NEW LAWS FOR JITNEYS By Todeline Defralien

N

ew laws will shortly be introduced to regulate jitneys, following the numerous complaints from the public and tourists. This is according to Wilbur Caley, Deputy Director of Road Traffic, who stated that in the amended pieces of legislation, there are going to be some drastic changes that will bring greater control and discipline to the critical but controversial jitney service. During a recent segment of ‘On the Streets with Road Safety, on Radio Turks and Caicos, Caley said, Caley noted that the Road Traffic Department will be making around the streets marking out where those jitneys are able to go. “Those points you will see us around the streets marking out where they (jitneys) are going to go. Shortly we will be doing an exercise along with public works around specific areas. You can only pick them up or drop them off only at specific points around the islands.” Continued on page 2

UK NAVY SHIP IN TCI TO ASSIST WITH UPSURGE IN HAITIAN SLOOPS

T

he Royal Navy ship, RFA Mounts Bay, has been redeployed at short notice from regional operations and arrived in TCI waters on Monday, March 19th. At the request of the TCI Government, the war ship will assist the Royal Turks and Caicos Islands Police and border control authorities to tackle the recent upsurge in the number of illegal sloop landings in TCI. RFA Mounts Bay will work alongside the TCI enforcement authorities and regional partners to boost the maritime and aerial surveillance and interdiction capability of the TCI authorities. continued from page 1 Caley added: “There are those who may say well what happen to the whole operations where we have a jitney that can come to our house and pick us up. There is going to be provision in the law for that type of service to be offered to members of the public. Provisions are going to be made and as I said, I don’t want to give too much news out of school because it has not yet reached the point where it is law.” The SUN understands that Road Traffic Department also have a number of other changes coming which they hope will be for the betterment of the motoring public and pedestrians in TCI. “We hope (these changes) will be for the betterment of the motoring public and pedestrians because we have to take into consideration that those persons who do not have transportation and in need to use the streets and our pedestrians and we need to make provisions for them also,” he explained. Caley said there are going to be some changes to the whole issue of the omnibus operations because the law requires that to be able to drive omnibus it must be a vehicle that can carry 10-11 or more passengers.

“ There are some changes coming to the ordinance that will allow for smaller number of passengers to be carried but they will be carried under the condition, they can only be picked up and dropped off at specific points around the islands,” he added. Caley said he hope when the public is drive along the roads of the Turks and Caicos that they do this safely and remember that the life that they save, may be their very own. Jitneys, which are mainly operated by members of the Haitian community, but many of which are owned by Belongers, have been posing serious problem to police. In recent times, jitney drivers have been ditching old vehicles and investing in Japanese cars that are in very good condition and therefore making it more difficult for police to detect them, said Inspector Winston Diamond of the Turks and Caicos Islands Police Force. In addition to jitneys, concern has also been expressed about heavy trucks on the roads in Turks and Caicos Islands, especially Providenciales traveling from South Dock that are causing serious issues with damaging vehicles due to spillage of materials such as sand, stone, asphalt and

gravel, which are often scattered on the roads. Commenting on the issue, Caley noted that the law stated that no vehicle shall be so loaded as to cause any load or article to protrude more than six (6) feet behind or in front of the vehicle or as to permit such load or any pad thereof to fall or be substantially moved on the vehicle while such vehicle is in motion, and in the case of a load consisting of stone or asphalt, gravel, sand, cement, soil or other loose matter the load shall be covered securely to prevent spillage on the streets. Caley stressed to road users carry loads such as sand, stone asphalt, gravel, cement, soil or any other loose material that according to the law under the ordinance they are required to have that covered to prevent spillage. In addition, Sergeant Damien Mitchell of the Royal Turks and Caicos Police Force stated that persons coming from overseas with foreign licenses are driving trucks in TCI without having the proper license. “Persons coming from overseas with foreign license driving trucks, when you go to Road Safety and you know that you’re going to be driving a truck, you must find out what are the license required and if you’re going to be driving a heavy truck you have to obviously need a specific class

of license to do that. ‘C’ and ‘E’ class of license doesn’t cover that so therefore you must have that ‘B’ class license. For those of you who have just gotten your license and you are an operator, when you go into Road Safety you must let them know that that is what you’re doing, you’re operating. For those persons operating I believe that you can operate on site as long as you are not driving on the road you may be able to operate on site but if you’re going to come on the road you need the appropriate license to cover you whiles you’re on the roadway,” Sgt. Mitchell explained. He added: “Last week we spoke of about spillage and persons are not covering loads and this is becoming one of the graves of issues because what we have happening in South Dock, especially at the corner at Sun Oil. These trucks are driving faster than they need to be those hours of the morning; they drop their gravel and loose aggregates on the road, some of these aggregates are cracking the windshield of vehicles. We speak to some people and we’ve had opportunity to have a truck removed from the road.” Mitchell stressed to persons using these trucks or these companies that have these trucks to pay a closer attention.

