NEW AMERICAN BANK WANTS TO OPEN IN TCI By Todeline Defralien
A
n American multi-millionaire who owns banks in the USA and has significant investments in the Turks and Caicos Islands, has applied for a licence to operate a local bank which he says would provide significantly better lending opportunities for residents than the existing banks. In an exclusive interview with The SUN, Mr. Craig Potts, confirmed that in June 2017, an application was made to the Financial Services Commission (FSC) for a banking licence in the name of Hallmark, which he bought two years ago. Hallmark, the leading credit card company in the Turks and Caicos Islands, has more than 6,000 customers and has strong relations with several major businesses country-wide. With the strong financial backing of its American bank, it is hoping to combine these attributes to position the bank, if approval is granted, to contribute to the overall development of the Turks and Caicos Islands. Potts said they are currently looking to transition to a full service bank to offer greater customer service and improve banking serves to the TCI community to make banking easier. With the TCI market currently having several Canadian banks, Potts said Hallmark will differentiate itself from those banks by bringing innovative ideas used in the U.S banks into Hallmark in TCI. “I own four banks, they are located in Minnesota, and they’ve been in business for 106 years or so,” he told The SUN. “They are well established and are more community based banks and we offer traditional banking services. We will be looking at migrating some of that technology and some of the stuff that we learnt from those market places to this region.” Potts stated that there

We are already providing our technology and our services to these regional banks and so us transitioning to a full service bank is what’s needed at this time,” Potts noted. Potts continued: “We’ve only been a retail establishment and look at us today, we’re making strides, making nice moves but if we had out bank licence we could maneuver quicker, faster and more incredible.” Hallmark’s Chief Executive
Officer Mr. Odway Flowers said, “What we are looking to do is to increase our presence in the local market, both in the commercial business and with the regular banking. We feel that we can offer innovative services that would make businesses safer for the businessmen in terms of taking out cash. We want to offer gift cards into the system and basically help promote their services as well.” ‘CANADIAN BANKS IN TCI DENYING RESIDENTS SERVICES’ He added: “One of the key areas where we feel that we will differentiate ourselves from the Canadian banks, is that our decision makers will be here. With the Canadian banks they basically have a business model that they take to
whatever country including TCI stating what the qualifying factors are for a bank account. We don’t feel that that is capturing a lot of the market here in the TCI and a lot of persons don’t get offered services. They are being denied services whether it is a credit or being able to have an actual prepaid card. So we feel that we could capture that, help the common man not to be carrying a lot of cash and to be able to give persons a status and have a card in your pocket. It might not be a black card but it’s a nice Hallmark card that you can go to IGA and anywhere to utilize it, so you don’t have to carry cash and that is where Craig (Potts) being a U.S bank owner is bringing these types of innovative from the U.S into Hallmark.” Continued on Page 2

What I would say is the fear of a bank failure verses the fears of Canadian banks pulling out is more real. Everyday there is a growing fear from the business community here that they may not get the support from one of these Canadian banks and rest assured, as we’ve seen with the risking happening once one bank pulls out the other one will go. No one will stay behind to take that risk on themselves.” With 6,000 local customers Flowers stressed that Hallmark bank will be better for the Turks and Caicos Islands economy and business people as well. Meantime Flowers added: “We’ve already been starting to talk to some of these folks already and they already have businesses that they want to bring to us. We’re not a deposit taking institution as yet, so if we become that, I can see them migrating that business with us giving them better rates and so on. The fact that they have initiated those discussions with us and we’re not a bank, it shows us that they’re still uneasy with the Canadian banks here or otherwise I would have seen them try to make that business approach which means it goes back to whether or not a lot of the things that they want to do locally are even within the structure of what
the Canadian banks want to do. There is a lot of money flowing through the Turks and Caicos but where is it really sitting? They are sitting in the Canadian banks and it’s not really a benefit to them and yet the business community would have an issue and go through a lot of hoops.” In addition Flowers noted that Hallmark being on island will make it easier when persons apply for a loan it will be an easier process and more beneficial for the Turks and Caicos Islands. “If someone comes from a one of these good local establishments and wants to get a loan from us it’s an easier process because we know who their workflow, we know when its high season and we know when it’s low season. Someone sitting in Barbados or Jamaican doesn’t know that, the guy here has to do a good selling job so for when the decisions are being made here in Turks it makes a huge difference in terms of what is accessible.” He stated that one of the key things that Hallmark have to look the outlook of where investments are coming from in the Turks and Caicos and what serves them better is to have those monies sitting down in a localized institution rather than servicing foreign banks. “The reality is that there can be more done in the local economy through a bank that’s supported privately and by Craig as an investor but also with an outlook to better the community. It’s going to be more of a localised bank and our headquarters is here. I can’t say the same for those other two banks, so from my perspective as

