‘FINGERPRINTING MUST COME’ Premier Robinson says it’s part of the way forward

P

remier Hon. Sharlene Robinson said fingerprinting for police records must be introduced in the Turks and Caicos Islands, although she stressed that Commissioner of Police James Smith was not given, and presently does not have, the legal authority to enforce it. “Bio-metrics is a very important part of the way forward and I want people to appreciate that it will come. It must come for the Turks and Caicos Islands. We are quite keen to do it in (Donald) Trump’s country (United States of America) and he’s doing that as a measure of protection and we should want nothing less for our country,” Premier Robinson said during a session in the House of Assembly on March 25th, 2019. The Premier said there has been no policy position taken by Cabinet regarding fingerprinting for police records, adding that “nothing has come to the House of Assembly for approval”. The Police Force recently introduced mandatory printing as a requirement for police records, but abruptly halted the practice after severe criticisms and concerns were expressed by the public and lawyers. In response to these concerns, the police force said it considered the legal advice it sought from Attorney General Rhondalee Braithwaite, QC, and decided to suspend the requirement to provide fingerprints with immediate effect as part of the application process whilst the legal requirements are clarified and implemented as necessary. Acting Commissioner of Police Trevor Botting said: “The integrity of the RTCIPF Police Record system is of national importance. The recent changes are designed to enhance integrity by using fingerprints as part of the identity check of the applicant. However, the concerns of the community have been acknowledged and I have made a decision to suspend the taking of fingerprints whilst a review of the process is undertaken. I thank the public for their understanding.” During the House of Assembly meeting, Opposition Appointed MP Hon. Construction begins on new primary school in Long Bay

onstruction has finally begun on the new primary school on the Island of Providenciales with the support of the European Union. A corner stone laying ceremony took place at the schools location in Long Bay on Thursday March 28th. First phase of the $15million project is expected to be completed within 18 months. Greeting were bought by Her Excellency, Anya Williams, Deputy Governor, European Union (EU) Ambassador , Her Excellency Malgorzata Wasilewska and Premier Hon. Sharlene Cartwright- Robinson who served as Acting Minister of Education in the absence of Hon. Karen Malcolm. Also in attendance was Deputy Premier Hon. Sean Astwood, Hon. Edwin Astwood- Minister of Health, Agriculture and Human Services and Minister for Infrastructure, Housing and Planning, Hon. Goldray Ewing. The new school will accommodate over 500 students and it will have 30 classrooms inclusive of the specialist classroom. In addition, the primary school will

be hurricane-proof and has been purpose-built to double as a storm shelter. Receiving numerous complaints from the community about overcrowding at schools, the government is confident that this school will assist in reducing a lot of challenges. During her remarks, Her Excellency, Anya Williams, Deputy Governor said, “Truly we here to give thanks as we begin construction of this new primary school, the first brand new primary school to be built on the island of Providenciales for an extremely long time. In Grand Turk we were forced to rebuild schools because of fires and hurricanes but we’re here today to begin the construction of this new primary school and to say that it’s been a long time coming.” She added: “As the EU programme manager in Turks and Caicos Islands I start by expressing our thanks first of all to the EU delegation. This programme begun in 2015 but it started really in 2017 once we signed the financing agreement. Since then we’re been working diligently

to progress the work under the EU programme. Within two short years we’ve already advance two tranches on funding under the programme, having received 10.8millon euros.” European Union (EU) Ambassador, Her Excellency Malgorzata Wasilewska said the European Union strongly values its partnership with the TCI government to promote a resilient and efficient education system and today shows their commitment to working together for the success of the children of Turks and Caicos Islands. “Today’s ground breaking ceremony is the latest evidence of the fruitful collaboration between the Government of the Turks and Caicos Islands and the European Union (EU). We are working together to ensure increased access to quality education for all children on the islands. I am proud of the role that European Union is playing as the most significant donor in the education sector with a total of 17.5 million euros allocated to support the implementation of the TCI education sector plan. 2018-2022,” she said.
