CHANGES TO CONSTITUTION PROPOSED by Hayden Boyce Publisher & Editor-in-Chief

T

he two main political parties in the Turks and Caicos Islands (TCI) have recommended several changes to the country’s Constitution, which, if approved by the British government, will effectively give future elected governments more control over TCI’s affairs. The ruling People’s Democratic Movement (PDM) and the opposition Progressive National Party (PNP) have appointed a Constitution Review Committee that was formed to conduct consultations throughout the islands on proposed constitutional changes to the Constitution, reintroduce the public to the current proposals before the United Kingdom, educate on areas of proposed new submissions and receive recommendations. When their report is completed by October 31st, it will be forwarded to Her Majesty’s Government and a TCI Delegation will go to London make representations in November. The Committee is chaired by Attorney General Hon. Rhondalee Braithwaite-Knowles OBE, QC, who is being supported by the Principal Legislative Drafter in the Attorney General’s Chambers, Ms. Desiree Downes MBE. The other members of the committee are: Hon. Sean Astwood, Deputy Premier; Hon. Douglas Parnell, MP for Cheshire Hall and Richmond Hill; Hon. Akierra Missick, MP for Leeward and Long Bay and Donhue Gardiner, former Minister for Border Control. Chief among the proposals is the “return to trial by jury as a fundamental right” with the defendant having an option to elect to trial by judge alone. It is proposed that a person charged with a criminal offence should have a right to trial by a jury of his peers or the option to elect to trial by judge alone. Regarding whether decisions in Cabinet should be taken by majority vote or by consensus? If the answer is by majority vote, whether the Deputy Governor and the Attorney General should be voting members of the Cabinet, the Committee proposed that decisions of Cabinet are to be taken by a majority of the Members present and voting. “We propose that once a decision is taken in Cabinet, if a Member of the Cabinet cannot or will not defend it, or if he or she should speak outside of the Cabinet against it, he or she should resign his/her office,” a document with the recommendations stated.

We propose that this provision be removed altogether so that all members of the House of Assembly are elected. “In the alternative: We propose that we return to the provisions in the Constitution Order 2006 on the appointment of Members of the House of Assembly as follows: i. One (1) Member appointed by the Governor in his discretion; ii. Two (2) Members appointed by the Governor in accordance with the Premier’s advice; and iii. One (1) Member appointed by the Governor in accordance with the Opposition’s advice. FIXED DATE FOR ELECTIONS, FIV YEAR TERMS Regarding whether there should be a fixed Parliamentary term? Whether the parliamentary term should be increased from 4 years to 5 years? (section 57(3) of the 2011 Constitution), the Committee proposed that there should be a fixed date for general elections in the islands and that the parliamentary term be increased to 5 years. As to whether the appointment of the Electoral District Boundary Commission should be revised to return to the 2006? (section 60 of the 2011 Constitution), it was proposed that TCI return to the provisions in the Constitution Order 2006 on the appointment of an Electoral District Boundary Commission as follows: i. The Governor appoints the Chairman, in his discretion; ii. The Governor appoints one (1) Member, in accordance with the advice of the Premier, and iii. The Governor appoints one (1) Member, in accordance with the advice of the Leader of the Opposition. It was also suggested that the Chairman should be someone who holds (or has held) high Judicial or Legal Office. High Judicial Office is the office of judge or justice of appeal. High Legal Office includes, the office of Attorney General and his/her Deputy, the Director of Public Prosecutions (or like post) and his/her Deputy and Queen’s Counsel. They proposed that the Chairman should be a qualified attorney in the Turks and Caicos Islands, any part of the Commonwealth Caribbean or the United Kingdom. The other Members must be registered as Electors in the Islands on the date of appointment. With respect to whether the qualification for appointment to the

Judicial Service Commission should be expanded? (section 86 of the 2011 Constitution), the Committee proposed expanding the pool of persons qualified for appointment to the Judicial Services Commission to include the President of the Bar Council and persons who hold or who have held high legal office as well as high judicial office. It was also proposed that at least one (1) Member of the JSC should be a Turks and Caicos Islander. In the alternative, it was proposed that: 1. That the JSC be chaired by a Turks and Caicos Islander who is a non lawyer and who has been recommended for appointment by the Premier and the Leader of the Opposition jointly. 2.The additional members should include the President of the Bar Council and a person appointed by the Governor, in his discretion, who has held High Judicial Office in the TCI or in some other part of the Commonwealth. 3.The Chief Justice nor any of the sitting members of the TCI Bench should be eligible for appointment. Whether the Labour Tribunal should be included as part of the judiciary? It was also proposed that the Labour Tribunal should be subsumed into the Judicial administration under Part V of the Constitution. As to whether the Institutions Protecting Good Governance should produce annual reports to the House of Assembly? (section 97 of the 2011 Constitution), it was proposed that the Institutions Protecting Good Governance should be required to file a report every year of their activities and finances over the preceding year to the Governor, who should be required to cause same to be laid on the Table of the House of Assembly. Regarding whether there should be a constitutional provision for Referenda on issues of national importance, it was proposed that there should be provision made in the Constitution for referenda on issues on issues of national importance as the Government might from time to time deem appropriate and constitutional reform. CROWN LAND As it relates to whether there should be a constitutional provision that portfolio responsibility for Crown Land should lie with a Minister, it was proposed that portfolio responsibility for Crown land should be codified in the Constitution as within the remit of a Minister, and subsidiary legislation can follow in an Ordinance (section 36 of the 2011 Constitution).

