I
nterCaribbean Airways has upgraded its fleet with six 50-seater jets worth “several million dollars”, in a move that the airline’s owner and chief executive officer Lyndon Gardiner described as a “game changer” for the local and regional aviation industry. The sleek, leather-seated Embraer ERJ jets, two of which are already in the Turks and Caicos Islands, are currently being certified by the local Civil Aviation Department and will be in operation shortly. The other four jets will be here by the fall of next year. “I think that the way it changes the game is, first of all, we now have the ability to go further and faster, so we’re looking to add some new city pairs with Turks and Caicos and we’re looking to add some city pairs with some of the other destinations that we operate to. Quite frankly because of the speed of the airplane, we also have the ability to pack more flights into the day and that is certainly a positive side of changing the game,” Gardiner told The SUN in an exclusive interview. olice on Providenciales are investigating the fatal of Ervin Walkin which occurred in broad daylight on Thursday, August 23rd, 2018. According to 911 Central at 12:30 p.m., Thursday, August 23, 2018, gunshots were heard on Albacore Close, Cooper Jack. The man was transported to hospital where he later died. Acting Commissioner of Police Trevor Botting appealed for public assistance in bring those responsible to justice. “Someone knows who carried out this terrible act and I would urge them to contact detectives and tell them
what you know. By working together, we can bring those responsible to justice and make the Turks and Caicos safer for all of us,” Botting said in a press statement He asked anyone with information to contact the Chalk Sound Police Station at 338-5901 or 941-8082 or anonymously call Crime Stoppers at 1-800-8477. Meantime, police are also investigating a string of gun related incidents One occurred near the Blue Hills roundabout shortly after 4 a.m., Sunday, August 19th, 2018. A 25-year-old male received multiple gunshot wounds,
while the 19-year-old female escaped serious injuries. A second shooting that took place after 12 a.m., on Monday, August 20th, 2018. This incident took place near the Kew Town Kids Park. A 21-yearold female in a parked car received a gunshot wound. The second passenger, a 22-year-old man was unharmed. An armed robbery occurred on Sunday, August 19th, 2018 in Grace Bay. Premier comments on police treatment of murder victim’s mother I am aware of the issue yesterday where the grieving mother remained outside the Morgue for hours awaiting the opportunity to see her loss child. This matter was brought to my attention by Minister and Wheeland’s Representative Hon Delroy Williams who moments before attended the Hospital to visit with the parents together with myself. Whilst we respect the separate of powers between Police and Political Leaders, we saw the need to make representation on behalf of the grieving mother. A repeated appeal was made to Senior and Top Officers to allow a distant viewing but it was denied. I do not for one second not understand the Police’s role and the objective of their decision but I did offer alternatives and in the end as we know, their decision remained firm. Let me hasten to say that I do not think the decision was made with malice or any ill feeling but I am concerned of their process. I have always been the
biggest supporter and defender of the Police and words can not express my hurt for that mother yesterday. As a mother myself this certainly hit home. My disappointment came with the mixed messages given to the family, the length of time it took to advise the mother of the final decision and the lack of humanness attached to the robotic procedure. I understand the need to protect the integrity of the case and the need to not draw a crowd in such circumstances but I maintain that the viewing was an important first step in the heeling process for this mother and others who may have these type experiences. I have and will continue to call on the Police to exercise better judgement in these type circumstances and encourage them to find ways to bridge relationships with the people they serve. I am grateful to the Officer that eventually came and spoke to the mother who graciously accepted another offer.

Decrease in number of predicted storms The number of predicted storms have decreased According to the updated Forecast for the 2018 Atlantic Hurricane Season. As of 2nd August 2018, the Colorado State University (CSU), is now predicting a total of 12 named storms, 6 hurricanes; 3 of which will be a Category 3 or higher. According to Dr. Phil Klotzbach, 3 factors which played a part in the CSU’s recent predictions which may hinder tropical storm development, are cooler water temperatures, dry air and strong wind shear.
Unlike the CSU’s predictions, the National Oceanic & Atmospheric Administration (NOAA) updated predictions as of 9th August, 2018 are as follows: 9-13 named storms, 4-7 hurricanes and 2 major hurricanes. Despite the differences, both CSU and NOAA are predicting a below average season. Notwithstanding these updated predictions, the Department of Disaster Management and Emergencies cannot over-emphasize the
importance to all residents and visitors of the Turks and Caicos Islands to be prepared for the hurricane season. It takes only one storm to cause loss of life and damage to infrastructure. The Department encourages all residents, visitors and the business community to ensure that they have completed their preparations. As we are now in the peak of the 2018 Atlantic Hurricane Season, persons who have not started their preparations are encouraged to do so now.
Turks and Caicos Islands’ future economic development promoted by the UK Government The most comprehensive seabed mapping survey of the seas surrounding the Turks and Caicos Islands (TCI) is currently being conducted by the UK government’s UK Hydrographic Office (UKHO). Ian Davies, International Hydrographic Programme Manager from the UKHO, visited the islands from July 23– 26th, 2018 at the start of a major seabed mapping (hydrographic) programme across the Turks and Caicos Islands, and met with local officials from the Maritime Authority, Ministry of Environment Ports and Survey and Mapping Department. Permanent Secretary of the Ministry of Tourism, Environment, Heritage, Culture and Gaming, Mrs. Cheryl-Ann Jones, stated: “This survey programme being undertaken
by UKHO and its contractors gives the government of Turks and Caicos the opportunity to completely survey the waters surrounding the islands, supporting greater navigational safety and assisting the territory in fulfilling its international maritime obligations whilst aiding in disaster recovery and future development both on the islands and in the waters surrounding them.” The Turks and Caicos Islands has international obligations under the International Maritime Organization’s (IMO) Safety of Life at Sea (SOLAS) Convention to ensure that its navigable waters are sufficiently surveyed to modern standards, and that fit-for-purpose navigational charts and publications are produced and provided to professional mariners.

