Floyd Seymour rejects lower salary than foreign ex-CEO at Invest TCI By Todeline Defralien
F
loyd Seymour, a local businessman and former leader of the People’s Democratic Movement (PDM), has flatly rejected the post of CEO of Invest TCI, because its board of directors and Cabinet refused to pay him at the same level of former CEO John Rutherford, who was an expatriate. In an exclusive interview with The SUN, Seymour who is a certified accountant, said he didn’t accept the position of CEO of Invest TC because he did not believe that the contract subscribed to the principals of Equal Pay. Seymour said he observed that in many settings throughout the country, both in Government and in private industry Turks and Caicos
Islanders are paid less than their expatriate counterparts to do the same job and he believes that to be a form of discrimination and have for years championed the need to have Equal Pay Legislation to outlaw any discriminatory pay packages. Over the past few days there has been some discussion on social media and in various locations concerning the circumstances surrounding Mr. Seymour candidacy for the Position of CEO of Invest TC and he wishes to make it clear however that his rejection of Invest TC’s contract was not a matter of pay, but a matter of Equal Pay and his stance on that principle. Seymour said he applied for the post in May 2017, was interviewed in early July and received word that
he was the successful applicant later in July. “In early August I received a contract from the Turks and Caicos Islands Investment Agency that in my estimation departed from the principal of Equal Pay and I raised my concerns and objection. After a period of back and forth, the board and I arrived at an impasse and concluded our negotiations,” he revealed. Seymour stated that his decision was not hard to make because of his beliefs and he is at peace with the decision. He told The SUN; on August 23rd he ended discussions with the board, confirming that he was not prepared to take up employment with the agency at a salary that was less than the previous CEO or for less

Premier updates post storm vendors on outstanding payments Contractors and vendors who have expressed frustration about the delay in getting paid by Government have been given the assurance by Premier and Minister of Finance Hon. Sharlene Robinson that this situation is being addressed urgently. “We want to assure you that we are giving this priority and will make every effort to ensure that these obligations are met,” she said in a press statement.
She added: “It is my duty to address the many disappointed vendors who provided services to this country and who continue to await payment for goods and services. The immediate challenges post the Storms have largely been overcome and work is ongoing to ensure that the systems that are to be followed are indeed followed.My Ministry is working hard to ascertain information from the relevant Departments to further the
application for payments to be made and I assure you that once these requests are honored, we will further an application for payment to Cabinet in the usual manner for unforeseen expenses.” The Premier said she understood and regret the delay in payments especially during such a difficult time when many persons have also suffered personal loss and damages.
“Many of you continue to make calls and checks on the Treasury and we do understand your frustration when told that the payment is not yet ready. The Turks and Caicos Islands continue to rebound following the impact of Hurricanes Irma and Maria and we remain grateful to all those and the people of the Turks and Caicos Islands who continue to commit to the recovery efforts of our country,” she said.
Exemption of Customs Import duty on Furniture and Appliances On the 1st of November 2017, the Premier Hon. Sharlene Robinson, signed the Customs (Import Duty Exemption) (No. 2) Order. The effective date of the Order is the 1st of November 2017, and will expire on the 31st of December 2017. This additional Order exempts furniture and appliances imported into the Islands from the payment of Import Customs duties, and is available to individuals only. Any individual seeking to benefit from the exemption must produce to the Collector of Customs the following: 1. Evidence of ownership of the affected property, or long term residence at the property; 2. Evidence of damage to furniture and appliances, either by way of photographs or
Insurance assessment; and 3. Evidence of replacement of furniture by the production of Invoices. The specific items which are exempt by the order are as follows: Sofa, love seat, accent chair, cocktail table, sofa table, end table, bed frame, bed headboard, bed footboard, dining room tables, dining room chairs, mattresses, box springs, dresser drawer and mirror, night stands, chest of drawers, televisions (one per importer/declarant), refrigerator, stove, microwave, ceiling fans. Individuals will not be required to make an application for the exemption, however for all declarations/entries with exempt items, Customs Processing code 494 must be used. For passengers
who may be traveling through the International Airports with any of these items, you must include them on your custom passenger declaration form, and tender to officer for processing/examination. Acting Principal of Long Bay High to appear in court next week By Todeline Defralien Acting Principal of Long Bay High School, Hugh Adams, has been suspended after being arrested and charged with financial crimes. Adams is expected to appear in court on Wednesday November 8th, 2017 for trial. When The SUN contacted the Ministry
of Education for a comment in this matter, the Ministry said, “At the moment, this is an Integrity Commission matter and as such all question and queries should be presented to that office.” Eugene Otuonye, Q.C. Director of the TCI Integrity Commission noted that the Police has primacy and carriage of this case and the Integrity Commission is however assisting.
