A

major investigation, which may involve foreign police, has been launched, after Members of Parliament (MPs) from both the ruling People’s Democratic Movement (PDM) and the opposition Progressive National Party (PNP) were searched by police following the disappearance of Premier Sharlene Robinson’s diary from the House of Assembly in Grand Turk, on Tuesday, February 25th, 20202. Governor Nigel Dakin announced that he had ordered the investigation, after having preliminary discussions with Police Commissioner Trevor Botting, who is currently overseas. Speaking during a press conference held at the Premier’s Providenciales office on Thursday February 27th, 2020, Governor Dakin said: “If it is necessary, the Commissioner and myself will bring in an outside police force to examine this, because police action in and around the House of Assembly is a very serious matter (which) both of us take seriously and we want complete transparency over what occurred. Beyond that I would like to wait until I’ve got the facts in front of me. He (the Commissioner) is personally supervising the investigation into what happened. Continued on page 2

TCI Sport Shooting Association presents the late officer Mauquency Carter’s sons with $4,408.78 cheque The Turks and Caicos Islands Sport Shooting Association in partnership with the Royal Turks and Caicos Islands Police Force made a generous donation to the sons of Mauquency Carter who lost his life in a tragic car accident in March 2019. A cheque for $4,408.78 was presented to A’Zhi Carter (oldest son) on Friday February 21st at the Police Headquarters.

Due to the successful competition, the association raised close to $10,000 and recently made the special donation to the sons of Mr. Carter, A’Zhi Carter and Adonni Carter. This amount represents fifty percent of proceeds of the Inaugural Annual Mauquency Carter Shooting Competition held on November 23rd, 2019 during the Police Welfare Association’s observance of 220th years Anniversary and Police Week 2019.

remier Hon. Sharlene Robinson says her Government is not happy about the 6.8 percent increase granted to Fortis TCI, but she says under the existing laws the was no other choice. “While we are we are not happy with the rate increase of 6.8% knowing and understand its impact, we are happy that our most vulnerable are protected against an increase,” she said during a press conference at her Providenciales office on Thursday, February 27th, 2020. “Legally we have no grounds to refuse the request as we are bound by law and must take this position. We are however we are happiest about the three other big recommendations and accept them enthusiastically: reducing the cost

It will be a conversation initially between the Commissioner and the Speaker to make sure that they understand what happened.” Former Government Minister and Deputy Speaker Hon. Josephine Connolly, who crossed the floor and is now a member of the PNP, said she was “strip-searched” by three female police officers in the House of Assembly’s bathroom. Member of Parliament, Hon. Josephine Connolly stated her disgust and embarrassment due to the actions that were taken on her in the bathroom of the House of Assembly. “The incident in the House of Assembly yesterday when Police were called to interfere in the business of the legislature is the first time that this has ever happened in the history of the Turks and Caicos Islands,” Connolly said at a PNP press conference on Wednesday, February 26th. “I, as an Elected Member of the House was barred by the police from reentering the Chamber (House of Assembly) because I wanted to go back. I was told that I could not use my phone and subjected to a strip search by the police officers in the bathrooms of the House of Assembly. This intrusive search left me feeling humiliated, embarrassed and demeaned. In my view, the police had no right to be there as the House of Assembly Ordinance provides immunity from arrest, therefore it follows that it provides immunity from strip searches while elected representatives are within the prescints of the House. The

reason for this immunity is to ensure that Members are not subject to coersion while they go about government business,” she explained. When asked to comment on the searches, Premier Robinson said she is focused on the bigger issues that are happening in Turks and Caicos Islands. She said, “I can focus on small issues and consume energy by majoring in minors or I can be a progressive leader and focus on those big issues that are affecting Turks and Caicos. What happened in the House of Assembly was unfortunate. My diary is important, but it does not rise to be a major player in a press conference. We have too many external factors; Coronavirus should be on our minds, stopping sloops, stopping crime at the rate that we are seeing it and empowering our people is the focus of this government and we choose to major in majors not major in minors.” Deputy Premier Hon. Sean Astwood told the press conference that there was nothing partisan or biased about the police searches, adding that he and other members of his party were also searched. Minister of Immigration Hon Delroy Williams also told The SUN in a separate conversation, that he was searched by police. Astwood stated: “Just for the point of clarity because I have heard some of the discussions going around that it was some targeted operation against the Opposition and that is categorically untrue. Members of both sides of the House including myself was searched as well so I just wanted to make that clear that this was nothing political and it was definitely not targeted at any particular member or side of the House.” Meantime, Connolly said she understood that the Premier’s diary was

found “a a relatively short time presumably after being misplaced by the Premier”. She added: The Premier was seen with this diary during the second reading of the Bill that we were debating. So the diary was found before the police searched me. I do not know whether the Deputy Speaker agreed to allow the Police into the House of Assembly, but if he did, he overturned decades of convention because of a misplaced diary. Two other Opposition Members were also subjected to police searches and it is hard to see that the investigation was impartial when these intrusive searches were only carried out on three Opposition Members.” Opposition Appointed Member Hon. Royal Robinson said both he and Hon. Porsha Smith were also searched by the Police. He added: “There was only one male police officer and I told them that I need to catch my flight, so he took me into the bathroom, open my bag, looked through it and closed it back up. When we got to the airport we then found Hon. Porsha Smith who said that the Police saw her at the airport and had taken her to a room also and search her belongings. It is a total breach of protocol that happened and I am certain that someone has to answer for what happened. The Police really and truly have no business in the House of Assembly and they cannot even take you up for charges or anything that you say in the House of Assembly. That is why the Speaker presides in the House of Assembly and he asks the members to be on good behaviour within the House.” Attorney and PNP MP Hon. Akierra Missick who was not at the meeting, said she wish she was in attendance to assist and suppirt her colleagues with the legal information and knowledge to protect them.

