PDM Government pleased with town hall meetings in Middle and North Caicos The newly elected Government has begun its first series of Town Hall Meetings as promised in the Change Document. A meeting was held with the residents of Middle Caicos at 2pm on Friday, April 28, 2017 and in attendance was the Premier Hon Sharlene Cartwright Robinson and Minister of Tourism and MP for Middle and North Caicos, Hon Ralph Higgs. Representatives of the Government later that evening traveled to the Island of North Caicos

to hold another Town Hall Meeting. In attendance was Premier Robinson, Hon Higgs, and the Minister for Infrastructure, Housing and Planning, Hon Goldray Ewing. Residents on both Islands were welcoming and expressed their delight at the fact that the representatives from the Government were present to hear from them and to keep them informed. The Government used the opportunity to update the residents of the Twin Islands on its activities since

coming to Office and also to advise what Programs and Projects were in this year’s Budget for the Twin Islands. Premier Robinson said that she was particularly encouraged and excited by the attendance. She committed to addressing the concerns raised and pledged her Government’s commitment to keep them informed. Hon Ralph Higgs stated; “We must encourage our residents to be more involved in the governance of these Islands and to ensure that they

familiarize themselves with Budget provisions for their Islands. Keeping close to our people in this fashion is a commitment made by us as a Government and we intend to visit at least once per quarter.” This first series of Town Hall Meetings was organised to follow the recent passing of the Fiscal Budget, but early enough to affect the decisions for the 2018/19 Budget whose cycle will begin shortly.

CONCACAF D-license coaching course Grand Turk The CONCACAF licensing programme offers the region’s coaches and instructors access to the highest quality education programmes in football. For the first time in history, a licensing course was hosted on the island of Grand Turk, following a wellreceived FIFA grassroots coaching course and festival which was held last year. On the evening of May 4th, after a long day’s work, participants gathered with great anticipation at the HJ Robinson High School. After a welcoming ceremony that included

words from the General Secretary Oliver Smith, and Technical Director Darren Meehan, the participants embarked on a series of theoretical and practical sessions, and examinations. Lead by SKNFA’s Technical Director Leonard Lake, and TTFA’s Technical Director Anton Corneal, the course covered topics such as roles of the coaching educator, principles of coaching, principles of the game, age appropriate training, session planning, physical training, and small sided games. Theoretical sessions took place in a classroom setting during

the first two days, whilst practical sessions were conducted at the Grand Turk Parade Grounds on May 6th-7th. Participants were required to design and deliver their own session plans, given the topics covered. The course concluded with an oral examination and written assessment. “As the Technical Director, this is another stepping stone in the right direction of what I highlighted when I first joined the Turks and Caicos Islands Football Association. Coaching education is an integral part of getting the fundamentals

right in any football team. With the extra knowledge these coaches have gained, they will be able to use this in all grassroots sessions and making our players have better technical and tactical awareness,” said Darren Meehan. The CONCACAF C- License Coaching course is the next step in the coaching development process for those who have previously earned the CONCACAF D-License. The participants’ results will be released in the coming weeks, once all sessions and assessments have been graded.

ordier Bank who now celebrates over 30 years in the Turks and Caicos Islands hosted its 2nd annual investor’s conference in Providenciales. A Cocktail reception was held for investors to mingle on Wednesday May 10th, 2017 at Beaches Resort & Spa with guest traveling from Vietnam, Canada, United Kingdom, Singapore, and Switzerland. Chief Risk Officer for Bordier Bank Kenrick Walters told media houses, “This is our second annual investor’s conference, we are very happy and excited to be hosting this conference yet again this year. Last year we had a very successful conference with our alternative investment area and this year we’re continuing on that theme generally with a sort of broadening that to include new ideas about traditional investments as well. Last year we had tremendous support and this year the support is very significant as well.”

Walters stated that this conference and the other efforts that they’ve been making abroad have also help to raise in some small way the profile of the TCI internationally as well and they are happy and exited to talk about the whole world of investments and brining the whole smorgasbord of investment options to clients locally and internationally. “Most people have heard about traditional types of investments such as stocks, bonds, funds and so on and we offer all of that but we take it a step further. We offer alternative investments, the ability to access different products, different markets that you cannot easily access here in Turks and Caicos and indeed the region as a whole so we think that value added gives us a competitive advantage that we’ve been really happy to build over the years,” Walters noted These photographs captured the cocktail reception.

Dealing with dandruff By Dr. Marsha Barnett Dandruff is a very common chronic scalp condition where the scalp flakes and sometimes itches. It usually begins in young adulthood and continues through middle age, although for some people, the problem can be lifelong. It is neither a serious health condition nor is it contagious, but it can be frustrating and embarrassing for affected persons. What Causes Dandruff? Dandruff can have several causes as the flaking can be the result of different issues in different persons.

inflamed and females who process their hair may notice a tendency to getting chemical burns. This is actually a form of eczema called seborrheic eczema and may also affect other areas rich in oil glands, such as your eyebrows and the sides of your nose. This condition tends to be related to a fungus that is present on the scalp of most adults. The fungus thrives in oily environments and for reasons unknown, irritates the scalp and leads to the inflammation and flaking. Because this fungus is naturally found on the scalp, the condition is not contagious however it cannot be eradicated from the scalp and as such the condition can be controlled but not cured.

Dry Skin Most persons who have dandruff believe it is caused by a dry scalp. Flakes from dry scalp are generally smaller and less oily than from other causes of dandruff so it usually presents as a fine dry scaling. The skin is usually not inflamed or red and many times not very itchy. You might also have generally dry skin which affects the rest of the body as well. Irritated, Oily Skin On the other side of the spectrum is flaking caused by oiliness to the scalp. This is marked by greasy skin covered with flaky white or yellow scales. The area might also appear

