estrictions on the use of cellphones while driving will soon be introduced in the Turks and Caicos Islands, according to officials from the Royal Turks and Caicos Islands Police Force (RTCIPF) and the Road Traffic Department. While there will not be an outright ban on cellphone use while driving, drivers will be penalized for using their handsets while operating a vehicle or engaging in other driving distractions which increase the risk of accidents. No leeway will be given to the act of texting while driving but the use of bluetooth, speaker or other handsfree methods to send and receive phone calls rather than putting the handset to one’s ear is encouraged. Sources from both departments told The SUN they are currently collaborating on a country-wide road safety campaign to help mitigate the risk of accidents and improve the flow of traffic. This campaign is particularity pertinent due to the steadily increasing number of vehicles and active drivers in the country. Though laws have not yet been drafted, both departments are embarking on amendments and updates to traffic law that will allow for improved road safety, officials said.

MP writes Governor calling for Andrew Mitchell to step down as prosecutor Outspoken Member of Parliament Hon. George Lightbourne has written to Turks and Caicos Islands Governor Dr. John Freeman asking that Andrew Mitchell, QC, be removed as prosecutor in the ongoing Special Investigations and Prosecution Team (SIP) corruption trial. Lightbourne, a former Government minister, and who is now a member of the Opposition Progressive National Party (PNP), said he believes Mitchell should step aside because of how he handled the purchase of a $1.2million mansion in Providenciales, Turks and Caicos Islands. which was obtained by The SUN, Hon. Lightbourne stated: “I pondered heavily the thought of writing to you about SIPT’s activities in the Turks & Caicos Islands, particularly since they
relate to serious matters involving the trial of former politicians and further because the matters are circumscribed by the “sub judice” principle. But recent events have come to my attention that

CELLPHONE RESTRICTIONS FOR DRIVERS SOON Continued from Page 1 With these proposed amendments, Turks and Caicos will be following in the footsteps of other island states like The Bahamas, Jamaica and Barbados, all of whom have restricted or banned the use of cell phones while driving. In near-by Florida, distracted driving laws prohibit all motorists from using a wireless communication device to write, send, or read a text message, including instant messages and email. Wireless communication devices include all cellphones, tablets, and similar devices that are capable of text-based communications or connecting to the Internet. In The Bahamas you cannot use a mobile phone without a hands-
free kit and you will receive a ticket from police for doing so if caught. In the USA, no state bans all cell phone use for all drivers. However, California, Connecticut, Delaware, Hawaii, Illinois, Maryland, Nevada, New Hampshire, New Jersey, New Mexico, New York, Oregon, Vermont, Washington, West Virginia (plus Washington, D.C., Puerto Rico, Guam and the U.S. Virgin Islands) prohibit all drivers from using hand-held cell phones while driving. 36 states and Washington, D.C. ban all cell phone use by newer drivers; while 19 states and Washington, D.C. prohibit any cell phone use by school bus drivers if children are present. Barbados recently enacted
new laws which completely ban cell phone use while driving. Only conversations on cell phones connected to Bluetooth in a vehicle would be allowed. These laws include: No driving with a cell phone to ear and having a conversation; no conversation on a cell phone speaker while driving; no use of an earpiece or headset to have a cell phone conversation while driving. Anyone caught breaking the law would be liable, on summary conviction, to a fine of $2 000, jail for 18 months, or both. The new amendments to the Barbados Road Traffic Regulations now prohibit the driving and operating of a vehicle while using a cellular
phone. When The SUN broke the story last month, Mitchell confirmed that he recently exchanged contracts for the $1.2million luxury property which is located on top of the ridge in Blue Mountain, and offers breathtaking views of the island’s northern shoreline and surrounding areas. Mitchell bought the house in the name of a company instead of his own name and it would have been difficult for the average person to trace and/or verify who owns the property. When contacted by The SUN about the million dollar mansion, Mitchell stated: “I have not completed the purchase. The price of the house is $1.27million. It is being paid for out of savings over 40 years of practice at the Bar. I have a deep commitment to this country, having now lived here for almost 8 years. I am buying the house, if it completes, in the name of a company, on the advice of local attorneys. My name will be on the share register of the property owning company, I have nothing to hide and am pleased to be able to invest in the Turks and Caicos Islands and therefore to contribute to the bright future that it plainly has.” Mitchell and the DPP have since threatened to sue The SUN newspaper because of the article and a follow-up story in which members of the public strongly criticised him.
Reports of measle cases increase within the region The Ministry of Health wishes to alert the public to the recent increase in cases of measles within the region. All of the cases reported within the region were imported from Europe. For 2017, the World Health Organization has reported 14,451 confirmed cases of measles in 30 European countries and 30 deaths. In 2017, the region of the Americas reported 952 confirmed cases and 2 deaths from measles in Venezuela. Since 2018, there have been 13 imported and 7 suspected cases of measles in other countries within the region. Measles is a highly infectious disease accompanied by a rash with fever and at least one of

