FORTIS TCI SUFFERS MILLIONS IN DAMAGES W

ith damage to the Company’s Transmission and Distribution Network (T&D) - poles, power lines, and transformers being extensive across all islands, and in some cases like Grand Turk, damage sustained was as much as 90%, Fortis TCI would have suffered millions of dollars in damages during hurricanes Irma and Maria. Officials from the company did not quantify the full extent of the damage, but a press release said: “Damage sustained to the Company’s transmission and distribution (T&D) networks was substantial and full restoration will take some time.” FortisTCI President & CEO Eddinton Powell said, “With the support of our parent company, our approach is to concentrate resources on all Islands. Our plan is to rebuild fast and build smart. The Company’s investments in infrastructure over the past 10 years has enabled us to restore electricity to approximately 50% of our total customer-base in less than a month. That is an extraordinary achievement, given the scale of the devastation. The support of the Government and statutory agencies has been invaluable. Everyone is working together.” Less than one month since the passing of Hurricane Irma, FortisTCI has restored electricity to nearly 7,000 customers across the Turks and Caicos Islands (TCI), currently meeting a system demand of 22MW or 57% of the Company’s peak demand for electricity. FortisTCI said it has has responded to this devastation in a massive way. The company has deployed over 200 linemen, planners, and support staff, including local employees, the Fortis response team, overseas, and local contractors

the focus moves to restoring smaller service lines that feed particular streets and cul-de-sacs from the main power lines. Finally, crews address individual customers with damages or disruptions affecting their particular service. As restoration of electricity service continues across the TCI, the Company reminds customers to turn off breakers, unplug appliances and equipment and turn off wall switches. Customers are also encouraged to consult a licensed electrician before undertaking any electrical repairs.

UK’s Largest Navy Ship helps TCI after hurricanes By Todeline Defralien The island capital of Grand Turk, which was recently impacted by hurricanes Irma and Maria, last week received some much needed assistance from crew members of the HMS Ocean, which is the only aircraft carrier and largest operational warship in the Royal Navy. On Sunday October 1st, members of the local media were flown by helicopter from Providenciales to Grand Turk, where they were given an update of the Royal Navy’s role in the rebuilding efforts. Captain Robert Pedre, commanding officer of the HMS Ocean, explained the ship’s specifications and outlined what the crew did in Grand Turk, South Caicos, and Salt Cay. Pedre said, “HMS Ocean was operating in the commencement of this period in the eastern mediterranean when we received orders to immediately reverse course and head towards the Caribbean. We’ve seen some 4.5 thousand miles, crossing six time zones in only 12 days, a very fast response and I think that demonstrates Her Majesty Government’s stead fast commitments to the region and our determination to maximize support to the British Overseas Territories and the region more widely.” He said the HMS Ocean is the largest operational warship in the Royal Navy, but privileged and honored to be the fleet flagship of the Royal Navy as well. It carries nine helicopters, four landing crafts and very importantly over 800 highly skilled personnel. “We very much represent a joint defense capability but also a hugely credible capability in terms of responding to crises such as this,” he said. The ship brought 32 pallets of emergency relief, 35 pallets of hygiene kits and 6 pallets of building supplies and over 120 personnel with very important skill sets.

We’re greatly honored to be here to support the people of the Turks and Caicos and we’re absolutely determined to maximize humanitarian assistance and disaster relief that we can provide,” Pedre explained. Governor His Excellency Dr. John Freeman said he was very impressed with the efforts of the Royal Navy crew, adding that it highlighted the UK’s commitment to the Turks and Caicos Islands. Freeman added, “These hurricanes have been an enormous challenge in this part of the world and of course broke us in half and all of us think of those who have been hurt as well as lost their buildings and homes as people of these islands have. We have been enormously impressed by the readiness of the United Kingdom in recognition of this wider UK family which you made reference and as our Ministers made reference, this

wider UK family to whom we’ve had responsibilities. We’ve been here to help these islands themselves to be resilient. We’re here to help these islands and help the Turks and Caicos Government and people of these islands and to lift off from this challenge to assist. They are in the lead. They are turning the country around and we are helping them, and that is what we want to do. When the military effort and the effort of others moves on everyone here will be stronger from having that assistance. It’s their country and they will be stronger.” Deputy Governor Her Excellency Anya Williams also spoke highly of the Royal Navy and said their efforts were greatly appreciated by the residents of the affected islands. She added: “We are grateful for the timeline that we were able to quickly mobilize resources into Turks and Caicos. Having the military here for the last three weeks has greatly assisted and I think for us its more not only about the relief items that are bought ashore, but actually the hands on the ground that have been of the greatest assistance. Having the Bermuda Regiment here for two weeks, having the military still remaining with us, there is a lot of critical tasks

that they were able to assist with. Quite simply, our resources were focused on so many other areas that they did not have the time and some cases the ability to deal with, and so having those hands on the ground has been of great assistance to us. It also demonstrated to people in the Turks and Caicos Islands the presence of having the UK here in the Turks and Caicos Islands to assist us and I think that that is something that all residents truly appreciate.” The Deputy Governor said the military carried out various repairs in Grand Turk, custom warehouse fencing, the clearing of debris at the Eliza Simons Primary, repair works to the Land Registry and Government compound, clearing of debris. “They’ve just been of assistance throughout the entire time that they’ve been here and they also provided assistance to every other island as well, and not just specific to Grand Turk. They’ve also been to South Caicos, to Salt Cay, to Providenciales and just this morning they were dropping equipment into Middle Caicos and South Caicos and get Radio Turks and Caicos up and running so the military has just been a resource to the entire Turks and Caicos.” Premier Hon. Sharlene Cartwright-Robinson told reporters she was extremely grateful for the support the Turks and Caicos Islands received from the UK, the Caribbean and countries in the Commonwealth. “In this period we’re grateful as a Government that we have been seeing the level of support that we have from the UK, from the Caribbean and the wider commonwealth that we anticipate. A few days ago in response to a conversation that I have had with the Premier if Cayman Islands they actually flew in relief aid several days ago. Premier Robinson say Consumer Pricing Index will be done in TCI Premier Hon. Sharlene Cartwright-Robinson addressed the issue of price gouging that is taking place in the Turks and Caicos Islands during and after hurricanes Irma and Maria, after residents reported numerous establishments spiked the prices of goods and services. Speaking at a press conference last week Thursday September 28th, she notified the public that she is aware of the price

gouging taking place and stated that her Ministry will commit to having a Consumer Pricing Index done. She added, “We regret the constant reports of price gouging and in the absence of Consumer Protection Legislation; the power rests fully in the hands of the consumer. My Ministry will commit to having a Consumer Pricing Index done after the Storm and will complete an analysis of before and

