NEW POINTS SYSTEM FOR BELONGERSHIP By Todeline Defralien

N

on-nationals will soon be able to acquire Belongership status in the Turks and Caicos Islands through a new “points system”. This was revealed by Acting Premier and Minister of Border Control, Hon. Sean Astwood. In an exclusive interview with The SUN, Astwood said the provision for the system is already in the law but the system itself just hasn’t been created. He said: “ What we are working on right now is the point system for the TCI status (Belongership status). The amendment that I just moved and just got passed in The House just a few weeks back is to get the commission up and running and also to accept those applications that have been sitting for the last two years since the law came into place. The PRC (Permanent Resident Certificate) point system is coming after.” In addition, he stated that his intention is to have the commission up and running by next month. Continued on page 2

He added: “What I sought to do is to create a point system that will give the commission a kind of guideline to go by. We will look at age, education, assimilation, investment into the country, and we will look at if they can speak the English language and if they have a job offer already on the table.” The Acting Premier said the points system is different from a quota system that will be implemented later and which will say how much Turks and Caicos Islander status (Belongerships) are given out in a particular year. “The point system is just the criteria and guideline that the commission would use to make the recommendation to the Governor on who should get status,” he explained.

“The reason why we put that is to take out the kind of subjectivity, where for example, because I like you I recommend you, and if I don’t like you I don’t recommend you. It (points system) creates a better structure. It creates more transparency and fairness in the system itself and it also protects the Commissioners who will be part of the commission that they are carrying out their function in a defined way.” Astwood told The SUN that a consultation will be coming out in the next week which will be going out to the public domain before finalization is made. Giving an example of the need for a points system, he stated: “We have had situations in the past where

we had footballers; we’ve found ways to get passports for them to go out and represent the country. Let’s say one of these guys get taken up by a major team and becomes an international star; it is not abnormal for companies to want that person to be a citizen of their country and we don’t have that mechanism currently to do that and a point system will actually give that person additional credits to be considered.” Astwood noted that his Ministry has taken examples from around the world and pulled out couple different aspects of it together which will be going to consultation. Police records system ‘running normally’, says Acting Commissioner Trevor Botting By Todeline Defralien Acting Commissioner of Police Trevor Botting strongly defended the Police Record system in Turks and Caicos Islands, following many complaints from the general public. In an interview with The SUN, Botting said: “The Police Records System is not always down. The new Rehabilitation Ordinance has led to a number of enhancements for Police Records and this has led to some delays whilst the changes were introduced. The system is now running normally. Applicants should be aware that the records are available seven days after application and two days if the need is urgent.

Additionally, persons also complained that due to the failing system it has affected their travelling schedules. The Acting Commissioner added: “With regards to any complaints, any delays are regretted but necessary. I would ask, where possible, applications are made in good time ahead of any travel.’ In the month of July the Royal Turks and Caicos Islands Police Force Records Department announced that there record system was being upgraded. In a release issued to media it said, “The general public is hereby notified that the upgrade will be completed in a few days, which may cause a delay in persons receiving

their records within the 7- day period. Once this upgrade is completed, persons applying will experience a new process and format with shorter lines. This upgrade is in keeping with the Amendments to the Rehabilitation of Offenders Ordinance. The Royal Turks and Caicos Islands Police Force apologize for the inconvenience caused. Just two weeks ago the public was also advised that the Police records department would only be processing Emergency Travel and Medical Police Records Certificates until further notice. The release added: “The public is further notified that applications received after July 19th will see a delay due to technical

