TCI Tourism Slow Down By Allie Capron
A
ccording to official reports, growth in the tourism sector was beginning to sag at the beginning of 2017 and has dipped even further after the passage of hurricanes Irma and Maria in September. Arrivals and occupancy for this year’s Thanksgiving season were down compared to last year, confirmed Stacy Cox, Executive Director of Turks and Caicos Hotel and Tourism Association (TCHTA). As a result, there is a strong possibility that this year’s winter turnout will also be down as well. Nevertheless, Cox remains watchfully hopeful about the winter season and beyond, noting that there are many possible contributing factors for this year’s decline. “The slight decrease we experienced at the start of the year can be attributed to many different reasons,” Cox explained. “The US economy is a major one. We also know that we had several unfortunate situations involving tourists direct here. We had the Zka outbreak last year as well. So it’s hard to pinpoint what exactly contributed to the slight decline this year. What I can tell you is that coming into the festive season, bookings are good. There are still hotels with one or two pockets of availability where we would have been 100% booked normally but that’s expected. increasingly short notice. People used to book as far ahead as 3 years in advance but now it’s as if people are just waking up and saying: I’m going to Turks and Caicos. So with that in mind, it’s possible that those pockets of availability will fill up in the next two weeks or so.” Cox further explained that low air arrivals don’t always directly correlate to low hotel bookings. Air arrivals encompass all traffic to our islands, including hotel stays, Airbnbs, villas and VRBOs. Thus, it is important to make the distinction between arrival statistics and actual hotel statistics. In June this year, the Turks and Caicos Islands Tourist Board reported that air arrivals to the Turks

Travel officials have been working tirelessly to separate the Turks and Caicos from the devastation narrative that has encompassed much of the Caribbean following the latest hurricane season. As the country continues to re-build and visitor confidence is restored, TCI tourist performance will return to its glory days. Cox remains cautiously
optimistic about the tourism turnout for 2018. “We wouldn’t usually have certain events on our docket but now it’s important that we go and make our rounds at luxury travel events and make it known that we are back in business,” Cox said. “In the Turks and Caicos, all things considered, we’re in an extremely good position. Many of
our compsets like Anguilla, British Virgin Islands, US Virgin Islands and Puerto Rico to a certain extent are all pretty much down for the next 6 months to 9 months, causing compression in the market which we anticipate will work in our favor. The number of people that visited us during the Thanksgiving season are now posting about their time here on
social media. And those that come for Christmas will do the same. This is another strong way to separate TCI from the devastation narrative. It speaks directly to the consumers and convinces them more swiftly than most other methods, reminding them that we are still a viable option for travel.”

Derek Been appointed new Director of Immigration Mr. Derek Been is the new Director of Immigration within the Ministry of Border Control and Employment Services. Mr. Been who officially took up the post on Wednesday, November 15th, 2017, holds a Post Graduate Degree from the University of Leicester Business School and previously dedicated over 10 years to the Turks and Caicos Islands Civil Service where he served as the former Under Secretary in the Ministry of Tourism, Communication and Immigration from 1999 – 2004; as the Permanent Secretary in the Ministry of Home Affairs from 2006-2009 and as the Permanent Secretary in the Ministry of Works, Utilities and Housing from 2009-2010, before taking up the post of Deputy Director of the Turks and Caicos Islands Ports Authority from 2010-2016. During his tenure in government Mr. Been had the opportunity to assist in a number of key projects including the construction of the North and Middle Caicos Causeway, Leeward Highway, the introduction of the Ports Authority, the Public Works Change Initiative, the Blue Ribbon Commission and several other key projects. Mr. Been is a civic leader having dedicated many years of service to the Boys Scouts where he serves as the Leader of the Grand Turk Division and is a member of the Turks and Caicos National Museum. He is also the founder and webmaster of Grand Turk Events which seeks to bring awareness to community events on the island of Grand Turk.

Pine Tree Lore and Traditions
December 2017 marks the second annual Caicos Pine Awareness week, where we celebrate the National Tree of the Turks & Caicos Islands, the Caicos pine Pinuscaribaeavar. bahamensis. December is an important month for pine trees around the world. In early European traditions, pines, as evergreen trees lush throughout the winter, were cut as decorations for Winter Solstice. This tradition was later adopted for use as what we now call Christmas trees. When Caicos pine was plentiful up to 15 years ago, Caicos pines were still cut in the pine yard to use as community Christmas trees – but with their scarcity this has been halted, at least until the numbers of healthy pine are once again high. However, Christmas trees have a darker link to the Caicos pine: As the
pine tortoise scale insect only feeds on true pine, and true pines were only imported into Turks and Caicos for use as Christmas trees, this is the only likely route of the insect’s arrival into TCI. A second pine pest, the Mediterranean black aphid, arrived in TCI later, and is also very commonly found on cut live Christmas trees. Currently, there is a ban on the importation of true pine, due to the risk of more pests arriving. Aside from Christmas trees, Caicos pine has been intrinsically linked to the culture, history, and development of the Turks and Caicos Islands, and most especially to the survival of the people. Prior to 1960, most house rafters, window and door frames, and floorboards were Caicos pine cut from the pine yards of Middle and North Caicos. The Caicos sloop, vital for

