W

hile residents, the government and other officials in the Turks and Caicos Islands (TCI) have expressed sympathy and concern about last week’s shooting of American visitor Kevin Newman, observers have raised questions about the circumstances surrounding the incident which has cast TCI in a negative light internationally. Investigations by The SUN revealed that there are a number of inconsistencies and untruths in some of the statements attributed to Newman’s relatives and carried by various American news outlets. Newman, who is from Smiths Station, Alabama, was shot in the Grace Bay area of Providenciales, around 1:43 a.m. on Friday, June 23rd. Several American news networks, including a television station WRBL, erroneously reported that he was shot in a convenience store, but there are no convenience stores close by, and the closest one to where he was shot would not have been open at the time the incident occurred. However, The SUN can confirm that Newman was actually shot in a bushy area along the main road close to the hotel where he was staying.

Police sources said investigators are trying to ascertain why Newman was alone at 1:43 a.m. in an area where tourists are not known to traverse, especially at that hour. There are CCTVs located on a property less than 100 meters away from the shooting and investigators will be seeking to retrieve and review footage to see if the shooting incident was captured

or whether Newman is seen on tape. They are also trying to get other video footage from certain other establishments in the area. This newspaper was also informed that Newman, his wife Tiffany and son Gavin were not registered guests at the hotel. They rented a unit in the hotel through VRBO.com.

Newman’s nephew, Michael McEachern, also gave a report to an American news outlet called News 3, describing the circumstances leading up to the shooting. He said: “He (Kevin) went to go look for his son and his son came back to the room and from there Gavin came back and went to sleep and next thing you know security was knocking on the door saying that Kevin was shot.” Continued on Page 2

Beach vendors causing problems By Todeline Defralien Beach vendors in the Turks and Caicos Islands are causing a threat to the tourism by harassing visitors, providing illegal substances, engaging in prostitution and committing crimes against guests. These concerns were raised by TCHTA’s Executive Director Stacy Cox, at a press conference held at The Sands Resort on Monday June 26th, 2017. In the last three years there has been an increase in beach vendors who operate on beaches in the Turks and Caicos Islands.

Cox said, “In the last three years we’ve seen an increase in beach vendors and the belief is that it is a breeding ground for some of these (criminal) activities. Do we have any point of reference on data on that? Not at this point, but crime has increased tremendously. There have been a lot of complaints against the beach vendors when it relates to whether it is illegal substance or prostitution, those things are happening on the beach.” Cox stated that there are a lot of precautions taken to prevent these activities from happening, adding that there is teamwork with not only the

Police Force but the Government on a whole. She added: “There is a lack of resources. There is a lot of lack of manpower and we are willing to come to the table as a team to assist with the needs of the destination. Is it an easy fix? Is it over night? Because we’ve not only had conversations in this year with this administration, this Governor or this Commissioner of Police. The conversation that we’re having today is a conversation that we’ve been having for a number of years.” Cox said that at this point they’re simply looking for solutions and looking for action.

Three men arrested for robbery Detectives of the Royal Turks and Caicos Islands Police Force have charged three males with robbery and remaining on the islands beyond the permitted time in connection with a report that was made on Monday 19th June 2017. Around 8:40 p.m. on that date, police responded to the Provo Cash and Carry (formerly Price Club) after a report of robbery

in progress was made. Upon arrival, police arrested the three males who fell from the ceiling after they made attempts to escape. The victim told officers that the males approached her while in her office with knives and demanded cash. They took a large undisclosed amount of money but were unsuccessful in making an escape. The three men aged 24, 36 and 50 are

on remand and will appear before the Supreme Court on August 4th for a sufficiency hearing. Police spokesman Kevin Clarke said: “Thanks to the community member who spotted the suspicious activity and did not hesitate to call us. This is a great example of the importance of community partnerships to combat crime country-wide.”

