Early voting begins on Tuesday, October 21 and runs through Tuesday, October 28 for elections scheduled for November 4. Voters can vote any day except Sunday at the parish Clerk of Court’s office in either Thibodaux or Galliano between the hours of 8:30 a.m. and 6 p.m. On the ballot are 14 proposed amendments to the state Constitution. Proposed amendment number one deals with a proposal to create the Louisiana Medical Assistance Trust Fund for the payment of Medicaid reimbursement funds to health care provider groups. Proposed amendment number two would create the Hospital Stabilization Fund to protect Medicaid reimbursements for health care services. Proposed amendment three deals with allowing an authorized agent of a tax collector to assist in a tax sale. Creation and the use of public funds for the capitalization of a state infrastructure bank for eligible transportation projects are up for consideration in proposed amendment four. French Food Festival: Nothing but a good time! Marc C. Kimball Contributing Writer

Our area has seen many festivals come and go. The Cajun Fest, Oyster Fest and even the Shrimp Fest are all relics of the past. Despite the fading of many events, one festival has endured over the years and is thriving! Let’s take a trip in time…to the beginning. The year is 1973. A group of civic-minded citizens gathered in Larose and formed the Bayou Civic Club with a simple purpose – encourage, promote, advance, and conduct pleasurable, recreational, and other non-profitable activities among the members of the 501(c)3 non-profit corporation. Group members held a festival to help promote and achieve their goals and ultimate vision of securing grounds and constructing a multi-use facility. LCO Jr. High School’s front yard played host to the very first Bouillabaisse Festival. It was a three-day festival, which saw a queen chosen on the Friday, a bouillabaisse dress contest and talent show on Saturday and on Sunday a potato dance and Mass. A potato dance!! That first festi-

val netted the Bayou Civic Club $15,000 and was considered a success despite the torrential rain and constant flooding over that July 1973 weekend. In 1977 Governor Edwin W. Edwards sent out a proclamation naming Larose as the Bouillabaisse Capital of the World! In 1978, the festival moved to the area next to Holy Rosary cemetery. The festival eventually changed its name to the Larose Civic Center Fair and then changed its name again to eventually the name we know today – The French Food Festival. The dates changed too…from July to October, specifically French Food Festival the last full weekrepresentatives will be end in October. Ok, back to the on WWL Channel 4 present. Early voting for the November 4 general election begins on October 21 and runs through October 28. Voters in Lafourche Parish can vote on any of those days, except Sunday, at the parish Clerk of Court’s office in Galliano or Thibodaux. Voting hours are from 8:30 a.m. to 6 p.m. Voters will cast ballots on a number of races from federal offices down to local ones. Incumbent U.S. Senator Mary Landrieu, a Democrat, is facing a strong challenger from U.S Representative Bill Cassidy, a Republican physician from Baton Rouge. Also garnering a share of attention is Tea Party favorite retired Colonel Rob Maness, also a Republican. Others on the ballot for U.S. Senate include Wayne Ables, Thomas Clements, Brannon McMorris, Vallian Senegal and William Waymire, Jr. Voters in the southern portion of the parish will vote in the election for their representative in the First Congressional District. Incumbent Representative Steve Scalise, a Republican from Metairie, is being challenged by Lee Dugas, “Vinny” Mendoza and Jeff Sanford. Voters in the central and northern portions of the parish will help to choose the representative from the Sixth Congressional District. The seat is currently held by Bill Cassidy, who is vacating it to challenge Mary Landrieu for the U.S. Senate seat. Twelve candidates have qualified for the seat including former Governor Edwin Edwards, a Democrat. Other major contenders include State Senator Dan Claitor, a Republican from Baton Rouge, Garrett Graves, a Republican and former head of Governor Bobby Jindal’s coastal protection division, Lenar Whitney, a Republican from Houma and a member of the Terrebonne Parish Council and Paul Dietzel, II, a Republican from Baton Rouge. Others seeking the seat include Bob Bell, Norm Clark, Rufus Craig, Jr., Richard Lieberman, Craig McCullough, Trey Thomas and Peter Williams.