Captain Bradley Williams makes TCI proud By Todeline Defralien On Friday October 18th, Turks and Caicos Island celebrated Captain Bradley Williams of Grand Turk who piloted JetBlue flight B6 2015 to Providenciales for the first time. Capt. William’s inaugural flight to the Providenciales International Airport landed safely shortly after noon on Friday. The Tourist Board team along with family members and members of the community all welcomed Mr. Williams at the Airport with cheers and well wishes on this iconic moment. Acting Governor Hon. Anya William, Minister of Education Hon. Karen Malcolm and Hon. Josephine Connolly were all at attendance. Commenting on this historic milestone, Mr. Williams said, “I wish to express my sincere thanks to everyone who came out to welcome me on my first flight to my hometown Turks and Caicos. I was surprised but elated to see

so many of you. Thanks to the Tourist Board, Ms. Blythe Clare and her team, Hon Karen Malcolm, Hon Josephine Connolly, my family, friends and for the gifts I received. Special thanks to the Acting Governor Hon Anya William’s who made a special effort to be there to greet me.” Williams also thanked his parents who are his biggest support team. “My appreciation and love to my Mom and Dad who are my constant support. I love being a Pilot, I love Turks and Caicos and I love all of you, always representing TCI. Mrs. Julia who couldn’t attend the event took to social media and expressed her sincere thanks to everyone. “I lay down last night and reminisced on the happenings of

yesterday, the goodness of God, and how he acts at just the right time. Bradley sent me a WhatsApp message about 9:00 o’clock saying he was called about 8:35 to do the Provo flight. On impulse, I posted on fb that this was the first time he would be flying to pls since working for Jet Blue. In a few minutes I got calls saying what they saw or they heard. At that time I was washing my hair. Arrangements were speedily made by the Tourist Board and others to welcome him. I was so proud yet humbled with what I saw yesterday as my husband and I could not be there,” she explained. She continued: “I wish to thank the Tourist Board and their team, Hon. Karen Malcolm, family members, everybody and especially the Acting Governor HE Anya Williams, who rushed to the airport to see him before he left. And yes his captain was there but Bradley flew the plane in and out of Provo. Back to the beginning- with all the happenings of the last few weeks,

Fortis CEO Eddinton Powell earns Leadership MVP Award FortisTCI President and CEO Eddinton Powell was recently named the 2019 recipient of the 3rd Annual Caribbean Renewable Energy Forum (CREF) Energy Leadership MVP Award. The honor is given to a nominee who has made a significant contribution to energy development in the region. CREF Program Director Julie Taylor, on behalf of the CREF Advisory Committee, announced the award on Thursday, October 17, at the 11th annual CREF Conference in Miami, Florida, USA. With almost 40 years of industry experience and 12 years as President and CEO of FortisTCI, Mr. Powell is credited with leading the transformation of the electricity sector in the Turk and Caicos Islands (TCI). His accomplishments include investing in the professional development of employees to create a well-trained and diverse workforce, leading to the company achieving ‘Investors in People’ accreditation in 2016. In 2018, FortisTCI was again accredited with Investors in People (Silver) certification. Under his leadership, FortisTCI earned its first investor grade credit rating with Standard & Poor’s, providing the company the opportunity to access affordable financing in the United States capital debt market. Other FortisTCI achievements under Mr. Powell’s leadership include, earning ISO 22301:2012 certification for business continuity management from three leading global standards organizations, and ISO 14001:2015 and ISO 45001:2018 certification for Occupational Health and Safety, and Environmental Management Systems. Mr. Powell also created an environment where modernizing utility infrastructure for resiliency and reliability was a priority. This approach led to a utility with one of the highest reliability stats in the region, adding to the continued economic development of the TCI. In 2018, the company won the Edison Electric Institute (EEI) restoration award for its record-breaking restoration of service in the aftermath of Hurricanes Irma and Maria. FortisTCI restored service to the entire country in 60 days, which had a positive impact on the country’s economy.

Mr. Powell has led FortisTCI to integrate and enable the renewable energy transition through the establishment of distributed generation solar programs for customers, which received the 2018 CREF award for Best Distributed Generation Project. He and his team have also worked alongside the Turks and Caicos Island Government and the Rocky Mountain Institute to finalize a national energy plan called the Resilient National Energy Transition Strategy, which will serve as the country’s blueprint over the next 22 years. AG and Bar Council condemn public attacks on Judiciary Attorney General Hon. Rhondalee Brathwaite-Knowles, QC, and the Turks and Caicos Island Bar Council have condemned recent social media attacks on the Judiciary. The following is the full text of their statement: The Turks and Caicos Islands has always prided itself on being a peaceful society that enjoys a relatively low crime rate. In recent times, we have recognized a marked increase in indiscriminate criminal activity. Sincere sympathies go out to those immediately impacted. The imminent desire of all right minded law abiding persons is for perpetrators to be swiftly apprehended and brought to justice. To this end, our

law enforcement agencies have made the safety concerns of its citizens a top priority. In the interim however, the Bar Council, and the Hon. Attorney General have become increasingly concerned by the malicious and reckless manner in which members of the public have chosen to express their disappointment with the outcome of some criminal matters before the courts. Through the use of social media forums persons have been advocating for actual physical harm to members of the Judiciary as means of putting an end to the criminal activity. The Bar Council and the Hon. Attorney General strongly condemn any and all public attacks on the members of the Judiciary in the Turks and Caicos Islands. We urge the public

to exercise restraint and good judgment and to refrain from engaging in reckless discourse that purports to place judicial officers directly in harm’s way or encourage others to do so; such rhetoric only seeks to perpetuate more violence and lawlessness and undermines the rule of law in the Islands. By reason of their position, judges and magistrates are unable publicly to respond to criticisms and threats. Judges are however entitled to public recognition of their uncompromising independence, public service and the dignity of their judicial office in the performance of their Constitutional duty. Respect for the rule of law, the Judiciary and law enforcement officers is a fundamental characteristic of any democratic society. We urge that

Drug recall: Zantac and other ranitidine-containing medicines The Ministry of Health, based on additional information gathered is alerting all healthcare providers to desist from importing any ranitidinecontaining products in light of the recent global recalls. In addition, all providers are asked to remove all ranitidine-containing products from your shelves and stop all supply, distribution and sale of these products to the public. The ministry is mindful of the current uncertainty that exists and remains alert regarding the ongoing investigations concerning this medicine. We are therefore advising patients, who are currently taking this medicine, to urgently see their physicians, pharmacists or other healthcare providers to discuss how to proceed with their course of

Zantac treatment. The ministry wishes to advise that there are other suitable alternative treatment options available in the Turks and Caicos Islands.

