BEACHES OBJECTS TO NEW FISH FRY by Hayden Boyce Publisher & Editor-in-Chief

B

eaches Resort has formally objected to the construction of the new Fish Fry complex, which will be located across from the hotel in The Bight, Providenciales. Investigations by The SUN revealed that legal proceedings already have been filed in the Supreme Court by the law firm Griffiths and Partners, on behalf of Beaches, which is owned by hotel magnate Gordon “Butch” Stewart. No court date has been set. According to sources, Beaches is objecting to the construction on the grounds that the development agreement which it has with the Turks and Caicos Islands Government prohibits permission being granted for vending in the area. “TCIG will be defending this matter vigorously,” a high level source told The SUN. “It’s a matter of how they (Beaches) are interpreting the development agreement.” Government was expected to shortly break ground on the new complex which will be built on a three-acre plot of land near the Key West Village and Italian Village that are part of the sprawling Beaches hotel. The contract for design and construction of the state-of-the-art facility has been awarded to a group of young local businessmen. When contacted by The SUN, Premier and Minister of Finance, Hon. Sharlene Cartwright-Robinson stated: “The government is ready to proceed with this project and I am excited about giving the Fish Fry a new home. The Fish Fry has become a sensation over its short life span, with the event being patronized by locals and tourists alike. We must give it a home. We anxiously await resolution of this matter.” Acting Attorney General Dr. Michael Dillon said: “As this matter involves litigation that is currently before the courts and in its earliest

stages, AG Chambers prefer to refrain from commenting upon this matter but TCIG are committed to fighting this challenge for the benefit of the community of the Turks and Caicos Islands.” Sunil Ramdeen, Corporate Communications manager for Sandals Resorts International, said: “Beaches Resorts is a key stakeholder in Turks and Caicos, and we support any

development that will be of benefit to the people and the country. This particular issue is not specific to Beaches, but also involves other stakeholders in the vicinity as well, and we look forward to positive dialogue with the authorities to ensure that the proposed project will ultimately, be of mutual benefit to all parties that may be impacted.” The Fish Fry, which takes place every Thursday, at The Kids

Park, in Lower Bight, was at the centre of controversy In 2014 when the Department of Environment and Maritime Affairs (DEMA) served an eviction letter on the Tourist Board, the operators of the event. Among other things, DEMA complained about the cleaning up of the location after Fish Fry, and also about loud music affecting residents in the area.

Help coming for young men who are at risk

Minister for Home Affairs, Hon. Delroy Williams has plans to help young men in Turks and Caicos Islands who have gone astray. Minister for Home Affairs, Hon. Delroy Williams has plans to help young men in Turks and Caicos Islands who have gone astray. Speaking in the House of Assembly recently, he said his ministry is presently drafting a framework for the introduction of a “Chance for Change Programme.” He stated: “Another group of persons atrisks in our community are the young men who, for one reason or another, end up on the wrong side of the law, and are depending on society to assist them not with handouts or free gifts, but with a hand up.They want a hand up through education, through skills training and through a job to provide for themselves and their families. This programme will not be a success without the partnership of persons who are willing to make a difference and the persons themselves who are

seeking a chance for change.” Hon. Williams said he would like to put the private and public sector on notice that Government will be depending on them to partner on this important endeavor and they should begin to think about ways through which they can assist. “More importantly, we invite all good corporate citizens to reach out to us, before we have a chance to reach out to you. This will be a good sign of your desire and willingness to help,” he added. The minister said commitment to children of this society as one of the signs of a good and caring Government is the importance it gives to persons at risks within our society. He added: “No one can argue that children does not represent one such group of persons. In this regard, I am happy to report that the Cabinet, on the 30th of June this year, approved the Multi-Agency Protocol for

the Prevention, Reporting and Management of Child Abuse and Neglect for the Turks and Caicos Islands. It also endorsed the policy on the supervision of staff working on child safeguarding issues within the Department of Social Development. The development and sign-off of this protocol was seven years in the making, but it took my Government six months to get it done.” Hon. Williams said the People’s Democratic Movement government recognizes that its commitment to protecting children is more than a statement. “It is a job that we take seriously and we are demonstrating this by putting measures in place to ensure that standards are upheld by all agencies that have responsibility for their well-being,” he said, adding that the signing of the protocol will take place during Minister for Home Affairs, Transportation and Communication, Hon. the last week of September. Culinary activities take over Summer 2017 From Culinary Summer Camps to an inaugural Cocktail Week, inspiring Chefs as well as veteran Mixologists were given the opportunity to showcase their talent during the month of July. Summer served as the perfect time for the inspiring Chefs when TCI Hospitality Adventure and TCHTA hosted the annual Culinary Camp and Junior Lit’l Chefs Camp for participants age 12 - 17. Kids who simply either have a passion for preparing food or want to pursue a career in Culinary Arts, were hosted and mentored while attending the Camps at various TCHTA hotel members including Seven Stars Resort, Villa del Mar, Beaches TCI and Alamandra Villas – Silly Creak. Each Camp culminated with the anticipated Black Box competitions, allowing the kids to showcase their skills by creating various courses using items from mystery baskets. TCHTA’s Executive Director Stacy Cox who accompanied the kids during the week, observing their enthusiasm and desire to learn noted, “Both Camps allow these budding Chefs to sharpen their culinary skills while at the same time be mentored by some of the destination’s top Chefs, who graciously gave of their time so that the students can hone their Culinary skills. Our Culinary Camp

is instrumental in the development of younger Chefs, most of who have attended and are now part of the Culinary teams at our member hotels. Junior Chefs like Martin Wilkiens, Robinangel Simmons, Korea Rolle, Kentisha Hall and Christin Greene and bartender Jean Tissaint, who have gone through the programme have actually joined us as part of our Team TCI contingent for the annual Taste of the Caribbean competition. Inga Stubbs and Kevin Missick, winners of this year’s Black Box competitions will also be joining