Pine trunks were shipped to the Salt Islands to serve as fence posts and the first power line poles in the islands. Pine pitch was made for use in sealing boats and for candles, and pine heartwood was used to start fires. The pine yard itself was an important source of food and drink for people (in the form of various berries, such as thatch berries for eating or for making wine; and for farming) and for animals (the same palm fruit was fed to hogs to fatten them). Countless bush medicines were extracted from the Pine yard, and land crab was caught there. Finally, Caicos pine trunks were used in making lime kilns to produce locally-made cement for building rock houses. Older rock houses have mortar that is studded with the unmistakable
remnants of pine charcoal. It is the many uses of Caicos pine, which spread throughout the Turks and Caicos Islands, that led to the species being named TCI’s National Tree. While the tradition of venturing into the pine yard for food and building materials is largely gone, new traditions can emerge. DECR began in 2016 augmenting the Kew, North Caicos Christmas Tree Lighting Ceremony with live planted Caicos pines decorated with solar Christmas lights. These trees, growing permanently on the grounds of the DECR Field Office at the five-road roundabout in Kew, will be decorated annually for the community. As they grow, so will the ceremony – with large, beautiful, native Christmas trees which also happen to be the Turks and Caicos Islands’ National Tree!

Stacy Cox promoted to CEO of Turks & Caicos Hotel and Tourism Association The Turks & Caicos Hotel and Tourism Association (TCHTA) today announced that Stacy Cox has ascended to the role of CEO of the organization as of September 2017. The transition to CEO formalizes much of the responsibility that Cox has already progressively adopted. Cox represents the membership of TCHTA on matters affecting the tourism and hospitality industry, both locally and internationally, including advocacy issues and marketing initiatives, which help build a sustainable tourism product through awareness, outreach and educational programs. She also serves as the key liaison to the Caribbean Hotel and Tourism Association (CHTA) and the current President of its Caribbean Society of Hotel Association Executives (CSHAE). “I’m honored to receive this promotion,” said Cox. “And I am excited to lead the Turks & Caicos Hotel and Tourism Association forward, continuing our efforts to accomplish key objectives on behalf of our members and by extension the destination’s hospitality and tourism industry.” Cox joined the TCHTA as Association Executive in September 2011 and was later promoted to Executive Director. A group of about 50 Food & Nutrition and Family & Resource Management Students were hard at work this past November as they prepared for their CXC practical examinations. Due to damages left behind by the passing hurricanes to the school, the Turks & Caicos Collection offered help to allow the students to still be able to carry out their practicals. The students were able to use the kitchen at Salt Bar and Grill as well as a suite at the Blue Haven Resort over a week period. The staff at Blue Haven were excited to have the students and elated over their creations and talent. On behalf of the Turks and Caicos Collection we wish them endeavoured success in their upcoming exams and certainly look forward to working with them in future. Senior Court delivers landmark ruling for Turks and Caicos strata condo owners The TCI’s most senior Court, the Privy Council in London, has delivered a landmark ruling on owners’ rights for condominium strata resorts which has major implications for condominium owners. In dismissing an appeal brought by the owners of a condominium at The Pinnacle in Grace Bay, the Privy Council ruled that strata by-laws, which control strata corporations, may lawfully restrict owners’ use of their property. The legal team for the Pinnacle Strata Corporation which included TCI attorneys Conrad Griffiths, QC, and David Cadman successfully argued during the litigation that strata by-laws may lawfully restrict how an owner may use their property. In the particular case being considered, the by-law prohibited renting for less than 30 days but the ruling is of general importance. The Privy Council also ruled that holiday rentals do not amount to private residential use
of a strata condominium which has important implications for owners whose strata by-laws only permit private use of condominiums. The private owner unsuccessfully argued that condominium owners are free to lease their strata units as they please and that by-law restrictions were unlawful. The Privy Council rejected their arguments. Strata Corporation chairperson, David Knipe, said: “All we ever asked was that they abide by the by-laws which they knew about when they bought their condominium. Sadly, they believed that they could do as they please despite the by-laws. Now they face paying a huge legal bill. The message of this ruling is clear: if you don’t like the restrictions of strata by-laws, don’t buy a strata condominium. This is a major step forward for strata corporations in safeguarding the collective interests of all owners above individual owners’ claimed rights. This certainty will

