School board puts sales tax on May 9 ballot

Our area’s new lawmaker said she’s ready to fight to serve the interests of our people. Councilwoman D’Lynn Boudreaux said she can’t wait to get started — a position she earned this past fall when she defeated Alces Adams in the general election. Boudreaux will hold the seat vacated by outgoing councilman Jerry Lafont, who opted not to seek re-election after multiple terms.

$1.25M to revise hurricane protection plans, cut cost

NEW ORLEANS (AP) — The federal government is reallocating $1.25 million to revise plans for a proposed south Louisiana hurricane protection project, two Republican congressmen from Louisiana said last Thursday. One of Louisiana’s best kept secrets is a secret no more. The New York Times released its 52 Places to Go in 2020 list recently — an interactive online feature that showcases some of the most beautiful and unique places in the world. In this year’s list is a local gem — Grand Isle. In selecting Grand Isle for the feature, writers said the Jefferson Parish island is “hauntingly beautiful, a barrier island

that may soon vanish.” Grand Isle is our state’s last inhabited barrier island. It’s a local hub for commercial fishing, the seafood industry and the Gulf waters below it are vital for the country’s oil and gas industry. Christopher Hall, of The New York Times, said the island’s charm and serenity earned it its place on the list. The write up cites Grand Isle State Park as a wonder, as well as the migratory bird festival hosted on the island each spring. Grand Isle’s exclusion earns it elite company. On the list are some of the most gorgeous and extravagant places in the world — a list including the British Virgin Islands; Paris, France; Lima, Peru and other scenic beauties. But the charm and mystique of our own local island was enough to catch the eye of The New York Times, which stated clearly what we already know locally: the island is a place for all to enjoy.

Lafourche Parish voters will decide on a new half-cent sales tax on May 9 that would generate money for school employee salaries. Lafourche Parish School Board unanimously voted to pass a resolution calling for the special election during its meeting last Wednesday night. The new tax would be in addition to the current parish school sales tax of 2%. Overall, the parish sales tax ranges from 9.1-9.8%. Pay for Lafourche’s teachers ranks close to the bottom third in the state. A three-year pay freeze, which ended this year, had also taken a toll on the A-rated district’s ability to retain its workers. During the meeting, board member Marian Fertitta said, “It’s been a long time coming. We’ve been working on this for over two years. We are in dire need of keeping the wonderful teachers that we have.” School district officials have stated that increased teacher pay is a top priority to maintain and improve on Lafourche’s district performance, which ranks third in the state. Gumbo Dinner and Cake Bingo to be held at HRCS

Holy Rosary Catholic School will sponsor a gumbo dinner on Sunday, January 26, from 11 a.m. to 1 p.m. The dinner will be dine in or carry out at HRCS and will consist of gumbo, rice, potato salad, and crackers. The week of October 7th, all schools celebrated National 4-H Week. South Lafourche High School 4-H members participated in the yard display competition. SLHS 4-H Club received First Place in the Senior Division with their Inspire Display. Vision Communications, a Larose based communications provider, continues to support local schools with their annual, “Sheets for Schools� program. Vision purchased 180 cases of printer paper and to divide between 18 Lafourche parish schools in their service area. Each school received 10 cases of donated paper to help with the cost of printing materials. The board aims to fill the position by March after buying former Superintendent Louis Voiron out of his contract a year early following months of med-

ical leave. The board voted unanimously to hold three special meetings within the next two weeks, planning to select a new superintendent on Jan. 21. The board met on Jan. 14 after reviewing the applications to determine which candidates they will interview and to set the guidelines for the interviews. Those interviews will then take place on Jan. 16. Boudreaux said she opted to get involved in parish government after consultation with people in her circle, adding that she believes she can make a difference for our area. “What motivated me to run was seeing no one else was willing to step up,� she said. “When a text from a friend, who’s mind I admire greatly, messaged and asked me to please consider, I had to step in. I was already flirting with the idea in my head. That message just ran it home for me. I felt it was something I needed to do. There was a purpose.� Throughout the duration of her term, Boudreaux said she looks forward to working with our area’s other lawmakers to make Lafourche a better place. In her district, she said she will be focusing on an issue that’s often a hotbed topic in local government discussions. “Drainage is a big issue for our area,� Boudreaux said. “I’ve been listening to our residents concerns, I’ve visited a few of the problem areas to see what can be done. There is progress being made, it’s a slow process, but we’re getting there.� Boudreaux said progress in drainage and also in all other areas of parish business will occur if there is teamwork and unity within the new leader ship team.

