viuh ckr I congratulate the winning states who received various awards during the recently held National Council meeting. It was also decided in the National Council meeting that the National Jamboree will be held during 2022 and it is gratifying that the Rajasthan State came forward to host the mega event of Scouts and Guides. I thank the Government of Rajasthan for coming forward to host the event and for making all the necessary arrangements for conducting the prestigious event. It is an occasion for me to thank the President and the members of the National Council for having extended their co-operation and support to me during my tenure as Chief National Commissioner. I am happy to mention here that the recently held National Council meeting elected me unanimously, as Chief National Commissioner for the second term. It has made my commitment stronger to serve the great movement. I thank everyone for endorsing their confidence in me.

Our major target ahead is to increase the census. The sectors where the youth are not aware about the movement in many parts of our country, they need to be covered and enrolled in our movement. I have no doubt that our young leaders, Rovers and Rangers, will work hard to reach such areas and motivate the young boys and girls to enroll as Scouts and Guides.

We have been hearing that Omicron Covid Variant cases have been coming up. Mask is a universal and social vaccine which is effective against any variant. We insist that our scouts and guides should be self protective by using the mask, sanitizer and maintaining social distance before involving themselves in awareness programmes and other activities. INTERNATIONAL EVENTS INTERNATIONAL DAY OF THE GIRL CHILD th BSG U Ambassadors Task Force members created a poll - Generation Stem on 11 of October 2021, International Day of the Girl Child. STEM education gives people skills that provide them better career opportunities. It encompasses the whole range of experiences and skills. Each STEM component brings a valuable contribution to a well-rounded education. Ms. Akshita Nitin Pathak was the head of the IDG Poll. GENERATION STEM It engages students and equip them with critical thinking, problem-solving, creative and collaborative skills, and ultimately establishes connections between community and the global economy. This year BSG has brought Generation Stem poll. More than 24000 people in India has taken this poll. Kudos, to the efficient team members for their efforts!

NATIONAL EVENTS 71ST GENERAL MEETING OF THE NATIONAL COUNCIL The 71st General Meeting of the National Council of the Bharat Scouts and Guides was held on th 28 November, 2021 under the Chairmanship of Dr. Anil Kumar Jain, Member of Parliament (Rajya Sabha) and Hon’ble President, Bharat Scouts and Guides. This was the last meeting of the National Council for the existing term 2016-2021. Dr. K.K. Khandelwal, Hon’ble Chief National Commissioner, Bharat Scouts and Guides welcomed all the members of the Council. Members from various State Association of the Bharat Scouts and Guides attended the meeting physically as well as virtually and took active part in the deliberation. Achievements of the activities of the Organisation undertaken during 20202021 were presented through Power Point Presentation. Hon’ble President Dr. Anil Kumar Jain praised the activities being organised by the Bharat Scouts and Guides during 2016-2021. The Returning Officer Shri R.K. Kaushik, Director, Bharat Scouts and Guides announced the result of the winners for the election of the Office Bearers for the next term 2021-2026 in the meeting. Various agenda items were discussed and brain stormed for the development of this largest Youth Organisation in the country. Important decisions were taken and approved for further implementation at Pan India Level. Newly elected Office Bearers were also felicitated in the meeting. Dr. Anil Kumar Jain, Member of Parliament (Rajya Sabha) and Hon’ble President, Bharat Scouts and Guides presented awards of various National Level Competitions held in the organisation during the year 2020. An exhibition depicting various activities and project undertaken by the Bharat Scouts and Guides were displayed which was visited by all the Office Bearers present in the meeting and lauded the praiseworthy display in the exhibition. UPSKILLING OUR NATION'S YOUNG WORKFORCE A series of National Level Webinar on "Upskilling our Nation's Young Workforce" was organised by the National Headquarters – New Delhi on every Wednesday from 4:00 – 6:00 p.m starting from 8th December 2021 through Zoom Cloud Meeting & YouTube Channel of BSG-India. The theme of the webinar was “Skilled Youth - Nation’s pride ”with the objective to motivate a large number of youth to take up skill development training. The training was focused on how to do something specific and results in a learned skill that can be put to immediate use to become self-reliant. The Webinar – 1 started with Career Counselling – “Para Legal and Advocacy Skills” by resource speaker Mr. Abinash Narzary, a lawyer by profession and currently working as a Programme Manager for ‘Social Action For Human Rights’ (SAFHR), a rights-based voluntary organisation of Guwahati. The speaker gave importance on what is Advocacy Skill & Para Legal Persons; What are the opportunities available in government sector as well as in private sectors etc. Shri Amar B. Chettri, Jt. Director (S) of BSG-India motivated the participants to work to build a nation so that India can contribute a lot to create a better world in the coming days. The webinar was conducted under the leadership of Shri Analendra Sarma, Assistant Director, NERBSG with the assistance of Ms. Anima Daimarhi Eka (Assam), Ms. Ankita Pandey (N.F. Rly), Ms. Priyanka Prajapat (Rajasthan), Mr. Jahangir Pasha (NHQ) and whole team #BSG4Skillyouth. More than 500 members participated in this webinar through Zoom and Youtube. SCOUTS OF THE WORLD AWARD DISCOVERY WORKSHOP The Scouts Of The World Award Discovery Workshop was conducted by the Bharat Scouts and Guides, National Headquarter at Doddaballapur, Karnataka from 4th to 8th December 2021 in