Kiwanis Annual Christmas tree lighting ceremony highlights The Kiwanis Club of Providenciales hosted their Annual Christmas Tree Lighting on Sunday, December 10th, in Downtown Providenciales. The Annual Kiwanis Christmas Tree Lighting included a concert with performances by local artists, entertainment for all the family and the doling out of 800 gifts by Santa Claus to kids 3-10 years old. For the past several years, a fireworks element has been added to its already rich glamour. This year, Madam President of the Kiwanis Club Michelle Robinson and two kids from the audiences switched the lights on. “We were very happy with the community turn out and the support from our partners who came on aboard every year, IGA, Lashawn Sounds, Got You Covered, Prime DJ’s just to name a few. The Kiwanis motto and mission is to service the kids of our community one child at a time, therefore we try to ensure that during this time each child has an opportunity to get a small token and enjoy the events of the program. Through- out the year we are involve in different activities at different schools,” President of the Kiwanis Club Michelle Robinson told the SUN. She added: “Due to the hurricanes there was a delay in getting our letters requesting assistance out to many of the sponsors of previous years so the donations

Blue Cay Estate celebrates canal opening and raises funds for National Cancer Society The newest residential yachting community in Leeward, The Blue Cay Estate, celebrated the opening of its navigable canal to mark the official launch of the new development on Tuesday, December 12th, 2017. Windward Development Company hosted the pre-Christmas event in one of its completed luxury homes in the presence of representatives of the Turks and Caicos Government, its buyers and members of the Providenciales real estate and business communities. “We have been developing Blue Cay for the past 24 months and are very pleased with the progress to date. The opening of our canal, which forms the centerpiece of the yachting-focused gated community, is a momentous occasion for us as developers and our owners,” says Ivor Stanbrook, CEO of Windward Development. As a part of the evening function, Windward Development commissioned an artist to create a contemporary Blue Cay art collection to help raise funds for the National Cancer Society of TCI. USD 10,000 were raised during the event and
donated to the charity. Kyle Smith, Director of Windward Development Company, says: “The National Cancer Society is very dear to our hearts, continuously doing much needed work in Turks and Caicos, helping families that are affected by the disease. Here are some things you might be able to alter to increase how well you feel whilst reducing how old you look. YOU ARE ALWAYS STRESSED If you are constantly running from one task to the other and never finding time for relaxation, you aren’t only damaging your health in general but it might be showing on your face as well. Several studies show that chronic stress triggers the release of free radicals that damage cells and are responsible for aging. So, pace yourself and find relaxation techniques and activities like meditating, yoga or even deep breathing. Sleep is also integral for good health and rejuvenating the mind and body. Also fight those free radicals with your diet! Increase your intake of vitamins by stocking up on fruits and some vegetables and stay hydrated. YOU SMOKE Cigarettes are full of toxins and release free radicals which harm
the body, teeth and the skin. But not only are these free radicals breaking down your collagen but even the pursing of the lips when taking a puff increases fine lines around the mouth. Good character references couldn’t save Ninjaman from life in prison
ENTERTAINER Ninjaman was told by Judge Martin Gayle that his prominence and success do not put him above the law as he sentenced him to life in prison for the murder of Ricardo “Ricky Trooper” Johnson in 2009. The entertainer, who was convicted last month for murder and shooting with intent, will have to serve 25 years before he’s eligible for parole. The deejay, whose given name is Desmond Ballentine, was also sentenced to 20 years for shooting with intent. Both sentences will run concurrently. Meanwhile, his co-accused — son Jahneil and Dennis Clayton — who were also sentenced to life will have to serve 15 years before they are eligible for parole. Justice Gayle, referencing a previous gun conviction, said one would have thought that the entertainer would have learnt then that the gun is a very serious weapon. “Now, in 2017, you are back before the court for using the gun,” Justice Gayle said prior to handing down the sentence. countries is likely to result in reputational damage, encouragement of “de-risking” including the withdrawal of correspondent banking services and the imposition of costs in the adjustment to new onerous regulatory requirements. Further, whether intentional or accidental, this action is tantamount to creating a competitive advantage for off-shore financial centres operating within the national jurisdiction of European Union member states. The UWI stands with the governments of the Caribbean in protesting the recent actions by the EU and calling for a more transparent and equitable regulatory system and joins the call for the EU to enter into a process to resolve the issue. To this end The University of the West Indies (The UWI) will continue to put its expertise and research capacity at the service of governments, the private sector and regional organizations to craft appropriate policy responses.

