s Digicel Turks and Caicos prepares to cut several jobs, some staff members are reporting a strong climate of fear and victimisation at the telecommunications company. Those fears reportedly intensified on Thursday, May 18th, when the company issued a terse press statement in response to a post about its senior management that went viral on social media early last week. The social media post referred to Digicel’s CEO Sinead O’Marcaigh and Commercial Director Stephen Murad, whose work permit was refused by a previous Immigration Board and who has appealed to the current Immigration Appeals Tribunal. In the post, Murad was called “Mayhem Murad” because he allegedly mistreats some local staff. The controversial post stated: “BIG BOMB drop in Digicel after Irish CEO Sinead has been transferred to regional and Mayhem Murad is taking over the position with a hit list of locals. Enough is Enough.” In response to that post, Digicel issued a press statement on Thursday, May 18th, stating: “Digicel is aware of malicious allegations

The first step in the process being the offer of an Enhanced Voluntary Separation Programme which started in March 2017. TCI Hospital celebrates International Nurses Week

The Nursing staff at Turks and Caicos Islands Hospital joined the world in celebrating International Nurses Week from May 6th to 12th under the International Council of Nurses theme, Nurses: A Voice to Lead – Achieving the Sustainable Development Goals. Yes, this is nursing.” Nurses play a key role as a member of the multidisciplinary team in the provision of health care to individuals, families, and communities. They provide services designed to promote health, prevent illness, and achieve optimal recovery from or adaptation to health problems. The activities held to mark

the observance included a church service, educational visit to Provo Christian School to give an overview of the nursing profession, and an internal nurses’ challenge between the two hospital sites to raise awareness of organizational practices required to maintain Diamond Accreditation. Due to a limited number of certain healthcare practitioners’ incountry, persons may be sourced from overseas. To embrace the cultural differences of ethnic groups employed at the healthcare facility, a Nurses Cultural Showcase and Potluck was held on the compound of Cheshire Hall Medical Centre on Thursday,

May 11th, 2017. The event featured cultural dances, singing performances, satirical skits, and an endless array of native cuisines from Turks and Caicos, Trinidad and Tobago, India, Philippines, Jamaica and many other countries. TCI Cultural Ambassador, David Bowen gave a presentation on the local history of the Conch Shell. TCI Hospital also invited the community to take 60 seconds of their time to express gratitude to a nurse who impacted their lives with a #ThankANurse hashtag on Facebook. Chief of Clinical Services and Chief Nursing Officer at TCI Hospital, Douglas Moore said being a

nurse is one of the most demanding professions, which requires dedication and commitment. Speaking to nurses at the event, Moore said: “Our job can feel overwhelming sometimes, but it can also be beautiful and consuming. The kind of consuming that changes who you are, and gives you the strength to be a better person. The best part of it all is that we have the ability to connect with people every day. You have chosen a career of not only knowledge, but compassion that has profound impact on countless lives. Take pride and reflect on your positive contribution to patients and their loved ones.”

Police investigate two robberies Detectives of the Royal Turks and Caicos Islands Police Force are investigating two robberies that occurred on Wednesday 17th May 2017, on Providenciales. The first incident reported at 8:54 p.m. Officers responded to the Scotiabank on the Leeward Highway where the victim told officers that while inside of the bank using the ATM, a tall male with dreadlocks entered the bank

and took his undisclosed amount of cash that came out of the machine. He stated that the male fired a shot at him before making off in a fourdoor car with no licence plate. No one was injured. The second report was made at 9:23 a.m. The victim reported that he was driving his silver Nissan Serena van out of the Catholic Church located on the Walter Cox Drive in Kew Town, when a white car with no licence plate pulled in

front of him and blocked his vehicle. Two tall, unknown and unmasked males exited the white car brandishing long firearms each and pointed at him. They pulled him out of his van and took his wallet before making off with his van, leaving the white car. Upon reaching on scene, officers observed that the white car is a Toyota Mark X that was reported stolen since May 12th 2017 and suspect that it is the same

vehicle that was used in the robbery earlier at Scotiabank. No arrest has been made and the Silver Nissan Serena Van is still missing, License Plate is unknown at this time. Investigations are ongoing. Ministry of Tourism undertakes site visits on twin islands

