LISARAYE ORDERED TO TESTIFY AT SIPT TRIAL An American court has summoned LisaRaye McCoy, the exwife of former Premier Michael Misick, to testify in the ongoing Special Investigations and Prosecution Team (SIPT) trial, after she initially refused to cooperate with prosecutors. The SUN understands that McCoy was summoned under a Mutual Legal Assistance Treaties (MLAT) which the United States of America has in force with the Turks and Caicos Islands and several other countries worldwide. MLATs, which are negotiated by the to facilitate cooperation in criminal matters, allow generally for the exchange of evidence and information in criminal and related matters. Counsel Andrew Mitchell, worked with the Department of State and the Department of Justice to have the actress summoned. McCoy will not be in Turks and Caicos Islands, but rather, she is expected to give evidence by way of a video-link next week.
If, for some reason, she fails to respond to the summons and refuses to appear to give evidence, she could be subjected to sanctions by the American courts. McCoy, who is from Chicago, previously testified against Misick
during the 2009 Sir Robin Auld Commission of Inquiry. Among other things, she acknowledged she spent as much as $200,000 a month, but she said it was necessary to buy new hats, gloves and suits to fit her “first lady lifestyle.”

Immigration Task Force resumes operations The Department of Immigration in the Ministry of Border Control would like to remind the general public that it is an offense to reside and/or work in the Turks and Caicos Islands without the appropriate authorization to do so. The Task Force in the Department of Immigration, in exercise of its duties will apprehend persons found to be in breach of the
Immigration Ordinances and who cannot show proof of authorization for them to legally reside and/ or work in the Turks and Caicos Islands. Persons are therefore cautioned to ensure that their status is current and that they are in possession of proof of such status at all times. The Department of Immigration and the Ministry of Border Control and Employment further
reminds residents that harboring illegal migrants is a crime and such persons can face a fine of $20,000 on summary conviction or to a term of imprisonment of four years, or to both. In addition, persons acquiring status other than by birth that are convicted of such an offense, face the possibility of having their status in the Islands revoked, thereby making them liable to deportation.
Turks and Caicos Post Cabinet Meeting Statement His Excellency the Governor, Dr. John Freeman, chaired the 22ND meeting of the Cabinet on Thursday, 5th October 2017, at the Hilly Ewing Building, Providenciales. At this meeting Cabinet: •Noted the receipt of a request from S&P Global for information related to hurricane damage on TCI. A response will be provided in due course; •Advised His Excellency the Governor on the potential financial impact of Hurricanes Irma and Maria and requested further information to be provided for consideration at Cabinet’s next meeting; •Advised His Excellency the Governor to approve the inclusion of a Trans-shipment fee within the Tariff Schedule to the Ports Authority (Stevedores, Fees and Charges) Regulations 2008; •Received an interim paper from the Hon.
Premier on the formation of a Recovery Task Force following Hurricanes Irma and Maria; •Advised His Excellency the Governor to approve the extension of a client relief programme to the holders of performing loans in the portfolio formally managed by TCInvest; •Received an information paper from the Hon. Premier, as Minister of Finance, Trade and Investment, updating Cabinet on expenditures that may be funded from the Contingency Fund as a result of Hurricanes Irma and Maria; •Received an information paper from the Hon. Minister of Education, Youth, Sport and Library Services on the resumption of public schools. The Ministry of Education will make a public announcement on this matter; •Advised His Excellency the Governor to approve a paper from the Hon. Minister of Tourism requesting support for a proposed 90day tourism strategy on the basis of a cost-sharing arrangement with the private sector;
•Received an update from the Hon. Premier, as Minister of Finance, on the latest financial position of the National Health Insurance Board (NHIB) including measures to reduce expenditure. His Excellency the Governor raised particular concern about the financial position of NHIB and Cabinet discussed ways to address this; •Received an update from the Hon. Deputy Premier on work being taken forward by the private sector to improve the provision of community housing. Cabinet will receive a further update in due course. •Received an update from the Hon. Minister of Home Affairs on the ramping up of the enforcement of immigration laws following Hurricanes Irma and Maria. Cabinet agreed a public announcement on this matter would be made. 18 members of the Police Force promoted On Monday 2nd October 2017, 18 members of the Royal Turks and Caicos Islands Police Force took up new leadership roles within the force following their promotion. Seven officers were promoted to the rank of Inspector and 11 officers moved up to the rank of Sergeant following their promotions by the Commissioner of Police. All of those promoted were successful through a promotion exam and interview procedure,
the first such selection procedures conducted by the Royal Turks and Caicos Islands Police Force since 2008. Those promoted to Inspectors are Dwayne Baker, Drexel Porter, Ensa Wilson, Kemron Lowhar, Lionel Mapp, Neal Stanislaus and Winston Diamond. Promoted to Sergeants are Anthony Cumberbatch, Dakota Smith, Damien Mitchell, Delton Robinson, Inga Taylor, Jerry Grant, Kevin Clarke, Latoya Rigby, Lavern Seymour, Sabuton John and
William Lightbourne. Commenting on the promotions, Commissioner of Police James Smith said, “Congratulations to each of these competent, capable and talented officers on their promotion. Ministry of Health Agriculture and Human Services receives technical assistance from Public Health England
This past week (2-6 October, 2017) the MOHAHS received consultants from Public Health England (PHE) to assist and provide support to the Public Health team in the aftermath of hurricanes Irma and Maria. Through this visit, plans are being made to address immediate, medium and long term needs for additional support in relation to supplies, developing action plans and capacity building using novel techniques. Dr. Thomas Waite has been working with the National Epidemiology and Research Unit (NERU) in the Turks and Caicos Islands to strengthen existing disease
surveillance and identify immediate additional needs as well as future planning. He has met with key stakeholders focusing on building capacity to rapidly identify clusters of gastroenteritis and vector borne disease because the risks of these are higher after natural disasters. Dr. Waite is a Medical Epidemiologist with the Extreme Events and Health Protection Team at (PHE), the focal point for evidencebased health protection advice for planning, response and recovery from extreme weather events and other natural hazards. He has extensive experience responding to incidents and outbreaks in the UK, Africa and south-east Asia.