Sean Brathwaite removed as Managing Director of Scotiabank TCI

Controversial and unpopular banker Sean Brathwaite, has been removed as Managing Director of Scotiabank TCI. The SUN understands that Brathwaite was sent packing earlier this week after top Scotiabank officials from The Bahamas and Canada visited the branch. In a statement issued to The SUN on Friday March 2nd, Scotiabank revealed that this information is true and the company is working expeditiously to identify a suitable candidate for the Managing Director role. “Scotiabank has been operating in The Turks and Caicos Islands (TCI) since 1982, and we remain committed to our TCI customers, employees and local community. Sean Brathwaite has been with Scotiabank since 1981 and we are appreciative of his contributions during his tenure. We wish Mr. Brathwaite the best as he explores new opportunities, and support him as he transitions. We are working expeditiously to identify a suitable candidate for the Managing Director role,” the statement read. The statement noted that in the interim, the day to day operations will be managed by the local management team - Curtis Knight, Commercial
Banking Manger, supported by Patricia Adams, Senior Manager, Business Support. “Scotiabank is committed to good governance and providing a safe and secure operation for our customers. Operations in all branches continue as usual.” The SUN was also reliably informed that there was celebration among Scotiabank TCI staff when Brathwaite was removed. Ever since Brathwaite came to the Turks and Caicos Islands, reports have been circulating that he had bad relations with staff members. Before leaving The Bahamas in 2012, Sean held the position of Director of Retail Banking. He holds a Master of Business Administration Degree from The University of The West Indies, Cave Hill, Barbados, as well as a Certificate of Executive Management from the Richard Ivey School of Business, The University of Western Ontario, Canada.
Statutory bodies’ quarterly expenditure over $30 million, Premier calls for increased oversight The unaudited statement of comprehensive income shows revenue of $43 million across the statutory bodies of the Turks and Caicos with expenditure of $30.2 million for the third quarter. These amounts were revealed during a joint press conference between the Premier Hon. Sharlene Cartwright-Robinson and the Governor Hon. Dr. John Freeman at the Premier’s Office in Providenciales on March 1st 2018. The duo disclosed details of a report which reviewed and constructively criticised the management and procedures of the statutory bodies of the Turks and Caicos Islands, offering recommendations for increased efficiency and overall improvement. The Premier called for increased oversight of the bodies as a means of improving performance and mitigating financial risk. “The government of the Turks and Caicos and Cabinet must be keen to provide close oversight of the statutory bodies,” stated the Premier, “There’s an accumulated total asset of $439.7 million and liabilities of $83.5 million attached to these bodies. And being a statutory body, contingent liability rests on the Turks and Caicos Government. So, from a financial standpoint, it’s important to increase oversight of statutory bodies in order to ensure that their policies and systems allow for robust financial controls.” The review, which was

Certainly, the attitude of the Government will be to ensure that we have the best system of governance possible and that is the spirit.” The statutory bodies included in the quarterly financial reports are Civil Aviation, the Community College, Financial Services Commission, Human Rights Commission, the Integrity Commission, Invest TC, National Insurance Board, National Health Insurance Board, Port Authority, Telecommunications Commission, Airport Authority, Tourist Board and the National Trust.

