NEW FISH FRY CANCELLED

T

he Turks and Caicos Islands Government has cancelled the contract for construction of the new fish fry complex across from Beaches Resort and Spa. Reliable sources told The SUN that the contractors were recently given notice of the cancellation and offered compensation. It is understood that meetings have been set for this week to flesh out the details of the settlement. Up to the writing of this report, no one from TCIG was available for comment. Last year, Beaches filed an objection to the project in the Supreme Court through the law firm Griffiths and Partners, but there was never a hearing on the matter. It is understood that taxi drivers had also raised objections to the fish fry facility being built on the new site because its close proximity to the hotels in Grace Bay tourist belt would have adversely affected their profits. The proposed complex would have been built on a three-acre plot of land near the Key West Village and Italian Village that are part of the sprawling Beaches hotel. The contract for design and construction of the state-of-the-art facility was been awarded to a group of young local businessmen. Beaches, which is owned by hotel magnate Gordon “Butch” Stewart, had objected to the construction on the grounds that the development agreement which it has with the Turks and Caicos Islands Government prohibits permission being granted for vending in the area. Chamber of Commerce Providenciales concerned over mandate for Public Registers of Beneficial Interest in TCI The Chamber of Commerce Providenciales expresses grave concern at the apparent disregard by the British MP’ with the decision to dictate the need for the forced requirement for public beneficial ownership registry especially prior to this becoming a global standard. In a press statement, the Chamber said it finds the exclusion of the UK’s Crown Dependencies Jersey, Guernsey and the Isle of Man from subscribing to these new standards to be not only egregious, but prejudicial. “This is clearly a constitutional exploitation of Power and clearly shows a double standard being exercised.”

“We are of the view that such an unjust and unfair prescription for the BOTs will undoubtedly present a serious blow to the financial sector. Although the Financial sector does not count for a large portion of the local economy in the Turks and Caicos Islands this decision will have implications on other industries throughout the islands,” the statement said. “This decision without any apparent consultation with the BOTs has served to erode the mutual trust and respect that has been the guiding principle between the UK and the BOTs. National Trust launches Five Cays beach clean-up on Biodiversity Day

The Turks & Caicos National Trust led students and volunteers in clearing the Five Cays beach area of trash and debris to celebrate the International Day of Biodiversity on May 22nd. Being part of the global community, the Turks and Caicos Islands perpetually joins with countries of the world in celebrating the variety of life on earth, called ‘biodiversity’. Students from Enid Capron Primary School, community volunteers and staff of the Turks & Caicos National Trust collected two dozen large bags of trash during the morning clean-up at the beach. Everybody was attuned to clearing the coastal areas of marine debris that harm our marine life and ecosystems. As expressed by the National Trust Education and Outreach Manager, Dellareese Higgs; “We thought it fitting to choose an event that would immerse students in an action packed lesson where they learn how they too, can become stewards of a global community, by keeping the environment and their communities clean for the most vulnerable species that share the planet.” Teachers at the Enid Capron Primary praised the effort and were happy to oblige the Trust as they saw the opportunity to engage students while still very young, to develop in them a call for action, so that they know that they have a responsibility to the environment.

5th grade teacher, Ancie Bernadine added; “This event today, cleaning the beach, such a small task, but so important for students to learn about and protect the coastal communities where they live. I am so happy that my class was chosen, as the majority of them use this beach. Hopefully as they remove some of the plastic bags, bottles and other trash from the beach, they will remember to keep the beach clean, and will continue to protect our plants, animals and marine life for future generations.” The day’s event marks the 25th year since this global celebration began in 1993. For this silver anniversary, the United Nations Secretariat chose the theme of this year’s observance – “Celebrating 25 Years of Action for Biodiversity.” In full support, the National Trust will sponsor similar upcoming events to increase understanding and awareness of biodiversity issues amongst communities in the Turks & Caicos Islands. The Turks and Caicos National Trust (TCNT), under its mandate, will continue to champion the goals of protecting, conserving, and preserving our wildlife and historical sites, through education and narrative designed to harness the best efforts, and teaching opportunities, and with much persistence and dedication for the benefit of all.

Graceway Smart now operating in Grand Turk By Todeline Defralien

Graceway Supermarkets which are currently located in Grace Bay, Leeward Highway and Downtown, Providenciales is now adding another island on its list as they now operation in the country’s capital of Grand Turk, under the Graceway banner of “Smart”. Mr. Ken Burns, Managing Director at Graceway Supermarkets, said the agreement closed 29th March, 2018. In an exclusive interview with The SUN, Burns said, “Graceway now operates the four stores previously operated by Everette Freites under the ER Supermarket banner. Graceway was supplying Everette but he made the decision to leave the retail supermarket business in Grand Turk which gave us the opportunity to enter the market. Clive Stanbrook has always wanted to enter the market and when the opening arose, Robert Brace was also quick to agree. We are leasing from the same landlords and now

operate under the Graceway banner of “Smart”. Burns confirmed to The SUN that they will be operating four stores in total. Three are now operating, but the Lighthouse Road location is still closed. The community of Grand Turk will find Smart at the following locations: West Road, Frith Street (South Backsalina), Hospital Road and Lighthouse Road (soon). Burns was unable to comment on the cost of the deal but revealed that it has been nine weeks since the decision was made. “It is still early and we are getting our feet on the ground, but feel Grand Turk has welcomed us. Most residents knows our brand and how we operate at Graceway and we will bring all of that to Grand Turk as best as we can. It has only been nine weeks since the quick decision was made, so bear with us as we look forward to our future in Grand Turk, serving the Grand Turk island.”

