‘I CAME TO TCI TO KILL A MAN’

A
n American citizen was recently deported from the Turks and Caicos Islands after admitting to local police immigration officials that he came to this country to assassinate a church leader. The man, Victor Bauhng, who entered the country on a one-way ticket, told The SUN in an exclusive interview that he came to kill Todd Bernick, who lives in Middle Caicos, and who is the new Leader of a church called House of Ephraim and Cradle of Hope and who owns a large amount of land in Middle Caicos. Bauhng said, “I came here to kill a guy. I came here twice but the first trip was only a few days before the second trip. The first trip I took on May 24th/May 25th and I
traveled from Los Angeles to Miami to Turks and Caicos, Providenciales. That first trip God gave me a vision in which I was fighting this guy Todd Bernick who is the Leader of a Church called House of Ephraim and Cradle of Hope. House of Ephraim and Cradle of Hope acquired a vast amount of land some years ago through Tom Deckard who was the original prophet, the Founder of this church that has a large amount of land on Middle Caicos. He is a lovely guy. He was my mentor. He was a brother to me, and he was a father figure to everybody that was in the organization. We miss him but he died of cancer and everyone was so sad from his passing.” The SUN contacted police and police spokesman Kevin Clarke confirmed that lawmen picked up Mr.

STATEMENT FROM PREMIER ROBINSON-CARTWRIGHT ON THE REVOCATION OF HON. JOSEPHINE CONNOLLY
T
hese Islands have been cast in the most negative light over the past few weeks with scathing attacks at me as Premier and also against members of the Cabinet, other elected members of Parliament and family members. It is regrettable that this side of our country was showcased to the world especially via the world wide web. But I am encouraged by the number of personal expressions of encouragement received by me and my colleagues. The expressions of love and support revealed that we are still a loving people. We are fully aware that the recent weeks were fueled by different agendas and motives and by disgruntled individuals who sought to exploit a private family matter for political and personal gain. We are confident that this will all pass and we
welcome being held into account and for persons expressing themselves freely as we as humans have a right to that basic right but we ask that we do so respectfully and truthfully. Six months ago we as a Party was overwhelming elected to be the Government of this country and we have used this occasion to review our position and to make decisions for the road ahead having laid critical foundations. Your Government remains firm in its commitment to deliver the promised change for the people of this country and we as a Government and as a Party refuse to allow distractions to deter us from governance. This does not mean that we will ignore the voice of the people but that we will accept criticism when it is meant to be constructive and when it is truthful.
Equally important to the realisation of your Government’s agenda is the crucial role of Cabinet where there must be comradery, respect, confidentiality and competence. The appointment, management and revocation, if necessary, of members is the sole responsibility of the Premier and I accepted this with humility recognizing that tough decisions will come at times along the way. I have unfortunately arrived at a place where I have had to ask HE The Governor to revoke the appointment of Hon Josephine Connolly. At this juncture, I will say that I thank Hon Connolly for her acceptance of my offer to serve in Cabinet and believe that she will continue to do for the people of this country as they have become accustomed. It is important that the

country understand that this Government and the PDM Party is above personalities and will seek to make decisions that are critical for the advancement of our people as a Team. Nation building requires team work and trust and when this is threatened and people are going in different directions and not ahead in one direction and as one unit, we cannot deliver for the people. Anything other than togetherness is a threat to nation building. This Government is strong and we are at the plow all for the greater good of building a better and stronger nation. I will address the people of this country further to any other statements issued and will participate in a full Press Conference on Monday, June 19th at 9am from the Premier’s Office in Providenciales.

