Premier Robinson says elected MPs should be in charge By Todeline Defralien

E

lected politicians should be in charge of Crown Land in the Turks and Caicos Islands; and Belongers should not have to participate in a raffle to own a piece of land, says Premier Hon. Sharlene CartwrightRobinson. In an exclusive interview with The SUN, the Premier said she is willing to work with the opposition Progressive National Party (PNP) to continue pushing for the control of Crown Land to be restored to elected officials instead of being managed by the Attorney General’s Chambers. “Crown land is a valuable resource and it should be managed by people that were voted in,” the Premier said. “People vote you in to represent their issues. Home ownership, land ownership is one of the greatest rights of a voter and the PDM and the PNP have already agreed on that position since 2015 according to our constitutional review and I have already freshly agreed that we will jointly push for elected government to have control on that critical resource.” She said raffling of Crown Land is demeaning to locals, deprives them of their birth rights, prevents them from being empowered economically and reduces them to second-class citizens in their own country. She added: “It is offensive that locals have to raffle for land, and the thing about it is that you cannot plan to have an opportunity to even own a piece of land or house, because it goes by chunks. You (could) have the resources and the person who wins may not even have the resources. I find that approach very insulting and I have been vocal on it.” She said the Crown land policy worked before when the decision was taken to Cabinet and the Ministers agreed. She said although the Crown Land Unit obviously does due diligence in its work, the Government will not stand by and watch Turks and Caicos Islanders lose their homes or properties. $100 million Five-Star resort coming to Grace Bay

T

he Turks and Caicos Islands Government has signed the Amended Development Agreement with Vista Development Ltd. for over $100 million dollar, branded five-star resort on Grace Bay Beach. The announcement was made during a press briefing held at the Premier Office in Providenciales on Wednesday June 20th, 2018. The low density, seven (7) storey Luxury Resort will be located on the 5.5 acre old Toscana (near Coral Gardens and Windsong) site and will feature a modern contemporary design

across 59 hotel rooms and 74 residential units, totaling 170 nightly rental rooms and suites, featuring breathtaking views of the ocean from every unit. The thoughtfully designed master plan will offer guests exceptional dining choices at four restaurants and bars; health and wellness amenities at the state of the art indoor fitness facility, including an outdoor garden yoga studio and full service indoor and outdoor spa; and a full array of lifestyle options with dedicated luxury concierge services. Construction of the project is set to begin in late 2018 and

open in 2021.The name and brand of the resort is set to be announced in the next 30 days. During her remarks, Premier Hon. Sharlene CartwrightRobinson said, “The Turks and Caicos Islands continues to attract enthusiastic investors who are coming to the table with sound projects that continues to lift and are consistent with our brand Turks and Caicos. she said, “The Government just spent a lot of money to get back delinquent loans from Talco, so we have to find a way and we will communicate that to the Attorney General who is responsible for that, to make sure that Turks and Caicos Islanders stay in homes and stay with property. At the end of the day, people have to also remember their obligations, but now is not the time and I think that we meet with great resistance the amount of people that are squatting, so it doesn’t send the right message. We just bought out loans and also looked at high incidences of squatting and so we have to send the right message to Turks and Caicos Islanders.” Premier Robinson said the elected Government is capable of conducting checks and balances with respect to Crown Land. “Even before that there was a check and balance and now we have completed and audit of what is

available and we know we cannot give the large chunk of lands that we use to give before, its management. When you decide this is the Crown land policy you should as a government yourself abide by it.” A major challenge for many young professionals and civil servants who are capable of getting a mortgage to buy land is that there are no lands available to them. “The ultimate empowerment for any citizen is to own their own home or piece of land and the next thing that we will be looking at is the cost of crown land. I don’t know what has happened with the valuation but the cost makes it unreachable. We have to look at that , but our position is firm and I want to do it jointly with the PNP,” she added. A few weeks ago Crown Land Unit published an urgent notice in local newspapers with list of names asking persons to contact their office no later than May 24th, 2018.

In the June 18th Throne Speech, under the heading “First Time Home Owners – (Housing), Governor Dr. John Freeman said: “The Government believes that all Turks and Caicos Islands deserve to share in the benefits of this economy. This financial year, my government will take steps to ease some of the pressures faced by first time and existing home owners. My Government will look into any allegations of improper behaviour of insurers (regarding home insurance) and also the cost of living in TCI, and where appropriate, the Government will take necessary actions.” He added: “The Government will work prudently to protect the savings and equity that existing homeowners have painstakingly placed in their homes. The Government will also work to give Turks and Caicos Islanders a better opportunity to enter the housing market, by providing incentives for first time home owners.