When asked if there are any challenges with shipping food to Grand Turk, Burns told The SUN that has been their biggest challenge thus far. Turks Islanders involved in smuggling illegal sloops, says Minister of Health By Todeline Defralien A Turks and Caicos Islands Government Minister said a local man admitted to him that Belongers are involved in smuggling illegal Haitians into this country. Speaking during a segment of call-in porgramme “Expressions” on Radio Turks and Caicos on Wednesday May 30th, Hon. Edwin Astwood, Minister of Health revealed that he is aware of a Turks and Caicos Islander who is performing this act and confronted him. Astwood said, “In the same breath I must tell you that there are Turks and Caicos Islanders who are involved with it (sloops). I know

a gentlemen who I grew up with, apparently I got wind that he is into the smuggling and I went and approached him about it and simply the answer that he gave me, I just looked at him and just couldn’t say nothing. After I questioned him on it he said, ‘look Minister you make your money, leave me and let me make my XXXX money and all I could have done was look’.” At a press conference in March 2018, Deputy Commissioner of Police, Trevor Botting said persons in Turks and Caicos Islands were making “a fortune” from smuggling illegal immigrants. “It is my view that the illegal migration of people to the TCI is highly organised and they are creating

who are facilitating, managing, moving and organising people into TCI,” he said then. “Those people are making a fortune out of other people’s misery and desperation and then causing problems, risks and security issues for us here in the TCI. They are causing great harm not only to those they are trafficking but also to this territory and the people and communities here.” It is also believed that locals and Haitian nationals in partnership have a head office in Haiti where all arrangements take place. The interception of illegal sloops to the Turks and Caicos Islands has raised great concern and frustration amongst locals and Haitian residents alike.

Special Education Policy update: “No Child Left Behind Policy Initiative” One of key targets of the “No Child Left Behind” Policy Initiative launched in April of 2018, was the establishment of School Based Assessment Teams (SBAT) and to equip the members with the training and assessment tools necessary to meet the needs of Students with disabilities throughout the Turks & Caicos Islands. According to Section 9.2 of TCI Special Education Policy: 9.2 The School-Based Assessment Team (SBAT) ▪ The school –based assessment team is an on-going team of schoolbased personnel which formally operate as a problem-solving unit. It is to assist classroom teachers with the development and implementation of instructional and/or management strategies and coordinates support resources for students with special needs within the school. On a case-by-

case basis as needed to plan for Counselors to be trained in various individual students, the team assessment and intervention protocols. Minister of Border Control ask residents not to take actions into their own hands By Todeline Defralien After a Facebook live video was posted via social media showing locals apprehending illegal migrants, Minister of Border Control and employment, Hon. Sean Astwood is asking residents to not take actions in their own hands. The Deputy Premier, Border Control and Employment Minister, Hon. Sean Astwood stressed to locals to not put themselves dangerous situation that may result in them being harm in any way. Apart from making landfall in Five Cays, South Dock and North West Point, Illegal sloops are now making landfall in the Long Bay area. While addressing the country, he said, “As the Ministry with responsibility for Border Control and Employment I wish to acknowledge the frustration of our citizens in regards to the continued landing of illegals sloops and speed boats on our shores. We have seen videos and heard voice recordings of private citizens who have apprehended illegal immigrants, however I must caution you that you must not put yourself in a compromising or a dangerous situation that may result in you being harm in any way. Law enforcement Officers are trained in this work and they are the ones who should be on the

front lines.” Astwood added: “Your Government recognises that attacking this challenge of illegal migration must be a multifaceted approach and not only demands the action of Government but those of our citizens as well and we continue to outline ways that you can help, Do not harbor or employ undocumented individuals., report any information you have to 911, the Task Force or the Police Department depending on the nature of the offense.” In addition, Astwood stressed that investigation continues into those who mastermind this reckless and irresponsible trade and who makes a living out of the decimation of our county. “There are also those who know the individuals that are behind this activity and you are encouraged to give information anonymously if needs to be so that these perpetrators need to be caught and brought to justice.” The penalties for harboring illegal migrants were increased and such a person now faces a fine of $20,000 on summery conviction or a term of imprisonment for four (4) years or both. “The Ministry of Border Control and employment would also like to caution persons on the hiring of illegals immigrants, this is a crime

TCIG employs law firm to look into InterHealth Canada contract By Todeline Defralien The Turks and Caicos Islands Government (TCIG) has recently employed a law firm into the TCI to look into the contract/deal amongst TCIG and InterHealth Canada. This was revealed by Honourable Edwin Astwood, Minister of Health on a segment of popular radio show, ‘Expressions’ on Wednesday May 30th, 2018. Many in the community have expressed that the much expensive deal by InterHealth Canada and Turks and Caicos Islands Government continues to rest on the shoulders of Turks and Caicos Islanders. News report coming out of Trinidad recently spoke about a new Hospital there and a deal between InterHealth Canada and the Trinidadian Government and they alluded to the suspicion of corruption and a bad deal and used the Turks and Caicos as an example. Commenting in this issue, Hon. Astwood said, “What I can vouch to the general public, and I know that a lot of persons are waiting and listening to say let me see if the Minister is going to say anything so that I can report him to Integrity Commission. I am not talking about the general public just those persons. What I can say is that works are being done, we in Turks and Caicos Islands Government (TCIG) have employed a law firm to look into the contract and these works have

been done, presentations have already been made about the findings and it’s ongoing and we’re hoping that we can announce something to the public soon.” He added; “We had asked the Attorney General Chambers what we can say to the public that will not jeopardize this case because we don’t want that we say something and then they say, ‘oh well this cannot go on because the Minister of Health just went on public radio and say this’. We want to be guided, because we know that it is something that I have been crying out for and many persons in the general public have been crying out for but I can rest assured that things are happening and this is being looked at and there is a law firm employed by the Turks and Caicos Islands to see this arrangement.” The Minster of Health emphasized that he is looking at a lot of deals that were done between the Turks and Caicos Islands Government (TCIG) and other people and it seems that the TCI is at a disadvantage. “I was wondering who negotiated on these deals because now sitting in Cabinet it is almost impossible for us to get anything done because we have to check this box and that box, and I am like where were all of these checks before the PDM administration got in? US$100million Turks Cay Resort and Marina receives final planning approval Detailed development permission has been granted by government for the construction of a six-storey, US$100 million luxury resort and marina in the Turks and Caicos Islands. The Turks Cay Resort and Marina will be built on the former and historical site of the Third Turtle Inn development, in Turtle Cove, on the island of Providenciales. The land on which the resort will be built is a very unique piece of property, stretching over 16.5 acres, with 780 linear feet on a cove, all of which is abutting the Turtle Cove Marina. In the middle of the marina there is a small island called Diddle Cay which now belongs to the development. Prices will start in the early $600k’s for studio units with a make-up and mixture of studio, onebedroom and two-bedroom units, as well as 11 luxury penthouses set over two floors with their own roof top swimming pools. There will be a total of 143 rooms within the resort. The entire resort development

