The Story of Pinellas County School Integration A nine-part series exclusive to the Gabber By James A. Schnur

John Donaldson, an Alabama native, came to the historic Gulfport area in 1868. He worked for a man named Louis Bell and married Anna Germain, a housekeeper for the Bell family. In the 1870s, the Donaldsons acquired a 40-acre tract in the present-day Childs Park area of St. Petersburg. They planted some of the earliest citrus groves in the area near St. Petersburg’s Tangerine Avenue, today called 18th Avenue South. As they harvested crops, the Donaldsons saw more free-roaming cattle than people on the open range between their property and Lake Maggiore. They started a family. Their children played with other youth in a nearby frontier settlement that became Disston City, a predecessor of Gulfport. Historians such as Raymond Arsenault, John Bethell, Walter Fuller and Karl Grismer describe how well this family got along with other settlers in the area. Englishman Arthur Norwood had noticed advertisements in a London paper touting the potential of a new development planned by Hamilton Disston. He came to Florida in the summer of 1886, built a simple school in a heavily wooded area near 49th Street and 26th Avenue South,

Davis Elementary School and began teaching classes that fall. Some of the Donaldson children attended this school. Students called the one-room board-and-batten structure “Prop College” for the pine logs that propped up the exterior walls. Parents knew this tiny educational outpost as Disston City School, a predecessor to the original Gulfport Elementary (that opened at its present location in 1910.) The Donaldsons’ experience in the 19th century looked like that of other pioneer families in the area, with one significant difference: Unlike their

neighbors, John and Anna Germain Donaldson were Black, and had lived as slaves until the Civil War ended. The first Black settlers in the St. Petersburg area, their children attended the first integrated school in present-day Pinellas County. The Duel over Dual Schools Technically, the Donaldson children who attended Prop College broke the law. Florida’s 1885 constitution included this mandate: “White and colored children shall not be taught in the same school, but impartial provision shall be made for both.” The Reconstruction era offered a brief glimmer of hope in the former Confederacy. Agents from the federal Freedmen’s Bureau assisted former slaves who wanted an education who had once faced brutal punishment if they engaged in an act of civil disobedience that threatened the slavocracy: any attempt to gain basic literacy. The state constitution passed in 1868 proclaimed that counties should offer education “without distinction or preference.” Blacks assumed a handful of lead-

ership roles in Florida during Reconstruction. Jonathan C. Gibbs served four years as Florida’s secretary of state, then became superintendent of public instruction in 1873. Gibbs died in August 1874. By one account, student enrollment increased by 80% during his brief tenure. Gibbs High School, opened in 1927, bears his name. Three years after Gibbs died, so did any hope for educational equality in the immediate future. A contested presidential election in November 1876 raised claims of stolen votes. Uncertain tallies in Florida played a central role in a gridlocked electoral college. A February 1877 agreement between northern Republicans who had once pushed for Reconstruction and southern Democrats who had once seceded from the Union finally decided the election’s outcome. That Compromise of 1877 ended Reconstruction. Southern Democrats

once again reasserted “home rule.” White supremacy was reaffirmed in Dixie. Republicans maintained control of the White House. The efforts of the Freedmen’s Bureau ended and new Jim Crow measures disenfranchised Blacks. Black workers performed much of the labor to build the Orange Belt Railway that put St. Petersburg on the map in 1888. Some of these workers settled in Methodist Town, as well as the Gas Plant district where Tropicana Field and its eastern parking lots sit today. Their drudgery laid the foundation for the Sunshine City, but their children could not attend classes in Disston City. Plessy v. Ferguson, an 1896 U.S. Supreme Court decision, codified “separate but equal” facilities. That same year, William N. Sheats – the superintendent of public instruction who held the same office Gibbs once occupied – issued a report to the legislature.

In this document, he proclaimed that “the Christian people of this State are conscientious and sincere in their belief that the races ought not to be educated together.” When Pinellas gained independence from Hillsborough in 1912, the new county inherited 22 schools, all of them segregated. Four of these small facilities served Blacks, one each in Clearwater, Dunedin, St. Petersburg and Tarpon Springs. The St. Petersburg school that opened in 1893 later transitioned into Davis Academy, a two-story structure built at the intersection of 10th Avenue South and Third Street in 1914. Dixie M. Hollins became the county’s first school superintendent in 1912. During his eight-year tenure, schools went from having buckets and wells to drinking fountains and indoor plumbing. Next week, we learn how a young educator named Dixie encountered an older idea of Dixie that rose again in the twentieth century. James A. Schnur graduated from Boca Ciega High as a member of the inaugural class that experienced Pinellas school desegregation from first through twelfth grades. To comply with court-ordered busing, he rode the bus for four of those years. He’s written five books about Pinellas communities and has also lectured and published about Florida and Florida education history.