The recall is due to the presence of low levels of an impurity known as N-nitrosodimethylamine (NDMA) within the recalled medicines. NDMA

is classified as a probable cancer-causing agent (carcinogen) based on results from laboratory tests. Ranitidine, popularly known as Zantac, is both an over-the-counter (OTC) and prescription type drug that reduces the amount of acid created by the stomach. Some of its more common uses include the prevention and treatment of heartburn, indigestion, gastroesophageal reflux disease (GERD) and ulcers of the stomach and intestines. The ministry’s top priority is to ensure patient safety and we will continue to monitor this situation as investigations continue. TCHTA expresses sympathy to families and offers support in the fight against crime A non-profit organization advocating on behalf of hundreds of local businesses on issues involving the tourism industry, the TCHTA membership is distraught by the outbreak in gun-related crimes resulting in multiple people losing their lives this year. “Our members would like to send our deepest sympathies to all the families, friends, and co-workers of those we’ve lost,” expressed volunteer president Todd Foss. The industry of tourism is our country’s most valuable economic

resource. For it to be sustainable we need to ensure the safety of our tourism customers. Equally important is that Turks and Caicos Islanders and residents of the Turks and Caicos Islands benefit from the resource of tourism in the form of a safe environment in which to live and work. The TCHTA is a strong supporter of the Royal Turks and Caicos Islands Police Force. From body armor to a new 911 system, the association enjoys a productive working partnership with the TCRPF. The TCHTA is encouraged

by the willingness of the Office of the Governor and the TCRPF to implement new strategies to combat serious crime including the use of specially trained officers from larger countries that have more experience then Turks and Caicos when it comes to dealing with individuals showing no regard for the lives of others. “When you are going through something never experienced before in a community known for its security it is reassuring that our leaders are considering all options to keep us safe,” noted Stacy Cox CEO of the

TCHTA. On that note, the private sector organization would like to work closer with government to assist with not only the immediate dangers facing citizens, but also the underlying causes of such violence which requires a long-term strategy that can only be successful if it involves a concerted partnership between government, the private sector, churches, non-governmental organizations, and the community as a whole.

President Trump now involved in Anguilla death trial The Anguilla prosecution of Scott Hapgood, New York banker with Swiss financial giant UBS on trial for manslaughter took a dramatic turn early on Monday morning when U.S. President Trump entered the debate around fair trial issues that have been raised for several months by a defence team which includes a TCI law firm. Stories around the manslaughter charge have already appeared in The New York Times twice (including the front page) and continues to have Providenciales-based attorney Tim Prudhoe and other colleagues at his law firm Prudhoe Caribbean involved for Hapgood. Asked to comment, Prudhoe said, “Although the primary focus of the whole of Scott’s team is what happens in the courtroom, the involvement of any Head of State in this way is bound to

increase media interest. Unsurprisingly, The Washington Post (and many other

publications around the world) picked up on the tweet by President Trump on

the pending criminal proceedings. Of at least as much significance is the revised autopsy report indicating the probable cause of death of Kenny Mitchel as a lethal dose of cocaine. We see that as the real game-changer.” The next hearing is scheduled for 11 November and any trial of Scott Hapgood is not expected before next year. Feelings are running high on the small island jurisdiction, Prudhoe acknowledged, adding “doing my job – and helping others on the team do theirs – is my priority. Entirely respectful as I am and shall remain of Anguilla, the legal process there, and of Kenny Mitchel’s tragic death, everything that Scott holds dear to him is 100% at risk in this case. The situation becomes more serious with each passing day and this is reflected in President Trump’s own expressed concerns.”

Police has full support of Government, says Deputy Premier By Todeline Defralien The Turks and Caicos Islands Government has the full support of The Royal Turks and Caicos Islands Police Force (RTCIPF), according to Deputy Premier, Hon. Sean Astwood. “We have full support and confidence in the Police and we support them in their efforts. I think that it is important for the public to understand the seriousness in the works that the Police have been doing and also what goes into these types of activities. There are a number of things that the government has been doing over the last number of years to aid the Police and also to address crime generally,” the Deputy Premier said at a joint press conference in crime last week. He noted that the Turks and

Caicos Islands Government has launched the Chance for Change Program to assist ex-offenders to re-enter society and obtain employment, and it has already purchased a building for the Trade School and are progressing to getting the facility and programs ready for this upcoming school year. In the meantime, the Turks and Caicos Islands Community College is offering courses which the government is encouraging students to apply quickly to as possible. He added: “My Government has recently purchased a plane for the Police and also additional police cars. We’ve invested heavily in the CCTV program on Providenciales and on Grand Turk and funding for an additional 20 Police Officers for the Royal Turks and Caicos Islands Police Force. Just last year we’ve

increased the time period in charges against gun crimes from five years to seven years and these are all initiatives to try to deterring crimes from happening and persons from getting into that lifestyle.” Astwood noted that it is important for the youth to understand that a life of crime and that type of lifestyle really has no future. “It is important for persons to know that we’re taking this quite seriously and we’re looking at it from a holistic point of view, from the rehabilitation to prevention and to prosecution etc. The short term initiatives that the Acting Commissioner (announced) obviously have full support of myself, the government and the office of the Governor as well. I want to make sure that the public understands that the

Directors of Tourism, NHIP being advertised The top postions in two of the most important statutory boards in the Turks and Caicos Islands are now being advertised. The Director of Tourism job which was last held by Ramone Andrews, whose contract was not renewed, is up for grabs along with the Director of the National Health Insurance Plan (NHIP) whose interim CEO Dr. Terese Maintland’s contract was recently extended by Cabinet for two months commencing on October 2nd, 2019. The salary for the Director of Tourism post is “commensurate with qualifications and experience”, around $10,000 per month along with allowances. The position requires a

Bachelor’s Degree in Tourism, Public Relations, Marketing or a related field with a minimum of 10 years’ experience in the travel/tourism industry, or an equivalent combination of education and experience. It is also asking for five or more years’ experience managing staff in a public sector environment with tourism management experience; management experience with ability to supervise others; the ability to represent the Board of Tourism at the highest levels of interaction; considerable knowledge of TCI’s tourism products and services, with the ability to administer all aspects of tourism programs; knowledge, skill and ability to develop and implement marketing and strategic

