THE SPECIAL INVESTIGATION and Prosecution Team (SIPT) suffered some major setbacks on the first day of its highly-publicised corruption trial when it failed in its bid to have three former Government ministers, a lawyer and two other citizens on a million dollars bail each in the magistrate’s court. And the SIPT also was unsuccessful in its request to have an English developer returned to his homeland with his passport, while putting up shares in land in the Turks and Caicos Islands as security. These were the highlights of a lengthy court hearing on Tuesday December 6th, which saw four former government ministers among nine persons who appeared before the Magistrate Clifton Warner on allegations ranging from bribery, conspiracy to defraud and money laundering. The accused were former deputy premier and minister of finance Floyd Hall; another former deputy premier and minister of education, and health and human services Lillian Boyce, former minister of immigration and labour Jeffrey Hall and former minister of Public Works, Samuel ‘Sammy’ Been. The other persons who appeared in court were Lisa Hall – Floyd Hall’s wife and his brother Quintin Hall; Earlson Robinson – brother of Lillian Boyce; attorney Melbourne Wilson and UK developer Richard Padgett. Jeffrey Hall, Boyce, Wilson and Been were charged with conspiracy to defraud the Turks and Caicos Islands Government, while Robinson and Quinton Hall were charged with money laundering. Floyd Hall and his wife were charged with bribery, as well as Padgett. They must notify the SIPT of any travel outside of the Turks and Caicos Islands and they were told to surrender their passports, which will be returned to them whenever they want to travel. They all have to report to the SIPT office once a week. SIPT prosecutor Robert Rinder wanted Magistrate Warner to impose $1million bail for Jeffrey Hall, Wilson, Boyce, Robinson, Been and Quinton Hall. However, the magistrate rejected that request and ordered the lower sum of $175,000 each for Jeffrey Hall, Boyce, Wilson and Been, and $100,000 each for Quinton Hall and Robinson. Floyd Hall was placed on $500,000 bail for bribery and his wife Lisa was put on $100,000 bail. SIPT lawyer Rinder’s argument

was that the loss to the TCIG in relation to land at North West Point that was planned for a condominium development was around $1.3million in total and that everyone accused in relation to that development should have to be on bail for that amount, although they were all on considerably less bail, including being their own sureties. “When it comes to assessing criminality, the value of whatever is lost to the Crown should be spread equally among those accused,” Rinder said as he continued to press for each person to be on $1.3million. This caused those in the packed courtroom to laugh and the court clerk to ask for order. In relation to Richard Padgett, his lawyer David O’Mahoni told the court that he had worked out an arrangement with SIPT to have his client return to the UK and surrender his passport to police in that country. O’Mahoni also said that the SIPT were “contented” to accept Padgett’s shares valued at$1.8million in land at North West Point as security for his bail, on the grounds that if he does not return to the TCI for trail, the land would be confiscated by the Crown. This, however, did not appear to

sit well with the magistrate, who also expressed concerns about Padgett’s passport arrangement. In an exchange with SIPT lawyer Rebecca Dix, Magistrate Warner said: “Let me say this. If you don’t belong to the Turks and Caicos Islands and you have this kind of serious charge, that puts you in a flight risk category and I usually start out by putting you in custody and then people can take it from there. That is how I deal with it all of the time.” Padgett was denied bail and remanded in custody at the Chalk Sound Police Station until around 11 p.m. His lawyer flew to Grand Turk and got bail for him in the Supreme Court, but the developer cannot leave the country. The SIPT lawyer also noted that Padgett had cooperated with them in relation to Floyd Hall was charged with conspiracy to receive bribe. According to prosecution, between August 1, 2003 and August 31, 2009, he conspired to receive bribes . According to the prosecution, a sum of $485,000 was paid into a local account belonging to Hall, while another $425,000 was paid into a United States account jointly owned by Hall and his wife Lisa. The prosecution which is headed by the Special Investigation and Prosecution Team successfully argued for Hall’s passport to be surrendered to them; him reporting once per week to the SIPT; to furnish the SIPT of a fixed address; and to notify the SIPT if and when he plans to travel from Providenciales by boat or plane to any of the sister islands. He was also placed on $500,000 with surety. He was represented by Stephen Wilson. Lisa Hall was charged with conspiracy to receive bribe. The prosecution said between March 1, 2002 and March 31, 2005, she conspired with her husband, Floyd Hall, to receive bribes from developer Jak Civre, to facilitate the development of the Seven Stars Resort. Her attorney, Oliver Smith told the court that the charges leveled against Hall were not credible, since she had never held political office, so as to influence any government decision. He informed the judge that when Hall was first arrested and charged, she was released on $5,000 bail and always availed herself to the SIPT for further questioning. Judge Warner then released her on $100,000 bond. As part of her bail condition, Hall was asked to surrender her travel document; notify the SIPT of a fixed place of address and report to the SIPT once per week between the hours of 8am and 5pm. Boyce was charged with conspiracy to defraud the government. The prosecution told the court that between January 1, 2004 and June 31, 2006, she conspired with other persons to unlawfully defraud government of crown land transaction. Her attorney Neil Coleman, told
the court that Boyce is an upstanding businesswoman, who is always available whenever the SIPT team wanted for questioning, plus she has nowhere else to go, since all of her assets remain in the TCI. Jeffrey Hall has been charged with conspiracy to defraud government. The prosecution said between January 1, 2004 and June 2006, he conspired with other persons to defraud the government in relation to the dealing of crown land valued to the tune of $1 million. The prosecution said government incurred serious losses from such transaction. Samuel Been was charged with conspiracy to defraud. The prosecution said that between January 15, 2004 and June 2006, he conspired with others to defraud the government through the sale of crown land. In pleading for bail for his client, attorney Neil Coleman described Been as, not only a successful developer, but also a philanthropist, who is very much involved in churches across the Turks and Caicos Islands. He said also that this was Been’s first contact with the justice system in this fashion. Coleman also told presiding judge Clifton Warner that, Been is a fisherman who plies his trade on a regularly basis, and therefore his movement should not be restricted. Quintin Hall, who lives in Grand Turk, was charged with money laundering. The prosecution said on May 15, 2006, he benefitted from proceeds accrued from the disposing of crown land. Oliver Smith, who also represented him, said the prosecution will be hard-pressed to prove that he had knowledge of what he was charged with, while appealing to relax bail restrictions since Hall had been out on $5,000 station bail since February and had not departed the jurisdiction. He was granted bail in the sum of $100,000, and is to surrender his travel documents; report to the SIPT once per week and to notify the SIPT of his place of dwelling. Melbourne Wilson, the prosecution charged, was involved in a money laundering racket with Jeffrey Hall, to the tune of $1 million courtesy of crown land disposal deal. Despite strong pleas from his allow attorney, to allow him to keep his travel document, since he would have to make visits to his daughter, who was said to be attending a US college, Wilson was asked by Judge Warner to surrender his travel documents to the SIPT. Wilson was then placed on $175,000 bond and ordered to report once a week to the SIPT and to notify the SIPT of his place of living and where-a-abouts. Earlson Robinson was charged with money laundering. The prosecution said on May 15, he acquired proceeds from the sale of crown land valued at not less than $1 million

