T

he tax controversy between Beaches Resort and Spa and the Turks and Caicos Islands Government has reached the Supreme Court, with the Gordon “Butch” Stewartowned hotel suing the Crown for $13.8million. In a statement of claim filed by one of its lawyers, Paul Dempsey of Dempsey & Company, Beaches stated that government breached a March 2014 Development Agreement, so it is seeking “a refund of monies paid in error” to the Crown. Beaches is asking the court to issue an order for “immediate payment” of “not less than” US $13,861,568 currently owed to it by government, together with orders for “any further payments of sum found subsequently to be due” to the hotel. The hotel, which is the country’s largest private sector employer , is also asking for interest on the said sum from payment until repayment at a rate of 12 per cent compounded annually (without prejudice to interest on earlier such sums which are herein claimed and will b identified by way of amendment) or at such other rate(s) compounded annually as are just reasonable.

CIBC FirstCaribbean donates $15,000 to Cancer Society

he National Cancer Society of the Turks and Caicos Islands recently received a $15,000 donation, raised from CIBC FirstCaribbean’s 2018 “Walk for the cure” campaign. The funds were presented to Rosemary Jolly, the President of the National Cancer Society, during a

brief presentation ceremony at CIBC FirstCaribbean’s Grace Bay branch in Salt Mills Plaza on Tuesday March 5th, 2019. The “Walk for the Cure” is the region’s largest cancer fundraiser and last year raised more than half a million dollars in support of cancer

Premier Robinson sets the record straight on the amnesty O

n February 18th, the following Bills were read in the House of Assembly for the first time and it was publicly announced that the Debate would take place on March 4th and 5th : •The Hotel Tourism and Restaurant Taxation Bill (HRTT) which provided an overhaul to the Law passed since 1985 allowing for a modernization of the law and a strengthening of the collection of taxes; •The HRTT (Amnesty) Bill which allowed for an Amnesty commencing April 1st and allowing for a waiver of all penalties and payable on any outstanding taxes due and payable under the Hotel, Restaurant

and Tourism (Taxation) Ordinance for the years up to and including the year ending 31 March 2019. •The HRTT (Validation) Bill which sought to ratify past actions. Regrettably not all persons were able to hear the Debate in the House of Assembly where three serving former Ministers quite adequately shared their thoughts on why we were where we are today. Of particular concern was the Amnesty Bill that offers relief to 41 local and expatriate owned Businesses. I offer again the following facts as stated during the Debate:

1.There has been NO WRITE OFF OF TAXES for any Business.

Financial Implications •There are currently 41 establishments that are in arrears position of which 7 have been refferred to AG Chambers, 15 have paid the entire principal amount but not the interest (not accruing), and 19 have made no payments. (interest accruing). •Of the 19 businesses, Beaches TCI and Club Med collectively account for 96% of the amount outstanding. I agree with all save for the fact that I have every reason to believe that

the immediate past Minister of Finance had knowledge of this matter and in fact his Party has issued a Release saying that he commissioned the Audit that revealed the Findings. The Audit covered September 2014 – August 2016 and it revealed that though Beaches and successive Governments operated on the understanding that it should pay 60% of the 12% tax, there was no written evidence save a letter written by Hon Washington Misick in 2014 confirming this to be the practise. Despite the findings revealing the oversight on the part of all successive governments, my Government has requested the payment of the full 100% of taxes for this period. I wish to thank the Revenue Control Unit for its work. In addition I wish to assure the public that Beaches and Club Med continues to pay its monthly taxes before the statutory deadline.