which 124 participants from Andhra Pradesh, Chhattisgarh, Haryana, Himachal Pradesh, Karnataka, Kerala, Rajasthan, South Central Railway, Southern Railway, Telangana and Uttar Pradesh participated. In the history of The Bharat Scouts and Guides, it was the first-ever workshop being organized for young people below 26 years of age. Scouts of the world award is an initiative of the World Organization of the Scout Movement, which is the highest award for any scouts and non-scouts receives after completing their 80 hours service project and uploading on scout.org. Mr. Madhusudan Avala, WOSM consultant was the Leader of the workshop, and Mrs. Kumud Mehra, Assistant Director, Southern Region was the event co-ordinator from NHQ. The participants were divided into 4 groups namely - Tiger, Iguana, Nightingale, and Ostrich. They were told about Do’s and Don’t s of the camp and were asked to voice out their personal expectations from the workshop and were briefly described the objectives of the workshop which was coordinated by Mr. Saran and Miss. Ayantika. The young people were all set to discover the problems back in their community and how they could contribute to make this world a better place. Mr. Madhusudan Avala took session on the Scouts of the World Award through various activities exploring the essence of scouting and guiding. The participants learned about the Scout donation platform, Dialogue for Peace, scout.org and Patrimonito Badge. The young staff members Ayantika, Karthik, Sarathraj, Saran, Ashwin, Madhusudan LN, and Monish delivered sessions on 2 SDG goals respectively where the participants interacted actively and also discussed how they can implement those goals. After a successful session on MOP, four MOP stations were organised and the participants had to complete all 4 stations. Station 1 was STORYTELLING coordinated by Mr. Monish, Station 2 - WHAT PEACE MEANS TO YOU coordinated by Miss Ayantika, Station -3 ALELE SONG coordinated by Mr. Karthik and Mr. Saranraj and Station 4 NETWORKING GAME coordinated by Mr. Sarathraj. The participants gave a wonderful performance during the grand campfire and ethnic fashion show exhibiting their rich culture and heritage. During 5-days workshop, the participants got to discover themselves and submit their action plan based on their development project. Mr. Amar B. Sindhia, State Chief Commissioner, Karnataka BSG, and Secretary-General President-In-Council, BSG inspired the youths by talking on Sustainable Development Goals and launched the official website of Scouts of the World Award India designed by Mr. Ashwin Palani. Mr. M.A. Khalid, Additional Chief National Commissioner of BSG India and Mrs. Radha Venkatesh, State Commissioner (Guide) BSG Karnataka were present in the closing ceremony and gave away the participation certificates to the participants. NATIONAL LEVEL ENVIRONMENT AWARENESS PROGRAMME The Bharat Scouts and Guides, National Headquarters organized National Level Environment Awareness Programme for family members at Trikuta Bhawan th th Katra, Reasi J&K from 13 to 17 November, 2021 in which 104 participants from 11 states participated. The camp was inaugurated by the Station House Officer of Police Station, Katra. A rally on Environmental Awareness cum Cleanliness Drive was organized which was highly appreciated by the citizens of Katra. Presentation of "Nukkad Natak, near Katra bus stand was made the people aware about the importance of cleanliness. All the participants went to Patni top, situated in district Udhampur and joined the closing ceremony of HWB Course for Scout Masters of J&K. An interactive session on "Environmental Awareness" was also conducted. The session was interesting which included the problem arising in the environment and the remedies to those problems. v The camp was started with trekking to Mata Vaishno Devi temple, Bhaironath temple, and