SAVE GUYANA: HISTORY SUMMONS ITS LEADERS TO HIGHER PURPOSE

November 28 general elections in Guyana have resulted in a crisis for the country. While it is being suggested that the elected President, Donald Ramotar, of the Peoples Progressive Party/Civic (PPP/C) can appoint and run a minority government, it is an unrealistic proposition. Ramotar was elected President by a plurality of the votes but the PPP/C failed to get an overall majority in the National Assembly. The complex Guyana constitution provides for an electoral system of proportional representation under which the country is divided into 10 regions returning 25 members of the National Assembly and another 40 being allocated nationally on the proportion of votes cast for a party. To control the National Assembly, a party must secure more than 50% of the votes cast. However, the President in whom executive authority lies, according to the Constitution, only requires a plurality of the votes to be elected. Thus, since the PPP/C got the highest number of votes cast for a party (48.7%), Ramotar is elected President but the PPP/C as a party does not control the National Assembly which makes the laws of the county and initiates its money bills, including the Budget. Of the 72.9% voter turn-out at the poll, the three opposition parties combined secured 51.3% of the vote. The breakdown is: 40.8% for A Partnership for National Unity (APNU); 10.3% for the Alliance for Change (AFC) and 0.2% for the United Force. Even if the three opposition parties were now to form an alliance – something they failed to do before the elections – they cannot form a government. Under the Guyana constitution, the President appoints the Prime Minister and Ministers of the Government from “among the elected members of the National Assembly”. There is no requirement for him to appoint persons to form the government from among a party or parties that command the majority in the National Assembly. This has to be the worst nightmare for any President, but it has to be particularly harrowing for Ramotar who has no experience of government, except as a member of the National Assembly for the PPP/C of which he has been general secretary over the last few years. As this commentary is being written (shortly after the announcement of the election results on Thursday), it has been reported that Ramotar will try to operate a minority government. In other words, he
will appoint a government from among PPP/C elected members only. This would not be a sensible proposition. For, if the opposition parties in the National Assembly decide to work together they would defeat any legislation including a Budget which the government would require to function. In such a circumstance, Government would be crippled, and the only resolution of the problem would be fresh elections in an effort for one party, or an alliance of parties, to secure an overall majority. It is ironic that had the AFC joined the APNU alliance that comprises the Peoples National Congress (PNC), founded by the late President Forbes Burnham, and the Working Peoples Alliance (WPA) founded by the late historian Walter Rodney, the combined parties would have won both the Presidency and the overall majority of the National Assembly. In this sense, they have only themselves to blame for their failure to topple the PPP/C. But more importantly now is what happens going forward. Ramotar and the PPP/C have a rare and golden opportunity to retrieve Guyana from its long history of racial and divisive politics by recognising that the majority of the people of the country did not support them at this election notwithstanding the economic success they have achieved in the last few years. Other issues played a much larger role and those issues included a perception of neglect of disadvantaged communities by the PPP/C including sugar workers of East Indian descent; marginalisation of Guyanese intellectuals of African descent who have been excluded from top government positions; and a general view that high PPP/C officials had benefited hugely from their time in government. In this context, if Ramotar and the PPP attempt to form and operate a minority government, they will be doing so against a backdrop of considerable popular hostility. It would be a prescription for disaster, Good sense should prevail in this very troubled situation and Ramotar should make every effort to talk to the leaders of the two main opposition parties to form a government of national unity. It would be the best thing for Guyana, and it would ensure that prosperity and stability can be built on its recent economic success and the definite prospects for immediate and continuous economic growth as a result of recently signed contracts for the mining of gold, bauxite and manganese, expected to earn the country billions of dollars, as well as the real possibility of oil production.

The future for the Guyana economy and the Guyanese people could be glowing if such a course is followed. If it isn’t, then Guyana and the Guyanese people will be headed for great political instability, social unrest and a major reversal of their recent economic good fortune. At the same time, if Ramotar and the PPP/C reach out a hand of co-operation to the APNU and the AFC the two latter parties also have an obligation to accept it and to sit down to work out the mechanics of a government of national unity that could secure Guyana’s future. If ever there was a time in the tides of a country’s fortunes that requires its politicians to put their narrow political interests to one side for the greater interest of the nation, that time is now. The vast majority of people of Guyana are now frightened and worried. The country’s political leaders have the chance to turn that fear and worry to relief, hope and confidence. Guyana, at last, could begin to realise the potential it has long held out. Other leaders in the Caribbean and the world should call on Ramotar, and the leaders of APNU and AFC not to condemn their country to ruin and their people to the rack. History is in their hands.

Chamber of Commerce makes proposal to sell TCI citizenship for $200,000

THE PROVIDENCIALES CHAMBER of Commerce is proposing that citizenship of the Turks and Caicos Islands be sold for $200,000 and make it subject to purchasing a property in excess of $2million. In a position paper to Alan Duncan, Minister of State for International Development, United Kingdom Government on December 5, 2011, the Chamber proposes to offer 50 citizenship programs, which might take several years to obtain, each year. “This can be decreased or increased depending on the success and needs of the country. Charge $200,000 and make it subject to purchasing a property in excess of $2million,” the Chamber wrote in their document. By their calculation, the immediate benefit would be as follows: 50 citizenships at $200,000 = $10million;

President and chief Executive Officer of Fortis TCI, Eddinton Powell says he is surprised that the Company was not given the opportunity, as a Chamber of Commerce member, to give its input as it relates to electricity deregulation before the recommendations were submitted. “FortisTCI Ltd has always been predisposed to meeting with the Chamber of Commerce, and has done so on several occasions. We are therefore a bit surprised that the Company was not given the opportunity, as a Chamber of Commerce member, to give our input as it relates to electricity deregulation before the recommendations were submitted,” he said in a press release. In a position paper submitted to UK MP Alan Duncan on December 5th, the Providenciales Chamber of Commerce said that currently economic diversification in the Turks and Caicos Islands is stifled by the huge cost of electricity in the TCI. “The contract renewal terms agreed to previously are preposterous and this contract, should be subject to investigation and revoked,” the Chamber said. “Fortis is obliged, in most other jurisdictions that it operates, to accept power generated through renewable sources. Immediately y the government should oblige Fortis to either build an electrical producing incinerator at the Providenciales garbage dump or allow a private contractor to do so. Fortis should be obliged to purchase the power produced at the base rate charged to TCI consumers plus some portion of the fuel surcharge. Fortis would still be compensated for distribution.” In his release, Powell said: “ We are prepared to meet individually or corporately with Chamber members. We are also prepared to discuss and debate the state and future of the electricity business with anyone in the TCI. We are a facts driven organisation. FortisTCI will be opening its own channels of communication with the Minister of State on this matter; discussions which will be in the best interest of the Turks and Caicos Islands.” The Chamber of Commerce added that all businesses and persons wishing to do so should be allowed to produce solar power and put this into the grid, which would in some cases turn their meter backwards during very sunny periods and stay hooked to the grid for evening or cloudy periods.

The cycle continues downward,” the Chamber added. “Government needs to implement policies that will reverse this trend. One method to stimulate the local economy is to provide some form of economic citizenship. Major countries around the world like Canada provide such a program and St. Kitts and Nevis in the Caribbean provide a very successful program. The COC recognizes there are political sensitivities to any economic citizenship program, however the very significant economic benefits must be considered. For example St. Kitts and Nevis offer economic citizenship for

The TCI could certainly benefit from such a revenue stream and the added benefit of having high net worth individuals reside in the country.” The Chamber said government needs to develop and implement a plan to diversify the economy away from the two main long term sources of revenue, which are tourism and finance. “ Light manufacturing is difficult to justify in the TCI, however we do occupy a centralized position to the Northern Islands and this should be advertised. It is thought that software development and internet related businesses could easily locate and operate in the TCI. A small number of these entrepreneurs have located operations in the TCI through the efforts of professionals in the finance community. If the government was to provide incentives such as centralized high speed internet connections, reduced or streamlined work permit or residency permits and most importantly some planned program to inform these person that the TCI exists. This means sending a public/private team to computer conferences in locations primarily on the East side of North America to inform these persons of what the TCI offers,” the document continued

UNITED KINGDOM MINISTER responsible for the Department of International Development (DIFID) Allan Duncan gave the clearest indication yet that elections next year are seriously in doubt, as he told journalists on Monday at a press briefing that he would not be banking on such a date for the coming year based on the setbacks of the UK stipulated milestones. Duncan told the press gathering that situations in the TCI have become fluid causing the Interim Administration to return to the drawing board at regulator intervals to make new assessments. He said also that giving the green light for elections next year when some matters, especially monetary-wise, are not achieved, would not serve the purpose of what they are working to accomplish. He said the Interim Administration was hoping that a surplus would have been achieved this fiscal year, but revealed that it appeared that budgetary stability could be set back to a year. Such situation means that elections hopes could be killed for the next 12 months – a date that was being

bandied about. “I am not making any commitment or promising as of today, about it (elections) definitely happening or definitely not happening. We are having to assess this in what is a fluid situation. We will, of course, in due course make our views absolutely clear. “We want to restore representative government here; we want to, but we cannot do that if we also relinquish control of the money when we face so much exposure. I have got a quarter of

a billion dollars at risk here, which is a lot of money for a small island. I think the next few months would be the period when this (whether or not elections can be held next year) will become clear,” he said. In the meanwhile, the DIFID Head said the framework for the launch of economic progress is looking promising; pointing out that the country is now in the crunch stages. He however, predicted that there would be what he described as sunshine in the not-too-distant future. “I think the underlying picture of the economy is looking okay. The year-to-year numbers of the deficit has been hit quite hard by the consequences of the maladministration in the past. There had been invoices in drawers and no proper public accounting. “So, however hard we look to get the complete so we know what’s coming down the line, suddenly we get another nasty surprise – an old medical bill; and old legal bill or something. Those have totaled 15 million dollars or more this year, which is a hard hit. “And they are poor legacies of the past…that’s the bad news. The good news is, I think I can faithfully report the basic direction of the condition of
the islands is heading in the right direction. It is quite good. It is heading towards surplus. The underlying factors are looking adequately strong,” Duncan said. A postponement of next year’s election would mark a second occasion that local polls were being put off, as it was originally stated that elections would be held this year. A report of postponement last year resulted in a mini riot at the former Sky FBO, where former Governor Gordon Wetherell and his team of British Advisors were briefly prevented from leaving their vehicle to board a flight to Grand Turk , as protestors demanded immediate elections.