He added: “Training of frontline staff is critical to our core objective of a ‘secure and safe ports system supporting sustainable development of the Turks and Caicos Islands.’ The Ports Authority’ training plans for 2017 were delayed due to the recent hurricanes. An aggressive training plan for 2018/19 has been approved.” The Ports Authority goal moving forward includes the construction of a central Providenciales Fuel Jetty to ease the import of fuel. “Our plans are to move the TCI ports beyond an essential port where we exist primarily to provide throughput we are looking at improving the Grand Turk port with fenders and lighting to encourage pleasure craft refueling and stopovers,” the chairman added.

TCIG committed to new investment, says Governor Freeman The Turks and Caicos Islands Government is committed to creating an enabling environment for new investment, Governor Dr. John Freeman said during the Throne Speech, which was delivered in the House of Assembly in Grand Turk, on June 18th, 2018. “Sseveral varied-scale investment projects have and will be announced shortly and that these projects along with ongoing rebuilding work in the aftermath of Hurricane Irma and Maria will further bolster activity in the construction sector,” he said. The Governor said Government will begin an aggressive campaign and promotion of its new Investment Policy Statement which centers on not only attracting new investment, but through its aftercare program seeks to maintain and strengthen old investments which helps in strengthening the economic structure. He said Government’s Investment Policy Statement has new distinctive features which focuses on: an enabling Business Environment; an articulated vision and goals; carefully documented project evaluation and approval process; encouragement

of domestic investment; a focus on Grand Turk; Training Subsidies and Engagement of Local Investors through structures that will allow the sale of equity to them, so they too can take advantage of the success of development projects. “Employment opportunities are also expected to increase steadily over the years, mainly due to an increased demand for services provided in, among others, the tourism, construction, fisheries, and other sectors,” he added. “As part of the Government’s overall sustainable development strategy going forward, targeted sectors within the Turks and Caicos Islands economy will be stimulated.” The Governor said that despite a forecast of positive economic growth in 2017, regrettably indications are that output in the tourism sector was significantly weaker during the last quarter of 2017 than forecasted, reflecting in part in weather-related factors, mainly hurricanes Irma and Maria, which resulted in delays and the cancellation of significant travel itineraries during the period September to December 2017. “Moreover, the loss of

The rebuilding activities started in 2017 and have increased significantly in 2018, as persons and businesses repair their properties, destroyed by the two hurricanes in 2017,” the Governor added. “Private investments will increase as the reconstruction of more businesses and homes continues and additionally Mr Speaker the Government has more than $12 million in construction projects which have already been contracted and more than $38 million in new projects for the current fiscal year which will greatly impact the performance of the construction Industry going forward.”

Revenue Authority to be established in Turks and Caicos Islands The Government aims to foster a more efficient and effective process of collecting taxes and increasing revenue through the establishment of a Revenue Authority, which will be a a central revenue collecting agency. This was revealed by Governor Dr. John Freeman during the Throne Speech on June 18th, in the House of Assembly He said that during this financial year work will commence for the establishment of a revenue authority and for its establishment in the year 2019/20. “The establishment of this statutory body will allow the merger

of the TCIG’s various tax collecting agencies and will help to nurture a high degree of voluntary compliance,” the Governor said. Barbados has had a Revenue Authority since 2014. It was designed to be a more efficient and effective process of collecting taxes and increasing revenue. It was established as a statutory corporation, subsequent to the merger of Barbados’ various tax collecting agencies, including the Inland Revenue and Land Tax Departments, the Value Added Tax (VAT) and Excise Divisions of the Customs and Excise Department. In addition, the Authority is responsible

for the revenue collection functions of the Barbados Licensing Authority as well as the cashiering functions of the Customs Department and providing information technology support to Customs. Meantime, the Governor also spoke about a review of the National Health Insurance Plan and statutory bodies. “The Government has already carried out critical ground work in the National Health Insurance Board and will complete the implementation of critical structural, financial, operational and other necessary changes for its efficient and effective carriage of its functions. The

Government will also complete the implementation of recommendations contained in the Statutory Bodies Review,” he added. “The Government has already completed the review of the Interhealth Canada’s contract with TCIG and there is continued dialogue as it relates to legacy issues. The Government will together to partner with NHIB in ensuring greater oversight of the Project Agreement with Interhealth Canada as well as work with the Ministry of Health and wider community stakeholders in areas such as health screening and prevention, and Primary Healthcare Renewal.”

