MILITARY FOR TCI
by Hayden Boyce Publisher & Editor-in-Chief
The UK Defence Attaché attending the National Security Council in September 2019, sitting next t Police Commissioner Trevor Botting, where he was briefed on TCI’s National Security Strategy, which starts the process of bringing an Ministry of Defence Team to TCI, to discuss a contingent military force.
T
he Turks and Caicos Islands could soon have its own military, His Excellency Governor Nigel Dakin revealed in an exclusive interview with The SUN. The Governor said highranking officials from the United Kingdom’s (UK) Ministry of Defence recently visited the Turks and Caicos Islands to start looking at the feasibility for establishing a military capability for the islands. If final approval is given by the UK Government, the TCI Military will comprise a small number of fulltime officers and several reserves - all from the Turks and Caicos Islands, the Governor stressed. Governor Dakin told The SUN: “With regard to our talks with the (UK) Ministry of Defence, I need to stress we are at the scoping stage. But I can say my intention as Governor – with the active support of both the Premier and Leader of the Opposition who have both positively engaged - is to ensure the Islands do develop their own contingent military capability.” He added: “The intention, we start with, is that this will be commanded, officered and manned by those from Turks and Caicos Islands; so this won’t be a ‘base’ for the UK military but an expression of TCI’s increasing capabilities and maturity. Having a TCI military force will of course see more connectivity with the UK military than we have seen to date but that will be in terms of support to TCI. You can imagine how valuable such a force will be in terms of reinforcing our maritime defences and, given the support provided post hurricane by the Bermuda Regiment, we are also discussing giving it basic engineering and communication skills so they can provide a disciplined uniformed force who can support during times of natural or other disaster. I hope it also develops into something TCI can be hugely proud of and give those men and woman who want to serve their country, an opportunity to serve.”

“On this ‘support’ it’s worth saying that – in the last two months – TCI Cadets are now building a far stronger relationship with the UK than has been the case. That has included their Commanding Officer, Ennis Grant, spending time with the Brigadier who runs UK Cadets, touring UK naval and army facilities and units and us ‘twinning’ TCI Cadets with Cumbrian Army Cadet Force. This UK Cadet contingent are based in one of the most beautiful areas of the UK which will give access for TCI cadets to enjoy the UK
Lake District. We are presently looking at exchange visits and training.” Governor Dakin stressed that the TCI Military has not yet been agreed with the UK, adding that “this is all at working level and there’s a lot of work that needs to be done before securing final UK Ministerial Agreement”. However, he added: “But the Ministry of Defence (MoD) Team would not have visited without: initial UK Ministerial support; if the Premier and myself hadn’t convinced them of our seriousness and; if we hadn’t had a
National Security Strategy that called out this as a capability TCI not only wants, but needs.” Explaining his plan for the contingent military force, Governor Dakin said it will be entirely separate from the Cadets. “I’d expect it to look like a small cadre of full time permanent staff (Commanding Officer, Adjutant, Training Officer and the like) with the bulk of the force being a reserve (on the lines of the UK Reserve Forces or the US National Guard),” he continued. “In
these circumstances the UK would be providing training – including I’d hope the training of TCI officers at Sandhurst and recruit training in the region, as well as material support (uniforms, weapons and the like). In discussions with the Defence Attaché who covers this region we would also see relationships build with other Overseas Territories including Bermuda (who already have this capability) and Cayman (who like us intend to go down this route) to allow interoperability.”

Firearms offences more than double, says Commissioner By Todeline Defralien Police in the Turks and Caicos Islands are reporting a significant increase in firearm offences and robberies, while there has been a slight increase in crime when compared with 2018. Addressing a press conference on Wednesday, November 27th, 2019, Police Commissioner Trevor Botting, stated: “I think the most significant rise for me just in terms of statistical data is around the number of firearms offences and number of robberies. We’ve had a fairly dramatic rise in firearms related crime, last year there was 35 and this year there was 86. In percentage terms we’re talking about a very dramatic rise and an unacceptable rise in the TCI which still remains a safe place to be certainly comparing to across the region and that number is unacceptable.” The Commissioner continued: “It wouldn’t be a surprise to many to find that robberies also increased from 55 last year to 84. It remains our absolute priority to deal with those serious crimes which people are most concern about and those serious crimes which pose the most harm to the communities.” He added: “From April to October this year there has been 1,274
crimes reported and that was just fractionally less again last year’s so the first two headlines on here is crime staying pretty consistent at that level. We haven’t had a significant drop and we haven’t had a significant rise.” Botting stated that he and the force are well aware of the people’s reaction to the rise in crime which is causing fear around the Islands. He added: “As I said to you when I first took on the Commissioner’s role, that I wouldn’t be hiding anything from you, the crime stats are the crime stats and I think it’s how we respond to them becomes very important. Burglary/Aggravated burglary for this performance year is 199 crimes and that is significant drop from last year which was 40% less burglaries and aggravated burglaries compared to the same time last year where there were 330 crimes.” Meantime, as of October 31, 2019 twelve (12) murders occurred compared to nine (9) last year. “Compared to the average in the average of murders which I think is 5.6 so it’s obviously it’s a rise. In some ways you can look at the plus 34% and think it is a dramatic rise when it’s actually a rise to three, but three is too many of course,” he said. Additionally, as it relates to
crime against tourists/visitors, eight (8) crimes were committed. He said, “There has been in recent times some crimes involving tourists and just to put that in context for the same period last year April-October there was six (6) crimes against visitors/ tourists to the Islands and this year there is eight (8) so there is s slight rise of two. Compared to the number of crimes that were committed in the TCI that tourists still have a statistically very low chance of being the victims of crime and I think that is important to acknowledge. In additions, there have been 568 stop searches in vehicles or persons during the month of October. “That figure is much higher then what we normally have and it reflects the increased activity and out of that 568 stop checks there have been 17 arrests. You will also see that we’ve had a number of fire arm search...twenty-four and we’ve recovered just for October in total five firearms, ammunition and some drugs seizure as well. That doesn’t seem many but against the back drop certainly since I’ve been working in the TCI, which is a significant increase in what we normally get. I’ll be releasing details probably next month of our total seizure so far because in September there was significantly more as well,” Botting
explained. Botting further noted that the figures reflects the work that is going on by the officers of the force in executing warrants and carrying out searches and trying to put those held bent on committing crime in the TCI in the back float. He added: “We’ve had a number of persons charged but most significantly three persons charged with firearm offensive. I won’t go to any more details into our policing activities because it is continuing today and will continue in the months ahead as we deal with the rising crime that is causing concern across the community.” The Commissioner further expressed that Police Officers in the Royal Turks and Caicos Islands Police Force have been very active in the month of October to put a stop to crime. The Police Officers in the Royal Turks and Caicos Islands Police Force have been very active in the month of October; they have been working very hard and have been doing additional hours. The government has provided me with extra funding to allow me to do this so I am grateful for their support and it is really important that we get officers on the street,” he said.
EDUCATIONAL REQUIRMENTS This position requires a minimum of a Bachelor’s Degree in Accounting or equivalent professional qualification and four (4) years post qualification-practicingexperience.

Police investigating Sri Lankan smuggling to TCI By Todeline Defralien The Royal Turks and Caicos Islands Police Force has launched an investigation into the 29 Sri Lankans that were recently smuggled into the Turks and Caicos Islands. During a press conference on Wednesday November 27th, 2019, Commissioner of Police Trevor Botting said the investigation is being led by one of the local superintendants. “In the recent past we have had 29 Sri Lankan national being detained by Immigration as was found on a sloop. The Royal Turks and Caicos Islands Police Force have launched an investigation to their trafficking/smuggling onto the TCI.
It is a very significant investigation and it is being led by one of my superintendants. It is really important that we understand the networks that sit behind people smuggling and people trafficking to the TCI.” Additionally, Botting noted that the Royal Turks and Caicos Islands Police Force will get to the bottom of human trafficking/smuggling taking place in TCI. “People trafficking and smuggling involves almost certainly victims who are being trafficked or smuggled and so we need to get to the bottom of it and any local involvement that has been in that. I cannot talk about that in any more detail but that
investigation is ongoing and where I can update you, I will of course update you,” he ended. Lawsuit against Sandals thrown out in Florida A Florida Federal Court has reportedly dismissed a tax fraud claim made against Sandals Resorts International, stating that the case belonged in the country in which the hotel is domiciled. Sandals Resorts International had filed a motion seeking to have the court dismiss a US$5 million lawsuit, which claimed that thousands of holidaymakers at Beaches Turks and Caicos Islands (TCI) and other resorts were overcharged for their vacation. Sandals denied the claim, stating that the case should be thrown
out by the Miami court in which it was filed on May 21st, 219 as it had no jurisdiction over it, according to media reports. In May, Sandals Resorts International, the parent company of Beaches, said the Class Action lawsuit recently filed against the company in the US District Court for the Southern District of Florida is baseless, both in fact and law, and will be vigorously defended by Sandals. “The assertion that Sandals has not paid taxes due to the government is categorically false.

Clampdown on dark tints and registration plates linked to solving crime, says Police Commissioner By Todeline Defralien Clamp down on illegal dark tints and registration plates on all vehicles around these islands are not just to penalize the motorists but a direct link to solving crime, according to Commissioners of Police Trevor Botting. This was revealed by the Commissioner during a press conference at the Ethel Ingham Centre on Wednesday November 27th. He said, “We’ve done a lot of work around the illegal window tints and registration plate compliance and if you remember, Deputy Adams and the Acting Governor Anya Williams released a video probably four to six weeks ago and I just want to really emphasize the message they gave then. Those issues around tints and registration plates are
not just to penalize the motorists of the TCI; they have a direct link to how criminals are using their cars across the Islands.” Botting stated that lack of registration plate and excessive tints on vehicles has caused issues where officers and Closed-Circuit Television (CCTV) cannot identify who are driving vehicles around these Islands. “If we have excessive tints on vehicles, my officers can’t see who are in those vehicles and most importantly our CCTV’s can’t see who are in those vehicles. It is really important that as we tackle crime that we understand who’s in the cars because criminals will use cars to get around this Island as you know. Across the registration plate compliance is really important as well. If law abiding people make sure they have
their registration plates done then we can then focus our attention to those that don’t which will predominantly fall towards those who don’t comply with the law and who may be involved in criminality,” he explained. Botting further stressed these new enforcements are not to penalize those who use their vehicles day to day but are indeed main crime fighting tools. “Please don’t think that it is just to penalize those that just use their cars around their day to day business in TCI. It’s really important and it fits together through a lot of crime fighting initiative,” he said. The public is reminded that under Section 47 of the Road Traffic Ordinance, it is an Offence to drive a vehicle with excessive Window Tinting. Doing so comes with a maximum
Commissioner of Police Trevor Botting penalty of $US250.00 each window. The prescribed limit is 30 percent, with 6 inches top-down of the front windshield.