UK NAVY SHIP IN TCI TO ASSIST WITH UPSURGE IN HAITIAN SLOOPS Commenting on the arrival of RFA Mounts Bay in TCI, Her Excellency the Acting Governor, Her Excellency Anya Williams said, “I am grateful that the UK government swiftly responded to the request to deploy RFA Mounts Bay to the Turks and Caicos Islands. The Royal Navy ship will provide invaluable support to the RTCIPF to help detect and interdict the illegal sloops heading to TCI while we focus on our internal operations. I have been in contact with the Commanding Officer of RFA Mounts Bay, Captain David Buck, to welcome him and his crew to the Turks and Caicos Islands and to thank them for swiftly deploying to TCI. I.” The arrival of the warship was announced at a press conference on Friday, 16 March, held by Premier Hon. Sharlene Cartwright-Robinson, Her Excellency the Acting Governor, the Hon. Minister of Border Control, Hon. Sean Astwood and the Acting Commissioner of Police, Trevor Botting. On March 20th, the Acting Governor, Anya Williams, and Commissioner of Police, James Smith, met with the Commanding Officer of RFA Mounts Bay, Captain David Buck, and crew to discuss operations on how to best to assist TCI Police and Immigration authorities in boosting both maritime and aerial surveillance following the recent increase in the number of illegal sloop arrivals from Haiti. TCI, with its wide coastline, requires much resources and this bolstering of patrol at this time is much needed together with regional and other international support. We continue active discussions with the Bahamas on how its Defense Force can assist. We are also pleased to welcome the aerial support also now in country. These brazen attacks are, in my view, an attack on the UK’s Sovereignty and it must do more in a sustainable way to fulfill its constitutional mandate for external and internal security.” The Premier encouraged residents to not harbour or employ any undocumented individuals. “We will strictly enforce the laws and will deal with any and all culprits to its fullest extent. TCI imports increase to $432.6 million in 2017

The Turks and Caicos Islands Merchandise Imports total approximately $432.6 million for the 2017 calendar year, according to the Department of Statistics. This figure represents an overall increase of approximately 11.1% or $43.3 million when compared to the 2016 imports value. Total exports of merchandise goods from the country were valued at $2.3 million at the end of 2017, compared to the $4.5 million indicated at the end of 2016. This represented a decline of 48.5% or $2.2 million in total exports over the recorded value in 2016. A merchandise trade deficit of approximately $430 million was

recorded during the calendar year of 2017. This was roughly 11.7% or $45 million above the deficit for the corresponding period of 2016. The increase in the deficit is mainly as a result of a slight increase in the value of imports when compared to a significant decline in the value of exports. As with previous years there were negative balances on all categories of goods. The Islands’ main trading partner continues to be the United States with more than 90% of total imports arriving from the US and more than 85% of exports being shipped to the US. Meantime, the Labour Force Survey Report presents the findings of the Labour Force Survey which

was conducted in 2017. This is the first Labour Force Survey publication released by the Statistical Department and will feature permanently among the Statistical Department’s releases going forward. A summary of the results reveal that in 2017, approximately 25,418 persons were in the labour force. Males accounted for 53.4 % of the labour force, while the remaining 48.6% were females. The age group 35 to 44 years accounted for 29% of the labour force, followed by 25 to 34 years (26%) and the group 45 to 54 years (24%). The overall labour force participation rate (LFPR) was 80.3%.

The LFPR ranged from 36.0% among those with at most a primary school and below education, to 89.4% among those with college/university education. The participation rate for females was lower than males in most of the educational attainment categories. In 2017, there were approximately 1,530 unemployed persons, which represented an unemployment rate of 6.0%. The unemployment rate for persons between 35 and 44 years (34%) remained the highest when compared to other age groups of the unemployed. Females experienced a higher overall unemployment rate (6.4%) than males (5.7%).

40 persons in TCI living with Kidney disease By Todeline Defralien Forty (40) persons in the Turks and Caicos Islands is currently living with kidney disease, this was according to Vice President of TCI Kidney Foundation Mr. Henry Wilson. The SUN caught up with Mr. Wilson at the 2018 annual Kidney walk which took place last week Saturday March 10th when he explained that the greater number of patients are in Providenciales and Grand Turks consist of about 10-12 patients. “There are about fourty (40) persons living with kidney disease in TCI, the greater amount is in Providenciales and Grand Turks has about 10-12. Of course there are the people that are on the borderline, so they eventually will become kidney patients as well,” Wilson said. He added: “I am very encouraged by this walk, as it shows that people are beginning to see it in a different light. There is no stigma attached to it (Kidney Disease) because it is a non-communicable disease, I’ve had it for three years and if someone had told me three years ago that I would have been a kidney patient I would say no, but the reality of it is