The gaming related taxes are: a) taxes charged and payable under the Gaming Machines Ordinance;

b) taxes charged and payable under the Casinos Ordinance; c) taxes or such sums of money out of the gross receipts of the licensee required to be paid under the National Lottery License issued under the Turks and Caicos Islands National Lottery Ordinance. Licensees are also reminded that payment must be made by the specified due date. 2) After making the deposit at the bank, the deposit slip must be presented to the Treasury along with the information which is currently provided including: Name of Licensee Period for which the tax relates Basis and calculation of the payment 3)An “Official Receipt” will be generated for the amount. CRIME REPORT MAN SHOT IN ATTEMPTED ROBBERY Police are asking members of the public, to come forward with any information regarding an attempted armed robbery which occurred Monday, August 13, 2018. According to reports, shortly after 12 a.m. an armed masked man attempted to rob a Kew Town bar. A 57-year-old male received a gunshot wound and was taken to hospital. Investigations are ongoing. ATTEMPTED ROBBERY IN GRAND TURK Police on Grand Turk are investigating an attempted armed robbery, which occurred Monday, August 13th, 2018. According to 911 Central, at 9:13 p.m., armed masked men attempted to rob a North Back Salina grocery store. The men escaped on foot. There were no reports

The robber made away with an undisclosed amount of cash, but there were no reports of shots fired or injuries. Investigations are ongoing.

Five Cays getting major face lift, says MP By Todeline Defralien The constituency of Five Cays is about to get a major face lift. The plans for upgrading the community were outlined by its Member of Parliament, Hon. Sean Astwood, who recently collaborated with Amanyara Resorts to construct a new welcome sign to the constituency. During an interview with The SUN, Astwood said: “A big part of it (facelift) will be infrastructural projects like road redevelopment and paving, sidewalks, streets lights, new government buildings and an expansion to the community center. Those are the type of things that we are currently working on.” He added: “In addition, there are smaller projects like beatification, landscaping and the creation of the ‘welcome to Five Cays’ sign was the first step along the coast, as it was always intended that that corner would be redeveloped and be more inviting not just for visitors but just for the residents as well who are returning back home in the community. My main focus now is to get those existing lights that were there up back and installed which they are working on. We do have some provisions for some additional lights that South Dock road is intended to benefit off as well.”

The successful candidate will be responsible for the delivery of grounds maintenance, associated services and processes that supports the operation, and ensuring the highest standards of safety, building, landscaping and grounds maintenance for the TCIFA’s employees and customers. Responsibilities: •To deliver quality grounds and minor building maintenance services to the highest standard, in line with TCIFA policies, legislative, environmental and certifying authorities’ compliance and best practice. •When dealing with customers, clients, support staff and members of the public, maintain high standards of customer care in relation to the quality and progressive image of the TCIFA. •At all times adhere to high standards in relation to Health and Safety. •Prepare the playing surface to a high standard, undertaking all duties to ensure the best possible playing surface. •Under the instructions of the Head GroundsAttendant, to be responsible for allocated ground maintenance tasks from start to completion including scoping the task, pricing and ordering materials, liaising with the customer, undertaking the work personally or coordinating and supervising others to ensure its timely completion. •Take action as is necessary, under the supervision of the Head Grounds Attendant where inclement weather or other factors are predicted to ensure that games go ahead. This may involve action in relation to public areas to ensure safety. •Ensure that the field and facilities are prepared correctly for fixtures and other events, while supporting match day operations. •Ensure that all machinery are maintained to a safe and adequate standard. No maintenance of machinery should be carried out by employees where this may result in a significant risk to health and safety. •Maintain the areas around the ground including hedges and car park ensuring safety for the public and good cosmetic appearance. This includes maintaining planting programme and soft landscaping. •Maintain all the pitches to a high standard ensuring the surface is usable, safe and prepared for the playing of football

•Undertake general maintenance tasks in relation to the playing surface and surrounding areas. •Undertake general maintenance tasks within the buildings and offices. •To ensure that all projects you are involved with are managed to the highest standards, working where required with sub-contractors and that the quality of site provision meets the needs of TCIFA’s employees and customers. Qualifications: •A minimum of 2 years’ experience with sports turf or horticultural background would be an advantage, but are not essential. •A strong sense of responsibility with good communication skills is required. •Willingness to work outdoors and in all weathers •Ability to work as a team member •Must possess a ‘can do’ attitude. •Must have a flexible approach to meet the nature and demands of the TCIFA business. The MAINTENANCE WORKER will be required to work approximately 44 hours per week. The rewards of representation By Jamell Robinson Over three months ago two of Turks and Caicos Islands’ premier athletes lost their athletic scholarships due to their participation in the Commonwealth Games hosted in the Gold Coast, Australia. As many would know by now, this past Monday they were both awarded scholarships to continue their academic and atheltic careers, along with a number of other well deserving scholarship awardees.