TCIG successfully defends $200million claim brought by TWI TCIG has successfully defended itself against a series of massive claims totalling nearly $200million brought by Trade Wind Industries Limited (TWI). According to a Government press release, the claims, first brought in the TCI Courts in 2012, and then in an international arbitration, were almost wholly dismissed, with TWI winning just $255,010 in damages together with some interest and limited costs. Attorney General Hon. Rhondalee Brathwaite-Knowles, said: “TCIG is delighted to have been able to see off this massive damages claim and long-running litigation. the claim - for nearly $200m - would have been potentially catastrophic for the government if TWI had been awarded anything like the sum they were claiming, and the fact that TWI has brought this enormous piece of litigation lasting years, alleging their business has been destroyed by the government, and seeking these huge damages, but in the end has been awarded only $255,010 in damages, some interest and some limited costs is a very good result for the government.” TWI brought claims for (a) breach of its leases by permitting of the building of the Leeward Marina in 2007/8; (b) massive damage to its stock of conch and its farm caused by dredging in 2008/9; (c) massive damages for breach of a development agreement in 2012; (d) defamation by the Governor in 2012; and (e)

Statementat from Premier Hon. Sharlene Tenants Moonie’s apartments Cartwright-Robinson on crime in the Turks furious with new owners and Caicos Islands By Todeline Defralien
Tenants living at the Moonie’s apartments in Long Bay, Providenciales are furious with the way the new owners of the apartment complex are dishonoring there lease. The apartment complex consists of at least eight tenants who are not happy with the decision of the new owners to raise their rent after they signed a lease that has not yet expired. In an interview with the SUN, Kingsly Taylor a small business owner in Turks and Caicos Islands and a tenant at Moonie’s apartment, said: “There are some new owners who bought the property from the bank. We signed a new lease with the new property owner and in the middle of the lease they are trying to break the lease to raise our rents by $150 for all of the tenants and some tenants who have bigger units they are raising their rents more. For everyone they are raising their rents. They say that they have the right
and that as long as they give us the 30 days notice they have the right to raise the rent to whatever they want.” Taylor said that he took the matter to Government officials who confirmed that this is illegal. He added: “I was told that this is illegal and if they want to stop your lease they have to have some kind of reason or cause, but they should honor that when you sign a lease until that lease is expired, and there is nothing that you do to break the lease then they should honor the lease until that lease is expired. If they want to raise the rent after your lease is expired then they can, but they shouldn’t be able to break your lease in the middle if you having a signed lease.” Taylor continued: “This is happening in Provo a lot because a lot of expats are coming and buying properties in Provo, so I am assuming that this is not the first time that this is happening. I refuse to sign a new lease I am going to honor the lease that I have and if they want to, I will
take this to the courts. This is unfair and I believe that they are doing this because they know that apartments are very hard to find in Provo.” Taylor said the general public needs to know what is going on in Providenciales and is asking the Government to update their legislation for tenant rights. He continued: “Maybe Government needs to update their legislation for tenants rights or something like that, so that everybody knows that if these people come in and try to do this, that there would be consequences for them doing it, because the tenant should be able to sue them for the harassment or mental stress that this has caused other tenants and myself also. This is almost like blackmail, extortion for them to be doing something like this here.” Taylor said that he would like to see that the new owners of the property honor the tenants lease and when the leases are expired then they can proceed with increasing rent.