will consist of condominiums, casino, spa, sporting facilities, restaurants, bars, retail shopping, a boardwalk, swimming pool and deck and a marina. It also boasts 775 feet of beach frontage on Grace Bay and 2,300 linear feet of dockage. The property will be one of the lowest densities in the TCI. The developer is Arik Kislin of Circle Holdings Limited. Hamilton Real Estate an associate of Savills International, is the exclusive listing agent for the sales and marketing of the boutique resort. Sam Hunt, Sales and Marketing Manager of Hamilton Real Estate and the Turks Cay Resort and Marina, has already been meeting with interested buyers as the developer gets ready to break ground at the Turtle Cove site. Commenting on the property’s sales progression, Hunt said: “We currently have two sales offices, one at our new Grace Bay location and we have an on-site sales villa located on the beach right next to the property in Turtle Cove. From these two locations we have been meeting interested

Arik Kislin is a very successful real-estate investor, and part owner of the Gansevoort hotel and Alerion Aviation, and several other businesses. He is also a philanthropist. He started in the real estate business in 1991, developing over four million square feet of New York City’s real estate in the 1990s. Through his former company Around the Clock Management, Kislin and his partners developed the Chelsea Market Complex in Manhattan’s Meatpacking district from 1991 to 1999. Since then that property has become an icon for Manhattan, New York City and was recently sold a month ago to Google for $2.4 billion. In 2001, he co-developed the Gansevoort hotel group in New York. The first property was the Gansevoort in the Meatpacking District, and shortly thereafter another Gansevoort in Miami. Governor should offer public apology By Hon. Douglas Parnell

Providenciales, Turks and Caicos Islands - Now that the controversial public exchange between the Governor and the Premier has died down the matter should be objectively examined. The Governor initiated this exchange in an unprecedented morning press conference. Although he is not a Minister, as President of Cabinet, it is incumbent upon him to abide by and uphold its rules more than any Minister or member. Members of Cabinet have access to confidential and privileged information therefore, any member found to be in breach of Cabinet’s Code of Conduct must tender his or her resignation. As President of Cabinet the Governor’s actions should be viewed as a breach of the Code of Conduct. In light of his actions members of this Cabinet or any future Cabinet can no longer rely on the code which allows members to express themselves and make decisions in Cabinet without fear of another member, or even the President in this instance, publicly discussing his or her Ministry in a manner that would invite public controversy and cabinet division. To further delve into the recent breakfast with the media a few weeks ago, His Excellency Dr. Freeman was questioned by Magnetic Media, mostly concerning issues of finance, and the financial priority given to Government projects.

This is when the TCIG Governor, breached section 8 and section 9 of the Turks and Caicos Islands Cabinet Code of Conduct. This revealed an unfortunate turn of events in governing in the Turks and Caicos because the Governor ventured into an area of Ministerial responsibility and decision making that he should have no private say in, let alone a publicly disseminated view. His proper response to the question put by the reporter should have been to refer the matter to the Minister with responsibility for Finance, which in this case is the Premier of the Turks and Caicos Islands. As a first step in remedying this breach he should offer a public apology. If he is unwilling to take this first step, he should resign with immediate effect.

Sea urchins are small sea creatures with circular or flat bodies that are covered by spikes. They live in oceans throughout the world but are more commonly seen in warm climates and in relatively shallow water like coral reefs, or rocky areas in the sea. Though not aggressive creatures, most people are stung when they accidentally step on or touch a sea urchin. A sea urchin has two defense systems. One is it’s the natural, external body. This is made up of long, venomous spikes that are sharp enough to puncture skin. The second defense system is more active. It’s called the pedicellariae, which are essentially jaws that can release venom. HOW DO I KNOW I HAVE BEEN STUNG? In pursuit of our Hon. James Alexander George Smith McCartney’s legacy - Who will carry the baton? Is it you? By Drexwell Seymour In recognition of National Hero’s Day on May 28,2018, this article is about the legacy of our only named national hero – the late Hon. JAGS McCartney. Thanks to all of the family members, close friends and Dr. Carl Mills’ commentary that provided with me such invaluable information. I know there is so much more, and so, in the words of a friend, TCIG or an organization should commission and document a detailed study on the life of Hon. JAGS McCartney. BACKGROUND The late Hon. JAGS McCartney was born on the island of Grand Turk on June 30, 1945 to Sally Taylor McCartney and Harvey McCartney, a barrister from Jamaica. JAGS was the founder of the People’s Democratic Movement (PDM) and became our first Chief Minister in 1976 at the age of 31. Unfortunately, on May 9, 1980, he died in a plane crash over New Jersey leaving behind his wife Dorothy and very young children (4, 3 and 2 years old). However, he also left an incredible legacy like no other. This article will summarize his legacy in four categories namely, Justice (J), Altruistic (A), Getting Things Done (G) and Sacrifice (S) JUSTICE JAGS was not afraid as he was a bold man advocating equal rights for the people of TCI. He not only spoke about the injustices against Turks and Caicos Islanders but he also took action to ensure that the injustices were addressed. For instance, the TCI had