No new cases of Zika in TCI To date, there have been twenty-five cases of Zika within the Turks and Caicos Islands, with no new cases since the first week of January, 2017, according to the Ministry of Health, Agriculture and Human Services. Over the past year there have been concerns expressed about the possibility of infection with the Zika virus. While there were a number of countries in the Caribbean which have reported a high number of cases, the Turks and Caicos Islands have been very fortunate, the ministry said in a press release. The Ministry wishes to encourage the residents of the Turks and Caicos Islands to remain vigilant. Recently there have been frequent rainfall, residents and visitors are encouraged to continue to keep their surrounding free from all standing water even in flower pots. “For those who have not yet

Zero tolerance approach needed against crime says, Nikheel Advani The tourism industry is taking a zero-tolerance approach against crime in the Turks and Caicos Islands, says President of Turks and Caicos Hotel and Tourism Association (TCHTA) Nikheel Advani. Speaking during a press conference at The Sands Resort on Monday June 26th, 2017, Advani, who is also the Chief Operating Officer of Grace Bay Resorts, said, “We’ve never had such serious crimes in the past. I think we all can agree that we’ve never had this one single situation happened before. This is a turning point and in life there’s always a turning point and I think we’ve reached a turning point and we’re taking a zero tolerance

approach and we’re going to follow up until it’s done. Can I say it’s going to be easier? No, but we’ve never had a one off situation like this happen before and now that it has, we need to use this collective energy and passion among people to a good cause. We have a better chance this time. We will follow up until it’s done and we will appeal to our Ministers, to the Government, to the Governor to understand that we don’t want this to reoccur because it will impact us negatively should it reoccur.” Advani said the TCHTA’s goal is to fix this crime situation which is at a turning point and to “go through it while things are fresh so that they don’t get back to the day to day grind and forget about what had happened”.

He added: “I think because we don’t have a serious problem, where we are the lowest crime destination, it hasn’t impacted us today and that is why we’re here. We need action and we need action now to make sure that we can preserve what we’ve built. We’ve all worked hard; the community, the Government, the Private Sector, we all worked hard to make this the best country in the world and not just in the Caribbean. So if we let things go, it only takes one weak link for this to fall apart. It hasn’t affected us to date, but this is a good example for us to come together when a situation happens (to show) that we’re collective and we’re reunited very rightfully so and we want to see action.”

Statement from Premier Hon. Sharlene Cartwright-Robinson on crime in the Turks and Caicos Islands The past few days in the TCI has seen us casted in a negative light in major US media houses. This day was feared by many, but we believe with the response we see especially among the people of this country, that this can be a turning point in addressing crimes among our residents and visitors. I speak of the recent shooting incident involving a tourist. My Government’s thoughts and prayers are with Mr Newman and his family. We continue through our Tourist Board to maintain contact with Mrs. Newman and receive updates on his care. Under the NHIP Policy my Government was able to offer coverage of the medical transport to a receiving facility. However we understand that those arrangements were made through private arrangements. As Premier, I acknowledge my Government’s initial response contained in a Release issued by the Minister of Tourism who responded on behalf the Government and over the past two days we have met with the Police and amongst ourselves to see how best we can support the Police at this time and to devise a way forward on repairing the obvious fall out in reputation through positive messaging that is us TCI. After taking into account all efforts through all Agencies, I address you today. We wish to at the outset thank the medical staff at Interhealth Canada’s facility in Providenciales for their response and critical care administered to the Mr Newman. This is no time for more speeches but for our people to know that we continue to support the Police in their efforts to ebb the stem of gun related offences and do so with a record that we can already begin to feel proud of. I wish to recount for the benefit of us all how we have supported the Police over the past six months and I outline them as follows: 1.Making a request to the UK for assistance and the resultant UK Security Assessment as early as February this year during my first visit to London; 2.The purchasing of a building to house the highly anticipated CCTV Program and other new crime fighting initiatives; 3.The approval of funding for additional Police Officers including managers of the CCTV Project in the recently passed Budget; 4.The approval of $1.2m in the purchase of new cars in the recently passed budget; 5.The agreement in the National Security Council to devise a national security strategy; 6.The inclusion of modern crime fighting initiatives and other legislative support

Food recall of Conagra brand spaghetti and meatball products Conagra Brand, Inc., a Milton, Pa. establishment has recalled spaghetti and meatball products due to misbranding and undeclared allergens. The Animal Health Service Division of the Department of Agriculture wishes to inform the public that it is issuing an immediate recall for spaghetti and meatball products Imported by Sunny Foods. The initial recall was issued by Conagra Brands, Inc., a Milton, Pa. establishment, the company is recalling approximately 717,338 pounds of spaghetti and meatball products due to misbranding and undeclared allergens. The product(s) contains milk, a known allergen which is not declared on the product label.