‘I CAME TO TCI TO KILL A MAN’ Continued from Page 1 Bauhng noted that he visited the home of Todd Bernick to his family in order to kill them as a message that God gave him. “I went to Todd Bernick’s house but he wasn’t home so I put a note on the slab of one of his side doors and I said ‘I challenge you for the third time for whoever wins is the Leader of our church’ and I got no response from him as usual. I thought I was done with my task God gave me a vision and I’m done but then I ended up back in Provo and then I stayed at the Gansevoort Hotel and I thought my job was done. Then I went to LA the next day but I wasn’t done because God told me that day ‘You’re not done, kill Todd Bernick and his family. So I bought a ticket. Both of these were one way tickets. God never told me to kill a guy before, so I was confused as to what I had to do but I am going to obey God and whatever he says and I’ll figure it out. I told God if this was real I am going to do it with all his help and I cut up all of my credit cards at the LAX airport before I traveled and when I came here I threw away my passport, license and belongings because I don’t want to kill a guy, but I said ‘God if you said this is real I am going to kill this guy and you’re responsible for getting me there and getting me back home’. I ended up coming on May 28th and
I ended up at the beach at Club Med and that when I threw my license and passport and everything down the storm drain. The next day I went to ferry and I asked for a ride to Middle Caicos and I hitched and walked all the way to Middle Caicos and I go to the house and I was practicing how to kill Todd Bernick and his family,” he explained. Bauhng said he found hid at the basement of Todd Bernick home and found a gas pump in which he was practicing with in order to kill him. “I stayed there overnight and then the whole time, I’m like how am I going to kill this guy because I don’t know how to do it. So the next day after I got those mosquito bites where I was hiding in the basement, there was a water pump heating and I turned the water pump off and I turned the water levels half way. If he could of come down and check it and I was hiding behind the wall with pump ready to kill him and I waited and waited I heard someone in the house, but I wasn’t sure who but they are having trouble with the water and I’m like, ‘I am going to do it’, but no one came down.,” he told The SUN. “Eventually what happens is I was praying on what should I do and I heard God’s voice and he said ‘Tell him the truth’ so I go to Ernest (one of the
10 prophets) house which is next door and I told him I want to confront Todd and I want you to be there because you’re an honest guy but he refused. I then went back to Todd’s house and I yelled and knocked on the door but no one answered and so I left. I made it to Blue Horizon Resort and someone assisted me and treated me very well and then called the cops for me and I lied to the cops. I didn’t tell them I came to kill a guy but I told them that I need help someone stole all my belonging and I have nothing and they were very nice and they put me in the jail cell alone, unlocked and basically the whole police station was basically mine. They bought me tooth brush and they were very cool and they told me that they will help me and told me that I will be detained and sent back home. That morning we got on the ferry and true enough we go back to Provo and there’s immigration van waiting for me and then they throw me in the van and then they took me to the Detention centre and locked me up,” he stated. Bauhng was escorted from Middle Caicos on the ferry to the dock on Provo, where he was met and handcuffed by Immigration. He continued: “I was shocked because I thought they were going to help me but they locked me up. I am an American I was born and raised;
Todd Bernick I know I look like Korean but I was born I raised in America put me in the back of their van and took me to the Immigration Detention Center. They put me in a jail cell with 2 Chinese guys probably because they thought we Asians are all the same when in fact I don’t speak a lick of Chinese. The Chinese guys had more freedom than the Haitian guys who were in the cell next to as well as adjacent to me. The Chinese guys were allowed to go outside and play basketball every day while the Haitian guys had to stay in their cells. I was questioned for about 50 minutes. They asked if I was bipolar, schizophrenic or mental. I denied all of them.” He added: “The frustrating thing was that even after I explained my story (the lie I told that all my stuff was stolen), and they emailed my information to the US Consulate but I was given no phone calls or access to email. After I talked to the officer, I was escorted back to my jail cell. After an hour, I decided to demand my phone calls, threatening that I was American and that I had rich and powerful friends.”

W
e are grateful for the enormous love and support that we have received on the untimely passing of our beautiful son Konnor Maxwell Smith. As grieving parents who are working through a very difficult time, it is very disheartening to see that our son’s death became a trending headline on several media outlets and social media platforms. The stories that are being reported are not only hurtful but also not truthful. We did our best to work within the limits of our private insurance, NHIP, and personally cover any additional costs that fell outside of that scope. Statements suggesting otherwise are highly inaccurate. Whilst we do support the freedom of speech and the democracy of this beautiful country, there needs to be more compassion and sensitivity towards families going through such a tremendous loss. In regards to political insinuation, we ask that our
son’s death will not continue to be the bases for sensationalized media stories or a platform for highly politicized headlines. We will continue to focus on launching a foundation in the memory of our beloved son to assist with to assist with preventing similar situations in the future. We hope that the Konnor M. Smith Foundation will provide crucial, lifesaving information for families dealing with early term labor and premature babies; a service that we were not privy to due to limited options based on the nature of the circumstances. Our aim for this foundation is to provide an information portal to help families with decision making and further provide information on insurance coverage as well as other pertinent information necessary to expedite the process. At a time like this, we wish for nothing more than to process all the

