T

he Royal Turks and Caicos Islands Police Force will soon be equipped with powerful Taser guns and body cameras and they also be using breathalyzers to combat driving under the influence (DUI). Commissioner of Police James Smith told a press conference on Tuesday May 1st, 2018 that the Tasers will be in use within the next few weeks, as officers were recently trained by experts from the Miami Beach Police. “Taser is a brand name that is well known across the United Kingdom (UK), Europe and the Caribbean and it is a less lethal option to be used in and deployed by officers from our tactical team, our armed response officers and some patrolling officers,” said Smith, who was joined at the press conference by Assistant Superintendent Calvin Chase, Acting Deputy Commissioner of Police Wayne Jones and Superintendent Darron Williams. “The Tasers will go to trained officers who are trained in the use of firearms, the Tactical team and response officers but we are looking to deploy, following training, a number of patrolling uniformed officers. Very often

BODY CAMS FOR COPS Legislative changes were made to prepare for the introduction of the ‘body cams’ which will decrease bad behavior by police officers and improving evidence collection for accident and domestic violence scenes. “We have docking stations being installed at the Police Stations

so that very soon you’ll see patrolling officers with body cameras that will record their every action and actions of those individuals in front of them that will allow us to bring the best evidence in court and will allow us to check on the behaviour of our officers as they go about their daily business,” the Commissioner said. “What we need to do is make sure that we manage them properly. The policy is there, and officers understand exactly how that will change the rule. We’re bringing in a lot of new stuff at one time and I don’t want to overwhelm them because we have the Tasers, the body cameras, the 911 system is changing, the law on drunk driving. We all have to be trained in use of the handheld breathalyzer and how the evidential machine works and there’s a lot to be done, but I suspect again that they will be within weeks, not within months. Crime down 32% in the past three years, says Commissioner By Todeline Defralien Crime in Turks and Caicos has declined by 32% in the last three years, according to Commissioner of Police James Smith. This information was provided by the Commissioner of Police as he presented his Quarterly Crime Stats for January – April 2018, at a press conference held at the Police Headquarters on Tuesday May 1st, 2018. “Crime overall has reduced by 14% when compared to the same period last year, that means 364 less crimes. This follows on from a 14% reduction in 16/17 and 26% reduction in 15/16. Taken together that means in the last three years crime in Turks and Caicos has gone down 32% - so nearly onethird reduction in three years.” Smith, who was joined at the press conference by Assistant Superintendent Calvin Chase, Acting Deputy Commissioner of Police Wayne Jones and Superintendent Darron Williams, congratulated the Officers and staff for this fantastic achievement. He added: “It is also worth noting that our detection rate has gone from 21% last year to 28% this year meaning more victims will see offenders brought

In addition, the average number of crimes per day has obviously continued to fall and we now see an average of 6 crimes per day across the entire country.” Smith noted that the Royal Turks and Caicos Islands Police Force will always tend to focus their efforts on the most serious crimes because they have the biggest impact on victims. In addition, he also reported that the number of murders this year has reduced by 42% down from 7, to 4 and stressed that the Force would like to see this continue to fall and they will keep a focus on murder prevention in the coming year.

Young pharmacist found dead in vehicle Steve Pierre, who worked as a pharmacist at Island Pharmacy in Providenciales, was found dead in his vehicle on May 1st, 2108. Police Officers and EMT’s responded to a 911 Centre call at 3:20 p.m., on the said date, that a male appeared to be deceased in a parked vehicle on Bible Street, Blue Hills. The Royal Turks and Caicos Islands Police Criminal Investigation division is conducting an enquiry. Overseas referrals and high-cost health cases increasing, says NHIP chairman The number of overseas referrals for medical treatment and high-costing cases in on the increase, says Delton Jones, chairman of the National Health Insurance Plan (NHIP). Jones told a recent press conference that in the 2017 to 2018 financial year there were four medical cases which cost NHIP more than $500,000 and 47 cases for which health care expenditure was above $90,000. He said there were 1,404 overseas referrals in the 2017 to 2018 financial year, up from 1,385 in the previous year. This included 258 emergency referrals for 2017 to 2018, compared to 215 for the similar period in 2016 to 2017. On average 70- 80% of all persons who are transferred overseas are Turks and Caicos Islanders, Jones said. The NHIP chairman revealed that in the 2017 to 2018 there were 137 air ambulance 50 charters and 1,253 transfers on commercial flights. He said they have also noted significant activity under the Treatment Abroad Programme (TAP) related to cardiology transfers (328), ophthalmology (316) oncology (95), neurosurgery (119), vascular surgery (68).

“During the last 9 years that the plan has been in existence there has been a steady rise in the consumption of healthcare services in the TCI. The NHIP has managed over 6,000 overseas referral encounters, through the Treatment Abroad Program. There have been over 160,000 local provider claims and over 1,000,000 local pharmaceutical claims,” said Jones, an economist and former Permanent Secretary in the Ministry of Finance. He said that in the recently concluded financial year, the NHIP processed 28,932 visits to local healthcare providers, 1,542 Interisland transfers of which there were 149 were local charter flights. The National Health Insurance Board receives revenue from contributions (Private Sector & Self Employed, Government), Government Subvention (Treatment Abroad Program, pensioners, wards of states, unemployed etc.) and late fees/ penalties. The chairman reported that the average revenue collection for the National Health Insurance Board for the last three years 2015 to 2016, 2017 to 2018 was $57million. Of this $57million, the average annual contribution income for the past three years was $31million, while the

The average total expenditure for the National Health Insurance Board over the last three years is $61M, he said. Hospital related payments account for about 51% of average annual NHIP expenditure, followed by TAP which 35%. Pharmaceutical and local provider costs about averaged 6%

Recurrent NHIP operational costs account for 6%. “The difference between average revenue and expenditure over the last three points to an average annual deficit of about $4 million, this is indicative of the persistent underfunding of the NHIP at time when there has been increasing healthcare cost,” said Jones. “We are working in partnership to move the organization forward in the interest of beneficiaries,” added Jones. “We will support the efforts to improve healthy lifestyles and encourage greater personal responsibility for one’s health. The Board is happy to engage with policy makers, stakeholders and the public in confronting the various challenges. We recognize that there are no quick fixes and we all have an important role to play in building a healthy nation.” The NHIP begun enrollment in 2009, the first contributions were collected in September 2009. Since 2009 the number of persons enrolled has grown from under 25,000 to now stand at 33,218 (March 2018). All legal residents living and working in the in the Turks & Caicos Islands are required to register with the Plan. Tourists and transient visitors to the Islands are not eligible to be registered.