` A team from the Ministry of Tourism, Environment, Heritage& Culture, accompanied by the Minister Hon. Ralph Higgs, members of the DECR & Public Works departments, District Commission and the National Trust, embarked on a series of site visits on the Twin Islands, North and Middle Caicos on 3rd & 4th, May 2017. Following a recent capital project, the team deployed to the islands for a firsthand assessment of the proposed sites which has been earmarked for development within this Financial Year. The projects comprises of the construction of a Promenade and Craft Market (including a sisal museum), interpretative signage and revamping of heritage and ecological interest sites under the remit of the Turks and Caicos National Trust. Permanent Secretary of the Ministry of Tourism, Cherylann Jones,

and Deputy Secretary, Michelle FulfordGardiner, utilized the opportunity to visit departments and project falling within the auspices of the Ministry. The visit was a successful one, as the main objective was to garner an understanding of the day to day operations, challenges and constraints experienced by the departments, as well as facilitating the upgrade of core visitor attractions. Management will continue with the familiarization tours of the departments and sites in the ensuing months with the ultimate goal of providing assistance and support to the departments. Hon. Higgs commented; “The Ministry was able to meet the staff and get firsthand knowledge of the sites, and the challenges they face. We will make every effort to ensure that these islands receive the attention they need to promote key players in our tourism industry.”

Minister for Home Affairs responds to destruction of Sandbar Restaurant due to early morning fire The Ministry of Home Affairs Transportation and Communication was deeply disturbed to learn of yet another fire on Duke Street, Grand Turk around 3 a.m. on Sunday, May 14th. The object of this misfortune is a well-known and frequented business place, the Sandbar which was extensively destroyed by fire. While details as to what caused the fire is unknown at this time, staff at the Fire Department and the Royal Turks and Caicos Islands Police Force are investigating this matter. Minister with responsibility for the Fire Department, Hon. Vaden Delroy Williams said, “First and foremost, our Government is thankful

that there was no loss or injury to any person, including the men and women who responded to this fire, and we join customers of this establishment in expressing regret over the devastating loss that the owners have experienced. As leaders we are committed to assisting persons in taking the necessary steps to protect their property from fires, should they occur. In this regard, we continue to invite private and corporate citizens to utilize the resources that are available at the Fire Department to conduct a fire safety and prevention audit, to not only reduce the risks of a fire at homes or places of work, but also to reduce the impact of a fire as well.

Among our efforts to respond in a timely and efficient manner, our Government will commence construction of a $1.6 million dollar Fire Hall within the next few months on Providenciales and will be seeking funding in the next budget cycle to construct a similar facility on Grand Turk. Finally, I want to encourage persons to assist the Police with investigations if they are contacted for information which can lead to determining the cause of such events.” Sunday’s fire is the second fire to have destroyed a building in the nation’s capital within the space of ten weeks.

Joint compliance task force operation in Grand Turk In 2015, the Revenue Department spearheaded the re-establishment of the ‘Joint Compliance Task Force’. The mission of the Task Force is to foster and encourage voluntary compliance within the community so as to ensure the safety and protection of all residents. The Task Force is currently comprised of representatives from the following Government Departments and Statutory Bodies: Revenue Department, the Turks & Caicos Islands Police Force,

Immigration, Labour, Department of Environmental and Coastal Resources, Department of Maritime, Customs, Lands& Survey, Planning, Environmental Health, Agriculture, Road Safety and the National Insurance Board. On 17th May, 2017, the Task Force conducted an operation on the Island of Grand Turk. The operation was deemed a success as various Departments were able to deal with matters that affected their operations and also collect important information to assist them in dealing with the

Report from May 17th Cabinet meeting His Excellency the Governor, Dr John Freeman, chaired the 13th meeting of the Cabinet on Wednesday, 17 May 2017, at the N J S Francis Building on Grand Turk. All Ministers were present. At this meeting Cabinet: • Advised His Excellency the Governor to approve funding from the National Forfeiture Fund to host the final workshop in TCI facilitated by the World Bank on 28-30 June 2017 to conclude the TCI National Money Laundering and Terrorist Financing Risk Assessment (National Risk Assessment) project; • Advised His Excellency the Governor to execute the Trade Winds Industries Ltd Development Order 2017; • Reviewed the 4th Quarter Financial Report for FY2016/17 (January-March 2017) on the financial performance of the TCI Statutory Bodies and approved publication of the report as required under Section 147 of the Public Financial Management Ordinance 2014. Cabinet expressed continued serious concerns about budgetary and wider management issues of a number of the Statutory Bodies; • Advised His Excellency the Governor to approve amendments