Hair Care Routines If you don’t regularly wash your hair, oils and skin cells from your scalp can build up, causing dandruff. Also, sometimes sensitivities to certain ingredients in hair care products or hair dyes can cause a red, itchy, scaly scalp leading to an eczema of the scalp and subsequent scaling. Treating Dandruff Dandruff can almost always be controlled, but treatment may take some trial and error. In general, regular cleansing with an appropriate shampoo can often help mild dandruff. All dandruff shampoos however are not the same as they have different

active ingredients and therefore work in different ways. So, you may need to experiment until you find one that works for you. You may find that the effectiveness of a shampoo that worked well initially has fallen off and as such you may need to switch your treatments from time to time or alternate which shampoos you use. In general, the ingredients in antidandruff shampoos help reduce the amount of fungus on the scalp, slow the turnover of cells on the scalp and clear dead cells that are already present – all of which result in less scaling. If the shampoos alone are not controlling the problem or if your flaking isn’t mild, you may need to see a doctor. You may need a prescriptionstrength shampoo or treatment with a steroid lotion. There are also oral medications that can be used to manage the fungus on the scalp and help resolve a flare quickly. Lifestyle and Alternative Remedies

Small studies have suggested that tea tree oil can help reduce dandruff. It has been used for centuries as an antiseptic, antibiotic and antifungal agent and is now included in a number of shampoos found in natural foods stores. Beware however that just because it’s natural doesn’t mean it has no ill effect as excess use of any oils on the scalp in a person

Dr. Marsha Barnett with seborrheic eczema can worsen the condition and some persons are also allergic to tea tree. Apple cider vinegar applied to the scalp when washing the hair has also been found to be useful in some persons. The thought is that the acidity helps to reduce the fungal overgrowth on the scalp. Small tweaks to your hair care routine may make a big difference in the condition of your scalp. Shampoo often to keep the buildup of oils on the scalp to a minimum. Also, the excess skin on the scalp can cause fine scaling and washing the hair helps remove these dead cells. Because the fungus that causes scalp eczema thrives in oily, warm environments, reduce the oiling of your scalp and mainly apply styling products to hair only. Stay away from heavy petroleum based products. If you are having a flare, avoid wearing wigs and extensions if at all possible. *Dr. Marsha Barnett is a general practitioner who also specializes in dermatology. Delta Sigma Sorority & Sandals Foundation Promotes Literacy Over 150 pounds of school supplies was donated by Delta Sigma Theta Sorority Inc. Gamma’s under grad Chapter to the Sandals Foundation for its neighboring school the Ianthe Pratt Primary. and stay at Beaches Resort was mostly influenced by the philanthropic work the Sandals Foundation is doing in the community especially in education and literacy promotion. Public Relations Manager Elanor Krzanowski commented on the goodwill gesture by commending the sorority for their generosity, “We’re always excited when guests who are vacationing at the resort want to make a donation. I applaud their efforts because many people come on vacation and it’s a time to get away and relax and they don’t necessarily think about philanthropic work so I commend and admire them for taking the time to bring school supplies to Turks and Caicos kids. I’m really happy that they were able to stretch across the Atlantic to make a difference while they are with us.” Krzanowski said the donations are in line with the beliefs of the Sandals Foundation which promotes educational awareness

Air Canada to fly to St Vincent and the Grenadines Air Canada announced St. Vincent and the Grenadines as one of six new routes for the airline’s winter season. A release issued by Air Canada stated that weekly flights from Toronto to St.Vincent and the Grenadines are now available for purchase at aircanada. com and through travel agents. According to Benjamin Smith, President, Passenger Airlines at Air Canada release “Air Canada is continuing its strategic, global expansion with a diverse range of exciting new non-stop routes this winter to Australia, South America, the Caribbean and the United States,”. The airline says its first long-haul international scheduled service to St. Vincent and the Grenadines and the other five

destinations, “offers new choices for travellers looking to escape Canadian winters”. CEO of the St. Vincent and the Grenadines Tourism Authority, Glen Beache expressed his elation with the announcement stating that “we are happy to welcome an airline such as Air Canada which has a rich history, to St. Vincent and the Grenadines. We look forward to a successful partnership which will enable both entities to grow.” The announcement from Air Canada comes as the St. Vincent and the Grenadines Tourism Authority continues on its quest to attract international carriers to the Argyle International Airport (AIA) which was officially opened on February 14th, 2017. The AIA boasts a 2,743

metre (9,000 foot) runway, 45 metres (150 feet) wide and is designed to accommodate aircraft as large as the Boeing 747-400s. The 171,000 square foot terminal building is designed to handle 1.5 million passengers annually, more than five times the capacity at E.T. Joshua. The AIA is further enhanced with jet bridges, lounges, restaurants, bars and other shops, all designed to provide all passengers with an experience in keeping with international standards. Tourism has been the main foreign exchange earner for St.Vincent and the Grenadines over the last three decades and it is expected that the international airport will increase earnings in this sector. The Argyle International Airport is also

expected to increase accessibility to this multi island destination, attracting direct flights from North America and Europe. A collection of 32 islands and cays in the Caribbean, St.Vincent and the Grenadines boasts the best of what the authentic Caribbean is renowned for. The Grenadines which stretch 45 miles south from the main island of St.Vincent, include eight inhabited islands: Young Island, Bequia, Mustique, Canouan, Mayreau, Union Island, Palm Island and Petit St.Vincent (PSV). The Tobago Cays (home of SVG’s national marine park) is a horseshoe shaped reef that shields five deserted islets and is known to have some of the best sailing waters in the world.

Barbados Central Bank tightens monetary policy B R I DGE T O WN, Barbados – Acting Governor of the Central Bank of Barbados Cleviston Haynes has announced changes to the monetary policy as the Government seeks to address the situation of the size of the deficit and how it is financed. “The Central Bank announces a tightening of its monetary policy stance through an increase in its Barbados dollar securities reserve requirement ratio for companies licensed under part II of the Financial Institutions Act,” Haynes told journalists on Tuesday as he delivered his report on the performance of the Barbados economy during the first quarter of this year. “The increase will require banks to now hold 15 per cent of their domestic deposits in stipulated securities with effect from June 15, 2017,” he said. “This increase partly reflects the decision by some banks to substitute some of their holdings of Government securities for cash at the Central Bank.” He said the cash reserves

requirement for commercial banks remained unchanged at five per cent. The reserve requirements for deposit-taking trust and finance companies and merchant banks also remained unchanged. Government is exploring ways to curb the worrying fiscal deficit, which ended the financial year at an estimated six per cent of gross domestic product, higher than the projected 5.8 per cent. The change announced by the Central Bank is the first increase to the securities reserve requirement since 2007, when the ratio was lowered to ten per cent. Haynes explained that the cash reserves and the securities requirement were among the policy options available to the bank, and now was a good time to exercise its prerogative. “It is one of the tools which is available to us that we deem at this point in time that is an appropriate lever for us to exercise as we try to bring stability to the economic situation,” he said in the financial

institution’s first media briefing in over two years, ending a media blackout imposed by fired Governor Dr DeLisle Worrell back in 2014 over a disagreement with the Nation newspaper over the accuracy of its coverage. The acting Governor said the exact policy prescriptions will come from Government. “The bank has ongoing engagement and discussion with the government. The issue for us is the size of the deficit and therefore we have been discussing with them the need for further fiscal adjustment . . . so as to bring the fiscal balance in line with the available resources to finance it,” he said. “With the decline in international reserves that we have experienced over the last few years there is a need for us to further dampen demand. I think the measures that we have taken hitherto [have] had some impact but there is obviously a need for us to dampen demand some more in order to assist in the rebuilding of the foreign exchange reserves buffer,” he added.

