T
he Turks and Caicos Islands is about to experience the biggest investment and construction boom in the history of these islands, according to the Premier Hon. Sharlene Cartwright-Robinson. In an exclusive interview with The SUN, the Premier said a significant number of jobs and opportunities will be created as a result of this boom which is expected to last for a number of years. “The economy is strong and even today I had meetings with two good investors who are fully financing their projects and we continue to have a number of investors who are flying here, so we expect a construction boom,” Premier Robinson said. “We expect a groundbreaking in July, we expect another one in September and we expect another major announcement soon in Providenciales.” The Premier could not quantify the cost of inward investment but noted that the people of the Turks and Caicos Islands will be very pleased with the high-end brands that are coming. In response to a question from this newspaper, the Premier said the expected construction and investment boom will be greater than what was experienced during the last such peak period under a former Progressive National Party (PNP) administration when the Turks and Caicos Islands earned the distinction of being the fastest growing economy in the Caribbean. “It’s very busy and I am pretty sure that it will be busier than back then,” she said. “This year alone we have a number of ground breakings that we expect and you would notice with me that even with Government projects I do cornerstone laying. Haitians nationals in Turks and Caicos Islands came out in numbers on Friday May 18th to protest against the major problem of illegal sloops entering the country. “Our concessions are greater for persons outside of Providenciales, but again you want to bait the investor but the final decision is for them and they’ve been buying personal property, they’ve been buying private property, so it isn’t as if you’re giving crown land on Providenciales where you can have some sort of edge. They’re actually investing in their own private property,” she ended. Meantime she continued: “That is why it is important for Government to stay on top of it and manage it because you don’t want development to happen and where there are opportunities they’re not getting it. A development is for the benefit of the partner that comes and invests the money, that’s why they’re here because they expect benefits from it but it must also benefit the country and the residents, they cannot be mere spectators. They have to be players.”
LABOR SHORTAGE EXPECTED Although this is great news, the Premier noted that their biggest challenge will be labor, but she noted that the Ministry of Border Control which is headed by Deputy Premier Hon. Sean Astwood, will make sure that Turks and Caicos Islanders who are available to work are employed but there will be an active search for alternative labor markets. She added: “Border Control is going to be making sure that there is a special skills drive to make sure that those Turks and Caicos Islanders who are available to work are employed, but it’s not going to be enough and that is why I said that there has been active search for alternative labor markets. $38 million in contract up for grabs, says Premier By Todeline Defralien The Turks and Caicos Islands currently has $38million in contract up for grabs, according to Premier Hon. Sharlene Cartwright-Robinson. “We’re doing about $38 million in projects, $18 million from our reserve and $20 million from what is initially in our Foreign Service Pension System (FSPS),” she told The SUN in an exclusive interview. “All of that is in construction because we’re doing critical Government buildings, schools
and roads.” The Premier also noted that one of the challenges that she foresaw for Government is the availability of local contractors. “We’re having contractors who have three and four and I think one even has five projects with Government and it is really an opportunity for contractors to get on the scene. This is Government work alone and I don’t even know what they’re doing privately, but I know that it is a busy time..but what I propose to do in the next few
weeks is to meet with local contractors again and look at the bidding process,” she told The SUN. Robinson stated that they do not lack contractors but most contractors are discouraged from bidding and they feel that the same contractors are getting all of the work. She added: “A lot of people are discouraged from bidding. They bid over and over and they feel that the same contractors are getting the work, so we want to make sure that when Government puts money into an
economy that as many people benefit as possible. But there is a process and we have to find out what is the deterrent, why some are not bidding and what other issues may be arising and that is the strategy up front. We have enough contractors, but we just need more players in it. The contractors are there but we’re having the same persons who are bidding are winning. We have a number of contractors we have spoken to over and over who just refuse to bid or feel that the system is just not in their favor.”