us in Miami for the 2018 Taste of the Caribbean competition.” Cox added, “It is evident that the Culinary Camp prepares the participants for future competition and this year is no different, with former campers Christin Greene and Kentisha Hall representing Turks and Caicos at the upcoming Junior Duelling Chefs competition in Barbados.” The inaugural Cocktail Week, the brainchild of Wine Cellar took place from July 27 – 30 and included a Cocktail Cook off and Bartender Competition sponsored by TCHTA

and IGA. Like Inga and Kevin, the winner of the Bartender Competition Aristotle Florida from Amanyara will join the team at next year’s Taste of the Caribbean in Miami. Signs of cancer we tend to ignore By Dr. Marsha Barnett It seems as if everyone knows someone who has been affected by cancer. And whilst many cancers show no signs or symptoms until they have spread, there are some tell-tale signs that can clue us into the fact that all is not well. Below are some symptoms that although seen in many other medical conditions, may be signs of an underline cancer. UNEXPLAINED WEIGHT LOSS Weight loss for a lot of us is usually a welcomed thing. However, if you find yourself losing weight and having a reduced appetite when there is no obvious cause such as an acute life stressor or medications, don’t ignore it. Weight loss or unusual changes to appetite can be a sign of many cancers. PERSISTENT FATIGUE We all get tired from time to time especially when we have varied responsibilities on a day to day basis. But if you notice you’re tired most days for more than a month, see a doctor. There are a number of medical reasons for fatigue so you will need to be investigated but cancer, especially leukemias and lymphomas are notorious for causing this. FREQUENT FEVERS OR INFECTION

If you’re usually healthy but notice yourself getting sick or feverish more frequently, it could be a sign of leukemia. Leukemia is cancer of the blood which triggers the body to produce abnormal white blood cells, impairing the body’s ability to fight infection, thereby leading to a weakened immune system. Pay attention to flu-like symptoms which don’t go away or are quick to recur.

age of 50, though some physicians may suggest doing so earlier depending on your personal and family history. There has however been an increase in the number of persons being diagnosed under age 50 or presenting over 50 with advanced disease having never screened for colon cancer. So, if you are noticing blood with stooling, check it out.

BLOATING

ABNORMAL PERIODS OR PELVIC PAIN

It’s quite common to experience bloating and feelings of unease and fullness from time to time especially if you have been skipping meals or eating poorly. However, consistently feeling this way or having these symptoms intermittently over a month or so may be a reason for concern. Of course, it could be simply an upset stomach or signs of a stomach ulcer, however, many patients with ovarian and colon cancer notice vague abdominal symptoms prior to their diagnoses. So, either way, if you start developing these symptoms, a visit to your doctor will help alleviate your symptoms and ensure nothing sinister is happening.

If you start noticing spotting in the middle if the month when you are nowhere close to your menses, or you start spotting after intercourse, see your doctor. These are signs of gynecological cancers, in particular, the cervix. Also, if your flow suddenly becomes significantly heavier month after month, or if you have pelvic pain, see your doctor for a thorough exam and perhaps a pap smear and transvaginal ultrasound to check for uterine, ovarian, or cervical cancers. In women who have already hit menopause, any vaginal spotting or bleeding is a cause for concern as it is a common early sign of uterine cancer.

BLOOD IN THE STOOL

CHRONIC COUGHING

One of the more common reasons for this is hard stools and constipation or a hemorrhoid but this can also be a sign of colon cancer. We routinely screen for colon cancer at the

Dr. Marsha Barnett or more and you don’t have other symptoms that usually accompany a cold or allergies, like a stuffy nose, it could be a symptom of early lung cancer. It is true that lung cancers are mainly seen in smokers, but even if you have never smoked, don’t ignore a cough that causes you to spit up blood or that won’t go away. RECURRENT HEADACHES If you’re not prone to migraines and never get headaches, but suddenly find yourself popping pills every day, you need to see your doctor. Of course, it could be a variety of conditions such as hypertension and sinusitis but on rare occasions, it could be a symptom of a tumor in the brain. Never ignore unexplained changes in your health as early diagnosis almost always leads to improved long-term outcome and a greater chance of a cure. *Dr. Marsha Barnett is a general practitioner who also specializes in dermatology. Cuba investigating ‘incidents’ concerning U.S. diplomats in Havana WASHINGTON/HAVANA Cuba said on Wednesday it was investigating allegations by the United States that unspecified “incidents” caused physical symptoms in Americans serving at the U.S. Embassy in Havana, after two Washingtonbased Cuban diplomats were expelled. “Cuba has never, nor would it ever, allow that the Cuban territory be used for any action against accredited diplomatic agents or their families,” the foreign ministry said in a statement late on Wednesday. “It reiterates its willingness to cooperate in the clarification of this situation.” Havana said it had started a “comprehensive, priority and urgent investigation” into the alleged incidents after it had been informed of them by the embassy in February. Earlier on Wednesday, U.S. State Department spokeswoman Heather Nauert told reporters that the exact nature of the incidents was unclear, but Americans serving in Cuba had returned to the United States for non life-threatening “medical reasons.” The United States first learned of the issues at the embassy in late 2016, she said.

