here are currently 13,000 persons on work permit in the Turks and Caicos Islands. This number, according to an analysis by The SUN, represents 41 percent of the country’s population and is slightly more than the 12,239 Turks and Caicos Islanders who are living here, based on to the last population census that was conducted and compiled by Government’s statistical department in 2012. The work permit figure was revealed by Labour Commissioner Edwin Taylor, during a session of the 2018-2019 Estimates of Expenditure and Revenue, before the Appropriations Committee in the House of Assembly, in Grand Turk, on Monday June 25th. Taylor was responding to a question from Hon. Doug Parnell, Chairman of the Appropriations Committee, but he was not asked to, and did not, give a breakdown of the work permits by country. He noted, however, that his estimate of the work permit was based on cross references with National Insurance Board (NIB) and National Health insurance Board (NHIB). Continued on page 2

$5,000 fine or 12 months imprisonment for drunk driving By Todeline Defralien Persons who are found guilty of causing death by careless driving when under influence of drink or drugs will face a fine of $5,000 or serve a term of imprisonment of 12 months or both, the new driving under the influence laws which will come into effect on Sunday July 1st, 2018. Sections 26 to 34 of the laws of the Turks and Caicos Islands expounds on the issue of driving when under the influence. Individuals who

are found in contradiction to this piece of legislation will be asked to do a breathalyzer test by an officer in uniform. Such persons who fail this test will be subject to being arrested and charge for the offences of driving or being in charge of a motor vehicle whilst under the influence of drink or drugs. A police officer may arrest without a warrant, if the proportion of alcohol in that person’s breath exceeds the prescribed limit; or if he fails to

provide a specimen of breath for a breath test by a police officer. A police officer may require a person to provide a specimen of breath, in instances where he has reasonable cause to suspect, that the driver is involved in an accident resulting in injury to another person. A four day long Breathalyzer Training exercise took place from Monday June 25th – Thursday June 28th at the Chalk Sound Police Station in preparation for the July 1st Drunk Driving Laws.

It will be a criminal offence under the Road Traffic Ordinance to drive, attempt to drive or being in charge of a motor vehicle whilst under the influence of alcohol or drugs. Officers of the Royal Turks and Caicos Islands Police Force will take a zerotolerance approach to use the power provided by this legislation. These measures would be implemented to protect both citizens and visitors to the shores of the Turks and Caicos Islands. Continued on page 2

He added: “Previous to last year, persons were given multiple years (for work permits). Last year was the first year where the Ministry went through the process of instituting the one-year (work permit) to try to get us transitioned over to the smaller cards and also to get us to a better idea of how many work permits we have in the country.” Hon. Parnell asked Taylor why

the Labour Board isn’t calling persons in and issuing the new cards. The Labour Commissioner responded, “The issue we will have then is processing. As you could understand and appreciate, we do have limitations with staffing and delays in processing. Each work permit has to go through the work permit board and most of them would be on a renewal basis, whereas you would have a percentage of them already on four-year or five-year work permits and the process of getting all of them coming in at one time would be too much for our system at this point in time.” Taylor stressed that allowing the paper work permits to expire and issue the plastic ones upon renewal was the best approach. With the current and expected increase of development in the Turks and Caicos Islands, Parnell asked Taylor how many new applications the Labour Department is expecting from the new projects. Taylor added: “We have had conversations and meetings with the project developers. To date, as you would know, the Ritz-Carlton is the only one that has started (and) they’re projecting a low number for their first year, but their numbers are expected to increase over the next two years. We have factored in the Ritz-Carlton and potentially what the other new

Some of them aren’t projected to start until maybe the back end of this year.” The Labour Commissioner also noted that following hurricanes Irma and Maria in September 2017, there was a significant increase in the demand for temporary work permits. “Certain institutions, for example, some of the major hoteliers used temporary work permit product at a cost of $200,000, so you saw an increase in the temporary work permit revenue due to renovations of our major hotels in the country. The reason that we kept that this year conservative is because those projects would have wrapped up, most of them between February and January of this year, and we stopped issuing certain category of temporary work permits which we permitted in the past,” Taylor explained.

Taylor also noted that with the decrease in the type of temporary work permits, they decided to keep their revenue estimates at a conservative number and this will help them to project properly moving forward. He continued: “We’ve tried to discourage the use of temporary work permits for what it was used for in the past to encourage persons now to go on to full-time work permit, whether it be six months or nine months work permits. What persons use to do in certain industries is use a temporary work permit as a stop gap to getting work permits. As you know, the law did not just change in 2016 but the enforcement of the law would have started to ramp up that issue and persons shouldn’t be transitioning from temporary work permits to work permits.” Taylor stated that the Labour Department in partnership with the Immigration Department is cracking down on persons who are trying to transition from temporary work permits to work permits. “Our department is starting to crack down more on that...our collaboration with the Immigration Department, overstayers and persons who might have entered the country via the temporary work permit product trying to transition...those things we are stopping,” he added.