As it relates to Club Med, who since its opening has been allowed to pay 40% of the 12% tax under a Development Agreement. This Development Agreement has since expired and the former Administration had continued to collect under the same rate under the expired Agreement. To this end, the Revenue Control Unit had to asssess both establishments on 100% and this is the matter before us. 3.Only Penalties are proposed to be written off. Penalties under the current Ordinance calculates monthly at 10% compounded. For an amount outstanding of $29,684,123, the total penalties are $89,147, 690. To be clear all businesses owing under this Audit are now attracting 240% in interest/ penalty on the original taxes owed. As an example if a business owes $10,000 in taxes, it now attracts a penalty/interest

While penalties have been put in place to deter late payments, we believe the rate of 10% compounded monthly was too onerous and have reduced the rate and how it is calculated going forward under the new Ordinance passed on Monday. 4.I wish to confirm that local businesses will benefit under this Amnesty. Despite there being no request by the Opposition for a list of proposed beneficiaries, I now release the list of businesses that stand to benefit under the Amnesty Program and encourage them to take advantage of the offer that allows payment plans for up to 2 years. Opposition Leader wants PNP and PDM to unite on major issues By Todeline Defralien Leader of the Opposition, Hon. Washington Misick is calling on both political parties, People’s Democratic Movement (PDM) and Progressive National Party (PNP) to unite on major issues. Addressing the House of Assembly on Monday March 4th, 2019, the newly-elected PNP leader said the greatest need is for the two major political parties to speak with one voice on the big issues of these islands. “I think we all have ideas of what they (issues) are but we’ve never sat down across the table and come among each other and say, these are the greatest issues that we face and we should all agree that they are, so that these issues that now divide us will no longer divide us in terms of what the priorities are and what the big issues are,” he said. “I sometimes think that if we know what the big issues are and if we agree what they are, we will still have the opportunity to spar in terms of the approaches that we take. The skills that we bring and in a small economy like this, so much depends on personalities and so at the end of the day there is a good chance that the personality will win anyways,” he said. “ As the newly minted and elected Leader of the oldest

political party in the territory, in this 42nd year of partisan politics, instead of saying let’s rumble I will say I will propose an interparty forum to agree once and for all what these big issues are and what are the greatest concerns of these Islands.” The Opposition Leader said he believes it is time that both parties draw a line and say these are the big issues and they don’t run the risk of being “divided by persons who have special interest in seeing both parties divided”. Meantime, Misick said that he is proud to have received the confidence of the majority of the delegates at the PNP’s conference this past weekend. He added: “I served as the interim Leader of the Opposition because I was appointed by the party executive to serve in the capacity until we have our conference. Of course over the last two years I have been saying that I am done with this and I am leaving, but it comes a time for every man and nation to make a decision. I say this at the risk of sounding conceited, people who have known me for years know that I’ve tried to do my best. I’ve worked hard for these islands and I think that I have a legacy that is not all bad and I believe that it behooves me in a time like this to stand up and be counted and continue to contribute to these islands even at my own detriment, and personal

and economic loss. I am proud to have received the confidence of the majority of the delegates at the PNP conference. I will not say welcome to the fight or let’s rumble but I am hoping that that is an indication across the breadth and length of this country of the kind of confidence people have in me.” Misick, a former Chief Minister, won the PNP leadership from a field that included Donhue Gardiner, John Malcolm and George Lightbourne. During a Mid Term address to the nation on Tuesday January 8th, Misick stated that his shelf life is up in politics and he has other things that he would like to do. “When I took over after the election, I took over as a caregiver for the party. I’ve been involved for a very long time; the future belongs to the nest generation and I believe that my shelf life is up in politics and I have other things that I would like to do....I will always be a support of the Progressive National Party (PNP); I will be working tirelessly in support in providing the benefits of my experience but my life in frontline politics I believe one has to know when to draw the line and I think that I’ve gotten to that point. I am not concerned about the ability of someone to lead this party. I believe that will happen.” He continued: “I am not going