that it is what it is and once you have it you got to deal with it. Part of the problem is acceptance, but a lot of the patients have difficulties accepting it.” Wilson said that the most important thing that foundation can do is make people aware of the fact that kidney disease exists and what measures could be used to control, contain and to prevent it. “We want everybody to know that this disease is real and it’s here. It’s going to be with us and we need to be able to bring that awareness to public so that they can better understand and accept the fact that it is time for a life change. The only way to combat this disease is by changing your lifestyle. The three main causes of kidney disease is high blood pressure which is uncontrollable, Diabetes which is also uncontrollable and if you smoke. We need to do something to adjust our lifestyle in order to live long, healthy and productive life,” he explained. The non-profit TCI Kidney Foundation was created to raise funds for the Provo Dialysis Unit and to raise awareness and education in the community on the risks of kidney disease. Chronic kidney disease (CKD)

Vice President of TCI Kidney Foundation, Henry Wilson is a long-term condition where the kidneys don’t work as well as they should. It’s a common condition often associated with getting older. Anyone can get it, although it’s more common in black people and people of south Asian origin. CKD can get gradually worse over time and eventually the kidneys may stop working altogether,

but this is uncommon. Many people with kidney disease are able to live long, largely normal lives. Symptoms of (CKD) There are usually no symptoms of kidney disease in the early stages. It may only be picked up if blood or urine tests carried out for another reason detect a possible problem with your kidneys. When it reaches a more advanced stage, symptoms can include: tiredness, swollen ankles, feet or hands, shortness of breath, feeling sick, blood in your urine Kidney disease is usually caused by other conditions that put a strain on the kidneys. Often it’s the result of a combination of different problems. (CKD) can be caused by: high blood pressure, diabetes, high cholesterol, kidney infections, glomerulonephritis , polycystic kidney disease blockages in the flow of urine – for example, from recurrent kidney stones or an enlarged prostate and longterm, regular use of certain medicines – such as lithium and non-steroidal antiinflammatory drugs (NSAIDs) You can help prevent CKD by making healthy lifestyle changes and ensuring any underlying conditions you have are well controlled.

Ministry of Tourism to receive hurricane relief contribution from Caribbean Tourism Organization (CTO) The Ministry of Tourism and by extension the Turks and Caicos Islands Tourist Board is among several CTO member states to receive a contribution from the Organizations Hurricane Relief Fund. Following storms Irma and Maria, the fund has attracted donations from individuals, industry partners, corporate sponsors and others, to aid member countries affected by the hurricanes. In keeping with regional best practices, the CTO has provided member countries with several recommendations for use of the funds for consideration, they are as follow: •Support the establishment of a Coordination Unit within the Ministry/Tourism Authority

for Tourism Disaster Risk Management to include procuring equipment such as Satellite Phones, First Aid kits, and other emergency gear/ supplies. •Facilitate clean up and rehabilitation of key tourist sites/attractions or access roads to those sites. •Restore signage and interpretation of visitor sites. • Purchase auxiliary power sources for tourism sites and attractions, e.g. solar panels and solar lighting. •Develop and implement an Emergency Response Plan for the tourism sector. This could include crafting a visitor

management plan and an emergency response strategy for use before, during and after a natural disaster. •Sponsor an identified legacy project that commemorates the community’s resilience and recovery. The Ministry and Tourist Board will work in concert to review the areas and determine how best the funds should be utilized, in accordance with the prescribed guidelines. Minister of Tourism Hon. Ralph Higgs commented; “We are grateful to the CTO for their support, this is an important gesture and is a true reflection of the sense of commitment to the development of

member states, that is expected at vulnerable and critical times, from our colleagues within the industry and beyond.” The Turks and Caicos Islands have been a member state of the Caribbean Tourism Organization (CTO) for a number of years. The CTO is the Caribbean’s tourism development agency, their objective is to provide the necessary services and information for the development of sustainable tourism for the economic and social benefit of the Caribbean people. They are headquartered in Barbados and have offices in New York and London. The Caribbean Tourism Organization remains committed to the development of member states.

TCI still lacks adequate street lights after hurricanes By Allie Capron Although street lighting has been restored in most areas after hurricanes Irma and Maria in September 2017, large sections of roads remain in darkness throughout the country, making driving at night extremely hazardous. A few areas that immediately come to mind are South Dock Road and Bypass Road which are severely underlit. Over the last 5 months, FortisTCI has carried out significant work to replace and repair damaged or destroyed streetlights. Despite their efforts, inadequate street lighting remains a critical issue on our roads. Based on reports reaching The SUN, members of the community are confused as to why this lack of adequate street lighting is allowed to persist in particular areas. In a statement to The SUN, Talisha Simons, Director of Corporate Communications and Public Affairs at FortisTCI, revealed that the placement of streetlights is not at the company’s discretion, rather, FortisTCI works under the direction of the Turks and Caicos Islands Government (TCIG) when it comes to the provision of street

