Dear TICC Members and Friends, I would like to extend my greetings for the fall season to all. I am delighted to present you the last issue of INFORMA for 2020 that comes with information about business in Italy from our partners and information about products for Thailand market. Our accomplishments in the last few months were impressive although the situation from the COVID-19 emergency has jeopardized several businesses in Thailand and all over the world: the TICC has grown in members and is pushing forward to activate new projects. We aim to work together with our five exceptional international school members through the Educational Hub and the School Round Table Discussion to understand the fundamentals of education offerings, conduct synergies and educational programs sharing similar interests. Furthermore, on September 24, 2020, the TICC organized the “True Italian Taste, Authentic Italian Table: All you need is cooking PIZZA”. The project is under the Italian Ministry of Foreign Affairs at PEPPINA, Sukhumvit 31, Bangkok with several sponsors, namely, Allied Metals, KCG Corporation, East West Trading & Agencies, Italasia Trading, Union P., San Benedetto, and Cirio. Our commitment for promoting the excellency of the Italian business with the support of the Thai entrepreneurs are bringing us to organize the event Masterclass about the Tuscan cusine: Toscana, il territorio e i suoi prodotti, at Kudo Restaurant in Phuket on this November 27, 2020 as well. For this issue of INFORMA, I would like to thank the contributors who sent us articles on several topics, including Smart City: A Solution to a more Livable Future by the Board of Investment of Thailand, the New “Posiplus” Dalmec Industrial Manipulators of Italmec Siam, the medical article: Chocolate cyst and MIS from Bangkok Hospital, Economic Outlook for Thailand by RsA Asia and other insightful articles from our member companies. Given the importance and TICC’s focus on corporate social responsibility’ activities, this December 15, 2020 at Grand Hyatt Erawan Bangkok, the Chamber is willing to welcome you all to join the Charity Gala Dinner, the biggest and most important annual event that celebrate the end of the year together with a special support towards people in need. Thank you to all our members for the support you have shown us and for actively being a part of our Chamber. I look forward to a continued relationship in 2021! Arrivederci, Federico Cardini

SMART CITY: A SOLOTION TO A MORE LIVABLE FUTURE

SMART CITY: A SOLUTION TO A MORE LIVABLE FUTURE

With innovations and technology bringing about significant disruption to the various aspects of our lives over the past decade, citizens around the world are becoming ever more accustomed to the convenience of services and activities made available online or even on their phones. Urban development is another aspect of modern life that has undergone a period of innovation-driven change recently, with technology and data increasingly employed to combat the challenges of pollution, waste, and traffic congestion that all increase as cities grow. To ensure that urban growth also means improved quality of life for city dwellers, government and municipal leaders around the world are now exploring the process of transforming their urban areas into so-called “Smart Cities.” The term smart city describes a concept rather than a defined technology. It is, therefore, hard to provide an exact definition. Despite the broad terminology, it is clear that an overarching element of the concept is the integration of digital technology across all key city functions. Perhaps the most concise definition is the one provided by the World Bank, which explained the concept of the smart city as “A technology-intensive city, with sensors

and highly efficient public services, thanks to information that is gathered in real time by thousands of interconnected devices.” This article will explore how the concept of the smart city is applied in three different contexts, starting with a broad overview of the global picture, before focusing on the regional level in ASEAN, and finally concluding with a look at the national context of Thailand. Smart World With the world’s urban population continuing to grow, the concept of the smart city is becoming increasingly relevant for governments around the world as they seek to manage their limited resources to meet increasing demands through the integration of technology and innovation. Europe is currently more urbanized than Asia, with 73% of European citizens now living in urban areas, compared to 48% in Asia, but urbanization is a global trend. While around 55% of the world’s population is living in an urban area or city, that figure is set to continue rising. According to the United Nations, it is estimated that two-thirds of the global population will be living in cities by 2050. Around the world, there are currently 28 megacities of more than 10 million inhabitants, with this number expected to reach