Following the joint investigation between the Royal Turks and Caicos Islands Police Force and the Integrity Commission The SUN also contacted the Royal Turks and Caicos Islands Police Force to give a more detailed description of the charges brought forth to the Acting Principle but they were unable to comment on this matter until next week.
Female Immigration officers charged for fake work permit On Monday 27 March 2017 two females working at the Employment Services Unit of the Immigration Department were arrested on suspicion of uttering numerous amounts of Turks and Caicos Islands Government Work Permit Cards. Following a joint investigation between
the RT&CIPF Financial Crime Unit and the Integrity Commission, a 48 year old female of Providenciales was formally charged and caution for 13 counts of uttering forged document, one count of corruption and one count of use of criminal property. The investigation commenced in November 2016 after number of allegations of
Forged Turks and Caicos Islands Work Permits being issued to a number of persons within the Haitian and Dominican Communities. The person charged appeared at court yesterday and was not allowed to enter a plea. The 48 year old is presently on $10, 000 bail.
Voter Registration for 2018/19 Register of Electors Supervisor of Elections Mr. Lister Dudley Lewis has advised that the Turks and Caicos Islands Register of Electors is currently being updated and a new Register to be published on March 31, 2018. Individuals who are not on the current register but who wish to be included in the new Register of Electors will have until November 30, 2017 to contact the Elections Office with the relevant documentation. `Registration for the Register of Electors is an ongoing process, however, in accordance with the Elections Ordinance, an updated Register is due on March 31 in each year. Mr. Lewis encourage persons to apply to be included on the Register especially those who have turned 17
years old since 1st March 2017, also those persons who are over 18 and did not apply to join previous registers. He noted “Eligible voters on the present Register of Electors do not need to re-apply to be included in the new one. They will be automatically included unless they notify the Elections Office that they have changed their name or place of residence, or no longer meet the eligibility criteria. This includes being resident in the Turks and Caicos Islands (TCI) for at least 12 out of 24 months”. The Elections Supervisor advises that his office will await the approval of applicants TC Islander status by the Ministry of Border Control and Employment Services before he will consider approving applications
to add names to the Electors List and Register of Electors. Potential new Electors he said should complete the required voter registration application form and those who have already obtained the Status Card, but did not submit an application form are encouraged to prepare and submit it during this process. Mr. Lewis further advises that if persons do not register their names will not be added to the Preliminary List or Register for 2018. Application forms for inclusion on the TCI Register of Electors may be collected from the temporary Elections Office located at the Strategic Policy and Planning Unit, South Base, Grand Turk, Elections Office Providenciales Butterfield Square and the District
Commissioner’s Officers in Salt Cay, South Caicos, Middle Caicos (Conch Bar) and North Caicos (Bottle Creek). The relocation of the elections office Grand Turk is as a result of severe damages sustained during the passing of hurricanes Irma and Maria. Mr. Lewis said, he regret any inconvenience the re-location has caused but encourage persons to register. 9th Annual ‘In The Pink’ slated for November 18th By Todeline Defralien It’s time to paint the town pink again!! At The Palms, on Tuesday October 31st the organizing committee of the ‘In The Pink’ event shared with media some of the ideas to look forward to from this year’s event. The Palms Turks and Caicos and the organizing committee of In The Pink will host its 9th annual “In the Pink” event on Saturday November 18th to raise money for TCI’s Cancer Society. ‘In The Pink’ originally planned for October 14th, was postponed as the country came together to restore and recover from the devastating storms that hit the islands a few weeks prior. The organizing committee is pleased to announced their decision to not only reschedule the popular fundraising event, but to also share half of the proceeds with Hurricane Relief efforts, an easy decision, as there are so many victims and they must do all they can on the road to assisting persons getting their lives back on track. Though the National Cancer Society had to postpone all of their events for the National Cancer Awareness Month due to the storms, the organizers of ‘In The Pink’ are pleased to have the opportunity to produce their event in November. South Caicos receives first shipment of building materials The South Caicos Heritage Foundation recently received the first shipment of construction and building materials, consisting of five shipping containers bringing over 200,000 pounds of materials and ten portable generators to South Caicos. With the generous support of our kindhearted donors and with the support of our local partners, the SCHF purchased 32,000 square feet of plywood, 125,000 square feet of roofing material, and over 21,500 linear feet of framing lumber as well as other
construction materials such as nails, screws, and fasteners. The recent hurricanes caused severe damage to the majority of residential properties in Cockburn Harbour, and these quality materials will be distributed amongst the residents of South Caicos in the coming days via local partnerships ensuring that those in greatest need receive the much-needed building materials. The SCHF estimates that the first shipment includes ample materials to repair 120 homes in South Caicos.