Consultant criticizes functioning and structure of statutory boards By Todeline Defralien Government Consultant, Stephen Turnbull has criticised the structure and functioning of statutory boards, saying there is a lack of strategic planning and systemic organizational and senior leadership performance management in Turks and Caicos Islands, which has created a culture that does not promote effective accountability. This information was revealed by H.E the Governor, Dr. John Freeman during a joint press conference with the Premier Hon. Sharlene Cartwright-Robinson at the Premier’s Office in Providenciales on March 1st 2018, where the country’s statutory bodies report done by Mr. Turnbull was discussed with media houses. NHIP should be scrapped, says consultant By Allie Capron The National Health Insurance Plan (NHIP) should be scrapped, according to government consultant, Stephen Turnbull, who carried out an official review of the country’s statutory bodies. This recommendation was disclosed by Premier Hon. Sharlene Cartwright-Robinson during a press conference at the Premier’s Office in Providenciales on March 1st 2018 in which the findings of Turnbull’s report were discussed. “The report recommended the total dissolution of the National Health Insurance Board,” the Premier stated , adding that a more detailed statement regarding the direction of the National Health Insurance Plan will be made next week. “We have not accepted that recommendation. We need to know
where we are and determine what is the best model and the best way forward. So we’re continuing to review and once we’ve completed these major reviews, we will determine the direction in which we will take the National Health Insurance Board.” The Premier revealed plans of an actuary for the National Health Insurance Board (NHIB), in hopes of pinpointing shortcomings and improving the statutory body’s procedures and services. “I am pleased to announce that right now an actuary is underway and should completed within 3 to 4 months,” the Premier said. “This assessment will focus on a risk management approach and should. The actuary will also look broadly at the InterHealth Canada contract and benchmark capitation and the treatment abroad program. be implemented following its completion. CRIME UPDATE ARRESTS AND CHARGES On Friday, February 23rd, 2018, a 36-yearold man was arrested and charged in reference to a Burglary reported on February 5th, 2018. The man appeared before the Magistrates Court today where he pleaded not guilty. A trial date is set for May 8th, 2018. Fire Police in South Caicos, along with Fire Officials are still investigating a fire that took place at 11:00 p.m., February 23rd, 2018. The home was said to be vacant at the time and there were no reports of injuries. SHOOTING Police on Providenciales are investigating a

The incident was reported to Police on February 26th, 2018 at 7:49 a.m. Missing are 18 Silver Apple Ipads, with different colour casings, and 18 Ipad chargers. VEHICULAR ACCIDENTS The Grand Turk Traffic Police Enforcement Unit is investigating a two-car vehicular collision that

Ritz-Carlton project was a ‘bumpy road to paradise’, says developer By Allie Capron “A bumpy road to paradise” is how Roberto Stipa of Desarollos Hotelco, the principal developer of the Ritz-Carlton Hotel & Residence in Grace Bay, Providenciales, described the journey of getting the project off the ground. “We have had to take a long road, too long,” Stipa said during the Ritz Carlton groundbreaking ceremony on Monday, February 26th, 2018. “A road full of potholes and setbacks. I think we can all agree that it truly has been a bumpy road to Paradise. Human Rights Commission Multi-Agency Meeting By Sabrina Green Human Rights effect every aspect of our daily lives and, although some of these rights are well known, much of the time we don’t consider an issue from a Human Rights perspective. As representatives of government, whether police officers, social workers, immigration officers etc., it is vital that our institutions have an understanding and a respect for Human Rights. The Commission itself has a variety of powers available for it to complete research, investigate complaints and submit reports to His Excellency the Governor regarding any Human Rights failings within the Turks and Caicos Islands. As a watchdog institution, the Human Rights Commission has received a variety of case intakes from individuals that have already tried to find help from government agencies or persons who are making complaints against the agency directly.
Whilst one of the stated goals of the Human Rights Commission is to assist individuals in situations where they feel that their rights have been breached, it is also our responsibility to advise government and make recommendationson methods that will improve their processes, and as a result provide resilience to avoid future breaches. Commencing April, 2018, the Turks and Caicos Islands’ Human Rights Commission will be introducing multi-agency meetings. These meetings will provide an excellent opportunity for our organisations to share information and utilise each other’s skills to resolve problems and improve our respective institutions. The Commission is inviting two decision-making members of eachdepartment to these new stakeholder meetings to be held at the Commission’s offices. The objective is to allow the commission an opportunity to assist the various agencies with challenges
that are relative to the commission’s caseload. Through this, we will ensure that their practises and procedures are in line with internationally recognised treaties to whichthe United Kingdom have conferred upon the Turks and Caicos Islands. This initiative will also allow the Commission to increase the understanding in each agency of the role and functions of our organization and, in turn, allow us to better understand the pressures the various agencies are working under, with a view of collaboratively improving outcomes. It is an established fact that every person who has a respect for and an understanding of human rights makes an essential contribution to the long-term prevention of human rights abuses and, as such, is a vital resource in the building of a just, secure and successful society. When we treat people with dignity we get the best out of them. We hope that each
Director for the Human Rights Commission (HRC), Sabrina Green organisation will join us in helping to make this new initiative the success that the people of the Turks and Caicos Islands both need and deserve. The Commission is very excited about this new approach and are looking forward to bringing about a more sensitized society which will be demonstrated through our key public facing agencies.