Premier Sharlene C. Robinson returns from the pre-joint Ministerial Council and JMC OT European Negotiations (EN)
Premier and Minister of Finance, Trade and Investment, Hon. Sharlene Cartwright-Robinson recently returned to the Turks and Caicos Islands (TCI) after successful meetings in London and Brussels in relation to a number of issues pertinent to the Islands. “I am pleased that I was able to represent our people in the House of Lords Committee and during the JMC. The opportunity to meet with the new Minister Lord Ahmad was an important achievement and in the coming weeks we expect to hear from him on the issues raised. He has also committed to quarterly communications and gave an open door to raise critical issues at any time. I am also confident that the Presentation in Brussels will yield positive results. I am scheduled to return to the UK in November to continue Post Brexit talks,” the Premier said in a Government press release. The delegation included Mr. Ronlee James, Executive Director in the Office of the Premier, Ms. Tisa Joy Lightbourne, Executive Assistant in the Office of the Premier, Mrs. Tracy Knight, Head of the (TCI-UK Office) and Mr. Kimo Tynes, Consular Officer (TCI-UK Office). Appearance Before the House of Lords EU Select Committee On Monday, 10 July Premier Hon. Cartwright-Robinson appeared before the House of Lords European Union (EU) Select Committee to give evidence on the potential impacts of the UK’s departure from the EU (Brexit) on the TCI. The session was chaired by
Baroness Verna and the Leaders from the other UK Overseas Territories were also in attendance. Eight OTs appeared and the financial and social impacts of Brexit on the Overseas Territories were discussed along with the opportunities that may arise for the Territories as the UK seeks to establish itself outside of the EU. Premier Robinson set out that the greatest potential loss for the TCI is access to EU funding though not as great a concern, she raised the potential impact on travel. Meeting of UKOTA The Leaders of the UK Overseas Territories met on Tuesday, 11 July to discuss issues of common interests including EU funding and relations post Brexit, the relationship between the UK Government and the Overseas Territories, security, child safe guarding and the protection of the environment. During this Meeting, Premier Robinson moved a critical motion that was unanimously supported by all UKOTs on a united way forward in addressing the Post Brexit negotiations. In the evening, the Premier attended an Overseas Territories Cultural reception where Turks and Caicos spoken word artists Mary Fulford and Renate Hinds performed an original cultural piece. The Islands culinary delights were also served. Joint Ministerial Council The Joint Ministerial Council of the Oversees Territories on the European Negotiations (JMC OT
EN) was held on 12 July and chaired jointly by Lord Ahmad Minister for the Overseas Territories and Minister for Exiting the EU Robin Walkin MP. During these meetings, the United Kingdom Government reiterated its commitment to ensuring that the Overseas Territories have ‘an effective and clear voice’ in the Brexit process and to continue engaging with the Overseas Territories as the negotiations between the EU and the UK progress. The OTs areas of interest in the negotiations include international trade, agriculture and fisheries, EU funding, borders and immigration and sanctions. Caribbean Certification of Secondary Level Competence launched in TCI By Todeline Defralien The Ministry/Department of Education is pleased to launch the Caribbean Certification of Secondary Level Competence (CCSLC) which is a program that could be piloted in two of our schools in the Turks and Caicos for the start of September 2017. The program was launched on Monday July 10th, 2017 at a press conference held by the Ministry of Education at the Premier Office, Providenciales. The Caribbean Certification of Secondary Level Competence (CCSLC) is a secondary level programme delivered using a methodology that seeks to develop the skills, competencies and attitudes every high school graduate should have upon completion of secondary education. The aim of CCSLC is to provide students with the competencies that will serve as a foundation for more advanced studies, the world of work, life as a citizen of TCI and by extension the region. Edgar Howell Director of Education at Department of Education said, “The Department/Ministry of Education has for sometime been looking at the introduction of a standard curriculum for Forms 1-3 and secondary schools/high schools in the Turks and Caicos. We have looked at the Caribbean certificate of secondary level competence (CCSLC) as a program that could be piloted in two of our schools in the Turks and Caicos for the start of September. The program aims to insure that all of our children at the end of five years of study
will leave high schools with marketable certification.” Howell added: “The CCSLC will ensure that our children are leaving schools with certain competencies and skills and at the end of third Form would have expended the options and pathways for young people. They can go on to the CSEC program, they can go on to a combination of CSEC and CVQ or they can go on strictly to CVQ exams, some of them will no doubt complete with the CCSLC as well. They will have a range of regional certification.” The CCSLC program is guaranteed to make children learnercentred, project-based, interactive, problem solving, collaboration, innovation, creativity, mastery learning, practical (‘hands-on’), reflective learning and alternative assessment. Curriculum Development Officer Mrs. Ronda A. Blackman-Smith said, “Why Caribbean Certification of Secondary Level Competence? We first needed to look at the type of Turks and Caicos Islands citizen we want to produce and we in the TCI saw it critical that our students should be able to have their skills and competencies these transferable skills that they can transfer to any work environment or anywhere. We are not looking at one type of student we are looking at all students of the Turks and Caicos Islands. We have to be cognizant that we have a diverse community and every single child within our society would not be able to take the pathway of the CXC program, we felt it critical to cater to the diversity of the

Too often we get all caught up with the notion of having twelve CXC’s we all matriculate to enter a university and when we look at matriculation it doesn’t only stem from your academic performance we are looking for the skill sets. We’re looking for the competencies that you are bringing to add value or what we want to provide our students with in the Turks and Caicos Islands with are those skills, those values that they can go anywhere in the world.” Blackman-Smith stressed that the CCSLC in effect they want to have life as a citizen for the TCI and by extension the region and a foundation that they can function within the Turks and Caicos Islands and by extension the wider world. The generic competence of the program will include problem solving, critical thinking, informed decision making, management of emotions, positive self concept social and citizenship skills, working in groups, handling
conflict, dealing with diversity and change, independent learning strategies, computer literacy and technological literacy. The CCSLC is made up of five major components which are English language, mathematics, integrated science, social studies and modern languages. “What is interesting about this program is the Turks and Caicos Islands can go either with all five of the subjects or we can use the two main subjects or four of the subjects and have a Turks and Caicos Islands component. Our program would not only entail what CXC offer but Turks and Caicos Islands would have a n input in what our students are covering within the schools,” Blackman-Smith noted. There will be no candidate fee for CCSLC, however, the five CCSLC subjects developed by CXC will incur a subject charge of Bds$25.00 (US $12.50) each. The CCSLC program is a program that the Ministry of Education believes that they can benefit every single child in the Turks and Caicos Islands.