Whilst the ADMIRALTY Maritime Data Services portfolio of existing navigational charts and publications are produced by the UKHO on behalf of the TCIs, a significant percentage of TCI’s waters have either never been systematically surveyed, or were last surveyed nearly over a hundred years ago. The survey will be conducted from July through to mid-September, and costs in the region of £1,000,000 to complete. The associated positive economic benefits of hydrography are clear with the average return of approximately £7.50 for every £1.00 spent. However, this ratio can exceed 1:250 for more remote, more geographically challenged and less developed coastal states.
Murder-accused Kendall Dean being escorted from court by police Officers of the Serious Crimes Unit of the Royal Turks and Caicos Islands Police Force have charged 23-year-old Kendall Dean for the August 3rd , 2018 murder of Judah Gail that occurred at the $5 Bar on Aviation Drive, Downtown, Providenciales. Dean, who was formally arrested and charged on Tuesday, August 21st, 2018 with murder, discharging a firearm, discharging ammunition, and possession of an unlicensed firearm, appeared before Chief Magistrate Hon. Tanya LobbanJackson, on Thursday, August 23rd. The Chief Magistrate told the accused that his charges were very serious and that she had no jurisdiction to grant him bail. He was remanded to Her Majesty’s Prison in Grand Turk and his next court appearance will be at a sufficiency hearing on October 5th, 2018.

Turks Cay Resort & Marina ground breaking delayed due to hurricane season
An aerial photo of the $100 million hotel and marina project in Turtle Cove, Providenciales By Todeline Defralien Construction of the $100 million hotel and marina project in Turtle Cove, Providenciales which was expected to start in July 2018 has been postponed until November because of the hurricane season. The developer for the resort is Arik Kislin of Circle Holdings Limited. Hamilton Real Estate an associate of Savills International is the exclusive listing agent for the sales and
marketing of the boutique resort. Recently the detailed development permission was granted by government for the construction of a six-storey, US$100 million luxury resort and marina in the Turks and Caicos Islands. The Turks Cay Resort and Marina will be built on the former and historical site of the Third Turtle Inn development, in Turtle Cove, on the island of Providenciales. The land on which the resort
will be built is a very unique piece of property, stretching over 16.5 acres, with 780 linear feet on a cove, all of which is abutting the Turtle Cove Marina. In the middle of the marina there is a small island called Diddle Cay which now belongs to the development. Prices will start in the early $600k’s for studio units with a make-up and mixture of studio, onebedroom and two-bedroom units, as well as 11 luxury penthouses set over

Tougher stance for overstayers, says Minister of Immigration By Todeline Defralien Deputy Premier and Minister of Border Control, Hon. Sean Astwood has expressed concern about the large numbers of persons in the Turks and Caicos Islands who have over-stayed. During an exclusive interview with The SUN, he revealed that his ministry will have tougher stance on persons who are overstaying in the country. “As it relates to overstayers, it is really on how hard a stance as a country we want to take on persons overstaying. Someone coming to the country on a boat and breaching the immigration laws and breaching the border is totally different from someone who was on a visa or on a work permit and it has expired and ended up overstaying. While both persons are illegal, I think it is only common sense that they be treated in a different way. The questions really was surrounding how tough should we go on overstayers.” Astwood stated that he wanted to get a feel from others on how far the TCI should go with enforcement. “I have been using that type

of time frame to kind of decide how big of a breach the person would have committed and I wanted to get feedback from persons and if they thought that that was the proper approach and generally speaking we got a sense on that.” He added: “Cayman Islands are very though on overstayers. You overstay in the Cayman Islands (and) they treat it as a serious crime and that you break the law and they hinder you from coming back into the country, hinder you from getting a work permit etc. What we had done was kind of a makeshift policy that if you just overstayed by a couple of weeks or a couple of months that we would obviously repatriate you out of the country or ask you to leave. However, when you overstayed by a year and you haven’t sort to get yourself regularized, then not only you are repatriated but you would also be added to the stop list.” When asked by The SUN how this will affect the work force in the Turks and Caicos Islands, Hon. Astwood said that they have been encouraging employers to make sure that their employees are up to date. He added: “We have been encouraging individuals on every radio show that I appear on and every press conference, to get themselves straight and companies to make sure that their businesses are in order.” He continued: “My mode of operation is not to catch anyone. I have no interest in hunting people down and catching them. My mode of operation is to try to push as many as possible to be compliant with the law and that’s why last year August we did the grace period allowing overstayers and allowing persons whose work permits expired a chance to get in the system, and a chance to leave the country voluntarily with the full opportunity of coming back with legal status. A vast number of people took those opportunities up and some of them already returned on work permits now.” Astwood stressed that they don’t want to send the message that persons can continue to be in this and eventually they will figure a way to sort them out. “I’ve taken a pretty much hard stance on immigration, at the same time being sensitive to all that have happened in the past,which is the & Citizenship and other members throughout the Ministry, will focus primarily on the British Nationality Act and equipping attendees with the necessary skill and knowledge to assist and advise customers on their abilities to advance towards citizenship. Sargassum seaweed accumulation on TCI’s coastline The Department of Environment and Coastal Resources (DECR) acknowledges that the current quantities of sargassum that have washed ashore may pose a frustration to residents and visitors to Grand Turk’s shores. Nevertheless, the DECR would like to assure all parties that they are seeking to act in the best interests of residents, valued visitors and our environment. In a press statement, the DECAR said the Public Works Department has awarded contracts for the clean-up of the coastline to remove the deposited sargassum. It is anticipated that work will begin within the coming week to remove the sargassum in the most heavily affected areas. Persons seeking to remove large amounts of material from the eastern shoreline of Grand Turk should contact the DECR office at