Jamaica Police Commissioner tells cops to return to basics K I N G S T O N , Jamaica – Newly appointed Commissioner of Police George Quallo says members of the Jamaica Constabulary Force (JCF) must redouble their efforts in building good community relations, as this is still one of the most effective tools in crimefighting. Quallo, who was addressing the Jamaica Police Federation’s 74th Annual Joint Central Conference in the western parish of St James on Wednesday, said that “now is not the time to abandon such a tried-andproven practice, adding that “we risk giving up a huge advantage in taking the fight to the criminals”. “My challenge to the superintendents, the inspectors and every rank and file member is for you to get back to the basics,” he said. “Start to get back your feet fully grounded. Start to rebuild the trust and confidence of the people… . That is the only way they will feel comfortable to tell you what is going on,” he added. Commissioner Quallo said he can recall in the

early days when there were regular visits to schools by the police, and relationships were formed with the church, farmers and other interest groups. “I remember when I was the commanding officer in Manchester where there were many evenings when we would be up in the hills talking to the people,” he noted. “What it did was allow us to build relationships, and the people would share with us what they know. There would be no protecting of criminals and wrongdoers. They would tell us what is happening in their neck of the woods. The school is no different and the church is no different. It is critical that we go back to basics and start rebuilding these relationships,” he said. The commissioner called on members to support each other, while speaking out against wrongdoing. Meanwhile, the commissioner expressed concern that persons who are up for promotions are being held back or stifled as a result of outstanding disciplinary matters that have been on the books for years, and with

no resolution in sight. “Many times, persons are nominated from their division for courses or to participate in promotion exercises, and what you hear is that the person has six or seven orderly room charges pending,” he pointed out. “What I did…was sign a nice little thing and send it to all divisional commanders and formations to say that all orderly room matters in excess of a year must be withdrawn. I want to be clear. I am not saying all orderly room charges, as of now, that go beyond a year will be withdrawn. This is a one-off thing, as we want to give everybody a clean slate to start all over,” the commissioner said. Quallo took office last month as the 29th commissioner of police amid a 21 per cent hike in murders. He has been charged with enhancing the security services, improving public order, reducing corruption, improving accountability across the force and implementing a comprehensive succession planning process for the Directorate of Constabulary.

Cuban couple still detained in US nearly a month after judge denies asylum

Geidy Caraballo, second from the left, next to the lawyer Wilfredo Allen, center MIAMI – An elderly Cuban couple detained on arrival at Miami International airport following an end to the United States “wet foot, dry foot” immigration policy remains in custody almost a month after a judge denied the couple’s asylum application. The Miami Herald reports that Aquilino Caraballo and Georgina Hernández, 67 and 64, are being held at separate facilities and do not know when they will be deported to the Spanishspeaking Caribbean island, despite the April 4 court ruling. “All I want now is for them to be returned to Cuba,” Caraballo said. “They are desperate because they want to leave already. That is psychological torture. “My parents are not delinquents, they are decent people who have their children here in the United States,” she added. The Herald reports that the asylum case could set a precedent for Cubans who were detained after the end of “wet foot, dry foot” policy on January 12. Before then, it said, Cubans who made it to US could stay under a special admission permit, known as parole, that disappeared with the immigration policy change implemented by former President Barack Obama. Aquilino Caraballo and Georgina Hernández had a five-year tourist visa and had visited the United States six times when they were arrested on January 13. According to relatives, the couple was unaware that the policy had changed a day earlier and told an immigration officer that they “wanted to stay” in the United States. Hernández was placed at the Krome Detention Center in Miami-Dade while his wife was transported to the Broward Transitional Center in Pompano Beach, known as BTC, in Florida. During a closed door hearing on March 10, the defense tried to argue that Caraballo, a small farmer in Batabanó, south of Havana, the Cuban capital, had been harassed by government officials and would probably be harassed again if he returned to Cuba. Caraballo’s son, Jorge Caraballo, said Cuban authorities had confiscated 45 boxes of tomatoes and other products, accusing him of trying to sell them on his own and avoid the price hikes imposed by the state. Authorities also threatened to confiscate his property, the son said. Now, after more than four months of detention, the couple is “resigned to have to return to Cuba,” although they are also afraid of retaliation, the daughter told the Herald. “Anyone who leaves Cuba and is sent back is afraid,” said Ms. Caraballo, who has visited her mother but has not been able to see her father, telling the Herald that her mother has lost sight in one of her eyes. “It seems that it’s due to her nerves,” Caraballo said, adding that her mother has refused medical attention out of fear and prefers to be left alone. “If they take her to a hospital I may not see her anymore,” Caraballo told the Herald. “She’ll go to the hospital when she returns to Cuba.”

The announcement, however, angered many parents at one school in the capital of San Juan who said they learned about the closure through the media. “This is a disaster,” said Ana Sanchez, mother of an 8-year-old daughter whose new school is closing for the second time in two years as a result of the crisis. “This is causing her psychological problems.” Opponents of previous school closures say that transportation logistics and special education needs were not taken into account. An estimated 30 percent of Puerto Rico students receive specialized education, twice the average in the U.S. mainland.