DPP publishes new policy for prosecutors Prosecutors should not start or continue a prosecution where their view is that it is highly likely that a court will rule that a prosecution is an abuse of its process and stay the proceedings. This was stated in the new Prosecution Policy for all prosecutors, which was published by Director of Public Prosecutions, Mr. Eugene Otuonye, Q.C. The document stated: “Prosecutors must review every case they receive from the police or other investigators. Review is a continuing process and prosecutors must take account of any change in circumstances that occurs as the case develops. This includes what becomes known of the defence case, any further reasonable lines of inquiry that should be pursued, and receipt of any unused material that may undermine the prosecution case or assist the defence case, to the extent that charges should be altered or discontinued or the prosecution should not proceed. Wherever possible, prosecutors should consult the investigator when considering changing the charges or stopping the case. Prosecutors and investigators should work closely together, but the final responsibility for the decision whether or not a case should go ahead rests with the Office of the Director of Public Prosecutions.” It was noted that in more serious or complex cases prosecutors may be asked by the police to decide whether a person should be charged with a criminal offence and, if so, what that offence should be. They make their decisions in accordance with this Policy, and any relevant guidance or policy issued by the DPP. According to the policy, the police and other investigators are responsible for conducting inquiries into any alleged crime and for deciding how to deploy their resources. “This includes decisions to start or continue an investigation and on the scope of the investigation. In this role, and in discharging their general law enforcement
mandate, they are independent of Prosecutors. Prosecutors may advise the police about possible reasonable lines of inquiry, evidential requirements, legal procedures, management of unused material and the overall investigation strategy. This can include advice to refine or narrow the scope of the criminal conduct and the number of suspects under investigation. Such advice assists the police and other investigators to complete the investigation within a reasonable period of time and to build the most effective prosecution case. Mutual co-operation is essential to the justice system, but each agency maintains its own independence.” The DPP said prosecutors cannot direct the police or other investigators. However, prosecutors must have regard to the impact of any failure to pursue an advised reasonable line of inquiry or to comply with a request for information, when deciding whether the application of the Full Policy Test should be deferred or whether the test can be met at all. “Prosecutors should identify and, where possible, seek to rectify evidential weaknesses but, subject to the Threshold Test, they should quickly stop cases which do not meet the evidential stage of the Full Policy Test and which cannot be strengthened by further investigation, or where the public interest clearly does not require a prosecution. Although prosecutors primarily consider the evidence and information supplied by the police and other investigators, the suspect or those acting on their behalf may also submit evidence or information to the prosecutor, before or after charge, to help inform the prosecutor’s decision. In appropriate cases, the prosecutor may invite the suspect or their representative to do so,” the document added. The Policy is published pursuant to section 100(6) of the TCI Constitution and comes into force on December 1, 2019. Otuonye said it is “an over-arching and important document” that sets out the

Director of Public Prosecutions, Mr. Eugene Otuonye, Q.C. principles that will guide and be applied by the Director of Public Prosecutions (DPP) and the Office of the DPP (ODPP) in their approach to prosecutions. It also stipulates the standards expected of all Prosecutors employed in the ODPP or instructed by the DPP. The ODPP is a prosecutorial agency and a constitutional institution protecting good governance in the Turks and Caicos Islands, he said. “By this policy, the TCI public we serve, will also hold us accountable in the discharge of these dual constitutional mandates,” the DPP stated. A special feature of this Policy is the fact that it has greatly benefited from consultations among the TCI criminal justice stakeholders, including the Judicial Administration, the Bar Association, the Police, and the Attorney General’s Chambers, among others. Commenting on the Policy, the DPP, Mr. Otuonye, Q.C. said: “The formulation and publication of this Policy is an important constitutional function of the DPP that ensures transparency and integrity in the prosecutorial decisions of the ODPP. The policy also promotes professional and ethical high standards for the prosecutors as they endeavour to discharge their challenging role as key stakeholders in the TCI Criminal Justice System. I applaud the Prosecutors and other staff of the ODPP for taking ownership of this Policy and for committing to abide by its letter and spirit”.

TCI remains safe compared to other regions, says Commissioner of Police
By Todeline Defralien
With a spike in crime in 2019, the Turks and Caicos Islands still remains a sake destination, according to Commissioner of Police Trevor Botting. Botting at a press conference on Wednesday November 27th stated that the TCI remains amazingly safe when you compare it across the region. He said, “Living here you can be frightened by the level of crime, but it is about 85% of gross domestic product for TCI tourism. If you have an unsafe country or perceive to have an unsafe country, then tourist may well take their business elsewhere. I think that there are two things for me; firstly TCI still remains amazingly safe when you compare it across the region, but we must also not be complacent about that, and secondly tourists involved in significantly very few crimes here.”
The commissioner emphasized that the community must help the police in combating crime to build a safer TCI. “The extra resources we have been given this year will hit the streets next year but as well as policing, we will also need better community involvement without a shadow of doubt. I use this expression a lot but for anyone who is listening you cannot police your way and force your way out of a situation in serious crime. Serious crime has stayed fairly consistent for the last five years and it tells me two things, firstly the whole stretch around serious crime isn’t working because it is not reducing and I think it tells me that police are doing a reasonable job in suppressing it.” In addition, Botting noted that combating crime is going to be a whole government and whole community effort. “The Premier, Governor and I

are much joined up around this and we talk regularly and I think that there is going to be a lot happening in the next year and this is the important budget for this government and the way it looks at managing crime. The minute criminals feel that they could walk around and people know who they are that they don’t fear the people who are going to tell others about them then as a society we are not doing our civic responsibility without a shadow of doubt. The communities have to reflect on what’s going,” he explained. He continued: “I am accountable and will be accountable for what we do in policing, but I also think that communities have accountability of themselves to start outing people that I know are involved in crime. Unless the country pulls together and have a whole effort and I know that the faith leaders on the Island have had marches
and things and that’s right and proper but there’s going to be responsibly from every segment of society to make sure that we are making serious crime completely unacceptable.” The Commissioner stressed that the only people that should be in fear here is those criminals who are committing crime. “I want those criminals to be in fear being seen by anyone and note by the police. I want those criminals to have the notion of if they’re looking suspicious someone is going to find the place and that’s where is should be. Criminals will act suspiciously wherever they are, when they are looking to commit crime or scoping out places to commit crime. We need the eyes and ears of the public to tell us and if you tell us we will do our outmost to respond in a time profession and get there,” said Botting.

Beach Enclave debuts The Club at Beach Enclave Long Bay By Todeline Defralien One of the Turks & Caicos’ luxury villa ownership and rental companies, Beach Enclave, recently debut and broke ground to their second phase, The Club at Beach Enclave Long Bay. Beach Enclave epitomizes a new concept combining luxury home ownership and private villa rentals with a resort style experience on the island of Providenciales, Turks & Caicos. The groundbreaking ceremony took place on Tuesday, November 26th and was attended by Deputy Premier Hon. Sean Astwood, Hon. Vaden Williams, Minister for Immigration, PDM chairman Douglas Parnell, Vasco Borges CEO of Beach Enclave, Joe Zahm President of Sotheby’s and other specially invited guests. Following the successful launch of the North Shore collection, Beach Enclave announced the unveiling of the new Long Bay Villas, an enclave of five custom-designed luxury properties. Perched on a three-mile stretch of white sand on one of the most exclusive beaches in Turks & Caicos, The Long Bay villas are located at the protected East end of the bay. Commenting on this momentous occasion, Vasco Borges CEO of Beach Enclave said this new project will be what they believe to be the first true boutique luxury resort on Turks and Caicos. “In 2010 we had about 260,000 tourists coming to these Islands, last year we had 460,000 and that’s 70% increase. Where are all these people staying? They are staying in villas. That’s the growth of this country is being private villas. We like to think at Beach Enclave that we played a small role in that, in particular by being a true private villa resort.” He added: “Today we’re going to ground break phase two which is a concept that we came up with which are what we call beach houses. Those are three-four bedrooms
Vasco Borges CEO of Beach Enclave, Deputy Premier Hon. Sean Astwood, Joe Zahm President of Sotheby’s and Mark Hyppolite- Resort Manager of Beach Enclave efficiently designed beachfront houses that allow you to have a home here for under $3million which I think is pretty impressive on this beautiful beach at that price point. We launched the sale last year and it was a huge success and today we are launching The Club at Beach Enclave Long Bay. What that mean is that we were going to do what we believe is the first true boutique luxury resort on Turks and Caicos.” According to Borges, once completed the property is going to have 24 hotel keys and fourteen villas, amazing set of amenities, roof top, spa and lounge, beach restaurant and amazing watersports program. President of Sotheby’s, Joe Zahm, said it was a privileged and blessing to be involved with Vasco Borges and his team and others to really help pioneer this concept. “I think that people don’t notice it that much because it is in different spots but when you really add up the number of villas
and number of rooms, the revenue that it brings and imaging and positioning that it brings to the country this is an A+ level of realestate investor and an A+ level of tourist visitor. We have buyers from New York, South Africa, all over the United States and the celebrity market that comes to this brand as well and there are numerous tourists that have stayed in Beach Enclave with very high profiles. It’s really wonderful brand and product and I think that it’s the perfect marriage with the Turks and Caicos and the profile Turks and Caicos presently have and what is developing for Turks and Caicos in the next decade and beyond,” he said. Deputy Premier Hon. Sean Astwood stated government fully supports this new development. “Over the past number of years we haven’t had a lot of major big hotel development, but what we have had was a consistent increase of villas market and that
has continued the construction industry and continue to drive the economy of Turks and Caicos Islands moving forward. Beach Enclave has shown themselves to be a partner that we should get our forces behind and I am happy to say that this project is one that we’re happy to see this day finally reach when we’re moving over to the next phase,” Astwood said. The Deputy Premier encouraged all of those who are in the industry and looking for development to come to the table because the government is seriously open for business. “We are continuously looking at ways on how we can streamline processes to make doing business in Turks and Caicos Islands a lot easier than it has been in the past and that policies are clearer and the processes operate a lot more smoothly. It is also important that from one government to the next over time, you would see that we’ve consistently been able to keep with our mandate in terms of keeping Turks and Caicos as a luxury high-end exclusive destination and Beach Enclave obviously fit that profile,” he added. Beach Enclave villas are situated on three bays, beaches and shorelines on the island. Beach Enclave North Shore, which offers nine villas, and was the first of Beach Enclave’s three developments on the coveted Providenciales Island, officially debuted in November 2016. Its second development, Beach Enclave Long Bay, will open three of the property’s five villas for rentals, whilst Beach Enclave’s third development, Beach Enclave Grace Bay, which offers 10 villas, broke ground in February 2018 and will open for rentals in 2019. Beach Enclave Long Bay offers two custom contemporary home designs, offering over 7,500 square feet of indoor and outdoor space, with five- to seven-bedroom homes. With a design by local SWA Architects and New York-based Domino Creative Interior Designers, guests can enjoy the scenic views and natural surroundings in luxury.