The U.S. Embassy in Havana, Cuba “We don’t have any definitive answers about the source or the cause of what we consider to be incidents,” Nauert said. “It’s caused a variety of physical symptoms in these American citizens who work for

the U.S. government. We take those incidents very seriously, and there is an investigation currently under way.” As a result, the United States on May 23 asked two Cuban officials in Washington to leave the country

Zero Tolerance for gun Violence, says Barbados PM Prime Minister Freundel Stuart believes that there are two systems of justice operating in Barbados and one of them must be eliminated. He expressed the view while noting his deep regret and profound sadness over an incident on Kadooment Monday evening where 20-year-old Tareid Rock was killed and several others injured on Spring Garden Highway, at the climax of Grand Kadooment. Prime Minister Stuart extended condolences to the Rock family and best wishes to all those persons who sustained injury and assured them of his thoughts and prayers. Mr. Stuart submitted: “One thing is very clear to me; if those who say gun violence is an incident of the drug trade and the existence of gangs in Barbados, it is clear that we now have two justice systems running parallel with each other. “There is the mainstream justice system, beset with complaints about delays, adjournments, the amount of time it takes to get decisions and that kind of thing; and there is the underworld justice system in which there is no scope for delay or adjournment of any kind. Once guilt is established justice is swiftly and ruthlessly dispensed and the question that we will ultimately have to ask ourselves is whether we can continue to have

Barbados Prime Minister Freundel Stuart two justice systems running in our society. “I do not think that the bulk of the Barbadian population has any interest in having parallel systems of justice. I think most Barbadians still believe that our mainstream justice system is to be preferred even though they think that it needs to be markedly improved and needs to be more responsive to their needs.” Mr. Stuart said there was a certain amount of passion, intensity and determination seen in the activities of persons involved in the underworld. “We cannot allow the passion and intensity of those who are committed to doing the wrong thing to outdistance and outpace our own passion to do the right thing and allow that

and they have done so, Nauert said, an action that Cuba described as “unjustified”. “What this requires is providing medical examinations to these people,” Nauert said. “Initially, when they’d started reporting what I will just call symptoms, it took time to figure out what it was, and this is still ongoing. So we’re monitoring it.” A U.S. government official said several colleagues at the U.S. embassy in Havana were evacuated back to the United States for hearing problems and other symptoms over the past six months. Some subsequently got hearing aids, said the official, who spoke on condition of anonymity. Washington and Havana reestablished diplomatic relations in 2015 after more than five decades of hostilities, re-opening embassies in each other’s capitals and establishing a new chapter of engagement between the former Cold War foes. President Donald Trump rolled back part of his predecessor Barack Obama’s policy toward Cuba, but has left in place many of the changes, including the re-opened U.S. Embassy in Havana.

Sandals Antigua closure deemed act of hostility by Prime Minister Prime Minister Gaston Browne has bluntly stated that the announced five month temporary closure of the Sandals Grande Antiguan Resort & Spa is “an act of hostility” and a play for concessions. In an invited comment from the Dominican Republic, the prime minster last night told the state media, “It it is what I think it is; it is clearly an act of sabotage and I am saying that no investor should be able to treat our people in that way”. Over 700 employees of the top flight Dickenson Bay resort will be affected when it closes for the first time in 25 years. Many of them expressed “shock” at the temporary closure notice. “Caught with our pants down” said one worker, who has been employed with the company for over 18 years. “It’s a blow, we did not expect anything like this to happen, it will have a chain reaction on every household because we have a situation in that both breadwinners are working for the same company,” the woman said. Another female employee agreed that the closure would have a devastating impact on her colleagues. “When I think about my colleagues, for example, who have car loans; mortgages and so on, how is that going

However, callers to the Voice of the People radio programme complained bitterly about the closure indicating that it will be the workers who will feel the pinch. “My whole generation of the family works at Sandals and this man just got up and closed the property for five months. Somebody stop being blind and stupid, “one caller said. In a July 14 letter to the General Secretary of the ABWU David Massiah, the company’s Chief Operating Officer Shawn DaCosta indicated that Tourism Minister Asot Michael, along with Public Safety & Labour Minister Steadroy “Cutie” Benjamin were formally advised by a letter dated July 13, 2017. In the letter, the company made the assurance that it would honour all its obligations to its workers. The letter also outlined that the company “recognised the importance of reopening as quickly as possible and will endeavour to do so”. During yesterday’s news conference, the ABWU General Secretary told reporters the union viewed the proposed closure as a blow to the national economy.

Asked if the United States was prepared to handle a hostile act by North Korea, Mattis said: “We are ready.” As of late Thursday, two U.S. officials said the threat with regards to North Korea had not changed, additional assets were not being moved into the region and intelligence did not show indications of North Korea preparing a missile launch. Chairman of Joint Chiefs of Staff Joseph Dunford left Washington on Thursday to visit Japan, China and South Korea. While the trip has been long planned, the issue of North Korea is likely to be a priority, officials said. Tension in the region has risen since the reclusive North staged two nuclear bomb tests last year and launched two intercontinental ballistic missile tests in July in defiance of world powers. Popularity of France’s upstart new president fading fast PARIS (AP) — Emmanuel Macron’s honeymoon didn’t last long. Less than three months after his election, France’s energetic and image-conscious president has seen his popularity drop after announcing budget cuts, launching a divisive labor reform and engaging in a damaging dispute with the military. A series of opinion polls last week showed the percentage of French citizens who said they were satisfied with Macron’s policies and trusted their young leader to deal with the country’s problems plunging. The reversal might not affect the visible international profile he has cut since taking office, but it could hurt Macron’s ability to secure his ambitious domestic agenda. France’s Ifop polling agency put it bluntly: “Apart from Jacques Chirac in July 1995, a newly elected president has never seen his popularity rate falling as quickly during the summer after the election.” Four polls over the past week showed Macron’s support down sharply from earlier surveys, though each one measured popularity differently. The polls by Ifop, Harris Interactive, YouGov and Elabe showed between 36 and 54 percent of respondents with positive views of Macron’s presidency, a decline from previous gauges of public opinion that also had shown his approval ratings down since he won 66 percent of the vote in the May election. His declining approval is striking given that Macron was being credited two months ago with giving France a boost of much-needed confidence

In Moscow, Russian Foreign Minister Sergei Lavrov said on Friday that risks of a military conflict over North Korea’s nuclear program are very high and Moscow is deeply worried by the threats from Washington and Pyongyang. Lavrov encouraged Pyongyang and Washington to sign up to a joint Russian-Chinese plan, under which North Korea would freeze its missile tests and the United States and South Korea would impose a moratorium on large-scale military exercises. “The side that is stronger and cleverer” should take the first step to defuse the crisis, said Lavrov, speaking live on state television at a forum for Russian students.