ShoreClub Beach back to its beautiful state after hurricane Irma By Todeline Defralien During the passage of Hurricane Irma on September 7th The Shore Club beach was highly affected by the strong storm as it pulled away massive amounts of water from the Long Bay beach. After the passage of Hurricane Irma and Maria the Shore Club beach is now back to its normal state and all three Resorts since September 30th reopened and are back to business. Each resort was carefully restored, all staff members joined
hands and hearts and worked tirelessly to clean and restore the landscaping and other cosmetic damages sustained during the storms. None of the resorts sustained structural damages during the storms. Vice-President of Sales and Marketing Karen Whitt told the SUN, “Hurricane Irma was so intense that it did pull massive amounts of water from Long Bay Beach and the incredible phenomenon was daunting to say the least. The powerful hurricane was so strong with such low pressure that it siphoned ocean water right into

the eye of the storm. Thankfully the unbelievable condition was temporary, and the water returned fully after a few hours but it made for some wild photos when the ocean disappeared. Director of Youth Affairs Receives UK 2017 Chevening Scholarship Despite the challenges and setbacks faced by the TCI, as a result of hurricanes Irma and Maria, the commitment to the development of persons through UK higher education remains steadfast and strong. Hence, the Governor’s Office is extremely pleased to announce that Ms. Jasmine Parker, the Director of Youth Affairs in the Ministry of Education has been awarded a prestigious Chevening Scholarship for the 2017/18 academic year. Ms. Parker will be studying a one (1) year Master’s degree in Child Youth and International Development at Birkbeck, University of London in the UK starting October 2017. Chevening Scholarships are awarded each year to outstanding individuals with leadership potential who wish to contribute to the development of the Turks & Caicos Islands.
Ms. Parker is currently the Director of Youth Affairs, responsible for developing, implementing, monitoring and evaluating the three year strategic plan and National Youth Policies. In addition, she has responsibility for developing annual national operational plan and forecasting financial allocations. Further, in her role, Ms. Parker is mandated to promote youth mainstreaming and participation in youth development, democracy, governance at local and national levels, and active citizenship to advance the involvement of youth in the decision making process in the Turks and Caicos Islands. Over 150 Illegal Haitian migrants land on West Caicos The Department of Immigration in the Ministry of Border Control and Employment, following reports of a possible landing of illegal migrants, can confirm that more than 150 men, women and children of Haitian nationality, were found in and around the waters and island of West Caicos. The Task Force in the Department of Immigration, along with Police Officials, responded to reports received mid-morning, and while details remain sketchy, as a result some 81 persons have been apprehended and ferried to Providenciales for processing and what is estimated to be possibly some further 80+ persons are still on West Caicos awaiting transportation to the
processing unit in Providenciales. The Department of Immigration in the Ministry of Border Control and Employment again reminds the public that harboring illegal migrants is a crime and such persons can now face a fine of $20,000 on summary conviction or to a term of imprisonment of four years, or to both. These events create a tremendous amount of stress and anxiety for those directly and indirectly affected. In the days and weeks following the disaster, you may begin to experience some of the following reactions: •Disbelief and shock •Fear and anxiety about the future •Disorientation; difficulty making decisions or concentrating •Apathy and emotional numbing •Nightmares and reoccurring thoughts about the event •Irritability and anger •Sadness and depression •Feeling powerless •Changes in eating patterns; loss of appetite or overeating •Crying for “no apparent reason” •Headaches, back pains and stomach problems •Difficulty sleeping or falling asleep •Increased use of alcohol and drugs
Tips for Coping It is ‘normal’ to have difficulty managing your feelings after major traumatic events. TCI Hospital MDR Department assists students in need
he Medical Device Reprocessing (MDR) Department at TCI Hospital deviated from conventional initiatives held in observance of International Medical Device Reprocessing Week to pursue a hurricane relief endeavor at a local primary school. A team of MDR Specialists visited the Shining Stars Preparatory School in Providenciales on Thursday October 12th, 2017 to deliver school supplies to students whose homes sustained severe damages in recent storms. At least 23 students were identified by the institution as being in need of assistance. During the presentation to the general assembly, the team sought to raise awareness of the profession, which is responsible for the sterilization of patient care items and surgical instruments. The importance of proper hand hygiene was also emphasized during the exercise. Representatives from Turks and Caicos Islands Hospital have conducted nearly a dozen school visits throughout the year. These learning institutions include public and private schools. The second full week of October is dedicated to the work performed in Medical Device Reprocessing Departments across the world, and its importance to health care delivery.