The event gained a tremendous support, raising just over $17,000 in funds from their third public fundraising event. More than 250 persons came out to support this great cause. Food for Thought was founded by Karen and Jeanne Savory in order to provide free breakfast to all children in the government schools. The charity partnered with Caicos Express Airways, Lew 1 Shipping and Quality Food Center to bring the food items in and transport to the schools. This means that all fundraising efforts are able to go towards purchasing the nutritious food items for the students. On a sunny morning at the popular restaurant Mango Reef, guests were treated to a welcome mimosa (donated by Wine Cellar), a wonderful buffet brunch, a raffle, a variety of fantastic silent auction
prizes, quizzes, and face painting for the kids by the lovely Rogdreka Rolle. One of the highlights of the event was delightful steel drum music by the talented Val Kalliecharan. A good time was had by all. In an interview with The SUN, co-founder of Food For Thought Karen Savory said the 250 tickets were sold out. “We got about nine corporate sponsors and I want to say 100 of individual sponsors as well, so we’re secured to go into another school year but what we would love to do is get even more support even if it’s a small monthly donation from our supporters so that we can expand to the high schools in North Caicos and South Caicos.” “Our breakfast programs is daily breakfast to every child in the Primary Schools in North Caicos, Middle Caicos, South Caicos and Salt Cay. That’s about 250 kids depending on how many kids are at school within that year. We’ve also expanded our food bank program so that the remaining ten schools get enough food for 20 kids every day, so that when the children go to their guidance counselors and ask for food they have something to give them that is nutritious and long lasting for them,” she added.

Acne affects almost all of us! In fact, it’s estimated that up to 90% of the world’s population is affected by acne at some point in their lifetime. Acne is a chronic skin condition, which though most notorious for affecting teenagers and young adults, can affect both men and women at almost any age. Having acne can become frustrating as the management is usually long term and even after the bumps have disappeared, spots and scars may remain. Additionally, the emotional impact can have long term effect on ones’ psyche and self-esteem.

New Education Sector Plan 2018 – 2022 launched By Todeline Defralien
The Turks and Caicos Islands Government has recently launched its new Education Sector Plan 2018-2022 with the aim of helping schools locally provide accessible and high quality learning. This plan was officially launched by the Ministry of Education on Wednesday February 21st during a press conference at the Hilly Ewing Building in Providenciales. This new Education Sector Plan seeks to create opportunities for students to access the necessary tools and resources to enhance their learning experiences, while affording them good and safe learning spaces. The press conference was attended by local teachers, Permanent Secretary Wesley Clerveaux, Minister of Education Hon. Karen Malcolm, Director of Education Edgar Howell and other education officials. This plan will ensure that all children, including those with special needs, have access to quality education. Minister of Education Hon. Karen Malcolm said, “It is our Government’s belief that children and their future should be priority, that they should be the primary beneficiaries of the education system that engenders confidence and trust. Our Government believes that all children from all walks of life are entitled to a high quality education and the advantages that come along with it. Today our Government pledge to raise confidence, quality and investment in the education system of the Turks and Caicos Islands by the introduction and delivery of the Education Sector Plan.” She added: “I am satisfied that the strategic imperative cross-cutting issues, task and strategies outlined in
the education sector plan are consistent with the policies and performance expectation of the Government. The new education plan articulates our vision for the education system and it ensures that we understand that it is important. All students are educated to lead personally and professionally, compete locally and contribute globally; this is what the Ministry of Education envisioned for all our students. FortisTCI Hosts STEM workshop for primary and high school teachers FortisTCI, along with the Department of Education, is hosting a training workshop for teachers involved in science education in local primary and high schools. The STEM (Science, Technology, Engineering, and Math) Workshops will be held at the FortisTCI corporate offices on March 6-7, as part of this year’s Education Week activities. Education Week will be observed from March 4-10. It is customary for the Chair of OCTA to host a Gala Dinner in honour of the delegates, officials and guests who have travelled to the host country, or in this instance Brussels, for the auspicious occasion. This year the Premier, as Chair, brought some of Turks and Caicos’ best cultural performers along with her to treat guests to a taste of TCI’s culture, with musicians Quinton Dean and Lindsey “Zeus” Butterfield, as well as London based students Renate Hinds and Mary Fulford who performed both songs and poetry. At the conclusion of the week of meetings, French Polynesia was elected as Chair of OCTA and thanked the TCI for its leadership over the past year and welcomed all to Tahiti next year where the next OCTA Ministerial and OCT EU Form 2019.

