Man leaves drugs, gun in designer bags at store

GALLIANO, La. (AP) — Louisiana authorities are perplexed over why a man left apparent designer bags holding drugs, a gun, cash and a digital scale in a convenience store. The man went into the store early Thursday and put the Louis Vuitton and Gucci bags on a chair, according to a news release. “The employee said he offered her $100 to ‘keep his bag,’” Lt. Brennan Matherne, spokesman for Lafourche Parish Sheriff Craig Webre, said in an interview. “I don’t know if his intention was for her to hold onto the bag until he came back or what.”

CUT OFF, LA - Unquestionably the biggest success story in the history of Lafourche Parish can be found at a place called Port Fourchon. So, how did Port Fourchon emerge from a speck of land in southern Lafourche to hosting a valued tenant base that services nearly 100% of all Deepwater offshore energy activity in the U.S. Gulf of Mexico? Through grit and determination by Louisiana State Senator A.O. Rappelet, and a multitude of dedicated commissioners. In 1960, Rappelet helped pass legislation to create the Greater Lafourche Port Commission (GLPC), which in turn established the area now known as modern-day Port Fourchon. A VISION FOR THE FUTURE Rappelet, unlike many of his counterparts, saw the potential of putting a port at the mouth of Bayou Lafourche to lure the banana trade from New Orleans to Lafourche Parish. At first, the plan was simple: bring the

banana trade to south Lafourche and let everything else build up around it. While Rappelet missed the boat on bananas both literally and figuratively, his keen insights regarding Fourchon’s location eventually helped the infant port become a “Port of the Future” by building infrastructure and clearing channels to support a burgeoning oil and gas industry. COMMUNITY SUPPORT IS KEY Although Rappelet played the most prominent role in establishing the GLPC, future development of any port costs money. As has become customary from a selfreliant culture that also taxed itself to build the same highly-durable protective levees seen today in southern Lafourche, residents of the 10th Ward voted to approve a property tax in 1961 to fund development at Port Fourchon. These tax dollars paved the way for the donation of property along Bayou Lafourche in Fourchon to the commission in 1963. The Caillouet Family, Louisiana Land & Exploration (now Conoco Philips),

the Constantine Family, and the Wisner Land Trust have partnered with GLPC over the years to help make up the footprint of land that it currently owns or manages. By 1965, the Clamshell Fourchon Road was constructed and readied for traffic. See Port Page 3-A

Ethics board to decide if state rep can lead parish department

By Halle Parker Daily Comet Staff Writer

A new state representative may receive a green light from the state ethics board to work fulltime as head in Reggie Bagala Lafourche Parish Government while serving in the Legislature. After winning his seat in the state House, Reggie Bagala reached out to the Louisiana Board of Ethics in October for a legal opinion regarding whether he could resume his fulltime job with the Lafourche Parish Council or accept a department head position within Parish Government. The letter doesn’t specify what department he may lead under the new administration. Bagala will represent District 54

Galliano man killed in Friday morning crash

Shortly before 11:30 Friday morning, Troopers with Troop C responded to a two-vehicle fatality crash on LA 3235 at West 134th Street. The crash took the life of 69-year-old Oliver Danos. With births down, U.S. had slowest growth rate in a century By MIKE SCHNEIDER Associated Press

ORLANDO, Fla. (AP) — The past year’s population growth rate in the United States was the slowest in a century due to declining births, increasing deaths and the slowdown of international migration, according to figures released last week by the U.S. Census Bureau. The U.S. grew from 2018 to 2019 by almost a half percent, or about 1.5 million people, with the population standing at 328 million this year, according to population estimates. That’s the slowest growth rate in the U.S. since 1917 to 1918, when the nation was involved in World War I, said William

Frey, a senior fellow at The Brookings Institution. For the first time in decades, natural increase — the number of births minus the number of deaths — was less than 1 million in the U.S. due to an aging population of Baby Boomers, whose oldest members entered their 70s within the past several years. As the large Boomer population continues to age, this trend is going to continue. “Some of these things are locked into place. With the aging of the population, as the Baby Boomers move into their 70s and 80s, there are going to be higher numbers of deaths,” Frey said. “That means proportionately fewer women of child bearing age, so even if they have

children, it’s still going to be less.” Four states had a natural decrease, where deaths outnumbered births: West Virginia, Maine, New Hampshire and Vermont. For the first time this decade, Puerto Rico had a population increase. The island, battered by economic stagnation and Hurricane Maria in the past several years, increased by 340 people between 2018 and 2019, with people moving to the island offsetting natural decrease. International migration to the U.S. decreased to 595,000 people from 2018 to 2019, dropping from as many as 1 million international migrants in 2016, according to the population estimates.