Demond Lightbourne of TCI first in the Caribbean to receive the “Golden Keys” By Todeline Defralien Concierge Supervisor, Mr. Demond Lightbourne of Seven Stars Resort continues to strive for excellence as he recently became the first in the Caribbean to receive the “Golden Keys”. Earlier this year Mr. Lightbourne was selected to pursue being a part of the Golden Keys Society, the highest society for the Concierge Department. He traveled to London for two weeks, interned at a Five Star Resort and had an interview with the society which he passed with flying colours and earned himself the “Golden Keys”. The Society of the Golden Keys of Great Britain and the Commonwealth aims are to develop friendship amongst concierges and to help develop a network of contacts in the hotel fraternity. Lightbourne said, “I got the email right after Hurricane Maria and the Resort was trying to decide whether or not it was feasible to send me and I told them that I was willing to go and I did. I went for three days. I took a flight from here to Miami, and Miami to London and on the 5th of October there was a ceremony which I accepted my keys which I am very proud of.” He added: “I had an interview with the “Golden Keys” Society and once finished I was given a month or two months. They were going to bring my name forth to the Society and allow members to object if they felt like I didn’t pass the test. Basically what it is, you have to have at least five years experience and you have to go through the interview process where they ask
you numerous questions one after the other about being a Concierge, about your hotel, about your island. You have to know all the new trends, so it is basically just making that you are abreast of everything that is going on.” When asked how he feels to be the first person in the Caribbean to accept this award, Lightbourne said, “It is very humbling. I have to say because at the end of the day what I try to tell my colleagues is that you have to make yourself a brand. You have to work hard and put that dedication into your work because at the end of the day you’re not just representing the resort or the company you work for, you represent yourself, you represent your family and you represent Turks and Caicos. Nine poachers caught and charged by Police N
ine poachers who were caught in the Turks and Caicos Islands waters pleaded guilty to using an unlicensed vessel for commercial fishing and taking marine products without a license They are expected to be sentenced on Tuesday 17th October 2017. According to police, around 6.10 p.m., Friday 6th October 2017 a vessel (Sea Pursuit) from the RT&CIPF Marine Division was at sea, south of White Cay, when they found a number of vessels, one of which was stopped and boarded by the crew of the Sea Pursuit. This vessel, approximately 45 feet in length was named ‘MV Yaniret’. Having boarded the vessel and carried out initial enquiries, the boat and the fish on board were seized and the nine crew detained for fishing illegally within the Fisheries Limits of the Turks and Caicos Islands. The vessel and crew were escorted to Providenciales and following an investigation as to the circumstances of the MV Yaniret’s presence within the Fisheries Limits of the TCI by the RT&CIPF all of the persons were arrested.

‘Operation feed the People’ programme serves over 500 persons in Providenciales By Todeline Defralien The Good Neighbours Purse - GNP Network TCI, in collaboration with the Department of Disaster Management and Emergencies (DDME TCI), conducted a Massive Feeding Program titled “Operation Feed The People” last week Saturday October 7th, 2017 which took place in Butterfield Square, Downtown, Providenciales. The purpose of this initiative was to give back to those persons/ families that were affected by the very dangerous category 5 hurricane Irma that hit the Turks and Caicos Islands in September. During this program over 500 persons in Providenciales received hot food, clothes, drinks, snacks, Lots of give aways and take aways as this very generous program was able to feed up to 1,000 persons in Providenciales.
Apostle Kenneth Chukwu who is President and Chairman of The Good Neighbours Purse - GNP Network told the SUN, “As the name says we are our neighbours, brothers and sisters keepers and we’ve been in the community since 2008 when I came here from Nigeria. I wanted to do what I was doing in Nigeria which is feeding the people. As a result of Hurricane Irma I begun to move into the communities to help people I saw how hungry they were, some are desperate for food and desperate for help so God told me to do something big and bring all the restaurants, all the supermarkets together so that they can contribute to give the people hope and put a smile on their faces.” Chukwu added: “When I go out I see depression, even those who had electric stove before, after the hurricane they have no power so they don’t have food and now they have to go back to the olden days of cooking
with wood and coal and sometimes it is not easy. God told me if it’s just a lunch or breakfast or dinner it will make a difference, so I begun to talk to my friends who have been supporting me for years and shared the idea and they all came on board to make this happen.” “When I came here in 2008 I saw a vision I had to leave my wife, my children and they thought that I was crazy because I did not know where I was going, but I told them God called me internationally to be a missionary so I left them behind. When I got here God helped me and opened the doors for me. I became a Pastor at the Faith Tabernacle Church Of God, Dr. Butterfield and his wife the late Rosita Butterfield took me in, fed me, took care of me, give me a place to stay and have been supporting me all these years and they have allowed me to go into the community to do what God called me
to do because I saw it in the vision,” he explained. Chukwu stated that he is only carrying out God’s proposal because God put a love of this island into his heart and to help the people of this country. Chukwu thanks everyone that came on board with the initiative to make a difference in the lives of people that were affected by the passage of hurricane Irma. The Pap Test Why Is It Necessary?
By Dr. Marsha Barnett Ever so often a female will be seen for a routine medical examination and a pap test is recommended. Many women question the necessity of testing whether it be because they are no longer sexually active, they are no longer in their reproductive years, or they have never done one and are afraid of the test or what it may find. However, for the majority of women, a pap smear is a small inconvenience to screen for a potentially large problem. The pap is a test used to screen for abnormal or cancerous cells on the cervix. The cervix is at the lower part of the uterus that connects to the vagina. The test is done in a doctor’s office where cells from the cervix are collected and sent to the lab for examination under a microscope. How Does Cervical Cancer Develop? The vast majority of cervical cancer is related to a virus called human papilloma virus, HPV. This virus is usually transmitted via close sexual contact and unprotected intercourse. HPV is thought to be the most common sexually transmitted infection. It is believed that 1 in 4 Americans are infected with the virus at any given time. However, 90% of
persons who come in contact with the virus are able to mount a sufficient immune response and clear it from their bodies within 2 years without any ill effect. For reasons not completely understood, the virus remains in some persons and induces changes in the cells of the cervix which can lead to cervical cancer. It is thought that there is usually a lag of years between when the virus is contracted and the cancer develops. Therefore, you can develop cervical cancer years after you have stopped being sexually active. Because these abnormal cells don’t usually cause any signs or symptoms and cervical cancer presents with signs late in the disease, screening to ensure early detection is vital. Who Really Needs A Pap Test? You and your doctor can decide when it’s time for you to begin Pap testing and how often you should have the test. In general, doctors recommend beginning Pap testing at age 21 and it is routinely done at least every 3 years. The HPV virus can be tested for at the same time the Pap test is being done. If you have certain risk factors, such as a past diagnosis of cervical cancer, being a smoker or having a weakened immune system your doctor
may recommend more-frequent pap smears. In certain situations, a woman and her doctor may decide to end pap testing, such as after a total hysterectomy (removal of the womb and cervix) or if you are over 65, have tested regularly throughout your lifetime and never had an abnormal pap smear and are no longer sexually active. The Dreaded Results