The most populated areas such as Providenciales and Grand Turk will be covered first and then they will expand to North, South Caicos and Salt Cay. He added: “We have operators trained in the road side test and to do the evidential tests. There is a lot of technology here, so they need to understand how the machines work and to make sure that they can keep them in good operation conditions so that we would satisfy all of the legal challenges that would be made in relations to the new system of breath test that is being brought to Turks and Caicos Islands.” On Thursday June 28th, the Royal Turks and Caicos Islands Police

The roadside test was a major success and a large number of residents and tourists participated in the exercise. “I hope that this will give drivers a flavor of how they need to react to officers,” Smith added. “The penalties of drunk driving are quite severe and we would like to emphasize to people that the penalties to not provide a breathalyzer test are equally severe. The outcome of not giving a test is the same as for giving a positive test.

You will lose your license. It would be unfortunate if persons think that they can avoid justice by just refusing. If there are people who have a real medical condition proven by a doctor that they cannot provide a breath test than there are alternatives by way of blood or urine samples.” In addition, the legal level of alcohol content is 35 micrograms of alcohol and 100 milliliter of breath. The Commissioner of Police stressed that this new laws does not apply to locals only it applies to tourist as well. “This isn’t only for locals only; it is more complex to tourist because they will have a non-TCI license, now this is an issue where ever you go. As

a British person if I go to France and get caught for drunk driving, they can take my British license away, so that impact of course won’t be suffered by them. There will be however a larger financial penalty imposed by the court on people who don’t have a TCI license. It is a one policy for everybody and no one is getting preferential treatment here,” Smith said. Training Mark Gilmer of Intoxmeters Inc, based in Louisiana, USA said, “One of the things that we really try to focus during any sort of training such as this is a lot of hands on. There are indicators that people have been drinking and driving, so those are the indicators that we are looking for. So when we make approach we are looking for things like alcohol, we are looking for containers, we are looking for smell and we’re looking for taste. The preliminary screeners help us as a new tool to determine what that breath alcohol concentration actually is at the time of the test.” Speaking on the importance of this new legislation, Head of the Traffic Division Inspector Winston Diamond added: “We had a lot of accidents involving drunk drivers; well it is an allegation because everything is an allegation until it can be proven, and now that we have the equipment we can prove that persons have been drinking and driving. Now that we have the equipment we can do these tests and hope that persons are prosecuted properly and we’re not just speculating but we would have evidence that we can take before the court so that we can gain a prosecution.”

Overtime pay still high at Provo Airport despite new shift system, says PS Susan Malcolm By Todeline Defralien There has been no cost savings from the new shift system for immigration officers that was recently implemented at Providenciales International Airport following industrial action that led to long passengers lines and lengthy delays. This was revealed by Ms. Susan Malcolm, Permanent Secretary in the Ministry of Immigration and Border Control, while appearing before the Appropriations Committee in the House of Assembly on Monday June 25th in Grand Turk. In response to Hon. Doug Parnell, the Appropriations Committee chairman, about the impact of the implementation of the new shift system, Malcolm said, “It was not really to save money; there were some other queries about the length of time that persons were working. Some persons were working in excess of 12 hours a day and sometimes seven (7) days a week. You would agree that that is not healthy for persons or any individual, less an individual with a family, etc. The shift system was implemented not only to give families more time together and I can’t say that it decreased the amount of overtime paid because it didn’t. I don’t think that it has.” Parnell asked if there were no savings and a new shift system implemented and then that result is that there is longer wait times for arriving passengers, then what is the point if it doesn’t save money. He added: “Having regards for what you say is a concern of the managers of those officers which is that they should have time off to spend with their families, but I think that the objective for the country which is to get safely and securely and most importantly prepare our borders for arriving passengers to get through as quickly as possible. If you do not save any money by the shift system than what’s the point in doing it?” In addition, Hon. Ruth Blackman, Member of Parliament for South Caicos, asked Malcolm if the

Government was also in violation of the employment ordinance and the amount of hours that a civil servant works as well, and whether that was part of the audit query. Malcolm replied: “Yes, that was one of the queries raised and the staff are working less hours, even though as I said, the cost of the overtime has not gone down and that’s simple because they are paid at a rate that is in the handbook, which is much more than the rate that they were being paid. I do not think that there is any discrepancy in coming and entering the country. I think that our borders are more protected now from that aspect in the sense that individuals are not overworked, that they get the required breaks that they need and I don’t think that the lines are now longer than they have been.” She added: “We really did have some teething pains in trying to implement that system, but I think that when you speak with the Director of Immigration who would tell you that with the increase in staff that we have at the airport, the system is working well.” Derek Been, the Director of Immigration, in explaining the processing time for arrival passenger visiting the TCI, said an audit that was conducted in April of last year he made a few recommendations which included improving of the efficiency at the Providenciales International Airport. “The objectives were several. One was to improve staff morale at the time, one was to ensure that we were in full compliance with the law that governs staff within the public sector and one was to ensure that our borders are protected. When we speak to being protected, we are speaking to ensuring that we have sufficient staff to properly manage the three minutes that it is anticipated for persons to be processed to the Immigration area.” Been stated that the advanced passenger system will soon be introduced, no later than August 18th, 2018.