“There are two sets of ordinance that governs are affairs as Members of the House of Assembly,” she said. “That’s the House of Assembly’s Powers and Privileges Ordinance as well as our Conduct and Role as Members in the House of Assembly through our Standing Orders.” She added: “Section 16 of the Ordinance and it’s an offence, “Offences affecting Members, Officers in presiding of the House of Assembly’, “A person is guilty of an offence if the person assaults molest or obstructs a Member coming to, being within or going from the pressings of the House of Assembly meeting place. Assaults, interferes, interact, resists and obstruct of an Officer of the House of Assembly, threatening to assault a Member or an Officer of the House on account of his/her conduct as a Member”. The fact that my colleagues were subjected to a search in the pressings of our Chamber, that we through them were not allowed to return to the central room of the Chamber is a flagrant breach of the laws of this country.” Missick added: “The law is on the side of our Members, how dare you ask a Member to disrobe in the bathroom of the House of Assembly. There is sufficient crime going on in this country serious enough to warrant police attention and we are looking for a book. I am upset by this and the good Lord knows why I was not in Grand Turk, because this is something that I feel very strongly about. There are ways that we can address situations. We are honorable ladies and men that people stood and waited in lines to vote for. They put their faith in running this country in our hands and we will bring the standard of our House of Assembly to this level to do what, embarrass each other. This is a sad day in Turks and Caicos Islands,” she said.

Opposition Leader Hon. Washington Misick’s letter to Speaker Hon. Dwayne Taylor on possible unlawful police presence at the 25th February House of Assembly Meeting I was informed late yesterday that during the sitting of the House of Assembly, an item (I’m told that it was a diary) of the Premier, Hon. Sharlene Cartwright-Robinson went missing, and that a report was made to the police. As part of the police’s investigation into the Missing item, which I am told was later found, at least two Opposition Members of Parliament (i.e. Hon. Portia Stubbs-Smith and Hon. Josephine Connolly) were questioned, and in the case of Hon. Connolly, she was searched, including having a Strip Search conducted on her. As I am sure you’re aware, the police entering the House of Assembly yesterday, while it was in session, and questioning and searching Members of Parliament, regarding a missing item of the Hon. Premier, is an extraordinary and unprecedented act. At no time in

the history of the Turks & Caicos Islands has such an occurrence happened before. The fact that the missing item belonged to the Hon. Premier, and the MP searched (i.e. Hon. Connolly), is a member of the Opposition who was formerly on the Government side, raises a lot of questions. And when one takes into consideration the fact that the Hon. Premier has publicly shown disdain towards Hon. Connolly, this matter becomes troubling, and cries out for an investigation. I am aware that although the Attorney General, Hon. Rhondalee Braithwaite-Knowles (copied) was present in the House of Assembly at the time when the police interrupted the proceeding ,at no time was her counsel sought on this matter. Whoever gave permission for the police to enter the House of Assembly, did so without

regard for the sanctity of the House, and may be even for the law. As I am sure you would agree, this matter cannot be left unaddressed. To do so, would put the honourable House of Assembly into disrepute. Due to the seriousness of this matter, we are requesting that you: a) convene as soon as possible, an independent investigation into this matter, and b) on completion of the investigation, have a private meeting with the Opposition MPs regarding the findings of the investigation. I am sure that you would agree that another incident of this sought cannot be allowed to take place in the House of Assembly, and an independent investigation in to this matter would go a long way in ensuring that it does not. I look forward to your reply.

Governor Nigel Dakin’s statement on Fortis rate increase * The following is an edited version of the Governor’s statement on the 6.8 rate increase to Fortis, delivered at a press conference on Thursday, February 27th, 2020 The starting point for this announcement begins on 7 September 2017 when Hurricane Irma struck TCI with wind speeds up to 185 miles per hour. Fifteen days later Hurricane Maria struck with wind speeds up to 125 mph. In truth - though – some of the issues we are about to discuss go back a very long way, in that TCI has had a utility company for many years that is both a monopoly and broadly unregulated, In going back to 2017, in terms of what we are describing today, the total financial impact, to Fortis, was reported to be in the region of $42 million. Without getting ahead of ourselves the enquirer did not accept that all the $42 million was recoverable from customers. Nonetheless, Fortis can tell their own story about their response to such a natural and national disaster, the investments they made, and we in Government are in no doubt; Fortis stood up to the plate – their response was outstanding. The fact that Electricity was returned so quickly to the Islands was because of the way Fortis galvanised significant resources across North America to get these Island back up and running again within 60 days. The fact that TCI had a 2017 tourist season, at all, and other islands similarly hit, did not, is testament to the excellent response by the utility company we have. Given the dependency we have on Tourism as the engine of our economy this contribution is not to be underestimated. Equally, in terms of going forward – and in terms of our determination to make the Islands resilient for the long term – we can’t be in a position where every time there is a hurricane the public believe it will result in a significant increase in their utility bill. We need close regulation of this industry so there aren’t surprises. Hurricanes in this region cannot now be considered a surprising event; they have to be planned for. But going back to the time line in July 2018, Fortis served a Rate Variation Application – which they are permitted to do under the Electricity Ordinance asking for an increase in the tariff as a result of their losses in Irma and Maria. The average rate asked for in 2018 was 6.8%. In August of 2018 the Governor, in accordance with the Electricity Ordinance – and having taken Cabinet’s mind - denied the request. In response the Company – again using the Ordinance - requested an

inquiry into the reasonableness of their request and in September of 2018 my predecessor appointed an independent expert: John Paul Morgan. In August of 2019 – within a month of my arrival – Mr Morgan delivered his findings to myself and Fortis. These were then sent for consideration to Cabinet as this is a Cabinet decision. One headline element of Mr Morgan’s detailed and extensive report which runs to 62 pages found its way into the press, very quickly. That was his recommendation of a rate rise of 6.8%. There were however three other equally significant recommendations, that mitigated this rate rise, and were not given publicity. To my mind the most significant of all his recommendations was that Fortis was operating as a monopoly but outside a strong regulatory framework, and this had to change. The Premier will have more to say about this in a moment. In the intervening period Cabinet has been digesting and discussing the report. Three factors complicated us coming to a rapid conclusion: a)The first is we did not have to accept the report’s conclusions, they were recommendations. In these circumstances, while we did not have to accept the report’s conclusions, we also had to have – in law - a strong factual basis to reject it. As a result we looked in great deal at the report and asked a series of due diligence follow up questions of the Inquirer.

