Governor’s budget includes millions in new education spending

Dufrene named interim Golden Meadow Chief of Police

Town of Golden Meadow officials named Troy Dufrene as the town’s new interim Chief of Police at their monthly meeting Feb. 3. Reggie Pitre, who served as the town’s previous chief, resigned last month to go work for the Port Fourchon Harbor Police. Pitre served as chief since his election in 2012 and has worked for the department since 2009. Dufrene will finish Pitre’s term which expires at the end of the year.

BATON ROUGE, La. (AP) — Gov. John Bel Edwards’ administration Friday proposed a $32 billion Louisiana budget for next year that pours millions of new dollars into education and keeps most other government programs on an even keel, using money that isn’t yet available to spend under the law. The Democratic governor prioritized education as he campaigned last year for re-election to his second term. Although one of his education talking points centered on the need to raise teacher pay to the Southern average, Edwards didn’t include specific dollars for the salary hikes in his spending recommendations for the 2020-21 financial year beginning July 1. According to a DOTD press release, LA Highway 1 will be closed continuously in both directions at Satsuma Drive in Larose, from 6 a.m. on Wednesday, February 12, through 6:00 p.m. on Thursday, February 13, in order to allow DOTD’s contractor to remove and replace a pipe crossing. Satsuma Drive is located 1.2 miles south of LA 657 on LA 1, just before The Balcony Restaurant in Larose.

Lafourche Parish District Attorney Kristine Russell and Sheriff Craig Webre were on hand Thursday morning in Thibodaux as members of multiple agencies fanned out across the parish for a child support roundup of individuals who are not only behind in their child support payments, but also have made no effort to make payments. Arrest warrants were prepared on 25 individuals who collectively owe child support payments of over $775,000. “This operation had less to do with the amount owed, and more to

do with the lack of effort to make payments,” said District Attorney Kristine Russell. “The majority of the men and women in Lafourche Parish pay their child support; in 2019, we collected over $10 million in child support payments. It is not our desire to put these individuals in jail for nonpayment, but we must hold them responsible. We make every attempt to work with them to collect payments before making an arrest. BP oil spill cash rebuilds eroded Louisiana pelican island

QUEEN BESS ISLAND, La. (AP) — A Louisiana island that provides a crucial nesting ground for pelicans and other seabirds is being restored to nearly its former size after decades of coastal erosion and a devastating offshore oil spill 10 years ago. Gov. John Bel Edwards visited the island last week, unveiling a sign dedicating it as a wildlife refuge. “The walk we just made wouldn’t have been possible a few weeks ago,” the governor said after crossing an expanse of sand bearing tread marks from heavy equipment used to create and grade new land. He spoke at a podium set up before waist-high mangroves, which contractors left untouched for pelicans to nest on.

About 6,500 brown pelicans and 3,000 smaller seabirds cram their nests every summer onto Queen Bess Island, which shrank from 45 acres in 1956 to about 15 acres of marsh by 2010, when the Deepwater Horizon spill fouled its beaches with oily gunk. Until the restoration, only about 5 acres — most of it along the island’s edges and the outlines left by short-lived restorations in the 1990s — was high enough for pelicans to nest, said Todd Baker, a biologist supervising restoration for the Louisiana Department of Wildlife and Fisheries. Once a mere strip of land, the island now covers 37 acres, with most of it for the increasingly cramped birds. Edwards said the $18.7 million proj-

ect to enlarge and maintain the island is part of $550 million that that has restored more than 4,200 acres of Louisiana’s coast and islands. More than $800 million in additional work is expected across Louisiana this year, he said.

Larose man found quilty of First Degree Rape Lafourche Parish District Attorney Kristine Russell announced that a Larose man who was charged with 1st Degree Rape in November of 2018 was found guilty by a Lafourche Parish Jury late Thursday afternoon, February 6th. Johnny Moore Jr., 31, raped the juvenile victim, who suffers from a mental infirmity, at a home where Moore was living prior to October 31st, 2018. Assistant District Attorney Jason Chatagnier, who prosecuted the case along with Assistant District Attorney Greg Stahlnecker, noted that the jury deliberated

for just under an hour before returning a unanim o u s guilty verdict of 1st DeMoore g r e e Rape. Moore, who was immediately taken into custody upon the guilty verdict, is scheduled for sentencing on March 12th, 2020, at 1:30 p.m. before the Honorable Christopher Boudreaux. Moore faces a mandatory life sentence without the benefit of probation, parole or suspension of sentence.