The Importance of Exploring Solar Plus Battery Storage for the TCI
This solar plus battery installation at a residential property in Providenciales is part of a pilot project that FortisTCI is undertaking to determine the suitability of the technology for the company’s renewable energy programs.
ENERGY storage pilot projects are among the recommendations listed for further exploration in the Resilient National Energy Transformation Strategy (R-NETS) that has been developed for the Turks and Caicos Islands (TCI), to guide the islands’ transition to renewable energy. The R-NETs was jointly formulated by the Turks and Caicos Islands Government, FortisTCI and the Rocky Mountain Institute (including public consultation), in late 2018 and early 2019. The R-NETS will serve as a blueprint for TCI’s energy future, which seeks to achieve an optimal mix of generation with 33% renewable energy added to the grid by 2040. In October, FortisTCI, TCIG and the Clinton Foundation signed a memorandum of understanding to begin implementing initiatives under the R-NETS, and reiterated a commitment to accelerate the development and integration of more clean energy sources throughout the TCI.
requirements. This data can be used to accurately reflect the economics of energy storage in the TCI.
Battery storage technology, installed at FortisTCI’s Providenciales plant, is part of a pilot project that was launched in August 2019. The project will gather data to guide the company’s renewable energy programs relating to energy storage.
FortisTCI is of course pleased to have embarked on its first integrated solar plus battery storage pilot project in August this year, in line with some of the recommendations in the R-NETS. With renewable energy integration gaining momentum in regional and international utilities, energy storage has become an important technology, and it is therefore critical to understand its likely impact on the energy grid.
this technology across the Caribbean. Solar and battery technology (lithium-ion) have been installed at three locations on Providenciales. Two of these are commercial operations, and are located at FortisTCI’s Providenciales plant and are both roof mounted. PV system sizes are 10.4 kW and 10.1 kW, and both have battery capacity at 9.3 kWh. The third, which is also located in Providenciales, is a residential, ground mounted system, which has a PV system size of 10.4kW and battery capacity at 9.3 kWh. All three installations are grid-tied systems, and one has the ability to export excess energy production back to the grid.
FortisTCI’s battery storage pilot project, which is slated to last for 18 months, is also ground breaking for the TCI, because currently there is no data on energy storage in the islands, and only limited information on
The pilot project, which is focused on behind-the-meter energy storage, will collect data on PV production, energy consumption and demand, charge and discharge duration, rate and cycle and system maintenance
At 397 kW, FortisTCI’s solar PV project at Caicos Depot, Providenciales, is the largest single installation under the company’s Utility Owned Renewable Energy program.

“As FortisTCI continues to integrate more renewable energy to the grid, this solar plus battery pilot project is another timely and significant investment that the company is making as part of its efforts to lead the energy transition in the TCI,” stated FortisTCI President and CEO Eddinton Powell. “This latest pilot project will provide us with direct knowledge of the system and through gathered data, we will have the means to identify potential risks and reasonably analyze their corresponding impacts. Understanding risks ahead of time will enable us to formulate mitigations through regulatory channels, create new business models, and make other calculated actions towards protecting our stakeholders’ value,” Mr. Powell added.
FortisTCI’s battery storage pilot project is ground breaking for the TCI, because currently there is no data on energy storage in the islands. The project will provide data on PV production, energy consumption and demand, charge and discharge duration, rate and cycle and system maintenance requirements. The solar plus battery pilot project is the latest in company’s renewable energy push. This summer, FortisTCI added half-megawatt (MW) solar energy generation to its Providenciales grid, in conjunction with commercial customers Caicos Depot, Carlisle Supplies, and Grace Bay Car Rental. These installations are part of the company’s Utility Owned Renewable Energy Program (UORE), and the Caicos Depot project (397 kW) represents the largest single UORE installation to date, since FortisTCI began integrating solar to the grid in 2016. Today, FortisTCI has installed 1 MW of rooftop distributed solar PV, which helps to avoid 1.5 million pounds of Co2 equivalent emissions. The company plans for another 1 MW of solar installations at locations in Providenciales, North Caicos, South Caicos and Grand Turk in 2020. In addition, with an eye on the electrification of the transportation sector, in 2018 FortisTCI launched its electric vehicle and charging station pilot project to gain insight into the technology for customers in the TCI and assess its likely impact on the electricity grid.

Uterine Cancer By Dr. Marsha Barnett Uterine cancer is the medical term that is used to describe cancer of the womb. Though not as common or as often publicized as breast and ovarian cancer, cancer of the womb can be devastating especially when warning signs are ignored and the diagnosis is made late. What puts me at risk? Most uterine cancers occur after the age of 50 and as women get older, their risk of developing uterine cancer increases. The exact cause of uterine cancer is not known, but there are risk factors. Some risk factors include: •Increased levels of estrogen: The main risk factor associated with developing cancer of the womb is linked to the balance between the hormones estrogen and progesterone. Any situation that increases the amount of estrogen present in the body or the length of time estrogen is present in high levels seems to increase the overall risk of developing uterine cancer. Therefore, women who started menstruating early, as in before age 12, or who entered menopause late, after age 50, are more likely to develop cancer of the womb and women who have never had children are also at increased risk.
•History of taking estrogen hormones: Many women take estrogen replacing hormones in an attempt to manage the symptoms of menopause. This can increase the risk of developing cancer of the womb. •Obesity: Having more fat tissue can increase a woman’s estrogen levels and her risk for developing uterine cancer. •A diet high in animal fat: Not only because of its link to obesity, but even in normal weight individuals, a high-fat diet can increase the risk of several cancers, including uterine cancer. •Diabetes: Some studies suggest that diabetes by itself could be a risk factor for uterine cancer. •Family history: Having a family history of uterine cancer puts you at increased risk of developing it as well. Additionally, some families carry a genetic predisposition for uterine and colon cancer. What are the symptoms? The most common sign is vaginal bleeding in a woman after she has hit menopause. Even if there’s only spotting, see your doctor immediately if bleeding is noted after you have passed menopause. A thin white or clear discharge may also be a harbinger in postmenopausal women. In women who are still menstruating, uterine cancer
may present with abnormal, prolonged or heavy menses as well as bleeding in between periods. How is uterine cancer diagnosed? If a woman has any of the symptoms of uterine cancer, she should visit her doctor. The doctor will ask her about her symptoms, risk factors, and family history. The doctor will also perform a general physical exami9nation and examine the pelvis. An ultrasound is usually one of the first steps in clinching the diagnosis of uterine cancer. Once cancer of the womb is suspected, sampling of the womb or a biopsy is required and the tissue is sent to the lab. Additional tests such as CT scan or MRI may also be required especially when assessing if and how extensively the cancer has spread. How is uterine cancer treated? Surgery is the main treatment for most women with uterine cancer. Radiation therapy, hormone therapy, and chemotherapy may be used, depending on the stage and the specific type of uterine cancer cell found. In certain situations, a combination of treatments might be used. The choice of treatment or treatments will depend on the type and stage of the cancer and the overall medical condition of the patient.
Can uterine cancer be prevented? Most cases of uterine cancer cannot be prevented, but women can take some measures to reduce their risks by maintaining a healthy weight and being proactive if symptoms present. Women who are considering estrogen replacement therapy should talk to their doctors to evaluate their risk of uterine cancer. *Dr. Marsha Barnett is a general practitioner who also specialises in dermatology. Do not be ungrateful. Be thankful. Happy Thanksgiving! By Drexwell Seymour This week, we will be celebrating Thanksgiving in the USA and the Turks and Caicos Islands. In the USA, this celebration honours the Pilgrims after their first harvest in October 1621. While there may be arguments back and forth as to how, who and why this holiday is being celebrated, the fact is, a day has been set aside to give thanks. I believe many of us give thanks on a daily basis. However, some of us are very ungrateful and take so many people and things for granted. I hope that as we gather together with friends and family, that we will truly put aside our differences and be thankful for the people and things in our lives God As we give thanks this week, do not forget to thank God. In fact, we should always thank him first. God made ways possible that seem impossible. He protects us from destruction. He guides and leads us in the right path. He is not like no other. Boom-times and Buccaneers By Devon Williams
As a Bible based society it is often that one would refer to various scriptures regarding seasons. “Seed time and harvest. Summer and winter…” and regardless of our individual religious persuasion for the most part we have come to the unified realization that these times certainly shall not cease. The Turks and Caicos Islands has gone through its share of cycles, from daybreaks to dawns, with many a blissful sunset and the few rainy days, in the end we remain. One thing that is constantly changing however is change, change in the times and change in the industries that nourish the growth of the TCI. The industry of Construction is by no means eliminated from the equation. This industry can easily be referred to as the thermometer of growth in any economy. In established economies, construction companies become household names. Names like Turner, Bechtel and Skanska in the US, and Balfour, Kier and Interserve in
the UK, are names synonymous with the industry. Construction contractors uphold the integrity of growth by ensuring that building codes are adhered to and that investor dollars are secure. Any boom of construction would naturally mean that the resources the Government utilizes to enforce building codes would be stretched so how is it that there has been no effort to establish standards and build stability into the construction industry? I have heard talks of unions in the past but for whatever reason from 1996 to no I have not been able to see the fruition of these talks. Every major city and established society has commercial controls in their construction industry, in the TCI however it is necessary for a Doctor or Lawyer to be board certified and licensed to practice but the building that stands over their head that would likely be the culmination of thousands of hours or work, would have only seed about 1 or 2 hours of legislated inspections, and most times this only happens because the

owner wants to turn on the electric. I am of the view that the construction industry must be regulated and standardized for the sake of the clients and the industry workers. There needs to be publicly available rate registers and references to competing jurisdictions. A client should be able to know if their rate per block or linear foot is within the national mean rate, likewise a contractor should not be forced to drop his price “pants” in order to get a job. There should be published lists or approved contractors and their license categories, each category should be governed by a set of standards and an authority should have the right to blacklist, suspend or revoke a license for violation of industry standards. Building permits should be assigned to licensed contractors only and that contractor should bear full responsibility for all works and standards on that site from testing and code to the adherence to the specifics of the permit. Contractors found engaging in the construction of non-approved projects should face
relevant sanctions by the authorities. Clients must bear responsibilities as well but I am certain that I have exhausted my space allotment in this paper.