No mold at Airport Road courthouse, officials said No mold has been found at the courthouse on Old Airport Road, Providenciales, following checks by the Department of Environmental Health and an inspection by Orkin, a pest control company. The inspections were done after a viral report on social media raised the issue of mold in the building and alleged that a female staff member had to be hospitalised after complaining about what appeared to be the effects of mold. A statement from the Judiciary said that after three inspections were done they are satisfied that the building is “safe and fit for purpose”. “We would like to assure all members of staff, court users and members of the public that the Judicial Administration is committed

to conducting the business of the courts,” the statement said, while referencing the social media post which stated that the courthouse was overgrown with mould and presented a health hazard to staff and members of the public. “While it is not the policy of the Judicial Administration to respond to social media posts which do not contain any truth but are patently designed to alarm the public and embarrass the Administration, we considered that there was a very real risk that staff, jurors, court users and other members of the public may have become concerned that their health and wellbeing might be affected if they attended Court and that we should set the record straight,” the statement added. The Judiciary’s statement

said the building was inspected by the Department of Environmental Health after the passage of hurricanes Irma and Maria. “Even though it suffered no damage and there was no ingress of water during the storms, because we wished to ensure that it was safe work environment for the Judge, the staff and all court users. No mould was found. It was checked again by the Department of Environmental Health and by Parkway, the week before that message was posted. Again no mould was found,” the statement continued. “On Saturday the 23rd of May, a third inspection was conducted by Orkin which again confirmed that there is no mould in the building.” The SUN obtained a report done by the Orkin inspection team

which concluded that “no sign of mold was present”. The Orkin report noted that three areas, the female bathroom, office supplies storage closet and ceiling crawlspace, displayed signs of previous water leaks and damage. This, the report said, resulted in a discoloration and swelling of the paint in some areas, water stains on the sheetrock wall surfaces and on the plywood within the ceiling. “A previously identified area on the wall within the Jury room had been reported to have had mold in the past, but it was effectively remedied with the correct treatment by the cleaning staff of the courthouse, as no evidence of its possible return was present at the time of the inspection,” the Orkin report said.

Vanessa Rolle appointed as Senior Finance Officer

The Office of the Deputy Governor is pleased to announce the appointment of Ms. Vanessa Rolle as the new Senior Finance Officer within the Accountant Generals Department. Ms. Rolle who holds a Bachelor of Science degree in Finance from Barry University in Miami, Florida, joined the Turks and Caicos Islands civil service as a Tax Officer in the Revenue Department in November 2014 and following on from cross training in the Budget Department in July 2015, later took up the post of Budget Analyst in that department in December 2015. Ms. Rolle has during her tenure in TCIG, attended various training programs, including, but not limited to: •CARTAC Medium Term Fiscal Strategy and Budget Training

(Trinidad) •International Consortium on Governmental Financial Management Training •Internal Audit Training

She is currently pursuing an ACCA and Global MBA in Financial Management from London School of Business & Finance Online, which is being partially funded through the Civil Service Professional Development Fund. As a Senior Finance Officer within the Accountant Generals Department, Ms. Rolle will work very closely with the Accounting Officer of her assigned Ministry to ensure that the departments that fall within adhere to the various financial procedures and that budgets are managed and executed in accordance with the Public Financial Management Ordinance and