THE TWO MAJOR telecommunications company in the TCI – LIME and Digicel – said they expect to roll out 4G service by the end of next year. Both companies’ pronouncements came on the heels of Bahamas Telecommunications Company (BTC) launching its 4G network on the Island of New Providence of which Nassau is the capital. It also announced that very soon the family islands will be upgraded to the service. The Bahamas is the third jurisdiction in the Caribbean where 4G is operational. Jamaica is the first island in the region to start such a service, followed by Bermuda. Cayman has also announced that it will be going 4G. In Jamaica, Digicel is operating on

a 4G network, while LIME is currently functioning on a 3G bandwidth. When contacted, Country Manager for LIME, Drexwell Seymour said he could not give a
timeframe as to exactly when LIME will switch to 4G, but said it could be in the latter part of 2012. “I don’t have a timeframe, but it should be sometime next year. Such a
service will vastly improve the speed of telecommunication in the country. It is a wider bandwidth and gives faster speed. It surly would provide faster high speed data for our customers,” Seymour said. For his part, General Manager for Digicel TCI, E. Jay Saunders said that his company could roll out the service also by the end of next year. Saunders pointed out that it should come as no surprise that BTC would go 4G – which he said is really 3GPlus – since any new company rolling out telecommunication services now would opt for the latest in technology. “Any company that is rolling our new services right now would roll out 3G-plus. They have changed the definition of 3G-plus, now and it is being called 4G. Bermuda rolled out theirs before they changed the definition,” Saunders said.

Governor overturns decision to suspend prosecutor Leonard Franklyn who filed assault report against AG Huw Shepheard

GOVERNOR RIC TODD ahs overturned the decision to suspend veteran prosecutor Leonard Franklyn who made a report to the police alleging that he was physically assaulted by Attorney General Huw Shepheard. At a press conference, Governor Todd said he thought his decision was “sensible and right in the circumstances”. “An allegation has been made and the police are investigating. Another allegation was made and it is being investigated by the normal Civil Service disciplinary procedure. While those investigations are going ahead, I’ve decided that the individuals concerned should return to work,” Governor Todd said. “I’m sure that everyone agrees that there are many important things that need to be done in the TCI and everyone should get on with their work.” Police sources confirmed to The SUN that an official report was made by veteran prosecutor Leonard Franklyn who claimed that the incident

occurred on Thursday December 1st, in the Attorney General’s office. Franklyn was placed on administrative leave with full pay, but Government officials are saying that this disciplinary action was imposed because of a heated exchange which occurred prior to the alleged incident, and not because Franklyn reported the AG to the police. In a press statement, spokesman in the Governor’s Office Neil Smith, said: “We can confirm that a member of the Attorney General’s Chambers has been placed on administrative leave under Ordinance 8.1.11 on full pay and until further notice, following an incident (on)Thursday, 1 December 2011. The Royal Turks and Caicos Islands Police Force is investigating a complaint in relation to this incident.” Police officials say they will have to take formal statements from both Shepheard and Franklyn and do a thorough investigation in order to determine

whether any charges will be brought. Governor Todd side-stepped the question about whether the AG should have been placed on leave pending the outcome of the investigation, especially given that he was facing criminal charges. “I’m not sweeping anything under the carpet,” he said, adding that there will be an independent investigation by the local police who report to him. Shepheard, a barrister from the UK, has held the office of Crown Counsel and served as Acting Deputy Solicitor-General in the Bermudan Attorney General's Chambers since 2007. His previous positions have included work for a local authority in Wales and within central government for Her Majesty's Procurators-General and Treasury Solicitor in London. Franklyn, a native of St. Vincent who also holds citizenship of the Turks and Caicos Islands, has been in the Turks and Caicos Islands for more than two decades.

DOMESTIC COMMERCIAL TRAVELERS are now presented with airline alternatives between Providenciales and Grand Turk, as Caicos Express Airways made its inaugural flights between the two islands on Monday, December 5. With a fleet of three aircraft – two Cessna 402s and an Astak - which will be used mainly for private charters, Caicos Express Airways will conduct four daily flights between the islands – 7:30am; 10:45am; 2:45pm and 4:30pm. The two co-owners, experienced pilots Richardson ‘Richie’ Arthur and Friedise ‘Fedex’ Registre, were upbeat at being granted the green light to kick-start their operation into Grand Turk directly from Providenciales. Prior to Monday, Caicos Express’ only commercial entry into Grand Turk was through Salt Cay. Arthur, who is the Managing Director for the Company said the airline’s entry into the Provo/Grand Turk market will only serve to benefit the domestic aviation industry, since passengers now know that they will have a choice and will not be fearful to travel, feeling that they would not get back to their original traveling point because of a lack of flight flexibility. “Obviously if there are two

He said in the coming weeks, its staff core will be stream-lined to meet the needs of the domestic air travel market. “I envision that in the next few weeks, we are going to be so mega busy; the travelling public is going to lunge towards that $140 introductory fare, especially in a time like now when everybody is watching their money. 18 people drowned in the TCI this year
Eighteen persons have reportedly lost their lives to drowning in the Turks and Caicos Islands since the start of the year, with two such deaths occurring only this week, according to the Royal Turks and Caicos Islands Police. It is understood that visiting tourists made up this year’s statistics; however, the majority of cases are that of migrating Haitian Nationals attempting to enter our shores. The two deaths this week reportedly took place in the Grace Bay area. The police said on Monday at about 6:55am, a male body of dark complexion washed up along the Grace Bay Beach. The police said the body was seen floating in the vicinity of the Ocean Club West Resort area face down. The SUN understands that it was found by a resort beach worker, who was making the early
morning rounds. It was later removed to the morgue for post mortem examination. The body is said to be approximately 5’ 9”, weighs 190-200lbs, of medium build, with short hair and round face. The second incident, this newspaper understands, occurred while the victim was diving. According to Inspector Calvin Chase, on Wednesday 7th December 2011 at 11:30am Barry Mosesman, a 67 year old male tourist, from the United States was found lifeless, floating in the waters off French Cay. The deceased was later pronounced dead. It was ascertained that the deceased was among a group of persons snorkeling off French Cay in the Turks and Caicos Islands when he succumbed to his illness. An autopsy was performed on the deceased
body and the cause of death was determined to be from natural causes. The authorities pointed out that a mass drowning in September caused the rate to spike drastically, even while conceding that eight normal drowning was a bit too high for such a small territory within a year. On September 10, the bodies of Haitians trying to enter TCI shores were fished from the sea in the South Dock area of Providenciales. Police suspected at the time that the Haitians were being smuggled onto a small boat after arriving on a larger cargo vessel. It was when they were being transferred that the incident took place, according to authorities. The ten bodies were later returned to Haiti for burial.

Morris, who predominantly fashions model aircraft, said his latest creations are different from those of the past, as he has never

Stakeholders plans to sue Government over NIB funds

A LITIGATION SHOWDOWN could be lurking on the horizon between the Interim Administration and some members of the public over a plan by His Excellency Governor Ric Todd to transfer $10 million from a National Insurance Board (NIB) sub fund to the National Health Insurance Board. Some members of the public are threatening to mount a class action suit against the administration to prevent it from removing the funds. According to them, it is illegal to take the funds, and government is attempting to circumvent the legal process by going for legislation to secure it. One of the persons contemplating the class action suit and who said he does not wish to be named, remarked: “This should be a concern of all those who are paying into NIB because they contribute to the health plan, so we are all stakeholders whether we like it or not. The Governor knows that it is not only wrong but illegal to funnel the funds from the NIB to the NHIB, so that is why he is now using legislation to make it legal. “If we allow the Governor to get away with this, it is basically saying that we have been paying twice for their NHIP. I think they are being pressured by NHIP to draw the funds from NIB and give it to NHIB.” Another member of the group

legislation was being drafted to pave the way for making the transfer of the funds from the Employment Injury and Illness Fund a reality, even in the face of divided recommendations from actuaries. Governor Todd told the news briefing that among the reasons for transferring the funds to the NHIB was that the Employment Injury and Illness Fund was founded on the grounds of health reasons and collected for that cause. It is reported that the Employment Injury Fund, a sub fund of the NIB raked in a surplus of some $20 million, and it is from this fund that Governor Todd plans to haul the money. “We all agree that the charges collected by the NIB from citizens for the Employment Injury and Illness Fund have created a surplus in that particular sub fund of some twenty million dollars. Now, some actuaries

argued that that surplus should be transferred to the NIB Long Term Pension sub fund, to fill a rather large hole made by some NIB investment losses on unsuccessful investments. Other actuaries argued that because this fund was created and collected for health issues if should be transferred to the NHIB. “So after careful reflection, I carefully decided to transfer 10 million dollars, which is half the surplus, to the NHIB, and we are arranging the legislation to ensure that that takes place. The SUN contacted NIB Chairman Ervine Quelch to weigh in on the controversy, specifically regarding the planned class action suit against the Interim Administration. He said while did not want to say much on the matter, the citizens have a right to protest the Interim Administration’s decision, saying at this point he has not decided whether or not to join in with the other stakeholders.

