A

Colombian billionaire reportedly wants to acquire 70 per cent of CIBC FirstCaribbean International Bank (CIBC FCIB) for US$2.2 billion. Well-placed sources told The SUN that Jaime Gilinski, the second richest man in Colombia, has formally expressed interest in taking over CIBC FirstCaribbean, which is the largest chain of banks in the English- and Dutch-speaking Caribbean, with more than US$1.2 billion in equity and US$11.5 billion in total assets up to July 2019. When contacted, Debra King, CIBC FCIB’s Director or Corporate Communications, from the Barbados-based office, did not confirm Gilinski’s interest. However, she told The SUN: “CIBC FirstCaribbean International Bank Limited is a strong, well-performing business that continues to grow across the region. As a publicly traded company in the Caribbean, there has always been investor interest in our bank. Our focus is on enhancing our long-term growth prospects while creating value for our clients, shareholders, and other stakeholders. If and when decisions are made about our business, we’ll advise our stakeholders as appropriate.” Continued on page 2

Tourism Environmental Awareness Month Commences in Turks & Caicos

he Turks & Caicos Islands Tourist Board in collaboration with the Ministry of Tourism, Environment, Heritage, Maritime, Gaming and Disaster Management commemorated the commencement of Tourism Environmental Awareness Month (T.E.A.M.) at a press conference on November 4, 2019 at the Office of the Premier in Providenciales. The Tourist Board will celebrate for the final year under the theme ‘Tourism Is Key, It

Starts With Me’. Senior officials of the Tourist Board including Chairman Adelphine HiggsPitter and Acting Director of Tourism Mary Lightbourne were joined by executives of the Hotel and Tourism Association to officially declare Tourism Environmental Awareness Month open. During the press conference, the Clement Howell High School was announced as the winner of the annual Tourism Song Competition. The

competition, which was issued to public and private high schools throughout the Turks & Caicos Islands, tasked students with composing an original song based on the theme ‘Tourism Is Key, It Starts With Me’. Graceway Supermarkets to introduce Blue Ocean Fee on paper bags December 9th will see the introduction of a Blue Ocean Fee of 5¢-10¢ on paper bags at Graceway Supermarkets in Providenciales and Grand Turk. The Blue Ocean Fee is intended to reduce the environmental impact of single-use bags by encouraging shoppers to re-use their own bags. All

money raised will be used exclusively for charitable projects or donations within the TCI by Graceway’s charitable umbrella, Graceway Communities. Why introduce a fee for paper bags?

Ken Burns of Graceway Supermarkets said: “From the outset of this initiative we asked ourselves what we wanted to achieve and the answer was we wanted to make a difference and do the right thing for the islands and the environment by eliminating single-use bags. We have had a promising result from our Staying

Blue token scheme to increase use of reusable bagsbut it is still only 10-20% of customers who re-use. We can do much better and believe a fee will increase the amount of re-use significantly, reducing the paper bags wasted every day.”

Over the past few weeks, several media houses in Latin American have also reported on Gilinski’s interest in buying CIBC FCIB. The 61-year-old Gilinski has a net worth of US$3.9 billion Meantime, The Bahamas’ Deputy Prime Minister and Minister of Finance K Peter Turnquest is reported as saying the Bahamas government has been advised that a sale of the majority interest may be pending. Turnquest was quoted in the Bahamian media as saying he was “introduced” to the potential CIBC FirstCaribbean purchaser. CIBC FCIB has more than 2,700 staff, 57 branches, 22 banking centres, and seven offices in 16 regional markets. Last year it was reported that

Canadian Imperial Bank of Commerce is targeting a valuation of 10 times earnings for the potential listing of its FirstCaribbean business in New York, which would have given it a market value of around $1.4 billion, representing a 30 percent discount to FirstCaribbean’s current market capitalization, based on the value of its thinly traded shares on the Barbados Stock Exchange. It was also reported that CIBC, which holds a 91.5 percent stake in FirstCaribbean, was considering listing 20 percent of the business early in 2018, and, subsequently, selling more shares. CIBC executives are apparently willing to sell at a discount because they are conscious that perceived regulatory risks associated with the Caribbean may turn-off

some investors while tough economic conditions in Barbados and other Caribbean countries are hampering the bank’s potential for growth. Reports of the reported sale have been generating significant interest and commentary in government and financial circles Caribbean-wide. A former governor of The Bahamas Central Bank said the proposed acquisition of CIBC FirstCaribbean could be positive for the Bahamian economy if it “breaks up the cartel” in the banking industry. James Smith told Tribune Business that the Colombia-based Gilinski Group could give The Bahamas a much-needed “shot in the arm” post-Hurricane Dorian if it created more competition in the commercial banking industry by “challenging the

oligopoly” that presently exists. “The Canadians tend to march in concert. They have that type of banking structure. If one bank moves out you have to wonder whether the others will look at downsizing or moving out in the medium term. This area is not as profitable as it used to be because of the great recession and huge debt overhang being carried in the Caribbean,” he told the Tribune newspaper. “If a new company comes in and decides to break up the cartel it could be beneficial to the local economy. I’m raising more questions than answers, but taking the worst and best case scenarios, it could have a positive impact on competition at a time when the country needs a shot in the arm to keep the economy moving.”

Ken Burns said: “This is not about cost but about doing the right thing for the islands and the environment.Not enough people are re-using their bags and are opting for paper instead which is worse for the environment. Based on research and experiences in other countries globally, once the fee is in place we expect re-use to increaserapidly and to see a drop in customers opting for paper bags.” Edith Cox said: “Over 1.8 million single-use bags have been saved over the last six months and customers who re-use their bags receive Staying Blue tokens and can vote for the charities or projects they care about the most in the TCI. We’ve had some great ideas so far with work due to start soon on the SNAP Center Playground restoration and look forward to continuing to serve the TCI through Graceway Communities.” What about packaging?

All about Paper – why it’s bad for the environment In the past six monthswe’ve become used to using paper bagsat checkout but they’re not an environmentally friendly alternative to plastic bags and,in many ways,are worse. To understand why, we need to look at their lifecycle. Paper production cuts down trees or recycles old paper which involves high energy consumption and water usage (each as much as 4x more than plastic bags). The processes also release harmful toxins into the air (3x as many greenhouse emissions as plastic bags), land and, closest to our hearts pollutants make their way into the rivers and then the sea.Paper is bulky which increases the shipping space it needs, creating additional pollution along the supply lines. In the TCI almost all paper bags end up in the dump where they take up more space than plastic bags and do not decompose (due to a lack of oxygen and sunlight) or they catch on fire. Even in countries with recycling facilities very little paper is actually recycled (it is a wasteful process as paper needs to be properly disposed of and then prepared with any contaminants such as plastic film ruining the process).

Graceway Supermarkets response was: “We’re looking at alternatives to plastics where it makes sense. What we need to remember is that our number one priority is our customers and their health. We need to make sure our produce is fresh and you can trust the quality and that we keep prices as low as we can. Global shipping and supply chains into the TCI and limited local production means keeping foodssafe and fresh necessarily involves plastics. You can’t just eliminate cling-film and polystyrene for meats and chicken for example because the alternatives are either unsanitary and people will get sick or they are so expensive it will drive up the costs for customers. A good example is a replacementfor a polystyrene container can be anywhere from 8x - 50x the cost. We wouldn’t want to make that change because it would be drive up the costs to customers for no good reason and the environmental benefits of swapping to a different single-use container are zero.That having been said, the world is changing as are production and manufacturing methods and we expect economical alternatives to become available over time.”

Loading up on paper bags at IGA It wasn’t meant to be this way – the origins of plastic bags Perhaps the saddest chapter in the story of the war on plastic bags is that, according to the son of Swedish engineer StenGustafThulin, who created them in 1959, they were supposed to be re-used. Plastic bags were intended to help the environment by eliminating paper (and cloth) bags which were seen as bad for the environment for exactly the reasons stated above. Throwaway society intervened and instead of re-using plastic bags we treated them as single-use items and littered the planet with them and now we’ve gone full circle to harming the environment through switching to paper again. You’d need to re-use a paper bagas many as 9 times for a net environmental benefit versus plastic (assuming you used

your plastic bag as a garbage bag) and,as we all know by now, paper bags don’t lend themselves to re-use.Using thicker paper bags exacerbates the problems above. What can we do, then? The world is waking up to the unintended consequences of simply changing to paper or compostable alternatives (which are no better and don’t compost in a dump either). A recent Greenpeace paper titled Throwing Away the Future emphasized the importance of re-usingthe resources we have and avoid “green-washing” our consciences through false solutions such as paper or“bio” plastics. Within the TCI the problems fall into how we approach waste and littering. As a society we need to make a change and initiatives such as the Staying Blue campaign and the new Blue Ocean Fee will bring attention to re-use and make us think about how we can do better for the environment.Graceway Communities’ Staying Blue campaign also benefits the TCI by carrying out local projects such as the upcoming SNAP Center Playground Restoration and pledging donations to charities chosen by customers with tokens when they bring their own bags or purchase reusable bags. The TCI can set an example to others in how we live and how we can drive change towards a cleaner future. Edith Cox said: “Island Bag is our way of saying this is a bag you can feel good about buying because you’re doing the right thing by the environment by re-using it. Island Bags are made of strong plastic and can be reused over and over again. So long as you keep re-using itthen there’s a net benefit

to the environment compared to plastic checkout bags and it helps the TCI move away from a throw-away mentality. Island Bags have been specially designed to represent the Turks and Caicos Islands and next year you’ll see different designs and initiatives. We hope Island Bag is something you’ll be proud of bringing to any store and a memory for visitors to take with them when they leave.”