Throughout outgoing Parish President Jimmy Cantrelle’s term, there were public spats between he and the council — differences in opinion that often fought against pushing the parish forward. But new President Archie Chaisson has promised better communication and better relationships with council members. Boudreaux said she’s entering government with optimism, adding that her early dealings with Chaisson have been pleasant and productive. “I have had great communication with our President,â€? Boudreaux said. “I believe most everyone has. I know the parish employees are pretty excited about Archie Chaisson leading us into the next 4 years. I believe we have a council and administration in place that will work well with one another to make this parish better than it’s ever been. We are all in this for the same goal. We need to remember that. It’s not for personal gains, it’s what’s in the best interest for our parish, for our residence and, most importantly, for our future residents.â€? Boudreaux said she never envisioned being a lawmaker, but added she’s always been around conversation about the political things going on in the world. “Politics have always been a top highlight discussion among my family — from sitting on the porch or in living rooms, from when I was a child listening to my grandparents, to now,â€? To achieve lasting peace within our society we must begin with ourselves

The late Cardinal Bernardin talked about his search for peace in the book he wrote before he died entitled, The Gift of Peace. In it is a gripping and moving account of his meeting with Steven Cook, the young man who had accused Cardinal Bernardin of sexual abuse. It is an event best forgotten except for the extraordinary way it concluded. In 1993, the accusation became public and Cardinal Bernardin had to live with the curiosity

of the public, the constant media attention and the deep pain of experiencing his credibility and integrity questioned. Many people assumed that an accusation was the equivalent to being guilty. Eventfully, Mr. Cook acknowledged that the charges were false, and the courts dropped the case. The Cardinal plunged back into his busy schedule but he kept thinking about Steven Cook, his accuser, now critically ill with AIDS, living alone. So Cardinal Bernardin did a most remarkable thing. He found Mr. Cook and invited him to meet at a seminary outside Philadelphia. Cardinal Bernardin explained that his only reason for wanting to see Mr. Cook was to tell him that he, Cardinal Bernardin, harbored no ill feelings. He wanted to pray with him.

Steven Cook accepted that invitation and said that he wanted to apologize for the hurt and embarrassment he had caused. When the meeting happened, Mr. Cook told his story, including his alienation from the church. They talked for a while. The cardinal said what he had come to say, and he gave Mr. Cook an inscribed Bible and offered to celebrate Mass. Mr. Cook hesitated at first. Cardinal Bernardin took a 100year-old chalice out of his case and said, “Steven, this is a gift from a man I don’t even know. He asked me to use it to say Mass for you some day.” “Please,” Steven responded tearfully, “let’s celebrate Mass now.” Afterward, Steven Cook said, “A big burden has been lifted from me today. I feel healed and very much at peace.” Cardinal Bernardin reflected, “As I flew back to Chicago that evening, I felt the lightness of spirit that an afternoon of grace brings to one’s life.” Cardinal Bernadin achieved that peace within himself. The first step to peace is to be at peace within our hearts. What we need to do to find that peace is to let go of past hurts and deal with areas of our lives that need healing. Those closest to us are often the ones we take for granted. Sometimes we fail to be sensitive to the feelings of those around us. We often send negative messages and fail to give positive re-enforcement