ALAN DUNCAN AND THE TCI ELECTION FARCE TURKS AND CAICOS SUN

I was not able to meet Alan Duncan, the openly gay Minister during his visit to Turks an Caicos Islands recently, but what I have seen from his pronouncements here, give me the distinct feeling that we are again being played for fools! This guy can fly into our country on the pretext that he has come to review the progress being made to accomplish the milestones that he helped to formulate and then spew a lot of foul air on us. I certainly think that on his way here he lost his briefing notes and when asked pertinent questions resorted to things gone by and days of the past. Minister Duncan you cannot come here now when your people that you had handpicked have made a royal cock-up of our economy and finances in particular, and try to ascribe blame to the previous administration for that. Man, just get real! A lot of us have been saying from the very beginning that this balanced budget milestone was an impossible task to say the least and a pipe dream at best. Look around today at all of the major nations and tell me which one of them is not running up a deficit? Which one has a budget that is balanced or in surplus? Yes, certainly, that is something that all public sector managers, and that includes the political directorate see as a laudable goal, but that cannot be the ultimate position to be reached in order to have free and fair elections in a country! There is a saying that if you want a particular outcome, you should begin by leading by example! The British and Alan Duncan have not as yet demonstrated their ability to achieve a balanced budget.They have red ink as far as the eye can see. Yes they have put in place in recent times some austerity measures to arrest their situation, but so far, there is not a guarantee that it will all pan out. The reason being that there is push back on some measures and they have had to retreat from them. A significant one being the increase in university tuition fees! They have had to roll that back because the citizenry rebelled against it and there were demonstrations in the streets of London in particular by students and a number of other persons as well. We cannot let Minister Duncan get away with saying that the previous administration left unpaid bills in drawers, that they now have to pay off that have lead to the deficit ballooning from $8.5M to $35M in six months. Now, remember, the biggest pretext for them usurping the legitimate rights of the people’s representatives to govern this country was that financial mismanagement was rampant. They have had more than two years to discover the extent of TCI’s debt obligation and come to grips with it. The $260M was borrowed to retire all the accumulated debt and roll up the payment stream to one lending institution only. So what was the
so-called British experts doing for the past two plus years? Cooking the books to make us all feel and look bad? By their own account, when they took over, our debt was $71M. Now, it is close to $270M and counting. These guys are in control of the milestones and they continually move the goal post at their whims and fancy to suit the agenda that they make and adjust for their fiendish purposes. They telegraphed this situation by telling us, first of all that we were in for a bleak holiday season. So what happens? They announce a slew of new taxes for implementation without consultation claiming that they were necessary to bridge the gap of the now forecasted short fall in revenue. How many times do they think that they can draw from the same trough without having adverse outcomes? They have no idea as to how the fundamentals of our economy operate. They continue to have a “square peg in a round hole” approach to creating consistent and predictable revenue streams. We have no mining, manufacturing or agricultural base to fall back on for us to realize revenue from. We import practically everything and as a result, in classical economics, we will always have a net negative balance of trade situation. Our local economy is constantly buoyed be inward investments. When that stops, then we fall flat as a rock. We have to continue to create an environment in which inward investment thrive! Duncan and his crew have so far not engendered confidence here that would translate in serious inward investment. All of their policies have been counterproductive and ineffective. Their customs duty policy was a failure. Their business license fees have proven to be ill-advised and the same can be said of the work permit fees hiking. The general public and a united political directorate, PDM and PNP must call these guys out for the wrong that they are doing to us in the name of the nebulous “good governance”. The fight must be taken to them, first, throughout the length and breadth of this country and simultaneously to halls of the UK Parliament. These guys are winning the PR war at the moment and are using our perceived political differences to continue to divide us while they continue on their path of destroying our country before they “turn it back” to us. This is totally unconscionable and untenable! We have to do whatever to stop these guys in their tracks before they totally transform the landscape of our country to a point where we don’t recognize it! Wake up now Turks and Caicos Islanders! Surely there are many amongst us that can do a better job than these bumblers. They have tried to discredit our “intelligencia” by saying that the current crop of Permanent Secretaries does not have the mental dexterity to be strategic thinkers. What rubbish! But by the same token, they are trying to

replace them with persons that are more geared to doing things by rote. That certainly cannot be the manner by which we will be able to effectively manage our affairs going forward into the C21st. what this would do is to make it easier for their retreads to come here, at our expense, make no mistake, and lord over us, while doing nothing but having a great vacation on our beaches! Duncan, Helen Garlick and her crew are trying to totally corrupt the system of justice in this country to the detriment of the indigenous Turks and Caicos Islanders. On Tuesday, when it came to the bail hearing by Padgett, I could not tell the difference between the prosecutor (SIPT), and the defence lawyer. How can these dudes ask for the confiscation of the travel documents of the Turks and Caicos Islanders who really and truly have nowhere to go, but advocate for a non-TC Islander to be in possession of his document to travel wherever he pleases! That is a total miscarriage of justice if ever there was one! My people, rise up against the infidel that have invaded our country on a pretext worst than that the Americans used, “weapons of mass destruction”, when they waged war on Iraq. We cannot continue in this vein, we must unite against these people and take our country back. Do not allow them to wave nonsense in front of us to say why they should continue to deny us what is rightly ours! Primary Duties: The Digital Video Engineer (DVE) is responsible for the day to day operations of all head end equipment providing digital video service to all cable and IPTV customers on Providenciales and Grand Turk.

With so many other holiday hassles, the following list may help you check that last bit of holiday shopping off your list with a little more ease. 1) Smart Phones The smart phone market has exploded this year, so most wireless providers now carry a large variety of models. Topping the list is the Apple iPhone 4S, but Apple’s contract with AT&T eliminates that option for many consumers. HTC also offers some great phones such as the Droid Incredible and EVO 4G. Check with your cellular provider to see what options are available. 2) 3D Televisions With the popularity of 3D movies rising in recent years, it is no surprise that the technology is now available for your living room. Sony, LG, and Samsung are among the manufacturers that now offer HDTVs with 3D capabilities. As is the case with any new wave of technology, prices for these TVs can be steep but vary from brand to brand and according to size. The Samsung UN55C8000 55-Inch 1080p 240 Hz 3D LED HDTV is among the most highly rated. 3) The iPad2 Although the iPad2 is not the only tablet computer, it sparked what is now a red-hot market and is still the top of the class. Apple sold 3 million iPad2 in 80. The Apple iPad2 is something of a supergadget, combining your Netbook, e-reader, gaming device, photo frame, and iPod into one well-designed device. 4) Kindle Fire The wraps are finally off Amazon's Kindle Fire tablet. Its splashy entry into the tablet firestorm was hard to miss and yet I'm underwhelmed. The rumor mill had been rife with talk of an Amazon Android tablet for months. And no wonder: Amazon is the only company whose shopping services could create an integrated tablet experience that gives Apple a run for its money. What Amazon announced today with the Fire is less of a ready-to-use tablet and more of a targeted companion for Amazon's content and cloud services. 5) iPods iPods are a great holiday gift, and Apple has reworked its 2010 lineup to provide fun options for anyone on your shopping list. The iPod Shuffle, the smallest and cheapest version of the mp3, again features buttons to improve usability. The 6th generation iPod Nano is smaller than in previous years and offers a touch screen and convenient clip feature but no longer includes video capabilities. The Shuffle and Nano are great if you’re shopping for music lovers who like to keep their mp3 out of the way. The Apple iPod Touch has been slimmed down and offers most of the features of the iPhone 4S, including Face Time (video chat) as long as wifi is available. If you’re shopping for a gadget lover, then the iPod touch is the way to go.