Two possible sloop landings in Providenciales The Department of Immigration in the Ministry of Border Control and Employment said there have been reports of possibly two sloop landings in Providenciales within the last 24 hr period. It is confirmed that one illegal migrant who reportedly arrived in the Turks and Caicos Islands via sloop last evening was picked up by Police Officials and is now being processed for detainment. The Task Force is actively investigating these reports and will apprehend illegals that are intercepted. If apprehended, migrants abiding illegally in the TCI will be deported and placed on the Immigration Stop List. Persons are

therefore cautioned to ensure that their status is current and that they are in possession of proof of such status at all times. The Department of Immigration and the Ministry of Border Control and Employment further reminds residents that harboring illegal migrants is a crime and such persons can face a fine of $20,000 on summary conviction or to a term of imprisonment of four years, or to both. In addition, persons acquiring status other than by birth that are convicted of such an offense, face the possibility of having their status in the Islands revoked, thereby making them liable to deportation.

Message from the Customs management team The general Public is hereby advised, that all importations made under the Customs (Import Duty Exemption) Order 2017, which expires on the 31st of October 2017, does not require the prior written approval of the Collector of Customs. Individuals are not required to request these exemptions. The Department has created a specific Customs Processing Code 494, which when entered into the system will automatically calculate the Customs Duty and the Customs Processing Fee at 0%. This code has been provided to all Brokers. As a reminder all importations require the assistance of a broker to make a declaration on behalf of the Importer. The exception is for importations made by the Turks and Caicos Islands Government, and importations which include only three commodities, in which case you

Hon. Attorney General announces temporary relocation of the Lands Division, Grand Turk and resumption of services Due to the devastating impact of Hurricanes Irma and Maria and the resultant damage to the Lands Division building on Grand Turk, coupled with the disruption of essential services, including electricity and all forms of communication, the Hon. Attorney General announces the temporary relocation of the Crown Land Unit, Land Registry, Survey & Mapping Department and the Valuation Department to the

Attorney General’s Chambers at Waterloo Plaza, Waterloo Road, Grand Turk. As of Monday, October 2, 2017, these offices will resume limited services to the public from that location on a temporary basis whilst work continues to restore functionality to the Lands Division building at Government Compound, Pond Street, Grand Turk. The public is also advised that the

services offered by these Departments will be limited due to space and other logistical constraints. The various departments are in the process of reviewing their services and standards and necessary adjustments will be shared with the public as soon as possible. The continued patience of the public is appreciated as we work towards restoring full service to our customers.

Grace Bay Club opens temporary staff housing for staff members affected by hurricane Irma By Todeline Defralien The devastation left by Hurricane Irma has been felt countrywide, and many members of the Grace Bay Club team were among those greatly affected. As a result, the Grace Bay Resort Community Foundation has secured temporary staff housing to provide some normalcy and stability in such difficult times. vThe Grace Bay Resort Foundation and Executive team hosted a BBQ for their staff at the temporary staff housing on Thursday, October 5th. With a building that can house up to 40 persons, twenty-six persons are housed currently at the temporary staff housing which includes the team members and their families. In an interview with the SUN, Sheba Wilson Director of Human Resources for the Grace Bay Club Resort said, “This project is for those persons who’ve been in displaced by hurricane Irma. We had a number

of team members that had either complete loss of their homes or they had damages that were significant and they are not able to stay in their homes. What we’ve done (Grace Bay Resort) is rented this space, the upper flow of this building. It’s four units in total and we’ve partitioned it to make it a little private so that each person or family would have their private room to sleep in, but they will share common areas like bathroom, the kitchen and the dining area.” She added: “The rent for the three month period is $24,000. Other costs would have been what we paid in terms of getting the partitioning up, getting refrigerators, stoves, fans, bedding and beds to make them comfortable. I would estimate that we’ve spent anywhere between $35,000-40,000 for this entire project. One of the other initiatives that we’re doing simultaneously is rebuilding, so we have a rebuilding project going on for those persons who had complete loss and also those persons who had roof damages or significant damages

that even included the interior of their homes.” Wilson continued: “We’ve done an assessment; we have a contractor who is actually an employee of Grace Bay Club; his name is John Claude and he works with us in the evenings in the restaurant as an assistant server, but during the day he’s a contractor and we took that opportunity to offer him the contract to do all of the work. He’s done the assessments, the HR team, myself and my assistant we went out in the field with him, we looked at the individual homes, saw the amount of damage and then he went back and did his detailed listing of the materials that he would need to do repairs and also for those homes that would need to be completely rebuilt. We audited those material supplies in bulk so that we can actually assist the team members with rebuilding their homes so that they can get back to life as they knew it pre-Irma.” . Hon. Portia Stubbs-Smith MP for The Bight added: “I am very excited and I think that it’s a remarkable job

that the community of the Grace Bay Resort and its companies have decided to do in extending relief to their employees which are really their team members. In order for a team to be successful all our team members must be as well, doing their part and for this resort. When companies extend such a humanitarian effort to their staff they should be commended and one other stakeholders in our communities should pattern after. I don’t want to say that those stakeholders haven’t, I just think that Grace Bay Resort just took it to another level. As the Member of Parliament for The Bight constituency where most of the hotels are currently are in our country, I am truly excited about that. I do have constituents from the high level to the lowest levels who are actually team players at the Grace Bay Resort and its group of companies.” The Grace Bay Club Resorts priority is to ensure that Hotel is operational so that their employees can be able to earn more money and to rebuild their lives.

TCHTA focuses on Hurricane Relief Following the passage of two devastating hurricanes TCHTA has shifted its attention to rebuilding the country. Members have heeded the call and are offering assistance to communities affected by both hurricanes Irma and Maria, which have caused damage to the tourismbased destination. The association has personnel on the ground to support assessment

and response coordination and has already set up feeding programmes offering bottled water, canned and non-perishable food in communities. Members are also giving of their resources and time to ensure residents are taken care of during this rebuild period. TCHTA’s CEO Stacy Cox who is assisting in the efforts stated, “Our people are resilient and strong and once unified we will get past this set back.