Government should capitalize of booming e-commerce industry, says Hon. Delroy Williams E-commerce is a booming business worldwide and the Turks and Caicos Islands Government should be capitalizing on that industry. This was stated by Hon. Vaden Delroy Williams who recently participated in the block laying for construction of the new $1.5 million post office in Downtown, Providenciales. Hon. Williams outlined the importance of Government updating and enhancing the post office facilities by stating; “We should be in a position to capitalize on the lucrative and rapidly growing e-commerce industry. If other large developed countries have not abandoned post offices, why should we? “It is also very important to know that although many private delivery services are operating in the Turks and Caicos, there is still a very strong demand for post office boxes and the postal services in this country. We have seen this from the activity at the temporary location in the Town Centre Mall and the boxes in Grace Bay. We

cannot run away from technology. We must embrace it,” he added. Hon. Williams said the construction of this new post office, will integrate the latest technology and new features that are available in postal services around the world. The Post Office will be full computerization, a sorting room with mail sorting facilities, credit card machine service, a stamp shop, and up to 3,000 more mail boxes. There are also plans for a stamp machine which will make postal services accessible after working hours. Hon. Williams also took the time to thank the staff of the post office for the work that they have been doing, especially under the present conditions and reminded them that better days are ahead. He assured the public that in addition to the excellent facilities, they are committed to offering quality customer service and ensuring that the post office remains relevant, reliable and competitive.

191 illegal migrants apprehended from two Haitian sloops in 2 days By Todeline Defralien The smuggling of illegal Haitians into the Turks and Caicos Islands has become TCI’s biggest problem in recent times. In just two days apart a total of 191 illegal migrants have been apprehended and taken to the Detention Centre for processing by Police and Immigration Officials. At 3:30 a.m., Sunday, June 17th, 2018, a Haitian sloop was intercepted by the Royal Turks and Caicos Islands Police Force Marine Branch. The 35ft blue and grey sloop had a total of 89 Haitian nationals onboard. The 71 males and 18 females

were apprehended and taken to the Detention Centre for processing by Police and Immigration Officials. Two days after a second illegal vessel intercepted containing 102 illegal Haitian migrants was intercepted on Tuesday, June 19th, 2018. The Marine Branch M/V Sea Pursuit successfully intercepted the 35ft blue and white wooden boat 2 miles off South Dock, with 74 males, 27 females and one infant onboard. The detainees were transported to the South Dock Port and handed over to the Task Force members who escorted them to the Detention Centre for processing. The Royal Turks and Caicos

Islands Police Force continue to appeal to the general public who may have any information on this or any possible illegal boat entry, no matter how small is asked to contact 911 or Crime Stoppers at 1- 800-8477 immediately. For the first months of this year there was a huge surge in illegal Haitian immigrants being smuggled into the Turks and Caicos Islands, prompting TCIG to ask the United Kingdom for assistance which came in the form of the Royal Navy Ship, Mounts Bay. While the ship was in TCI waters, the illegal boats stopped coming, but the smugglers have seemingly realised that the UK war ship has left.

TCICC Launches Early Childhood Education Program By Kililah Bromley The Turks and Caicos Islands Community College (TCICC) launched the new Bachelor’s of Science Early Childhood Education program at the TCICC 3 Success Way, Down Town, Providenciales On Tuesday, June 19th. In attendance were Hon. Premier Sharlene Cartwright-Robinson, President of TCICC Dr. Hubert Fulford, Public Relations Officer Rachel Harvey, Vice President Samuel Forbes, Chair of faculty of Education and Training Candice Malcolm, Education Officer of Early Childhood Education Heidi Williams, Dean of Academic Studies Dr. John Mubenwafor and Deputy Chair and faculty of Education and Training Mrs Kerryann Mason. First and second place winners of the Perform On Point competition, Davonte Missick and Kayanna Gibson, each graced the attendants with lovely songs. This two-year Bachelor’s of Science Degree program was designed to foster well-qualified teachers to aid in the development of children throughout their first three to six years. Giving her remarks, Hon. Premier Sharlene CartwrightRobinson said, “We recognize the importance and I know it’s often lip service but I believe a recent study really tells this country how critical an institution like the community college and education on a whole is to the development of this nation.”