to the Tax Information (Multilateral Competent Authority Agreement on Automatic Exchange of Financial Account Information and the Common Reporting Standard)(Amendment) Order 2017 and the International Tax Compliance (Amendment)(No.2) Regulations 2017 to ensure compliance with the Common Reporting Standard; • Approved a public consultation on a proposal to establish TCI as a shark sanctuary and for a report to be brought back to Cabinet following the consultation; •Requested the Attorney General’s Chambers to include a draft Library Ordinance on the legislative agenda to govern the management of library services in TCI; •Advised His Excellency the Governor to grant a 25 year licence to Windward Development Company Ltd for the construction and operation of piers and docks and the creation and replenishment of a beach seaward of Crown Land Parcel 60903/29 at Leeward Going Through, Providenciales, subject to the company meeting specific environmental and other terms and conditions; •Received an information paper from the Minister of Health up-dating Cabinet on progress on implementation by the National Health Insurance Board (NHIB) of the recommendations in the report by the Chief Internal Auditor on

Literacy and numeracy assessment for grade 2 and grade 4 The Ministry of Education advises the public that the Grade 4 Literacy and Numeracy Assessment will be administered on Tuesday, 30th May 2017. However, the Grade 2 Literacy and Numeracy Assessment, has been suspended for this year. After consultation with Education Officers, Principals and Teachers, the Ministry has agreed to suspend the Grade 2 Literacy and Numeracy Assessment for this academic year, because the new curriculum, for this level, has not been implemented in all the schools. The Ministry is in the process of revising the curriculum and has embarked on a strategy to update the Grade 2& Grade 4 curriculum in an

Belongers First? Dear Editor; In the Turks & Caicos Islands many of our politicians and civic leaders have been very good at talking the talk of a “Belongers first” policy, but many of those same politicians and civic leaders fail miserably when it comes time to actually walk the walk of what they talk. A good example would be the Turks & Caicos Islands Airport Authority where the CEO is John T. Smith. The Providenciales International Airport is owned by the people of the Turks & Caicos Islands and that asset generates a substantial

effort to improve students’ literacy performance at those levels. We have begun piloting the new Grade 2 curriculum in a few school while the Grade 4 curriculum has already been implemented nationally. The Ministry will continue to roll out the new programme during the 2017/18 academic year. The full implementation of the revised curriculum during the 2017/18 school year will result in an evaluation of the Grade 2 and 4 Assessment with three key outcomes: 1.A revised specification for the assessment instruments; 2. The establishment of a Grade 2 and 4 Assessment Panel to oversee the

portion of the country’s operating revenue. The airport is also the first point of contact for visitors and tourists and an ideal advertising venue to expose and promote our tourist related products. The Immigration, baggage and Customs inspection areas of the Arrival Terminal at PLS have been thoughtfully equipped with a significant number of large flat screen color monitors that display a perpetually changing array of Turks & Caicos Islands advertisers who inform visitors about topics and locations of interest in the TCI and effectively distract those same visitors from focusing on the long lines of Immigration. Flat screen advertising at the airport is an unsophisticated and rudimentary form of marketing and promotion that does not require a large full-time staff, significant operating costs, sophisticated technologies or time consuming maintenance, but

This new approach to the administration of the assessment is consistent with the 5th Strategic Imperative of the Education Sector Plan which addresses improving the curriculum and strategies for assessment. We commend each teacher and school leader who help to create an enabling environment where each learner can be successful.

That means that our local businesses are spending advertising dollars to attract tourists and the profits from local advertising dollars are going to the United States owners of Clear Channel Airports. Does this make good business sense? Would it not be better to keep as many of our own dollars in our economy when and where possible? It is obvious, and we should accept, that there are some jobs in the