CDB approves funding to support climate-smart agriculture in Grenada The Caribbean Development Bank has approved a USD5 million loan to support climate-smart agriculture and enterprise business development in Grenada. The project will assist the Government of Grenada in its efforts to increase productivity and the contribution of the agricultural sector to economic growth, rural poverty reduction and environmental sustainability. The International Fund for Agricultural Development will provide additional financing. Male and female farmers and entrepreneurs in some of Grenada’s poorest rural communities will receive technical assistance and financial support, as well as increased opportunities to own and operate
businesses and take advantage of employment opportunities in the sector. The project will also promote farmer adoption of new technologies and practices to build resilience to climate change impacts. “Climate change has exacerbated Grenada’s vulnerability to economic downturns, particularly within the rural/agricultural sector. The passage of Hurricanes Ivan and Emily, as well as the recession, have threatened food security and resulted in high dependency on food imports.” said Daniel Best, Director, Projects, CDB. “Interventions like this project will stimulate job creation, youth empowerment and promote agricultural practices and
technologies that make the sector more resilient to the impacts of a changing climate. CDB is pleased to be playing a role in addressing persistent issues of poverty, unemployment and underemployment in Grenada’s rural areas,” he said. The project aligns with the Government of Grenada’s ongoing work to protect the sector by implementing climate- and disastersmart agricultural and sustainable land management strategies to support long-term stability. Under the project, there will be skills training and job placement for programme beneficiaries and training in climatesmart practices and technologies. Infrastructure, including roads and drainage systems, will be expanded
and rehabilitated. Over the past three years, Grenada has been the fastest growing Caribbean economy. While the tourism sector is the leading foreignexchange earner, statistics from the International Trade Centre list agriculture as responsible for almost half of the country’s total exports. The sector also contributes 13 percent to total employment and is vital to the economic well-being of those living in rural areas. The programme will be implemented over a six-year period and will assist the Government of Grenada with meeting its development goals, particularly achieving food security and reducing poverty.
Feeding the five thousand In their pursuit to feed 5,000 families for the holidays, the Bahamas Feeding Network (BFN) raised $84,000 to distribute 2,100 Christmas meal parcels. “This initiative with AML Solomon’s and ALIV enabled us to raise sufficient funds for 2,100 Christmas food parcels,” BFN Executive Director Philip Smith said. “Each parcel feeds a family of four, so that’s approximately 8,000 people who’ve received meals. “The meals consisted of a chicken, a picnic ham, canned peas and vegetables, stuffing, and five pounds of rice. On December 19th we distributed the parcels through our 108 members, consisting of churches, feeding organisations, and soup kitchens, who then distributed in their respective areas to the people they know are needy.” As the cost of living continues to rise, the Bahamas Feeding Network is seeing a greater demand to help meet the everyday needs of individuals. “Obviously the economy is not what it used to be nor what it can be, and we’ve noticed that we’ve doubled our output over the last year and a half, so there is definitively a growing demand for food. The Department of Statistics said there are 43,000 people, or 12.8% of the Bahamian population,

Six bodies hung from bridges near Mexico’s Los Cabos tourist resort MEXICO CITY - The bodies of six men were found hanging from three different bridges near the Mexican tourist resort of Los Cabos on the Baja California peninsula on Wednesday, local authorities said. The authorities did not give details on what happened to the men, but drug gangs often hang the bodies of their murdered victims in public to intimidate rivals. Drug gang violence is set to make 2017 Mexico’s deadliest year in modern history. Philippine police chief defends deadly drug war MANILA - The police chief of the Philippines stood by the head of a secretive unit behind dozens of killings in the country’s war on drugs, saying officers fired only in self-defence and the death toll reflected the danger and the scale of the narcotics problem. National police chief Ronald dela Rosa was responding to a Reuters Special Report that spent four months examining killings by one group of policemen from or near Davao City, the hometown of Philippine President Rodrigo Duterte. WASHINGTON - A U.S. banking regulator said on Wednesday that bitcoin does not currently pose a threat to the country’s banking system and that there is “space” for innovative financial technology firms to operate in the traditional lending business. The marketplace is watching closely to see how Joseph Otting, who was sworn in as Comptroller of the Currency last month, will address a slew of issues including virtual currencies, fintech, and President Trump’s pledge to roll back rules introduced following the 2008 financial crisis. Speaking during his first formal press briefing, Otting played down
concerns over risks posed by bitcoin, which raced to new highs of $19,666 on Sunday, saying a recent informal OCC poll of banks showed they had little exposure to the virtual currency. “Mostly the banks have stayed away from the currency ... it doesn’t seem to have come into the banking system,” he said, adding that the OCC feels the currency does not currently pose a threat to the safety and soundness of the banking system. “But everybody’s watching it very closely,” he told reporters. Otting, the first former banker to lead the OCC in decades, said he also saw a future for a charter for fintech firms, first proposed by his predecessor Thomas Curry, but that he needed
time to study the concept. “I‘m not sure what it looks like and how it’s funded, but I do think there’s a space there that a technology solution can solve. Then the question is what is the requirement on that fintech to get that charter.” He said that fintech firms were pouring into the small-dollar lending business to fill a void after regulators had “forced banks out of that space” with burdensome regulations and that he hoped banks would re-enter the business with their own fintech solutions. “But I also am open to other entities coming in and providing those services if they’re not being fulfilled by the banking industry,” he added.