Over 100 CCTV cameras coming across Provo By Todeline Defralien The long-awaited Closed Circuit Television (CCTV) should be operational by mid-June 2018, with more than 100 high-tech cameras, says Commissioner of Police James Smith. Speaking at a police press conference on Tuesday May 1st, Commissioner Smith said the cameras will be spreading throughout Providenciales in its first phase, using fiber optic technology through Digicel TCI, the successful winner of the project bid. From having the ability to zoom, pivot and capture images even at night; the Commissioner explained that the surveillance video will be crystal clear and ideal to support criminal and traffic cases at trial. “You will see them very clearly. They’re going to be mounted on poles that exist already. We might have to put one or two extra poles on, but we’ve gone through a whole exercise of making sure that we cover

the entire country. It is about 120 cameras, they are high definition, and high resolution and we will be able to see things at night as well,” the Commissioner added. In addition he added: “If a member of the public phones into 911 and say that there is incident happening at X and we have a camera close by, the operator will immediately zoom to that area and see what we can find out. That enables us to deploy the appropriate resources, because what could happen is that we have three vehicles going to one location when in actual fact we can have one going to the location and two going to a different location to block escape.” The CCTV system will eventually branch out to other islands of the Turks and Caicos and will be housed with the 911 Service, and will use four specially recruited 911 staffers as “special constables” to work the 24-7 monitoring system. “This is the first phase so people shouldn’t expect to see new cameras in Grand Turk yet, but they

will be there because they’re part of the second phase. There are over 100 cameras going up and we’re working very closely with those who already have cameras to make sure that we can plug into them and see areas that may not be covered by the new cameras. We will cover every major route, junction and some hotspots that we want to keep a close eye on. No officers will be charged in the shooting death of Lavern “Lolo” Smith By Todeline Defralien Following an independent investigation by the Royal Cayman Islands Police Force, no police officers from the Royal Turks and Caicos Islands Police Force will be charged in the shooting and killing of Lavern Smith on January 1, 2018. During a Police press conference on Tuesday May 1st, 2018, Commissioner of Police, James Smith said he was informed by the Director of Public Prosecutions that based on the information in that report, no charges will be laid against officers and that the deadly shooting was “a lawful action” by them. Lavern Smith, of The Bight, Providenciales, was shot around 5:45 a.m. at the Olympic Plaza on Aviation

Drive on Monday, January 1st, 2018. Smith was released from prison in November 2017 after serving time for a gun-related offence. A Policeman from the Tactical Unit was also shot during the incident, but he was treated at the Cheshire Hall Hospital and discharged. The Commissioner said, “Of course our condolences with that family. No one should lose a love one in circumstances like that...” According to a press statement from Sergeant Kevin Clarke, police officers became aware of two men who were suspected to be in possession of firearms at a night club on Aviation Drive, in Downtown Providenciales. Clarke said one of the men was shot while Police were attempting an arrest. He said the other man involved was not detained at the scene and Police

Crime Report CULPRIT ARRESTED QUICKLY AFTER WOMAN REPORT OF ROBBERY Providenciales Police arrested a man on Tuesday, May 1st, 2018 just minutes after he allegedly robbed a woman on Cherokee Road. A 28-year-old woman reported that around 9:00 p.m., as she was about to enter her vehicle, she was approached by a man who demanded money. The woman managed to escape without injuries, while the culprit took

off with a bag containing a cellular phone and other items. Officers responded quickly to the scene and a 24 -year- old male was apprehended and property recovered. The male is currently in Police custody. MAN RECEIVES $15K BAIL Police have arrested and charged a 45-year-old man on Monday, April 30th, 2018. According to reports, the man was charged with theft and given bail in the sum of US$15,000.00.

Mental illness needs to be taken seriously, says psychiatrist By Todeline Defralien Mental illness in the Turks and Caicos Islands needs to be taken more seriously by the community, according to Dr. Diana Joy Dizon, Mental Health Consultant Psychiatrist in the Ministry of Health. In an interview with The SUN, Dr. Dizon said that because of the culture in TCI, people don’t really want to talk about mental health or mental illness, but she is hoping to create greater awareness to make a change. “I would like to encourage people to please take mental illness/ mental health seriously, because a lot of people are suffering and sometimes we just don’t care but however let us make it our business,” she said. “I would say that I understand that sometimes because of the stigma and discrimination some people don’t really come forward, but mental health is everybody’s business, so please don’t be afraid to come forward. If you know that you need help, come forward because our department doesn’t just cater to the mentally ill or the disordered people, we also cater to those who are suffering from depression and suffering from other kinds of issues.” “When I say that they are afraid

to come forward is because we can help them by giving counseling sessions or whatever they need, like psychiatric evaluation, psychological evaluation, drug counseling and other things and it’s free. If persons just come forward and talk about whatever they’re going through or whatever issues they are having and we can help them. It is just that they have to have more courage to come in,” she explained. Additionally Dr. Dizon noted that the Ministry of Health is trying to bring more awareness so persons can be more educated about mental illness and have the courage to come forward and seek help. “Right now we’re making strides to promote awareness and we’re doing lots of campaigns so that people will become aware of the services that are available. The Government is offering services to cater for these different mental health concerns and I believe that we’re making it so that people will be more comfortable to come forward and talk to the mental health specialists. Hopefully more will come forward and they will be more comfortable to seek mental health professionals,” she continued. Dr. Dizon, who has been working in Turks and Caicos Islands

