Giving alms to a beggar thinking of it as good Karma is like sowing the seeds of irrevocable "Poverty" in India. Out of the amount given as charity or alms, close to 60% is spent on cigarettes, Bidis, tobacco based products, drugs, cheap liquor and other such vices. These beggars can be seen smoking or half-conscious under the influence of drugs or liquor at traffic signals, under the city flyovers, at metro stations, subways, bus stops and several other public places. It astonishes that despite of witnessing them in this state, people still give them and believe that it’s a benevolent act. The Bombay Prevention of Begging Act, 1959 criminalizes begging. Its aim is to remove beggars from their current illegal profession so that they may be detained, trained and eventually employed elsewhere. The act was adopted by the Union Territory of Delhi in 1960.

It is considered a violation of rights amongst activists and advocates of homeless people. Following is an overview of provisions in the act that are relevant to children between 1-18 years. Under this act, a child is defined as a boy who has not completed 16 years of age and a girl who has not completed 18 years of age. Hence under this act beggars found guilty by a court of law are sentenced to a minimum of one year and a maximum of three years in a Beggar's Home Certified institution. Under the provisions of this act a person who solicited or exploited a child to beg for alms, can be sent to prison for a minimum of one year and maximum of three years. So far no case has been registered under the Bombay Prevention of Begging Act, 1959, which was adopted by Delhi about 45 years ago, in 1960. It does not mean that our cities are free of beggars or hundreds of untraced children for years were not forced

to beg by a mafia. Even the statutory 'homes' for beggars set up in the capital are empty. Obviously, the vacancy position is not because begging has ceased in Delhi or the number of beggars has gone down, but it is for the obvious reason that there is no implementation of the Act. This is our ethical responsibility to stop showing humanity by giving alms instead try to be a responsible citizen by choosing to get them to an NGO, Trust or Rehabilitation Centre and truly help them. Unfortunately, despite of such institutions and rehabilitation centers, beggars can still be seen in every nook and corner. The governments have taken no concrete steps to stop begging despite of it being declared as a crime. The upholders of law themselves ignore beggars as a result of which it has become a full-fledged nexus and is growing day by day. Recently, a case came to light in which a gang of six beggars looted a shop in Mumbai. So do they really live of our charity? Are they beggars or a mafia in reality? Do NGOs or activists report such incidents where crimes are

committed by beggars in broad daylight at metro stations, bus stands, traffic signals, places of worship, footpaths or any such public place? According to a study, the annual earning of beggars in India is Rs.180 Crore, which appears to be turnover of an established organization. Yet this figure is not sufficient to improve their condition. Why? Films like ‘Traffic Signal’ encapsulated a microcosm of people who derive their daily livelihood from it. There are beggars (kids and adults), prostitutes, tricksters, eunuchs and others who sell clothes, flowers and trinkets. But hidden behind them is the face of a huge nexus comprising of the mafia and the politicians. It’s high time for able bodies such as government NGOs, activists, women welfare societies, ashrams and old age homes which get massive funds from the centre to educate and provide employment to this class of the society. But we are yet to notice any significant change in these beggars’ lives.

Poor children are not discrim- BJP MPs flout odd-even rule inated against in schools: HC TAC New Delhi: Delhi High Court has asked the Government to provide poor children going to schools free uniforms and study materials to study. The division bench consisting of Justice BD Ahmed and SiddharthMridul said that Government and private schools should not be discriminated and the children studying in both schools must be treated equally. It is common to see the underlying difference between Private School children and Government school children, the rich may afford the high cost of uniforms and study material of private schools but the poor parents may not afford such costs. The court said that the Government must try to think about the psychol-

ogy of the children. Children in the schools may see that their friends are wearing better clothes than they do and hence they suffer from mental agony. The aim of Government should be to bring the poor and rich children at par. “During the hearing, the lawyer Rahul Mehra told the court that Delhi government, elites cannot compete with the private schools that store, but education can assure of getting better, he said, the government for poor children instead of the amount of free learning materials and uniforms are considering.” About two weeks will be decided in this case that the next hearing will be on May 20.