Five Cays Haitian residents complain about ill treatment by Police By Todeline Defralien
Haitian Belongers in the Five Cays community are complaining about alleged ill treatment received from members of the Turks and Caicos Islands Police Force. According to numerous complaints reaching The SUN, residents from Five Cays said that members of the Police Force allegedly mistreated the Haitian community while making arrests In an interview with The SUN, an 18-year-old who preferred to stay anonymous said, “They were arresting one of the immigrants and he had no shoes on. He had several surgeries before. While the officers were walking, I asked why you just don’t let the man put on his shoes because he is sick and they didn’t listen to me. So I said, have some decency and at least let the man have some shoes on and you can put him back. No one was listening. As I was turning around, another officer that was behind me questioned me and asked, do you have papers? I said yes I do, I’m a citizen/American and he said let me see your papers. I told him I live right over there I am going to get it, then he held me by my hand and I said ‘do not touch me’ and he kept holding my hands and didn’t listen.” The teenager added: “I think that it was one of his supervisors that told him to arrest me, and I said why you are arresting me, I am a citizen and
you guys don’t really have no rights to arrest me for me no reason. My family came along and said I am a Belonger and have my status and everything. They weren’t cursing, pushing or shoving, they all just came in front of me and that’s when the officers started pepper spraying them. While the officers were pepper spraying them another officer was holding my hand and he held my hand very hard which is the reason why my wrist is hurting me and as he did it he sprayed it twice.” The resident continued: “There’s another officer that had a gun in his hand and my neighbor came and asked why is he arresting me, because I didn’t do anything wrong and then the other officer that had the gun he was looking for a place to shoot the young man in his feet and they literally just stop, because other officer got sprayed in his eyes too. They arrested me and while the guy was putting the handcuffs he meant to put it tight in my hand and carried me to the bus.” Residents also made mention of the lack of presence from their MP, Hon. Sean Astwood during the incident even though he was notified by them. PDM Government has big plans for Grand Turk By Todeline Defralien The country’s capital, Grand Turk, is about to receive a major economic boost, according to Premier Hon. Sharlene Cartwright-Robinson. The Peoples Democratic Movement Government has big plans to enhance the island and noted that people in the community should not feel that Grand Turk is abandoned. In an exclusive interview with The SUN, Premier Hon. Sharlene CartwrightRobinson said, “Grand Turk is an easier island than the others. We have over $6 million in the Carnival infrastructure and fund. We got into office and we meet over and over with Carnival that is eager just as Government to use that fund to enhance Grand Turk and to create small employment opportunities . We agreed on certain projects for beatification as well as job creation and Carnival has been around for eleven (11) years and the final decisions was made that we have to have an Memorandum of understanding (MOU) signed and it was never before signed, but now an MOU is required to be signed.” The Premier stated that the Peoples Democratic Movement (PDM) Government is at the stage where Carnival is now with the MOU and once that is signed Grand Turk sees much more. “Grand Turk doesn’t require much you know, Grand Turk requires the attention and Grand Turk is the only island that has a pot of money that can be spent on it and nowhere else. Grand Turk has not been abandoned and certainly not by the PDM Government.” “My commitment to Carnival was that roads are done from that, but what my Government is committed to do is show our goodwill by having the roads done and that’s why Grand Turk had all the roads in the first year. Grand Turk always feels abandoned and as the nation’s capital
they want more and deserve more, but Grand Turk always feels abandoned. Grand Turks sees the seat of Government only as in name, because when people had to go to Grand Turk to do business, we’ve seen a steady flow of high ranking civil servants move from Grand Turk to Providenciales but of course that’s no design of a Government especially in this setting. But what Grand Turk wants to feel is that there’s an opportunity to grow or to get into business or have a job they want it to be in Grand Turk. They shouldn’t have to move to Providenciales in order to go into a business or to get a good job,” she explained to The SUN. Jojo the dolphin hurt but will survive, says DECR By Todeline Defralien After a tragic accident, Jojo (the Dolphin) will survive and his injuries are not life threatening, according to Ms. Amy Avanant, Environment Outreach Coordinator for DECR Following photographs circulating on social media by concerned residents and tourists showing the injuries Jojo suffered, Avanant confirmed to The SUN that Jojo swam too close to a boat. In a statement issued by the Department of Environment and Coastal Resources (DECR), it read, “The DECR received a report that our beloved Jojo (the Dolphin) had been injured. Upon further inspection it seems that he may have swam too close to a boat. The wound, although unpleasant, will heal. We also ask that one be mindful of all marine life before
turning your vessels on.” The statement also requested for tour operators, local and resident boat operators to give Jojo the space he requires to heal. Over the years Jojo has been one of the TCI’s most famous residents since the early 80s when he began visiting residents and tourists alike. JoJo is a wild Atlantic Bottlenose Dolphin (Tursiops Truncatus) which freely interacts with humans. In 1989 this dolphin was declared a National Treasure by the Turks and Caicos Islands Government. JoJo is a male dolphin weighing about 880 pounds and approximately 10 feet in length, and is different from other dolphins in that he voluntarily interacts with humans. As JoJo is a wild animal, there isn’t any guaranteed location or time to see him. He’s frequently seen

International School grade 1 class cleans beach By Todeline Defralien International School of Turks and Caicos (formerly known as the Ashcroft School) grade one (1) class, parents and teachers came out in numbers to help beatify and keep Providenciales clean. Armed with paper bags, gloves and hand sanitizers, a grade one class on Wednesday May 16th cleaned up the beach/vicinity of Ricky’s Flamingo Café, Grace Bay. This grade one class is currently learning about the environment which upset them and led to them suggesting a beach
cleanup day. The children had an hour cleaning up the beaches and an hour enjoying the oceans. Grade one (1) Teacher at International School, Katy Shimmin told The SUN, “We’re concentrating on global warming and looking after the environment and saving the animals such as turtles and we just said let’s do a big cleanup to try and help the ocean and get all of the litter off of the street basically. I think that this could truly be something great we all do as an island to help not just The Turks and Caicos Islands, but to teach our children about our forever homes and taking care of it.”
