CBI takes over probe into alleged gangrape of Dalt woman

women in Hathras after registering a case against an accused, officials said. “The case has been registered by the CBI on the request of Uttar Pradesh Government and further notification from Government of India," CBI spokesperson RK Gaur said. He said a team has been constituted to investigate the matter and a probe is on. nother CBI official privy of the development said the investigation team will be led by a woman officer Seema Pahuja, a Deputy Superintendent of police (DSP). The official said FIR is registered against the accused Sandip Singh under Indian Penal Code (IPC) Sections 307 for attempt to murder, 302 for murder and 376-D for gang rape. Besides, the section 3 of SC/ST Act for atrocities against a scheduled caste woman has been included in the FIR, he added.

He said the CBI team will visit the crime scene in Hathras along with forensic experts as soon as possible on Sunday itself. He said the CBI team had already asked the local police officers to collect all documents related to the case to hand them over at the earliest. The official said the team will also interact with the three-member Special Investigation Team (SIT) chaired by UP’s home secretary Bhagwan Swaroop Srivastava to collect the evidence and their findings. The SIT had started its investigation on October 1. Earlier on Saturday, the Centre’s department of personnel and training (DoPT) had accepted the Uttar Pradesh government’s recommendation for the CBI to take up the investigation of the Hathras case. The Centre has issued a notification in this

regard and it has been marked to a suitable branch of the premier agency, officials said, adding that probe teams will be dispatched to the crime scene along with forensic experts immediately after registration of an FIR. Earlier on September 14, an FIR was lodged on the complaint of the woman’s brother at Chandpa police station of Hathras. The complainant had mentioned in the FIR that the accused tried to strangle his sister in a millet field. Later the charges of murder and gang rape by four upper caste men were added in the FIR after the woman had later succumbed to her injuries during treatment at a Delhi hospital on September 29. The incident had led to massive protests by various political parties and organisations in Hathras and other parts of the country. The

state government had alleged the protests were part of an ‘international conspiracy’ to incite caste-based violence. India's caste system was officially abolished in 1950, but the 2,000-year-old social hierarchy imposed on people by birth still exists in many aspects of life. The caste system categorizes Hindus at birth, defining their place in society, what jobs they can do and who they can marry. According to human rights organizations including the United Nations Human Rights Council, Human Rights Watch and Amnesty International, Dalit women are particularly vulnerable to caste-based violence and discrimination. Hundreds of angry protesters chanted and waved banners as they marched through the streets of Hathras. Some demonstra-

tors gathered outside the Delhi hospital where she died; another protest took place near the Indian President's residence, where several dozen people were detained for violating pandemic restrictions. The woman's family has also been granted compensation of about $34,000, a government job for a family member and a new house in the village, he added in a statement. The state government announced Wednesday that a special investigation would look into the 19-year-old's rape allegations, and that the investigative team will have seven days to submit their report. Once the investigation concludes, the four men's hearings will take place in a fast-track court, according to state government spokesperson Mrityunjay Kumar.

Almost 2 million babies are stillborn every year – or 1 every 16 seconds – according to the first ever joint stillbirth estimates released by UNICEF, WHO, the World Bank Group and the Population Division of the United Nations Department of Economic and Social Affairs. The vast majority of stillbirths, 84 per cent, occur in low- and lower-middle-income countries, according to the new report, A Neglected Tragedy: The Global Burden of Stillbirths. In 2019, 3 in 4 stillbirths occurred in sub-Saharan Africa or Southern Asia. A stillbirth is defined in the report as a baby born with no signs of life at 28 weeks of pregancy or more. “Losing a child at birth or during pregnancy is a devastating tragedy for a family, one that is often endured quietly, yet all too frequently, around the world,” said Henrietta Fore, UNICEF Executive Director. “Every 16 seconds, a mother somewhere will suffer the unspeakable tragedy of stillbirth. Beyond the loss of life, the psychological and financial costs for women, families and societies are severe and long lasting. For many of these mothers, it simply didn’t have to be this way. A majority of stillbirths could have been prevented with high quality monitoring, proper antenatal care and a skilled birth attendant.” The report warns that the COVID-19 pandemic could worsen the global number of stillbirths. A 50 per cent reduction in health services due to the pandemic could cause nearly 200 000 additional stillbirths over a 12month period in 117 low- and middle-income countries. This corresponds to an increase in the number of stillbirths by 11.1 per cent. According to modeling done for the report by researchers from the Johns Hopkins Bloomberg School of Public Health, 13 countries could see a 20 per cent increase or more in the number of stillbirths over a 12-month period. Most stillbirths are due to poor quality of care during pregnancy and birth. Lack of investments in antenatal and intrapartum services and in strengthening the nursing and midwifery workforce are key challenges, the report says.