TCI that require skills, training or education that cannot be found locally. But we definitely have a selection of young, educated and talented Turks & Caicos Islanders skilled in video and DVD production that are more than capable of producing advertising displays at the airport that are equal to or better that what appears there now. Revenue and profits generated at PLS from local business advertising should have remained here to circulate in our economy via direct administration of Airport advertising by locals employed by the TCIAA or by awarding the contract to a couple of local entrepreneurs. If there is to be a “Belongers First” policy in the TCI where fair and practical, then the TCIG and its statutory bodies must set a better example for outsiders, expatriates and foreigners to follow. Sailrock Resort Prepares for South Caicos Regatta’s 50th year! SAILROCK RESORT, in preparation for this year’s South Caicos Regatta, is working hand-in-hand with the South Caicos community in order to make the event a successfully memorable celebration. South Caicos Regatta, the oldest festival in the Turks and Caicos Islands has been held every year since 1967, following the Queen’s official visit to the TCI in 1966. This year, South Caicos Regatta will be celebrating its 50th anniversary from Thursday, May 25th – Sunday, May 28th at the Regatta Village in South Caicos. In preparation for this

occasion, Sailrock Resort staff have assisted with the painting of the Regatta Village, an effort that has helped to bring it back to its original beauty. Training gets underway to form a national mental health crisis intervention team Representatives of Crisis Intervention Team International conducted a Train the Trainer Crisis Intervention workshop hosted by the Department of Mental Health and Substance Dependence within the Ministry of Health, Agriculture and Human Services During 11TH -12TH May 2017. Crisis Intervention Team (CIT) is an effective “First Responder” Program for Persons with Mental Illnesses in Crisis and it involves a community partnership with law enforcement, mental healthcare providers, families and consumers. In attendance during the two day work shop were members of the Royal Turks and Caicos Police force, Prison Officers, hospital security staff, Social Workers and mental health professionals. The aim and objective of the workshop was to gain knowledge in the following key areas: •To decrease the emotional, behavioural, mental intensity, and stress level of a situation •Determine the most appropriate response presented by the facts •Focus on identifying various cues, including: verbal indicators, behavioural indicators, and environmental indicators •Implement the most

Turks and Caicos Civil Service partners with Clement Howell High career day

The Turks and Caicos Civil Service is pleased to have partnered with the Clement Howell High School on hosting a Career Day at the Gustavus Lightbourne Sports Complex in Providenciales on Thursday May 4th, 2017. The event which was held to assist 3rd Formers in gaining a better understanding of the careers available ahead of selecting their subject areas of concentration for 4th and 5th Form, saw attendance from various areas across government including the Office of the Deputy Governor’s Human Resource

Directorate, the Attorney Generals Chambers and Office of Public Prosecutions, Customs Department, Dental Department, Sports Department, Police, Culture and Education Departments. During the course of the day the students were provided with motivational speeches by Deputy Governor, Her Excellency Anya Williams and members of the civil service. In addition, students were provided with advice on which subject areas would prepare them for careers in various areas. Commenting on the program

of activities Deputy Governor Anya Williams said: “It was a pleasure for the civil service to participate in the Clement Howell High School Career Day; to share insight on the various careers that are available in Government and the steps that must be taken in order to prepare for these positions. We encouraged the students to remain focused and to strive to do well. Reminding them that we live in a competitive society and that in order to succeed they must set a path towards prosperity which could be done by ensuring that at a

very young age they made the right choices that would lead them in the correct paths. As the future leaders of the Turks and Caicos Islands, we encouraged them to do well in their studies which would provide them with access to scholarships and that the Turks and Caicos Islands Community College should be chosen as their next step before seeking to enter the workforce. ister Sister TCI held their 6th annual, Mother’s Day Event on May 12th, 2017 at the Occasions Ballroom, under the theme “My Mother, My Daughter, My Daughter’s Daughter. Sister Sister would like to thank everyone who attended. Your support again this year continued to make this event successful. Sister Sister honored the following women for their commitment, dedication and hard work in the community. Gertrude Forbes (Mother of the Year) Her working experience in both the public and private sectors consists of office administration, teaching, human resource management and the legal field. Gertrude loves sports and activities involving the youth. She enjoys mentoring young people and offers advice and words of encouragement to them on a daily basis. She is married to Samuel Forbes and together they have six children. Her joy and pride is none other than her one and only beautiful daughter, Sanadia Forbes, whom she calls her princess. Angela Williams- Valerio - For her

commitment and hard work with our special needs children. Her story exemplified that God is still in the miracle business. Angela Williams V. started the Ashley’s Learning Center after her daughter was refused by several local schools here on Provo. She knocked on doors and asked for help many turned her away. Angela knew she could not leave her daughter in that condition and began making a difference for her and many like her. Ashley’s Learning Center started with ONE, grew to four and now has eight students and a long waiting list. Only enough tuition is asked for to pay the staff and some are there at NO cost. Sister Sister strongly believes in giving back to the community and the proceeds from this event will be donated to the girls at Enid Capron Primary School. Again, thank you and may God richly bless all of you.