Calling All Queens

Gecko World Is Back in Business After a break in 2020, this year’s Gecko World, a smörgåsbord of summer events culminating with the Gecko Fest street fair, marks Gulfport’s 20th annual “end of summer” celebration. The party is back on and, according to organizers, better than ever, featuring an art show, pub crawl, Gecko Ball and the street festival. “With this being our 20th annual event, we are looking to make this as big and exciting as possible,” said Barbara Banno, President of the Gulfport Merchants Chamber, which sponsors the events along with the city. “We’re really going to do it up this year.” To respect any costume work that may have been abandoned in 2020, the GMC is sticking with the original 2020 theme: Gecko Bandstand. “This is really a community event and we want to really bring the community a great celebration,” Banno said. Something New While the show goes on, there have been some concessions to the ongoing pandemic, including 86-ing of appetizers at this year’s Gecko Ball. “We’re struggling a bit in planning an event as pandemic rules change and shift,” reads a press release from the GMC. “We know Gecko World is a community-focused and beloved group of events and we want to host them keeping health, safety, and comfort levels in mind.”

Your Guide to Independence Day in South Pinellas By Abby Baker

Fireworks and festivities are back again this Fourth of July! From the sandy shores of the beaches to downtown St. Petersburg, there is something for everyone, including several local light shows. Gulfportians will have to step out to see fireworks this July 4, however, but city officials say the pause is only temporary. “There will be no fireworks this year,” said Justin Shea, Gulfport’s Cultural Facilities Events Supervisor. “The next large-scale event is the 20th anniversary Gecko Fest.” The City of Gulfport decided against signing another contract with a fireworks company following some cancellation conflict last year. “We made the determination early on this year, and we decided to err on the side of caution,” said Gulfport City Manager Jim O’Reilly.

“Barring another pandemic, or something to that effect, we will be celebrating the Fourth of July next year.” Despite the local change, here’s a fabulous lineup of alternate options. St. Petersburg In celebration of both July 4 and the St. Pete Pier, 800 Second Ave. NE., “The Fourth” Independence Day Celebration is hosting a three-day inaugural event centered around the holiday. The fun starts on Friday, July 2 and ends with a 9 p.m. fireworks show July 4 that will blast off from the waterfront, visible from Central Avenue and downtown St. Pete’s waterfront parks. “It’s the one-year anniversary of the pier opening on July 6, so it’s a two-part deal,” said Ben Kirby, communications director for Mayor Rick Kriseman. For those looking for more than explosions, there’s a silent disco at Family Park, pilates and a run on the pier, food trucks, live music and more.

A drone show, hosted by Duke Energy, will take off on July 6 at 6-9 p.m., so keep your eyes on the sky. See a complete red, white and blue list of the festivities at stpetepier.org/thefourth. Madeira Beach Per tradition, Mad Beach is holding a 9 p.m. fireworks show, launched by the City of Madeira Beach and the Madeira Beach Recreation Center. Treasure Island Enjoy beach fireworks, then circle back the next morning for a coastal cleanup in Treasure Island. The City of Treasure Island is hosting its annual fireworks show at Gulf Front Park, 10400 Gulf Blvd., at 9 p.m., but finding a spot can be tricky. Attendees are encouraged to show up early and bring cash for flat-rate parking options. “Bring a beach chair or towel and enjoy the show as fireworks light up the night sky,” reads a Facebook post by the city.

Do-gooders can return at 8:30 a.m. the next day for a Keep Pinellas Beautiful and Treasure Island – Adopt A Beach, organized clean up. More at mytreasureisland.org. St. Pete Beach Fourth of July is back on St. Pete Beach, and a fireworks show starting at – you guessed it – 9 p.m., will launch from Upham Beach, 6850

There will be no city-hosted live music, but fans of the fireworks can still watch from nearby restaurants, hotels, drinking spots and, of course, the beach. “We are so excited about this year’s display. While the plan has been public for some time, many locals are still wondering, “What the heck are they building on First Avenue?” The Pinellas Suncoast Transit Authority (PSTA) is making fast history with the creation of Tampa Bay Region’s first rapid transit service, which will roll exclusively from downtown St. Petersburg to St. Pete Beach. Coined “SunRunner,” the name refers to the teal-and-orange buses’ sunrise-to-sunset commute up and down First Avenues South and North. According to PSTA Public Rela-

tions Coordinator Stephanie Rank, SunRunner will be open for riders in the summer of 2022. Bus Fares In 35 minutes, passengers can make it from the downtown areas to St. Pete Beach for the standard $2.25 fare. There will be nine passenger buses with stops at each station every 15 minutes, from 6 a.m. to 8 p.m., seven days a week. After 8 p.m. the vehicles will run every 30 minutes until midnight.