TCI’s future leaders explore hospitality industry through Sailrock Summer Internship Program The Second Annual Sailrock Summer Internship Program recently ended on August 24th as the second group of students from Marjorie Basden High School and the Turks and Caicos Community College completed their three-week internships. Executive Director, Matthew Bywater, said: “The 2018 Sailrock Summer Interns have done exceptionally well over their six weeks of working. Throughout their internships, they’ve demonstrated professionalism and discipline, and have displayed confidence, and leadership. Their interests in the Sailrock Summer Internship Program facilitated the offering of two new departments – Maintenance, and Cost Control, as well as nearly doubling the number of students hired in 2017. Our interns have made us extremely proud and we look forward to welcoming some of them back for the 2019 Sailrock Summer Internship Program.” After an intense selection process, students were placed in the Front Desk/ Reservations, Food & Beverage/Kitchen, Housekeeping, Maintenance, and Cost Control departments where they were able to experience the hospitality industry first hand. Sherlean Pierre is a 17-year-old Food & Beverage/Kitchen Intern who participated in the Sailrock Summer Internship Program for the second year. My favourite part of the internship was interacting with guests because it feels great to be able to put smiles on their faces.” Alectra Seymour, a 16-year-old Housekeeping Intern said, “During the Sailrock Summer Internship Program, I’ve learned how to set up for honeymoons, weddings, and anniversaries, including how to properly arrange every aspect of the bedrooms to luxury resort standards. My favourite part of the internship was learning more about the different properties available at Sailrock, including the Ridgetop Residences, Beachfront Villas, and private villas.” Ravyn Cooke is a 22-year-old Cost Control Intern. She said, “Through the Sailrock Summer Internship Program, I’ve learned how to maintain the records of goods ordered and received, locate vendors of different materials, as well as prepare purchase orders for supplies and equipment. My favourite part of this internship was interacting
with all of the different stakeholders, which strengthened my communication skills.” 17-year-old Maintenance Intern, Alfred Smith said, “I’ve learned many important life skills through the Sailrock Summer Internship Program. Three of the most important include responsibility, punctuality, as well as the significance of learning through asking questions. My favourite part of this internship has been learning how to independently complete a variety of practical tasks.” “I really enjoyed the Sailrock Summer Internship Program experience because it provided me with exposure to a new industry. Through working as a Housekeeping Intern, I interacted with many new people and learned how to work as part of a cohesive team unit, which helped me develop my communication skills”, said 18-year-old Housekeeping Intern, Clajamessie Garcon. The Sailrock Summer Internship Program was developed in 2017 in order to provide students with an interest in hospitality with the opportunity to explore potential career paths in the industry while earning salaries. Immigration Minister wants to create a Coast Guard-type entity to manage illegal sloops By Todeline Defralien Deputy Premier and Ministry of Border Control and Employment Hon. Sean Astwood is working towards the creation of a Coast Guard in Turks and Caicos Islands to tackle the illegal sloop problem. During an exclusive interview with The SUN, Hon. Astwood said, “The conversation has started and it is my intention to move forward with a coast guard like scenario. The main concept is no longer just the individual persons coming from departments. They will now be employed with this unit full time. It has its own command structure, it has its own leadership structure and like I said, additional legislation as well.” He said they were initially looking at a joint border enforcement unit with the Police, Immigration, Customs and DECR, but in his conversations with the Cayman Islands it was realised that it makes sense to go to “a more defined unit like a coast guard”. “They are advanced in that stage,” he said. “Some of the main reasons for that is that they have realise that when you have just a joint unit and you’re pulling persons from the different departments for example, the Police Force. If the Police has a crisis, those personnel gets pulled back. If you are pulling immigration officers from the department and something goes wrong at the airport, I need to pull officers, I will pull them away from that joint unit to fit the
needs that we have that is ongoing.” Astwood said there is a need for staff to be identified just for that unit in order for it to work and have a continuous process but additionally how they procure their resources. Outback Steakhouse opens in TCI By Todeline Defralien Outback Steakhouse TCI made its grand entrance in the Turks and Caicos Islands market and is now opened for business. A VIP Opening event was hosted on Monday August 20th where the ribbon was cut to the first Outback Steakhouse in TCI. The doors officially opened to customers on Tuesday August 21st. Remarks were brought from guest of honour, Premier and Finance and Investment Minister Hon. Sharlene Robinson; President and CEO Chris Mortimer; Chief Development Officer with Bloomin Brands in the US, Suk Singh and the ribbon was cut by Mary Mortimer, shareholder and mother of Chris Mortimer with public and private sector partners attending the quaint gathering. Premier Hon. Sharlene Cartwright Robinson said, “This is a brand that a lot of people are familiar with and they will also get the opportunity to sample local dishes which is important. It will draw them to what they’re familiar with and they will also get to taste local culinary and that is good as well. This is really the Outback experience and the setting up of the restaurant is ideal and I’ve done quite a bit of Outback steakhouses so I am very impressed with what they’ve done to this location.” She added: “We have to remember that we have diverse
cultures. We have seriously diverse tourists that come here, and there are other persons like me who want steak no matter where they vacation. I am happy that we brought this extra edition steakhouse champion of the world to TCI. It brings familiarity but it also gives them an opportunity to bring them to the door and then taste what else they have to offer.” Responding to criticism about the opening of an Outback Steakhouse in TCI, the Premier said that Outback Steakhouse TCI will bring more businesses to Turks and Caicos and the Government is pleased to have them here. “Outback is high end and that is commensurate with our brand and it is important that people understand that it is not just a steakhouse that will only sell steak but will also sell our local cuisines. We had one fast food that tried it and they didn’t last very long, it is up to the business community who is interested in purchasing franchises. I don’t know that we’ve ever really taken a stance as a country because we’ve allowed KFC in before, but it is not something that people come to the Turks and Caicos to look for. So we’ve done very well so far promoting our local cuisines and that will be something that I will continue to promote,” Robinson explained. While in some jurisdictions like the Bahamas these numbers would be something to celebrate, here in the Turks and Caicos Islands they are an alarming rate especially given that the victims and likely perpetrators are our young men. That’s not even to include those that have been shot and survived. This bags the question, what happened to the 12 Point Crime Plan offered by