OAS agrees to support Dominican Republic in developing National Cyber Security Policy WASHINGTON – The Organization of American States (OAS) has agreed to support the Dominican Republic in the development of its National Cyber Security Policy. On Wednesday, the Washington-based hemispheric body signed the agreement with the Dominican Institute of Telecommunications (INDOTEL). OAS Secretary General, Luis Almagro, said that, since 2015 the organization has been working with the Spanish-speaking Caribbean country to strengthen its cybersecurity capacity. “It is an honor to be able to sign this Memorandum of Understanding and, in this

way, support the government in creating an open, accessible and secure digital Dominican Republic,” he said. President of INDOTEL, José del Castillo, said that the agreement seeks to protect and facilitate the secure access of all Dominican Republic nationals to information technologies. “This reaffirmation of the commitment of cooperation with the OAS for us is very significant at a time when our country is promoting a national program called ‘Digital Dominican Republic,’ with four pillars that have as macro objective the access of all Dominicans to the technology of the information,” he said.

The OAS said that, through the Cyber Security Program of the Inter-American Committee against Terrorism (CICTE), it is already supporting the Caribbean country in the establishment of a national cyber incident response team (CSIRT), which is one of the components of the “Digital Dominican Republic.” CICTE has already supported Colombia, Jamaica, Panama, Trinidad and Tobago, and Paraguay in developing their national cybersecurity strategies. It is currently collaborating with Belize, Costa Rica, Guatemala and Mexico on similar initiative.

Acting FBI chief declines to say if Trump is under investigation

The man who took over from ousted FBI Director James Comey declined to say on Thursday whether he ever heard Comey tell Donald Trump that the president was not a target of an investigation into possible collusion between Russia and Trump’s 2016 presidential campaign. In testimony before the Senate Intelligence Committee, acting FBI director Andrew McCabe also pledged that he would inform the panel of any effort by the White House or others to interfere with the agency’s probe into alleged Russian meddling in the 2016 election. McCabe testified in place of Comey, who Trump dismissed as FBI director on Tuesday in an action that has roiled Washington. Democrats have accused the Republican president of trying to foil the FBI’s probe into Russian meddling. Republican Committee Chairman Richard Burr asked McCabe whether he ever heard Comey tell Trump the president was not the subject of investigation. McCabe sidestepped the question, saying he could not comment on an ongoing investigation. In his letter firing Comey

on Tuesday, Trump wrote, “While I greatly appreciate you informing me, on three separate occasions, that I am not under investigation, I nevertheless concur with the judgment of the Department of Justice that you are not able to effectively lead the Bureau.” U.S. intelligence agencies concluded in a January report that Russian President Vladimir Putin ordered an effort to disrupt the election that included hacking into Democratic Party emails and leaking them, with the aim of helping Trump. Leaders of the U.S. intelligence agencies, including Director of National Intelligence Dan Coats and CIA chief Mike Pompeo, testifying on Thursday said they agreed with that finding. Moscow has denied any such interference and the Trump administration denies allegations of collusion with Russia. Thursday’s hearing was scheduled to address global security threats, but there were frequent questions about Comey and the FBI’s Russia probe. Several congressional panels are also investigating Russia’s role in the election. The Senate intelligence committee’s top Democrat, Mark

Warner, said in light of Comey’s firing, “It is important to restate the critical importance of protecting the independence and integrity of federal law enforcement.” The firing has made the committee’s investigation into Russia’s influence on the presidential election even more important, Warner added. “And while it’s clear to me now more than ever that an independent special counsel must be appointed, make so mistake our committee will get to the bottom of what happened during the 2016 presidential election,” Warner said. Democrats have ramped up calls for an independent investigation into the Russia issue, and some Republicans in Congress have also said they were concerned about the timing of the move. Republicans control both chambers in Congress. “We will not be deterred from getting to the truth. These actions will do nothing to undermine our resolve to follow the evidence where ever it leads,” Warner added, although he said he was not happy with the pace of the committee’s probe. Senate Judiciary Committee Chairman Chuck Grassley called on

Acting FBI Director Andrew McCabe arrives to testify before the U.S. Senate Select Committee on Intelligence on Capitol Hill in Washington, U.S. May 11, 2017 the FBI to publicly confirm whether or not it is probing Trump. In a statement, Grassley said that Comey had previously briefed him and the panel’s top Democrat, Senator Dianne Feinstein, and that the lawmakers “heard nothing that contradicted the president’s statement.” Trump is weighing a visit to the FBI’s Washington headquarters in coming days to address agents, White House spokeswoman Sarah Huckabee Sanders told CBS News. The Trump administration has said Comey’s firing was unrelated to the Russia investigation. Former Republican congressman Mike Rogers is being considered as a candidate to replace Comey, a senior White House official said.

Macron wins French presidency, to sighs of relief in Europe Emmanuel Macron was elected French president on Sunday with a business-friendly vision of European integration, defeating Marine Le Pen, a far-right nationalist who threatened to take France out of the European Union. The centrist’s emphatic victory, which also smashed the dominance of France’s mainstream parties, will bring huge relief to European allies who had feared another populist upheaval to follow Britain’s vote to quit the EU and Donald Trump’s election as U.S. president. With virtually all votes counted, Macron had topped 66 percent against just under 34 percent for Le Pen - a gap wider than the 20 or so percentage points that pre-election surveys had suggested. Even so, it was a record performance for the National Front, a party whose anti-immigrant policies once made it a pariah, and underlined the scale of the divisions that Macron must now try to heal.

Emmanuel Macron After winning the first round two weeks ago, Macron had been accused of behaving as if he was already president. On Sunday night, with victory finally sealed, he was much more solemn. “I know the divisions in our

nation, which have led some to vote for the extremes. I respect them,” Macron said in an address at his campaign headquarters, shown live on television. “I know the anger, the anxiety, the doubts that very many of you have also expressed. It’s my responsibility to hear them,” he said. “I will work to recreate the link between Europe and its peoples, between Europe and citizens.” Later he strode alone almost grimly through the courtyard of the Louvre Palace in central Paris to the strains of the EU anthem, Beethoven’s Ode to Joy, not breaking into a smile until he mounted the stage of his victory rally to the cheers of his partying supporters. His immediate challenge will be to secure a majority in next month’s parliamentary election for a political movement that is barely a year old, rebranded as La Republique En Marche (“Onward the Republic”), in order to implement his program. Outgoing president Francois

Hollande, who brought Macron into politics, said the result “confirms that a very large majority of our fellow citizens wanted to unite around the values of the Republic and show their attachment to the European Union”. Jean-Claude Juncker, president of the European Commission, told Macron: “I am delighted that the ideas you defended of a strong and progressive Europe, which protects all its citizens, will be those that you will carry into your presidency.” Macron spoke by phone with German Chancellor Angela Merkel, with whom he hopes to revitalize the Franco-German axis at the heart of the EU, saying he planned to visit Berlin shortly. Trump tweeted his congratulations on Macron’s “big win”, saying he looked forward to working with him. Chinese President Xi Jinping said China was willing to help push Sino-French ties to a higher level, according to state news agency Xinhua.