Dr. Diana Joy Dizon, Mental health practitioner in the Ministry of Health for over four years, stressed that she wants to remove the misconception that when patients come and seek help that they are labeled as crazy. In addition Dizon expressed that man things can trigger mental illness such as illicit substance abuse or drugs and stresses in the environment. She said it can also be inherited, but noted there are also a lot of cases where

there is really no cause and it could just occur, depending on the personality of a person to cope and balancing stresses in their lives. The annual report per diagnosis data for 2017 revealed that overall 833 patients have been seen by the hospital. Diagnosis / Presenting Problem were: Mental Disorders Due To Known Physiological Conditions (6), Mental and Behavioral Disorder due to psychoactive Substance Use (60), Schizophrenia, Schizotypal, Delusional, and Other Non-Mood Psychotic Disorders and Other Schizophrenia (386), Mood [Affective] Disorders (234), Anxiety, Dissociative, Stress-Related, Somatoform and Other Nonpsychotic Mental Disorders (36), Behavioral Syndromes Associated with Physiological Disturbances and Physical Factors (13), Disorders of Adult Personality and Behavior (13), Intellectual Disabilities (8), Pervasive and Specific Developmental Disorders (9), Behavioral and Emotional Disorders with Onset Usually Occurring in Childhood and Adolescence (33), Unspecified Mental Disorder (1), Seizure Disorder (26) and No mental illness at time of examination (8).

FortisTCI generation expansion program prepares TCI for future growth in energy demand into 2020

Artist’s impression of the engine hall to house the new Wärtsilä engine A new Wärtsilägenerator arrived at FortisTCI’sProvidenciales site on Leeward Highway on May 3rd, 2108, the first phase of the company’s generation expansion program outlined in its Integrated Resource Plan (IRP). The purchase ensures that FortisTCI is prepared to meet projected growth in electricity demand from 2019, and into the future. Having a world-class electricity system gives the Turks and Caicos Islands a competitive advantage for inward investment. FortisTCI made its first purchase from Wärtsilä Finland in 2010. The company selected

Wärtsilä for its fuel efficiency, reliable operation, and the technical support available within the region. The company signed the most recent agreement with Wärtsilä in April 2017, and construction of the engine hall began three months after, in July 2017. With the arrival of the generator onsite today, installation work will commence immediately. Commissioning is scheduled for November 2018. Once installed, FortisTCI will have a new combined generating capacity of approximately 93MW across its service territories. This project will begin in 2018, and is the first utility-scale solar generation for the country, further diversifying TCI’s energy profile.

PDM criticises new UK Sanctions and Anti-Money Laundering Bill by Doug Parnell PDM Chairman In an effort to be transparent, the PDM Government spent a considerable amount of time passing New Companies legislation that complied with the recent goals set by G7 countries, but no matter how many goalposts they set for us to attain they have continually changed the goalposts. This new move discriminates against all UK Overseas Territories by threatening to use constitutional force by Order in Council to cause OT’s to comply with opening up all the information about beneficial ownership available in our registries!

Right now, if there is cause, law enforcement from other jurisdictions can get access. This new move will allow anyone in the world to go online and search any person’s name or company name to see who is associated with it. Every law firm or company management firm that employs a corporate manager/secretary could and most likely would see a loss of their business. It will affect every financial institution in TCI. But, the Crown dependencies like Jersey, Guernsey and Isle of Man are exempted. Basically, they are robbing the OTs of their financial services business in favor of their

own interests. It could go down as the greatest act of white collar transfer of wealth in the history of the world. I believe financial services represent 12 percent of our GDP or economic activity in Turks and Caicos Islands. While we won’t suffer as great as Cayman, Bermuda and BVI it will impact us. More importantly though, this action highlights for us as a people the attitude towards us. If it suits their interests an order in council is easily passed. Our constitution is an Order in Council and could just as easily be changed if there was the political will in the UK. It is time that we seriously

New UK legislation is “oppressive and unjust” says former Premier Michael Misick By Michael Misick The decision by the British Government and British Parliament to impose legislation on the predominantly black remaining colonies in the Caribbean, while exempting the predominantly white crown dependencies of Jersey, Guernsey and the Isle of Man is oppressive and racist. The decision to impose a public registry will close the financial services in our countries while give a major boost to London and the crown Dependencies mentioned above. As is evident from some of the Members of Parliament’s contributions to the debate on Public Registers in

the UK, they realize that what they are doing to us is morally wrong. And no matter how they try to sugar coat it, they cannot help themselves and are equally guilty of usurping the powers of the duly elected officials of our countries. These acts by the UK Parliament are oppressive, unjust, and a complete affront on our countries’ democracies. The truth of the matter is that London is one of the biggest tax havens in the world and in direct competition with the onerously regulated Caribbean Financial Services Territories. In fact, our countries in many respects are subjected to far more stringent conditions to combat money laundering than the City of London.

Is It Strep Throat? By Dr. Marsha Barnett

Many times, when persons have a sore throat and are seen by the doctor, as a reflex they may ask about it being strep. Strep throat is a bacterial infection that causes inflammation and pain in the throat caused by a bacterium called streptococcus. Strep throat can affect children and adults of all ages. However, it’s especially common in children between the ages of 5 and 15 years. SYMPTOMS OF STREP THROAT Some people experience mild symptoms like mild pain to the throat and discomfort when swallowing. However, other persons may have severe throat pain, headache, fever, chills, lethargy and general malaise. The symptoms of strep throat typically develop within five days of exposure to the bacteria. Not all sore throats are a result of a strep infection. A sore throat can be caused by other bacteria as well and, most commonly, viral infections are the cause of a painful throat. If, however, the sore throat lasts more than two days, your throat looks swollen, red and has white patches, you develop difficulty swallowing or breathing or have a fever that will not break, you should see your doctor.