Talent and Creativity Celebrated at Turks & Caicos Tourist Board’s Youth Explosion The Turks & Caicos Islands Tourist Board in collaboration with the Ministry of Tourism, Environment, Heritage, Maritime and Gaming hosted its annual Youth Explosion on Friday March 1st at the Gustarvus Lightbourne Sports Complex in Providenciales. The event featured a Spoken Word Poetry and Dance Competition among high school students based on the theme ‘Tourism is Key…It Starts With Me’. Additionally, this year’s event saw the addition of a Plastic Bag Ban Mascot Competition sponsored by The Office of the Premier. The competitions were launched in December and yielded submissions from several public and

private high schools from throughout the Turks & Caicos Islands. The following winners emerged at the Youth Explosion 2019: •Spoken Word Poetry Competition – Raymond Gardiner High School with a poem entitled ‘The Key’ •Dance Competition – Clement Howell High School with a performance entitled ‘Colors of the Islands’ •Plastic Bag Ban Mascot Competition -Clement Howell High School Tourism Club with a pelican mascot called T.A.C.E.P. (Turks and Caicos Environmental Pelican) Ms. E. Blythe Clare, Training Manager at the Tourist

Board and coordinator of Youth Explosion, remarked “Every year Youth Explosion continues to receive tremendous support from the high schools and the event has grown bigger each year. As always, the competitions were stiff and we appreciate the hard work of the students to prepare for the event. We welcomed the opportunity to partner with The Office of the Premier to include a Plastic Bag Ban Mascot Competition this year. The aim of the Plastic Bag Ban Mascot Competition was to promote the ban on single use plastic and Styrofoam, no littering, as well as ocean preservation. We challenged the schools to design an original character inspired by the

Turks & Caicos Islands and we were very impressed by all of the mascots and the creativity displayed”. The high spirited event, which featured appearances by the TCI Doll mascots and performance by the Ianthe Pratt Primary School, concluded with an award ceremony. The Raymond Gardiner High School and Clement Howell High School each received plaques for topping the competition in the Spoken Word Poetry and Dance competitions respectively. The Clement Howell High School Tourism Club received an additional bonus as winners of the Plastic Bag Ban Mascot Competition in the form of a $2,500 prize courtesy of The Office of the Premier.

Controversy brewing over fingerprinting for police records Concern is being raised and expressed over the Police Force’s newly introduced policy of fingerprinting persons applying for police records. Several persons on social media have been complaining about the policy,

which will be effective Monday, March 11th, 2019, which states that all persons applying for police records can have their fingerprints taken at the Stanley Williams barracks on Old Airport Road, Providenciales, between 8 a.m. and 12

noon on weekdays. After the fingerprinting, persons can then apply for the police record at police headquarters on Mondays, Wednesdays and Fridays between 8 a.m. and noon, along with their passport,

copy of passport bio page and the completed police record application. Some persons have indicated that the fingerprinting is unlawful, while others have stated that it amounts to treating innocent persons like criminals.

Haitian sloop, Dominican poachers intercepted The Marine branch intercepted a sloop carrying 85 illegal Haitians on Tuesday, March 5th, 2019 and boat with four poachers from the Dominican Republic the following day. The sloop, carrying 54 males and 31 females, was stopped around 9:00 p.m. south West of West Caicos. At 10:30 a.m., Wednesday

March 6th 2019, officers of the Marine Branch Sea Guardian intercepted a white ‘panga’ type fishing vessel carrying 300lbs of conch meat and 20lbs of rock fish. According to reports, the vessel was fishing in the vicinity of Swimmer Rock on the Caicos Southern

banks. Four Dominican nationals were arrested and taken into custody and the vessel was taken to the Marine Base with no incident or major issues, a police statement said. Meantime, police arrested and charged a 28-year-old male of Providenciales for burglary in connection with a report made on

Wednesday 20th February 2019 on behalf of a Government learning institution on Providenciales where a number of laptops were stolen. He was taken to the Magistrate’s court and pleaded guilty to the charge and was ordered to pay $2,000 by the 26 March 2019 or 90 days in prison.