The United States Department of Agriculture has learnt that some of the recalled product was exported to the Turks and Caicos Islands. If you have bought any of this product, please do not consume it but rather return it. The Agriculture Department has ensured that all remaining product is removed from the shelves. The problem was first discovered on June 6, 2017, after Conagra received an alert from one of its ingredient suppliers regarding bread crumbs that had been used in some Chef Boyardee products. Man pleads guilty to robbing female joggers Steve Remy Gardiner of Providenciales plead guilty to robbery and assault with intent to Rob when he appeared before the Supreme Court on Friday 23rd June 2017 to answer to those offences which occurred on Monday 6th March 2017. The facts are, around 6 a.m. on that date, two ladies were out jogging at different locations. Gardiner attacked and demanded cash from the first female in the Lower Bight area. He then drove down the Leeward Highway where the second woman was seen. He ran across the road and attacked her to the ground and took her cell phone before getting away in a Black SUV. An investigation was launched and on Friday 10th March 2017, detectives arrested Gardiner on suspicion of robbery. A search warrant

was executed at his home where 535 grams (approximate street value of $5,350) of cannabis were found. He was later charged for the drugs and the offences mentioned above. In April 2017 he pleaded guilty to the drug charges and was sentenced to nine months imprisonment. He will be sentenced for the robbery and assault with intent to rob charges on Wednesday 9th August 2017. Public Relations Officer Kevin Clarke said, “This incident brought much concerns to those persons who jog along the streets of Providenciales as part of their daily lifestyle. I would like to thank the officers for their hard work in quickly apprehending Gardiner for these dreadful attacks. It is my hope that now that he is behind

Mega One Triton is a safety hazard The Department of Environment and Coastal Resources (DECR) would like to advise that members of the public are to keep a safe distance from the Mega One Triton wreck, on Governor’s Beach, Grand Turk. The vessel, a former cargo ship which ran a ground during Hurricane Sandy in 2012, poses a serious hazard to individuals climbing or

entering the wreck due to the deterioration in its condition. “The public is urgently reminded to keep a safe distance from the Mega One Triton wreck. The condition of the vessel is deteriorating and the marine conditions in this area are unpredictable, subjecting any person who may access or come into close contact with the vessel to significant harm,” said Deputy Director, DECR Ethan

Griesbach. The DECR will be conducting regular patrols in the area of the wreck. Anyone caught climbing or entering the wreck will be charged under the Wreck and Salvage Ordinance and will be subject to a penalty. Return to growth for cruise sector in Grand Turk soon By Todeline Defralien Minister of Tourism, Hon. Ralph Higgs is confident that there will be a return to the growth for the cruise sector in Grand Turk very soon. The Carnival Cruise Centre, which is the main tourist attraction and the economic engine of Grand Turk, is faced with some very serious concerns that have caused declining passenger and ship numbers but the Minister of Tourism said this will soon end. He said, “We are continuing consultation with the Grand Turk Cruise Center and Carnival and we will arrest and address some of the challenges that we have in the Cruise Center in Grand Turk and I am sure you will see a return to growth in the cruise sector in Grand Turk momentarily.” When asked by media what knew ideas he think will benefit the cruise industry, he added: “We have made provisions to hire someone who will have almost direct oversight for

the cruise sector in Grand Turk and who would work closely with that niche. We believe once that person is in place and is performing at his or her fullest potential, you will see new initiatives coming out more collaboration, more co-ordinations between TCIG sector and that in itself would return the destination to growth.” According to the latest available figures from the Tourist Board, there has been a decline in the number of cruise passengers and cruise ships going to the Carnival Cruise Center in Grand Turk. The Tourist Board report stated: “There is no secret that there have been grave challenges to the cruise industry in Grand Turk. The port’s under-performance is an indication that an agreeable solution to a list of unresolved matters between Carnival Cruise Lines, operators of the Grand Turk Cruise Center, and the Turks and Caicos Government must be reached in a timely manner in order for Grand Turk to rebound.” The Grand Turk Cruise Center greeted