EU demands urgent talks with Washington over airline laptop ban The European Union has demanded urgent talks with the United States over a possible extension to some European countries of a U.S. ban on airline passengers taking laptops into cabins, saying any security threats faced are common. The Trump administration is likely to extend the ban already applicable to flights originating from 10 specific airports in the Middle East, north Africa and Turkey because of fears that a concealed bomb could be installed in electronic devices taken onto an aircraft, officials said. In a letter to John Kelly, Secretary of Homeland Security, and Elaine Chao, U.S. Secretary of Transportation, and seen by Reuters, the EU executive said it was important that information concerning possible threats involving EU airports be shared. “We therefore reiterate our willingness to pursue constructive dialogue and we propose that meetings are held as a matter of urgency, both at political and technical level, to jointly assess the risk and review possible

common measures,” wrote Violeta Bulc, EU Transport Commissioner, and Dimitris Avramopoulos, Commissioner for Migration, Home Affairs and Citizenship. While no decision has yet been taken, any restrictions could hit major European airlines such as Lufthansa (LHAG.DE), British Airways (ICAG.L), Air France-KLM (AIRF.PA) and industry sources have said airlines and airports have already been working on possible contingency measures. Olivier Jankovec, directorgeneral of airport trade association ACI Europe, said it was worrying that there appeared to be little coordination between the EU and the United States. “We know that in the current geopolitical context, with the kind of terrorist threat we face, an efficient response is really predicated on international cooperation - around the threat assessment and the sharing of intelligence. This is not taking place,” Jankovec said at a CAPA Centre for Aviation industry conference near Dublin.

The United States imposed the ban in March and was quickly followed by Britain which imposed restrictions on a slightly different set of routes. European aviation security experts are meeting in Brussels on Thursday to consider possible responses to any extension of the ban. Two EU officials said the discussions had so far concentrated on maintaining a common front. The EU Ambassador to the United States will meet with Kelly in the coming days to discuss the issue, one of the officials said. “It is in our common interest that we work closely together to address developing threats in aviation, in advance of any potential applications of new security measures to air carriers operating from the EU to the U.S.,” the Commissioners wrote. Malaysia Airlines CEO Peter Bellew told Reuters on the sidelines of the CAPA conference that an extension of the laptop ban would be a “pity” and make it more difficult for people to travel.

“I do think it is going to have a fundamental impact on travel to north America and I don’t think that is going to go away quickly,” Bellew said. European regulators have warned placing what could be potentially hundreds of devices in the hold on long-haul flights could compromise safety by increasing the risk of fire from poorly deactivated lithium-ion batteries. “What is very important for us is also that any security challenge would not be mitigated by creating a safety challenge,” said Henrik Hololei, director-general of the European Commission’s transport department, at the same Dublin conference Hololei declined to comment on the prospect of reciprocal action being taken by Europe should the laptop ban be extended. “I don’t want to speculate at this stage about next steps since nothing has been yet issued. It is slightly premature but it is clear that we have also looked into all the possible options,” Hololei said.

Drunken driving suspect gives her name as Hillary Clinton CHALKHILL, Pa. Authorities say a drunken driving suspect who was chased by police from Maryland into Pennsylvania identified herself as Hillary Clinton. Pennsylvania State Trooper Robert Politowski says the woman he arrested early Tuesday is actually 36-year-old Holly Lynn Donahoo, of Louisville, Kentucky. She was being chased by sheriff ’s deputies from

Garrett County, Maryland, and Maryland State Police when she drove into Wharton Township, in Pennsylvania’s Fayette County. Politowski joined the chase and used spike strips to flatten Donahoo’s tires. She was taken to a hospital, where police say she refused drugs and alcohol testing. She has been jailed on charges including driving under the influence and fleeing or eluding police. Donahoo doesn’t have

Former drama teacher seeks new role as French First Lady

Brigitte Trogneux, wife of Emmanuel Macron, votes in the second round of 2017 French presidential election When they first met, he was 15, she was a married 40-year old teacher coaching him in a school play. Set to enter the Elysee presidential palace as First Lady, Brigitte Macron will keep coaching her husband, but on a bigger stage now. Newly-elected French President Emmanuel Macron’s wife, now 64, has been constantly by his side during his campaign, managing his agenda, editing his speeches and advising him on his stage presence. For his victory speech after winning the first round of the election two weeks ago, Macron brought his wife onto the podium and thanked her, to long applause. “Brigitte, always present, and even more now, without whom I would not be me,” an emotional Macron said as hundreds of his supporters shouted her name. Both complete unknowns when Macron was appointed economy minister in Socialist President Francois Hollande’s government in August 2014, Brigitte Macron, born Trogneux, resigned from her teaching job a year later to help her ambitious young husband. At the economy ministry, she was a discreet presence during meetings with officials in the modernist Bercy building by the Seine in eastern Paris. “She spends a lot of time here because her view matters to me, because she brings a different atmosphere, that is important. My life is here, you cannot work well if you are not happy,” Macron said in his last staff meeting after he resigned from the Hollande government in August 2016. He would not declare his presidential bid until three months later, on Nov. 16, 2016, but by then he had already started making the relationship with Trogneux - nearly 25 years his senior - an integral part of his public persona. In the months leading up to his official candidacy, the French public discovered Trogneux in a series of cover stories in the popular society magazine Paris Match, including, in August 2016, one of the couple on the beach, the petite blonde looking svelte and tanned in a one-piece bathing suit. “Lovers’ holiday before the offensive,” read the headline. In a November 2016 TV documentary on France 3, just days after Macron declared his bid, the couple shared video footage of the youthful Macron in the school play at which they met, and footage of their 2007 wedding ceremony. “Thanks for accepting us, a not quite normal couple,” Macron is heard saying in a video of the ceremony, attended by Trogneux’ then adult children. He was nearly 30, she 54. French cartoonists and satirical radio and TV programs regularly mock the couple’s age difference, portraying Macron as a schoolboy taking instructions from his teacher. Macron supporters say these jokes are misogynist, saying that nobody would bat an eyelid if the age difference - the same as between U.S. President Donald Trump and his wife Melania had been the other way around. Trogneux, takes the mockery in her stride and has joked that if he wanted to run for president, he better do it soon, while she still looked presentable. “He needs to go for it in 2017 because by 2022, his problem will be my face,” she was quoted as telling a friend in Nico¬las Pris¬sette’s book “Emma¬nuel Macron en marche vers l’Élysée”