Shimmin emphasized the importance of hosting clean-ups island-wide and stated that living on an island that is so close to the ocean, it’s everybody’s duty to look after the ocean. She added: “I think it was really important for the kids and even though some of the children only picked up little bits, it still made them think about picking up things on the street and made them consciously aware of putting things in the bin. Maybe if more schools can take part in something like this it would be more positive. The children had so much fun doing it and it’s just a simple thing
for an hour, picking up the litter and we had a great time. Just try and put stuff (garbage) in the bins, there are lots of garbage bins in different areas.” Shimmin noted that they will be hosting more cleanup events and hopefully other schools can come on board as well. “This is something that we hope to not just be a (world Earth day event) but possibly a monthly event to our environment, by schools and work places alike and then maybe we could make it an Island fun event to do this with all the schools and work places involved,” she ended.

The Loyalist in the Turks & Caicos Islands – A Reward for Patrotism By Dr. Carlton Mills
During the American War of Independence (1776 -1783), there were people in the USA who remained loyal to the British King. Subsequently, they were labelled as Loyalist, or Tories, Royalists or King’s Men. They could also be described as “British Faithfuls”. They sided with the British during this War and following the USA victory over the British, they were expelled by the Americans because they were seen as traitors. They were opposed by the Patriots – those who supported the revolution and were called by them as “persons inimical to the liberties of America”. They were also viewed as being harmful, detrimental, traitors and prejudice to the American cause. At the time of the Revolution, they constituted about one third of the United States population. The British certainly have a way of taking care of and compensating their own. When others do it, they tend to regard it as a crime, dishonest and in particular, corruption – which is generally their most profound label especially in relation to their overseas territories. They may even take it a step further by calling a Commission of Inquiry to investigate alleged wrong doings if they so desire. They found a refuge for their faithful servants (The Loyalists) by sending them to
one of their overseas territories – The Turks and Caicos Islands. They not only dispatched them to the TCI, but as a reward for their loyalty to the King, they were granted large tracks of land on Middle and North Caicos. No questions asked. Prior to their arrival, the Caicos Islands were sparsely populated. Their arrival was somewhat of a blessing. Most of the activities at the time were centered around the Turks Islands – Grand Turk, Salt Cay and South Caicos because they were the salt hubs. Many of the Loyalists did not have much. Saunders (1985) recalled that many of them worked on small holdings rather than large plantations. Their homes consisted of unplastered stone with a palm thatch roof. The British provided the incentives to attract them to the Caicos Islands. One of the possible reasons for choosing these islands could have been because of their sparse population, such an influx of people would have gone unnoticed to the international eye. Secondly, this could also have been for more security reasons since Britain benefitted substantially from the Salt Trade she had to ensure that no other European Power of the day challenged her territory and occupy areas that were not well populated. This economic incentive came through the distribution of land to the Loyalists. This stimulus package

In order to ensure that benefit payments remain relevant and stay abreast with the ever-increasing cost of living, the National Insurance Board (NIB) is required by law to review earnings and incomes every two years. Since inception, some 26 years ago, the NIB has increased benefits rather significantly on numerous occasions without any corresponding increases to the contribution rate or ceiling. Effective June 1 2018, the self-employed wage bands will change to reflect the increased incomes over the past 26 years. According to Kozy, the British awarded 92 grants of land to 72 Loyalists totaling 18,138 acres of land. On an average, each person received 197 acres. Some of the major donations went to the following Loyalists: John Bell – He was granted over 1000 acres on Middle Caicos where he developed two plantations “Increase” and “Industry”. Kozy also noted that when he died, he had accumulated 1470 acres of which 300 was under Cotton production. Stephende Lancey – He was granted 900 acres which is popularly known as Greenwich Plantation. In 1800, he had 18 slaves, a cotton gin and household items. John Lorimer – He is famous for being known for the settlement of Lorimers in Middle Caicos being named after him. He was granted 504 acres on Middle Caicos in 1791. He set up the historical Haulover Plantation. According to Kozy, Wade Stubbs eventually purchased his estate in 1807. One of the most outstanding Loyalists was Wade Stubbs. He came from Cheshire County in England. He emigrated to Florida near St. Augustine. After the US War of Independence, he and about 70 other loyalists were granted tracks of land in the TCI by King George lll of England for their loyalty. These tracks of land were mainly granted in North and Middle Caicos. Stubbs was granted 860 acres on North Caicos which was described as the best agricultural land in the TCI. This was in the area originally known as Bellefield and which later became known as “Wades Green Plantation”. Here he continued with the production of Sea Island Cotton as he had done in Florida. This was very productive. In 1791, Kozy noted that his total exports was 260 tons which accounted for half of the total output from the Bahamas – Turks and Caicos Chain (as during this time, the TCI was being administered by the Bahamas). Because of his economic success, Wade encouraged his brother Thomas Stubbs to get involved. This resulted in Thomas setting up Cheshire Hall in Providenciales. Cheshire Hall’s poor soil was discouraging resulting in Thomas selling it to his brother in 1810. Wade can therefore be deemed as one of the