HOW CAN I KNOW FOR SURE? Your doctor will examine your throat, look for swollen lymph nodes, do a full respiratory examination and ask about other symptoms. If a strep throat is suspected, a rapid strep test can be done in the office. Of course, this tests only for that specific bacteria and so your doctor may opt to treat with antibiotics even if the test comes back negative if clinically she thinks you are having a bacterial infection or if blood tests are done in office to suggest that a bacterium is the problem. In certain cases, it might be very important to rule out a strep infection, and as such, if the office test is negative but your physician is very suspicious of a strep infection, a throat swab may be taken and sent to a lab for culture. This tends to pick up a few positive results that were not found in office but results take a few days to come back. TREATING STREP THROAT If you’re diagnosed with strep throat, your doctor will prescribe an antibiotic to treat the infection. It’s important that you finish your antibiotic treatment course to completely clear the infection. Some people stop taking their medication

when symptoms improve, which can trigger a relapse and can also cause them to infect other persons when they think they are better but still harboring the bacteria. Your doctor may also suggest pain and fever reducers, gargles and other medications geared at improving any additional symptoms you may be experiencing. POTENTIAL COMPLICATIONS OF STREP THROAT When treated, the symptoms will improve within a few days and the infections usually clears in a week or two. The big deal with a strep infection however is that, if left untreated, complications can ensue. The infection can spread along the respiratory tract and lead to abscesses around the tonsils, a sinus infection, ear infections and even penetrate the mastoid bone in the skull! The long-term sequelae aren’t limited to the respiratory tract however, as untreated strep is notorious for causing rheumatic fever which is an inflammatory disease that affects the joints, the heart, and the skin. If this occurs, long term heart valve damage usually results and antibiotics are indicated until the age of 21. An untreated strep throat can also lead to kidney disease called

Dr. Marsha Barnett glomerulonephritis. Even the skin can be affected by the streptococcal bacteria. A red rash can erupt days after the infection called scarlet fever but this usually resolves as the bacteria clears over a week or so. Rarely however, a type of psoriasis can also appear after the infection and this usually takes months or even a few years to go away! The possible complications of a strep throat are really the reason why it is important to complete your course of antibiotics. This is also why if your doctor believes you are having a bacterial infection, she will tend to choose an antibiotic that covers strep, whether or not the test was done or it came back negative. If your strep throat symptoms don’t improve within 48 - 72 hours of taking your antibiotic, revisit your doctor.

Beaches & Sandals Foundation plants native trees for Earth Day 2018 Sandals Foundation continued its commitment to alleviating climate change in the Turks & Caicos Islands with a major tree planting project, when the charitable organization planted several young trees on Providenciales to commemorate the 18th annual Earth Day environmental movement. The foundation once again joined forces with the Turks & Caicos National Trust and the Clement Howell High School’s Environmental and Tourism Club to increase the greenery and enhance vegetation at the historical site to help reduce the amount of carbon emitted into the atmosphere. “I am happy that we are able to collaborate with Beaches and the Sandals Foundation this year for Earth Day,” said Ethlyn GibbsWilliams, Director of the National Trust, “Today is about showing appreciation for what we have inherited from Mother Nature, while education others on how to preserve

our natural habitat.” Enthusiastic volunteers planted several trees that were native to the surrounding area including Seagrapes, Silver Buttonwood, Green buttonwood, Ruellia and the beautiful Hibiscus flowers which also brought a nice visual appeal to the historical site. “Earth Day is intended to inspire awareness and appreciation for the Earth’s natural environment, so we found it fitting to host a native tree planting project at the one of our most cherish historical sites.” said Elanor Krzanowski, PR Manager for the resort and the Foundation. “When it comes to environment and practices, we here in the Turks & Caicos and the Caribbean by extension is far from where we should be, we hope to foster stronger relationships with other organizations such as the National Trust to help us build greater awareness of the value and importance of our environmental

impacts and find way to reduce our carbon foot print on the planet,” she said. The National Trust was grateful to receive the gift of trees as the site has lost 30% of its trees as a result of the devastating effects of hurricanes Irma and Maria in September 2017. Approximately two dozen native trees were added to the Cheshire Hall Plantation landscape, including four (4) Caribbean Caicos Pine saplings. Caicos Pine is an endemic tree, regarded as the National Tree of the Turks & Caicos Islands, and is an important part of the country’s ecosystem. A recovery project is currently underway. The resort and the foundation d has long been committed to preserving the natural beauty of its surroundings along with all of the Sandals and Beaches resorts has been awarded the much coveted, EarthCheck Award for Environmental Stewardship. latest a long line of eco-initiatives that include a massive Community Cleanup effort in the Bight Community, Underwater Clean up and water bottle donations at the local schools here in Providenciales. There are over 91 nationalities in TCI. Can we assimilate and make TCI the best place? (Part 2) By Drexwell Seymour There is a popular children’s rhyme that states “Sticks and stones may break my bones, but words can never harm me.” I disagree with this statement, as words do hurt, and many times have a permanent state on one’s mindset. In fact, the Bible confirms that the power of life and death is in the tongue. Think deeply about the statements that are mentioned in Part 1 and think about the impact they have on someone. Do not be quick to speak what is on your mind. Even though some of the statements may be accurate, ask yourselves before you speak whether the words spoken will solve anything, empower someone, discourage someone and perpetuate divisiveness. Just stating facts do not solve anything. In fact it causes more harm than good. If we all learn to discontinue using derogative statements, this is the first step towards living together in harmony. One fact about a small country is that one tends to know everything that is going on in the country in a

heartbeat. In larger countries, the information takes a longer time to disseminate. The truth is whatever happens in TCI happens everywhere. Every country has some lazy people, some xenophobic people, some passive people, some aggressive people, some sensitive people, some smallminded people, some slave mentality people (even if your country is independent), some weak people, some strong people, some smart people and some great athletes. Every country has some dishes that they are well-known for. Every country has residents that dress well. In fact, most of the time the food we eat and the clothes and shoes we wear, especially in the Caribbean, are imported from other countries anyway, so why argue who cooks best and who can dress the best. We have to come to grips with reality that every individual is unique and therefore should conclude that all Turks and Caicos Islanders are not the same; likewise all expatriates are not the same. You may encounter two or three lazy Turks and Caicos Islanders, but that does not mean that all Turks

Drexwell Seymour and Caicos Islanders are lazy. You may hear some locals say they do not like some outsiders, but that does not mean that all locals do not like outsiders. On the other hand, I believe there are some expatriates that consider the Turks and Caicos Islands their home and really want to help, but they are discouraged by the negative comments. How do you feel when someone says something negative about you? Do you feel good? No. After all, we are human beings and human beings have feelings.