“It’s exciting because this is a premium service at the regular cost of a bus ticket,” Rank said. The $43.93 million SunRunner project is funded partially through a $21.8 million federal grant that PSTA received in 2020; the Florida Department of Transportation’s New Starts Program and Design Grant, and contributions from the City of St. Petersburg and PSTA. “We’re looking at the SunRunner being a catalyst for the region,” Rank said. “Maybe in the future this

Drivers can look out for “red lanes” in traffic that will serve as the onthe-road home for the service once it starts, compete with priority signaling. Of course, no major public work in our area is complete without art. Calling All Riders The full story isn’t finished yet – the city and PSTA are looking for community input on the project. “It’s for everyone, and we know tourism is a big industry here in Pinellas County,” said Rank. “There will be tourism use obviously, but this is also for people that live in the beach communities and want to come to a Rays game or a Rowdies match, that sort of thing.” An online equity forum, paired with community meetings, aims to hear everyone, as concerns regarding accessibility and added traffic patterns persist. “The SunRunner Rising Equity Forum is an excellent way to partner to build an even brighter, more equitable future for our community,” said Dr. Kanika Tomalin, Deputy Mayor and City Administrator of St. Petersburg. “My thanks to PSTA for leading the way on this important initiative.” The city hosted a public equity forum on Wednesday, June 30, but there’s still time to ask questions and voice concerns on PSTA’s interactive map, psta.mysocialpinpoint. com/sunrunner-rising/map.

The store was sold to a private owner who is considering turning the spot into a bistro, or another convenience store, according to Papargiriou. “I told the new owner at the closing he would be a fool to not open it as a convenience store,” Papargiriou said. “This community needs a convenience store, and for that, the community will appreciate and support him.” Store regulars will remember Papargiriou as a friendly but no-nonsense character who worked tirelessly since to give the community what it needed. His retirement was prompted by the recent sudden death of his son, following the loss of his wife, Claire Papargiriou just last year. “I don’t have a mind to do anything anymore. I’m focused on being in the house,” Papargiriou said. “It was a great business, I’m just too devastated.”

Local Drag Queen Walks the Walk for Charity Cruising with a Carrie Underwood energy, Georgia Moore strolls into Punky’s Bar 10 minutes early in a sky-blue pencil dress with pageant-style hair higher than the queen herself. She makes a few rounds of side hugs and yells at an impatient bar patron to “sit down sweetie, we’re starting soon.” The Athens, Georgia native has been doing drag for five years, and for the first time during a show on Tuesday, May 29, two of her former high school students are in the audience for Drag Bingo at Punky’s Bar in St. Petersburg. “I’m very country and I’m very clean….I don’t do backflips because I’m too old and I’m too fat,” Moore said. Her drag persona isn’t exactly a secret. During the week she’s Brad Rice, a 39-year-old history teacher to 11th and 12th grade students at a high school in Tampa. “I mean, I can’t hide the fact that I’m gay; it’s the south, and I don’t advertise the drag, but they figure it the hell out,” Moore said. One week, it’s Project No Labels, a local LGBTQ nonprofit dedicated to promoting positivity in the Pinellas community, the next it’s a fundraiser for Pride on Central.

Moore’s goal for 2021 is $25,000 – not unreasonable considering she raised over $18,000 last year despite a pandemic cutting into her stage time. She filled in at Punky’s for three months before COVID-19 hit, and is now the official “Bingo girl” at the St. Petersburg bar. “For me, personally, this is about how we can help and where the money needs to go,” Moore said. “There’s a lot of need in this community and a lot of hope too.” See the Georgian queen every Tuesday at Punky’s at 7 p.m., not so sharp.