We do this because we can find no compelling reasons – in the present circumstances – to reject the 6.8% while equally finding the three recommendations Mr Morgan made compelling in terms of both softening the blow to the least well off in society while putting in place mitigations that should reduce long term costs and regulate the industry in the future, in the way it has not been regulated in the past. As Governor I have to separately make a decision as to whether or not to publish the report, in part or in full, and Cabinet agree, with me, that the public should have full access to the information. We will publish three documents the Inquirers Report, a separate Cost of Service study and a Prudency report. We took all three documents into consideration in our deliberations. We share those in hard copy with journalists now and the reports will be published on Government websites as soon as this afternoon. Finally I would thank the leadership of Fortis, in particular their CEO in Newfoundland, for working – in particular with the Premier and Minister – to find a resolution to this matter – one that is extremely important to both

Chief Magistrate Hatmin, attorney Tim Prudhoe question lengthy detention of Sri Lankans by Hayden Boyce Publisher & Editor-in-Chief The rights of the 28 Sri Lankans who were nabbed on an illegal sloop from Haiti in October 2019 and who are still at the Detention Centre is South, was raised in court on February 25th, 2020, by newly-appointed Chief Magistrate Jolyon Hatmin and defence attorney Tim Prudhoe. Magistrate Hatmin, who is now hearing the case against Sri Kajamukam Chelliah, who is charged in connection with smuggling 28 undocumented Sri Lankans into the Turks and Caicos Islands, said it was “unsettling” that the Sri Lankans were still being detained after four months without a court hearing. Chellian, who is charged with assisting illegal entry and unlawful entry, did not appear in court and the matter has been adjourned until April 27th,

2020. Meantime, specific questions were raised in court by Prudhoe, including the access of the Sri Lankan detainees to legal advice and representation and the basis on which the Immigration Detention Centre has apparently being used as an informal remand prison facility for in excess of 4 months without the detainees being charged with any offence. “One cannot treat the Detention Centre as an ancillary jail,” said Prudhoe, who also asked in court on what basis that continued detention was said to be legal and whether it was said to be custody in the hands of the Immigration Department or instead the police. Prudhoe, who indicated that he had originally been told to deal with the police, indicated that if answers continued to be withheld on these issues then he would take the necessary steps

by which to, in effect, extract them. When asked for comment following the hearing, Prudhoe told The SUN “Many believe that a society can fairly be judged by its treatment of the most vulnerable within it – even those here only temporarily. Like many others, the Constitution of this country starts with the guarantee of fundamental rights and freedoms. That language is rightly nationality-blind and expressly covers “every person in the Islands”. It does not somehow exempt either the Immigration Detention Centre or those detained within it alleged to have arrived in the country illegally.” Deputy Director of Public Prosecutions Angela Brooks who appeared for the Crown, said although all 28 Sri Lankans were interviewed by police, she only intends to use three of them as witnesses. Stressing that it was not the Crown’s intention to sabotage or

Taylor’s admission was moved by Attorney General Hon. Rhondalee Braithwaite-Knowles, OBE, QC, in a brief ceremony before acting Chief Justice Shiraz Aziz, and witnessed by his wife Rachel Taylor and daughter Arnelle Taylor, who is also an attorney-at-law. Commenting on his admission, Taylor stated: “I am humbled to be admitted to the Bar as the newest member of the legal fraternity in the Turks and Caicos Islands. I am grateful for the love and support from my family and friends who provided encouragement and support during my studies. This list is extensively long and therefore I must caveat that I cannot do more than acknowledge a few of the debts owed. I would like to thank my wife, daughter, my brothers, the Attorney General, Deputy Governor, Attorney General’s Chambers, the office of the DPP and the Partners of Wessex Fairchild Attorneys for the instrumental role they played in

legal qualification superseded the legal requirements for admission and he wisely chose to ensure a breadth of experience in terms of his three month post qualification training, in the Office of the Director of Public Prosecutions and with a private firm as well as in my Chambers,” she added. The AG noted that Taylor has been able to achieve all of this with the support of the Public Service, Her Excellency the Deputy Governor Mrs. Anya Williams, Permanent Secretary Mrs. Cherylann Jones and the Director of Public Prosecutions each willingly facilitated his legal training to support his application. “I wish Mr. Taylor well in his legal practice and look forward to the strong contribution that he will make to the public service in his recent assignment as Deputy Secretary in the Ministry of Finance where I am sure his legal knowledge will be a valuable guide to his work as a senior manager,” the Attorney General continued. Taylor is a career civil servant, having dedicated over 30 years of service to the Turks and Caicos Islands Government. He began his career in

1983 as the Deputy Registrar of Lands and has since held the positions of: Superintendent Counterpart in the Offshore Finance Department now the Financial Services Commission; Deputy Chief Accountant in charge of the Providenciales Treasury; Deputy Revenue Controller in charge of the Providenciales Revenue Control Unit; Collector of Customs in charge of the Customs Department and in 2013 was promoted to the post of Deputy Secretary, Ministry of Border Control and Labour, a post he held prior to departing the islands in September 2014 on study leave. Wanting to further his career in the public service and to fill a gap which he deemed necessary across several areas of the service, Mr. Taylor through the assistance of the Civil Service Professional Development Fund along with personal funds, decided to pursue studies in the field of Law at Buckingham University in Buckingham England, where he successfully completed an LLB (Hons) 2.1, LLM International and Commercial Law (Merit), Financial Services Law Specialist and was a Bar Professional Training Course candidate.

Governor Dakin Visits the Grand Turk Wellness Centre On Monday, 24 February, His Excellency Governor Nigel Dakin made a special call on the Wellness Centre on Grand Turk. The Centre looks after those with long term care or special needs and also those with geriatric conditions. Governor Dakin spent time with the clients of the Centre, toured all of the facilities including a new block currently under construction, and meet with staff. Reflecting on his visit Governor Dakin said: “It felt very close to home

for me because my wonderful Father now requires 24 hour care in the UK. Not being there for him is one of the few downsides to being in TCI. I’m just very grateful my brother is there for him. I see my Father whenever I’m home - sometimes he’s entertaining and interesting - we can share jokes and he can offer me advice - and there are other times he finds all memory hard and is exhausted - so I’ve got to know his carers reasonably well. I therefore know what an

extraordinarily challenging job they have and also the enormous difference just one great care-worker can have not just on the person who they are looking after but a whole family. It’s not just about the physical care and comfort of those in their care but also about the little human touches, the moments of fun and laughter and relaxed “chat” that turns a “Centre” into someone’s home. Despite the damage that occurred to a new build in 2016, caused

by Hurricanes Irma and Maria in 2017, I saw all of that today in Grand Turk and congratulations to Betty-Ann Been and her team for all they do. Having seen the new build that’s going on all around them - which will be complete by the Summer - I’m sure they will have the facilities they need to match the kindness and care they presently provide. Saying thank you to them seemed particularly important.”