Students will soon be allowed to bring their own devices to school By Todeline Defralien The Turks and Caicos Ministry of Education & Library Services has embarked on a new initiative ‘Bring Your Own Device to School’ to ensure that no students are left behind. A policy approval in Cabinet last month calls for the implementation of the Information and Communication Technology (ICT). This will help children in learning through information technology and its devices. During a press conference on Thursday February 21st, Karen Malcolm, Minister of Education & Library Services stated that Turks and Caicos Islands have one of the highest levels of internet penetration in the Caribbean. “The government of the Turks and Caicos Islands is committed to our youth enterprise and acknowledges that the Information and Communications Technology sector is ripe for investment and that improving access to information and the provision of seamless service will be a major enabler across all major policy areas and throughout ministries, departments and agencies,” she stated. She added: “The Ministry of Education has as its mandate to integrate and improve ICT in schools, so as to instill an early awareness in literacy in our young people. It has been

recognized that additional training would be provided to our teachers to ensure that this yields the expected outcomes. In partnership with the private sector, the IT information has been upgraded in all public schools and with an installation of interactive white boards, projectors and smart classrooms. Malcolm admitted it is not possible to provide a device to every child for the year but added that the program will allow personal items to be brought in and there will be negotiations with the private sector to offer devices at special prices for students. Director of Education Edgar Howell said, “One of the things we have locally is the fact that our regional partners, for example the CXC is moving its entire suite of examinations towards e-marking and e-learning broadly. In addition, Teachers and how they deliver the curriculum is being transformed moving away and in some cases far, far, away from the chalk and talk didactic approach to the use of technology to deliver their lessons,” explained Edgar Howell, Director of Education. “The Digital Natives, our children are growing up in an environment where they seem to be coming out of the womb holding an I-pad or an I-phone or a laptop in their hands and able to use it. We want to encourage them to be able use those devices to enhance and improve their

LOCAL NEWS Dr. Shandey Malcolm new Head of the National Epidemiology and Research Unit Dr. Shandey Malcolm was recently appointed National Epidemiologist which is the head of the National Epidemiology and Research Unit within the Ministry of Health, Agriculture, Human Services and Sports. The National Epidemiologist is responsible for developing and planning research programs to ensure the collection, analysis and interpretation of data about health effects and risks in the Turks and Caicos Islands. Dr. Malcolm joined the civil service in 2013 as the Deputy National Epidemiologist of the NERU Unit where she helped to manage the surveillance, research and data management/ analysis activities of the department. Dr. Malcolm holds an Associate of Science degree from the Barbados Community College, a Bachelor of Science degree from the University of Miami, a Masters of Public Health in epidemiology and biostatistics from the University of South Florida and a Doctor of Philosophy in epidemiology from the University of Miami. Her professional experience includes a brief stint as a medical technologist at the Grand Turk Hospital Laboratory and an epidemiology internship at the Florida Department of Health. In addition, during the pursuit of her doctoral degree, Dr. Malcolm worked as a research assistant at the Center for Family Studies, a University of Miami institution that studies the role of the family on reducing/preventing problem behaviors among youth. Dr. Malcolm has coauthored a book chapter on prevention science as well as several peer reviewed scientific articles. She has also presented at several local, regional and international research meetings and has been inducted into two honor societies: Phi Kappa Phi honour society and Delta Omega honour society.

Lormeka Williams appointed DECR Director Mrs. Lormeka MorleyWilliams has been appointed to the post of Director of the Department of Environment and Coastal Resources within the Ministry of Tourism, Environment and Heritage. Following the completion of her Master’s of Science degree in Conservation Biology at the Durrell Institute of Conservation and Ecology, University of Kent in late 2017, the former Red Cross Director and Chevening Scholar, joined the Turks and Caicos Islands Government in April 2018 taking up the post of Deputy Director of the DECR. Let’s save our country By Oswald Skipping