We do not know the future and we do not know where our children and grandchildren will end up. Whoever envisioned that Turks and Caicos Islands would host 91 nationalities? Many years ago, some of our families migrated to The Bahamas for survival. Now today, some of the generations from those families in The Bahamas have migrated to Turks and Caicos Islands. Maybe 10 or 20 years down the road, some of us may have to migrate to one of those 91 countries. Even if we don’t end up in any of those countries, it is simply not right to say anything negative about someone. Plant a good seed now so you can get a good fruit in the future. By speaking negative words, we are planting a bad seed that will result in a bad fruit of hatred and division. Is this the kind of bad fruit we want for Turks and Caicos Islands? Do you love the Turks and Caicos Islands? If the answer is yes, then let us make this country a positive environment to live and work in. All we have to do is control what comes out of our mouths. By now many Turks and Caicos Islanders would have heard that two of our premier athletes, Mr. Devante Gardiner and Mr. Kevarno Handfield, have lost their athletic scholarships from Saint Augustine University and cut from their athletics team for choosing to represent our Beautiful by Nature Turks and Caicos Islands in the recent Commonwealth Games in Australia. I, along with many others, are calling on the Minister with responsibility for Sports, the Minister of Education, and the Minister of Finance to fix this situation and make these young men whole again, as a decision to give these two gentlemen a scholarship could help to repair the damage that has been done and overt long term consequences to their futures. If further convincing is needed, by all means continue reading. Given the fact that both gentlemen earned a scholarship for athletics in part or in full is a testament to their value and

skill as no University is going to give an athletic scholarship unless you are top notch or have the promise to be top notch. Additionally, I understand it was at the urging of key individuals in the TCI athletics community that the gentlemen choose Country over School and clearly did not understand the risk that they were taking. For us to now abandon them would be sending a clear message as to our priorities for our youth, their development and the way we support those that work so hard to represent us. These two gentlemen made up half of the 4X400 relay team that made history for the TCI at those same Commonwealth games by qualifying for a final event along with Ifeanyi Otuonye who also qualified in Long Jump Finals. Remember how excited we were to see the pictures of the TCI making the 4X400 relay finals?? Remember that now that these young men need your help. In the case of Devante who has at least two more years of eligibility, we might be looking

I call on the principals above to put their heads together and support these young gentleman on continuing their sports and academic success.

Aspire to be masters, not servants By Ranaldo Forbes A visionary and enlightened approach to economic policy would focus on the pursuit of “economic opportunity,” not simply “job opportunity”. In my view, the proper role of the government is to stimulate a political and economic environment that encourages Turks and Caicos Islanders to become active participants in the economy, as opposed to simply resigning to the expectation of striving for employment opportunities. The age-old focus on simply working in jobs that have been “created” by others has become a norm within our culture which had led to “hand-out” culture and mentality. It devalues the worth of Turks and Caicos Islanders and contradicts their potential entirely. Rather, the focus should be on creating a political and investment model where Turks and Caicos Islanders have an opportunity, first and foremost, to be owners of businesses and investors in their own right.

The key to achieving this goal is the institutionalization of democratic norms of governance – fiscal responsibility, accountability and transparency in government. The government must fight corruption and instill ethical expectations of political leaders. It should also invest heavily in education and enact laws and pursue policies that encourage foreign investors to openly partner with or make joint ventures with Turks and Caicos Islanders. There are thousands who simply need jobs, because historically they have suffered from under-education, lack the necessary skills to compete, and exist within a political and economic foreign investment model that influences against ownership of the economy by Turks and Caicos Islanders. The current PDM government has made ambitious promises and now has a unique mandate to adopt aggressive policies, laws and measures that will help Turks and Caicos Islanders. It is extremely important that Turks and Caicos Islands quickly

transitions to a model of long-term ownership and participation by its citizens in order to be key decisions makers and shape our own nation and economy. Turks and Caicos Islanders should be encouraged by their government to aspire to become employers; to become owners of businesses that employ, for instance, hundreds of foreign workers, instead of being content with working for a foreign investor. We have been sold on and have accepted the false idea that foreign professionals are “the enemy” because they take jobs away from Turks and Caicos Islanders. In fact, the opposite is true. Foreign professionals can create many professional and ownership opportunities for the Turks and Caicos Islands if we strategically harness their expertise and use it to expand and diversify the economy. We, the citizens, continue to tolerate a system of political governance that is counterproductive, economically constricting and which decreases our competitiveness in the global economy. I urge the government to stay true

Ranaldo Forbes to their campaign promises and dramatically transform the political and economic model of The Turks and Caicos Islands so that all Turks and Caicos Islanders can aspire to be masters, not servants.