Diaper rash By Dr. Marsha Barnett
Diaper rash is a common result of prolonged exposure to wet or dirty diapers. Urine, although sterile and therefore void of bacteria or germs once an infection is not present, is still irritating to the skin. Hence leaving a wet diaper a baby for long periods of time can lead to rash. The presence of a diaper rash does not mean that the child is not well taken care of as most babies get a diaper rash at some stage. Fungal skin infections, such as thrush can cause or make the diaper rash worse. But although it can make the baby very irritable and uncomfortable, it is usually easily treated and is preventable. WHAT DOES IT LOOK LIKE? When a baby has a diaper rash, the area looks raw and inflamed. Only the area covered by the diaper is usually involved but the rash may spread to the lower abdomen and upper thighs. Diaper or nappy rash tends to present as a fine rash in the area but blisters and even ulcers may be present. Most diaper rashes are due to irritation by urine and stool and as such, the rash tends to be on the top of the skin that is in contact with the
diaper. In a few cases however, a fungal infection or thrush may be the cause of the rash and then the rash is seen mainly in the skin creases. The baby may become irritable or even cry when urine come in contact with the skin or when the area is being cleaned. CAUSES OF DIAPER RASH

Start a plan for your retirement
You should not have to work so hard beyond your retirement age unless you want to do so. Enjoy your life By Drexwell Seymour Perhaps many of us are not even thinking about a retirement plan. For those of you who have a plan, congratulations. It is really crucial for you to have a plan so that you will not be shocked when you reach retirement age and realize you still need a full-time job in order to cover your expenses. Many of you have worked so hard most of your life and you really should not have to be working so hard at retirement unless you have to. Enjoy your life at retirement age. Do those things you want to do at your free will. FIRST STEPS The first steps are to determine at what age you want to retire and to estimate how much money you will need on a weekly or monthly basis to cover your expenses upon retirement. I know that the Government’s compulsory age is 60 and there are special cases in which you may retire at age 55. However, you may discover that based on the savings you have accumulated, you may have to work longer than 60 years old in order to cover your monthly expenses upon retirement. Develop a plan on having funds available to meet your needs at retirement age. There are several means of achieving this in TCI; national insurance retirement, savings, entering politics for two terms, investing in a business from now, investing in pension plans and investing in stocks and bonds. NATIONAL INSURANCE BOARD RETIREMENT PENSION The National Insurance retirement plan is one option, however the funds received may not be adequate. In order to get the full retirement benefits from national insurance you should be aged 65 and it is based on the best 5 years of the last 10 years of contribution. However, you can elect to get your pension at age 60, but you will lose 30% (1/2%
of full pension for every month from age 60 to age 65) of the pensionable amount if you do not wait until you reach age 65. The minimum pensionable amount is 30% and the maximum pensionable amount is 60%. The first 10 years will be 30% and thereafter 2% for every year. Therefore after 15 years of contribution, you can get 40%. Beyond 15 years, it will be 1% and therefore you can get 60% after 35 years of contribution. The current maximum ceiling is $4000, therefore, if you were paying on the maximum of $4000, your minimum pension will be $1200 per month and the maximum of 60% would be $2400 per month. PUBLIC SECTOR PENSION ORDINANCE 21.11 According to section 9 of the Pension Ordinance, a full pension for a public officer shall not be less than $6,000 or such higher amount as specified by Governor from time to time in a Gazette. I believe this is applicable to persons working in the public sector prior to 1992 when NIB was introduced. Recently the Government increased the pensions by 2.5% so the maximum amount you would get is $512.50 per month. (6000+2.5% increase) In light of what our politicians are getting, civil servants deserve more. I encourage the civil servants’ association to have pensions as a top priority on their agenda. POLITICAL ARENA Another option is for you to enter politics. In TCI, once you serve two terms or 8 years maximum, you qualify for a generous pension for the rest of your lives. However, please do not go into politics to get pension. Do it because you want to make significant change and improve the lives of residents of TCI. SAVINGS Each week or month, put aside some money in a savings account with a bank and have limited access to it. Do not take a bank card

Operate shop tools as needed to fabricate, repair, weld, solder, cut, drill, etc. Maintain records and reports as required (including inventory of necessary parts). Demonstrate leadership and commitment in ensuring that maintenance activities are performed by self and team members in full compliance with the company’s Environmental, Health and Safety policies and procedures when on the plant site and during the execution of work duties. Make recommendations (supported by data) to management staff in the Division of new techniques, tooling and processes to improve maintenance activities and increase overall plant efficiency. Be available to respond to emergencies at all times outside of regular working hours, as may be required by plant contingency. Minimum Requirements Successfully complete all the units of module in NCCER Level 1, Level 2, Level 3 and Level 4 (or equivalent) and have at least 10 years industrial