Chalsea was the recipient of the Graceway Scholarship Award in 2012, and this year’s Valedictorian at the British West Indies Collegiate. She has performed well throughout her years at the Collegiate, both academically and in her extracurricular activities. Chalsea intends to continue with the A-Level program at the Collegiate than move on to the UK to study Medicine. Graceway wishes her the very best. Congratulations were also extended to Mr. Lawrence Saintange who graduated from the Collegiate after seven years as a Graceway scholar. Both students were extremely grateful to Graceway for the funding of their high school education. The Association has a Caribbean and Latin American focus as it relates to Information and Communication Technologies (ICT) issues for the region and global perspective. Managing Sunburn By Dr. Marsha Barnett
Summer is in full swing and although it’s hot year-round on island, the summer brings with it an increase in temperatures, sun intensity and outdoor activities as kids are on vacation. This combination makes skin protection very important as the effects on the skin can be harsh and lead to both immediate and long- term consequences. What is Sunburn? Sunburn is excess reddening or swelling to the skin from excessive exposure to the sun’s rays, or more specifically the ultraviolet (UV) radiation that is emitted from the sun. At a cellular level, sunburn is associated with microscopic changes in the skin which leads to reduced immunity in the skin and premature aging. Who’s at Risk? Although anyone can get a sunburn, persons with light skin tones who tend to get red in the sun and hardly ever tan, are at greatest risk. Other factors can affect your tendency to burn. Being outdoors between 10am and 2pm when 65% of UV radiation reaches the earth, makes a sunburn more likely than when outdoors early morning or late afternoon. Also, a day with clear skies and little cloud cover increases the rays’ penetration. And although a day at the beach is relaxing,
it may be stressful on your skin as the sun’s rays reflect from the surface of the sand and sea, almost doubling its effect on the skin. How Can I Avoid Getting Burnt? Sunburn is better prevented than treated. Sun protection is your best defense against sunburn and other damaging effects of UV radiation. •Avoid sun exposure, especially between 10am to 2pm •Wear protective clothing, including wide-brimmed hats •Regularly apply sunscreen with a Sun Protection Factor (SPF) of 50+ •An oral food supplement containing Polypodium leucotomas, which is an extract from a plant, may provide additional oral photoprotection and reduce sunburn. What are the Signs and Symptoms of Sunburn? Signs and symptoms usually start after 2-6 hours of exposure. They may include redness, swelling to the skin, tenderness or warmth to touch, pain, blistering and even a fever. In severe cases of sunburn, severe skin burning may result in second-degree burns, dehydration, electrolyte imbalances and secondary infection. Treating Sunburn To help heal and soothe the skin, it is important to begin treating sunburn

as soon as you notice it. The first thing you should do is get out of the sun. Once indoors, follow these tips: •Put a cold, damp towel on your skin. Do this for 10 or 15 minutes a few times every day until the redness and swelling settles. Take cool baths or showers and soon as you get out of the shower apply a moisturizer to help trap the water in your skin. This will help ease the dryness. •Moisturize often. Never allow the skin to dry out and use a moisturizer that contains aloe vera or soy to help soothe sunburned skin. If a particular area feels especially uncomfortable, you may want to apply a hydrocortisone cream that you can buy without a prescription. •Take aspirin or ibuprofen if the sunburn really hurts. This will help reduce any swelling, redness and discomfort. •Drink extra water. Drinking extra water when you are sunburned helps prevent dehydration. •Seek medical care. If you feel generally unwell or have intense pain, blisters, fever or the area looks infected, see your doctor immediately. Your physician will be able to assess whether or not prescription steroid creams should be applied to the area and can prescribe antibiotics if indicated. Prompt treatment of severe burns also help reduce the risk of scarring. •Leave blisters alone. If your skin blisters, don’t pop them. Allow the

It may also be a good idea to see your doctor if it’s in a large area as blisters tend to occur in moderate to severe sunburns. •Avoid the sun while the skin heals. It may seem obvious, but avoid exposing the skin to the sun when you have a burn, especially during the midday hours. Wear clothing that covers your skin when outdoors. What are the Long-term Consequences? It is now clear that the long-term consequences of overexposure to the sun or other sources of UV radiation are significant. Beaches to construct new library at Clement Howell High School Clement Howell High School (CHHS), the sponsored institution of Beaches Turks and Caicos Resorts Villages & Spa (BTC) will soon have a new multi-purpose library courtesy of the resort in time for the new academic school year this September. A room has been identified and is being outfitted and fully funded by the Sandals Foundation- the philanthropic arm of Sandals Resorts International, the parent company of Sandals and Beaches Resorts. The library project was officially announced to the public during a joint Press Conference by BTC and CHHS last week where it was revealed that the project would feature a state of the art library with modern amenities for the hundreds of pupils that attend the institution. Commenting on the resort’s long standing relationship with school and this latest project, Public Relations Manager Elanor Krzanowski stated; “We have been actively supporting literacy and education since our inception with the partnership and now I am very happy that we are able to build something tangible at the school that would benefit the whole student body.” Principal of the Clement Howell High School Kadean Cunningham commended the resort for the latest donation stating; “We are happy that the Sandals Foundation

