PNP COULD LOSE HEADQUARTERS AGAIN by Hayden Boyce Publisher & Editor-in-Chief

T

he Progressive National Party (PNP) could possibly lose possession of its headquarters on Airport Road, Providenciales, because it owes the Turks and Caicos Islands Government a significant amount of money for lease arrears. Reliable sources told The SUN that the PNP owes about two years in arrears on the lease and the party is “having great difficulty” acquiring the funds to clear the amount. “Any reasonable person can appreciate how difficult it is for a political party in the Turks and Caicos, especially outside of the election campaign season, to be able to finds funds to properly run its operations, far less pay several thousands of dollars in arrears for that lease,” said the party insider who spoke on condition of anonymity. The PNP official said the party has been in discussions with the Crown Land Unit in the Attorney General’s Chambers to address the problem.

When contacted by THE SUN, Attorney General Rhondalee Braithwaite-Knowles, QC, confirmed that the PNP lease is in arrears and “notices have been served” on the party. She did not elaborate. Under the laws of the Turks and Caicos Islands, the Crown can take

possession of the property if the lease is in arrears. The PNP lost possession of the headquarters in 2013 when then Attorney General Huw Shepheard spearheaded a law suit to recover the land on which the headquarters is constructed and for which the

Crown alleged the PNP had no title. At that time, Carlos Simons, QC, the PNP’s lawyer, said Shepheard and the British Government were “hell-bent on issuing this final embarrassment” to the PNP as an institution. The building was returned to the PNP in February 2016.

Speaking at a press conference at the Shore Club on Friday March 15th, Sir Hilary said, they are taking the university into a world that is now very keen to recognise and partner with their achievement. “We are also here to help the Turks and Caicos Community college to work with the other community colleges in the region and to see themselves as a family, so that all of the universities can work with all of the colleges and we can build much more capacity at a lower cost with a greater diversity for everyone. That is our mandate and we have done this across the region and we really want the help to do this in Turks and Caicos and to expand capacity for the citizens who are here, who can have more affordable and diverse access to territory training and higher education,” said Sir Hilary. “We are planning at a regional level for our people. 110 insurance licences to be revoked The Turks and Caicos Islands Financial Services Commission (FSC) has served notice of its intention to revoke 110 insurance company licences and producer owned reinsurance companies. In a notice on its website, the FSC stated that pursuant to section 34 of the Financial Services Commission Ordinance,

the Commission may revoke the licence of an insurer if the insurer has ceased to carry on the financial services business for which it was licensed. The FSC said it intends to revoke the licences since it is of the opinion that those listed companies have ceased to carry on its insurance business. The list did not contain

any of the known local insurance companies. Government commits to repair Governor’s home in Grand Turk

Governor, Dr. John Freeman said government has committed to providing funds in the next financial year for the repair of his official residence in Waterloo, Grand Turk. During a recent airing of the call-in programme, Expressions, on Radio Turks and Caicos, the governor said government will commit funds from the beginning of the next financial year (April 1st) and he looks forward to that. “In the meantime I have been looking for a temporary residence in Grand Turk which is quite difficult and I regret that, but I hope that we may be able to do something on that very soon,” he said. Freeman added: “Waterloo, the

historic residence of governors in this territory, was badly damaged. In fact, the whole front of the house went on top of the house and landed on the beach. When I was looking for our bedroom it wasn’t where it used to be, and it was out on the beach. I am not asking for sympathy for that because a lot of people suffered worst than I did.” In common with so many people in the Island of Grand Turk as well as elsewhere in the territory, the Governor said he was affected personally and domestically by the 2017 hurricane tragedy. “In a sense I feel for other people who have problems of losing their home or whatever the effects on schooling for their kids and these are human dimensions of a terrible hurricane scourge in late 2017 which

we’re still living with the number of effects. I actually had to stay in hotels overnight in order to make sure that I come here to come and do what I need to do because my office, staff is here,” he explained. In addition, Freeman stated that he and his wife miss being in Grand Turk and he is keen to be part of the ongoing recovery of Grand Turk alongside with the rest of the Islands. “Grand Turk was the Governor’s home; we had a whole year living in our own house, so no one is keen more than us to make sure that we can be back on this Island. This Island is the Capital of Turks and Caicos and that is where the seat of Government is, the House of Assembly is and that is where the Governor is and should be,” he concluded.

Keen interest in new luxury Andaz Turks & Caicos Resort By Todeline Defralien Potential buyers are showing great interest in the $100 million Andaz Turks & Caicos luxury resort which is coming in 2021. During an exclusive interview with The SUN, principal developers, Matt McDonald and Jonathan Siegel revealed that Sotheby’s is their exclusive sales broker for the project and sales have begun. McDonald said, “Most recently we’ve hired Sotheby’s as our exclusive sales broker for the project and we’re excited to have Sotheby’s on board as our selling partner on the project. We’re under full pre-construction sales month at the moment and are taking reservations now, we have full suite of documents and we’re ready to sell condos. We just started officially a couple of weeks ago but we have a lot of great interests and we’re getting about two to three inquires a day looking for information, so it is starting to gain momentum. The more we are advancing the word; we’re starting to move towards contracts with a handful of good buyers.” Although McDonald did not state the official ground breaking date he mentioned that the official site is completely cleared from the road to the property line and they are preparing it for construction and mobilization in the coming months. “Since we’ve opened the sales office we had so much positive feedback from the island itself, potential buyers, tourists and we’re really fortunate. Attorney Peter Karam cooperating with $70million international investigation Attorney Peter Karam of the law firm Karam & Missick, said he is cooperating with a multi-million international investigation that also involves a former lawyer Anthony Robert D’Aniello who associated with his firm. “High standards and a commitment to compliance and integrity is always maintained; this is my confidence as I cooperate with the investigation,” Karam said in a press statement, adding that he “enjoys the support of his partners, locally and internationally”. The statement said that Karam “strongly denies any wrong doing whatsoever in relation to the allegations brought forward in the investigation”.