INVEST IN A BUSINESS You may want to consider investing in a business now so that by the time you retire, you will have accumulated some extra funds for your retirement. You will have to decide the type of business you want to invest in. A major area in Turks and Caicos Islands right now is the real estate market where there is a huge demand for accommodations for both short term and long-term rentals. However, please be very cautious as the demand can change because the real estate market can be volatile. If you are going to invest in real estate, focus on quality not quantity. Do not build a lot of apartments etc. Build something very nice or buy something very nice that you can earn a lot of money from. You do not want to be stuck with too many apartments. Another area to consider is in the hospitality industry. Tourism is our major industry and tourists want activities to do when they come in so you may to consider doing something to cater for the tourists. INVEST IN PRIVATE PENSION PLANS There are a number of private pension options you may want to consider. The options may be limited in TCI but certainly not globally. The pension provider can charge your card monthly or quarterly. However please ensure you pay your credit card so that you are not stocked with a huge credit card bill. This is one of way of savings.
Encourage your employer to develop a pension plan. Some may even match your contributions. INVEST IN STOCKS AND BONDS I am not an expert in investment in the stock market, but this is an option that you may want to consider. Speak to a stock broker or a financial planner on more information about investing in stocks and bonds. I know that investment in stocks and bonds may be risky, but as I was taught in my first economics class in college, the greater the risk the greater the rewards. Investment in stocks and bonds should be about long-term benefits so as to derive a fixed income upon retirement. EXPEDITE PAYMENTS ON MORTGAGE If you are in a position to make extra payments on your mortgage, please do so. In this way, the interest payments will be less and you will not be trapped in a mortgage for 25 to 30 years. Wouldn’t it be nice when you reach retirement, you do not have to pay any mortgage? CONCLUSION Obviously, there are many other avenues to plan for retirement. The article is to get you thinking and to offer you some suggestions. Please ensure you start a retirement so that you can truly be retired and not having to work at retirement. There needs to be consistency between the retirement ages for the Public Sector and National Insurance Contributors. When a Government employee retires at age 60, they will not get the full pensionable amount from NIB until age 65. I also encourage the National Insurance Board to inform the general public on a regular basis about the retirement plans so that they can actively purse other plans to augment what they are getting from NIB.

Turks and Caicos Islands aviation needs investment boost By Dameko Dean The Turks and Caicos Islands is known for its consistent rapid growth in tourism. Our beautiful by nature home is an archipelago of 40 low-lying coral islands in the Atlantic Ocean. Our gateway to the islands is through our city’s international airport on Providenciales. However, we have an additional international airport located on our capital Grand Turk. Uniquely there are six domestic airports located on: Pine Cay, Ambergris Cay, Salt Cay, South Caicos, North Caicos and Middle Caicos Islands, although most of them are currently not operational. Over the years it has been spectacular to witness Providenciales becoming the epicentre of tourism bustling with activity. This airport is usually packed with departures and arrivals at all hours of the day. Nevertheless, beyond our city island there are vanishing colonial glories, picturesque sceneries and exuberant verdure not being explored enough because of the lack of availability of optional transportations and convenience in getting there. Yet, other than Grand Turk’s airport the remaining airports flight and day-to-day operations have long been permanently grounded, and many of their structures are decaying as they are left to the elements. These are now evidence of crumbling, weatherbeaten aerodromes
resembling virtually no man’s lands. The visual pictures and sight is heart breaking to not lament over the decaying ruins of our airports history. Do we just stand by as a people and watch them go to waste? Tourism has been our main source of revenue since the early 1980s. Therefore, it is mystifying why there has not been a vision of reconnaissance executed to invest in tourist attractions and maintenance of the airports located on these islands. Airports play a considerable role in economic development, and the most important cargo they move is people. It is the largest investments we can make as a country to further improve our tourist revenue and as well, making all the islands accessible for tourists and locals to explore. Turks and Caicos constantly seeks investment in new airlines and related businesses to attract talent and new ventures back to the island, but part of that drive depends on the resuscitation of the airports that are currently out of functional operations. The focal point of the Government and the TCIAA should now be to transform our country into operating efficient aerodromes and strengthen our aviation logistics. PLS airport would obviously remain as our aerotropolis hub. This will attract an increase in number for small aircrafts to our islands for tourism and business purposes. This is the most practical strategy that will further boost our aviation industry. However, we must reactivate aviation at all our aerodromes. Global aviation doubles its output every 15 years. There are now 1,400 airlines operating 26,000 planes globally. At any one point in time, there are up to a million persons commuting by air. Our country could be benefiting greater from this global aviation industry especially with private flying and small aircrafts. Economic development is Dameko Dean often linked with infrastructural development, which means that airports are expected to further the development of the economies of our islands. Moreover, the connections created between islands and markets represent an important infrastructure asset that generates benefits through enabling foreign direct investment, new business, and other spill-over that will positively impact an economy’s productive capacity. The airports will create a substantial economic impact, both through its own activities and as an enabler of other industries. By facilitating tourism, airports and air travel generate economic growth, provide jobs, increase revenues from taxes, and foster the conservation of protected areas. The air transport network in our country could facilitate the delivery of emergency and humanitarian aid relief, and ensure the swift delivery of medical supplies, easy access and movement in times of emergencies especially medically. What happens when there is a medical emergency at night in North Caicos, and the patient needs immediate care and must be transported via air to Providenciales. We have the basic infrastructures’ existing already, we need to make repairs on all our airports and improve our runways adequately meeting the requirements to functionally operate to further improve on an air travel industry that is on an upward trajectory globally. Airports are the new harbours of economic growth and development and, as such, have a critical role to play in both the macro and micro economy of Turks and Caicos Islands. We need to capitalise on our geographical location and broaden our airport industry to attract not only revenue but profitable businesses to our shores. As a private pilot, I have flown numerous trips and expended
monetarily on several of the southern Bahamas Islands such as Inagua, Mayaguana, Long Island and other islands and cays with small aerodromes. The experience and service encountered at these aerodromes have always been highly professional and uneventful. This too could be our realities, if we move expeditiously in opening the doors to such economic opportunities for our sister islands. Envision a private flight coming from Long Island, stopping in Provo for fuel, proceeding to North Caicos for lunch, then Middle Caicos to see the caves; or South Caicos for real authentic seafood. Such a trip would result in earnings for several of our islands. We are currently limiting ourselves and essentially must think on creating this new line of revenue stream. Over the years we have seen increased flights and airlines soaring to our shores. I don’t want to overshadow the progress we have made thus far. However, we still have ways to go in not only improving our quality of services but to embark on further growing our airport services and travel industry. Let us implore the relevant authorities to implement strategic planning and infrastructural changes that will have all our airports fully operational. We urge you to be visionaries in not only focusing on PLS but create the atmosphere that will have flights soaring to our sibling islands and cays. The bottom line is that we must recreate an industry that will further boost our capacity within international airlines, local airline operators and more importantly private pilots’ associations. The local industry offers a path of advancements for pilots and aviation professions, and that chain flows from student, to flight instructor, to courier pilot, to domestic airline pilot, to international opportunities.