However, the deal I would like to know the art of is: why after two years and millions of dollars spent in legal fees across the board - would the 12 storey appeal be withdrawn from the Privy Council by the Tuscany and Venetian Strata Corporations. The council, as you may know, is the highest court in the Turks and Caicos Islands. Many inquiring minds would like to know; myself including. Nevertheless, before we get to that question, afford me the opportunity to set the stage. Many didn’t quite understand why said Strata Corporations were challenging the building of a 12 storey project, that being - the Ritz Carlton, which is a little over a mile away. To give you some perspective, here are some hotels/resorts between the Ritz Carlton project site and the aforementioned resorts: Ocean Club, Club Mediterranean, Royal West Indies, Caribbean Paradise Inn, The Grace Bay Club, The Oasis at Grace Bay Hotel and Lofts, Villa Del Mar, Ocean Club West, The Pinnacle on Grace Bay, Ports of Call Resort and
Seven Stars Resort. That’s eleven (11) different properties in closer proximity to the Ritz Carlton site than the group that sued. It could not be said that The Ritz Carlton would undermine their property value. Nor would it change the makeup of the Grace Bay Beach strip, as it was too far away. Moreover, the often discussed ‘shadow’ would not disturb their guests’ sun bathing, as the distance was too great to cause an impact. So again, why the original lawsuit? Let’s dig a little deeper. It is reasonable to think that most business people or investors purely operate from a paradigm of self-interest and profit above all else. Principally, this being the heart of capitalism and we ascribe to a capitalistic doctrine here in the Turks and Caicos Islands. In addition to the Ritz Carlton’s 12 storey project, I am reliably informed that there are/ were at least two (2) other 12 storey projects in the pipeline. However, those project were awaiting the outcome of this court case. One of the projects was to be erected on a vacant site adjacent to one of the resorts named in the lawsuit. Consequently, this case was never about the Ritz specifically. This case was about ‘building height’ threshold. If The Ritz Carlton got the go-ahead, so to would the property next door. This, of course, would have been unfortunate in the complainants view. Many have speculated that the appeal was withdrawn for
Jamell Robinson political reasons. However, the PDM is on record in their support of the low density high end resort model. A model which they take credit for pioneering. So again, if a change in government for lack of inward investment was the desired outcome for the developers, why withdraw the appeal, if you don’t want 12 storeys in your neighborhood? I’d surely like to know the specifics of the deal that was struck by all parties involved. In a recent TCI Sun newspaper, attorney Conrad Griffiths alludes to a few factors. TCIG, a party
in the case, would have a stake in the outcome of the deal. With hope, one that was beneficial for the country. Conversely, the public has a right to know the price of such withdrawal. A birdie whispered in my ear that a part of the settlement terms is that the Ritz Carlton Project would be ‘allowed’ to move forward at 12 storeys and the two other projects would be ‘allowed’ to move forward at 10 storeys and 8 storeys respectively. Of course the 8 storey project will be adjacent to the 7 storey Venetian thus keeping the developer happy as there will only be a one (1) storey difference in height between the buildings and keeping the aesthetics of the area the same. So self interest and capitalism wins again. I could be misinformed but given that our Premier recently lauded her support for Freedom of Information in the same TCI Sun newspaper, we trust that she would see fit for the public to be fully informed about the specifics of this deal. Oh, and stating “it’s confidential” - is not a good enough excuse. As we all know, with any secret, the truth will come out in the end. Just a cautionary tale, historically, US Presidents always state that they don’t negotiate with terrorists, and surely - the TCI worker has been terrorized over these late two years by this unfortunate saga in the way of repressed job and career opportunities with a chance for self empowerment in a beloved Turks and Caicos Islands.

Hon. Karen Malcolm, the Ministry of Education, Youth, Sports and Library Services extends heartfelt congratulations to Mrs. Rita Gardiner on achieving the Commonwealth Games Award of Merit. The Commonwealth Games Federation awards membership of the Order of Merit for distinguished services rendered to the Commonwealth Games movement, including the games themselves, to the federation and to a Commonwealth Games Association. The honour is awarded on the recommendation of the Executive Board at the General Assembly. The recipients of this special award are individuals whose voluntary contribution and achievements have significantly impacted on society and its work, or represent the society in an exemplary way, in particular in the fields of sport and youth. Contracts and Procurement Unit Hosts Contractors Workshop around the Islands The Contracts and Procurement Unit within the Office of the Deputy Governor in collaboration with the Project Management Division in the Ministry of Infrastructure, Housing and Planning recently hosted a ‘Contractor’s Workshop’ around the TCI. The workshops commenced on Thursday 29th June in Salt Cay, followed by meetings in Grand Turk, South Caicos, Middle and North Caicos and ended in Providenciales on Thursday 6th July. The objective of the workshops were to bring more awareness primarily to the Turks and Caicos Islands Government (TCIG) capital program and to a lesser extent the annual maintenance works program by educating and exposing current and potential contractors to the vast array
of opportunities that exist. The list of current and open tenders can be found on TCIG’s website at https://gov.tc/governmenttenders/. In addition, TCIG’s Annual Procurement Plan which details all capital projects, the approved budget for the project and the proposed quarter the project will be released can be found at https://gov.tc/otherprocurement-notices. The Hartling Group hosts girls empowerment event
By Todeline Defralien The Hartling Group in collaboration with the Edward Gartland Youth Centre held its first girls empowerment event to help young girls to explore the limitless possibilities for females in the world. The event was held at the Palms Spa at the Palms Resort on Monday, July 17th, 2017 The Hartling Group selected a group of mentors from The Sands, The Palms and The Shore Club who shared their experiences, challenges and opportunities with the young ladies to help them embrace their every kind of beautiful. Karen Whitt Vice President of Marketing & Sales with the Hartling Group said, “We gathered a group of form the Hartling Group from The
Sands, The Palms and The Shore Club who shared experiences, challenges and opportunities with the young ladies to help them embrace their every kind of beautiful. and we decided that we will take on a full day and bring on all the girls here to our Spa where we will have a day of pampering and empowerment. The important thing is that we focus on confidence and trying to develop that in them and align them with mentors tools and the encouragement that will allow them to be successful. We thought that that would be great initiative to help develop our young girls and build confidence among them.” Over 20 students participated in this initiative from schools such as Long Bay High School, Wesley Methodist and British Colligate with ages ranging from as young as nine years old to 15years old. “We had 30 minute massages for each girl so they got to experience what our guests and tourists experience here at the resort. We also
created floral crowns that we created for them. We also have Sip & paint who is helping the girls to paint water bottles and we also made some cards that they chose a flower for, because girls are different, beautiful in different ways just like flowers but they all are beautiful. This is the first time we are doing an initiative such as this. We do have regular events but we try to keep them interesting and try to change them on a year to year basis. We want to make it memorable experience but we also want to continue to build on the connections with these young girls throughout the year,” Hall explained. Some of the students that shared their experiences from the event said that they learnt how to be empowering as a young lady, confident, being independent and able to do anything they put their minds to.