The theme for World AIDS Day 2019 “Communities Makes the Difference” came alive with eight (8) High Schools debating the moot ‘Be It Resolved that “Community awareness and involvement are the only critical means of reducing HIV/AIDS cases in the TCI”. Minister of Sports attends General Assembly American Sports Council - Cade 2020 A Turks and Caicos islands delegation from the Ministry of Health, Agriculture, Sports and Human Services attended the General Assembly American Sports Council CADE 2020 held in Salinas of Guayaquil Ecuador. The delegation was led by the Minister of Sports, Hon. Edwin Astwood, accompanied by Director of Sports Mr. Jarrett Forbes and the Executive Administrator to the Minister, Mrs. Darlene Clerveaux-Forbes. The three-day conference commenced on Tuesday 18th February and continued through Thursday 20th February, 2020. A total of 62 persons were in attendance, form 42 countries from across South America, Latin America, and the Caribbean. There were four main meetings held during the three-day period: CONSUDE (meeting for South America); CONCECADE (Meeting for Central America, Mexico and the Caribbean); CADE (meeting with South America, Central America and Caribbean and North America) and Ibero – American Sports Council (Meeting with Spanish and Portuguese Speaking Countries in the Americas). Through networking Hon. Astwood met a number of Ministers and Presidents of various Sporting bodies including the Minister of Sports, Honduras Gerardo Farjardo, Acting Secretary of Sports and Physical activity for Ecuador Israel Verdugo, Minister of

Sports and Youth Affairs of Suriname Ms. Lalinie Gopal, Vice Minister of Sports and Chair of the Bureau for international convention against Anti-Doping in Sports UNESCO Mr. Marcos Diaz of the Dominican Republic, Director of Sports Jose Gadriel Sagastume of Guatemala, Senior Policy Officer for Sports Kathleen Giguere and Director General for Sports of Canada. Also in attendance for the first time, was Director General de Pandeportes Mr. Eduardo Cerda Quientero of Panama. Amongst the topics discussed were: Fight against Doping Commission, Special Interventions – Sports Development, American Capital of Sports recognition, World Anti-Doping Agency, Interventions by thematic of the best practices, Gender equality and equity, Diversity and inclusion, Athlete protection, and Safe and friendly sports. During the CONSECADE meeting, an executive committee was nominated by the majority of 10 member countries present for a proposal to be submitted to CONSECADE 2021. It was noted that Barbados although absent has taken the lead in Anti-Doping Agencies and plans to host a Ministerial Sports meeting in April 2020. To this end, a number of Ministers and Directors were interviewed to include TCI’s Minister and Director of Sports relating to the Assembly’s objectives and regional and global impact. Love Jones Valentine’s Concert highlights Love Jones was a beautiful evening full of live music and engagement, creativity and crowd interaction. Turks and Caicos Entertainer and promoter TESS, hosted the only Valentine’s Concert this year on Friday, February 14. Patrons raved about the culinary art that was presented to them for their three course meal, while enjoying amazing sounds from artists of BYOC as well as enjoying the chart topping covers from TESS and The Band.

A particularly engaging crowd response was received by TESS during original spoken word piece, detailing past love experiences and accompanied by BYOC pianist Mikael, tying it all into girl power and ending on an electrifying note with songs like We Found Love by Rihanna. Getting rid of Scabies Scabies is a skin infestation caused by a mite. After the initial exposure to scabies, it can take up to six weeks for symptoms to appear. If left untreated or incorrectly treated, these microscopic mites can live on your skin for months. Whilst there are times that there are outbreaks of the infestation in the society, it is estimated that there are approximately 130 million cases of scabies in the world at any given time! What are the symptoms of scabies? The hallmark symptom of scabies is an intensely itchy rash that typically gets worse at nights. Continuous scratching of the infected area can create sores that become infected. Common sites for the rash to appear include the wrist, armpit, nipples, genitalia and between the fingers. In many cases however the rash also involves the chest and back. The rash usually looks like tiny bumps under the skin, or as raised pimple-like bumps. How did I get it? Scabies is very contagious. It is spread through direct contact with a person or surface that is infested with

the mite. This therefore means it can be spread by prolonged skin-to-skin contact, such as holding hands, intimate personal contact, such as having sexual intercourse and sharing clothing, bedding, or towels that have been used by someone with a scabies infection. Because it is spread through physical contact, the rash is usually spread to persons who live in close quarters such as family members and sexual partners. Additionally, outbreaks are often seen in schools, nursing homes and prisons. How is it diagnosed? In most cases, your doctor should be able to diagnose that you have scabies after listening to your complaints and doing a thorough skin examination. In a few cases, she may scrape the surface of the skin and look under a microscope for the mites and its eggs to confirm the diagnosis. How is scabies treated? Treatment for scabies usually involves getting rid of the infestation with ointments, creams, and lotions that are applied directly to the skin. Your doctor will probably instruct you to

apply the medicine at night to the entire body and you may need to repeat the treatment in a week. All of your close contacts should also be treated whether or not they have symptoms. And it is also important to change all bedding and to wash your clothing, bedding, towels and so on in warm water and dry at a high temperature or in sunlight. Since the mite can also live on surfaces, wipe all surfaces in the home with bleach and warm water. The itching can also be helped with oral antihistamine medications. Turks and Caicos Islanders and Bahamians of TCI Heritage - We are one people so let us behave like one “Born in The Bahamas, raised in the Turks & Caicos……., she considers the Turks & Caicos her only home. “ – Jena Janse Due to the sensitivity of this topic, I contemplated whether or not to write about this but it is a topic that needs to be addressed. It is also an opportunity for us to reflect on how we live with each other. The Bahamas and Turks and Caicos are basically one land mass and our cultures are almost the same except we pronounced some of our words differently. We are so intertwine, that no matter how much we try to separate from each other, we just can’t. There are more people of TCI Heritage living in TCI than there are in TCI. Background In the 1930s, some TC Islanders migrated to Abaco Bahamas to work in the Lumber Industry. In the 1940s, more move to Inagua to work in the Salt Industry. In the 1950, more move to the Grand Bahama to work in the Pine Yard Industry and after the Salt Industry in TCI collapsed in 1960s , more moved to the Bahamas in search of a better living. As a result of this migration, Bahamians of TCI Heritage were birthed. After the Bahamas became independent in 1973, some of the Turks and Caicos Islanders along with their children returned to TCI. In the late 80s and early 90s, the economy of the TCI started to flourish and Bahamians of TCI