Tourism Minister Ralph Higgs honoured during CTO’s Caribbean Week Minister of Tourism, Honorable Ralph Higgs led a delegation to New York for the Caribbean Tourism Organization’s Caribbean Week 2017 on June 4th -10th 2017. The annual week long occasion consists of a series of meetings and events, both public and private. Organized by the CTO, Caribbean Week in New York brings together the most influential policy makers, marketing professionals and tourism industry officials to interact and discuss both tourism and investment opportunities in the region. Minister Higgs was honored with the Allied Award in recognition of his extraordinary contribution to the sustainable development of the region. The award was presented during the Caribbean Tourism Awards luncheon among a number of his counterparts, Directors of Tourism, industry executives including well-regarded journalists. Nine Haitian sloops turned back from Turks and Caicos Islands Nine sloops departed Haiti on Tuesday 13th June 2017and headed north in the direction of the Turks and Caicos Islands, the Ministry of Border Control and Employment confirmed. A Government press statement said that joint operations and collaboration with other regional border patrol and security agencies resulted in the course of the vessels being disrupted. No reports of sloops being in the vicinity of the Turks and Caicos were received. The statement said that the
Turks and Caicos Islands Government is grateful for the intervention of the US coastguard in successfully diverting what would have otherwise been an extremely challenging event for us here. “The Turks and Caicos Islands remains an active member of OPBAT, Operations Bahamas, Turks and Caicos, which is a combined Coast Guard, DEA and Government of the Bahamas partnership to combat illegal migration, drug and other contraband smuggling to and from the Bahamas and as a part of this organization, the TCI continues to enjoy the success of operations such
Close of conch season and renewal of national park license All National Park Users are advised that their National Park License will expire on June 30th, 2017. The Department of Environment & Coastal Resources (DECR) urges all users to renew their license on or before June 30th at their nearest DECR Office to avoid any penalties related to operating a business in a national park without a valid National Park License. The DECR would also like to take this opportunity to remind the public of the close of the conch season, on midnight, 14th July 2017. Please note that the export of conch meat will be prohibited during the period of July 15 October14, 2017. Only the following exports of conch
products will be allowed: conch pearls; conch shells (size restriction of a minimum of 7 inches; export of 4 or more shells requires a CITES permit applied for through DECR); and conch shell products. The DECR therefore suggests that all persons make provisions to accommodate the closure of the export season. The DECR appeals particularly to Hotel owners/ managers that all efforts should be made to educate/inform their guests of the particulars of possession for the commencement of the closed season. PDM received more donations than PNP, PDA in 2016 elections

The People’s Democratic Movement (PDM) received more campaign donations than the Progressive National Party (PNP) and the Progressive Democratic Alliance (PDA) during the 2016 elections campaign, according to a report from the Turks and Caicos Islands Integrity Commission. According to the report, the PDM received $297, 142 in donations, while the PNP received $268, 798 and the PDA, $10, 769. The legal limit each party could have received was $600,000. The PDM received more donations from companies than the PNP, but the PNP received slightly more money from private individuals than the PDM. Companies gave the PDM $222, 800, while they gave the PNP $191,000 and the PDA $1,840. Private individuals gave the PNP $77, 798, the PDM $74, 342 and the PDA $8, 929. The report did not name the companies or individuals who donated. The PNP reported 100% of their donations were in cash while the PDM and PDA both reported 83% of their donations as cash. “It may be important to highlight that a portion of the cash donations reported were indicated to have been “paid directly to vendors” by the donors,” the report stressed. The majority of the cash reported as “paid directly to vendors” was made by the PNP which amounted to $33,818. The PDA reported $8,429. The PDM did not report any cash donations as being “paid directly to vendors”. The PDM reported 100% of their cash donations as paid to the party. The PNP reported 87% while the PDA reported 6% of cash donations as paid to the party. Total donations reported by the ten (10) Independent Candidates amounted to $129,353. Three candidates accounted for 75% of the total donations reported by Independent Candidates. Michael Missick accounted for 28% of the donations reported, McAllister Hanchell had 25% and Sabrina Green had 22% of the total donations reported. The remaining seven candidates individually accounted for less than 9% of the donations reported. Misick received $36, 227; Hanchell, $32, 497; Sabrina Green, $28, 318; Jasmin Walkin, $10, 531; Courtney Missick, $5,501, Damian Wilson, $5,129; Oscar Forbes, $3,610; James Parker, $2, 797; Valeria Jennings, $2,400 and Clarence Selver, $2,342. The overall reported donations for the three Independent district candidates amounted to $37,695. The Integrity Commission noted that McAllister Hanchell reported the highest donations of $32,497 which is 108% of the expenditure limit. “This candidate would be expected to have surplus donations upon reaching his legal campaign expenditure limit of $30,000,” the report stressed. Mapping the Turks and Caicos Islands from Space June 19 through 21, 2017 will see yet another important training initiative for the Department of Environment and Coastal Resources (DECR). The training-workshop is part of the project “Natural Capital Valuation” spearheaded by the Joint Nature Conservation Committee (JNCC), of which 10 Territories in the Caribbean and South Atlantic are involved. The JNCC, with funding by the UK Government, will be hosting a training workshop which aims to introduce ecological remote sensing and show how it can benefit the Turks & Caicos for their spatial planning and environmental management needs. “The primary aim of the collaboration between the Government of the Turks and Caicos, through the DECR, and the JNCC, is to assess the