41 by 2030. Due to this seemingly relentless global urbanization, there is an increasing demand for cities that are efficient and smart. Smart ASEAN The region is driven by its urban economy as it is reported that most of the growth across ASEAN countries is contributed by cities. By 2030, the region is predicted to have 90 million people living in urban areas, while the middleweight cities with a population of between 200,000 to 2 million are expected to account for 40% of the region’s growth, according to figures released by the ASEAN Secretariat. This rapid urbanization of ASEAN presents many challenges, such as congestion, poor water/air quality, poverty, rising inequality, and safety. In response, Singapore came up with the proposal to establish the ASEAN Smart Cities Network (ASCN) in 2018 with the aim of synergizing the efforts of member states in developing their own Smart Cities. The network will serve as a collaborative platform where up to three cities in each member state will work together toward the common goal of smart and sustainable urban development. Under the ASCN, ASEAN has established the ASEAN Smart Cities Framework which includes 6 development focus areas: civic and social, health and well-being, safety and security, quality environment, built infrastructure, and industry and innovation. These areas are identified in order for the region to reach three strategic objectives. 1. Competitive Economy: a Smart City should be able to provide inclusive opportunities for its people to achieve economic security while leaving no one behind. A digital and creative economy will also be focused on this objective as it is hoped to be the growth engine that will create more jobs and attract more investment to sustain itself. 2. Sustainable Environment: this objective is to ensure the long-term viability and ac-

cessibility of a healthy ecosystem as well as to enhance disaster resilience and mitigate climate change impacts.

49.2% of Thailand’s total population now living in urban areas and cities.

To achieve these strategic regional outcomes, ASEAN governments are focusing on integrating a masterplan designed to enable governments to create and manage urban domains which will help to balance the outcomes in all three objectives.

To address the issues of Thailand’s continuing urbanization, the government appointed the National Smart City Steering Committee in 2016 to ensure the country followed a policy of smart urbanization. Chaired by the Deputy Prime Minister, the committee integrated the talents and cooperation of three Ministries: Ministry of Transport, Ministry of Digital Economy and Society, and Ministry of Energy. The committee has also launched the National Smart City Master Plan. Running from 2017 to 2021, the five-year roadmap aims to develop seven cities in the first year, eight cities in the second year, and 25 cities between the third and fifth year.

Smart Thailand In line with the ASCN, Thailand endorsed Bangkok, Chonburi, and Phuket as its pilot cities within the network. The provinces in which these three cities are located represent prime examples of how Thailand is in its process of transforming from a predominantly rural country into an increasingly urban one as the steady migration of the Thai population to urban areas shows no sign of relenting. According to Statista, while 39.95% of the Thai population resided in urban areas in 2007, this figure has gradually increased over the years with a reported

With the masterplan in place, Thailand is now seeking ways to finance the smart city models across the country. As the government is not in a position to achieve its objectives without external support, a number of investment opportunities have been opened up to companies and investors, allowing the private sector to play an active role in shaping the future of smart cities in Thailand. Activities in the smart city sector are eligible for the maximum incentive from the BOI of an 8-year corporate income tax exemption under the condition that such activities meet all 7 aspects of the BOI

3. High Quality of Life: this aspect focuses on the social, physical and psychological wellbeing of the city’s inhabitants. The smart city should promote equal access to social infrastructures such as education, healthcare, public facilities, and other resources needed to lead a fulfilling and meaningful life.

smart city measures, namely: Smart Living, Smart People, Smart Governance, Smart Economy, Smart Mobility, Smart Energy, and Smart Environment. Activities qualifying in fewer standards will receive a 5-year CIT exemption.  For further details about privileges, conditionality and application process, please visit www.boi.go.th.  Source: Thailand Investment Review: TIR, Vol.29, No.3 March 2019 – available at https://www.boi.go.th/upload/content/ TIR_Newsletter_March2019_NEW_5cb94487ea394.pdf

CHOCOLATE CYST AND MIS

Chocolate Cyst and MIS Chocolate cyst should not be overlooked. It might lead to infertility. One of the most common reproductive disorders especially in women aged over 35 that leads to being infertile is chocolate cyst. Chocolate cyst is an ovarian cyst filled with old blood. This condition is frequently found in women with endometriosis, a condition that tissue which normally lines inside of the uterus (called the endometrium) grows outside the uterus. Untreated chocolate cyst does not only cause serious complications, such as ruptured cysts and severe internal bleeding, but it also significantly increases the chance of infertility. “Laparoscopic gynecologic surgery” is a minimally invasive procedure to safely remove ovarian cysts through smaller incisions, resulting in less pain, fewer complications as well as a faster recovery time. Patients can quickly return to their normal lives and activities without delays.

