DEPUTY GOVERNOR DEFENDS GOV’T HIRING By Allie Capron

D

eputy Governor Her Excellency Anya Williams, who is also head of the Civil Service, has strongly defended Government’s policy of hiring Turks and Caicos Islands scholarship awardees. Responding to questions from The SUN about the general complaints of some returning students and their inability to take their rightful place in the TCI job market, particularly Civil Service, Williams said the Turks and Caicos Islands Civil Service operates an open recruitment process where all positions must be filled through open competition. “However all positions below a salary range of $26K per annum are strictly reserved for Belongers. Positions above this level are not restricted, however, belongers are given a preference in terms of scoring ranges,” she explained. Based on reports reaching The SUN, a number of returning scholarship students have expressed frustration and disappointment about not being hired by TCIG. These local graduates returning from their studies abroad are complaining about not being able to take their rightful place in the employment world in their own country. They feel as though job opportunities are limited within their chosen field of study and preference is not given to them. However, the Deputy Governor explained that each year, the priority areas in government are explicitly highlighted in a list with the intention of being used as a guideline for scholarship grants. This, she added, is meant to ensure that those who pursue higher education have a solid chance of securing a job. “As it stands there is no policy in place for the automatic placement of returning students,” Williams noted. “However each year the Human Resource Directorate provides the Ministry of Education with a list of the priority areas in government which should be considered in the granting

needs in the areas of teaching, new fields such as agriculture and other areas are not subscribed, whilst areas more relevant to the private sector such as hospitality, marketing and other areas still result in significant applications to mainstream government versus the private sector.” So far for the financial year 2017-201, TCIG has released 8 recruitment batches with a total of 182 positions for advertisement and have received approval from the Public Service Commission for the placement of 137 positions to date. These positions have been filled by a combination of internal promotions and new appointments. Continued on Page 2