A

s a Turks and Caicos people, we have been drifting hopelessly in the colonial sea of oppression and uncertainty for far too long now. The clear and present danger looming in the threat of British direct political domination by their physical colonization, inclusive of them acquiring our electoral franchise, speaks volumes and tells us in no uncertain terms that it is high time that we exercise maturity and responsibility and be deliberate and proactive in charting the course of our own destiny by taking positive, calculative measures to take the helm of our ship into our own hands, to navigate our way authoritatively into a desirable, bright and prosperous future. This is a defining moment! It is therefore imperative that our political directorate understands the urgency of this critical moment. This moment echoes a clarion call for a conscious awakening that results in national mobilization of a people, which in turn translates into the uttermost level of unity, foresight and patriotism that was not heretofore seen among us as a people If this inevitable achievement of self determination is to be successfully realized, we need all the conscious, daring, visionary and patriotic hands on deck. This is the most humongous step that any people may take and it must not be taken without careful thought and planning, knowing exactly what self determination really demands financially, diplomatically and especially militarily as it relates to daily internal and external security in our case, where we have such an egregious, illegal immigration invasion problem of a people who are historically known for insurrection and dismantling of governmental authority. While it is obvious that we are now being driven into becoming an independent state, in order to preserve our cultural, spiritual and heritage identity, prevent the total dismantling of our cherished indigeneity and fully gain our political dominance, we must exercise prudence and caution and not impulsively rush into independence without ensuring that the necessary safeguards such as internal and external security are first put into place so that we may be able to secure our

independent status and it would not be yanked out of our hands by seasoned, overzealous, over ambitious militant insurrectionists. One option that should be instantly explored is the development of a joint security agreement with some other more advanced nation at least until such time as we may build our own security forces to an appreciable standard. This current threat to Turks and Caicos that is being so vehemently promoted and demanded by committee members of the British Parliament to legalize same sex marriage and not only provide British residents in the Turks and Caicos with the right to vote, but empower them to run for political office which could allow them to totally and legitimately take over the TCI government. This recommendation is being recommended even to the point of urging the British Prime minister to issue an order in council to achieve their goal to impose their desires on the Overseas Territories inclusive of invading them. This radical proposed initiative is putting added pressure on an already pressured Prime Minister who is besieged by seemingly insurmountable challenges with the Brexit issue. While an exit from Brexit would satisfy the prime minister in that it would stem the tide of Europeans from entering the UK, taking up residence, jobs and social benefits and voting, it would also prevent the British from those reciprocal privileges throughout the length and breadth of Europe. However, with the accomplishments of invading the Turks and Caicos and other Overseas Territories, the British would regain those privileges in a pleasant, tropical climate with sandy white beaches and turquoise pristine waters, as well as having the privilege of exploiting the numerous business opportunities and Jobs; and to top it off, embrace the powerful privilege of holding sovereign political offices. This may prove enticing to the British Prime minister and provide her with an extremely palatable bone of appeasement and a diversion for her critics on the Brexit issue. It should be noted that this highhanded, despotic approach by British parliamentarians is not just in defiance of its obligations under article 73 of the United Nations Charter that promotes decolonization,

but in fact it’s a total reversal. Little wonder the British refuse to even attend meetings of the committee of 24 that deals with decolonization when Turks and Caicos is being discussed. We cannot afford to take this threat slightly as a usual British cry, because it’s not. In fact they would very much like for us to take that approach so that it makes it so much easier for them to dump it in our unsuspecting, complacent laps. We must react and react resolutely and forcibly from every possible angle available to us. Our very future sovereignty and survival as an indigenous people are at stake here and we must realize that and do whatever we can to thwart it. Consequently, it is imperative that the Turks and Caicos House of Assembly casts petty partisan politics aside and both government and opposition resoundingly denounce and unanimously resolve to condemn and reject this British initiative so that it could have absolutely no form of legitimacy if it is ever obtrusively imposed on us as a Turks and Caicos people. It would then place us in a formidable position to more easily overturn it. This parliamentary action however, would be more effective if it’s a common resolution by all the Overseas Territories. Whatever it takes, this issue must be put to rest this time around. That Turks and Caicos parliamentary resolution may then be forwarded to as wide an international body as possible, inclusive of but not necessarily limited to: Her Majesty the Queen of England The British House of Commons The British House of Lords All political parties in the UK The British Press The European Union secretariat The United Nations Committee of 24 CARICOM Secretariat and all its member states. The Congressional Black Caucus Locally, the Church must unite defending the Christian faith and vehemently and officially address this issue with the British Government, specifically to the idea of the British gaining automatic Turks and Caicos status and the legalization of same sex marriage which we consider abominable to our Christian Faith. Other local NGO’s should not hesitate to weigh in on defending this sacred and worthy cause. The Turks and Caicos government should not hesitate to Embark on a national educational and motivational program via social media and the local press, dealing