InterHealth Canada - TCI Hospital hosts 1st Antimicrobial Stewardship Workshop Over 50 health care practitioners participated in the first Antimicrobial Stewardship Workshop hosted by InterHealth Canada – Turks and Caicos Islands Hospital to examine topics related to antimicrobial resistance and infectious diseases. The workshop was held on Tuesday, October 8th 2019 at Cockburn Town Medical Centre and Thursday, October 10th 2019 at Cheshire Hall Medical Centre. Dr Corey Forde, Infectious Disease, Infection Prevention and Control, Antimicrobial Resistance and Stewardship Consultant of Barbados was the guest presenter. Forde gave a presentation on notifiable disease reporting, surveillance and the effective implementation of an antimicrobial

stewardship program. The cadre of presenters included a medical doctor, laboratory technologist, pharmacy manager and nurse educator employed at Turks and Caicos Islands Hospital. Other topics examined included drug preparation and therapeutic drug monitoring, antibiotic resistance patterns in TCI, antimicrobial strategies for nurses, doctors and sampling techniques. Real case scenarios were provided for attendees to complete prescription writing using antimicrobial stewardship guidelines. Antimicrobial resistance is the ability of a microbe to resist the effects of medication that once could successfully treat the microbe. Resistant microbes are more difficult

to treat, requiring more powerful antibiotics. Commenting on the workshop, Isha Honore, Quality, Risk and Patient Safety Manager with responsibility for the Infection Prevention and Control Department said: “The Antimicrobial workshop was very successful and marks a significant milestone for the TCI Hospital as we address the global challenge of antimicrobial resistance. Highlights from Food For Thought 4th annual Brunch fundraiser F

ood for Thought hosted its fourth public fundraiser on Sunday October 20th, at Mango Reef Restaurant in Providenciales with the purpose of raising funds to provide breakfast for children in Government schools. Scores of people in the community came out to support this great cause with the attendance of 200 guests at the sold out event. There were entertainment, food and drinks, face painting for the kids, a few quizzes, colouring and a silent auction.

As a result of the kind support of attendees and sponsors the event raised over $14,000 via ticket sales and a great set of donated silent auction and raffle items. These funds will go towards the running of Food for Thought’s Breakfast Programme – currently in its fourth year. The charity’s co-founders Karen and Jeanne Savory are very grateful for the ongoing support from generous and supportive members of the community.

That’s because some persons are hypersensitive to insect bites. This condition is known as papular urticaria. What is the cause of papular urticaria? Papular urticaria is thought to be an allergic or hypersensitivity reaction to insects in the environment. Affected individuals rarely notice the initial bite but once bitten, a cascade of chemicals, especially histamine is released, leading to the stereotypical itchy bumps. When you are bitten by an insect such as a mosquito or a mite, your body releases histamine as a reaction to the bite. In the home, the parents have authority over their children. In the classroom, the teachers have authority over the children. In the court room, the judge has the authority. Of course these individuals use their authority to accomplish the necessary tasks required. However, in the Kingdom of God, the authority does not rest with just certain individuals because this authority belongs to God and God has given all Christians authority. You too have that authority to do likewise. Authority to cure diseases God has given his disciples authority to cure all diseases, not some diseases but all. However, it requires us to have faith. I know this is a challenge for many of us including myself. Use your authority to speak to the conditions you are experiencing and believe that you are healed. Equal pay for equal work: Equity for all!! By Jamell Robinson Income and pay disparity is not unique to the Turks and Caicos Islands (TCI), as in many countries such as the United States of America recent studies have shown women make on average approximately 71 cents for every dollar a man makes. This can also be seen in remuneration imbalances along racial and ethnic lines. However, what’s unique to the TCI is that we very well might be the only modern country that its citizens find themselves on the short end of the stick in terms of payment for carrying out the same duties as our foreign counterparts. If this practice was only seen in the private sector it would be one thing, but it is just as prevalent if not more so in the public sector. The TCI might be the only place in the world that going on local terms is to ones’ detriment. For example, presently a contract

worker can get up to 2 or 3 contracts, each being 2 or 3 years in length. On the successful completion of each contract, a 15% gratuity is given, coupled with Housing ($14,400 annually), Telephone ($1,500 annually) and Transportation ($3,000 annually) allowances. If the Contract Worker is given two 3 years contracts with an annual salary of $60,000, they would have netted an additional $167,400 in comparison to their local counterpart during that same six (6) year period. In what world could that be right? But year after year, this is exactly what continues to happen in the Turks and Caicos Islands. Compare the above cost and fully understand the shared genuine outrage when Floyd Seymour, a CPA, and one of our very own was nickeled and dimed over $10,000 a year for the CEO of Invest TCI post, when the previous post holder, John Rutherford made $120,000 annually, plus allowances trumping even those outlined

above. That could never be right. We need equal pay legislation and we need it now. We have local nurses right now working at Interhealth Canada making half the allowances made by their counterparts for the exact same work. That could never be right. How can we expect any different from the private sector, when the Government of the people doesn’t value its people? There was a move under the last administration to roll all allowances into one set remuneration package during the pay and re-grading review, but somehow through some bureaucratic maneuvering, allowances and gratuities still continues to this day for contract workers and the Policy agreed in 2016 by the last Administration to reintroduce gratuity for Civil Servants has been shelved for the last 3 years. I guess we will see in next year. This current administration

promised to introduce Equal Pay Legislation on page 22 of their Manifesto, the so called Change Document. It has been over 1,040 days since this administration was elected and the Equal Pay Legislation is nowhere in sight. That can’t be right, you deserve better! Stay Blessed TCI

The idea of intertwining academic learning with physical activity has come about as more and more schools have cut back on physical education (PE), the researchers explain in the British Journal of Sports Medicine. Teachers say “time is the main barrier to physical education,” said coauthor Emma Norris of the Centre for Behavior Change at University College London. “Teachers would like to give pupils active time in breaks and PE but academic priorities and targets often mean active time is removed.” One workaround is to add physical activity to regular lessons, Norris said in an email. “Active lessons allow teachers to maintain academic time whilst also providing children with an outlet for activity,” she added. Still, Norris said, a “combination of activity is the best solution, including active lessons, breaks, PE and opportunities before and after school.” To analyze the impact of physical activity during lessons on academic achievement, Norris and colleagues reviewed the medical literature looking for studies on the topic. They settled on 42 studies, 37 of which were used for analyses combining data from multiple studies. Overall, the new study included information on 12,663 students, mostly in grade school or preschool. Nearly half the studies were from the U.S., seven were conducted in Australia, five in the U.K., four in the Netherlands and one each in China, Croatia, Ireland, Israel, Portugal and Sweden. Active lessons were linked with better test scores, but in general they did not lead to higher levels of overall activity or improvements in BMI. The researchers suspect students might have compensated for active lessons by being less active the rest of the day.