three military bases, two navy bases in Grand Turk and one coast guard base in South Caicos. However, TCIG was not getting paid directly for this, but rather, the UK was being paid for this. JAGS fought to ensure that the monies were paid directly to TCIG and consequently TCIG received an annual amount of $1.2million dollars from the USA. JAGS along with others ensured that the workers for the Public Works Dept. in Salt Cay got the same pay as the workers in Grand Turk. In Salt Cay, they were getting $5.25 a day but after becoming the Chief Minister, his government increased the rate to $9 a day to be on par with the workers in Grand Turk. JAGS fought for the rights of a lady in South Caicos who almost lost her home to her employer due to her indebtedness to the employer. JAGS met with the employer and demanded that the matter be dealt with differently and in the end the lady was able to retain her home. In the early years, a common phrase was used “back of the buoy” representing a separation between the Turks Islands and the Caicos Islands. Because of connotations and stigma associated with the statement, JAGS along with others removed the buoy. ALTRUISTIC JAGS was altruistic, in that he always put others ahead of him. He was close with everyone in TCI and because of this, his decisions were based on what was best for TCI and not on the political persuasion of individuals. He did not go into politics to enrich himself. This was evident by the fact that he did not accept a salary for a while in his early tenure as Chief Minister, but allowed the money

to remain in the treasury to be used for other purposes. GETTING THINGS DONE JAGS got things done, and this is one great quality of a leader. Before JAGS became chief minister, all of the departments in Government were headed by Englishmen. By the time JAGS’ term was over, most of the departments were headed by locals. This was achieved by his government identifying the areas of need and in turn provided scholarships to TCIslanders (no matter who they were) so that when they returned home they could occupy the top positions in the TCI. Under the PDM government, JAGS was in the negotiation process with the United Kingdom to make Turks and Caicos an independent country by June 1982. In fact, The UK and the TCIG had already agreed on a settlement amount. He didn’t just talk the talk, he walked the walk. JAGS and his government also made a huge effort to ensure that TCI got a quality international airline which was South East Airlines carrying 70 passengers for a duration of two hours between Florida and TCI, which was a significant improvement over the previous airline, Mackey Airline that only had 44 seats and took four hours. SACRIFICE JAGS sacrificed his family time working countless hours to ensure that there was a better Turks and Caicos Islands. He also sacrificed his family belongings (money, food, clothing and whatever he had) so that others who were in a less fortunate position were able to get help. JAGS took many risks to help the Turks

Drexwell Seymour and Caicos Islands including standing as a surety for many. CONCLUSION JAGS was truly one of a kind. He challenged governors and the status quo. He empowered our people. He was sincere and never lost touch with the electorate. He listened to the concerns of the people and even allowed them to present ideas to him. He strived to achieve the promises he made to the people of TCI. JAGS was able to achieve a lot for the people of TCI even before he became the Chief Minister. JAGS was also a negotiator and had a positive impact on people. Who will be bold enough to continue with his legacy and carry the baton? I believed some individuals subsequent to JAGS carried the baton, but they dropped the baton due to either selfish gains, greed, lack of vision, no focus, or partisan politics. However, I know that there are other individuals (known and unknown) in TCI that have the capability of carrying the baton to the finish line without dropping it. Is it you?

Puerto Rican death toll from Hurricane Maria 73 times official tally

Hurricane Maria claimed 73 times more lives in Puerto Rico than the official death toll of 64, according to new calculations based on a survey of thousands of residents by a team from Harvard and elsewhere. The group estimates that 4,645 people died between Sept. 20 and Dec. 31, 2017 as a direct or indirect result of the Category 4 storm, and one-third perished because of delayed or interrupted medical care. The researchers say even that estimate may be too low and the numbers “underscore the inattention of the U.S. government to the frail infrastructure of Puerto Rico.” The findings, reported online Tuesday in the New England Journal of Medicine, are likely to be controversial because the tally is far higher than previous independent estimates, the margin of error is wide, and the emergency response to the disaster has become highly politicized after it sparked criticism of President Donald Trump, who promoted a much

lower death toll and was faulted when much of the territory remained without power for months. The chief author of the new study, Caroline Buckee of the Harvard T.H. Chan School of Public Health in Boston, did not respond to repeated emails requesting an interview. The storm and its winds of close to 150 miles per hour caused an estimated $90 billion in damage to an island that had been struggling economically. Many residents subsequently left. A closer look at the Buckee calculation shows that while the researchers estimate 4,645 deaths, statistically there’s a 95 percent chance that the actual number could be as low as 793 and as high as 8,498. When the researchers tried to adjust for the fact that people living in single-person households couldn’t report their own death, they estimated 5,740 excess deaths, with a margin of error ranging from 1,506 and 9,889. The Buckee number is

more than four times higher than a December estimate by the New York Times, which reported that the actual death toll was probably about 1,052 excess deaths based on data from the island’s vital statistics bureau and a comparison of deaths during a comparable period in the two previous years. The count included suicides. At the same time, the Center for Investigative Journalism said it found 985 additional deaths during September and October. A Pennsylvania State University study put the number at 1,085 (which the Buckee team appears to misreport as 1,218). A CNN survey of funeral directors found 499 additional deaths. To come up with its dramatically-larger estimate, the Buckee team randomly conducted in-person surveys of 3,299 of the estimated 1.1 million Puerto Rican households earlier this year, making sure to include remote areas. Respondents were not paid and were asked if a household member had died directly or indirectly as a

result of the storm. Missing people were not counted as deaths. They were also asked about deaths within a fiveminute walking distance. More than 93 percent of the people approached completed the survey “Increases in post-hurricane death rates were observed across age groups and were not a reflection of the migration of younger persons out of Puerto Rico after the disaster,” the team reported. The Buckee team also said that households went, on average, 68 days without water, 84 days without electricity and 41 days without cell phone coverage. In the most remote areas, 83 percent of the households were still without power by Dec. 31. Just over 14 percent said they couldn’t get their medicines. The Times analysis found spikes in deaths from severe infections, diabetes, pneumonia, and breathing disorders such as emphysema. The 2018 hurricane season begins June 1.