Regulations. Ms. Seymour, who is a former graduate of the Marjorie Basden High School on South Caicos, holds an Associate Degree in Business Administration; a Bachelor’s Degree in Economics from Howard University and is currently pursuing a Master’s Degree in Economic Policy from the University of London. Ms. Seymour previously worked at Grace Bay Medical Center and then Saunders and Co. as Legal Assistant. During her time at Saunders and Co. she served as the Secretary for the Turks and Caicos Islands Bar Council Association. Since joining the Statistics Department in 2017, Ms. Seymour has been afforded opportunities to engage in a number of regional trainings/workshops/attachment in areas of Statistics such as External Debt, Preparation for Census, Data Dissemination, ICP (International Comparison Programme), Consumer Price Index (CPI), Enhanced Country Poverty Assessment and Multiple Indicator Cluster Surveys (MICS) to help develop her skills as a Statistician. Structural assessment done on hurricane shelters By Kililah Bromley Professional assessments already have been done on hurricane shelters country-wide to ensure they are structurally sound and can withstand storms of whatever magnitude, said Dr. Virginia Clerveaux, Director of the Department of Disaster Management and Emergencies (DDME) Appearing before the Appropriations Committee in the House of Assembly in Grand Turk, on Monday, June 25th, she said: “The list of shelters that we sent out, these are the shelters that if we have to open tomorrow or next week because of an impending storm we can do so… In selecting shelters we do our structural assessment from as early as January, February just to make sure that the buildings are structurally sound and they can withstand storms of whatever magnitude. And we did our inspection in collaboration with Public Works, environmental health department and other agencies in the sister islands. Women and children from Guyana, Brazil, the Dominican Republic, Suriname, Haiti, and Venezuela are subjected to sex trafficking in mining communities in the interior and urban areas. Victims are subjected to forced labor in the mining, agriculture, and forestry sectors, as well as in domestic service and shops. While both sex trafficking and forced labor occur in interior mining communities, limited government presence in the country’s interior renders the full extent of trafficking unknown. Children are particularly vulnerable to sex and labor trafficking. Guyanese nationals are subjected to sex and labor trafficking in Jamaica, Suriname, and other Caribbean countries. HAITI Haiti, the poorest country in the Western Hemisphere, is also a source, transit, and destination country for men, women, and children subjected to forced labor and sex trafficking. Most of Haiti’s trafficking cases involve children in domestic servitude (restavek) who often are physically abused, receive no payment for services rendered, and have significantly lower school enrollment rates. The report noted that a December 2015 joint government and international organization report on restavek found one in four children do not live with their biological parents and estimated 286,000 children under age 15 work in domestic servitude. The report recommended the government put measures in place to prevent exploitation, including domestic servitude; protect at-risk children and victims of neglect, abuse, violence, or exploitation, including sex trafficking and forced labor; and draft and enact a child protection law. A May 2015 UN report documented members of its peacekeeping mission in Haiti sexually exploited more than 225 Haitian women in exchange for food, medication, and household items between 2008 and 2014. A significant number of children flee employers’ homes or abusive families and become street children. Female foreign

nationals, particularly citizens of the Dominican Republic and Venezuela, are particularly vulnerable to sex trafficking and forced labor in Haiti. Other vulnerable populations include children in private and NGO-sponsored residential care centers; Haitian children working in construction, agriculture, fisheries, domestic work, and street vending in Haiti and the Dominican Republic; internally displaced persons including those displaced by Hurricane Matthew and the 2010 earthquake; members of female-headed, single-parent families, and families with many children; Haitians living near the border with the Dominican Republic; Haitian migrants, including those returning from the Dominican Republic, Brazil, Mexico, the United States, or The Bahamas; and LGBTI youth often left homeless and stigmatized by their families and society. Haitian adults and children are vulnerable to fraudulent labor recruitment and are subject to forced labor, primarily in the Dominican Republic, other Caribbean countries, South America, and the United States. TRINIDAD Trinidad and Tobago is a destination, transit, and source country for adults and children subjected to sex trafficking and forced labor. Women and girls from the Dominican Republic, Venezuela, and Colombia are subjected to sex trafficking in brothels and clubs, often lured by offers of legitimate employment. Because of deteriorating economic conditions in their home country, Venezuelans are particularly vulnerable. LGBTI persons are vulnerable to sex trafficking. Many trafficking victims enter the country legally via Trinidad’s international airport, while others appear to enter illegally via small boats from Venezuela, which is only seven miles offshore. The government reports seeing more labor traffickers from the same country of origin as their victims. Migrants from the Caribbean region and from Asia, in particular those lacking legal status, are vulnerable to forced labor in domestic service and the retail sector. Corruption in police and immigration has in the past been associated with facilitating prostitution and sex trafficking.

The word arthritis literally means inflammation to the joints. Though there are different types of arthritis, the challenge of controlling the pain and swelling in the joints remains the same. Most persons need to take medications whether at intervals or consistently, to get control of the pains and their lives. These medications do have side effects however which can be quite serious especially if taken over the long term. As a result, many persons look to nature for remedies. There are dozens of supplements that claim they’re effective arthritis treatments, but can they really help improve your pain? Research shows that some really may help and might even enable you to take lower doses of prescription drugs! Glucosamine & Chondroitin Sulfate Most supplements that are marketed for joint health have both glucosamine and chondroitin in them. Chondroitin is found in our connective tissue and is integral for proper functioning of cartilage, bone and collagen in the skin. Experts believe this arthritis treatment works by helping to keep cartilage healthy, and a review of studies found that it significantly improved joint function and helped with pain and inflammation. In fact, a

recent study compared it to ibuprofen and showed that in some cases, it gave similar pain relief! Glucosamine is thought to help with osteoarthritis pain and protect cartilage from deteriorating. Using the sulphate salt of glucosamine seems to be more effective than other preparations. A National Institutes of Health, NIH, study found that when combined, glucosamine and chondroitin sulphate are more effective that when taken by themselves. Omega-3 There is solid medical evidence from a plethora of studies which indicate that omega -3 fatty acids have an anti-inflammatory effect on the body. Omega-3s are well known to be heart healthy but they are also great for the joints. When being taken for joint pains daily supplementation should be used and many rheumatologists suggest between 1000-3000mg per day. We can however get these healthy fats from our diet as well. As such, a diet filled with fatty fish such as salmon and sardines and nuts like walnuts is advisable. This is particularly true if your joint pains are from a generalized inflammatory process such as rheumatoid arthritis or lupus. SAM-e Several studies have found S-adenosyl-

