SQ788 to HB2612: what the new laws

mean for medical cannabis in OK” After the passage of 788 last year our state legislators realized they were going to have to enact laws protecting the citizenry of Oklahoma from the “wild, wild west of weed.” Beginning August 29, Oklahomans will begin seeing some of those legislative enactments come to fruition. Below is a brief synopsis of what is coming at the end of the month regarding the Oklahoma Medical Marijuana and Patient Protection Act (HB 2612): Pursuant to HB 2612 and SB 162, five (5) new license categories are added to those already in place. They are: 1. Short Term Patient: A sixty (60) day license to be issued to any patient applicant who meets the requirements for a two (2) year license but whose physician recommendation is only valid for sixty (60) days. A fee will be set during the rules process.

2. Testing Laboratory: Licenses a laboratory to perform testing on medical marijuana. This license is anticipated to be available by early 2020. The fee for this license is $2500.

3. Transporter License: This license is in addition to the license for growers, processors, and dispensaries upon issuance of those licenses. The separate transportation licenses will be available for the distribution and storage of medical marijuana and will cost $2500.

4. Transporter Agent: Required for any agents, employees, officers, or owners of a transporter license holder to transport medical marijuana. This license is in addition to the Transporter License and will cost each individual operating under the Transporter License to pay $100.

5. Education Facility: Is a license for a nonprofit entity to provide training and education to individuals involved in the growing, processing, packaging, and testing of medical marijuana. This license will cost $500 and should be available in early 2020.

HB 2613 amends HB 2612 authorizing physicians licensed by and in good standing with the Board of Podiatric Medical Examiners to recommend medical marijuana.

HB2601 creates a new short-term, sixty-day (60-day) medical marijuana patient license for Oklahoma patients whose physician recommendation is only valid for 60 days.

SB1030 requires OMMA to share information on medical marijuana licenses with the Oklahoma Law Enforcement Telecommunications System.

HB2612 sets a reduced application fee of $20 for 100% disabled veterans.

HB2612 defines “school” to include preschools for the purposes of the 1,000 feet requirement for dispensaries. “School” does not include a homeschool, daycare, or childcare facility.

The online renewal system will be available starting August 29. Licenses will remain valid and active while the renewal is being administered, even if the renewal processing time goes beyond the expiration date of the license.

HB2612 changes state residency to mean (1) Oklahoma residency for 2 years preceding date of application; or (2) 5 years of continuous Oklahoma residency during the 25 years preceding date of application.

Commercial licenses issued prior to the Oklahoma Medical Marijuana and Patient Protection Act are grandfathered in and exempt from the new 2-year or 5-year residency requirements.

SB1030 compels all business applicants to provide a Certificate of Compliance from their local government(s) that certifies the applicant is following zoning, municipal ordinances, and all safety, electrical, fire,

Solvent Extraction

One of the earliest noted uses of extracted cannabis for medicinal use was in the early 1830s by renowned Irish physician Sir William Brooke O’Shaughnessy. His studies led him to believe that cannabis extracts could dramatically lessen stomach ailments of patients suffering from cholera.

Scientists and other physicians ran with the idea and by the end of the 1800s cannabis extract was a common item sold by physicians and pharmacists to alleviate gastrointestinal problems and their side effects. Following the Marijuana Tax Act in 1937, marijuana as it was then being called, a term coined from the South American and Mexican immigrants who were noted as using cannabis frequently, became one of the most highly illegal and controlled substances in the US. Through the prohibition, few examples exist of cannabis extraction and research up until the early 70s and 80s, when author Michel Starks and Alchemist D. Gold wrote about the various cannabis concentrates oils, their extraction methods, and the translucent and ‘honey’ like qualities of the oils extracted via activated charcoal and alcohol.

Solventless Extraction

There are multiple methods of extracting with cannabis solvents, most popular among them are BHO (Butane Hash Oil) and PHO (Propane Hash Oil). As with nearly everything in the cannabis industry, the names are straight and to the point of what they are. BHO utilizes the solvent butane as the medium through which it extracts the cannabis oils from the flower and PHO utilizes propane instead. Both methods are incredibly similar and the solvent used really just comes down to the personal preference of the extraction facility itself.