The South Caicos Heritage Foundation’s fundraising efforts continue as part of its ongoing commitment to the repair and restoration of the South Caicos community. With continued donor efforts, the South Caicos Heritage Foundation plans to continue shipping needed materials to South Caicos until the community has been restored. Please contact a licensed electrician before undertaking any electrical repairs. Once repairs have been done, the property must be inspected by the Government Planning Department and receive a certificate, which must be submitted to FortisTCI before electricity can be reconnected. During hemodialysis, a hemodialyzer, or artificial kidney, is used to filter fluids and wastes from a dialysis patient’s blood. Sabrina Green appointed new Director for the Human Rights Commission in TCI By Todeline Defralien Newly-appointed Director for the Human Rights Commission (HRC), Sabrina Green gave thanks for her new role and pledged her commitment to ensuring that the rights of residents and people of the Turks and Caicos Islands will be protected to the full extent of the law. Green was officially introduced by HRC Chairman Mrs. Cheryl Astwood-Tull during a press conference at the Human Rights Commission office on Thursday November 2nd. Also attendance were Minister of Education Karen Malcolm, President of the Turks and Caicos Islands Football Association and FIFA Council Member Sonia Bien-Aime and staff members of the Human Rights Commission in the Turks and Caicos Islands. The Human Rights Commission which has been in existence for the past ten years has been operating without a Director for a period of five months. Chairman Mrs. Cheryl Astwood-Tull told media, “We had four persons who were sent from the panel but Ms. Green came highly recommended. It was a fair process and we respect the views of the independent interviewers and based on their recommendation to us, she was clearly the person and we gladly accept it.” Green is appointed for a period of three years, effective November 1st. The HRC chairman said Green has established relationships within the various communities, residents in the Turks and Caicos Islands and has been found to process the ideal skill set for the job at hand. “With her linguistic skills in Spanish and Creole along with her professional and academic background, Ms. Green will be a definite asset to the Commission,” she said Green is the holder of an LLB Honors Degree from the University of Buckingham in the UK and has recently completed a Master’s of Science Degree in International Hotel and Tourism Management from the Oxford Brookes University.” Astwood-Tull added: “She (Green) has returned to the Turks and Caicos to be of service to her country and its people. Her academic training highlighted family and employment law, sex and gender in the legal profession, intercultural leadership, mentoring and leadership, strategic finance management, human resources and corporate risk governance. Ms. Green is more than excited about brining to the Commission her skills for the development of Human Rights in the Turks and Caicos Islands.” Astwood-Tull said that the Commission is excited because Ms. Green is such a strong person and this role needs a strong and independent person. Green said that the Human Rights Commission now has a face that you the people of this country can relate to, adding that there is a voice here now that they can rely on to defend their rights. She said she is pleased to be here and humbled by the warm welcome she received from the staff members of the Human Rights Commission and she is ready to start working for the people of these islands.