2016 was hottest year on record The federal government confirmed 2016 as the planet’s warmest year on record, according to a report released Thursday by the National Oceanic and Atmospheric Administration. The combined influence of long-term global warming and a strong El Niño early in the year led to last year’s all-time record heat, NOAA said. While El Niño is a natural warming of Pacific Ocean water, man-made global warming is caused by greenhouse gases released into the atmosphere from the burning of fossil fuels such as oil, gas and coal. The amount of carbon dioxide, one of the main greenhouse gases, in the atmosphere climbed to its highest level in 800,000 years, the report found. The report also noted other signs of a warming planet in 2016: •Greenhouse gases were the highest on record. •Sea-surface temperatures were the highest on record. •Global upper ocean heat content near-record high. •Global sea level was the highest on record. •Antarctic had a record low sea ice extent. •Known as the State of the Climate, the annual report is prepared by more than 450 scientists from more than 60 countries around the world and published in conjunction with the American Meteorological Society. It’s the most comprehensive annual summary of Earth’s climate. •The U.S. alone endured 15 separate weather or climate-related disasters last year. At a cost of some $46 billion, it amounted to the secondhighest total since 1980, when the records began. •The report comes just days after President Trump officially informed the United Nations of his plan to remove the U.S. from the Paris climate agreement, which the U.S. joined in 2016. Trump announced his plan to withdraw on June 1. That agreement aims to keep global temperatures from rising more than 2 degrees Celsius (3.6 degrees Fahrenheit) above pre-industrial levels. •A separate study published Thursday found it is “extremely unlikely” that 2014, 2015 and 2016 would have been the warmest consecutive years on record without the influence of human-caused climate change.

Taylor Swift says DJ subjected her to long, ‘horrifying’ grope DENVER Grammywinning singer-songwriter Taylor Swift testified on Thursday she was subjected to a “very long” and “intentional” grope by a Colorado disc jockey who appeared to be drunk during a photo session four years ago. The 27-year-old pop star was testifying for the first time to a U.S. District Court jury weighing her accusation that David Mueller grabbed her bare bottom during a preconcert fan reception in 2013 against Mueller’s assertion that she falsely accused him and then got him fired. Swift - one of the United States’ most successful recording artists, whose hits include “Fearless” and “Fifteen” - spoke forcefully under questioning by Mueller’s attorney, Gabriel McFarland. She said several times, “Your client grabbed my ass,” at one point calling it a “devious and sneaky act.” “It was a definite grab ... a

very long grab,” she said. “It was intentional. He stayed latched onto my bare ass cheek. I felt him grab onto my ass cheek under my skirt.” M u e l l e r, 55, testified on Tuesday that he may have made innocent contact with Swift but denied any inappropriate behavior. Asked if he grabbed her Taylor Swift backside, the former disc jockey for Denver radio station KYGO-FM replied, “No, I did not.” Swift spent an hour on the witness stand on Thursday and said

it appeared both Mueller and his girlfriend, who stood on the other side of her for the photo, had “had a few cocktails.” Asked by McFarland why her bodyguard did not step in when “this big drunk guy” groped her, Swift replied: “No one could have expected this to happen. ... It had never happened before. It was horrifying and

And here we are years later and I’m being blamed for the unfortunate events in his life,” referring to the DJ losing his job. ‘SO DESPICABLE’ Mueller initiated the litigation, arguing that Swift had fabricated the story and put pressure on KYGO to fire him from his $150,000-a-year job. Swift then countersued for assault and battery, asking for symbolic damages of $1. She says her representatives told KYGO management about the incident but that she never demanded Mueller be fired. Hate crimes soared after UK attacks

LONDON - Hate crimes in Britain spiked in the aftermath of three attacks blamed on Islamist militants earlier this year but the number quickly dropped in the following days, police said on Thursday. Figures released by the National Police Chiefs’ Council (NPCC) showed there had been significant rises in recorded hate crime incidents after the attacks in London and Manchester which claimed the lives of 35 people. But these returned to average levels after shows of “support and unity” by communities across the country, the NPCC said. “We know that terrorist attacks and other national and global events have the potential to trigger short-term spikes in hate crime and so we have been carefully monitoring community tensions following recent

horrific events,” said Mark Hamilton, the NPCC spokesman on hate crime. “Reporting from police forces show that levels of hate crime peaked in the wake of the attacks but quickly subsided within a few days. This is in line with trends we have seen before, though obviously still a real concern for the police service and wider society.” In March, a man drove a car into pedestrians on Westminster Bridge in London killing four, before he stabbed a policeman to death outside parliament. That was followed by a suicide bombing at a pop concert in Manchester which killed 22, and the following month eight people died after three Islamist militants drove into pedestrians on London Bridge and stabbed people at nearby restaurants and bars.