lighting. Simons stated: “As detailed in the Streetlight Agreement between the Turks and Caicos Islands Government (TCIG) and FortisTCI, the placement of streetlights and the determination as to when a streetlight should be installed is at the discretion of the Director of EMS within the Turks and Caicos Islands Public Works Department. Once directed by TCIG, FortisTCI is responsible for procurement, installation, and maintenance of streetlights on Providenciales, South Caicos, North Caicos, and Middle Caicos.” The Streetlight Agreement for Grand Turk and Salt Cay is slightly different, as TCIG is responsible for determining when and where a streetlight should be installed on these islands, as well as the procurement of streetlights, Simons explained. FortisTCI is only responsible for the installation and maintenance of streetlights on these islands. Streetlights for Grand Turk and Salt Cay are currently in the procurement process with TCIG. Many have also observed that the new power poles, particular those along South Dock Road, are several feet away from the road which may inhibit

the installation of street lights. Simons explained that power poles can only be placed within a designated area known as a road reserve. She stated: “Streetlights are installed in what is called the road reserve, which is the space between the road and the property line. The Government determines the road reserve. In the South Dock Road, the new power poles are indeed several feet away from the road, but placed as directed by TCIG for future road expansion. Streetlights in this area will be installed similarly to what was done along Leeward Highway and Millennium Highway. FortisTCI will install temporary poles closer to the road for illumination.” On North and Middle Caicos, all streetlights that were in place before the storms are installed and operational. On Provo, of the 1,714 streetlights that were in place before the hurricanes, approximately 70 remaining lights are scheduled for installation in the areas across Chalk Sound, South Dock, and Blue Hills. On South Caicos, of the 135 streetlights, approximately 35 lights remain for installation. These lights will be installed by the end of March 2018. Since the storms, all new

Team TCI to participate in Carifta 2018 games on March 30th- April 2nd By Todeline Defralien The Bahamas will host the CARIFTA Games for the eighth (8th) time on March 30th to April 2nd 2018. The Games will bring together some 500 athletes and 150 team officials from 26 countries, all among the best track and field athletes in the Caribbean. Team TCI which is made up of 31 athletes are more than excited to compete in the 2018 games and are looking forward to bringing home winning medals. President of TCAAA, Ms. Edith Skippings told The SUN that Team TCI Carifta 2018 will be leaving Providenciales on Thursday 29th, March 2018 and returning on Tuesday 3rd April. Academic/Technical/Management: Experience and Qualifications:  Successful completion of a 5 year high school program and a 2 year post-secondary program, preferably in engineering trades.  Familiarity with and competency in the use of computers and standard computing software programs is required.  Be able to do mathematical calculations at community college level.

American Airlines celebrated 25th anniversary of service to the TCI By Todeline Defralien American Airlines recently celebrated its 25th year of service to the Turk & Caicos on Thursday, March 22nd at Caribbean Village, Beaches Turk & Caicos. The event saw the attendance of Her Excellency, Deputy Governor, Anya Williams, Premier Hon. Sharlene Cartwright-Robinson, Minister of Tourism Hon. Ralph Higgs and CEO of the Turks and Caicos Islands Airport Authority, John Smith and Officials from American Airlines.

American Airlines celebrated their commitment to providing steady and reliable air travel to and from TCI’s shores and seeks to continue to strengthen their presence in Providenciales. Olga Taylor of American Airlines said, “We came to the TCI 25 years ago because we saw that it was a destination with great potential and it has not proven us wrong because in 1992 when we first started, there were about three hotels and now as you can see what’s happening. There have been significant changes because

when we started we only had one direct flight from Miami and now we’re up to 28 fights weekly and they’re from Charlotte, Dallas and Boston.” Domenico Matinata of American Airlines added: “Working with Beaches Resort, Butch Stewart and Sandals has been a tremendous experience for American Airlines in various islands and Turks and Caicos is very successful. We’re very proud to be here today. We are the largest US Airline flight to Turks and Caicos and we expect to be here for many years to come.”

Crime Report CHARGES On Tuesday March 20th 2018, A Police Constable was formally charged with Rape, Indecent Assault and Attempting to Pervert the Course of Justice. The Suspended Officer appeared before the Grand Turk Magistrates Court today, Wednesday March 21st, 2018 and was placed on bail. ARRESTED On Monday March 19th, 2018, A Police Constable was arrested on suspicion of theft with a chosen in action. The Officer was granted bail in the sum of USD$3000.00 and is currently on Administrative Leave. On Monday March 19th, 2018, a 19-year-old female was arrested for the offence of theft with a chosen in action, following report on February 8th, 2018. She was placed on USD$3000.00 bail. BURGLARY Providenciales Police are investigating a burglary at the Ianthe Pratt Primary School. The incident was reported to police on Monday March 19TH, 2018. Missing were a white Epson Projector valued about USD$260.00 and a black speaker set valued about USD$30. The school’s canteen was also burgled. The bandit (s) removed a case of hamburger patties valued USD$46.00.