the TOPS college tuition program would grow to cover all eligible students. But Edwards’ budget proposal doesn’t explicitly include another pay raise for public school teachers who received one this year. When asked about the absence, Dardenne said some of the increased dollars proposed for the K-12 financing formula could be used for pay hikes. “It would be left to the local school districts to decide,� he said. Other new dollars would pay for Louisiana’s juvenile lock-up facilities to house more teenagers, to account for a law change raising the age of adult prosecution, and would finance required civil service pay raises for rank-and-file state workers. Political appointees in the governor’s Cabinet would be in line for salary hikes as well. The proposal includes $23 million to cover spending that lawmakers approved last year: pay raises for judges and parish district attorneys; increased payments to sheriffs for housing state inmates in parish jails; and a Medicaid expansion to cover more children with developmental disabilities. With years of fights over budget cuts behind them, the response from lawmakers Friday was muted. Republican Rep. Larry Bagley of Stonewall said he wants a larger increase in a need-based aid program for college students. Senate President Page Cortez, a Lafayette Republican, wanted to see

more spending on transportation. “Infrastructure doesn’t seem to be on this radar,� said a disappointed Republican Sen. Heather Cloud of Turkey Creek. Dardenne said the governor will propose spending a significant slice of the last year’s surplus cash on roadwork, bridge repairs and rural water system upgrades. “Stay tuned, because there’s going to be a lot of discussion,� Dardenne told Cloud. Edwards’ spending proposal is a wish list of sorts. The governor used income projections that aren’t included in Louisiana’s official forecast because the Legislature’s new Republican leaders wouldn’t adopt them. That includes billions of dollars agencies expect to receive from fees, fines and other revenue sources, along with a $103 million increase in tax collections economists anticipate will arrive in the treasury. Cortez and House Speaker Clay Schexnayder refused to support the projections, wanting only a tiny increase for next year’s forecast instead of the $103 million. The disagreement stalled forecast changes. Both GOP legislative leaders defended their approach. “I really feel that that would have been a better way to start this process,� Schexnayder said. Still, the House speaker and Cortez struck a compromising tone with Dardenne. “I feel like we will get to a number,� Cortez said. The governor’s recommendations also would spend $25 million that Republican state Treasurer John Schroder has said he won’t transfer for general operating expenses. Edwards sued Schroder over the money Friday, asking a judge to declare the treasurer’s actions illegal. ___

According to the Town of Golden Meadow’s website, there have been seven police chiefs in Golden Meadow, three of whom served more than 10 years. The police department employs four fulltime officers, three part-time officers and two reserve officers.

District Attorney Russell noted that the roundup was only one portion of their yearround effort to hold those behind on child support accountable. On the 25 warrants, a total of 9 individuals were arrested as part of the operation. Officials say they expect additional arrests to be made in the coming days. The combined child support payments owed by those arrested were nearly $290,000. Two of the individuals on the list, Blain Breaux and Norbert Bouzigar III, were found with suspected methamphetamine and will now face additional charges. Wendy Welch, who was not on the list and found with Bouzigar, was also found with suspected methamphetamine and taken into

custody. The following individuals were the focus of the operation:

Though barely a blip of an island off the Gulf of Mexico in Barataria Bay, Queen Bess plays an outsize role as one of Louisiana’s largest rookeries for brown pelicans, supplying real estate for up to a fifth of the state’s nests. It’s also where the pelican, Louisiana’s state bird, was reintroduced in the 1960s after pesticides had killed off the state’s entire population. Loss of the small islands where pelicans nest has crowded the big birds into about 10 colonies, fewer than half the number in 2010, Baker said. “When you’re a tiny island you’re on the front lines of sea-level rise and coastal erosion.� Funds to restore Queen Bess Island and for future monitoring and upkeep flow from a $20 billion settlement that the federal government and the five Gulf Coast states reached with energy giant BP PLC for environmental damage from the 2010 spill. The offshore explosion and fire that year on BP’s leased drilling rig killed 11 people. The well spewed more than 100 million gallons of oil into the water over 87 days. When the oil reached the island about 45 miles south of New Orleans, more than 1,000 birds died. Brown pelicans and other birds could be seen struggling, their wings weighed down by black muck. Contractors for Louisiana’s Coastal Protection and Restoration Authority enlarged the island by dredging up Mississippi River sand and pumping it inside the outlines of rock and other material from the 1990s restoration, which used silt. The sand, designers hope, will be more stable.