“Mr. Karam is cooperating fully with authorities to provide the necessary investigative assistance and this underscores his commitment to ensure that the truth and accuracy of the allegations is cast into the light,” the press release continued. “Peter Karam has enjoyed an unblemished record in his 30-years of law practice in the TCI and other jurisdictions.” Karam’s associate, an Italian lawyer Anthony Robert D’Aniello was last week arrested by Interpol in Abu Dhabi in the UAE capital as part of major financial investigation. He is accused of having collaborated in the money laundering maneuvers carried out by the former

Secretary of Néstor Kirchner, Daniel Muñoz. According to the investigation, the lawyer would have participated in shaping the legal, corporate and banking structure that allegedly worked for more than seven years and made different maneuvers, mainly using illicit income in real estate investments to give the crime a legal facade. Reports in international media allege that both D’Aniello and lawyer Peter Michael Karam and accountant Jorge De la Hoz , were involved in the creation of the network of companies in Miami and the Turks and Caicos Islands that had suspected questionable dealings of about US $ 70 million. This statement was made by Vice-Chancellor of the University of the West Indies, Professor Sir Hilary Beckles while speaking at a press conference at the Shore Club on Friday March 15th, 2019. “The transformation of the

economy of Turks and Caicos away from the traditional ancestral exportation of salt into tourism and financial services is one of the most dramatic economical transformation processes in the Caribbean. It is a story that needs to be told much more universally. I do not believe that the rest of the region has really taken stock to understand the tremendous effort and vision that went into the transformation.” Beckles stated that sustaining that process in a very competitive

Inter Primary National Track and Field Championships back, slated for March 29-30th By Todeline Defralien The Inter Primary School National Track and Field Championships which was last hosted in 2015 has returned and is promised to be better than ever. The event will be held on Friday, March 29th starting at 11am and Saturday March 30th starting at 9:00am at the TCI National Stadium in Providenciales. Twenty-One (21) Primary schools from across the Turks and Caicos Islands will compete head to head for the title this year. Mike Clerveaux new Hazard Mitigation & GIS Specialist Mike Clerveaux is the new Hazard Mitigation & GIS Specialist within the Department of Disaster Management and Emergencies (DDME). For the past three years, Mr. Clerveaux held the post of Hazard Mitigation Officer within DDME. Prior to joining DDME, Mr. Clerveaux spent over 6 years as a Land Use Planner at the Department of Planning, with responsibility for reviewing planning applications while promoting integrated development planning through spatial interpretation of the macro-economic and sectoral policies to ensure their consistency with the principles of sustainable development. He has approximately eight years of experience in the field of GIS, Urban and Regional Planning and Disaster Management. Prior to officially joining the DDME, Mr. Clerveaux played a critical role in assisting the DDME in advancing its mandate by working as a National Instructor for establishing the Community Emergency Response Team (CERT) in the TCI, Deputy Leader

of the Turks and Caicos Search & Rescue Taskforce (TSART) and member of the Damage Assessment Team and Communities United in Response to Emergencies (CURE). In his new role, Mr. Clerveaux will be responsible for the administration of the Department’s Hazard Mitigation & Planning Programme. His duties will cover but are not limited to analyzing hazard data for the implementation of national pre-disaster planning and prevention measures and recommending mitigation measures to support sustainable development and planning in the country. Mr. Clerveaux holds a MSc Built Environment (Specialization in Geomatics) and a BSc Urban & Regional Planning, both from the University of Technology, Jamaica and a Diploma in Secondary Education (Specialized in Industrial Arts) from Mico Teachers College, Jamaica. He also has completed a wide range of professional development courses which include Leadership Development; Financial Management and Reporting; Building

GIS Applications in Support of Disaster Risk Management; Damage Assessments & Needs Analysis (DANA); Emergency Operations Management; GIS Management and Hurrevac (for the tracking of storms); and a Certificate in Business Continuity Management from H. Lavity Stout Community College, British Virgin Islands. Canada meets with TCI for Roundtable on Regional Disaster Response Coordination The government of Canada in collaboration with the Department of Disaster Management and Emergencies (DDME) recently hosted a Roundtable on Regional Disaster Response Coordination to better assist the TCI during disasters. The opening Ceremony of the Roundtable on Regional Disaster Response Coordination was held on Tuesday, March 19th at the Regent Village, Providenciales. In attendance was Her Excellency Laurie Peters, Canada’s High Commissioner to Jamaica and representatives from the Caribbean Disaster Emergency Management Agency (CDEMA). The High Commission of Canada to Jamaica, which covers the area of accreditation of the Turks and Caicos Islands, convened all relevant partners and stakeholders in Emergency Management to discuss roles and responsibilities in preparation, response, and recovery from a disaster or crisis. Representatives from the Caribbean Disaster Emergency Management Agency (CDEMA), presented on their role in the sector and how best to coordinate, with their organization as well as member states. In an interview with The SUN, Peters said Canada is delighted to be hosting an important round table on disaster and emergency management.

Roundtable discussions taking place at the Workshop “Canada has been active in the Caribbean especially sense the devastating 2017 hurricane season where we recognise the venerability of small Island development states in the Caribbean. We have stepped up big time to make sure that there is funding available including to the Caribbean disaster & emergency management agency who’s active here to ensure not only we’re here for recovery but also here for preparation and mitigation so that Turks and Caicos can be better prepared for when the next disaster hits.” During the workshop the Facilitator covered military coordination and government and civilian organization discussions.

She added: “Rather than trying to know what is our system and who are our contacts in the heat of the moment, this workshop allows us to prepare for the next hurricane season or the next potential disaster. There are so many Canadian tourists who flock to the sun and sand of Turks and Caicos every year but businesses and residents with a Canadian connection as well, so we need to be better equipped to take care of those Canadians citizens but also to lend a hand up to Turks and Caicos in the time of need.” In the meantime, Peters stated that Canada pledged at the United Nations pledging conference $100million and there has been additional funds since then

Dr. Virginia Clerveaux, Director of the DDME shared on the importance of this collaboration between the Canadian High Commission and the Turks and Caicos Islands. We have over 500 local Canadian residents in the Turks and Caicos Islands, Canadian tourists is one of our largest numbers visiting the Turks and Caicos Islands so they would be a special group if impacted to ensure that we do have the relationship and ties with Canada before an impact.” Clerveaux expressed that the Canadian government has resources that they can bring to the table that DDME does not have locally in Turks and Caicos Islands that will help them to be able to respond much quicker. “They were there for Irma and Maria and we’re going to continue to work with them to ensure that if impacted, whether it is for a hurricane, cruises ship incident or aircraft incident that they are able to work closely together,” Clerveaux said.