Graceway’s Island Bags Looking Forward We have to focus on the base problems of waste and littering which need us to work together as a community to reduce our polluting footprint on the islands. We also need toavoid unintended consequences such as the shift to singleuse paper and initiatives which essentially “green-wash” the wasteful lives we lead giving us a clean conscience without making a real change. This means looking at sensible solutions which work for us as an island nation and becoming role models and ambassadors for the Caribbean and the rest of the world. Graceway Supermarkets is optimistic: “We know that reducing single-use bags is only a start, but we hope our customers will stand with us and say no to singleuse bags and we will continue to look to solutions to improve our footprint on the environment, together.”

$1.4 million tourists visited Turks and Caicos Islands last year

A record 1.4 million tourists visited the Turks and Caicos Islands in 2018, with cruise ship arrivals taking the lead with a record-breaking performance of just over one million passengers (1,021,741, while the land-based arrivals were 441,344 guests. According to the 2018 Tourism Statistics Report, the TCI experienced 18% increase in overall visitor arrivals. Cruise arrivals accounted for the majority of the visitors, showing an increase of 23%, with ships carrying an average capacity of 95%. Land-based arrivals increased by 6% this year, despite natural disasters Irma and Maria in 201. Acting Director of Tourism Mary Lightbourne commented, “The destination continues to experience impressive growth in both land based and cruise arrivals. The Turks & Caicos Tourist Board will continue to work strategically to market and position the destination as the premier luxury destination in the Caribbean.” The Tourist Board attributed this growth to its use of non-traditional mass media marketing strategies in addition to strategic industry partnerships. In September 2018, the Turks and Caicos Islands Government Department of Economic Planning and Statistics conducted a Departing Visitors Survey

which showed that approximately $2.9 million was spent by visitors during the one-week period in September 2018. This accounted for $1.05 million in packaged expenditures and $1.89 million in non-packaged expenses. Among the non-packaged expenditures, accommodations and meals accounted for the largest share of about 79.8%. Shopping expenses were 1.76 percent. It was noted that the amount spent on shopping could have been much higher if only more shops were available to the visitors. As was the case with previous departing visitors’ surveys, many of the visitors recommended that more shops be made available for tourists. Translated into daily figures, each visitor had spent an average daily expenditure of $256.56. This was about $236.62 for packaged expenses and $269.07 for non-packaged expenses. Among the group with the largest number of visitors, the Europeans were the big spenders at $346.46 average daily expenses per person of which $418.50 were spent on non-packaged items. First time visitors to the Islands spent a daily average of $223.13 per person. On the other hand, previous visitors spent around $243.69 daily. About 29.2% of the responding visitors booked their lodging arrangements directly through the

airline. 28.5% booked through the internet booking service and 16.8% booked through a travel agency. The factors considered with utmost importance in deciding visits were the beautiful beaches (74.6%), ease of travel access (3.5%) and affordability (1.8%). The majority of visitors (55.7%) took between 2 to 6 months to decide on their visit to the TCI. Visitors generally felt that the tourism services and product in the TCI was very good. However, some expressed dissatisfaction with the level of souvenir purchases and the services of taxi/ hired cars and the lack of night life in the Turks and Caicos Islands. There was a positive willingness among visitors to return to the Islands and to recommend visit to TCI. Most visitors (98.8%) felt safe in the TCI. About 53.1% of the responding visitors stated that the wait time for the baggage claim was short while 31.2% claimed that it was reasonable. Some 61.7% of the responding visitors stated that the wait time for customs was short and 51% indicated that it took about 0-9 minutes. The largest group of visitors was from the United States of America. They accounted for 84.4% of responding visitors and 86.5% of total visitors. The Turks and Caicos Islands was a choice place of tourists traveling with family. About 22.4% visited with

Providenciales was the most frequented island with the majority of the visitors spending their visit on this commercial center. The top most visited place was the Beaches Resort. The TCI was a favorite place for persons travelling on vacation/pleasure (85.9%). Endorsement from the airlines (32.2%) was posted as the top source of information in planning the TCI trip. Next major source was online travel agencies such as Expedia (17.6%). The majority of the responding visitors (61.2%) did not travel on a pre-paid package. The average length of stay in the TCI was about 6 nights and around $256.56 was the average daily expenditure per person. About $2.94 million were spent by responding visitors on this particular visit. This accounted for $ 1.05 million in packaged expenditures and $1.89 million in nonpackaged expenses. 10. 51.3% of the responding visitors booked their airfare directly with an airline, 21.7% booked online through the internet booking service and 14.1% booked through a travel agency.

Illegal firearm, ammunition & drugs recovered Officers of the Criminal Investigation Department, The Tactical Unit and Response and operations executed a series of search warrants on Wednesday, November 6th, 2019. Officers entered a home in Five Cays, Providenciales and during the search, a quantity of illegal drugs namely, Cannabis (159.8 grams) and cocaine (3.3 grams) were recovered. Also found was an illegal firearm, loaded with 13 rounds of ammunition. A 40-year-old man and a 23-year-old woman were taken into custody. The items were seized and investigations are ongoing. Two men arrested in connection to boutique robbery Two men, a 26-year-old and a 23-year-old were arrested on Wednesday, November 6th, 2019, on Suspicion of Robbery, following reports of gunmen

entering a Boutique along the Airport Road on November 5th, 2019. Officers executed a search warrant at a home in Madame Molly Yard at 4:41 a.m., Kew Town, Providenciales and seized a total of four cellular phones for investigational purposes. Police on Providenciales are investigating a shooting incident overnight on Miller Clark Avenue, Blue Hills, Providenciales that left one man injured. According to Police Control Room, at 9:13 p.m., Sunday, November 3rd, 2019, a man was shot and taken to

hospital. Reports are that the 23-yearold man was shot by armed men who escaped into nearby bushes Whilst investigators are keeping an open mind as to the motivation for the shooting, the public is advised that there is nothing to indicate that this incident was a Robbery. Restaurant robbery investigation on Airport

Police Officers responded to the Airport Road, Providenciales following reports at 2:21 p.m. to the Police Control Room that a Restaurant was robbed of cash and other personal items. According to reports, two masked men entered Mr. Grouper’s and took an undisclosed amount of cash and cellular phones from employees. There were no injuries reported or shots fired in this incident.

Robbery and aggravated burglary investigations underway Police are investigating an Aggravated Burglary around 2:43 a.m., on Tuesday, November 5th, 2019 after gunmen entered an apartment complex on Church Avenue, Blue Hills, Providenciales and demanded money from the occupants. An unknown amount of cash was taken. There were no reports of injuries or shots fired in this incident. Police Officers also responded to the Airport Road, Providenciales following reports of a Robbery at a Boutique on Tuesday, November 5th, 2019. According to reports, two armed youngsters entered the establishment and made good of their escape with an undisclosed amount of cash and a cellular phone. The incident took place shortly after 2:00 p.m. There were no injuries reported or shots fired in this incident.

New double licence plates issued in TCI By Todeline Defralien On Monday November 4th, Minister of Home Affairs Hon. Goldray Ewing and the Road Safety Department officially issued the very first batch of new double licence plates to members of the public. The department presented the new plates at a press conference held at the Road Safety Department in Providenciales. Former Minister of Home Affairs Hon. Vaden Williams, Hon. Goldray Ewing, Wilbur Caley, Deputy Director of Road Traffic and Sgt. Damian Mitchell were present. Ewing said these new licence plates will play a big role in combating crime in TCI. He said, “It gives me great pleasure as the Minister for Home Affairs which the Traffic Department falls under to officially launch this double licence plate initiative. We have come a long way even though most countries already have this system in place; these little tangible things here are what we are doing to help the Road Safety Department and operators of the roads to operate more safely as well as for the security of our country.” Ewing added: “I believe that it will work to help fight crime. It will help all users of the road to be identified clearly. This is something that this country needed a long time ago and I must say my hats off to the former minister of Home Affairs Mr. Vaden Delroy Williams who started this program and I am