Everything Jesus said and did was twisted by the religious elite of his day to bring charges against him. Charges that amounted to nothing, but they pushed the charges until he was brought to trial where he was found guilty of nothing. The mean, wicked, sadly religious people who hated Jesus were willing to say and twist anything to eliminate him and so they did they thought. When they were given the option to say what they wanted to happen to Jesus they yelled crucify him and they did by beating and whipping Jesus like no human being had ever been beaten. He was then nailed to a cross where they watched him die horrifically. Never has any man been hated so much and treated so inhumanly as Jesus. It all began with the hatred that the religious leaders had for Jesus. Next, came the accusations by the mob, twisting his words, totally misinterpreting what he said and making mountains out of molehills. They killed Jesus but he came back to life like never before. He defeated the grave, giving the world the good news that we celebrate and live by every day. For hundreds of years religious groups in the Middle East have fought with each other and given religion a bad name. I don’t think it’s flattering to be accused of being religious since the meanest people in the world are religious. Just read and watch the television to see who is doing all the fighting in the Middle East and usually done in the name of religion.

Some of these people are barbaric in how they have treated prisoners and villages they have annihilated. The epitome of evil was on full display during the arrest, trail and crucifixion of Jesus with the religious people leading the way. President Trump is not Jesus nor am I comparing him personally to the divinity of Jesus. No human can be compared to Jesus. However, the media and Democrats are using the same playbook used by first century thugs against Jesus. The “trumped” up charges by the Democrats, the pure hate that Democrats spew at him and the way that everything that Trump says or anything he does is spun by NBC, CNN and House Democrats like he, in some way, has committed blasphemy, is kind of like how Jesus was accused, tried and crucified. I don’t see that Trump is going to be crucified but Democrats want him found guilty and removed from office for certain. We will stay tuned to future jargon and jockeying by the House, Senate and of course the President. Anyhow, may we all have a peaceful and happy New Year. The Town of Lockport recently proclaimed November 9 as CLHS Trojan Lancer Band day. Mr. Willie Martin, Band Director, and Mr. Brennan Callegan, Drum Major, were present at the December town meeting to accept the proclamation from Mayor Ed Reinhardt and Town Council members. The Town of Lockport wanted to dedicate a special day for the band after they won Grand Champions in the 2019 Louisiana Showcase Marching Bands State Championship. DREDGING CHANNELS, ELECTED BODY, AND CAPITAL IMPROVEMENT PROJECTS SPUR GROWTH Making Belle Pass have 12-feet of depth and electing what is still the state’s only elected commission in 1971 started the port down the path of becoming a legitimate economic asset to Lafourche Parish. During a span of eight years stretching from 1971 to 1979, Capital Improvement projects began thanks to bond proceeds. With this, a crucial environmental impact study was funded, and the GLPCs first Executive Director, Ted Falgout, was hired. While all of these were positive developments, building up infrastructure and making an area attractive to businesses is only the beginning of establishing

a true port of commerce. You still need someone to take that first leap of faith. Enter the port’s first major tenant, Martin Fuel, in 1979. Next up, the Louisiana Offshore Oil Port (LOOP) begins its operations in 1981, two years before the oil bust of 1983. Now many would think the oil bust would have destroyed any chances Port Fourchon had at becoming anything significant, but they’d be wrong. Thanks to the oil bust and the industry’s need to consolidate, the centralized location of Port Fourchon dipping in to the gulf as the southernmost city accessible by road in south Louisiana was the thing that gave the port its ultimate footing. After developing the 400-acre E-Slip in 1984, businesses, primarily Edison Chouest Offshore, flocked to the port to become tenants. Transportation