Project announced to enhance environmental protection

A collaborative project to develop an evidence base of environmental data, for policy formation and evaluation, on the Turks and Caicos Islands (TCI) and the British Virgin Islands (BVI) has been announced. Funded by UK Darwin Plus it focuses on the mapping and modelling of environmental risk, monitoring the islands’ recovery following recent hurricanes, and aims to provide information to help the islands to maintain their environmental resilience. This is a collaborative project between Environment Systems Ltd, the Government of TCI, the National Parks Trust of BVI and Joint Nature Conservation Committee (JNCC). It will help to develop skills in government staff which will enable them to use data from earth observation satellites providing the evidence to determine risks, focus recovery and select any opportunities to enhance the environment. When staff are able to generate the mapping and modelling themselves, the islands can really start to benefit from these new techniques and sources of data. This will also improve the capability of officials by enabling them to present evidence in their day-to-day work and to help keep

SENIOR MECHANICAL TECHNICIANS Description Responsible for carrying out effective preventative and corrective repairs to plant mechanical equipment and other company assets in a manner consistent with equipment manufacturer’s specification and standard mechanical tradesman practices and as directed by the Plant Production Manager. Main Duties • Conduct competent and effective preventative and corrective maintenance on all generating prime movers units owned and operated by Fortis TCI in a cost effective manner consistent with manufacturer’s operating and maintenance guidelines in a manner that ensures the highest reliability and fuel efficiency from these units. • Must be thoroughly familiar with all engine manuals and be able to competently perform all levels of preventative maintenance up to and including major overhauls without supervision on generating units owned and operated by the company. • To be highly knowledgeable of and competent in the spares parts required by the generation units and supporting mechanical systems at the power plants owned and operated by Fortis TCI and to identify and recommend to the management staff of the Division the spares parts that are needed for maintenance. • Effectively and competently diagnose mechanical, pneumatic, and hydraulic problems related to the effective operations of generation plant equipment. • Display a profound knowledge of underlying theoretical and operating principles of all mechanical equipment used in diesel fired operation and to utilize this knowledge in developing the Technical competence and capacity of assigned junior maintenance personnel. • Prepare comprehensive job reports and failure analysis report. • Competently use proper tooling during equipment repair and safeguard and maintain tools and other mechanical repair equipment. • Operate shop tools as needed to fabricate, repair, weld, solder, cut, drill, etc. •Maintain records and reports as required, including inventory of necessary parts. • Demonstrate leadership and commitment in ensuring that maintenance activities are performed by self and team members in full compliance with the company’s Environmental, Health and Safety policies and procedures when on the plant site and during the execution of work duties. • Make recommendations (supported by data) to management staff in the Division of new techniques, tooling and processes to improve maintenance activities and increase overall plant efficiency. • Be available to respond to emergencies at all times outside of regular working hours, as may be required by plant contingency. Minimum Requirements: • Successfully complete all the units of module in NCCER Level 1, Level 2, Level 3 and Level 4 (or equivalent) and have at least 10 years industrial experience in the

Caicos Islands Government. A workshop taking place on TCI, run by Environment Systems Ltd, involves staff from BVI and TCI and is running from Monday 11th - Friday 15th March. Delegates will be studying techniques which can uncover the hidden value that our environment is providing in terms of essential services, such as water, food and flood resilience.

It will also explore how environmental indicators can be developed to monitor any changes that impact long-term environmental sustainability. There are huge benefits that come from shared experience across delegates from BVI, TCI and the UK that such workshops facilitate. The success of the project will be measured by the ability of staff to use new types of data to analyse, monitor and assess environmental risks. Latoya Jones appointed DDME Training and & Education Specialist

Latoya Jones has been appointed the Training & Education Specialist with the Department of Disaster Management and Emergencies. Jones when asked about her appointment, stated; “I am happy to be given this opportunity to serve the Turks & Caicos Islands in this new very critical role. Education and Training in Disaster Management is paramount to building the Disaster Readiness and Resilience Capacity of all of the Islands and I welcome the challenge to do so.” Commenting on the appointment Deputy Governor Anya Williams said; “We are happy to have Ms. Jones join our team in the Department of Disaster Management and Emergencies, a team she has worked very closely with

over the years, although in a different capacity. As knowledge is key, we wish her well in her endeavors to develop new education and training programs for both internal and external stakeholder’s and wish her all the best.” Jones holds a Bachelor’s Degree in Geography/Biology from the University of Guyana and began her professional career as the Inward Investment Analyst at the then TCInvest in Grand Turk, where she was instrumental in helping foreign investors navigate the investment process in the Islands. Jones recently held the position of Disaster Management Coordinator for the Readiness to Respond Project in Guyana with the focus on Equipping and Training Vulnerable Communities

with the resources to handle and respond to disasters, and has been a Red Cross Volunteer in the Turks and Caicos Islands for over 20 years. She is one of the foremost First Aid/CPR Trainers in the Turks and Caicos Islands; having trained our TCIRPF and other emergency personal within TCIG and is also a Core member of Turks & Caicos Islands Emergency Response Team, having played a vital role in the aftermath of both Irma and Maria. In her new role she is responsible for the design and implementation of Comprehensive Disaster Management (CDM) education and training programs in support of capacity building within the Turks & Caicos Islands and will work with the DDME Team and Stakeholders in

