QUEEN CONCH MIGRATING T

he Queen Conch in Turks and Caicos Islands are migrating to deeper waters and less adverse conditions because of changes in weather patterns and increase in adverse storms. The situation has become so serious that the Department of Environment and Coastal Resources (DECR) is expecting to conduct a visual assessment of the Queen conch on the Caicos Bank to assist in determining the current status of the species in the TCI. The visual survey to be conducted show will show these shifts and give a clearer insight into the adaptation of the Queen Conch, according to a statement from DECR. TCI has commercially fished for Caribbean spiny lobster, Queen conch and various fin fish species as source of protein and income. The Queen conch continues to be one of the two major economically important fisheries for the Turks and Caicos Islands. However, throughout the Caribbean region, the Queen conch has been declining in abundance. The TCI is not immune to the limitations of the species and has therefore been taking steps to evaluate the population of the Queen conch in the TCI.

Visiting UK official has ‘clearer idea of the type of support’ TCI needs Sir Simon McDonald, the Permanent Under Secretary in the Foreign and Commonwealth Office, and Head of the Diplomatic Service, visited the Turks and Caicos Islands on February 11th, 2020. He had a focused programme and came to understand the challenges the Islands face in terms of both serious crime and protecting her maritime borders from mass illegal immigration. To that end Sir Simon, who visited TCI in place of Overseas Territories Minister Lord Ahmad who suddenly postponed his visit, spent time with the Maritime Police understanding the pressures they were under and the skill and professionalism required to take a fully loaded sloop under tow, at night, without causing capsize and resultant

loss of life. In seeing three recently intercepted sloops at South Dock, Sir Simon heard how TCI Government Departments and the Police were increasingly working as one team, and also as ‘one team’ with the US Coastguard. The result had seen a significant increase in their collective success rate in intercepting sloops which wasn’t to understate the chronic nature of the problem or the serious impact migration had already had on society. Given the National Security Strategy called out the need to tackle the cause (the underlying criminal endeavour and network) rather than just the symptom (ever better interception of the sloops) Sir Simon was also briefed

by the RTCIPF Senior Investigating Officer on a global human trafficking investigation, with a significant footprint in TCI, involving international partners. He was told arrests had been made. Accompanied by the Police Commissioner, Sir Simon toured Dock Yard so he could see the societal impact that mass immigration had caused and received a detailed briefing on the present levels of crime and the changes the Police were observing in terms of the demographics of the offenders and methodologies employed. This included the ubiquitous use of guns. He was briefed on the immediate Police response, their future growth and the capabilities that were being developed including those