8th Annual Premier’s Cup Golf Tournament set for December 7th – 8th By Todeline Defralien The Annual Premier’s Cup Golf Tournament will be held on Saturday December 7th – Sunday 8th, 2019. On Monday November 4th, Premier Hon. Sharlene CartwrightRobinson joined the Premier’s Cup Committee, charity representatives and supporters to launch the Premier’s Cup Golf Tournament during a press conference held at The Palms, Providenciales. This year’s recipients of proceeds raised will be: The Cadet Corp - The largest youth program, which is present on all islands with high schools; The TC Drug Foundation - Donations will go toward ongoing works at the Half Way House and The Duke of Edinburgh Award Program - soon to be introduced under the Ministry of Education. Spectators are encouraged to attend the event to help raise funds for local charities. Several Ministers and Government officials will be playing at this year’s tournament. The largest community cab fleet launched during an event on Wednesday evening at Kalooki’s Restaurant at Le Vele Plaza, Grace Bay, Providenciales. In attendance was Minister of Home Affairs Hon. Goldray Ewing, PDM Chairman Douglas Parnell, Hon. Josephine Connolly, Hon. Akierra Missick, family members, friends and other local community members. Conch Cab is a ride hailing service available on the island of Providenciales in the Turk and Caicos. It connects riders with drivers, and offers a convenient transport service with transparent rates, easily-identified cars, and great service. Functional on the network as of next week is two cars. Saunders told The SUN that his intension is to increase the fleet drastically with an end goal of fifty cars before the end of the year. “It’s been a while since Conch Cab has been manifesting from me,” he said. “Originally I started out wanting to be in the transportation field back in 2008. Rock House progressing smoothly By Todeline Defralien Construction is progressing smoothly on Rock House, a new luxury residential resort which is being developed by Grace Bay Resorts. Mark Durliat, CEO & Developer, Grace Bay Resorts, said construction advances rapidly and the vision begins to emerge on site. “The Oceanfront and Ridge cottages have advanced considerably, while the resort infrastructure and road system has now become usable. Our owners at the Ridge Cottages will likely have been informed by their legal counsel that the land closings have now begun,” he said in an email update. Durliat said Rock House has assembled the finest team of construction professionals for this prestigious development. “Grace Bay Resorts has worked with its building contractor Projetech Ltd., for nearly 18 years on hundreds of thousands of square feet of residential & hospitality construction in the Turks & Caicos. Greater promotion for Sister Islands by Hayden Boyce Publisher & Editor-in-Chief The Turks and Caicos Islands Tourist Board will be significantly boosting the promotion of the sister islands, says Jennifer Pardo, Senior Marketing Executive. “Various research has brought to light lack of awareness that the Turks and Caicos Islands is a chain of islands not just Providenciales, which has become the Tourism Hub of the Turks & Caicos. Premier attends 9th Caribbean Forum: Regional Transformation for inclusive and sustainable growth

The Premier and Minister for Finance, Investment and Trade, Hon. Sharlene Cartwright-Robinson, attended the 9th Caribbean Forum: Regional Transformation for Inclusive and Sustainable Growth in Barbados on 6 November 2019. The event brings together senior policymakers, public, private, and multilateral development partners to explore opportunities for regional transformation to attain sustainable and inclusive growth. There were four targeted sessions during the one-day forum: I.Regional Integration: Leveraging

common institutional arrangement across the Caribbean II. Working together toward a disaster resilience strategy III. Improving tax policy in the Caribbean IV. High Level Panel: The Caribbean in a changing geopolitical environment and the future of multilateralism The panel discussions focused on leveraging institutional measures to boost regional integration, countries and developing partners working together to build structural, financial, and postdisaster resilience and on taxation in

the tourism sector and developing an appropriate approach to tax incentives. There was a high-level panel which reflected on the challenges countries in the region face in a changing geopolitical environment. Premier Robinson commenting on the conference stated: “The Caribbean Forum: Regional Transformation for Inclusive and Sustainable Growth was an opportunity to connect and network with our regional counterparts to share information and pool resources that can assist the Turks and Caicos Islands in achieving our sustainable development goals. The Turks and Caicos Islands being in an active disaster risk zone must

have a comprehensive disaster resilience strategy and mechanisms in place to ensure disaster resilience – we do and we have done so. Benefits of weight training By Dr. Marsha Barnett When most of decide to adopt a healthy lifestyle, it’s known that regular exercise should become a part of our routine. Some type of aerobic exercise such as dance or step classes, volleyball or running is usually included in our fitness plan. Many of us however, neglect weight training, seeing it as an exercise reserved for persons who are fitness or gym buffs or who train to attain a particular type physique. But weight training not only boosts those “show muscles” but also improves many aspects of our health. Lower your diabetes risk We all know that living a healthy lifestyle by managing our weight and eating a healthy diet can help prevent diabetes and control the condition if we are already diabetic. But weightlifting specifically, plays a significant role in reducing your risk. A study by the National Institutes of Health found that men who lifted weights for about five 30-minute sessions per week had a 34 percent lower risk of diabetes. Adding regular cardiovascular exercise slashed the risk by 59 percent! Stay heart healthy Those weight training sessions are also a great way to condition the heart. It has been shown that blood flow after 45 minutes of moderate-intensity

strength training can cause up to a 20 percent decrease in blood pressure and this effect lasts for about 30 minutes after the end of a training session. In fact, in persons who lift weights regularly, the effect extended up to an entire day after their last session, rivaling the effects of anti-hypertensive medications. Improve your balance Having well-toned, strong muscles improves our performance in sporting activities and everyday life. When we weight train, we don’t only work our larger muscles like our pecs but also smaller stabilizer muscles in your limbs and our core. This is especially important for people as they age as falls, partly due to poor balance, are the leading cause of injury-related death in adults over 65 especially when a fracture results from the fall. Beat osteoporosis As you age, you naturally lose muscle and bone mass. Bone loss starts in our 30s and physically inactive people can lose as much as 3% to 5% of their muscle mass each decade after age 30! This is of special concern for women. Weightlifting can help fight this. Just as our muscles adapt to the stress of weightlifting by becoming bigger and stronger, our bones also adapt by depositing bone in areas that are stressed by weights, thereby producing stronger bones. Stay in your lane! A recipe for success. For example, our very own Delano Williams participated in an Olympics relay team and the team got third place. Unfortunately, upon a review of the race, it was discovered that one of the team members infringed and was out of the lane as a result the team was disqualified. What a disappointment it was for all of us? If only the member had stayed in his lane, the team would have been successful. Run with perseverance

There is a race marked out for each of us. Once you discover what that race is, run with perseverance and win. Stay in your lane and don’t look on the side of you to see how others are doing otherwise you may become distracted. Stay focused and look straight ahead to win the race. Captaining a ship through troubled waters By Shaun Malcolm In my capacity as a declared candidate at large for the Progressive National Party (PNP), I am morally, socially, and ethically obligated to listen and respond to the complaints and concerns of the TCI constituency, whether they be PDM or PNP, or whether I agree or disagree with the individual or their issue. Recently, a young voter described to me, his mild apprehension with the age of the PNP opposition leader, the Honorable Washington Misick. This young man expressed some concern for the difficulty of the tasks he expected the next elected Premier to address and resolve. He wondered aloud whether Washington Misick, at his age, would have the determination, to insist in perpetuity, that only Turks & Caicos Islanders should be left with the decisions of who, when, how and if ever, a migrant receives citizenship status in the TCI. The young man questioned if the Honorable Misick possessed the fortitude to demand that the British finally honor their obligations to protect our country’s borders from the constant torrent of penetration by drug runners, gun runners and human smugglers.

It was this young voter’s stated opinion, that the exceptionally contentious issues we have with the British, Islander status and protection of our boarders, would require a Premier with a strength of will and endurance to do battle with the British, while simultaneously addressing a diversification of our economy, theft and pollution of our diminishing natural resources, and all the other day to day demands on a country’s leader. “We” he said, “might be better off with a younger and stronger man with more emphasis on a warrior attitude and less emphasis on a gentleman attitude”. Yes, I agreed. Younger and stronger men with warrior attitudes are good. We need them in certain positions because they are better…at certain jobs. I suggested to this young voter that the manner in which an elected government operates in executing their responsibilities during the process of governing, is not unlike the manner in which a British Navy war ship operates. Different members of the ship’s crew have different responsibilities, just as different ministers have different ministerial responsibilities. The engine room of a British Navy war ship is a loud, hot, intense atmosphere that definitely requires

strong young men. Manning or operating the giant rapid-fire deck guns or cannons on that same British war ship, definitely requires a warrior attitude. But, when deciding who will be selected to Captain (lead) that British war ship, neither the words strong, young, nor warrior, are found in a description of the leader that the British Navy seeks. You are more likely to see words like experienced, knowledgeable, strong organizational skills, the ability to delegate responsibilities and lead decisively, in a description for any real leadership position and those are just some of the words that describe Washington Misick. I believe that the PNP party has enough strong, young warriors, both men and women, that are capable of carrying a load, that we won’t need the Honorable Washington Misick in the engine room or on a deck gun, which will give him the freedom to exercise and demonstrate the leadership skills and wisdom he has developed as one of our longest serving and most trusted Statesmen. The level of incompetence and inexperience of the current PDM administration has been shamelessly exemplified by their missteps in resolving

the hospitality workers gratuity issue, infighting and public disparaging among PDM ministers, the constant shifting of ministerial duties and responsibilities, the government’s failure to complete hurricanes repairs of our schools, two plus years post hurricane, and now an air traffic controller’s labor strike that closed our airport and cost our country millions, plus a black-eye among tourism professionals. Should the PDM party really be bragging about a financial surplus? Our country has some troubled waters we must navigate in the near future. The Captain on our ship’s bridge will make decisions that our children will live by. Let us choose the right man at the right time. Experience matters. May God Bless these Turks and Caicos Islands.

When will it end? By Jamell Robinson Several weeks ago, my mother visited her grandchildren and my wife and I in Provo. The morning following the murder of the young man named Jefferson, she asked me, “When will it end?’’. I could not answer her. Should we launch a gun amnesty program lead by the Christian Council, the Baptist Union, or any combination of religious groups to get these guns off our streets? We don’t manufacture guns in the Turks and Caicos Islands!! Are we really doing enough to stop them from coming in via our many ports of entry? We had the issuance of the new CCTV compatible license plates recently, to huge fanfare by this government. I ask how is this going to be effective when many neighborhoods across the Turks and Caicos Islands still don’t have adequate street lighting, which was made worst following the passage of Hurricanes Irma and Maria. Where are the promised incentives for setting up Neighborhood Watch Groups and duty free and Customs Processing Fee free incentives for the importation and setting up of home security systems?