of our love. We need the same openness to others in our community and nation and world. We need to celebrate our differences and ask God to help us be the people he wants us to be. If we are always loving, others will see this and want what we have. If we are loving, we can share that peace. Scripture tells us that God is love, lover and Beloved. If we break “Beloved” in two, we get: Be loved by the spirit, be loved by yourself, be loved by others. If we remove the last letter of Beloved, we have BE LOVE. Don’t seek love or lover, simply be love. Be at peace with all that is. Know you are the Beloved. If everyone realized this, we would have peace in our world. An after Christmas message by Howard Thurman sums up what we should be all about. “When the song of the angels is stilled, when the star in the sky is gone, when the kings and the princes are home, when the shepherds are back with their flocks, the work of Christmas begins: to find the lost to heal the broken to feed the hungry to release the prisoner to rebuild the nations to bring peace among the people to make music in the heart.” Let us make 2020 a year of peace!

NEW ORLEANS (AP) — Louisiana is setting rules for a barrier island that’s being restored to greatly increase the number of pelicans and other seabirds that can nest there. The Louisiana Wildlife and Fisheries Commission made the island a wildlife refuge in November and approved rules for it last Thursday. no public access during nesting season, from February through September. Nearly $10 million in BP oil spill money is restoring the island, which had dwindled to about 5 acres. Work increasing that to 37 acres should be completed by mid-February. Queen Bess Island was the first place brown pelicans were returned to Louisiana after the pesticide DDT wiped out Louisiana’s state bird in the 1960s. Despite its small size, it’s been Louisiana’s fourth largest brown pelican rookery, producing 15% to 20% of its nests, eggs and chicks, the department said. About 10 species of colonial water birds, including tricolored herons, great egrets and royal terns, nest there. In all, wildlife officials say, the island has averaged about 4,400 nests a year. Danos awarded Delaware Basin contracts

GRAY, La. – Danos has been awarded two major contracts with a leading Texas-based natural gas and oil production company for projects in the Delaware Basin. One contract is for fabrication, construction and installation of central tank bat-

teries. The second is for the fabrication, construction and installation of saltwater disposal facilities. While the facilities are being constructed on site in New Mexico, Danos will pre-fabricate most of the piping in its Larose, La., facility, which is particularly helpful during the winter months when harsh weather can cause project delays, quality concerns and increased driving risks. Danos’ fabrication, construction, and instrumentation and electrical service lines will be utilized for the contracts, the first of which began in early October. Combined, the projects will enlist over 80 Danos employees across the three service lines to complete the work. ___

Federal minimum age to purchase tobacco and vapor smoking products is now 21

BATON ROUGE, La. – The U.S. Food and Drug Administration has announced that it is against the law to sell tobacco products, e-cigarettes and other vapor smoking products to anyone under the age of 21. An amendment to the Federal Food, Drug and Cosmetic Act, signed by the president on Dec. 20, raises the minimum age for purchasing those products from 18 to 21 nationwide. Louisiana law has not been amended to address this change. However, the Louisiana Office of Alcohol and Tobacco

McKaskle named interim athletic director at Nicholls

THIBODAUX, La. (AP) — Nicholls State University has named an interim director of athletics. In a news release last Wednesday, the university announced Lindsey McKaskle, executive associate athletics director for internal affairs, will replace Matt Roan, who has been named the vice president and director of athletics at Eastern Kentucky University. Roan will remain at Nicholls through the end of the month. White stepping down as Louisiana education chief

NEW ORLEANS (AP) — John White, who helped strengthen the role of charter schools, backed a taxpayer-funded tuition voucher program for private schools and oversaw overhauls of the state’s school accountability efforts, announced last Wednesday that he is

stepping down as Louisiana’s education superintendent. He told state Board of Elementary and Secondary Education members in a letter that he will leave the job March 11. He did not state his reasons. The board said a search for his replacement would begin immediately and the process will be discussed at an upcoming meeting. White can point to numerous improvements made during his eight years as education chief, including improved graduation rates and better performance on college preparation tests. His tenure was also marked by a rocky relationship with teacher unions and Gov. John Bel Edwards. And the state continues to lag others in nationwide education rankings. Still, his departure comes as his job seemed secure, following the election last year of a slate of state education board members who were backed by the state’s business lobby, which was supportive of White.