Young adults up to the age of 26 may also qualify for immunization, thereby dramatically reducing the risk of developing cervical and other cancers such as penile and anal cancer. Worldwide, cervical cancer is both the fourth-most common cause of cancer and cancer related deaths in women. About 70% of cervical cancers occur in developing countries because screening is less widely available. In countries where pap smears become routine for most women, the incidence of cervical cancer and related deaths diminish dramatically.
If no abnormal cells have been found, continue to do your routine testing as agreed on by you and your doctor. If abnormal cells are found, in most cases, the cells are removed and cancer development aborted. There are multiple treatment options which are minimally invasive, do not require hospital admission and offer a cure. Turks And Caicos Forum- Failures Of The Administering Power In The Turks And Caicos Islands Presented to UNITED NATIONS FOURTH COMMITTEE on October 3, 2017 by Benjamin Roberts on behalf of Turks and Caicos Forum TC Forum Presentation to United Nations Fourth Committee on Decolonization Introduction: Mr. Chairman, Members of the Decolonization Committee, and fellow Petitioners, I am Benjamin Roberts of the Turks & Caicos Forum (TC Forum), and it gives me much satisfaction to have this opportunity to petition this Committee on matters related to my home of Turks & Caicos. While I think the allotted time of 4 minutes is woefully inadequate for serious input on the important issues regarding Turks & Caicos I will attempt, with the Chair and Committee’s indulgence, to illuminate the situation in these Islands. I assume everyone watches the news, so I should not have to tell anyone that, Turks & Caicos was last month, devastated by not one, but two of the most powerful category hurricanes in decade, within a fortnight of each other. Homes and businesses in three Islands in this group Salt Cay, South Caicos, and Grand Turk suffered 90%, 85%, and 75% damage respectively. Many roofs on homes have been ripped off, severely damaged, and in a high number of cases the home is totally demolished and unlivable. There is widespread loss and dislocation, with acute shortage of food and water. Hotels and other Tourism enterprises, one of the largest employment sectors in these Islands, have closed and are only slowly resurrecting themselves from the after effects of these hurricanes.

On August 15, 1985 the Special Committee at its 1293rd meeting in item 8 states that it ‘Urges the Administering Powers and other Member States to ensure that the activities of foreign economic and other interest in colonial Territories do not run counter to the interest of the inhabitants of those Territories and do not impede the implementation of the Declaration’ The matters in the Turks and Caicos regarding mortgages, employment and the granting of permanent residency status, falls squarely within the sphere of the concerns articulated in item 8 above. In this regard we request that this Committee demand of your member state the United Kingdom that it fully discharge its obligations under the various UN Charters and Resolutions in regard to the non-selfgoverning Territory of the Turks and Caicos Islands. We further request that this Committee advance a Separate Resolution on the Issue of the Turks and Caicos Islands as its matters of concern are dire and immediate and thus require a greater level of effort than has previously been afforded it. Sailrock Makes Special Delivery To Calvary Christian School! On October 11th 2017, students of Cavalry Christian were all smiles after receiving back-to-school packages from Sailrock Resort. Over sixty backpacks filled with composition books, pens, pencils, pencil cases and pencil sharpers were delivered by representatives of the South Caicosbased luxury resort, ensuring that every student at Calvary Christian School has the needed supplies to excel with their educational objectives during the coming school year. Students and teachers from Calvary Christian School were excited and grateful for the donations. Principal Sharon Minnott of Christian Calvary School commented on the donations stating, “We are delighted to welcome the Sailrock group who came
to deliver backpacks filled with school essentials. All of the children and teachers were happy to receive these practical gifts.” Principal Minnott expressed gratitude and appreciation for the gifts including the air condition units donated by Sailrock earlier this year. “We are extremely thankful for all of the donations that Sailrock has made to Calvary Christian,” added Principal Minnott. 17 employees of JetBlue & TCA Handling graduates from training program O
n Saturday October 7th, 2017, 17 out of 20 JetBlue & TCA Handling employees graduated from their training program that takes place every year. The purpose of this training process is to prepare their employees to be fully equipped to represent both companies. Mary Brown was the initial instructor\ trainer for this year. During the graduation ceremony, HR Manager for TCA Handling Denise Westcarr told the SUN, “TCA Handling have just required a contract to be the ground handlers for JetBlue and we have to hire staff, so we went through a series of interviews and what you see here is the end
results. This is something that JetBlue does in the initial training of their selected employees. They do have recurring training that they have to do throughout their employment just to keep them abreast of what’s happening and with changes that come up in the organization. Due to the hurricane we had a lot of setbacks, however we brought a trainer in and she trained these staff to now be fully equipped to go out and represent TCA Handling and JetBlue.” Usually this intense training takes two weeks (14) days but with the commitment and determination to showing their capabilities, the students\
employees were able to complete the training process in ten days. Westcarr added: “I never expected any less. We knew what we had and they are all Turks and Caicos Islanders and it shows that they are still good local persons who still desire to work and all they need is a fair opportunity for their potential to be realized and here today is a testament of that.” Laurwanda Rigby Customer Service Agent for TCA Handling who specializes for JetBlue was the top students at this year’s training program. Get Out- Bahamian PM gives illegals deadline to leave the country
ILLEGAL migrants in the Bahamas must leave the country by December 31, 2017, Prime Minister Dr Hubert Minnis declared, as he warned an aggressive pursuit and deportation will be the fate of anyone who does not comply. According to the Tribune newspaper, speaking in the House of Assembly, the prime minister underscored that the deadline applied to all nationalities, adding that Bahamians and residents who also employ these illegal persons have the same timeline by which to either regularize them or cease employment. He stressed that people who employ illegal migrants after this time will be prosecuted, and implored Department of Immigration officials to execute their duties in a professional and humane manner. “We must be a country that abides by the rule of law,” Dr Minnis said during the wrap up of a resolution thanking Governor General Dame Marguerite Pindling for reading the Speech from Throne in May. “Those migrants who are here illegally must leave by December 31, 2017. After which period they will be aggressively pursued and deported. This applies to all nationalities. “Those Bahamians and residents who employ illegal migrants have until December 31, 2017 to regularise these individuals or to stop employing them. “I implore Immigration Officers to execute their duties in a professional and humane manner. “Those who illegally employ such migrants are legally liable and they will be prosecuted. We must be a country of law and order.” Earlier in his address to Parliament, Dr Minnis said illegal migration was a “vexing” problem, which his administration intended to continually address.