Cervical cancer screening without Pap test OK for some women Not all women need Pap tests to look for cells in the cervix that might be malignant. In young women, HPV infection usually clears up on its own and is unlikely to cause cancer. From 21 to 29, women should get screened every three years with a Pap test, which detects abnormal cells but cannot detect HPV. Older women have a choice: from age 30 to 65 they can get Pap tests every three years. Or, they can get screened every five years with a test that looks for the high-risk types
of HPV that cause cervical cancer. Or they can opt for “co-testing” every five years with both tests. “Screening more frequently than every five years does not substantially improve the benefits for women - it simply increases the number of screening tests and followup procedures women receive,” said Dr. Carol Mangione of the David Gaffe School of Medicine at the University of California Los Angeles. “A 5-year screening interval for HPV testing alone or co-testing offers the best balance of benefits and harms,” Mangione, a Task Force

PM promises to remove “shantytowns from Bahamas landscape
The Bahamas government says it is moving to remove “shantytowns” where many Haitian migrants live, from the landscape of the country even as it seeks to implement its immigration reform policies. Minnis: govt made $10 million downpayment for purchase of Grand Lucayan The government made a $10 million downpayment for the purchase of the Grand Lucayan resort, Prime Minister Dr. Hubert Minnis confirmed today during a press conference at the Grand Bahama property. “We have signed the sales agreement and we hope to complete the purchase of this hotel within the next 30 days,” he said. The decision to buy the property came after Canadian real estate developer Paul Wynn, who had signed a letter of intent with the Hutchison Whampoa to buy the resort, pulled out of the sale. Wynn said that he thought the final purchase price negotiated, of $65 million, was too high. He said it could take between $110 million and $120 million to fully open the Grand Lucayan. Two of the hotels that make up the three-piece property remain closed following Hurricane Matthew in 2016. On Monday, Minister of Tourism Dionisio D’Aguilar said the government does not plan to spend the near $100 million to renovate the hotel. D’Aguilar said the government was only interested in purchasing the hotel and finding a buyer. However, he admitted that the government would incur some losses.

The EU has continuously declared its goal of making travelling within its borders a more secure experience.” To reduce procedures and wait times, as well as address the security concerns, the European Commission (EC) has decided to set up the ETIAS. Seabird lays first egg in Bermuda in almost 170 years
A roseate tern bird HAMILTON, Bermuda – A seabird, once common in Bermuda, has nested here for the first time in nearly 170 years, an environmental group said on Wednesday. The Bermuda Audubon Society said a pair of roseate terns built a nest on a small nature reserve islet in the Hamilton Harbour and Great Sound area and hatched a single egg last month. “Out of concern for the safety of the birds and the egg and chick, it was decided to keep the exciting news quiet until the chick had fledged, “said former government conservation officer, Dr David Wingate. Wingate said the chick hatched on July 24 and was double-banded and DNA tested. He said it had now fledged and would likely head south to spend the winter with its parents off the east coast of Brazil. “It is highly likely that the same pair will return to nest again next year, but the chick, which we nicknamed Phoenix, will take at least three years to mature,” said Wingate, who spotted the birds in May. The roseate tern was once common in Bermuda, but was wiped out by scientific collectors and bird shooters in the 1800s. The last nests were reported on Gurnett Rock at the entrance to Castle Harbour in the east end in the 1840s. Bermuda still has a small population of the common tern but numbers have suffered a major decline because of hurricanes during the nesting season.

Brett Moor, 28, was given an eight-month prison sentence, suspended for two years, and was banned from having any contact with his victim, after he admitted a charge of causing harassment, alarm or distress in Summary Court this week. Mr. Moor, who had a brief relationship with the woman in Canada, followed her when she moved to Grand Cayman, getting a job on the island and renting an apartment in the same complex. The relationship remained friendly at first until Mr. Moor began bombarding her with messages. Despite attempts by the woman to convince him to stop, he persisted, using seven different cellphone numbers and multiple social media accounts. He also showed up at her work and watched her when she was playing golf, according to a summary of the evidence from prosecutor Emma Hutchinson. In a victim impact statement, the woman, who cannot be named for legal reasons, said she feared for her safety and was forced to move house because of his actions. Passing sentence Tuesday afternoon, Magistrate Valdis Foldats said Mr. Moor’s behavior had been frightening. “This was not a case of misguided romantic overtures. This was unhealthy, abnormal stalking,” he said. The suspended sentence meant Mr. Moor walked free from court Tuesday but is liable to be jailed for eight months for this offense if he commits any other crime in the next two years. He was also ordered to pay $300 in costs and comply with the conditions of a Protection Order which prevents him from having any contact or communication with the victim.