Smoking down, but tobacco use still a major cause of death, disease GENEVA - Fewer people are smoking worldwide, especially women, but only one country in eight is on track to meet a target of reducing tobacco use significantly by 2025, the World Health Organization (WHO) said on Thursday. Three million people die prematurely each year due to tobacco use that causes cardiovascular diseases such as heart attacks and stroke, the world’s leading killers, it said, marking World No Tobacco Day. They include 890,000 deaths through second-hand smoke exposure. The WHO clinched a landmark treaty in 2005, now ratified by 180 countries, that calls for a ban on tobacco advertising and sponsorship, and taxes to discourage use. “The worldwide prevalence of tobacco smoking has decreased from 27 percent in 2000 to 20 percent in 2016, so progress has been made,” Douglas Bettcher, director of the WHO’s

prevention of noncommunicable diseases department, told a news briefing. Launching the WHO’s global report on trends in prevalence of tobacco smoking, he said that industrialized countries are making faster progress than developing countries. “One of the major factors impeding low- and middle-income countries certainly is countries face resistance by a tobacco industry who wishes to replace clients who die by freely marketing their products and keeping prices affordable for young people,” he added. Progress in kicking the habit is uneven, with the Americas the only region set to meet the target of a 30 percent reduction in tobacco use by 2025 compared to 2010, for both men and women, the WHO said. However, the United States is currently not on track, bogged down

But many tobacco users in China and India are unaware of their increased risk of developing heart disease and stroke, making it urgent to step up awareness campaigns, it said. “The percentage of adults who do not believe smoking causes stroke are for example in China as high as 73 percent, for heart attacks 61 percent of adults in China are not aware that smoking increases the risk,” Bettcher said. “We aim to close this gap.” China and India have the highest numbers of smokers worldwide, accounting for 307 million and 106 million, respectively, of the world’s 1.1 billion adult smokers, followed by Indonesia with 74 million, WHO figures show. India also has 200 million of the world’s 367 million smokeless tobacco users.

Stressed out middle-aged workers have higher risk of mental health issues Middle-aged adults who feel stressed, powerless or overworked on the job may be more likely to develop mental health problems in the coming years than more contented coworkers, a recent study suggests. For the study, researchers examined data from questionnaires completed by 6,870 workers in the UK who, at age 45, had never been diagnosed with depression, anxiety or other common mental illnesses. Overall, about one-third reported having little control over what they did at work and slightly more than one-fourth described their jobs as very demanding and stressful. By age 50, workers who reported high levels of job strain five years earlier were more than twice as likely to be diagnosed with mental health disorders as the people who had low-stress jobs, researchers report

in The Lancet Psychiatry. With demanding jobs, workers were 70 percent more likely to develop a mental illness by age 50, the study also found. And people who reported having little control over their work were 89 percent more likely to be diagnosed with psychological disorders. “Several studies published over the past decade have suggested a link between workplace stress and poor mental health outcomes amongst employees,” said lead study author Samuel Harvey, head of the workplace mental health research program at the Black Dog Institute at the University of New South Wales in Australia. “However, it has always been difficult to work out which came first: difficult work situations or mental health problems - the classic chicken

or egg situation,” Harvey said by email. While the current study wasn’t a controlled experiment designed to prove that work problems directly cause mental health issues, the fact that none of the workers had any psychological issues at the start of the study period suggests that the job difficulties came first, Harvey said. Even though the study focused on middle age, all of the participants had been followed since birth, allowing researchers to account for a variety of circumstances growing up that might influence the odds that a person would experience job strain or mental health problems. “We were able to develop the most precise picture to date of the possible reasons an individual’s working conditions could impact their mental health,” Harvey said. “When

accounting for non-workplace factors like stressful life events, illness, IQ and early life, the results indicate that people with higher job demands, lower job control and higher job strain were still more likely to develop mental illness by age 50, regardless of sex or occupational class.” While the exact ways that job strain might cause mental illness aren’t clear, stress is a known risk factor for psychological problems as well as a wide range of other chronic health issues like heart disease, diabetes and obesity, said Dr. Sabir Giga, author of an accompanying editorial and a researcher at Lancaster University in the UK. “For individual workers, it’s important to recognize that persistent and long-term stress could lead to physical and mental health conditions,” Giga said by email.

The Bahamas increases VAT from 7.5 percent to 12 percent

Deputy Prime Minister and Minister of Finance Peter Turnquest revealed that value-added tax (VAT) will increase from 7.5 percent to 12 percent effective July 1. The increase in VAT  is expected to bring in an additional $400 million in new revenue. Antigua PM Browne blasts large countries for climate change and harsh financial sanctions

Antigua’s Prime Minister Gaston Browne Prime Minister Gaston Browne is once again levelling strong criticism against larger countries for the role that they have played in climate change and for their de-risking practices which he said are threatening the Caribbean, and he is calling upon leaders to hold larger nations accountable. Browne, who was speaking at the opening of the Caribbean Development Bank’s (CDB) 48th annual meeting of the board of governors in Grenada yesterday, said, “Hurricanes Irma and Maria also demonstrate the need for those who are responsible for climate change to take responsibility for the devastation they cause and to better respond, with real time and adequate financing, to address the crisis they create.” He said governments should “never retreat” from blasting these sentiments on the world’s stage because the “very existence” of the region hangs in the balance. Browne admonished the gathering that the best route to increasing the resilience of the region is through further tightening of the union among the countries. Meanwhile, Grenada’s Prime Minister, Dr. Keith Mitchell, cautioned that disasters and other hazards associated with climate change are creating a new normal in the region that will require a change in how governments approach development. “Adjusting to the new normal requires comprehensive and coordinated efforts to mainstream climate change considerations in development planning,” said Mitchell, who is also the director of the CDB’s Board of Directors. “In practice, this will require a shift in focus from sustainable development to climate-smart sustainable development.” Prime Minister Browne is also chiding larger countries for harmful de-risking practices, accusing them of stifling regional economies. “They deny us the right to compete in financial services, particularly in differentiated taxation to attract investments,” Browne added. He said these countries have also sought to deny nations in the region the right to operate “well regulated” investor-immigration programmes, gaming and offshore banking industries under the guise that these ventures are harmful to their jurisdictions. “The reality is that their policies are harmful to us and evidently designed to keep us in economic dependency,” he lamented. “The question is, what is next? They may soon resolve that our very existence is harmful to them.” The PM said that resisting these “deceptive acts of economic aggression against our respective countries” is another reason that Caribbean countries should strengthen their union.