The latest Constitutional review exercise By Lee Ingham The commencement of the Constitution Review Committee’s consultations in Grand Turk on the evening of October 7, 2019, was, at best, an inauspicious one. Laying aside the poor advertising and the late start to the meeting, the Committee appeared to be disorganized and ill-prepared for the occasion. Furthermore, the attendance, though not overwhelming, was somewhat decent – though, I think, not sufficiently representative for a discussion on changing a document as significant as the Constitution of the country. One other important drawback to the meeting was the complete absence of any reference documentation for the participants who were totally dependent on what was being presented/read by members of the Committee. By this, I mean that there were no copies of the Constitution and neither were there copies of the Proposed Amendments which were to be the principal focus of the consultation. The meeting proceeded, however, with some robust questions to the Committee, comments, suggestions and recommendations. Hopefully, the preparation by the Committee and attendance by the public improved in the subsequent meetings. I would not have missed this “consultation” “for anything in the world,” as the saying goes. And it baffles me that others of my countrymen did not see the necessity for attending this important meeting. Be that as it may, I did attend this Consultation with some ambivalence. Swift moonwalks past Michael Jackson’s record at AMA Awards Taylor Swift has moonwalked past Michael Jackson’s record at the 2019 American Music Awards, taking home six honors including artist of the year and artist of the decade. The pop star, who walked into Sunday night’s show with 23 AMAs, surpassed the King of Pop’s 24 wins at the fan-voted show. She rambled onstage as she won the final award of the night — artist of the year — and repeatedly thanked her fans for always showing up — during both the good and bad times. “This year has been a lot of good, a lot of really complicated, so behalf of my family and me, thank you so much for being there and caring,” said Swift, who now has 29 AMAs. It was a family affair at the AMAs: Swift’s father and teary-eyed mom sang along as the singer performed a medley of her hit songs — a performance Swift said in a Nov. 15 social media post was put in jeopardy by Scott Borchetta and Scooter Braun, the owners of her master recordings. She didn’t mention the men during her acceptance speeches at the Microsoft Theater in Los Angeles, but this did thank her new label for allowing her to freely express herself as an artist. “This album really felt like a new beginning, and I also really love my record label, Universal and Republic.
Taylor Swift, winner of the artist of the decade award, performs a medley at the American Music Awards on Sunday, Nov. 24, 2019, at the Microsoft Theater in Los Angeles. Monte Lipman, Lucian Grainge, thank you for being so generous to me and allowing me to make whatever music I want to make,” Swift said after winning favorite pop/rock album for “Lover,” her first album not released on Borchetta’s Big Machine Label Group. “As a songwriter it’s so thrilling to me that I get to keep doing that.” Swift’s other wins include favorite female pop/rock artist, favorite adult contemporary artist and favorite music video for “You Need to Calm Down.” Other big winners at the AMAs
Meghan Markle and Prince Harry could welcome their second child in LA to ‘combat her loneliness’ The Duke and Duchess of Sussex could welcome a second child in LA, new reports claim. Prince Harry, 35, and Meghan Markle, 38, are parents to six-monthold Archie, and could now be planning to add to their brood. The couple are reportedly keen to deliver their second child in LA, after giving birth so far from her friends and family was said to leave the American-born actress feeling ‘lonely and uncomfortable’. These claims come after bookies have slashed the odds of the couple announcing a second pregnancy next year, with some claiming it could be as early as February. A source told Ok! magazine: ‘Meghan already told pals that when she comes to deliver her next baby – she would like to do it in LA where she was born and bred. ‘She said that being pregnant in the UK without any of her family and friends felt incredibly lonely and uncomfortable for her. ‘So she’s keen to change that the second time around and would like to buck tradition to ensure she’s happy – although that may ruffle feathers along the way.’ This follows reports that Harry and Meghan are reportedly weaning baby Archie onto solids, a royal reporter has claimed. The couple, who welcomed Archie in May, are said to be weaning their son, royal commentator Omid Scobie has said. Speaking on Yahoo UK’s ‘The Royal Story’ weekly podcast, he revealed that he had spoken to the former-royal chef to Prince Charles and Princess Diana, who gave some insight into the typical diet of a royal baby. According to the cook, youngsters in the royal family are usually given organic, seasonal produce,
included Khalid and BTS — neither act attended the show but won three prizes. Billie Eilish picked up two awards — new artist of the year and favorite alternative artist. She also took the stage — surrounded by fire — to perform her song, “All the Good Girls Go to Hell.” Lizzo, who was nominated for three honors but walked away empty handed, screamed at the top of her lungs while performing the ballad “Jerome,” one of several songs from her album that earned her a leading eight Grammy nominations.
Christina Aguilera was a vocal powerhouse when she took the stage alongside A Great Big World and rock icon Ozzy Osbourne — who has been recovering from a bad fall that took place earlier this year — was a highlight as he performed with Post Malone and Travis Scott. Shania Twain closed the night with a memorable performance. Other nostalgic performances included Toni Braxton and Green Day. Shawn Mendes and Camila Cabello heated up the stage as they stood close together while singing “Senorita,” staring in each other’s eyes as they sang from one microphone at times. They even rubbed noses at the end. The pair won collaboration of the year for their No. 1 hit song. Other winners included Dan + Shay, Halsey and Lil Nas X. Top nominee Post Malone took home favorite rap/hip-hip album for “Hollywood’s Bleeding” and Carrie Underwood was appropriately tearyeyed as she won favorite country album for “Cry Pretty.” “It’s been a wonderful year,” Underwood said. Selena Gomez kicked off the AMAs as Swift and Halsey got out of their seats to cheer their pal on. R&B singer Ciara hosted the show, which aired live on ABC.
Bill Cosby vows no remorse, expects to serve 10-year maximum Bill Cosby says he’s prepared to serve his 10-year maximum sentence for sexual assault rather than show remorse for a crime the comedian says he didn’t commit. Cosby is serving three to 10 years in a state prison near Philadelphia after a jury last year convicted him of sexually assaulting a Temple University employee in 2004. The 82-year-old says the Pennsylvania parole board is “not going to hear me say that I have remorse.” He thinks it’s therefore unlikely he’ll be released early. He made the comments in a phone interview on Sunday with Bill Cosby BlackPressUSA as he appeals his felony considered for parole. conviction and sex offender status. Meghan Markle and Prince Harry with everything being made fresh. Speaking on the radio show, he said: ‘Meghan says that Archie’s currently being weaned at the moment. Speaking to Carolyn Robb, she described the typical diet of royal babies as: ‘Organic, seasonal and very simple’. She added: ‘Everything is made fresh. There’s so much pre-made food available but I’m sure they would like doing everything themselves.’ The hands-on parents are said to have just one nanny, who reportedly does not live at Windsor Castle’s Frogmore Cottage with the Sussexes, as they couple are keen to give Archie a normal upbringing. In September a source told The Sun that their recruit has ‘fitted into the family really well’, adding: ‘Meghan is a very hands-on mum but the new nanny is a godsend. ‘She’s great with little Archie and just adores him. Harry and Meghan are very happy with her.’

U.S. vaping-related deaths rise to 47, cases of illness to 2,290

A final tally of babies born in the U.S. last year confirms that the birth rate fell again in 2018. A final tally of babies born in the U.S. last year confirms that the birth rate fell again in 2018, reaching the lowest level in more than three decades. The report from the Centers for Disease Control and Prevention’s National Center for Health Statistics finds there were 3,791,712 births registered in the U.S. in 2018, down 2 percent from 2017. A closer look at the data suggests that Americans are not having enough babies to sustain the population. The total fertility rate for 2018 was 1,729.5 births per 1,000 women aged 15 to 44. (The fertility
rate refers to how many children women have overall; birth rate refers to how many children women have in a single year.) But in order for the nation to reproduce its population and remain stable, the CDC says there would need to be 2,100 births per 1,000 women. That means each woman needs to have at least two babies to replace fathers and mothers, as well as account for extra deaths. The data also show that women are waiting longer to have children. Birth rates among women in their 20s and early 30s declined, but they started to increase slightly among women 35 to 44.
The teen birth rate, for girls between the ages of 15 and 19, fell 7 percent, from 18.8 births per 1,000 women in 2017 to 17.4 births per 1,000 in 2018. Fewer babies are being born to smoking mothers. Of the women who gave birth in 2018, 6.5 percent reported using a tobacco product, a 6 percent decline from 2017. The downward trend was noted among white women, black women and Hispanic women. And fewer babies are being born via cesarean section. The c-section delivery rate fell slightly in 2018 to 31.9 percent, from 32 percent the year before.
Cannabis tied to serious complications in type 1 diabetes People with type 1 diabetes may be more than twice as likely to develop potentially fatal complications when they use cannabis somewhat regularly than when they avoid the drug or rarely indulge, a study suggests. Researchers surveyed 932 adults with type 1 diabetes about alcohol, smoking and substance use. They assigned each person a cannabis use score ranging from 0 for no use at all to 33 for the highest exposure to the drug. Most participants 871 - had little or no risk from cannabis exposure, with cannabis use scores of 0 to 3. Another 61 people were considered to have moderate risk from cannabis exposure, with cannabis use scores of 4 to 26. Compared to lowrisk individuals, people with moderate risk were 2.5 times more likely to experience ketoacidosis, a serious complication of diabetes that develops when blood sugar is elevated for too long and the body produces high levels of acids known as ketones. U.S. health officials on Thursday reported 2,290 confirmed and probable cases and 5 more deaths from a mysterious respiratory illness tied to vaping, taking the total death toll to 47 so far this year. Last week, the Centers for Disease Control and Prevention (CDC) recorded 2,172 cases and 42 deaths from the illness. U.S. officials recently said vitamin E acetate — believed to be used as a cutting agent in illicit vaping products containing marijuana components — was found in all lung samples from 29 patients who were tested. CDC has called vitamin E acetate a “chemical of concern” and recommended not adding it to e-cigarettes, or vaping products, while the investigation is underway. Investigators had earlier pointed to vaping oils containing THC, the psychoactive ingredient in marijuana, as being especially risky. The spate of serious respiratory illnesses has led to U.S. officials urging people to stop vaping, especially those products containing THC. As of Nov. 20, confirmed deaths were reported in 25 states and the District of Columbia, the CDC said. Louisiana became the newest state to report a death from the illness. The highest number of deaths were from Illinois, which has so far reported 5 deaths and 187 illnesses. The Trump administration announced a plan in September to remove all flavored e-cigarettes from store shelves, as officials warned that sweet flavors had drawn millions of children into nicotine addiction. President Donald Trump will host a meeting on vaping at the White House on Friday with a range of groups, including industry and public health representatives, a White House spokesman said on Wednesday.
Rural young women more likely to have babies after unplanned pregnancies More teenage girls and young women in rural communities become pregnant for the first time on purpose and carry first pregnancies to term, compared to their urban counterparts, a U.S. study suggests. Both trends may reflect poorer access for rural teens and young women to family planning options, researchers conclude in the American Journal of Public Health. The study team examined more than two decades of data on first pregnancies for teens ages 15 to 19 and young women ages 20 to 24. Overall, 25% of rural teens and 55% of rural young women planned their first pregnancies, compared with 21% of urban teens and 47% of urban young women. Among teens with unintended first pregnancies, 74% in rural areas had live births compared with 63% in urban areas, the study also found. And among young women in their early 20s with unintended first pregnancies, 73% of rural women had live births compared with 54% of urban women. Unintended first pregnancies were terminated by 7% of rural teens and 16% of urban teens, and by 6% of young women in rural areas, compared with 15% in cities. “Urban-rural disparities are perhaps less tied today than in the past to individual sociodemographic factors,” lead study author April Sutton of the University of San Diego in La Jolla, California, and colleagues write.

French couple seeking to adopt killed in Haiti Authorities in Haiti said Monday that they are investigating the killing of a French couple that was seeking to adopt a child from the Caribbean country. Delmas Police Commissioner Marcelin Kether told The Associated Press that the man and woman were shot Sunday night shortly after they arrived in Haiti, noting it was their first time in the country. He said they were killed while waiting outside a guest house as their driver opened a gate. Kether said the driver told police that at least two suspects appeared on a motorcycle and shot the French citizens but didn’t take anything. The driver was being held for questioning. Police detective Calin Joseph said he believes the suspects were trying to rob the couple. He identified the victims as Remond Alexandre and Melina Ana Therese. It said the French government was working with Haitian authorities to investigate the deaths.