Combating Measles Over the past few years there has been an increase in the number of measles cases being diagnosed worldwide. In fact, once a disease seen mainly in countries with a lower socio-economic profile due to a lack of access to routine vaccination, many recent outbreaks have been in first world countries as individuals refuse to get their children or themselves vaccinated due to fears of the possible ill effects of vaccines. About Measles Measles is a highly contagious respiratory infection that is caused by a virus. In fact, it is estimated that 90% of people who haven’t been vaccinated for measles will get it if they are near an infected person! It is spread by respiratory droplets sprayed in the air when an infected person coughs or sneezes and because an infected person is contagious from about 4 days before the appearance of the typical rash, they can easily infect others before being aware of their condition. The first symptoms of the infection are usually a cough, runny nose, high fever, and red eyes. The measles rash appears 3-5 days after symptoms start. It usually begins on the face and spreads distally along the trunk,

upper limbs and then legs and feet, gradually going away after a few days. Children who get the disease may also have small red spots with blue-white centers that appear inside the mouth called Koplik’s spots. Treatment There is no specific medical treatment for measles. To help manage symptoms, which usually last for about 2 weeks, have plenty of fluids and rest. A non-aspirin fever medicine, such as acetaminophen or ibuprofen can be used to manage fever and general discomfort. Studies suggest that supplementation with vitamin A may help improve the course of the illness and speed recovery. Children with measles should have their condition closely monitored by a doctor. In some cases, measles can lead to other complications, such as ear infections, pneumonia and encephalitis which is an inflammation of the brain. If you have measles you should be quarantined for at least 4 days after their rash appears. If you have a weakened immune system, you should stay in isolation until you make a full recovery and all symptoms are gone. Prevention

you can do to protect yourself and your children from measles is to get vaccinated according to the immunization schedule prescribed by your doctor.For most, measles protection is part of the measlesmumps-rubella (MMR) vaccine given when children are 12 to 15 months old and again when they’re 4 to 6 years old. During a measles outbreak, the vaccine may offer some protection if given within 72 hours of measles exposure in a previously unvaccinated individual. The data is being collected through face–to–face interviews with members (or a member) of sampled households. The Aftercare Executive is a key member of the Agency team with the responsibility of providing support and assistance to current domestic and foreign investors. The position is responsible for administering a relationship management programme with key investors and becoming a trusted advisor to company executives. As Account Manager, the role involves working closely with the CEO, SVP and Chairman to show support and encouragement to businesses with a propensity to expand or invest elsewhere on the islands. This position is vital to improving business retention and expansion and to encourage positive perceptions of the country through providing a strong ‘post-investment’ support programme. The work includes developing and maintaining account plans for a group of selected businesses (key accounts); as Account Manager arranging proactive meetings for senior staff (Account Directors) with key accounts; as Account Director, taking the lead on relationship managing a further group of key accounts; monitoring operational businesses with Development Agreement commitments; monitoring trends in investor issues and preparing reports to Government; assisting any existing overseas investor, when requested, to address administrative hurdles related to their projects; and to take the lead in advocating for improvements to the business environment. Key Duties and Responsibilities: 1.To develop, on an annual basis, an aftercare plan and budget that will ensure that all existing clients can be properly supported. 2.To create a database of all foreign-owned businesses on the islands, including their commercial activities; 3.To be the first point of contact for general enquiries by existing investors on the islands; 4.To identify a list of key businesses (domestic and foreign) that are strategically important to the islands and have a propensity to invest further; 5.To maintain up to date Account Plans for the top 15 companies identified as being Tier 1 accounts and to arrange at least twice yearly meetings with their key executive for the Account Director of Invest TCI; 6.To maintain up to date Account Plans for 12 Tier 2 companies and to lead on aftercare services for these companies, including twice yearly visits; 7.To lead on arranging a twice-yearly meeting involving key accounts with the Premier/Minister of Finance to discuss matters of interest; 8.To collaborate with domestic and foreign investors to identify impediments to business development, conduct research on those various aspects of the business environment and make recommendations to the Board and Government on specific ways to enhance the business environment of the TCI; 9.To conduct an annual survey of investors and prepare a report for Government on the main findings of the investor contacts and identify what actions may be needed to assist investors in general and specific investors as appropriate. 10.To monitor progress for all Development Agreements, post business opening and alert Government Departments and the investors regarding key milestones in the Agreements; 11.Liaising with VP MSME over any issues affecting businesses in that programme; 12.Through CRM, to produce a quarterly report on all Aftercare contacts. Contents of report to be defined but should include activities and results of individual investor visits, surveys and advocacy work set against the initial objectives.