Earline “Earbie” P. Cantrelle, 84, a native of Houma and resident of Larose went to her eternal rest on Friday, January 10, 2020. A visitation had taken place at Our Lady of the Rosary Catholic Church in Larose on Tuesday, January 14, from 10:00 a.m. until service time. Funeral Mass began at 1:00 p.m. with burial followed in the Church Cemetery. Mrs. Earline is survived by her children, Dr. Claudine C. Dufrene (Lynn), Evelyn C. Loftin, Armojen “Buddy” Cantrelle Jr. (Kathy), Valerie Cantrelle Loftin, Peter Cantrelle (Mitzi), and David Cantrelle (Ellen); 16 grandchildren; 27 great grandchilden; siblings, Phillip “Billy” Poche’, Melanie P. Ougel, Carolyn P. Ledet, Raymond Poche’ (Arlene), Maurice Poche’ (Charlette), Danny Poche’, and Lydia P. Pickering (Donn). Mrs. Cantrelle was preceded in death by her husband, Armojen “A.J.” Cantrelle, Sr.; grand daughter, Kristen Cantrelle; parents, Earl J. Poche’ Sr. and Leona D. She and her husband A.J. were in charge of Eucahristic Adoration and the St. Joseph Altar for many years. She enjoyed reading, completing word puzzles, playing cards, and spending time with her friends and family. BATON ROUGE, La. Louisiana Department of Wildlife and Fisheries enforcement agents arrested a Lockport man for alleged deer hunting violations in Lafourche Parish on Dec. 31. Agents arrested Brent Loupe, 32, for possession of a firearm by a convicted felon, resisting arrest, hunting deer during a closed season, over the daily limit of deer, hunting deer during illegal hours, and possession of untagged deer. Agents received a complaint that Loupe had taken two antlerless deer at night on Dec. 30 near Lockport. Agents immediately went to Loupe’s residence on the morning of Dec. 31 where they observed two freshly harvested antlerless deer on Loupe’s property. Illegally possessing a firearm by a convicted felon brings a $1,000 to $5,000 fine and 10 to 20 years in jail. Resisting arrest carries up to a $500 fine and six months in jail. Hunting deer during a closed season and hunting deer during illegal hours brings a $900 to $950 fine and up to 120 days in jail for each offense. Taking over the daily limit of deer carries a $250 to $500 fine and up to 90 days in jail. Possession of untagged deer brings a $100 to $350 fine and up to 60 days in jail. Public’s help needed in finding a wanted felon from Gheens

Lafourche Parish Sheriff’s Office is asking for the public’s help in locating a wanted felon. Justin Paul Breaux, 30, of Gheens has an outstanding warrant for his arrest with a bail amount of $100,000. Breaux has been arrested more than 10 times in Lafourche Parish since 2008, mostly for crimes such as theft, burglary, possession of stolen property, and battery. His last arrest occurred on May 22, 2018, when he was charged with Possession of a Firearm by a Convicted Felon and Possession of Methamphetamine. After posting bail on June 1, 2018, he failed to show up for court. A warrant was issued for his arrest in September of 2019.