Facebook to notify users when photos of them are uploaded SAN FRANCISCO Facebook Inc said it would begin using facial recognition technology to tell people on the social network when others upload photos of them, if they agree to let the company keep a facial template on file. The company said in a statement that it was making the feature optional to allow people to protect their privacy, but that it thought some people would want to be notified of pictures they might not otherwise know about. The feature would not immediately be available in Canada and the European Union, Facebook said. Privacy laws are generally stricter in those jurisdictions, though the company said it was hopeful about implementing the feature there in the future. Tech companies are putting in place a variety of functions using facial recognition technology, despite fears about how the facial data could be used. In September, Apple Inc revealed that users of its new iPhone X would be able to unlock the device
using their face. Facial recognition technology has been a part of Facebook since at least 2010, when the social network began offering suggestions for whom to tag in a photo. That feature also is optional. For those who have opted in, Facebook creates what it calls a template of a person’s face by analyzing pixels from photos where the person is already tagged. It then compares newly uploaded images to the template. Facebook deletes the template of anyone who then opts out, Rob Sherman, Facebook’s deputy chief privacy officer, said in a statement. Under the new feature, people who have opted in would get a notification from Facebook if a photo of them has been uploaded,
although only if the photo is one they have access to. The company plans to add an “on/off” switch to allow users to control all Facebook features related to facial recognition, Sherman said. “We thought it was important to have a really straightforward way of controlling facial recognition technology,” he said. Facebook said it also plans to use facial recognition technology to notify users if someone else uploads a photo of them as their profile picture, which the company said may help reduce impersonations, as well as in software that describes photos in words for people who have vision loss, so that they can tell who is in a photo.

Lithium ion batteries, found in devices such as laptops, mobile phones, tablets, and electronic cigarettes, are seen as a fire risk, and there are concerns that if a fire were to start in the hold of a plane, it could not easily be extinguished. “It is important that airlines inform their passengers that large personal electronic devices should be carried in the passenger cabin whenever possible,” the European Aviation Safety Agency (EASA) said in a statement on Tuesday. Many airlines in Europe already have their own procedures in place, such as telling passengers that laptops should not be carried in hold baggage. EASA said that where such items are too large to be carried in the cabin, then they must be completely switched off, protected from accidental activation, and packaged suitably to avoid damage. They should also not be carried in the same bag as flammable items such as perfume or aerosols. EASA also said that if devices cannot be carried in the cabin, such as when passengers have to put carry-on bags in the hold due to a lack of space in the cabin, airlines should remember to ask passengers to remove any spare batteries or e-cigarettes. JOHANNESBURG - Paralympic gold medalist Oscar Pistorius has appealed to South Africa’s highest court to cut the sentence he got for murdering his girlfriend, legal documents showed on Tuesday. Pistorious was jailed for six years for shooting dead Reeva Steenkamp - but prosecutors argued that was “shockingly lenient” and an appeals court agreed last month to more than double the term to 15 years. Pistorius filed documents to the Constitutional Court on Monday challenging the appeals court’s ruling. The judgment, he argued, disregarded material findings of the trial court, which showed “compelling circumstances justifying a departure from the prescribed minimum sentence”. Fifteen years is the minimum usually given for murder. Pistorius said this was in breach of his constitutional right to a fair trial and sentencing. When asked about Pistorius’ appeal, Steenkamp’s family spokeswoman Tania Koen said: “It’s his legal right to do so and we have to respect the legal process. Led by offensive standouts Antonio Brown and Le‘Veon Bell, the respective NFL leaders in receiving and rushing, the Steelers had a leaguehigh eight selections for the 2018 Pro Bowl, which were announced Tuesday.