Mark Wilkinson appointed as Radio Communications & Telecommunications Specialist Mark Wilkinson has been appointed as the Radio Communications & Telecommunications Specialist at the Department of Disaster Management & Emergencies within the Turks & Caicos Islands Government. This includes the use of progressive discipline methods when required. • Plan weekly maintenance schedules, assign work activity and provide work instructions for Mechanical Technicians based on monthly and annual work plans as directed by Director of GDT Operations and/ or his designate. • Ensure a high degree of familiarity and profound knowledge of specifications, fundamental operating concepts and operating, required tooling and maintenance manuals and procedures for all plant production assets and equipment. • Effectively supervise day to day work of Mechanical Technicians with particular regard to safety, efficiency and functionality of the plant. • Evaluate Mechanical Technicians’ performance to ensure quality operations. Treating excessive sweating By Dr. Marsha Barnett We are in the swing of the summer and whilst it can be hot yearround, the summer brings with it, a greater intensity of heat and of course sweating. Although everyone sweats, about 3% of the population is thought to have excess sweating or hyperhidrosis. This is usually a constant problem for those affected but of course, can be exacerbated in hotter climates. Most persons with this condition complain of heavy sweating that affects their lifestyle, whether from drenching shirts, marking the armpits of their clothing when at meetings or causing a noticeable body odor along with the sweating, the effects of hyperhidrosis can be quite embarrassing and even affects one’s social life and selfesteem. How can I treat it? There are a few lifestyle changes, medical and surgical treatment options that may be explored: Antiperspirants The easiest way to tackle excessive sweating is with an antiperspirant. Most antiperspirants contain aluminum salts which form a plug that blocks perspiration. There have been some reports of aluminum being implicated in cancers and Alzheimer’s’ however there hasn’t been any substantial proof of that and so they are still thought to be safe for use

on the skin. There is a wide variety of antiperspirants on the market and many are coupled with deodorants to reduce the smell of perspiration throughout the day. If you are trying the over the counter antiperspirants and you are not happy with your results, a prescription one may be tried after discussion with your doctor. Antiperspirants aren’t only for your underarms as you can also apply them to other problematic areas such as on the palms and groin. Iontophoresis

Botox works by preventing the release of a chemical that signals the sweat glands to produce sweat. Although botox is injected, the procedure is usually not painful and results tend to last 6 to 9 months. It is effective in about 95% of patients. Medications In the rare case where botox hasn’t worked or if your sweating is generalized and not confined to a few troublesome areas like the armpits and groin, your doctor might suggest oral medications. These drugs stop the activation of the sweat glands. They can however, have side effects such as fainting, blurred vision, heart palpitations, and urinary problems.

Iontophoresis uses a machine that generates an electrical pulse to the skin which is thought to block the sweat from getting to the skin’s surface and reduce the activity of the sweat glands. Although it is generally thought to be safe, because it uses an electrical current it’s not recommended for pregnant women nor persons who have cardiac conditions or epilepsy. Persons with pacemakers or metal implants such as joint replacements should not use this treatment. You’ll have to repeat treatment sessions at least a few times a week initially, but some people only require a couple of treatments a month for maintenance.

Surgery is only recommended for people with severe hyperhidrosis that hasn’t responded to other treatments. During surgery, the doctor may cut, scrape, or suction out the sweat glands. A surgeon can also make very small incisions and cut the nerves in your armpit that normally activate the sweat glands. Of course, these procedures are irreversible and can leave scars.

Let us market more than tourism for TCI There is hope in the financial services industry

By Drexwell Seymour Given the natural beauty of our islands including our Beaches, Tourism will continue to play a very integral part of our economy. However, this industry is competitive and fragile and it is important that we explore other industries to maintain our livelihood. I must admit I was one of those persons who felt that the Financial Services Industry was dying due to my belief that the industry was overregulated and the fact that the UK is insisting on the public beneficial registry for the overseas territories. However, this year I am now hopeful of the possibility of the expansion of Financial Services Industry after having Mr. David Stewart (a partner at Griffiths and Partners) on the Financially Speaking Show (a show hosted by E Jay Saunders and me). The fragility of tourism We are in the Hurricane Zone and the Hurricane season is from June to November. I am thankful that we have been blessed not having hurricanes annually but whenever we do, it can upset our main industry. On the other hand, a hurricane will not cause any disruption in the financial services industry. The economy goes in cycles, sometimes up and sometimes down and so depending on the cycle, our tourism industry is subject to ups and downs. In addition, given our geographical proximity, we are particularly reliant on the North American economy, which has regular recessions which can impact

our real estate development and tourist industries dramatically. However, the incorporation of companies and other financial services activities are not solely dependent on the North American economy, and may not be significantly impacted like that of tourism related services. The crime situation is still not at the place where we would like to have it. One robbery or shooting incident can have an impact on our tourism industry. However, it will not impact our financial services unless there are major crimes. Beaches, our largest employer plans to exit the market in 2021. We do not know at this time whether it is finalized as yet now that the amnesty for the waiver of the penalties have been approved. If Beaches decide to leave TCI, it will have a dramatic impact on our economy. Do we have an alternative plan in place in the event Beaches exit? The expansion of financial services can be our alternative especially if you see the impact it has had on islands such as BVI and Cayman.

With the contribution that BVI and Cayman receive from financial services, there is clearly an opportunity for TCI. In TCI, the total GDP contribution from financial services (including domestic financial services) is around 8.5% or $85M. While Cayman and BVI may be far ahead of us with their niche markets, we too can develop our own niche areas and in turn provide alternative revenue, business opportunities and highly paid, rewarding professional employment opportunities for the people of TCI. TCI is in a great location from North America. It can be easily accessed and we branded ourselves as a high end destination providing the opportunity to attract major international financial services businesses to TCI.

BVI and Cayman Financial Services.