TCI’s Drug Prevention Foundation hosts annual Masquerade Ball T

he Masquerade Ball which is a major fundraising event for Turks and Caicos Drug Prevention Foundation hosted its annual ball on Friday April 27th, 2018 at The Shore Club Courtyard, Long Bay. The sold-out event, which was a smashing success, aims to raise money to build a Half -way House for recovering addicts. The Turks and Caicos Drug Prevention Foundation works along with the Turks and Caicos Government to provide some assistance for them. The event was filled with excitement and hosted by O’Brien Forbes. There were live band, raffles, entertainment and members of the public descried the event as a night to remember. Highlights from the 5th Annual Ladies Hat Luncheon Fundraiser T

he Ladies Hat Luncheon foundation hosted its 5th Annual Fundraiser with the aim of supporting children’s education in the Turks and Caicos Islands. One hundred and thirty (130) individuals in the community attended the event to support the great cause. The event was held on Saturday April 14th, 2018 at Grace Bay Club Infinity Restaurant. This event is a fabulous opportunity to dress up, be entertained in style at the beautiful Grace Bay Club, whilst knowing all the proceeds are going towards education. The esteemed judges for this

year’s fundraising event were, Deputy Governor Anya Williams, Larry Klein, John Tsavalas and Mario Rigby. This year’s judges had a hard job deciding who the winners would be but eventually the winners were; Chief Justice Margaret Ramsey Hale for Best Ensemble, Kitchandra Penn for Best Hat and Alex Skye - Most Creative Hat. Mario Rigby who spent two years walking across Africa also gave a fabulous speech, as did Maxica Rigby founder of the Hope Foundation who gave a heartfelt speech about how she set up the school after having a child with autism.

Researchers examined data on caffeine intake for almost 51,000 mothers and weight gain for their babies during infancy. Compared with women who had less than 50 milligrams of caffeine (less than half a cup, or 4 ounces, of coffee) per day during pregnancy, those who had average intake between 50 and 199 milligrams daily (from about half a cup to two 8-ounce cups of coffee) were 15 percent more likely to have a baby with excessive weight gain by age one year, the study found. Infant weight gain increased as women’s caffeine consumption rose. With “high” intake of 200 to 299 milligrams of caffeine a day during pregnancy, babies were 22 percent more likely to have excessive weight gain, and with “very high” intake of at least 300 milligrams daily, babies were 45 percent more likely to gain excessive weight. “High maternal caffeine intake during pregnancy was related to excess growth from infancy and obesity later in childhood,” said lead study author Dr. Eleni Papadopoulou of the Norwegian Institute of Public Health. “The results support the current recommendations to limit caffeine intake during pregnancy to less than 200 milligrams of caffeine per day,” Papadopoulou said by email. Because the study also found a risk of excess weight in children whose mothers consumed less caffeine, the results also add to the evidence suggesting that pregnant women might want to consider avoiding coffee and soda altogether, Papadopoulou added. “It is important that pregnant women are aware that caffeine does not come from coffee only, but that caffeinated soda drinks (e.g. cola-drinks and energy-drinks) can contribute with considerable amounts of caffeine,” Papadopoulou said. No research can definitively prove what level of caffeine is safe in pregnancy because scientists won’t ethically test drugs or supplements in women when there’s a potential to harm mothers or their babies. Caffeine passes rapidly through the placenta and has been linked to an increased risk of miscarriage and restricted fetal development, previous research has found. Some studies in animals also suggest that exposure to caffeine in the womb might contribute to excessive weight gain by altering the baby’s appetite control or changing areas of the brain that play a role in regulating growth and metabolism, Papadopoulou said. In the current study, 46 percent of the mothers had low caffeine intake during pregnancy, at less than 50 milligrams a day, and another 44 percent had what researchers described as average intake, of 50 to 199 milligrams daily. Just 7 percent of the women had high intake, at 200 to 299 milligrams, and only 3 percent had “very high” caffeine intake of more than 300 milligrams daily, researchers report in BMJ Open.

Scientists devise new, more accurate peanut allergy test British scientists have developed a far more accurate blood test to diagnose peanut allergy, offering a better way to monitor a significant food hazard. Peanuts are the most common cause of fatal foodinduced anaphylaxis, or severe allergic reaction, and allergy cases among children have risen sharply in recent years. Britain’s Food Standards Agency estimates up to one in 55 children have a peanut allergy. In contrast to existing skin-prick and other blood tests that produce a large number of false positive results, the new diagnostic has 98 percent specificity, researchers from the Medical Research Council (MARC) reported on Thursday. Current tests, in use for decades, are based on looking for antibodies - but they cannot differentiate between sensitivity and true food allergy. As a result, doctors often have to conduct a further round of testing in which patients are fed incrementally larger doses of peanut in a controlled hospital setting to confirm their allergy, a process that can itself trigger anaphylactic shock. So-called oral food challenges require the presence of an allergist and specialist nurses and they cost around 1,000 pounds ($1,360) to conduct.

The team is now discussing plans for the widespread roll-out of the test with an unnamed commercial partner. There are also plans to adapt it to other foods, such as milk, eggs, sesame and tree nuts. There are currently no approved drugs for peanut allergies, although two biotech companies - U.S.-based Aimmune Therapeutics and France’s DBV Technologies - are working to develop rival treatments. SENIOR MECHANICAL TECHNICIAN Responsible for carrying out effective preventative and corrective repairs to plant mechanical equipment and other company assets in a manner consistent with equipment manufacturer’s specification and standard mechanical tradesman practices and as directed by the Mechanical Supervisor and/or Plant Production Manager. Main Duties  Conduct competent and effective preventative and corrective maintenance on all generating prime movers units owned and operated by Fortis TCI in a cost effective manner consistent with manufacturer’s operating and maintenance guidelines in a manner that ensures the highest reliability and fuel efficiency from these units.  Must be thoroughly familiar with all engine manuals and be able to competently perform all levels of preventative maintenance up to and including major overhauls without supervision on generating units owned and operated by the company.  To be highly knowledgeable of and competent in the spares parts required by the generation units and supporting mechanical systems at the power plants owned and operated by Fortis TCI and to identify and recommend to the management staff of the Division the spares parts that are needed for maintenance.  Effectively and competently diagnose mechanical, pneumatic, and hydraulic problems related to the effective operations of generation plant equipment.  Display a profound knowledge of underlying theoretical and operating principles of all mechanical equipment used in diesel fired operation and to utilize this knowledge in developing the Technical competence and capacity of assigned junior maintenance personnel.  Prepare comprehensive job reports and failure analysis report.  Competently use proper tooling during equipment repair and safeguard and maintain tools and other mechanical repair equipment.  Operate shop tools as needed to fabricate, repair, weld, solder, cut, drill, etc.  Maintain records and reports as required, including inventory of necessary parts.