Intervention programme was a success for Clement Howell High School boys By Todeline Defralien The Ministry of Education, Youth and Library Services through its Department of Education collaborated with the Clement Howell High School and organized a social intervention programme, Change From Within, for four weeks in order to address the increased sporadic disruptions the school has been experiencing since the start of the school year. The program has come to an end and is said to be a huge success by the Ministry and Department of Education. These disruptions included feuds among a group of twenty-one (21) boys engaging constantly in altercations and fights which have affected the smooth flow in the day to day operation at the school. The feuds were somewhat territorial with boys from one set of communities against another. This social intervention effort was the first programme emanating from the recently approved Alternative Education Policy. It sought to develop an alternative education classroom for behaviour improvement in students exhibiting deviant behaviour patterns which are not in accordance with expected standards and outcomes and regulations of the school. Speaking during a press conference last week, Minister of Education Hon. A crowd of 60 ladies including young and elderly packed the room to share in fellowship and to hear a dynamic and inspiring message from Guest Speaker Apostle Dr. Ruth Ariza of New Beginnings Kingdom Ministry International/House of Bethel, who spoke on the theme “I am chosen”. Moderator for the event was Pastor Karen Higgs of Faith & Truth Kingdom Ministries International. The highlight of the morning for most of the sisters was the presentation of the Lifetime Achievement Award which was presented to Mrs. Rita Gardiner, Patron of Gender Affairs. Sister Sister Organisation continues their tour to the different islands and is looking forward to visiting the island of North Caicos & Middle Caicos on Monday, March 12th at My Dees Restaurant, North Caicos. Dominican Independence Celebrations 2018 D
ominican nationals living in the Turks and Caicos Islands took the streets as they celebrated their Dominican Independence day which took place last week Sunday February 25th, at La Familia. A large crowd of hundreds of Dominican nationals and many from other nationalities, including Turks and Caicos Islanders supported the event. The Dominican Republic’s Carnival day is
celebrated every year during the entire month of February, culminating with the largest celebration on Independence Day, February 27. Highlights from Food For Thought 3rd annual Brunch fundraiser F
ood for Thought hosted its third public fundraiser on Sunday February 25th, 2018 at Mango Reef Restaurant in Providenciales with the purpose of raising funds to provide breakfast for children in the Government schools in the Primary Schools in North, Middle, South Caicos and Salt Cay. Scores of people in the community came out to support this great cause with the attendance of over 250
guests at the sold out event. There were entertainment, food and drinks, face painting for the kids, a few quizzes, colouring and a silent auction. With the support of the community organizers of the event were able to raise over $8,000 last year at their first fundraiser but made a tremendous increase this year the Charity’s second annual brunch fundraiser raises over $18,000 for its breakfast programme.
Food for Thought is a great initiative that was launched on Tuesday April 5th where they hosted a charity event at The Palms Karen and Jeanne Savory are the master minds behind this great initiative and partnering with Caicos Express Airways. Upcoming Barbados elections expected to be nasty Elections in Barbados are a few months away, and though no date has been set political broadsides have begun with the ruling party warning of a dirty campaign. Within two days of each other Democratic Labour Party Cabinet Minister Chris Sinckler and party veteran, Derek Alleyne, have indicated that dirt will be thrown at a level never seen before on the island. Sinckler, a DLP member of parliament, accused the Opposition Barbados Labour Party of spreading rumours of himself and Cabinet colleague Michael Lashley being involved in unspecified illegal business. “They [BLP activists] intend to put out a lot of fake news, nasty lying information, starting in other places outside of Barbados and migrating into the mainstream social in Barbados ... trying their best to link me and other members of the Democratic Labour Party to criminal activities,” Sinckler said, adding “it’s going to get worse. This is not the only thing. They’re going to put out other stuff too.” “This is going to be easily

He has presided over 19 [international economic] downgrades, the longest period of economic paralysis since independence, the highest cost of living ever experienced here, the most taxes ever imposed on Barbadians, the longest time public workers ever went without a salary increase, and the total bungling of several matters including Clico and Four Seasons. “In terms of Mr. Lashley’s performance in the ministries of housing and transport, he has demonstrated his ineffectiveness to manage effectively.” Prime Minister Freundel Stuart is the only person who can set a date for the next general elections in Barbados for 30 parliamentary seats, but while he remains silent on this scheduled time there is emerging evidence that some can’t wait for the ringing of that bell.