Over 40 per cent of stillbirths occur during labour—a loss that could be avoided with access to a trained health worker at childbirth and timely emergency obstetric care. Around half of stillbirths in sub-Saharan Africa and Central and Southern Asia occur during labour, compared to 6 per cent in Europe, Northern America, Australia and New Zealand. Even before the pandemic caused critical disruptions in health services, few women in low- and middle-income coun-

tries received timely and highquality care to prevent stillbirths. Half of the 117 countries analyzed in the report have coverage that ranges from a low of less than 2 per cent to a high of only 50 per cent for 8 important maternal health interventions such as C-section, malaria prevention, management of hypertension in pregnancy and syphilis detection and treatment. Coverage for assisted vaginal delivery - a critical intervention for preventing stillbirths during labour – is esti-

mated to reach less than half of pregnant women who need it. As a result, despite advances in health services to prevent or treat causes of child death, progress in lowering the stillbirth rate has been slow. From 2000 to 2019, the annual rate of reduction in the stillbirth rate was just 2.3 per cent, compared to a 2.9 per cent reduction in neonatal mortality, and 4.3 per cent in mortality among children aged 1–59 months. Progress, however, is possible with sound policy, pro-

grammes and investment. "Welcoming a baby into the world should be a time of great joy, but every day thousands of parents experience unbearable sadness because their babies are still born,” said Dr. Tedros Adhanom Ghebreyesus, WHO Director-General. “The tragedy of stillbirth shows how vital it is to reinforce and maintain essential health services, and how critical it is to increase investment in nurses and midwives.” The report also notes that stillbirth is not only a challenge for poor countries. In 2019, 39 highincome countries had a higher number of stillbirths than neonatal deaths and 15 countries had a higher number of stillbirths than infant deaths. A mother’s level of education is one of the greatest drivers of inequity in high-income countries. In both low- and high-income settings, stillbirth rates are higher in rural areas than in urban areas. Socioeconomic status is also linked to greater incidence of stillbirth. For example, in Nepal, women of minority castes had stillbirth rates between 40 to 60 per cent higher than women from upper-class castes. Ethnic minorities in high-income countries, in particular, may lack access to enough quality health care. The report cites that Inuit populations in Canada, for example, have been observed to have stillbirth rates nearly three times higher than the rest of Canada, and African American women in the United States of America have nearly twice the risk of stillbirth compared to white women. “COVID-19 has triggered a devastating secondary health crisis for women, children and adolescents due to disruptions in life-saving health services,” said Muhammad Ali Pate, Global Director for Health, Nutrition and Population at the World Bank and Director of the Global Financing Facility for Women, Children and Adolescents. “Pregnant women need continued access to quality care, throughout their pregnancy and during childbirth. We are supporting countries in strengthening their health systems to prevent stillbirths and ensure that every pregnant woman can access quality health care services.”

4) Openness to Feedback

This is part of emotional intelligence, but especially when it comes to the workplace, being open and able to receive development feedback is critical to success at a job -- especially a new job. Think about it: Constructive feedback helps you do the best job you can, and if you take it personally or react defensively, you aren't able to hear the feedback and adapt it to your current strategy. The key to giving and receiving feedback is to come into the conversation from a place of kindness: You aren't receiving constructive feedback because that person hates you personally, it's because they want you to be the best you can be. It's important not only to accept change as a fact of life in the constantly-evolving business world, but as an opportunity to try out new strategies for thriving in environments of change (remember the growth mindset?). If you don't feel comfortable with frequent changes, either on your team or at your company, write down your feelings and reactions, instead of immediately voicing them. By laying out how you feel and why you feel a certain way, you'll be able to distinguish legitimate concerns from complaints that might not need to be discussed with your team.

They are like two wheels on which the individual balances his/her life on. Disorders or maintaining mental health has to start from self, only then can we come close to achieving a society that functions in harmony. Human’s thinking process and patterns are fixed with layers of conditioning through multiple centuries that result in psychological breakdowns and self-destructive or constructive behaviours. We h a v e even accepted the mental disorders and other aspects to mental health as we are told, without understanding or questioning it. Can we maintain a well-balanced, calm mind and can we cultivate this as an important aspect in children as a thumb rule of living a happy life? Yes, but there are challenges and not new but rather old challenges. Our thinking processes, our structured society, our norms our socalled criteria of living, etc.