They stimulated the economic development of the Caicos Islands which was basically unknown at the time. This was done through the help of the British as an award for their allegiance. Between 2003 -2006, the then local administration in the TCI is alleged to have granted tracks of land to Turks and Caicos Islanders which in their view was to help generate growth and empowerment among the local population. Some on the other hand argued that this was also done to enrich those in positions at the time. Some similarities can be drawn between the actions of the British during the time of the Loyalists and during the period of the local administrators. Both granted large tracks of land to stimulate and empower people. The British did it to white owners while the local administration did it to blacks who owned basically nothing. The Loyalists were not from the TCI but were granted large tracks. Nothing said. No court case. I guess, they would argue that the land was owned by the Crown who could disperse it at will. On the other hand, it can be argued that despite the time frame, the British set a precedent for rewarding faithfuls and those who are allegiant to them. Was this in any way something that was handed down to the overseas territories? Who set the stage for this kind of action? Was it something that an overseas territory could have possibly inherited? No TCI Islander should be Unemployed - 23, 027 jobs and 8,589 TCIslanders in the labour force By Drexwell Seymour According to Annex A of the National Skills audit (page 259), the labour force in TCI is 23,027 of which 8,589 are Belongers. It is also noted that the Belonger population of over 14 years and older is only 9,888. I know one of the major cries among our people are that they are unable to find a job. However, the ratio of the labour force to the number of employable Turks and Caicos Islanders is 2.68 to 1 which means for every Turks and Caicos Islander who can work, there are 2.68 jobs for each of them. I am conscious of the fact that the majority of the jobs are on the island of Providenciales and so the aforementioned ratio may not be applicable to the islands of Grand Turk, Salt Cay, South Caicos, Middle Caicos and North Caicos. If you are on the other islands and you are unemployed and you are looking for a job, then you will have to make a decision to come to Providenciales. Alternatively, start a viable business and create jobs for others on the other islands. There are more than enough jobs for Turks and Caicos Islanders. If you are unemployed then register with the Labour Department. The Government must develop a labour data base. The National Insurance Board and the National Health Insurance Board have a data base respectively of all legal employers and legal employees. One of those platforms can be
used as a basis to develop a national data base recording every employee, their name, job title, salaries, length of time on the job, allowances, benefits, experience and qualifications. The data base also needs to reflect all of students (locally and overseas) studying at a tertiary institution and their expected completion date. This data base will allow the Private Sector, the Public Sector, Labour Department and the Immigration Department to make better decisions in terms of labour clearances, work permits and recruitment of staff. The Labour Department needs to use the data base and work pro-actively with the employers to ensure that every Turks & Caicos Islander is not only employed but they are employed in the right job. Considering that there is less than 9,000 Belongers in the work force, the process of ensuring that there is full employment for TCI Islanders should be easily accomplished. I believe if every TC Islander is employed, our relationship with each including other nationalities will be improved because some of us are frustrated in that we are unable to find a job and many times, we take our frustration out on the expatriate worker when in fact sometimes they are not to be blamed. I am aware of cases where locals have been waiting for years for a job and many times are forced to leave TCI to seek employment elsewhere. This is unacceptable and must be dealt with through the
Drexwell Seymour collaboration between the Labour Department and the Private Sector. For students, the TCIG should ensure that once the graduates return home whether they were on scholarship or not, arrangements should be in place with TCIG Human Resources Dept and the Private Sector to have these students working on a project in TCI until a vacancy becomes available. If the local does not have the experience but have the academic qualifications, then let them understudy someone until they are able to do the role. I am also aware of cases where some locals have a preference for the type of job they want. I know I have mention several times on the radio show that individuals should
never be on a job they do not enjoy but if there is a particular company you want to work for and there is an opening, you should apply for it and get in the door. Once the company sees your performance, you may end up getting your desired job in the end. Do something rather than complaining and being unemployed. There are many students that are graduating from secondary school this year. Our focus on them should not be about getting a job. Our focus should be to develop and upgrade their skills either through the Community College or a Vocational/Technical School. Once they have achieved their qualifications then the focus should be on a career path. In conclusion, if the 1,665 employers are operating profitable businesses in the Turks and Caicos Islands, one of the best way an employer can contribute to TCI is by hiring local staff in the right position at the right pay. There is adequate capacity for local staff and work permit holders as the local staff of 8,589 cannot be on every 23, 027 jobs in TCI. If your business is benefiting by being in TCI, then return a favour to TCI by giving the TC Islanders an opportunity to work at your establishment. TC Islanders if you want a job, you need to apply for the job, inform the labour department and when given the opportunity, perform to the best of your ability. The ball is in your court. No TC Islander should be unemployed.