“I would just like for the people of the Turks and Caicos to know, and that includes all persons resident here in Turks and Caicos, those that even visit our shores, that you can rest assured in knowing that with Sabrina at the helm, your rights will be protected to the full extent of the law. Have no fear, I want there to be an environment where Turks and Caicos people know that there is recourse, there is a redress that you can go to if you feel your rights have been violated. If you have any doubt as to whether it is a right, the doors of the Commission are now open where you can really come in and require about your rights,” she added. “In my understanding of Human Rights here in the Turks and Caicos there are very few people who are aware of their rights, so the initial approach will be from day one for me is about educating Turks and Caicos Islanders about their rights and educating the people of this country who are here. Human rights has nothing to do with your legal status in this country. We act outside of that. It’s all going to be about how the human person ought to be treated and its rights that should be given to every man, woman, child and everyone that is walking in this country. Often times I would hear that the Human Rights Department only operates for the benefit of the foreigners or the Haitian nationals, so I am imploring the people of this country, if you feel your rights are violated it is unfair for you to expect for us to know of the violation if you don’t come forward with your complaints. Perhaps you’re seeing more happening with other nationalities because they have the gumption to come down here and enquire as to what their rights are, and like any other good governance or law enforcement authority, we cannot act without your support. We need to know that there is an issue in order for us to address it,” she explained. Green stated that in order to help people be aware of their rights, there will be a series of Town Hall meetings, going into various communities speaking at churches and Education within the schools. It is going to be an aggressive educational programme, a campaign that will be wide spread throughout the country. She added: “I am finally going to be doing a job that I have a title behind because it’s been my life work representing the rights of people, being the voice of the voiceless. So I think I came with an aid quality that adds to the office. It’s not all about my academic background or my professional background, it is a heart of compassion and caring for all mankind. I think that quality in itself makes me a better candidate for the job and that is not to say that the persons that went up for the job were not good candidates, I am sure they’re all amazing persons that fit the criteria very well, but there are certain qualities that an individual may possess that just puts you ahead of the crowd and I think that that is what happened in this case.” On behalf of the Government of the Turks and Caicos Islands, Minister of Education Karen Malcolm congratulated Ms. Greene on her knew post as the new Director for the Human Rights Commission, adding that Greene has a heart for people and

Major setback for Wesleyan Methodist Church after hurricane damage By Allie Capron The Wesleyan Methodist Church in Blue Hills, Providenciales suffered major damages to the steel frame for its new church during Hurricane Irma. The dilapidated structure is a tremendous setback for the church, explained Wilbur Caley, steward for the Turks and Caicos Methodist circuit. “The damages are being assessed right now by a structural engineer and then we will know the full extent of the damage in terms of monetary value. But right now, we believe, from our own layman’s perspective, that the steel frame will not be able to be used anymore,” Caley said. “There’s just that much damage to it. It is highly unlikely that we’re going
to move ahead with the same structure we have now.” Despite the grim state of affairs, personnel at Wesleyan Methodist are looking forward and plans to build the new church are still in effect. “We are determined to complete the new church,” said Caley. “It just may not be Wilbur Caley with the same design that we have now. We are working with an architect to redesign the entire project. We’ll probably downsize and do something that’s smaller than what we were
initially planning. But the goal is to have the new church finished in the next 2 years just in time for our 250th anniversary.” The church’s fellowship hall, which is used as a place of worship during construction of the new church, was also damaged during Irma. “The building that we’re worshipping in now took on roof damage as well as water damage on the inside. The sheet rock ceiling got quite a bit of damage as a result. We’re repairing that as well as the roof. We intend to restore that as
best as we can and continue to worship in the fellowship hall as we carry on with plans for the new church,” he added Caley said that these damages have not prevented Wesleyan Methodist from persisting with its mission. “In terms of worship and what we do as a church, we’re still functioning as we did before. Every Thursday we do a soup kitchen from the church to persons in various communities like Blue Hills, Five Cays and The Bight. We’re continuing with that program. We also have some upcoming fundraising events to help with building the new church. For the most part, everything we were doing before, we’re still doing. We’re still functioning as we once were.”

The objective of this Special Meeting was to prepare for the upcoming Joint Ministerial Conference (JMC) in London, 28-29 November 2017. The meeting, chaired by Hon. Alden McLaughlin, Premier of the Cayman Islands, discussed the common issues related to disaster response, recovery, resilience building, disaster mitigation and identifying a shared vision for the upcoming meeting of the Joint Ministerial Conference; which will be led by Lord Ahmad, Minister for the Overseas Territories. President Sonia Bien-Aime appointed to the FIFA Foundation The Ministry of Education, Youth, Sports and Library Services would like to extend congratulations to the President of the Turks and Caicos Islands Football Association and FIFA Council Member Sonia Bien-Aime who, over the past week, was crowned with another significant achievement making her family and country proud as she was appointed to the newly created and landmark entity, the FIFA Foundation. At a FIFA Council Meeting in Kolkalta, India on Friday October 27, 2017, Mrs. BienAime was appointed to this novel Football Foundation. According to the release from FIFA the world’s governing Football Body, the FIFA Foundation is established with the “purpose of providing a solid legal and institutional basis for FIFA’s social development initiatives.