Kejriwal government has prepared a bill to give full statehood to Delhi, will poll

The Kejriwal government has prepared a bill to give full statehood to Delhi. The government earlier wanted a public referendum for the said proposal to give full statehood to Delhi but later on abandoned this plan as it might have been tagged as being Unconstitutional. The said draft would soon be placed in the public domain so that suggestions and comments from the public could be sought. It is proposed that thereafter the Bill would be forwarded to Centre, Union Home Ministry for their respective considerations. Statehood for Delhi was one of the poll promises which the Aam Aadmi Party had announced before elections. The Kejriwal Government is hopeful that the Delhi would be granted the statehood; however the Government currently in power at the centre has always been sceptical over granting Delhi statehood. It would be interesting to know as to how the Centre would respond to the said recommendation in form of a draft Bill to give Delhi the statehood.

Dehradun: Uttarakhand forest fire in panic is growing day by day. It is now becoming uncontrollable as far as the fire is spreading.Skyrocketed because of the flames from the house courtyard and farm threshing floor is not safe to travel. The scenic natural beauty of Uttarakhand may just have a short lifespan, as developers and industrial growth poke their ugly fingers at the smallest of towns and villages. A national emergency is being ignored even as a chain of massive forest fires - more than 398 reported cases till last count - have swept the state in the past seven days, leaving in its wake destroyed forests and dead trees running into hundreds of thousands. It was believed that natural causes led to the fires before nature conservationists and environmentalists began to unearth the actual reason of how and why they broke out. Speaking about the recent spurt in cases, a forest official says: "Millions of animals, birds and insects have been charred. You see builders want the trees to burn and die in areas where the locals own forested land. They can only CONTINUED ON PAGE 7

of fascinating world of modelling

Modelling world is so fascinating with its dazzling shine that attracts every heart throbs to be a part of it. There are many a times, I have been asked by many modelling aspirant, models and friends, what they should do to be a model? How to start up with modelling career? Would like to say you friends, modelling is not that easy job that it seems like to be. It needs talent, dedication, consistancy and discipline. Modelling is also not just about being tall, beautiful or handsome; it’s having the uniqueness, talent and drive to back up the looks. Modelling Aspirant should know these questions’s answer before applying for modelling. Who is a model and what work does he do? What is modelling and what type of modelling you want to do? These are the normal question any model or model aspirant needs to know. First of all every modelling aspirant needs to understand the meaning of model and modeling. A model is a person whose role is to promote, advertise commercial products or to serve as a visual aide for people who are creating work for art or to pose for photography. The process of doing it is called modelling.

PREPARATION AND EXECUTION:

m Take photographs for your portfolio:- You should include professional-looking headshots: shots of you close ups without lot of makeup and on a plain background. You should shoot them in nice natural light (but not direct sunlight) without a lot of distraction in the photos. These are meant for agencies to get a look at you in a raw state. Consider a head shot, a body shot, and profile shots. m Consider getting some professional photos taken:- Though professional photography can be expensive, it can make the difference between being passed over and getting an interview. Think of professional photography as a worthwhile investment in your career! m Get your favorite professional shots printed into 8x10s. m Take your measurements and know your stats:- This information can help modeling agencies place you. Knowing the information off the top of your head will help you seem professional when you are speaking with an agency or potential client. The most basic measurements to know are your height, weight, and shoe size. You should also know your clothing measurements such as dress size, hip, waist, chest/bust, etc. Your personal stats include information such as hair color, eye color, and skin tone. m Visit a modeling agency: Almost every major city has multiple modeling agencies, and almost every agency has "open-calls" where they look for new talent. Bring your photographs and/or portfolio. Be sure to have your (accurate) measurements as well. You may be asked to walk or pose for a headshot or other photos during an open call interview. If an agency rejects you, don't get disheartened; often an agency is looking for a diverse set of models, so you may just not fit their model lineup right now. m Be wary of scams: Try to research the reputation of a modeling agency prior to an open call or interview. Too many people don't know about the business and end up getting conned. The agency will charge you a commission when you model, but shouldn't get much up front. If they ask for thousands of rupees from you before you do any work, walk away. m Be prepared for a difficult road: The modeling world is jam-packed with pretty faces. Being good looking does not equate to success as a model. The modeling business is not just about looking great; you have to fit the need of specific jobs just in order to get a chance. Modelling is only for serious people who carry unique looks and characteristics. Since there are so many people trying to become models in today's world, it's very challenging to get into the industry. Success will only come with patience and perseverance.