Premier Cartwright-Robinson continued by emphasizing on the importance of having the early childhood education program in this country since there are persons who cannot easily leave the country, due their many obligations here, and with the shortage of teachers in this particular field present. She further emphasized the importance of governmental support for these endeavors by the community college. “I was a member of staff in Grand Turk for four years. Most people don’t know I taught at the community college in Grand Turk… And I know what it is to teach at every level of education... So I want to appreciate at this very moment the role of educators and what you do go through even when you are doing your very best and producing all that a country needs in its development and the fact that people will always criticize you.” She added, “I think early childhood education is a critical, absolute critical foundation to be laid –too long ignored in the Turks and Caicos.” The Premier also noted that the Government will be introducing the Caribbean Certificate of Secondary Learning Competence (CCSLC) into the primary and high schools soon. Candice Malcolm, Chair of faculty of Education and Training gave her remarks saying, “Today’s launch of the Bachelor’s of Science Degree in Early Childhood Education will be recorded in the history books of the TCI Community College as the

With their mission “to innovate while providing an effective solution that can prepare individuals to meet the current and emerging needs of a growing economy” the Turks and Caicos Hotel and Tourism Association (TCHTA) opened its first development center on Friday, June 15th at the Salt Mills Plaza in Grace Bay, Providenciales. In support of this mission, attending the ribbon-cutting event were: His Excellency Governor Dr. John Freeman; the Chief Executive Officer, Stacy Cox; the Chief Operating Officer, Nikheel Advani; Permanent Secretary in the Ministry of Education Wesley Clerveaux and Permanent Secretary in the Ministry of Tourism, Cheryl Ann Jones. Nikheel Advani, the Chief Operating Officer of TCHTA, said, “Having this project allows us to give you the opportunity to learn and to grow within this development center. TCI Hospital Nurses receive certification to manage pediatric Hemophilia cases

Two registered nurses at Turks and Caicos Islands Hospital are now trained in a highly technical competency required to care for patients diagnosed with Hemophilia, a genetic disorder caused by a missing or defective protein needed for normal clotting in the blood, which result in hemorrhages. Nurse Carl Lewis and Kurien Jolly recently received a certification in Port-a-Cath Medication Administration following an intensive two-week observership at Sick Kids Hospital, a major pediatric and teaching facility in Toronto, Ontario, Canada. Hemophilia is passed down from parents to children at the time of conception. About 1/3 of cases are caused by a spontaneous mutation, a change in a gene. Treatment methods for patients with Hemophilia include prophylactic or immune tolerance regimens that require frequent injections of a clotting factor concentrate to prevent anticipated

bleeding. Central venous access devices such as a Port-a-Cath is implanted under the skin and runs to a large vein near the heart through which factors are injected using a special needle. InterHealth Canada, the private health care management company, funded the overseas training after a pediatric patient was diagnosed with the serious condition. The management of implanted ports is common in many of the care regimens provided at Turks and Caicos Islands Hospital. However, pediatric cases are rare and require a distinctive approach to care and consistent application of skills in the practice environment. The visiting nurses shadowed other Canada-based health care teams who cared for and managed the ports of nearly 10-15 pediatric patients per day. The nurses were trained on the principals of care, preparation, access and management of these sensitive special intravenous lines. Sick Kids Hospital has been managing the sole

I would like to express appreciation to the National Health Insurance Board for their collaboration in this initiative, and Sick Kids Hospital for accommodating our staff.”

Beating plastic pollution to save our Iguanas

On June 5th every year, the World Health Organization (WHO), United Nations and thousands of global communities and organizations celebrate World Environment Day. This year, the theme of the Day is “Beat plastic pollution” – a call for action for the world to work together to address one of the great environmental challenges of our time and raise global awareness of the need to reduce the heavy burden of plastic pollution on people’s health and the threat it poses to the environment and wildlife. Through on-going projects, BEST and Darwin, the Turks & Caicos National Trust (TCNT) sponsored a trip to Half Moon Bay

and Little Water Cay to celebrate World Environment Day. A group of students from Long Bay High School, along with some teachers, participated. These students had initially been surveyed by TCNT’s Public Awareness Officer in February to gauge their knowledge of the dangers facing our Rock Iguanas. These students will be surveyed again at the end of the project in 2020, to complete the education component of the project. The excursion gave students the opportunity to learn about iguanas’ habitat first-hand and taught them the importance of keeping it clean. Students were urged to be more responsible in managing

garbage since waste, particularly plastic, can be devastating to marine biodiversity. More importantly, the tour exposed students to the detriment to the health and well-being of the iguanas caused by plastic products and trash being left behind by humans who visit their homes. In fact, the group was able to collect a few plastic products within the vicinity. During this trip, students also learned how to do bead tagging – a strategy used by scientists, to keep track of the population, study their life span and monitor their health. The on-going rat eradication project on the Cay was also discussed.