CDB President: Caribbean can “bounce back” by tackling vulnerabilities, building resilience The President of the Caribbean Development Bank (CDB), Dr. Wm. Warren Smith, is urging regional leaders and development partners to work collaboratively and proactively to address the Region’s vulnerabilities, and to support resilience-building in the energy, agriculture and air transport sectors. In his opening statement to the Bank’s Annual Meeting of its Board of Governors, the President shared perspectives on resilience, examined regional success stories and lessons learned, and pointed to opportunities for the Caribbean to triumph over recent setbacks— including the impacts of the 2017 Atlantic Hurricane Season. “Our Region has had to cope with countless natural disasters and other shocks throughout its history. And we have demonstrated repeatedly our ability to ‘bounce back’ from such disastrous events,” Smith told delegates at the event, which is being held in Grenada. “However, our responses have been largely reactionary; and the cost of responding has been rising steadily, undermining other efforts to get onto a sustainable development platform,” the President added. In his statement, Smith urged regional leaders to climateproof their countries’ energy systems and invest in renewable energy and

energy efficiency to build economic resilience. In addition, he highlighted opportunities that technological advances and price reductions in renewables present. “Taking advantage of these opportunities, as well as the widescale adoption of energy-efficiency measures, will assist in laying the basis for economic resilience through reductions in the public sector’s expenditure on energy; strengthening the fiscal balance; reducing borrowing requirements; and, as a consequence, reducing the pressure on countries’ foreign reserves,” Smith noted. Parkland killer boasted of mass murder plans in cell phone videos

The teen charged with shooting 17 people dead at his former high school in Parkland, Florida, boasted of plans to commit mass murder in a series of cell phone videos recorded by him before the rampage and released on Wednesday by prosecutors. In one of the three video clips, Nikolas Cruz, 19, calmly declares, “Hello. My name is Nik and I’m going to be the next school shooter of 2018.” He goes on to say: “My goal is to kill at least 20 people with an AR-15,” referring to the assault-style rifle he is seen holding in the footage. Brandishing the rifle at another point, Cruz says: “You’re all going to die,” adding with a chuckle, “Can’t wait.” The video clips were part of an inventory of prosecution evidence recently shared with the defense team during the pre-trial discovery process, said Constance Jones-Simmons, a spokeswoman for the Broward County state attorney’s office. The Miami Herald and other media outlets obtained copies through a public records request after seeing mention of the footage in court documents, she told Reuters. The three videos, none longer than 90 seconds in duration, are believed to have been made a short time before the shooting rampage on Feb. 14 at Marjory

Apple said it received as many as 16,249 national security requests affecting up to 8,249 accounts during the second half of 2017. The number of requests rose 20 percent compared with the first half of 2017, when Apple received 13,499 such requests. But the most recent figures are more than two-and-a-half times higher than the comparable period a year earlier, when Apple received only 5,999 such requests. Other tech firms also experienced a jump in national security request between the second half of 2016 and the first half of 2017. National security requests to Alphabet Inc’s Google rose 36 percent, to almost 51,000. Similar requests to Facebook Inc nearly doubled, to almost 27,000. Facebook and Google have not yet reported full numbers of national security requests for the second half of 2017 because both companies break out individual figures for both National Security Letters and requests under the Foreign Intelligence Surveillance Act, or FISA. The FISA numbers are subject to a sixmonth reporting delay by law. Apple publishes an aggregate number of both types of requests and so is able to report the figures sooner. Apple also said on Friday that it would start reporting requests from governments to take down apps from its App Store. Last year, Apple took down virtual private networking apps, or VPNs, from its App Store in China in order to comply with a new Chinese cyber security law. Such apps help users browse the internet more privately and were used to evade Chinese internet censorship rules. Chinese regulators also forced Apple to remove Microsoft Corp’s Skype internet phone and messaging app from the App Store in China. Apple’s new tracking of app takedown requests starts on July 1, so the data will begin to appear starting one year from now.

Karim Baratov, who pleaded guilty in November 2017 in San Francisco, was sentenced by U.S. District Judge Vince Chhabria, a spokesman for the U.S. Attorney’s Office said. Baratov, a Canadian citizen born in Kazakhstan, was arrested in Canada in March 2017 at the request of U.S. prosecutors. He later waived his right to fight a request for his extradition to the United States. Lawyers for Baratov in a court filing had urged a sentence of 45 months in prison, while prosecutors had sought 94 months. “This case is about a young man, younger than most of the defendants in hacking cases throughout this country, who hacked emails, one at a time, for $100 a hack,” the defense lawyers wrote in a May 19 court filing. Verizon Communications Inc, the largest U.S. wireless operator, acquired most of Yahoo Inc’s assets in June 2017. The U.S. Justice Department announced charges in March 2017 against Baratov and three others, including two officers in Russia’s Federal Security Service (FSB), for their roles in the 2014 hacking of 500 million Yahoo accounts. Baratov is the only one of the four that has been arrested. Yahoo in 2016 said cyber thieves may have stolen names, email addresses, telephone numbers, dates of birth and encrypted passwords.

Cyber crooks claim to hit two big Canadian banks TORONTO - Bank of Montreal and Canadian Imperial Bank of Commerce said that cyber attackers may have stolen the data of nearly 90,000 customers in what appeared to be the first significant assault on financial institutions in the country. Bank of Montrea, Canada’s fourth biggest lender, said on Monday it was contacted by fraudsters on Sunday who claimed they were in possession of the personal and financial information of a limited number of the bank’s customers. A spokesman for the bank said it believed that less than 50,000 of the bank’s 8 million customers across Canada were hacked. He declined to say if any customers lost money as a result of the attack. The fraudsters had threatened to make the data public, the spokesman said, adding that

the bank was working with the authorities and conducting a thorough investigation. Bank of Montreal said it believed the attack originated from outside the country and was confident the exposures that led to the theft of customer data had been closed off. Canadian Imperial Bank of Commerce, Canada’s fifth biggest lender, said fraudsters contacted the lender on Sunday claiming they had electronically stolen personal and account information of 40,000 customers of its Simplii direct banking brand. CIBC said it has not yet confirmed the cyber breach but is taking the claim seriously. CIBC said customers at its main banking division were not affected. Both banks said they were contacting customers and advising them to monitor their accounts

and report any suspicious activity. Other Canadian banks said they had not been affected. Shares in BMO were down 0.3 percent and CIBC was off 0.3 percent. Provo Sailing Academy Hires New Club Manager