Conclusion

The BVI and Cayman Islands have established themselves as global leaders in the financial services industry. In the BVI, financial services income directly contributes 56% of the economy, which is equivalent to $177 million. In addition the sector has over 5,000 employed persons directly and indirectly. It is a critical component of BVI’s economy, and is the source of more than 60% of Government revenues. In the Cayman Islands, financial services contributes more than 35%

Despite the many legislations and the public register fiasco, it is believed that Financial Services Industry will continue to grow. I know the Government has commissioned an independent report from an international consultancy, and established a committee to set an action plan in place for the expansion of the financial services sector. Hopefully, we will see some results soon given that this initiative has been around since 2014. If in Cayman and BVI, financial services

2019 Fortis TCI National Science & Technology Fair Highlights C

lement Howell High School emerged winner of the FortisTCI National Science & Technology Fair on Thursday, March 7th, 2019 at the Gustavus Lightbourne Sports Complex. The school’s project, ‘Glasstastic Building Solutions’, earned the $1,000 prize ahead of Holy Family High School’s two projects ‘Helio Tropic Solar Plane’ and Photo Resistor Controlled Smart Bulbs’, which tied for second placed and earned the $500 prize. In the primary school science project category, International School of the TCI’s ‘Bananas for Energy’ won first prize, ahead of Eliza Simons Primary School’s ‘Chocolate Cooler’ and Providence International Academy’s project, ‘Are Sugars in Fruit and Honey the same as table sugars’. The FortisTCI National Science and Technology

Fair, hosted in conjunction with the Department of Education, returned for its ninth staging this year, following a break in 2018. “The Science Fair means a lot to us at FortisTCI. We believe this event plays an important role in elevating the study of science and technology in our schools, in exciting our students about scientific exploration, and guiding them to career paths in science and technology,” stated Senior Vice President of Corporate Services and CFO Ruth Forbes. “That is why we sponsor and host this event, in partnership with the Department of Education. LIFESTYLE Soda, sports drinks tied to higher risk of early death People who consume lots of sugary sodas and sports drinks every day may be more likely to die early of causes like heart disease and cancer than people who rarely if ever indulge in these beverages, a U.S. study suggests. Heavy soda and sports drink consumption was associated with a 28 percent higher risk of early death from any cause, a 31 percent higher risk of death from heart disease and a 16 percent increased risk of death from cancer, researchers found. “Here in the U.S., about half of the population consumes at least one sugar sweetened beverage per day,” lead study author Vasanti Malik, a nutrition researcher at the Harvard T.H. Chan School of Public Health in Boston, said by email. “Replacing sugar sweetened beverages with other beverages, particularly water, is one strategy to improve health and longevity.” Sodas, sports drinks and other sugar sweetened beverages are the single largest source of added sugar in the American diet, researchers note in Circulation. Although consumption has declined in the past decade, it has rebounded slightly in recent years - and the typical adult gets about 145 calories a day from these drinks. The study wasn’t a controlled experiment designed to prove whether or how sugary drinks might directly cause health problems or send people to an early grave. But it’s likely that both the added sugars and calories in these beverages play a role, Malik said. That’s because the link between sugary drinks and early mortality wasn’t as strong once researchers accounted for diet and lifestyle factors, including how many calories people consumed. When people drink sodas and other sugary beverages, they may be more likely to develop risk factors for diabetes, heart disease and other chronic health problems, Malik said. They also may consume more total calories than they otherwise would, which contributes to obesity as well as an increased risk of high blood pressure, diabetes, heart disease and stroke. And the increased risk of cancer seen with sugary drinks is “likely driven by diet-related cancers, including breast cancer and, to a lesser extent, colon cancer,” Malik said. In the current study, the risk associated with sugary drinks rose with higher consumption for men and women. Artificially sweetened beverages could be used to replace sugary drinks, but high consumption of the artificially sweetened drinks should also be discouraged, the research team says. That’s because among heavy consumers of sugary drinks, substituting one artificially sweetened drink per day was tied to a slight reduction in the risk of early death. However, women who drank four or more artificially sweetened drinks per day had a higher mortality risk than other women in the study. Data for the analysis came from 37,716 men in the Health Professionals follow-up study and 80,647 women in the Nurses’ Health Study. Researchers accounted for other dietary factors, physical activity and obesity, so that any effect measured could be independently linked with sugarsweetened beverages. During 34 years of follow-up in the nurses’ study, 23,432 women died, including 4,139 who died of heart problems and 8,318 from cancer. Over the course of 28 years in the health professionals study, 13,004 men died: 3,757 from heart issues and 4,062 from cancer. More research is needed to verify the connection between artificially sweetened drinks and mortality risk, the study authors note. It’s also possible that results for these study participants might not represent what would happen for other U.S. adults. Even so, the results add to the mounting evidence that sugary beverages like sodas and sports drinks are harmful, said Nicola McKeown, a researcher at the Friedman School of Nutrition Science and Policy at Tufts University who wasn’t involved in the study.

San Francisco officials look to ban sale of e-cigarettes San Francisco officials on Tuesday proposed legislation that would ban the sale of e-cigarettes from companies such as Juul until a review by the U.S. Food and Drug Administration, as part of the city’s efforts to tackle underage vaping. District Supervisor Shamann Walton will also introduce legislation at a meeting of the city’s board of supervisors to prohibit the manufacture and distribution of all tobacco products, including e-cigarettes, on city property. A statement from the City Attorney’s office said the legislation would prevent e-cigarette company Juul from expanding on city property if engaged in the sale, manufacture and distribution of tobacco products. Juul is the largest U.S. e-cigarette maker. Shares of Altria Group Inc, which holds a 35 percent stake in the company, closed down 2.3 percent. “By law, before a new tobacco product goes to market, the Food and Drug Administration is supposed to conduct a review to evaluate its impact on public health. Inexplicably, the FDA has failed to do its job when it comes to

should be sold at all given the recent increase in the use of the products by American teens. “I’m having debates about whether or not flavored products should be sold in convenience stores and I think the real debate is whether or not any of these products should be sold in convenience stores,” Gottlieb, who is leaving the agency, said at the Brookings Institution in Washington. A Juul spokesman said the proposed legislation would only limit adult smokers’ access to products that could help them switch away from combustible cigarettes.