PERSONAL SPECIFICATIONS Education and qualifications: A Bachelor’s degree in finance, business, economics or related field. A Master’s degree will be an asset. He was widely sought after for his expert skills as a surgeon and for his uncompromising dedication to his patients. A perfectionist in the practice of his profession, he was held in great esteem as one of the leading role models and mentors for doctors in our country. Of particular note, he served at various times as both President of the Bahamas Medical Association and President of the Doctors’ Union. “Dr Nottage was also a gifted athlete and sportsman. He was an outstanding sprinter in his youth and represented The Bahamas in a number of important international sports competitions, including the 1962 Central and Pan American Games and the 1964 Tokyo Olympics. He was also for many years the President of the Bahamas Amateur Athletic

Association and a tireless proponent of regional and international athletic competition for our young athletes. “Speaking personally, BJ and I were friends from a very early age. While attending university in the UK, we developed our political interests in tandem with each other. Indeed in 1966 while studying abroad, we cofounded UNICOLL, a political action group and think-tank which was the first organization to mount a sustained campaign calling for Bahamian decolonisation and independence. Party sources have speculated that the former minister of national security was suffering from cancer, however his sickness was never revealed publicly. Dr Nottage has faced two public health scares this year appearing ill during a campaign rally in late April and becoming disoriented when he addressed the House of Assembly in February. Dr Nottage was born in Nassau on October 23, 1945 to the late Bernard Nottage Sr and Olevia Nottage. He received his training as a gynaecologist at the University of Aberdeen, Scotland and The Royal College of Obstetricians and Gynaecologists. An outstanding athlete in track and field, Dr Nottage was also a long-time president of the Bahamas Amateur Athletics Association (BAAA). Over the course of his political career, Dr Nottage served as a Cabinet minister in one Pindling administration and two Christie administrations. Dr Nottage was first appointed chairman of the National Insurance Board in 1982. In the subsequent general election in 1987, Dr Nottage successfully contested the Garden Hills constituency. In 1989, Dr Nottage was appointed minister of consumer affairs and then minister of education in 1990. However, Dr Nottage left the Progressive Liberal Party (PLP) to assist in the formation of the Coalition for Democratic Reform (CDR) and was elected leader of the third party in early 2000.

Former Bermuda Premier wants Commission of Inquiry into prolonged investigation Former Bermuda premier Dr. Ewart Brown has called for a Commission of Inquiry to look into the conduct of the police and the Attorney-General’s Department relating to the “endless investigation” into him. Dr Brown, through his legal team, has written to Governor John Rankin branding the six-year inquiry as a targeted campaign against him and his businesses, questioning whether it was a “persecution rather than a prosecution”. His lawyer Jerome Lynch, QC, told the media the commission could be a one-person panel — unlike the recent fourstrong Commission of Inquiry tasked to investigate financial irregularities highlighted in Auditor-General reports — and suggested that Sir John Swan, the former premier, could be a suitable candidate. Dr Brown’s letter states: “It is our view that the endless investigation into Dr Brown is an abuse of executive power subjecting him to intolerable strain and inflicting a degree of suffering that no citizen in a civilised country should have to endure. “It seems to us the only way to discover the answers to those questions is to invite Your Excellency to instigate a Commission of Inquiry under the powers granted to you by Section 1 of the Commission of Inquiry Act 1935 to look into the conduct

Dr Brown was not present. Mr Lynch said that the police investigation “smacked of some sort of animus”. The call comes three days after the Supreme Court quashed the arrest of Dr Reddy, ruling that the summary arrest by the Bermuda Police Service was unlawful. In a hearing last Friday, Chief Justice Ian Kawaley made a further declaration that the subsequent search of Dr Reddy’s home was unlawful, ordering that any items seized be returned to him. Mr Lynch added: “The judgment in the Reddy case is just one small strand of the campaign against Dr Brown.”