The Provo Sailing Academy (PSA) formerly known as the PSC, is delighted to welcome their new Club Manager, Ross Darmody to the island and are looking forward to getting as many sailors back on the water over the coming weeks as possible. Excitement has been growing around the island since the announcement was made in March that Mr. Darmody would be taking up the position, and once he arrived he hit the ground running with a sold out two day junior sailing camp. The midterm camp, which had sailors as young as 6 years old taking part, was an introduction to sailing for most of the young sailors and Ross Darmody says the aim of the camp was to give

the children an easy and fun introduction while also allowing them to get their feet wet under the guidance of their new coach. After the two day camp Coach Ross remarked that the foundation of the club is still as strong as ever and that his next goal is to visit as many of the schools on the island before the summer break and encourage sailors new and old to take part in our summer programs. The aim of the club is to allow any child regardless of their financial background to learn to sail and enjoy some of the most beautiful waters in the world while being in a safe environment and having fun. The PSA is a non-profit organisation which runs year round

and is funded by memberships, program fees, donations from the public and sponsorship from private organisations in the community. Without the help of these sponsors it would not be possible to grow and expand our program. In particular we would like to thank Digicel for providing security cameras and installing free wifi for all of our members and the general public. 4th Annual SURFside Spring Sprint

On Sunday, May 27th, SURFside Ocean Academy held their annual open water swim race and fundraiser to all ages on the Leeward Beach. The Race, which also co-exists as a fundraiser every year, saw adults and children swim several open water swim races including an 800 m, 400m 100 m sprint and 50 m sprint races and also included a fun 4x 50 m relay race as well. The successful Event saw nearly 40 persons of ranging in ages from 4 years to 65 years compete and have fun on the water. The Event also saw the most participation ever from other swim clubs. Swimming has caught a massive wave in the last 800 m

The Second Annual IGA National Heroes Day Classic

Category 1 at the starting line The Second Annual IGA National Heroes Day Cycling Classic took place on Sunday, 27 th May at 3:00pm from the Graceway IGA parking lot. There were 5 races split over 4 categories. Category 1 (42 miles), Category 2 (36 miles), open category (10 miles) and 2 kids races. (Kids 1: 7 miles, Kids 2: 3.5) miles. This being our third race as we move deeper into the TCI’s 2018 cycling season. This race did not disappoint, revealing lots of surprises and upsets. The surprise not only being the increasing number of spectators, but also the number of children who signed up to compete. Due to the number of children who signed up to race, they were split into two categories. Kids category one for the more seasoned/ advance cyclists and kids category two for those new to competitive cycling. The winners of Kids category one remained the same as the Commonwealth day race in March and the First Circuit race in April. Ethan Gardiner 1 st place, Sean Ewing 2 nd place and Clayton Thomas in 3 rd place. Ethan, who is currently leading

the federation in wins, having placed first in all the children’s races of the 2017 and the 2018 season so far. Young Mr Gardiner says that he accredits his performance to the fact that he loves the sport and has lots of fun training with his Dad. He further states that he works hard to keep himself motivated and to push himself to be the best. For his efforts, Ethan was awarded a Tablet, sponsored by Business Solutions. Second and third place both walked away with cash prizes. Elizario Clarke took the top spot in Kids cat 2 and walked away with a brand new TREK kids road bike donated by Caicos Cyclery . Kymani Ewing came in second and Brianna Burton, the only girl in the race came in third. Second and third place both walked away with cash prizes. Siblings Chevorn Bishop and Collette Charles captured first and second place respectively in the open category. Category two saw Kevin O’Sullivan who is visiting the island, take first place, Earl Basden came in second and Gabriella Hegedus, the only woman to compete in this

category taking third. In Category one Crowd favourite and previous first place winner, Friedise Registre, was initially thought to be the winner, but was disqualified for technical reasons. Tyrone Bishop was name the first place winner followed by Sean Rodgers in second and Shanwell Gardiner in third. Mr. Bishop was also the first recipient of the Clive Stanbrook Memorial Award. In honour of the late Clive Stanbrook, the founder of IGA Supermarkets. Both President Shanwell Gardiner and Vice President Sean Rodgers are pleased with the way the season is progressing and the growing interest in the sport especially by children and young people. Mr. Gardiner stated that, while we continue to develop our adult cycling program which includes establishment of our National ranking system, our main focus is the development of our youth program. We continue to host our weekly Saturday kids ride at the national stadium at 5.30pm which has been a success to date. Our ultimate goal

is the development of school cycling programs which will see fresh talent added to the sport to ensure growth and longevity. June will kick off the championship races beginning with the Grand Turk Classic on June 17 th . The first Federation race to take place in the Nation’s capital. There will be a championship race for each Island, after which all champions will face off in the Tour De Turks & Caicos in October this year. The tour will include 5 stages over 4 Islands. In early July a team will represent the country in Dominica at the 2018 OECS cycling championship, followed by the 19 th annual John T Memorial classic to be held in Anguilla. The Bahamas sports minister expresses uncertainty regarding completion of national stadium Minister of Youth Sports and Culture Michael Pintard has addressed the issue of the $21 million Andre Rodgers National Baseball Stadium that was initially slated to be completed this year. However, work on the project has stalled for over a year. The stadium was set to be constructed to Major league Baseball (MLB) standards. Pintard gave an update on the project, and the government’s plans with the gigantic structure opposite the Government High School (GHS) inside the Queen Elizabeth Sports Centre. “The facts are, prior to the change in government the baseball stadium was on pause. The work had discontinued,” Pintard said. Pintard said his ministry has worked diligently, asking for additional funds to pay outstanding bills, since taking office in May of 2017. The Cabinet approved additional funds of close to $3 million for the completion of the project. Pintard said the outstanding bills were settled, and mentioned that Prime Minister