A couple of observations here: 1. The arc of history still bends towards justice. This situation could have gone wrong in so many different ways but in the end the right and just decision was made. 2. Sometimes it’s best to get ahead of a story to shape the narrative rather than what we do a lot in the TCI which wait and see the outcome than complain. This time, those who spoke and lobbied publicly and privately to influence this outcome, I tip my hat to you. 3. Having faith still works. At no

point did I get the sense from those closest to the gentlemen that they ever lost hope in knowing they would be sorted out in the end. The result may have come in a little late, but it came. So a big thank you to the Scholarship Board for making the recommendations in the first place. Also, a word of advice to Devante and Kivarno; complete your studies pursue athletics to as great extent as possible and return home to serve your country. Stay Blessed TCI.

Healing hemorrhoids By Dr. Marsha Barnett Hemorrhoids, also called piles, are swollen veins located around the anus. They can either be internal or external. Internal hemorrhoids develop within the anus or rectum. External hemorrhoids, which are more common, develop outside of the anus and are therefore always visible. The condition is very common as approximately 50% of adults have hemorrhoids by the age of 50 Fortunately, they are treatable. WHAT ARE THE SYMPTOMS OF HEMORRHOIDS? In many patients, the only symptom one has a hemorrhoid is the presence of a lump or swelling near the anus that may be painful or itchy at times. Blood being seen on the tissue or in the toilet is also a common indicator that you may have a hemorrhoid. Hemorrhoids may however cause extreme pain and even leakage of stool on the under garments. WHAT CAUSES HEMORRHOIDS? Whilst there isn’t a single cause for hemorrhoids, they are frequently seen in persons who have a history of chronic constipation or straining during bowel movements. Recurrent bouts of constipation or diarrhea as well as consistent anal intercourse increase one’s risk. Consistent heavy lifting, being obese or being pregnant also lends one to a

propensity to developing hemorrhoids. HOW ARE HEMORRHOIDS DIAGNOSED? Simply looking at the anus may be enough to diagnose a hemorrhoid as most are external and therefore visible on the outside of the anus. Even so, your doctor will most likely do a digital rectal examination, checking for internal hemorrhoids and any other anal conditions which might be causing your symptoms. If unsure, or if any additional condition is being checked for, a sigmoidoscopy may be done. This involves using a small fiberoptic camera, called a sigmoidoscope, which fits into a small tube and is then inserted into your rectum. This allows your doctor to get a clear view of the inside of your rectum. WHAT ARE THE TREATMENT OPTIONS FOR HEMORRHOIDS? Depending on the severity of the hemorrhoids and associated symptoms, over the counter treatments, prescription medicines and even surgical intervention may be the treatment option of choice. HOME REMEDIES Because pain is a primary symptom of hemorrhoids, most patients will use over the counter pain killers such as acetaminophen or ibuprofen for symptomatic relief. Sitz baths or cold compresses can also lend reprieve.

Over-the-counter topical treatments, which contain hemorrhoid creams with or without hydrocortisone may also be used for relief of pain and itching. Because stooling can be painful and also aggravate the condition, the use of fiber supplements can help guarantee smooth passage of stool without an exacerbation of the symptoms. MEDICAL SOLUTIONS If you see your doctor for your hemorrhoids, you will probably be advised on the over the counter treatments as they are used along with medical treatments. If the hemorrhoid is inflamed and swollen, a course of medicines, which are plant based with active ingredients called flavonoids may be prescribed as it has been shown to shrink them. According to the severity of the hemorrhoids and the problems they may be causing, surgical procedures be suggested. These procedures range from applying a rubber band or injecting a chemical to the blood supply of the hemorrhoid thereby forcing it to shrink, to surgically removing the hemorrhoid, a procedure called hemorrhoidectomy. PREVENTING HEMORRHOIDS Consuming foods that are high in dietary fiber can minimize the risk of developing hemorrhoids. Demolish the shanty towns “Give them one year’s notice and allow locals to build reasonable and affordable apartments with concessions/exemptions on construction materials.”