Half Moon Bay is a vulnerable domicile for the Rock Iguanas as it is a popular location for locals to have beach cook-out and tour companies to take guests to relax, have beach parties and see iguanas. The Turks & Caicos National Trust continues to seek more support towards conservation plans though funding and donations, and appeals to tour operators and stakeholders to be partners in the stewardship of this area. Minister of Tourism participates in CTO Caribbean Week

A team from the Ministry of Tourism, Environment, Heritage, Maritime and Gaming led by Minister Ralph Higgs returned to the TCI after attending the annual Caribbean Tourism Organization (CTO) Caribbean Week’s activities in New York on 4th -8th June 2018. The delegation consisted of Permanent Secretary, Mrs. Cherylann Jones, Director of Tourism, Mr. Ramon Andrews, Chairman of the Tourist Board, Mr. Norman Hamilton, Head of Secretariat Mrs. Mellisa Ariza and Receptionist Mrs. Brenda Jones. This annual event is hosted by the CTO and provides the opportunity for member countries to showcase the authenticity of their destination, through food, music and many other cultural expressions. This year’s theme was keeping in line with the 2018 year of Wellness and Rejuvenation in the Caribbean.

The theme was incorporated into many aspects of the events including a trade show and educational forum on how to sell the Caribbean as a wellness destination. The Caribbean Marketing Conference comprised of formal presentations by leading speakers in the industry, topics ranged from how lucrative is the wellness market, the rejuvenation of the Caribbean Brand amongst others. Minister of Tourism, Hon. Ralph Higgs stated; “It is always rewarding to participate in the CTO’s Caribbean week activities, it is the ideal platform for the Ministry to secure and maintain linkages with key partners. Main Duties and Responsibilities Energy Production  Responsible to see that the generation of electricity is performed in a safe, efficient and effective manner on Grand Turk, Salt Cay and South Caicos.  Work in close coordination with and oversight from the Senior Director of Energy Production (assisted by the Plant Production Manager and Plant Control Manager) in developing and implementing effective maintenance, monitoring and reporting programs at the Energy Production facilities on Grand Turk, Salt Cay and South Caicos.  Responsible for the coordination of fuel deliveries to ensure that there is adequate fuel supply at all times in support of the Grand Turk, Salt Cay and South Caicos operations.  Responsible to see that the Energy Production facilities are prepared; in accordance with the company’s Disaster Preparedness Plan; to deal with hurricane season and assist with developing and implementing a plan for recovery of the plant after a hurricane. FSC net surplus 2016/17 - $2,515,558 FSC transfer to TCIG 2015/17 $2,501,149 INTRODUCTION In May 2018, the UK Govt. passed an amendment to their Sanctions and Anti-Money Laundering Bill which requires the Overseas Territories to have public registers of the beneficial owners by December 31, 2020. This decision may have a significant impact on us. Hence, this article is an attempt to explain the concept of public register of beneficial owners, the possible impact that the UK legislation has on TCI and recommendations on what we need to do. BACKGROUND INFORMATION In 2017, the Turks and Caicos Islands passed the Company Ordinance and as part of the ordinance, management companies must provide the financial Services Commission a register of the beneficial owners within 14 days after forming a company. Like TCI, other overseas territories made amendment in 2017 to their legislations to provide for registers of beneficial owners but it was not public. The overseas territories felt this was adequate to meet the needs of the UK especially since they can currently access the registers. Less than a year later, the UK wants the registers to be public and so the territories feel betrayed. The UK has also demonstrated hypocrisy in that it does not require its Crown Dependencies such as Jersey, Guernsey and Isle of Mann to have public registers by 2020. WHAT IS A BENEFICIAL OWNER IN TCI? A beneficial owner is •A person that holds directly or indirectly 25% or more of the shares of a company. •Controls 25% of the voting rights of a company. •Has the right to remove or appoint the majority of the directors of a company. •Has the Legal right to exercise significant influence over the company, partnership or trust. WHAT IS ON THE REGISTER? The register of the beneficial owners contains the full legal name, date of birth, nationality, usual residential address, information identifying the person from his government and the date the person became a beneficial owner.