Justice Bryan Sykes Justice Bryan Sykes was a short while ago sworn in as Chief Justice of Jamaica. The swearing in of Sykes marked the end of more than a month-long furore over his appointment as acting chief justice in January, which sparked fury in some circles, mainly legal. It was argued that Prime Minister Andrew Holness erred when he recommended to the Governor General that the veteran jurist act in the post, rather than confirm him since a clear vacancy existed. Holness had suggested that Justice Sykes’ appointment as chief justice would be dependent on his performance. However, members of the legal fraternity were quick to point out that under Jamaica’s separation of powers, the head of the judiciary does not report to the prime minister.

The prime minister added, “the observer missions will be fully facilitated in their work by the Government of Antigua and Barbuda.”

Latin America and Caribbean Have World’s Second Highest Teen Pregnancy Rates Latin America and the Caribbean continues to be the region with the second highest teen pregnancy rate in the world, according to a joint report launched today by the Pan American Health Organization/World Health Organization (PAHO/WHO), the United Nations Children’s Fund (UNICEF), and the United Nations Population Fund (UNFPA). The report highlights recommendations to reduce teen pregnancy, which range from supporting multisectoral prevention programs geared toward those in the most vulnerable situations, to increasing access to contraception and sex education, among others. The global adolescent pregnancy rate is estimated at 46 births per 1,000 girls, while adolescent pregnancy rates in Latin America and the Caribbean continue to be the second highest in the world, estimated at 66.5 births per 1,000 girls aged 1519 years, second only to Sub-Saharan Africa, according to the report entitled ‘Accelerating progress toward the reduction of adolescent pregnancy in Latin America and the Caribbean’. Although total fertility – the number of children per woman – in Latin America and the Caribbean has declined over the past 30 years, adolescent fertility rates have dropped minimally during that period, according to the report. The majority of countries with the highest estimated adolescent fertility rates in Latin America and the Caribbean are in Central America,

In the Caribbean, the Dominican Republic and Guyana have the highest rates; and in South America, Bolivia and Venezuela have the highest rates. Hoteliers want south coast sewerage problem declared “national crisis” The Barbados Hotel and Tourism Association (BHTA) Wednesday called on the government to declare the sewerage problem along the island’s south coast as a “national crisis”. “We truly believe the situation has deteriorated to the point where it is imperative for government to view this as a national crisis as it is affecting residence, schools, businesses and visitors to the island,” BHTA chief executive officer, Rudy Grant, told the state-owned CBC radio here. “In this context we also believe the time has come for a senior government official to take the lead in terms of the day to day management of this crisis. It is also important for the BHTA to be in a position to be able to respond to the concerns being expressed almost on a daily basis by our trade partners,” he added. The government has said it is dealing with the situation that has plagued the tourism belt on the south coast with experts being brought from Trinidad and Tobago to assist the Barbados Water Authority (BWA). Prime Minister Freundel Stuart has already given an assurance that the sewage problem is receiving the attention of his administration on a daily basis government. Porn Racket Targeting Young Women Reaches Trinidad & Tobago
A porn racket that reportedly draws young women and teenagers in through modelling ads in local newspapers, has reportedly reached the shores of the twin island Republic of Trinidad & Tobago. A 25-year-old Cunupia man, who pretended to be a professional photographer and advertised in the papers for models was arrested during a ‘sting’ operation late last week by officers of the Central Division Police in T&T. The arrest came after a 19-year-old student told police that she was attacked and raped after responding to the advert. According to reports, the suspect who placed advertisements in all three daily newspapers in Trinidad & Tobago, was arrested at his home after the teen university student reported to the Cunupia police that she was raped when she went to what she thought was a photo shoot at a remote location. The victim further told police that before the man raped her, he set up his camera equipment and recorded the rape. The victim claimed she was responding to the ad that a modelling agency in Malaysia would pay “models”