By Drexwell Seymour The development of shanty towns is increasing at an alarming rate in the Turks and Caicos Islands. The majority of shanty towns consist of structures that were not only illegally built, but were constructed on land that does not belong to the squatters. I recalled a few years ago when the Planning Department provided eviction notices to individuals so that they can start the process of demolishing the illegal shacks, unfortunately, both of the political parties were timid and more or less spoke out against the decision to demolish the illegal shacks in Five Cays at that time. BUILDING CODES I know it is the plan of the Turks and Caicos Islands Government to enforce the building codes. However, the building codes do not apply to shanty towns, as these individuals are building without planning permits anyway, and so the code is not applicable. The building codes apply to individuals who submitted, or plan to submit, plans to the Planning Department for approval. If we want to enforce building codes on legal structures, then we should be bold enough to enforce the demolition of the shanty towns.

UNFAIR TO OTHERS When locals or other residents construct a legal structure, they must abide by the building codes. If for any reason they were to build an illegal structure attached to their homes such as wash house, the relevant authorities will be the first to ensure they get rid of that illegal structure. Another unfair point is that there are some residents who have built very nice homes, but the value of their homes has decreased dramatically because they are surrounded by shanty towns. Another issue is that some of these same individuals are working in our restaurants and hotels and we are unsure of the sanitary condition which may pose health issues. Is this fair? It is time to demolish the shanty towns. GIVE THEM ADEQUATE NOTICE I am conscious that it will require adequate time for these residents to find suitable alternative housing, given that we already seem to have a shortage of accommodation, especially on the island of Providenciales. By giving them adequate notice, this will provide them with time to find other housing. This will also give others an opportunity to construct apartments to accommodate individuals.

WORK PERMIT ADVERTISEMENT REQUIREMENT The Ministry of Border Control and Employment is reminding employers, as well as the general public, that the Immigration Ordinance 2015 which was brought into force on April 1, 2016 established new conditions for advertising jobs which must be met when recruiting new staff or seeking a work permit renewal. For clarity, Section 28(2) of the Immigration Ordinance states the following:  The advertisement condition is satisfied if the employer has advertised the position in at least two consecutive issues of a newspaper published in and sold or distributed on the islands and the advertisement.  Describes the nature of the position available in sufficient detail to enable persons reading the advertisement to have a reasonable indication of the nature of the work and conditions of employment.  Contains the name of the employer and details of the whereabouts of the office or other places to which the application is to be submitted together with contact details, including telephone and fax numbers and an email address.  Sets out clearly the salary package relating to the position.  Invites prospective applicants who are islanders to send copies of their applications to the Board; and state whether the position is currently held by a work permit holder. Aretha Franklin, music’s ‘Queen of Soul,’ dies at 76 Aretha Franklin, whose exceptionally expressive singing about joy and pain and faith and liberation earned the Detroit diva a permanent and undisputed title — the “Queen of Soul” — died Aug. 16 at her home in Detroit. She was 76. Her representative Gwendolyn Quinn announced the death and said the cause was pancreatic cancer. One of the most celebrated and influential singers in the history of American vernacular song, Ms. Franklin reserved her place on music’s Mount Rushmore in the late 1960s and early 1970s by exploring the secular sweet spot between sultry rhythm-andblues and the explosive gospel music she’d grown up singing in her father’s Baptist church. The result was potent and wildly popular, with defining soul anthems that turned Ms. Franklin into a symbol of black pride and women’s liberation. LIFESTYLE Cancer risk with diabetes is higher for women than men People with diabetes are more likely to develop certain cancers than those without the condition, and a new analysis suggests that the increased risk is greater for women than for men. Diabetes and obesity, one of the main causes of the most common form of the disease, are both independent risk factors for a variety of cancers. Some previous research suggests that this may be due at least in part to biological changes caused by these conditions such as high blood sugar levels and chronic inflammation as well as increased production of estrogen in women and decreased testosterone in men. To see if men and women with diabetes might have different risks of developing cancer, researchers examined data from 47 studies with a total of more than 19.2 million participants. Compared to people without diabetes, women with diabetes were 27 percent more likely to develop cancer and men were 19 percent more likely to develop cancer, the study found. While the smaller studies included in this analysis were not controlled experiments designed to prove whether or how diabetes might cause cancer, high blood sugar levels that can accompany diabetes can lead to DNA damage that may cause cancer, said lead study author Toshiaki Ohkuma of the George Institute for Global Health in New South Wales, Australia. This, of course, holds true for both men and women, Ohkuma said by email.