One of the core intentions of the FIFA Foundation will be to institutionalize a commitment of the FIFA Legends to engage in such activities and act as promoters of FIFA’s aims and objectives related to social development”. The Flu Vaccine

We are just about to enter the flu season and luckily the vaccines are available in both public and private offices. Every year the flu season starts in the winter period and ends at about the beginning of spring. It usually lasts 12 – 14 weeks but the duration of the season varies each year as does the point at which the condition peaks. Influenza, commonly known as the “flu,” is an extremely contagious respiratory illness caused by the influenza virus. It is spread when you inhale droplets in the air that contain the virus or make direct contact with respiratory secretions for example through sharing drinks or handling towels used by an ill person. Infants, the elderly, pregnant women, and people with chronic ailments such as diabetes and HIV are at highest risk for flu complications. The CDC estimates that deaths related to influenza range from 3,000 to 49,000 in the United States each year. Getting vaccinated There are numerous strains of the influenza virus and the seasonal flu vaccine protects against the influenza
viruses that research indicates will be most common during the upcoming season. Antibodies develop in the body about two weeks after vaccination and these antibodies provide protection when exposed to the virus. For the 2017-2018 flu season, the CDC recommends annual influenza vaccination for everyone 6 months and older. The nasal spray flu vaccine should not be used during this season. It is particularly important for persons who have certain medical illnesses such as diabetes, or may be on medications such as steroids that impair their body’s immunity, to get immunized. Immunization is also encouraged in the elderly and in persons who work in the healthcare field or in crowded domicile environments such as prisons. The vaccine is given yearly because flu viruses are constantly changing. The formulation of the flu vaccine is reviewed each year and sometimes updated to keep up with changing flu viruses. Additionally, the body’s immune response from vaccination declines over time, so an annual vaccine is needed for optimal protection. Of course, you get vaccinated in an attempt to avoid getting the flu all together, and although effective,

the vaccine is never 100%. However, even if you do get the flu, being vaccinated makes you much less likely to develop any complications from the illness. A 2014 study by the CDC showed that the flu vaccine reduced children’s risk of flu-related intensive care admission by 74% and another study done two years later showed that people 50 years and older who got a flu vaccine reduced their risk of getting hospitalized by 57%. This is particularly important in persons with illnesses that make them more susceptible to complications of the flu as the vaccine has also been associated with reduced hospitalizations among people with diabetes by almost 80% and in those with lung disease by over 50%. Vaccination also helps protect women during and after pregnancy and the antibodies are passed on to her baby, making respiratory illnesses less problematic in newborns whose mothers were vaccinated! Whilst you cannot get the flu virus from the vaccine, one can get muscle aches, lethargy, low grade fever and of course, soreness at the injection site. This does not happen commonly, usually resolves in a few days and can be treated with simple over the counter pain and fever reducers.