Heritage and TCI Islanders were invited to return to TCI as the local population was too small to accommodate the growing economy. This trend continues to date. The Issues There appears to be constant conflict between TCI Islanders and Bahamians. Perhaps this started when TCIs people migrated to the Bahamas and many of them were treated unfairly by some Bahamians. In fact some TCI Islanders hid their heritage and amended the spelling of their last names. Today some Bahamians of TCI Heritage are complaining that we do not treat them fairly and treat them like outsiders. We referred to them as Bahamians and foreigners. They also felt that TCI Islanders think when their family left TCI to reside in the Bahamas they have no more rights in TCI. Some TCI Islanders on the other hand say some Bahamians of TCI Heritage do not assimilate with TCIslanders even though their family is from here. Some of them say Bahamians have living here for years and still do not consider TCI themselves as home. In fact some of them say your country instead of our country. Very rarely do you see them showcase their Turks and Caicos Heritage. Many of them like to refer TCIslanders as being passive

and backward. Some TCI Islanders also claimed that Bahamians think they are better than us. Ironically though, I am aware of a few Turks and Caicos Islanders who were born in the Bahamas but spent most of their life in TCI but yet called themselves Bahamians. I am also aware of a few persons who were born in the Bahamas but consider themselves Turks and Caicos Islanders. Conclusion Should your birth place determine the place you call home? Shouldn’t your home be where your heart is or where you have been living for years? I started this article off with a lovely quote from Jena Janse who was born in the Bahamas but considers the Turks and Caicos her home. The relationship between Turks and Caicos and the Bahamas is so unique and quite frankly I think the Bahamas should be the first place we should recruit individuals to come to our country to work whether in the private sector or the public sector Bahamians of TCI Heritage must learn to appreciate and assimilate in the Turks and Caicos culture especially given the fact that their ancestors are from TCI. Turks and Caicos Islanders on the other hand must learn to appreciate the Bahamians of TCI Heritage as we are one

Seven initiatives to address TCI crime: A bold perspective By Dr. John Malcolm When it comes to speaking out about the myriad of problems we are facing here in the Turks and Caicos Islands, there have been a plethora of popular rhetoric and political posturing on social media and the printed media alike. While many of the shared insights have been helpful in highlighting the problems, very few have proffered any real solutions to the problems. It is my endeavor here in this discourse to not only write about a problem, which solution is pertinent to our well being and the very fabric and future of our society, but rather to also offer plausible and possible solutions to effectively addressed the problem. The problem that is foremost in my mind and I believe foremost in the minds of many caring and concerned citizens, is the problem of crime, and in particular, violent crime. The trending escalation of youth on youth crime in our communities is beyond alarming. While the implementation of the CCTV program is a progressive initiative, it falls short of addressing the root of the crime problem at the community level. For some, adequate solutions would be to increase the law enforcement manpower, the numbers of policemen boots on the ground. For some it is to build a bigger prison. However, from my perspective, again these fall short of addressing the root problem of crime at the community level. A viable question that may be asked of me is – ‘what qualifies you (John Malcolm) to speak to this problem’? What qualifies me to speak to this problem and to be able to suggest solutions that have the potential to not end crime in our country, but rather to bring about a significant reduction in its perpetration is, firstly: •Thirty-four (34) years of working with substance abusers and other criminal elements in communities across the Turks and Caicos Islands through drug support groups and other substance remedial programs, inclusive of schools drug prevention and drug education programs. •Fifteen years in the National Drug Unit, as Director for three years with responsibility for the development of drug prevention programs and other counseling initiatives. •Fifteen years of Drug Counseling and Anger Management programs in H.M Prison where I counseled with some of the most notorious of the inmates incarcerated there. •Conducted research of H. M. Prison (1998) entitled “Recidivism: The Revolving Door Syndrome In The Penal System of the Turks and Caicos Island”. This was done as a Caribbean Studies project towards qualifying for the Bachelor of Arts Degree from the University of the West Indies (Mona). •Recent development of a Prison Reform proposal that has the potential to transform the way the prison is managed and to enhance the experience of the persons who are incarcerated there. In outlining the initiatives that I am proposing herein I want to posit that the first initiative that I will be addressing to bring about a reduction in crime is 1. Prison Reform The present penal system in the Turks and Caicos, and to some extent in much of the civilized world has failed to bring about the reformation of the lives entrusted to their care. The present system is punishment oriented, which is fine because people who are incarcerated for crimes need to experience some form of punishment. However, a prison system that solely relies on punishment to reform inmates, is a one that is bound to fail. Not only fail, but such a system produces worst criminals. I offer this analogy to help to clarify my point – ‘If you take a bad dog and lock him up and mistreat him everyday, and beat him everyday and feed him scraps instead of a proper diet – what you would have done was to take a bad dog and turned him into a rabid dog. The analogy is not intended to refer to inmates as ‘bad dogs’ or ‘rabid dogs’. It is just intended to make the point that the present prison system is creating worst criminals. The prison reform proposal that I have developed has three (3) phases that are designed to revolutionized the system, and enhance the experience of the persons who are housed there. Phase 1 •Proposes an implementation of a works program. This entails the purchase of a concrete block making machine and materials to put inmates to work making blocks. •Inmates can be paid modest wages that will be managed by the prison – giving them allowances for toiletries and other essentials and establishing a savings account that will be made available to them upon their release. The privilege to work in the program can be governed by reports of good behavior, and abstention for substance abuse. This will be monitored by subjecting them to random testing for substance abuse. The numbers of the workers can be rotated so that every inmate has the opportunity to benefit. The sale of the blocks can produce enough income to finance other remedial programs in the prison. •Phase one also encompasses harnessing the abilities of inmates with carpentry skills or soliciting the help of carpenters in the community to train inmates in cabinet making. The products can be sold to provide income for the inmates and supplement the other remedial programs of the prison. •Another component of phase one can be an apprenticeship program which entails providing low risk inmates with the opportunity to work along with contractors (building, electrical, plumbing etc.) to learn the trades equipping

them with skills that they can employ to earn a living upon being release from prison. This program can foster relationships with contractors and inmates and has the potential to secure employment for them upon being release from prison. •Which brings me to the next component of phase one – a job placement and mentoring program for inmates who are released from prison. Based upon the skills that they acquired, this program will endeavor to provide ex-inmates with employment opportunities. •The program will, along with the parole board provide oversight and ongoing mentoring and monitoring of the inmates placed in the program, subjecting them to continuous random drug testing. This will help to alleviate the concerns the employers may have. Participants in this program will be required to attended weekly drug and alcohol counseling sessions as a part of the compliance component. •Phase one also includes a comprehensive educational program of inmates. This in entail remedial classes for inmates on the lower end of the spectrum, preparation of inmates for CXC examinations and assisting to qualify inmates with degrees through TCI Community College and distance learning programs with international colleges and universities. This can be coordinated though the Community College, which will provide lecturers and learning materials for the program.