Compared to men with diabetes, women with diabetes were 11 percent more likely to develop kidney cancer, 13 percent more likely to get oral malignancies, 14 percent more

likely to get stomach tumors and 15 percent more likely to get leukemia. Women with diabetes, however, were 12 percent less likely to develop liver cancer than men with diabetes. To minimize their risk of cancers associated with diabetes, men and women alike should focus on healthy behaviors that can prevent diabetes from developing in the first place, said Dr. Graham Colditz, associate director of prevention and control at the Siteman Cancer Center and Washington University School of Medicine in St. Louis, Missouri. “Don’t smoke; be physically active; and eat a diet filled with fruits, vegetables and whole grains and low in red and processed meats,” Colditz, who wasn’t involved in the study, said by email. “These behaviors can have health benefits no matter what your weight and even if you also have diabetes.”

Men, like women, can have post-sex blues After sex, men can sometimes experience a myriad of confusing negative feelings, a phenomenon called post-coital dysphoria (PCD), which can interfere with relationships, researchers say. The research team analyzed responses from over 1,200 men to an anonymous international online survey that asked whether they had ever experienced symptoms of PCD, which can include tearfulness, sadness or irritability following otherwise satisfactory consensual sex. The men, aged between 18 and 81 years, were primarily in Australia and the U.S., but the sample also included men in the UK, Russia, New Zealand, Germany and 72 other countries. The study team, led by Joel Maczkowiack, a master’s student at Queensland University of Technology in Brisbane, Australia, found that 41 percent of the men reported having experienced PCD in their lifetime, with 20 percent saying they had experienced it in the previous four weeks. Between 3 percent and 4 percent of the men reported experiencing PCD on a regular basis. “I would like to think that this study will help males (and females) reflect on their experience of sex, as well as encourage communication between partners about their experience,” Maczkowiack told Reuters Health by email. “In addition, we hope that this type of research will help people whose experience of sex is dysphoric (or dysphoric at times) to know that they are not the only ones who feel this way. In this sense, we hope this study normalizes a variety of human experiences following sex,” he said. Past research has found that PCD is common among women. This is the first time it has been documented in men, Maczkowiack said. PCD can occur despite satisfying and enjoyable sex. One man in the study reported that PCD made him feel “self-loathing.” Another reported, “I feel a lot of shame.” One participant said, “I usually have crying fits and full on depressive episodes following coitus that leave my significant other worried . . . .” The study, published in the Journal of Sex and Marital Therapy, found that PCD may be related to previous and current psychological distress and past abuse, including sexual, emotional and physical abuse in childhood and adulthood.