packed congregation comprising a wide cross-section of the Turks and Caicos Islands community, paid their last respects to Phillip Anfernee “Lil’ P’ Robinson, at the Paradise Baptist Church in Five Cays, Providenciales, on Saturday, July 15th, 2017. Robinson, 20, passed away on July 4th, 2017 after battling an aggressive form of cancer for two years.

Tomorrow, we will swear in a government and get to work immediately. “We will be a government that will put Bermudians first and make sure we work to advance the interests of every single Bermudian in this country. “We will be a government that will govern with integrity and will work every day to improve the conditions for so many of us.

This is without question an honour but without question there is an incredible amount of work to be done. “Know and understand that I will give everything I can, my team will give everything they can to live up to the trust that you have given us with the mandate that you delivered yesterday.” Party sources say Mr Burt is keeping his cards close to his chest as he selects his Cabinet although, with the PLP now boasting 24 MPs, they noted he faces a juggling act keeping everyone happy. Bank employees, policemen charged following attempted bank robbery in Guyana GEORGETOWN, Guyana – Five men, including two bank employees and two policemen, were slapped with charges of attempted robbery and gun and ammunition possession when they appeared in court on Friday following the July 4 attempted robbery at Republic Bank. During the lengthy bail hearing, the five men – Jamal Haynes, Keron Saunders, Gladston George, Anfernee Blackman and Shawn Grimmond – were jointly charged with attempted robbery. Haynes, who was employed at Republic Bank, pleaded guilty to the attempted robbery charges while the other four accused pleaded not guilty. Haynes was sentenced to two years in prison on the attempted robbery charge while the other four young men were remanded to prison until August 11th. Haynes was slapped with five other charges including discharging a loaded firearm with intent to cause injury and bodily harm, possession of ammunition, possession of firearm without being a licensed firearm holder and holding a bank employee hostage.
He pleaded not guilty to the charges of discharging a loaded firearm and robbery. However, he entered guilty pleas on the other three charges and was fined a total of GUY$280,000 and sentenced to two additional four year jail terms for the possession of firearm and ammunition charges. He will also have to pay a $100,000 fine on the third charge and will serve an additional six months in prison. His twoyear sentence on the attempted armed robbery charge will run consecutively and will see him spending a total of six years in prison. The Chief Magistrate told Haynes that he was not given the maximum sentence for the offenses since he entered a guilty plea. Haynes in his explanation to the Court said that he did not know the other co accused, except Saunders. He also identified his best friend, Elton Wray, who was killed during the attempted robbery, as the mastermind of the heist. “I did not plan the robbery. My friend who is now deceased had a lot of information on the bank. I thought we were
going to rob somebody who had a lot of money in the ATM. It wasn’t until we went to the ATM that I became aware that we were going to rob the night safe,” he told the court. According to the Police Prosecutor, Haynes helped to plan the robbery and was expected to identify a fellow bank employee to the others who would have had the bag of cash deposits made over the weekend. The Prosecution claimed that Blackman – a policeman, supplied the guns that were used, George – another policeman – was tipped to drive the getaway car and Grimmond a bank employee was the inside man who provided information to the others. The Prosecutor claimed Haynes implicated the two policemen and his fellow bank employee but Haynes denied the accusation. The other co-accused Keron Saunders, faced separate charges of being in possession of ammunition and a firearm. He pleaded not guilty to those charges and claimed that he was acting under the influence of Wray and only learnt of the plan to rob the bank minutes before it occurred.
Jamaica airports to boost electronic trace detection for flights to US

In a statement this afternoon, AAJ said, while the directive from the US Transportation Security Administration (TSA) is specifically related to airlines, it recognises that any breach will reflect negatively on the country. On June 30, TSA issued an emergency advisory to airlines operating flights into the United States that all PEDs larger than a cell phone being carried onboard are to be screened specifically for explosives or tampering, before being allowed onboard the flight. “All airlines operating out of Jamaica into the USA, whether from the Norman Manley International Airport (NMIA) in Kingston or the Sangster International Airport (SIA) in Montego Bay, have been advised of the new measure by the TSA, and subsequently, have indicated their respective positions to the TSA,” AAJ said. The authority further outlined that discussions have been held with both major international airports regarding their ability and need to increase the monitoring, assessment and screening of passengers and their checked and carryon items, to eliminate the possibility of unapproved PEDs being carried onboard the aircraft.