But as the public health system is still grappling with a local nurse shortage, the government will have to hire workers from overseas to fill the gaps. Health Minister Dr Duane Sands announced the move yesterday after being asked to respond to concerns raised over the critical shortage of registered and clinical nurses by Nursing Director Marcel Johnson in a recent paper addressed to him. Dr Sands, who spoke to reporters outside of Cabinet, said health officials convened a “high-level” panel to analyse and find the root causes of the situation - namely pay for nurses, benefits and conditions of service. The Elizabeth MP contended these specific points were high on the list of many of the nurses who have relocated to America in recent years. Dr Sands said The Bahamas, as a result of infrastructural shortfalls, limited resources, high crime, lifestyle choices and the current shortage of healthcare practitioners, now finds itself in the “perfect storm” of challenges. When asked to clarify the challenges he was referring to, Dr Sands said: “This is a consequence of the choices that we have made as a country and the impact of crime on the care of people with heart disease, stroke, diabetes and high blood pressure and arthritis; you cannot be underestimating. “When we look at this perfect storm now, and the reason why I keep telling these stories is so that the people understand that collectively we
can solve this, but it will take serious decision-making together. “It is going to mean that Bahamians are going to have to look in the mirror and say, ‘I am going to do some things differently’, because the hospital may not be available for certain services if we can’t solve some of these problems.” Dr Sands said it was critical for The Bahamas to recognise the issue and find a way to address the brain drain in the health care sector. “What we need to do is, we need to throw a blow,” he said. “We need to figure out how we can stop the bleeding, recognising that we are never going to be able to compete with North America head to head.” Last October, Dr Sands foreshadowed the current crisis, suggesting at that time the dozens of nurses the health service was losing per month would over time cripple efforts to deliver quality healthcare. In blow to Trump, top aide Hope Hicks to leave White House Hope Hicks, one of U.S. President Donald Trump’s longestserving and most trusted aides, is resigning from her job as White House communications director, a blow to the president, whose inner circle has been depleted by firings and clouded by scandal. The White House announced Hicks, 29, was leaving a day after she spent nine hours in a closed hearing of the House of Representatives Intelligence Committee on its investigation into Russian meddling in the 2016 U.S. presidential election. White House spokeswoman Sarah Sanders said Hicks’ decision to leave was not related to her appearance before the panel, where lawmakers said she declined to answer questions about the administration. Trump called her “a truly great person” whom he would miss having at his side. The Republican president has presided over an extraordinary amount of turnover among senior staff in his White House since entering office more than a year ago. His first chief of staff, Reince Priebus, stepped down last summer, and his chief strategist, Steve Bannon was fired. Four people, including Hicks and former press secretary Sean Spicer, who also resigned, have held
the communications director mantle. Hicks did more than steer messaging. She was a constant presence in Trump’s orbit, sitting in on interviews with reporters and quietly steering press-related policy while maintaining a behind-the-scenes, lowbut-glamorous-profile. Hicks managed in many ways to stay above the fray of staff backbiting and palace intrigue that has characterized the Trump White House, but her proximity to the president has made her a central figure in some of its more dramatic moments. Lawmakers said Hicks, Trump’s spokeswoman during the 2016 election campaign, did answer House panel questions on Tuesday about her time with the campaign, and the transition months between the November election and the January 2017 inauguration. Hicks’ exact departure was unclear but is expected to be sometime over the next few weeks. Hicks was caught up in a controversy surrounding former White House staff secretary Rob Porter, another close Trump aide, whom Hicks had been dating. She worked to defend him when charges of domestic abuse against his two former wives emerged. Porter was ultimately forced to resign.
A one-time aide to Trump’s daughter, Ivanka Trump, and with no previous experience in politics, Hicks was one of the first people hired by the then-New York businessman when he began his campaign for the presidency. An aide said she had approached the president and told him she wanted to leave so she could start exploring opportunities outside of the White House. Robert Trout, a lawyer for Hicks who has represented her in the Russia investigation, declined comment. Among the issues Hicks declined to discuss with the House panel was her part in drafting a statement in July 2017 misrepresenting a July 2016 meeting at Trump Tower that included the president’s eldest son, Donald Trump Jr., other Trump associates and Natalia Veselnitskaya, a Russian lawyer. Trump Jr. said initially the meeting was about adoptions, but said later that Veselnitskaya had promised damaging information about his father’s election campaign opponent, Democrat Hillary Clinton. Noor Salman, wife of Omar Mateen, is the only person charged in the June 2016 attack on the Pulse nightclub and faces up to life in prison if convicted. California ranks dead last among U.S. states in quality of life, according to a study by U.S. News, ranking behind New Jersey (49th) and Indiana (48th). The ignominious honor reflects California’s low marks in the sub-categories of environmental quality and social engagement. The latter category measures voting participation and community bonds. Californians scored poorly in part because they’re simply insufferable, U.S. News suggested. “In addition to a healthy environment, a person’s quality of life is largely a result of their interactions with those around them,” the magazine wrote in a blurb accompanying the results. One way to measure quality life is whether residents can even afford to have a roof over their heads, and by that standard, California is failing. A 2017 Harvard University report said that one-third of renters in the Los Angeles area are “severely rent burdened,” meaning they spend at least half their income on housing. The median rent for a one-bedroom apartment in Los Angeles County has increased 67%, according to Zillow’s Rent Index, the Los Angeles Times reports. Homelessness has surged a stunning 75 percent in the last six years, the Los Angeles Times reports, and there are now at least 55,000 homeless people in the county.
Kushner loses access to top intelligence briefing U.S. President Donald Trump’s son-in-law and close adviser, Jared Kushner, has lost access to the most valued U.S. intelligence report, the President’s Daily Brief, as the White House imposes greater discipline on access to secrets, two U.S. officials familiar with the matter said on Tuesday. Kushner, who has been operating under an interim security clearance for about a year, had his access to the highly classified briefing cut off in the past few weeks, said the sources. A third official, also speaking on condition of anonymity, said Deputy Attorney General Rod Rosenstein recently passed new information to White House Counsel Don McGahn that led to the slowing or stopping of Kushner’s pending clearance application. The nature of that information was not clear. It also is unclear if and when Kushner’s access to the briefing, known as the PDB, which requires clearance higher than the Top Secret level, would be reinstated. Kushner, a wealthy New York businessman married to Trump’s daughter Ivanka, has not received his full security clearance because of his extensive financial links, which have taken a long time to examine. He has revised his security clearance form, called an SF-86, several times. A White House spokesman for Kushner did not immediately return a phone call and email seeking comment. Trump ignored reporters’ shouted questions about Kushner and his clearance at an event on Tuesday afternoon. Kushner’s attorney, Abbe Lowell, said in a statement: “Mr.