Take a Stand Grand Turk/TCI By Lee Ingham I am a native Turks and Caicos Islander. And at the risk of sounding “cliché ish,” I love my country – especially my little, bucolic Grand Turk, the island of my birth and early childhood. I am so proud of the giant strides which our country has experienced over the last half century or so, but despite the significant development – economically, educationally, etc. – from which Grand Turk also benefitted, I am so sad to see the inattention which is being perpetrated on the nation’s capital. In essence, the island of Grand Turk seems to have regressed infrastructurally since the days of my youth. What I am offering in this article might appear to be disjointed, but I am attempting to use a number of desperate examples which, to my way of thinking, strengthen my argument in calling our people to arms to demand proper action from ourselves and from those in leadership positions whom we elected to serve and represent us. In essence, Grand Turk has seven (7) political Representatives – the 5 all-island Representatives and the Honorable Minister Edwin Astwood from GT South and the Honorable George Lightbourne from GT North. Yet, if you take even a superficial look at the physical condition which currently prevails on the island, it appears that Grand Turk, despite its prominence as the nation’s capital, is being relegated to the “dunghill” of the TCI. It is simply inconceivable that the Representatives, especially the 7 mentioned above, and those who live and/or work on the island cannot or refuse to take the necessary, immediate steps to improve the infrastructural needs of the people of Grand Turk. On the other hand, the citizens and residents of Grand Turk are just as culpable since they refuse to demand, in no uncertain terms, the respect and attention they deserve. And, yes, there will be those who “ring the bell” and “show the shell” – simply because they are Party loyalists, “come hell or high water.” But I think this

he highly anticipated Caribbean Food and Wine Festival held last weekend on the Grace Bay strip was a sizzling event. The street fair, which forms part of the four-day culinary event, was flocked by both visitors and

residents alike. In addition to the delicious foods, there were also cultural and other performances by local artistes. The festival took place from October 31st – November 3rd at a number of resorts throughout

The Recording Academy announced Friday that its Producers & Engineers Wing will pay tribute the Rock and Roll Hall of Famer on Jan. 22 at Village Studios in Los Angeles. The event takes place four days before the 2020 Grammys. Dre has won six Grammys, three of which he took home as a producer or engineer. Infection amnesia: Measles ‘destroys immune system memory’

Getting measles is even more dangerous than doctors had realized, because it destroys immunity that the victim has acquired to other diseases, researchers said on Thursday. The findings help to explain why children often catch other infectious diseases after having measles, and underscore the dangers of growing resistance to childhood vaccination in some countries, according to two studies published simultaneously. They show for the first time how measles - one of the most contagious diseases - resets the human immune system back to an immature state like a baby’s, with only limited ability to fight off new infections. The findings have implications for public health globally, since a decline in trust in vaccines, and so in vaccination rates, is leading to outbreaks of measles which in turn can allow a resurgence of other dangerous diseases such as flu,

diphtheria and tuberculosis. “This ... is a direct demonstration in humans of ‘immunological amnesia’, where the immune system forgets how to respond to infections encountered before,” said Velislava Petrova of Britain’s Wellcome Sanger Institute and Cambridge University, who co-led one of the studies. Stephen Elledge, a geneticist and researcher at the U.S. Howard Hughes Medical Institute who co-led the second study, said its results constituted “really strong evidence that the measles virus is actually destroying the immune system”. The measles virus causes coughing, rashes and fever, and can lead to potentially fatal complications including pneumonia and an inflammation of the brain known as encephalitis. Measles can be prevented with two doses of a vaccine that has proven safe and effective and has been in use since the 1960s, but World Health

Organization (WHO) experts warned three weeks ago of an “alarming upsurge” of cases in pockets of unvaccinated people in all regions of the world. In the first three months of this year, the number of cases quadrupled from the same period in 2018, WHO data show. “The (measles) virus is much more deleterious than we realized, which means the vaccine is that much more valuable,” Elledge said. For this research, the two teams looked at a group of unvaccinated people in the Netherlands to find out what measles does to the immune system. In one study, they sequenced antibody genes from 26 children, before and then 40 to 50 days after measles infection, and found that specific antibodies that had been built up against other diseases had disappeared from the children’s blood. Results from the second study

Juul disregarded early evidence it was hooking teens The San Francisco startup that invented the groundbreaking Juul e-cigarette had a central goal during its development: captivating users with the first hit. The company had concluded that consumers had largely rejected earlier e-cigarettes, former employees told Reuters, because the devices either failed to deliver enough nicotine or delivered it with a harsh taste. Developers of the Juul tackled both problems with a strategy they found scouring old tobacco-company research and patents: adding organic acids to nicotine, which allowed for a unique combination of smooth taste and a potent dose. Employees tested new liquidnicotine formulations on themselves or on strangers taking smoke breaks on the street. Sometimes, the mix packed too much punch – enough nicotine to make some testers’ hands shake or send them to the bathroom to vomit, a former company manager told Reuters. In the end, it worked. The formula delivered nicotine to the

bloodstream so efficiently, in fact, that the company’s engineers explored features to stop users from ingesting too much of the drug, too quickly. Juul’s founders applied for a patent in 2014 that described methods for alerting the user or disabling the device when the dose of a drug such as nicotine exceeds a certain threshold. One idea was to shut down the device for a half-hour or more after a certain number of puffs, said Chenyue Xing, a former Juul scientist who helped patent its liquid-nicotine formula. The concern stemmed in part from the fact that a Juul – unlike a cigarette – never burns out, Xing said in an interview. “You hope that they get what they want, and they stop,” she said. “We didn’t want to introduce a new product with a stronger addictive power.” The company never produced an e-cigarette that limited nicotine intake. Xing was not directly involved in the engineering of the device and said she didn’t know why the firm did not adopt a dosage-control feature. Juul Labs Inc is now the

central player in a broader controversy sweeping the United States over the safety of its products along with those of a wave of high-nicotine imitators. The rise of Juul sales tracks closely with an epidemic of teenage nicotine use that has brought a hail of criticism and regulatory scrutiny on the company. Congressional investigators, state attorneys general and health advocates have so far focused on whether Juul targeted young people through its marketing and the dessertlike flavors of some Juul nicotine liquids, such as creme brulee or mango. But a Reuters investigation has found that, from the company’s earliest days, insiders discussed and debated concerns over more fundamental attributes of the product: its potency and addictiveness. The breakthrough “nicotine salts” formula that made the Juul e-cigarette so addictive – and ignited the company’s explosive market-share growth – made Juul especially attractive to teenagers and other new users who otherwise would never have smoked cigarettes, according to interviews with

more than a dozen tobacco researchers, pediatricians, and a Reuters review of Juul patents and independent research on nicotine chemistry. The device delivers the drug more efficiently than a cigarette, according to emerging academic research into Juul’s formula and the company’s own patent documents. In written answers to questions from Reuters, Juul said that it never intended to attract underage customers. The company acknowledged it needed to “earn back the trust of regulators, policymakers, key stakeholders and society at large” in light of a surge in youth vaping to “unacceptable” levels. Juul declined to comment on why it never installed the features it considered to limit nicotine intake. It said it designed its products to mimic the experience of cigarettes because that was key to getting smokers to buy them. Citing studies it commissioned, the company said Juul users have far more success in quitting smoking than those who tried earlier e-cigarettes.

Dentist group says antibiotics not needed for most toothaches In most cases, adults don’t need to take antibiotics for a toothache, according to new guidelines from the American Dental Association (ADA). Even though patients with toothaches are often prescribed antibiotics to help ease symptoms and prevent worsening of the problem, healthy adults should generally have dental treatment instead of antibiotics, according to the ADA guidance published in the Journal of the American Dental Association. “Antibiotics should not be used until an infection progresses enough that it can no longer be treated with only dental treatment like a nonsurgical root canal,” said Peter Lockhart, chair of the ADA expert panel that developed the guidelines and a research professor at Carolinas

Medical Center - Atrium Health in Charlotte, North Carolina. “Signs and symptoms of this progression include fever, swollen lymph nodes, facial swelling and extreme tiredness.” These recommendations apply to healthy adults, and are not intended to stop antibiotic use altogether, according to the ADA guidelines. The intent is to minimize overuse and the rise of more antibiotic-resistant infections by limiting antibiotic use to cases when these drugs are absolutely necessary. Dental pain and swelling are the most common reason that patients go to the emergency room or doctor’s office for oral health problems, according to the ADA. Patients may have occasional sharp pain and a fever,

or they might experience constant dull or severe pain. Dentists and physicians often prescribe antibiotics to relieve dental pain and intraoral swelling. General and specialty dentists are the third highest prescribers of antibiotics in all outpatient settings in the United States, according to the ADA. Studies have shown that antibiotics, which are designed to stop or slow the growth of bacterial infections, don’t necessarily help patients experiencing a toothache, according to the ADA. In addition, antibiotics can cause serious side effects, and overuse has resulted in bacterial strains that are resistant to antibiotics. Antibiotics may still make sense when dental treatment isn’t

immediately available and the patient has signs and symptoms of an urgent problem like a fever, swollen lymph nodes, or extreme exhaustion, according to the ADA. But in most cases when adults have a toothache and access to dental treatment, antibiotics may actually do more harm than good, Lockhart said. “While evidence on the benefits of antibiotics for toothaches is limited, it does show that antibiotics can harm patients,” Lockhart said by email. “Furthermore, we know that dental treatments can treat toothaches with little to no risk to the patient or community.” Pain from a toothache may be eased by over-the-counter remedies like acetaminophen and ibuprofen, the ADA advises.