Antiguan CIP citizen at center of “largest darknet marketplace takedown in history” An Antiguan and Barbudan citizen is at the center of a major US Department of Justice developing case. The Department of Justice and its international partners announced Thursday a take-down of a massive Dark Web marketplace that was allegedly one of the world’s biggest sources for the sale of drugs and illicit materials. In shutting down AlphaBay and arresting its alleged founder, Alexandre Cazes, the Justice Department also is going after the assets of Cazes, who is charged with running
the sophisticated anonymous market and was worth upwards of $23 million, according to court documents. On July 12, Cazes apparently took his own life while in custody in Thailand, the DOJ said. Cazes was a Canadian citizen who was living in Thailand and also had obtained citizenship from Antigua and Barbuda under the Citizenship by Investment Programme. U.S. Attorney General Jeff Sessions announced at a Washington news conference Thursday the shutdown of
the site Cazes ran, AlphaBay, calling it “the largest darknet marketplace takedown in history.” According to the documents, Alexandre Cazes was arrested in Thailand on July 5 and was found with his computer unlocked and open, logged in as the Admin of AlphaBay. The US Justice Department says Cazes and his wife were issued Antiguan passports in February 2017 in exchange for a US$400,00 investment to purchase Villa 302 at Nonsuch Bay Condominiums in St Phillip’s South, Antigua. Family of Australian woman killed by Minneapolis police hires lawyer MINNEAPOLIS - The family of an Australian woman fatally shot by a Minneapolis police officer has hired an attorney who represented another police shooting victim in Minnesota, the lawyer said on Thursday. Samsung Galaxy Note 8 Launch Date Sees Rapid Changes Of Smartphone’s Design There are several prospective Galaxy Note 8 designs circulating the web, but no indication as to which is the real one. In particular, what is supposedly a front panel for the Galaxy Note 8 from July 14, reveals a thin bezel, similar to the Galaxy S8 design. However, the most recent render shows a much thicker upper and lower bezel, which closely resembles a panel leaked from June
27. Overall, fans and pundits expect the Galaxy Note 8 will likely resemble the Galaxy S8 in many ways. The new device will likely adopt the same infinity display and virtual home button introduced on the Galaxy S8. It will likely also feature a capacitive fingerprint scanner on its rear panel like the Galaxy S8. However, design details for the Galaxy Note 8 will likely remain unconfirmed until at last Aug. 23, when the device is expected to be unveiled.
Facebook in court battle over Government access to user data Major technology companies and civil liberties groups have joined Facebook in a closed courtroom battle over secret government access to social media records. Facebook is fighting a court order that prohibits it from letting users know when law enforcement investigators ask to search their political communications — a ban that Facebook contends tramples First Amendment protections of the company and individuals. Most of the details of the case in the nation’s capital are under wraps, but the timing of the investigation, and references in public court documents, suggest the search warrants relate to demonstrations during President Trump’s inauguration. More than 200 people were detained and many have been charged with felony rioting in
the Jan. 20 protests that injured police and damaged property in an area of downtown Washington. The Facebook battle in the D.C. Court of Appeals is similar to challenges percolating throughout the country from technology companies objecting to how the government seeks access to Internet data in emails or social media accounts during criminal investigations. The D.C. case has implications for the First Amendment rights of Facebook users and others who are politically active online. The Constitution can only protect the targets of an investigation, according to the court filings, if they know their rights are under threat. Prosecutors are trying to prevent Facebook from giving users a heads up about search warrants
connected to an investigation into potential felony charges. Prosecutors typically ask judges for nondisclosure orders when they are concerned that tipped-off targets will destroy evidence, flee or otherwise undermine an investigation. The wording of the search warrants at the crux of the case seek “all contents of communications, identifying information and other records” and designate three accounts for a three-month period in each request, according to a Facebook court filing that is publicly viewable. In April, a D.C. Superior Court judge denied Facebook’s request to get rid of the gag order and directed the company to turn over the records covered by the search warrants to law enforcement. Facebook appealed. The
appeals court allowed the company to share some details of the sealed case to seek legal support for its cause from other businesses and organizations. Those organizations have since filed public legal briefs backing Facebook.