Bank gives USD$1.2 million in support for over 600 regional projects Regional bank CIBC FirstCaribbean has seen an increase in its overall support for charitable causes across the English and Dutch Caribbean, according to its latest Social Annual Report. The bank’s charitable arm, The First Caribbean ComTrust Foundation, recently released its Social Annual Report 2016 which revealed that it gave over USD$1.2 million to support over 600 mainly community projects in the 17 territories where the bank operates. This was over USD$200 000 more than the previous fiscal year. The bank’s Chief Executive Officer and Chairman of the Board of Directors of the ComTrust Foundation Mr. Gary Brown said “reaching out into our communities and working with various organisations to improve the lives of the people of the region is what the foundation is all about. Over the past 14 years the bank has given around USD$20 million to various initiatives around the region. The bank has also partnered with cancer care associations across the region for its flagship activity, Walk for the Cure, which has raised over USD1.5 million for cancer care, support, early detection and education over the past five years. which will see additional funding for some new initiatives. Barbados developing cybersecurity strategy to deal with organised crime BRIDGETOWN, Barbados — The Barbados government Monday announced plans to establish a national cybersecurity strategy to provide the island with “a robust cyber defence” as it seeks to deal with crime. Attorney General, Adriel Brathwaite, addressing the first annual conference of the Department of Public Prosecutions, said the new framework would include a revision and revamping of legislation to provide the required security. He told delegates to the conference that is being held under the theme “Strengthening our Capacity to Combat Cybercrimes and Other organised Crimes” that the new strategy would involve work on the Computer
Misuse Act, the Electronics Transactions Act, the Telecommunications Act and the Copyright Act. Brathwaite also hinted at the possibility of new legislation being introduced, such as the Interception of Communications [Act], to strengthen efforts being undertaken. “What we are faced with as a region, and as a country, is real. We have seen more cyber-related attacks on our government infrastructure and our private infrastructure. We must be on the cutting edge in terms of our defence,” he said, noting that the Telecommunications Unit was presently working to ensure Barbados had a more secure cybersecurity platform. Brathwaite said

ECLAC proposes integration of disaster risk management into development policy Caribbean countries are now equipped to better prepare themselves for and minimize damage and loss incurred from natural disasters. This following the recent publication by the Economic Commission for Latin America and the Caribbean (ECLAC) of a new policy brief entitled `Mainstreaming Disaster Risk Management Strategies in National Development Instruments’. This timely publication follows on the heels of two major hurricanes, namely Irma and Maria, which devastated several Caribbean
islands during the last few months. Building on ECLAC’s extensive experience in the area of damage and loss assessment, accrued over the years by virtue of its continued support to countries in Latin America and Caribbean, the brief describes the integration of Disaster Risk Management (DRM) into development policies. The publication utilizes information elicited from five member states of the Caribbean Development and Cooperation Committee (CDCC), namely The Bahamas, Belize, Dominican Republic, Haiti and
Jamaica. DRM is the concept and practice of reducing disaster risks through systematic efforts to analyse and manage the causal factors of disasters, including through reduced exposure to hazards, lessened vulnerability of people and property, wise management of land and the environment, and improved preparedness for adverse events. The policy brief underscores that disasters have more significant effects and impacts in developing countries than in developed countries.

Secretary General of the Barbados-based Caribbean Tourism Organisation (CTO), Hugh Riley, said that the regional tourism sector in 2017 can be described as a “tale of two situations” as a result of the Category 5 hurricanes that devastated countries like Antigua and Barbuda, Dominica, the British Virgin Islands, the Turks and Caicos Islands, Anguilla, St Martin and to a lesser extent the Bahamas and St Kitts-Nevis. Riley said that during the first half of this year, the region performed at new record pace, welcoming 16.6 million international tourist arrivals at a healthy growth rate of 5.2 per cent, when compared to the same period last year. However, following
the passage of the hurricanes, growth was severely impacted with the revised forecast for 2017 now at one to two per cent, down from 2.5 to 3.5 per cent. “The economic impact of the storms is significant. The Caribbean Development Bank predicts that every one per cent reduction in tourist arrivals (based on 2015 travel data) will cost US$137 million in lost revenue. “No doubt, the hurricanes have presented us with some major challenges, but we are determined to rebuild better and more sustainably,’ Riley said, He said while the affected countries are at various stages on the road back to normality, it is also important to note that over 75 per cent of the region was unscathed by the storms. “In this context, we encourage you to keep visiting the Caribbean, as this is the best way to help the region,” he said, noting that during Caribbean Tourism Month “we will focus on
adventure, in keeping with the Year of Adventure. “Mindful of the impact of the storms, there are still countless travel adventures to be had this month and for the remainder of the year. We look forward to hearing of the various events and activities planned for the month, and with your permission, we will share your information and images. “ He said the month also provides an opportunity to reiterate the message that “we are open for business and we do have an exciting product to offer. “Yes, some challenges remain and those are being addressed, but let’s also emphasise the superb experiences we can offer to guests right now and help them and their companions have a Caribbean adventure to remember. “Together, let’s keep the right focus on this important industry and reaffirm the value of One Sea, One Voice, One Caribbean,” Riley added.
On average, the cost of a disaster in low-income countries is equivalent to one percent of the Gross Domestic Product (GDP), while in high-income countries it is reduced to 0.25%. Therefore following a disaster, Caribbean countries face a potentially greater reversal in the economic and social improvements achieved in recent years. ECLAC’s policy brief outlines indicators that can be used to assess the integration of a DRM strategy in the development policies and strategies of the countries of the region.