Excess pregnancy weight gain tied to risk for delivery complications Women who gain more weight than recommended while pregnant may increase their chances for serious complications at delivery, a study of more than a half-million births in New York City suggests. In particular, women who gained more than 20 pounds above the guideline amounts had significantly higher rates of heart failure, severe high blood pressure and needing a transfusion or ventilation, researchers report in Obstetrics & Gynecology. “We’ve seen a huge surge in . . . maternal mortality in this country, and when we look at the risk factors that are potentially modifiable, gestational weight gain is one that can change throughout pregnancy,” said lead author Dr. Marissa Platner of Emory Healthcare and the Emory School of Medicine in Atlanta, Georgia. In 2009, the National Academy of Medicine revised guidelines for weight gain during pregnancy based on women’s pre-pregnancy body mass index (BMI, a ratio of weight to height). Women in the normal BMI range of 18.5-24.9 are encouraged to gain 25 to 35 pounds during pregnancy. Those with a BMI below 18.5 should gain 28 to 40 pounds. Women who are overweight before becoming pregnant should gain less during pregnancy: 15 to 25 pounds for

those with a BMI between 25 and 29.9 and just 11 to 20 pounds for those with a BMI of 30 or higher. Nearly half of all pregnant women in the U.S. gain more than what’s recommended, however, particularly those who are overweight or obese before pregnancy, the authors note. “It’s really important to optimize your nutrition, diet and exercise before you become pregnant and then during pregnancy,” Platner said in a phone interview. “It’s one of the most important things you can do to affect your pregnancy outcomes.” For the new study, the researchers analyzed 515,148 singleton births using 2008-2012 New York City data that included information about pre-pregnancy weight and gestational weight gain, as well as serious deliveryrelated complications such as lifethreatening diagnoses, life-saving procedures or death. About one quarter of the women gained less than recommended, one third gained within the recommended range, another third gained 1-19 pounds more than recommended and 8 percent gained more than 20 pounds above the guideline for their pre-pregnancy BMI. Overall, the two groups with weight gains above the guideline range had higher rates of complications at delivery. For

example, these women were nearly four times more likely to experience heart failure during a procedure, and about two and a half times more likely to require ventilation. “We saw the increase affect women across the spectrum for all pre-pregnancy weights,” Platner said. “Many physicians and women focus on weight gain only in the overweight or obese groups, but it’s important for everyone to talk about it, not gloss over it because they’re thin before pregnancy.” Women whose prepregnancy BMI was below normal had the highest risks with weight gain above the guideline range. But apart from gestational weight gain, rates of severe complications were highest for women with pre-pregnancy BMI in the obese range. Women and their doctors need to know about these guidelines for weight gain during pregnancy, said Dr. Michelle Kominiarek, a maternalfetal medicine specialist with Northwestern Medicine in Chicago, who wasn’t involved in the study. “A discussion of weight gain goals and methods to achieve those goals should be a priority for providers to have with their patients,” she said by email.

A letter will be sent to the President Jovenel Moise regarding the appointment of a new prime minister. “The Government of Jean Henry Céant received a motion of censure from the Chamber of Deputies with 93 votes in favour, six against and three abstentions,” the Chamber of Deputies announced just after midday on Monday. “It was illegal. It was unconstitutional,” said Deputy Sinal Betrand, who was among the six who voted against the government’s censure. Political observers said that in the absence of a quorum in the Senate on Monday morning, Prime Minister Céant could not benefit from a six month stay by way of a vote of confidence. The West Bay Street resident is said to have further denied being found in possession and/or control of various dental health appliances, equipment or supplies without the proper authority, which he used to practice dentistry or perform dental work, on March 13. Tribune242 said Montague has since been remanded and the matter adjourned until Thursday. The teen is reportedly married to a Bahamian woman who is understood to be pregnant. Tribune242 further reported that the magistrate indicated that Montague’s official status in the country would have to be confirmed by the Department of Immigration. In addition, the report said, more information should be collected on excluded persons under the Securities Investment Business Law, who must also implement appropriate antimoney laundering policies, procedures and controls.

Jamaica PM outlines new rules for appointment to public boards

Good people will not come forward to be considered for appointment if the appointment system appears irrational, blatantly biased, overly bureaucratic or likely to impugn their integrity,” he told the House of Representatives in his 2019/20 budget presentation. Holness, noting that regulations for a new policy to guide the process are being developed, said the new appointment regime will create a strong institutional mechanism to support ministers in identifying, selecting and appointing board members. He explained that appointments will remain the remit of portfolio ministers, for which they will be held accountable. “It is to be expected that they (ministers) take a close interest in the process and have confidence in the people they appoint. After all, ministers can pay the ultimate price for the actions of their appointees,” he said. According to the prime minister, a competency profile specific to each public agency will be developed and a database of candidates suitable to each agency established. Following the portfolio minister’s review and selection from a short list, the names will be submitted to Cabinet for approval. Also included in the new policy guidelines is that ministers must approve travel for board chairmen, either to or from the island. Holness said candidates must also disclose their residency status to the minister and the Cabinet in order to inform the decision-making process about the potential cost that the Government could incur by appointing persons who live overseas, he stated.

He said that the authority of the legislative branch is unimpaired and that the National Assembly remains in session. “This is essential because, under the Constitution [at Article 106 (7)],

the Assembly could be summoned to expand the time for conducting general and regional elections beyond the period of 90 days from the time of the no-confidence vote on 21st December 2018.” He said the High Court in its ruling in January had declared that the Parliament is not dissolved as a result of the no-confidence motion. Instead, it is the holding of elections which will be responsible for the dissolution of such a Parliament. “The National Assembly, therefore, is still vested with the authority to provide the Elections Commission with the time and resources necessary for the conduct of credible general and regional elections,” Granger said, adding that the independence of the judicial branch has been respected: He defended the government’s decision to challenge the ruling of the High Court that found the motion of no confidence to be valid, adding the government’s right to challenge the ruling is enshrined in the Constitution. “The legal challenges, in so far as the government is concerned, were neither frivolous nor calculated to frustrate the implications of the noconfidence vote,” he said, adding that

UWI male student accused of serial assaults against females A male student at The University of the West Indies, Mona (UWI) is currently facing possible disciplinary measures for allegedly sexually assaulting several female students on the Irvine Hall dormitories of the campus. The reports came to the Jamaica Observer last week from at least three secondary sources, including two students who revealed that the victims of the alleged assaults were afraid to come forward because the accused is reportedly still living on the hall after they reported it to the Campus Registrar and campus security. When the Sunday Observer contacted the university to confirm whether or not the reports were valid, a marketing and communications officer said that the university is treating the reports as a disciplinary matter. Pressed on the details of the reports, an official from the university said: “As it relates to your request for specific details on the matter, we sincerely apologise, but the UWI Mona is not in a position to discuss publicly, as it may compromise the proceedings. I do hope you understand.” However, one of the students who asked only to be identified as a resident of Irvine Hall, confirmed that she knew of three victims, two from the region and one Jamaican, one of whom she said returned home because of the traumatic experience. “The accusations came out during the latter part of February and the beginning of March. Several students