Cayman Islands Premier says Port referendum “uncertain” Cayman Islands Premier Alden McLaughlin has said the 19 Dec. vote on government’s $200 million cruise berthing and cargo project is now “uncertain” after the legal action taken by the National Trust for the Cayman Islands. The Trust, on Monday, filed for leave to apply for judicial review of the referendum on the project. It is seeking a stay of the vote until a new environmental impact assessment is completed. In its statement issued on the legal action Monday, the Trust said it was not satisfied with government’s response to the legal letter it issued two weeks ago outlining its concerns about the project and its environmental impact. The Trust added it valued the close working relationship it has with the Cayman Islands government and “therefore does not take this decision lightly”. McLaughlin, speaking at the start of Finance Committee Tuesday, said both the Trust and Cruise Port Referendum (CPR) Cayman have taken legal action on the port vote. In CPR’s case they have not filed documents to apply for judicial review, but they have commenced legal action to protect their right to apply for judicial

review at a later stage. “This action as most regrettable,” he said. “There is now grave uncertainly as to whether or not the referendum will actually proceed and the state of uncertainty and division in the country will only continue and heighten.” While the vote is in limbo, McLaughlin said the national holiday that was set for 19 Dec. for the referendum will continue as planned. Opposition Leader Arden McLean questioned the government’s response to the steps taken by the two entities. McLaughlin said he has yet to meet with Attorney General Samuel
Bulgin on the matter. However, he said government wishes to proceed with the referendum. “The position of the National Trust and CPR Cayman is that we should not and they are seeking leave of the court to bring judicial review proceedings aimed at stopping or delaying the holding of the referendum,” he said. McLaughlin said he does not know what the applications look like or if they have any merit. He added government believes it is in the national interest for the referendum to proceed ion the 19th. McLean pressed the premier on when he intends to make a definitive
decision on the government’s stand on the matter. However, McLaughlin said he is not in a position to say anything and he was unclear if government will be invited to be a party to the application proceedings or if they will done ex-parte. He said the only thing that is certain is “the prospect of the referendum proceeding on the 19th December is uncertain.” It is unclear when the leave for judicial review applications will be heard in court. Finance Committee continues Wednesday.
Gonsalves urges CARICOM to speed up reparation claims St. Vincent and the Grenadines Prime Minister Dr. Ralph Gonsalves has urged Caribbean Community (CARICOM) leaders to raise the issue of reparations for indigenous peoples and African slaves with their European counterparts as a priority, according to the New York-based Black group, Institute for Black World 21st Century (IBW21). Gonsalves said if those conversations do not yield tangible results, then CARICOM leaders must explore all legal and political options available to them for redress, IBW21 said on Saturday. “We have to have a conversation with the British, with the French in the case of Haiti, the Dutch, in the case of Suriname,” IBW21 quoted the Vincentian prime minister as saying in addressing the topic of reparations for native genocide and slavery at the Scarborough Library, Tobago. “And if that conversation yields nothing tangible, if there is a breakdown, well then we have to use legal and political instruments on an ongoing basis,” he added at the 11th instalment in a year-long lecture series hosted by the Tobago Writers’ Guild and Tobago Library Services.
IBW21 said the series seeks to promote a literary arts culture on Trinidad’s sister island. Gonsalves was among several Caribbean leaders who established the CARICOM Reparations Commission (CRC) in 2013, with a mandate to formulate a case for reparatory justice for the region’s indigenous peoples and African descendants, IBW21 noted. It said the CRC’s 10-point plan includes a formal apology for the crimes that were perpetrated against the two groups, psychological rehabilitation, illiteracy eradication, debt cancellation and an indigenous people’s development programme. A strong proponent for reparations, Gonsalves said if the European leaders do not address the issue in any meaningful way, the matter would be raised at the International Criminal Court within the framework of certain conventions, according to IBW21. It said the prime minister singled out the convention for the elimination of racial discrimination, “which speaks to redress for the legacy of underdevelopment in the region, occasioned by native genocide and the enslavement of Africans.” Gonsalves said CARICOM

The bus was en route to the airport in La Romana and was carrying 41 people, including 39 tourists from Russia, Fernando Castillo, the Civil Defense provincial director, told The Associated Press. Officials said some people remained trapped for several hours and lost limbs. Eight children were
among the injured. Authorities said the crash occurred near the town of Higuey on a highway that connects the country’s main airports with popular tourist spots including Punta Cana and Bavaro. Some of the tourists who were hospitalized requested translators, while those who received minor injuries were taken back to the hotels where they were staying. Oil brightens Guyana’s prospects President David Granger said Wednesday that the emerging petroleum industry provides an “exciting economic and enterprising development” for Guyana and will enhance economic growth by increasing investment, including upstream investment. Addressing the Guyana International Petroleum Exhibition (GIPEX) 2019, Granger insisted that the Caribbean Community (CARICOM) country has a “bright future” and that the “prospects for economic progress and prosperity are limitless, given its bountiful natural and human resources and the significant petroleum discoveries in the country’s maritime zone”. Guyana is preparing to begin commercial exploration of its oil sector next year after the country gained attention in May 2015 when the USbased oil company, ExxonMobil, announced the discovery of more than 90 metres of high-quality, oilbearing sandstone reservoirs about 200 km off the country’s coastline. Guyana production is projected

Royal Caribbean refunds passenger after charging her nearly $3,000 for a facial That’s one expensive facial. A cruise passenger says she was charged over $2,950 for a spa treatment, despite being told that it would cost less than $30. Now, after sharing her story, she’s finally getting her money back. Michelle Crack says she was traveling on a Royal Caribbean cruise ship in August when she decided to visit the spa for a massage, The Sun reports. She says a doctor attempted to sell her a ‘special offer’ facial treatment, which she initially denied. When he continued to push for it, however, she agreed to it because she felt “overwhelmed.” At the time, she was told it would cost $29.50, but she says she was charged $2950 without her knowledge. She says that the paperwork was altered after the fact to include the higher charge. In October, she posted about the incident on Facebook, where she explained, “I did sign several pieces of paperwork. I can assure you there was no point 00 after the 29 50 which I initialed. It just read as one figure of 29 50, with nothing after this amount. Subsequently, I asked for copies of the documentation, only to discover the amount charged had been amended in the paperwork to include .00.” When she discovered the full charge, Crack complained to the ship’s duty manager, who only offered to refund a portion of the charge, $590, The Sun reports. Since then, however, Crack sent a letter of complaint to Royal Caribbean, who recently decided to refund her the full amount of money. The Sun reports that Royal Caribbean told her, “We’re so sorry to learn of the confusion surrounding the pricing for your Medi-Spa Service. Our company policy is to confirm the price verbally and twice in writing (on the consent form and receipt) prior to administering the service. We’re sorry to learn that this may not have happened.”

In late May 2017, just over a week before the June 8 election, YouGov’s model projected Theresa May would lose her majority, even though she had been ahead in most polls. The model, developed by Ben Lauderdale of the London School of Economics and Doug Rivers of Stanford University, was accurate: May did lose her majority, a failure that complicated Brexit and eventually destroyed her premiership.
Jeff Bezos and Bill Gates can clearly afford a lot of leather wallets from Louis Vuitton and little blue boxes from Tiffany. But the world’s two richest people could both soon find themselves worth less than the head of LVMH because of its takeover of Tiffany. Bernard Arnault, chairman and CEO of LVMH, is now worth nearly $108 billion, according to real time wealth rankings tracked by Forbes. Arnault’s net worth jumped more than 1% Monday and nearly another 3% Tuesday along with LVMH’s stock following his company’s agreement to buy Tiffany for more than $16 billion. Arnault and his family own more than 47% of the French luxury goods giant. The spike in LVMH shares puts Arnault just ahead of Microsoft co-founder Gates, who has a net worth of $107 billion, and trailing only Amazon CEO Bezos, who tops the Forbes list with a fortune of just over $110 billion. Arnault is trailing Bezos and Gates by a wider margin according to Bloomberg, which has Arnault’s net worth estimated at $103 billion while Gates and Bezos are listed at about $110 billion. Bloomberg updates its tally only once a day at the end of the market close. Arnault, Bezos and Gates are all comfortably ahead of other mega-billionaires as well. According to Forbes, Berkshire Hathaway’s Warren Buffett is worth $86 billion while Facebook CEO Mark Zuckerberg has a net worth of about $75 billion. Oracle’s Larry Ellison and Spanish retail magnate Amancio Ortega, the co-founder of Inditex, which owns the Zara fast fashion chain, are each worth just under $70 billion.
Seoul says North Korea has fired 2 short-range projectiles North Korea on Thursday fired two shortrange projectiles, likely from a “super-large” multiple rocket launcher, South Korea’s military said, adding to tensions three days after the North said its troops conducted artillery drills near its disputed sea boundary with South Korea. The recent North Korea activities could indicate it wants to show what would happen if Washington fails to meet a year-end deadline set by its leader, Kim Jong Un, for the U.S. to offer a new proposal in their stalemated nuclear talks. Seoul’s Joint Chiefs of Staff said in a statement that the projectiles were launched toward the North’s eastern waters from northeastern South Hamgyong province. Maj. Gen. Jeon Dong Jin, a senior operations officer at the JCS, said the projectiles flew about 380 kilometers (235 miles) at a maximum altitude of 97 kilometers (60 miles). He said South Korean and U.S. intelligence authorities were continuing to analyze the details. “Our military expresses its strong regret over (the launches) and urges (North Korea) to immediately stop acts that escalate military tensions,” Jeon said in a televised briefing. He said the military is monitoring possible additional launches by North Korea. Net support for Trump impeachment grew steadily during U.S. congressional hearings, poll shows Public support for impeaching President Donald Trump has tracked steadily higher over the past few weeks while a U.S. House of Representatives committee held a series of televised impeachment hearings, according to a Reuters/Ipsos opinion poll released on Tuesday. The latest poll, conducted on Monday and Tuesday, found that 47% of adults in the United States felt Trump “should be impeached,” while 40% said he should not. The result, combined with Reuters/Ipsos polling over the past several weeks, showed that the number of Americans who want to impeach the president increasingly outnumbers those who do not. Just before the hearings started on Nov. 13, the Reuters/Ipsos poll found that “net support” for impeachment, which is the difference between the number who support impeachment
and the number who oppose, was 3 percentage points. That increased to 4 points after the first week of hearings, and then to 5 points as the second week of hearings started. The latest poll shows that net support for impeachment is now at 7 points. The inquiry centers on a July 25 phone call in which Trump asked Ukrainian President Volodymyr Zelenskiy to investigate Democratic presidential contender Joe Biden and his son Hunter Biden as well as a discredited conspiracy theory promoted by Trump that Ukraine, not Russia, interfered in the 2016 U.S. presidential election. Hunter Biden had worked for a Ukrainian energy company. Democrats have accused Trump of abusing his power by withholding $391 million in security aid to put pressure on a vulnerable U.S. ally to interfere in an American election by digging up dirt on his domestic political opponents.
If articles of impeachment are approved by the Democratic-controlled House, the Senate, controlled by Trump’s fellow Republicans, would hold a trial on whether to convict Trump and remove him from office. Republicans have shown little inclination toward removing Trump, who is seeking reelection in 2020. Trump denies wrongdoing and has dismissed the inquiry as a hoax or effort by Democrats to overturn the result of the 2016 election. PARTY LINES Public opinion about impeachment remains split along party lines, with about eight in 10 Democrats supportive of impeaching Trump, and eight in 10 Republicans opposed. The Reuters/Ipsos poll showed that seven in 10 Republicans believed the House inquiry had not been conducted
fairly, and most Republicans opposed impeachment for anything short of outright lawbreaking by the president. Four in 10 Republicans agreed that a president who uses his powers for financial gain should face an impeachment inquiry, while three in 10 said it would be justified for a president who obstructs justice or harms U.S. interests abroad. Only two in 10 said an inquiry would be justified for a president who uses his powers for unfair political advantage over an opponent, as Trump is accused of doing. The Reuters/Ipsos poll was conducted online, in English, throughout the United States. It gathered responses from 1,118 adults, including 528 Democrats, 394 Republicans and 111 independents. It has a credibility interval, a measure of precision, of 3 percentage points.
Cannabis sales in EU raise $13 billion for crime gangs Europeans spent at least 11.6 billion euros ($12.7 billion) in 2017 on illegal cannabis purchases, confirming marijuana as the largest drugs market in the 28-country European Union, the bloc’s anti-drugs agency said on Tuesday. In its annual report, the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) said the EU’s overall narcotics market was worth at least 30 billion euros in 2017, up from 24 billion in 2013. The global market for illicit drugs was estimated to be worth between $426 and $652 billion, the agency said, warning that its estimates about the EU market were conservative. Illegal sales of herbal cannabis and its resin represented 39% of the EU’s drugs market, up from 38% in 2013, with revenues for criminal
organizations dwarfing those in legal markets. Marijuana shops in California, the world’s largest legal market for cannabis, had revenues worth around $2.5 billion last year, industry data show. Cannabis consumed in the EU is increasingly produced there. Imported resin comes mostly from Morocco, while Albania is a key exporter of herbal cannabis, the report said, warning that prices and potency were growing. Cocaine is the second most consumed illegal drug in the EU, with sales generating revenues of at least 9 billion euros in 2017, while the heroin market was worth more than 7 billion euros. “The European drug market is
increasingly characterized by consumers having access to a wide variety of highpurity and high-potency products,” the report said. This reflects high levels of output globally and within the EU, with cocaine production in South America and heroin manufacturing in Afghanistan estimated to be at historically high levels, the EU agency said. Organized crime groups pocket vast revenues, fuelling violence and corruption, the report said. Some proceeds also go to militant organizations, the report said, with research showing narcotics among major sources of income for groups like West Africa’s Boko Haram, Islamic State and Somalia’s al-Shabaab. It also warned of increasingly
sophisticated laundering methods, including cryptocurrencies. Bitcoin remains the most popular virtual currency for criminals, but some EU states have detected a growing use of currencies guaranteeing greater anonymity, including monero and zcash, the report said. It also reiterated moneylaundering risks posed by highdenomination banknotes, notably 200 and 500 euro notes, which are used by cash couriers to smuggle dirty money. Because of concerns over crime, the 500 euro banknote is no longer being issued by the European Central Bank but remains legal tender, as cashloving countries like Germany prefer not to outlaw it.
Belgian boy on track to become world’s youngest university graduate As he cradles his young puppy in his arms, Laurent Simons looks much like any other 9-year-old boy. Then he starts describing his work at a university in the Netherlands, developing a computer circuit that will replicate a part of the brain. “What we are doing is placing neurons and making connections to see what the reaction is to medication in a part of the brain,” he says of the brainon-chip project, which combines the biomedical and electrical engineering fields. With an IQ of 145, the Belgian boy wonder is on track to become the world’s youngest university graduate when he completes a bachelor’s degree in electrical engineering at Eindhoven’s University of Technology next month. “I’m planning to start my PhD and study a little medicine, but before that vacation,” he said of his post-
graduation plans, as 9-week-old puppy Sammy dozed in his mother Lydia’s arms. After completing high school in roughly a year, Laurent - born in Belgium but now living in the Netherlands - started university and is set to finish the three-year bachelor’s program in just nine months. “Every professor is really enthusiastic about having Laurent and for us it’s a unique situation of course because he’s the youngest student we’ve ever had,” said program director Sjoerd Hulshof. “The speed of his mind - we cannot imagine what is happening in his head. He’s maybe three times smarter than the smartest student we’ve ever had.” Currently the youngest person to obtain a college degree is American Michael Kearney, who achieved the feat
in June 1994 at the age of 10 years 4 months, according to the Guinness Book of World Records. When he’s not at the university, Laurent says he walks the dog, plays video games Minecraft and Fortnite or posts pictures on Instagram. Inspired by Serbian-American inventor Nikola Tesla, he plans to research artificial organs, and ultimately develop an entire artificial body in his own laboratory. “My grandparents are heart patients,” he explained of the choice. Offers are flooding in from universities around the world and Laurent’s parents are helping him weigh the options, with the U.S. west coast currently a favorite destination. His father, Alexander, doesn’t dare predict Laurent’s future because he has smashed every expectation so far but stressed there was no hurry.
Laurent Simons “What he’s doing now is playing with education, just playing around,” he said. “And that’s fine with us.”