In addition to supporting the important tourism sector, Caribbean ecosystems provide recreational opportunities for the local population, protect coastal and inland infrastructure, prevent soil degradation and coastal/beach erosion, provide valuable scientific research opportunities, and support commercial fishing industries that provide economic and social benefits.

Responsible for steering and guiding effective, preventative and corrective maintenance activities on the T&D Systems, Energy Production Systems and substations on Grand Turk, Salt Cay and South Caicos, as directed by the VP of Grand Turk and Sister Islands Operations. Ensure effective organization and coordination of customer services, supervise internal customs brokerage operations of material, equipment and diesel fuel inventory; and all materials management operations (purchasing, receiving, warehousing, etc.) within the division. Provide leadership in the execution of energy and power quality audits, substation transformer testing, thermographic inspections, and customer claim investigations; and technical support to the Production & Fleet Department within the Business Unit. Responsible to see that the generation of electricity is performed in a safe, efficient and effective manner on Grand Turk, Salt Cay and South Caicos. Work in close coordination with and oversight from the Senior Director of Energy Production (assisted by the Plant Production Manager and Plant Control Manager) in developing and implementing effective maintenance, monitoring and reporting programs at the Energy Production facilities on Grand Turk, Salt Cay and South Caicos. Responsible for the coordination of fuel deliveries to ensure that there is adequate fuel supply at all times in support of the Grand Turk, Salt Cay and South Caicos operations. Responsible to see that the Energy Production facilities are prepared; in accordance with the company’s Disaster Preparedness Plan; to deal with hurricane season and assist with developing and implementing a plan for recovery of the plant after a hurricane.
T&D Operations
Plan and direct all engineering activities relating to the design, construction, operations and maintenance of overhead and underground distribution systems on the islands of Grand Turk, Salt Cay and South Caicos, in accordance with FTCI’s established standards and practices, as directed by the VP of Grand Turk and Sister Islands Operations. Prepare comprehensive cost estimates for all major development line construction projects, line extensions and relocations, and pole-line damages by third party or otherwise and work orders as may be required to support the Division. Manage FortisTCI’s joint use program to ensure accurate and timely updates to all third party attachments. Guide team in carrying out testing and troubleshooting of T&D and Substation plant and equipment in area of responsibility.
Brokerage & Materials Management Operations
Provide oversight to Materials Management to ensure the brokerage entry processing operations that facilitate material and equipment critical to the Grand Turk Operations Division, are either expeditiously cleared or sent off to meet critical deadlines, inclusive of diesel fuel delivery to the islands of Grand Turk and Salt Cay, in accordance with the applicable ordinances of the TCI. Ensure proper warehouse operations that support timely procurement into and issues from warehouse inventory to ensure that inventory stock levels are maintained sufficiently and in accordance to best industry standards, which facilitates the various operations on the islands associated with the Division; inclusive of accurate record keeping via internal controls to include periodic