Getting too little sleep may ‘age’ the heart Adults who sleep too little or too much may have an increased risk of heart attack or stroke, say researchers who argue that the best way to think of the harmful effect is in terms of “excess heart age.” In a nationally representative sample of U.S. adults, those who slept seven hours a night had the lowest heart risk on average, calculated as 3.7 years of aging beyond their chronological age. That compared to 4.5 excess heart age years for those who slept six or eight hours and 5.1 excess years for those who got five or fewer hours of sleep nightly. “Prolonged periods of insufficient sleep have negative effects on multiple body systems including the cardiovascular system,” lead

Agents urge peers to spread word that Caribbean is open Las Vegas - Ovation Vacation’s Jack Ezon said he is “shocked” by the number of clients who think the Caribbean is decimated because of hurricanes Irma and Maria. “They don’t know because nobody’s telling the story anymore,” Ezon said during a roundtable discussion on Caribbean recovery at Virtuoso Travel Week here. The truth is that most of the Caribbean is open for business. Affected islands are courting tourists to help their recovery efforts. According to Karolin Troubetzkoy, past president of the Caribbean Hotel Association, about 90% of hotel inventory in the Caribbean affected by the storms has reopened. Six destinations are still in recovery mode. “There is a certain spirit of enthusiasm in the Caribbean,” she said. “It’s been really tough, but we are going to come back really strong from the experience.” According to Ezon, comparing this year’s festive season (Dec. 22-

Jan. 3) to what was on the books last August, travel to the Caribbean is 13% down. It’s not terrible, Ezon said -- there is space for more travelers, “but it’s not wide open.” January is down 18%, while February is up 2% and March is up 1%, thus far. April is 34% down so far. Ezon said he and his advisors are being proactive to get clients back to the Caribbean, calling those who have visited before and telling them they can return. Many are surprised, he said. He called on other advisors to do the same and help the region recover. Advisor Carmen Teresa Targa of Condado Travel shared her story during the roundtable. Condado, based in Puerto Rico, is owned by Targa’s parents. The hurricanes last year weren’t the first Targa has experienced. The first major hurricane she lived through was Hurricane Hugo in 1989. “Nothing prepares you for the aftermath, especially when you have

small children and families to take care of,” Targa said. In the aftermath of Hurricane Maria, Puerto Rico was left with no power or communications. But Targa noticed a sense of community. She met neighbors, people who she didn’t know before. Condado has three branches in Puerto Rico. One, located where Maria made landfall, was a complete loss. In the days after the storm, Targa and her family worked to reopen and help their clients. The normalcy of going to work helped them deal with the disaster they had experienced, she said. In addition to helping clients, Condado helped staff members. Some had lost everything they own. The agency brought generators to the office and served meals at work. As far as serving clients, Targa said “it was hard.” The airports were closed for a week. For clients already on trips, Condado advised them to stay where they were for the time being.

She and her father were getting up at 3 a.m. to check the day’s flight inventory as it came online and nab seats. They gave priority to those who urgently needed to leave the island, like pregnant women and individuals who were ill. They told their clients to keep their bags packed and ready, Targa said. As seats became available, they would text their clients to get to the airport and, hopefully, out of Puerto Rico. Today, Targa said, she is bolstered by the attitude of everyone on the island. They are grateful they survived the storm. Restaurants are open again. Hotels are open. Tourist attractions are back up, too. She encouraged people to visit, and expressed gratitude to those who helped Puerto Rico after the hurricane hit. “We want you to come,” she said. “We want you to see it, because we need you and we want to say thank you -- thank you for everything you did for us.”

CARPHA says risk of contracting Zika virus is low

PORT OF SPAIN, Trinidad – The Trinidadbased Caribbean Public Health Agency (CARPHA) says the risk of contracting the Zika virus (ZIKV) in the region is low but there still a need to be vigilant given the ongoing risk for dengue and other mosquito-borne diseases. CARPHA said that it had conducted a 30 month review of the situation and found that the number of cases of the virus, which was first detected in the Caribbean in late 2015, increased in the first half of 2016 and reached its peak circulation in August 2016, and then declined rapidly by December 2016. “ Before, during and after the introduction of the virus, CARPHA has been conducting surveillance and laboratory testing