WORLD NEWS Cuba accuses US of violating Vienna Conventions
Cuban Foreign Minister Bruno Rodriguez talks during an interview with The Associated Press, in New York Cuba’s foreign minister on Tuesday accused the United States of violating the Vienna Convention and the deal re-establishing diplomatic relations between the two countries. Soon after, the United States announced a new sanction on Cuba meant to cut off the island’s supply of petroleum from Venezuela. In two tweets, Foreign Minister Bruno Rodríguez said unspecified “illegal actions” by the U.S. Embassy in Havana violated both the international codes of conduct for diplomats and the agreement to reopen embassies in Washington and Havana in 2015. “Illegal actions by #US embassy in #Cuba are interference in the internal affairs of the country and are intended to attack our constitutional order,” Rodríguez tweeted. “They violate the Vienna Convention, the agreement for the re-establishment of relations and Cuban and US laws.” The U.S. Treasury said it was designating the Cuban company Corporacion Panamericana S.A. as a violator of American sanctions on Venezuela. Such designations make it difficult for companies like Panamericana to do business even outside the United States due to third parties’ fears of repercussions for dealing with a sanctioned entity. The Treasury Department said that after the U.S. sanctioned the state-owned oil importer Cubametales, Cuba moved employees and contracts over to Panamericana, which was not yet sanctioned. In one example that occurred over the summer, Cuba shifted its dealings with a North African oil provider from Cubametales to Corporacion Panamericana, the Treasury Department said. A Cubametales official who also worked in a similar position at Corporacion Panamericana negotiated a deal to buy gasoline from a European company, the Treasury statement said. The announcement comes amid rising tensions between the U.S. and Cuba over Washington’s steadily increasing pressure on the communist government.
K-pop star Koo Hara left ‘pessimistic’ note, say police K-pop singer Koo Hara left a “pessimistic” note, police said on Monday, a day after the former member of top South Korean girl group Kara was found dead. “A handwritten note that was pessimistic about her life was found on a living room table,” Lee Yong-pyo, commissioner of the Seoul Metropolitan Police Agency, told reporters. Fans mourning Koo’s death flocked to her funeral home on Monday, while her colleagues canceled their schedules and relayed condolences. Koo, 28, was discovered at her home in southern Seoul by her maid at around 6 p.m. (0900 GMT) on Sunday, Lee said. Better known as Hara in other parts of Asia, Koo had spoken out against cyber bullying. In June, a month after she was found unconscious at her home and hospitalized, she said on social media that it was difficult to fight depression and vowed to respond sternly to malicious online comment. “It is so sad that she had to suffer from vicious, inhumane comments at such a young age just because she was a celebrity,” 20-year-old student Kim Nam-gun told Reuters, one of about two dozen fans who gathered at the funeral home. Koo debuted with five-member band Kara in 2008. They helped fan the global K-pop wave, building large fan bases in Japan, China and other countries. After her deal with a South Korean management agency was terminated, Koo launched a solo career in Japan and held a concert there this month.
Michael Bloomberg launches Democratic presidential bid Billionaire and former New York City Mayor Michael Bloomberg, one of the world’s richest men, has formally launched a Democratic bid for president. Ending weeks of speculation, the 77-year-old former Republican announced his candidacy Sunday in a written statement posted on a campaign website describing himself as uniquely positioned to defeat President Donald Trump. He will quickly follow with a massive advertising campaign blanketing airways in key primary states across the U.S. “I’m running for president to defeat Donald Trump and rebuild America,” Bloomberg wrote. “We cannot afford four more years of President Trump’s reckless and unethical actions,” he continued. “He represents an Former New York City Mayor Michael existential threat to our country Bloomberg speaks at a news conference at and our values. Already, Bloomberg has cities and states across America. He
has helped shutter 282 coal plants in the United States and organized a coalition of American cities on track to cut 75 million metric tons of carbon emissions by 2025. But he is far from a leftwing ideologue. Bloomberg has declined to embrace Medicare for All as a health care prescription or the “Green New Deal” to combat climate change, favoring a more pragmatic approach. Still, he has endeared himself to many of the nation’s mayors, having made huge investments to help train local officials and encouraging them to take action on climate, guns and immigration in particular. He angered many minority voters during his 12 years in the New York City mayor’s office for embracing and defending the controversial “stopand-frisk” police strategy, despite its disproportionate impact on people of color. Facing an AfricanAmerican congregation this month in Brooklyn, Bloomberg apologized and acknowledged it often led to the detention of blacks and Latinos. The apology was received skeptically by many prominent activists who noted that it was made as he was taking steps to enter the race. The campaign will be headquartered in Manhattan and managed by longtime adviser Kevin Sheekey. Wolfson will also play a senior role. Bloomberg’s team did not establish a super PAC before launching the campaign, preferring to run the primary campaign and a simultaneous set of general election-focused moves like the anti-Trump internet ads and voter registration drive out of the same office. The path ahead may be decidedly uphill and unfamiliar. Bloomberg plans to bypass the first four states on the primary calendar — Iowa, New Hampshire, Nevada and South Carolina — and focus instead on the crush of states that vote on Super Tuesday and beyond. It’s a strategy that acknowledges the limitations of entering the race at this late stage and the opportunities afforded by his vast personal wealth.
Former UK PM Blair says Britain is a mess Former British Prime Minister Tony Blair said on Monday that Britain was in a mess, warning that neither his own Labour Party nor Prime Minister Boris Johnson’s Conservatives deserved to win a Dec. 12 election. Below are excerpts from his speech at the Reuters Newsmaker event: “Britain is home to a unique political experiment. We are testing – hopefully not to destruction – whether it is possible for a major developed nation to turn its politics into chaos and survive without serious economic and social damage to its essential fabric. “Populism of all sorts is rampant world-wide. My Institute has outlined the causes elsewhere. But in most cases the populism is focused on a Leader. Leaders are transient. In Britain our populism focused on a policy – Brexit – which may be permanent.
“In June 2016, we were a reasonably successful and influential power, our economy the fastest growing in the G7, London possibly the premier financial centre of the globe, our technology sector the strongest in Europe, our society riven with inequalities and unacceptable levels of poverty due to austerity post the financial crisis; but nonetheless a country able to ease itself out of austerity and repair its social cohesion should it choose to. “Fast forward to today and we’re a mess. The buoyancy of the world economy has kept us going up to now, but should that falter, we will be in deep trouble. “Our politics is utterly dysfunctional... If Brexit is blocked in Parliament, the way to unblock it is to go back to the people who originally mandated it. It is a specific issue and should be decided specifically. “The truth is: the public
aren’t convinced either main party deserve to win this election outright. “They’re peddling two sets of fantasies; and both, as majority governments, pose a risk it would be unwise for the country to take. “I have spoken to many people in Europe over the past few weeks. Not a single person believes that there is any prospect of Britain reaching agreement with Europe on this (Conservative Party) timeline, if its position is divergence on rule making. “On the contrary, they assert that Europe would be vigilant to ensure there was no ‘unfair competition’, particularly around tax and regulation. “No Deal Brexit is not off the table. It is slap bang in the middle of it and if they mean their manifesto commitment to no extension past 2020, it is the probable outcome.