TCI’s newest attorney, Kerchelle Bain called to the Bar By Todeline Defralien June 7th, 2017 was a very happy day at F Chambers in the life of TCI’s newest Attorney Ms. Kerchelle Bain who was called to the Bar. Very ambitious Bain has now embarked on her career as a successful attorney-atlaw in the Turks and Caicos Islands and is looking forward to a brighter future. Bain told the SUN, “It’s a strong sense of accomplishment, because this is the return for my labour and for the sacrifices to secure a better future not only for me but for my country as well. My generation is positioning to take our rightful places in this society. There is only more to come.” She added: “Well I was told beforehand that the hearing for the admission application is what you
make of it. With that in mind, I figured a very small group of my family members, friends and colleagues would be ideal. However, coming from such a large family I should have known better (laughs). They surely did turn out to support on the day. My initial reaction was more of a ‘thismoment-is-surreal’; that little girl from Tana Road in Five Cays has come a long way to be admitted to practise as an attorney. A day I’ve long waited for was actually happening right there and then. However, that feeling faded all too quickly as I needed to gather my senses about me to get through the formalities of the hearing.” Bain noted that for as long as she can remember she always wanted to pursue a career in law, but it wasn’t easy to get to this point. She studied at tertiary level for almost six years in total and took

a little longer than usual because she also read for her Bachelors in Psychology and also in Education Studies. She is currently finishing up her Masters in Business Law with Management which she said “will be it” for her academics for a long while. ‘Literacy begins at Birth’ initiative launched at TCI Hospital
Learn and Lead Educational Centre has partnered with Interhealth Canada - TCI Hospital to launch an initiative called ‘Literacy begins at Birth’, which seeks to encourage parents and caregivers to incorporate language and literacy development into their child’s daily routine from birth. The initiative was officially announced in a Press Conference held at Cheshire Hall Medical Centre on June, 14th 2017. Every baby delivered at the Providenciales health care facility, and later Cockburn Town Medical Centre on Grand Turk, will receive literacy and language tips along with an early childhood board book, which parents are encouraged to read to their little ones. Learn and Lead Educational Center believes that it is important for persons to take a more proactive approach to language and literacy development in the Turks and Caicos Islands. Research worldwide clearly outlines the need for quality early childhood home learning environments in order to help build stronger literacy foundations for children between birth and five years of age. Babies learn phonemic awareness (the ability to perceive individual sounds in the stream of speech) at an early age. They learn from hearing a flood of words from their parents through positive conversations

DDME & TCICC host 2nd annual Cook Off
Students from the Culinary and Hospitality Departments of the Turks & Caicos Islands Community College participated in the 2nd Annual Department of Disaster Management and Emergencies’ Hurricane Cook Off. The eight students forming three teams were challenged to use mystery baskets that were filled with hurricane supplies, which meant canned goods were prominently featured. It called for creativity in using items like canned mackerel and tuna and making new dishes that would impress the judges who would taste their creations. They were to create breakfast, lunch and dinner with the items and they could not use any electrical gadgets. Chef Nik of Crackpot Kitchen, Mrs. Tamika Handfield of Nutrition in Demand and Dr. Braithwaite were the esteemed judges who rated the dishes. The teams consisted of Kristen Greene, Dache Williams and Kentisha Hall who won the competition with their innovative plates of pineapple pancakes and a poached egg with hollandaise sauce sprinkled with tiny pieces of the broccoli floret for garnish. Their second dish raised the bar once more with the preparation of mackerel with pasta and it was topped with Parmesan cheese. Kristen, who just returned from competition representing the Turks & Caicos Islands at the international level and being a

Highlights of 4th annual Dance with Cinderella Nutrition in Demand’s 4th annual Dance with Cinderella was held Saturday June 10th and from all accounts, it was a huge success. Fathers and daughters were welcomed into the brightly colored purple and orange, Cinderella themed decorated room and given a welcome beverage of choice but not before having a keepsake photo taken by Mr. Penrhyn Brooks of Pennylaine Studio. There were lots of laughs as fathers and daughters participated in various games, such as Musical Chairs and various dance contests.
The event is the brainchild of Mrs. Tamika Handfield, Registered Dietitian with Nutrition in Demand and a fundraiser for the organization. Nutrition in Demand is a non-profit aimed at raising awareness to health and healthy eating. There were little girls and older girls and girls who came with their fathers. Organizer of the event, Mrs. Handfield said, “It was such a special evening because it showed that no matter the age, everyone wants to know they are daddy’s little girl.” Mrs. Handfield added, “This
event was designed to celebrate the awesome fathers we have and to give fathers and daughters quality time together.” Guests, attending at the semi-formal affair, were serenaded by the soothing sounds of the talented father and son duo, Brentford and Brenten Handfield as they dine on a scrumptious fare catered by Windsong Resort. Fungal Nail Infections