Jay-Z to raise money, perform at Carnegie Hall NEW YORK — Jay-Z didn't graduate from high school, but he's encouraging others to value their education. The rapper announced Thursday that he will perform two shows at New York's Carnegie Hall in February to benefit the Shawn Carter Scholarship Foundation and the United Way of New York City. "Education is super important," Jay-Z said. "I don't have a high school diploma or a college diploma, but still for me to articulate, I had to have some form of schooling to articulate my thoughts." The concerts will take place on Feb. 6 and Feb. 7. Tickets in the private sale will range from $500 to $2500. The press conference announced Jay-Z as the first solo hip-hop artist to play at the famed venue, though Wylcef Jean performed there in 2001 with Stevie Wonder, Eric Clapton and Whitney
Houston. "I feel like they bent the rules so that it could make sense for me right now, but I'll take it," Jay-Z said with a laugh. MEN DETAINED IN ALLEGED PLOT TO KILL TRINIDAD PRIME MINISTER RELEASED
PORT OF SPAIN, Trinidad – The 17 men detained by police for their involvement in an alleged plot to either assassinate Prime Minister Kamla Persad Bissessar and members of her government or cause chaos and confusion in Trinidad and Tobago have been released as the state of emergency (SOE) ended at midnight on Monday. The men, including a police officer with more than two decades of service, had been detained from late last month after National Security Minister retired Brigadier John Sandy late signed detention orders under the SOE that had been in place here since August 21. The men were being held at the newly established Eastern Correctional and Rehabilitation Centre in Santa Rosa, east of here and were released in batches. Shouts of Allah’u Akbar (God is great) echoed from behind the walls of the Centre before their release to be greeted by family members and friends. “I thank Allah and I thank my family for standing by my side throughout this entire situation,” said David “Buffy” Millard, the first of the detainees to be released. Another detainee, Selwyn “Robocop” Alexis, who had recently been freed of murder related charges, accused certain police officers of plotting against him. “I know absolutely nothing about this plot the Government is talking about. There are certain people in the Police Service who are trying to bring me down and they know it. And the Prime Minister is going along with it. Only two weeks ago I was released from prison (on a murder charge). They lock me up again for this thing they call a plot to kill the Prime Minister. If there is indeed a plot, I am no way involved in it,” he said. The police Monday acknowledged that they had insufficiency evidence to link the men to the alleged plot. Police spokesman, Sergeant Wayne Mystar told reporters “as it stands now, the police do not have sufficient evidence to prosecute any of the detainees”. Last week Prime Minister Persad Bissessar told the nation that she was not surprised that the authorities had uncovered the plot to assassinate her and members of her cabinet since the introduction of the SOE had forced the criminal elements to seek reprisals

KINGSTON, Jamaica – Prime Minister Andrew Holness has appealed to the public to ensure that every effort is made to have a peaceful and incident-free campaign for the December 29 general election. Holness appeal comes amid reports of the stoning of buses transporting Jamaica Labour Party (JLP) supporters from a mass rally in Mandeville on Sunday night. A statement from the Office of the Prime Minister (OPM) said that Holness has instructed the Minister with responsibility for Information, Arthur Williams, to make a formal report to the Political Ombudsman and to the security forces. “Senator Williams noted that both the Ombudsman and the police are being requested to monitor the situation, to ensure that no one is made to feel intimidated and should be free to openly promote and support the political party of their choice,” the OPM release said. Williams said that there were

BARBADOS RANKED AS LEAST CORRUPT COUNTRY IN THE REGION
Transparency International's 2011 Corruption Perceptions Index (CPI) yesterday ranked Barbados as the least corrupt country in the region. A report released by the Trinidad and Tobago Transparency Institute (TTTI) said Barbados and Dominica maintained their rankings well ahead of Trinidad and Tobago at 16 and 44, respectively, out of 178 countries. Of the 11 CARIFORUM countries ranked, five were above the midpoint score of five points. Barbados was followed by The Bahamas at 21; St Lucia at 25; St Vincent at 36; Dominica, Jamaica at 86; Trinidad and Tobago at 91, Suriname at 100; Dominican Republic at 129; Guyana at 134; and Haiti at 175. The country ranked first in 2011 with the highest score is New Zealand, with a score of 9.5, and the lowest-ranked country is Somalia, with a score of 1.0. The CPI is a measure of perceptions of public-sector corruption. It is a survey of surveys undertaken by international institutions ranking various countries based on the perceptions held by senior resident business leaders and nonresident analysts. It should be noted that the CPI is a perceptions test and does not aim to capture the reality of corruption on the ground. The TTTI said the 2011 CPI results suggest that there is a widely held perception that the issue of corruption in Trinidad and Tobago has not as yet been comprehensively addressed by the authorities.

Meanwhile, members of the protective forces as well as Election Day workers are expected to cast their votes on December 22. Director of Elections Orette Fisher said the votes will be counted with the rest of ballots cast on December 29. He said he could not indicate how many members of the protective forces and Election Day workers would be eligible to cast ballots on December 22. Under the Representation of the People Act, special provisions are made for the military and police personnel to vote before election day so as to ensure that they are available for duty on election day to see to the maintenance of law and order on the day.
Grenada considering going the route of economic citizenship
ST. GEORGE’S, Grenada – The harsh economic realities now facing Grenada has led government to consider offering overseas investors citizenship in exchange for large financial injections into the island. This would put Grenada in the class of Austria, and fellow Eastern Caribbean islands St Kitts and Nevis and Dominica, currently the only three countries in the world who offer such programmes. The possible move in this direction was revealed recently by Minister of Tourism, Civil Aviation and Culture, Peter David, as he outlined a new tourism development plan for the island at an all-day conference at the Grenada Trade Centre in Morne Rouge, St. George’s, attended by close to three hundred people including prime minister Tillman Thomas; Richard Sealy, Minister of Tourism for Barbados; and St. Kitts and Nevis Tourism Minister Ricky Skeritt, who is also chairman of the Caribbean Tourism Organisation. “We have listened with interest to the proposal for an Investment Incentive Package for qualified applicants,’’ Minister David told the conference. “One component of the proposed package," said the Tourism Minister, “recommends that the government set up a 30-day guarantee on Alien Landholding Licences. This means that an applicant for a licence will get an answer within 30 days. That answer either should be licence granted, licence denied or we have queries on your application and we need you to answer the following questions." During consultations to formulate the tourism strategic plan, suggestions were made on giving special consideration for citizenship “to persons who are actually investing in the country,’’ said David. “This investment by bona fide investors must be sizeable," he said. “It must come with certain conditions based on size of investment, numbers of Grenadians employed by the investor and the overall
impact on the economy of the investment." He also acknowledged the need to better streamline and make more efficient the investor procedure process. In addition, said the minister, recognition is given under the plan of “the need to attract capital into Grenada for the purpose of infrastructure development, in particular for the expansion of our hotel room stock. With just over 1500 rooms, it is necessary to expand that sector. For this purpose it was the view that government needs to come up with creative strategies to attract investors." One of the proposals outlined to help lure investors and more tourists to the country will be to set up a Tourism Ambassadors’ Program, through the soon-to-be-established Tourism Authority, which Minister David described as “an inexpensive way of marketing this island." The aim of the program, he explained, would be for the appointed ambassadors “to use their vast network and influence to facilitate investment into Grenada and also find opportunities for Grenadian goods and services on the international market." Several ideas are being examined on a list of priorities for more efficient and targeted marketing of Grenada. “These include the use of prominent Grenadians such as Kirani James, Rondell Bartholomew, Jason Roberts and Johnson Beharry as spokespersons in effectively marketing Grenada to the world,’’ Mr. David said. – will consider several options. Region disappointed at British government position on air passenger duty