The response by our members has been outstanding and TCHTA stands by the nation and all residents to help with the rebuild efforts. Our focus is on getting our staff by extension the community back on their feet, back to a position where they can function effectively and aren’t worried about food and water or getting rained on while they sleep.” Cox added, “We are pushing forward with raising funds to assist with the Hurricane Relief and will continue to work with various NGOs to address the most critical needs and distribute needed supplies. Our vice president Todd Foss and our other members have been very hands-on. From the time the all clear was given

by DEMA, the team was on the ground distributing supplies and ensuring our employees were safe.” Despite challenges with resources, the Association made the decision to proceed with its annual TCI Shines clean-up campaign on Friday, September 29. This gave those in attendance a better picture and understanding of what impact the Hurricanes have on the destination. With thousands bags collected in the designated communities, TCHTA plans to continue its clean-up efforts with the next TCI Shines slated for November. SENIOR ELECTRICAL TECHNICIAN Description Responsible for carrying out effective preventive and corrective repairs to plant control and electrical equipment and other company assets in a manner consistent with equipment manufacturer’s specification and standard electrical practices and as directed by the Plant Production Manager or his designate Main Duties  Conduct competent and effective preventative and corrective electrical maintenance on all rotating and stationary electrical equipment owned and operated by Fortis TCI in a cost effective manner consistent with manufacturer’s operating and maintenance guidelines in a manner that ensures the highest reliability and efficiency from these units.  Responsible for performing all levels of electrical preventative maintenance without supervision on all generating units and plant auxiliary equipment in a manner consistent with equipment manufacturer’s guidelines.  To be highly knowledgeable of and competent in the electrical spares parts required by the generation units and supporting electrical systems at the power plants owned and operated by Fortis TCI and to identify and recommend to the management staff of the Division the spares parts that are needed for maintenance.  Display a profound knowledge of underlying theoretical and operating principles of all electrical equipment used in diesel fired operation and to utilize this knowledge in developing the Technical competence and capacity of assigned junior maintenance personnel.  Prepare comprehensive job reports and failure analysis report.  Competently use proper tooling during equipment repair and safeguard and maintain tools and other electrical repair equipment.  Operate shop tools as needed to fabricate, repair, weld, solder, cut, drill, etc.  Maintain records and reports as required (including inventory of necessary parts).  Demonstrate leadership and commitment in ensuring that maintenance activities are performed by self and team members in full compliance with the company’s Environmental, Health and Safety policies and procedures when on the plant site and during the execution of work duties.  Make recommendations (supported by data) to management staff in the Division of new techniques, tooling and processes to improve maintenance activities and increase overall plant efficiency.

Minimum Requirements  Successfully complete all the units of module in NCCER Level 1, Level 2, Level 3 and Level 4 (or equivalent) and have at least 10 years industrial experience in the operations, maintenance and repair of diesel generating stations. Managing breast cancer risk with lifestyle By Dr. Marsha Barnett It’s October and of course, it is breast cancer awareness month. The month is rife with reminders to do self-breast exams every month and to get annual mammograms, and there are numerous messages reminding us of the signs of breast cancer and celebrating breast cancer survivors. But what if there were things we could do to lower our risk of developing breast cancer in the first place? Whilst there are many risk factors we have no control over such as our genetics, family history, the age at which we started menstruating or entered menopause, a few things have been linked to an increase in risk for breast cancer that are within our control. So, let’s use this month to do all I spoke of before but also to tweak our lifestyles where necessary.

don’t start and if you currently drink more than one drink per day, reduce your intake. Become Physically Active Evidence is growing that regular physical activity reduces breast cancer risk, especially in women past menopause. Exactly how physical activity might reduce breast cancer risk isn’t clear, but it may be due to its effects on body weight, inflammation and hormones. As little as half hour alternate days may be enough. But of course, if you can manage more than that right now, go for it, and do a mix of aerobic and resistance training exercises. If you’re not there yet, gradually increase your fitness levels until you can train for an hour at a time, but get moving. Control Your Weight

Limit Alcohol Intake Drinking alcohol is clearly linked to an increased risk of breast cancer and many other cancers as well. The risk isn’t seen in women who have an occasional drink or even those who have one drink per day. However, in women who drink 2 or more servings of alcohol on a daily basis, a 20% higher risk of developing breast cancer is noted when compared to women who do not drink alcohol. If you don’t drink,

This is because fat cells don’t just sit on your things, abdomen or butt but are actually thought to be metabolically active tissue. Fat cells are able to make estrogen, and it is the increase in estrogen from excess fat especially on our tummy that is thought to increase the risk of developing breast cancer! Also, women who are overweight tend

to have higher blood insulin levels. Higher insulin levels have been linked to some cancers, including breast. Aim to stay at a healthy weight throughout your life and avoid excess weight gain by balancing your food intake with physical activity. Understand Contraceptive Risk Most studies have found that women using oral contraceptives have a slightly higher risk of breast cancer than women who have never used them. However, once off the pill, the risk goes down over time as women who stopped using oral contraceptives for over 10 years no longer have any increased breast cancer risk. Keep in mind that many intrauterine devices also use hormones, as do skin patches, implants, and vaginal rings. Therefore, it is expected that all of these modalities can increase one’s risk of developing breast cancer. Rethink Hormone Replacement Therapy

Dr. Marsha Barnett combined to treat these symptoms and combined hormone therapy has been found to increase the risk of breast cancer. This increase in risk can be seen with as little as 2 years of use! Luckily, a woman’s breast cancer risk seems to return to that of the general population within 5 years of stopping treatment. Whilst having one or multiple risk factors does not mean you will develop breast cancer, knowing what these risk factors are can help you to adjust your lifestyle where possible. Hormonal therapy, at whatever stage of life, may be necessary for advisable for many. However, having a sedentary lifestyle, or excesses in weight or alcohol intake should be addressed as these lifestyle issues not only affect the risk of developing breast cancer but a myriad of other conditions.