Fungal infections can affect any part of the body. A fungal nail infection occurs from the overgrowth of fungi in, under, or on the nail. Since fungi thrive in warm, moist environments, toenails are more commonly affected than fingernails because our toes are usually confined to shoes. What Does It Look Like? A fungal infection of the nail may affect part of the nail, the entire nail, or several nails. The initial signs of an infection in the nail might not be immediately obvious as they may subtle. Signs of a fungal nail infection include scaling under the nail, white or yellow streaks on the nail and flaking white areas on the nail’s surface. The nail may also become darker and thicker and lose its normal shape. Many times, more than one nail may be affected. Who’s At Risk? Although anyone can get a fungal nail infection, some factors increase the likelihood of developing one. Having poor circulation to the feet
and being diabetic increase your risk. Daily habits such as swimming in a public pool, walking barefoot in public spaces, consistently wearing closed shoes and sporting artificial nails also increase the risk of developing a nail infection. How Is a Fungal Nail Infection Treated?
Because other conditions can affect the nail and mimic symptoms of a fungal nail infection, to confirm a diagnosis you should see a doctor. After examining the affected area, your doctor may take a scraping of the nail and look through a microscope for signs of a fungus. In some cases, a sample may be sent to the lab for analysis. Over-the-counter products aren’t usually recommended as the sole treatment for nail infections because they don’t provide reliable results. Your doctor may prescribe antifungal topical solutions. These treatments are brushed onto the nail in the same way that you would apply nail polish. You may also need oral medications and depending on the type of fungus causing the infection, as well as the extent of the infection, you may have to use these medications for several

Kiwanis Club and IGA serve over 400 meals to GSAT students By Todeline Defralien The Kiwanis Club of Providenciales again put bright smiles on the faces of hundreds of students over the Islands sitting GSAT examinations by provided lunches for them on Wednesday May 31st - June 1st in Providenciales, Grand Turk, South Caicos and North Caicos. Early last year the Kiwanis Club of Providenciales made a decision to organize a lunch-drop for the student’s on-island who were sitting the annual Grade Six Achievement Test. It was a huge success that was well-received by everyone. For 2017 the club members committed to stepping up to an even bigger challenge, to include all of the students at all of the examination venues on all of the Turks and Caicos Islands. There were nearly 500 lunches served to the sixth graders from across the country with the gracious support of Grace Way IGA teaming up with the Kiwanis Club. The children looked very happy coming out of there exams with smiles on their faces when receiving their lunches. Organisers said the reason for this project was because they found out that many of the students sitting all important external exams went without a meal. Kenny Rigby one of the Directors of The Kiwanis Club in Providenciales told The SUN, “This
is an awesome undertaking that involved many moving parts and the Kiwanis Club of Providenciales would like to thank all of those persons and organizations who contributed to making this twoday exercise possible. Military funeral for Assistant Superintendent of Police Callender A Full Military Funeral was held on June 14, 2017 at the Salem Baptist Church, Grand Turk for the late Assistant Superintendent of Police James Percival Callender. A procession by all ranks of the Police Force commenced at Division A Police Station, Pond Street led by the Acting Commissioner of Police. The service was conducted by Bishop Austraham Hamilton. Remarks were brought by HE the
Governor, Hon Premier, Hon George Lightbourne (Opposition) and Acting Commissioner of Police. Sermon was brought by Revd Chad Archbold. A 21 Gun Salute was undertaken at the Graveside and the Widow presented with the Turks and Caicos Islands Flag that draped the past officer’s casket, his cap and belt. he Turks & Caicos Islands once again joined sister Commonwealth counhtries around the world in honouring and celebrating Her Majesty, Queen Elizabeth II birthday last week Saturday, June 10th, at 5pm. The annual celebrations were held at the parade ground in the country’s capital, Grand Turk, and featured the timehonoured uniform parade. The parade featured participants from an array of uniformed groups, including the Royal Turks and Caicos Islands Police Force (RTCIPF), HM Prison Service, Customs and Immigration officials, Fire & Rescue Service, the Ex-Servicemen Legion, the