We will also continue to grant citizenships to those who are legally entitled.” “I don’t think people understand what it is like when you are legally entitled to citizenship but you do not have the proper documents. “As others pointed out you cannot open a bank account you cannot travel. You have difficulty entering the university of the Bahamas to finish your education. You are faced with a no man’s land. Until you live it you don’t understand,” Dr Minnis said. Last month, Dr Minnis said an independent board would be established to review applications for citizenship to ensure politicians are
not able to abuse the process by which citizenship is granted. In November 2014, the Christie administration faced fierce criticism over the introduction of a stricter immigration policy. It required every non-Bahamian to have a passport of his or her nationality among other things. Months later, the government said every child of foreign parents would need a student permit to attend school. During his address to colleagues yesterday, Dr Minnis went on to suggest the Progressive Liberal Party had been the root cause of crime in the country. He said his administration intended to prosecute corrupt practises. He said: “The Progressive Liberal Party has a complicated legacy. It led The Bahamas to majority rule and independence. It was once the compelling voice against forces who denied the dignity of the majority of our people. “However, soon after taking power the PLP was seduced by the narcotic of
unbridled power. They forgot that they ruled on behalf of the people. Deals were made to make PLPs rich. Policy was advanced to ensure PLP influence crept into every sector of our economy and society. “The public service was stacked with political appointees who did not need to work in order to get ahead. Loyalty to ‘the chief ’ was what was important. It did not matter if you came to your government job on time. It did not matter if you showed up at all. When you did turn up, you could run your own business out of the state’s offices. One could use government supplies and equipment at will. The PLP looked the other way. It was primarily concerned with getting rich. Many standards fell dramatically. Our culture was harmed.” “Some of them got in bed with international drug traffickers who were allowed to set up shop on our islands shipping untold millions of dollars’ worth of poison to North America. Some of the poison stayed here bringing ruin to many young and promising Bahamians. Some PLPs got extremely rich in this illicit trade. “The PLP at the highest levels turned a blind eye to this cauldron of drugs and corruption, and its devastating affect on our children, on our values and on our good name as a country. “Many Bahamians developed the misguided view that hard work was not needed to succeed. Fast money was what was sought. Again, standards fell. Our culture was degraded. Much of our social fabric was ripped apart.’ “The party that was charged with making this nation great perverted it. Today our streets are violent. Our education standards are low. Corruption is a way of life for too many, especially those who have gotten away with their corrupt ways for decades.

Gang members in Barbados could face up to 25 years in prison, warns AG Attorney General and Minister of Home Affairs Adriel Brathwaite today served notice that it could soon be an offence punishable under the laws of Barbados for persons to be associated with criminal gangs. Speaking to reporters on the sidelines of a National Consultation on Crime and Violence, Brathwaite said Government was preparing to take to Parliament in the coming weeks promised Anti-Gang legislation, which gives the judiciary the power to sentence gang leaders and members to lengthy jail terms of 20 years or more. Cost of citizenship in Antigua reduced to US$100, 000
Antigua Prime Minister Gaston Browne The cost for Antigua and Barbuda’s citizenship under the National Development Fund (NDF) has been reduced to US $100,000. The previous price was US $200,000. The announcement was made by Prime Minister Gaston Browne who was speaking in parliament Thursday morning. He said the Citizenship by Investment Programme (CIP) has been doing poorly this year. According to the prime minister, over the last two months, there have only been three applications under the NDF. This means that during that time, the NDF option only generated US $600,000 in revenue. Browne said other countries such as Dominica have
been doing extremely well with an NDF option price at US $100,000 – so Antigua and Barbuda will now do the same. He added that Dominica’s NDF makes $50 million per month. For Antigua and Barbuda, the real estate option will remain priced at US $400,000 and the Business investment option will remain at US $ 1.5 million. The Prime Minister said the 50 percent price reduction for citizenship under the NDF is necessary to earn revenue to rebuild Barbuda. St. Kitts and Nevis recently reduced the price for its citizenship by creating a Hurricane Relief Fund under its CIP where an applicant can get citizenship for US $150, 000.

However, he said this authority would be expanded in the coming weeks to include powers to cordon off areas and search homes if necessary, under controlled circumstances, taking into account the fundamental rights of citizens and rights to property.