Types Of Cannabis Extraction Extracted cannabis products account for nearly 70% of the cannabis currently being sold in the State of Oklahoma and their popularity continues to rise and new techniques, product ideas, and technology becomes available to help with the cannabis extraction process. Cannabis extraction boils down to two technical types, solventless and solvent, or three expanded categories, solventless, solvent, and solvent-free. Each of the extraction methods create extracts that are different and yet share one common goal - to maximize the amount of THC extracted

Solventless extraction generally entails the use of a rosin press which, press dependent, can apply over 2 tons of force and reach temperatures from 0° up to a sweltering 450° fahrenheit. It’s this combination of heat and pressure that creates the sweet, sweet rosin that is dabbed as-is by concentrate lovers or utilized in the cannabis edibles, tinctures, and other products that you know and love.

While the yields from solventless extraction tend to be lower, the main reason that it is pursued so fervently by the top cannabis producers in Oklahoma like Arcadia (pictured below) is the full-spectrum and pure nature of cannabis extracted without the aid of a solvent. It’s as pure a derivative of the cannabis flower as possible and retains much of the fats, lipids, cannabinoids, and terpenes that were present in the flower that was pressed.

While Solvent extraction does leave residual solvents, extractors like Dose based in Oklahoma City are able to remove nearly all of the solvents left after the extraction process through special filtration methods that are kept under lock and key by experienced producers as the in-house developed methods used are considered invaluable to the production of each cannabis extractors signature oil lines and distinguish the purity and flavors of their brands when compared to others.

During the extraction process, the natural terpenes from the cannabis plant as well as other outputs, namely the concentrates like wax, shatter, and budder that are both

cultivating cannabis intentionally created and byproducts of the extraction process are created and stored in separate colanders to be packaged and sold alongside the cartridges and other products created from the oils.

Solvent-Free Or Solvent-Less Extraction Solvent-Free Extraction is the functional third category of extraction. While technically being considered a ‘solvent’ extraction method, with CO2 being the solvent used, the high-pressure nature of the Supercritical CO2 methods and the very nature of Supercritical CO2 extraction leave little to no residual solvents after, leading to the beloved marketing term used by CO2 extraction experts world-over, Solvent-Free or solvent-Less.

Once the pressurization begins (usually to Pictured: Releaf Labs in Oklahoma City 250-350 bars) the temperature is raised to 31°C to activate the CO2 to supercritical.

That solvent is then used to extract the plant ingredients without denaturing it. From there, the CO2 is extracted first by gravity, then by decompression and being under drawn. Finally, the Co2 is extracted through centrifugal force, leaving the CO2 in a gasstate before being cooled back into a liquid.

No matter which extraction process your favorite edible or concentrate processor uses, the most important thing is always viewing the lab results to make sure that the THC, CBD, Total Cannabinoids, and the overall ‘health’ of the processed cannabis products that you’re using are accurate and within healthy levels. The best rule of thumb for general medical use is to find the fullspectrum varieties of processed goods and Supercritical CO2 begins the process with liquid CO2 entering into a cooling exchange use those so that you benefit in total from every aspect of the cannabis plant. to maintain its liquid form before entering into the incredibly high pressure pump.

is marijuana addictive? only if you think it is by Bambi Vandevere Marijuana and addiction are on a collision course. Oklahoma, now a legalized state for medicinal marijuana, has smokers concerned whether they could become addicted to marijuana. How do you know if you are addicted to smoking marijuana? If you stay high, chances are you might have some addiction issues. Let’s go into some perspectives; if it interferes with your daily life, you are smoking too much. Everyone’s

body is made differently and therefore reacts differently to the amount of marijuana they use and what they use it for.

Say, every morning Joe gets up and smokes, zones out and misses work. It might be that he is using too much. In the same aspect, John, who is in college, gets up and smokes the same amount but still gets straight A’s. He is doing what works for him. I use the cartridges during the day and smoke a bowl at night. Flower has all the CBD goodness in it that helps keep the inflammation at bay while the cartridges have no scent and I can use it during the day.

Over-use of marijuana is trending in our state.

Why is that? Could it be because it is so loosely regulated or has the newness yet to wear off? Other prescriptions are regulated by how much you are allowed in a month’s time and most cannot be filled early but marijuana overuse has never

killed anyone and the benefits outweigh the consequences for sure.