ILLEGAL ENTRY On Monday, March 19th, 2018, Provo Police apprehended three undocumented persons from the Downtown area, following reports of sightings of illegals in that area. The illegals were taken to the Detention Centre for processing. ARRESTS AND CHARGES On Saturday, March 17th, 2018, a 32-year-old man was charged with the offence of Harboring Illegal aliens. The man is currently released on USD$20,000 bail and is scheduled to appear at the Providenciales Magistrate Court on Tuesday, March 27th, 2018. On Saturday two men were arrested on suspicion of assisting of illegal aliens, following reports of a suspiciously parked vehicle in the Little Bluff, North West Point area. Both men are still in Police custody. On Friday, March 16th, 2018, a man was formally charged with two counts of rape, one count of buggery and for remaining in the Turks and Caicos Islands beyond the permitted time, in connection to a report made on March 9th, 2018. Police on Providenciales also charged a 22-year-old man for the offence of Possession of Control Drugs. The man was given bail on March 18th, 2018,

in the sum of USD$3500.00 and is set to appear at the Magistrate Court on March 26th, 2018. A 28-year-old man was also charged with Possession of Control Drugs on March 18th, 2018 and given bail in the amount of USD$3500 to appear at the Magistrate Court on March 26th, 2018. Investigations are ongoing into a report of an illegal female found lying near the main roadway in Blue Hills. The woman was taken to the Cheshire Hall Medical Centre for treatment via Emergency Medical Personnel. According to Police Reports, the woman said she came on an illegal sloop five days prior and was hiding in nearby bushes. Sandals Foundation resumes post hurricane construction/repairs at Enid Capron Primary By Todeline Defralien The Sandals Foundation- the philanthropic arm of Sandals Resorts International is pleased to announce the commencement of post hurricane repairs to the computer Room at the Enid Capron Primary School. Repairs commenced at the Primary School on Monday, March 19th. This project is part of their commitment to ensuring students return back to the classrooms following the destructive hurricanes of 2017. Several donors that came on board to support this project include the American Friends of Jamaica, Yellow Bird Foundation and Guests of Beaches Turks and Caicos. Attending this event was, Minister of Education Hon. Karen Malcolm, Minister for Infrastructure, Housing and Planning, Goldray Ewing, Samuel Pierre of Summit Contracting, representatives of the Sandals Foundation and officials from the Ministry of Education and Public Works. Public Relations Coordinator for Beaches Turks & Caicos Resorts Villages and Spa, Ange Toussaint said, “The Enid Capron Primary School has been the adopted school of Beaches Turks and Caicos and the Sandals Foundation for a number of years now, of course we worked with the school on various projects in the past and when hurricane Irma hit back in September, we visited the school to see what kind

of devastation may have been left here at the Enid Capron Primary School.” Toussaint said that The Sandals Foundation is very excited about this project and what it means for the Enid Capron Primary School. She added: “We worked with the school to do immediate repair works, clean up and different projects but we knew that we wanted to partner with the school on something a little bit more long-term and a little bit more permanent. Of course we spoke with the principal Mrs. Garland about how we can assist and she told us about this particular building block which housed the computer room, the canteen and the teacher’s resource room and since then we’ve been working with the Enid Capron primary School to see how we can return the school back to some form of normalcy and get the children back to the computer room and their classrooms.” Although Toussaint could not comment on the cost of completing this project noted that it is a substantial investment for the Sandals Foundation. “When this is all over, it’s going to allow some form of normalcy throughout the Enid Capron Primary School and of course as a corporate citizen we are urging other corporate citizens who made commitments to follow through on those commitments because schools like the Enid Capron Primary and many other school throughout the TCI that are in need can use that assistance and we’re

He added: “I call this a journey because we’re actually bringing the kids to a facility right now where it’s up to standard, more modern and they can learn because they are in a more comfortable environment. We’re in a full construction; we actually deconstructed the roof and reconstructed the roof and now we’re doing ceilings and full renovations of the whole block. We can tell you by the end of this project it’s going to set a standard where this is how everything facility in the Turks and Caicos as far as schools need to be.” Pierre expressed that he is blessed to be part of this project because he attended the Enid Capron Primary as a child and he would love to continue to do work for any school that he has ever attended. Principle of E.C.P.S, Sophia Hamilton-Garland stressed that this project is very beneficial to the E.C.P.S and the students will be more comfortably placed in the computer room going forward.”