One of the problems with Lafourche Parish’s acceptance of State money to fund its low-income assistance programs is the red tape that goes along with it. The Community Services Block Grant (CSBG) Fund is one of those state programs that seeks to “eliminate poverty, increase self-sufficiency of individuals and families, and revitalize communities,” according to its website. It’s a grand plan from the days of President Lyndon Johnson, but it has been refined by lawmakers to make it difficult to accept the money it provides. It’s even more difficult when the parish administrative body is mired in guidelines and bickering. The Parish has been trying to accept its 2013 and 2014 allotment of CSBG money since July. The state says if you want the money, you must follow rules, like having within your Office of Community Services a board to approve everything. Lafourche’s Community Action Advisory Board, by state law, must be made up of at least 15 but not more than 36 members of the community—a third of the members from elected officials, a third from the private sector, and a third from the low-income segment of the population that it wishes to serve. The Lafourche Parish District Attorney’s Office is partnering with the Louisiana Board of Ethics to present a live training for all public officials, public employees and state/parish board and commission members. A representative from the Louisiana Board of Ethics will be in Lafourche on Monday, October 20, to present two (2) sessions of the state mandated training. The first session will be held at the Warren Harang Auditorium in Thibodaux from 10 - 11 a.m. The second session will be held at the Cut Off Youth Center from 2 - 3 p.m.

Candlelight vigil set for Oct. 21 in Raceland

The Lafourche Parish Sheriff’s Office will host a candlelight vigil at 6 p.m. on Tues., Oct. 21 to remember the victims and honor the survivors of Domestic Violence. The event will be held at the Lafourche Central Market in Raceland, just off LA-1, near the intersection with U.S. Highway 90. The LPSO also asks residents to help paint the parish purple during the entire month of October by wearing purple ribbons, clothing, displaying wreaths, turning social media profiles purple and more.

BRIEF Oilfield services company locating in Mississippi

SUMMIT, Miss. (AP) — A Houston oil-field services company is locating a new facility in Summit, Mississippi, that will warehouse and eventually manufacture drilling fluids for oil drillers in the Tuscaloosa Marine Shale formation. Newpark Drilling Fluids officials say the project will create 40 new jobs. Tuscaloosa Marine Shale formation is located in southwest Mississippi and central Louisiana. The announcement was made Wednesday by Gov. Phil Bryant and local and company officials. Newpark Drilling Fluids is locating in the old Kellwood Building owned by Pike County. The company will use the town’s rail spur to bring in both tanker cars and boxcars with ingredients to manufacture drilling mud specifically designed for the TMS drilling. The Mississippi Development Authority provided assistance for rail and roadway improvements. The town of Summit also provided assistance. ___________

Louisiana tax amnesty program opens Wednesday BATON

(AP) — Delinquent taxpayers can start filing their applications for Louisiana’s latest tax amnesty period. The amnesty runs from Wednesday through Nov. 14, allowing people to settle state tax debts with half the interest they would otherwise owe and no penalties charged. New for this year’s program, taxpayers will be allowed to pay their debts through a six-month installment plan. Unlike in 2013, they won’t be able to use tax credits as payment. The amnesty program needs to bring in $100 million to keep this year’s state budget in balance. Lawmakers used the money they anticipated receiving to help pay for the Medicaid program. The Department of Revenue estimates 450,000 taxpayers owe $1.8 billion in Louisiana taxes. Oyster season delayed in some public seed grounds

BATON ROUGE, La. (AP) — The Louisiana Department of Wildlife and Fisheries is delaying the oyster season in part of the public seed grounds to protect recently settled tiny oysters called “spat.” The area is east of the Mississippi River and north of the Mississippi River Gulf Outlet, including Lake Borgne and Mississippi Sound.