He has taken the lead on Trump’s plan to forge a Middle East peace deal and led the Office of American Innovation, which is intended to modernize and downsize government programs. Kelly, whose handling of the Porter case was heavily criticized, decreed on Feb. 16 that any interim security clearances for staffers whose background investigations had been pending since June 1 or before would be discontinued within a week. A source familiar with the matter said the situation had caused tensions between Kushner and Kelly. On Friday, Trump said he would leave it to Kelly to settle the security clearance dispute with Kushner, but left little doubt he wanted the case settled in a way that allowed Kushner to keep his job. Spotify plans to list shares, fend off Apple and Amazon Music streaming service Spotify on Wednesday filed for a direct listing of its shares, laying out financial data for the first time that cheered some analysts but led others to question how it could turn a profit from its growing subscriber base. Spotify, which wants to trade as SPOT on the New York Stock Exchange, is taking an unusual path to the U.S. public markets, with a direct listing that will let investors and employees sell shares without the company raising new capital or hiring a Wall Street bank or broker to underwrite the offering. Because the company will not issue any new shares, it did not specify a listing price. Based on private transactions, it is valued at roughly $19 billion, according to Reuters calculations. Spotify, launched in 2008 and available in more than 60 countries, is the biggest music streaming company in the world and counts services from Apple, Amazon and Alphabet as its main rivals. In the filing, Spotify laid out detailed financial data for the first time, showing rising revenue and relatively steady operating costs, which analysts took as a positive. “The revenue continues to grow but in particular their costs are growing slower than revenue, which is exactly what you expect in a business like this,” said Jay Ritter, an expert in initial public offerings and professor at the University of Florida. Spotify compared its aspirations to the reach of Facebook and YouTube. “We believe the universality of music gives us the opportunity to reach many of the over 3.6 billion internet users globally,” it said. Google has not said how many subscribers it has to Google Play, its music streaming service. Spotify’s premium subscription costs $9.99 a month, but it said it saw great potential in its adsupported service, which Apple does not offer. The net proportion of subscribers who left Spotify’s paid-for service, or churn, fell to 5.1 percent of paying customers at the end of 2017, from 6.9 percent at the start of 2016, the company said.