Over 150 trained in Strategic Budget Reform The Ministry of Finance, Trade and Investment in collaboration with the IMF’s Caribbean Regional Technical Assistance Centre (CARTAC), conducted training for over 150 policy makers and program managers across Government and Statutory Bodies between March 5 -16, 2018. Since the 2015-16 financial year, the Turks & Caicos Islands Government (TCIG) with the assistance of CARTAC implemented a number of changes to the way the annual budget is prepared. These changes which fall under the heading of ‘strategic budget reform’, have been designed to

strengthen fiscal discipline so that the Government’s finances are sustainable in the long term. The changes were implemented to ensure that budget spending decisions are more consistent with national policy priorities so as to achieve the best possible value for money from available resources. The strategic budgeting approach has been built around two key components – (i) the introduction of a rolling threeyear budget and forward estimates that establish ‘hard’ annual and medium term budget ceilings for each ministry; and (ii) the presentation of budget estimates

in a program budget format which will set out the objectives, key strategies and performance indicators for each budget program. Like most developing countries the Public Financial Management (PFM) framework in the TCI is evaluated using international standards that are developed by agencies such as Public Expenditure Financial Accountability (PEFA). These standards were recently revised to place greater emphasis on measurement of performances, including developing programmes performance indicators by gender. During the two weeks of

training, program managers were brought together in workshops to strengthen and improve program structures, program performance information and develop monitoring regimes that they may use to monitor and evaluate program performance. The Ministry of Finance, Trade and Investment hopes that participants will utilize the information obtained in the training sessions to enhance their annual budget submissions. The annual budget, is expected to be tabled in the House of Assembly in the upcoming weeks.

Walter Sean Gardiner is the local person who deserves the most credit and recognition for the Ritz Carlton Project By Dr. Drexwell Seymour

There are too many times in our country where history is being rewritten with errors. If one does not know the facts, one takes the revised history as the truth. Therefore I am going to document Sean’s involvement in the Ritz Carlton Project in this medium. In my opinion, his involvement was so significant and should not be overlooked. He is the local person that deserves the most credit and recognition for the Ritz Carlton Project. Before I proceed further with this article, I must mention that bona fide investors do not care about the political party that is in Government. Investors want three main things from a Government, 1) favourable Concessions/Exemptions on imported goods, 2) the ability to import labourers without major restrictions on labour clearances and work permits and 3) A clear and straightforward development process that allows them to complete their project within the timeframe without unnecessary delays. I believe credit for projects should only be given to a government if the government was proactive in arranging and inviting developers face to face to our country, or the government introduces investment policies to incentivize investors or if the Govt. spends a significant amount of dollars on the marketing or promotion of TCI so they can attract investors and tourists to these islands. Governments should not be

like lazy salespersons that do not initiate or convince someone to make a sale but rather just taking a sales order from a client. There are salespersons who want to take a credit for a sale simply because someone came in the store to purchase an item and it so happens that, the salesperson was the one on duty when the client came in. The salesperson did not encourage and convince the customer to get any other thing but just waited until the client finish shopping for that item and now wants to take credit for the sale. This is a lazy sales clerk. The sale for that particular item would have happen no matter who the salesperson was on duty because the client wanted that item. On the other hand, an aggressive or proactive sales person would attempt to convince the client to buy other products or services while in the store. A proactive salesperson would also do road shows, meeting potential clients and inviting them in the store to buy products or even taking the products with them to sell them while on the road. If a sale takes place, the credit for the sale of the items rightly should be rewarded to that aggressive or proactive sales person There were so many hurdles and setbacks that the developers and promoters of the Ritz Carlton project encountered and in my opinion, it was a complete disincentive for this developer and future developers. (Of course, I am by no means suggesting that opponents

Like the start up of most businesses, everything starts with an idea. The Ritz Carlton for TCI started with an idea in 2010 when one of the Consultants for the Dessarollos Group was embarking on a plan to expand in the Caribbean. Mr. Walter Sean Gardiner made contact with the consultant and was able to convince the group to purchase the land in Grace Bay, Providenciales. The project was originally scheduled to be completed in 2016 after receiving a development agreement from the government. The Dessarollos Group had planned to build an 8 storey JW Marriot Brand which would have been the same height as the Seven Stars Resort. However, after the new developers of the West Caicos Project at that time decided not to pursue the Ritz Carlton brand , the Dessarollos group decided to move away from the JW Marriot Brand to Ritz Carlton. In 2013, under the Hon. Rufus Ewing Administration, the Government decided they would increase the height from 7 storey to 12 storey to maximize the use of the and in order to make major resort development more economically viable for investors. After the Government changed its policy, the Desarollos Group increased its original 8 storey plans to 12 storeys. In April 2015, the TCIG signed the revised development agreement with the Desarollos Group for the 12 storey project. As a result in the change in policy by TCIG, there were a few persons or groups opposing this policy primarily based on environmental reasons. Many people felt that the environment was an excuse and that some opposed it for selfish reasons. As a result of this opposition, the Government and the developers were faced with legal battles in the court for many years . The court ruled in the favour of the opposers stating that there was inadequate consultation on the 12 storey. The Government appealed the case and sometime later the