Treasury clears way for oil spill recovery grants

NEW ORLEANS (AP) — The U.S. Treasury Department says it has cleared the way for Gulf Coast state and local governments to begin applying for recovery grants through a federal RESTORE Act trust fund fed with civil penalties arising from the 2010 BP oil spill. A department statement says that, so far, the trust fund has $653 million. That figure is expected to grow by billions. Under rules finalized Tuesday, 35 percent of the Gulf Restoration Trust Fund will be divided equally among Alabama, Mississippi, Louisiana and Texas state governments and a group of 23 Florida counties. The federal Gulf Coast Ecosystem Restoration Council will use 30 percent for restoration and will distribute another 30 percent to the states. The remaining 5 percent is marked for research programs and monitoring. ___________

Louisiana officials keep residents updated on Ebola Virus

Officials with Lafourche Parish Government and the Office of Emergency Preparedness are continuing to work with the Department of Health and Hospitals (DHH) as well as the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) to monitor the Ebola Virus Disease (EVD) in the event a case presents itself in Louisiana. To date, there have been no reports of EVD entering the state, and officials

are urging residents to remain calm but vigilant. In an effort to present the latest information and facts regarding EVD, the DHH in conjunction with the Louisiana Office of Public Health have released a community presentation detailing what is currently known about the disease, which originated in the Democratic Republic of the Congo near the Ebola River in 1976. Additionally, the DHH has developed a check list for call-takers and first responders to follow in the event a threat of exposure to EVD exists. The document covers everything from the questions a resident will be asked when calling 911 to the protocols first responders will take when they arrive on the scene where the risk of exposure to a suspected case of EVD is possible. Kevin Davis, director of Louisiana’s emergency preparedness office, told the House homeland security committee Thursday that a Louisiana-specific Ebola response plan was distributed to local government and state agencies. It includes a quick reference guide for first responders. State Health Officer Jimmy Guidry says officials are staying in touch with universities, airports and the Coast Guard to track when people may be coming from countries with Ebola outbreaks. Eight people in the United States have been treated for Ebola, including two nurses who treated a Texas patient who died of the virus. No Louisiana cases have been reported. ___________

Police: Drunken Santa zombie enters St. Paul home

ST. PAUL, Minn. (AP) — Police have cited a 21-yearold man they say entered a St. Paul home drunk and dressed as a Santa Claus zombie, terrifying a 16-yearold girl who locked herself in a bathroom. St. Paul police said Monday the University of St. Thomas student was cited for trespassing and taken to a detoxification center Saturday. Police found him asleep in the house hours after a Zombie Pub Crawl in Minneapolis. Neighbor and Ramsey County Judge Margaret Marrinan tells the St. Paul Pioneer Press a 14-year-old boy fled from the house and called for help when he discovered the intruder. She says his 16-year-old sister locked herself in a bathroom to call their parents. The teens’ father said that no one in his family “will ever think of Santa the same way.” ___________

Cold Burger King food sparked attack

BLOOMFIELD, N.M. (AP) — A New Mexico man is suing Burger King after he says a manager attacked him for complaining about cold onion rings. KRQE-TV reports the lawsuit filed in state district court says Robert Deyapp was assaulted in June 2013 when he told a manager at the fast-food restaurant in the northwestern New Mexico city of Bloomfield about his cold order. The lawsuit claims that when Deyapp asked for a refund, manager Francisco Berrera lunged at him with a stun gun and switchblade. Court records show Berrera later pleaded no contest to aggravated assault. Ronald Adamson, an attorney for Berrera, did not immediately return a phone message from The Associated Press. A spokesman for Burger King said the company doesn’t comment on pending litigation. ___________

Satan lays out his plan for his demons to conquer the world

A reader sent me the following story entitled Satan’s Meeting. It’s a good examination of conscience. Be sure to read the whole article even though you are busy. Satan called a worldwide convention of his demons. In his opening address he said, “We cannot keep Christians from going to church. We cannot keep them from reading their Bibles and knowing the truth. The important thing we must do is to keep them from forming an intimate relationship with their savior. involve Christians in the nonessentials of life so that they would have little or no time for God, for their families, and much less time to tell others about Jesus’ power to change lives. I guess the big question is: have the devils been successful in their mission? You be the judge!