For boys school struggles linked with crime Researcher and senior lecturer with the school of education at the University of the West Indies (UWI), Dr. Verna Knight has expressed concern about the number of males struggling in the school system, who are finding refuge in the criminal element. Dr. Knight delivered the findings on the out of school study in the Eastern Caribbean, conducted in St. Lucia, which examined data pertaining to underperforming and unenrolled children as well as drop out numbers across seven OECS states including Antigua and Barbuda, Dominica, St. Lucia, St. Vincent and the Grenadines, Grenada, St. Kitts and Nevis, and the Turks and Caicos Islands. The study was done in collaboration with UNESCO and UNICEF. Dr. Knight said the study shows in the secondary school, males are twice as likely as females to not complete school represented by statistics of 32 percent to 14 percent respectively. Further to that, an analysis of students charged for crime showed that the majority of those were males. “That in many cases tells us that we are losing the boys and we know where they are going so when we see the criminally charged increasing in terms of male students and we see they are failing in twice the number of girls, we know that there is a link there. How strong the link is, our studies can’t say as yet. But we know the link is there.” Dr. Knight disclosed the UWI school of education along with graduate studies will be embarking on a study with the local ministry of education to examine factors such as this in secondary students. Dr. Knight said the study is ideal considering Barbados was not able to participate in the out of school study. “We have too many children who are failing to meet their full potential at the secondary level and we need to understand why. So we would like to go in and talk with students, teachers and principals to better understand those factors.” She said the goal is to present a list of recommendations to government so they can develop an action plan to tackle the areas of concern. Dr. Knight said there are red flags common to all Caribbean states and the instrument used in the study, focused on fourth and fifth form students, will bring these issues to the fore in the local context. “They would’ve already gone through secondary school and in many cases at the fourth form they know they will not be doing well and they know they pretty much failed. So they have a pretty good idea and can explain to us why. And for those who can’t explain why, the questionnaire is designed in a way that we can pull those factors out from them.” She said the study will also engage teachers to find out what barriers are there to successful education.

Man charged in New York attack said he ‘felt good’ about what he did NEW YORK - An Uzbek immigrant accused of plowing a truck down a New York City bike path, killing eight people, told investigators he had been inspired by watching Islamic State videos and began planning the attack a year ago, according to a criminal complaint filed against him. Sayfullo Saipov, 29, who was hospitalized after he was shot by a police officer and arrested, confessed to authorities that he made a trial run with a rental truck on Oct. 22 to practice turning the vehicle and “stated that he felt good about what he had done” after the attack, the complaint said. The 10-page charging document said Saipov waived his rights to remain silent and avoid selfincrimination in agreeing to speak to investigators without an attorney present from his bed at Bellevue Hospital Center in Manhattan. In the course of that interview, the complaint said, Saipov told investigators he chose Halloween for the attack because he believed more people would be on the streets and said he had originally planned to strike the Brooklyn Bridge as well as the bike path on the western edge of lower Manhattan. The complaint said Saipov had requested permission to display the flag of the Islamic State militant group in his hospital room. Court documents made public on Monday also disclosed a Trump campaign foreign policy adviser, George Papadopoulos, pleaded guilty last month to lying to the FBI. WhatsApp messenger hit by temporary outage Users in countries ranging from Brazil and Russia to Vietnam and Myanmar reported on social media that WhatsApp was down in their countries. The extent of the outage and the reasons for it were not immediately known. ‘Whatsappdown’ was the top trending item on Twitter in India, which is WhatsApp’s biggest market with about 200 million of its billionplus users. It was also a top trending item on Twitter in Pakistan, Britain, Germany and many other countries. Users reported WhatsApp, the world’s most popular messaging service, had begun to gradually function again about 30 minutes after initial complaints of an outage appeared on social media. Users in Malaysia and Singapore also complained of WhatsApp being down in those
countries. A spokeswoman for Facebook in Singapore said the company was still investigating the matter. Independent websites monitoring outages of popular social media services via online conversations and Twitter messages report regular outages for WhatsApp, often one every few weeks, but these are typically brief and confined to certain geographies. WhatsApp has faced similar widespread outages this year, including for several hours in May. WhatsApp is used by more than 1.2 billion people around the world and is a key tool for communications and commerce in many countries. The service was acquired by Facebook in 2014 for $19 billion.