Dominica elections on December 6

Dominica’s Prime Minister Roosevelt Skerrit. Dominicans go to the polls on December 6 to elect a new government after Prime Minister Roosevelt Skerrit Tuesday night announced that he had advised President Charles Savarin to dissolve the Parliament on Wednesday in preparation for the poll that was constitutionally due by March next year. “The time has come for you to decide who will lead the country in 2020 and for the first half of the third decade of the 21st century,” Skerrit said, urging supporters of his ruling Dominica Labour Party (DLP) to go out and vote on election day. “Elections are very serious business. It matters whether you vote or not on election day. It matters which party wins or not. It matters which party leads the country in the third decade of the 21st Century. You each have a responsibility to get out there and vote,” said Skerrit, who is seeking to become the first prime minister here to win four consecutive general elections. He said that Nomination Day will be November 19. The DLP will face a challenge from the main opposition United Workers Party (UWP) headed by Opposition Leader Lennox Linton. The party won six of the 21 seats in the last general election in 2014. The 47-year-old Skerrit, who has been prime minister since 2004, said that he is hoping the campaign will be conducted in an atmosphere of civility and peace. ‘The choice is yours, ladies and gentlemen. We need to put Dominica first in all that we do,” he said, reminding the country that not voting is tantamount to “turning your back on a process that charge the path for the country for the next five years. “Five years is a short time if you have the right person in government, five years is a very, very long time if you have the wrong person,” he added. Skerrit, who upon taking office Skerrit became the world’s youngest head of government at age 32, is campaigning on a promise of continued good government, improved socio-economic conditions and the construction of a new international airport funded by China, while the UWP is pointing to corruption within the Skerrit-led administration and urging Dominicans to allow them to steer the island into a new development path. The opposition had called for electoral reform, including the issuance of voter identification cards ahead of the polls. Last month, the Electoral Office of Dominica (EOD) urged voters to inspect the preliminary voters list that had been published, noting that the preliminary list had been placed at each of the more than 100 polling stations in the 21 electoral districts in keeping with the requirements of the Registration of Electors Act, the Electoral Office has placed physical. Chief Elections Officer Ian Michael Anthony said he was urging voters to ensure that they examine the list and assist the Electoral Office with making updates before the November 19th deadline for accepting Claims and Objections before the publication of the final Register of Electors at the end of next month. In the 2014 general election, 41 046 ballots were cast.

Hurricane Dorian Inflicted a $2.5billion blow to The Bahamas The Bahamas Central Bank’s governor forecast that total Hurricane Dorian losses could exceed $2.5bn at the “low end” a sum equivalent to 20 percent of The Bahamas’ total economic output. John Rolle, unveiling the regulator’s September and third quarter economic outlook, said these projections were “not out of range” given the Category Five storm’s devastating impact on private housing, public utilities and infrastructure in Abaco and Grand Bahama. He warned that a significant “financial resources gap” could develop, despite the Bahamian insurance industry revealing to Tribune Business that insured losses had already surpassed $1bn, due to numerous impacted families and businesses either being totally uninsured or under-insured. While Mr Rolle did not suggest this “gap” could amount to $1.5bn, the difference between the Central Bank’s projected total Dorian losses and insurance payouts, he added that those lacking insurance “could face a lengthy recovery process” through having to rely on either their own savings or financial assistance from the Government and others to rebuild. The Central Bank governor also predicted that the commercial banking industry’s non-performing loan ratio will rise by several percentage points to hit the 10-12

percent range in Dorian’s aftermath, as impacted households and businesses struggled to service their debt obligations in the absence of incomes and commercial activity. He added, though, that such a raised non-performing loan ratio was “not anything to flinch about” for the Central Bank. Mr Rolle said Grand Bahama and Abaco combine for just 14 percent of outstanding commercial bank credit to the private sector, with the latter - the worst-hit island of the two - accounting for just 5 percent. While this will help impose “some upper limits” on the non-performing loan increase that Bahamian commercial banks are likely to suffer, the Central Bank governor conceded that it was “breathing a sigh of relief in terms of what was the outcome” compared to the scenario if Dorian had made a direct hit on New Providence where most of the country’s economy is concentrated. Still, Mr Rolle’s estimates give a further insight into the scale of the damage inflicted upon the Bahamian economy and society by Dorian, and demonstrate how long, expensive and complex the recovery and restoration process will be. “Even as revised projections indicate that insurance payouts to the private sector could exceed $1bn, the losses - most to private sector assets - could surpass 20 percent of GDP or more than $2.5bn,” he warned.

While “key commercial assets” are expected to recover faster than Abaco and Grand Bahama’s housing stock, the Central Bank governor said the process was likely to be uneven because a significant number of storm victims lacked adequate insurance coverage. “There is nevertheless a financial resources gap, given significant uninsured or underinsured families who could face a lengthy recovery process as they rely either on public assistance or have to rebuild out of incomes,” Mr Rolle added. Expanding on his $2.5bn damage estimate under questioning from Tribune Business, he added that a sum equivalent to 20 percent of The Bahamas’ annual gross domestic product (GDP) was justified given the impacted islands’ contribution to the country’s economic output. “This is just a rough estimate if you’re looking at what GDP is for The Bahamas,” he explained. “The majority of the damage is expected to be property damage, government buildings and income lost during the period the country was out of service. “It’s really housing stock, utility infrastructure and loss of business premises and inventory. That’s collectively where the majority of the loss has occurred. On that basis, 20 percent of GDP is $2.5bn. We’re working with 20 percent of GDP as the original estimate of damage.

Customs & Border Protection seized $44M in narcotics in USVI & Puerto Rico US Customs and Border Protection (CBP) released a summary on November 4, 2019 of fiscal year (FY) 2019 border enforcement efforts in Puerto Rico and the US Virgin Islands (USVI). CBP said the Caribbean area effort is possible through collaborative operations and partnerships with other federal, state and local law enforcement agencies, which have become an integral part of CBP’s procedures, in order to manage illicit activity throughout the area. Overall enforcement actions by CBP components in Puerto Rico and the US Virgin Islands led to the confiscation of 90,852.08 pounds of narcotics, equating to $44 million. CBP said its Air and Marine Operations (AMO) played a major role in the determent of illegal activity throughout our coasts, through the coordinated use of integrated air and marine forces to detect, interdict and prevent the unlawful movement of people, illegal drugs and other contraband in the area. AMO agents seized 67,615 pounds of narcotics and $28 million in currency. 1,434 illegal immigrants held Throughout Puerto Rico and the US Virgin Islands, 1,434 illegal immigrants were apprehended for the federal fiscal

According to CBP, after a decade-long $12 million investment, with the Operation Stonegarden Grant Program (OPSG) municipal and territorial law enforcement have been able to work with the Ramey Border Patrol Sector to make a difference in protecting the border. Enforcement actions have resulted in the seizure of well over 6,400

pounds of narcotics, worth over $45 million, and the apprehension of over 2,000 illegal immigrants. CBP officers and agriculture specialists work to protect our borders at the ports of entry while facilitating legitimate trade and travel. CBP processed 4,947,511 million travellers and 115,008 containers through our ports of entry during FY 2019. During this time, CBP officers seized 17,227 pounds of narcotics and arrested 77 individuals, of which 23 were wanted for crimes, including murder, rape, assault, and robbery. CBP officers also denied entry to more than 737 people attempting to illegally enter the US. through air or sea ports of entry in Puerto Rico or the USVI. Furthermore, $16 million of undeclared currency was seized and over 34 firearms.