with the issues including the prospects of independence. Human rights cannot be separated from morality, spirituality and democracy in a particular country, nor could the so called British human rights cry, justifiably oppose and overpower these values in someone else’s country. When it does, or attempts to do so, it becomes nothing short of oxymoronic hypocrisy. Why? Because as a Turks and Caicos people and peoples of other Overseas Territories, we are humans too, and we have rights; the right to think for ourselves, make decisions for ourselves, uphold moral standards for ourselves, choose a religion for ourselves, maintain a heritage niche for ourselves as well as maintain an electoral franchise that secures sovereignty as and when we choose to exercise it. That’s a fundamental part of our human rights! Moreover, the will, the desire, the morals, the ethics and the political and spiritual convictions of the masses in the UK, Europe or and other country, should not automatically override those of the peoples of the Turks and Caicos nor any other jurisdiction. That is not only a form of invasion, but it is a form of slavery and oppression that’s forcing a people to go against and abandon what they believe in and stand for morally, spiritually, politically and democratically. It’s an annihilation of who we are as an indigenous people and as a country and what we stand for as a people, We are no longer slaves to fear of Colonial Powers and we cannot and will not succumb to this level of inhumane, oppressive, exploitative domination in the 21st. Century. We are at our wits end now with the exploitation and depriving of everything that’s sacred to us and essential to us being able to choose for ourselves, plan our own destiny and decide for ourselves what is best for us as a people in a democratic environment. The preservation of these values is what human and fundamental rights are all about, so why should usurped colonial authority or any other authority attempt to or be able to forcibly alter that established, fair and legitimate principle to appease and propagate their national ideological preferences? My Turks and Caicos people and the remaining British Overseas Territories, let us trust God and stand up and fight to save what’s left of our countries, for ourselves and for our generations yet to come. We cannot afford to fail for too much is at stake.

The shoe is on the other foot. Are we hypocrites? By Drexwell Seymour Politicians and their supporters have to be very careful what they say or do when they are in Opposition or even in Government as you never know when the shoe will be worn on the other foot. Hypocrisy on both sides In October/November 2016, the PNP administration brought to the House of Assembly a bill to write off $12 million in penalties for Cable & Wireless. This was related to taxes that Cable & Wireless should have charged their customers for the period June 2010 to May 2014 as a result of a change in law in 2011. However, management of Cable & Wireless (including myself, yes I was CEO then)was not aware of the change in law and never charged the customers the taxes and therefore never collected the taxes and so the Government thought it was fitting to waive the penalties as it would have detrimental impact on the company including the employees. The Opposition (the PDM) at that time claimed they did not have enough information and did not vote or supported the waiver of the $12million. In fact, this write off was one of the campaign tactics that the Opposition used during the 2016 campaign. Supporters of the party spoke strongly against this write off saying the Government should not do it and that the money could have been used elsewhere. Are we a bunch of hypocrites? This week, the House of Assembly met and this time, the PDM