government held a town hall meeting in which the majority of people particularly the locals supported the project. The matter was referred back to the court and the judge was satisfied that the Government complied with the consultation aspect and thus provided the Government with the green light to proceed. However, the court required that the Govt. to commit future developers to perform extensive Environmental Impact Assessment (EIA) followed by consultation. This was the last hurdle for the Ritz Carlton project. In November 2017, under the administration of Hon. Sharlene Cartwright Robinson, the EIA public consultation took place. At the town hall meeting, the majority of people supported the findings of EIA consultation. Planning was satisfied and issued a building permit to the developers of the Ritz Carlton project. The official ground breaking for the 124 hotel rooms and 64 condos was on February 26th 2018. I end by thanking and crediting Mr. Walter Gardiner, a son of the soil for his tremendous part he played in this project by not only convincing the developers to invest in the TCI while the country was going through a challenging time economically and politically (we were Governed by the interim Government) but by also encouraging the developers to remain committed to the project despite several years of delays and legal setbacks. Walter Sean Gardiner, you were truly proactive and therefore as a local deserves the most credit for the Ritz Carlton Project. In conclusion, one of the reasons we have not been able to get the other islands develop is because we have not been pro active in getting investors (local or international) to those islands. Yes the stamp duty is lower which is an incentive but we need to take the islands to potential developers rather than just hoping and waiting for something to happen. This is what Walter did with the Ritz Carlton project. The ideal thing to do of course is for a group of us to team up and form companies and develop the islands ourselves. He who pays the piper calls the tune.

Fortis TCI 10th anniversary Spring Fun Walk and Run was a success F

ortis TCI based In cycling events. There were also Providenciales hosted their servings of the traditional TCI 10th annual Spring Fun Walk and Saturday hot breakfast along Run. This was another successful with activity stations and health year that the community of screenings. The event kicked off with Providenciales came out in large numbers to bring in spring and the prizes being awarded to the promote a healthy lifestyle and different categories. 1st place Male beginning the season off on the 10K - Martin Healy who received right foot on the 17th of March, a Samsung Gear Fit 2 and Beats 2018. The whole outset of the event Earphones, 1st place Female 10K was to encourage participants to - Lynn Robinson who received a step into spring on a healthy foot. Samsung Gear Fit 2 and Beats The event attracted Earphones, 1st place Kid (13 or well over 500 participants and under) 10K Vijay Kalliecharan spectators. They all came out for receiving a Nintendo Switch, 1st an amazing morning with family place Cyclist -Anthony Pullman and friends for the healthy food receiving a Samsung Gear Fit 2 and fun fitness activities. Ruling party wins snap elections in Antigua

The Antigua and Barbuda Labour Party (ABLP), led by Prime Minister Gaston Browne, on Wednesday turned what many had predicted would be a victory at the polls into an electoral rout, trouncing the main opposition United Progressive Party (UPP) to take 15 seats of the 17 seats in the snap elections. It’s a 15-1-1 win for ABLP, United Progressive Party and Barbuda People’s Movement respectively. Harold Lovell is the political leader of the UPP and Joanne Massiah the leader of the DNA. The duo had a bitter row in recent years and moved from being UPP colleagues to public enemy during the race to see who would become leader. After being expelled from the UPP, Massiah formed the DNA. The leaders of both UPP and DNA who were hoping to become the next prime minister suffered at the polls. Browne announced general elections on February 24, 15 months before a constitutionally mandated deadline, giving opposition parties

less than four weeks to prepare. His wife, Maria Bird-Browne becomes the youngest parliamentarian, elected at just 26 years old. The granddaughter of Antigua’s founding father, Sir Vere Cornwall Bird, says she’s “elated” to win and more importantly to serve. She thanked the electors for supporting her in such an overwhelming way, winning in all 14 ballot boxes in the St. John’s Rural East constituency. The young parliamentarian who was thrown into the race at the last minute late last year, says her win is a victory for the youth as much as it is for women. She’s encouraging both to go after their dreams and to live to serve. At a victory rally on North Street, ABLP Leader Gaston Browne declared to thousands of supporters that the moment of victory and the realization of a successful political strategy was “not a time for gloating.” Instead, the ABLP leader encouraged all parties to “cooperate toward the betterment of Antigua and Barbuda” and to forgo “the division