L-methionine (SAM-e), a chemical that occurs naturally in the body, to be helpful for osteoarthritis. Research has even shown that it may be as effective an arthritis treatment as pain killers such as ibuprofen. However, it can interfere with other medications, including antidepressants. Fruits & Vegetables A diet full of fruits and vegetables will be stocked with lots of vitamins, minerals and of course, antioxidants. Vitamin C, which is found in high quantities in most citrus fruits, is important in building connective tissue. It is integral in building strong bones and elastic and youthful skin. Whilst studies geared at proving that vitamin C can help with joint pains have been equivocal, research has found that people with the least amount of vitamin C in their diet were three times more likely to develop arthritis than people whose diets included plenty of fruits and vegetables. Spices: Ginger & Turmeric

Adding ginger and turmeric to your diet will not only add to the tastiness of your dishes but also the flexibility of your joints! What has happened to Civil Servants’ Pension and Gratuity? By Jamell Robinson Certainly many has seen a video currently on social media which essentially is a shortened version of a point of view expressed by Drexwell Seymour in greater detail several weeks ago. Since we are talking pensions, I now ask what has happened to Civil Servants’ pension and gratuity? What is good for the goose is good for the gander. Hundreds of civil servants saw their benefits striped from them April 1st, 2012 when the Pensions Ordinance was amended. Stick a pin on that date as we will revisit it shortly. While this current administration has condemned the works of previous PNP administrations, it is quite convenient their acceptance of the politicians’ pension policy. If anything, one has to wonder why the British Interim Government would strip civil servants of many benefits, including a 10% salary cut, yet would not modify the Legislator’s

Allowances Ordinance i.e. Politicians Pensions? Was it to buy future Politicians silence on the issue when it was brought to the consultative forum and advisory council? Did those that almost qualified with one term under their belts think to themselves, boy if I speak up for civil servants on this issue, I might jeopardize by ability to get pension at 50 years old. As the outgoing Vice President of the Civil Service Association, I don’t recall the current Premier putting up much of a fight when the bill was tabled in the consultative forum. So again, what has happened to Civil Servants’ pension and gratuity? There are a few ways you can deal with this situation: The first option, being to reinstate the system that was operated pre-amendment to the pension’s ordinance. This was promised on page 54 of the PDM 2016 Manifesto “the Change Document” which quotes “a PDM Government will seek to reinstate gratuities for post 1992 staff

Due to this fact, I cannot comprehend why these positions at some of the statutory bodies in TCI have been vacant for such a long time. The four CEOs/Directors that are missing are for National Health Insurance Board, National Insurance Board, Invest TCI and TCI Ports Authority. National Health Insurance Board has ben without a CEO since June 2017. National Insurance Board has been without a Director/CEO since November 2017. Invest TCI has been without a CEO since June 2017. TCI Ports Authority has been without a CEO since November 2017.

Engine halls and trenches must be cleaned first off in the morning and on a continual basis during the course of the working day.  Responsible for tapping up jacket water systems with chemical additives as directed by the Superintendent Plant Control. It is also the responsibility of the generation labourer to place buckets and oil absorbent pads around any lube oil and/or fuel leaks so that leaks are contained until repairs can be affected by the mechanics.  Responsible for keeping the substation compound free of weeds and vegetation working under the supervision of an electrical technician.  The generation labourer is assigned to work with mechanics on completion of his daily plant cleaning routine and provides assistance in cleaning of engine parts and other non-skilled work.  The generation labourer also provides assistance to the electrical maintenance section in physical and application of chemical sprays to keep the electrical generator component cleaned of dirt and grease.  Ensure compliance to the company’s safety policy and procedures and consistent and proper use of issued personal protective equipment (PPEs) when on the plant site and during the execution of work duties.  Ensure familiarity and fully compliance with the company’s environmental commitment and policy at all times during the execution of daily work activities, with particular emphasis to fuel and lube oil spill prevention.  Report any equipment abnormalities or defects observed during the course of engine service and plant housekeeping activities to the Superintendent or to the designated maintenance team leader.  Operate company vehicles as required in a manner consistent with company policy and TCI traffic regulations.  Be properly and neatly attired in the uniform provided and ensure consistent and appropriate use of all personal protective equipment (PPEs) provided when on plant compound or in the execution of assigned duties.  Respond promptly when called by the Manager of Plant Control in response to emergencies that may arise outside of regular working