The student also revealed that she knew from the victims some of the heinous acts that the accused allegedly committed against the female students. “One girl got bit in the face and choked. Another girl was choked. And the third student, she was put in a compromising position in her dorm room. The students do not want to talk with the media; they just want to move on.” The student suggested that the university officials appear to be doing nothing about the matter as the accused was recently seen on hall. “I am not seeing where anything is being done on the part of the university. He is still on

hall, still walking around, still going to classes.” The Student Services and Development Manager of Irvine Hall and the Campus Registrar are conducting an investigation. Meanwhile, assistant commissioner of police (retired) in charge of campus security, Keith “Trinity” Gardner told the Sunday Observer that the student was taken in for questioning and removed from the hall. He also said that his investigations revealed that the accused did assault several female students but that the assaults were not of a sexual nature. “I can categorically say from my investigatio,n and speaking with the victims, that there was no case of sexual assault. There were reports of alleged assaults committed by one individual against several females. “From all the witnesses and complainants that I have interviewed, none of them disclosed any sexual assault. They disclosed that they were assaulted but it was not of a sexual nature. Statements have been collected. The complainants went to the Mona police and made reports and asserted that they did not want to proceed against the alleged offender criminally. “It was left for the director of security of the campus to conduct an intensive investigation into the matter. The investigation was done; statements were collected and they were forwarded to the university’s senior management along with a report.”

UK’s May asks a wary EU to delay Brexit until June 30 Prime Minister Theresa May formally asked the European Union on Wednesday to postpone Britain’s departure from the bloc — due in nine days — until June 30. But an exasperated EU said Britain would have to accept either a shorter delay or a much longer one. In a letter to European Council President Donald Tusk, May said the Brexit process “clearly will not be completed before 29 March, 2019” — the date fixed in law two years ago for Britain’s departure. She asked for a delay until June 30, and said she wanted to set out her reasons to EU leaders at a summit in Brussels on Thursday. Opposition politicians, and pro-EU members of May’s Conservative government, had urged a longer extension, saying a delay of just a few months could leave Britain once again facing a cliff-edge “no-deal” Brexit this summer. Withdrawing without a deal could mean huge disruption for businesses and people in the U.K. and the 27 remaining EU countries. But a long extension would infuriate the pro-Brexit wing of May’s divided party, and would require Britain to participate in May 23-26 elections for the European Parliament. May said that would be unacceptable. “As prime minister I am not prepared to delay Brexit any further than June 30,” she said in the House of Commons. May said a longer delay would result in Parliament spending “endless hours contemplating its navel on Brexit.” Any delay that required Britain to take part in European parliamentary elections would be a major headache for the bloc. Cubans frustrated over U.S. move to end five-year visitor visas

The Trump administration’s move to end five-year visitor visas for Cubans has left residents of the island angry and frustrated that it will be even harder to see their relatives, shop, or undertake cultural and academic exchanges in the United States. The State Department on Friday said the measure, which became effective on Monday, was taken for reasons of reciprocity because Cuba currently issues only one-time temporary visas to visitors. Tens of thousands of Cubans had used the five-year visitor visa to travel, often repeatedly, to the United States. They now can only get a visa that is valid for one trip during a threemonth period. Carlos Saladrigas, a CubanAmerican businessman and head of the Cuban Study Group, which advocates engagement with Cuba, said ending the visa program was mean and counterproductive. “It will cause great harm to Cuban civil society, the very sector driving changes to the island’s political

and economic structures,” he said. U.S. President Donald Trump has pledged to end the detente and engagement policy that was begun by the Obama administration in 2016 as part of its effort to end more than five decades of hostility between Washington and communist-run Cuba. Man charged with distributing live stream of mass shooting denied bail

the Herald reported. His request for bail was refused but the judge granted him name suppression. He is due back in court next month. Australian Brenton Tarrant, 28, a suspected white supremacist, was charged with murder for the mosque shootings. Tarrant was remanded without a plea and is due back in court on April 5 where police said he was likely to face more charges. The teen was initially charged with publishing material insulting other races and ethnicities but that charge was withdrawn and replaced by the two new charges on Monday.

No new numbers had been released following the cyclone’s arrival in the country. Caroline Haga, a senior International Federation of the Red Cross official who is in Beira, said the situation could be far worse in the surrounding areas, which remained completely cut off by road and where houses were not as sturdy. Nyusi flew over areas that were otherwise accessible, and some of which had been hit by flooding before Cyclone Idai. In Beira, Mozambique’s fourth-largest city and home to 500,000 people, a large dam had burst, further complicating rescue efforts. Large swathes of land were completely submerged, and in some streets people waded through knee-high water around piles of mangled metal and other debris. In the early hours of Monday morning, rescuers launched dinghies onto chest-high waters, navigating through reeds and trees - where some people perched on branches to escape the water - to rescue those trapped by the flooding. Meanwhile, rescuers were struggling to reach people in Zimbabwe’s Chimanimani district, cut off from the rest of the country by torrential rains and winds of up to 170 kph that swept away roads, homes and bridges and knocked out power and communication lines. Zimbabwe’s treasury has released $18 million to rebuild roads and bridges, provide water and sanitation and electricity. Families began burying the dead but the death toll is expected to rise. Many people had been sleeping in the mountains since Friday, after their homes were flattened by rock falls and mudslides or washed away by torrential rains. The Harare government has declared a state of disaster in areas affected by the storm. Zimbabwe, a country of 15 million people, was already suffering a severe drought that has wilted crops. Beira, which sits at the mouth of the Pungwe River, is also home to Mozambique’s second-largest port, serving as gateway for imports to landlocked countries in southeast Africa. The director of a company that jointly manages the port, Cornelder, based in the Netherlands, said the port had been closed since last Wednesday but would hopefully resume operations on Tuesday. Two cranes would be working and the company had two large generators and enough fuel for now, though damage to access routes and roads further inland was more likely to cause a problem, said the director, who asked not to be named.