Changing Cinema

Faridabad (NCR) | 01-15 May, 2016 www.theasianchronicle.com

Anuj Shrivastava Author | Filmmaker | Screenwriter | Film Trainer Indian Cinema is one of the most loved and fast growing

entertainment industries in the world. Here a common man gets a chance to become an Actor, then star, which may lead to Superstar and even Mega Star. But over the years, the cinema of India has witnessed some of the remarkable changes or better to say experiments in its content. Started from Mythological to Melodramatic and then Anti-sentimental; Indian cinema, more precisely, hindi cinema aka bollywood is now ready to take off with realism. Filmmakers are now dealing with untold stories or partly heard stories of unsung hero(s). The “Masala” Film, for which, bollywood is famous for, is not turning good in terms of net profit; let

it be a big star movie as well. The viewers have now changed their taste. They might deny a “Masala Film” leading with renowned stars, against a low budget uncommon movie with a unique script. Movies like ‘Margarita, with a Straw’, ‘Talwar’, ‘Masaan’ had offered more than just an entertainment. The trend has now changed to make real stories in form of biopic. Bhaag Milkha Bhaag, Mary Kom, Pan Singh Tomar, The Dirty Pictures did immensely well on box office. Apart from these famous real stories, movies like Neerja, Rang Rasiya, Main Aur Charles, Manjhi: The Mountain Man too stood up in odds. The watch out movies in the series are Azhar, story of ex Indian Cricket Team Captain played by Imaran Hasmi, M.S. Dhoni – The Untold Story, played by Shushant Singh Rajput and biographical Dangal, acted by Aamir Khan. If we analytically look at all these biopics, it can be stated that sport personality’s stories are leading edge over any other personali-

ties. No doubt, controversies are too gifted along!

The case of Gifted Kohinoor

“Hum leke rahenge, Azaadi!” Story of slogan raised by JNU’s Kanhaiya “Kya humko mili Azaadi ??”

Sparsh Upadhyay

The recent issue surrounding our beloved Kohinoor needs deep examination and inquiry. What were the circumstances in which it was given to the Britishers? Was it a forced gift or a humble gesture by a king who had been helped in Anglo-Sikh war? Does there appear a moral duty on part of the British Government to return the gift? Lastly, are gift meant to be returned? The questions are many, we must strive to find out the answers to each, and every question associated with the Kohinoor issue. Supreme Court while hearing a petition regarding retrieval of Kohinoor diamond from London U.K., asked the Government’s stand on bringing back the Kohinoor, to which Solicitor General of India Ranjit Kumar replied that it was a gift (and wasn’t stolen or taken by force) which may not be claimed back and if an attempt is made to claim it back, other countries may also demand their gifted items and our museums would soon be empty. However, later the Government changed its stand over the issue of Kohinoor and through a press statement showed its intention to bring back the diamond. The Gem was found in South India and later on looted by a Muslim king Alauddin Khilji. He was also looted and the Kohinoor came into the possession of Mughals and thereafter came in to the hand of Nadir shah who had also looted it. The gem did travel with few other rulers before it finally came into the custody of Maharaja Ranjit Singh and after his death it finally came into the possession of East India Company, the mode of such acquisition is however not clear. The latest account by the Historian William Dalrymple, complicates the matter further, he says it was taken by Britishers through the treaty (Lahore Treaty) which compelled the son of Maharaja Ranjit Singh to hand it over to the Queen of England. Who owns it then? If it was taken by the force of Law, couldn’t it be held to be a valid possession by the Queen of England? Amidst all this, a deep problem appears, if it is claimed by India, could it be claimed by Bangladesh as well (which was a part of India then)? As Pakistan, Afghanistan and Iran, have already showcased their intention to claim back the Kohinoor, do we find any solid answer as to why only the India should be entitled to have Kohinoor back into its possession?