Changes that I’ve noticed in the Turks and Caicos Islands

By Kililah Bromley Being away from home for about three years puts me in a unique position to see the Turks and Caicos Islands from a new perspective. I am able to notice the changes that my country has gone through and still is going through at this time as a returning islander and student. However, I must say that there are only a few changes that I notice as I compared how the TCI was in 2015 to now. But, before I get into that, allow me to share a little personal history. I was born in the capital island, Grand Turk. I was raised in North Caicos by my mother Lucille Parker-Bromley and my grandmother, Emily Gibson-Parker. I like everyone else, enjoy the beautiful, clean beaches that the country boasts, and is what I miss most when I visit other countries. Ever since I was able to read, I always had a passion for books and became skilled at writing because of it. Thus, I am chasing the dream of becoming a journalist or producer/ director at a media house here in Turks and Caicos. On route to making that dream a reality, I am studying Mass Communication at the Northern Caribbean University in Mandeville, Jamaica. I absolutely love it as I get to work with amazing people who share the same of a similar passion to mine. Before I left for Jamaica, I and

a few (if not all) were a bit miserable. Personally, I was tired of living on an island with no source of entertainment for a 14/15 year old except what was to be found in books. My friends wanted excitement and fun, which was hard to find in North Caicos. Before I left, I thought of all the development that could be done on such a beautiful island. I thought of Middle Caicos. An island that boasts natural beauty with wonders like the caves and Mudjin Harbour. Middle Caicos was and still is in dire need of developmental projects. There are only about 100 people living on the largest island in the Turks and Caicos which desperately needs to change. In 2015, there not only needed to be change in terms of development but also in terms of population growth in all the islands. I appreciated the quiet and lack of crime that came with living on North Caicos but places like the churches and the schools would appreciate population growth more than the quiet. Speaking of development, even though some islands are being neglected in that aspect, I am proud of the numerous developmental projects that have occurred over the past three years. This year alone, there were two groundbreakings and two more in the near future. With all the resorts in the making and the artful way that our beaches are being marketed, the

population in Turks and Caicos is bound to continue growing. Families and businessmen are just waiting to invest their lives and money in our islands. However, they are not the only ones who want to make new lives here. There are others who desperately want to start a new life here in these beautiful islands. Recently, Turks and Caicos have been witnessing constant attempts at (and some successful) invasions of our borders by Haitian sloops. This change in pace is, of course, not for the better. However, I compliment the Ministry of Border Control and Employment for doing their job in apprehending the illegal immigrants and returning them to their home country. However, many islanders believe that the Ministry needs to come up with fresh ideas to better protect our borders from constant invasion. I believe that these same islanders need to be more outspoken with their thoughts and have a genuine discussion, whether online or on air, to come up with these fresh ideas to dealing with the invasions. Turks and Caicos is our home and we all need to take responsibility to keep it clean, safe and protected from outside threats. In order to that, we must not be divided. We must stand together, especially in times of crisis.

Employers must view qualified, competent locals as equally capable of performing as well as the foreigners brought in to fill the positions. As a 19 year old, soon-to-be graduate, I should not have to worry about finding a job in my home country. As a local, I should not have to worry about finding a well-paying job in my home country or having a potential job being taken away by a foreigner. Qualified young locals should be excited about coming home to work and having a dependable, well-paying job instead of considering going abroad to make a living. Tourists are not the only ones who want to enjoy Turks and Caicos to the fullest extent and make a living in this beautiful country. Turks Islanders should take precedence over foreigners as this is country is home to Islanders. I for one, in another two years once I graduate hope to see more positive changes for my country. I hope to see more togetherness between the people who call these islands home. I hope to see more equality in the job sector between foreigners and locals. I also hope to see more locals applying and being accepted for jobs and more government involvement in schools, especially in building a new school for Oseta Jolly Primary. In the end, I am happy to call the Turks and Caicos Islands home and look forward to seeing what the future holds for these islands.