BRIDGETOWN, Barbados– The Barbados-based Caribbean Tourism Organisation (CTO) Tuesday said it is “deeply disappointed and surprised” by the British government’s decision to continue discriminating against the Caribbean as it relates to the controversial Air Passenger Duty (APD) system. In a 26-page document published Tuesday, London said that APD rates to Caribbean destinations will continue to be considerably higher than those to some competitor destinations. The detailed tax tables published to coincide with the Chancellor’s statement show that the tax on economy long-haul flights of more than 6,000 miles will rise from £85 (US$132) to £92 (US$143) per person. “Furthermore, the fact that Premium Economy passengers will continue to be charged the same APD as First Class passengers is a blow for those customers wanting to upgrade,” the CTO said in a statement, adding that “over a period of three years, the Caribbean and its community in the UK have consistently sought to raise the issue of APD at all levels of the British government and with the UK parliament”. announcement on the APD “is a slap in the face for all Caribbean people. “It dismisses all of the research and information CTO has provided to the British government over the past three years, and it contradicts the message sent by the UK Chancellor, George Osborne MP, in March 2011 when he cited the discrepancy between the USA and Caribbean APD rates as one of the reasons for holding a consultation on reform of UK APD. “The Caribbean is the most tourism-dependent region of the world and the British government’s decision totally ignores the negative effect that APD is having on our economies and the Caribbean’s business partners in the UK travel industry,” said Skerrit, who is also the Minister of Tourism in St. Kitts and Nevis. Last week, the Caribbean Hotel and Tourism Association (CHTA) also expressed its “disappointed’ at the decision of the British government. CHTA president Josef Forstmayr said data suggest that APD increases in the past two years have contributed significantly to falling arrivals from the UK, a prime source market for visitors for many Caribbean destinations.
“Any failure by the British government to address the discriminatory nature of the banding system will be deeply concerning and will justify the strongest possible condemnation by Caribbean governments,” Forstmayr said. British media reports last Friday said that more than seven million people who have already booked flights departing after April 1 next year will be hit retrospectively by the rise, with the hikes set to catch 74million people in total over the year. CTO said that while the Caribbean understands the challenge faced by the UK in respect of revenue raising, “the Caribbean does not believe that APD should be imposed at the expense of the Caribbean economy or its community in the UK”. CTO recalled that the Caribbean made a formal response to the APD consultation in June, making it clear “we require parity in banding with the US” and that “a move to a two band system would address the Caribbean’s requirement if this resulted in equal treatment of all long haul destinations”. The region said that no other option set out in the consultation addresses the concerns of the Caribbean.
Anguilla chief minister warn that country is under threat
THE VALLEY, Anguilla - An ongoing controversy between the Anguillan government and two UK representatives over the transfer of permanent secretaries has taken a turn for the worse with the chief minister warning residents that the country is now “under threat.” The warning came in a national address delivered more than a week after Chief Minister Hubert Hughes returned from London where he attended the Overseas Territories Conference. UK Overseas Territories Minister Henry Bellingham, who hosted the meeting, had agreed to ask the Foreign and Commonwealth Office to review the decision of British-appointed Governor Alistair Harrison after complaints from the
chief minister and his regional colleagues. Hughes has accused the governor and his deputy of attempting to “disrupt” his ministry by failing to consult with him, and replacing a veteran civil servant with someone with no experience in finance. However, the chief minister said Governor Harrison has since informed him that the previous “decision stands.” “I think at this point our island is under threat by the action of the Governor and Deputy Governor,” the chief minister told residents. “This does not make sense since it is a poor use of our precious human resources and does a disservice to you the taxpayer who pays for the salaries of these civil servant.”

Iran triumphantly displayed one of America’s most advanced intelligence-gathering aircraft on Thursday after a spy drone crashed on its territory, leading Russia and China to ask to inspect its technology.

Pakistan army believes NATO attack planned
A senior Pakistani military officer said a NATO air strike killing 24 Pakistani troops on the Afghan border last month was pre-planned and warned of more attacks, comments likely to fuel tension with the United States. Major General Ashfaq Nadeem, director general of military operations, was also quoted by newspapers on Friday as saying that Pakistan, a strategic U.S. ally, would deploy an air defense system along the border to prevent such attacks. Nadeem made the remarks to a Senate committee on defense on Thursday. Senator Tariq Azim, who attended the briefing, confirmed to Reuters that Nadeem had made the comments. The Daily Times said Nadeem described the attack as a plot. Another newspaper quoted him as saying it was a "pre-planned conspiracy" against Pakistan. "We can expect more attacks from our supposed allies," the Express Tribune quoted Nadeem as saying at the senate briefing. U.S. and Pakistani officials have offered differing initial accounts of what happened. Pakistan said the attack was unprovoked, with officials calling it an act of blatant aggression -- an accusation the United States has rejected. Two U.S. officials told Reuters that preliminary information from the ongoing investigation indicated Pakistani officials at a border coordination centre had cleared the air strike, unaware they had troops in the area. Nadeem ruled out the possibility that NATO forces may have thought they were firing on militants, who often move across the porous frontier and attack Western troops. One newspaper reported that he told the Senate committee that militants do not leave themselves exposed on mountain tops, like the ones where the Pakistani border posts were located. Senator Azim also quoted Nadeem as saying that NATO helicopters singled out one army major as he was crossing from one border post to another after losing communications, and this also led the military to conclude the attack was planned. Pakistan responded to the attack by suspending supply routes to NATO forces in Afghanistan.

Russia and China immediately seized their chance to gain a unique insight into one of the world’s most powerful intelligence assets, asking Iran for permission to inspect the drone. Surveillance flights over Iran by CIA-operated aircraft of this kind have been taking place for several years, using bases in neighbouring Afghanistan. Iran’s nuclear installations are believed to be the prime target. The Sentinel, which entered service in 2009, is capable of both intercepting communications and gathering images. No Sentinels are known to have been lost before. Unlike other drones used by the CIA, notably the Predator and the Reaper, the Sentinel carries no weapons and its sole purpose is reconnaissance. If Russia and China are allowed to inspect the Sentinel, their goal would be to identify - and then replicate - its advanced technology. Elizabeth Quintana, an expert on unmanned air vehicles at the Royal United Services Institute, said they would be particularly interested in the drone’s ability to evade detection by radar.

BLACKSBURG, Va. - The Virginia Tech police officer who was gunned down in a campus attack joined the force six months after the university was the scene of the deadliest shooting rampage in modern U.S. history. He was a proud policeman who recently invited a friend to ride along with him, which made his death during a traffic stop even more puzzling. Deriek W. Crouse, an Army veteran and married father of five, was killed Thursday after pulling a driver over in a school parking lot. Police said the gunman walked up, shot the officer and then fled on foot before he apparently killed himself nearby. The deceased suspect was not involved in the traffic stop. Police said they don't know what motivated the officer's killing or whether there was any link between the shooter,

something that's being looked into." State police said in a news release early Friday that ballistics tests confirmed Crouse and the deceased suspect had been shot by the same handgun. The tests have "officially linked the two fatal shootings," the release said. Authorities also said a review of Crouse's in-car video showed a male suspect with a handgun at the officer's car at the time of the shooting. The news release said clothing found inside a discarded backpack recovered by Blacksburg police seemed to match that of the male subject in the officer's video. Police said they were awaiting confirmation of the deceased suspect's identity as well as autopsy results from the medical examiner in Roanoke. The events unfolded on the same day Virginia Tech officials were in
Washington, fighting a federal government fine over their handling of the 2007 massacre where 33 people were killed. The shooting brought back painful memories. About 150 students gathered silently for a candlelight vigil on a field facing the stone plaza memorial for the 2007 victims. An official vigil is planned for Friday night. Ironically, Crouse was killed across the street from the dormitory where the 2007 massacre that began, reports CBS News correspondent Elaine Quijano. Police said Crouse called in the traffic stop at 12:15 p.m. After a few minutes passed without hearing from the officer, dispatch tried to get in touch with him, but didn't get a response. About 15 minutes later, police received the first call from a witness who said an officer had been shot at the Cassell Coliseum parking lot and the gunman had fled on foot.

Obama may give up Hawaiian Christmas
WASHINGTON, -- President Obama promised to give up Christmas in Hawaii if the payroll tax cut extension is not passed, a Demoratic leader said Wednesday. Senate Majority Leader Harry Reid of Nevada said Obama at a meeting with Democratic leaders said Congress will also have to stay in Washington to work on critical measures, including unemployment benefits, The Hill reported. The president and his family had been planning to leave Dec. 17 for their usual Christmas vacation in his native state. "Michelle and the girls are going to have a great time in Hawaii. They don't need me there," Reid quoted Obama as saying. Former Massachusetts Gov. Mitt Romney, in an appearance Monday in Iowa, depicted Obama as someone more interested in time off than getting the job done. "I just think it's time to have a president those idea of being 'hands on' doesn't mean getting a better grip on the golf club," Romney said. He pointed out the president said last week he and Republicans could "all spend Christmas here together" if Congress did not act. Obama was born and mostly raised in Hawaii. He typically returns to Oahu each Christmas for a low-key holiday with his family. The president is not expected to have any public events during his Hawaiian vacation. BEIRUT – Syria's president denied he ordered the deadly crackdown on a nearly 9-month-old uprising in his country, claiming he is not in charge of the troops behind the assault. Speaking to ABC's Barbara Walters in a rare interview that aired Wednesday, President Bashar Assad maintained he did not give any commands "to kill or be brutal." They're not my forces," Assad responded when asked if Syrian troops had cracked down too hard on protesters. "They are military forces (who) belong to the government. I don't own them. I'm president. I don't own the country." He said some Syrian troops may have behaved badly, but they faced punishment. In his role as president, Assad is the commander of Syria's armed forces. The U.N. estimates more than 4,000 people have been killed in Syria since the uprising began in March, many of them civilians and unarmed protesters demanding Assad's ouster. "Who said the United Nations is a credible institution?" Assad said, when Walters asked him about allegations of widespread violence and torture.