The study focused primarily on older women in populations with high levels of breastfeeding, and results might be different for other populations, Gunderson, who wasn’t involved in the study, said by email.

JetBlue Airways Pulls Back to Regroup on Latin America and Caribbean Strategy

JetBlue Airways is pruning its Latin America network, cutting flights to Mexico City and reshaping its Caribbean operation so it can improve profitability amid “a series of unique headwinds,” executives said Tuesday on their third quarter earnings call. JetBlue will leave Mexico City in early January, three years after it fought to gain prime slots when Delta Air Lines and Aeromexico were forced to give them up to win antitrust immunity. JetBlue, which had been flying from Orlando and Fort Lauderdale, added Boston and New York in late 2018, hoping to attract business and leisure customers from two key Northeast hubs. But it hasn’t worked as planned, so the airline will withdraw to “ensure that we’re protecting our margins,” President Joanna Geraghty said. Southwest Airlines, which also opportunistically picked up Mexico City slots earlier this decade, pulled out in March for similar reasons. JetBlue won’t be taking such drastic action elsewhere in Latin America or the Caribbean, but other markets in the region lagged in the third quarter because of “demand and competitive capacity challenges,” Geraghty said. She promised “quick action” to improve poorly performing routes. The regional weakness was obvious in JetBlue’s third quarter results. Overall revenue per available seat mile, or unit revenue, decreased 0.9 percent, year-over-year, even though domestic

unit revenue increased by 3 percent. However, unit revenues in Latin America and the Caribbean fell in the “high single digits,” Geraghty said. ` Overall, JetBlue reported net income of $187 million on revenues of almost $2.1 billion. MOVING CAPACITY AROUND

To improve profitability in Latin America and the Caribbean, JetBlue will make “ongoing capacity adjustments,” Geraghty said. But she said the airline is “bullish long-term,” telling investors the region long has produced strong margins. “We’ve had a long history operating in this region and it’s a region where there are normal puts and takes,” she said. “This year, we’ve obviously seen a bit more pressure, but based on our experience, this is temporary in nature and it will move.” JetBlue likely will make tactical swaps, moving capacity to countries where demand is highest. Often, Geraghty said, East Coast vacationers avoid one country because of news reports and decide to visit another. “As we look at the Caribbean, it is an area where we have the ability to redeploy capacity into different markets, and we’ve done that in Punta Cana,” she said. “Customers will continue to travel to the Caribbean region for vacations, and they will just go to other islands.” While some shorter Caribbean routes are under pressure, Geraghty said

CDB, Canada support energy stakeholders’ push for resiliency solutions Finding innovative ways to spur investment in making electricity infrastructure climate resilient took centre-stage recently as Caribbean energy stakeholders participated in the Island Resiliency Action Challenge. The event was part of the Caribbean Renewable Energy Forum 2019 (CREF) which was held in Miami, Florida and which was co-sponsored by the Caribbean Development Bank (CDB) with the support of the Government of Canada through the Canadian Support to the Energy Sector in the Caribbean Fund. The reality of the intense hurricanes which the Region has faced in recent years loomed large as participants brainstormed resilience-building solutions. The focus was on overcoming barriers to building climate resilient power systems. “Extreme weather events linked to climate change are becoming the new normal” CDB Vice-President, Operations, Monica La Bennett informed participants as she opened the session. She cautioned that, “incorporating resilience features into all infrastructure projects is no longer an option, but a necessity.” The cost of doing just that occupied the minds of the participants as they presented

strategies to improve resilience, and mobilise financing for climate resilient electricity infrastructure cost effectively to enhance export competitiveness. The winning proposal for a regional blended finance instrument incorporating equity, impact investment, mezzanine and debt as well as a risk mitigation window, will be worked on, over the next year, by a task force selected from the winning team. La Bennett also urged the gathering to consider ways of using digital technology to support resilience building and to encourage private sector involvement in generating and implementing innovative resilience building solutions. “There may be opportunities for more indigenous resilience solutions, which could also possibly engage private practitioners/small businesses, our universities and research centres. This could potentially enhance business opportunities and growth while improving resilience,” said La Bennett. CREF is the largest gathering of the Caribbean’s energy market. Over 500 representatives from governments, utilities, multilateral institutions, renewable energy firms and academia are attending this year’s event.

the airline continues to thrive with longer routes into South America to airports in Ecuador, Colombia and Guyana. JetBlue likely will expand in South America once it receives more of Airbus’ newest narrow-body jet, the Airbus A321neo, a longer-range airplane than others in its fleet. But Airbus has struggled to deliver the jet, and JetBlue has received just two. The airline expects to have six by year-end, seven fewer than planned. JetBlue is optimistic Airbus can catch up next year, Chief Financial Officer Steve Priest said. “We continue to work through the delays with Airbus and have discussions with them,” he said. AIRCRAFT SHORTAGE

Since it is short of aircraft, JetBlue has been scheduling flights at less desirable times for customers, so it can get the most out of its fleet. Often, though, airlines struggle to command high prices when they fly early in the morning or late at night. “We shifted flights to off-peak periods,” Geraghty said. “This has come with some pressure on the quality of flown scheduled. We anticipate these headwinds to be temporary, given our current expectation for Neo deliveries in 2020.” The Mexico City cuts should free up aircraft for more profitable day-time flights, said Scott Laurence,

head of revenue and planning. Next year, JetBlue expects to deploy them on transcontinental routes that do not have Mint, the airline’s business class, as well as on flights from the Northeast to Florida. JeBlue also will use the aircraft to add flights from the Northeast to the Caribbean during high-demand periods, he said. EUROPE UPDATE

JetBlue expects to use a longrange version of the A321neo in its first foray to Europe, with the airline still planning to expand to London in 2021. Before that happens, JetBlue must secure ETOPS authority, proving to the Federal Aviation Administration it is capable of operating long overwater flights. It is a complicated process, though most established airlines like JetBlue have the wherewithal to win approval. At JetBlue, it will be an 18-month to two-year process, Geraghty said. “The work is well underway,” she said. “We’ve got an external party that’s supporting us that has done it before. We’re confident we’ll move through the process as outlined by the regulations.” The airline still has not decided which London-area airport it expects to serve, she added.