A card and check was sent to Anne Comeaux, the Gold Star mother, in observance of Gold Star Month. The Unit sent a package of goodies to Colton Smither, a local veteran who is stationed in Afghanistan. Members will send him cards and letters. Auxiliary member Rosalie Knobloch and her husband Roland attended the American Legion National Convention. She gave an informative report on the things that took place at the convention. The Raceland Post 349 hosted the Third District Fall Conference held at the Quality Inn in Houma on October 3-5. Officers and members from the different post in the district were in attendance. The American Legion National Commander, Michael Helm, attended the conference along with State Commander, Billy Ray Foley and other District Commanders and dignitaries from the area. The Auxiliary, SALS and Junior Auxiliary also held very informative and educational meetings at this time.

Proposed amendment five would remove the requirement that a judge retire upon attaining the age of seventy years old. Proposed amendment six deals with millage rates in Orleans Parish levied for fire and police protection. Proposed amendment seven would allow a 100 percent disabled veteran or surviving spouse to be exempt from ad valorem taxes of up to $150,000. Proposed amendment eight would establish the Artificial Reef Development Fund. Proposed amendment nine deals with disability and the gross annual income report from those individuals with local parish assessors. Providing for an 18month redemption period for vacant, blighted and abandoned property sold at a tax sale is the topic of proposed constitutional amendment 10. Proposed amendment 11 would increase the number of departments in the executive branch of state government from 20 to 21. Proposed amendment 12 deals with the membership of the Wildlife and Fisheries Commission. Proposed amendment 13 deals with the ability of the City of New Orleans to sell property located in the lower Ninth Ward of the city. The final proposed amendment on the ballot, number 14, deals with tax rebates and tax incentives and when they may be considered by the state legislature. The Festival is the lifeblood of the Larose Civic Center and Bayou Civic Club, raising nearly half of the group’s yearly operating budget in just that one weekend in October. It’s a big event for the Bayou Civic Club and eagerly anticipated by the South and Central Lafourche communities. This massive festival takes hundreds of people

working thousands of hours to plan and execute this hugely successful event, which is eagerly anticipated by old and young alike. There are only a handful of people on staff at the LCC… literally. Less than ten people run the facility year round. Phyllis Bourgeois is the kitchen manager at the LCC and has been for the past three years. She remembers the property when it was cane fields and the earlier festivals held at LCO. She understands the invaluable contributions volunteers make to the success of the French Food Festival year after year. “It warms my heart to see our volunteers come out and help for events,” she says. “We couldn’t do what we do here without our volunteers,” she said. “This place is a place for everyone.” “Our volunteers are fun and the life blood of this organization! Mr. Lorimer Comeaux is 94 years old and still volunteers all while making us laugh! He’s here peeling shrimp, helping out during the weekend of the fest…we couldn’t do it without people like him, our volunteers who have been with us for years,” she Bourgeois said. Phyllis knows the sense of community the volunteers bring to the LCC and she also knows the festival’s foods. “600 pounds of rice, 250 crab patties, hundreds of boulets, 2,450 pounds of shrimp,” she recites the list from memory. Phyllis and her army of volunteers help to prep the tons of food used over the four-day of festival. Under the permanent pavilion that was completed in 2010, families, actually multiple-generations of families, help to cook and serve the Cajun delicacies the festival attempts to preserve. “The Uzee family started out at the very first festival with the gumbo booth and 41 years later, the fourth generation of Uzees are still operating the same booth,” says Jasmine Ayo, Executive Director of the Larose Civic Center. Ayo has grown up at the LCC, volunteered at the facility, was eventually employed there and