The first Cabinet meeting held under the new government of The Bahamas at the Office of the Prime Minister Newly-elected Prime Minister of The Bahamas Dr Hubert Minnis reiterated his charge that new Cabinet ministers will not shirk their parliamentary duties as they take on their government portfolios. According to the Tribune newspaper, Dr Minnis noted that ministers were expected to report to their various constituencies on a quarterly basis and keep tabs on the concerns of constituents as he addressed the press ahead of the first sitting of Cabinet. When the press arrived at 8.40am, Dr Minnis was already inside and his ministers began arriving at the Office of the Prime Minister around 9am. Dr Minnis likened last week’s landslide victory to the Free National Movement’s first government win in 1992, underscoring that at both times the country had been “rocked with

corruption”. “We won on the message ‘it’s the people’s time’ and we will adhere to that,” Dr Minnis said. “We will continue to listen to the people and we will be taking directives and working for the people. “In 1992 when we came in we had a country to rebuild. The country was rocked with corruption. The FNM was built with transparency and accountability and we had to free this country in 1992. “We opened the airwaves and hence you (the media) are here. First residency applications approved under new Cayman Islands Immigration Law Under threat of legal action, the first two permanent residence applications filed under the current iteration of the Cayman Islands Immigration Law were approved this week, the Cayman Compass has learned. The residence applications filed in December 2013 and June 2014, were among the 900-1,000 applications awaiting a hearing by either the Immigration Department or the Caymanian Status and Permanent Residency Board. The applicants, financial services manager Mark Edmunds and accountant Derek Larner, had both filed for judicial review against

what they alleged was an unfair, unreasonable and unlawful decision by the government to delay a decision on their residency status indefinitely. A court hearing on those requests for judicial review proceeded Friday morning, but apparently both applicants had received their respective grants of permanent residence the previous day. “We received formal confirmation of Thursday’s grants only after [Friday’s] hearing when we made telephone enquiries of the [immigration] secretariat,” according to HSM Chambers partner Nicolas Joseph, who represented the two men in the matter. Mr. Joseph informed

HSM clients of the decision in an email sent out Friday morning. The two men, as well as local accountant Bradley Carpenter, who filed a judicial review application last year as well, could still pursue cases against the government for damages relative to the delay. Their attorneys were uncertain on Friday as to which path they might take. Mr. Joseph said it appeared the new grants would be a positive development for the hundreds of other people awaiting word on their residency status in Cayman. “It is now hoped that the processing of applications will now commence in earnest,” he wrote. “We

have written to the authorities for an indication of anticipated timing and they have responded by return that the department will commence processing of other applications very shortly. “Congratulations are due not only to the trail-blazers whose commitment to these Islands and due process compelled them to seek appropriate resolution through the courts, but also to the immigration authorities who now find themselves able to grapple the issues before them. Landslide, flooding devastate several parishes in Jamaica

The disabled, children and the elderly were among the vulnerable groups impacted by severe weather conditions that plagued Jamaica since Saturday night into yesterday, in many instances causing flooding, landslides and damaged houses and businesses, as well as the loss of electricity and piped water. Up to press time, the rescue team was being hampered by two massive land slippages along the Kensington main road, which is approximately five miles from where the man was trapped. Disaster coordinator for the

parish, Denise Lewis, indicated that two houses were inundated. Over in St Thomas, several roads were impacted by continuous rainfall. Some roads were completely flooded, including the Pamphret and Morant Bay main roads. Other areas were affected by debris. Several disabled vehicles were abandoned along the Morant Bay main road. Heavy rains also lashed the parish of St Catherine, which resulted in landslides and flooding. In the Mount Pleasant and Above Rocks areas, blocked roads and landslides affected residents who were fearful that if the rains continued, they would be marooned. Councillor for the Mount Pleasant division, Roogue Kirlew, told The Gleaner that a number of farmers have lost crops because of the land slippage.