1 million children refugees from South Sudan’s civil war

More than 1 million children have fled South Sudan’s civil war, two United Nations agencies said Monday, part of the world’s fastest growing refugee crisis. Another 1 million South Sudanese children are displaced within the country, having fled their homes due to the civil war, said the U.N.’s child and refugee agencies in a statement Monday. “The future of a generation is truly on the brink,” said Leila Pakkala, UNICEF’s Regional Director for Eastern and Southern Africa. “The horrifying fact that nearly one in five children in South Sudan has been forced to flee their home illustrates how devastating this conflict has been for the country’s most vulnerable.” The civil war has worsened South Sudan’s ethnic divisions and U.N. officials have said parts of the country is experiencing ethnic cleansing and is at risk of genocide. Roughly 62 percent of refugees from South Sudan are children, according to the U.N. statement, and more than 75,000 children are alone

Mexican drug lord El Chapo will be tried in US in April 2018 NEW YORK — A U.S. judge has set an April 2018 trial date for Mexican drug lord Joaquin “El Chapo” Guzman on charges he oversaw a multibillion-dollar international drug trafficking organization responsible for murders and kidnappings. U.S. District Judge Brian Cogan first suggested during a pretrial hearing in Brooklyn that a trial could occur earlier next year, but he settled on April 16 after acknowledging the difficulty defense lawyers are having communicating with Guzman in a federal lockup in Manhattan where he is subjected to solitary confinement. Samsung’s got a ‘fix’ for all your Galaxy S8 battery problems Samsung played it very safe with the Galaxy S8’s battery, not that it had any other choice after what happened with the Galaxy Note 7. That means the Galaxy S8’s battery life might not satisfy the needs of hardcore users. The phone does come with support for fast charging, and there are a bunch of things you can do to improve battery life. But if that’s not enough, then Samsung has a solution for you. For $59.94, you can buy Samsung’s Fast Charge Portable Battery Pack that delivers 5,100 mAh of juice. Samsung says that’s enough to offer up to two full charges on most of the latest smartphones. The accessory comes in Silver and Navy color

FILE PHOTO: Delta planes line up at their gates while on the tarmac of Salt Lake City International Airport in Utah Delta Air Lines Inc said on Thursday it was delaying taking delivery of 10 Airbus A350-900 jets and placed a fresh order for 30 smaller A321200s, putting a question mark on the demand for wide-body aircraft. Airbus shares were down 2.1 percent at 73.64 euros in Paris, while Delta fell 1.7 percent to $49.07 on the New York Stock Exchange. Delta’s decision comes after larger U.S. rival American Airlines Group Inc said in April that it had also delayed taking delivery of several wide-body Boeing Co and Airbus jets. An oversupply in the market of longdistance wide-body aircraft has led to airlines postponing deliveries. Delta said it would delay taking deliveries of 10 of the 25 A350-900 aircraft by about two to three years. The aircraft were to be delivered by 2019-20. “These agreements better align our widebody and narrowbody order books with our fleet replacement needs,” Delta’s Chief Operating Officer Gil West said in a statement. AerCap Holdings NV, the world’s largest independent aircraft leasing company, on Wednesday played down concerns about weakening demand for wide-body jets, saying there was “good solid demand” for the aircraft globally. Delta said on Thursday delivery schedule for its first A350-900 aircraft was on track, and plans to operate the first flight in the fourth quarter of 2017. The company plans to take delivery of five A350s in 2017.

In-N-Out Burger heiress turns 35, becomes a billionaire Turning 35 years old isn’t usually much of a milestone. Unless you’re burger chain heiress Lynsi Snyder. On her 35th birthday today (May 5, 2017), she receives the final portion of her inheritance, pushing her ownership of the West Coast-based InN-Out Burger restaurant empire up to 97% and making her a billionaire, worth an estimated $1.3 billion. She’s been receiving stakes for the past decade, a slow investiture process laid out in a complex trust structure by her grandparents, Harry and Esther Snyder, who founded the chain. Harry and Esther opened the first drive-thru burger stand in California in 1948 as America began to take to the road. Their sons, Guy and Richard, both took turns running InN-Out, but both died young—Richard at 41 in a plane accident, and Guy at 48 from an accidental overdose of

prescription hydrocodone. Lynsi, who was just 18 years old when her father Guy died, started getting more involved in the business, reportedly working in human resources and merchandising, though Esther controlled daily operations until she died at age 86 in 2006. Lynsi, who never graduated from college, was ready to take on the top job of president in 2010. Lynsi has capitalized on InN-Out’s cult following on the West Coast, expanding its locations by 29% to more than 320 since she took over. That includes moving into new regions for the first time, like Texas in 2011 and the Pacific Northwest, with a Portland location in 2015. Estimated revenue, meanwhile, has climbed 57% to about $870 million, according to research firm Euromonitor. A spokesperson for In-N-Out declined to comment on the revenue estimate and said FORBES’ estimate

It still doesn’t franchise its locations. The beloved burger chain keeps its menu simple, offering only burgers, shakes, fries and soda, as well as its “secret” menu, which includes options to order a burger wrapped in lettuce (called “protein style”), a grilled cheese (a cheeseburger without the meat) or a burger with caramelized onions (called “animal style”). Preparation remains traditional: heat lamps, microwaves and freezers are banned from the premises and employees still cut potatoes, bake buns and separate lettuce daily, in-house. Above all, though, Lynsi has said the company will never be acquired or go public. “The only reason you would do that is for the money, and Lynsi Snyder is worth an estimated $1.3 I wouldn’t do it,” she told CBS News in billion. 2015. “My heart is totally connected of Lynsi’s net worth was “inaccurate,” to this company because of my family without providing further details. and the fact that they’re not here, you Much of In-N-Out hasn’t know. Apple tops $800 billion market cap for first time Apple Inc became the first U.S. company to top the $800 billion mark in market capitalization on Tuesday, slightly more than two years after it crossed the $700 billion threshold. SPORTS Draymond Green critical of media, says Cavs ‘playing great basketball’