10 Of The Most Dangerous Cities In The Caribbean Whenever we think of the Caribbean, it is easy for our minds to automatically connect with a vision of the sun, beach and clear-blue water. After all, the most exotic and beautiful sights on this earth are hidden in the islands of the Caribbean. Nevertheless, the Caribbean remains more than what meets the touristic eye. Once we look past the exoticism, we can sadly find crime, civil unrest, political corruption, controversy, poverty and several other societal disadvantages. As such, not all areas can be considered visitor-friendly. As a tourist looking to explore the unknown, it remains empirical to remain informed on the safe places to go as well as those to avoid. Although it’s important to highlight the fear of crime in the Caribbean is often overblown, you may still want to consult this list of the Caribbean’s most dangerous cities before planning your next trip. 10. NASSAU, BAHAMAS In general, the Bahamas can be considered as the safest option on this list--yet one must still proceed with caution. While violent crime does not occur often, there has been an increase in specific places like Nassau. Indeed, the city is considered to be ground-zero for violent homicides in Honduras and is soon looking to become one of the murder capitals of the world. Reports indicate an outstanding record of 20 homicides occurring daily. BASSE TERRE, ST. KITTS & NEVIS Crime in Saint Kitts & Nevis has gotten much worse in recent years. In fact, the capital city of Basseterre has held the record for the highest murder rates in any capital city in the world and so for years. The majority of crimes appear to be linked to both gang activity and illegal drug trade. Though measures have been taken to reduce the level of crime for a while now, one must still proceed with caution. 3. KINGSTON, JAMAICA Although Jamaica remains of the most popular international destinations for American travellers, several visitor warnings have been issued with regards to certain areas. The frequently visited island has one of the highest murder rates in the world and serves as a site to a

prolific drug trade system. Both Kingston and Montego Bay have found their way on this list and so for considerable reasons. While violence tends to remain in impoverished areas, in these aforementioned cities, violence is not confined. Sexual and physical assaults, robberies, murders and more have been frequently reported with the latter even occurring at all-inclusive resorts. 2. PORT-AU-PRINCE, HAITI Governmental warnings have been issued time and time again for Haiti and so especially in the capital city of Port-Au-Prince. The Anglican Cathedral in Portof-Spain has been under the spotlight since photos emerged on social media of swimsuits being modelled on the last day of StyleWeek. Tenia said they were approached by StyleWeek a month ago to host the three-day fashion event and when the proposal was presented, she and the Vestry, the committee that oversees church business, met to discuss it. “The Vestry agreed and we took a while to pray and think about it and consider all possibilities before we said yes,” she said. She said they gave the StyleWeek Organisers clear guidelines, especially for the swimsuit presentations. “We said we need to be very clear how we deal with it. I said I am okay once I see no bumcees or boobs and if anyone has anyway that makes that impossible then they need to not show it

or use wraps and sarongs and the models must have on leggings,” she explained. Tenia said there was someone positioned backstage to monitor the models and ensure guidelines were being adhered to but, on the final day which showcased swimwear, the person stepped away for a bit and the designer, who she did not name, flouted the guidelines. “Of the 15 designers, one of them flagrantly disregarded that. The last item was three Carnival costumes and they followed our instructions,” she said. Ellis Briggs, spokesperson for the organisers of StyleWeek Zetick Caribbean, confirmed there were guidelines. “I am meeting with the designers to discuss this and other matters. We will also be discussing the next event which is StyleWeek St Vincent and we will have to put things in place going forward to ensure rules and guidelines are adhered to,” he told Loop. Stating that she attended two of the three days of the show, Tenia said some of the items presented were edgy and provocative - but were decent.

She said the decision to host StyleWeek was done for the church to partner with something that is relevant as the event is aimed at providing a platform for lesser-known designers, and to raise the church’s profile with a wider audience. She said this is the strategy as the church embarks on its restoration exercise. “The restoration is upon us and people need to be aware. We are letting people see and understand we have to do fundraising for the Cathedral. We have a team putting together a find raising process and platform. The Cathedral is a fantastic venue for all things creative and we want people to see the building, let them notice and recognise it,” she said. CDB issues US$350,000 in grant funding to cultural projects BRIDGETOWN, Barbados - The Caribbean Development Bank has approved USD 350,000 for four projects that are geared at increasing cultural collaboration and improving the enabling environment for culture and the creative arts in the Region. Multiple government officers convicted in Cayman Island’s largest-ever corruption case The third and final installment of Cayman’s largest-ever corruption trial ended Thursday when a jury delivered three guilty verdicts. The latest verdicts bring the total number of convictions to nine out of the 12 defendants. The case of fraud, breach of trust and bribery involved a network of corruption among one dozen individuals, half of whom were government officers who held senior roles within the then Immigration Department – now Customs and Border Control. Between August 2015 and June 2016, each defendant was alleged to have played varying roles in providing people with fraudulent passing grades to an Immigration Department English-language test. The exam was a mandatory requirement for people whose primary language was not English. The immigration officers involved were Marcus Alexander, Kathy-Ann Forbes, Carlos Robinson, Pheadra McDonald, Diane Dey-Rankin and Sherry Lee McLaughlin. The civilian defendants were Santo Castro Castillo, Marlenis Perez Mata, Mariel Maleno Suriel, Katerine Montero Paniagua, Carolin Nixon-Lopez and Angela Suyapa Rodriguez David. The initial indictment listed a total of 32 charges brought against the defendants – conspiracy to commit breach of trust, conspiracy to commit fraud on the government, and failing to report the solicitation of an advantage or reward. That indictment was later reduced to six counts, which alleged the same wrongdoing, apart from the breach of trust charge. Initially, all the defendants except for Maleno Suriel pleaded not guilty to the charges. The matter first came to light in June 2016, when senior immigration officers became suspicious of how the English-language tests were being conducted. An investigation was launched, following which the matter was transferred to the Anti-Corruption Commission. When the case eventually made its way to court in the latter part of 2018, it was broken down into three jury trials, the first of which occurred in January.

Robyn Crawford, a close female friend of Whitney Houston, has said the pair had a sexual relationship. Rumours have long surrounded Houston and Crawford, who made the revelations in her memoir, A Song for You: A Life with Whitney Houston, and in an interview with NBC News. “In the early part of that friendship, it was physical,” Crawford told NBC. “It was during that first summer that we met, was the first time our lips touched. And it wasn’t anything planned, it just happened. And it felt wonderful. And then, not long after that, we spent the night together. And that evening was the night that we touched. And that just brought us closer.” “We never talked

about labels, like lesbian or gay,” Crawford writes in her memoir. “We just lived our lives and I hoped it could go on that way forever.” But Houston soon ended the physical side of their relationship. “She said we shouldn’t be physical any more, because it would make our journey even more difficult,” Crawford writes. “She said if people find out about us, they would use this against us, and back in the 80s that’s how it felt.” Houston went on to marry R&B star Bobby Brown in 1992, with whom she had a famously fractious relationship. They divorced in 2006. Prior to her marriage, Houston had become friends with actor Eddie Murphy; in her memoir, Crawford claims Houston was

U.S. accuses two former Twitter employees of spying for Saudi Arabia Two former employees of Twitter and a third man from Saudi Arabia face U.S. charges of spying for the kingdom by digging up private user data and giving it to Saudi officials in exchange for payment, a complaint from the Department of Justice shows. Ali Alzabarah and Ahmad Abouammo, who used to work for Twitter, and Ahmed Almutairi, who then worked for the Saudi royal family, face charges of working for the Kingdom of Saudi Arabia without registering as foreign agents, according to the complaint filed against them on Wednesday. The indictment points an unusually public finger at Saudi Arabia, a U.S. ally that maintains warm ties with President Donald Trump despite its spotty human rights record. Many Republican and Democratic lawmakers are already deeply critical of Riyadh’s conduct of

the war in Yemen and the 2018 murder at a Saudi consulate of journalist Jamal Khashoggi, who had U.S. residency and wrote for the Washington Post. Despite the pressure, Trump has stood by the kingdom and its de facto ruler Crown Prince Mohammad bin Salman, who appears in the complaint as Royal Family Member-1, according to the Washington Post, which initially reported the charges. The charges also put Silicon Valley companies in the spotlight once again over how they protect the intimate details they collect about their users, including from employees with no legitimate reason for accessing the information. According to the complaint, Abouammo repeatedly accessed the Twitter account of a prominent critic of the Saudi royal family in early 2015. At one instance, he was able to view the email address and telephone number

associated with the account. He also accessed the account of a second Saudi critic to get personally identifiable information. Twitter uncovered Alzabarah’s unauthorized access of private data and placed him on administrative leave in late 2015, but not before he had tapped data from over 6,000 accounts, including 33 for which Saudi authorities had submitted law enforcement requests to Twitter, the complaint said. “This information could have been used to identify and locate the Twitter users who published these posts,” the U.S. Justice Department said in a news release. Almutairi, for his part, is accused of acting as a go-between for the Saudi government and the Twitter employees. Abouammo, who is a U.S. citizen, was arrested in Seattle, Washington while the other two are

presumed to be in Saudi Arabia, the department said. Abouammo was ordered to remain behind bars pending a detention hearing Friday. The two former Twitter employees were given cash and other rewards, such as an expensive watch, in exchange for the information they shared, the complaint said. Abouammo later claimed the watch was worth $35,000 in communications with prospective buyers on Craigslist.org. They appeared to have been cultivated by a senior Saudi official, identified by the Washington Post as Bader al-Asaker, Prince Mohammad’s close adviser who now heads the crown prince’s private office and charity MiSK. Most contacts occurred in 2014 and 2015, when the crown prince was rising to power, according to the U.S. complaint.

UK government refuses to release report on Russian meddling Britain’s government refused again Tuesday to publish a report into possible Russian interference in U.K. elections, arguing that Prime Minister Boris Johnson’s government needs more time to properly scrutinize the document. The Intelligence and Security Committee report was sent to the prime minister on Oct. 17, and it needs government approval before it is made public. Unless the report is released by early Wednesday when Parliament is dissolved, it won’t be made public before the December general election.