According to the Tribune newspaper, during the budget debate in the House of Assembly, Dr Sands said despite owing millions of dollars in salaries and commitments, weeks before the general election the former Progressive Liberal Party (PLP) government entered into $9,756,006.64 worth of security contracts, janitorial contracts, generator purchases and other miscellaneous items “to people who may be considered the party faithful.” Dr Sands also claimed that despite a plea from the managing director of the PHA for just under a million dollars to repair the major hospitals in the healthcare system, the money was never made available, resulting in 67 crucial beds “being taken out of commission”. “On arriving at the Ministry of Health shortly after May 10, what I discovered was distressing,” Dr Sands said.
“There were fiscal decisions made that had a decidedly negative impact on the ability of the public health institutions to provide care for patients. There were professionals working for my ministry that had not been paid for years. I found that we owe vendors for drugs, vaccines and medical supplies. As we approached the end of the year, the suppliers of drugs and vaccines were owed by the PHA $2,896,714. We owed an additional $2,170,937 for medical and surgical supplies,” Dr Sands said. “In addition, PHA had $9,314,629.48 of outstanding commitments. Included in that amount, Mr Speaker, was roughly $5m promised by the Ministry of Finance to recruit nurses and other health professionals to staff the Critical Care Block. That money which was promised by Finance was never paid. The extra money to pay interns, promised but never paid. We now have Critical Care beds in the Critical Care Block that cannot be filled because of lack of staff. But in real life, the government is doing all it can to welcome the Hollywood star — or anyone else who wants to produce a film in this Caribbean country. Pointing to the failure of REDjet, Sealy said embattled carrier LIAT had stood the test of time because of the support of the shareholder governments. “It would be extremely difficult for an airline, and certainly one offering as many destinations as LIAT does, to be profitable. I am not going to say it is impossible but it is unlikely. I have two different top airline executives that I have met from outside of the region who were very familiar with the Caribbean and they told me that they would never want anything to do with LIAT,” Sealy said. The minister of tourism said a high percentage of the routes in the region were unprofitable, and it was only through a sense of social responsibility that LIAT continued to service these routes. “LIAT is a peculiar creature because of the governments’ involvement they can take on the social routes. You can talk about the social good in the case of LIAT and there are other providers of aviation services that private sector interests would expect a return on their investment. “There was analysis done sometime back which found that just under 40 per cent of the routes that LIAT is on is actually profitable, 60 per cent were social routes. No normal airline could operate like that, but LIAT, because of its mandate, can think in those terms. The aim is not to make money but at the same time not have excessive losses,” he added. Trans Island Air is officially scheduled to begin operations next month and promises one-way airfares as low as US$50 before taxes. The airline is currently set to service routes between, Barbados, Dominica, St Lucia, Grenada and St Vincent.