The Plea Negotiations and Agreement Act, 2017 was recently passed in Parliament. It provides for a system of plea bargaining for persons who commit crimes. It is intended to give accused persons the opportunity to offer a guilty plea in exchange for a lighter sentence. Chuck said in the United States, 90 per cent of cases are dealt with using plea bargaining, and less than 10 per cent of the cases go to trial. However, he noted that in Jamaica, less than 10 per cent of accused persons plead guilty. “This has to change; the criminal justice system is overburdened. The backlog is such that the courts are bursting at the seams, and in many courts, every week, we can see they are at the point of collapsing,” he said. He noted that unless an alternative way is found to deal with the huge number of cases in the Parish Courts and Circuit Courts, “we will never be able to resolve and really settle these matters appropriately”. Chuck said the Plea Bargaining Bill is meant to tackle some of the cases within these courts. “The prosecution and defence counsel and the plea judge will have to bear in mind that if you can get an accused person to plead guilty, it saves an enormous amount of time and resources, not only of the State, but of the judges…,” Chuck argued.

BVI firms hold $1.5T in assets, benefit global economy An economic impact report commissioned by BVI Finance has concluded that the British Virgin Islands brings a substantial net benefit to governments worldwide. The report “Creating value: The BVI’s global contribution” by consulting firm Capital Economics found that the 417,000 companies registered in the islands hold about $1.5 trillion in assets globally. Many of the companies are registered in the BVI to facilitate cross-border trade and investment. For instance, more than 140 corporations listed on the stock markets in London, New York and Hong Kong maintain a subsidiary in the BVI. About a quarter of the companies’ assets represent investment vehicles, whereas family wealth and property holdings make up about 5 percent each.

The investment flows mediated by the BVI support around 2.2 million jobs worldwide, the report noted, especially in Asia, where about 40 percent of the assets held by BVI companies are located. European clients represent about 20 percent of BVI companies. The U.K. alone constitutes 12 percent of the value of BVI companies, both in terms of the location of the ultimate beneficial owner and the location of the assets. “The scale of the BVI’s global contribution to investment and jobs sheds a new light on the debate around its impact on the tax receipts of other nations,” Capital Economics stated, and concluded, “The BVI is a substantial net benefit to governments worldwide.” Commenting on the findings, Interim Executive Director of BVI

Finance Lorna Smith said the results of the study clearly demonstrate the significant contribution the BVI makes to the global economy. “Not only does the BVI enable cross-border trade and investment; it also supports millions of jobs, and generates substantial tax receipts for governments globally. This brings tangible benefits to the lives of employees, voters, families and businesspeople around the world,” she said. Ms. Smith added the report was equally clear in stating that the BVI is not a center for corporate profit shifting. “This helps clarify once and for all some of the inaccuracies and misunderstanding about what the BVI is, and the valuable role it plays in the global economy.” Like the Cayman Islands, the

BVI stresses that it is not a tax haven but rather a tax-neutral jurisdiction, which does not reduce or eliminate any tax liability in other jurisdictions. The report argued that the BVI is not a material center for corporate profit shifting. Multinational companies that seek to optimize their tax position would look to conduct any ‘profit shifting’ through jurisdictions that gave them protection from double taxation, and where they would be exempt from withholding charges, Capital Economics said. But, “The BVI offers little protection to businesses from so-called ‘double taxation’ in another jurisdiction or from ‘withholding taxes’ elsewhere. Multinational companies that use their transfer pricing arrangements to shift profits into the jurisdiction will not be sheltered from taxes due elsewhere.”