Visitors welcomed back to TCI says, Nikheel Advani By Todeline Defralien Grace Bay Resorts Co-founder, COO & Principal, Nikheel Advani, spoke with Mornings with Maria on Fox Business about Turks & Caicos’ recovery after the storms and welcomed visitors back to the Turks & Caicos and the islands of the Caribbean. Nikheel Advani, COO & Principal of Grace Bay Resorts and Ovation Travel President Jack Ezon spoke on how the hurricanes impacted tourism to the Caribbean Islands. Co-Founder and Principle of Grace Bay Resort Nikheel Advani said, “I think it’s been interesting, it’s been a challenging couple of weeks. Turks and Caicos haven’t seen anything like this since the 60’s or never before. I think what is important to learn that we’re a group of 40 islands, some islands were hit and we were able to open up our tourist’s doors again because the island of Providenciales which is built to Miami Dade code really was not very affected, so those areas came up quickly.” He added: “I think the leadership of the Governor; the Premier of the country came together with the private sector. We looked at power, utilities coming back on, the Airport getting started and I think it’s an amazing effort to bring everybody together and get things started again. There are some areas like the capital

Grand Turk that needs a bit more help so I think once you get the information out of what is going on and what needs to be done then you can see what can open. The Caribbean is such a large destination from New York to Miami that’s about 1300 miles and it’s like from the Bahamas to St. Lucia so what happens in St. Lucia doesn’t really affect the Bahamas and sometimes I think we say the Caribbean and its one group of islands but it’s really quite wide.” “I think having a good Government and good leadership at that time of crisis is important. The private sector comes together, they need leadership, a lot of the NGO’s come in and as you’ve seen in many areas some of these NGO’s get activated right away and that works very well for the country because at that time you need power, you need generators, you need water, there’s always ways that we can do better but I am really proud of Turks and Caicos to see how it came together really quickly, everybody got supplies and its all hands on deck. You got the Minister who is in charge of Disaster Management driving the dump truck, there are a lot of great stories that came out of this and a lot of learning’s as well,” Advani stated. When asked if there is increased security on the agenda for Grace Bay? Nikheel added: “It definitely is and there is no doubt about that

Actually the prices are steady or going up, it’s time to book for Christmas and whatever is left we need to cease it.” When asked by reporters if this will affect the whole region financially going forward, Ezon explained: “Sadly so because people have this misconception that the entire Caribbean has been washed out and I can’t tell you how many calls we get a day, where do we go now there’s no more Caribbean? And in fact it’s only been four or five islands, or a small region of it and as Nikheel said it’s about 1300 miles from top to bottom.

Statement from Deputy Premier and MP for Five Cays, South Dock, Chalk Sound and Silly Creek, The Hon Sean R. Astwood My people of Five Cays, South Dock, Chalk Sound, and Silly Creek I first want you to join me in giving God thanks for allowing us to survive two very powerful hurricanes. Our community has sustained significant damages, but thankfully we have life and that is of paramount importance. Over the past two weeks I had the opportunity to meet with many of you and listen to your experiences, particularly from Hurricane Irma. From accounts of collapsed ceilings, to losing roofs, to temporary displacement, the experiences were both terrifying and heartbreaking. However in the midst of all the sad experiences, I recognized that there was still a strong sense of hope, a thankfulness for life, and a strong resolve to rebuild. And rebuild we must. Having said that, I must stress that the aftermath of these Hurricanes have provided us with an excellent opportunity to do things differently. Moving forward we must always enforce our building codes without fear or favour. We in the Turks and Caicos Islands pride ourselves in having one of the strongest building codes in the Caribbean. It is incumbent on us as a country to maintain that standard without any compromises whatsoever. As I have stated in many of our conversations, It will not be a quick or easy fix, but I want you to know that I will be there for you to provide the necessary leadership and support every step of the way until we can return to a state of normalcy. We will do this together and with God’s help and our collective efforts we will pull through it. I have called on all of my ministerial colleagues and every Government department to ensure that the people of my constituency receive all the resources they need during this

critical time. In the meantime, I want to implore those of you who are in a position to do so, to start the process of contacting your insurance companies to ensure that you receive the full benefits to which you are entitled, if you have not done so already. I would like to thank all of the various organizations that have come in to our constituency and demonstrated acts of kindness by providing hot meals and/or hurricane relief kits. Thanks to the members of the Chalk Sound Committee for helping to organize the removal of debris from the Chalk Sound area. I would also like to thank those members of our constituency who volunteered their services with DDME and Social Welfare to perform damage and needs assessments throughout our community and also to the members who delivered tarpaulins throughout our community. These two hurricanes have brought out a community spirit in many of us. For this I am thankful. Prior to Irma’s arrival I went door to door, particularly in the high risk flood prone areas, of my constituency, encouraging persons to evacuate. I also encouraged persons whose homes may have had structural issues to also evacuate. In addition to those door to door visits, a brief video was prepared which included me along with the Minister of Disaster Preparedness and the Director of DDME warning all residents of the Turks and Caicos Islands to take Irma seriously and evacuate all high risk areas. Thankfully many persons in these areas heeded the warnings evacuated and utilized the official shelters or braved the storm with family and friends. While as the Deputy Premier I have been assisting in most areas of the country’s preparations and recovery process, and as your representative, I

ensure that power is restored to our communities as a matter of priority. You would have already seen their presence carrying out the much needed work. You will continue to see environmental health draining waters throughout our community, you will continue to see more frequent garbage collection, and you will also see vector control trucks spraying to prevent and/ or reduce the number of mosquitoes.

Deputy Premier Hon Sean R. Astwood have visited many of your homes the day after Irma passed. The damages in Five Cays, Chalk Sound, South Dock, and Silly Creek was devastating. We were fortunate and blessed that no lives were loss. After seeing so many of my residents lose just about every thing, even their hurricane supplies, I hired a water truck company to drive around and give out drinking water to anyone in need. And with my entire constituency without power, I was able to secure and hand out bags of ice to residents after the storm. To reduce the potential for mosquito borne diseases and other potential health hazards, I worked with Public Works Department to have wells drilled to drain water that had settled in areas such as Matilda Way road in the new Sub Division. I also had the Well cleared at the Enid Capron Primary School to the drain settled water, and water pumped from the grounds of the Felix Morley Community Center. More pumping and drilling will be ongoing. I have been in constant communications with Fortis TCI to

Your Government is providing direct assistance and relief with duty concessions on building materials and other aid such as food items and water to speed up the process of getting back to normalcy. Despite the road ahead of us, we must remember that God has been good to us throughout Hurricane Irma and Hurricane Maria. Cayman Islands delivers aid to TCI: ‘This trip was about helping neighbors’ Hurricane relief efforts are slowly moving from response to recovery in British Overseas Territories battered by an active storm season, according to Cayman Islands aid workers. Crews returned to Grand Cayman on Wednesday evening from yet another mission to Turks and Caicos, where hurricanes Irma and Maria dealt back-to-back blows. According to the Cayman Compass, a Cayman Airways flight transported hazard management staff and

government aid workers to the north Caribbean islands earlier this week. The crew delivered relief supplies, including seven generators, 50 packs of heavyduty tarps, 100 bundles of waterproof adhesive material, inflatable mattresses, batteries, flashlights and toiletries. Just weeks after the storms, the jurisdiction’s eight islands had already made significant progress clearing debris and cleaning up communities, said Hazard Management Cayman Islands Director McCleary Frederick.