Dr. Yingchi Wang Obstetrician and Gynecologist (Gynecologic Endoscopy and Minimally Invasive Surgery) Women’s Health Center, Bangkok Hospital

Get to know “chocolate cyst”

Treatment of chocolate cysts

Chocolate cyst (also known as ovarian endometrioma) is noncancerous, fluid-filled sac with brown, melted chocolate-like appearance. It develops as a result of a condition in which uterine endometrial cells grow outside the uterus (endometriosis). Some of the tissue can attach to the ovary and form a growth. The size of the cyst will usually be enlarged from previous menstrual blood and tissue that fill the cavity of the cyst. A chocolate cyst can affect one or both sides of the ovary. It may occur as a single cyst or multiple ones. Besides endometriosis, contributing factors to chocolate cyst include genetics, reverse direction of menstrual flow, immune disorders, injuries during cesarean delivery, hormonal problems and severe pelvic infection.

Selected treatment entirely depends on size and location of cyst, disease severity, symptoms and individual patient’s conditions. Treatment options include medications (hormonal contraceptives such as birth control pills) and surgical approaches. “Laparoscopic gynecologic surgery” is a minimally invasive procedure to safely remove cysts via small incisions without having an open cut required in conventional surgery. The surgical instruments including a laparoscope (a narrow tube with a camera) are inserted through these small incisions. This allows surgeons to clearly visualize all dimensions of gynecologic organs displayed on a monitoring screen before having the cysts removed accurately and safely. Laparoscopic surgery results in less pain and more safety associated with fewer post-operative complications, such as lower rate of infections, less blood loss and less fibrosis formation after surgery. More importantly, faster recovery time and shorter hospital stay enable patients to quickly return to their daily lives and activities.

Signs and symptoms of chocolate cyst Typical findings include an increased endometrial thickness, severe pelvic pain before, during or after menstrual periods and irregular menstrual patterns. Other related symptoms are pain during sexual intercourse, digestive problems, bloating and painful bowel movement. Complications often involve ovarian torsion and cyst ruptures. Cystic ovarian masses that develop after menopause might turn to be cancerous. Diagnosis of chocolate cysts

Although there is no definite way to prevent chocolate cysts, regular pelvic exams help to ensure that changes in the ovaries are diagnosed as early as possible. It is highly recommended to be alert to changes in your monthly cycle, including unusual symptoms. If abnormal sign or symptom arises, immediate medical attention should be sought in order to receive accurate diagnosis and timely treatments before disease progresses.

To diagnose chocolate cysts, the gynecologists usually perform pelvic examination combined with a pelvic ultrasound (radiological imaging test). Created images from ultrasound scan clearly reveal the abnormalities of uterus and ovaries on a video screen.

RSA ASIA: ECONOMIC OUTLOOK FOR THAILAND AND ASIA PACIFIC REGION 2021

Economic outlook for Thailand and Asia Pacific region 2021 The World Bank has released their latest Asia Pacific Economic Update for October 2020, which shows the strong economic and social impact of COVID-19 across the Far East region. According to the report’s data, regional growth in 2020 will be 0.9 percent: this is the lowest rate of growth in 50 years and needs to be carefully considered; the forecast for China predicts a level of growth of about 2 percent which is an improvement from the 1 percent estimation in June, however other countries throughout the region will enter into a recession, with an average contraction of about 3.5 percent. The only economies in the Asia Pacific region besides China which are forecasted to achieve growth are Vietnam at an estimated 2.8 percent rate and Myanmar at a 2 percent rate, in contrast the micronations in the Pacific Islands, especially Fiji, are forecasted to suffer a sever contraction in their economies. There has been a large contraction in the level of economic and industrial activity throughout the region with a drastic reduction in the volume of trade and international travel, particularly affecting countries which heavily rely upon tourism as an important source of their income. This reliance upon tourism for a significant part of national income has been compounded in the poorest countries with a lower infrastructure budget, which have a low level of social protection for their inhabitants. These nations have been severely affected with a resultant increase in 2020 of the population deemed to be below the poverty line by more than 38 million (below the poverty line corresponds to an income of less than 5.5 dollars per day). The most severely