Lawmakers from a range of parties, including the Johnson’s Conservatives, urged the government to publish the report during a debate in the House of Commons. But Foreign Office minister Christopher Pincher argued it was “not unusual” for the review of such reports to “take some time.” “It’s not as if the prime minister has not had one or two other things to do during the last several weeks,” he told the House of Commons. “It’s not unusual that the turnaround time is what it is.” Opposition lawmaker Emily

Thornberry accused the government of failing to disclose the report because it would lead to other questions about the links between Russia and the campaign to leave the European Union, which had been spearheaded by Johnson. “If the minister of state is going to dismiss all this as conspiracy theories or smears and say it has nothing to do with the delay of this report, then I say back to him, prove it,” she said. “Publish this report and let us see for ourselves otherwise there is only one question: what have you got to hide?” Earlier Wednesday, the former

head of the U.K. domestic spy agency urged the government to publish the report. UK leader Boris Johnson sorry for missing Brexit deadline Britain’s election campaign heated up Sunday with Prime Minister Boris Johnson saying he would apologize to Conservatives for failing to take the U.K. out of the European Union by Oct. 31 and Brexit Party leader Nigel Farage saying he won’t personally run for a seat in Parliament. Johnson’s promise to have Britain leave the bloc by Oct. 31 had been the central plank in the party leadership competition that brought him to power in July. He told Sky News on Sunday that it was a matter of “deep regret” that he failed to do so. Asked if he was sorry about missing the deadline, Johnson said: “Yes, absolutely.” Johnson’s failure to deliver may cost him some backing from voters drawn to his fiery rhetoric on the need to finalize Brexit, including his famous statement that he would rather “die in a ditch” than seek another extension. But his pledge to leave by Oct. 31 with or without a divorce deal was blocked by Parliament, which required him to seek a Brexit delay. The EU has granted a threemonth Brexit extension until Jan. 31. Johnson pushed hard for an early national election on Dec. 12 in which he hopes to get a more Brexit-friendly Parliament that will — finally — pass his proposed deal with the EU. He also said on Sunday that his government wouldn’t approve another legally binding referendum of independence for Scotland.

The campaign won’t officially begin until after Parliament is dissolved on Wednesday, and various party alliances are still being formed. Farage, the leader of the Brexit Party, told the BBC that he can “serve the cause of Brexit” better by traveling throughout Britain to support 600 Brexit Party candidates rather than by seeking a seat for himself. “I don’t want to be in politics for the rest of my life,” he said. Farage has failed in multiple attempts to win a seat in the British Parliament, although he has long been a member of the European Parliament, which he has used as a pulpit to criticize the EU. He said it was difficult to back party candidates nationwide while trying to win over a local district. Farage has vowed that his party will contest every seat in England, Scotland and Wales against the Conservatives unless Johnson drops his Brexit agreement, which Farage and his party think is worse than a no-deal Brexit. But the Brexit Party hasn’t yet named its candidates and it’s not clear what kind of impact it will have. All seats in the 650-seat House of Commons are up for grabs in the Dec. 12 election. Johnson’s Conservatives have an early lead in most opinion polls, but analysts say the election is unpredictable because Brexit cuts across traditional party loyalties.

The nationwide margin was 52%-48% in favour of Leave. “A vote for Johnson’s Conservatives is a vote to betray our NHS in a sell-out to Trump,” he said, to chants of “not for sale, not for sale” from the audience.

British Columbia moves to introduce permanent daylight saving time British Columbia’s government is introducing a measure that would allow the Canadian province to move onto year-round daylight saving time, the premier’s office said on Thursday. British Columbians said in public consultations “loud and clear that they want to do away with the practice of changing our clocks twice a year,” Premier John Horgan said in a news release. Daylight saving time (DST) is the practice of moving clocks forward

Drug cartel gunmen kill 9 US citizens in an ambush in Mexico

Drug cartel gunmen ambushed three SUVs along a dirt road, slaughtering six children and three women — all U.S. citizens living in northern Mexico — in a grisly attack that left one vehicle a burned-out, bullet-riddled hulk, authorities said Tuesday. Investigation: Lead in some Canadian water worse than Flint Hundreds of thousands of Canadians have been unwittingly exposed to high levels of lead in their drinking water, with contamination in several cities consistently higher than they ever were in Flint, Michigan, according to an investigation that tested drinking water in hundreds of homes and reviewed thousands more previously undisclosed results. Residents in some homes in Montreal, a cosmopolitan city an hour north of the U.S.-Canada border, and Regina, in the flat western prairies, are among those drinking and cooking with tap water with lead levels that exceed Canada’s federal guidelines. The investigation found some schools and day care centers had lead levels so high that researchers noted it could impact children’s health. Exacerbating the problem, many water providers aren’t testing at all. It wasn’t the Canadian government that exposed the scope of this public health concern. A yearlong investigation by more than 120 journalists from nine universities and 10 media organizations, including The Associated Press and the Institute for Investigative Journalism at Concordia University in Montreal , collected test results that properly measure exposure to lead in 11 cities across Canada. Out of 12,000 tests since

2014, one-third — 33% — exceeded the national safety guideline of 5 parts per billion; 18% exceeded the U.S. limit of 15 ppb. In a country that touts its clean, natural turquoise lakes, sparkling springs and rushing rivers, there are no national mandates to test drinking water for lead. And even if agencies do take a sample, residents are rarely informed of contamination. “I’m surprised,” said Bruce Lanphear, a leading Canadian water safety researcher who studies the impacts of lead exposure on fetuses and young children. “These are quite high given the kind of attention that has been given to Flint, Michigan, as having such extreme problems. Even when I compare this to some of the other hotspots in the United States, like Newark, like Pittsburgh, the levels here are quite high.” Many Canadians who had allowed journalists to sample their water were troubled when they came back with potentially dangerous lead levels. Some private homeowners said they plan to stop drinking from the tap. “It’s a little bit disturbing to see that there’s that much,” said Andrew Keddie, a retired professor who assumed his water was clean after replacing pipes years ago at his home in Edmonton, a city of almost 1 million in western Canada. What he couldn’t do is replace

She found out on her own, looking at reports posted online. “I was getting poisoned for four years and did not know about it,” she said. “As a student, I think I should be told.” Leona Peterson learned of the contamination in her water after journalists found excessively high lead levels in 21 of 25 homes tested in her small, northwest port town of Prince Rupert. Peterson, who lives in subsidized housing for Indigenous people, had water that registered at 15.6 ppb. “I was drinking from the tap, directly from the tap, without any knowledge that there was lead in the water,” said Peterson. Her son was as well. Her response: “Hurt, real hurt.” Canadian officials where levels were high said they were aware that lead pipes can contaminate drinking water and that they were working to replace

Boeing to invest $1 billion in global safety drive Boeing Co (BA.N) is planning an initial investment of around $1 billion into industry-wide pilot development as part of a long-term initiative to reduce risks like those faced by the crew in two 737 MAX crashes, people familiar with the matter said. The embattled planemaker is trying to rebuild trust and cooperation with airlines, passengers and regulators around the world after the 737 MAX was grounded in March, following crashes in which a total of 346 people died. Details of the company’s “Global Aviation Safety” initiative remain under wraps due to delays in returning the 737 MAX to service, as attention focuses on changes to cockpit software that investigators say played a major part in the two crashes. Boeing will launch the pilot development project after regulators approve changes to 737 MAX software and training and the plane

resumes flights, one of the people familiar with the matter said. The company currently expects that to happen in the United States by year-end. The plane is likely to return to service in Europe during the first quarter of 2020, the head of the European Union Aviation Safety Agency (EASA) said earlier this week. The pilot project spending budget, people familiar with it said, will be in addition to the more than $8 billion in costs from compensation to airlines for delayed aircraft deliveries and lower production tied to the 737 MAX grounding. The training initiative is still being developed and will be rolled out over years, one of the people said. While costs are expected to rise over time, the effort may overlap with future aircraft programs. “It will involve significant funds to raise standards around the world and requires Boeing putting its own money in,” said

Boeing Chief Executive Dennis Muilenburg was accused by U.S. lawmakers in back-to-back hearings last week of placing profits over those safety standards, a charge Boeing denies. create a data-sharing network on aircraft design with global regulators, one of the people said, in a bid to improve outside knowledge of its aircraft technology and operations. The head of the EASA told Reuters in a recent interview that it would demand more data when deciding whether to certify future jets. PILOT SHORTFALL Outlines of the new investment were drawn up in the wake of the crashes as Boeing executives acknowledged that stallprevention software known as MCAS confused the pilots due to an overwhelming workload, the people said. Investigations have raised questions over whether that was in part due to faulty assumptions about the hazards involved, leading to a design that placed unrealistic demands on pilots. Investigators and

global regulators have also pinpointed concerns about certification and training. Boeing says it followed industry practice on reaction times. Experts say that Boeing, as the largest planemaker in the world, and its regulator, U.S. Federal Aviation Administration, have played a key role in shaping global standards around aircraft design and operations. Even before the crashes, the aircraft industry was bracing for a staffing shortfall of 1.5 million aircraft technicians and pilots over the next 20 years. Both Boeing and Europe’s Airbus (AIR.PA) have already launched beginner training programs to help ease the shortages. The crashes have also sped up a rethink of safety needs in emerging markets, where demand for new jets is driving a huge share of Boeing’s business. But airlines face gaps in regulation and infrastructure.