Even though the TCI offshore financial sector is not significant as BVI, Cayman and Bermuda, a 1% variation to our economy is significant given the size of our economy. Our Offshore is estimated to be about 10% and is our second main industry after tourism. Individuals form companies in Turks and Caicos for a number of reasons and two of the main reasons are confidentiality and security. Some individuals do not want their spouse or other family members and other people to know their business so they form companies overseas. It does not necessarily mean they are involve in money laundering or evading the payment of taxes. It is simply a privacy issue. If individuals now know that their information is now public, then they can go to other rival jurisdictions where a public register is not required. As a result, many individuals will opt not to renew their TCI incorporated companies. If there is a significant reduction in renewal of incorporated companies then then the revenue from the FSC and the local management companies will decline which may be forced them to lay off some employees. In addition, the future growth of our offshore industry may be limited. It is very possible that there may no impact in that individuals will not move to other jurisdictions, but it is also highly possible that it can have serious impact. We do not really know what will happen. Because of this uncertainty, we need to have alternatives to fill the gap in the event our offshore financial industry fails. We should not rely solely on tourism as it is very risky. WHAT SHOULD THE GOVERNMENT DO? The TCI Government along with the other overseas territories need to fight this jointly though the law is

The Ports Authority, a government statutory body with broad responsibilities of the country’s waterways and lighthouses, plays a strategic role in the development of domestic and

LONDON - Many parents already have concerns, but some may now have a new argument for limiting their children’s ‘screen time’ - addiction to video games has been recognised by World Health Organization as a mental health disorder. such as a heart attack or a stroke if they are married, perhaps because of spousal pressure,” Mamas said by email. “Similarly, they are more likely to take part in rehabilitation which improves outcomes after strokes or heart attacks.” Having a spouse around may also help patients recognize early symptoms from heart disease or the start of a heart attack, Mamas added. Marriage isn’t the biggest predictor of heart disease, however. Well-known risk factors like age, sex, high blood pressure, elevated cholesterol, smoking and diabetes

account for about 80 percent of the risk, researchers note. All of the studies in the current analysis were published between 1963 and 2015 and included people ranging in age from 42 to 77 from Europe, Scandinavia, North America, the Middle East, and Asia. Divorce was associated with 33 percent higher odds of death from coronary heart disease and a more than doubled risk of death from strokes, the study found. Men and women who divorced were also 35 percent more likely to develop heart disease than married people.

Bahamian PM fires MPs who voted against VAT increase

Prime Minister Dr. Hubert Minnis fired Bains and Grants and Town MP Travis Robinson, Golden Isles MP Vaughn Miller and Pineridge MP Frederick McAlpine from their government-appointed posts after voting against the government’s bill to increase value-added tax (VAT) from 7.5 percent to 12 percent. Minnis met with the three men to give them their termination letters. He met with Robinson at 1 p.m., Miller at 2 p.m. and McAlpine at 3 p.m. In a statement, the Cabinet Office said: “It is announced for general information that in exercise of the powers conferred upon Her Excellency by Article 81 of the constitution and in accordance with the advice of the prime minister, the governor general has revoked the existing directions given to Mr. Travis Robinson, as parliamentary secretary in the Ministry of Tourism and Aviation, and Mr. Vaughn Miller, as parliamentary secretary in the Ministry of Social Services and Urban Development. “Under the provisions of the Manual of Cabinet and Ministry Procedure, part II, item 21, parliamentary secretaries, like Cabinet ministers, are bound as a condition of their continuance in office, to support government decisions in public. “The governor general, in

Premier McLaughlin says Caymanian population grew by 70% in 20 years The number of Caymanians living here has increased by 70 percent within the past two decades, with the majority of those being “new” Caymanians, Premier Alden McLaughlin told a Commonwealth Parliamentary Association conference Tuesday. Mr. McLaughlin said the British Overseas Territory’s overall population had shot up over the past 20 years, going from 37,000 residents in 1997 to more than 63,000 residents by last year – an increase of more than 70 percent. During roughly that same period, the Caymanian population increased from 21,000 to 36,000 people. “The growth in the Caymanian population came about by not so much natural increase, but by immigration,” Mr. McLaughlin said “[Some immigrants] became a part of the permanent Cayman fabric.” How to manage population growth, particularly within the smaller overseas territories and British Crown Dependencies, was the focus of Tuesday morning’s session of the Commonwealth Parliamentary Association’s regional conference, which is being hosted on Grand Cayman this year. Cayman is far from the only British territory to struggle with limited land space, housing a successful economy and requiring a large number of foreign workers to make that economy run properly. Mavado defends his son’s innocence

