’s resignation and said: “The ICC Board will assess the situation and next steps before making a further announcement.”

U.S. anti-doping agency head Travis Tygart takes part in a panel discussion
U.S. anti-doping chief says WADA is ‘fox guarding hen house’ The World Anti-Doping Agency (WADA) is not an independent body and in its current state cannot police sport as it lacks the powers of a global regulator, U.S. Anti-Doping Agency chief Travis Tygart said on Monday. Speaking to Reuters during a WADA meeting in Lausanne, Switzerland, Tygart said as long as sports bodies were represented on WADA, the anti-doping organization could not deliver on its promise to crack down on cheats. “It is the fox guarding the hen house,” Tygart told Reuters when asked whether WADA was independent. “Clearly not. No question about it.” WADA has been in the spotlight since 2015 over a Russian state-backed doping scandal that involved more than 1,000 athletes and led to the suspension of the country’s athletics federation and its anti-doping agency. Russia’s track and field athletes were banned from last year’s Rio de Janeiro Olympics but the International Olympic Committee refused to exclude its entire Olympic team, despite being urged to do so by WADA. WADA’s foundation board and executive committee are composed equally of representatives from the Olympic movement and governments. “We have to get clear first what WADA’s role is. It has to be that of a global regulator and then we can see what it costs to fund this,” Tygart said. He said money, a main concern for WADA, would be made available from the world of sport and its stakeholders like broadcasters and sponsors once their product was protected by an independent organization. Tygart, who was a strong supporter of a blanket ban on Russian athletes in Rio, said WADA should be able to hand out sanctions for noncompliance to countries or federations, something it cannot do at the moment. He said in that way sport would be protecting its own product more effectively and fans would get exactly what was advertised. His comments come three days after the United States Olympic Committee issued a position paper calling for an independent global anti-doping agency.