Haiti Opposition parties demand resignation of President Moise PORT AU PRINCE, Haiti– Opposition parties Tuesday announced the start of four days of demonstrations in support of their calls for President Jovenel Moise to step down from office, less than a year after he was sworn into the post. Michel André, one of the spokespersons for the opposition coalition, said that the demonstration against the policies of the Moise administration will not stop despite the arrest over the last weekend of several supporters. He said demonstrations will now take place on Tuesday, Thursday, Saturday and next week Tuesday to demand the resignation of President Moïse.
Members of the opposition parties, including several legislators, last weekend visited at least 40 demonstrators who were detained by police following yet another day of protest against the government’s 2018 national budget in several provisional towns and the capital. André said that opposition parties were calling for the “immediate and unconditional” release of the demonstrators who are being held at the National Penitentiary, calling them political prisoners. There have been several demonstrations against the measures contained in the budget that has been approved by both houses of Parliament.

Hurricane battered Caribbean countries still optimistic about the future ST. GEORGE’S, Grenada – A number of Caribbean countries remain optimistic about their tourism product despite the infrastructural challenges posed by the recent passage of three hurricanes. On the eve of the opening of the Caribbean Tourism Organization’s State of the Industry Conference (SOTIC) here, at least five of the countries making presentations to the regional and international media – The Bahamas, Anguilla, The British Virgin Islands, St. Maarten and St. Martin – were seriously affected by Hurricanes Irma, Jose and Maria that swept through the Lesser Antilles last month, killing scores of people and leaving damage estimated at billions of dollars.. Head of the St. Maarten’s Tourist Bureau, Ronaldo Brison, said that the sector lost 70 per cent of its hotel stock when the Category 5 Hurricane Irma hit the island it shares with St. Martin. The Princess Juliana airport which was severely damaged is scheduled to re-open on Tuesday and Brison said its services will be very limited in the initial stages. “The airport is going to be functioning in a much more limited capacity; it’s not going to be in full airconditioned business. “We are going to have a certain section which we know as the D-gates…that is going to be available to passengers; but we are also going

The Bahamas which had the misfortune of being hit by Hurricanes Irma, Jose and Maria – within weeks of each other – said it has had a dampened season so far. country Grenada is projecting an almost 30 per cent increase in cruise arrivals. Chief Executive Officer at the Grenada Tourism Authority, Patricia Maher, said the change in the cruise ship itinerary had become necessary because of the devastation at some of the northern ports of call. As a result Grenada will receive 28 new ships calls this season. “Our cruise season is showing growth for the coming winter season. We had already projected growth of 27 per cent over the last cruise season… so we’re already looking good. “But as you can imagine as a result of the itinerary changes now to the destination, to the region, we are actually going to see an increase of passengers to Grenada this season.” Maher said the change in the itinerary has also forced the organizers of the Royal Oceans Racing Club’s transatlantic race to change their completion venue from Virgin Gorda to Grenada. The race will start at the Marina Lanzarote in the Canarie Islands on November 25th and the first yacht is expected to arrive in Grenada by mid-December. Grenada is also expecting an increase in stay over visitors as it is preparing to increase its room stock by 26 per cent from 1,500 hotel rooms to 1,890. The Chief Executive Officer of the Barbados Tourism Marketing Inc., Billy Griffith, said Barbados’ 2017
tourism season has been strong so far adding that “the island is reporting growth in both arrival numbers and visitor expenditure. “Arrivals to Barbados between January and August 2017 stood at 453,645, up 7.4 per cent over the same period in 2016, with the U.S. and Canada recording the highest growth at 16.4 and 12.1 per cent respectively.” Griffith also disclosed that “cruise arrivals grew by 20.3 per cent between January and August, compared to the same period in 2016, from a total of 323 cruise calls.” Griffith said an exit survey conducted by the Barbados-based Caribbean Tourism Organization showed that visitor expenditure between January and June stood at US$587.7 million, up 5.3 per cent compared to US$556.6 million for the same period in 2016. This will be the third consecutive year that Barbados has seen increase in stay-over visitor arrivals and Griffith said the reasons for the increase lie in the growth in room stock and airlift. “Investors are confident that Barbados is an island that can grow and they can make money doing hotel tourism projects. So it’s really growth of rooms and its growth of the air capacity; and one follows the other and we see no turn around in the immediate future in that trend,” he added.

Frustrated by Congress, Trump signs order to weaken Obamacare
WASHINGTON - President Donald Trump on Thursday signed an order to make it easier for Americans to buy bare-bones health insurance plans, using his presidential powers to undermine Obamacare after fellow Republicans in Congress failed to repeal the 2010 law. Trump issued the executive order aimed at letting small businesses band together across state lines to buy cheaper, less regulated health plans for their employees with fewer benefits. Such new insurance options, however, may not be available until 2019, and the order could face legal challenges from Democratic state attorneys general. It was Trump’s most concrete step to undo Obamacare since he took office in January promising to dismantle Democratic former President Barack Obama’s signature domestic policy achievement. Senate Democratic leader Chuck Schumer accused Trump of “using a wrecking ball to singlehandedly rip apart our healthcare system.” Republicans call Obamacare, which extended health insurance to 20 million people, a government intrusion into Americans’ healthcare, and have been promising for seven years to scrap it. Trump’s order aims to give people more access to cheaper plans, which do not cover essential health benefits such as maternity and newborn care, prescription drugs, and mental health and addiction treatment. Obamacare, known formally as the Affordable Care Act, requires most small business and individual health plans to cover those benefits. “DESTROYING EVERYTHING” “The cost of the Obamacare has been so outrageous, it is absolutely destroying everything in its wake,” Trump said at a White House signing ceremony. Trump’s order was aimed at making it easier for small businesses to join together as associations across state lines. Unlike large employers that can create their own health plans because their work forces are big enough to spread risk - mitigating the effect of individuals with serious illnesses - small employers have few options to offer reasonably priced health coverage. Allowing small employers to band together in associations is meant to give them options similar to larger companies. The White House also said the associations would give employers more leverage to negotiate with insurance companies in purchasing health insurance plans for employees. Some of the business groups that the order is aimed at, including franchise organizations and retailers - which generally have large number of hourly employees - said they are interested and want to be part of the rule-making process at the Department of Labor, but cautioned that there are many details to tackle. It’s not something we’ll be able to open a suitcase tomorrow and be in business with. There are a lot of issues to be worked out and to consider,” said Neil Trautwein, vice president of health care policy at the National Retail Federation. A spokesman for the National Federation of Independent Business, the largest smallbusiness association in the country, said it would be watching to see “how the regulatory architecture develops” and make a determination in the future. Small businesses have been among the biggest critics of Obamacare. The order also sought to change an Obama-era limit on the time span that people can use short-term health insurance plans, which are cheaper but cover few medical benefits. Those plans are currently limited to three months.