will support a write off for the Hotels and Restaurants penaltiesespecially if the hotels did not collect the taxes from guests. I also think the penalties calculations are excessive and a write off should take place. However, in the HOA, the Premier said that Beaches claimed they were told they only had to pay 60% of the accommodation tax. This is an alarming concern as the TCIG is saying there is no evidence of any agreement. Now some supporters of this government are trying to turn this around and casting blame on Hon. Washington Misick. We are hypocrites. There is letter circulating around on Facebook by John Brown. collect taxes on behalf of TCIG and only payout 60%? How could an establishment operate without such a written agreement? Was Beaches only charging the guests 7.2% (which is 60% of 12%) or were they charging the full 12%? The law of the country is 12% and that is public knowledge and no agreement should supersede the laws of TCIG. Reimburse the Companies that paid the excess penalties last year I feel horrible about the fact that many other businesses especially the small ones paid excessive penalties in 2018 and early 2019 and there was no amnesty for them. (At least I am not aware of any). Some of these businesses had to borrow funds to pay for the penalties and now we have major hotels such as Beaches being waived of the penalties. Is it possible for TCIG to reimburse the businesses that paid the excess penalties in the last two years? Conclusion I know it is a tough decision for any Government to come to the people and tell them they are writing off $85million in outstanding penalties. Therefore, political parties must be cautious what they say or do when in opposition as you never know what shoe you will have to wear once you become the Government. I am quite sure when Beaches was referring to the 60%, they were talking about the 60% service charges that were entitled to pay employees.

LOCAL NEWS TCI’s Integrity Commission hosts 4th annual Integrity Inter-High School debate competition By Todeline Defralien

T

he Turks and Caicos Islands Integrity Commission hosted the annual Inter-High Debate Competition on Wednesday 27th and Thursday 28th February, 2019, at the Gustarvus Lightbourne Sports Centre. The two-day event was a great success as the competing schools gave their all throughout the whole competition. The moot for this year’s debate competition was “Be it resolved, nepotism is too costly to the Turks and Caicos Islands”. The Clement Howell High School placed first with 910 points, while Raymond Gardiner High School was second with 877 points. During the competition, schools were judged on delivery, information, best speaker, not reading from their notes etc.

A the end of the competition, although all schools had various improvements to make for the future, the judges stated that the Clement Howell High School had excellent use of points of information and convincing arguments, good team management, confident, spoke with good tempo and they were well structured and did not rely on their notes too much. In addition, the Raymond Gardiner High School had very good arguments, their content were strong and very well structured. All students spoke with good tempo and high quality arguments and grabbed the judge’s attention. All participants received certificates for participation at the end of the event. The Bahamas Ministry of Tourism responds to latest U.S. travel advisory Safety and security on land and at sea is critically important for visitors and for the Bahamian people. This was stated by that country’s Ministry of Tourism & Aviation following the recent update to the U.S. Travel Advisory. “Aggressive efforts are underway across all relevant Bahamian ministries and departments to ensure that our islands remain a destination that provides a welcoming environment where visitors enjoy our culture and our citizens enjoy economic opportunity,” the statement added. “We would note that overall, their guidance to citizens remains a Level Two advisory recommending caution, but not actually urging delay or cancellation of travel plans to our islands. We recommend that travelers to any destination maintain awareness of their surroundings and exercise basic precautions, as they likely would in their

home cities and when not on holiday.” The tourism ministry said that in reality, the vast majority of the 6 million annual visitors do so without any incident whatsoever. According to Royal Bahamas Police data for 2018, there were only 43 incidents involving tourists, of which 30 involved U.S. nationals and nearly all were minor offences. The Ministry of Tourism appreciates the efforts of law enforcement and congratulates authorities on the progress they have made in significantly reducing serious crimes like murder (-25%), armed robbery (-18%), attempted robbery (-19%) and shoplifting (-23%). Guyana records 400 cases of child sex abuse so far this year