"We don't kill our people," said Assad, a 46-year-old, British-trained eye doctor. "No government in the world (kills) its people unless it is led by a crazy person." Since the uprising began nearly nine months ago, Assad and his closest advisers have sealed off the country to outsiders while clinging to the allegation that foreign extremists are behind the uprising, not true reformseekers aiming to open the authoritarian political system. But the United Nations and others dismiss the government's claims, and blame the regime for widespread killings, rape and torture. Witnesses and activists inside Syria describe brutal repression, with government forces firing on unarmed protesters and terrifying, house-to-house raids in which families are dragged from their homes in the night. State Department spokesman Mark Toner said Assad was trying to shirk responsibility. "I find it ludicrous that he is attempting to hide behind some sort of shell game but also some sort of claim that he doesn't exercise authority in his own country," Toner said.
Murhaf Jouejati, a Syria expert at George Washington University, said Assad's stonewalling is part of a long tradition for dictators who refuse to accept responsibility. He pointed to Assad's uncle, Rifaat, believed to be a driving force behind the 1982 massacre of thousands in the city of Hama, one of the darkest moments in the modern Middle East. "Bashar Assad said he is not responsible, and we heard his uncle Rifaat Assad say he was not responsible for Hama. So after 41 years the Assad family is not responsible for anything," Jouejati said. "If he is not responsible then we don't know what he is doing in the presidency." In the early days of the uprising, Assad offered some promises of reform -- but at the same time he unleashed the military to crush the protests with tanks and snipers. The relentless bloodshed has pushed many once-peaceful protesters to take up arms. Army dissidents who sided with the protests have also grown bolder, fighting back against regime forces and even attacking military bases and raising fears of a civil war. Still, Assad insisted he still had the

support of Syrians, and said he was not afraid of meeting the fate of other leaders deposed during the Arab Spring. "The only thing that you could be afraid of as president (is) to lose the support of your people," he said. "If you don't have the support of the people you cannot be in this position," he said. "Syria is not easy ... it is a very difficult country to govern if you don't have the public support." Assad laughed slightly when asked if he felt guilty about the bloodshed. "I did my best to protect the people," he said. "You cannot feel guilty when you do your best ... you do not feel guilty when you don't kill people. You feel sorry for the lives that have been lost but you don't feel guilty."
AIR FORCE DUMPED REMAINS OF 274 TROOPS IN LANDFILL
The incinerated partial remains of at least 274 American troops were dumped in a Virginia landfill, according to government records, The Washington Post reported on Thursday. Air Force officials said that the dumping was hidden from families who had given authorization for the remains to be disposed of in a respectful and dignified manner, according to the newspaper. There were no plans to inform families, officials told the newspaper. New information revealed that the practice, exposed by The Washington Post in November, had become very widespread until it was halted in 2008, the newspaper reported. Last month, Pentagon and Air Force officials said that figuring out how many remains were sent to the King George County, Va., landfill would take combing through the records of more than 6,300 troops. "It would require a massive effort and time to recall records and research individually," Jo Ann Rooney, the Pentagon's acting undersecretary for personnel, said in a Nov. 22 letter to Rep. Rush Holt (Dem.-N.J.), who has pressured the Pentagon for information on the issue on behalf of one of his constituents, according to the newspaper. Holt reacted angrily to the news, the newspaper reported. "What the hell?" he told the Post. "We spent millions, tens of millions, to find any trace of soldiers killed, and they're concerned about a 'massive' effort to go back and pull out the files and find out how many soldiers were disrespected this way?" "They just don't want to ask questions or look very hard," he added, according to the newspaper. According to records the military gave The Post, between 2003 and 2008, 976 fragments from 274
personnel were cremated, incinerated and dumped in the landfill. An additional 1,762 remains, which could not be DNA tested because of damage from explosions, were gathered from the battlefield and dumped in a similar manner, the Air Force told the newspaper. The widow of an Army sergeant killed in Iraq told the newspaper she was furious when a morgue she was told how some of her husband's remains were dumped in the landfill. "They have known that they were doing
something disgusting, and they were doing everything they could to keep it from us," Gari-Lynn Smith told the newspaper. She had been pressing the military for information on the subject for four years — ever since she got a report on her husband's autopsy and learned that some of the remains had not been put in the casket for his funeral, according to The Post. Changes in disposal policies came about after an in-depth review at Dover was ordered in 2008 by then-Defense Secretary Robert Gates.
BANGKOK - A court in Thailand sentenced a U.S. citizen to two-and-a-half years in prison Thursday for defaming the country's royal family by translating excerpts of a locally banned biography of the king and posting them online. The verdict is the latest so-called lese majeste punishment handed down in the Southeast Asian kingdom, which has come under increasing pressure at home and abroad to reform harsh legislation that critics say is an affront to freedom of expression. The 55-year-old Thai-born American, Joe Gordon — also known as Lerpong Wichaikhammat — stood calmly with his ankles shackled in an orange prison uniform as the sentence was read out at a Bangkok criminal court. "The defendant is found guilty ... The court sentenced him to five years in prison. But he pleaded guilty. That makes the case easier, so the court decided to cut it in half to 2 years and six months," a judge said at the criminal court in Bangkok. The sentence was relatively light compared to other recent cases. In November, 61-year-old Amphon Tangnoppakul was sentenced to 20 years in jail for sending four text messages deemed
offensive to the crown. Gordon's lawyer, Anon Nampa, said there would be no appeal against the verdict. "One month from now, we'll submit a request for a royal pardon," he added. Gordon posted links the to banned biography of King Bhumibol Adulyadej several years ago while living in the U.S. state of Colorado, and his case has raised questions about the applicability of Thai law to acts committed by foreigners outside Thailand. Speaking after the verdict, Gordon said, "I am an American citizen, and what happened was in America." He also said he had no expectation of being let off easy. "This is just the system in Thailand," he said. Speaking later in Thai, he added: "In Thailand, they put people in prison even if they don't have proof." Gordon had lived in the U.S. for about 30 years. He was detained in late May during a visit to his native country to seek treatment for arthritis and high blood pressure. After being repeatedly denied bail, he pleaded guilty in October in hopes of obtaining a lenient sentence.

Eurozone deal leaves Britain isolated
European leaders are struggling to cope with a profound split over crisis plans for the eurozone, leaving the UK isolated as the rest of the European Union agrees to press ahead with new fiscal rules to balance budgets. The measures are designed to restore confidence after a two-year crisis that has stalled growth in the world’s biggest economic bloc. The refusal by David Cameron, UK prime minister, to agree to a full treaty change for all 27 EU members unless there were safeguards for UK financial services caused a standoff in the early hours of Friday morning with Angela Merkel, German chancellor, and Nicolas Sarkozy, French president. “I really don’t believe David Cameron was ever with us at the table,” Ms Merkel said. “We’re very pleased with the result. India on Wednesday suspended its plan to open its huge retail sector to foreign companies such as Wal-Mart in a reversal seen as a major capitulation to political opponents that further weakens the administration. The business community had hailed the initial decision just two weeks ago as a long overdue reform, and the government and some economists said foreign retailers would bring better prices for farmers and lower prices for consumers. But opposition parties and even some members of the governing coalition protested, saying the local mom-and-pop stores that are the heart of Indian retailing would be crushed. Opposition lawmakers disrupted Parliament for days in protest. On Wednesday, the government met with all the parties in Parliament to hammer out a deal: It would suspend the decision if they would let the legislature function. Afterward, Finance Minister Pranab Mukherjee told Parliament that foreign retail was "suspended until a consensus is developed through consultations with various stakeholders." It was not clear how long that process would take or whether the policy would be implemented or canceled as a result. Sushma Swaraj, an opposition parliamentarian, welcomed the government's move. "To bow before the people's feeling does not weaken the government, but strengthen the democracy," she told Parliament. Other opponents claimed victory. China to create $300 billion FX investment vehicle
China's central bank plans to create a new vehicle to manage investment funds worth a total of $300 billion to improve returns on the world's largest stockpile of foreign exchange reserves, a source with knowledge of the matter told Reuters. The vehicle, which was planned well before the start of Europe's debt crisis and is aimed at improving returns on China's foreign exchange reserves, would operate two funds, one targeting investments in the United States and the other focused on Europe, said the source, who asked not to be named because of the sensitivity of the matter. The vehicle's goal is to make more aggressive overseas investments for higher returns, said the source along with a second, independent source, who also declined to be named. Details of the venture are still under discussion, but key personnel for managing the venture have been agreed upon, the sources said. The investment vehicle would be affiliated with China's State Administration of Foreign Exchange (SAFE), the part of the central bank in charge of the daily management of China's $3.2 trillion in foreign exchange reserves. One of the funds would be named Hua Mei, or China-US, for investments in the United States, and the other is named Hua Ou, or China-Europe, for investments in European markets. The style of the funds will be similar to the low-key Hong Kong-based Hua An, also known in English as SAFE Investment Company Ltd, said the source, through which SAFE has purchased stocks in dozens of overseas listed companies. The People's Bank of China, the central bank, was not immediately available for comment. China's leaders have said recently that they will seek investments in the real economies of the United States and Europe, apart from their routine investments in government debt. the domestic market. "The company will issue yuan bonds," the source said. "Then it can use the yuan to buy foreign currency from the central bank or even commercial banks for overseas investment." When China created the China Investment Corp (CIC), the country's sovereign wealth fund, in 2007, China's Ministry of Finance issued 1.55 trillion yuan special yuan bonds to swap yuan for $200 billion worth of foreign currency from SAFE as the initial batch of funds for CIC to manage. A similar arrangement is expected for the new vehicle. CIC, which operates independently of the central bank, recorded a 11.7 percent investment return in 2010. It has been applying for new funds from SAFE as it has developed its portfolio. In a public speech in April 2011, Chinese central bank governor Zhou Xiaochuan said that China may set up new ventures to manage its foreign exchange reserves. "Don't put all your eggs in one basket," Zhou said. "One option is to create some new ventures to try new investment styles and fields."