Head of London apartment block fire inquiry doubts he will answer all questions The newly-appointed head of an inquiry into the London apartment block inferno believed to have killed at least 80 people said on Thursday his investigation was unlikely to answer all the questions raised by residents and local people. Apple’s iPhone turns 10, bumpy start forgotten Apple Inc’s iPhone turns 10 this week, evoking memories of a rocky start for the device that ended up doing most to start the smartphone revolution and stirring interest in where it will go from here. Apple has sold more than 1 billion iPhones since June 29, 2007, but the first iPhone, which launched without an App Store and was restricted to the AT&T Inc network (T.N), was limited compared to today’s version. After sluggish initial sales, Apple slashed the price to spur holiday sales that year. “The business model for year one of the iPhone was a disaster,” Tony Fadell, one of the Apple developers of the device, told Reuters in an interview on Wednesday. “We pivoted and figured it out in year two.” The very concept of the iPhone came as a surprise to some of Apple’s suppliers a decade ago, even though Apple, led by CEO Steve Jobs, had already expanded beyond computers with the iPod. “We still have the voicemail from Steve Jobs when he called the CEO and founder here,” said David Bairstow at Skyhook, the company that supplied location technology to early iPhones. “He thought he was being pranked by someone in the office and it took him two days to call Steve Jobs back.” The iPhone hit its stride in 2008 when Apple introduced the App Store, which allowed developers to make and distribute their mobile applications with Apple taking a cut of any revenue. Businesses in Europe underestimate the “slow-burn” effects of cyber attacks and need to prepare more fully for a loss of customers, a fall in share price and other potential consequences, Lloyd’s of London said in a report on Wednesday. The risk of cyber attacks is rising and slow-burn effects are additional to shortterm costs such as notifying customers, paying ransoms or public relations expenses, the report, written with consultants KPMG and law firm DAC Beachcroft, said. “There is a lack of understanding as to what cyber attacks can mean,” Lloyd’s of London Chief Executive Inga Beale told Reuters. “Businesses need to prepare for the full costs of a cyber attack.” Lloyd’s has a 20-25 percent share of the $2.5 billion cyber insurance market, Beale said. British broadband company TalkTalk suffered a data breach in 2015 which caused a one-off cost of $52 million, but also led to slowburn costs of more than $44 million, including an estimate for lost revenue, the report said. Ransomware attacks are on the increase, the report said, such as the Wannacry attack which infected 300,000 computers in more than 150 countries last month. A major ransomware attack this week hit computers at Russia’s biggest oil company, the country’s banks, Ukraine’s international airport as well as global shipping firm A.P. MollerMaersk. Cyber crimes where attackers masquerade as chief executives to email finance staff and trigger fraudulent payments are also rising and causing “significant financial losses”, the report added.

Britain says Fox bid for Sky risks giving Murdoch too much power Britain intends to subject Rupert Murdoch’s takeover of European pay-TV group Sky to a lengthy in-depth investigation after finding the $15 billion deal risks giving the media mogul too much power over the news agenda. Media Secretary Karen Bradley said she was persuaded that Twenty-First Century Fox’s bid could give the Murdoch family excessive influence over the media, after regulator Ofcom assessed the impact of the deal. “The proposed entity would have the third largest total reach of any news provider - lower only than the BBC and ITN - and would, uniquely, span news coverage on television, radio, in newspapers and online,” Bradley said. The Media Secretary said she would take a final decision on July 14, giving Fox two weeks to address her concerns. Shares in Sky rose on hopes a full investigation could still

be averted by concessions over its 24hour TV news channel. Murdoch, 86, and his family have long coveted full control of Sky, despite the damaging failure of a previous attempt in 2011 when their British newspaper business became embroiled in a phone-hacking scandal which forced them to abandon that bid. A public inquiry into the affair revealed deep ties between Murdoch and the political establishment, making the renewed bid potentially toxic for Prime Minister Theresa May’s government which is fighting for survival after losing its majority. Bradley had asked regulators to examine whether Fox would have too much control of the media, and whether it would be committed to upholding broadcasting standards if allowed to buy the company which broadcasts in Britain, Ireland, Germany, Austria and Italy. Fox said it was disappointed by the government’s rejection of its plans

to maintain editorial independence of Sky News, and said a full investigation could push the deal’s completion date back to next June. “We will continue to work constructively with the UK authorities,” it said. During the previous takeover attempt Murdoch proposed spinning off Sky News into a separate company. However, Ofcom said on Thursday it was concerned that separating Sky News could be counter-productive, given the potential difficulties in funding the service outside of the Sky structure. The British government said on Thursday Ofcom had no concerns about Fox’s genuine commitment to broadcasting standards but wanted to look further into the impact a deal would have on the range of media providers in the country. Instagram is using artificial intelligence to silence trolls and spammers