grants and investments made as a result of tax dollars tagged to Port Fourchon saw the port grow as lease revenues started to climb into the millions of dollars. DEEPWATER ROYALTY RELIEF ACT CHANGES EVERYTHING Passed in 1995, this singular piece of legislation established the necessary incentives for the drilling industry to go all in on exploratory activities in the Gulf of Mexico. By 1998, the E-Slip project was completely leased 15 years ahead of schedule. This exceptional growth led to further construction and the purchase of the South Lafourche Airport by the commission in 2001. Total budgets continued to climb during this same time period and revenues eclipsed the $10-million mark by 2004 with nearly 250 companies operating from and/or utilizing Port Fourchon by 2005. All these developments led to the construction of a new elevated highway that opened in 2009, one year before the port’s second Executive Director, Chett Chiasson, was hired. DISRUPTION COMES IN THE FORM OF DISASTER ON 2 FRONTS Between the Deepwater Horizon Oil Spill incident of 2010 and the price of oil and gas bottoming out in 2014, the GLPC saw some dark days. As a service provider to deepwater offshore energy interests in the Gulf of Mexico, the temporary drilling ban that resulted from the oil spill incident, and then the resulting drop in oil and

gas prices four years later, a negative tenor regarding future prosperity at the port was certainly a concern. However, thanks to steadfast guidance and lowering rental rates for existing tenants to entice them to stay the course, Chiasson and the GLPC Board of Commissioners were able to steer Port Fourchon in a direction where growth continued despite the odds seemingly being stacked against them. STRONGER NOW THAN EVER; POISED FOR THE FUTURE With 75,000 linear feet of bulkhead now encompassing the footprint of Port Fourchon and lease revenues exceeding $29 million in 2019, its easy to see why the GLPC has the reputation of being the main economic engine for Lafourche Parish. As the Port forges forward into its 60th year, the diligent efforts of the commissioners and its staff seek to keep contributing to the economic needs of Lafourche Parish through forward-thinking measures set on creating more jobs and prosperity for the Bayou region. Currently, the GLPC is positioned well to capitalize on numerous opportunities moving forward. For starters, work continues to progress towards getting the necessary approvals to eventually dredge to 50feet in Belle Pass. That water depth will allow for the future development of Fourchon Island that will one-day become the home to a Deepwater rig, repair, and refurbishment facility which will certainly spur on further

investments in the Port and Parish. Of further importance, a future LNG project continues to inch closer to becoming a reality. A recent productive meeting with Energy World officials has reaffirmed the company’s initial commitment that will see them investing nearly $900 million in Port Fourchon and Lafourche Parish. Additionally, work continues on the designbid-build model for the construction of an Airport Corridor and Bridge project that the GLPC received a $16.4 million federal BUILD grant for at the end of 2018. This $35 million project has grant, capital outlay, port and Lafourche Parish Government funds attached to it. Also being planned is the eventual construction of new bridge in Port Fourchon to replace the one that was removed in 2018. When combined with last year’s announcement from the state that they would invest $150 million to complete the elevated portion of LA 1 down to Port Fourchon, which includes having LA DOTD submit for a federal INFRA Grant for another $150 million, the future for the port cer-

tainly looks brighter than ever. The public and private investments mentioned above amount to about $1.7 billion coming into the 10th Ward of Lafourche Parish in the coming years. GLPC’s founding forefathers certainly set the Port down a path to be successful and the current Commissioners keep it moving towards continued prosperity. And, it must be stated that without our loyal tenant base, none of this would be possible. In the next several years, you will see largescale investments being made by the Port and other partners to not only move the parish forward, but to provide more in the way of mitigation to help protect the entire region as well as sites to enjoy recreational pursuits such as kayaking and fishing. To this end, the GLPC is embracing its future while remembering its past. Part of embracing that future is the launch of new logo, which will debut later this year. This new iconic logo is certain to become identifiable with the port that is responsible for a significant portion of the nation’s total energy supply.

A 90-year-old author gives us 50 positive attitudes toward positive living

As we approach a new year and a new decade, instead of making “New Year’s Resolutions” that might not last that long, it might be more helpful to come up with new attitudes toward life. The following article was written by Regina Brett, a 90 years-old writer for the Cleveland Plain Dealer, in Cleveland, Ohio. “To celebrate growing older, I once wrote the 45 lessons life taught me. It is the most requested column I’ve ever written. My odometer rolled over to 90 in August, so here is the orginal column again plus five. “1) Life isn’t fair, but it’s still good. 2) When in doubt, just take the next small step. 3) Life is too short–enjoy it. 4) Your job won’t take care of you when you are sick. Your friends and family will. 5) Pay off your credit cards every month. 6) You don’t have to win every argument. Be true to yourself. Agree to disagree. 7) Cry with someone. Bagala took a leave of absence without pay from his job as the council’s internal auditor to avoid conflict of interest while running for state office, he said in a letter to the board written the day after the election. He had worked for the Council as an auditor since February of 2017. The 11-member Board of Ethics is mainly responsible for issuing advisory opinions interpreting the code when requested, investigating alleged violations and offering ethics training for officials and public employees. In its Dec. 20 meeting, the Board discussed Bagala’s request, the