Investigators followed up on several leads but have been unable to locate him. The Board of Commissioners of the Greater Lafourche Port Commission met in regular session on Wednesday, December 11, 2019 at 10:30AM at the Administration Office 16829 East Main Street, Cut Off, LA 70345. President Harris Cheramie, Jr. called the meeting to order and Secretary M. Callais then called roll. ATTENDED: Harris Cheramie, Jr., Rodney R. Gisclair, Jimmy Lafont, Rodney J. Gisclair, Sr., Curtis Pierce, Larry Griffin, John Melancon, Jr., Mike Callais, and Kris Callais ABSENT: None Upon motion by K. Callais second by R. Gisclair, with no public comment, the board unanimously approved the minutes for November 14, 2019 regular meeting. Executive Director’s Report Northern Expansion – Engineer Joe Picciola reported Sealevel Construction is on site driving steel sheet piles for Slip C 400’ East Bulkhead project. They should be complete this week, then will begin installing the concrete deadman. Executive Director Chett Chiasson questioned the contract time, which Picciola replied they have a few months left and are only 1 week behind due to weather delays. Engineer Joe Picciola reported Shavers-Whittle Construction has been issued a conditional notice to proceed which begins December 16th to start ordering materials and site prep work for Slip C 1100’ East Bulkhead project. This project is a 12-month project and will end next year. Engineer Larry Picciola reported the Minor Cheramie Sr. Road Paving project is complete and in the lien period which ends December 12th. He stated the clear lien certificate and retainage will be presented at the next meeting. Thad Angelloz reported on the Coastal Wetlands Park. The view finders have been delayed and are scheduled to be delivered before the end of the year. Once received we will construct the platforms and expect an event sometime next spring. We are working with Wisner to have an agreement in place for the second submittal of the Land & Water Conservation Grant which is due by April 2020, then it will move to the federal level of review. Airport Projects – Joe Wheeler Airport Director reported the aircraft operations for the month of November were 2,102, with 9,580 passengers, and 17,374 vehicles. Byron E. Talbot Contractors plans to be complete by next week on the Airfield Drainage Improvements. The FAA flight inspection is scheduled for December 19th. Regarding the Airport Connector Road and Bridge, Chiasson stated we are finalizing agreements for the appraisals of the

property. We do have 2 meetings scheduled with landowners for December 12th at 6PM and December 19th at 6PM both here at our Administration office. Engineer Joe Picciola reported they continue to work on the design plan details. We have submitted the permit application and the solicitation of views to notify adjacent landowners which were mailed 2 weeks ago. We have these 2 meetings scheduled with landowners beginning tomorrow and next Thursday to show the plans, timeframe, and any possible impacts there may be. We have completed the wetlands delineation, cultural resources report, and geotechnical reports. The next deadline we are working toward is the 60% design set submittal which is due by the end of March 2020. Melancon questioned who the design plans will be submitted to, which Picciola replied DOTD. Other Projects – Dustin Malbrough reported on the Section 203 Feasibility Study. The ASA Corps office didn’t agree with the alternate route therefore we are working on an addendum to satisfy the comments. We expect to be complete in 2-3 weeks to submit. Next week we are meeting with the Corps District office to discuss the comments and the addendum. The EIS information we are working to get passed in the WRDA bill if we get it through the District Office. Chiasson stated the meeting planned with the ASA’s office for December did not happen, but we will schedule it for the week of January 22 nd when we will be in DC. April Danos reported she is working on the bid packet for the Belle Pass Tower platform upgrades. As well as the agreement with AIC for the security systems contract. Chiasson reported on the Highway Embankment work that started today to place rocks along the embankment. The first area is in Cut Off along LA 308 and next week they will be working south of the Leon Theriot Locks. R. Gisclair Sr. questioned if this is Port funded, which Chiasson replied yes. Melancon questioned if DOTD is assisting us with equipment, which Chiasson replied no, they were not able to provide the equipment this year. Update from LA 1 Coalition – Henri Boulet reported the LA 1 Coalition continues to work with LA DOTD and their consultant HNTB Corporation on the upcoming federal grant submission for Phase II of the LA 1 Project. My efforts are currently focused on getting data from a range of companies that rely on LA 1 in order to compute the $375 million project’s cost-benefit analysis. To that end, today HNTB transportation planners working on the grant will tour the port and begin a series of interviews with stakeholders over the next three days. Boulet continues to work on securing up to $25 million in industry commitments to submit in the form of pledge letters with the grant. This will demonstrate to the Trump Administration, alongside the Port’s pledge, that industry is willing to participate in the project in a sig-