They spoke of the crime of citizenship denied; they demanded justice for all West Indians. Prime Minister Holness spoke to the press and held the centre for the Caribbean. There was vexation in his eyes but his upper lip was stiff with the resolve of a seasoned statesman. The season of injustice against injured West Indians seemed unending. Long have they been detached from ancestral freedom and detained in the dungeon of imperial Britain. The slave ship Zong in 1781 came from Africa to Jamaica laden with its crime against humanity. The cargo ship Empire Windrush laden with Jamaicans sailed to England in 1948 with the legacy of the crime. The cycle of enslaved labour, and its legacy, are now before the world for adjudication. The British had grabbed with guns and cannons over two million enchained and enslaved Africans for shipment to Caribbean plantations. With this army of enchained ‘free’ labour, and navies commanding the waters, Britain took the lion share of Caribbean wealth. Bishop Clarence Williams earns Master’s in Religion
On Saturday, 12th day of May, 2018, Bishop Clarence N. Williams graduated from the prestigious Cordon Conwell Theological Seminary with a Master’s Degree in Religion. This well sort after degree among Theologians entails completing 60 credit hours or 600 hours of intensive classroom studies in addition to research and examinations. Bishop Williams is a Theologian who was the Principal of The Church of God of Prophecy, Bible Training Institute in the Bahamas and Bermuda for over 27 years and he holds numerous advanced diplomas, certificates and awards in Counselling, Bible and Christian studies from the Center of Biblical Leadership in Cleveland, Tennessee and other universities. Bishop Williams has also done research in religion for many years in Holy Land among Jews, Christian Arabs and Muslims in the Holy Land, He has also studied native religions of Africa. For decades, Bishop Williams has been a member in Public Practice of the Bahamas Institute of Chartered Accountants and, among others, a Fellow of the Association of International Accountants in England. A marriage officer for both the Commonwealth of The Bahamas and
the Turks and Caicos Islands, he has performed approximately 500 weddings and conducts counselling sessions in marriage, drugs, alcohol and behaviours at his office in Providenciales. The Bishop served as a founding member of The Integrity Commission of the Turks and Caicos Islands and on numerous occasions, acted as Chairman. He also was a founding member and Vice Chairman and Economist to the Turks and Caicos Communications Commission Bishop Williams who resides in Providenciales features the five days per week radio programme, From God’s Word and currently serves as the National Overseer/Bishop of Turks and Caicos and Joint Regional Overseer of the Leeward Islands. The Bishop has written several books on marriage, faith, poetry and many more. He has a passion for the orderly training and development of young men and women both in academia and ministerial life and has ordained well over 200 ministers, pastors and Bishop to the ministry of Gospel of Jesus Christ. The Bishop has represented the Caribbean General Presbyter in all areas of the Caribbean, Haiti and the Guyana. An ambitious student of Law, the Bishop, at the request of the
General Presbyter, advises the Church of God of Prophecy in the Caribbean on legalities of church properties and organizational structure of religious institutions. He is a Justice of the Peace and a Notary Public for the Turks and Caicos Islands. UK could have wrongly deported up to 63 Caribbean migrants, says minister LONDON - British authorities could have wrongly deported up to 63 immigrants from the Caribbean, the new interior minister said on Tuesday in the latest revelation on the Windrush scandal that cost his predecessor her job. The British government is under intense pressure to come clean on the mistreatment of descendants of people from the so-called Windrush generation, who were invited to settle in Britain after World War Two to plug labor shortages. Although fully entitled to live and work in Britain, an unknown number of Windrush descendants have been wrongly identified as
illegal immigrants and denied basic rights such as healthcare. Some have been detained and may have been wrongly deported. Sajid Javid, who took over as home secretary, or interior minister, on April 30 after Amber Rudd was forced to resign over her handling of the Windrush scandal, appeared on Tuesday in front of a committee of lawmakers investigating the scandal. Javid said that so far, Home Office officials had identified 63 records of people who were deported to the Caribbean and who may in fact have been entitled to remain in Britain under rules applying to Windrush immigrants.
Javid said the number was provisional as work on Home Office records was still going on. However, he said he did not yet have data on how many Windrush immigrants had been detained. A number of cases have been detailed in media reports and have been highlighted in parliament by individual lawmakers, but so far there has been no clarity on the scale of wrongful detentions. The immigrants are named after the Empire Windrush, one of the first ships to bring Caribbean migrants to Britain in 1948. The government has tried to portray the Windrush fiasco as
an administrative problem in which people got wrongly caught up in immigration controls that were not aimed at them, and were asked to produce extensive documentary proof of their status that authorities had not previously asked them to obtain. But the opposition Labor party and other critics have argued that the Windrush crisis was a consequence of an anti-immigrant climate at the Home Office which they said dated back to Prime Minister Theresa May’s six years as home secretary between 2010 and 2016.