An SLP government will ensure that every overseas trip will be designed to build partnerships and benefit Saint Lucians, Pierre said. “We will seek to create new trade deals and funding support with foreign countries. We will appoint experienced trade ambassadors to existing and new trading partner nations,” he said. The prime minister, who is chairman of CARICOM and also served as chairman of the OECS, has constantly come under criticism for his trips

overseas. However, he and his ministers have always defended those travels. Meanwhile, Pierre promised that an SLP government’s foreign policy will be more productive. He said: “We will rebuild our international reputation by ensuring a foreign relations agenda that fits the reality of our time and based on the fundamental principles of mutual respect, strategic interest, noninterference in the internal affairs of countries and for the ultimate benefit for the people of Saint Lucia. We will work tirelessly to secure market access, technological exchange and support for human resource development. We recognize that whilst looking north to the developed countries of this hemisphere has resulted in tremendous support for Saint Lucia the time has come for us to expand south/south cooperation as a deliberate strategy to strengthening foreign and international relations. New political party in Guyana

The official launch of The Citizenship Initiative A new political party, promising campaign financing legislation, was launched here as Guyana prepares to hold fresh regional and general election on March 2 next year. The Citizenship Initiative (CI), which has also indicated that it has no intention of joining with either the People’s National Congress (PNC), which is part of the ruling coalition administration and the main opposition People’s Progressive Party Civic (PPP/C), said it intends to change the way issues related to politics are addressed in Guyana. “Our key platform has to do with leverage in parliament. Now to answer the question of coalition, let me say very explicitly now: Our message is that this adversarial politics by the two giants continues to be the primary burden for the development of Guyana. “Coalition is not an option…You can’t say that you have goals that you want to attain, you change the status quo and then join the status quo,” said the party’s executive member, Ruel Johnson. Apart from Johnson, who is the government’s cultural advisor, the other founding members are web developer Shaz Ally, the managing director of a private school, Alphonso de Armas, educator Ronda Ann Lam and business executive, Yonnick David. Ally said Guyana has been looking to find its way since it gained independence in 1966 but has instead found itself marred by ethnic divisions, limited opportunities and questionable leadership. He said Guyana has put power in the arms of two major political parties who have been in control for over 50 years while many of the country’s struggles and problems remain. He said the new party is focused on chartering a better course for all of Guyana and its members would be representative of the entire society. Johnson said Citizenship Initiative, whose symbol is a scale balancing two water lilies, will contest the upcoming elections and if successful, would be pushing for constitutional reform as a priority. He said the party is also focused now on naming Presidential and Prime Ministerial candidates and will address that issue as it rolls out its plans and programmes. President David Granger named the election date after Opposition Leader Bharrat Jagdeo was successful in tabling a motion of no confidence in his coalition administration last December. The PPP had been pushing for an early poll, but the head of state said he would have only announced the date when the Guyana Elections Commission (GECOM0 had indicated to him that it was prepared to conduct the elections.

Royal Caribbean predicts 50 per cent rise in cruise passenger arrivals by 2030 BRIDGETOWN, Barbados - Royal Caribbean International is predicting that its Caribbean cruise tourism business will grow by 50 per cent by 2030, with overall economic benefit of cruise reaching $6 billion. President and chief executive officer, Michael Bayley, told a recent Caribbean Tourism Organization (CTO) outlook forum that with the region continuing to grow in popularity among cruisers – eight of the top 10 cruise destinations worldwide are in the Caribbean, he said – now is the time prepare for further increases in cruise passenger numbers. “The Caribbean was, is, will always be, the number one cruise destination in the world,” Bayley told the gathering of ministers, chief executives, policymakers and other senior Caribbean tourism professionals at the gathering in Antigua and Barbuda. “There are considerations that we need to take into account in terms of some of the destinations’ ability to absorb the growth that is coming - in some places the growth is perhaps already at a critical

mass - but we need to find a way to accommodate the growth that is inevitably coming to cruise tourism in the Caribbean,” he stressed. The Royal Caribbean CEO noted the success of the cruise line’s recent US$250 million private island destination experience in the Bahamas known as Perfect Day® at CocoCay®, saying it’s a perfect example of collaboration that benefits both the destination and the cruise line. Two hitmen offered US$2 million to assassinate Trinidad PM in 2014 In 2014, leading up to the 2015 general elections, two hitmen were offered US$2 million to assassinate the opposition leader – Dr Keith Rowley. On Friday night, Rowley – the Prime Minister – revealed the plot to PNM supporters during a post-budget political meeting at Piggott Corner, Belmont. Police sources confirmed the report, and disclosed the offer to the hitmen, adding Rowley was not the only target at the time. Two senior PNM campaign managers, one a current government minister, was also on the hit list. There was no information on how much the lives of the two others were valued by those who wanted them dead. Rowley first made this claims back in 2015 at the PNM’s general election campaign launch at Market Square, Scarborough and linked the plot to the government of the day – the People’s Partnership coalition led by the UNC. His comments were: “I said on a platform in Trinidad a few months ago, for the first time in my career of over 30 years, I feared for my personal safety. Lo and behold, as I am speaking to you now, I am surrounded by people who you pay to protect me from people who will have me killed. First time in TT, the opposition leader is under attack from the government, and when I am not under attack from their friends who they hire to kill me, I am under attack from their friends who they hire to lie about me.” Addressing the lies then, Rowley said the mother of one of his son’s prior to his marriage was approached and offered money to swear to an affidavit that he had raped her and their son was born out of the rape. On Friday, in attempt to dismiss criticism of his renewed allegations before they arose, Rowley reminded the crowd that in 1995, attorney general Selwyn Richardson was killed outside his Cascade home – the murder remains unsolved.