Donald Trump’s Caribbean estate is on the market for $28 million, prompting questions The opulent beachfront estate that recently went on the market on the Caribbean island of St. Martin has a number of appealing factors, including two elaborately adorned villas and an expansive pool overlooking the crystalline waters of Plum Bay. And there’s another unique aspect that nearby properties can’t claim: It is owned by the president of the United States. Le Chateau des Palmiers, which President Trump described as “one of the greatest mansions in the world” when he bought it in 2013, was quietly listed for sale last month on the website of Sotheby’s International Realty, whose St. Martin office noted coyly in an Instagram post, “It’s huuuuuge!” The price, according to a person familiar with the listing: $28 million. It’s unclear why the property is for sale. It earned Trump between $200,000 and $2 million in rental fees between 2014 and mid-2016, according to financial disclosures. Officials with the White House and the Trump Organization did not respond to repeated requests for comment. Its $28 million asking price makes the Trump property the 12thmost expensive home on the market in the Caribbean, according to Point2 Homes, a website that aggregates international real estate listings. The home’s gilded style might appeal to a relatively narrow market, agents said. “There is certainly a lot of ‘wow’ factor to the property,” Jagtiani said. “The location is stunning. But I’ve seen mixed reviews for the decor. There is a lot of gold in there. It’s rather gaudy, if you will.” Maayke de Haan, the owner of Antilles Realty, described the look as “very old-fashioned.” “It’s a style that does not appeal to everybody,” she said, but added, “the finishings are stunning for the right clients.” The effort to sell the highpriced estate in the midst of Trump’s

tenure could present a similar ethical problem to the one his lawyer cited in defending his decision not to sell off his company after the election: that a buyer could overpay as a way to gain currency with the president. If the estate is sold, the public probably would learn little, if anything, about who has purchased it. Public records in the French territory do not always show details of private property transactions. Trump would eventually have to disclose the sales price on his financial disclosure form — a report detailing 2017 transactions must be filed in the spring of 2018 — but he would not be required to reveal the identity of the buyer. Bribery scandal met with near-silence in Dominican Republic One of the most sprawling corruption scandals in modern history has deep roots in the Dominican Republic: The Brazilian company behind the operation placed its international “bribery bureau” in this Caribbean country and shoveled out nearly $100 million in bribes to local officials. Yet five months after the scheme was exposed, nobody has been charged here and no corrupt officials have been named — infuriating both political reformers and opposition parties. By contrast, investigations in Brazil, Colombia, Panama and Peru have produced hundreds of charges, including cases against former presidents. Government critics hope the silence will break Friday when Odebrecht is expected to reveal the recipients of its bribes in the Dominican Republic under a deal that protected the Brazilian construction company from prosecution and allowed it to keep doing business in the country. Odebrecht’s executives

confessed to U.S. prosecutors that they paid around $788 million to officials in 10 Latin American countries and two more in Africa in order to get multimillion-dollar contracts with local governments. They said they spent $92 million on bribes in the Dominican Republic alone as the company won 17 contracts to build highways, dams and a big coal-burning power plant. One of the key figures in the scheme worked as President Danilo Medina’s adviser in two presidential campaigns. When Brazil’s own corruption investigations began to turn up the heat on Odebrecht in 2014, the company moved its office in charge of handling bribes — the innocuously named Bureau of Structural Operations — to Santo Domingo, apparently to distance it from Brazilian prosecutors. Attorney General Jean Alain Rodriguez, a member of the ruling party’s central committee, struck a deal with Odebrecht for a $184 million fine and an agreement to protect its executives from prosecution in exchange for information that might

be used to prosecute local graft recipients. It’s the first deal of its kind Odebrecht reached outside Brazil. That has prompted anticorruption activists to hold marches protesting government inaction and to file court cases demanding an independent investigation. Many say they are pessimistic that Friday’s expected announcement will reveal the full extent of corruption in the Dominican Republic. “For Odebrecht, the Dominican Republic wasn’t just any country,” said Manuel Robles, a member of the Green Movement, a group created to protest against corruption and is demanding an independent probe into the bribery scheme and audits of all Odebrecht’s local contracts. “The Dominican people have been vilely affected by a business mafia complicit with politicians and thieving bureaucrats,” Robles said. Odebrecht’s contracts in the Dominican Republic since 2001 totaled $5 billion — 7 percent of the annual GDP in a country where most people earn $200 a month or less.