Blue Hills Sharks are Sailrock U13 Champions The Sailrock U13 Boys season came to an end last week as Blue Hills Sharks lifted the championship for the second time this year. The Sharks rounded of the league with two hard fought wins 5-3 against Five Cays and 2-1 against Long Bay Revolution. Wylkins Sylvain confirmed his status as the best taget man for his age as he scored a hat-trick in the opening win, Sterling Raphael and Bratchsama Jean-Louis added the other goals. Greshaun Been (1) and Padraig O'Sullivan (2) got on the score sheet for Five Cays. In the final game of the league Gabriel Diotte opened the scoring for Long Bay but two goals from Jackson Pierre ensured that the Sharks were undefeated on the day. The other games were high scoring affairs. Long Bay beat the Leeward Knights 4-3 before the Knights tasted victory themselves with 5-1 win

The Turks and Caicos Traditional Karate-Do Centre, which is housed at the Graceway Sports Centre conducted its seventh local promotion exercise last week, which saw fifteen students being promoted. Sensei George Braynen, 6th Dan Shindo Jinen-Ryu KarateJutsu and Senior Instructor, Japan Karate-Do Ryobu-Kai Branch Chief and Chief National Instructor for the Bahamas/ Turks and Caicos Islands and Vice-President for Japan Karate-Do Ryobukai, flew into the country to conduct the exercise. The Turks and Caicos Traditional Karate-Do Centre is an affiliate of the Japan Karate-Do Ryobu-Kai, which is a world-wide karate organization Sensei Charles Forbes, Chief Instructor for the local school told The SUN that both he and Sensei Brennan were pleased with the students’ journey so far. He said since they have been training hard for months, it came as no surprise that so many of them made the grade to the next level. “Because the kids and the
young adults were training for months, they knew what was expected of them and the executed. So, all of them were successful, because there is a minimum passing rate of at least 65 percent. One student obtained one hundred percent. So, that of itself speaks well of the programme, and over the years we only had successes after successes. We are looking forward to bigger and better things,” Sensei Forbes said. All students start off with white belt and then promoted to yellow. NEW YORK — The Los Angeles Lakers will play games on the first three nights of the NBA season, the first of 42 back-to-back-to-back sets teams will face during this lockout-shortened season. The NBA announced the compacted, 66-game schedule on Tuesday night, one that will require every team to play on three consecutive nights at least once. And it will force every team to navigate demanding stretches that are never seen during a full season, such as the nine games in 12 nights the Atlanta Hawks face starting with their Dec. 27 opener. The league's 66th season begins with five games on Christmas, including the Lakers hosting the Chicago Bulls. Los Angeles then visits Sacramento the next night before returning home to host Utah on Dec. 27. Teams will play 48 conference games and 18 against the opposing conference, meaning they play
only three nonconference opponents home and away. The league did preserve its most storied rivalry, with the Lakers traveling to Boston for a Feb. 9 matchup before the Celtics open a stretch of eight road games in 13 nights in March with games on back-to-back nights at Staples Center. Dallas and Miami also will play twice, following their Christmas NBA finals rematch with a March 12 game in Miami. The Heat and Lakers also play two games. The 50-game 1999 season featured 64 sets of back-to-back-to-backs and was plagued by sloppy basketball being played on fatigued legs. The NBA faces a similar predicament now after failing to reach a new labor deal in time to save the Nov. 1 start to the season. Instead, a tentative agreement was reached on Nov. 26. finalizing the rest of the deal, with both sides expected to vote on it Thursday before training camps and free agency open on Friday. "You're not going to have those breaks of three or four days that you sometimes got in the old 82game schedule, when it was the normal regular schedule," former NBA coach and current analyst Mike Fratello said during the schedule announcement on NBA TV. "Now with everything being compacted, games come that much more quickly, you've got to gear up back up again, you move onto the next one immediately." The Denver Nuggets, hit hard by free agency with three of their players in China, face another difficult obstacle in the schedule. They play five games in six nights spanning the new year, including a home-and-home set with the Lakers on New Year's Eve and New Year's Day. The Nuggets do not host Carmelo Anthony, whom they traded to the Knicks last February. Deron Williams, sent from Utah to New Jersey days later, is scheduled to return to Salt Lake City on Jan. 14.
Tiger Woods ends 2-Year victory drought
THOUSAND OAKS, Calif. — After going more than two years and 26 tournaments without a win, and after so much turmoil in his personal life and with his golf game, Tiger Woods stood over a 6-foot birdie putt Sunday to win the Chevron World Challenge and felt as though nothing had changed. Finally, the outcome was familiar, too. Woods poured in the putt to cap off a birdie-birdie finish at Sherwood, close with a 3-under 69 and beat former Masters champion Zach Johnson by one shot. The win ended a drought that lasted 749 days, and might have signaled a change that Woods is on his way back. He swept his arm across the air, yelled through the din of the gallery and slammed his fist in a celebration that was a long time coming. Relief? Satisfaction? Vindication? Woods wasn't sure, and he didn't much care. "It just feels awesome whatever it is," he said. Trailing by one shot with two holes to play, Woods came up with two clutch putts. He holed a 15-footer for birdie on the par-3 17th to pull into a tie with Johnson, then hit a 9-iron from 158 yards that landed on the ridge behind the hole and rolled down to 6 feet. "I've been in contention twice this year, which is not very often," Woods said. "So that's my third time with a chance to win it. I pulled it off this time." It was his 83rd win worldwide in tournaments that award ranking points, but his first since he won the

Australian Masters on Nov. 15, 2009, back when he looked as though he would rule golf for as long as he played. But he crashed his car into a fire hydrant outside his Florida home on Thanksgiving night, and shocking revelations of extramarital affairs began to emerge, which shattered his image, led to a divorce and cost him four major sponsors. Since then, he has changed swing coaches, caddies and endured more injuries, causing him to miss two majors and fail to make the cut in another. Now, however, it looks clear that Woods is on an upward path. "If the man is healthy, that's paramount," Johnson said. "I mean, he's the most experienced and the best player I've ever played with. In every situation, he knows how to execute and win."
Even though those situations have been rare, Woods looked as though he had not forgotten how to win. The only other times he has been in contention this year were the Masters and the Australian Open. "I felt normal, felt very comfortable," Woods said. "I've been here so many times that, you know, I just feel very comfortable being here in this position. Was I nervous? Absolutely. Always nervous in that position. But it's a comfortable feeling, and I enjoy being in that position. For some reason, it's kind of a comfort to be in there with a chance to win." Woods won the Chevron World Challenge, which he hosts for his foundation, for the fifth time. He finished at 10-under 278 and donated the $1.2 million to his foundation. The win moved him from No. 52
to No. 21 in the world ranking, and likely will send expectations soaring for 2012. Woods will not play again until starting his year in Abu Dhabi at the end of January. If this win felt differently than the last one, Woods wasn't saying. "They all feel good," he said. "They're not easy. People don't realize how hard it is to win golf tournaments. I've gone on streaks where I've won golf tournaments in a row, but still ... I don't think I've taken it for granted. And I know because of how hard it is." He had a worthy adversary in Johnson, who had a one-shot lead going into the final round and trailed for only three holes. Johnson tied Woods with a birdie on the par-5 13th, made an unlikely par on the 14th by chipping from the bottom of the green, and appeared to seize control by holing a 12-foot birdie putt on the 16th hole. Johnson thought his birdie putt on the 17th was good all the way until it burned the edge of the cup. Woods, running out of time, drained his birdie putt to force a tie and send the tournament to the 18th. Johnson missed a 15-foot birdie try, leaving the stage to Woods. Johnson closed with a 71 and still took home $650,000 for the holidays. Paul Casey, who opened with a 79, had his third straight round in the 60s to finish alone in third at 5 under. "Tiger can have a long career," Casey said when he finished. "We might look back in another 10 years and actually forget about the last couple of years."