Hundreds missing, 29 dead in California wildfires as crews gain ground

Firefighters began to gain ground on Thursday against wildfires that have killed at least 29 people in Northern California and left hundreds missing in the chaos of mass evacuations in the heart of the state’s wine country. The latest casualty figures, revised upward by six fatalities on Thursday, marked the greatest loss life from a single California wildfire event in 84 years. With 3,500 homes and businesses incinerated, the socalled North Bay fires also rank among the most destructive in state history. The fires have scorched more than 190,000 acres (77,000 hectares), an area nearly the size of New York City, reducing whole neighborhoods in the city of Santa Rosa to gray ash and smoldering ruins dotted with charred trees and burned-out cars. The official cause of the disaster was under investigation, but officials said power lines toppled by gale-force winds on Sunday night may have sparked the conflagration. A resurgence of extreme wind conditions that had been forecast for Wednesday night and early Thursday failed to materialize, giving fire crews a chance to start carving containment lines around the perimeter of some of the blazes. But fierce winds were expected to return across much of
the state as early as Friday night, and a force of 8,000 firefighters in Northern California were racing to reinforce and extend buffer lines before then, officials said. Despite progress, fire crews remained “a long way from being out of the woods,” Ken Pimlott, director of the California Department of Forestry and Fire Protection (Cal Fire), told reporters in Sacramento, the state capital. Mark Ghilarducci, state director of emergency services, added that: “We are not even close to being out of this emergency.” Authorities have warned that the death toll from the spate of more than 20 fires raging across eight counties for a fourth day could climb higher, with more than 400 people in Sonoma County alone still listed as missing. ‘YOU ARE ON YOUR OWN’ One of greatest immediate threats to population centers continued to be in the Napa Valley town of Calistoga, whose 5,000-plus residents were ordered from their homes on Wednesday night as winds picked up and fire crept closer. He added that recovery teams would begin searching ruins with cadaver dogs. As many as 900 missingpersons reports had been filed in Sonoma County, although 437 have since turned up safe, Giordano said. It remained unclear how many of the 463 still listed as unaccounted for are actual fire victims rather than evacuees who failed to alert authorities after fleeing their homes, he said. “The best we can pray for is that they haven’t checked in,” emergency operations spokeswoman Jennifer Larocque told Reuters.