nificant manner. Currently, the Coalition has received a little over $6 million in pledge letters toward this effort. As we close out the calendar year 2019, he thanked the commissioners and the port’s staff for their continued support in this critical effort. We have some momentum moving forward with the state, the port’s and industries pledges to date, and committed to being strategic with a Washington strategy on how to most leverage the funds pledged so far to garner the needed federal investment. President opened the floor for any public comment. Chiasson stated the public may be familiar with what has been said at the Parish meetings in the last few weeks of misinformation regarding a project that the Port has contributed funds to. Brent Abadie with the Parish Administration did not know where the Port’s $100,000 donated to the Town of Golden Meadow went to. Chiasson stated he was looking at the wrong project. He stated that the Town of Golden Meadow did have an emergency storm project with FEMA that funds were returned because it came in underbudget which was Phase 2. The project the Port and the South Lafourche Levee District contributed to was Phase 3. The funds sent were spent properly toward a bulkhead project that we had monthly updates from the engineer while it was going on at our public meetings. He just wanted to make that clear and tell the public the correct information so that the people don’t think that the Port’s funds are not spent correctly. This is not the case. Cheramie stated we will not spend any funds incorrectly our staff does a good job to make sure of that. He stated the Parish Administration needs to apologize for making it seem to the public the Port and Town of Golden Meadow didn’t do something right. R. Gisclair Sr. stated we spend our money wisely for our community a good example is the work being doing now along the embankment stabilization to help our community, parish, and DOTD. We support the projects that benefit our citizens and the public thank you for doing these things. Eddie Callais with the Fourchon Oilmen’s Association (FOA) stated due to having to cancel this year’s tournament because of the hurricane, the FOA board did make a $79,000 donation to the Second Harvest Food Bank which will generate over 20,000 meals for the Lafourche and Terrebonne Communities. Over the past 9 years, FOA has given $725,000 in scholarships to over 100 agencies. FOA took a $100,000 loss this year, however the board came up with a golf tournament and received over $60,000 of donations to hold the organization and grant process for non-profits. We are will continue to have scholarships and will continue the cycle of grant awards. President Cheramie recognized Ms. D’Lynn Boudreaux and congratulated her on being elected Parish Council Member for District 8. Committee Reports Executive Committee - The committee met November 25th in Cut Off present were Cheramie, R. Gisclair Sr., M. Callais, and Melancon. They also met December 9th in Cut Off with all present. Upon motion by R. Gisclair second by M. Callais, with no public comment, the board unanimously approved the Memorandum of Understanding (MOU) with Edward Wisner Donation for the Land & Water Conservation Fund Grant Program regarding Wisner as a cosponsor on the grant application for the Coastal Wetlands Park. The Port will be the sponsor and agrees to all requirements and agrees to utilize