Ardhkuvari temple which was about 30 Km. The participants walked continuously almost for 22 hours. v The Grand Campfire was graced by the Chief Executive Officer, Shri Mata Vashino Devi Shrine

NATIONAL TRAINING CENTRE, PACHAMRHI HIMALAYA WOOD BADGE COURSE FOR CUB MASTERS The Himalaya Wood Badge Course for Cub Masters was held at National Training Centre Pachmarhi th th from 11 to 17 November, 2021 in which 43 Cub Masters from 11 States participated. Shri Vikram Singh Chouhan, LT(C) , M.P. and Shri Krishna B. Dambalkar, LT(C) of Maharashtra were the leaders of the courses respectively. HIMALAYA WOOD BADGE COURSE FOR ROVER SCOUT LEADERS The Himalaya Wood Badge Course for Rover Scout Leaders was held at National Training Centre th th Pachmarhi from 11 to 17 November, 2021 in which 42 Rover Scout Leaders from 11 States participated. Shri R. K. Tiwari, Leader Trainer (Rover) Madhya Pradesh was the Leader of the course. The PreCourse assignments for these courses were designed to enable the participants to come prepared to take part in the learning situations effectively which were based on skills required to train the youth as per APRO Part II and the service oriented progressive training designed by the Bharat Scouts and Guides. HIMALAYA WOOD BADGE COURSES FOR SCOUT MASTERS The Himalaya Wood Badge Courses for Scout Masters were held at National Training Centre Pachmarhi from 19th to 25th November, 2021 in which 110 Scout Masters from 19 States participated. Dr. S. K. Dwivedi, LT (S), Shri B. L. Sharma, LT (S), Madhya Pradesh and Shri Prashant Gaikwad, LT (S) Maharashtra were the Leader of the three courses. Emphasis was given on survival skills based on the Youth Programme covered from Pratham Sopan till Tritiya Sopan and needs based on the characteristics of young people. The natural environment of NTC Pachmarhi was utilized to optimum and the hills, lakes and plateau of Pachmarhi was utilized to demonstrate the pioneering skills of the participants. The Assistant Leader Trainers who were invited to gain experience on designing, planning and execution of Himalaya Wood Badge Course as Pre-Condition to undergo course for Leader Trainers made excellent efforts in counselling and supporting the course participants. All the courses were directed by the team lead by Shri Krishnaswamy R., Executive Director, National Training Centre, Pachmarhi.