Dr. Hubert Minnis wants to see the stadium completed. “I asked the prime minister to give us an opportunity to consider whether or not we wish to allocate the remaining funds for the completion of the building out of that facility, or, should we pause for a moment, listen to the stakeholders in the baseball community, to also explore other options. In that regard, we then commissioned a quick study to be done which has been done by the National Sports Authority (NSA) along with this ministry and with an international consultant. What we were seeking to find out is if it made sense to continue with option one which is to continue to build at that particular facility, which in our estimation, would cost in excess of $25 million to complete – $12 million already in the ground. Or, if we would look to go back to the original location that was recommended and create a facility (and) put the surrounding fields in that particular location, use the additional capital which we would have used on the original site which

would be a more expensive proposition, and build facilities elsewhere in The Bahamas,” Pintard said. The original location that Pintard spoke about is west of the Government High School. That location will not be able to seat 4,500 persons like the current location but rather 2,500. Pintard reiterated that fact that baseball is extremely important to The Bahamas as there is no less than 23 persons playing in the pipelines of Major league Baseball. If option two, build in the original location, is selected, Pintard said the present site will be transformed into a multi-purpose facility. The present location poses a difficulty in the way it is aligned and there is the absence of a proper information technology (IT) structure. Pintard said: “The business plan is ready and the only item missing from the plan is looking at local baseball events and see what potential revenue can be generated from them. We believe that in many ways that is the smaller portion of the revenue.

Most of that revenue is likely to come from hosting a series of international events and our primary focus is collegiate as opposed to professional. Another paper will go to Cabinet to get a collective input of our colleagues.” The minister said the presentation will go before Cabinet shortly after his ministry has gotten input from baseball stakeholders. He also made note that the present figures do not include IT and the surrounding fields. He said those are two elements that they would have to put in upon completion of the facility. “The time frame is over the course of the next two months. The Cabinet paper would be in and I am confident we’ll get approval to go with one of those options. We’re going to move fairly quickly on this,” said Pintard. The timeline for the existing structure to be completed will be 12 months. If the other option is chosen, Pintard said he would need guidance in order to give a timeline.

LeBron’s Finals challenge may be too tall an order, say pundits Carrying the Cleveland Cavaliers to this year’s NBA Finals is among the most impressive feats of LeBron James’ career but the challenge that now awaits the game’s greatest player may be more than even he can handle. Jeff Van Gundy and Mark Jackson, who are part of the ABC/ ESPN broadcast team for the NBA Finals that start on Thursday at the home of the defending champion Golden States Warriors, are not convinced Cleveland can even win a game in the series. “It will be interesting to see how competitive LeBron James can make this Finals, but any game they get in this Finals would be a huge upset,” former NBA coach Van Gundy told a conference call on Tuesday. “This is the biggest difference that I remember between two teams heading into the Finals in my time in the NBA. I can’t think of a bigger gap from a team perspective.” The Cavs are the lowest playoff seed, No. 4, for a Jamesled team in a decade. They barely escaped a seven-game, first-round

series against Indiana and then, after cruising past Toronto in four games, upset Boston in seven. Next up is a Warriors team that have won two of the last three NBA Finals and boast riches few teams have ever claimed and can shoot the lights out most any night. “The Warriors make you pay the price for making mistakes,” said former coach and player Jackson. “So if you are to have any chance of beating them at all, you have to make sure that defensively you’re one accord. “But they are clearly the favorite, without question, but the luxury of having the best player in the world in that situation, anything can happen.” The Cavs and Warriors are meeting for the fourth straight year for the right to be crowned NBA champions while it marks the eighth consecutive Finals appearance for James as part of a stretch that dates back to his stint in Miami. When the two teams met for the title in 2016, James used a superhuman effort to lead Cleveland

That is a tall order considering the defending champions have scored at least 100 points in 13 of their 17 playoff games. “I just don’t think Cleveland has the firepower to win shootuts,” said Van Gundy. “So it’s going to have to be grind-it-out games where the tempo is controlled and to do that you have got to have smart, tough guys on the floor.”

Ex-Ravens, Browns running back Lewis: ‘I’ve thought about suicide’ Former All-Pro NFL running back Jamal Lewis said he has considered suicide as he struggles with medical issues and depression, in an interview with Bleacher Report. “You think about death,” Lewis said. “I’ve thought about suicide. I’ve thought about ending it all.” Now 38 and retired for more than eight years, the former Baltimore Ravens and Cleveland Browns back added that he regularly struggles to breathe through his nose — he has had polyps clogging his nasal passages for six months — and battles sleep apnea, headaches, depression and a fluctuating temper. He discussed many of his own concerns in the context of three former teammates, Ravens offensive linemen Orlando Bobo, Orlando Brown, and Damion Cook, who died of healthrelated issues. “You just have those thoughts about should you end it?” he said. “I can only imagine with sleep apnea and heart attacks and heart disease. Who wants to go out like that? Especially when you have people upset with you — your wife upset with you, pissed off, you have to file bankruptcy, made bad decisions...” Lewis said he has never gotten as far as planning his death, but he is not completely rid of suicidal thoughts, saying, “It’s not over. I have to keep moving.” Taken fifth overall in the 2000 draft by the Ravens, Lewis topped 1,000 rushing yards in seven of the nine seasons in which he played, including five of six in Baltimore. In 2003, he posted what stands as the third-largest singleseason rushing total in NFL history (2,066 yards) and scored 14 touchdowns en route to his the only Pro Bowl and All-Pro selections of his career. He joined the Browns in 2007 and played three seasons, before retiring at age 30. Lewis estimates he suffered at least 10 concussions and was knocked unconscious two or three times during his playing career, adding that he frequently used Novacain to numb painful injuries and drank alcohol when the medication wore off after games. He said he has asked the NFL three times for disability pay but has been turned down. The league declined to comment on Bleacher Report’s story.