The funds, which was organised by businessman and UNC financier, Krishna Lalla, was paid to Warner by the technology company Real Time Systems Ltd over the period of two months. Lalla, who also owned Super Industrial Services Ltd (SIS), told the court that Warner had promised to repay him by February 2008 as he was expected to receive US$10 million from the International Football Federation (FIFA), of which he was then vice president. However, Warner, who served at one time as national security minister in the UNC-led People’s Partnership government
between 2010-15, argued in court that the money was not loaned to him but was donated by Lalla for the financing of the UNC 2007 general election campaign. In delivering his judgement on Tuesday, Justice Frank Seepersad called for proper regulatory framework for election campaign financing noting that in a developing democracy, courts should not have to decide whether sums of money received were spoils of campaign financing. “The veil of secrecy and anonymity must be removed and there should be full disclosure of financial contributors, with caps placed on the amounts which can be received by a political party from individuals, companies or institutions.” Justice Seepersad said that for far too long election campaign financing has played a central and dominant
role in politics. “There is an entrenched public perception that elected officers can be sold to the highest bidder and that campaign contributions are the functional equivalent of bribes which ensure that favourable treatment is given by government by those who provide the said funds. “The evidence adduced in this matter demonstrates the perception may well be the reality that unfolds. In the absence of regulations, financiers can legitimately purchase goodwill and exercise undue influence over politicians and political parties,” the judge said, noting that as a consequence, the insular interests of those financiers may be considered paramount when executive decisions are undertaken. “Such an approach to governance in untenable, unethical and inconsistent with the oath of public office which mandates that
all decisions and actions should be made freely, fairly and in the best interest of citizens of the Republic. The absence of campaign finance regulations have led to a culture of kickbacks and corruption.” Justice Seepersad said that even with the enactment of the procurement legislation and appointment of a procurement board, the dire need for a proper regulatory framework has to be priority and election campaign finance reform should be effected as matter of urgency. He also said safeguards and/ or prohibitions need to be formulated with respect to the award of contracts to financiers. The judge said taxpayers’ money and resources do not belong to any political party and cannot be used to court a party’s financiers. The judge also ordered that Warner pay interests and costs.

May defeats Labour bid to force her hand on customs
LONDON - British Prime Minister Theresa May defeated a bid by the opposition Labour Party to force her government to disclose details of its two Brexit customs proposals, thwarting efforts to embarrass her divided team. May’s Conservative Party defeated Labour by 301 to 269 votes, handing the government a victory in a parliament equally divided over the terms of Britain’s divorce from the European Union and their future customs arrangements. Labour used a rare parliamentary device called a “humble address” to try to force the publication of “all papers, presentations and economic analysis” on the two options which have split May’s government and all but stalled Brexit talks. The government had already moved late on Tuesday to rebuff Labour by saying it would soon publish its vision for Brexit, setting out over more than 100 pages its plans for everything from fishing to finance to security cooperation.
May is under pressure at home and in Brussels to move forward with talks on Britain’s divorce from the EU, but is struggling to unite her cabinet of ministers around a single customs proposal to bring to the negotiating table. Her cabinet office minister David Lidington told parliament the release of such documents as requested by Labour would undermine the need for ministers to have “frank discussions”, the ability of officials to give advice and the privacy needed to prepare for negotiations. “It would not be in the national interest to release information that will form part of our negotiating position,” he told parliament to jeers from opposition lawmakers. Earlier on Wednesday, Labour leader Jeremy Corbyn called on May to step down and allow his party to negotiate a “comprehensive customs union” with the EU, something opposition lawmakers say is gaining support in parliament. But May has yet to swayed by
the growing calls for such a union with the EU. Instead, she has pressed on with work on the two options - a customs partnership which would see Britain collect tariffs for the EU, and a streamlined customs arrangement, which would use technology to maintain trade flows. She has divided most of her cabinet into two groups to try to improve the two proposals and come to a conclusion over which is best placed to prevent a return to a hard border with EU member Ireland and ensure trade moves as freely as possible. They have been meeting regularly, but on Tuesday the wider, so-called Brexit war cabinet again did not reach agreement. Ministers have suggested that any decision could take weeks. Of the four people in the plot, only Castillo was sentenced to death and his lawyers have said there was no physical evidence that linked him to the crime. Facebook took down 21 million pieces of adult nudity in three months
Facebook’s technology is good at removing nudity and violence, but not at removing hate speech. The social network said it took down 21 million pieces of adult nudity in the first three months of the year, according to its first Community Standards Enforcement Report. The report, released Tuesday, revealed how much content has been removed for violating standards. Its enforcement efforts between October 2017 and March 2018 include sixcategories: graphic violence; adult nudity and sexual activity; terrorist propaganda; hate speech; spam; and fake accounts. The company estimated that
for every 10,000 pieces of content seen on Facebook overall, between seven and nine of them violated its adult nudity and pornography standards. Facebook’s internal technology flagged adult nudity or sexual content about 96% of the time before it was reported by users, according to the report. But most of Facebook’s removal efforts centered on spam and fake accounts promoting it. In the first quarter, Facebook disabled about 583 million fake accounts and removed 837 million pieces of spam, the report said. Facebook acknowledged it has work to do when it comes to properly removing hate speech. It took down 2.5 million