NATIONAL YOUTH ADVENTURE INSTITUTE, GADPURI NATIONAL LEVEL SERVICE CAMP FOR ROVERS National Level Service Camp for Rovers under the banner FIT INDIA was conducted at National th th Youth Complex, Gadpuri from 07 to 13 December, 2021 in which 42 participants from Bihar, Eastern Railway, Haryana, Karnataka, Madhya Pradesh, Northern Railway, N.E. Railway and Rajasthan took part. Participants went for the NYC Campus tour with an objective to find out the service areas and service work as per their group expectations and according to the materials available at NYC, Gadpuri. During the camp days participants rendered tremendous service to the Camp site like – Grass Cutting, Tree branches cutting, firewood cutting, cleanliness of surroundings, help in the kitchen th Area, etc. On 11 December, 2021 participants were divided in 2 groups for the contribution towards Flag Day Stickers. They covered Ballabgarh and Palwal and spread the positive massage of the Scouting in the community and had good impression from the local public. On 13th December, 2021 After the Final Inspection, Open session, evaluation and final talk, Participants were given the session on U-Reporter and made all as a U-reporter and also motivated them to participate in the programmes of other National Adventure Institute of BSG. The camp was conducted by Mr. Dhanraj Saini, Office Secretary Leader of the Camp under the overall supervision of Camp Coordinator Ms. Shivangi Saxena, Assistant Director, NYC, Gadpuri. During the programme, participants visited different places like HMI Darjeeling. They did activities such as Obstacles Crossings, visit to zoo and historical museum which describes the life of a mountaineer and their belongings who made history. The participants went on trekking to Eagle Crag and Dow Hill forest. 09 Special National Adventure Programme was conducted at the same place from 08 to 12 December, 2021 in which 108 participants from Chhattisgarh and West Bengal participated. Mr. Ezaz Ahmed, Sub Divisional Officer (I.A.S), Kurseong was the Chief Guest of the programme who lighted the traditional lamp. During the above programmes, participants visited different places like HMI Darjeeling –activities such as Obstacles Crossings, zoo visit and historical museum describes the life of a mountaineer and their belongings who made history. The young leaders were named Messengers of Peace Heroes and they were awarded in a ceremony held on th 06 December 2021 virtually under Scouting’s flagship initiative, Messengers of Peace, which is celebrating 10 years of impact around the world. Mafeking Scout Group of Bangalore, Karnataka State Bharat Scouts and Guides, India was recognised this year 2021 by the World Organisation of the Scout Movement as Messengers of Peace Hero at the Global Level for the efforts taken to contribute to the culture of peace and the Messengers of the Peace. Shri Amar B. Chettri, Joint Director of Scouts (Prog. &Trg.) & Messengers of Peace NSO Coordinator of the Bharat Scouts and Guides, National Headquarters, New Delhi is conferred with ‘Messengers of Peace Special Recognition this year 2021 by the World Organisation of the Scout Movement for his extraordinary contribution in his role as an Adult Leader in supporting young people creating more peaceful, resilient and sustainable communities in the country and the world as a whole. The award presentation ceremony was held virtually on 06th December, 2021. The award ceremony has honoured the young Messengers of Peace Heroes as well as National Scout Organisation and highlighted stories of their unique community-based projects. The award recognises the service and actions of young people across five categories related to the Sustainable Development Goals (SDGs): environment, peace-building, life skills, health and well-being, and COVID-19 response. Messengers of Peace connects young peace-builders together in global network and inspires them to play a leadership role and become active citizens in their communities. Scouts and Guides inaugurated the Course. Training was given mainly in vocational education, craft, self-dependence, voluntarism so that they could help themselves and serve society during any eventuality or calamities. For the first time, J&K State Bharat Scouts and Guides conducted Himalaya Wood Badge course for Scout Masters/Lady Scout Masters at Youth Hostel Patnitop from 8th to 14th Nov. 2021 in which 16 unit leaders participated. Major Shri Manish Chauhan, inaugurated the course on 8th November, 2021. Shri R.P. Kotwal, Leader Trainer was the Leader of the Course.

MEMBERSHIP GROWTH ROVER/RANGER STATE COORDINATORS VIRTUAL MEETS The National Headquarters of the Bharat Scouts and Guides organized two virtual meets for the Rover/Ranger State Coordinators on 4th December, 2021 and 18th December, 2021 respectively regarding Membership Growth initiatives. In the 1st Virtual Meet was conducted on 4th December, 2021, 13 Rover/Ranger State Coordinators were present. Where they discussed the basic initial points like- why and from where its essence and need of origin came out, what are the current positions of states in terms of membership and achievements, what is the National and State targets, initial letters to startup this concept etc. with wonderful fun activity and breakout rooms for open discussion and suggestion. 2nd Virtual Meet was conducted on 18th December, 2021, where 10 Rover/Ranger State Coordinators participated. They discussed the theme – Ways of work. Started from the brief recapitulation, clarification on Roles and Responsibilities, reporting on the previous task assigned, and the proper process of works that need to be done from the starting level. They get the clarity on the materials, resources and documents required to represent the BSG at the College and University level. Their personality development and presentation aspects which are very much essential to get a remarkable impression and get the things done in a proper manner were also covered in this virtual meet. Overall, in these two virtual workshops, all the participants actively participated and learned the skills and knowledge required to work at the ground level from the WOSM consultant, NHQ professionals and staff. As of now, 12 Rover/Ranger State Coordinators from Chhattisgarh, Tamilnadu, West Bengal, Himachal Pradesh, Nagaland, Maharashtra, Uttar Pradesh, Madhya Pradesh, Haryana were trained and also issued their appointment letters. Membership Growth Cell is also looking forward to conduct the next virtual meet very soon with a wonderful agenda and valuable inputs for the Rover/Ranger State Coordinators.