Sports car maker Aston Martin counts on an SUV to drive its future DETROIT - The arrival of Aston Martin’s DBX sport utility vehicle in 2019 could help more than double sales of the British sports car maker by early next decade, its chief executive told Reuters. The company’s entry into the fast-growing super-premium SUV market “absolutely changes the business,” Andy Palmer said in an interview in the United States. It could boost sales to as many as 12,000 vehicles a year by early in the next decade, more than double the roughly 5,000 sports cars the company expects to sell globally this year, he forecast. Aston Martin’s previous peak sales year was 2007, when it sold 7,300 cars just before the financial crisis. Palmer said U.S. sales could reach about 1,300 cars this year, propelled by the new DB11 model. “I am not claiming success,” he said. said. “The levy will not be a new tax on social media.” It likened the proposed levy to an existing one paid on a voluntary basis by the gambling sector to fund charitable work. Social media firms have typically been exempt from regulatory fees that can apply to communication services. Trauma can cause heart trouble for women
A Woman being examined Trauma may be more than psychologically damaging for women: New research suggests it also could boost their chances of heart trouble. Close to 300 nonsmoking women who were approaching or were past menopause were analyzed in the new study. They were asked about their life history of traumatic experiences such as sexual harassment, death of a child, being in a car crash, surviving a natural disaster, or being beaten or mugged. Women who reported three or more traumatic experiences had poorer function of the inner lining of the heart and blood vessels (endothelial function) than those with fewer traumatic experiences. Reduced endothelial function increases the risk of heart disease, the researchers noted. The study was to be presented Wednesday at the North American Menopause Society (NAMS) annual meeting, in Philadelphia.
“These findings underscore the importance of psychosocial factors, such as trauma exposure, in the development of heart disease risk in midlife women,” said study author Rebecca Thurston, from University of Pittsburgh School of Medicine. JoAnn Pinkerton is executive director of NAMS. “Given the large percentage of postmenopausal women affected by heart disease, this is an important study that should remind health care providers of the need to thoroughly discuss a woman’s history beyond simply asking about her physical health,” she said in a NAMS news release. Heart disease is a leading cause of death among women in the United States. Every minute, a woman dies from heart disease, according to the American Heart Association. Until published in a peerreviewed journal, research should be considered preliminary.
Aggressive breast cancer treatment tied to more missed work Many women with earlystage breast cancer have full-time jobs when they’re diagnosed, and they are more likely to miss at least a month of work when they receive aggressive treatment that includes surgery, a U.S. study suggests. The majority of women in the study had surgery - either a lumpectomy that removes malignant tissue while sparing the rest of the breast or a mastectomy that removes the entire breast. Afterwards, many of them also got chemotherapy or radiation to destroy any remaining abnormal cells and reduce the risk of cancer coming back. Women who received the most aggressive treatment - a double mastectomy followed by breast reconstruction surgery - were almost eight times more likely to miss a month or more of work than women who got a lumpectomy, the study found. With a double mastectomy and reconstruction, women were also three times more likely to stop working altogether. “We know that many of the women who are receiving (double) mastectomy do not have advanced tumors that require mastectomy even on the affected side,” said lead study author Dr. Reshma Jagsi of the University of Michigan in Ann Arbor. All of the women had early breast cancer, meaning the tumors had not spread beyond the breast and nearby lymph nodes. Survival odds are generally much better for women diagnosed with these earlystage tumors than for patients with tumors that have metastasized, or spread to other organs in the body. “Many of the women who are considering more aggressive surgery tell me that they are considering this because they want to make sure they will be there for those who depend on them, both at home and at work,” Jagsi said by email. “For most women with early-stage breast cancer, lumpectomy with radiation therapy is an option, will yield equivalent overall survival to mastectomy, and will actually be less likely to disrupt
their ability to be there for others.” For the study, researchers examined data on 1,006 working women diagnosed with early-stage breast cancer in 2014 and 2015. Overall, 84 percent were working full-time before their diagnosis, but only half of them had paid sick leave and just 38 percent had disability benefits. When women got chemotherapy, they were 30 percent more likely to miss at least a month of work than when they didn’t receive these drugs, the study found. Chemotherapy was also associated with roughly four times the odds that women would stop work altogether. Because the vast majority of women diagnosed with breast cancer can be cured, and because more aggressive care doesn’t necessarily improve survival odds, it makes sense for patients to consider the financial or career impacts of treatment to help decide what makes sense for them, said Dr. Michael Hassett of the Dana-Farber Cancer Institute and Harvard Medical School in Boston. “Women should start by figuring out what treatment has the best chance of curing their cancer,” Hassett, who wasn’t involved in the study, said by email. “If more than one effective treatment exists, then patients should look for the treatment option that has the least impact on employment or whatever is most relevant to her.” Too often, discussions women have with their doctors about the best treatment options don’t include a conversation about the employment impact, said Dr. Benjamin Smith, of the University of Texas MD Anderson Cancer Center in Houston. “This needs to change,” Smith, who wasn’t involved in the study, said by email. “Patients need to understand how their choices may influence their employment, and patients need assistance to help ensure their treatment choices are truly shared decisions that weigh the potential employment impact of given treatment options.”
Child and teen obesity soars tenfold worldwide in 40 years: WHO report GENEVA The number of obese children and adolescents worldwide has jumped tenfold in the past 40 years and the rise is accelerating in low- and middle-income countries, especially in Asia, a major study said. Childhood and teen obesity rates have leveled off in the United States, northwestern Europe and other rich countries, but remain “unacceptably high” there, researchers at Imperial College London and the World Health Organization (WHO) said.
“Over 40 years we have gone from about 11 million to a more than tenfold increase to over 120 million obese children and adolescents throughout the world,” lead author Majid Ezzati of Imperial’s School of Public Health, told a news conference. This means that nearly 8 percent of boys and nearly 6 percent of girls worldwide were obese in 2016, against less than one percent for both sexes in 1975. An additional 213 million children aged 5-19 were overweight last year, but fell below the threshold for obesity,
according to the largest ever study, based on height and weight measurements of 129 million people. The researchers called for better nutrition at home and at school, and more physical exercise to prevent a generation from becoming adults at greater risk of diabetes, heart disease and cancers due to excessive weight. Clear food labels on salt, sugar and fat content are needed to help consumers make “healthy choices”, the study said. Taxation and tough
restrictions on marketing of junk food should be considered, it said. WHO has already recommended a 20 percent tax on sugary drinks to reduce consumption. RAPID TRANSITION South Africa, Egypt and Mexico which had “very low levels of obesity four decades ago” now have among the high rates of obesity in girls, between 20-25 percent, Ezzati said. “The experience of east Asia and Latin America and the Caribbean show that the
transition from underweight to overweight and obesity can be rapid,” the study said. If current trends continue, in 2022 there will be more obese children and teenagers worldwide than underweight ones, who now number 192 million, half of them in India, the study said. had the highest rates of child obesity last year, 25.4 percent in girls and 22.4 percent in boys, followed by “the high-income English-speaking region” that includes the United States, Canada, Australia, New Zealand, Ireland and Britain.

Rapper Nelly arrested on sexual assault allegation
LOS ANGELES Grammy-winning rapper Nelly was arrested near Seattle early on Saturday after a woman accused him of sexually assaulting her on a tour bus, police said. The woman dialed 911 to report the sexual assault had occurred when the bus was parked at a shopping center in Auburn, which is less than 20 miles (32 km) south of Seattle, local police said in a statement. Nelly, best-known for the hit songs “Ride Wit Me,” “Hot in Herre” and “Dilemma,” performed at an amphitheater in Auburn on Friday night as part of a tour with country pop group Florida Georgia Line. Patrol officers investigated the woman’s report, and Nelly was arrested before dawn, Auburn police said in the

When the service team from FLOW arrived to South Caicos, Sailrock offered equipment and operators to assist in placing the generator. Cellular service was restored the following day.

Sailrock provided operators and machinery to assist Fortis TCI in the repair of power lines and poles to reestablish power to the community.
The Sailrock water truck and operator distributed fresh water throughout town for several days until the water plant was restored to operational condition.