U.S. Navy orders back-to-basics reforms after deadly collisions WASHINGTON - The U.S. Navy announced a series of systemic reforms on Thursday aimed at restoring basic naval skills and alertness at sea after a review of deadly ship collisions in the Asia-Pacific showed sailors were under-trained and over-worked. Seventeen sailors were killed this year in two collisions with commercial vessels involving guided-missile destroyers, the Fitzgerald in June off Japan and then the John S. McCain in August as it approached Singapore. Those were not the only mishaps involving U.S. Navy sailors this year, which also saw the guided-missile cruiser Lake Champlain collide with a fishing vessel in the Sea of Japan in May. The guided-missile cruiser Antietam grounded in January in Tokyo Bay. “What happened was a gradual erosion of the margins of safety,” Admiral John Richardson, who as the chief of naval operations is the Navy’s top uniformed officer, told a news briefing, as he unveiled the results of the broad Navy review. Rising pressure to meet demands for more and more Navy operations, particularly in the Asia-Pacific, led those in command to rationalize declining standards that ranged from basic seamanship to operational safety, Richardson said. Manafort spent millions on homes, rugs, clothes WASHINGTON Paul Manafort, the indicted former campaign manager for President Donald Trump, spent almost $1 million on eight rugs in two years and more than $1.3 million on clothes from shops in Beverly Hills, California, and New York City. His lavish lifestyle - with homes in Manhattan, Brooklyn, the Hamptons, Arlington, Virginia and elsewhere - were detailed in an indictment filed with the U.S. District Court for the District of Columbia that was revealed on Monday. The indictment filed by Justice Department Special Counsel Robert Mueller said Manafort “used his hidden overseas wealth to enjoy a lavish lifestyle in the United States.” Prosecutors said they found payments by Manafort for four Range Rovers and a Mercedes-Benz among transactions that they alleged came illegally from overseas to avoid paying U.S. income taxes, according to the 31page court filing. Prosecutors said they found evidence he bought a condo in a restored red-brick building in New York’s upscale Soho neighborhood
for $2.85 million, also from overseas money, most often from Cyprus. Manafort and associate Rick Gates pleaded not guilty on Monday to money laundering and other charges filed in a probe into Russian interference in the 2016 presidential election. Greg Andres, a federal prosecutor on Mueller’s team, said his office had a “difficult time” trying to pin down Manafort’s and Gates’ net worths, making it hard to set appropriate bail arrangements. Andres said Manafort listed a wide range of net asset values on loans and other financial documents, from as low as $20 million to as high as $100 million. Gates, meanwhile, listed assets as low as $2 million and as high as $30 million. U.S. job growth speeds up, unemployment rate falls; wages flat WASHINGTON - U.S. job growth accelerated in October after hurricane-related disruptions in the prior month, but a sharp retreat in annual wage gains and surge in the number of people dropping out of the work force cast a cloud over the labor market. Nonfarm payrolls increased by 261,000 jobs last month as 106,000 leisure and hospitality workers returned to work, the Labor Department said in its closely watched employment report on Friday. That was the largest gain since July 2016, but was below economists’ expectations for an increase of 310,000 jobs. Data for September was revised to show a gain of 18,000 jobs instead of a decline of 33,000 as
previously reported. Some aspects of the report, however, were downbeat. Although the unemployment rate fell to near a 17-year low of 4.1 percent, it was because 765,000 people dropped out the labor force. The labor force participation rate, or the proportion of workingage Americans who have a job or are looking for one, fell four-tenths of a percentage point to 62.7 percent. Average hourly earnings slipped by one cent, leaving them unchanged in percentage terms, in part because of the return of the lower-paying industry workers. That lowered the year-on-year increase to 2.4 percent, which was the smallest since February 2016. Wages shot up 0.5 percent in September, lifting the
annual increase in that month to 2.9 percent. Still, October’s employment growth acceleration reinforced the Federal Reserve’s assessment on Wednesday that “the labor market has continued to strengthen,” and probably does little to change expectations the U.S. central bank will raise interest rates in December. But weak wage growth and the drop in the labor force participation rate could worry some policymakers.