 Demonstrate leadership and commitment in ensuring that maintenance activities are performed by self and team members in full compliance with the company’s Environmental, Health and Safety policies and procedures when on the plant site and during the execution of work duties.  Make recommendations (supported by data) to management staff in the Division of new techniques, tooling and processes to improve maintenance activities and increase overall plant efficiency.  Be available to respond to emergencies at all times outside of regular working hours, as may be required by plant contingency. Minimum Requirements:  Successfully complete all the units of module in NCCER Level 1, Level 2, Level 3 and Level 4 (or equivalent) and have at least 10 years industrial experience in the operations, maintenance and repair of diesel generating stations. An Associate’s degree (or equivalent) in the mechanical engineering trades will be an accepted equivalent academic qualification.  Successfully complete NCCER Crew Leadership Program (or equivalent supervisory/leadership training).  A high degree of familiarity and competence in diesel engine theory and operations, trouble shooting of mechanical and rotary equipment, and mechanical repair tooling.  Must be thoroughly familiar with all engine manuals and be able to competently perform all levels of preventative maintenance up to and including major overhauls without supervision on generating units owned and operated by the company.  Above average analytical skills in math and principles of diesel engine machines  Excellence in interpretation of engineering drawings and manuals.  Professional competency in written and oral communication skills in English.  Must display a high competency in the use of computers and standard engineering and office computing software programs utilized in maintenance activities, reporting and record keeping. Overseas territories accuse Britain of ‘modern colonialism’

The decision by the U.K. parliament to threaten an order in council to force the overseas territories to make their beneficial ownership registries public has caused consternation in Bermuda, the BVI and other territories. Bermuda’s premier and finance minister David Burt called the vote “a significant backwards step in the relations between the United Kingdom and the Overseas Territories” and “a return to base colonialism” that has no place in 2018. “It is ironic that in the very year we celebrate the 50th Anniversary of our Constitution, Bermuda is confronted with this regrettable ‘about face’ which fails to acknowledge this long history of full internal selfgovernment,” he said. The government also retained two U.K. constitutional lawyers to look at the issue. “We are prepared, if we get the advice that there is a proper basis for it, to challenge this at the

highest possible levels in the court system,” Mr. McLaughlin said. The U.K. government appeared fully aware of the difficult constitutional grounds it was embarking on during Tuesday’s House of Commons debate. Alan Duncan, minister of state at the Foreign and Commonwealth Office, said the government was concerned that the economic impact of imposing public registries on the overseas territories will be significant. “Furthermore, the overseas territories are separate jurisdictions with their own democratically elected governments. They are responsible for their own fiscal matters and they are not represented in this parliament. Legislating for them without their consent effectively disenfranchises their elected representatives,” he said. “We do not want to legislate for them, nor do we want to risk our long-standing constitutional arrangements with respect to their autonomy.” Mr. Duncan added that the U.K. government was “acutely conscious of the sensitivities about this in the overseas territories and the response it may provoke.” Only two years ago, the U.K. government forced the Cayman government to sign an agreement that established centralized registries of beneficial ownership. The information stored there is accessible to U.K. law enforcement and tax authorities, but not the wider public. The decision to force the

Everton Thompson, 64, of Arcadia, who had previously pleaded guilty to unlawful wounding, was last Friday sentenced, with a recommendation for psychiatric treatment, in the St Thomas Home Circuit Court by Justice Carol Lawrence-Beswick . The 61-year-old complainant was attacked by Thompson outside her home in Arcadia on July 15. The court heard that the complainant was at her gate, sweeping, about 8:00 am when Thompson walked up and greeted her with, “Good morning”, before stabbing her with a sharp object. The injured woman was rushed to hospital where she was admitted and remained for two months. On Friday, the teary-eyed complainant, with the help of the prosecutor, told the court that she is still in pain and that her left hand is practically useless. She also stated that she is still afraid and has problems breathing as well as sleeping at night. The JP said she was saddened by the turn of events that have also left her weak and emotionally damaged. Thompson, in his response, through his lawyer Horace Grey, said he was very sorry for what he had done and that the complainant has no reason to fear him. Grey, in his mitigation plea, told the court that his client acted illadvisedly, based on rumours, and had been determined to avenge his relative’s death.

Keyes had pleaded guilty to murder in relation to the machete killing of 19-year-old Tashoy Barrett, but after his lawyer relayed the reasons behind the murder, Justice Carol Lawrence said she could not sentence him on a murder charge since he was provoked. He was therefore sentenced on the lesser charge of manslaughter, and the prosecution confirmed that provocation had arisen in their case. Before the sentence was passed, Grey told the court that although Barrett lived with her parents, she spent most of her time at Keyes’ home and that he was responsible for her daily maintenance, which included helping to pay her school fees. The lawyer said Keyes, who was working as a construction worker when the relationship started, switched careers and became a salesman, selling dairy products, so that he could better care for his girlfriend. However, he said Keyes later learnt of his girlfriend’s infidelity after residents started talking. Additionally, Grey said while Keyes was out working in the days, his home became the meeting place for Barrett and her lover. “He spoke to her about it but it remained until he became the laughing stock of the community. Everybody would be passing remarks and laughing,” Grey said. The lawyer said his client went to Barrett’s parents to ask them to speak to their daughter, but they, too, laughed at him. He also told the court that a friend of Keyes’ competitor would oftentimes mock him by telling him what went on between his girlfriend and her lover, while the lover would drive past him and mockingly tell him that he was going for his girlfriend. According to Grey, his client spent most of his time crying. “In all the woes that they had, he never hurt her, his solution was to cry,” the lawyer said. However, he said on the day of the incident, he had heard that Barrett was going out with her lover and her parents. He said his client was at home in his bed, after locking his door, when he heard the motor vehicle with Barrett’s parents and her lover aboard, as they dropped her off at his home. Grey said his client heard her knocking and refused to let her in, but she used a back door to gain access to the house and tried to “make much” of him. “He said he was still crying and he asked her to leave but she did not want to leave,” Grey said. The lawyer said his client remembered that he had a machete that Barrett had brought to the house and he went for it to get her out. However, he said she was not fazed and kept coming at him. Grey said his client started swinging the machete, and neither he nor Barrett knew when it caught her until he saw blood spewing from Barrett’s neck.