“The islands’ electricity had recently been restored. Schools were expected to reopen on Monday, and while some hotels are now fully operational, most are expected to reopen by the end of the year,” Mr. Frederick said. Officials indicated the islands need more technical support and recovery talks, spearheaded by Mr. Frederick, were expected to continue. Cabinet Secretary Samuel Rose said the ongoing missions from Cayman are the result of a communicated

desire to support fellow British Overseas Territories. “This trip was about helping our neighbors in their time of need. We are only too aware of what havoc such storms can wreak. The TCI government expressed its gratitude to the government and people of the Cayman Islands for their active support,” Mr. Rose said. “We discussed the ongoing recovery efforts mounted by the government, their additional needs and were informed that it had moved on from a response to

recovery mode.” On Sept. 8, four Royal Cayman Islands Police Service helicopter crew deployed to Turks and Caicos to provide support, as the tail end of Hurricane Irma passed over the territory. The RCIPS aircraft was one of the first foreign aid missions to reach the islands. On Tuesday, a second relief mission transported medical staff and vitally needed supplies to Anguilla, where Cayman Islands relief crew have been working for weeks.

NATIONAL CANCER SOCIETY PRESS RELEASE On September 7th, the Turks and Caicos Islands experienced what was perhaps the worst natural disaster in its history. Despite the extensive loss to homes and properties, our people have exuded a sense of thankfulness that, through it all, God has spared the lives of the people of the Turks and Caicos Islands. Customarily during the month of October the National Cancer Society stages 2 walkathons (1 in Providenciales and 1 in the sister islands) and its annual Breast Cancer Awareness Luncheon. In light of the devastation caused by hurricane Irma, which left a tremendous number of families affected, some homeless, the National Cancer Society has decided to cancel all of its October 2017 events. The Executives has determined that resources would be better utilized in assisting those of our Cancer Patients who face even greater challenges in the wake of Hurricane Irma, so our focus at this time is to assess the immediate care/ need of our Cancer Patients and to make every effort to assist as needed. Additionally, as the people of the Turks and Caicos Islands now focus their attention and channel their resources towards recovery, we would not wish to place undue burden on our supporters. At this time we are awaiting confirmation from the organizers of the annual ‘In The Pink’ as the event will not take place on its original date of October 14th, but maybe rescheduled or cancelled. Massive PostHurricane clean-up highlights in Provo T

he Turks and Caicos Hotel and Tourism Association (TCHTA) in partnership with the DECR, Department of Environmental Health, Ministry of Tourism and the Chamber of Commerce hosted a Massive posthurricane clean-up in effort to bring the island back to its natural beauty. The Clean-up campaign took place last week Friday (National Youth Holiday), September 29th where all

hands were on deck with rakes, shovels, and chain saws as people play their part in the important restoration of their communities. In 2014, after Bahamians overwhelmingly voted against legalising web shops in a referendum on January 28, 2013, 25 government MPs in the former Christie administration voted to pass amendments to the Gaming Act in the House of Assembly, making the sector legal. At the time, then Prime Minister Perry Christie said based on unverified information presented by most web shop operators, the government could yield “some $25 million” in penalties, back business licence fees and application fees during the transition. He said during this period operators would have been required to disclose the revenues generated by their operations in the past while paying a variety of fees. Between $22 million and $29 million was expected to be obtained from gaming taxes, social contributions from businesses and other fees on an annual basis, the former prime minister had said.

Cayman Islands plans to export invasive lionfish & iguana face stumbling block A Cayman Islands business has been licensed to export lionfish and iguana meat for sale in the U.S. But the company, Spinion, says its efforts to provide an economic solution to the two invasive species threatening Cayman’s environment are being hampered by an opaque and seemingly endless local regulatory process. Mike Foreman, who co-owns Spinion, said the company had met the approval process to export both species for sale in the U.S., but had been struggling for over a year to get approval from the Department of Environmental Health in the Cayman Islands. He said the territory has no documented approval process for a food processing business. Efforts to get endorsement from the Department of Environmental Health for a trade and business license to process both fish and iguana at the same plant have been frustrated by what he sees as an ad hoc list of ever-increasing licensing demands. The company has involved lawyers in an effort to get the impasse resolved and raised concerns that it is being treated differently to other food processing businesses, including the Cayman Turtle Farm. “All I’m asking for is for them to deal with it and have a procedure that is fair. Give us the rules of the game and apply them to everybody,” he said. The application for a Trade and Business License was filed in July 2016. The business, initially established to cull and sell lionfish locally with the goal of expanding

to export to the U.S., was seeking permission to also process iguana for local sales and export. Mr. Foreman said the longterm plan is to export the prime cuts for sale in the U.S., where he believes there is a growing customer base for the meat. The rest of the iguana would be processed for animal feed. The company, which already sells lionfish locally, also wants to export lionfish fillets for the U.S. market, processed at the same George Town plant. “We want to be in the local market to raise awareness and to allow us to employ Caymanian cullers and processors while we ramp up the operation in the U.S., but our primary business will be export,” he said. “There is a much higher price point for both species in the U.S. and that is what will ultimately make the business viable.” It took six months, he said, to get a response from the Department of Environmental Health on the July 2016 application. In January 2017, after multiple inquiries, the department wrote to his wife and business representative Maria Yapelli to say it did not recommend the application for approval because the same equipment could not be used for processing food for animal and human consumption and because the proposal lacked sufficient detail on food safety controls. The rejection letter did not cite any law or regulation or say what detail was required, according to Mr. Foreman. He said the company provided details of the requirements it had met to comply with U.S. federal