Thousands attend events for ousted Pakistani prime minister Sharif ISLAMABAD - Thousands of people attended a rally and procession in support of former Pakistani prime minister Nawaz Sharif on Wednesday as he embarks on a show of political power following a Supreme Court decision to disqualify him from office over undeclared assets. Sharif launched the so-called “caravan” procession from Islamabad to his eastern hometown of Lahore, despite the concerns of advisers about security. After being driven 12 hours surrounded by supporters showering his vehicle with rose petals from capital Islamabad to the neighboring city of Rawalpindi, normally a 30 minute drive, Sharif addressed the crowd shortly after midnight. “One court has given its decision, now this court will make a decision, the court of the people of Pakistan,” Sharif said, asking the crowd if they accept the Supreme Court’s decision, a question that elicited a loud “No” from his supporters. “Nawaz Sharif is still our prime minister,” said worker Niaz Ahmad, who wore a lion lookalike costume and chanted, “Lion, Lion!” referring to the election symbol of Sharif ’s political party. The event remained largely peaceful, though Sharif ’s supporters assaulted the crew of two local TV stations that had been critical of him during the court proceedings, police official Hafeez Khan said. “No prime minister has ever seen out the full term of his government,” Sharif said. He then asked the crowd: “Were these prime ministers not the people’s choice? When will the people’s mandate be respected?” adding that this joke has been repeated in Pakistan for 70 years. Pakistan will celebrate 70 years of independence from British rule on August 14 but the country has never had a full term prime minister with numerous governments being interrupted by either military coups, judicial disqualification, or presidential decree. Sharif, 67, resigned during his third stint as prime minister after the Supreme Court ruled on July 28 that he should be disqualified and ordered a criminal probe into his family over allegations stemming from the “Panama Papers” leaks of international offshore companies. Pakistan’s new prime minister, Shahid Khaqan Abbasi, a close Sharif ally, said the former leader was alert to security threats. “The bigger a leader is, the bigger the threat is,” Abbasi told domestic Geo TV. Sharif was seen off in Islamabad by Abbasi, the new cabinet and other party officials, his political adviser Asif Kirmani said. A huge crowd gathered for his journey along the Grand Trunk Road bridging the 380 km (237 miles) between Islamabad and Lahore. Sharif, in recent meetings with party leaders, lawyers and the media, has expressed his displeasure over the court ruling.

Children hold placards during a vigil near to where a van was driven at Muslims in Finsbury Park, North London, Britain, June 20, 2017 British police recorded 62,518 hate incidents in 2015/16, about 171 per day. The NPCC figures showed there were 234 hate crimes recorded two days after the Westminster incident, 273 following the Manchester bombing and 319 after the London Bridge attacks. The numbers had all fallen seven days afterwards although to a level significantly higher than during

the same period the previous year. Police said this reflected a general rise in reporting of incidents and improved recording of such crimes. However, the NPCC said there was no similar spike after the fourth incident which they were treating as terrorism when a van was driven into worshippers near a mosque in London’s Finsbury Park area which left one man dead.

Tillerson says U.S., Russia can settle problems, ease tension MANILA - U.S. Secretary of State Rex Tillerson said on Monday he believes Washington and Russia can find a way to ease tensions, saying it wouldn’t be useful to cut ties over the single issue of suspected Russian meddling in the U.S. election. Tillerson said Russia had also expressed some willingness to resume talks about the crisis in Ukraine, where a 2015 ceasefire between Kiev’s forces and Russian-backed separatists in the eastern part of the country is regularly violated. “We should find places we can work together... In places we have differences we’re going to have to continue to find ways to address those,” Tillerson told reporters. Tillerson met his Russian counterpart, Sergei Lavrov, on the sidelines of an international gathering in Manila on Sunday, where he also asked about Moscow’s retaliation against new U.S. sanctions. Tillerson said he told Lavrov the United States would respond to the Kremlin’s order for it to cut about 60 percent of its diplomatic staff in Russia by September 1. “We have not made a decision on how we will respond to Russia’s request to remove U.S. diplomatic personnel. I asked several clarifying questions...I told him we would respond by September first,” Tillerson said. The meeting was their first since President Donald Trump reluctantly signed into law the sanctions that Russia said amounted to a full-scale trade war and ended hopes for better ties. Lavrov on Sunday said he believed his U.S. colleagues were ready to continue dialogue with Moscow on complex issues despite tensions. Tillerson said he discussed Russia’s suspected meddling in the 2016 U.S. presidential election with Lavrov to “help them understand how serious this incident had been and how seriously it damaged the relationship” between the two nations. But Tillerson said that should not irreversibly damage ties. “The fact that we want to work with them on areas that are of serious national security interest to us, and at the same time having this extraordinary issue of mistrust that divides us, that is just what we in the diplomatic part of our relationship are required to do,” Tillerson said. Russia’s Putin bares chest on Siberian lake trip

In this photo released by Kremlin press service on Aug. 5, 2017, Russian President Vladimir Putin holds a fish he caught while fishing during a mini-break in the Siberian Tyva region MOSCOW - Russian President Vladimir Putin stripped to his waist to brave the cold waters of a mountain lake as part of a three-day fishing and hunting trip in the Siberian wilderness, the Kremlin said. Putin, 64, is renowned for his strong-man publicity stunts, which have contributed to his sky-high popularity ratings. The trip comes eight months before Russia’s presidential election next March and, though he has yet to announce his candidacy, Putin is widely expected to run and to win comfortably. The hunting and fishing expedition took place on Aug. 1-3 in the republic of Tyva in southern Siberia, on the Mongolian border, some 3,700 km (2,300 miles) east of Moscow. Pictures and video footage released by the Kremlin on Saturday showed Putin - who is also a keen practitioner of martial arts and ice hockey - spear-fishing, swimming and sunbathing alongside Defence Minister Sergei Shoigu. “The water in the lake doesn’t get warmer than 17 degrees, but this didn’t stop the president from going for a swim,” Kremlin spokesman Dmitry Peskov told reporters on Friday. “He went hunting underwater with a mask and snorkel ... The president chased after one pike for two hours, there was no way he could shoot it, but in the end he got what he wanted.”