Like mentioned earlier we need to look at both aspects - psychological and spiritual. For many, spirituality is an area they rather not deal in or want to keep aside when you speak of mind and body fitness. But what you do not understand is that if you want to be happy with a sound mind, you will be spiritually inclined, whether you know it or not, whether you believe it or not. This Mental Health Day, I persuade you to go on a journey of understanding yourself that purely

means to be aware of your actions, reactions, triggers, things that makes happy or upset you, words or tone, emotions you dwell in more often. While making decisions - what is your state of mind? Are you honest? Do you function through love or fear of judgment? When you start understanding all this, you uncover facets of your being & personality and look at what is happening in your mind. This will help to uncover the

root causes of your suffering, or pain or heartache. More often than not, what you see or think are never the root cause. For example – If you have had a fight with your partner over cheating or doubting, it can be because you have entered in a relationship with insecurities which could be rooted in your previous relationships as a lover, friend or child etc. The feeling of insecurity is carried forward and then reused to make yourself feel stable – as that is the only way your mind knows! The point you need to think about is –

What and Where is my root cause? This journey of self-exploration is the first step into 'spiritual awakening'. This will help one understand the psychology of self, but it cannot be without spiritual awareness. Spiritual awareness solely means, being completely present and an absolute observer of your being (spirit). When you are witnessing and scrutinizing the behaviours, attitude and root causes of your nature, you have to be free from the attachment of 'ME'. You need to see yourself, this body and the world around as an observer, only then you get a holistic view and be completely nonjudgmental about your choices, behaviours and patterns. Once we are spiritually aware, the concept of acceptance seeps in. Acceptance here means no more conflict in mind or body about the situation one is in. What is, is. And when there is acceptance in this form, your karma (action) is not oriented in previous or future results, rather they are in the present. One start becoming aware in the present moment, as they are spiritually aware, and understand w h a t t h e y think and how they react, their patterns begin to change. There is a shift in your mental state and psychology. Then one will start looking at life including everything; work, personal life, every relation, goal, ambition through a holistic view. Through the eyes of the universe- you start realizing

that you are part of a much bigger picture and are still important for your own growth and people around. It is at this level of awakening that you will start to experience sparks of conflict-free state of mind. You have to die to the past if you ever want to live for the present, and this can happen only if you are spiritually aware. Remember the old mind, however, experienced will never be all innocent. Be aware, it will always bring its biases and judgements along to disrupt the peace of mind. I advise, when looking at creating and maintaining a healthy state of mind from now on, be ready for some unpleasant memories while you uncover. While doing it keep your spiritual awareness at high alert to look at things non-judgmentally. Remember, when you start cleaning a corner of the room; the first thing that comes out is dirt. The same principle applies while cleansing the mind and soul. Just have the courage, don’t get overwhelmed or afraid. To maintain

good mental health, you need to understand the 'spiritual and psychological' aspects of our being. And to walk on a spiritual path, you need to have a stable mind and non-judgmental understanding of self. They are all interlinked in a way that cannot be separated ever. Spirituality is the coin; mental health and psychology are two nonseparating sides of the coin.

Muscle Atrophy: Our muscles won't turn to flab once we stop exercising. However, they will begin to shrink once we give up an exercise routine.Even if we cut our caloric intake down to make up for it, our muscles would simply get smaller while the overall size of our body would stay about the same.At the same timeif we keep eating the same amount we did while exercising, fat will build up and might cover the muscles, and turn to love handles.

Mood Swings: Doctors have long lauded the benefits of exercise in terms of improving mood. It may cause our body to suppress chemicals that cause depression and release other chemicals that lessen depression. We'll lose these advantages once we discontinue the drill. We might feel grumpy and grouchy.

Narrowed Fitness Level: As we spend more time on the couch, our physical fitness level will sag. We might start to drain stamina, lose flexibility and energy within a few weeks of stopping regular exercise and getting back to it can revert these effects, but it might take time and effort. Gym Withdrawal: This is particular in case of athletes, hardcore gym-goers and people who exercise heavily to deal with stress. Giving up exercise might actually have symptoms similar to those of a recovering drug addict.There might be changes in our sleep patterns, have difficulty concentrating or feel achy and acute.In these cases, stopping exercise may lead to withdrawal symptoms. Obesity: When exercise is stopped the body does not need the amount of energy consumed as it did while on a typical routine. Metabolism slows with inactivity and fat cells increase losing the once

toned body leading to obesity. It can also affect agility, speed, the ability to stop quickly, moving side to side, coordination, and balance. Public sector Undertaking Steel Authority of India (SAIL) has planned to produce Head Hardened (HH) rails for the Indian Railways in the current fiscal, according to its chairman Anil Kumar Chaudhary. HH rails are mechanically improved rails which can bear 50 per cent higher pressure in comparison to normal rails. SAIL has set up a plant for the production of HH rails at its Bhilai Steel Plant (BSP) in Chhattisgarh, and the trials for the same have been completed, Chaudhary said. "Though the commissioning of the facility has got delayed on account of COVID-19 pandemic, the company is planning to commence commercial production of the Head Hardened Rails during the current financial year as per the requirement of Indian Railways,” the chairman told PTI while responding to a query. The chairman also said that Indian Railways is moving towards higher axle load rails and higher speed and re-