law and after a meeting in April it received partial approval to process iguana meat for human consumption. However, the approval carried the restriction that lionfish or food for animals could not be processed at the plant. The company wrote through its lawyers to the Department of Environmental Health in June, suggesting it could seek a judicial review of the decision. “Your decision to restrict our client solely to the processing of green iguana meat and solely for human and not animal consumption … renders our client’s facility practically useless since it is not viable to operate on such a limited basis. Of equal concern is the fact that you have not provided any basis in law or practice for your decision,” attorney Sharon Roulstone wrote in a letter requesting reconsideration of the application. The letter notes that the business has met all existing local requirements as well as the U.S. Food and Drug Administration’s standards for handling, processing, packaging, labeling and importing of meat products in the U.S., which it says are the same for both human and animal consumption. Roydell Carter, the director of the Department of Environmental Health, declined to comment for this article. A response to Ms. Roulstone’s letter from the Attorney General’s Chambers indicates that the Department of Environmental Health is concerned about the risk of cross contamination between lionfish and iguana meat and is seeking further

information about cleaning and scheduling practices. It also highlights concerns about how the iguana will be processed for animal feed, which involves the whole carcass rather than just the legs and tail. “The DEH wishes to work through its concerns with your client with the aim that the restrictions currently in place can be lifted,” the letter states. It indicates that the Department of Environmental Health still requires more details on the process, including test results of sample batches, as well as details of the company’s cleaning and sanitation practices, storage practices, record keeping and recall procedures. Mr. Foreman says he is reluctant to supply any more information that is not set down in a law or guidance document that will be applied equally to all other food production companies. “Where does it stop? That is the issue,” he said. “I want them to write down what a food manufacturing business is required to provide, because if someone else shows up, they need to be held to the same standard. All we want is for clear requirements to be drafted and for everyone else to have to meet them.” Given the length of time the application process has taken, he said he does not want to provide information that is not currently legally required. “We consider some of what they are asking for to be our intellectual property,” he added.

Hundreds of Dominicans in queues to buy food or leave the island

Hurricane Irma leveled the island of Dominica ROSEAU, Dominica – Almost three weeks after Hurricane Maria decimated their island, Dominicans were on Thursday queuing for hours for an opportunity to buy food or board a vessel leaving the island. There were also long lines outside the gates to the deep water harbour at Woodbridge Bay, where persons had gathered in the hope of being able to sail out of the island. Among them was Sheba Belle of Giraudel, a community about 15 miles south of the capital “I am sending my grandson and my daughter to Guadeloupe because things are bad here. No water, no light and I want her to go to school. Most importantly, I want her to go to school,” she told the Caribbean Media Corporation (CMC). Belle is hoping that the concession given by the French would work out for her 16-yearold daughter and her 7-yearold grandson so that they can continue their education in the French overseas department.

She, however, noted that she is hoping that they can stay there for a maximum of three months. “There is no school, there is no water, no light, and the children, I don’t think they can handle that too well. I will stay back to build but I am sending my kids to be a little better, a little more comfortable.” Belle was fortunate in that the tickets on which the children would travel were bought in Guadeloupe, thereby guaranteeing them passage on the ferry. However, Belle, a teacher, is not sure when she will return to work although some fifth form students have returned to class, ahead of their examinations, which begin next May. In addition to her teaching job, Belle and her husband are farmers, and that sector has also suffered significant losses. “Our green houses are all damaged because a tree fell on them. We only have one standing but that has no plastic. So that part of our livelihood that gave a

little extra money, that is gone for now. “I work for the government so I wait and see what’s happening with the teaching job.” Belle was, however, blessed in that there was no damage to her house. “Just a lot, a lot of water. I had to be sweeping water all night long but my roof stayed on,” she told CMC. Fortunately, she also has enough food and water because she had prepared for Hurricane Irma, which did not hit Dominica but left significant damage in the Leeward Islands. After Dominica was spared the worst of Hurricane Irma, and with Hurricane Maria following shortly afterwards, Belle and her family topped up their supplies. Belle also got some relief for the government, which latest a few days. Her daughter, Shelise Belle, had mixed feeling about leaving for Guadeloupe. “It might be for selfish reasons but I cannot deal with Dominica. College is closed and I want to continue my school. No electricity, cold baths every day. I just want a change. And I was vegan before the hurricane and now I am eating meat and I don’t really like that,” she said. Also waiting to leave was Nadia Riviere, a resident of Bath Estate in south Roseau. She left the country one week earlier to take her children out and was returning to Barbados to connect to Grenada, where she is going for graduation from her master’s degree programme. She, however, was not in the long line with all the other persons, but she said it was still difficult.

Court of Appeal reserves judgment in case against Barbados Chief Justice The Court of Appeal in Barbados has reserved judgment in a case against the island’s top judge, filed by Queen’s Counsel Vernon Smith. According to Barbados Today, Smith, through his attorney Hal Gollop, QC, is asking the three member panel to overturn a lower court ruling that Smith did not have a case when he sought summary judgment against Chief Justice Sir Marston Gibson in a matter that dates back to April 2015. Instead, High Court Judge Pamela Beckles had ordered that the matter should go to trial. Back then Sir Marston had refused to hear Smith when he appeared before the Chief Justice as attorney for Branlee Consulting Services – a private company owned by former executive chairman of CLICO Holdings Leroy Parris – on the grounds that Smith had not paid his annual subscription to the Barbados Bar Association. Smith, on the other hand, contended that the Chief Justice had effectively barred him from practising law in Barbados’ courts, and had asked the Supreme Court for a summary judgment, including damages, against Sir Marston on the grounds that the Chief Justice had not complied with a number of civil court rules of procedure. These included the failure to acknowledge service of court documents on him, failure to acknowledge his intention to file a defence and, upon being served, the failure to file a defence within the 28-day stipulated period. After Beckles dismissed the case Smith turned to the Court of Appeal, and the three appellate justices heard submissions from Gollop and Solicitor General Donna Brathwaite, QC, who appeared on behalf of their boss and Attorney General Adriel Brathwaite, who was named as the second defendant, but who was not at today’s hearing. In pressing his case, Gollop argued that the Chief Justice had not filed the required defence in the stipulated period of 28 days after May 29, 2015, the date he was served, suggesting that had he done so there would have been no reason to file a second one on September 16, the day of the hearing. At the same time, Gollop also questioned a decision by the Attorney General to file an acknowledgment of receiving the court documents a week before the documents were even served.