On Monday, Golden State Warriors forward Draymond Green said he thought teams would give the Cleveland Cavaliers a stiffer challenge in the playoffs. On Wednesday after practice, he revealed that he took offense to the headlines some went with regarding those comments. “I didn’t say I was disappointed with their competition,” Green said. “First off, people always want to take a piece of a statement and then say, ‘Ah man, Draymond said the Cavs aren’t playing anybody.’ They never say, ‘Draymond said Cleveland is playing great basketball.’ “So everybody is always chasing a headline, the controversy. Watching ESPN is like watching a controversial reality TV show. It’s pretty pathetic that that’s what the headline everybody wants.” Earlier in the week, Green was asked his opinion on the Cavaliers and what they have been able to accomplish by going 8-0 in the playoffs. His response: “I thought teams would compete a little harder. I just watched San Antonio-Houston. I like to watch good basketball. When you

Golden State Warriors forward Draymond Green watch Cleveland play, you’re only watching one side of the good basketball. That’s kind of weak. I like watching a good game, not even necessarily that it’s going to be a close game. I like to watch teams playing good basketball. When you watch them, you watch one team playing good basketball and everybody else do something. I don’t know what that something is.” Green is known for being provocative and making controversial statements, but on

this occasion, he apparently felt what he said didn’t warrant the outrage. “’Draymond is disappointed with who Cleveland plays.’ You think I care who Cleveland plays or how the other team plays?” he said. “But I am a basketball fan, and I know what I want to watch as a basketball fan. So I don’t understand how all these things are always made so controversial. Not that it alters my daily life. I still go home and have fun with my kids and have a great day. But it’s just ridiculous how everybody is always searching for a controversy.” The Warriors and Cavaliers are both undefeated entering the conference finals. They are each four wins away from meeting in the Finals for the third consecutive year. Green’s argument was that there have been no headlines saying how well each team’s rival is playing. He dared the media before walking off. “So there goes your headline of the day. ‘Draymond says Cleveland is playing great basketball.’ Let’s see if that one makes it,” Green said.

FIFA hasn’t changed since Blatter era, says Prince Ali FIFA President Gianni Infantino has failed to change the way the organization is run, according to Jordanian Prince Ali Bin Al Hussein, a former candidate for world soccer’s top job. Infantino replaced Sepp Blatter at the helm of the sport’s global ruling body in February 2016, with Prince Ali among the defeated candidates. At FIFA’s annual congress on Thursday, Infantino declared “New FIFA is a transparent organization is a deeply honest organization”. But shortly after the end of the congress, which included little debate about a series of issues and unopposed electoral slates of committees elected by over 95 percent of the delegates, Prince Ali told reporters that the organization remained in deep trouble. “I think it is fairly obvious that a lot of things have not changed,” Prince Ali said. “I am not going to judge anyone but what I will say is that the system, the way business is are conducted is the same. I don’t see the refreshing change, the openness, the transparency

that everybody talks about really taking effect on the ground,” said Ali, who is the Jordanian Football Association president. On Tuesday, the FIFA Council opted against renewing the mandate of its two leading Ethics officials who had handled the expulsion of a series of officials involved in corruption allegations. The pair were replaced at congress with two nominations made by the FIFA Council, headed by Infantino. Prince Ali said that move had been a mistake. “Obviously, their term ran out but, having said that, they are in the middle of conducting their cases and what this is going to do is delay the process. “To be honest if it not broken, don’t fix it. There seem to be many reasons we are hearing about why it is done but we were not given an explanation and that is the basic right of congress to know what the reasons are behind the changes – that reminds me of things that have happened in the past,” he said. Asked whether, with U.S and Swiss authorities still investigating the body, Infantino’s actions represented a danger to

Jordan’s Prince Ali Bin Al Hussein FIFA, Prince Ali said: “I think so. It has already lost the battle of public opinion, we had a good chance to rebuild that and we need to, this is the world we live in – things cannot be conducted behind closed doors, everyone wants to know what is going on.” Prince Ali is also concerned about the tone taken by Infantino over the Ethics case and other issues. “We are in a crisis, you can’t have a FIFA president who says everything is fine, as we have heard before, when obviously it is not,” he said. “Every other week something new comes to light and there are very serious allegations.”

Ezekiel Elliott likely to have larger role in Cowboys’ offense in 2017

Ezekiel Elliott FRISCO, Texas -- Fantasy football players take note: After leading the NFL in rushing as a rookie in 2016, Ezekiel Elliott will do even more in 2017, if Dallas Cowboys owner and general manager Jerry Jones has his way. “He really is problematic for defenses in the passing game, and certainly every time we can get him the ball, I feel good about it,” Jones said. Elliott caught 32 passes for 363 yards and a touchdown as a rookie. He did most of his damage as a runner, picking up 1,631 yards and 15 touchdowns on 322 carries. At the recent ESPN Fantasy Football Summit, Elliott checked in behind Arizona’s David Johnson and Pittsburgh’s Le’Veon Bell in the running back rankings. The difference is the passing game. Johnson had 80 receptions for 879 yards and four touchdowns last year. Bell, even after missing the first three games of the season because of a suspension, had 75 catches for 616 yards and two scores. Elliott never had more than four catches in a game. The Cowboys were mindful of the work they gave Elliott. They did not want to tax him in his first year. He was too important as a runner, and the Cowboys had Lance Dunbar to handle the thirddown role. But Dunbar left as a free agent for the Los Angeles Rams, and the Cowboys have not really replaced his skill set. Darren McFadden would be considered the closest thing to a third-down back, but he has had 40 or more catches in a season just three times. In his final two seasons with the Cowboys, DeMarco Murray had 53 and 57 receptions while playing with the same threats as Elliott: Dez Bryant, Terrance Williams, Jason Witten and Cole Beasley. “We have a lot of weapons on offense,” Elliott said told reporters earlier in the week, addressing whether he’d be catching more passes. “We got a lot of guys that can catch the football, so I don’t know if that’s exactly going to happen. But it may.” The strength of the Cowboys’ offense remains the offensive line, even with the departure of Ronald Leary and the retirement of Doug Free. Elliott played on 716 of the team’s 1,060 snaps last season, and he was kept out of the regular-season finale to make sure he was fresh in the playoffs. Other than injury, there is no reason to believe the Cowboys won’t rely more on Elliott in 2017. While Elliott believes he could see more production in the passing game, his focus is on improving as a runner. “I just want to work on being a more dominant, second-level runner,” he said during the Reliant Home Run Derby at Dr Pepper Ballpark Monday. “I think a couple of times last year I could’ve been more elusive when I got to the second level. I just want to focus on altering my runs.”