Paula Mae Weekes Sworn in as Trinidad and Tobago 1st Woman President Retired judge Paula Mae Weekes was elected by the country’s Electoral College in January. Paula Mae Weekes became the first woman president of Trinidad and Tobago Monday after being elected by the country’s Electoral College back in January. Chief of Justice Ivor Archie swore Weeks in at a ceremony at Queen’s Park Savannah in Port Spain at 10 a.m. local time, replacing Anthony Carmona. A retired judge from the Appeal Court, Paula Mae Weekes was the only presidential nominee proposed by the government. Weekes graduated from law school and has a remarkable career in both public and private spheres. She was called to the Bar in 1982 and she served the Office of the Director of Public Prosecutions for 11 years. In 1996 she became a judge at the Criminal Division of Trinidad’s High Court before being promoted to the Court of Appeal in 2005. She was then sworn-in as Justice of Appeal in the Turks and Caicos Islands for three years. She was also Chancellor of the Anglican Church and was responsible for their finances. Shortly after being elected, Weekes admitted she felt “completely terrified” about the idea of being president. “I can tell you that apart from feeling honored and humbled, I felt completely terrified. And that terror has not yet abated,” Weekes said. In Trinidad the president is the head of state and is responsible for approving bills before they

Barbados Prime Minister keeps electorate guessing but warns ruling party is now awake Prime Minister Fruendel Stuart has likened his ruling Democratic Labour Party (DLP) to a “sleeping giant (that is) dangerous when awaken” as he continued to keep the electorate guessing as to the date for the next general election in Barbados. Addressing the opening of a DLP office in the St. Peter constituency office on Sunday night, Stuart again referred to his decision not to name the date for the poll when the Parliament was dissolved earlier this month. He told supporters that there have been several discussions regarding the date for the election that must be held within 90 days following the dissolution of Parliament and criticised the main opposition Barbados Labour Party (BLP) of telling the electorate that it has the answers to the socio-economic problems facing Barbados. “Parliament stood dissolved from earlier this month…and there has been a lot of chatter coming out of the Barbados Labour Party over the fact that no election date has yet been announced. As I said last Sunday…an election date is going to be announced and as I said in 2013, I don’t know what all the hurry is about and election day is going to come that election is going to be fought and it is going to be won,” he told supporters. “Nobody understood what I was saying at the time. I am saying it again tonight, the date is going to come. The election is going to be fought and it is going to be won and I hope that when those who are calling for it end up gnashing their teeth that

Cayman makes deal with Airbnb The Cayman Islands has become the latest destination to embrace Airbnb, the company which started as an informal couch surfing service and was once considered a threat to traditional tourism businesses and to government coffers. Officials hope a formal agreement will make it easier for Caymanians to profit from the islands’ tourism boom by renting rooms or villas to visitors through the online marketplace without government losing out on vital room tax revenue. Trump’s lead lawyer in Russia probe resigns U.S. President Donald Trump’s lead lawyer in the special counsel investigation into Russia’s role in the 2016 presidential election, John Dowd, resigned on Thursday, the same week Trump added another Washington lawyer to his team. Two wounded in Maryland school shooting, student gunman dies A 17-year-old boy opened fire at a Maryland high school on Tuesday in an attack that left two fellow students wounded, then died after a gunfight with a police officer posted there, amid a renewed national debate over gun violence in schools. The shooting in St. Mary’s County, about 70 miles (113 km)south of Washington, came five weeks after a high school massacre in Florida and just days before a planned student-led march in the U.S. capital for tougher gun laws. The latest bloodshed erupted shortly before 8 a.m. at Great Mills High School and lasted less than a minute, county Sheriff Timothy Cameron said, but the precise sequence of events was still being sorted out hours later. The man survived the apparent suicide attempt and was receiving medical treatment, police said in a statement. Eyewitnesses said the man had been pacing about in an agitated state before tying something to a railing and jumping during a debate, the Telegraaf newspaper reported. The paper identified him as an activist who had camped outside parliament for several weeks in a demonstration for the legalization of hashish and marijuana. “I had to do this to wake up the politicians,” the Telegraaf quoted the man as having written in a post on Facebook. Putin savors record win, securing six more years at Russia’s helm Russian President Vladimir Putin basked in his biggest ever election victory on Monday, extending his rule over the world’s largest country for another six years at a time when his ties with the West are on a hostile trajectory. Putin’s victory will take his political dominance of Russia to nearly a quarter of a century, until 2024, making him the longest ruler since Soviet dictator Josef Stalin. Putin, who will be 71 at the end of his term, has promised to beef up Russia’s defenses against the West and raise living standards. In an outcome that was never in doubt, the Central Election Commission, with nearly 100 percent of the votes counted, announced that Putin, who has run Russia as president or prime minister since 1999, had won 76.68 percent of the vote. With more than 56 million votes, it was Putin’s biggest ever win and the largest by any post-Soviet Russian leader. In a late-night victory speech near Red Square, Putin told a cheering crowd the win was a vote of confidence in what he had achieved in tough conditions.

The British Home Office did not confirm the name of the successful bidder in a statement on Thursday, but said that “the preferred bidder has been selected following a rigorous, fair and open competition” which would result in a “secure product at the best value for money for our customers and

The event saw a number of spectacular performances especially on the track, where the students of the various high schools displayed some great athletic performances. Last year’s winners the Clement Howell High School was again named the Inter High School Champions for 2018. The SUN captured these photographs at the events.