Who is at risk for over-use of marijuana? Those who have substance abuse problems before are always prone to over-use of any mind-altering substances. Those who have unaddressed mental illnesses tend to overuse. How much is too much? Does the fog of the head-high hinder life, like taking other medications? My answer is no. While the head-high may hinder life a little, I can’t imagine that side effects like liver failure, heart disease and death are better than that little muddled head-high. Some medications are simply not worth taking, especially with a safer option that is not fatal.

edibles can be difficult, so if they’ve been frequent, or if you can’t trace them, keeping a MMJ journal may be in order. You are dosing too high or not waiting long enough for doses to work.

You might want to exchange edibles for another method such as vaping or capsules.

Green-outs are not reality, it’s not fatal and you have the power to control how long it lasts and the outcome. Some long-term MMJ users told me they have a plan for times when they green-out, it relaxed them almost immediately because they know what to do and the steps to take.

A better solution is to scale back your doses and avoid greenouts until you find the right dose.

From my personal experience, Kratom has been great for me. I was skeptical at first, just like a lot of people. It took me a long time to decide to finally give it a shot.

I went into it with no expectations. Kratom has helped me manage my anxiety, PTSD, ADD, and even made my OCD more manageable, which even surprised me. I can get more done that I need to at work, focus on one task at a time, and it helps slow down my thoughts so I can think more clearly. I don’t take Kratom on a daily basis, and I’ve never felt like I needed to.

There are a lot of good things to say about Kratom, when used correctly. With Kratom, less is more, and you always want to start with the lowest dose for most people. I recommend 1/2 a teaspoon or 1 gram to start. When Kratom is used incorrectly, just like anything else, you can wind up having

Page 15 some side effects which include but are not limited to: Nausea, Vomiting, Constipation, Diarrhea, Tiredness, and Dizziness. You should always talk to your doctor before taking kratom to make sure it will not interfere with other medications.

Beyond Brownies: cool canna delish desserts by Amy Addams Before I launch into this month’s recipes, to all of you who are gagging on your medicine, there are some promising new goodies out there to help you help yourself.

Even if you are a hopeless cook, you can medicate (almost) effortlessly. One item is a distillate with the terpenes removed.

This little gram of goo can be incorporated into your foods and won’t leave that nasty patchouli aftertaste on your tongue. Make sure you stir it in well – that tasteless thing can fool you. You’ll also want to label your medicine well and put it where it can’t be easily found. We don’t want to accidentally medicate others!

Another thing I looked at was strains’ natural flavors and how they might impact edibles. As a test, I went with the old standby: chocolate chip cookies. The batch was four dozen cookies, one dozen used the unflavored distillate and plain butter, the second got Zkittlez Cannabutter, the third I used Pineapple Express CB and the last I used Girl Scout Cookies CB with a little GSC distillate added in (1/2 teaspoon).

use a Crockpot for this if you prefer (double the recipe).

Allow mixture to cool for about 30 minutes, stirring every so often. You can fill bottom pot with cold water, then ice water to cool faster. Once you can touch the pot comfortably, place cheesecloth over the glass bowl, doubling it. Hold it with one hand while you slowly pour the cream into the bowl. I repeated the process about 3 times and used a tea strainer. Go slooooow.

Refrigerate, let the cream get really cold, and refrigerate a large mixing bowl as well.

Using a hand or stand mixer and whisk attachments, add vanilla and sugar. Mix in gently then whip rapidly until stiff peaks form and stand on their own. Check it every 30 seconds. You want it fluffy, not lumpy.

UNCLE FUDGE’S FAVORITES Pot brownies – everybody has heard of’m. And I musta wasted a more’n pound of weed tryin’ to make’m in my mom’s kitchen back in the day. Hell, we never heard of such a thing as decarboxylation and it being necessary for us to enjoy the wonderful effects of the cannabinoids in pot. I knew the pot was good when I smoked it but didn’t understand why the brownies I made didn’t get me high. I do know one thing: If my momma had caught me cookin’ pot in her oven I would a gotten high alright; from her foot in my butt!

Today pot that you eat is called “edibles”, and it is sure different from those pot brownies I used to cook. Edibles today will certainly get you high. But it is a different kinda high than if you smoke the same pot. Recently I tried some stuff called “gummies.” I have always been one of them fellers who consumed more’n I should, so I ate four of them gummies. They made me higher than a Georgia pine tree. I got so high I felt like I was in a coma. Really.

Never been that high in my life except one other time when I ate some “edibles” made outta fruity pebbles my nephew brought to me from Denver.