Many of the dedicated and wonderful people in our area come together to volunteer and help is really what makes our festival the huge success that it is today,” she says. “Community participation shows just how committed everyone is to keeping our culture and the LCC alive and well today and for future generations.” With a name like French Food Festival, you know there will be tons of food. This is the biggest concert event to happen on the bayou in 25 years,” she says excitedly. There are some new firsts for the 41st annual French Food Festival. This year there are two music stages for Saturday as well as a Brazilian Jiu Jitsu tournament, amateur boxing matches and a Glow Run, a nighttime 3.1-mile run/walk that is in its second year. The Glow Run benefits a local charity or non-profit. This year’s beneficiary is the Lafourche Chamber of Commerce. “Last year we had 250 participants of all ages participating in the run...it’s truly wonderful to see multiple generations of families coming together to participate in

Council From 1-A

Some rules strictly guide just how the funds must be administered, doled out, reported and audited on a yearly basis by the parish. And most importantly, by law, the Community Action Advisory Board must approve all interaction between the state and the parish. The October 14, 2014 Lafourche Parish Council public meeting agenda is proof that spending the money is much easier than agreeing to receive it. At that meeting the Council finally agreed to accept two resolutions approving 2013 and 2014 money from CSBG to reimburse itself for money it has already spent to assist homeless, jobless, hungry and aged residents. The resolutions had been deferred several times since July, first over whether the Parish President could enter into an agreement with the state to accept the grant money without the prior approval of the Advisory Board, and later over whether the Advisory Board had actually met to approve the transaction. One resolution changed the amount of money to be requested in 2013 from $253,147 to $266,383 because the amount of money spent on the program had increased. The other resolution ac-

cepted $266,383 for 2014. Sounds simple? The reason it is not is the requirement to get a quorum of 15, the minimum number allowed, to come to a meeting. At a recent parish council meeting, Councilman Jerry Jones accused Parish President Charlotte Randolph of sitting in a nearby room instead of attending an Advisory meeting, thus preventing a quorum. He went on to say that some board members didn’t show up at other meetings in the past because Randolph might be present. One recent Advisory Board meeting, on Sept 9, nearly had a quorum. But someone noted that meetings cannot be held on the same day as a parish Council public meeting, so the Advisory Board meeting was cancelled. By state law, the board is required to hold four meetings per year. That goal might be difficult to achieve given its past record of attendance. See the problems? You would think that a board made up of the Parish President, the Sheriff, three tenured councilmen, and other leaders of the community, could get together on a once-per-quarter basis to get things done for the parish. Currently taxpayers fund the program and the Parish gets reimbursed. The burden, ultimately lying on taxpayers, could be alleviated by the grant if quarterly meetings were attended by the advisory board.

21-year-old Raceland man arrested for having sex with a teenager Lafourche Parish Sheriff Craig Webre announced the arrest of a 21-year-old Raceland man wanted for allegedly having sex with a minor. James Brown was arrested on Wednesday, October 15th, on outstanding warrants for felony carnal knowledge of a juvenile and two counts of contempt of court. In late September, the parents of a Raceland teenager contacted the Sheriff’s Office after learning the teen allegedly had sexual relations with an older man. Through investigation, detectives learned James Brown allegedly had consensual sexual intercourse with the teenager on at least one occasion in late September. Brown also had two outstanding warrants for contempt of court. Detectives made multiple attempts to have Brown come in for questioning but eventually obtained a warrant for his arrest for felony car-

nal knowledge of a juvenile. On Wednesday, October 15, detectives located Brown and placed him under arrest. He was transported to the Lafourche Parish Detention Center in Thibodaux where he was booked on the aforementioned warrants. He is currently being held in lieu of $25,000 bond as set by Judge John LeBlanc.