Instagram has announced two new tools that use artificial intelligence (AI) to block offensive and spam comments on posts to the photo sharing app. The Facebook-owned platform said the AI filters have been “trained” to identify and block comments from appearing underneath posts if they are recognised as either offensive or spamrelated. A button is being added to the app’s settings under the Comments section, enabling users to turn on the comment blocker. “Powered by machine learning, today’s filters are our latest tools to keep Instagram a safe place,” Instagram chief executive Kevin Systrom wrote in a blog post . “Our team has been training our systems for some time to recognise certain types of offensive and spammy comments so you never have to see them. “The tools will improve over time, enabling the community’s experience of sharing to improve as well. We hope to make these filters available in more languages as our algorithms improve.” Social media giants Facebook and Twitter have been among those criticised by the Government in recent months over their response to hateful and extreme content on their platforms, something both have pledged to improve. “We believe that using machine learning to build tools to safeguard self-expression is an important step in fostering more inclusive, kinder communities,” Mr Systrom said. “Our work is far from finished and perfect, but I hope we’re helping you feel safer and more welcome on Instagram.”

EU fines Google record $2.7 billion in first antitrust case EU antitrust regulators hit Alphabet unit Google with a record 2.42-billion-euro ($2.7 billion) fine, taking a tough line in the first of three investigations into the company’s dominance in searches and smartphones. It is the biggest fine the EU has ever imposed on a single company in an antitrust case, exceeding a 1.06-billion-euro sanction handed down to U.S. chipmaker Intel in 2009. The European Commission said the world’s most popular internet search engine has 90 days to stop favoring its own shopping service or face a further penalty per day of up to 5 percent of Alphabet’s average daily global turnover. The fine, equivalent to 3 percent of Alphabet’s turnover, is the biggest regulatory setback for Google, which settled with U.S. enforcers in 2013 without a penalty after agreeing to change some of its search practices. The EU competition enforcer has also charged Google with using its Android mobile operating system to crush rivals, a case that could potentially be the most damaging for the company, with the system used in most smartphones. The company has also been accused of blocking rivals in online search advertising. The Commission found that Google, with a market share in searches of over 90 percent in most European countries, had systematically given prominent placement in searches to its own comparison shopping service and demoted those of rivals in search results.

Chief Executive Mark Zuckerberg disclosed the number to his followers in a Facebook post. “It’s an honor to be on this journey with you,” he wrote. The user base is bigger than the population of any single country, and of six of the seven continents. It represents more than a quarter of the world’s 7.5 billion people. Facebook defines a monthly active user as a registered Facebook user who logged in and visited Facebook through its website or a mobile device, or used its Messenger app, in the past 30 days. It does not include people who use

the Instagram or WhatsApp networks but not Facebook. The company said in May that duplicate accounts, according to an estimate from last year, may have represented some 6 percent of its worldwide user base. The social network’s user population dwarfs that of similar companies. Twitter Inc reported in April monthly active users of 328 million, while Snap Inc’s Snapchat had 166 million daily users at the end of the first quarter. WeChat, a unit of Tencent Holdings Ltd and a widely used service in China, said in May that it had 938 million monthly active users in the first quarter. Facebook had 1.94 billion people using its service monthly as of March 31, an increase of 17 percent from a year earlier. It reached 1 billion in October 2012.

The company, which Zuckerberg started in 2004 in his college dorm room, uses its huge size advantage to lure advertisers, offering them highly targeted marketing capabilities based on its data about users. The number of advertisers topped 5 million in April, the company said. Facebook’s growth has increasingly come from outside the United States, Canada and Europe. Three years ago, those regions accounted for some 38 percent of users, compared with about 30 percent in the first quarter of this year. But 4K is quickly becoming a more normal part of our videoconsumption habits. 4K playback is built into YouTube, we have 4K televisions, and we’re knocking on the door of 4K phones. The point is you’re eventually going to have a 4K screen, and the majority of Canon’s DSLRs can’t shoot video that will properly fill it.

Clippers agree to trade Chris Paul to Rockets

The Los Angeles Clippers reached an agreement on a blockbuster trade to send All-Star point guard Chris Paul to the Houston Rockets, according to multiple reports Wednesday. Paul, 32, agreed to opt in to the final year of his $24.2 million contract, clearing the way for the Clippers to execute a sign-and-trade deal with the Rockets and bring back assets for the star player, league sources told The Vertical. The Rockets will send forward Sam Dekker and guards Patrick Beverley and Lou Williams, plus a top-