He said the NHT will continue to accept submissions until the end of October and, thereafter,

pre-qualify the participants by the end of November. “We are going to shortlist (them) and invite proposals for each parcel of land according to our criteria, so that construction can begin sometime in 2018/19; the vast majority of houses to be developed under this programme would be (in the range of) J$5 million. This will allow us to move beyond the target of 15,000 homes. “Once we get this programme (going) and…the private sector moving in tandem with the public sector, we expect to break the bottleneck of housing demand and delivery and address the market (needs) that currently exists…particularly at the low-income segment.” Clarke said he was looking beyond the 15,000 houses noting “if we unleash the energy of private enterprise, we believe that we can do much more as far as affordable housing is concerned.” “So the NHT (is putting) in place this arrangement in order to engender significant acceleration in the number of houses brought to market and, at the same time, a significant reduction in the time it takes from conceptualization to delivery,” he added.

St. Lucia breaks ground on $20millon solar farm The Saint Lucia Electricity Services Limited (LUCELEC), the main power company in St. Lucia, recently held a ground-breaking ceremony for its 3 megawatt (MW) solar farm, to be located north of the Hewanorra International Airport at La Tourney, Vieux Fort. The ceremony marked the official commencement of construction of the solar farm. Acting Prime Minister, Hon. Lenard Montoute, Energy Minister, Hon. Stephenson King,

representatives of the selected contractor GRUPOTEC, the Clinton Foundation and Rocky Mountain Institute-Carbon War Room, and the United Nations Development Programme were among stakeholders who addressed the ceremony along with LUCELEC’s Managing Director. The $20M solar farm is historic for Saint Lucia as it will be the first utility-scale renewable energy project on the island. It will be funded, owned and operated by LUCELEC. When completed in April

2018, it will have about 15 thousand panels and will generate 15 million kWhs (or units) of electricity per year. That’s enough to power the equivalent of about 3,500 homes, and is about 1.3% of the electricity generated from LUCELEC’s Cul De Sac Power Plant. The 3MW solar farm will reduce the volume of fuel purchased by LUCELEC by about 300 thousand gallons per year. LUCELEC uses approximately 19 million gallons of fuel per year. LUCELEC’s Managing

Director Trevor Louisy described the ground-breaking as the first major practical step in Saint Lucia’s energy transition process towards a more secure and sustainable energy supply. “The construction of the solar farm builds on the work LUCELEC has been doing with grid-tied roof top solar PV systems since 2009. It is expected to provide the impetus for more renewable energy initiatives, and in more ways than one, will change St. Lucia’s energy landscape,” he said.

Air France confirmed the Airbus A380 en route from Paris to Los Angeles was diverted to Goose Bay airport in Canada after one of the plane’s four engines was seriously damaged 37,000 above ground. The double-deck plane, the largest in the world, had 497 passengers. “The aircraft landed safely at [1:40 p.m.,] and the regularly trained pilots and cabin crew handled this serious incident perfectly,” Air France said. The plane arrived at the airport with part of the engine cowling missing and was met by fire crews, but their assistance wasn’t needed. Google launches new phones, speakers in hardware push

SAN FRANCISCO - Alphabet Inc’s Google on Wednesday unveiled the second generation of its Pixel smartphone along with new voice-enabled home speakers, redoubling its commitment to the hardware business as it competes with a surge of devices from Apple Inc and Amazon.com Inc. Google’s new products, including a Pixelbook laptop, wireless earbuds and a small GoPro-like camera, showcase Google-developed operating systems and services, notably the voice assistant. That means usage of those devices should stoke the company’s core ad sales business as buyers of the hardware use Google services like search and maps. Speaking at the launch in San Francisco, Google hardware chief Rick Osterloh said the new products “perfectly demonstrate our strategy of re-imagining hardware from the inside out.” The Pixel 2 smartphone comes in two sizes, with comparable features, including aluminum bodies and no traditional jacks for headphones. Prices for the base model start at $649, while the high-end version starts at $849. The phones will be available Oct. 19. The Pixel phones lack the brand lustre and market share of similarly priced smartphones such as the Apple iPhone or Samsung Electronics Co’s Galaxy S and

Galaxy Note smartphones. Still, the original Pixel’s camera and software drew acclaim from reviewers, many of whom expect the line to become a robust competitor at the high end of the Android smartphone market. Pixelbook, priced at $999, is the first laptop powered by Google Assistant and will support Snap Inc’s Snapchat, the company said. The keyboard folds behind the screen to turn the 12.3-inch touchscreen into a tablet. It will be available in stores from Oct. 31. Google Home Mini, one of the new speakers, is priced at $49 in the United States and would rival Amazon.com Inc’s popular Echo Dot. It will be available Oct. 19. The Home Max, with dual woofers for more powerful sound, is priced at $399 and with availability by the end of the year. The Pixel Buds, which are priced at $149, arrive in November. Clips, which is pocket-sized camera with object detection and automatic recording capabilities, “soon” goes on sale for $249, Google said. Videos last only a few seconds and do not contain audio. The Pixel smartphone debuted a year ago, with analysts estimating sales of more than 2 million, pushing Google to record amounts of non-advertising revenue. Google’s “other” revenue category, which

EU orders Amazon to pay $294M in back taxes Online retailer Amazon was ordered on Wednesday to repay nearly $300 million in back taxes by the European Union, for what it called illegal advantages. A statement by Margrethe Vestager, EU commissioner of competition policy, said an Amazon deal with Luxembourg amounted to illegal state aid, giving the company an unfair advantage. The EU’s total bill to Amazon is $294 million. The decision came after a three-year investigation that concluded Luxembourg lowered taxes on Amazon’s profits without justification. The EU said Luxembourg allowed Amazon to transfer the majority of its profits from a company, Amazon EU, which is subject to taxation, to Amazon Europe Holding Technologies, which is not subject to tariffs. The probe said the transactions allowed the company to significantly reduce its taxes.