Military can destroy drones over domestic US bases WASHINGTON - The Pentagon has given more than 130 U.S. military bases across the United States the green light to shoot down private and commercial drones that could endanger aviation safety or pose other threats. The number of uncrewed aircraft in U.S. skies has zoomed in recent years and continues to increase rapidly - along with concern among U.S. and private-sector officials that dangerous or even hostile drones could get too close to places like military bases, airports and sports stadiums. While the specific actions that the U.S. military can take against drones are classified, they include destroying or seizing private and commercial drones that pose a threat, Pentagon spokesman Navy Captain Jeff Davis told reporters on Monday. The classified guidelines were distributed early last month. The Pentagon sent out unclassified guidance on how to communicate the policy to communities on Friday. “The increase of commercial and private drones in the United States has raised our concerns with regards to the safety and security of our installations, aviation safety and the safety of people,” Davis said. In April, flights of nearly all drones over 133 U.S. military facilities were banned due to security concerns. Drones have become popular as toys and with hobbyists, and have commercial uses such as aerial photography. Amazon.com Inc and Alphabet Inc’s Google unit have been exploring the use of drones to deliver goods ordered online. The FAA estimated the commercial drone fleet would grow from 42,000 at the end of 2016 to about 442,000 aircraft by 2021. The FAA said there could be as many as 1.6 million commercial drones in use by 2021.

Less immigration equals less growth, central banker says Less than week after a U.S. President Donald Trump embraced legislation to reduce immigration, Minneapolis Federal Reserve Bank President Neel Kashkari urged residents of South Dakota to embrace newcomers instead. “Just going to math, if a big source of economic growth is population growth, and your population growth slows, either because you restrict immigration or because you have fewer babies, your economic growth is going to slow,” Kashkari said at the Rotary Club of Downtown Sioux Falls, responding to a question about a Trump-backed bill to cut legal immigration by 50 percent over the next 10 years. “Do we want economic growth, or not? That’s what it comes down to.” Kashkari not alone in seeing immigration as key to U.S. economic growth. Dallas Fed President Robert Kaplan routinely points out that immigrants have historically boosted U.S. workforce growth, and therefore economic growth, and has warned that the crackdown on illegal immigration could hurt consumer spending. U.S. jobless claims rise; labor market still tightening WASHINGTON - The number of Americans filing for unemployment benefits unexpectedly rose last week, but the underlying trend remained consistent with a tightening labor market. Initial claims for state unemployment benefits increased 3,000 to a seasonally adjusted 244,000 for the week ended Aug. 5, the Labor Department said on Thursday. Data for the prior week was revised to show 1,000 more applications received than previously reported. Economists polled by Reuters had forecast claims would be unchanged at 240,000 in the latest week. With the labor market near full employment, there is

probably limited room for claims to continue declining. Claims have now been below 300,000, a threshold associated with a healthy labor market, for 127 straight weeks. That is the longest such stretch since 1970, when the labor market was smaller. The unemployment rate is 4.3 percent. Labor market tightness could encourage the Federal Reserve to announce a plan to start unwinding its $4.2 trillion portfolio of Treasury bonds and mortgage-backed securities at its policy meeting next month. A Labor Department official said there were no special factors influencing the claims data and that no states had been estimated. The four-week moving average of claims, considered a

better measure of labor market trends as it irons out week-to-week volatility, fell 1,000 to 241,000 last week, the lowest level since May. The government reported last week that nonfarm payrolls increased by 209,000 jobs in July. The economy has added 1.29 million jobs this year. That has resulted in the unemployment rate dropping five-tenths of a percentage point. Thursday’s claims report also showed the number of people still receiving benefits after an initial week of aid fell by16,000 to 1.95 million in the week ended July 29. The so-called continuing claims have now been below the 2 million mark for 17straight weeks, pointing to diminishing labor market slack.

The company, based in Menlo Park, California, faces a crowded market with not only traditional television networks but newer producers such as Netflix Inc and Alphabet Inc’s YouTube as well as Twitter Inc and Snap Inc.

Let them play:Kids glued to phones could save UK, ex-spy chief says

A girl views a new iPad tablet computer at an Apple store during its UK launch in central London LONDON - Parents who think they are being responsible by limiting their children’s time online should think again: they could be putting their kids and Britain’s security at a disadvantage, according to a former British spy chief. “If you appear to be spending your holiday unsuccessfully attempting to separate your children from Wi-Fi or their digital devices, do not despair,” Robert Hannigan, a former director of the Government Communications Headquarters, wrote in the British newspaper The Telegraph. “Your poor parenting may be helping them and saving the country.” Hannigan, who left GCHQ at the start of this year, said parents are often scared of the virtual world because they don’t understand it as their kids do. “We need young people to explore this digital world just as they explore the physical world,” he said, adding Britain is “desperately short” of cyber skills. “The baseline of understanding is too low and often behind our competitors.” Britain’s parliament and National Health Service have been hit by cyber attacks in recent months, leaving lawmakers, their aides and hospitals locked out of their computer systems full of sensitive information. In a report published in January, the job site Indeed said Britain has the second worst cyber security skill shortage in the world, with interest in jobs hitting less than a third of employer demand. In February, the government opened the National Cyber Security Centre - part of GCHQ to help plug that gap. Hannigan said it’s not too late for parents to get involved too. He suggested they buy a Raspberry Pi, a small computer designed to help young people learn programming skills, and build it with their children. “Leave aside your fears of being a nerd: that would be a problem to be proud of,” he said.

Usain Bolt ends career with shocking loss, finishes third to Justin Gatlin

LONDON -- Usain Bolt was no longer stunning. He was just stunned. At the end of a career in which he has dominated his sport for a decade, Bolt was beaten in his final 100-meter race by an American almost five years his senior: Justin Gatlin. Calling it quits at age 30 and looking for a golden farewell in his last individual race at the world championships, Bolt lost to a man who produced a comeback not only on Saturday but also through a dopingtainted career. In a tight finish, Bolt was punished for his slow start, and Gatlin fought back to nip everyone at the line in 9.92 seconds. Christian Coleman took silver in 9.94 seconds, and Bolt got bronze in 9.95. “My start is killing me,” Bolt said. “Normally it gets better during the rounds, but it didn’t come together.” Gatlin knows what Bolt has meant to the sport, and he graciously bowed in admiration in front of him -- even after beating him. The two men, never really friends, warmly embraced and