activity for ZIKV and has worked assiduously with its 26 CARPHA member states (CMS) and partners to strengthen the ability to detect and diagnose cases; to enhance the capacity to reduce transmission of this and other vector-borne diseases; and to improve coordination and use of information for prevention.” CARPHA said that ongoing surveillance and laboratory testing in the region indicate that the epidemic circulation of ZIKV has been interrupted in Caribbean territories, adding this is based on congruency of data available from several sources and on experience of previous outbreaks of mosquito-borne viral diseases in the region. CARPHA said that local surveillance in member states has demonstrated

both a decrease in general fever-related illness as well as a specific absence of ZIKV reports over the past year. It said that its regional laboratory continues to test samples for mosquitoborne disease, including ZIKV, Dengue virus (DENV) and Chikungunya virus (CHIKV). “These tests have shown the drastic decrease from the peak of ZIKV circulation in 2016 to a situation where no cases of ZIKV have been confirmed among samples received from any CMS over the past 12 months”. CARPHA said it has reached out to international public health agencies, including the Public Health Agency of Canada (PHAC) and the European Centres for Disease Control (eCDC), for

information on cases of ZIKV in travellers returning from the Caribbean to Canada and Europe respectively. ‘The data shared indicate a similar pattern to that seen in our regional data – a drastic decrease from a high-point in 2016, to sporadic cases in the immediate aftermath and no cases this year,” CARPHA said, but advised that there is still a need to be vigilant given the ongoing risk for dengue and other mosquitoborne diseases. “The agency maintains continuous vigilance of health and disease trends and risks for residents and visitors in the region. We continue to work closely with other public health partners including US CDC, PAHO/WHO, tourism organizations public

health agencies in Canada, the United Kingdom and the European Union to find innovative ways of mosquito control including behaviour change communication and research.” It said that working alongside Caribbean countries it will support vector control activities and educate the public to protect the health of all within their borders. But CARPHA said there is a need to strengthen surveillance in member states, set up registries for babies affected in the 2016 epidemic, enhance laboratory testing capacity, document the findings of countries to ensure evidence-based policy and practice and to look at ways to deal with climatesensitive, mosquito-borne diseases.

Jamaican man, 66, killed by dogs during early morning walk On July 21 Latoya Cole and her family members were to celebrate a special occasion, but tragedy struck in the wee hours of the morning, casting a dark shadow on a day that would have otherwise been filled with congratulatory smiles and well wishes. As Cole’s older sister Marsha prepared to walk down the aisle, news came that their 66-year-old father, Whittington, had been rushed to Spanish Town Hospital in St Catherine. He had been ripped apart by at least four pit bulls and Rottweilers and was bleeding profusely. Hours later, he died. Cole, who spoke with the Jamaica Observer, said Whittington often walked when he was unable to sleep. He was doing this when the dogs attacked him. “At 12:45 am he was walking in the community of Hampton Green. I can only assume that he was

walking back home or walking out of the scheme when dogs attacked him. The doctors told me he said four dogs attacked him,” Cole said. The attack, she said, occurred at the intersection of Grant’s Crescent and Locksley Avenue. She said that while her father was apparently wrestling with the vicious canines, he received a bite on his right arm’s main artery, causing him to lose blood rapidly. “They bit his right wrist. They bit his other arm close to his elbow. They bit his left foot down to his ankle. Both his ears were bitten off. The middle part of his scalp was torn off completely. You could see where he was wrestling with them,” the woman said followed by a heavy sigh. She said she received a call at 1:48 am from good Samaritans, who broke up the attack, informing her

that her father was at the hospital. “I rushed to the hospital. They were trying to stop the bleeding. I could hear when they were testing him, asking him if he could feel anything. I was there for about three hours waiting for them to tell me what was going to be done. They told me I had to sign a consent form for them to give him blood. “He was there undergoing excruciating pain because he was moaning non-stop. While he was there moaning I remember the doctor came back to me and said ‘Let me show you the pictures.’ When I looked at them I could not believe what I was looking at. You could tell those were some big dogs that attacked him,” Cole shared. She said shortly after 4:00 am her father was taken into surgery because doctors could not control the bleeding despite doing all they could.