the area for recreation. Upon motion by Melancon to approve the request from Acadiana Oil and Environmental Corporation to lease 7.35 acre tract fronting 400 feet of waterfront along Slip C which will include an implementation fee and a six month permitting period until commencement. Second by R. Gisclair Sr., with no public comment, the vote resulted in 8 yeas and 1 abstain by K. Callais. Upon motion by Lafont second by Pierce, with no public comment, the board unanimously approved the request from Rotorcraft Leasing Company to amend lease SLIP-10 for the construction of hangar additions with concrete aprons and include language regarding the appraisal of the proposed improvements, purchase at fair market value, and the increased improvement rental over the next 8 years. Upon motion by Griffin second by K. Callais, with no public comment, the board unanimously declared the Port Bus as surplus and transfers the bus to the Bayou Lafourche Fresh Water District provided that the Port receives proceeds if sold. Upon motion by R. Gisclair second by Lafont, with no public comment, the board unanimously approved the Privacy, Purchasing and Disbursements, and Receipt Policy revisions and approved the new Contracts Policy and Disaster Recovery/Business Continuity policy. Permits & Waterways Committee - The committee met November 25th in Cut Off present were Pierce, Lafont, R. Gisclair, and Cheramie. They also met December 9th in Cut Off with all present. Pierce presented for the board’s review permits from Allen Allemand, Marquis Resources, LLC, and Key Operating Company. Finance Committee - The committee met November 25th in Cut Off present were Melancon, R. Gisclair Sr., M. Callais, and Cheramie. They also met December 9th in Cut Off with all present. Upon motion by Melancon second by Griffin, with no public comment, the board unanimously approved payment of November 2019 invoices and recognized expenditures over $10,000 which total $2,327,087.80. Upon motion by Melancon second by M. Callais, with no public comment, the board unanimously approved the November 2019 unaudited financial statements. Upon motion by Melancon second by Lafont, with no public comment, the board unanimously approved the out of state travel requests from Thad Angelloz and Joe Wheeler to attend Louisiana Alive Event in DC January 21st to 24th, Brook Angelette and Aaron Montez to attend the Federal Law Enforcement Training Center on Seaport Security Antiterrorism in South Carolina January 26th to 31st, Chett Chiasson to attend the AAPA Governance Meetings and Leadership Summit in Florida January 27th to 29th, and Michael Kinler, Scott Bynum, and other Harbor Police Officers to attend Central Square 2020 Customer Conference in Nevada March 17th to 21st. Melancon presented for the board’s consideration approving the 2020 Budget. Finance Director Miranda Parker presented the highlights of the budget. The Port revenues of $28.8M less direct cost of $10.2M, equals gross profit of $18.5M, less operating expenses of $17.4M, equals operating profit of $1.1M, plus non-operating revenue of $10.4M, equals net income of $11.6M. Regarding the non-operating revenue of $10.4M mentioned

above, the breakdown is on page 17 of packet which includes $4M of advalorem less 10% uncollectable taxes, plus $10.7M capital grants, $268,000 of maintenance grants, and $1.9M of interest earned, less $2.9M of emergency 5% contingency, less $3M for beach restoration. Parker stated the expected 2020 beginning cash of $121M, plus net income of $11.6M, plus the depreciation expense of $8M, less purchase of capital assets and projects of $31M, plus deferred revenues and other receivables of ($5.8M), equals ending cash of $103.8M, less future Fourchon Island project $50M, equals final ending cash of $53.8M. The overall operating budget $27,748,030, capital budget $31,025,488, and non-operating budget $5,938,676 totals the 2020 Budget of $64,712,194. Chiasson then presented the highlights of the proposed projects in 2020 as follows: Seaport projects are 400’ and 1100’ Slip C Bulkhead and Dredging of $9.1M, Highway Embankment Stabilization, Flotation Canal Dredge at the Commercial Marina, dredging section of Bayou Lafourche north of C-Port 1 to Flotation Canal, Fourchon Island Design and Permitting, Flotation Canal and Slip D Hydraulic Dredge of $9.3M, Coastal Wetlands Parking, Bridge, and Pavilion soil borings and design, Public Boat Launch Improvements, and Harbor Patrol Work Boat currently being constructed. Obstruction Removal, Terminal Design, and Connector Road and Bridge. Upon motion by Melancon second by M. Callais, with no public comment, the board unanimously approved the 2020 Budget of $64,712,194. Cheramie stated Ms. Parker’s group and Chiasson did an excellent job on the budget, which Chiasson replied thanks but it is a team effort all supervisors and the department staff have a hand in the budget process. Upon motion by Melancon second by R. Gisclair Sr., with no public comment, the board unanimously approved the LaPorte audit engagement agreement for 2019. Melancon stated the Finance Committee would like to thank the staff, administration, and all employees for a job well done on the budget. Cheramie opened the floor for any public comment. Melancon stated we loss a fellow commissioner this year Perry Gisclair and this is the season he will be missed the most. He then wished his family a Merry Christmas. Griffin stated because of him we still believe in Santa. Each Commissioner then wished everyone a Merry Christmas and a Prosperous New Year. Upon motion by K.