Portable music players tied to hearing loss in kids Children who listen to music through headphones may be at greater risk of noiserelated hearing loss, a Dutch study suggests. Researchers examined hearing test results for 3,316 children ages 9 to 11. They also asked parents about hearing complaints from their children, how often kids used portable music players and how high they typically set the volume. Overall, 443 children, or 14 percent, had at least some difficulty hearing at high frequencies. High frequency hearing loss, especially in younger people, is often caused by noise exposure. Regardless of how long they wore headphones or how high they set the volume, kids who used portable music players just one or two days a week were more than twice as likely to have hearing loss as children who didn’t use the devices at all. “Although we cannot conclude from this study that music players caused these hearing losses, it shows that music exposure might influence hearing at a young age,” said lead study author Dr. Carlijn le Clercq of Erasmus University Medical Center in Rotterdam. “This is important, because hearing loss is irreversible and thus has lifelong consequences,” le Clercq said by email. More than nine in 10 older children and teens use some type of portable music player often a smartphone or tablet - for education and recreation, researchers note in JAMA Otolaryngology-Head and Neck Surgery. With noise-related hearing loss, sounds can seem muffled or distant and people may hear ringing in their ears. This can sometimes be temporary, happening after a loud concert, but it can become permanent with repeated exposure to noise. In the current study, 1,244 children, or about 40 percent, never used portable music players. Another 19 percent used portable music players once or twice a week, and about 8 percent used them at least three times weekly. Most of the kids didn’t have any hearing-related symptoms. Even among children with high frequency hearing loss, only about 7 percent reported symptoms “sometimes” or “often.” The study wasn’t a controlled experiment designed to prove whether or how portable headphone use might directly cause hearing loss in kids. Some younger children may develop high frequency hearing loss as a result of ear infections, especially when infections are chronic. Another limitation of the study is that researchers lacked data on portable music player use and hearing-related symptoms for roughly one-third of the study participants. Still, the results suggest that parents need to be more vigilant about how children use headphones, and how often, said Kevin Franck director of audiology for Massachusetts Eye and Ear and Harvard Medical School in Boston. “Parents should limit use of a portable music player,” Franck, who wrote a commentary accompanying the study, said by email. It’s too loud if parents can hear it, he said. Headphones also are not the only way that children may develop hearing loss, noted Colleen Le Prell, an audiology researcher at the University of Texas at Dallas who wasn’t involved in the study. Live concerts, band practice, hunting, power tools, lawn mowers, dirt bikes, mopeds, and other motorized equipment can also create enough exposure to loud noise to potentially damage kids’ hearing, she said by email. “Limiting music player use should be considered as part of an overall safe listening strategy,” Le Prell added.

Anwar Choudhury, 59, appointed to the Caribbean post in March, has been suspended after a string of complaints. Sources in Britain and the Caymans said that the complaints made against Choudhury relate to his treatment of domestic staff and office employees. He is alleged to have asked a maid to massage his shirtless back, a request she found inappropriate, though

there is no suggestion of sexual impropriety. Sources have said that he is also accused of misbehaviour towards his wife, Momina, 16 years his junior. In addition it is claimed he had a drunken row with his elderly mother-in-law one night. At his Government House mansion, it is claimed he shouted at and bullied staff. Choudhury also allegedly asked the maids to nanny his baby daughter, but they declined, saying their duties extended only to cleaning. A distinguished diplomat, Choudhury was suspended two weeks ago but until now the reasons for his recall were not known.

The number of female admissions at Her Majesty’s Prison in Dodds, St Philip is trending upwards while the number of new male offenders at the correctional facility is declining, according to the just released findings of the latest prison report. According to the 2016 annual report from the penal facility, female admissions climbed by 36.5 per cent while male admissions dropped by 7.7 per cent. Despite the increase, however, the number of female prisoners, which stood at 86, trailed male admissions by a long way, with male inmates totalling 1,043. Only 13 per cent of convicted females were serving sentences of five years or more while 42 per cent of convicted males were facing lengthy sentences. The report showed that the majority of females were serving sentences for drug possession. However, the majority of females on remand were charged with more serious offences, including firearm possession, wounding, theft, murder and sexual assault. During the period under review, 422 males and 28 females were released from prison, with the correctional facility registering a 13.3 per cent reduction in repeat offenders. First-time offenders fell from 189 in 2015 to 164 in 2016, the number of people incacerated also fell from 927 to 913 inmates. Since 2014, Barbados’ incarceration rate has declined from 328 per 100,000 people to 322 per 100, 000, even though it still represented one of the highest incarceration rates in the region, placing behind only Jamaica, the Dominican Republic and Trinidad and Tobago. The number of non-nationals incarcerated during that period fell from 131 to 126, with 43 coming from Guyana – a decrease by five – and 36 from Jamaica. The majority of non-nationals were charged with the importation and possession of illegal drugs. Meanwhile, prison authorities are reporting a more efficient system, saving taxpayers $1,139,424 annually in maintenance costs, and the daily maintenance cost of a single inmate has dropped from $85.68 to $83.08 “It is internationally acknowledged that incarceration is an expensive exercise and as a consequence, the Barbados Prison Service seeks to establish value for money in its operation and performance,” the report said, explaining that it cost approximately $31,271.72 per annum to keep an offender in safe custody. However, in 2016, it costs approximately $30,323.07 per annum to keep an offender in custody, the report stated, while noting that the figure did not take into account any additional expenses occasioned by services provided by the psychiatric and Queen Elizabeth Hospital, as well as the visits to the various polyclinics or private doctors.