EDINBURGH Pro-EU campaigners seeking to establish legally that Britain alone could stop the Brexit process took an appeal to Scotland’s top court on Wednesday. Google tracks your movements, like it or not SAN FRANCISCO — Google wants to know where you go so badly that it records your movements even when you explicitly tell it not to. An Associated Press investigation found that many Google services on Android devices and iPhones store your location data even if you’ve used a privacy setting that says it will prevent Google from doing so. Computer-science researchers at Princeton confirmed these findings at the AP’s request. For the most part, Google is upfront about asking permission to use your location information. An app like Google Maps will remind you to allow access to location if you use it for navigating. If you agree to let it record your location over time, Google Maps will display that history for you in a “timeline” that maps out your daily movements. Storing your minute-byminute travels carries privacy risks and has been used by police to determine the location of suspects — such as a warrant that police in Raleigh, North Carolina, served on Google last year to find devices near a murder scene. So the company lets you “pause” a setting called Location History. Google says that will prevent the company from remembering where you’ve been. Google’s support page on the subject states: “You can turn off Location History at any time. With Location History off, the places you go are no longer stored.” That isn’t true. Even with Location History paused, some Google apps automatically store timestamped location data without asking. (It’s possible, although laborious, to delete it .) For example, Google stores a snapshot of where you are when you merely open its Maps app. Automatic daily weather updates on Android phones pinpoint roughly where you are. And some searches that have nothing to do with location, like “chocolate chip cookies,” or “kids science kits,” pinpoint your precise latitude and longitude — accurate to the square foot — and save it to your Google account. The privacy issue affects some two billion users of devices that run Google’s Android operating software and hundreds of millions of worldwide iPhone users who rely on Google for maps or search. Average US mortgage rates fall; 30year at 4.53 percent WASHINGTON (AP) — Long-term U.S. mortgage rates fell this week for the second straight week, with relatively lower rates continuing to fail to spark home sales. Mortgage buyer Freddie Mac said Thursday the average rate on 30-year, fixed-rate mortgages dipped to 4.53 percent from 4.59 percent last week. Long-term loan rates have been running at their highest levels in seven years. The

average benchmark 30-year rate reached a high this year of 4.66 percent on May 24. By contrast, the rate stood at 3.89 percent a year ago. The average rate on 15-year, fixed-rate loans fell to 4.01 percent this week from 4.05 percent last week. Mortgage rates have remained mostly steady since late spring despite higher rates of inflation and unease in world financial markets. But the pause in

borrowing rates “is not leading to increasing home sales,” said Freddie Mac chief economist Sam Khater. Rising home prices, tight inventories of affordable homes and historically higher mortgage rates are to blame, Khater said. To calculate average mortgage rates, Freddie Mac surveys lenders across the country between Monday and Wednesday each week. The average doesn’t include

extra fees, known as points, which most borrowers must pay to get the lowest rates. The average fee on 30-year fixed-rate mortgages was unchanged from last week at 0.5 point. This camp was a high intensity, skilled development camp where campers got the opportunity to “Train like a Pro”. The free camp was staged for kids aged 10-16 years old. Professional Coach, Don Kelbick, from the U.S, who has over 27 years of coaching experience at the Collegiate and Professional level, was brought in to coach these kids. Coach Kelbick has scouted for NBA teams, including the NY Knicks and the Atlanta Hawks. Internationally, Coach Kelbick won the Bronze Medal in the first FIBA Liga de Americas 2007 and in 2011, coached Team USA in the Macabbi Pan American Games and won the Gold Medal. Another sign that Tiger Woods is the healthiest he has been in several years: He keeps committing to playing more future tournaments. The latest addition to the schedule of the 14-time major champion is the BMW Championship, Woods’ agent confirmed to GolfChannel.com on Tuesday. The tournament will take place Sept. 6-9 at Aronimink in Newton Square, Pa., in the third leg of the FedEx Cup Playoffs. Police investigating Harden’s alleged role in nightclub incident Houston Rockets guard James Harden allegedly was involved in a nightclub incident that is under investigation by the Scottsdale (Ariz.)