Britain apologizes to migrants removed in Windrush scandal LONDON - Britain said it would formally apologize to 18 members of the “Windrush generation” who were forced to leave or detained because they were not issued with documents when they came to the country from the Caribbean after World War Two. The scandal damaged the authority of Prime Minister Theresa May, who had led efforts to tackle illegal immigration when she led the Home Office, and resulted in the resignation of her interior minister Amber Rudd. Pennsylvania priest charged with groping 17-year-old girl ALLENTOWN, Pa. - A Catholic priest who prosecutors said groped a 17-year-old girl from his Allentown, Pennsylvania, parish was arrested and charged with assault and corruption of a minor, authorities said. Father Kevin Lonergan, 30, was also accused of sending naked pictures of himself to the girl, identified only as “Jane Doe,” after obtaining her cell phone number from another member of his congregation, Lehigh County District Attorney Jim Martin said at a press conference. “Many of the communications were sexual in nature, and he sent her nude images of himself over Snapchat,” Martin said of Lonergan, who lives with his parents in Pottsville, Pennsylvania. Lonergan was charged
with one count each of corrupting a minor and indecent assault, Martin said, and faces up to nine years in prison if convicted at trial. It was not immediately clear if Lonergan had retained a criminal defense attorney. A telephone number obtained for Lonergan by Reuters did not appear to be working on Tuesday. He was taken into custody one week after Pennsylvania’s attorney general released a nearly 900-page grand jury report about sexual abuse by some 300 Catholic priests in Pennsylvania based on documents from secret archives kept by the archdiocese. Lonergan’s arrest, stemming from incidents in December 2017 and January 2018, was unrelated to the grand

UK police find ‘sophisticated’ illegal gun factory

A site with a sign outside saying it was a gearbox repair business contained machinery and components suspected to be used to make firearms and ammunition, the National Crime Agency (NCA) said. “NCA investigators have discovered what they believe to be a sophisticated gun factory on an industrial estate in East Sussex,” the agency - which specializes in fighting serious and organized crime - said on its website. The arrests were made on Saturday after officers heard bangs which sounded like gunshots from inside the unit in the town of Hailsham. A taser was used in one of the arrests. Two handguns and ammunition, and guns in various stages of production were also recovered. The head of the NCA’s National Firearms Threat Centre Rob Hickinbottom said the investigation was continuing. “We suspect that this operation has disrupted a group that would appear to be involved in the criminal production of firearms,” he said.

China’s official Xinhua news agency said experts believe many of the items recovered are of “tremendous historical value” as they show cultural interactions between the East and the West during the early days of the Tang Dynasty, which lasted from 619-907 A.D. The suspects are said to have illegally excavated items from the Dulan tombs, which lie along the ancient Silk Road, and subsequently arranged their sale. Several of the arrests were made in provinces further east following an investigation that began in 2017, the ministry said. A police official speaking on China’s staterun CCTV on Sunday said the criminals, two of whom were on the police’s “most wanted” list, were asking for as much as 80 million yuan ($11.6 million) for their loot. Of the 646 items recovered, 16 were classed as first-class cultural relics, according to a ministry statement. Partial excavations of the Dulan tombs have revealed a valuable collection of ancient silk textiles and garments, including from Central Asia and Byzantium, according to the New York-based World Monuments Fund.

Iran threatens to hit U.S., Israel after Trump aide warns of ‘maximum pressure’ Iran warned it would hit U.S. and Israeli targets if it were attacked by the United States after President Donald Trump’s security adviser said Washington would exert maximum pressure on Tehran going beyond economic sanctions. A U.S.-Iranian war of words has escalated since Trump withdrew Washington from the world powers’ nuclear deal with Iran in May, blasting it as flawed and reimposing sanctions to choke Iran’s economy and force it to renegotiate or change direction. The U.S. turnaround, which scrapped a wary detente between Iran and the United States after decades of hostility, has drawn defiance from Tehran despite renewed unrest over economic privations, and has unnerved other big powers where businesses have been debating whether to divest from Iran. U.S. National Security Adviser John Bolton told Reuters the return of U.S. sanctions was having a strong effect on Iran’s economy and popular opinion. “There should not be any doubt that the United States wants this resolved peacefully, but we are fully
prepared for any contingency that Iran creates,” Bolton said during a visit to Israel, Iran’s enemy in the Middle East. U.S. sanctions dusted off this month targeted Iran’s car industry, trade in gold and other precious metals, and purchases of U.S. dollars crucial to international financing and investment and trade relations. Sea turns red with blood after whale hunt in Faroe Islands Images of a whale hunt in the Faroe Islands 200 miles north of Scotland have sparked renewed anger from conservationists and animal activists. The pictures show dozens of whales being herded into a bay where they are killed, the sea turning red with their blood. The hunt took place in the bay of Sandavágur on the western island of Vágar on July 30 and involved pilot whales, according to the government of the Faroe Islands. It was one of several legal hunts that take place every summer in the archipelago. It was documented by Alastair Ward, who said he was visiting to celebrate his graduation from the University of Cambridge in the UK. Reacting to the images on Twitter, the Blue Planet Society, a UKbased pressure group, condemned the killings, describing the Faroe Islands as an “archaic country” that needs to “join the 21st century.” “These people have no respect, no empathy, and no need,” they wrote. “This is entertainment for them.” In a statement on Friday, the