Canon Quietly Releases the EOS Ra: A Mirrorless Astrophotography Camera Without fanfare or so much as a press release (yet), the Canon EOS Ra camera has officially been released. The specially-designed astrophotography camera is Canon’s first full-frame mirrorless camera “dedicated to deep sky and night sky photography.” If you’ve been around the block a few times, you’ve no doubt seen one of these special “a” series cameras pop up before—remember the Nikon D810a? And while specialized cameras like this don’t exactly sell like hotcakes, they are extremely compelling for photographers who specialize in photographing deep sky objects like nebulae. Like the Nikon D810a before it, the Canon EOS Ra features a

specially designed IR filter that has been modified to allow four times as much transmission of the 656nm wavelength (hydrogen alpha rays) compared to the regular Canon EOS R cameras. “This allows for a higher transmission of deep red infrared rays emitted by nebulae, without requiring any other specialized optics or accessories,” explains the product description. Additionally, the EOS Ra allows for 30x magnification in both the EVF and LCD, for precise focus when shooting deep sky imagery. Other than those two features, the camera is more-or-less identical to its non-“a” sibling. It uses the same 30.3MP full-frame CMOS sensor, the

same magnesium alloy camera body, same RF mount, same EVF and LCD resolution, and on and on. Just don’t plan to purchase this camera if you’re interested in anything else besides deep sky and night sky photography, as the modified IR filter can wreak havoc on your images in some regular shooting scenarios. The Canon EOS Ra is available to pre-order now and will cost you $2,500—compared to the regular EOS R, which is currently selling for just $1,800. We don’t have official confirmation of a ship date yet, but according to the most recent rumors, we should expect the camera to ship “in early December 2019.”

Samsung Electronics says third quarter profit fell 56% Samsung Electronics said Thursday its operating profit for the last quarter fell by nearly 56%, with its robust sales of smartphones, displays and TVs offset by a continuously weak market for computer chips. The South Korean technology giant reported an operating profit of 7.78 trillion won ($6.7 billion) for the July-September quarter, which

represented a 55.7% drop from the same period last year. Samsung says third-quarter revenue fell 5.3% to 62 trillion won ($53.4 billion). Samsung is the world’s biggest maker of semiconductors and smartphones, but it has struggled with falling prices for DRAM and NAND memory chips since late last year. Experts say chipmakers are

suffering after misreading industry demand for their products. They invested heavily in 2016 and 2017 to ramp up production, but global orders for chips used in smartphones, internetconnected cars and other products have been slower than expected. One big step: Google buys Fitbit for $2.1 billion Google, the company that helped make it fun to just sit around surfing the web, is jumping into the fitness-tracker business with both feet, buying Fitbit for about $2.1 billion. The deal could put Google in direct competition with Apple and Samsung in the highly competitive market for smartwatches and other wearable electronics. But it also raises questions about privacy and Google’s dominance in the tech industry. The company’s announcement Friday came with a promise that it won’t sell ads using the intimate health data that Fitbit devices collect. Fitbit is a pioneer in wearable fitness technology, making a range of devices that have become pop-culture accessories, from basic trackers that count how many steps you take each day to smartwatches that display messages and notifications from phones. They can track activities such as running, cycling and swimming and record heart rates and sleep patterns. Fitbit typically asks for date of birth, gender, height and weight to help with such things as estimating calories burned. Some people use Fitbit’s app to record what they eat and how much water they drink. Women can track their periods. Fitbit has 28 million active users worldwide and has sold more than 100 million devices. Google, meanwhile, makes software for use in other manufacturers’ wearable devices, but those products haven’t gained much traction in the face of competition from Fitbit, Apple, Samsung and others. And Google doesn’t sell a device of its own. The deal to buy Fitbit could give

Privacy experts, though, were skeptical. Researchers Show They Can Hack Your Smart Speaker Just by Shining Lasers at It Smart speakers have become a home addition for many, but the choice requires some vigilance over potential security breaches. Now, researchers have shown that hackers could get these small devices to do their bidding without making a single noise. Devices running Google Assistant, Amazon Alexa and Siri were all shown to be vulnerable to this security hole, and the researchers got it working on a Facebook Portal device, too. Even phones and tablets were shown to be vulnerable. The trick works through the micro-electro-mechanical systems, or MEMs, built into smart speaker mics. These tiny components can interpret light as sound, which means they can be manipulated by something as simple as a laser pointer.

Considering smart speakers are often hooked up to smart locks, smart alarms, and other home security devices, it’s not difficult to imagine how this could be used to sneak into a property (or maybe just fire up a smart coffee maker). “We know that light triggers some sort of movement in the microphone’s diaphragm, and that mics are built to interpret such movements as sound, as they’re typically resulting from sound pressure physically hitting the diaphragm,” the researchers told Dan Goodin at Ars Technica. “However, we do not completely understand the physics behind it, and we are currently working on investigating this.” The team got the hack working through windows, at distances of up to 110 metres (361 feet), and with a

kit costing just a few US dollars. Smart speakers don’t often come with extra security protections – if you issue a voice command, it just works. Before you lock your Amazon Echo in the cupboard though, bear in mind that the attack does need a line of sight with the device. These speakers usually issue audible feedback too, so you would know if someone was trying to do some online shopping or turn off your smart lights remotely. The exploit also needs quite a sophisticated setup, with a strong and focussed laser, and equipment to convert audio commands into laser light modulations. It’s not something that your neighbours are going to be able to do easily, though you might want to keep your smart speakers away from the windows, just in case.

THE GOVERNMENT OF TURKS AND CAICOS ISLANDS CONSULTANCY SERVICES FOR DIAGNOSTIC ASSESSMENT TO DETERMINE THE FEASIBILITY OF ESTABLISHING A PARTIAL CREDIT GUARANTEE FUND (PCGF) TO SUPPORT ENTERPRISE DEVELOPMENT IN THE TURKS AND CAICOS ISLANDS REQUEST FOR EXPRESSIONS OF INTEREST The Government of Turks and Caicos Islands has applied for financing from the Caribbean Development Bank (CDB) towards the cost of a Diagnostic Assessment to Determine the Feasibility of Establishing a Partial Credit Guarantee Fund (PCGF) to Support Enterprise Development in the Turks and Caicos Islandsand intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of Government of Turks and Caicos Islandsand upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. The objective of the consultancy is to assess the level of demand for and the feasibility of establishing a Partial Credit Guarantee Fund (PCGF) that may address the lack of access to finance, which has long been a challenge to small businesses operating in the TCI,made worse after the global financial crisis. The project will have two phases: 1) the diagnostic assessment that will determine whether the PCGF is feasible and 2) If deemed feasible in the first stage, the Consultant’s contract will be amended to include the second stage to design an appropriate PCGF model for the Turks and Caicos Islands. The duration of the assignment is expected to be for a period of six (6)months. The Ministry of Finance, Trade and Investment now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services. Graceway Sports Centre hosts successful Squash Tournament

By Todeline Defralien Graceway Sports Centre hosted a very successful three day squash tournament on Thursday October 24th – Saturday 26th. The sport of squash is relatively new in Turks and Caicos and the courts have been built in 2009. During the event twenty-four (2) players participated in total, ten (10) juniors, four (4) women and ten (10) men. Adina Ciurar, General Manager of Graceway Sports Centre told The SUN, this competition was the first one organized by Chris Hanebury, their new squash coach. “His goal was to create the interest around the game and evaluate the potential of the players.

Juniors were the most numerous, as they show a lot of interest in the game of squash. Our concerted efforts to develop the sport of squash in TCI include lessons offered to school students during their PE classes,” she said Ciurar added that Chris Hanebury is planning another smaller competition towards the end of the year, while the plans for the near future are quite ambitious, including participating to the Caribbean squash tournament in 2020. Activists call for halt to U.S. horse racing Animal rights groups on Sunday called for an immediate halt to horse racing following the high-profile death of a gelding in Saturday’s Breeders’ Cup Classic at Southern California’s Santa Anita Park. Four-year-old Mongolian Groom injured his left hind leg going into the final turn of the nationally televised $6 million race, was taken away from the track in an ambulance and later euthanised. Thirty-seven horses, including three in the last nine days, have died at the famed race track since late December, shining a spotlight on a sport that lacks national regulation pertaining to the misuse of drugs, a leading culprit in horse fatalities. In April, Los Angeles County District Attorney Jackie Lacey announced an investigation into why at that time 23 horses had died at Santa Anita over a three month period. The results of the investigation have yet to be released, leading to frustration on the part of activists, who protested outside her office demanding answers on Thursday. The Breeders’ Cup, the sports richest event with some $30 million up for grabs over its two days, changes venues every year and its board had considered moving it from Santa Anita in light of the fatalities. But in June it voted to keep it at Santa Anita as planned after track owners the Stronach Group implemented new rules governing the use of race day

The measure is currently open for public comment. Backers of the Horse Racing Integrity Act, federal legislation that would curtail the use of drugs and establish national oversight, said they hoped Saturday’s tragedy would prompt Congress to act. “American horse racing is at its greatest crossroads in history, and the death of Mongolian Groom underscores the need for Congress to pass the Horseracing Integrity Act,” said Marty Irby of Animal Wellness Action. The Breeders’ Cup and the Stronach Group support the bill but is opposed by Churchill Downs, home to the Kentucky Derby, a state represented by Senate Majority Leader Mitch McConnell. McConnell has yet to announce his position on it. California Senator Dianne Feinstein had said the Breeders’ Cup would be “critical test” for the future of horse racing in the state prior to the event. On Saturday the Breeders’ Cup said measures had been put in place to ensure its athletes were racing under the “safest and most transparent conditions possible.”

With two more races there is still work to be done. “Usually the reflection comes at the end of the year when work finishes and you can just take a load off and just sit back and have a beer,” said Hamilton, finally breaking into a smile. “I will be with my dogs, with my feet up and just only then you can have a moment to grasp how great a year it has been. “I’m always just looking to improve and I really love being in this sport.”