Thousands rally in support of embattled Israeli leader Thousands of people rallied in support of Prime Minister Benjamin Netanyahu on Tuesday in what was intended to be a show of strength for the Israeli leader as he battles a corruption indictment and a possible rebellion within his own party. While the demonstration has no impact on the legal charges, a strong turnout could give Netanyahu a boost in terms of public opinion and against potential rivals in his Likud party as the country appears to be heading toward new elections. Netanyahu has claimed that he is the victim of an attempted “coup” by overzealous police investigators and prosecutors. As the protest got underway in central Tel Aviv, a crowd of roughly 5,000 people rallied for Netanyahu, hoisting Israeli flags and posters that accused prosecutors of “blackmail” and “threats.” In a possible sign of trouble for Netanyahu, most of Likud’s senior officials skipped the event. Netanyahu ally Micky Zohar, one of the few Likud officials to attend, took to the stage to criticize the country’s legal system. He said the goal of the demonstration was not to “attack” the legal system, drawing boos from the crowd. “We can’t replace the system, but we can change it,” he said. Culture Minister Miri Regev, another Netanyahu backer, said the protest aimed to “convey a message that the rule of law isn’t above the law.” With Israel facing a potential third election in less than a year, Netanyahu is seeking to put down any potential rebellion in Likud by rallying
Israeli Prime Minister supporters cheerduring a support rally in Tel Aviv, Israel, Tuesday, Nov. 26, 2019. his hard-line base of nationalist and religious voters. Despite calls for his resignation, Netanyahu seems determined to cling to power and fight the charges from the prime minister’s office. Only one top official, Gideon Saar, is openly challenging the prime minister, but the silence of others is raising speculation that Netanyahu’s support could be cracking. The prime minister has been lashing out at police and prosecutors since Israel’s attorney general last Thursday indicted Netanyahu on fraud, breach of trust and bribery charges. His backers have already staged small demonstrations supporting him, but Tuesday night’s event appeared to
be aimed at stifling dissent in the party’s ranks. Netanyahu himself was not expected to attend the event, which will include representatives of fringe rightwing groups. Speaking at a conference Tuesday, Attorney General Avichai Mandelblit, who was appointed by Netanyahu, appeared to take aim at the prime minister’s attacks on the legal system. The fact that prosecutors “are traveling with security guards just because they fulfilled their duties is unacceptable,” he said. Without mentioning Netanyahu, the attorney general called it “outrageous” that there have been “threats” and “baseless
slander” directed at law enforcement following the indictment last week. Yohanan Plesner, president of the non-partisan Israel Democracy Institute think tank, said Netanyahu was appealing to his political partners at the expense of undermining public trust in the state, something he called “a dangerous and reckless strategy.” “Since the prime minister became a defendant he is in a serious situation of conflict of interests. He cannot both oversee and be in charge of law enforcement institutions and confront them as a belligerent defendant,” he said. Israel’s political system has been in limbo for the past year after inconclusive elections in April and September. With neither Netanyahu nor his main rival, former military chief Benny Gantz, able to secure a parliamentary majority, the country seems to be barreling toward its third election in under 12 months. Most observers believe a unity government between their parties, which together control a comfortable majority, is the best way out of the crisis. But Gantz and his partners have ruled out a power-sharing rotation with an indicted prime minister, urging Likud to choose a different leader. The indictment marks the first time a sitting Israeli prime minister has been charged with a crime. Unlike mayors or regular ministers, the prime minister is not required by Israeli law to resign if indicted and Netanyahu is steadfastly vowing to remain in office. The only practical way to unseat him appears to be from within.
Melania Trump defends rights of Baltimore teens to boo her Melania Trump on Tuesday defended the rights of teenagers who booed her when she addressed them in Baltimore, a city her husband, President Donald Trump, has disparaged as “rat and rodent infested.” She traveled there to urge hundreds of middle and high school students to avoid misusing drugs, saying that would make it harder for them to achieve their life’s goals. But her remarks drew a mix of boos and cheers, and the audience remained noisy throughout her five-minute address. It is highly unusual for a first lady to be booed at a public appearance. Mrs. Trump released a statement hours after she had returned to the White House, defending the principle of freedom of expression while reaffirming her commitment to the issue that drew her to Baltimore. “We live in a democracy and everyone is entitled to their opinion, but the fact is we have a serious crisis in our country and I remain committed to
educating children on the dangers and deadly consequences of drug abuse,” Mrs. Trump said. The first lady has been using her prominence to spotlight programs she thinks can help young people, whether it’s to teach them to be positive online or to avoid drug misuse and addiction. She went to Maryland to address the Baltimore Youth Summit on Opioid Awareness, appearing on behalf of her “Be Best” youth campaign, which includes a focus on the U.S. epidemic of opioid misuse. Students simultaneously booed and cheered her introduction. When the audience remained rowdy after she began to speak, she interrupted her remarks to say, “Hello, everyone,” before continuing. The first lady said she wants to raise awareness about the opioid epidemic and help educate young people about living drug free. “I am in this fight with you, and I am fighting for you,” she said, and
urged anyone struggling with addiction to ask someone for help. “I know each one of you has hopes and dreams for the future, whether it is college, joining the military, or playing a sport. Your future will be determined by the choices you make,” Mrs. Trump said. “Using drugs will only slow you down and prevent you from achieving those goals.” President Trump has had a difficult relationship with Baltimore. In July, Trump labeled the city a “disgusting, rat and rodent infested mess,” saying no human would want to live there. The president also criticized U.S. Rep. Elijah Cummings, a Democrat who represented parts of the city in Congress for decades. At the time of his death in October, Cummings was a central player in multiple House investigations of Trump and his administration. Trump refused to cooperate with the congressional inquiries. He was met with protests

Hong Kong’s Lam appeals for calm but offers no concessions after election drubbing Hong Kong leader Carrie Lam renewed her appeals for peace in the Chinese-ruled city on Tuesday but failed to offer any concessions to anti-government protesters despite a resounding victory for pro-democracy parties in local elections. Appearing tired and drawn, Lam spoke a day after results showed democratic candidates secured almost 90% of 452 district council seats in Sunday’s elections, which were widely seen as a barometer of the opposition to the Beijing-backed politician following months of unrest. China, which has blamed foreign forces for fomenting unrest, has not directly commented on the results, and news outlets in its tightly controlled media largely avoided detailed reporting of how Hong Kongers voted. On Tuesday, top diplomat
Yang Jiechi condemned the passing of U.S. legislation supporting protesters, saying China had “expressed our severe position to the American side,” according to state news agency Xinhua. U.S. President Donald Trump said on Tuesday the United States was in the “final throes” of trying reach a trade deal with China, but at the same time Washington stood with protesters in Hong Kong where it wanted to see democracy. On Monday, Beijing’s Foreign Ministry summoned U.S. Ambassador Terry Branstad to protest the U.S. legislation - the Hong Kong Human Rights and Democracy Act - which it said amounted to interference in an internal Chinese matter. Lam acknowledged that voters in the city wanted to express their views on many issues, including “deficiencies

She thanked people for voting peacefully and hoped the calm weekend was a signal that residents want an end to unrest that has convulsed the city for six months. “Everybody wants to go back to their normal life and this requires the concerted efforts of every one of us,” Lam said during her weekly address at the government’s headquarters. “So, as I have said repeatedly, resorting to violence will not give us that way forward. So please, please help us to maintain the relative calm and peace...and provide a good basis for Hong Kong to move forward.” The international financial center - a business and trade gateway for China - has been rocked by often violent anti-government unrest that has plunged it into its biggest political crisis in decades and poses the greatest

TECHNOLOGY ‘Unfit’ Uber loses London license over safety failures
The Uber logo is displayed on a mobile phone in this picture illustration taken November 25, 2019. Uber (UBER.N) was stripped of its license to carry paying passengers in London on Monday for the second time in just over two years, pending an appeal, over a “pattern of failures” on safety and security. Unauthorized drivers were able to upload their photos to others’ accounts so that, on at least 14,000 trips, a driver other than the advertised one picked up passengers, the regulator Transport for London (TfL) said. The ride-hailing firm immediately said it would appeal. The process is likely to include court action and could drag on for months, allowing Uber’s roughly 45,000 drivers in London, one of its most important markets, to keep taking rides despite its license expiring on Monday. TfL said it had “identified a pattern of failures by the company including several breaches that placed passengers and their safety at risk”, and that some journeys had been uninsured. “TfL does not have confidence that similar issues will not reoccur in the future, which has led it to conclude that the company is not fit and proper at this time.” Uber, whose app-based ordering and demandsensitive pricing have disrupted operators in many cities worldwide including drivers of London’s “black cabs”, said its systems were robust and that it would also introduce a new facial matching process. “Over the last two years we have fundamentally changed how we operate in London,” tweeted CEO Dara Khosrowshahi, who took over weeks before Uber first lost its London license in 2017. “We have come very far — and we will keep going, for the millions of drivers and riders who rely on us.” Uber’s shares fell by nearly 4% at the open in New York before largely recovering. The Silicon Valley company has run into regulatory barriers and a backlash in several markets, forcing it to withdraw completely from places such as Copenhagen and Hungary. In London, black cab drivers who see Uber as a threat to their hard-won livelihoods have blocked streets in protest, arguing they are being unfairly undercut by an inferior service. LONG-RUNNING BATTLE The more than 22,000 “cabbies” are required to memorize the thousands of streets and landmarks within a six-mile radius of central London and pass a legendary test known as ‘The Knowledge’ in order to be licensed to pick up passengers on the street. A requirement since 1865, the process can be costly and takes on average three to four years to complete. Drivers for Uber and others such as Kapten and Bolt, helped nowadays by satellite navigation apps, face no such stipulation. Despite the criticism it has faced, Uber is popular among many people for its convenient, costeffective model. “Obviously it’s going to be a big blow for a lot of people who find Uber so much more efficient and cheaper than taxis,” said Londoner Rodney Brody. But the company and TfL have been at odds since the authority rejected a renewal request in 2017, faulting Uber’s approach to reporting serious criminal offences and driver background checks, before a judge granted a probationary 15-month license in 2018.
Ban on flavored vapes could lead to loss of 150,000 jobs, $8.4 billion sales hit
A potential U.S. ban on e-cigarette flavors could result in a loss of more than 150,000 jobs and a direct sales hit of $8.4 billion, according to a report released on Friday by a vaping industry trade group. Two months ago President Donald Trump’s administration announced a sweeping plan to ban all e-cigarette and vaping flavors except tobacco, but a final decision has not been made. Trump is set to meet with a range of groups including industry representatives on Friday to discuss tightening of e-cigarette regulations. Proponents of the ban have pointed to a dramatic rise in youths vaping, drawn by sweet flavors, and a surge in serious vaping-related illnesses. More than 27.5% of American high school students use e-cigarettes, up from 20.7% in 2018, according to a survey by the Centers for Disease Control and Prevention. E-cigarette companies have, however, opposed the ban, saying their products are not for children

If a ban on flavored vapes goes through, the majority of 13,480 independent vapor shops in the country would have to close, said the report by economist John Dunham & Associates, which was prepared for Vapor Technology Association (VTA).
Nearly 92% of vaping flavors in the independent distribution chain are those other than tobacco, said the report, adding the ban could also cost $22.4 billion in lost economic activity. The VTA, with over a thousand members, represents e-cigarette makers, as well as retailers and distributors.
Amazon files lawsuit contesting Pentagon’s $10 billion cloud contract to Microsoft Amazon.com Inc filed a lawsuit in a federal U.S. court on Friday contesting the U.S. Defense Department’s decision last month to award a Pentagon cloud computing contract worth up to $10 billion to rival bidder Microsoft Corp. The complaint and supplemental motion for discovery were filed in the U.S. Court of Federal Claims under seal, according to a spokesman for Amazon Web Services, a division of the online retail giant founded by billionaire Jeff Bezos. The company did not explain the basis for its complaint. The filings contain “proprietary information, trade secrets, and confidential financial information” that could “cause either party severe competitive harm,” Amazon said in a court document seeking a protective order. “The record in this bid protest likely will contain similarly

Last week, U.S. Defense Secretary Mark Esper rejected any suggestion of bias in the Pentagon’s decision to award Microsoft the contract after Amazon announced plans to challenge it. “We believe the facts will show they (DoD) ran a detailed, thorough and fair process in determining the needs of the warfighter were best met by Microsoft,” Microsoft said in an emailed statement. Amazon had been
considered a favorite for the Joint Enterprise Defense Infrastructure Cloud (JEDI) contract, part of a broader digital modernization project at the Pentagon, before software developer Microsoft emerged as the surprise winner. Amazon has previously said that politics got in the way of a fair bidding process. Bezos, the chief executive officer of Amazon and owner of the Washington Post, has been an outspoken critic of U.S. President Donald Trump.