42 weeks pregnant, New Zealand minister cycles to hospital

Julie Anne Genter this week posted a picture of herself outside the Auckland City Hospital holding her bike, saying she was ready to be induced and “finally have this baby.” “This is it, wish us luck!” she wrote, adding that “My partner and I cycled because there wasn’t enough room in the car for the support crew ... but it also put me in the best possible mood!” Genter announced that she’d given birth Tuesday evening to a healthy boy weighing nearly 4.3 kilograms (9.5 pounds). “We waited a very long time for labor to start, but when it did it was short and sharp,” she wrote on Facebook. She was congratulated on Twitter by Prime Minister Jacinda Ardern, who gave birth to a daughter, Neve, two months ago. “So pleased to hear of the safe arrival of the newest addition to the parliamentary play group,” Ardern wrote. “Hope you enjoy those very special first few days.” Genter’s ride to the hospital made news around the world, and her Instagram photo was noticed by actress Kristen Bell, who wrote on Twitter “what a babe.” Genter, 38, wrote that the ride with partner Peter Nunns was “mostly downhill” and joked that she “probably should have cycled more in the last few weeks,” in order to start her labor earlier. VACANCY- JUNIOR PLANT OPERATOR- GRAND TURK Applications are invited from interested and suitably qualified individuals for the position of Junior Plant Operator, FortisTCI, Grand Turk, Turks and Caicos Islands. Description Assist the Senior Operator in effective systems control, continual system condition monitoring, efficient generation unit dispatch, and timely response to system contingencies, in a manner consistent with standard operating procedures and specific instructions of the Plant Control Superintendent or other senior Operations Management personnel. Under the general direction of the Senior Operator, the Junior Plant Operator must ensure that all necessary activities to ensure the functional operations of generating units and response to system abnormalities that may occur during the course of shift duty, is carried out in a manner that ensures uninterrupted service continuity within acceptable systems parameters, and the highest level of fuel efficiency without compromising safety of fellow employees, the general public or system equipment. Main Duties include: Starting, monitoring, servicing and stopping generating units as required, or directed by the Senior Operator, in a manner consistent with standard operating procedures. Assist in ensuring that accurate and neat records are logged of all events and data occurring on the system. Respond in a calm efficient manner to prevent system interruption and in the event that it does occur to restore power to the system efficiently and safely after any plant interruptions. Assist the Senior Operator when called to do so in reporting any abnormal data to the appropriate persons in a timely manner and take prompt action to prevent or minimize any outages, prevent injury to employees and the general public and/or damage equipment under the control of systems operations (for example abnormal temperatures or pressures or other key generator parameters must be reported to the Plant Mechanical Superintendent or in his absence to other senior Operations personnel). Assist the Senior Operator with informing appropriate Operations personnel in the event an outage occurs external to the plant, in a timely accurate and efficient manner. Respond to customer inquiries in a polite and efficient manner when outages occur. Ensure that all outages are entered in OMS and dispatched to the
linesmen in a timely manner. Open and close Outage workers in AX in a timely manner Operate company vehicles and equipment as required and consistent with company policy and safe operating procedures. Ensure that plant equipment is monitored and engine operating services are carried out in a manner consistent with the company’s efficiency targets and environmental responsibility commitments. Be properly and neatly attired in the uniform provided, ensure consistent and appropriate use of personal protective equipment (PPEs) provided and ensure the adherence of subordinate shift personnel. Perform such other duties as may be assigned from time to time, including overtime duties when other junior operators are unable to perform scheduled shift duties. Perform light scheduled maintenance to generator units as required. Academic/Technical/Management: Experience and Qualifications: Successful completion of a 4 year high school program. Associate degree or a 2 year post-secondary program, preferably in engineering trades. Familiarity with and competency in the use of computers and standard computing software programs is required. Be able to do mathematical calculations at community college level. Must have completed the MEA/ASOPE Level III Operators training program or equivalent.. Matthew Barnes undertakes his first assignment as Head Coach of the Turks and Caicos Islands Men’s National Football Team In light of the Concacaf Nations League approaching, the Turks and Caicos Islands Football Association (TCIFA) has agreed with Matthew Barnes to guide the Men’s National Team as its Head Coach for the 4 qualifying games. Barnes has been involved in Coaching Football since the age of 18. He has Coached at the Youth Level, and at the College Level. During his time Coaching at Lubbock Christian University, he coached National Team Captain, Billy Forbes, and became aware of the football talent that exists in the Turks and Caicos Islands. In addition to his College Coaching experience, Barnes has Coached in the Premier Development League (PDL) for multiple years in various states in the USA including Texas and California. The PDL is a proving ground for players looking to transition into the professional league in the USA (Major League Soccer) and this reflects his ability to coach and manage elite players as well as those needing to fine tune their football
abilities. One of the most interesting things about being appointed to the position, Barnes says, is the fact that the Turks & Caicos Islands Men’s National Team currently sits in the lower half of the FIFA worldwide rankings. Although this could be a deterrent for some, he expressed that it is right up his alley, and in some senses, his expertise. Barnes has been very successful in providing support to struggling programmes at four Universities in the United States of America, and is also the helm of a very successful USL-PDL (Premier Development League) and NPSL franchise that made the PDL national semi-final two years ago, and the NPSL National Championship, this time last year. Barnes’ approach to training the Turks & Caicos Islands Men’s National team, right now, is simple; and that is to lay a foundation for the future. “The islands are full of talented young players and giving them a stable platform for

The modern manager is faced with a multitude of challenges including progressive training sessions, periodization on a team and individual level, personal wellness and personal growth, just to name a few. We will build a platform that addresses these issues and more, while at the same time developing pride in the fact that we represent the people of Turks and Caicos. making this program continue for them for years to come.” The other goal of the project was to source out potential swim teachers that live on North Caicos that can be trained as swim teachers to continue to offer the swim programs and keep them sustainable. The North Caicos swim project was made possible through a fundraiser that SURFside hosted in May with an open water swim race event and auction that raised over $2,000 towards this summer’s outreach swim programs. Also, thanks to Scooter Bobs for transportation and Kadra Handfield for assisting with registration and recruitment on North Caicos.
The program will continue on Grand Turk August 20-26 where SURFside will again deliver a 6 day program to that community in partnership with TCI Commonwealth Games Association. “Swimming is for life and is a critical life skill that everyone should have an opportunity to learn. I believe that aquatics will continue to grow on these islands as long as we can source out and train residents to then teach the proper lifesaving and swimming skills,” says Luker. The program is the second aquatics program to have been delivered to North Caicos, with TCI Swim Federation offering a ‘Swim & Survive’ program 2 years ago as well.