Gunman kills 3 on Dutch tram; mayor fears terrorism A gunman killed three people and wounded five during a mid-morning tram ride Monday in the Dutch city of Utrecht, raising the specter of another extremist attack only days after the murderous rampage in New Zealand. Authorities seized a Turkish-born suspect after a manhunt that convulsed the historic city of nearly 350,000 people for most of the day. As night set in, three victims lay in critical condition, and the motive for the bloodshed remained under investigation. Prime Minister Mark Rutte said authorities were trying to determine whether the attack had “terror motives.” Justice Minister Ferd Grapperhaus said the suspect, identified as Gokmen Tanis, 37, was known to justice authorities and had a criminal record, but would not elaborate. Police said they also detained another man on suspicion of involvement but released no details. The shooting came three days after 50 people were killed when an immigrant-hating white supremacist opened fire at two mosques in Christchurch, New Zealand, during Friday prayers. There was no immediate indication of any link between the two events. The Utrecht attack took place at a busy intersection in a residential neighborhood. The gunman was alleged to have had an automatic weapon, Grapperhaus said.

returned to 4. Police said a red Renault compact car was carjacked shortly before the shooting and later found across town. Local media said Tanis had been charged several times over the past years with offenses ranging from attempted manslaughter to petty crime in and around Utrecht. Two weeks ago he was in court on charges of raping of woman in 2017, news reports said. The identities of the shooting victims were not immediately released, and Grapperhaus would not say if any were known to the gunman. Political parties halted campaigning ahead of provincial elections scheduled for Wednesday that will also determine the makeup of Parliament’s upper house. A televised debate also was canceled. It was not clear if campaigning would resume Tuesday.

EU fines Google $1.7 billion for abusing online ads market

European Union regulators have fined Google 1.49 billion euros ($1.7 billion) for abusing its dominant role in online advertising, the third big antitrust penalty they’ve given the internet giant since 2017. The latest punishment means the commission has now issued Google with almost $10 billion in fines from probes into various parts of the Silicon Valley tech company’s business. In the latest ruling, Google and parent company Alphabet were found to have breached EU rules by imposing restrictive clauses in contracts with websites that used its AdSense advertising business. That prevented Google rivals from placing their ads on these sites, the EU’s competition commissioner, Margrethe Vestager, said Wednesday. “Google abused its dominance to stop websites using brokers other than the AdSense platform,” Vestager told a news conference as she outlined the results of the long-running probe. The AdSense For Search service — known simply as AdSense — lets

Google act as a middleman between advertisers and website owners who want to make money by selling space for ads. AdSense allows web publishers such as newspapers and bloggers to place text ads on their websites, with the content of the ads based on results from search functions on their sites. The commission said Google has 70 percent of the European market for “online search advertising intermediation.” Microsoft filed a complaint with the EU in 2009 about Google’s service and the commission formally launched its probe in 2016, although it said at the time that Google had already made some changes to give customers more freedom to show competing ads. Google “prevented its rivals from having a chance to innovate and to compete in the market on their merits,” Vestager said. “Advertisers and website owners, they had less choice and likely faced higher prices that would be passed on to consumers.” Last year, Vestager hit the company with a record 4.34 billion euro

($5 billion at the time) fine following an investigation into its Android operating system. In 2017, she slapped Google with a 2.42 billion euro ($2.7 billion at the time) fine in a case involving its online shopping search results. Google’s case highlights how the EU has led the way in promoting tougher regulation for the big tech companies . Besides cracking down on antitrust breaches by multinationals like Microsoft and Intel, the EU has enforced tougher data privacy rules that affect Facebook and other social media companies. Google’s senior vice president of global affairs, Kent Walker, said the company agrees that “healthy, thriving markets are in everyone’s interest.” “We’ve already made a wide range of changes to our products to address the commission’s concerns. Over the next few months, we’ll be making further updates to give more visibility to rivals in Europe,” Walker said in a statement. Google, which is appealing both of the earlier cases, said ahead

European Competition Commissioner Margrethe Vestager of Wednesday’s announcement that it has put in place remedies required by the commission. The company said in a blog post that it was making some tweaks to its shopping results. It will also start asking European users of new and existing Android phones if they want to use another search service or mobile browser.

Bayer shares slide after latest Roundup cancer ruling Shares in Germany’s Bayer’s fell more than 12 percent on Wednesday after a second U.S. jury ruled its Roundup weed killer caused cancer. Tuesday’s unanimous jury decision in San Francisco federal court was not a finding of Bayer’s liability for the cancer of plaintiff Edwin Hardeman. Liability and damages will be decided by the same jury in a second trial phase beginning on Wednesday. Bayer, which denies allegations that glyphosate or Roundup cause cancer, said it was disappointed with the jury’s initial decision. Bayer acquired Monsanto, the longtime maker of Roundup, for $63 billion last year. Bayer shares were 12.5 percent lower at 1110 GMT, the biggest intraday loss in 16 years, wiping some 8 billion euros ($9.1 billion) off its valuation. “This looks like 2-0 plaintiffs, and clearly not helpful for the overall payout calculus and resolution of the litigation,” said Bernstein analyst Gunther Zechmann. Glyphosate is the world’s most widely used weed killer. Monsanto’s

Roundup was the first glyphosate-based weed killer but is no longer patentprotected and many other versions are now available. Bayer does not provide sales figures for the product. “We are confident the evidence in phase two will show that Monsanto’s conduct has been appropriate and the company should not be liable for Mr. Hardeman’s cancer,” the company said. The case was only the second of some 11,200 Roundup lawsuits to go to trial in the United States. Ford names Amazon veteran Tim Stone as CFO Ford Motor Co on Thursday named Amazon.com Inc veteran Tim Stone as chief financial officer, the automaker’s first external hire for the role in seven decades. Stone, 52, replaces Bob Shanks, who will retire at the end of 2019 after serving the company for 42 years. Stone held various financial roles at Amazon for two decades, and was most recently CFO of Snapchat messaging app owner, Snap Inc. The Journal’s finding, attributed to people familiar with the matter, parallels the conclusion reached by private investigators working for Bezos as of early February. Those investigators reportedly found that Michael Sanchez had leaked the texts to the Enquirer, although they didn’t appear to conclude who might have paid for them.