Fouet was at the time speaking at the launch of the Forensic Psychology and Sexual Offences Special Training Series which was coordinated by the Supreme Court, University of Guyana and UNICEF. “The training will help court personnel to engage children who are abused, because it is not an easy task,” she said during the programme which was held at the Pegasus Hotel. Fouet pointed out that that last year, the number of cases were over 1000. The UNICEF representative signaled the need for more to be done in order to address the scourge which has been plaguing society for years. She believes that building capacity will help Guyana to find solutions, which will result in the reduction of those numbers and even the prevention of such cases. As part of its contribution, UNICEF had assisted in the launching of the sexual offences court locally. In light of the recorded cases, UNICEF, in partnership with the court, will be expanding the services of the sexual offences court to Berbice and Essequibo. The training will complement the initiative, because it would close the gap between service and treatment of not just children but women who have been abused. Chancellor of the Judiciary (ag), Justice Yonette Cummings-Edwards echoed similar sentiments, noting that the training is important, since insensitive treatment of victims can result in secondary trauma. “The complexities of such cases required specialised training on the part of all involved… Persons engaged in working in this field also need debriefing exercises, because they, too, can suffer from secondary trauma,” Justice Cummings-Edwards said. In light of that, she stressed the need for an intensive approach to training persons. This, she believes, will help them to respond better to such cases.

Cohen sues Trump Organization, wants it to pay legal bills President Donald Trump’s former lawyer Michael Cohen filed a lawsuit Thursday claiming the Trump Organization broke a promise to pay his legal bills and owes at least $1.9 million to cover the cost of his defense. The lawsuit, filed Thursday in New York state court, claims the Trump Organization stopped paying Cohen’s mounting legal fees after he began cooperating with federal prosecutors in their investigations related to Trump’s business dealings in Russia and attempts to silence women with embarrassing stories about his personal life. It alleges breach of contract and seeks damages on Cohen’s behalf. Messages seeking comment have been left with the Trump Organization. The lawsuit says the company stopped paying for his legal defense about two months after the FBI raided Cohen’s home and office. Cohen pleaded guilty in August to tax crimes, lying to Congress and campaign finance violations. The lawsuit said that as part of his work for Trump, the company agreed to indemnify

WORLD NEWS US says closing consulate in Jerusalem no policy shift The United States has officially shuttered its consulate in Jerusalem, downgrading the status of its main diplomatic mission to the Palestinians by folding it into the U.S. Embassy to Israel. For decades, the consulate functioned as a de facto embassy to the Palestinians. Now, that outreach will be handled by a Palestinian affairs unit, under the command of the embassy. The symbolic shift hands authority over U.S. diplomatic channels with the West Bank and Gaza to ambassador David Friedman, a longtime supporter and fundraiser for the West Bank settler movement and fierce critic of the Palestinian leadership. ‘I’ve been assassinated.’ R. Kelly denies sex abuse claims

An emotional R. Kelly says he’s being “assassinated” and denies sexually abusing women and controlling their lives. The R&B singer gave his first interview to Gayle King of “CBS This Morning” since being charged with sexually abusing four people, including three underage girls. “All of them are lying,” Kelly said in interview segments broadcast Wednesday. “I have been assassinated.” Kelly, who is out on bail following his Feb. 22 arrest in Chicago, said he has done “lots of things wrong” when it comes to women, but said he has apologized. He denies doing anything against their will. The singer said he believes social media is to blame for creating the allegations against him. At one point during the interview, Kelly stands up and rants, saying: “I have been buried alive, but I’m alive.” He says he needs someone to help him “not have a big heart.” CBS said it interviewed Kelly for 80 minutes. More of the interview is expected to air Thursday. In a statement released Monday morning, the team said Baer requested leave and the board of directors granted it, adding the Giants’ remaining executive team will manage the day-to-day operations of the club in Bear’s absence. “The Board of Directors of San Francisco Baseball Associates is closely monitoring the matter involving Giants President and CEO Larry Baer,” the statement read. “Pursuant to League policy, Major League Baseball is taking the lead in gathering all facts surrounding the situation. The organization is cooperating fully with the process. “Mr. Baer has acknowledged that his behavior was unacceptable, apologized to the organization and is committed to taking steps to make sure that this never happens again.” Baer was captured on video pushing his wife to the ground in a San Francisco park on Friday.