“You can follow the money through here. There must be records, information,” said Rosalia Sosa, director of the activist group Citizen Participation, which has called for a more thorough investigation. Fifteen of the contracts were signed during the 13-year tenure of Medina’s Dominican Liberation Party, now led by former President Leonel Fernandez. The party’s popularity is based largely on Latin America’s highest rate of economic growth and extensive social programs. Fernandez has refused to discuss the bribes. Medina in February defended the deal that allowed Odebrecht executives to avoid prosecution. The Medina administration’s signature infrastructure project is a $2 billion, 720-megawatt coal-burning plant about 38 miles (60 kilometers) west of Santo Domingo that was contracted to Odebrecht in 2013 even though the company’s bid was the highest of all those submitted and more than $500 million above the limit set by the country’s Congress.

The malware attack, which began on Friday and has been linked by some researchers to previous hits by a North Korean-run hacking operation, leveraged a tool built by the NSA that leaked online in April, Microsoft says. It comes as China prepares to enforce a wide-reaching cyber security law that U.S. business groups say will threaten the operations of foreign firms in China with strict local data storage laws and stringent surveillance requirements. China’s cyber authorities have repeatedly pushed for what they call a more “equitable” balance in global cyber governance, criticizing U.S. dominance. The China Daily pointed to the U.S. ban on Chinese telecommunication provider Huawei Technologies Co Ltd [HWT.UL], saying the curbs were hypocritical given the NSA leak. Beijing has previously said the proliferation of fake news on U.S. social media sites, which are largely banned in China, is a reason to tighten global cyber governance. The newspaper said that the role of the U.S. security apparatus in the attack should “instill greater urgency” in China’s mission to replace foreign technology with its own. Reuters reported on Wednesday that Facebook was set to be fined. The Commission could have fined Facebook up to 1 percent of its turnover - which would have been $276

million based on 2016 results - but said that Facebook had cooperated with the proceedings and acknowledged its infringement. The EU sanction comes after Facebook received a separate 150,000euro fine on Tuesday by a French data watchdog for failing to prevent its users’ data being accessed by advertisers. Last week the Italian antitrust authorities levied a 3 million-euro fine on WhatsApp for allegedly obliging users to agree to share their personal data with Facebook.

An official who followed the talks said the ban was “off the table” for now. He spoke on condition of anonymity to release details of the sensitive negotiations. They also shared details about their aviation security standards and detection capabilities, and agreed to meet again in Washington next week “to further assess shared risks and solutions for protecting airline passengers, whilst ensuring the smooth functioning of global air travel,” according to a joint statement. The White House has defended Trump’s decision to share

classified information involving an Islamic State group terror threat related to the use of laptops on aircraft with the Russian foreign minister and Russian ambassador. The proposed electronics ban would create logistical chaos on the world’s busiest air travel corridor — as many as 65 million people a year travel between Europe and North America on nearly 400 daily flights, many of them business travelers who rely on the devices to work during flight. Such a ban would dwarf in size the current one, which was put in place in March and affects about 50 flights a day from 10 cities, mostly in the Middle East. The International Air Transport Association, or IATA, which represents 265 airlines, wrote to both the EU and the U.S. State Department on Tuesday to oppose the proposed ban, which it said would deeply affect the economy and cause the equivalent of $1.1 billion in lost time to passengers. There is also the question of the relative safety of keeping a large number of electronics with lithium batteries, which have been known to catch fire, in the cargo area. IATA proposed more in-depth pre-flight screening rather than forcing passengers to give up their electronics. On Wednesday, it welcomed more discussions on how to improve security while minimizing travel inconveniences.

Officer who tackled James Blake reaches disciplinary agreement, avoids hearing The New York City police officer who tackled former tennis professional James Blake outside a Manhattan hotel in 2015 has reached a disciplinary agreement with the Civilian Complaint Review Board, The New York Times reports. India to tour West Indies right after Champions Trophy India will tour the West Indies for five ODIs and one T20 international in June and July, with the trip beginning almost immediately after the Champions Trophy final in England. The Champions Trophy final is scheduled for June 18 and the first ODI between India and West Indies is on June 23 in Trinidad. The second ODI is at Queen’s Park Oval as well, before the teams move to Antigua for the next two matches.

The last ODI and the T20I will be played at Sabina Park on July 6 and 9. Unlike India, West Indies are not part of the Champions Trophy and will be hosting Afghanistan while the top eight ranked ODI nations compete in the ICC tournament in England. This will be the fourth bilateral series between the sides since 2013. India had toured West Indies in 2016 as well, for Tests and T20Is but no ODIs.