Mavado Mavado is claiming his son is innocent, according to the deejay’s attorney Tamika Harris. She is representing the 16-year-old who is charged with conspiracy to murder, arson, shooting with intent, as well as illegal possession of firearm and ammunition. As he is a minor, the teen’s name cannot be released to the public. “He (Mavado) is distraught and a little perturbed,” Harris told the Jamaica Observer. “He is maintaining that the allegation against his son is not true, and he is willing to go at lengths to defend his son,” she continued. The minor is being charged in connection with the murder of 23-year-old Lorenza Thomas, also known as “Chulups” and “Israel”. According to the Corporate Communications Unit (CCU) of the Jamaica Constabulary Force, at at 3:30 am on June 5, a group of armed men forced their way into Thomas’s home in the Cassava Piece community in St Andrew. He was shot, chopped, and set ablaze. This incident occurred days after Mavado escaped injury after being shot at in the community. He is currently being sought by police to answer questions relating to violence in the area. Mavado resides in the United States. “He is returning, but he has indicated to me that he does not want the media to know when,” said Harris. Police had announced that the minor would have appeared in court yesterday. However, he was a no show. According to Harris, the police are responsible for taking the teen to court. She was unable to say when the teen is rescheduled to appear.

The governments of Haiti and Vietnam have pledged to implement measures to boost bilateral cooperation in certain areas including economy, investment, telecommunications and agriculture. Sandals And Butch Stewart Respond To ‘Misleading’ Media Reports And Reaffirm Commitment To Developing Caribbean Tourism Sandals Resorts International (SRI) which is owned by hotel magnate Gordon “Butch” Stewart, has responded to what it said are “attempts to spread misinformation and unsubstantiated claims about the hotel chain, including a “totally sensationalized headline” regarding a recent statement by Barbadian Prime Minister Mia Mottley. In a June 19th media statement, SRI said it has an amicable relationship with Prime Minister Mottley who should be aware that Sandals is completely open to working with her government – as it has worked with governments throughout the region - to help move Barbados into a better and brighter future. “Sandals has become a key economic player in Barbados in just three and a half short years,” the media statement noted. “Not only are we the largest contributor of foreign exchange but we have provided employment and training for some 1,000 persons in Barbados. Within that short time period we have built two of the most sought after resorts in the region, one of which opened just last December and which was built by Barbadian contractors in record time. Already we are adding an additional 50 suites at the new Sandals Royal Barbados which will be available from October.” “We also intend to break ground on a new Beaches hotel in Saint Peter in January 2019, and that will more than double our economic footprint. Immediately that project creates 1,500 construction jobs and will create some 1,750 full time jobs upon completion. was a highly overtaxed sector,” the SRI statement continued. “We have been assured that in the last two years more refurbishment and modernization has been done in Barbados than in the last decade. More than that, it is Sandals that has given the clearest signal to the world that it is good to invest in Destination Barbados at a time when many others are intent only on singing songs of gloom and doom.” As for claims that the allinclusive model has not worked in Jamaica, SRI noted that Jamaica is doing extremely well, adding that the Jamaica Tourism Board reported record figures of 4.3 million visitors last year, due to increase this year, and that its tourism Minister Edmund Bartlett noted that Jamaica had earned US$2.56 billion dollars in 2016 which represented $500 million of extra earnings in a single year. “It would be interesting to note that Sandals Resorts International is the largest financial contributor to Jamaica,” said SRI. “Not only in terms of money, but in terms of people employed and in terms of the high level of training that we do. Trump backs down on separating immigrant children, legal problems remain WASHINGTON U.S. President Donald Trump on Wednesday backed down and abandoned his policy of separating immigrant children from their parents on the U.S.-Mexico border, after images of youngsters in cages sparked outrage at home and abroad. A federal appeals court has interpreted the Flores agreement to allow immigration officials to detain families for only 20 days. Trump’s reversal also creates a series of new headaches for the administration, as it wrestles with where to house families that are detained together, possibly for long periods, and how to reunite families that already have been separated.