Gunmen go on killing spree At least two children were shot and killed as gunmen went on a rampage in the Westmoreland, Jamaica’s westernmost parish on Tuesday in what the parliamentary representative described as “mayhem”. Police said that two boys, ages two and 10 yearsold, were shot and killed as the security forces were kept busy in the community of Sterling where seven people were killed and seven others wounded. The police have not yet released the names of those killed even as they reported that in one incident on Tuesday night, gunmen returned to Sterling district and shot and killed a man and his two-year-old son.

They said that later in the night, gunmen killed a woman and her 10-year-old son. Meanwhile, the police said that post mortem examination on the four-bodies found last Friday in shallow graves in Clarendon, south of here, showed the men died from gunshot wounds. The police said DNA samples are currently being processed for proper identification of the bodies. But there’s speculation that the bodies are those of four St Elizabeth farmers who mysteriously disappeared more than two weeks ago.

Dozens fired at Ministry of Education in The Bahamas Dozens of people have been terminated from the Ministry of Education for non-performance, said Minister of Education Jeffrey Lloyd. In March, Lloyd announced that the ministry was considering either disciplining or firing some 200 employees in the coming days. He said that many of these employees failed to perform up to standard, with many either not turning up for work or failing to perform if they did, and also noted that the individuals in question are contract workers, whose contracts expired last June. Speaking to the media outside of Cabinet, Lloyd said the ministry has commenced firing those people. “Some weeks ago, I informed you that we identified 200-plus individuals who have, in a sense, violated their employment agreement and arrangement with the Ministry of Education,” he said. “I indicated to you that those persons were being either disciplined or terminated, and I’m happy to report that the disciplining process is underway, and there have been some terminations and there will be more. And there will be further disciplining of those who we think [are] warranted.” Asked how many of those workers have been terminated thus far, Lloyd said, “That process continues; [a] couple dozen, yes; but that process continues and it’s across the system. “I mean the Ministry of Education system, because these are contract workers in the security department, general services department and elsewhere.” Speaking to the disciplinary actions that will be taken against some of the workers, Lloyd said, “It could entail letters of warning obviously, certain suspensions; it could also require that they submit to certain behavioral corrections. “We also may require, that some of these persons who we see have the talent and the ability and for other reasons may deserve another chance by way of some more training and so on.” Lloyd has said the ministry invited all contracted workers to a training session last year, and 410 of those workers “acquitted themselves excellently”, but some 200 either did not show up or did not pass the training system. Those are the individuals who are currently up for review for discipline or termination. In March, Lloyd said the workers’ contracts expired last June. “Some don’t come to work, and when they do come to work, they don’t work,” he said in the earlier interview. “If they come to work, they come to work late and leave early, and a host of things, you see. Of course, if you terminate them it’s all ‘political victimization’. “Please make sure this part is on there: I don’t care. You [can] accuse this government of political victimization all you want. It doesn’t matter to me. I am going to do what is in the best interest of the Ministry of Education in the Commonwealth of The Bahamas. I’ve said from the floor of the House of Assembly: If you have a job, you better do it. If you are not going to do it, you will be fired. You are going to be given every opportunity.”

Enthusiasm for the Democratic Party is waning among millennials as its candidates head into the crucial midterm congressional elections, according to the Reuters/Ipsos national opinion poll. The online survey of more than 16,000 registered voters ages 18 to 34 shows their support for Democrats over Republicans for Congress slipped by about 9 percentage points over the past two years, to 46 percent overall. Now that parliament has made clear that the overseas territories must introduce public registers by the end of 2020, we expect the crown dependencies to adopt the same policy and to share the same values . . . If they do not, then parliament will seek to ensure that they do.” The crown dependencies were excluded from the amendment to the sanctions bill because they have a different governance structure, which meant it was not possible to bring them within the scope of the legislation, said Mr Mitchell. But he is investigating the best mechanism to ensure that if the crown dependencies do not voluntarily adopt similar transparency measures, parliament can force them to. Ms Hodge said: “It

is unconscionable that these measures should apply to one set of territories and not the other. The Second Annual First Circuit Race The Turks and Caicos Cycling Federation’s second meet of the 2018 season was one for the record books. All three categories delivered intense, nail biting experiences. It seems the introduction of the ranking system has motivated all cyclists to aim for the top spot. The icing on the cake was the prizes which included trophies, cash prizes and day passes to Beach TCI. Category one and the kids’ category saw the winners of the Commonwealth Day races Friedise

Registre and Ethan Gardiiner respectively maintaining their top spots. Though they came out on top the second and third place winners (Sean Rodgers and Anthony Plunkett in category 1, Sean Ewing and Clayton Thomas in the kids Cat) made them work hard for the win. Category three was bested by Karo Missick, closely followed by Junior Campbell and Doug Camozzi. This was the first race of the 2018 season for all three. Catagory one winner

TCIFA Hosts FIFA Advanced Women’s Coaching Course, April 16-19, 2018 Great coaches in football have driven players to excellence for ages. When coaches perform more effectively, the overall outcome on such impressionable players is undeniably beneficial. Following on from the success of FIFA’s Basic and Intermediate Women’s Coaching Courses in 2015 and 2016, respectively, the Turks & Caicos Islands Football Association (TCIFA) hosted an Advanced Women’s Coaching Course over the past week. This course reflected the progressive development of all the elements of coaching expertise. The course provided participants with an increased knowledge base that will ultimately maximize their skills and performance in undertaking specialized female training sessions. With the increasing number of young players registering with the TCIFA Youth Development Football