facts he presented and drafted a proposed advisory opinion suggesting that Louisiana’s Code of G o v e r n m e n t a l Ethics wouldn’t prohibit him from working in either position while in office. “The Board recommends that you contact the Office of the Attorney General as to the application of any dualoffice holding provisions,” stated the draft opinion. The document hasn’t been finalized and is subject to change pending further board discussion. That draft will come before the board again in the next few weeks for further discussion and possible adoption.

Mississippi, Hawaii, New Jersey, Alaska and Vermont each lost less than 5,000 residents. Regionally, the South saw the greatest population growth from 2018 to 2019, increasing 0.8% due to natural increase and people moving from others parts of the country. The Northeast had a population decrease for the first time this decade, declining 0.1% due primarily to people moving away. Last week’s population estimates also offer a preview of which states may gain or lose congressional seats from next year’s apportionment process using figures from the 2020 Census. The process divvies up the 435 U.S. House seats among the 50 states based on population. Several forecasts predict California, the nation’s most populous state with 39.5 million residents, losing a seat for the first time. Texas, the nation’s second most-populous state with 28.9 million residents, is expected to gain as many as three seats, the most of any state. According to Frey’s projections last week, Florida stands to gain two seats, while Arizona, Colorado, Montana, North Carolina and Oregon each stand to gain a seat. Besides, California, other states that will likely lose a seat are Alabama, Illinois, Michigan, Minnesota, New York, Ohio, Pennsylvania, Rhode Island and West Virginia. ___

DONATO DEL MONICO

On Thursday, December 26, 2019, Donato “Don” Thomas Del Monico, loving husband, father of two beautiful daughters, grandfather, and brother, passed away at the age of 60. Don was born in Miami, Florida, on September 25, 1959, to Don and Dolly Del Monico who predeceased him. He was the second of four children and graduated from Christopher Columbus High School. Don had been a US Merchant Marine Captain for over 25 years and genuinely enjoyed his time at sea, almost as much as he loved his time at home with his family, friends, and pets. Don loved to ride his Harley Davidson motorcycles, go boating, and cook his famous spaghetti for the family. He is survived by his wife Maureen (Veilleux) Del Monico; two daughters Danielle Del Monico Anderson (Nick) and Alexandra Del Monico Overton (Stefan); grandchildren Trent Thomas Anderson and Carson Lee Overton; siblings Dione Del Monico (George “Bud” Scholl), Deanna Del Monico (Scott Adam Johnston), and Daniel Del Monico; and many beloved nieces and nephews. Don lived his life to the fullest and inspired others to do the same. Over the course of his life, he traveled far and wide, where he met many people and captivated them with his charm and passion for living well. Don believed that every moment should be cherished, and he instilled that belief in all who knew him. He was an amazing friend and was always ready to lend a helping hand. He lived for his family and was a loving husband, father, grandfather, and brother. His family and friends will miss him dearly; however, his spirit will live on in all of us. A Celebration of Life Gathering was scheduled for January 4, 2020 from 1:00 – 2:00 P.M. at Deltona Memorial Funeral Home, located at 1295 Saxon Blvd., Orange City, Florida 32763. Detectives make an arrest, recover stolen property in December residential burglary

Detectives have made an arrest in a residential burglary that occurred last month in Galliano. On December 31, deputies responded to a residential burglary on West 124th Street after a family returning from a camping trip found their home had been burglarized. Forced entry was made on a side door, and several thousand dollars of valuable items including jewelry and cash were stolen. Through investigation, Lance Cheramie was developed as a suspect, and he was found to have pawned several pieces of jewelry matching the description of some of the stolen property. Detectives obtained a search warrant for Cheramie’s residence in Larose. During the search, they discovered

This investigation is continuing. and photos were posted on the sheriff’s web and Facebook pages. “These images are pretty good, so we feel confident we’ll be able to get him identified.”

Detectives are investigating attempted vehicle burglaries that occurred in the Raceland area early Sunday morning. During the early morning hours of December 29, 2019, a surveillance camera captured images of two suspects pulling on door handles on vehicles at a residence on Leona Drive. In a separate investigation, another male suspect was caught on camera attempting to burglarize a vehicle on Aspen Drive