NBA opens first academy in India

The National Basketball Association (NBA) opened its first academy in India on Tuesday, hoping the facility on the outskirts of Delhi will trigger the game’s growth in a country obsessed with cricket. “We opened our first office in India in 2011 but we had to understand the market place,” NBA Deputy Commissioner Mark Tatum said after launching the academy at Jaypee Greens in Greater Noida. “We recognised there was

opportunity for us now to bring NBA-style coaching, development and training to kids around the world who may not have access to that.” It follows the launch of academies in Hangzhou, Jinan and Urumqi in China and in Thies in Senegal. The NBA’s plans also include launching a global academy in Canberra. A total of 21 male players

are to receive NBA-level coaching and scholarship at the academy. The number of international players in the NBA has been increasing, with a record 113 on opening night rosters for the 201617 season. The NBA has an Indian owner in Sacramento Kings Vivek Ranadive, who was born in Mumbai, but a player to galvanize a fan base has yet to arrive. Satnam Singh Bhamara,

the son of a farmer, became the first Indian to be drafted into the NBA when the Dallas Mavericks used the 52nd pick on the 7-foot-2-inch centre in 2015. “This initiative is not about finding more sponsors or marketing partners. It’s about developing elite basketball prospects,” Tatum said. “Here we have 21 of the best prospects in India. What we want to do is make sure they reach their full potentials, whatever that is.”

Twitter, NFL sign multi-year deal for live show

Twitter Inc said on Thursday it signed a multi-year deal with the U.S. National Football League to livestream pre-game coverage as well as a 30-minute show on the microblogging website. James Haskell insists England won’t be fazed by daunting RWC draw James Haskell insists England will adopt a phlegmatic approach to staring down an unenviable group at the 2019 Rugby World Cup. England face arguably the toughest World Cup pool for the second tournament in succession, having been drawn alongside France and Argentina for the competition in Japan. England became the worst-performing hosts in World Cup history in 2015 by failing to qualify from their pool containing Wales and Australia. But Wasps flanker Haskell insists England under Eddie Jones can handle the hype of another severely testing draw. “If you want to be the best team in the world then you’ve got to beat all the best teams,” Haskell said. “I’d love to see the simplest pool in the world, but it never works out that way. You’ve just got to beat whoever’s in front of you on the day. “Eddie Jones’ team out there will literally just look at the first game. I’m also a believer that the form going into a tournament doesn’t really matter because what counts is what you do once you get there.” “Eddie Jones will be very matter of fact, he wants us to be the best team in the world,” Haskell added. “For the World Cup his mind is already on that, doing that in the right way. He’s already coming up with weird and wonderful ways to make us fitter and fitter. “He tells us that a World Cup is a lifedefining moment. West Indies coach disappointed by ‘Pakistani pitch’ West Indies coach Stuart Law is deeply disappointed with the Bridgetown pitch, on which his team registered a stirring 106-run victory against Pakistan this week. The track, Law said, suited Pakistan more and left him “heartbroken” for his quick bowlers. Praising his side for winning convincingly despite that, he said the victory came as a result of the hard work they put in but do not often get credit for. “I wasn’t expecting what we turned up to see,” Law said. “If we can’t get a good coverage of grass in a tropical climate, there is something wrong. It wasn’t the sort of pitch we would have liked, I know that Pakistan were licking their lips when they saw it because it was a bit like a Pakistani pitch. “Day two when we were bowling, bouncers were landing five metres short of the keeper. We’ve got boys who bowl 90 miles an hour, and to see the ball do that is heartbreaking, particularly on day two. You expect it on day four, day five, no problem. But to get through the game the way we did, in those conditions, which suited the opposition more so, very proud of the effort.” West Indies’ victory brought the series level at 1-1, with one Test left to play. In the first Test, they fell to a sevenwicket defeat after collapsing in their second innings to 152. Here, they conceded the first-innings lead, before a second-innings seven-for from legspinner Yasir Shah left Pakistan chasing 188. Shannon Gabriel, with help from 20-year-old Alzarri Joseph and captain Jason Holder, made sure they did not get close. Law said the work

Stuart Law: ‘If someone says the West Indies boys don’t work hard enough, they don’t know what they’re talking about’ Gabriel puts in behind the scenes to be fit and ready for the games needed applauding. “He just improves every time he goes out there. Not [just] his effort on the field, that’s unquestionable, but behind the scenes, which people don’t see. He goes to lengths to see he’s right and in perfect physical condition every time he goes out on the field. “He has had injury problems, but physio CJ Clarke is working tirelessly with him. Even away from the Test-match scene, he gets in early, works hard with him. And Shannon is very diligent with his preparation. When you’ve got a guy who can bowl 90+, you want to make sure you’re looking after him, and then he produces like he did this Test, that was just outstanding work.” Much like Gabriel, Law said many in the team put in a lot of hard work away from the public eye. He said there was no shortage of talent, but improvement would only come with more exposure to Test cricket - of the playing XI in Bridgetown, only Kraigg

Brathwaite has played more than 30 Tests. “They’ve got the talent, that’s for sure. It’s one thing having talent, but when you couple that with experience, you become a formidable opponent. At the moment there’s not a lot of experience in our dressing room. “The experience is coming. We’ve seen in difficult conditions, playing against the best legspinner in the world [we won]. He got seven wickets but a lot of boys coped with him pretty well. To keep him out for as long as we did, I think [it] shows that we are learning. “From the first Test match we changed a few technical things with our batsmen, it seemed to work for the right handers. The work ethic…if someone says the West Indies boys don’t work hard enough, they don’t know what they’re talking about. The boys are pretty proud of their effort, leading up to this Test match and during it, to strive for that perfect game, to strive for errors to be eradicated… We’re going in the right direction.”