The big question for any proposed initiative is always – where will the money come from? I want to suggest that there is a pool of financial resources that is specifically earmarked for a project of this nature. The Proceeds of Crime Ordinance (2009) has embodied in it a section called the National Forfeiture Fund. This Fund currently has reserves of over 5 million dollars. Section (7) under Miscellaneous of the Ordinance, captioned “National Forfeiture Fund” section (145) – subsection (3) reads: The Governor in Cabinet may, on the recommendation of the Reporting Authority authorize payments to be made out of the Fund – (a) for the purpose related to – (iii) training and public awareness with respect to drug addiction and the treatment and rehabilitation of persons with drug addiction (iv) the rehabilitation of offenders. Ironically, to the best of my knowledge this fund was never used for any project of this nature. However, it is common knowledge that funds to purchase new police vehicles came from this source in the past. Fixed Costs Fixed costs are reflected in the Proposed Start-up Capital Budget above Note When the projected income ($529,000) is reconciled with the projected recurrent costs ($ 216,400) a surplus of $ 312,600 is realized. This surplus ($312,600) can be utilized to enhance existing programs and fund other rehabilitation initiatives in the prison. This is the feature that supports the notion of the project being self-sustaining going forward. Phase Two Management Structural Change The present management structure of the prison is archaic and not ineffective in bringing about any meaningful change in the lives of the inmates that are housed there. The prison is presently managed by a Superintendent who has police and military training and background. The modus operandi is to inflict and enforce punishment when persons violate the rules of the society and the facility, without any regard for understanding the psychological make-up of the individuals and the underlying factors contributing to their deviant behavior. What is happening is that persons who are sentenced to prison and subjected to stringent controls are exhibiting no meaningful change in character and behavior upon being release from prison. I am declaring that from my observation the present management structure is at the root of this shortcoming. The management structural change that I am proposing is firstly to maintain the Superintendent component, but add the component that will share equal weight and responsibilities. The two additional management figures would be (1) a prison psychologist, who will be responsible for developing personality profiles for all inmates. And (2) a prison psychiatrist who will be responsible for the treatment of the many disorders that are the many causes of the deviant behaviors of the inmates. These management components will work together to provide comprehensive modalities of treatment plans for individual inmates that will be designed for more effective case management. These management components will be mandated to provide ongoing sensitivity training for the Warders to realign their mindset to a modernized approach to their role and function in their particular capacities. There is a widespread notion that the Turks and Caicos Islands are aspiring to the attaining of the status of a first-world country. That being said then, it is only fitting that the institutions that we are developing be of first-world status, Her Majesty’s Prison being no exception. However, a visit to Her Majesty’s Prison will immediately reveal that it is in and advance dilapidated state and it is unfitted for human occupancy. There is the widespread notion that only prisoners are kept there and that they are deserving of being housed in sub-standard conditions. But the reality is, they are human beings and as such they are deserving of better living conditions, irrespectively of their crimes against society. Therefore, phase three of the initiative calls for the construction of a modern state-of-the-art prison facility. One the will have an atmosphere that is conducive to learning and rehabilitation. One that will foster greater self esteem and self worth for the persons we house there.

British TV personality Caroline Flack arrives for the Cosmopolitan Ultimate Women of the Year Awards in London. The boyfriend of Caroline Flack, the former British TV host for the controversial reality show “Love Island,” said Sunday that his “heart is broken” at her death as criticism mounted over her treatment by some British media. British commercial television network ITV said it would not air Sunday’s edition of the show but that it would return on Monday with a tribute to its former host. Flack, 40, was found dead Saturday at her home in east London after taking her own life, according to a family lawyer. Flack hosted “Love Island” from its launch in 2015 before stepping down in December after being charged with assaulting her 27-year-old boyfriend, Lewis Burton. Flack denied the charge and was to stand trial next month. She was also not allowed to have any contact with Burton, a bail restriction he objected to. Burton also did not want Britain’s Crown Prosecution Service to go ahead with the trial. Over the past few months, Flack had been the focus of several negative articles and was trolled across social media for the assault charge. On Sunday, the story of her suicide dominated the front pages of British newspapers. Beside a picture of them together, Burton said on Instagram that he was in “so much pain.” He added: “I promise I will ask all the questions you wanted and I will get all the answers nothing will bring you back but I will try make you proud everyday.” The sixth season of “Love Island” is currently airing and ITV said in a statement that it will not broadcast Sunday’s edition of the show. On Saturday, the commercial network did not air a package of unseen footage from the previous week. “After careful consultation between Caroline’s representatives and the ‘Love Island’ production team, and given how close we still are to the news of Caroline’s tragic death, we have decided not to broadcast tonight’s ‘Love Island’ out of respect for Caroline’s family,” ITV said in a statement. ITV said the show will return on Monday and that it will include “a tribute to Caroline who will be forever in our hearts.” “Love Island” puts young, attractive contestants in a tropical paradise, where they must pair up or risk being exiled. Critics claim the program places vulnerable young people under intense scrutiny and pressure, which is magnified by blanket coverage of the show by tabloids and TV talk shows. Two former “Love Island” contestants, Sophie Gradon and Mike Thalassitis, died by suicide in 2018 and 2019. Until her arrest, Flack had enjoyed a meteoric career rise after co-hosting Saturday morning children’s television shows. The U.S. Centers for Disease Control and Prevention (CDC) on Tuesday alerted Americans to begin preparing for the spread of coronavirus in the United States after infections surfaced in several more countries. The announcement signaled a change in tone for the Atlanta-based U.S. health agency, which had largely been focused on efforts to stop the virus from entering the country and quarantining individuals traveling from China. “The data over the past week about the spread in other countries has raised our level of concern and expectation that we are going to have community spread here,” Dr. Nancy Messonnier, the CDC’s head of respiratory diseases, told reporters on a conference call. Canadian recovering in Florida hospital after being shot while on vacation in Barbados

A Calgary man is recovering in a Florida hospital after being left paralyzed in a shooting during an apparent home invasion while vacationing in Barbados. Ken Elliott was playing Scrabble with his wife, Linda, brother Rob and sister-in-law Mary on Saturday at a home they were renting in the parish of Christ Church, in Barbados, when two men — one armed with a machete and another with a handgun — stormed inside. Ken and Rob struggled with the men and Ken was shot. The two men then fled. Ken was rushed to hospital in Barbados, then flown to a medical centre in Fort Lauderdale, Fla. His spinal cord was severed between the third and fourth vertebrae, leaving him paralyzed from the clavicle down. He does have some movement in his arms, however, according to friend Landon Zabloski.