You can’t say you don’t know. I want you to know because I am the chairman of the National Security Council.” Rowley alleged that it was his stance against corruption that fuelled the plot against him. A criminologist, who asked not to be named, said the murder of an

opposition leader could alter the political landscape. “Many people will think that there is no use in that (killing an opposition leader) but if you have a keen sense of a shift in political regime, and there are some things that you may no longer be able to do, crime wise, of course, that you suspect this incoming person will stop, then it is logical for such a person to be removed, in whatever way possible,” said the source. Al-Rawi, who was not present at the meeting, told Sunday Newsday via WhatsApp that the threat on his life is real. He said: “I can confirm the truth of the PM’s statements – law enforcement agencies uncovered and have been dealing with the death threats against me – I’d prefer however not to say anything further on the matter.” Police Commissioner Gary Griffith said also confirmed Al-Rawi and Rowley’s lives were at risk and the necessary precautions were taken to protect them. He received “a few months ago”, the report of the threat against Al-Rawi. Griffith said when he was he was national security minister, in 2014, he received information on a plot to kill Rowley and increased Special Branch security around him. ‘Buddy’ agrees To $94m

` Buddy Hield concluded his contract negotiations with the Sacramento Kings and reached the most lucrative deal ever signed by any Bahamian athlete. The fourth-year guard agreed to a four-year, $94 million contract extension, according the ESPN’s Adrian Wojnarowski. Loaded with bonuses, the deal includes $86 million in base guaranteed money and the remainder based on performance-based incentives. After battling the hurricane, residents now face an infestation of rodents and flies Residents in Hudson Estates, Grand Bahama, are very concerned about the large piles of debris that have been left in that private subdivision since the passage of Hurricane Dorian seven weeks ago. They complained that the mounds of debris and garbage lining their streets pose a serious health and environmental hazard for families there. They say they are being overrun by rodents, flies, roaches, and mosquitoes. After surviving the worst storm-related flooding in their homes in decades, Hudson Estates residents lost all of their possessions. Damaged furnishings, appliances, and mattresses have been thrown outdoors. The area - made up of three subdivisions - was among the hardest hit areas on Grand Bahama. “My concern is that there is a lot of garbage, and no one coming to move it,” said a resident who asked to be identified as Ms Davis. ‘It is getting ridiculous because we have all kinds of flies, roaches, (odour) - everything is coming out because of the garbage piled up around here.” The elderly resident thinks the debris should have been removed by now.

Residents of Hudson Estates in Grand Bahama, badly hit by Hurricane Dorian, are appealing for assistance in debris removal “It’s over a month now and I think someone should come and do something for us. We are under attack by rodents that are coming now - everything coming now because of the garbage.” Ms Davis has lived in Hudson Estates for over a decade. The flooding she experienced with Dorian was something she had never seen before. “The water was to my neck in my house - that’s how high it was. We could not get no rescue and then the sewerage was in the water in your house,” she recalled. “We had (a) baby and everything and - we try to go in the manhole but it break down. So, we had to swim through the water. I fall in the water five times

and somebody had to come lift me, and tote me, so I would not drown - that’s how high the water was. I never seen nothing like this before in my whole life,” Ms Davis said. Another Hudson Estates resident, who gave her name as Ms Gilbert, is also frustrated by the situation. “It’s too long and something needs to be done - we have an infestation of rodents and flies and something needs to be done,” she stressed. “We did not want this storm. You think we wanted to throw away our stuff and have to replace it? Many of us cannot afford to pay to have these things removed so we need someone to come in and assist us in moving these debris, like

now.” Ms Gilbert, who has lived in the community for 30 years, is very concerned about the safety of the children. With refrigerators and other appliances outdoors, she said rainwater can settle in them and breed mosquitoes, which “spread all kinds of diseases.” “Then, there are rodents coming into people’s homes through the windows - it is really bad,” she said. Ms Gilbert had four feet of water in her house. “We had to sit and wait in that water and sewerage for two days, and we lost everything, including two vehicles and two trucks.” She also said the debris is obstructing the road, making it difficult to drive in the area. Another resident, Ms Pinder, said that the general appearance of the area is “depressing.” “Coming home to it is very depressing, and now the scent of it is unbearable. So, we really need someone to help through here to move the debris,” she said. “I don’t know who is responsible. They say this is a private area, but the developers don’t seem to be interested in garbage removal, so we are appealing to someone to help us.”

Cable & Wireless Charitable Foundation releases additional funding for Bahamas The Cable & Wireless Charitable Foundation (CWCF), is continuing its commitment to support the recovery and restoration efforts in The Bahamas; and today announced that theyhave donated US$75,000 to the National Emergency Management Agency (NEMA) and US$50,000 to the Rotary Club of Grand Bahama to support theislands of Grand Bahama and Abaco, the two islands devastated by Hurricanes Dorian just a few weeks ago. UK PM Johnson calls for Dec 12 election to break Brexit deadlock LONDON - Prime Minister Boris Johnson called on Thursday for a general election on Dec. 12 to break Britain’s Brexit impasse, conceding for the first time he will not meet his “do or die” deadline to leave the European Union next week. Johnson said in a letter to opposition Labour leader Jeremy Corbyn he would hand parliament more time to approve his Brexit deal but that lawmakers must back a December election, Johnson’s third attempt to try to force a snap poll. Just a week before Britain was due to leave the European Union, the bloc looks set to grant Johnson a Brexit delay, something he has repeatedly said he does not want but was forced to request by the country’s divided parliament. An election is seen by his team as the only way of breaking the deadlock over Brexit after parliament voted in favour of his deal, but then, just minutes later, rejected his preferred timetable

which would have met his Oct. 31 deadline. But he has twice failed before to win the votes in parliament for an election, where he needs the support of two-thirds of its 650 lawmakers. The main opposition Labour Party has repeatedly said it will only back an election when it is sure that he cannot lead Britain out of the EU without a deal. “This parliament has refused to take decisions. It cannot refuse to let the voters replace it with a new parliament that can make decisions,” he wrote to Corbyn. “Prolonging this paralysis into 2020 would have dangerous consequences for businesses, jobs and for basic confidence in democratic institutions, already badly damaged by the behaviour of parliament since the referendum. Parliament cannot continue to hold the country hostage.” In parliament after the government announced the new vote on an election for Monday, Labour’s