Trump will lay out his new Cuba policy in a speech in Miami that will roll back parts of former President Barack Obama’s opening to the communistruled island after a 2014 diplomatic breakthrough between the two former Cold War foes. Taking a tougher approach against Cuba after promising to do so during the presidential campaign, Trump will make clear that a ban on U.S. tourism to Cuba remains in effect and his administration will beef up enforcement of travel rules under authorized categories, the officials said. The new limits on U.S. business deals will target the Armed Forces Business Enterprises Group (GAESA), a conglomerate involved in all sectors of the economy, including hotels, the officials said, speaking on condition of anonymity. It was unclear, however, whether the new rules would bar American visitors from spending money in state-run hotels and restaurants. Details will depend on regulations to be written in coming months by the U.S. Commerce and Treasury Departments, which will be tasked with turning the presidential memorandum into policy. But even as he curbs Obama’s détente with Cuba, Trump will stop short of closing embassies or breaking off diplomatic relations restored in 2015 after more than five decades of hostility, U.S. officials said. He will also leave in place some other tangible changes made by his Democratic predecessor, including the resumption of direct U.S.-Cuba commercial flights, though Trump’s more restrictive policy seems certain to dampen new economic ties overall. Trump will justify his partial reversal of Obama’s measures to a large extent on human rights grounds. His aides contend that Obama’s easing of U.S. restrictions has done nothing to advance political freedoms in Cuba, while benefiting the Cuban government financially. International human rights groups say, however, that reinstating a U.S. policy of isolating the island could make the situation worse by empowering Cuban hardliners. The Cuban government has made clear it will not be pressured into political reforms in exchange for diplomatic engagement. At home, Trump’s critics have questioned why his administration is now singling out Cuba for its human rights record while insisting that in other parts of the world it will not lecture other countries on the issue. Illegal migrants on a rescue boat Humanitarian rescue ships picked up more than 1,000 migrants from nine rubber and wooden boats off the coast of Libya on Thursday, Italy’s coastguard said. Takata Corp, the Japanese company facing billions in liabilities stemming from its defective air bag inflators, is preparing to file for bankruptcy as early as next week as it works toward a deal for financial backing from U.S. auto parts maker Key Safety Systems Inc, sources said on Thursday. Takata, one of the world’s biggest automotive suppliers, has been working for months to complete a deal with Key Safety. A person briefed on the matter told Reuters Key was expected to acquire Takata assets as part of a restructuring in bankruptcy. Nikkei reported a new company created under Key will purchase Takata operations for about 180 billion yen ($1.62 billion) and continue supplying air bags, seat belts and other products, leaving liabilities behind in a separate entity. Takata declined to comment. Michiganbased Key, owned by Chinese supplier Ningbo Joyson, did not immediately respond to a request for comment. Also at stake is $850 million owed by Takata to major global automakers under a settlement agreed to earlier this year stemming from the automotive industry’s largest ever safety recall. Sources familiar with the matter, who asked for anonymity because they were not authorized to speak with the media, said a final deal with Key may not be reached before Takata files for bankruptcy. The company plans to begin proceedings in both the United States and Japan, the sources said. Major global car manufacturers have expressed concern about the company filing for bankruptcy without a deal in place because of disruption it could cause to the production of replacement air bag inflators. More than 65 percent of 46.2 million recalled Takata air bag inflators in the United States have not been repaired. A U.S. judge said earlier this year the costs of replacing all of the faulty Takata inflators could be $8 billion. Takata inflators can explode with excessive force, unleashing metal shrapnel inside cars and trucks. In January, Takata agreed to plead guilty to criminal wrongdoing and to pay $1 billion to resolve a U.S. Justice Department investigation into ruptures of its air bag inflators linked to at least 16 deaths worldwide. They also have been blamed for more than 180 injuries worldwide. A federal grand jury in January indicted three former Takata executives for criminal wrongdoing in connection with the safety defect. Takata has already paid a $25 million fine and $125 million to a victims’ compensation fund, including for future incidents. Takata has until early 2018 to pay the $850 million owed to automakers, or within five days of securing a financial backer. Then-U.S. Attorney Barbara McQuade said in January that if Takata filed for bankruptcy, the Justice Department would be a creditor in the restructuring. Key was chosen by Takata earlier this year as the favored buyer for the company. Since then, Key has been working with Takata on a restructuring plan. Inflator recalls began around 2008 and involve around 100 million inflators around the world used in vehicles made by 19 automakers, including Honda Motor Co, Ford Motor Co, Volkswagen AG and Tesla Inc. The Golden State Warriors made a strong case to be called one of the best teams in NBA history after a near-perfect run through the playoffs resulted in their second title in three years. The scary part for the NBA’s 29 other team s? This may just be the beginning. That is because the Warriors boast an intimidating starting lineup featuring four All-Stars in their 20s who are likely to be with the team for years to come. Two-time reigning league MVP Stephen Curry is expected to sign the richest contract in NBA history this offseason as the league’s best three-point marksman will be eligible for a five-year deal worth an estimated $207 million. “I’m just excited to do something special,” Curry said during the presentation of the Larry O’Brien Championship Trophy on Monday in Oakland after his team beat the Cleveland Cavaliers in the NBA Finals. “I’m ready to do it again.” If so he will have help from shooting guard Klay Thompson and do-it-all power forward Draymond Green, who are already locked into long-term contracts with the Warriors. And then there is Kevin Durant. The 7-foot (2.13 m) small forward and 2017 Finals MVP has