“Their lives are changed forever,” said Zabloski. “He’s got tubes coming out of all different directions. He’s got use of his arms from what I understand but he’s got a punctured lung. It’s just a tough situation.” Surgeons in Florida are currently working to try and remove the bullet. “It’s such a risky procedure to get it out, but they also want it out because they don’t want it to cause infection, and the Barbados police want it for evidence,” said Zabloski. Operating income was up year-over-year by 21.8 percent at $78.1m. Walter Wells, NAD’s chairman, wrote in the annual report that the combination of increased passenger revenue and reduced debt servicing costs had given the airport operator sufficient

NAD added that last year’s debt refinancing, at significantly lower interest rates, had helped to reduce the debt servicing costs associated with its $500m debt burden while also ensuring that the payments went to Bahamas-based investors - thereby not impacting the foreign reserves.

“NAD refinanced its participating debt in December 2018, securing a lower rate of 7.5 per cent (down from 13 per cent) that will allow it to reduce its annual interest costs by $7m,” the airport operator added. “Unlike its previous debt structure, the $134.7m that NAD raised from this debt refinancing came exclusively from local institutional and individual investors, which means that all interest paid on this debt will go directly back into the Bahamian economy.” NAD added that it had also secured a new duty-free operator by signing a lease with Duty-Free Caribbean (Bahamas), which it described as “a partnership between the Bahamas-based Luxury Retail Group and world-renowned airport retailer Dufry”. They will open three retail locations in LPIA, including two duty-free retail outlets and one Hudson News store. :These three stores will allow for a substantial net increase in NAD’s retail revenue and provide an expanded duty-free offering that is more in line with airports of this size,” NAD said. Aircraft movements at LPIA also increased by 7.1 percent to 90,182 in the 12 months to endJune 2019, while NAD’s operating expenses grew by just under 20 percent - from $25.3m in 2018 to $30m. MSC Meraviglia One of the six cruise ships scheduled to visit Grand Cayman on Wednesday has been denied entry because a crew member on board with a travel history to a country with cases of the COVID-19 (the novel coronavirus) had symptoms associated with the disease and had been placed in isolation on the ship. The decision by the Cayman Islands Ministry of Health followed that of the Jamaican authorities, which denied landing to the ship at Ocho Rios, St Ann, on Tuesday. The MSC Meraviglia, which has around 4,500 passengers and over 1,600 crew members, arrived at the Jamaican port at around 8:30 Tuesday morning, 25 February. However, port health officials who inspected the ship discovered that there was a crew member in isolation with a cough, fever and associated muscle pains, symptoms of COVID-19, which has now infected at least 80,067 people worldwide and killed at least 2,700. “We saw that there was somebody there who is in quarantine because that person came from the Philippines and the 14 days have not elapsed,” public relations and advocate officer at the North East Regional Health Authority, Angenice Whyte, told The Gleaner. “They have that person in quarantine but that was not told to us before the ship docked, so as part of our public health standard and regulation handed down by the Ministry of Health on how we deal with communicable diseases, we did not allow persons to leave the ship,” Whyte said. The release from the Cayman Ministry of Health did not name the ship that has been refused landing or mention the coronavirus, merely noting the symptoms of the person in isolation and that the ship had been turned away by Jamaican health authorities. “The Ministry of Health and the Public Health Department have reviewed the medical details of the person who has been isolated and the details of one other member of the ship’s complement who is not well. Both appear to be in a stable condition,” the release stated.

Hotel analytics leader STR says there are more than 31,787 rooms in construction in the Caribbean-Mexico, with the Dominican Republic, Cuba and Jamaica leading the way within the Caribbean. (It should be noted that these totals include rooms actually under construction, not those in the planning stages). The Dominican Republic has a total of 6,356 rooms under construction across the country — about 8.4 percent of the destination’s existing supply. Lawsuit over nearly $500K in Hurricane Dorian donations for The Bahamas to play out in Florida court There is a legal fight unfolding in Florida over hundreds of thousands of dollars raised to help Bahamian victims of Hurricane Dorian. The matter centers on money raised by the former partner of the founder of a major Bahamian charity, The Head Knowles Foundation. At issue is what the former partner, Lia Head-Rigby, did with more than $217,000 she raised through a GoFundMe effort that raised about $1.5 million after Dorian struck the islands last September. Dorian tore apart parts of the Bahamas and today people in the affected areas are still struggling. Gina Knowles, founder of The Head Knowles Foundation said the need in areas of the Bahamas is still great. “It still looks like a bomb went off,” she said. “It’s been 6 months. They have no electricity. They’re eating canned food. They’re living in tents.” Knowles said her charity, which she and Head-Rigby began as a Facebook group in 2015 to help victims of Hurricane Joaquin, provides aid to those in need. “In the Bahamas, we are known as disaster relief,” Knowles said. During an interview with CBS 4 News, Knowles said Head moved to Florida a few years ago and when Knowles formally created her foundation she kept the “Head Knowles” name even though she says Head was not part of the organization. “When we created The Head Knowles Foundation she had nothing to do with the foundation,” Knowles said. “She’s not a part of it. She’s not on any of the documents.” Knowles said it was surprising to her that Head started the GoFundMe efforts days after Dorian to raise money. The effort raised more than $1.5 million dollars. At first, Knowles said the money flowed to The Head Knowles Foundation and then it stopped. “She signed an agreement that all funds would go to Head KnowlesFoundation in the Bahamas,” Knowles said, adding that all of the funds did not go to the foundation. In a lawsuit filed in Orange County last week, Knowles’ attorneys allege that Head used $2-thousand dollars for personal expenses and more than $200,000 is unaccounted for. “She sent the first million dollars,” said Knowles’ attorney, Bill Mueller. “What happened? Why did you stop?” Mueller said after questions were raised about the Dorian donations, Head quickly started her own foundation in Florida. “It appears from the documents that she was redirecting the money that was raised to her own foundation,” Mueller said. Another batch of money from the GoFundMe effort — nearly $250-thousand dollars — is frozen at the moment by the payment processor for the website. In a statement, GoFundMe said, “WePay, our payment processor, does not support direct transfers to the Bahamas. This means the funds were approved to be transferred to the campaign organizer, and former Head Knowles Foundation associate, Lia Head-Rigby’s bank account in the U.S., and then transferred from Ms. Head-Rigby’s account to the Head Knowles Foundation in the Bahamas.” GoFundMe is stepping up to help and stepping in to fill the gap of the money at issue. “GoFundMe will donate $217,645 to the Head Knowles Foundation while they try to recover the funds from Lia Head-Rigby,” a spokesperson for GoFundMe said in a statement. “We encourage WePay to release the remaining $246,483 directly to the Head Knowles Foundation. Our goal is to make sure every dollar donated is transferred to the Head Knowles Foundation, as was stated in the campaign.” Lia Head-Rigby recently spoke to a Bahamian television station and denied the allegations. “Totally wrong,” she told Eyewitness News Bahamas. “Wonderfully to say I have every receipt. I have everything accounted for. Captain murdered on oil tanker off Venezuela Armed assailants murdered the captain of an oil tanker after boarding his ship while it was anchored off the coast of eastern Venezuela, according to a local union leader and a report from a Venezuelan port authority. Peter Morrison was the private secretary to Margaret Thatcher, the British prime minister at the time. Both Morrison and Smith received knighthoods – a British honors system which awards the title ‘Sir’. The inquiry found about 30 instances of people’s honors being forfeited after they were convicted for crimes involving sexual abuse. ` Margaret Thatcher pushed for a knighthood for Jimmy Savile, which he got in 1990, despite revelations in the media about the TV presenter’s sexual abuse of children, the report said. The inquiry also discussed the Paedophile Information Exchange (PIE), which campaigned for the public acceptance of pedophilia and for changes in the law to allow adults to have sex with children. It was accepted by some charities as the voice of an oppressed sexual minority and took part in London’s gay pride march in 1983. “PIE’s aims were given foolish and misguided support for several years by people and organisations who should have known better… There was a fundamental failure to see the problem and a lack of moral courage to confront it,” the report said. The inquiry found no evidence that the Home Office funded the campaign group. Home Secretary Priti Patel hailed the “strength and courage” of the victims who testified during the inquiry. “[The] government will review this report and consider how to respond to its content in due course,” she said in a statement. The Independent Inquiry into Child Sexual Abuse (IICSA) - of which the Westminster investigation is one strand - is one of the largest and most expensive ever undertaken in Britain. It began work in 2017 and is expected to take five years to complete.