On June 19, Lum’s family and friends celebrated his 95th birthday (which was June 23) at an “open house” party, with many of the Little Leaguers he coached through the years making an appearance. “He was so deeply touched by the outpouring of birthday wishes and love that he received,” said daughter Cookie. “Some of these men he hadn’t seen in years. Senior Center Foundation Teams Up on Emergency Kits for Those in Need Hurricane season is here, and preparation is essential, but not everyone has the resources to do it. The Gulfport Senior Center is partnering with the Senior Center Foundation and the Gulfport Lions Club to create prep kits for those in need. “Our focus is to help those 55 and older,” said Steven Halstead, Senior Center Foundation Vice President. “People who are just on that borderline of economically being able to afford the things they need, especially in an emergency.” Flashlights, batteries, hand crank radios, notepads, pencils, first aid kits, plastic file holders, whistles (useful if you’re trapped), non-perishable foods, canned goods and can openers are included in the kits. “There’s going to be items in there that people may not have because they’re not ready. You know, they’re not prepared,” Halstead said. Due to a funding shortage this year, the Senior Center only received half of the $10,000 dollar grant they asked for from the Pinellas Community Foundation Senior Services Department. However, the Senior Center also received a $5,000 private donation, making a total of $10,000 dollars to apply toward the kits. “We [were] a little bit short, but people are really helping out. We’re saying, ‘Here are some of the items that we need for the kit; you can either donate money or maybe you could donate some of the items so we can provide as many kits as possible,’” Halstead said. “So far we’re getting a really good response from businesses and individuals.” Halstead is hoping to have the kits ready for distribution near the end of July and the beginning of August. A list of needed items can be found at gulfportseniorfoundation.org. “We really want the community to know that the Senior Center is there and if you’re not in need…. that you’re able to help the Senior Center help others,” Halstead said. Childs Park and Keep Pinellas Beautiful Remove 359 Pounds of Trash Parents, teenagers and kids dressed in neon yellow safety vests fluffed open trash bags, took litter grabbers and set out to alleys, streets and walkways to collect 359 pounds of trash in Childs Park on Saturday, June 26. Childs Park Neighborhood Association President Brother John Muhammad contacted Keep Pinellas Beautiful, alerting them that Childs Park needed a clean up. “This is just a beautiful opportunity for our community to come together and to stand together in unity. We put differences aside and we’re able to focus on the mission at hand, which is to keep Childs Park a safe and equitable place for all,” said Eddison Nelson, youth minister of Ebenezer Church, where Keep Pinellas Beautiful set up. staff assisted with cleaning and handed out supplies, shirts, reusable water bottles and stickers to the volunteers. The water bottles helped keep cleaners hydrated, but also brought attention to the problem of single-use plastic. According to Francke, 80% of marine debris starts inland before it washes into water.

“Picking up that litter you see in your neighborhood, on your streets, in your parks, where you go to school, where you go to work, is actually just as important if not more important than picking it up when you see it on the beach,” Francke said. Kat Silvers Brings Her Spirit World to Life By Abby Baker

“Don’t Look Back.” Kat Silvers moved to Gulfport from Philadelphia this year to create art with her children by the beach.

Halfway between a dream world and reality, Kat Silvers creates creepy, animalistic creatures through oil on canvas. The 42-year-old picked up a shaky paintbrush at 7, and eventually graduated from Drexel University in Philadelphia with a degree in art therapy. “I’m fascinated with dreams and the worlds inside us,” Silvers said. “My work is a journey into the imagination with hybrid people guiding the way.” The Rochester, New York native lived in Philadelphia, Baltimore and Boston, traveling by train and selling her work before moving to

Gulfport with her children just a few months ago. “I wanted to live my whole life right by the ocean,” Silvers said. “I have children..we make art together.” Even though she’s said goodbye for now to urban life on the East Coast, Silver’s style reflects the edgy oddball-ism of the Philadelphia art world. Sweet Dreams Are Made of These Silvers’s cheery personality is a stark contrast to her art, where a world of rabbits, frogs, pigs and other soft barnyard souls look out

through blank eyes, thin smiles and narrow, willowy frames, The artist began her now-signature style about six years ago, and got pulled into a dream-like wormhole. “It’s sort of like a play, but these characters are not on a stage; they’re acting out their own stories,” Silvers said. “My mission through my artwork is to get people’s attention, to remind them to live life.” She pairs moody backgrounds grounded in realism with the simple lines and emotionless expressions of her characters, resulting in an element of genuine eeriness. “There are parts of us that are human and parts of us that are not, and it may creep us out to embrace that,” Silvers said. According to Silvers, she started noticing wild hares on her regular walks to a Philadelphia train station. The artist in her decided to go deeper.