parliamentary business manager Valerie Vaz did not say whether the party would back the move, saying only it would wait to see what the EU says about a delay on Friday. He categorised former US President Barack Obama’s environmental clean-up plans as a war on American energy. The gas and oil industries are indeed thriving, but Mr Trump’s pledge to resurrect the coal industry has proved much more challenging. Trump says being president has cost him $2 billion to $5 billion U.S. President Donald Trump said on Monday that being president has cost him between $2 billion and $5 billion that he would have made if he had continued running his business instead of getting into politics, a claim unsupported by evidence. But, he told reporters, “If I had it to do it again I would do it in an instant, because who cares, if you can afford it, what difference does it make?” There is no evidence that Trump lost billions since he became president. His net worth of $3.1 billion was unchanged from last year, Forbes Magazine said in March. After Trump made a similar claim in August, Forbes wrote “Trump is not losing $3 billion to $5 billion. His income isn’t anywhere near $3 billion.” While Trump’s personal fortune held steady over the past year, he vaulted higher on the Forbes list of the world’s richest people as dozens of his fellow tycoons suffered financial setbacks while his real estate holdings held their value better. Unlike other recent U.S. presidents, Trump has refused to release his income tax returns and has battled Congress and the courts

to keep his finances under wraps. UK universities ‘oblivious’ to campus racial abuse Racial harassment is “a common occurrence” for many students in England, Scotland and Wales, Britain’s equalities watchdog says. Victims’ grades and mental health too often suffer and some quit altogether, according to an Equality and Human Rights Commission report. But too many universities fear facing up to the issue will harm their reputation, the authors say. In response, Universities UK pledged “urgent steps” on racial harassment. The EHRC carried out in-depth interviews with students and staff, commissioned a survey of a representative sample of more than 1,000 students and sent a questionnaire to universities. The report says about 13% of the students questioned had experienced racial harassment, rising to about a quarter of students from minority ethnic backgrounds, but universities are often unaware of the true extent of the problem on their campuses. It calls the results “damning”. One undergraduate in Wales, reported aggression from fellow students. “On multiple occasions, myself or my friends have had the N-word shouted at us or being told they are ‘pretty for a black girl’,” she said. While black and Asian students were most likely to report abuse, Jewish and Muslim students also said they were targeted. Muslim students spoke of feeling the need to play down their religious identity because of security checks at university events. Drug companies reach $260 million opioid settlement with Ohio counties, averting landmark trial

Four large drug companies reached a last-minute $260 million legal settlement on Monday over their role in the U.S. opioid addiction epidemic, striking a deal with two Ohio counties to avert the first federal trial over the crisis. However, drug distributors AmerisourceBergen Corp (ABC.N), Cardinal Health Inc (CAH.N) and McKesson Corp (MCK.N) and drugmaker Teva Pharmaceutical Industries Ltd TEVA fell short of a wider deal worth tens of billions of dollars to end all opioid litigation against them. The distributors, which handle around 90% of U.S. prescription drugs, will pay a combined $215 million immediately. Israel-based drugmaker Teva is paying $20 million in cash and will contribute $25 million worth of Suboxone, an opioid addiction treatment, according to Hunter Shkolnik, an attorney for the counties. Teva, the world’s largest generic drugmaker, will makes its contribution over 18 months, according to Shkolnik. The deal settles claims brought by Ohio’s Cuyahoga and Summit counties, which had accused the companies of fueling a nationwide opioid crisis. Some 400,000 U.S. overdose deaths between 1997 and 2017 were linked to opioids, according to government data. “While the companies strongly dispute the allegations made by the two counties, they believe settling the bellwether trial is an important stepping stone to achieving a global resolution and delivering meaningful relief,” the

Samsung has said the issue can happen when patterns appearing on certain protectors that come with silicon cases are recognized along with fingerprints. “Samsung Electronics takes the security of products very seriously

and will make sure to strengthen security through continuing improvement and updates to enhance biometric authentication functions,” the company said on its Korean app. Once touted as a revolutionary feature by Samsung, its ultrasonic fingerprint sensors were fooled by tech reviewers. Videos on tech community websites show Galaxy devices can be unlocked through silicon protectors using a persimmon or a small doll. Samsung said it would send notifications for software updates to Galaxy S10 and Note 10 users who have registered their biometric data. Instagram bans filters with ‘plastic surgery’ effect Instagram face filters that allow users to make it look as though they have undergone plastic surgery are to be removed, it has been announced. Spark AR, the augmented reality platform that creates the filters, released a statement announcing the update on Facebook. The company said it is reevaluating its “existing policies as they relate to well-being”, saying that they want those who use Spark AR effects to have a “positive experience”. The firm stated it is “removing all effects associated with plastic surgery from the Instagram Effect Gallery”, in addition to “postponing approval of new effects associated with plastic surgery until further notice”. “At this time, we’re not able to provide exact timing on the new policy rollout, but we’ll share updates as soon as we can,” the statement added. Several Twitter users praised the decision for cosmetic surgerythemed face filters to be removed from Instagram. “Instagram banning plastic surgery-like filters is the best news I’ve heard in a while,” one person wrote. “Filters can be fun, but they can also adversely affect the way you see yourself when you look in the

mirror without them,” another added. According to Spark AR, more than one billion people have used its face-alteration filters across social media in the past year. In August 2018, a study published in the journal JAMA Facial Plastic Surgery found that face filters on apps are leading to a phenomenon called “Snapchat dysmorphia”. Dr Neelan Vashi, director of the Boston University Cosmetic and Laser Centre, explained that “patients are seeking out surgery to help them appear like the filtered versions of themselves”. “Filtered selfies especially can have harmful effects on adolescents or those with BDD [body dysmorphic disorder] because these groups may more severely internalise this beauty,” the scientist added. It was recently reported that advertisements for weight loss brands featured on the Instagram accounts of several reality television stars had been banned after being deemed irresponsible. The Advertising Standards Authority found that posts shared by Katie Price, Lauren Goodger and Georgia Harrison that promoted weight loss products were in breach of rules around health claims.