cently required R 260 grade rails for the same. In July 2020, the company successfully dispatched the first batch of special R 260 grade vanadium alloyed rails to meet the essential quantity. It is worth noting that the Indian railways had, in the budget of 2016-17, identified 9 high-speed corridors to raise the speed of passenger trains to 160/200 KMPH and stated 6 other corridors for high-speed rail connectivity to major metros of the country. Recently, SAIL has set up a new universal rail mill (URM) at a cost of about Rs 1,200 crore, as part of its modernization programme for Bhilai Steel Plant, to pro-

duce different types of rails. “We are Indian Railways’ one of the most trusted partners. We have supplied railway tracks to IR which, if measured, can circumnavigate the earth more than twelve times,” Chaudhary said further. “BSP produces the cleanest rail steel in the world with hydrogen content below 1.6 ppm at Tundish level. Equipped with secondary refining units, the steel melting shops at Bhilai Steel Plants can produce a wide variety of steel. SAIL is now in a position to meet the entire requirement for rails of Indian Railways and further strengthen the partnership with IR,” the company said.

Both for the one who succumbs to it and for those who are left behind to mourn the loss? What about the one who is still living with the absence that death has caused?" And while writing about feelings, she adds, "Sometimes, no matter how much you guard your emotions, but ultimately, they just flow boundless." and isn't it the most agreeable sentence? The book has a collection of life affirming quotes. She writes, "Life often makes us stand at the same point from where we have been running since long." She emphasizes on the hopeful aspect and says, "Amid all the dark clouds, please hold on. Cling on to the last branch, for definitely, the night would fade and

dawn would approach you." She adds "Think of all the possibilities that, you can become!" and we can't agree more on this. The only thing we felt bad about was Neil. That character won our hearts. But life was unfair. Yet again, may be, "You don't seek love, it seeks you. " The climactic chapters are extremely well written and fills you with goosebumps. Overall, the novel has covered up everything that today's readers demand, romance, drama, positivity and a lot more. It screams out loud that mental health must be taken care of. You enter the book with mixed emotions, but when you come out, it is all hopeful, well-lit and confirming to life. risk of 55.7% and 54.8%, respectively, of their activities being automated. Over 40% of activities can be automated across the world. This is clearly not good news for the employed. As per the International Studies Association (ISA), automation is defined as the creation and application of technology to monitor and control the production and delivery of products and services. Education is a key factor driving risk of automation, with less well-educated men at highest risk in the long run. But women could be at the higher risk over the next 5-10 years, for example, in clerical roles. The report says automation will likely impact “most jobs involving highly structured physical activity in predictable environments, such as manufacturing and retail, alongside data collection and processing". Also, automation threatens to impact women more than men, suggests the report. It points out that women “are a large component of the workforce in retail, business processing outsourcing and textiles/clothing/footwear". This is primarily because automation threatens sectors where

women form a major part of the workforce. India has faced an unemployment crisis for a very long time. Over and above that, what this report suggests is that India also has an employability crisis. Unemployment rates were as high as 22% during the time of this pandemic. Even when firms have jobs on offer, they are unable to find candidates with the right skills who can take on these jobs. A major reason for this lies in the fact that education systems are not well equipped to adapt to changes at the workplace. This has created another problem over and above unemployment. Despite such serious trade-offs, automation seems to be much welcomed and accepted. This is because of the several positive aspects of Automation. A company which resorts to automation offers goods and services at lower costs than traditional providers. The reduced costs keep the inflation under check and results in more savings by individuals and companies. The increased savings will be utilized as capital by the industry, which will lead to the creation of more jobs. Automation raises the efficiency and productivity. This principle applies to public, private and nonprofit sectors alike. For instance, a report released by the World Bank Group in 2016, Digital Dividends, concluded that e-procurement initiatives by the Indian government helped in injecting more competition into the process by increasing the probability that the winning bidder comes from outside the project’s region resulting in more qualitative infrastructure. The better socio-economic infrastructure always attract more investment, production and more employment opportunities. India is undergoing a phase of Economic Crisis. Major initiatives such as Goods and Services Tax and Demonetization are yet to bear their results. Whenever a new technology is integrated into economic processes, it is quite natural that it leads to anxieties about job losses. However, the present trend of automation is a cause of worry due to its impact on even whitecollar jobs. Since unemployment is a socio-economic problem, the government, especially the NITI Aayog, should dwell into the issue and come up with a right mix of solution keeping in view the varied interests of the economy as a whole.