Rising hacker threat will trigger boom in cyber crime insurance COPENHAGEN (Reuters) - Insurer Tryg expects 90 percent of its corporate customers to buy cyber crime insurance within five years as the threat from hackers and viruses to crucial data and IT systems grows. Tryg, Denmark’s biggest insurer, has sold 5,000 cyber crime insurance policies since the turn of the year when it launched a new product providing assistance in restoring data and getting systems up and running if a firm is hit by a cyber attack. “There are no corporate clients today that don’t have insurance on their buildings or cars, but I think that within a very few years it will be just as evident that you should insure against cyber crime,” chief executive Morten Hubbe told Reuters on Wednesday. The initial rise in demand for cyber insurance was prompted by the ransomware attack, named “Wannacry”, that infected more than 300,000 computers worldwide in May. He estimated that around 50 percent of the firm’s corporate clients would buy such an insurance by 2020 and from that point it would only take “a couple of years” to reach 90 percent. U.S. lawmakers want to restrict internet surveillance on Americans A bipartisan group of U.S. lawmakers unveiled legislation on Wednesday that would overhaul aspects of the National Security Agency’s warrantless internet surveillance program in an effort to install additional privacy protections. The bill, which will be formally introduced as soon as Thursday, is likely to revive debate in Washington over the balance between security and privacy, amid concerns among some lawmakers in both parties that the U.S. government may be too eager to spy on its own citizens. The legislation, written by the House of Representatives Judiciary Committee, is seen by civil liberties groups as the best chance in Congress to reform the law, known as Section 702 of the Foreign Intelligence Surveillance Act, before its expiration on Dec. 31. Senior U.S. intelligence officials consider Section 702 to be among the most vital tools they have to thwart threats to national

security and American allies. It allows U.S. intelligence agencies to eavesdrop on and store vast amounts of digital communications from foreign suspects living outside the United States. LIFESTYLE Switching from smoking to vaping could save millions of lives

Millions of cigarette smokers could live substantially longer if electronic cigarettes are embraced as a replacement for tobacco during the next decade, a new study contends. As many as 6.6 million cigarette smokers could live a combined 86.7 million more years under policies that encourage them to swap their smokes for e-cigarettes, according to “optimistic” projections from cancer researchers at Georgetown University in Washington, D.C. Even a worst-case scenario involving e-cigarettes would still save lives, the researchers said. Under a “pessimistic” projection, 1.6 million former cigarette smokers would have a combined 20.8 million more years of additional life, the research team found. These numbers show that adopting e-cigarettes as an alternative to smoking could prove the easiest way to cause tobacco use to dwindle in the United States, said lead researcher David Levy, a professor of oncology at Georgetown’s Lombardi Comprehensive Cancer Center. “An e-cigarette strategy really could help us move towards the goal that we all have, to reduce cigarette use,” Levy said. “Everybody agrees that cigarettes are really harmful, and population health could be dramatically improved.” People using e-cigarettes are not exposed to the carcinogens and chemicals produced by burning tobacco, although they still endure the addictive and systemic effects of nicotine, Levy said. However, the vapor-emitting, batterypowered devices remain unregulated by the U.S. Food and Drug Administration. This makes it tough for tobacco control advocates to adopt a pragmatic strategy focused on the devices, said Dr. Louis DePalo, a professor of pulmonology with the Icahn School of Medicine at Mount Sinai in New York City. FDA-approved nicotine replacement products such as gum or patches are considered safe and are used alongside counseling and therapy to help people kick their addiction, DePalo said. Gum and patches also aren’t as pleasurable as using an e-cigarette, and that enjoyment might make it more difficult for someone to wean themselves off e-cigarettes. “E-cigarettes in an unregulated environment just don’t offer you the exit strategy of being part of a comprehensive smoking cessation strategy,” said DePalo, who had no role in the new study. For the study, Levy and his colleagues crafted optimistic and pessimistic scenarios under which smokers start adopting e-cigarettes, and then projected out how many lives would be saved and extended under those scenarios. The optimistic scenario assumes that: •Cigarette smoking would decline to 5 percent of the U.S. population as e-cigarettes become the more popular option, down from the current 16 percent. •New smokers would take up e-cigarettes rather than tobacco. •People would quit e-cigarettes at about the same rate they quit tobacco. •E-cigarettes carry 5 percent of the health risk of tobacco cigarettes. The pessimistic scenario paints a somewhat darker picture, as expected. It assumes that: •About 10 percent of Americans would still smoke tobacco; more never-smokers would take up e-cigarettes. •Vapers would quit at half the rate of smokers. •E-cigarettes carry about 40 percent of the risk of smoking.

‘Sleep positioners’ a danger to baby: FDA Infants should be put to sleep on their backs on a firm, empty surface and never placed on a sleep positioner, the U.S. Food and Drug Administration says. The agency warned parents and caregivers that these products, also known as “nests” or “anti-roll” supports, can prevent babies from breathing. The two most common sleep positioners include two raised pillows or “bolsters” attached to a mat. Babies younger than 6 months old are placed on the mat between the pillows to keep them in a specific position while they are sleeping. But putting babies to sleep on or near soft objects, such as positioners, toys, pillows and loose bedding, increases the risk for accidental suffocation and Sudden Infant Death Syndrome (SIDS), the American Academy of Pediatrics says.

Some babies have been found in dangerous positions next to a positioner they had been placed in for sleeping. Federal officials also reported that infants have died after being placed in one of these products. In most cases, the infants got out of position,

rolled onto their stomachs and suffocated, the FDA explained. The agency urged parents and caregivers to always put babies on their back for naps and when they go to sleep at night. Babies should never sleep with a positioner, pillow, blanket, sheets, a comforter or a quilt, the FDA advised. Infants’ sleeping surfaces should be bare and free of any loose items. Appropriate clothing keeps babies warm enough while they are sleeping. The FDA regulates baby products that claim to cure, treat, prevent or reduce a disease or condition. Some sleep positioner companies claim that their products prevent SIDS. But the FDA noted it has never cleared an infant sleep positioner that promises to prevent or reduce the risk of SIDS since there is no scientific evidence to back up this claim.

When the service team from FLOW arrived to South Caicos, Sailrock offered equipment and operators to assist in placing the generator. Cellular service was restored the following day.

Sailrock promptly offered operators and equipment to make needed repairs to the South Caicos shipping port.

Sailrock provided operators and machinery to assist Fortis TCI in the repair of power lines and poles to reestablish power to the community.

The Sailrock water truck and operator distributed fresh water throughout town for several days until the water plant was restored to operational condition.