and to be able to come across the line is amazing.” The 60,000-member sellout crowd at the Olympic Stadium, ready for a party in a race spectators were convinced Bolt would win, had to acknowledge the champion they relentlessly booed over the opening two days of the championships. It turned into awkward scenes, with the champion being overlooked for the bronze medalist. “It’s not about the crowd,” Gatlin said. “I tuned it out through the American Justin Gatlin, right, got the win, but Usain Bolt got the adulation, as the Jamaican finished rounds and stayed the course.” third in his final 100-meter race Bolt didn’t smile any less afterward. “It is just one of those things,” champion in 2004 before Bolt emerged spoke. “It’s just so surreal right now,” and won an unprecedented three he said, showing his carefree demeanor Gatlin said. “Usain has accomplished straight 100-meter titles at the even in defeat. “It has been brilliant.” Bolt was again slow out of so much in our sport and inspired Olympics. McLeod restores Jamaican sprint pride with hurdles win LONDON - Omar McLeod brought the smile back to Jamaican sprinting as he powered to the 110 meters hurdles title at the World Athletics Championships on Monday before dedicating his triumph to Usain Bolt. Following the shock defeats of Bolt and Elaine Thompson in the 100 meters events, McLeod, another overwhelming race favorite from the Caribbean island, made no mistake as he added the world crown to the Olympic title he won last year. The 23-year-old dominated the race, winning in 13.04 seconds, a meter clear of the defending champion Sergey Shubenkov, the Russian who was competing as an ‘authorized neutral athlete’ with his country’s federation still banned from international athletics. “He’s still legendar! Usain, brother, this is for you!” McLeod, who had celebrated by running across the track afterwards to hug his mother in the London Stadium, told the crowd afterwards. Shubenkov, who clocked 13.14, was the first Russian to win a medal in London while Hungary’s Balazs Baji took a surprise bronze in 13.28. World record holder Aries Merritt, of the U.S., who won the Olympic title in the same stadium five years ago, started strongly but faded into fifth place in 13.31 seconds. It was a majestic triumph for McLeod, now the dominant force on the hurdles circuit, after a weekend of huge disappointment for his sprint-loving compatriots as they failed to get a 100m gold for the first time since 2005. “I really wanted to keep the Jamaican flag flying,” he said afterwards. “This one is so special, honestly. There was a lot of pressure coming in, but I channeled it positively. It’s totally different to last year (in Rio) when we had Usain and Elaine winning, which I used to propel me. “I didn’t have that this time so I really wanted to come out and shine my own light.” He did just that with a performance that left the silver medalist Shubenkov sighing afterwards: “The Jamaican is just too fast.”

Bahamian Shaunae Miller stumbles and loses 400m LONDON - American Phyllis Francis won a surprise World Championships 400 meters gold on Wednesday as Olympic champion Shaunae Miller-Uibo from The Bahamas inexplicably stumbled when seemingly certain of victory in an extraordinary finale. Francis looked out of the medals with 80 meters to go but maintained her form amid the carnage to post a personal best time of 49.92 seconds and take a shock gold that even after crossing the line she had no idea she had won. Bahrain’s Salwa Eid Naser, 19, claimed a brilliant silver in 50.06, her third national record this week, as defending champion Allyson Felix of the United States faded to get bronze in 50.08. Bahamian Miller-Uibo, who famously dived over the line to pip Felix to Olympic gold last year, was clear with less than 20 meters left but as she tired and tied up she tripped on her own foot, stumbling almost to a standstill as her rivals stormed past. It was incredible finish to a race that had appeared to be going to form for the first 300 meters. Felix looked her usual smooth self despite the sodden track and had made up the stagger on Francis, a lane outside her, by the end of the first bend. However, she did not come off the final bend with her usual authority and MillerUibo surged ahead into the final straight.

Tiger Woods likely to enter first-time DUI offender program in Florida

PALM BEACH GARDENS, Fla. - Golfer Tiger Woods is expected to enter a program for first-time DUI offenders to resolve charges filed against him after police found him asleep at the wheel of his parked car alongside a Florida road, a prosecutor said on Wednesday. The former world No. 1 golfer was not in court as his lawyer entered a not-guilty plea to a charge of driving under the influence stemming from Woods’ arrest in May. But Woods, 41, is expected to appear at the Palm Beach Gardens courthouse for an Oct. 25 hearing to plead guilty to a lesser charge of reckless driving, according Adrienne Ellis, a chief assistant state attorney for Palm Beach County. The reckless driving plea would allow Woods to take part in a 12-month probation program that

would involve community service, DUI school, a substance abuse evaluation, possible treatment and other conditions. Woods would avoid a DUI conviction if he completes the program. His attorney, Douglas Duncan, declined to discuss the case with reporters at the courthouse on Wednesday. Police found Woods stopped on the side of a Palm Beach-area road in his Mercedes-Benz at about 3 a.m. on May 29. He had “extremely slow and slurred speech” after being awakened by a Jupiter police officer but was cooperative and told officers he takes several prescriptions, including Xanax, according to a police report. Woods, who had been heading away from his home on the exclusive Jupiter Island, could not remember where he was going and told police he