Pack Your Basket with Fresh Takes on the Classic Outdoor Meal By Morgan Banno

Summer is an ideal time to round up your best friends, grab your gingham blanket and pack a picnic for the outdoors. Whether you dine al fresco at the beach (while being mindful of the pesky seagulls), in a park or even your backyard, a good picnic is as much about tasty food as it is about convenience. But what to eat? We all have those family members who are known for their deliciously inspiring, Instagram-worthy recipes. In my family, my Aunt Jan is always my go-to when I crave something different but can’t decide on a specific cuisine or dish to prepare. As an avid cookbook collector, Aunt Jan is full of tried-and-true recipes that put Ina Garten to shame and make Pinterest look like child’s play. My favorite picnic recipes are quick to prepare, easy to transport and

explode with flavor. By using fruits and vegetables that are in season or from local vendors, you can create a lip-smacking pique-nique that would bring Yogi Bear out of hibernation. Hey, hey, hey! Aunt Jan’s Orzo Salad is one of the most robust cold salads I’ve ever prepared. It’s Mediterranean-inspired flavor profile uses an abundance of fresh produce and has the perfect umami of herbaceous greens, tangy vinegars and salty olives. Swing by Funky Flamingo in Gulfport or Spiro’s Produce and Deli in South Pasadena for some of the best produce around! Also, Aurora’s Fresh Produce out of Immokalee sets up weekly at the Corey Avenue Sunday Market and they carry beautiful, ripe veggies that burst with flavor. While you’re there, visit local fresh herb grower John Majka (AKA “The Herb Guy”) for everything

you could possibly need to finish this salad with absolute perfection. When it comes to Asian flavors, I am a curry fiend! I love the pungent warmth that curry powder offers to a dish and my Curry Chicken Salad can easily be made vegan with a plant-friendly protein (I suggest extra firm tofu or tempeh) and readily available vegan mayo. Summer rolls aren’t just for Asian restaurants! They make a super satisfying side dish that bursts with raw crunch and gusto. Rice paper wrappers are available at any Asian market (one of my personal favorites is MD Oriental Market in Pinellas Park) or local grocery store in the ethnic food aisle. While the process of rolling these vegan delights can seem ambitious, it’s totally worth the end result. Like any of my picnic recipes, ingredients can be omitted, swapped

in the feta cheese. Taste and adjust seasonings accordingly.

Easy Curry Chicken Salad Serves 6

Aunt Jan’s Orzo Salad Serves 6 Ingredients: 1 cup orzo, cooked ½ oz sun dried tomatoes, chopped ¼ cup red onion, minced ½ cup each red, green and yellow bell peppers 2 Tbsp fresh parsley, chopped 2 Tbsp chopped green olives 2 Tbsp chopped kalamata olives ¼ tsp ground black pepper 2 Tbsp red wine vinegar 1 Tbsp balsamic vinegar 1 ½ Tbsp olive oil 1 cup crumbled feta cheese Not a fan of parsley? Substitute fresh basil chiffonade for an Italian flair. You can also swap the orzo for a short, gluten-free pasta for max flavor.

Ingredients: 3 chicken breasts 1 ½ cup mayo (Pro tip: Use a good mayonnaise like Duke’s or Hellman’s) 3 Tbsp curry powder 2 stalks celery, large dice ¼ cup chopped scallions (white and green parts) Salt/pepper to taste Optional garnish: 1 cup whole salted cashews Method: Sauté chicken breasts in a skillet until lightly browned. Dice into chunks and set aside. In a large bowl, combine chicken and rest of ingredients, except the cashews. Adjust seasonings as desired. Refrigerate one hour for flavors to blend. Garnish with cashews before serving.

Method: Cook orzo according to the package directions. Drain and rinse under cold water. In a large bowl combine all ingredients except vinegar, oil and cheese. Mix red wine vinegar, balsamic vinegar and olive oil to form emulsified dressing. Pour over the orzo mixture and gently mix to combine. Fold

Fresh Vegan Summer Rolls Serves 3 6 round rice paper wrappers (9-inch diameter) 12 fresh mint leaves 2 colored bell pepper, thinly sliced 1 whole zucchini, thinly sliced 1 cup shredded carrot Optional additions: Tofu, rice noodles, purple cabbage Method: In a shallow dish, soak rice paper wrappers individually for 10-15 seconds until softened. Remove from water and place on a flat work surface. Lay three mint leaves in the middle of the rice paper. Assemble the rest of ingredients on top of the mint leaves in the middle of the rice paper and roll like a burrito, ensuring the ends are tucked in. Continue the process for remaining rice paper wrappers and filling. Serve with soy sauce, peanut sauce or sweet chili dipping sauce.