pieces of hate speech during the period, only 38% of which was flagged by its algorithms. “For hate speech, our technology still doesn’t work that well and so it needs to be checked by our review teams,” Guy Rosen, Facebook’s VP of product management, said in a blog post. Meanwhile, Facebook removed or added warning labels to about 3.5 million pieces of graphic violence content. In this case, 86% was flagged by its technology. Amazon cuts Whole Foods prices for Prime members in new grocery showdown Amazon.com Inc and Whole Foods Market are making a surgical strike in the already brutal grocery price war. On Wednesday, Whole Foods debuted a much-anticipated loyalty program that offers special discounts to Prime customers, including 10 percent off hundreds of sale items and rotating weekly specials such as $10 per pound off wild-caught halibut steaks. Those perks are available now in Florida and will roll out to all other stores starting this summer. Amazon previously announced free two-hour delivery from Whole Foods stores for members of Prime, its subscription club with fast shipping and video streaming. The new loyalty strategy will test whether Amazon’s $13.7 billion deal for Whole Foods brings muchfeared disruption and an intensified price war to the $800 billion U.S. grocery industry dominated by Walmart Inc and Kroger Co. Whole Foods, with 463 U.S. stores and roughly 1 percent share of the fragmented U.S. grocery market, has gained momentum since the Amazon merger last summer, Whole Foods co-founder and Chief Executive John Mackey told Reuters. Closely watched basket size - the number of items purchased per transaction - has grown since the merger, said Mackey. He declined to offer specifics. Google’s YouTube will launch a music streaming service next week, looking to use its popular internet video brand to tap the growing market for paid music streaming. YouTube Music, which will offer both ad-supported and $9.99-permonth versions, will compete directly with services from Spotify Technology SA, Pandora Media Inc, Apple Inc and Amazon.com Inc. YouTube Music will launch on May 22, and include features such as personalized playlists based on a user’s YouTube history. The service is expected to eventually replace Google Play Music, the Alphabet Inc unit’s existing music streaming brand. The news sent stocks of music streaming companies Spotify and Pandora lower by about 2 percent on Thursday morning. “Google has an advantage given YouTube’s more than a billion users and viewers. So, it has opportunities to convert some into YouTube Music listeners or premium subscribers,” said Ali Mogharabi, analyst at Morningstar Research.
The growing adoption of paid music streaming has helped wean a generation of music listeners away from free or pirated music, and has led to services such as Spotify and Apple Music becoming the recording industry’s single biggest revenue source. Revenue from music streaming services overtook sales of CDs and digital downloads for the first time in 2017, according to the International Federation of the Phonographic Industry. YouTube Music will launch in the United States, Australia, New Zealand, Mexico and South Korea on May 22. It will roll out to more countries in the following weeks. Separately on Thursday, YouTube also said it would revamp YouTube Red, the paid version of YouTube that comes with original programming, to include YouTube Music at an additional price of $2. Michigan State to pay out at least $500 million to Nassar victims
Michigan State University will pay out at least $500 million in settlements to the victims of Larry Nassar after two days of mediation in California. Over 300 victims have sued the school over sexual abuse at the hands of Nassar. Representatives for the victims and the university met behind closed doors this week to hash out the settlement for 332 victims, formally announced on Wednesday. Trustee Brian Breslin, chairman of MSU’s governing board, said the school is “truly sorry” for what victims and their families went through and says the school recognizes a “need for change” in sexual assault awareness and prevention. A lawyer for many of the victims spoke of the settlement to the Detroit Free Press, saying the school
must pay $425 million immediately and hold $75 million in reserve for future settlements. “I don’t think (the victims) can ever be made whole, but this is a step in the right direction,” attorney Jamie White said. “This historic settlement came about through the bravery of more than 300 women and girls who had the courage to stand up and refuse to be silenced,” said John Manly, another attorney for many of the victims. “It is the sincere hope of all of the survivors that the legacy of this settlement will be far reaching institutional reform that will end the threat of sexual assault in sports, schools and throughout our society.” Former state Supreme Court justice Robert Young, who served as special counsel to MSU, weighed in on the agreement.

NFL will vote on video review for all ejections NFL owners will vote at next week’s league meetings on a proposal to make all ejections subject to video review, the league announced Wednesday in a written rules proposal. The proposed rule change, which will apply to “any disqualification of a player,” is another step in the league’s emphasis on player safety this offseason, after a rule was approved in March to penalize, and for flagrant offenses eject, players who lower their helmets to make contact with an opponent. Paired together, the two rules would function similarly to the NCAA’s targeting rule. Many coaches and members of the league’s competition committee have
pushed to make ejections reviewable as a backstop for the enforcement of the “lowering the helmet” rule, which was initially met with skepticism from some. If approved, the new rule would require the league’s officiating center in New York to review video of any offense after an ejection is called and confirm or overturn the decision. The on-field referee will not be involved in reviewing the play or making the decision. In its current form, the rule would allow for a review only when an ejection has been called, not to determine if an ejection is merited after one was not called on the field. Additionally, reviewing a play on which an ejection was called will not make other aspects of that play reviewable. Currently,
all reviewable aspects of any play are subject to be overturned once a replay review has been initiated. The other major proposal owners will vote on at next week’s meetings in Atlanta is a tweaking of kickoffs, intended to make the play more like a punt in order to reduce high-speed collisions and improve player safety. The new rule would require all members of the kickoff team to be within one yard of the ball when it is kicked, at least eight players on the return team to be within 15 yards of the ball when it is kicked, and no blocking permitted in that 15-yard area until the ball hits the ground or is caught. Additionally, no wedge blocks of any kind would be permitted.