Judge denies Stormy Daniels request to restart case against Trump, Cohen A federal judge in Los Angeles has rejected a request by the adult film actress Stormy Daniels to restart her lawsuit there against U.S. President Donald Trump and his longtime lawyer Michael Cohen. In an order dated Tuesday, U.S. District Judge James Otero said the amount of media attention in the case was not a sufficient reason to reconsider the 90-day stay he had imposed in April. Daniels, whose real name is Stephanie Clifford, is suing to void a non-disclosure agreement under which Cohen paid her $130,000 not to discuss her alleged relationship with Trump in 2006 and 2007. “While it is undeniable that plaintiff has a valid interest in the prompt resolution of her claims, plaintiff has not established that she has actually been deterred from speaking,” Otero wrote. In granting the stay, Otero had cited the potential overlap between Daniels’ lawsuit and a separate criminal investigation by federal prosecutors in Manhattan that he said could result in Cohen’s

Double whammy: U.S. pork, fruit producers brace for second wave of Chinese tariffs

BEIJING/CHICAGO - U.S. producers of pork, already saddled with duties enacted in an earlier round of the escalating trade dispute with China, are bracing for further pain after Beijing hit the products with additional tariffs due to come into effect next month. China implemented a 25 percent duty on most U.S. pork items on April 2, and a 15 percent tariff on a range of fruits and nuts, in response to U.S. tariffs on Chinese steel and aluminum products. Last week it included both categories in a second round of tariffs to be imposed on July 6. No other products have been listed twice. Pork now faces cumulative import duties of 71 percent, not including value added tax, according to a formula published on the website of China’s finance ministry last week. Cumulative duties on fruit amount to 50 percent. “The additional tariff will put us out of business,” said Zhong Zheng, founder of China-based Heartland Brothers, which sells U.S.produced Berkshire pork to Chinese supermarkets and restaurants. The United States shipped $489 million worth of pork to China last year, and had the biggest share of import volumes in the first quarter of 2018, at about 117,000 tonnes, according to Chinese customs. But shipments have since ground to a near halt following the 25 percent tariffs implemented in April, said U.S. meat analyst Brett Stuart,

Adam Silver and Warriors worked within system to get Kevin Durant NBA commissioner Adam Silver understands how some fans are upset that Kevin Durant was able to sign with an already loaded team, but he gives the Golden State Warriors credit for working within the rules to make it happen. That doesn’t mean Silver isn’t already thinking about tweaks that can be made in the next collective bargaining agreement to make the NBA a more level playing field. Appearing on ESPN Radio’s Golic and Wingo show on Wednesday, Silver was asked about the league’s perceived lack of parity. “I get it in terms of Kevin Durant going [to the Warriors in 2016]. It was a bit of an aberration in our system; we had a spike in our cap, it enabled them to have additional cap room. The Warriors will tell you they would have figured out a way to get it done anyway,” he said. But he added that the Warriors, who won their second straight championship this season with Durant, should be given their due. “I’ve said repeatedly, let’s also celebrate excellence. Ownership, the job Bob Myers has done as a GM, Steve Kerr, of course, one of the great coaches in our league. They are significantly above where our tax level is right now,” he said. He said fans aren’t the only ones he hears complaints from. “The 28 other teams, they’re the biggest complainers that these two teams have met four times in a row [in the NBA Finals]. Ultimately, collectively our 30 teams are in charge with what system we have, along with the players. And by the way, the players on 29 other teams want a system regardless of where they are drafted or where they sign to be able to compete for championships, and that’s what you want,” he said. He pointed out that this isn’t the first time a team had people asking if their dominance was good for the NBA. “There have been dynasties forever in this league,” Silver said. “There’s an old Sports Illustrated cover you guys should look up from 1997 and there’s a picture of Michael Jordan on the cover and it’s saying, ‘Are the Bulls bad for the NBA?’ It’s kind of the same storyline right now. “I don’t remember the same conversation back then, I think because you didn’t have the Kevin Durant factor. That sort of bugs people a little bit, because a team that was already a championship team gained Kevin Durant. There wasn’t quite the equivalent with the Chicago Bulls. From a system standpoint, I’ll take that as an issue for the league because we always -- through collective bargaining -- can be sitting down with our players association figuring out what’s the best way to design competition throughout this league.”