TRAINER’S CORNER ESSENTIAL CHARACTERISTICS OF SCOUTING THE SCOUT PROMISE AND LAW AND THEIR PRINCIPLES Scouting is based on value system which is inclusive in the movement. Without the value system, Scouting has no existence. The Founder believed that to improve society, improvement of individuals is necessary. As far as Scouting is concerned, within Scouting, improvement of individual is possible through an educational process. Our educational process involves self-education which progresses as per age i.e. through progressive self-education. B. P. observed that an individual should be given freedom to learn at his own pace unlike class room subjects. And this progressive self-education is based on the Scout Method. Our scout method is Scout Promise and Law, Learning by doing, Membership of small groups i.e. Patrol system. One of the fundamental components of Scout Method is the Scout Promise and Law. Scout Promise is the voluntary personal commitment of the individual to do one`s best to adhere to an ethical code of behavior i.e. Scout Law. He or She should be given sufficient time to live up to the promise. For this reason, the individual who joins the movement is registered as a recruit or an aspirant but not a member of the Movement. He or She is given sufficient time of three months to complete the requirements of Pravesh which covers the Promise and Law. Scout Promise and Law summarise the universal values and these values are expressed in the Principles of the Movement. These principles are the fundamental beliefs which represents the vision of society and forms a code of conduct of all its members. The principles of scouting which form the Promise and Law for the members of the movement are summarized in three categories, namely, • Duty to God – the relationship of the individual to God or spiritual life • Duty to others – the relationship with the society, world and Nature • Duty to Self – the relationship to oneself. How is this idea of `Duty to God` given a practical approach? We encourage the individuals to practice their own religions as followed by their parents. Members of the movement, irrespective of

age should have faith in God and be thankful to HIM for all the beautiful and wonderful things He has given us. Scouts and Guides should say prayers regularly and in reverence. The Nature, the fellow beings, the animals or the birds and all other species are the creation of God. All these are to be shown love and kindness. The young ones should make it a principle that all the elements created by God are to be conserved. `Duty to others` is a realization of the youth that they have to serve or help others as “Service to fellowmen is Service to God. Scouts and Guides should be loyal to the country and should work for peace at local, national and international level. The youth should love their country and be patriotic. Country means fellow citizens. Scouts and Guides should be ready to help others with cheerfulness and does not expect a reward. The help rendered may be big or small but the spirit in which it is done is important. Community service and Community Development programmes or Disaster management programmes are a magnified duty to others. `Duty to Self` is defined as ‘responsibility for the development of oneself”. Scouting is thus based not only upon the principles of “Duty to God” and “Duty to others” but also on the principle that man should take responsibility for the development of his capacities and abilities. He or she should develop skills to sustain themselves in life. They should take care of their physical health and progress in education in order to develop intellectual health to occupy better positions in society to support the family and dependents. Practice of Promise and Law by the scouts and guides in their daily life doubtlessly makes them efficient citizens. Hints to Unit Leaders: • It is the special duty of the U.L. to explain the promise in detail using stories and real life situations. • The Promise is to be explained well in advance before he is called for Investiture Ceremony. • It is not enough if the scouts and guides by heart the promise but they should understand it. • While dealing with Scout Law, U.L. should deal the points using several examples from daily life situations and through stories. • Two or three points of the Law should be taken up at a time and they could be illustrated with incidents. • Let the individual take time of his own to discuss with the U.L. for correct and clear under standing. • Suitable Games and other activities can be planned to facilitate practical usage of Promise and Law.