Antigua “losing all hope” of U.S. payout in gambling dispute GENEVA - Antigua and Barbuda is “losing all hope” of a financial settlement in a long-running dispute with the United States and it may ask the head of the World Trade Organization to mediate, Antiguan ambassador Ronald Sanders told the WTO on Friday. The United States responded by accusing Antigua and Barbuda of playing politics. The tiny archipelago built up an Internet gambling industry to replace declining tourism revenues, only to find itself shut out of the world’s biggest gambling market. economy. Although the WTO awarded Antigua the right to use trade sanctions to recoup its losses, it opted for a settlement. “We continued to hope that a sense of justice and fairness would prevail. U.S. judge orders migrant families to be reunited

NEW YORK/ WASHINGTON - A U.S. judge has blocked the Trump administration from separating immigrant parents and children at the U.S.Mexico border, and ordered that those who were separated be reunited within 30 days. The nationwide injunction issued late Tuesday by U.S. District Judge Dana Sabraw in San Diego will not be the final word on a heated battle over the treatment of immigrant families who cross the border illegally. A government appeal is likely. Sabraw’s preliminary injunction also requires the government to reunite children under the age of five with their parents within 14 days, and let children talk with their parents within 10 days. Windrush child calls for help after immigration scandal LONDON - Winston Robinson journeyed to Britain from the Caribbean as a child of the Windrush generation in the 1960s but found his new life wrecked by a bureaucratic nightmare that left him anxious and despairing. As Britain tightened its regime against illegal immigrants, the former ambulance driver found himself out of a job after 10 years and possibly even facing deportation. In an interview with Reuters Television on the eve of the 70th anniversary of the first arrival of the Windrush in 1948, Robinson described his ordeal and appealed to the government of Prime Minister Theresa May to help him get back on track. Robinson, now in his 60s, sailed on the Windrush from Jamaica to join his parents in Britain with his sister in October 1966 when he was just 9 years old. For many years all went well and he settled down to life in Britain. “I came here as a child, a minor, so I just assumed that I was

LONDON - London-based Babylon Health says its artificial intelligence technology, in tests, has outperformed most physicians in assessing disease symptoms, throwing down a challenge to doctors, some of whom doubt its true abilities. Babylon, which was founded by entrepreneur Ali Parsa in 2013, is one of a number of start-ups tapping into the promise of artificial intelligence (AI) to help patients and doctors sift through symptoms to come up with a diagnosis. It aims to offer health advice of family doctor quality by using AI delivered through a smartphone chatbot app - potentially a big saving for governments as they struggle to fund healthcare for growing and ageing populations. In a representative sample of questions set by the Royal College of General Practitioners (RCGP) for its final exams to qualify as a family doctor, the Babylon app achieved an 81 percent success level, well ahead of the average pass mark over the last five years of 72 percent, the company said. But Martin Marshall, vice chairman of the RCGP, said AI systems could not be compared to highly-trained medical professionals. “No app or algorithm will be able to do what a GP does,” he said. “An app might be able to pass an automated clinical knowledge test but the answer to a clinical scenario

Robot serves up pizzas in France PARIS - For many people, the smell of a pizza fresh from the oven and lovingly crafted is a culinary delight that’s hard to beat. But now that hand-crafted pizza has a rival: pizza made by robot. French start-up Ekim wants to change and speed up the way pizza is made and served using a pizzaiolo robot the company hopes to soon install in an autonomous 24/7 restaurant. The robot’s gestures have been programmed to match those of real-life pizzaiolos, or pizza-makers, and with three arms it can make several pizzas at the same time. “We are not faster than a pizzaiolo as we make a pizza in 4 minutes and 30 seconds because the pizzas are made on demand in front of the customer, we take time to cook them well, to put the ingredients,” Ekim Chief Executive Philippe Goldman said. “But the robot has three arms, can co-ordinate tasks and make several pizzas at once. So yes, making a pizza takes 4 minutes 30 seconds but we deliver one pizza every

UK spent £52m on 991 deportation flights booked to Caribbean in year before Windrush row Almost 1,000 flights were booked to deport people to Caribbean countries in the year before the UK government halted such removals in the wake of the Windrush scandal, official figures reveal. In the year to March, 991 seats were booked on commercial flights to remove people to the Caribbean who were suspected of being in the UK illegally, according to figures provided by the immigration minister Caroline Nokes following a series of parliamentary questions. Nokes confirmed in her answers that removals to the Caribbean had been deferred as part of a number of “additional steps in the context of [the government’s] response to the Windrush issues”. The Home Office said later that the number of flights booked did not necessarily equate to the number of deportations as some removals may not have happened, while others may have involved multiple tickets for one person’s indirect flights. It did not say how many of the tickets were actually used for deportations, raising questions about how much money was spent unnecessarily. Last month, the home secretary, Sajid Javid, told MPs that 63 people may have been wrongfully deported to Caribbean countries and that the Home Office was investigating. The data provided reveals that in a twoyear period from 2015 to 2017, the government spent £52m on all deportation flights, including £17.7m on charter flights. The costs for the most recent 12-month period to March are not available but Nokes said no charter flights had been operated to the Caribbean in that time.