Nissan recalls nearly 400,000 vehicles over braking system defect Japan’s Nissan Motor Co Ltd (7201.T) has said it is recalling 394,025 cars in the United States over a braking system defect, causing concerns that a brake fluid leak could potentially lead to a fire. The leak into internal circuit boards will trigger a warning to drivers, which if ignored may lead to a fire in “rare instances,” Nissan said in a filing dated Nov. 8 with the National Highway Traffic Safety Administration (NHTSA) under recall number 18V-601. “... if the warning is ignored and the vehicle continues to be
operated in this condition, the brake fluid leak may potentially create an electrical short in the actuator circuit, which in rare instances, may lead to a fire,” the Japanese automaker said. The recall, which was reported on Friday by U.S. media, includes Maxima sedans from 2016 through 2018, Infiniti QX60 luxury crossovers from 2017 to 2019, Murano SUVs from 2015 to 2018 and Pathfinder SUVs from 2017 to 2019, the filing showed. The document does not mention whether the brake system defect actually caused any fires or
injuries. The company also reportedly said that it was working to fix the issue and that owners of the affected cars will be notified starting early next month. “Once the remedy is available, owners will receive a final notification letter asking them to bring their vehicle to an authorized Nissan dealer or INFINITI retailer to have the remedy work completed at no cost for parts or labor,” it told NPR in an emailed statement. The development comes less than two months after NHTSA
opened a preliminary investigation into 553,000 Nissan Rogue sport utility vehicles after reports of their automatic emergency braking systems engaging without warning or an obstruction. Improper inspections of brakes, steering wheels, speed measurements and vehicle stability had also caused the company to issue a recall of several thousand vehicles in Japan late last year. In September, the company recalled 1.3 million vehicles to fix a problem with its backup camera displays.
Target lifts profit goal on expected holiday boost, shares surge Target Corp (TGT.N) raised its full-year earnings forecast on Wednesday, signaling a strong holiday season as the retailer benefits from its investments in same-day delivery services and store revamps, sending its shares up 9%. The big-box retailer’s betterthan-expected quarterly results and forecast also helped allay fears about the health of the U.S. consumer that were spurred by outlook cuts by a handful of retailers on Tuesday. The company has posted strong sales growth in the past few years, winning over customers by speeding up delivery through same-day services such as drive-up, click-and-collect and Shipt. Target’s investments in its same-day delivery services accounted for 80% of its digital comparable sales growth, which surged 31% in the third quarter. Its store traffic was up 3.1%. “Target is taking share in the discretionary side of its assortment, feasting on the department store and
specialty channel, while also having superior consumables prices to Amazon,” J.P. Morgan analyst Christopher Horvers said. Overall same-store sales rose 4.5%, beating expectations of a 3.6% increase. For the holiday quarter, Target expects comparable sales growth of 3% to 4%, in line with expectations. Target and other major retailers have been offering deals earlier than usual and sharpening focus on faster delivery in preparation for the crucial holiday shopping season, which has six fewer days this year. Bigger rival Walmart Inc (WMT.N) last week posted strong thirdquarter earnings and raised its full-year forecast on expectations of a strong holiday quarter. Target said it now expects fullyear adjusted profit of $6.25 to $6.45 per share, up from its prior range of $5.90 to $6.20 per share. Excluding certain items, Target earned $1.36 cents per share in the quarter ended Nov. 2, beating

Total revenue rose about 5% to $18.67 billion, also beating estimates. “Target continues to operate in rarified air, with Q3 results outstanding
across the board,” Moody’s retail analyst Charlie O’Shea said. Target shares, which have gained nearly 70% this year, were trading at $120.40 on track to open at a record high.

Just days after publicly declaring he was done with the “brutal sport” of boxing, former pound-for-pound king Floyd Mayweather has announced a 2020 comeback. What isn’t known at this time is whether Mayweather plans to face an active boxer or continue down the road of making crossover spectacle fights against fighters from other combat disciplines. The resurgence of
Mayweather rival Manny Pacquiao in 2019 has also fuelled rumours of a potential rematch of their long-awaited 2015 bout which established a new combat sports PPV record at 4.6 million buys. Pacquiao, 40, scored decision wins over Adrien Broner and Keith Thurman this year and has a legitimate case for fighter of the year consideration. Stephen Curry injury update: Warriors star says he needs second surgery, still expects to return this season Despite the fact that he will need a second surgery, Curry still plans to return to on-court action this season, in the spring specifically. “I definitely expect to be ready to play, I don’t know when, but at some point in the spring, Curry said. “It’s just a matter of the rehab process. I’ve never obviously dealt with a hand injury like this.” Without Curry (and Klay Thompson), the Warriors have sunk to the bottom of the Western Conference, as they sit at just 2-8 through 10 games. Considering the fact that they don’t appear to be poised to make yet another
Finals run this season, they might be better served developing young players, and ultimately landing in the lottery anyway. Either way, Curry will be under absolutely no pressure to return quickly this season. In fact, considering how many miles he has put on his body over the past five years, some extended time off could be beneficial for the two-time MVP. At this point, the ideal situation for Golden State might be getting ample rest for their core trio of Curry, Thompson, and Draymond Green this season, landing a high draft pick and then coming back strong next season.

WORLD SPORTS LeBron James says Spurs’ scheme is one ‘reason why my jump shot is a lot better’
LeBron James LeBron James banked in his first 3-pointer of the night and swished his fourth to move past Peja Stojakovic for No. 18 on the career 3-pointers list in the Lakers’ 114-104 win over the Spurs on Monday. It turns out the Spurs are partly responsible for James’ 3-point shot improving the way it has. “I just want to be able to not have any weaknesses, you know, and allow a defense to dictate what I do,” James told Spectrum Sports after the game. “Because of the Spurs, in a lot of my early years, [they are] part of the reason why my jump shot is a lot better today. My first Finals appearance in ‘07, they went under on everything and I didn’t shoot the ball, I wasn’t comfortable with shooting the ball at that point in time in my career. So I give a lot of thanks to their scheme, a lot of thanks to a lot of other teams that I went against.” James’ 33 points and 14 assists paced Los Angeles on a night when the entire team seemingly found its stroke, as the Lakers shot 14-for-33 (42.4%) from the outside, continuing a recent trend. In their past five games, all wins, the Lakers are shooting 43% from 3 and 47% on open 3s, this after shooting 32% from 3 and 39% on open 3s through the first 12 games of the season. “We’re continuing to commit to no-force offense,” Lakers coach Frank Vogel said. “We’re going to keep the action moving and keep making the extra pass until it’s open. We have open looks, this team is going to knock them down. LeBron was being played under on pick-and-rolls. He knows he’s got the extra green light to load them up over the top. He’s a deep shooter on our team, and he made some big ones down the stretch, the whole second half, really.” While there’s no debate as to whether James intentionally used the glass on his first 3 of the night -- “I did not call bank, I’m not even going to lie to you, but it went in ... so I’ll take it,” he said -- there’s also no denying how he has worked to add the 3 to his repertoire. “That’s just what great players do,” said Lakers guard Troy Daniels, a known marksman who went 3-for3 from 3 against San Antonio. “Everything that people said he couldn’t do, he’s doing it now. That’s what they do. They just overcome, overcome, overcome, overcome. “And hey, arguably the best player ever to play the game, so it’s just a pleasure to play with him. ... Congratulations to him.” James and the Lakers making uncontested 3s is a welcome development for a team that shot 34% on open 3s last season, which ranked 29th in the league, according to Second Spectrum. “We got shooters,” Kyle Kuzma said. “This year is about people that can make shots. It’s a little bit more attention on the court.” James also credited the Lakers’ personnel, not only the newcomers like Danny Green, Quinn Cook, Jared Dudley and Daniels known for their outside ability, but also the addition of Anthony Davis, who is a willing passer out of the double-teams he attracts.

Arise Sir Lewis? Hamilton says he’s not expecting knighthood Lewis Hamilton says he is not expecting his sixth Formula One world championship to be recognized with a knighthood at the end of the year. The Mercedes driver’s supporters are pushing for him to join other British sporting sirs like Tour de France winner Bradley Wiggins, runner Mo Farah, tennis player Andy Murray and cricketer Alastair Cook. Hamilton, by far his country’s most successful racing driver with twice as many titles as the knighted great Jackie Stewart, doubted that would happen. “I don’t really like to think too much about it,” he told reporters at the Brazilian Grand Prix. “Just the fact that people have mentioned it, it’s already an honor, but it’s not been something that I’ve been chasing in my life. “If, at any point, that was to happen, I don’t particularly know how I would handle it.
Mercedes’ Lewis Hamilton celebrates after finishing in third place in qualifying. “I have stood in front of Her Majesty The Queen before and it was pretty incredible and I think she’s just awesome. Again, I don’t think it’s going to happen, and again, it doesn’t bother me if it doesn’t. “It doesn’t mean I’m not British. It doesn’t mean I’m not continuing to
try and raise the flag as well as I can,” he added. Mercedes team boss Toto Wolff has said frequently that he feels Hamilton’s achievements are not recognized enough in his home country and may not be appreciated fully until he has left the stage.
When Hamilton won his fifth title last year he was runner-up in the BBC’s Sports Personality of the Year to Tour de France winner Geraint Thomas. Britain, which has produced more champions than any nation in Formula One history, has certainly never known anyone like him and only German great Michael Schumacher, with seven, has won more championships. Hamilton has won 10 races a year on average for the last six seasons, a success rate that would leave him on course to overhaul Schumacher’s record of 91 victories some time next year. Even if he played it down, the prospect of him getting a knighthood tickled the fancy of Ferrari rival Sebastian Vettel and Red Bull’s Max Verstappen. “Do you get a sword? That would be cool if you get to keep the sword,” said Vettel, a four times world champion.