Erum Khan

This year in 2016, India will celebrate its 70th Independence Day to pay tribute and remember all the freedom fighters who had contributed a lot and fought for the Independence of India. It is the result of life-threatening struggle of our country’s patriotic leaders like Gandhi, Nehru, Patel, Maulana Azad and patriotic revolutionaries like Bhagat Singh, Khudiram Bose, Chandra Shekhar Azad that we are breathing in an the air oof open independence. Although the nation has made tremendous progress in many areas, but the growing population and corruption, all these are swept in. Like a lot of people got the freedom to be arbitrary in everything. Of course we get freedom, but what we really are free today? What we got everything that in independent India, whose imagination had been our great statesman and revolutionary? What we fear, and you will still feel safe? What still work in government offices are given-without? What hours it takes us to get to the various government services but will be released from the queue? The two square meals a day, you get used to the poor? What lakhs young people are getting proper jobs? What hospitals, schools and government offices in the smooth working of the public is used to get? The “Azaadi” mantra by Jawaharlal Nehru University (JNU) student leader Kanhaiya Kumar, which has become the heartbeat of a section of the youth today, is not a gift from Kashmir separatists, as is

being assumed. The Jawaharlal Nehru University Students Union president, who has been charged with sedition, was back on campus after more than a fortnight and addressing students after being released from Tihar Jail. “Azadi,” they cried. Freedom. “Hum lekerahenge,” he shouted. Once more the crowd replied, “Azadi." The whole fortnight had led up to this moment of audacity. Kumar articulated the components of this azadi. He spoke, once again, of his faith in the Constitution. The #StandWithJNU movement, he said, believed in the principles it enshrined: socialism, secularism, equality. They were demanding azadi in India and not from India, Kumar said. “Is it wrong to ask for freedom from the problems that the country faces?” he demanded. Azadi meant freedom from “jaativad (casteism)” and “Manuvad (the doctrine of Manu)”. It meant freedom for a coalition of the oppressed ‒ Dalits, women, farmers and minorities. It also seemed to mean freedom from the RashtriyaSwayamsevakSangh and the “programme set by Nagpur”, where the Hindutva organisation has its headquarters. If he was adversarial towards government, Kumar tried to reach across other institutional fault lines to build a broader coalition of sympathy. He claimed to have spoken to his jailers, explaining to them what “Lal salaam” (the red salute) and “kranti” (revolution) meant, and to a soldier, discussing what religion meant. Sympathy stemmed from points of identification. The soldiers who died in war and the lower echelons of the constabulary

came from rural, agricultural backgrounds, just like him. “What about the thousands of farmers who are committing suicide?” Kumar demanded, referring to the recent debate of soldiers versus “anti-nationals”. “Do not create a false debate with this binary. People are dying at the frontiers and people are dying in the interiors. But who is making the soldiers fight?” “Our youth today wants freedom from all wrong doing and coming in, so that they improve the generation of independent India “Azadi” could feel in every way to be corruption free India.” Arbitrary freedom If we take a look at Parliament this bitter truth is likely to have on the freedom of arbitrary, our MPs in Parliament by raising issues of public interest rather than stir up noise and hubbub believe their victory. They are ignoring the public interest issues. But when it comes to their own interests, these MPs are one forget all enmity. It happened some time ago, was that all MPs had debated in Parliament on the issue of remuneration increase. All MPs, side by side with an opinion on the issue, the empty MP NanajiDeshmukh as Gandhian as it does not agree to pay was accepted and was outdated. This dual behavior of the highlights of our MPs. Corruption, freedom Corruption is widespread in the country. Most government departments without the work-to would not exist. If you honestly 'Gandhigiri' work and want to do, then you corrupt affair will be arranged so that you think that so much time and wasting fuel and money, instead of ruining best to bribe. Freedom of sophistication? Today everyone is on adulterated food items. Hardly any food or beverage ingredients are not tincture, which will be left. Those who tincture avarice is so dominant that they can go to any extent for money. Coriander, turmeric, cumin, fennel, and heavy objects are being adulterated. This is having an adverse effect on public health. Many people died from eating food contaminated objects are. Many of the body's vital organs are sick and stop working there are so many death upon. The questions are many, and still continue to trouble us. We see that after so many years of independence, how far we have gone. What freedom did, some people began to abuse it is arbitrary. Our older generation had dreamed and what is happening today.