impacted of these nations are the Pacific mico-states of Palau, Micronesia and the Marshall Islands, all of which lie within the American sphere of influence. Despite a gloomy global economic outlook and the general slowdown of 2020, the Asian Development Bank and the International Monetary Fund (IMF) have both projected a strong rebound for Southeast Asia’s economies in 2021. These projections range from 4.7 percent from the Asian Development Bank, to 6.2 percent according to the IMF World Economic Outlook. The IMF estimates that advanced economies including the US and UK will grow 4.8 percent in 2021. The World Bank’s estimates for the Asia Pacific region support the IMF and Asian Development Bank predictions, and are also quite positive for the whole region. Beijing’s expected growth rate for next year is 7.9 percent, while the overall development of the other economies in the region will rebound by up to 5.1 percent on average. The top economic performers in the Asia Pacific region in 2021, aside from China, are Malaysia at 6.3 percent, Myanmar at 5.9 percent, Mongolia at 5.6 percent, the Philippines at 5.3percent and Vietnam are all forecasted to grow in 2021. The Thai economy is expected to resume growth in 2021, which is being foreshadowed by a softer contraction than expected in the manufacturing sector in almost all categories, which aligns with the gradual recovery in the merchandise exports and domestic spending. Although the tourism industry, which contributes approximately 10% of the value of the Thai economy has contracted severely, with no foreign tourist

These tourists who arrived in are the first in a “Special Tourist Visa” programme devised by Thai and Chinese authorities to restore step by step a sector of the economy that welcomed almost 40 million foreign visitors last year. The relaunching of Chinese tourism to Thailand is a welcome boon for the Thai economy. Thailand was one of the top overseas destinations for Chinese tourists in 2019, where they account for by far the largest number of visitors to Thailand by nationality.

MEET CHIARA: THE EXPAT WHO DREAMS OF TEACHING THAILAND TO SPEAK ITALIAN

Meet Chiara the expat who dreams of teaching Thailand to speak Italian Hi Chiara can you briefly introduce yourself? My name is Chiara Gasparotti, I’m from Brescia but I live on Koh Samui. I studied languages in high school, earned a bachelor’s degree in Italian literature and a master’s degree in Sociology from Università Cattolica del Sacro Cuore. I’m currently Director of Studies at Mind Your Language Thailand, head teacher of Italian and English, founder of the Italian Certification Centre PLIDA Thailand and a teacher trainer. Why Samui? I came to Samui in 2014 to take a TEFL certificate to teach English. At the time I was teaching English at Wall Street English and I needed to get certified. I have been teaching English and Italian since my university days. As soon as I got my TEFL certificate I was offered a teaching job by a language school. Little I knew how life changing that job offer would be. My plan was to teach in Thailand 3 months and go back to Italy. Reality is that I set up the foreign language department of that school from scratch, creating the whole syllabus and in a few months all my classes were fully booked. To my great surprise, I started to get inquiries to teach Italian as well. Mind Your Language Thailand, the school that hired me then, is the same for which I am still working now. It was opened in 2001 as a Thai Language School by the best teacher I’ve met in my teaching career. His name is Jom and he’s my husband now. But that’s another story…

What type of students of Italian do you have? During my time in Thailand I’ve met students from every walk of life. I teach mainly adults. I’ve had students who learn Italian because they have an Italian heritage and want to preserve their Italianità, other students join my classes because they are fascinated by Italy and its culture. Recently, I’ve been working with students who need to prepare for the B1 exam to apply for the Italian citizenship or the B2 exam to enroll into Italian Universities. What are your short term and long term projects? As much as I’m a doer, I’m a dreamer. When in 2016 Società Dante Alighieri in Rome asked me why I wanted to open an Italian Certification Centre on Samui, I answered I felt I had the responsibility to proudly represent Italy in my host country. This is what I still want to do. PLIDA Thailand opened in 2017 and this year Dante Rome has extended our partnership for 3 more years. I’ve worked mainly as an English teacher and teacher trainer for the past years, but once forced home by the lockdown I decided that 2020 and 2021 would be dedicated to Italian only. And I bet on online classes to reach more students offering them an Italian course taught in a very upbeat way. We use a method, called T.M.C. that works on the development of the muscle memory. My biggest challenge has been to use it to teach a language like Italian that has such a complex structure. I’ve done a massive job creating resources that could help online classes be as interactive as my in-class lessons are and so far my commitment has paid off. My long term objective is to expand outside of Samui becoming a guiding light for all students in Thailand who want to achieve their learning goal in a fast, effective and fun way and to make them love Italiano as much as I do.