America’s Tori Bowie’s beats Elaine Thompson into fifth place to snatch 100m gold LONDON - America’s Tori Bowie delivered a finish line masterclass when she timed her dip perfectly to win the women’s 100 metres world championship gold in spectacular style on Sunday, leaving Ivory Coast’s Marie-Josee Ta Lou with a consolation silver. The momentum of 26-year-old Bowie’ exemplary dip sent her sprawling onto the track but by the time she recovered enough to look at the big screen she saw that she had won by one hundredth of a second and denied Ta Lou the chance to claim Ivory Coast’s first world title in any event. Olympic champion and race favourite Elaine Thompson never got going and finished fifth, as Dutchwoman Dafne Schippers took bronze. Ta Lou appeared to have the race sewn up but fatally failed to throw herself at the line and there were moments of suspense before the result appeared on the stadium scoreboard. The 26-year-old Bowie, who finished in 10.85 seconds, went one better than her silver medal at the Olympic Games in Rio de Janeiro last year while Ta Lou was left to ponder another desperately unlucky finish. “I never give up until I’m over the line,” Bowie said. “Ta Lou went away fast but she always does. It didn’t bother me and I just kept pumping my legs and arms until the finish. “The dive doesn’t feel too good now. But that has saved me at championships in the past. I’ve got a couple of days to recover before the 200 heats so I’ll be okay.” Ta Lou was also unlucky not to walk away with a bronze medal in Rio after being denied a place on the podium by the rarely-resorted to thousandths measurement. “I am just happy to have this medal, it is a dream come true,” she said. “I didn’t expect to be in the top three because all the girls have the power and the talent to make the podium.” Thompson’s shock defeat came after Usain Bolt finished third in the men’s 100 metres on Saturday making it the first time since the 2005 World Championships in Helsinki that Jamaica failed to win either 100 metres race. It was also the first sprint double for the U.S. since Helsinki when Gatlin and Lauryn Williams were the champions.

had the painkiller Vicodin and the antidepressant Xanax in his system but no alcohol. He was charged with driving under the influence and improperly stopping his vehicle. In a statement after his arrest, Woods apologized to fans and blamed the incident on prescription medication he was taking to manage pain from a recent back surgery. In mid-June, Woods said he was receiving professional help to manage his use of pain medications and a sleep disorder. The following month he announced he had completed an out-of-state program. Woods has won 14 major golf championships, second only to Jack Nicklaus, but has competed little during the past two years after undergoing multiple back surgeries. He currently is not ranked on the PGA’s list of top 1,000 players.

Van Niekerk cruises to another 400 meters gold LONDON - Wayde van Niekerk retained his world 400 meters title in dominant fashion on Tuesday as he stormed to victory in 43.98 seconds but there was almost as much interest in the empty lane alongside him where Botswana’s Isaac Makwala should have been. South African Van Niekerk, the Olympic and defending champion and world record holder, ran a controlled race and was even able to ease down over the final strides as he secured the first half of what he hopes will be a 400/200m double. Steven Gardiner, 21, of the Bahamas was a clear second in 44.41 and 20-year-old world junior champion Abdalelah Haroun of Qatar blasted through at the end World Athletics Championships – men’s 400 metres final – London Stadium, London, to snatch bronze in 44.48. With new contract, Stephen Curry vows to do more off court

WALNUT CREEK, Calif. - A rich new contract in hand, Stephen Curry is more determined than ever to give back both his time and financial resources wherever he is needed in the Bay Area. The Golden State Warriors superstar has yet to even make a major purchase for himself since finalizing the $201 million, five-year contract in July. While on vacation last month in the Turks and Caicos the day his new deal became official he did have a little fun flying his drone over the hotel to get some special photos. “I don’t want to get too deep into it but for the last couple years trying to figure out how I can make the most impact off the court on a consistent and impactful basis,” the 29-year-old Curry said Monday, going on two months after winning another NBA title. “Going forward and obviously keying in on the Bay Area specifically to hopefully leave a lasting impact for all

LeBron calls L.A. ‘home’ and leaves basketball world guessing

LeBron James NBA superstar LeBron James referred to Los Angeles as his “home” in a tweet, creating a Twitter tornado. The ‘King’ is no longer on his “Zero Dark Thirty-23” playoff mode, which is a social media blackout. That means everything he tweets is taken literally, because it’s 2017. James, 32, is due $33.2 million this season. He has a player option for $35.6 million in 2018, the year he also can become a free agent. James bought a home in Los Angeles’ Brentwood neighborhood in 2015. He sold his mansion in Miami that same year. Fans reading the tealeaves were given an inch when James dropped another possible “hint” Wednesday on the social media platform. The Twitterverse took it a few miles. “Man I need some run!! Where y’all hooping at?? Off season please hurry up and end, I have basketball

Jones,” James tweeted. “Come to the city,” Dorell Wright responded. “Best runs in the world. Los Angeles.” “I’m back in the city in a couple weeks, y’all still gone be running?” James responded. “You know Seattle would love to have you bless @thecrwasover,” Jamal Crawford wrote to James. The Crawsover League is a Seattle Pro-Am. “May have to make a day trip up there when I’m back home in LA bro,” James responded. While James likely meant nothing remarkable by his “back home in LA” talk, the Internet was #triggered. Memes of a perplexed Batman and a depressed Elmo filled the conversation. SpongeBob Squarepants ran around in circles. James is entering his 15th NBA season and 11th season overall with the Cavaliers. Last season he led the NBA in minutes played per game (37.8).

Gatlin’s father knocks London crowd for booing son Justin Gatlin’s father has asked the fans to lay off his son after the 35-yearold was booed inside the London Stadium while accepting his 100 meters World Championships gold medal. American Gatlin, who has served two suspensions for doping offences, ruined Usain Bolt’s farewell on Saturday by beating the Jamaican sprinter in his final individual race. “He is very strong and can deal with it. Only here. He only gets it here,” Willie Gatlin told the Times. “The people booing need to read the reports. He has never committed a crime. They need to go and look at what was said.” Willie said Justin had been fully rehabilitated in the U.S. and that he could be a role model for children. “He gets invited into schools all the

time and does lots of talks,” he said. Gatlin was banned for two years in 2001 after failing a dope test for amphetamines found in prescribed medication he had been taking since a child for Attention Deficit Disorder. This suspension was later reduced to one year on appeal. The sprinter then tested positive for testosterone in 2006 and was suspended for eight years, avoiding a lifetime ban in exchange for his cooperation with the doping authorities. This ban, however, was also halved by an arbitration panel in 2007. IAAF president Sebastian Coe reiterated his support for life bans for convicted drug cheats, using Gatlin’s example to show how legal systems worldwide have made it increasingly difficult to impose severe punishments on athletes.