Malaysian Prime Minister Mahathir Mohamad tendered his resignation to the king Monday, his office said in a statement, but did not give further details. Mahathir’s resignation followed talks over the weekend between some members of his party and opposition groups on forming a new government to prevent the transition of power to his hand-picked successor Anwar Ibrahim. Mahathir, 94, the world’s oldest prime minister, and Anwar 72, joined forces in 2018 to win the election and oust the ruling alliance at that time, on the condition that Mahathir would cede power to Anwar. It was not immediately clear what step Malaysian King Sultan Abdullah Sultan Ahmad Shah would take under the circumstances. According to analysts, the king could decide if any political group has a parliamentary majority, otherwise

Twenty people were killed and nearly 200 wounded in the violence, a doctor said, with many suffering gunshot wounds amid looting and arson attacks that coincided with a visit to India by U.S. President Donald Trump. Police and paramilitary forces patrolled the streets in far greater numbers on Wednesday. Parts of the riot-hit areas were deserted. “Peace and harmony are central to our ethos. I appeal to my sisters and brothers of Delhi to maintain peace and brotherhood at all times,” Modi said in a tweet. Modi’s appeal came after a storm of criticism from opposition parties of the government’s failure to control the violence, despite the use of tear gas, pellets and smoke grenades. Sonia Gandhi, president of the opposition Congress party, called for the resignation of Home Minister Amit Shah, who is directly responsible for law and order in the capital. The violence erupted

At least two mosques in northeast Delhi were set on fire. On Wednesday, the United States Commission on International Religious Freedom (USCIRF) said in a tweet that it was alarmed by the violence and it urged the Indian government “to rein in mobs and protect religious minorities and others who have been targeted”.

Swedish Football Association To Provide Coaching Education In Collaboration With TCIFA Through UEFA Assist- UEFA Member Association Support

The Swedish Football Association will, in collaboration with TCIFA, arrange and carry out a number of courses within the area of coaching education, which will take place during the spring of 2020. The activities have been preceded by an on-site visit by Swedish F.A. coach educators Per Widén (also Head of Technical Department) and RaminKiani in order to find out the needs of TCIFA in this matter. The out-come of this visit is that the Swedish F.A. will take responsibility of staging two coaching courses for youth coaches, two courses for coaches specializing in match analysis and football fitness respectively, and one course directed at coaches on senior level as the primary target group, comprising 16 hours. The content of this course will be tactics of the modern football, football leadership and fitness in football. As a follow up of the activities above, a delegation of TCIFA staff members will go to Sweden for a study visit at the Swedish F.A. the precise programme of this visit will be worked out later on.

Dr. Ann McKee of Boston University studies the brains of deceased football players at the world’s largest brain bank, hoping to learn about the longterm impact of repeated head traumas for people ranging from professional athletes to victims of domestic abuse. “For the last 12 years, we’ve really focused on the long-term effects of head trauma, including what we call repetitive head trauma,” where the impact doesn’t cause a concussion, said McKee, chief of neuropathology at VA Boston University and director of the CTE Center of Boston University. The VA-Boston University-Concussion Legacy Foundation Brain Bank in Boston houses 850 human brains, most of them donated for research by former football players or their families. That center’s research is vital to learning about a degenerative brain disease known as chronic traumatic encephalopathy (CTE), she said, which can only be definitively diagnosed postmortem. Among those who hope her research may help is Leonard Marshall, 58, star player for the New York Giants from 1983-1992, who may be best known for a hard hit on San Francisco 49ers quarterback Joe Montana during the NFC Championship Game in 1990. Montana would not play another regular season game for almost two years, and Marshall also was badly hurt. In a recent interview with Reuters from his New Jersey home, Marshall said after the impact, he didn’t “remember ever getting up off the ground.” This was long before the NFL adopted its concussion protocol to assess head injuries, and players were “taught to be tough” and “you just kind of just dealt with it,” he said. Marshall suffered mood swings and memory losses for years after he retired from the NFL at the end of the 1994 season. “I drove seven miles to a Publix grocery store.