We have a small bird watchers group in Sattal and we caught three minor boys setting fire to the forest there. We asked them why, and they told us their father had instructed them to set fire to the jungle. We doused the flames with water but the next day it was once agin set on fire," says Rahul Sharma, a bird expert. "Unless the army is deployed immediately, we will have a grim situation on our hands. We need help to fight the fires but none has been sent in a week," says victor, a local resident of Bhimtal. The Pioneer reported that 398 incidents of forest fires, reported till April 29 alone, have damaged more than 674.58 hectares of forest. The fires reached near the commissioner’s office a day earlier and a van stranded in the vicinity of the block office in Pauri was burnt to the ground. They continue to take their toll and have now spread to more than 674.58 hectares of forest land in the Garhwal region, affecting populated areas in the vicinity. Things are grim as both the reserve and civil forests have come under the fire. As per the office of the chief conservator of forests, Pauri, till April 29, 179 incidents of fire occurred in the Garhwal circle and destroyed about 253.70 hectares of forest land while 118 fire incidents affected another 129.50 hectares in the Bhagirathi circle. Besides, 22 fire incidents have affected 57.60 hectares of forests in the Yammuna circle. In the Garhwal forest circle, of the 353.70 hectares of land destroyed, 123.45 hectares were part of the reserve forest and 230.25 hectares of the civil forest area.

such as Delhi-NCR, Mumbai, Kolkata, Bangalore, Ahmedabad, Lucknow, Hyderabad, Dehradun etc. And at least 120 more are expected to wind up in 2016. Low education quality coupled with the economic slowdown, from 2014 to 2016, campus recruitments have gone down by a whopping 45 per cent. “There are more seats than the takers in the B-schools. This is not surprising in the wake of poor placement records of the pass-outs, “ASSOCHAM Secretary General Mr D S Rawat said. In the last five years, the number of B-school seats has tripled. In 201516, these schools offered a total of 5,20,000 seats in MBA courses, compared to 3,60,000 in 2011-12. Lack of quality control and infrastructure, low-paying jobs through campus placement and poor faculty are the major reasons for India’s unfolding B-school disaster. “The need to update and re-train faculty in emerging global business perspec-

tives is practically absent in many Bschools, often making the course content redundant. Only 7 per cent of MBA graduates from Indian business schools, excluding those from the top 20 schools, get a job straight after completing their course, adds the findings of the report. While on an average each student spent nearly Rs 3 to Rs 5 lakh on a two-year MBA programme, their current monthly salary is a measly Rs 8,000 to Rs 10,000. Even the quality of IIM/IIT students coming out now compared to the last 15 years has come down due to the quality of school education. The faculty is also another problem as few people enter the teaching profession due to low salaries and the entire eco-system needs to be revamped. ASSOCHAM said that the mismatch between aspirations of students and their level of preparation are crucial as most of the fresh graduates are afraid of getting their hands

dirty. The flaw lies with the negligible hands-on training provided at Tier 2 and 3 colleges. Mr. Rawat further said that the quality of higher education in India across disciplines is poor and does not meet the needs of the corporate world. Of the 15 lakh engineering graduates India produces every year, 2030% of them do not find jobs and many other get jobs well below their technical qualification. There is clearly a rush towards engineering, that which is engineered largely by parents and the society. Indian economy is not growing at the same rate as the number of engineers. It is only the IT sector that absorbs engineers in large numbers, between 50-75%. There is a large mismatch in the aspirations of graduating engineers and their job readiness. 97% engineers aspire for a job in IT and core engineering. However, only 18.43% employable in IT & 7.49% in core engineering, adds the paper.