The authority also built a line of rock breakwaters 75 to 95 feet from shore to slow erosion and provide calm water for young birds. Most of the island is being restored as a pelican habitat, with 7 acres for skimmers, terns and other birds that nest on rocks. In recent years, Baker said, nests have been so jammed “you can’t hardly step on land without touching a nest.� In an assist to the birds, The Louisiana Wildlife and Fisheries Commission designated the island a wildlife refuge in November. The commission is taking comments on rules that, things, among other would forbid people from stepping on the island during the eight-month

nesting season. Restoration work should be completed by Feb. 15, Baker said. He added that remaining work includes creating ramps for young birds that still can’t fly so they can walk in and out of the water. Contractors also will plant about 24,000 woody plants for species including night herons and egrets and pelicans to build their nests. Those are still essentially 3-foothigh (1-meter-high) sticks, Baker said. Most important for Baker: Will pelicans return to the island where they built nests or were hatched? Five hundred were banded last year to help him and other conservationists answer that question.

The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for the Town of Lockport, Lockport Sewer Plant, 710 Church Street, Lockport, LA 70374. The facility is located at 312 Second Street in Lockport, Lafourche Parish. Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit. The principal discharge from this existing source is made into an effluent pipe, thence into Forty Arpent Canal, thence into Tom Foret Canal, thence into Company Canal, waters of the state classified for primary contact recreation, secondary contact recreation, and propagation of fish and wildlife. Under the SIC Code 4952, the applicant proposes to discharge treated sanitary wastewater from a publicly owned treatment works serving the Town of Lockport. During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur. Herod had arrested John the Baptist, there is an urgency in Jesus’ movements. Time was of the essence. Matthew tells us, “Jesus began to proclaim, “Repent, for the kingdom of heaven has come near.” I think our Lord sensed this “nearness” with new urgency, so he knew he had to declare it. However, that was not enough. He was not content to be hurrying about with this insistent proclamation. He must do more and he did. He began to gather a community. As Jesus walked by the Sea of Galilee, he noticed the two brothers, Simon and Andrew, people who fished for a living. He called them to follow him. Then, continuing along the shore, he saw another pair of brothers, James and John. Again, he called them to follow him, and they did. Jesus was no longer solitary. He had established a community. When Jesus called these four fishermen who had agreed to follow him, the Church began. The scriptures later tell us that we are the church, the Body of Christ, his presence in the world. Why did Jesus choose these particular persons? From a very human point of view, most of us will recognize that he chose some unlikely persons. They were not the wisest, mightiest or noblest persons alive. Yet, Jesus knew he would have to work with whoever would say “yes.” That is the very method God uses. God could very well have saved the world by divine edict, or by approaching us directly through the Holy Spirit, without relying on these human, imperfect medi-

ators. It seems such an approach would have been less cluttered and more efficient. Yet, God has chosen to carry on his work through human beings – fishing people, tax collectors, farmers, computer specialists,

homemakers, oil workers, athletes and professors. It’s a motley crew. It is God’s own method, and it only works if you and I are willing to say “yes” to his call. Then we can take our place in his family and continue to do Jesus’ work.

must come to Christ by his or her own independent choice and each of us must build a personal relationship with God. Still, the church is not a collection of rugged individualists. It’s a family, a group of people united in Christ. That is the way it started, and that is the way it has continued for 2,000 years. Jesus could easily have been a solitary figure. When he came to John to be baptized, he came alone. Then, he went out, very much alone, into the wilderness to be tempted. At this point, Jesus has all the markings of a rugged individualist. However, the next thing Matthew tells us about Jesus is that when he “heard that John had been arrested, Jesus withdrew into Galilee.” What was going through Jesus’ mind at that point? It seems that he reasoned that John’s fate could very soon become his own. His ministry was only beginning but if Herod could arrest John so easily, he could end his own ministry. So, Jesus left his hometown of Nazareth and moved to Capernaum. Matthew says that this was to fulfill Isaiah’s prophecy that it would be in the land of Zebulon and Naphtali that the light of God’s Messiah would shine. Having learned that