MONACO - Usain Bolt says he is over his early season setbacks and running into form at the right time to sign off his career with two more gold medals at next month’s world athletics championships in London. The First Annual Coca Cola Classic Championship Race The First Annual Coca Cola Classic Championship Race was held on Saturday July 15th, 2017. The race which was sponsored by Coca Cola, served as the championship race for cyclists in Providenciales. The race began and ended at the pedestrian crossing in front of the Gustarvus Lightbourne Sports Complex. The course consisted of 5 laps between the Tropicana roundabout and the Airport Road roundabout. Due to flooding in the South Dock area, the
route was amended. Cyclists competed in two categories; category one was for advance level cyclists and category two for intermediary level. Both categories rode the same route. The winners in category two were as follows: In 1st place Kavin Ewing, 2nd place Mathew Williams. The Winners in Category one were as follows: In 1st place, president, Shanwell Gardiner; 2nd place, vice president Sean Rodgers, and 3rd place, Yoshi
Ono. Shanwell Gardiner placed first overall and was named the 2017 Champion of Providenciales. All winners were presented with trophies and Mr. Gardiner was also presented with the floating championship trophy and the coveted Coca Cola jersey. Mr. Gardiner credited his win to the intense training he undertook in the past few months leading up to the race in Anguilla and the championship race. While the ranking from this race was only
local, plans are in the works to participate in regional and international ranking competitions in the coming months. Next on the agenda for the Turks and Caicos Cycling Federation is the Tour de Turks & Caicos. This tour will take place in 5 stages; stage 1 in Grand Turk which is a 25-mile race, two stages in North and Middle Caicos (a time trial and a road race) and two stages in Providenciales (time trial and a road race). Cyclists will be
awarded points and time bonuses for each stage to determine the overall winner. The winner of Tour will be named the cycling champion for the Turks & Caicos. The Turks and Caicos Cycling Federation wishes to thank the event sponsor Coca Cola, the event participants, the public who came out to support the event and the RTCIPF who kept us safe during the event. Fredericks provisionally suspended over possible ethics breach LONDON - Former Namibian sprinter and IAAF Council member Frankie Fredericks has been provisionally suspended from athletics pending an investigation into a potential ethics violation, the sport’s governing body said on Monday. Fredericks is being investigated by the Athletics Integrity Unit over payments he received from Papa Massata Diack, the son of former IAAF president Lamine Diack, on the day Rio won the vote to host the 2016 Olympics. Earlier this year Fredericks, an International Olympic Committee member, stepped down as head of the team evaluating bids to host the 2024 Olympics and has also removed himself from the IAAF taskforce investigating doping allegations in Russia, after the corruption allegations surfaced in Le Monde newspaper. But in a written judgement, the Chairman of the IAAF Disciplinary Tribunal Michael J Beloff rejected Fredericks’ offer to “use his best judgment” on whether or not to attend future council meetings. “His suggestion that his participation in IAAF Council business should be a matter of his own discretion on a meeting by meeting and issue by issue basis is, in the Integrity Unit’s view, inadequate in the light of the seriousness of the matters, the subject of investigation, and the importance of ensuring and being seen to ensure the utmost standards of probity in the administration of the sport,” it said. The judgement reported that there was a prima facie case into “the possibility that Mr Fredericks received substantial sums of money with the aim and/or effect of affecting his voting in the award of an Olympic host city.” It said that Fredericks rejects the allegations, saying that a payment of $300,000 was paid to his company in recompense for legitimate work undertaken. The judgement said clarity was needed as to the reasons for the payment, but added that Fredericks’ suspension “in no way abrogates the principle of the presumption of innocence.”
Derrick Rose reportedly in ‘serious talks’ to join Cavs on 1-year deal It appears that Derrick Rose may have finally found a new team. After nearly three weeks of free agency, the former MVP is still unsigned, but according to a report from ESPN’s Brian Windhorst and Adrian Wojnarowski, Rose is in “serious talks” with the Cleveland Cavaliers to join the Eastern Conference champs on a one-year deal. Though his salary would reportedly be just $2.1 million, the deal would actually cost the Cavs about $14 million because of the luxury tax penalties. Rose drew interest from both the Los Angeles Clippers and Milwaukee Bucks in the earlier stages of free agency, but it doesn’t seem like either of those teams had serious conversations with the 28-yearold point guard. In addition, the Los Angeles Lakers are reportedly still planning to meet with RoseThursday, and feel that have a chance to get him. However, the Lakers will have to sell Rose on their ability to give him more playing time being a better situation than contending for a title with the Cavaliers. And in a surprising twist, the Chicago Bulls are apparently still in the race for Rose as well. Warriors to require 30-year commitment for season tickets

While pricing of the licenses has not been revealed, ESPN cited a team official as saying that the number of seats dedicated for season-ticket holders will decrease from 14,500 at Oracle Arena in Oakland to
approximately 12,000 at Chase Center in San Francisco. The privately financed $1 billion Chase Center is scheduled to open in 2019. Half of the tickets will come with a per-seat cost of $15,000 or less, while the other half will cost more than that, according to ESPN. The Warriors, in turn, will return the money paid for the right to purchase tickets after 30
years, thereby creating a personal seat license. The “membership” serves as an interest-free, tax-free loan to the team for three decades. Fans can transfer or opt out of the license prior to 30 years, but they will not receive their money back until Year 30. The Toronto Raptors also offer personal seat licenses, although those are for their best seats and also include rights for Maple Leafs tickets as well.

New NBA uniforms do away with home and away designations Nike has unveiled new NBA uniforms for the 20172018 season that dispense with traditional ‘home’ and ‘away’ team designations. The home team will instead pick from four primary uniforms to be worn at all home games and visiting teams will choose a contrasting uniform within their own assortment. White ‘Association’ uniforms will replace the typical home jersey, while the ‘Icon’ version uses the team’s primary color and replaces the road uniforms. Nike, which has replaced Adidas as the NBA’s uniform supplier, will reveal the two remaining uniforms in the coming months. The world’s No. 1 footwear maker said on Tuesday that it employed 3D-body maps
of players, including heat and sweat maps, to design cooler, lighter uniforms for players to wear during the NBA’s grueling 82-game season. The incomparable Swiss turned his 11th Wimbledon final into a procession as tearful seventh seed Cilic, battling his nerves and a bloody blister, suffered a torrid afternoon. Federer described Cilic’s predicament as “cruel” after ending his torment with an ace after one hour 41 minutes -- but there was no hint of sympathy as, 23 days before his 36th birthday, he became the oldest Wimbledon men’s singles champion. That attitude from the third seed, who last triumphed at the All England Club five years ago, was not surprising since Federer’s dream of title number eight had been shattered by Novak Djokovic in the 2014 and 2015 finals.