Kyrie Irving’s absence isn’t hurting the Celtics. It’s crushing LeBron’s Cavaliers The Cleveland Cavaliers lost Game 2 of the Eastern Conference finals to the Boston Celtics on Tuesday night in spectacular fashion. A seven-point halftime lead disintegrated into a seven-point deficit entering the fourth quarter, and it turned into a 14-point hole with less than three minutes to play, resulting in a 107-94 defeat that put Cleveland in a 2-0 bind that few teams recover from. LeBron James did his part, finishing with 42 points, 10 rebounds and 12 assists for his 22nd career postseason triple-double, but it was not enough to get the Cavaliers even in the series. ”We’ve got to help Bron,” JR Smith told reporters after the loss. ”We can’t just expect him to do everything. As role players, we’ve got to play our role.” Role players are part of the problem, but there is plenty of blame to go around. Coach Tyronn Lue’s most used lineup of James, Smith, Kevin Love, George Hill and Kyle Korver was outscoring opponents by 17.5 net points per 100 possessions leading up to this series, but the Celtics have dominated that lineup, outscoring it by 21.1 net points per 100 possessions. The second-most frequently used lineup, which swaps in Tristan Thompson for Korver, is getting beaten by 9.0 net points per 100 possessions. If only the Cavaliers had another superstar who could run the floor with James and Love to even things out. Oh, wait; they did — Kyrie Irving. And his absence appears to be hurting Cleveland more than it is his
current team, the Boston Celtics. Irving was traded to the Celtics this summer and immediately made an impact. An all-star for the fifth time in his career, Irving averaged 24.4 points, 5.1 assists and 3.8 rebounds while shooting 41 percent from behind the arc before a knee injury sidelined him in March for the rest of the regular season and the playoffs. When Irving and James shared the court during the 2017 NBA playoffs, the Cavaliers scored 124.9 points per 100 possessions. This year, that offensive rating has dropped to 109.8 with James on the court and declines to 94.4 during the 99 minutes James has been on the bench. Sure, it’s a small sample size, but that offensive efficiency without James is worse than what we saw from the Phoenix Suns, winners of Tuesday night’s draft lottery to claim the No. 1 pick in the 2018 draft, during the regular season. And since Cleveland’s defense, which at one point was one of the worst in the NBA, also took a step back, it’s clear the Cavaliers don’t have enough firepower to make up the difference. The Celtics, meanwhile, scored 107.7 points per 100 possessions in Irving’s absence during the regular season. Irving’s skills as a spot-up shooter who also can beat his man in isolation made him a formidable weapon for Cleveland in the regular season and the playoffs, and now the Cavaliers are having problems with both of those play types. In the playoffs, Cleveland’s spot-up shooters are shooting 35 percent and producing less than a

Love has been particularly bad (0.86 points per possession), as have Smith (0.94), James (0.94), Jose Calderon (0.82) and Rodney Hood (0.80). Not only has James been off the mark on those attempts, but some of them are occurring so late in the shot clock that he has had no choice but to heave desperate attempts from way beyond the arc. Boston has excellent spotup shooters in Terry Rozier III (1.4 points per shot), Marcus Morris (1.1) and Jaylen Brown (1.08). Rozier is producing an effective field goal rate of 74 percent on his spot-up opportunities, the fourth-highest rate among players who have taken at least 25 spot-up shots in the playoffs. During last year’s run to the NBA Finals, Cleveland used both James and Irving in isolation, with Irving finding himself in man-to-man coverage almost 32 percent of the time, significantly higher than James
played in isolation (23 percent). In 2018, James is going at it alone 29 percent of the time, making it his most frequently used play type. James has used 114 postseason possessions in isolation, more than twice as many as the rest of the team combined (55). Boston runs more isolation plays than Cleveland, but Coach Brad Stevens also spreads out the responsibilities more. Jayson Tatum leads the team with 54, followed by Morris (32), Rozier (31), Marcus Smart (21) and Al Horford (17). It may be unfair to say Boston’s strong start to the series is the result of the Cavaliers having one fewer star on their roster, but it’s also clear that Boston had the talent to make up for losing Irving, while Cleveland did not. James and the Cavaliers are left scrambling to find an answer, but they better find it quick: In NBA history, teams that fall behind 2-0 in the conference finals have come back to win the series less than 6 percent of the time.
